All right. It's 6 o'clock. We're going to call this meeting to order. Next item on the agenda is the prayer. So, let us pray. Lord, we just thank you and praise you for this day. We thank you and praise you for this opportunity to come and gather and to celebrate these young people and students and staff. And Father, we pray right now that you will give us a discernment to go through this agenda to vote on the items that we have. And we pray for your wisdom and guidance in all that we do. In Jesus name we pray. Amen. >> Uh pledge of allegiance. I allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >>

Okay. Roll call, please. >> Chris Densson, >> here. >> Teresa Cook >> here. >> Debbie Clifton >> Barbara Gray >> here. Cody Childris, >> Barbara Hallebertton here, >> Amanda Compton >> here, >> Marissa Briggs >> here. >> Excellent. We have a quorum. Next item on the agenda is number five, approval of the agenda. >> Mr. Chair, I would like to offer an amendment to um table item number 12 to the December meeting to coincide with the other discussions about bonus for the rest of the MMSD staff. Um the director's contract stipulates that um the board can consider um a bonus based on the results of the evaluation. Um, however, it does not stipulate stipulate a specific time frame. Um, and I think based on the current environment that it would be prudent to defer to

the December discussion. >> Okay. >> So, I offer that motion to to remove that one to December. So what we have is a motion on the table to a motion made to postpone to December or table item 12 to December to coincide with our total bonus discussions >> that would occur at that time. Do we have a second on that? >> Second. >> All right. There's a motion and a second. I believe that was Dr. Compton. >> Yes. >> Any discussion? What we have to do is we have to first vote on the motion of the amendment and then we will return to the approval of the agenda. So our vote now will be to accept the motion in the second to move item 12 to December. Want to give everyone time. Okay. Roll call,

please. >> Mr. Chairman, one second. I can make this very easy for everybody. If my staff does not get a bonus, I will not accept a bonus. It's just that simple. If we cannot afford to take care of all employees of Millington Municipal Schools, I don't deserve a bonus because they're working as hard, if not harder than any that I am right now. So, that's a very easy that's what I was going to talk about tonight in my director's report. But, if our if my staff everyone doesn't get a bonus, then I don't deserve a bonus. Thank you. >> Yeah. Thank you for that. So, uh that that won't change our uh table to move to December. So, we're voting on the amendment first. Roll call. >> Teresa Cook. >> I. >> Debbie Clifton. >>

I. >> Barbara Gray. >> I. >> Barbara Hallebertton. >> I. >> Amanda Compton. >> I. >> Chris Denson. >> I. That motion passes. Now we're going to have a vote on the approval of the amended agenda that everything else from 6 to 11 will remain the same and we will move 12 to December. Elaine, you good with that? Righty. Cool. I didn't know if we need to reward that amendment. We're good. All right. If there's no discussion there, roll call. >> Debbie Clifton, >> I. >> Barbara Gray, >> I. >> Barbara Hallebertton, >> I. >> Amanda Compton, >> I. >> Chris Densson, >> I. So, the agenda. >> Teresa Cook. >> I. >> So, sorry. >> I don't take that personally. >> I jump. >> All right. That motion passes. Next item on the agenda

is our consent agenda. And the consent agenda includes the following two items. The recommended approval of October 6 board of education meeting minutes. And B is the designation that the following board of education policies in section three. And there's a lot of them are correct as listed. We need a motion and a second. >> So moved. >> Second. >> Dr. Compton with the motion. Miss Hallebertton with the second. Any discussions? All those in favor? >> I >> oppose. There are none. The next item on the agenda is the director's report. It's all yours. >> Thank you, Mr. Chairman. Uh, once again, I want to state that I feel that if we do not have the funds in our budget for a bonus for all employees, then I will not take a bonus even though my

contract states that I am eligible for one this year. Uh, it takes an entire village and it takes all 356 employees to be successful in Millington. And if one gets it, we all get it. If none get it, if one doesn't get it, then we none of us get it. So, I just want to make that very clear. Uh, of course, what we're here tonight more than anything else, thank you parents for being here, but we're here to celebrate our students of the month. And of course, we always start with Mother Goose herself, Miss Geette Farmer. If you've not got a chance to see uh Mila and their Mother Goose routine, please check it out. >> It was cute. >> Miss Farmer really showed out for that. I was impressed. >> Oh, I'm be known

