[Music] he retired then he retired hoping i'll run into him somewhere someday either way thanks man i i i did i gave it to my kid my daughter but you wanna he's working on he might be working at the mall being a sample yeah it was a great thing to be oh definitely be a different christmas you've been in the house we've got one minute just fyi all right i've got 5 45 so we will go ahead and call the meeting to order if everyone would stand for a moment of silence in the pledge to the republic for which it stands one nation under god indivisible with liberty and justice madam recorder if you call the roll chairman floyd vicer harrison here deborah thomas present jeremy burnett here michelle childs here and superintendent here we
do have a quorum mr superintendent would you lead us through our agenda i would the first item on the agenda is the opportunity for public comment i'm guessing we have some people that would like to speak so if you have if you have a card if you wouldn't mind filling out the card and then handing it mr plumley do you mind passing those on and we will we will get to everybody we do have a two-minute limit um so just keep that in mind the two that i have right now the first one i have is it looks like robbie stevens bobby stevens yes if you wouldn't mind standing up to the microphone and i'll consider if i can hear you and you can pull the mic down and make sure that that's that's the
only way people at home will hear you if they're listening merry christmas try to get through this time 65 years have never spoken in front of an audience you're you're amongst friends okay well mine won't take two minutes um her daughter is gay she goes to lakeland middle and this whole question has come up about the gay straight alliance i want to say is that um our close personal friends and with her kids every time know that comments that have come out since that photograph came out she's a predator and um hate that she's being perceived as that way and um you know i don't have words i can't come up with this i'm just going to read something i wrote i found this out it upset me everybody deserves a break no matter what
sexual orientation you are my granddaughter has been bullied pushed hit shoved and yelled at since the first day of school and when i reported it the principal that's no longer there did nothing here's what i've said and i'm not going to keep up time i posted this to lakeland currents not knowing that posting it would go to my home page i didn't care that it did but i got a lot of support but facebook took it down i posted it the next day they took it down in five minutes i posted a third time they took it down immediately so i think it should be red because i didn't even prepare this it came from my heart i just want to tell you you have 30 seconds just fyi i am appalled at the close-minded
folks that think they have the power to accept tonight at the rights of all kids gay or not this is not a religious club many kids are confused today are being bullied for who they are inside what a great outlet for them to have a safe place to go and not be bullied for a minute i'm all for it and will be at the meeting to support miss christopher and the others are involved if you don't like it don't come if you don't want your kids to join don't send them it's easy i feel sorry for those that are against it wait one of your kids come out it's for two sentences two sentences please give our kids in the community a fair shake i hear all the time that's not condoned yet they suffer
we need a separate venue because of hate and harm that go unchecked our kids need to feel safe being a christian doesn't mean having to be against any type of person our job is love the only job is god thank you for your comments the next card that i have is mr chad reynolds mr reynolds would you mind addressing the board just just so that we can keep things in order we've got it on the card merry christmas thank you very much yes um quick question um are we uh so mr chairman are we going to allow um a chance to yield time in this if you would like to yield some of your time i will allow it but tell me you got two minutes ten seconds time left okay um but if there's
anybody else that has extra time or doesn't want to speak would like to yield time is that an option i don't have any objection to that okay all right thank you okay so um so i'm going to read some points that i found and i would like to know if you all agree with these points we call for the right to self-determination and control of our destinies we call for the abolition of the police ice borders and the judicial system we call for an end to disposability politics and a commitment to transformative justice call for an end of the cisgender heterosexual patriarchy we call for decolonization and reparations of all indigenous and black peoples call for comprehensive education that reflects our histories and needs call for an end to global white supremacy we call for
land justice and environmental justice we invite our comrades accomplices and allies to join us this is found on the gsa network.org you can go there yourself i've done the research the nine-point platform of the gay straight alliance that is what we're attacking it's the great gay straight alliance it's nothing about these children we love these children that's where it's coming from communication with many of you via email phone calls and text messages it seems to me you're hiding behind the equal access law look we weren't scared of litigation when we were building our middle school we can't be we can't be scared of litigation when it comes to this this club and protecting our kids it pains me to say this because i find some of you to be my friends had close friendships with
you for years um but if you're going to allow the gay straight alliance into our school system then it'll be my number one goal to be sure lakeland systems vote in other school board members in november because i care more about the kids in our school system than our future buck stops with each one of you dr hurl no offense make the decisions just a few more seconds two sentences yep thanks um principal martin doesn't ultimately decide the good for our school it's the job of kevin floyd deborah thomas jeremy burnett michelle chiles and laura harrison so take ownership of this do not allow this club in our school system please thank you mr reynolds i i don't i'm sure we have some we're not going to applaud i mean just just because we're trying
to keep everything in order i think we have some more cards you uh and i'm just taking these in the order they come i have rachel goss all right caught you off guard sorry merry christmas merry christmas um hi my name is rachel goss my husband robbie and i have three kiddos nine six and three so we're not at lps yet but we're very invested in the lakeland community you know middle school i know isn't an easy time and it's not easy season of life it's a time when hormones are raging friendships are changing and life can be hard kids look to places they trust and feel safe for outlets and that's a great thing about school they trust their school they trust their teachers which is why in my opinion it's not appropriate for
the school to support a club based on sexuality that's a big decision that's personal and should one that should be discussing not in a large form with other children around most kids school says it's okay and my teacher thinks it's okay then it's probably okay i know there was a group of students who requested this but my question is do we give kids everything they ask for do we let our kindergartners watch our rated movies do we give them three bowls of ice cream because they ask for it probably not we make the decision that we as adults make because we get to determine what's best for their development while they're young promising my personal feelings on the subject of homosexuality i don't think it's appropriate for a middle school to support the exploration of
sexuality at such a young age trust me my children come home with questions all the time and i have to unteach what the world has taught them because it doesn't align with our christian values it's just the world we live in but i don't want to have a conversation that my child's not ready for cognitively because he heard a promotion of a club over the loudspeaker or a friend talking about how fun it was in class i don't ask the school to teach my christian beliefs to my children that's my job i do however expect the school to teach the basic academic principles that are going to prepare them for the next level of schooling and i think extracurricular clubs should affiliate with those principles not the exploration of sexuality and labels if you want
