001five now got 5 45 so we will go ahead and call the meeting to order if everyone would stand for a moment of silence and then we'll have the pledge thank you out of the united states of america public for which it stands one nation under god indivisible with liberty and justice for all adam recorder if you call the roll chairman floyd vice chair harrison deborah thomas jeremy burnett michelle childs here superintendent here we do have a quorum mr superintendent would you lead us through our agenda i will the first up is the opportunity for public comment would anyone from the public like to speak hearing none next item next item is our report section starting with the tln representative update the general assembly is not in session so i do not have an update
002all right next up is the superintendent's report i do have a few things i wanted to just touch on um probably the most exciting news before us is uh the impending opening of uh the high school facilities at lakeland preparatory school uh we have announced uh a public uh invitation for a ribbon cutting on july 30th at 9 00 a.m when we did the middle school we did it at 4 30 p.m and it was very very hot and uh we're gonna we're gonna see if we can uh improve that by a few degrees this time although these days we'll see i think it's hotter overall than it was then uh i do want to just share with the board and the public uh for those that are uh tuning in that there are some
003buildings um outside of the main building that will not be available immediately i think we've determined conclusively now as soon as school opens and that includes the football field house the baseball softball field house and the multi-purpose field house we are in communication with coach white and the other staff members in terms of when those would be available we're expecting it to be just a few weeks behind schedule in terms of that first day of school so our hope is now that the football team will be able to take possession of the field house on or before the first home football game which is i think august 16th but like i said they're just they're some areas that for you know varying reasons are not going to be complete so chris woods construction has done
004an amazing job that's actually within they'll still be within their contract days because they did have some weather days they get to apply to the contract but just so folks are aware um we're also right now kind of uh up against the uh the clock off for the sod on the baseball softball in band marching fields and we're pushing chris woods very hard and they're pushing their subcontractors very hard to make sure they get those installed if we can get the sod in by the end of july uh assuming that you know we do you know get some rain at some point ever again we should be in good shape there as well but uh considering the size and the scope of this project to say that those are really the only areas of concern
005right now hopefully tells you in what good shape we are we don't have any concerns about the rest of the building being ready for the public to to examine on july 30th and certainly to be ready for the the uh students to start school so we're excited about that building's looking really really good and i really can't say enough thanks to chris woods construction and renaissance group for keeping things on track we'll give them a real big thanks when it's all done but they're they're really doing a great job to kind of meet our unique needs as uh as as a school system differs from you know most most corporate or commercial clients i did want to review we've gotten some kind of updated and i think better ideas of grade level counts for registration
006as they relate after uh after giving an update last time essentially in terms of the students that we know have said basically you know we are coming and they they've done that through registration or in some cases follow-up calls where maybe they didn't register but the parents said i'm sorry we're planning to be there we just haven't gotten registration done yet um total right now for lakeland elementary school k-4 is 940 students and the total for lps is 1052 students now we still have about 66 students who haven't said i'm not coming but they also the schools have not been able to get in touch with them so they really haven't said one way or the other they haven't actively registered but they also haven't said i'm not coming if those students also come then
007the two numbers would be 973 at les at lps and i'll go back to the original projections for the two schools or 991 at les and coincidentally i think 1052 at lps so right now we've already said at lps we've got we've met our projections if if everybody that hasn't reported back comes we'd actually be at 1085 slightly over projection we're a little under projection right now at les but not really you know anything to be concerned about so very very excited and that includes because we've kind of kept up with this right now 176 students in the ninth grade that have said absolutely we are coming back and they're about eight more that we're still kind of hoping to get in touch with or hear from so again overall in a really good position
008to with what we know to start school and we've still got some time left right now we've got 150 no i'm sorry we've got yes 150 kindergarteners new uh well yes new kindergartners they're all new uh registered right now sometimes some of them are in the preschool so we we actually call them returning even though they're not they're really new to the system so uh that's great news and we'll uh continue to keep you guys updated and as far as what that looks like wanted to note that uh tcap scores for the districts have been released obviously in our system if you're looking at a grade level you're seeing both the district and the school level scores since we only have one school that has each grade level overall pleased with the tcap scores we
009did have some dips in uh three areas that was fourth sixth and eighth grade math we had improvements over last year in all other areas that being said our goal is to get back to the 1819 scores where we were pre-pandemic so we're taking these uh this data and putting it to work and i've already begun having very specific conversations with uh with principals and those in academics and the principals have used in some cases that data to make adjustments in terms of teacher assignments and grade level assignments so we'll do what we do and try to use the information we have to keep getting better and then finally we're feeling really good about where we are with human resources thanks to our hr director jessica milspa and the great work of the principals the
010areas where we're really still looking for people are in custodial and nutrition workers and those those tend to be positions that you hire closer to the actual event however um if anybody's listening and knows the folks that would be great additions to the lss family in those areas we'd love to talk to them and uh feel like we've got a great environment to work in and a great team so uh that concludes my superintendent's report any questions for the superintendent mr burnett and then ms childs um dr rohl on the tcap numbers how closely or are you prepared to say how closely those what the projections from the intermediate assessments throughout the year i'm uh that that's a great question mr adler has been on vacation the last two weeks i don't think he scheduled
011it around the tcap release but uh he might have been wise if he did but that's one of the things we're asking him to do and uh he he will do kind of a a summative um uh report for the board on the final tcap data and will include where that case data is so it was it it varied and there were some places where there was a bit of a swing but for the i think for the most part just from a quick look it looks like it it helpful so great question you thought um our community you know it's so easy for all of us um to take for granted the fact that um an entire construction project happened in a pandemic just because i feel like everything that gets done is done
012so excellent um and you know the fact that a high school in the middle of teacher burnout has occurred as well so i just want to say a huge thank you and a huge bravo to every single person involved with the construction in the middle of you know backlogged in china and you know having the creativity of having to store things and like where the baseball field would go or wherever you know we'd see spiral staircase out by you know the parking lot and just like all the creativity and all the hard work that has gone into this because i mean we've all read stories of nightmare projects in the middle of a pandemic and um just the level of excellence that went into this is overwhelming to me um so i don't i can't
