You don't have by yourself. You're welcome. Okay, Ronnie's got a sign up sheet for public comments. Anybody wants to talk, they can sign up. >> Chair, can I can I make a comment before we get started? Um the Union County High School would like to welcome everybody tonight and also they'd like to welcome everybody to come out tomorrow. They have breakfast at 8:30 tomorrow. Tomorrow is college signing day and senior awards. Uh the signing day will start at 10:00. Breakfast is 8:30. Signing day starts at 10 in auditorium. If you've never been one of those, it is something to see. It's very it's very cool. Then the senior awards will follow right after at 11. So everybody's invited to come and attend those. Okay, next item on the agenda is to discuss the director school
contract. >> We've got this on the agenda to vote tonight. >> Is there any data that we're that is guiding this decision? What do you mean, Jimmy? I don't I don't follow you. I'm sorry. >> Well, the director does an evaluation and there's scores, all that. I just didn't know if we were using any data or if we were just going to his contract's not up for two years. So, I didn't know >> if there was some data or how do we make this determination? Well, you know, we discussed it in the board retreat and about everybody thought he was doing a good job and the schools are improving and that's why we brought it. I just didn't know if we're using data because I've not seen the evaluations that were done and this year's
test scores obviously haven't come in. So that was just my question if we were using because data is how we do all of our professional actually students accountability. So I didn't felt like maybe we should be presenting some type of data in order to extend a contract. Just my opinion by others. We did evaluate you last year. >> I don't remember getting the results of it. >> I just I didn't remember getting Okay. >> From everything that I saw, it looked good. >> I agree. I think Rick did a wonderful job. I just didn't I wanted to make sure that we're following the same type of guidelines and doing it by some type of data rather than just I think he's doing good. Well, the data in the fall did look good and uh that
was one of the reasons for us putting it on the agenda and you know he's uh like you said he's got till 2028 and I'd like to keep him myself. That's just my opinion. >> And another part of that, I'll pass this out. up until Greg's contract, the insurance for the director was paid by the out of the budget. >> And uh in Greg's contract, it didn't get put in. >> It should be. >> And that's why I give you that. That's a that's a piece I'd like to put into his contract because, you know, that's what we've been doing for several directors. But yes, Jimmy, the data was looked good to me and I hope I'm sure that we can get you a copy of it if you >> That's fine. That's fine. I
don't I'm sure I just forgot or >> I understand. I didn't >> Okay. >> But it's on the agenda to vote on tonight. >> Absolutely. Any other discussion will this be a separate item? The insurance piece I want to include the contract >> all together because if you if you give him an extension then his contract's got to be amended and if it would be easier to put all of that into one >> that needs to be a part of his contract. >> I think so too. And now let me rephrase what I said. This is just for Greg's insurance. It's not for dependence or anything else. >> That's actually not how the original contracts were set up. They were for whatever type of insurance he took out. It covered the individual and the dependent.
And that's the amount that I gave you. But >> that covers all of it. >> That covers his what he currently elects, which is family So, but always in the past, the director's insurance was covered whatever he took out, not just individual. So, I did I did do that analysis based on his current election. >> That's right. >> Like I said, I think Greg's doing a good job. Since I've been the chair, I work more closely with him and he knows I told him this when I was not the chair. I was critical about some of the decisions he makes, but after I worked with him and seen what he does on a daily basis, I've talked to him about three or four times this week for calls that I got. And then when I
got the rest of the story, it was nothing like what I was told. And you know, not that I can run the school or anything, but anybody that's got a problem and I go to Greg first and turn it over to him. Any more discussion on that piece? I'll just say I feel like that he has the best interest of the kids in mind and I appreciate that a great deal and I think that he is responsive to the board. I will say your communication with the board is impeccable. >> Thanks. >> It's very much appreciated. >> Yeah. Sometimes I talk to him too much. >> I'm just saying how you communicate with us. >> Okay. Mr. Seals is not here. So, we'll go to the next one. Uh, Miss M, >> I noticed in