to have a safe place for kids who are struggling and questioning things like sexuality provide the resources of counselors who are trained to handle the emotional and physical side of the argument these middle school kids are just that all their kids their brains are not developed enough to understand sexuality in a meaningful way that i can have repercussions for the rest of their life it's inappropriate at best and it's likely to cause more harm than good look we love lakeland we love our schools however i beg you to think about this logically don't educate our children on something they aren't ready for forcing them to emotionally handle something that they aren't meant to hidden behind a school sponsored club with brightly colored name snacks and games thank you thank you the next next name i
have is justin baldridge don't have any objection if you want to sit and then i don't know that was my time right yeah i'm setting two minutes so i don't that's me mr baldridge uh my name's justin baldridge uh the next card you have says brittany baldridge and she was gonna yield two minutes to me if that's appropriate and okay with you that's fine so you won't have to change speakers and reset that that'll be fine okay merry christmas merry christmas thank you um okay i would like to address the board regarding the approval of non-curriculum clubs within lakeland school system my family moved to lakeland over seven years ago the number one reason we chose lakeland to raise our family elementary school which was here at the time with the promise of a awesome
middle school coming it was not there yet but we've heard great things and we were counting on an austin middle school that's how we ended up in lakeland we could have probably lived anywhere in the county wanted lakeland we have had complete confidence in our school system until recently when our school leadership allowed the gay straight alliance into our school we don't have to agree on our social and political issues my wife and i certainly are not wanting lakeland to teach opinions about such topics on either side of these debates that is my job as a parent at home to discuss that with my kids in a safe environment of our home but it is most concerning that our leadership would not see fit to exclude the clubs that would indoctrinate middle school minds with
such ideas we rely on our school leadership to protect our students every day from harmful threats from outside the school and from within especially protecting their minds the main thing we have entrusted to you for their education after the approval of this club was announced we lost all confidence in lakeland school leadership we had previously type of club promotes an environment among students that will inevitably be divisive although sexually explicit content may not be discussed directly by default discussing uh sexuality and sexual preference has everything to do with sex it's completely ridiculous to foster that kind of to foster that kind of environment with students and promote that kind of discussion leaders in our school that can't recognize this is very concerning a quick search online reveals the values and goals of the great gay
straight alliance that are not consistent with the majority of our community in lakeland i do not believe that our school has to allow any club because of the equal access act this is simply not true we need more or better legal counsel to shed adequate light on this issue our school leadership should be able to discern if a non-curricular club is a safe if it's safe or not anyone if if one of our middle school boys asked for a club called i want to touch the little girls club we have to grant him that access just because he asked for it although there is nothing illegal or violent about that because we're talking about minors i guess it's absurd we would say no way we're not doing that club i would pray to god that
we would say no way that's no different than when we create discussions in an environment like that if we want to allow kids to have a club like that now we have a club like this that we're creating an environment where they can have discussions about sexuality and sexual orientation it's not appropriate at this age it's just not it's something that we have to the leadership of our school has to take ownership of and make decisions of what's safe and what's not in our school system so hiding behind the equal access act will not work and i know we can find leadership that will fight for the safety of our students and their minds issues leading to doubts and leadership i began to ask myself questions who is responsible for allowing non-curriculum clubs is it
the principal is it the superintendent is it the school board now i know that we may see the blame game play out in this situation but ultimately the responsibility will fall to our school board i'm looking for our school board to be people that have a backbone and moral compass that will help protect the environment that our students are in looking for a school board that will find us a superintendent that has the best intentions for our students education i'm looking for a school board that will hire teachers that will protect our students and not teach our students and not try to indoctrinate them as a lakeland resident and parent of lakeland students i am optimistic to find some new names on the ballot that will be we'll do the hard things and help protect
our students rather than expose them to such environments as this one it's very saddening to hear that we are losing several students as a result of this decision more sentences sorry many more considering their future considering their future in the lakeland school system these are good families good students it would seem like the type of students that we want to keep inside our schools at this point i would ask our school board to suspend all all non-curriculum clubs i would also ask that our school school board would convene an advisory board to discuss the future of non-curricular clubs at our school system next card i have is mr wyatt bunker former mayor merry christmas hey merry christmas i uh cut my comments down for about five or six minutes down to two i didn't see
you bring a phone book with you so i feel pretty good town hall that we talked about at the meeting the other day but since the meeting the other day i've done some research on the gsa and uh found that they support some of the most violent extreme topics in today's headlines i've also talked to several parents and teachers about some of the things going on at the school system i'm not going to read all of them because not all of them are confirmed but i will go through the ones that i've been able to confirm one of the teachers explained how she's enjoyed being a surrogate for gay men uh leaders wearing articles on their person and displaying it in the classroom that support the homosexual agenda the infamous tick tock where a teacher
and a student filmed themselves in a parked car after dark they were singing a song that included feel these you want to fill these hands you want to fight meet me in the street what world and what i'm sorry we're not going to talk in what world what world you'll add that back to my time right now two sentences in what world does anyone believe that's appropriate conduct and why is this person still employed in our system answer that for me i'm going to cut out all my other comments but i hear those things and then i hear school board members we can't do anything about the club the courts have already decided we don't have discretionary authority i'm not willing to cancel non-curricular clubs and on and on and on fast forward through several
comments several points i wanted to make and i want to encourage all of you to do what they ask and that is to add an action item to the agenda or call a special meeting where you can do so to suspend non-curricular clubs and assemble a parent advisory committee i think it's the best hope of resolving the issue at the end of the day you guys whether you vote on this whether you participate in the discussions you're going to fall into one or three categories you're going to oppose this club and demonstrate that you're willing to do everything in your power to protect our children two you're going to voice opposition to the club but you're going to tell us that you're unwilling to do everything in your power to protect our children our three
you're going to support the club then it's our opportunity in november to tell you whether or not you've earned our vote thank you mr bunker next name i have is heather reynolds merry christmas okay um it is my firm belief that public schools should be a neutral learning environment for students what i mean by that is an environment free of religious political and sexual persuasion by teachers and associated propaganda i believe that middle schoolers are impressionable and are navigating a lot of tough issues and need a place to feel accepted and safe among peers to be educated on diversity and acknowledge that we are all different but we can all stand united in our differences diversity club whose mission is to provide a safe inclusive space for all members of the school community regardless of