as Mother Goose forever. All right. Good evening, everyone. Um so, we're going to kick off our celebration. We had National um custodian day. Our amazing custodian team was recognized at Mila from always making us look good, make the building look good, and also loving on the kids and staff. Then we painted the building orange for bullying prevention day. We did be a buddy not a bully and the kids really got into it and we all wore orange that day. Next up, we had our first PTO program. It was fall y'all and Journey Church helped host us. We had such a good turnout, parents, student, and staff. Everyone came together and it was such a good time um to have a break before fall break. We closed the month out with healthy choice week and our

fall festival where I was Mother Goose and everybody else was the nursery rhymes to go along with it. It was one a great day. We had a donation from um Shelby County Democrat Association. They gave Mila a donation of music um supplies as long as as well as a Tony box. Um we ended the month hosting a city management meeting. First thing I ever heard of, but it was very nice. Um the city management team came out and we hosted that in our building. I learned a lot and we connected with the community. We also had our first partnership with Militin Public Library. They came out and did story time with our prek students. It was great. Um, now we're going to brag on a few people. Our students of the month come from Miss

Trough's class. And a big shout out to Miss Vanessa Smith. She always tries her best and she's a great example for her classmates. Think she's not here today. We also have Oliver Jones who shows leadership and kindness to everything he does. He makes us proud here at MA. Our employee of the month is Miss Kendra Nolan. She brings such positivity and dedication to our team. We thank you for all you do, Miss Nolan. Not my fault. >> Thank you. Good evening. We too had a very busy and fun October. Our halls have been filled with learning, laughter, and community spirit. Our third graders finished case 21 testing, which helped us plan uh for targeted tier 1 instruction. The case 21 is a great predictor of our TECAP. We are excited to celebrate that our fall

scores were two percentile points higher in ELA, 10 percentile points higher in math, and 12 percentile points higher in science than this time last year on the fall case testing. We also had everyone wear my personal favorite color, orange, to represent us uniting together against bullying. We recognized our amazing custodial staff that work so hard to keep our campus clean and safe every day. Then our faculty and staff enjoyed a muchneeded fall break. And after fall break, report cards were posted in Skyward. And we celebrated our students with excellent conduct with conduct parties organized by our behavior committees. Our ever so popular Scholastic Book Fair began coinciding with Red Ribbon Week, just say no to drugs and make healthy choices campaign. It was fun seeing the students and faculty dress up to celebrate Red Ribbon

Week. We hosted a spectacular well-attended third grade performance PTO meeting in Monster Mash Thursday evening. And Friday evening, our tiny Trojans and faculty participated in our annual literacy parade. Later that evening, our PTO hosted the first annual trunk or treat for our families. This event provided a safe, fun way for our community to enjoy Halloween together. We had so many families join in the fun. Our MPS family also came together to put together a small food pantry collecting donations in order to give bags of meals to our families during this time of need. We have lots more fall fun and learning scheduled for this month. Our teachers have been working hard disagregating data and meeting with a member of the admin team and data team meetings in order to create and review individual intervention plans

and continue to move students into appropriate grouping. We are celebrating Chris Williams, our school psychologist, this week for National School Psychologist Week. Uh, congratulations to the following students for being selected by their peers as the five finalist of the 2526 yearbook cover contest. We are so proud of all of the submission submissions. Adelaide Barnes, Ariel Schwarum, Gabriel Hansel, Nova Middleton, and Sophia Thomas. Students will vote this week for their favorite cover with coins, and the design that raises the most money will be featured on the cover of the 2526 school yearbook. All proceeds go to our art department. We will honor our veterans this Friday with our annual Veterans Day program at 9:00 for kindergarten, first grade, and FS, and 1:30 for second and third grade. We invite you all to join us. There will