013even name people i'm sure you will do a great job of that as you know time moves on but a huge thank you to all the hard work you've done and just every single person that's been involved in this project because um i i don't think any of us take for granted that oh yeah of course it's like gonna happen no it was a lot of like concrete hard work steps that went into this and of course we're all so excited we're you know welcome our amazing 9th graders so thank you for that and i will say it's it's amazing to be part of a team and by that i mean the the contractors the architects the engineers the uh certainly ms martin ms decker i mean everybody involved they're all excited about this i
014mean the people building it i mean the site superintendent the project manager i mean they they they'll say things like have you been in the auditorium today they've you know they've just because as it starts to come together i think they're they have that same sense of pride that that you do that we do and and thank you for noting that and but you're right it does take a tremendous amount of effort planning coordination of between all those groups but i don't think that would happen if they really just didn't care so much they do dr mitchell let me let me say i mean he's there every single day catching things looking for things problem solving it's uh it's been great so i can't wait to show everybody harrison um i did have one question
015you mentioned about the field houses availability what about the concessions are those on track are available and if the field house is not available is the previous concession and locker room available if if it's not available thank you for noting that because i left that out there they're kind of in a group um the concessions to yes the pre the current visitor side concession stand will be available i have talked to the football booster president and talked to uh ms martin about you know the what if and the what if is that football would keep doing what they do there i really think we're going to be able to get them in it might be a kind of 11th hour but everybody's aware again of that date and the importance of that date being able
016to play host and so they're they're doing everything they can so i believe we will get in but it definitely won't be and that we get the rest of it correct they don't include pre-k yep everybody might be like why was their edition added on and things like that but in speaking with miss lockhart she said basically at this point every space is occupied if you include functional skills if you include speech therapy if you include all the other things that go into all the services we provide that actually all the spaces are occupied that's correct and one thing we've tried to do and i think another thing that it's we probably don't even think about so much we've really made an effort to improve teacher student ratios over the last few years and when
017you put fewer kids in a classroom you need more classrooms so that's that's another consequence of that if you've got you know uh 17 kids in a kindergarten classroom instead of 22 kids in a kindergarten classroom and you've got you know you start with you know eight or nine uh sections then you you need nine or ten so comments or questions on the superintendent report hearing none we'll move to the next item next item is approval of the agenda there any additions to the agenda or deletions anyone would like i'd like to request one uh edition doctor i'd like to add uh update to 2022-23 stipend schedule item number 25 yes just typing schedule anybody uh a board member like to make a motion to approve that we have a motion from ms harrison we
018have a second we have a second for mr burnett is there any uh objection to adding a update to stopping schedule as item number 25 hearing no objection we'll add this to our agenda adam recorder next item is discussion item one discussion action on contract for superintendent w edward horrell the third is there a motion to get this item on the floor i'll move we have a motion is there a second second we have a motion and a second uh miss harrison would you like to speak to this i know you worked with the superintendent um so what you have in front of you is an updated and it is actually a new contract for your contract for dr harold beginning effect the effective date essentially laid out would be july 1st um 2022 and
019it would run through june 30th 2026 some of the highlights or changes um one of the things that dr horrell and i talked about was setting his performance evaluation [Music] at the end of the school year then to the fiscal year so it aligns actually with how things have gone through the fiscal year so it would line up so it'd be no later than june 30th so that it would correspond with like kind of how our fiscal year runs and in the school calendar run so that we would be doing his evaluation that lines up with that um there is uh the superintendent result of his evaluation and uh that's in there and then there's uh also one thing that i felt like dr was wonderful at agreeing to this um one of the things
020we saw with some changes like we had in administration school year was sometimes that it can create questions or uncertainty in the staff and so dr harold and i worked out a timeline so that if there was any if there was a notice given so that um if he was to terminate his employment or whatever that there was a 120-day notice so that it would essentially attempt to take us to the end of a semester so that we were lining up with the end of semester if something like that happened just for continuity of our school system and our employees it was really a great conversation that he and i had about that and what it what i felt like personally it would do for our school system and morale and give our staff and
021everybody some security in there in kind of where we were leading going to be a change in superintendent so i thought that was a significant give to make sure we we felt like our staff it was good for morale wise um and that was yes those are the major changes that are in there uh further comments or discussion on this item green none all in favor say aye aye any opposed motion passes contract is approved next item and if i may let me say thank you to the board it's uh as it has been and i've say this every chance i get it's a pleasure to serve and a pleasure to serve with this board and and uh the lakeland community so thank you for your your faith in me and your continued support and
022i'd also like to thank ms harrison the vice chair for her efforts and working with you to get us a draft that absolutely is agreeable to everyone next item uh next item is the consent agenda yeah did you have a comment on this item i would i'd like to um after discussing with dr horrell his email earlier in the day i have a number of items i'd like to propose moving to the consent agenda those would be items number one two three four five eight and 19. and the reason being all those items obviously number one is the meeting minutes and the remainder of the items are all tsba related mr burnett has made a motion to add these items to our agenda is there a second to this motion second and then we can
023have discussion yes so we have a second i mean madame recorder did you get the items two three four five eight fifteen nineteen items i have is that your motion dr mr burnett all right so we have a motion and a second discussion miss harrison there was one where the there was a strike through on the reference to tca that was just the red was maybe just incorrect as to where it was so i was just going to ask if administratively now where it was up in the top it had a strike through the one [Music] it was so it was on development board member development opportunities on line 14 there's a strike through on the two correct or not correct because the tca is still at the bottom or did that change we can
024confirm that with which we just need to strike at the bottom try to believe the two needs to be fixed or whichever one their comments or discussion on mr burnett's motion to add these items to the consent agenda all in favor of adding these items to consent agenda say aye any opposed items have been added to our consent agenda we are now on the consent agenda is there a motion to approve the consent agenda i'll move we have a motion is there a second second we have a motion and second all in favor of approving the consent agenda say aye aye in the opposed consent agenda is approved next item next item and we move into the discussion items we have discussion item six discussion action on update to policy 3.202 emergency preparedness plan is