race gender ethnicity sexual orientation religion or ability is a club that reflects what our lakeland school system is about for gsa that has been previously mentioned is not one that is reflective of what our school system or our community is for our children lakeland school board has reminded us voters of their policies let me remind you respectfully of y'alls the lakeland school board has policies and procedures set in place for both teachers and students to abide by ward's policy regarding staff student relationships says staff members shall maintain professional relationships with students at all times it goes on to say that any appearance of impropriety shall be avoided last week dr horel and elected officials on this school board were given evidence of a teacher in a parked car with a middle school student as well
as in-app online communication between the two behavior is predatory and falls within the signs of grooming by an authority figure proper authorities contacted to investigate this type of behavior or was this handled by administrators in order to sweep it under the rug she's still around our students according to the equal access law students must ask for extracurricular clubs and find teachers to sponsor it considering the coercive classroom environment and the grooming behavior by this teacher i find that in light of this we respectfully ask that you suspend non-curricular clubs and organize a parental advisory committee to see how to proceed who's not we will elect individuals to this board they'll actually act on behalf of the people who elected them thank you miss reynolds i have kim bryant merry christmas hi merry christmas um i
just want to echo um everyone or i first speaker that came in i want to echo that i'm in agreement with all the others confirming that and everything that they say um i my husband and i also we chose to move into our forever home about seven years ago so that we could raise our kids within again as dr as justin baldridge said a great community with the potential of middle school high school growth to live out a great life in lakeland with our kids both my husband and i come from public school education and we were firm believers and that we can get a great education and um i have a third grader and i have a four-year-old who will be starting lakeland elementary next next school year and i just have to say
that i'm very disappointed in the school board and you guys that based on what i've hold what i've seen videos of teachers and students i would think there would be accountability with that and it weakens my faith in the school board system to allow teachers to get away with that my dad was in the school system for 30 years and had something like that been had something like that happen it would have been a different outcome so i'm asking y'all to take action to that i don't have a child that is currently in the middle school but had hopes that i would after next year and anyway so i just want to say that i did some research on the gsa and i just wanted to read some points that make me very uncomfortable with
it i don't come from this as um as a stance of intolerance of hate i am a christian and i am to love everybody but i do not agree that this type of club is gonna in any way shape or form benefit our children just like others have echoed i don't expect teachers um administration to encourage my kids and their um christian walk that's that's my type my thing a few points gsa um no more this this is from their handbook their advisor handbook gsa meeting is no more about sex than the homecoming dance or any other school sponsored activity note that gsa can and should be a place where gsa members can learn and talk about sexual health that is relevant to that community points of curriculum that is encouraged for these advisors to
talk about gsa curriculum gender and sexuality 101 gender and sexuality vocabulary game construction of femininity and masculinity i'm sorry i'm gonna have to put put a big stamp of no i do not want that in my school and if something's not done about that then you will lose us and other people thank you thank you for your comments and the last name i have is david carlson maybe i've got more next last name merry christmas thank you david carlson i am late to the to the party on this topic i'm i'm a grandparent and not don't have any of my children in the school system um have six grandchildren in their school district two and uh in lakeland school and i just learned about this about 4 30 this afternoon was at work and had
somebody that had shared with me so i don't have well prepared comments but just did want to come and and voice my things about it about my grandchildren and their experience and and i appreciate what you do i'm sure you're not you're most of you aren't wanting to be here to to have conflict but i this type of organization will not benefit i think the the alternative of not having or suspending that's my main message is i would support that approach of suspending uh the other non-curricular uh extracurricular clubs um at this time while the the idea of extracurricular clubs is explored further um would be i i would imagine if you did some uh polling that that would be the preferred approach as opposed to just letting this move forward as is and as
i understand the policy that is said to preclude not having the club policies are are made to be changed and they evolve over time and if the clubs needed to be if the clubs needed to be focused strictly align with what is part of the curriculum that would be a better alternative than to allow more broad range of areas which the clubs could cover thank you thank you very much for your comments we have a few more matt morris merry christmas merry christmas y'all good to see you again um i hadn't planned on saying anything tonight i was just wanting to come and sit and listen and be supportive as i as i listened um something crossed my mind and just want to make sure that this is clear to all of you guys and
i think most of the people who have already spoken i would agree um is absolutely nothing to do ps who think that they are homosexual who are nothing to do with that with them has nothing to do with the straight child it has every thing to do with how egregious and inappropriate this content is for our children it has no place in our school system it is not only appropriate for my child it's appropriate for the homosexual child for the for the child who thinks that they might be struggling in their sexuality it's just inappropriate for them as it is for anybody it's across the board inappropriate doesn't matter what you think you are it is so inappropriate for a sixth seventh and eighth grader have the ability to come into a room a public
room with an adult we have absolutely it is has nothing to do it's nothing against the child who is struggling with that we pray that that child can find counseling or or any that they want if they don't want it if they do is 100 about how inappropriate this is in a classroom um i just echo all the the comments that dr baldridge made the minds of these kids at this age can handle it nor do they need to be subjected to it thank you for your comments the next one i have is sarah mace merry christmas merry christmas um like the last person i didn't come intending to speak but i felt like i had to show up my husband and i moved to lakeland in 2017. we came here because of the schools
the middle school was beginning to be built at that time and we had a great deal of hope for what our children were going to be around here i have a fourth grader and a sixth grader and when this came out i was deeply concerned children are impressionable at this age hear things and take it as truth or they anything that comes to their head it it soaks in whether it's something that they ought to hear or something that that they ought not regardless of what that may be concerns me is the fact that talking about someone's sexual identification at this age is far from appropriate what happened to the times when we said well if you wouldn't have this put or said in front of your grandparents would you say it would your grandparents
say if you said you know i want to have this kind of a club for your grandkids you have an issue whether or not the children decide to attend these doesn't change the fact that kids that don't attend are still going to hear about it looked at the flyer that really concerned me if you take away the right side where it had the flag all it says is come hang out with us we're gonna have ice breakers and we're gonna have treats what's the next step do we have a child who has no interest or any thoughts in this way then have those thoughts put into their minds school is not the place for this yes i ask that you please allow the parents to parent though there's many things that we ask our educators