be no school for students Monday the 10th and Tuesday, November 11th. Monday, our teachers will be learning and perfecting their craft in APD day. Interims will go live in Skyward Wednesday, November 19th. Our third grade spelling bee will be held Friday, November 21st at 1:45 in our cafeteria. And then uh we will have Thanksgiving break the week of November 23rd. Our character trait for November is citizenship and each day we will discuss what it means to be a good Trojan citizen. In October, our character trait was trustworthiness. Teachers selected one boy and one girl from each grade who went above and beyond showing that they were trustworthy. Congratulations to our trustworthiness award recipients of the month. When your name is called, please come forward and take a photo with Mr. Griffin. Parents, feel free to

come forward and take their picture. First, congratulations to Miss BS. Miss BS has embraced her new second grade position with grace, collaborating with her new team and sharing great ideas and positivity. Thank you, Miss BS. Congratulations in Mr. Little's room to Grayson South. in Miss Caldwell's room. Hannah Holly in kindergarten. Canon Cooper and Remy Londo in first Carson Lee. and Avery Garahan. in second grade. Dominic Gaus and Michaela Light. In third grade, Joshua Bell Ramos and Caitlyn Hickman. Hey, good evening board. Well, we just finished an exciting October packed with several activities between fundraiser kickoffs and our quarterly house day competitions and dance parties and our teachers combing through benchmark data to inform upcoming lessons as well as the always fun red ribbon week that just culminated last Friday with our costume day. MIS just

cruised through October and is looking forward to excel in November. November starts off fast-paced with our course first concert tomorrow afternoon at 4:30 in our gym. You're invited if you'd like to attend. That group of students is led by our music teacher, Mr. Chris Winer, and they have been working on several patriotic songs. They get to show off their great voices. The course will also be in action this coming Friday as we too have our Veterans Day program, a schoolwide program. Select students will read about the importance of veterans. The chorus will also sing and we will recognize our veterans for their incredible service. Our fall dance takes place the same night. So, Friday is very busy. MIS students are invited to join us as we create a safe and fun environment for them to

come hang out with their friends and eat some concessions and shake their groove thing. We've had multiple teachers apply for and receive the Millington Education Foundation grant. Uh teachers will receive those grants next week in a reception here at the pack. So, we're excited about that. Next week also marks the start of our canned food drive from November 12th through November 19th. This will be a house competition in which houses compete to have the most donations for some very big house points on the line. MIS staff and students want to give back to our community in this manner, especially considering families in this area may be in need due to the government shutdown. And now, let's celebrate some outstanding work from our students and employee by announcing several awards. Students, when you hear your name,

please come down to receive your certificate with Mr. Griffin and a quick pick. In fourth grade, team 4A is Tyreek Morgan. 4B is Kalia Middleton. 4 C is Kayn Hicks. Hallelujah. In in fifth grade, team 5A is Brianna Gumby. 5B is Caleb Moore. In sixth grade is Aureli Barrera. 6B is Colton Tims. Our library student of the month is Kayn Cruel. The art student of the month is Johnny Fitzgerald. The music student of the month is Roman Charlotte. And the PE student of the month is JR Gonzalez. And finally, we'd like to recognize our employee of the month, and that is fifth grade teacher, science teacher, Miss Kathy Collier. Thank you. Good evening. Even with fall break, we had a busy month of October on the Millington Central campus. We celebrated Hispanic Heritage Month with

dressup days and we held cultural activities in the library. On October the 7th, all seniors took the ACT retake on campus and we have some preliminary numbers. 198 seniors took the ACT on the 7th. 54 seniors made a 21 plus composite score. Two seniors made a 30 plus composite score. We're working on updating our 21 plus and 30 plus walls and organizing our ACT achievement breakfast. From last year's junior ACT numbers, we will add 10 more seniors to the 21 plus wall, making 59 total, and we'll add two more seniors to the 30 plus wall, making 21 total. A 21 or better composite is significant because it's uh this because the state of Tennessee re recognizes it as one indicator for ready grad status. On October the 9th, we held a senior parent FASA night

on campus. It was well attended and important information was provided to our senior parents about the FASA, which is the free application for federal student aid. In early October, several of our STEM students were selected to attend a two-day engineering program at the University of Tennessee at Knoxville. Uh they competed against other schools in multiple events and had a great time. On October the 28th, Millington Central seniors participated in a schoolwide college visit to the University of Tennessee at Martin. Uh we took our seniors on four charter buses and they had an educational day on the Martin campus. This opportunity was provided at no cost for our seniors. Uh we used FSCS grant money for this. In October, the Millington Central Band program was very busy. In addition to performing at our home football games,