025there a motion to get this iron on the floor i'll move we have a motion is there a second second we have a motion in a second dr horel the most significant part of this policy was the addition of the remote learning drills uh that note that in addition to our other emergency drills there would be some sort of uh drill that would uh simulate a situation where we would need to make sure that students and parents were prepared for a a quick shift to remote learning so we're still we're still uh trying to find out specifically what that would entail but i did i didn't want to put it recommend it to the consent agenda because it is something new that will impact students on this item just for clarity we don't have any
026direction on like just that we should have one and we're working to get those procedures in place that is correct okay now what what the implementation of this policy is going to look like this is a first read this is a new well this is not a new policy is it it's a champion it'll be approved upon passage tonight any further comments or discussion on this item are you known all in favor say aye aye any opposed motion approved next item next item is item number seven discussion action on update to policy 4.101 instructional standards is there a motion to get this side on the floor i'll move we have a motion is there a second second we have a motion in a second dr horrell these were some updates that uh have to do
027with um uh complaints about uh curriculum materials and uh prohibited concepts this is something that we've discussed as a as you have discussed as a board but again i thought it was important to highlight these changes a discussion on this item none all in favor say aye aye any opposed motion passes next item the next item is discussion action on update to policy 4.210 credit recovery is there a motion to get this item on the floor i'll move we have a motion is there a second second we have a motion in a second dr horrell this uh this change actually anticipates the board approving the change to the grading system which is 4.600 so i'm going to with the approval of the board i'm going to speak to both of those basically and we've had
028some preliminary discussion on this and the state legislature has approved a new grading scale that is only required to apply to financial aid they are taking it to the state board of education and we anticipate that it will be approved so we're actually working in anticipation of these changes although we have the ability to do this regardless and one of the reasons i wanted to go ahead and bring it is so that we can go ahead and notify the teachers and therefore the students of these changes with as much notice as possible initially um as we have discussed in this in this room and in this uh format uh i thought that it would be two different grading scales most likely that there would be one for financial aid in the other for academics there
029is subsequently kind of been a movement basically just to true them up as as we discussed was a possibility so this does slightly what will happen in the grading system change it does change the d and the f ranges the a b and c stay the same but the reason that pertains to uh credit recovery is when a student takes credit recovery they are essentially for passing it they're assigned the lowest possible rate that you can get and previously uh that would have been a 70 that i'm bringing for your recommendation tonight that would be a 60. so that's a long explanation which really covers both policies but uh the change in this one would that uh the 60 would be the the passing grade for credit recovery discussion on this item harrison i just
030have a question is it necessary to list the 60 or can it not be generically worded clients with the lowest grade writing assignment possible or something so that we change where it went you know if this rule making or whatever is going on where it would be in compliance would that be a problem i don't know if it has to be stated specifically like this or if it you could uh yeah so you could change it where the 60 was not in there and it would say the like where i think i'm picking up where miss harrison's going the idea of what if we just reference the other grading policy and state whatever the policy states is a d and we would update grading policy and not have to worry about updating this one it
031would be the lowest number lowest passing i mean yes the lowest possible passing grade so you could if you wanted to you could amend this and say um it's passing credit recovery shall receive the lowest numerical aid the lowest numerical passing grade your strict's locally adopted grading scale just say under well because we decided we weren't going to reference policy numbers that's sort of what the second sentence says right if the district utilizes a locally adopted graded scale that differs from the uniform pastor shall receive a d i mean that's basically what it says thank you phony better or would you like to well no i i would like i would like to take the reference to 60 out but i'm not really sure how to word it correctly to happen where we can reference
032the other policy so that's why i depend on your wording i think that what he said would work say it one more time see if i can say it again students passing credit recovery shall receive the lowest passing numeric grade under the district's adopted grading scale [Laughter] is that madame recorder miss harrison would you like to make a motion yes i would there's somebody can make to make a motion to amend please state your motion i would like to make a motion to amend to the adam recorder can you read that out for everyone and line 19. page two to read students passing credit recovery shall receive the lowest passing numerical grade under the district's adopted grading scale adopted group locally adopted grading scale or system the adopted grading scale we have a second for
033this motion second we have a second now this is open for discussion we're only discussing the amendment any discussion on the proposed amendment you know all in favor of passing the amendment say aye aye any opposed the amendment is approved we're back on the main motion any discussion on the main motion hearing none all in favor say aye aye aye any opposed motion passes as amended thank you next item next items discussion action on update to policy 4.212 virtual education program is there a motion to get this item on the floor we have a motion is there a second second we have a motion a second dr horrell this is also a change due to uh tennessee code and annotated uh changes but again i just wanted to highlight it that it allows the option
034of essentially going remote in the case of extreme or dangerous weather so in the case of inclement weather we would rather than just cancel school if we wanted to utilize the option we could we could have students work from home which i'm sure would be really popular but if we did run out of inclement weather days this would become an option to keep us from having to extend school into the summer discussion on this item and just for clarity this kind of ties into that other policy where they added the remote learning drills and would tie into that continuity plan yes okay yes that's a great point yeah okay further discussion on this item 39 all in favor say aye aye any opposed motion next item passes discussion action on approval of policy 4.403 library
035collections this would be the first reading is there a motion to get this item on the floor i'll move we have a motion is there a second second we have a motion and a second dr horrell yeah this is a brand new policy as noted and this has to do with uh recently passed legislation having to do with uh both publishing the contents of library collections and also making sure that there is a committee in the school system that has a process for reviewing library collections and also that there is an opportunity for parents to express concerns about pieces or materials that are in those library collections and i want to uh i want to publicly thank valerie speakman from germantown municipal school district who worked with a number of the chief academic officers to
036kind of work through this our policy is not exactly like german towns but we did use some of the uh some of the language and and starting point that they had but we definitely customized this to uh make sure it was something that was i think effective and reasonable and manageable for the school system so our goal certainly was to balance making sure that parents and and interested community members have the information that they need but also that it's something that uh is a process that that makes sense for our school staff so we feel good about this policy comments or discussion on the size of ms harrison so if i'm reading it correctly the materials are being considered would be monthly and then there's also an annual review process for anything that's already been