to do this is not one of those things get bonus awards for actually staying with them i have one more stephanie eve okay you your your handwriting is almost as bad as mine all right merry christmas merry christmas to you so my husband and i moved to lakeland last year we sold property in fayette county and in bartlett because of lakeland school systems and i am so disappointed it is your job to educate it's my job to teach my kid who to love i have a middle an elementary school child right now asking me about this club you have to understand you have an 11 year old he'll be 10 going into the middle school seeing these flyers he's vulnerable they're impressionable i don't need the teachers to be friends i need them to be
teachers and if she feels strongly about this club but she needs to go through the city and go through a extra extra curricular activity or that way but not through the school i don't want my kids asking questions that i'm having to ask or already answer now we're avid football players we have two students both on the football team we spend countless hours countless money with school you are going to lose a lot of that funding if this program goes through we're struggling and praying there's enough students to play football next year several have already said they're going to pull out of school and go to arlington who is aggressively recruiting our children now for high school you will lose a program it's not about money i understand that but we spent a lot of
devotion with kids we got banned we got choir and we got football players we are committed to lake 100 but we will not be that committed this club goes through and promotes something that is not your job to teach our children thank you it looks like we have one more and i don't want to cut anybody off so you can go ahead yeah all right i had merry christmas merry christmas i had no intentions of saying a word but i completely agree with everybody on the gsa i think they've made the point very clear we don't hate any children but that club if you just look at what they say for themselves it's horrible i had to bring up the fact that this is kind of a continuing track record that i trusted the principal
took care of back in september but i'm doubting that i should have now back in september one of the teachers encouraged the class to go home and check out banned books week you should check it out because i did when my daughter came home asking me about it it's horrible the top 10 books are all banned for lgbtqi add the letters agenda and and also things to do with crt and racism and it's not the books are banned from our schools for a reason why would an english teacher encourage sixth graders to go home and check it out that's what i said but that's can i continue now this teachers have them reading a book filled with cuss words and even today my daughter told me that he like encouraged the use of him saying
it's no big deal and he said one of them in class so i just want to say it's kind of a track record of activism in our school system and like all these other people i came here for the schools we left hickory with and jumped the county line for the schools i know i'm not alone to say that a lot of us will jump back if we don't do something about this my children will not be indoctrinated thank you all right anybody else that's all i have but i don't want to cut anyone off mills paul got the card all right that looks like no ma'am this is a public comment we're not gonna we're not gonna turn this into a debate or we're not gonna point fingers we're gonna get everybody the opportunity
to speak we're man we're done all right we'll move to our agenda exciting on the agenda is the report section starting with the chairman's welcome feels weird to welcome everybody now we've been talking for 30 minutes but anyway welcome as we're running to the end of a school year we've got a half day on friday folks like me you need to remember that um look forward to a good end of the year we have the orchestra concert tomorrow am i right tomorrow yes oh gosh choirs tonight tonight is tomorrow tomorrow band was last week if you don't know those things check those things out they do a great job but we'll move to the next item uh next item is the tln representative update i do not have one at this time next item next
item is the superintendent's report i do have a few uh things i'll i'll brief the board and community on uh i wanted to give we give regular updates on the construction of the high school facilities and i do want to uh everything has been very smooth and for the most part has been smooth i do want to give one update that's something that right now is not smooth and that is the completion of the installation of the track and field um around the football field we did find out officially from our contractor in the last few days that the track and field surface will not be completed in time for the start of track season which typically starts at the end of january so we informed the school today this has to do with the
number of um the conditions that were found um out on the field and uh what we've run into now is is it's too cold to basically to pour the track and it would it would risk the long-term integrity of the track so they're not going to be able to do that actual pouring of the track in field surfaces until april that will also mean that the football field itself is not accessible during the month of april i'm trying to get some details right now from the contractor as far as at what point the field will be accessible in the meantime but i do know that's an inconvenience certainly for the the students and coaches that are planning to work with the track and field and we're hopeful that they can do what the baseball team
did so diligently and uh i know inconveniently for them uh which is possibly find some alternative places to uh to practice and and and get ready for track and field event so we are again we've been very fortunate so far with the construction this is the first major hiccup we've come up with but we did just want to be upfront about that as far as where we are with those particular facilities um i did want to note some questions have come up about travel and right now board and community i have lifted all travel restrictions for the spring that includes field trips overnight travel bus travel anything like that that's a question that comes up a lot from parents so as we uh continue to cruise into you know what we optimistically hope more normal
uh hopefully that's one of the signs but right now um those restrictions have been lifted uh i do want to let everybody know just fyi especially on the board uh i tried to we weren't able to overcome it but we have every semester try to have office hours with the faculty and staff and give them an opportunity to come in and share really anything that's on their hearts or minds or concerns or aspirations about the school system and we wrap those up last week the first round and always get some very good feedback from the faculty and staff members that we can use to try to get better every day uh the chairman mentioned the uh the concerts i was gonna mention that as well real proud of those fine arts groups uh the teachers
we've talked about the case data last week mr adler gave a great presentation about the new case assessments that teachers are probably familiar i'm sorry parents are now familiar with because they've already been laid out those will be three times this year and the teachers have gotten that data in uh usable format they're already starting to make adjustments to their instruction um to again try to get better so it's a great opportunity to do that i did want to note i'm going to beat mr burnett to it the lakeland education foundation is selling commemorative bricks for the front entrance of the high school side of the building uh if anybody's interested in that fundraiser we put them around the flagpole at the middle school because it was a bit of a late start but they're
going to be right there in the concrete on the main entrance on the high school side this time if anybody's interested i'm sure uh ms foster mr burnett can point you in the right direction uh i didn't want to give uh we haven't been doing a lot of of coveted updates which is a good thing because it hasn't been as necessary but i did just as an fyi in november and december so far at les we had seven student cases and zero staff cases at les so that's for a month and a half at lps we had three student cases and zero staff cases we've we've had very few staff cases at all for this entire year which is obviously why we start to feel more comfortable with with lifting travel restrictions and things like