the newspaper that was saying county's enrollment is going down. How's ours? >> Ours is pretty flat. They've lost at the high school, but overall in the whole county, it's about the same as it was last year. We're not seeing a whole lot of growth. >> I know I don't know about other schools, but I know In the last couple of weeks, we've got people that's come out of state and did I read this correctly or or not about charter schools and they don't have to take the TCAPS anymore. >> My understanding of the bill is they have an option to do either what tests they do and they're private schools now. A lot of times they take like the you remember the old Iowa 10 they used to have years ago. Some of them take
those kind of tests, but they they take a what is it a nationally norm test instead of the criterion based that we have in the state of Tennessee. They have an option. They don't have to take the >> they have an option. I think we should school too putting guards up because they they been needed. >> So hopefully that'll help things out. Gas is still above $3 going to fourth a lot of places. So keep that in mind when you're thinking about increases for teachers. >> Thank you, Miss Mark. Okay, student representative, if you don't mind, come over here. We got a mic over here where everybody can hear you. Sorry if this is a little bit long. Hello everyone. It is nice to see you all again. If any of you do not remember,
my name is Mary Caroline Manda and I was the first student representative here. Even though it has not been long since I last spoke here, our school has continued to make tremendous bounds with its achievements. As I spoke about previously, many of our sports and performing arts are currently in session, and they have only brought in triumphs with them. Although I could once again tell you about all the sports in session, I want to take this time to specifically highlight one of our teams. The tennis team has brought in countless accomplishments of our school in this one season alone. They have achieved countless victories during the solo season with some even reaching the old district finals. Despite them already pro providing wonderful representation within their sports, they are also setting an example as academic role
models. Both the girls and boys division have brought in the distinguished scholastic achievement award. They gained this wonderful certificate by maintaining an average team GPA of 3.65 for the girls and a 3.8 for the boys. They shine as leaders within our school both through academics and athletics within our performing arts department. We have also made tremendous milestones once again. Roughly two weeks ago, our UCS Patriot band hosted a TWSBDA concert festival. For those who are unaware, this is an event where many bands around our entire district travel to a specific host school, which is usually ours. And basically, they come in and perform so they can be scored. A very spectacular thing about this event is that it is highly studentrun. Our band students manage almost the entire program. This includes from dealing with parking
to the concessions to just the overall supervising of all the students and all the staff. It is a very rigorous process and many often grow tired of what's going on especially at is a 9hour long process of consistent managing and sometimes you encounter some bad people who of course you know they're also stressed but it's just sometimes hard for a student to deal with it. Despite that, our students are continuously working to provide the best experience for everyone and it has gained many compliments from both parents and staff in general. So with in addition to them working hard, they have also achieved the superior rating for the four fourth year in a row. So sorry, but basically, you know, they work hard all the time. And it's not just the band either. Our choir has
just went to a festival for the first time in 17 years. Within that 17-year gap, they have never went to a competitive performance. Despite that, they have performed and gained an excellent rating, which is the second highest rating possible. And with that, they have only gained that not just with a group of upper classmen, but with the majority class of underassmen. So, this concludes the freshman and the sophomores. And they are able to represent our school despite being so young. Now, as much as I love our underassman group, the school year is rapidly ending. So, I must highlight our all-inspiring seniors. This year's senior group has had a very long and rocky path throughout high school. After all, they spent a majority of their middle school careers trapped in quarantine due to the pandemic. This
can create countless challenges as that is a very tremendous part of growing in regards to both our academic and maturity journey. Despite that, this group of seniors has not let that stop them. For starters, 20 of our respective seniors have achieved college credit through a very rigorous and long college level exam. Despite all of their hard work throughout the semester, they would only gain that achievement through this one single course and one time exam. This it lasts only 90 minutes. That entire semester is rounded up to that one single test. despite that really, you know, it's very pressuring, you know, but our students didn't let that stop them because 20 of our seniors were able to achieve that gift. And as previously stated by multiple of our student representatives, we have a middle college program.