037approved is that accurate yes and the annual process would actually be kind of an ongoing process but but yes a protected reading list or the reading list at the border it is yes it would not come before the board this would be principal in in the library committee collection committee would for this approval correct mr burnett dr i know in a law institute the dynamic list so for all of your electronic collections or where school's going to need to feedback or intent at this point our plan it is new legislation but our plan is to uh to have a link to our to alexandria add-on module that you could uh you could add alexandria is the the library kind of record-keeping uh and checkout system that we use it's an inventory system as well um
038so there was an add-on that where you could have it as a dynamic list further discussion ms harrison um so what the law says is that you by july that i think it says by this school year you have to have the law goes into effect that says this school year you have to have a process for doing it so i don't my understanding is there's not a hard deadline to have it done you could certainly suspend the second reading if you if you'd like but i think it would be appropriate our next meeting is the first day of school so i think we'd be well within the law if we next business meeting is first day of school i think that's making sure you have to work a work session that may be a
039work session um it's the first is the work session eighth is the business meeting okay all right so so it is a business meeting we can do that okay so we would go through the first so it doesn't say that it has to be approved by the first day of school it's just during the school year for other comments or discussion on this item um i asked you but i wasn't exactly clear on the answer um and i know the next policy also mentions vendor contracts with online being that we wouldn't be able to use them anymore because they're not going to be able to filter out you are talking about the 4.406 the use of the internet well that mentions new contracts i don't know because i don't know if we do the contracts
040every school year or if we have multiple school year contracts but i just didn't know if there's been some statewide discussion on certain um library apps that schools use that have a number of books trouble with them being filtered to adhere to the state law does that make sense i think i i got you i know yeah i think the so i think this child is talking about the filtering requirements to to not allow inappropriate materials to basically get a name so my understanding was during the school day it could be filtered but certain companies did not filter them at home so on the chromebook the student could potentially check out a book that wasn't approved by our school system and so i'm asking if we have any not a new vendor but a current
041vendor that we're using that's going to not have the technology capabilities by school year to be income to help us be in compliance to state law i think um if i'm understanding i think your question will apply to 4.406 but not the library collections because the the library collection is as chuck kegel said is the library collection so we we approve what digital checkouts are available i mean it's a specific list that you can check out from our library by the definition so i mean there are there are other services that sometimes are made available through schools like epic yeah epic is not part of the library collection for the purposes of this law um this policy reflects opinion that a library is a library as he said that a school library is a school
042library and does not include outside services that a teacher may say if you'd like to do some extra reading here's a free app where you can you know other books that that's a different conversation um for the purposes of this we are talking about the school library not include those kinds of services although you are correct there are some attorneys that have said uh and i think he was more speaking if you had the specific app you know on the chromebook and it not just the teacher said hey go you know reference this specific thing so but yes it gets into a lot of great areas and just to be clear that the chuck kegel guidance was one where he was presenting at toss to a group of i don't have any thoughts on this
043discussion but that there was something whenever it's done there was something i wanted to add to ms harrison's point from a few minutes had ago that legal institute mr cagle was there and when this one came up he and mr torres there was a there was a conversation and chuck kegel gave his express opinion that matched what you just said i asked because i helped me to just i think that's all we could do is pick an interpretation and go with it i i feel very certain that very soon somebody will say a library it's not a library deal with that but do you know what a library is but thank you for the clarity this harrison's point about when this policy needs to be adopted i think the the age-appropriate materials act says that
044the policy needs to be adopted by the beginning of the school year and if the business meeting is after the first day of the school year or hold on um just procedurally to make sure i'm up to speed we're talking about the library the current policy before us correct mr obama yes the um current policy relating to new policies requires two readings we have a process that allows us to suspend the rules that i believe requires a two-thirds vote am i somebody check that confirm that almost positive that's correct let's double check that before we vote the two-thirds are a majority is two-thirds but i'm not sure what our policy says it would be two-thirds of the board which would be wait to have to have three out of five right which is one point
045so it's the same either way just curious because we had one person out and make sure we didn't have an affirmative vote by a majority of the members of the board the board may waive the second reading limitation and take immediate action to adopt new or revised policies so we can do that today all right miss harrison would you like to make your motion um i'd like to make a motion second reading and adopt this new policy on the first read we have a motion is there a second second we have a motion in a second any discussion on this item all in favor of approving ms harrison's motion say aye aye any opposed motion passes we are back on the main motion which is the discussion of the current policy miss harrison two questions
046so on in this policy it says that we will be compliant with having materials maintained website um and also it says a feedback form about things that maybe somebody wants to have reviewed for taking out so we're prepared and have all of that available and updated on our websites by we've been talking about it for since the policy passed so yeah okay any other comments or discussion on this item none all in favor say aye aye any opposed motion passes excitement discussion actually update to policy 4.406 use of the internet there a motion to get this item on the floor motion is there a second second we have a motion in a second dr horrell uh so this is these are some updates to the the language and the law that ms childs referred to
047and specifically that this internet safety measures must include technology that blocks or otherwise prevents pornographic materials it notes prohibiting and preventing a user from sending receiving viewing or downloading materials that are deemed to be harmful to minors and says that the board shall provide reasonable public notice of at least one public hearing or meeting to address and communicate its internet safety measures and talks about how complaints shall be handled um there is let's see and it does discuss the vendor contracts as again miss child's reference that uh prior to entering into contracts uh the district has to get an assurance that the vendor shall adhere to this state this one is it is significant um i'll go go ahead i'll just open it up for discussion mr burnett um questions on line eight and nine