that obviously we're keeping an eye on things like everybody else but certainly every chance we get want to thank our parents and teachers and staff members for uh for their just amazing resilience and flexibility over the last what's almost two years now hard to believe um and they've continued to be resilient this semester this this school year didn't start the way we hoped it would in terms of again those kind of restrictions and classroom arrangements and in cases but everybody's powered through it and uh we're again optimistic cautiously so at that point that concludes my superintendent's report any questions for the superintendent 39 next item board members you'll also find the financial summary on the website there is uh nothing unusual for this time of year as we uh approach the end of the semester
but if there's any questions about the financial summary i'll certainly take those as well questions on the financial report absolutely yeah i try to highlight for the board if there's anything that that's an aberration or seems off but um so far so good any other questions for the superintendent you're none next item next item is the approval of the agenda are there any additions to the agenda no we'll consider the agenda approved next item next item is the consent agenda it has two items on it the approval of the business meeting minutes from november 8th and uh the approval of the lakeland elementary drama boosters um cooperative agreement is there a motion to get this item on the floor we have a motion is there a second second we have a motion in a second
are there any items anyone would like to remove from the consent agenda you know all in favor of approving the consent agenda say aye aye any opposed consent agenda is approved next item next item as we move to the discussion section is discussion action on non-curricular clubs is there a motion to get this item on the floor motion is there a second second we have a motion and a second and a crowd full of people that would like to hear us talk about it so let's chat mr plumley can you tell us how we got here and if you wouldn't mind introducing yourself and eric plumley lakeland school lawyer a couple weeks ago dr horrell contacted me and asked me to do some research with respect to a new club they've been proposed for lps
so i was happy to look into that form and sometimes being a lawyer it's really hard to find answers to questions that ought to be easy and this time the answer was not terribly hard to find and it seemed pretty clear what it was there's something called the equal access act it's a federal law it applies to any school that receives federal funding that provides a secondary education that is lps a lot of schools it's also lps and what that law says is that if that school is going to allow non-curricular clubs that means clubs that aren't directly related to uh courses or curriculum offered by the school you have to let all non-curricular clubs in other words you can't say we're going to allow this non-curricular club but because this one um has a
mission or a purpose that we disagree with we're not going to allow it so i had told dr what i found and um my understanding is he relied on that um and said well since we have non-curricular clubs and there's another non-curricular club that would like to start up it has every right to do so and i believe that is how we got to where we are right now again so i have questions and thoughts um one of the questions as we've heard mentioned and i don't disagree with the comment at all that would we allow all this i mean surely there's boundaries to to what clubs can be approved or not approved has that been established i mean certainly a hate club or something like that the way the case the way the law
is it says if something is disruptive or interferes with education the school can then say and the school can say no to that all right i know uh here's what i would here's what i want to see happen um at least right now here's what i want to see happen and i'll let other board members comment i would like to get and i think this was mr baldridge and if i wrote down the name wrong i apologize but it might have been i'm giving someone else credit i apologize to mr baldridge for bringing you into it i i would like to get two more legal opinions on this matter and let's clarify what we're required to do as a school system i would like to know a does this club fall into under their purview
of the equal access act b i would like to know is the equal access act applicable to lps c i would like to know can the great bands be limited if it is b i also want a good definition of what a non-curricular club is because there's some school of thought that national honor society is a non-curricular club you know and i i i don't know if it is or if it isn't but i would like to know that answer and i will say that with respect to national higher society typically anything that's a service club even if it does have an academic component as far as getting into it and staying into it service clubs are typically non-curricular and i have full confidence in you i know your attorney but i'd like to hear
two other attorneys say it before we commit to that i hate to take questions because we kind of yes fair enough fair enough so we'll modify my second question is does it apply to healthy asses and what what authority does the school board have to enforce or not enforce this act um mr chairman miss harrison can can you add an additional item i would like to know any implications for funding of the schools or school system that could come along with the school board's role if there's any funding implications both federal state whatever related to enforcement or whatever we do related to this act jot that down mr plumley yes all right any other comments or discussion from the board and mr burnett so first off my first chance to say anything tonight thank you
all for being here i'll say in my time on the board probably my time living in lakeland this is the most number of people who have showed up for a school board meeting ever in fact i'd say i've attended as many boc meetings as i have school board meetings and i've only ever seen this room this full probably two or three other times and i'll apologize for that so uh um but we do meet the first and second monday of every month at 5 45 in this room um so so please do again thank you all for your comments um i've struggled with this matter for the past week i didn't i wrote comments down i was going to read the prepared statement shredded it threw it away before i left work um i spent
time in prayer this week about this matter we'll continue to spend time in prayer about this matter i appreciate comments that people have made that this is not about hating children or hating individuals i appreciate people's comments to that end probably share the majority of your opinions on this matter as a christian i have struggled mightily this past week and i've had probably more conversations in the past week than we have almost in the past year and we've talked a lot this past year in particular i've talked to a lot of you some of you that i need to follow up with and make apologies to about my words because they were not appropriate i will guard my words i will appreciate hearing your feedback into the day i was elected a school board has
three primary roles its job is to manage policy manage budget to promote the school system i take those three roles very seriously i still am not at a final point of a decision on where we where i would land on this all all clubs no clubs i appreciate the chairman's wisdom to have us be still for a moment any additional legal opinions i'd like to reserve the right to send some to um to maybe add to that this evening as we've talked there's some other items that are in current policy that i'd like some clarification on specifically i'll say it there's one about non-participatory attendance in club meetings i'd like some clarification on what non-participatory attendance means at the end of the day dr hall and i've had conversations this past week that school board
policy will be followed procedures will be followed and enforced here to do so is not acceptable i have a lot more i probably would like to say i would love to hear from you all anyone that wants to i said it last week but apparently my mic was not on my cell phone number is 901-34201 i will respond to anyone and i apologize for not responding to a number of you who have sent emails yet i'll have a conversation with anyone that wants to give me their opinion that's also what we were elected to do is to hear your opinions give them consideration and at the end of the day make a decision and so i hope continue to have your confidence in the day when you make a decision the decision is not going
to make everyone happy that's impossible i've been in higher education administration for 21 years every decision i make makes somebody mad so so know that that's going to happen but i also know that i hope that we can agree to disagree when we do disagree and not do disagreeably that we can move forward as as a community this is not an item that should tear a community apart harrison um i just some of you have shared this with so and i want to jump or follow up to jeremy's statement and some of the comments about activities that are going on at the school there is an anonymous reporting mechanism it's called the stop it app and you can download it and it's important that if there are concerns about bullying if there's concerns about um