they excelled at two band competitions. at Band Masters this past weekend at the University of Memphis. The Trojan band placed second in class A and received an excellent rating. Marching season comes to an end, but they roll right into concert season. Our Trojan band, choir, and theater departments are busy preparing for upcoming events right here in the pack. Theater the theater fall performances will begin next week and the band and choir performances will be held in December. More information will be provided on Facebook and Parent Square. As with September, October was also a good month for Trojan athletics. Our Trojan volleyball team finished second in both the district and the region. Our Lady Trojan soccer team won both the district and the region. Our Trojan middle school football team made the playoffs and our varsity

Trojan football team will compete against South Gibson this Friday in the first round of the playoffs. Our Trojan cross country teams made history as both the boys and girls teams qualified for state. They will compete this Thursday at Shelby Farms for a chance at a state title. Uh winter sports are here. Uh they include middle school boys and girls basketball, high school boys and girls basketball, middle school and high school basketball cheer, middle school boys and girls wrestling, high school girls and boys wrestling, and middle school and high school bowling. So it's uh it's it's here. Uh now I would like to recognize some more outstanding individuals from Millington Central. October's theme for nominating students, teachers, and staff of the month was leadership. These individuals make Millington Central a better place. When I call your

name, please come forward. Our students of the month for October, middle school, Mr. Carter Lane. High School. Miss Charlotte Griffin. >> Our student athletes for the month of October. Lillian Walker, cheer. Mr. Jacob Middleton, cross country, >> Miss Alexis Williamson, girls soccer. And Mr. Hayden Sherman, cross country. Our educators of the month for October, middle school, Miss Sheree Timberlake, eighth grade social studies. Our high school teacher of the month is Mr. David Marshall Welding. Our support staff of the month for October is Miss Emma Mashburn. She works at the front desk. So, uh, it would be too long to list everything. So, front desk everything. Miss Emma Mashford. >> Thank you. Our new hires for the month uh at the primary school, our brand new kindergarten teacher, uh Miss Gina Ward. It's full-time now. Uh

part-time nutritionist at the primary school as well, Miss Misha Nichols. And uh part-time custodian at the middle high school, Miss Terresa Bernett. Welcome to the family. Just to let everybody know, we will be meeting uh directors will be meeting tomorrow with an outside source. You might know who he is, Dr. Mitchell to help us start the planning and the requirement of Lucy Elementary School. So, um I think he's only done this 25 or 30 times in his in his in his career. So, when in doubt, go get an expert. Um once again just uh the populations uh schools just to give you an update which have already changed since this morning. Uh Mila's at 147. Uh the primary is at 758 students. The intermediate stu uh school has 563 and the middle high school is

at 1181. So we have a total of 2649 prek through 12 population. So just to let you know that um once again a lot's going on. Please check your websites because guys, November and December, it's a whirlwind. Uh you have fall sports uh finishing up, but you also have winter sports that will are already full speed. I mean, it's only Monday and we've already had a full day of uh events to speak of. So, but uh are there any questions? Yes, ma'am. >> Yeah. Yes, ma'am. I almost forgot. That's all for me, but I want to turn it over to Dr. Compton to give y'all a legislative report real quick if y'all have questions. >> Um just on a side note, um Dr. Mitchell hired me many many years ago. >> Really nice man. Um

okay. As the legislative liaison, we had a meeting last Friday virtually and I sent y'all the um information from Nolan Combmes. So if you have any questions about it, we'll hear a lot more about it in Nashville next weekend. But um there are some holdover bills that we'll hear more about. um and we'll hear more about them at the TSB BA conference in Nashville. Uh one being the capital projects trust legislation. Uh then there's a maintenance of effort changes that's dealing with the local finance option. Um lotteryies for educational purposes that's still moving along. That's going to take a little while just because of the process itself. Um the main one I want to talk to you about is because we submitted a resolution um as a board. We joined with the other municipalities in