048the board shall provide reasonable no public notice of and at least one public hearing or meeting to address and communicate its internet safety measures meetings we have special meetings so i was gonna i had this conversation with dr terrell today and i'm actually gonna to recommend the amendment to the annual agenda that we just do this every september presentation that dr terrell does it's part of our i would think a reasonable notice would would be the same reasonable notice that we give to board meetings and therefore if it was an agenda item public notice harrison i just have one question on the it is about the september timing and we can discuss it at the annual agenda time but i just apps like to at least move it to august just because we're going into
049the school year if parents have concerns at that public hearing giving us time to address it before we're getting to our september meeting but in september and parents have concerns then we're not addressing it until two months into the school year so certainly that timing i would like it to be earlier start of the school year potentially july but at least august so that we have time to address it as school starts back i'm certainly up for what our our thinking was that august is so harried with people getting ready they might be less likely to pay attention um and and might not even know what types of not just because if you're a new student you may not comprehend uh some some of it will be technical these are the things we do and
050these are the you know passwords and so our i'm sure dr terrell would be happy um she'd be she'd be pretty tight probably to get it together by august but i'm sure she could i like dr horal's response though because many of us know what that looks like on the first day of school which would be our next meeting even if we did at the business meeting where it's just a weekend it in september that does give people that time frame to try out see some things because typically what i would board action on a policy measure type of my understanding of the reading so the board shall provide reasonable notice like hearing or meeting mess and communicate its internet safety measures from an informational presentation rather than it says later complaints alleging a violation
051shall be submitted to the grade level instructional supervisor so i don't i don't see it as this is the opportunity for parents to bring their complaints about internet safety to me she might she might say and we've had an incident here's what we did and how our safety measures work and we're constantly i mean she's you know dr terrell calls it a walled garden that our uh our kids kind of operate within and those kids figure out how to take chunks out of the wall and we're constantly repairing that wall so i mean there's definitely some uh it's an ongoing process i think there's certainly some examples there but i will say because i think it needs to be said i feel very very confident that our internet safety measures are among the very best
052anywhere and i attribute that almost entirely to dr terrell and her work and her kind of commitment to student online and digital safety but again we're open to the pleasure of the board in terms of the timing of that presentation five it just it just seems like it then what do you define as legitimate by not define as legitimate sure i wouldn't have any issue with that word being struck well then i'd like to make a motion to strike the word legitimate on line five of page four we have a motion is there a second motion in a second we have discussion on the amendment the amendment is eliminating the word legitimate on line five page four any go ahead mr burnett just one point of consideration i know that i feel strongly one way
053or the other similar term when we talk about individuals having access i think that's a term used fairly consistently throughout ferpa is people having access to student data should have a legitimate instructional so for me it's a contextual thing i see it in reading i didn't i didn't read the same way ms harrison did i also don't know that that there's a real difference between legitimate instructional purposes and instructional purposes discussion not necessarily the only reason i say take it out is because then somebody has to define what legitimate is that's that's the concern to a teacher what what is legitimate to this teacher may be different than willis so then i'm now putting on the staff to say what is legitimate instructional purposes you know i agree so simple is better yeah let's let's
054eliminate i'm good with that ambiguity any further discussion on favor say aye aye any opposed motion passes we're back on the main motion the discussion on the policy dr horrell as you read in the same paragraph lines four and five on page four i read this district staff are prohibited from accessing personal social networking sites on school computers or in school hours except for instructional purposes so as i read this this means that during full hours no matter what the device social media net networking sites can are not to be accessed is that how you read it as well i just want to be clear that even if you have your own personal phone it would be a violation of this policy if you were to get on facebook or instagram or something during school
055hours that is the intent yes i just want to be clear and say that out loud that school computers is listed as not not the intent of this policy right not to sell one though there are people that their job is to during school hours since we do have people that that is their job in our school system as part of their job my understanding is that that would be is that instructional instructional okay i just want to make sure that that's considered an instructional purpose if we wanted to add an instructional or work related purpose i suppose you could i'm just i see the personal social networking sites okay so at that point they're not accessing their personal that's a good point accessing the school charles i do have questions too that include if
056there were example um so i had i had sent you some information where some school districts if they got a red flag on a student they followed up see if they had posted things that would be a security risk to the school um because some kids actually do make it public and then they um announce what they're going to do just thinking through if that would it's a work related purpose i think i agreed because i don't think that would be instructional right but i do think it's very work related and we want them to be able to do that in those instances yeah if you approved it and that was something would the proposed amendment be instructional or work related purposes or do we just want to say work related purpose that well i'll
057make a motion to mend that we change the word instructional to the words work related is there a second to that emotion we have a motion and a second any discussion on the pro proposed amendment none all in favor say aye aye any opposed motion passes any further discussion on the policy mr burnett not to laser focus on two lines of this policy but just for clarification it's probably just my identification years or during school hours times when we do policy we talk about school hours school property or school-related events should this policy cover school-related events or are you happy i'm happy i wouldn't try to suggest somebody couldn't what is we've got and when school is in section instructional day the instructional day yes okay great i just want to make sure thank you
058any further comments or discussion on this policy i'm recording i just wanted to speak to that and say that our actual technology use agreement does address that for if you're using like the district's internet or a district device and you were doing something outside of you know acceptable use general so that is sort of covered the comments or discussion hearing none all in favor say aye aye aye any opposed motion passes next item next item's discussion action on update to policy 4.60 grading systems is there a motion to get this item on the floor we have a motion is there a second second we have a motion in a second dr horel so this was the uh previously mentioned update to the the grading systems we also had some language about the when we were
059kind of living in this dual world where the high school courses last year were under one grading system and uh moving forward so we've cleaned that up as well essentially what this does or what it intends to do is make our high school our board adopted high school i'm sorry our board adopting grading system it's not high school rating match the state's proposed financial aid system uh the change is to the d range which where we had previously adopted 65 to 69 a d under this system would be 60 to 69. uh previously an f was 64 uh and below and an f here is 59 and below any discussion on this item mr burnett well dr roy you've not talked briefly about this that you would indicate you didn't find any research that showed