behavior in the classroom if there's anything that you feel either you want to you you don't feel comfortable or your child doesn't feel comfortable with you reporting so that their name is identified please use the stop it app i have shared it with other people but i wanted to also make sure we share it in the public forum it's extremely important i know the administration can't be everywhere all the time in every single classroom and that there are children in the classroom and they come home and talk with you and so certainly please share that information that you get from your student let them investigate if it is not resolved and it continues to happen there are processes in the school system we do have a policy related to the steps to take and that's
what we always ask you to do is take the appropriate steps start with the administration then it goes to the superintendent and then finally comes to the school board there is a process whether we all agree or don't agree the employees are employees and there is employment law i mean we do have to follow steps that as a school system um to make sure we're handling things appropriately because these are still employees you know i know they're with and i'm not saying anything about what they do or don't do in the classroom appropriateness not appropriateness but there are steps and there are procedures we must follow that are laws and and we take that very seriously to follow follow those laws and along that same lines the lakeland school system does have um many policies
one of the ones that i wanted to make sure that everyone is aware of we have a no politic policy as it relates to our teachers and staff and as soon as anything has been reported it has been addressed and communication was reinforced with the entire staff for the entire school system this week about the no politics policy if it continues and you have examples of where it continues after we have reinforced and reinforced please please please report those it is important we can't be there in every classroom every day but you're if your children tell you something is going on that's political and it shouldn't be please please please report it because that is not the role of the school system is how to have politics i just i wanted to make sure you
know i know there's been back and forth and everything but make sure you all know that there's options and ways that for these things to be reported um if you don't feel comfortable reporting it yourself and you want to do it anonymously for investigation purposes thank you good comments any other just mr palmer i'm just going to talk until somebody stops me i have one more question two sentences what is defined in tennessee what's a secondary education because it's my understanding that that's what the act applies to is that correct yeah so well the act applies to any school that provides secondary education and the act leaves that up to the whatever that means in your state tennessee is a statute that says secondary education is seven through twelve now lps obviously is five starts
at fifth grade but lps is a school that provides secondary education because it has seventh and eighth grades now looking into this issue early on weeks ago when it first came to me i thought well this is kind of unique because you know it's a it's a hybrid uh although there's an abundance of law on the equal access act and and gsas i was only able to find one school where i'm sorry one case that sort of gave me some guidance on this issue it was a case out of florida a federal court case out of florida and florida does not define secondary education and obviously i think most people think of secondary education as high school um whatever reason tennessee legislature start has it started in seventh grade in the florida case i was
referring to um it was a middle school even though they recognized that florida although it doesn't define it they kind of came down saying listen in florida secondary education's high school but the middle school that was issued here it was it was a gsa case there's plenty of equal access cases that have to do nothing to do with the gsas but this was a gsa case and they looked at this middle school and they said well there's a couple classes offered that are uh that you can get high school credit for so that's how broadly it interpret the act as what it means to provide secondary education the mere fact that this middle school in florida had a couple classes available to middle school students where they could get high school education even though florida
does not define what is secondary that was enough to bring that school under the act and under for lps i would say that we have a much stronger i mean if you were going to make the argument that lps is a school providing um secondary education i mean we have two grades that are as defined by the state of tennessee are secondary so to me that's you know a more compelling situation than what they had in florida which is no state definition a secondary and a couple classes that could get you high school credit would your opinion change if the state's definition was 9 through 12 would you consider lps under the act um lps as it currently is is formed no because i would it stops at eighth grade now once it goes to
a high school that's a different that's a different issue mr bernard and again just as we have these conversations one of the things that the superintendent has gotten for us is a list of all clubs that are either current um or or have existed and just aren't necessarily active now that's a list of 17 clubs at lps not including the one under discussion today um that includes fellowship of christian students and so i struggle with not allowing certain clubs that have a large group of students who who actively participate in that i struggle with as we get this clarity hopefully moving forward if national junior honor society if beta club is student council if clubs like that end up being considered non-curricular i struggle with that i don't say that i have an answer to
that but i struggle with that and so mr plumley as we look for additional guidance i i would love to have either an opinion on where some of those especially those nationally recognized clubs land um as to being curricular or non-curricular in my world service community service not academic but service learning is academic and so service learning is as defined is different than community service service learning is you go and do service work and you come back and you write a reflection or you present a reflection of that which makes it academic and could potentially i'm not giving it a legal opinion lord forbid but but in my world it's considered academic so i just would like for us to consider things like that that that might help inform as we move forward having some
some of those questions from legal counsel answered and you know put that in writing to the superintendent this evening harrison um one other item that i i would also like some clarity on um when we're getting legal opinions that we have some club sports there are swim competitive cheer basketball cheer lacrosse is a newly forming i would like clarification on whether those would be considered the non-curricular clubs i know you've given opinion but i'd also like um to ask that in the legal questions as well can we understand whether club sports are considered a definition of a non-curricular since we don't necessarily potentially have curriculum related to whatever those sports are that are being played we can we can add that to the list okay thank you childs welcome to the party first i just
wanted to say that i do appreciate all the parents coming out because um i i too have concerns nationally where it i mean there's been allegations school boards don't want parental involvement they don't want to hear from parents and um you know i really um appreciate all the feedback and um the fact that you care enough about your student in your school that you would come out on your monday night that i'm sure you have other things that you could be doing and you all have kids and you're busy so i think the reason that lakeland one of the key reasons that lakeland is such a great school system is the parental involvement because these kids are not they don't just come to school and leave behind their home environment and vice versa and so