Shelby County about the special ed prek funding. Thank you Melinda for all your work. Um but it has passed in both the state senate and house education committees but it's held up now in the um finance committees. Um, TSBA has made an official request to the Tennessee Comproller for estimated cost information, which is all there because every school district in Tennessee reports that information of how much is used through e-plan. So, it's all there. They're just kind of claiming they don't have it. But um and understand this is my opinion, not anybody else's opinion, but I think the reason it's held up is because they're trying to take any extra funding they have for the um voucher program. So, personally, that is my opinion, no one else's. So, um but I'm sure we'll hear more

about that. some legislation to watch for um voucher expansion. Of course, they're estimating it will go from 20,000 applications to 25,000 applications. Um we'll hear more about the T TWSSAA legislation regarding transfers. That isn't dead yet. We're going to hear some more about that. Um Memphis and Shelby County oversight board legislation. Um, we'll hear more about uh legislation pertaining to undocumented students. Um, legislation permit prohibiting dues payments of districts to certain associations. I wasn't real clear on that. I think it has something to do with TOSS and TWSSA and TSBA, all of those alphabet soup things. Um, also we're going to hear more about the schoolboard election recall bills and virtual public school legislation and the recess time will they're looking at expanding grade bands and expanding time. So, we're going to see more of

that, but we'll hear more about the the resolutions um and have more information after we meet and with TSBA in in November. But nothing else really gets rolling until the general assembly meets in January. So, I just wanted to give y'all an update because I won't be here Thursday and hopefully y'all can not have that meeting. So, okay. Thank you. >> Yes, ma'am. One last thing I almost forgot. We have a brand new FS teacher, Miss Cwell is at the primary school as well. Sorry about that. >> Thank you, Mr. Chairman. >> I have a couple of questions before um we turn it over. >> Yes, ma'am. one is um I think it was Miss uh Perkins mentioned case one test results and gave some some results for um um the primary school. Will we

have additional results for the other schools from case one testing at the November work session? >> Yes, ma'am. We'll have that information available to you. They're working that out right now. Uh disagregating that data and working on that. So >> Okay, perfect. And the second question was um for the date of the MEF awards that's next week that the teachers will be getting the scholarships. Do we know the exact date of that? >> Yes, ma'am. On the 12th. >> That's 12th. >> Yeah. At 4:30. Is that correct? >> 3:30. >> Yeah. Yeah. I'm sorry. >> 3:34 p.m. on That's Wednesday the 12th. Cool. Okay. Perfect. Thank you. >> Okay. Awesome. Does anyone else have any uh comments or questions you might want to ask? >> Fantastic. Thank you, Mr. Superintendent. We do have public comments

now. And Miss Debbie let me know that Pastor Amanda West Morland is here. So, so I'm going to read a statement uh that we have. It said, "We ask that you limit your comments to two minute time limit to allow we'd say everyone, but you see it's uh and we ask that all comments be respectful and focused on on school business, avoiding personal attacks or disruptive language. And don't be offended. We're will not we will not be allowed to answer any questions or make any statements during public comments. However, if you'd like to remain after the school board meeting, there may be time to speak with either either the director of schools or board members at your choice. We appreciate you certainly taking the time. >> Absolutely. Um, good evening. My name is Reverend Amanda

Hartman West Morland and I have the great privilege to be the pastor of Millington First Methodist Church just across School Street. Uh we are so grateful to be neighbors and partners with our Millington municipal schools and um as a historic congregation of this community, one that is even older than Millington football. Um we wanted to make sure that our school board, our administrators, our teachers, staff members, and community uh know of some of the help that is available through our church to families during this difficult time. Um, our most direct help is through our backpack ministry, which provides uh food over the weekend to a hundred students across all four schools of our district every weekend. We know that vulnerable families in our community may face greater difficulty during the current disruption to SNAP benefits

and federal employment furlows. So, I want to remind you that we also have a food pantry at our church, which is a ecumenical ministry supported by many in the community and other churches. We are the only contracted food pantry with the Midsouth Food Bank in the 38053 zip code, and we provide regular and emergency food assistance to residents based on income. But if an individual or family receives any benefits such as WIC, SNAP, or SSI, they automatically qualify. During the shutdown, we are also prepared to receive any active service families who are in need. The food pantry is open every Tuesday from 10:00 a.m. to 1:00 p.m. We are also open on the first Thursday and third Saturday of the month at the same hours. Assistance is available by same day appointment only and appointments