060that 65 or 60 was releasing what i was saying is i couldn't find any rationale for why those numbers were well i guess that's the same thing yeah yeah all right the discussion ain't none all in favor say aye aye any opposed motion passes next item next item's discussion action on approval of policy 5.119 employment of retirees is there a motion to get this item on the floor we have a motion is there a second second we have a motion and a second any discussion yes it is a fair question this is another one of those where it's it's state law is state law um so i mean it's like i said the state law is in effect regardless but um it would it would likely be helpful to go ahead and have it in
061place now that we've learned that it only requires a majority vote we can we can take that motion quickly is there a second to that motion second we have a motion in a second any discussion are you known all in favor of suspending the rules say aye aye any opposed motion is approved and we're back on the policy any discussion on the policy it's predominantly state law you know all in favor say aye aye aye any opposed motion passes next item next item is discussion action on update to policy 5.201 separation practices for non-tenured teachers is there a motion to get this item on the floor we have a motion is there a second second we have a motion in a second dr horrell this did again this is also changes to state law but
062it had a couple of notes that i just want to make sure we're directly before the board um one of it discusses that the superintendent shall not suspend a non-tenured teacher with pay and if reinstated the non-tenured teacher should be paid full salary for the period of the suspension um probably even more significantly though because that pretty closely tracks practice that written notice of non-renewal it adds that shall be sent to the teacher by certified mail overnight carrier or by email and it also adds that the reason for non-renewal is due only to a loss of funding then the notice shall include a statement listing it as the cause for non-renewal discussion on this item we done all in favor say aye aye any opposed motion passes next discussion action on update to policy 5.701
063substitute teachers is there a motion to get this item on the floor i'll move we have a motion is there a second second we have a motion and a second doctor a lot of uh a lot of a lot of several of these related to the retired teacher changes and the circumstances under which you can use a retired teacher this did add some clarifying language until a licensed teacher is available talking about substitute teachers but says that a retired teacher can be used if they hold the appropriate endorsement and then takes out the language about having it only for 120 days long story short these are to address the teacher shortage we have a massive teacher shortage in this state uh in this nation lakeland is not exempt from that so we're certainly open to
064and in fact along with many other superintendents are constantly pushing for as much flexibility in uh hiring people that can do the job so this is another example a discussion on this item harrison one question so like kind of line two where it says until a licensed teacher is available so essentially what i read that to mean is that the search would continue for a even though that the search the school system should continue to search for a licensed teacher for that is that am i correct in reading it that way i'm just curious a substitute teacher obviously the day-to-day is not really what it's talking about it to fill temporary vacancies i think what it's saying is ideally if you've got you know something where you know somebody's going to be out either on
065a medical leave or a you know attorney leaves a medical leave any sort of leave like that ideally you're going to find a certified teacher to fill that role and if you can't you get a substitute teacher i think my understanding of this policy is that the retired teacher isn't either or on the 20 consecutive days absence if substituting for regular teacher who's been absent for 20 consecutive days must have a teaching certificate with the endorsement or be a retired teacher just to have that okay i'm saying also for line two it's saying if you maybe filled it with a sub for 20 days and a licensed teacher became available after day 10 you would put the licensed teacher in that position as opposed to filling it with the sub for the full 20 days
066miss charles does that mean that would have to be used first before you used a person who's not a licensed teacher sub we take it on a case-by-case basis if they're going to be if the absence is known to extend past a certain time like dr will said if it's a day you know a daily absence or something not it could be any sub and most our subs are not certified but if it's a long-term absence we do go to the list of certified subs and those are the subs that we pull from first comments or discussion none all in favor say aye any opposed motion passes next item next items discussion action on update to policy 6.20 attendance is there a motion to get this item on the floor we have a motion is
067there a second second we have a motion in a second dr horrell uh this is i think everybody's aware of it we've discussed it but there are some changes to the attendance requirements and basically says that there's no uh i'm sorry the attendance and academic requirements to getting a driver's license and uh the state has removed the academic requirements uh but kept the attendance requirements again this change is state law requirement any further discussion on this item hearing none all in favor say aye aye aye any opposed motion passes next item uh next item is item 20 discussion action on update to policy 6.409 reporting child abuse is there a motion to get this item on the floor i'll move we have a motion is there a second second we have a motion in a
068second dr harl uh these are also changes to state law but again just wanted to bring them before the board talking about child abuse training now is required not of all school personnel but employees working directly with students and that if alleged abuse involves somebody employed by previously employed by or otherwise affiliated with the school then the report can be made directly to dcs and law enforcement prior to notifying the coordinator so these are these are fairly small changes but they are they do provide that guidance that we need in a situation like that on the board to be aware of that as well any discussion on this item hearing none all in favor say aye aye any opposed motions approved next item next item's discussion action on approval of the 22-23 annual agenda is
069there a motion to get this item on the floor we have a motion is there a second second we have a motion in a second dr horrell uh we did make some changes to the annual agenda and uh presumed in this case the uh the change in the superintendent's contract with the uh uh superintendent evaluation we also uh now if we wanted to or we could wait until next month to discuss when the um um the technology safety presentation what happened any discussion on this item um i was going to add i know we touched on it some earlier i have no objection to it potentially being done september this year to allow more time since it is in future years it might be something to do in may so that you know there's time
070to change procedures over the summer i don't know just some thought there that you talking about the internet procedure yes so i have no objection to having in september this year since we're so close to you know since this law just took effect and whatever but in future years i potentially like to look at it board that we may something we may question in the procedures that we would like to see shored up or questions answered about before they go into effect things like that i think the the only the only challenge and i just i just want to make sure we're kind of contextualizing what would be happening a lot of the internet safety that i think is required by the law has less to do with procedures and more to do with the
071particular vendor or technology that you have so i do want to be clear that if we you know it's a process to get these things in place and there's a lot of syncing and there's a lot of coordinating that happens technologically so um i guess i'd want to be careful in thinking that we're going to do a presentation you know at any point in april may you know whenever it is and then say well we'd like you to go find a new vendor because there's obviously a gap between happening and i guess what the board would take out of the presentation in terms of happening two different i don't know that they're different but there's i guess two different fact patterns one being one as i see is an informational video informational presentation informing parents