i think you're your feedback is very important to us i also echo what miss harrison said about you know it breaks my heart for any of our kids to be bullied for whatever reason were for the child to come away from a classroom experience feeling anything but further educated or further nurtured and feel that something was stated inappropriate or crossed the boundaries so i again urge you that if that is indeed the case for your student to please report it either anonymously or directly to the principal superintendent or the school board whatever method that you need to do so following those steps and um i mean i too want to hear the legal opinions because i do struggle with saying all clubs will end versus this one because as i noticed a lot of the
parents were like yes to the field trips yes to the things coming back because i feel the same way i have two kids and i feel like um kids have bore the brunt of restrictions during this pandemic and unfairly so so it also and i know like for my kids having things come back has been like a relief and so it would be um also disruptive because we've been given a list and i'm waiting to hear which ones would be on this le witch list or whatever but are susceptible to what would have to be canceled should we not add this club um but it's hundreds of students i mean there's quite a number of students and i'm sure there's some crossover um but um it's just one more thing that they would lose and
i'm honestly just tired of our kids losing stuff right now because it's just been i mean i think everybody's had stress and you know this pandemic so i just want to be mindful because we represent all the students of lakeland schools and so i definitely look forward to getting a lot more information from you know mr plumley and other attorneys opinions so that we can have all the information because we really try to have our due diligence and make informed decisions the other guy miss thomas i forgot you were here so i i know many of you from many different circles um our kids have been in school together since kindergarten um and what i would like to see is a way that we can [Music] address needs of the kids who feel like they
had the need for something like this where they felt accepted and where they felt loved now i see some shaking of heads what i'm talking about is some sort of idea that some of you have mentioned that is an inclusive club that allows kids who feel like they're not part of something to come and be part of something so i would like to maybe explore ways that we can do something to make sure these kids don't get lost because they everyone talks about what is important for kids is connections making connections with other kids making connections with with teachers some people mention guidance counselors guidance counselors are not always the ones that the teachers feel that sorry the kids feel comfortable talking to so i would like to see if we could find a way
to not get rid of all clubs because that's punishing so many kids because we have this one thing that we haven't figured out a resolution to yet so um i would just like to say a heart i do have a heart for kids who you all have been to school with them everybody here went to school you know what i'm talking about there are kids who it seems like no matter how hard they try they don't fit anywhere and so i would like to see us find a way to make sure that there is a safe place for kids who haven't found that yet and i'm not saying it's gsa i'm just saying let's not forget about children who desperately need connections and you desperately need love because that's the greatest commandment is that we
love god and we love one another all right miss childs one more question um to our very long list um i know miss reynolds had mentioned it being um diversity clubs is that legally is that i mean does this does a club have to be called a certain name or can it be more inclusive or like it you know based on a request legally from the equal access act like what does do you do you know if that's been something that's been looked at with the courts and litigated yet i'm not just tell me if this doesn't answer the question because i'm a little confused but i think i get it if they want to if the if the students want to call the club the gsa the school were to allow and keep non-curricular
clubs and allow this niagara cook club they want to call it the gsa that's you can't tell them what to call it that's that's my understanding um you have to treat them like any other club and if um you know if the school doesn't tell other clubs what to call themselves you can't tell this club what to call itself um i also wanted to say i know some people mentioned some social media posts i'm not a real big social media person um so i would just like to say i have not seen what you were talking about and i i appreciate all these board members and what they bring to the board and i can say that none of us would see something that we would try to cover up or brush into the rug
or turn the other way i certainly haven't seen anything that i would put in that category and i would never let you down as an elected official to see something like that and to not act on it i want you to know that um i suppose people who are a little more you know social media active have you all know what is being discussed but i don't and so um i'm available to talk to you about it or whatever but i just want don't want you to think that i'm sitting up here ignoring things that are happening that need to be addressed because i care about every single one of our kids no matter where they come from where they worship what kind of ethnic background i you know one of the great things to
me of lakeland is if you open up a yearbook see the diversity of the backgrounds you see the pictures of kids who have come from all over to come to the school system and it just reminds me every day that not everybody's experiences are the same not everybody grows up in a loving home not everybody grows up every and gets up every morning and you know has a meal to eat um so i'm always conscientious about trying to figure out how to serve not just the kids who are easy to serve but the ones who are a little more difficult to serve and i do appreciate you coming and i appreciate the passion you have for our school system and the passion you have for our kids um and i guess that's it i went
on too long no you're you're fine all right so i think we're at a point um dr horan when does school start again january 3rd january 3rd which is monday and our next business meeting is january 10th 10th what i would propose no objection from the board is that we pause the start of this club to our next business meeting january 10th which what be a week or two weeks something like that and i'd like to have the opinions from our attorneys back by january 10th and we'll evaluate those and then we ought to be able to make what i think is a very informed decision at that point also i would encourage you all if you hear a political speech in the classroom to report it you are our eyes and ears and we
need you to help us do that so if there's something that violates policy we are weird we want to know that dr horrell wants to know that ms martin wants to know that ms lockhart wants to know that if you'd be kind enough to help us in that in that area we'll go forward and we'll see what the opinions say when we get back and the board can make an informed decision at that point and we'll see where we land mr burnett um as this was a discussion action mr chairman do we need to take action to direct the superintendent to move forward with additional counsel i hate it when people correct me we need them we need a motion to approve the vendor to get legal opinions from two additional opinions two additional attorneys
is there a motion we have a motion is there a second second we have a motion in a second any discussion on this item i would suggest today is monday if a feedback today's monday if we would if anybody has any questions for these additional attorneys um if you could get them to dr horrell about wednesday christmas is coming up we can get everybody um the attorneys working on us so if you have any questions that we didn't cover tonight that you would like answers on if you could get them to dr oral by wednesday can we get the consolidated list of questions just in case there's something that jogs our memory related yes i'll put a google doc together for the board thank you i i think that's i think you're right but we're
pausing the club until we have our meeting on the 10th but yes i think i i did i said what grades could be that's one of the questions yes yeah that's already on my list thank you i get some clarification so the meeting is scheduled currently for january 6. the board meeting the business meeting is the 10th so we're pausing until sometime after yes it'll be after our business meeting on the 10 okay on the 10th we'll take action at that point and and decide what to do we'll pause advertisements etc correct everything will be paused i'm being directed correct all right we we need to vote on the approval of the two additional attorney opinions all in favor aye aye any opposed motion passes we'll move to the next item number two's discussion action