can be made during by calling the food pantry at 10:00 a.m. on days when it is open. You can find all of that information on the Millington, Tennessee food pantry Facebook page. And you are also welcome to call the church at any time to receive that information as well. If you happen to be in a position where you can provide resources to help our neighbors, our greatest need at the food pantry at this time is meat and canned soup. Financial donations are always accepted and appreciated as well. In addition to our food pantry and backpack ministry during the holiday season, our church also distributes Christmas boxes to 75 to 80 families. We are proud to partner with our teachers and social workers to help identify families in our school system who are in need of

food items for a complete holiday meal. We will begin collections for financial and food donations this month and you are welcome to call the church for more information as well. Again, we are grateful for all the work you do to support our families and wanted to remind you of the resources we have available to support you in that effort. Thank you. Thank you. We break protocol. We say thank you. >> Thank you so much. >> Yeah. Yeah. Exactly right. All right. We don't have any other public comments. I'll entertain a motion to close. >> So moved. >> Miss Hallebertton with the motion to close. We need a second. Second by Miss Gray. All those in favor? >> I. >> Those opposed? There are none. The eyes have it. Next item on the agenda is item

nine, the recommended approval of MMSD annual LEA compliance report. We need a motion and a second. >> So move. >> Miss Gray with the B. >> Second by Miss Clifton. >> Any comments, concern? This is our annual LEA compliance report. All right. All those in favor say I. >> I. >> Opposed? There are none. That motion passes. Next item on the agenda is item 10, recommended approval to contract with Forvis Mazars, I hope I said that right, LLP to provide audit services for fiscal year ending June 30th, 2025 for a fee of $67,450. Funding has been identified in the fiscal year 26 general fund budget. We need a motion and a second. So moved. >> Miss Miss Hallebertton with the motion. >> Miss Gray with the second. >> If you would like, by all means,

>> board, I'm sorry. Um, like we discussed in the work session, this is um just a formality because the the payment is over $50,000. So, it has to be brought to the board's attention. contract has already been signed and they have already completed the work. Um, so we should be receiving, I want to say by the end of November the final audit for 2025. >> Fantastic. >> Right now, no findings. Keep our fingers crossed. >> That's good news. Thank you for that. >> Anyone have any questions? Maybe we hold off till we get our report. All right. Thank you very much. All right. All those in favor of this item say so by saying I >> I >> oppose. There are none. Excellent. That motion passes. The next item on the agenda is item 11.

Recommended approval of the change order number one from Interior Finish Systems LLC for construction of concrete footers for the covered walkway at NPS for a cost of $73,225.80. funding has been identified in the fisc year 26 capital budget. We need a motion and a second. >> So moved. >> Dr. Compton with the motion. >> Second. >> Uh Miss Clifton with the second. >> Go ahead, Mr. Phil. >> As we discussed in the uh work session, this was for the uh foundation upgrade that was uh we needed to do for the covered walkway at Millington Primary School. >> Boy, what a great time to complete that. The weather hit right away and it was great seeing that cover. Even my son who's in third grade said >> how happy he was that he doesn't get wet.

He really didn't care. I just think he made that statement. >> Well, the company's back out this week to finish up the project. They need to install the electrical, the lights, and we're going to put the joint strips on them. So, the small leaks that they had over the week, they'll be taken care of. Those were because the strips weren't on there. >> Right. >> They should be completing the project this week. >> Fantastic. Yeah, it's excellent. If you hadn't seen it, it's really cool. Thank you very much. All right, so we now need to take a vote. All those in favor of this say I. >> I. >> Oppose. There are none. That motion passes. We're now at the last item on the agenda and that's item 13. I'll entertain a motion and second

to adjurnn. It's actually item 12 now that the >> It's item 12. Yeah, we skipped. >> Yep. Yeah, it moved up one. Thank you for that. So, so item 12, the ajournment motion and a second. >> So move. >> Miss Gray with the motion. Miss Hallebertton with a second. All those in favor? >> I I oppose. None. This meeting concludes. Thank you guys. Thank you.