072of what we're doing graphic material protect their children from being exposed to inappropriate material the other is how our vendors are doing that same thing well except that in most cases they are because if you're talking about a child accessing pornographic materials on a laptop is a computer software program that is a alerts us if they are trying to but to miss harrison's point you could have the vendor discussion january you know in the promotional presentation to the parents and accept them they don't have to be at the same time the vendor discussion has to be in front of the parents right does that make sense i'm trying i'm trying to the to me the informational session is lakeland school system sharing this is what we're doing the technology that we use which will be
073a vendor because we're not writing the technology this is the technology that we use pornography out of the hands yes if what you're saying is if the board said we don't like the technology that you're using just when it is because it's all i think is a practical point too that the board really hasn't been involved in being part of it's operational i mean yeah i think being part of those vendor selection process well so as a technical point i'd say i design i agree i agree agreed the so i don't know that they're miss childs um i read the policy and i don't know i mean maybe we could ask the legislators what they meant but i guess it doesn't really know what they meant but it sounded to me like it was just
074i just wanted to make sure school boards were explaining to parents how the kids are being kept safe i think that's okay and so which is kind of unusual in my personal opinion to have it at a board meeting instead of a an assembly like a curriculum night or something like that but that's what they require of us by state law is to present this so i mean to me i i don't know i kind of it doesn't really matter to me but i kind of like the september idea of doing it every year so that when parents get past all the school supplies and all the chaos and then should they want to tune in or show up and you know you know presentation and you know if like if it spurs them to
075ask a submit a question or something if that's possible i mean to me that seems to make a little more sense and if somehow we end up asking a question about our vendor i'm sure that would be you know um you know to have that conversation the annual agenda item so we we approve these every year so it's something that can be addressed next year if we don't like it ms harrison quality purposes what i i'm assuming into the intent of the legislators is that it comes as a board produced or board involved item so that the board becomes responsible for the internet safety that whatever the school district is doing and it's not just the technology person presenting it at a pta meeting or ptsa or pto meeting that there is some onus on
076the board so that's why i bring up the timing matters at least for this board if we're giving feedback and we want to be able to we're taking responsibility because that seems to be the intent of the legislatures that we have if we find something is not stringent enough or whatever that we're able to give our feedback and say well we need to start looking for either the vendor that we have to do this or the vendor to do more or whatever that is or the vendor's doing too much whatever the conversation is but it seems like the intent based on the fact that it's coming at a school board meeting and not a teacher parent meeting or whatever is that the board have owned this in this process and so me personally as a
077board member if i'm going to have oneness in the process i'm going to analyze and participate and not just learn but i'm also going to ask questions that other parents or or say this isn't satisfactory and and that we as a board i think will have to potentially say yeah we're not okay with this and give direction to dr harold or wanda or whoever say yeah this is we're not okay we need more because there may be that i see something that kevin may not see or that you know jeremy has a different opinion about so kind of putting it up here does maybe require us to give you direction on this is not enough or or dr terrell this is not enough so that's that was my take on it and my interpretation is
078to i don't know how logistically that looks because again this is a new law a picture that i see i think you're right about the impetus i think it's i think it's people asking legislators legislators what are you doing about kids getting biography potentially and their response is i'll tell you what we're doing we're going to make the boards i see that as two separate issues or two presentations one i think one is dr harold or wanda or whoever the department saying this is how we're doing this is what we're doing to inform the board and then i see a separate presentation at a meeting to the public to this is what we're doing that way if the board if ms harrison identifies oh flaw in the i.t protection program i don't know what we're
079going to call it but the it needs to be addressed before we present it to parents or citizens that make sense both be public you're talking both at about a meeting yes one's like yeah i don't disagree with your point because it's if if i'm gonna have to weigh in or or give you direction or where you as a board are going to have to give you direction it probably should be before we're seems like it's sort of taking it slightly out of an operational it you know like it's anyways i think it's going to be interesting for us to navigate it and i'm certainly open to however this board chooses to navigate it but i think of it now will become part of our border responsibility in the long term i think that we
080can agree that at this point the vendors have been decided the process is already and nothing's going to change between now and august so it is what it is for this year and then we can regroup and look at it next year mr burnett and i'd add as i hear more of this i tend to agree with ms harrison let's go september this year and after that but i'd also like to as part of that presentation request what are the fiscal resources we're assigning to this and see something she doesn't like catches oh that we're not doing you know whatever alphabet soup protocol to protect students because of this and we would say okay well currently this cost us i don't know five thousand dollars a year production is going to be another fifty so
081that we we're kind of informed here's what we're spending now and and as we have that conversation we don't get blindsided by saying oh it's only another five hundred dollars or maybe it's another five hundred thousand a comment so so we're on the annual agenda and currently this item is not listed on the annual dinner correct correct yeah would somebody like to make a motion okay miss harrison for september i'd like to you said september would be sufficient to make a motion for presentation to be in compliance with the public on what we're doing currently whatever terminology you would like to use for that what's the right terminology for what we're calling it i think the law had internet safety measures i would like to make a motion to add to internet safety measures to
082the september agenda we've discussed this already but any any discussion on this on this motion you know and this is an amendment to our annual agenda so all in favor of approving the amendment say aye aye any opposed the amendment is approved we're back on the annual agenda any further discussion on the annual agenda ms harrison i just would act like to ask this is just me a technical kind of thing could you put the policy review at the same point in each month standpoint because i sit there and i look and i try to skim so meaning like in february it's at the top and then in january it's in the middle so the section to review can you either put it at the top of the bottom yes absolutely okay we can do
083that my former boss would say parallel content because she was an english professor that makes perfect sense any further comments or discussion on the annual agenda ms childs okay on a policy we had earlier it changed the name of the tln representative to legislative i agree mr miss charles brought up a great point in that uh one of the policies that we put on the consent agenda to change the language from the tennessee legislative network representative uh i'm guessing i'm speculating that that's an old term or even maybe an old organization that doesn't exist anymore because tsba is dropping it so i think the thought is yeah change that on our regular agendas from tln representative update to legislative representative update and then change it anywhere it appears um just like we did we're sure