on fy 2122 budget amendments is there a motion to get this item on the floor i'll move we have a motion is there a second second we have a motion and a second any discussion on this item i'm related to budget but not necessarily these amendments um so what is our situation with ep as the high school comes on board and the funding for a new group of a new cohort that we haven't had before so that will come basically the funding as most of you know is delayed by a year we did negotiate an agreement basically that included arlington community schools when we opened the middle school because it was three grade levels coming back we did get to access some of those funds in real time um the operational plan right now is
that we we will not do that so if we have additional expenditures that hit early we'll have to take those out of fund balance at the end of every school year though there is an adjustment made to the bep or they called growth funds where basically you get paid kind of at the end of the year that year in arrears for the students that you've been educating um and an increase of the you know 200 or so students we anticipate uh means that we backfill the coffers a little bit at the end of that first 22-23 school year effect this is not this is not pertinent to this budget but how does that affect how much do we need to be prepared to at uh we typically start the next year's budget process in january
which doesn't mean it's the first time we've talked about it but we kind of put together a wish list usually over the course of the uh um of the first semester and then ms rosales and i and the other administrators will start you know taking a hard look at what's necessary the plan right now i probably should have mentioned that in my superintendent's report is to begin posting uh teaching and staff positions um for next school year uh in mid-january so any any additional job descriptions or salary schedules would be brought to the board at that january business meeting and then posted shortly thereafter question about that i know we have some teachers now that are able to teach some classes 9 through 12 because their certifications allow them so we'll be potentially looking at
some of that until we hire but you know we where they could pick up an additional section or whatever and we could work that out with class schedules um until we are hiring for the you know a larger grade band basically is that the intent that that is correct and in fact uh ms martin and ms decker have already you know kind of surveyed the faculty to see which faculty members have interest in teaching up teaching high school uh grades in some cases because teaching assignments are made by the principal i'll just be frank in some cases it may not matter if they're interested if they're qualified and we need somebody to teach a high school class so that we can offer it they may be assigned that class but yes the plan is that
you could have the same teachers possibly teach you know middle and high school grade levels discussion on this item um mr chairman one item of note i want to make sure the board was aware we had discussed at a november meeting a bonus for superintendent harold for his um state um sorry senator tennessee state superintendent of the year as well as his outstanding performance review so that i just want to make sure the board was aware that item is included in this budget per our november meeting any further discussion on this item renault all in favor approving the motion say aye aye any opposed motion passes next item next item is discussion action on approval of standing committee appointments we have two committees the ethics committee and the policy committee is there a motion to
get this item on the floor i'll move we have a motion is there a second second we have a motion and a second any discussion on this item i will if i could just give the context on both committees there is one board representative on each committee on the ethics committee wesley wright has served as the non-board i'm sorry the ethics committee has two board representatives the policy committee has won wesley wright has served as the non-board member of the ethics committee and is willing to continue doing so we have not needed to utilize the ethics committee since it has since been established and on the policy committee kim lewis and tammy beauvais are the superintendents appointees to that committee discussion on this item mr chairman currently i serve as um i think as dr
was getting to as well you serve as the as the chair board chairman on the ethics committee and i currently serve on the ethics committee as one additional board member um while i have enjoyed a year of serving that role and having no action to take i really would like to throw my hat in the ring to serve on the policy committee given some of the discussions tonight in particular it's not a role that that i take lightly but i would like to engage or put my hat in the ring to serve in that role originally it was to dive into policy even more um and and look at policy and hearing those conversations um i really would like to especially now serve in that role mr burnett has nominated himself to serve on the
policy committee uh miss thomas is currently on the committee miss thomas would you have any objection to mr burnett no taking your place or would you like to nominate yourself it seems to be in vogue right now that makes me uncomfortable are there any other nominations for the policy committee oh um without objection um dr horrell can you read us back the committees with mr burnett taking the place and we probably need to find a board member i guess for the ethics committee is that correct that's correct right now the policy committee would consist of the nominees for the policy committee are jeremy burnett tammy bovey and kim lewis right is there any objections those members serving on the policy committee hearing no objection that will be our policy committee ethics committee it appears that
we have a vacancy would anyone like to serve with me on the vacancy committee or the ethics committee if she feels up to it i'll nominate deborah congratulations miss thomas so our ethics committee will be oral can you read the ethics committee would be wesley wright kevin floyd and deborah thomas very good any objection hearing no objection the ethics committee is approved next item next item's discussion action on update to policy 5.3052 covet 19 administrative leave is there a motion to get this item on the floor i'll move we have a motion is there a second second we have a motion in a second dr harold would you like to speak to this yes basically this just extends the current administrative leave policy until the end of this academic year june 30th 2022 it would
keep in place the same administrative leave requirements that basically state that anyone who is diagnosed with covet 19 is entitled to up to eight days of paid sick leave if they're unable to work or telework good any discussion on this item are none all in favor say aye aye any opposed motion passes next item next item is discussion action on updates to the lss board of education meeting schedule is there a motion to get this item on the floor we have a motion is there a second second we have a motion and a second dr horrell there's a thought that because our work session is january 3rd and is the first day back after the break uh that uh the board may be interested in canceling the work session and only having the one meeting
um that month which would be the january 10th meeting we've been talking about as a target to to get back the uh legal opinions i will be out of town on the third it is a work session so i would request that we cancel it but you're welcome to meet without me with hearing no objection we'll cancel our work session and just have the business meeting on january 10th correct correct corrected for that announcement that we meet the first and second monday of every month sometimes there's just one on our agent just for everybody's knowledge on our agenda page we keep an updated list of when we meet it's at the lakeland lakelandk12.org website under board i think it's under board you go to the about board of education agendas in minutes all of the
information be posted there and we keep our updated meeting schedules as we potentially change them through the year um all of that is posted there along with the documentation for i guess maybe all the way back to 2015 of every board meeting we've ever i go to about board of education then there's agendas in minutes and board calendars so you can find the meeting dates there are next item uh no further items on the discussion are there any announcements i do have one um i will and all the announcements about choir and everything and orchestra and everybody we did miss that homecoming basketball is this week and very exciting for me i don't have a kid who plays basketball but my kid in band is actually performing so y'all can go and take another opportunity