084what the network was so we'll change it on the annual agenda as well so when it says elect administratively can we do that i don't think there's any issue there okay does it also is the policy 1.200 is that still reference does we'll go back and yeah change like director of schools the superintendent right if we catch it we'll and if we don't y'all will i'm sure further comments or discussion on the annual agenda i have one more yes miss childs so um it had the school board appreciation in january but i thought we met in february this year what is it that's our planning like our trigger to plan for it quarter appreciation is always it is in january and then we usually run it into our next week does he have the holidays
085and everything before and coming off christmas very important [Laughter] any other comments discussion on the annual agenda hearing none all in favor of approving the agenda as amended say aye aye any opposed motion passes next item next item is discussion action on approval of the professional development plan is there a motion to get this eye on the floor i'll move we have a motion is there a second second we have a motion in a second dr horrell state law requires that we get a board approved professional development plan we did make an update to area one uh to state assessment design and backwards planning talking about the relationship between uh instruction and assessment a discussion on this item hearing none all in favor say aye aye any opposed motion passes next item uh the next
086two items are related uh next item is discussion action on assistant cafeteria manager job description um this is specific to the middle high school situation where we're going to be serving out of two separate even though there's one centralized kitchen in this case we'll be serving out of two separate spaces and the recommendation was made that we have a kind of second in command that could uh you know independently make calls um in the other space and then also to serve as a backup if necessary since we'll be changing the scope quite a bit so we thought it was a good recommendation and so we have a new job description and a salary schedule that's slightly different for the assistant cafeteria manager discussion on this item ms harrison just administratively if you could put either
087periods at the end of each one of them or not put periods within each one of them just for consistency purposes another discussion on this item [Laughter] we have a motion in a second for mr burnett any further discussion hearing none all in favor aye any opposed motion is approved next item uh next item's discussion action on 2022-23 salary schedule assistant cafeteria manager i'll move we have a motion is there a second second we have a motion and a second dr harold same as same same conversation as before any further discussion hearing none all in favor say aye aye aye any opposed motion passes next item excitement discussion action on update to the 2223 stipend schedule we have a motion i'll move we have a motion is there a second okay we have a motion
088a second dr horrell so this this one is being added on the floor uh this is a move up of the athletic director position which is not to be confused with the athletic administrator um but currently and and for the past years of the middle school uh the athletic director is the person that is typically responsible for making sure that t-s-double-a or t-m-s-s-a has the information that they need regarding coaches players rosters fees trainings they do a lot with coordinating with referees this is the job that coach godwin has been doing this has been a tier c stipend and essentially in one fell swoop we're doubling the number of teams if not more that we have in the school so the recommendation is here that we move this up uh one tier from tier c
089to tier b discussion on this item i have a question um just to clarify um because i do get confused about this can you speak to the difference between what you just said the athletic director and the athletic administrator yeah yeah it's and it is confusing to people because we've talked about this with the athletics advisory committee quite a bit i think uh particularly in scc country people tend to think about athletic directors being kind of the end-all be-all that are driving the overall vision and decision-making and kind of goals that administratively kind of driving the athletics the overall athletics program it is it is much more of a kind of do the work um in terms of sometimes often clerical work paperwork there are a lot of requirements that ts twsaa can can catch
090you on if you're not careful and the job of the athletic director is to be that coordinator within the school the athletic administrator is the person that is designated by the principal to basically make actual decisions so i mean it's uh the athletic administrator obviously has uh oversight and supervisory oversight over the coaches and would have a different level of of uh i guess authority uh as it were the athletic director in most cases is just i'm often one of those coaches so the athletic director would not actually have authority over say another coach or what's going on they would they would be responsible for kind of wrangling the information but if there was an issue if there was a parent complaint if there was a uh certainly of a serious allegation involving an athletic
091player or coach that would typically they'll be handled by the athletic administrator under the supervision of the principal so if a parent had a question or a concern about a sport it would be directed towards the athletic administrator well if that question was about um where do i get the health form that i need to you know for tryouts or um where are the schedules where the rosters posted or um you know that might be the athletic director depending on what the question is i mean a parent that's just got an informational question it would probably be the athletic director if the parent said i've got a problem with the coach and i think the coach has been abusive to the players for example or you know i think there's inconsistencies or i've got major
092concerns about the direction of the program they would go to the athletic administrator would it be fair to say that a parent could start with the athletic administrator and then be directed to direct i think one point of contact is generally better and the administrator could point them in a direction absolutely i'd say i'd say the athletic administrator would be the first point of contact i'd have to i i don't know that the new athletic administrator's name has been updated but um might be putting that out there because i don't think the things that happened before was that people be like who is you know our athletic page it might be worth listing i was trying to find on our website in the athletic director job description um so i would the question i had
093as i know when we set some of the stuff up it may have just referenced tmsaa i don't know that we updated the job description to potentially reference and we okay only motion any further discussion on the motion just wouldn't mr renault again as we saw in playoff season for to that director of where there were teams that got eliminated in the playoffs because they were playing an eligible player yes so absolutely it's critical further comments or discussion hearing none all in favor say aye aye any opposed motion passes next item uh no further items on the agenda are there any announcements is the ribbon cutting uh saturday july 30th at 9 00 a.m 9 a.m first day of school monday august 8th it's our start time doctor horrell we've had lots of counseling 15
094850 for both for all grades at lakeland preparatory school it is nine o'clock for all grades at lakeland elementary school yeah yeah miss harrison has there been any i don't think i've seen any i know we talked about it at the end of the year and there's great communication about the end of the year with new parents and new whatever it might be a great catching buses will get their bus pickup time but people tend to drop off at least that first part of the yep great point yeah it's going to be staffed you know early for people to show up any other announcements 39 do we have a motion to adjourn i'll move we have a motion is there a second second we have a motion and a second all in favor aye aye
095any opposed we are adjourned