And I really did want to highlight them tonight because four of our wonderful seniors are walking the stage tonight at Walter State Community College as they have completed the course and are achieving an associates degree even before gaining their high school one. Graduation is always a very melancholic feeling for everyone. Most of us in this room probably understand the bitter feeling of watching our loved ones walk the stage. Both fortunately and unfortunately, it is something that's bound to happen. Within the next week, the final moments of the class of 2026 will occur. Tomorrow, we will be the we tomorrow will be the senior signing of our wonderful students. They will be signing from the range of our local TCAT right next door to all the way to the United States Naval Academy. Once Monday arrives,
they'll be walking across their respective elementary schools for the last time. Finally, on May 15th at 7 p.m., our wonderful graduating class will be walking across the stage to mark their final moments of their high school journey. To conclude my portion, I would like to thank the board for granting our high school students a chance to present to all of you. To those of you who I've spoken to about their time, it has been nothing but a joy. This opportunity has not only aided our students, but also revolutionized our school. As a member of the class of 2026 student representatives, I would like to say it has been an honor being under all of your care. If any of you have any questions regarding dates or other high school aspects, I would be delighted to
answer. If not, I will conclude my time. Thank you. >> Thank you. Thank you. >> You can come back next year. >> Thank you. Okay. The next item is uh special recognition. Josh, you want to go ahead and come Barber? We're not recognizing Josh. >> Definitely not recognizing me. >> You should be. >> So, I I don't want to follow that. That's pretty pretty good. Thank you. Um so, I am Lauren tonight for you that don't know. Um, the bad thing about doing some of this sometimes is trying to get the names correct. So, if I butcher names, I've already said I'm sorry, but I'll try my best. Sir, we got to First, we want to recognize a couple people to begin with. Nevada Tipton. So, come on up. Nevada placed fourth in our state
convention in March for a competition respiratory therapy. She has been asked to attend the international conference in June and we wish her the best of luck there. Nevada, we hope we are hoping for a big win at the international conference and we'd love to have you back again. >> All right. >> You're welcome. We'd also like to recognize HOSA sponsors. They continue to help students like Nevada and so many others develop leadership abilities, strengthen their understanding of health careers, and prepare them for future careers in the health industry. Please come up here to receive the difference maker awards. If you are here tonight, Miss Dasha Brantley. I will only represent Tennessee when she goes to Indianapolis. So that is quite an accomplishment for her. >> Congratulations. >> Thank you. >> Miss Lindsay Ston, >> she's
not here. >> And Miss Rachel Holmes. I think I got that right. Thank you. Don't nobody leave. I'm supposed to get pictures. All right, that's even harder. All right. We'd also like to recognize the following students for receiving their Tennessee FFA state degree. The Tennessee FFA state degree recognized agriculture education students that exhibit premier leadership, volunteerism, career development, and personal growth through FFA activities at the local, state, and national levels. These students are leaders in their chapter and are working toward careers in agriculture become future leaders in this community. Please help me congratulate the following. So, I call your name, please. Come on up. Brody Booker, no. Cali Buck, Trick Jones, Madison Cole, Hope Kits, Mila Hickle, Kase Paxton, >> Ben Woods. >> He is a tractor supply from work, so he asked me to
accept his award for him. >> Thank you, Ben. >> Thank you. Dakota Smith. Thank you, Dakota. We would also like to recognize and sincerely thank Mr. John Fugat for all the hard work and dedication throughout the years with the FFA organization agricultural education. He receives a differencemaker award tonight for his premier leadership throughout the years making a difference in the lives of so many. He is a true game changer in our community. Mr. John, >> I know you won't believe this, John, but I actually got my state degree, too. >> Yeah. A long time ago. Just about 40 years ago. All right, Phil, meet me outside. We're going to take a few pictures. Before Rebecca gets started, I'd like for all of the ones with central finance to come up. >> I have the privilege
tonight of recognizing you all. Um, this is from the board and the office. We learned last meeting that you all are doing an excellent job. We already knew that, but we learned just how excellent you were doing when we were told that um you all are recognized by the controller getting your numbers in so quickly, which helps us as a district to do our budget. So, the board and the office has um has uh gotten this for you all. Thank you so much for everything you're doing. And I'll go ahead and read it. A sincere thank you to the County Centralized Finance Department for your premier leadership in budget management and stewardship of district-wide assets. Your commitment to excellence ensures strong financial compliance and supports the continued success of our district. Missy Brown, director, Stacy
Warwick, Ashley Webb, Keith Cox, Sher Jenkins, Crystal Flatford, and Dakota Burgess. We thank you and we honor you guys. I just want to thank you all so much for this. This is really touching and I have to say that it's a definite group effort. I couldn't do it without my crew. They are amazing and I really appreciate how much extra work they put in especially this time of year and we really appreciate this. We will hang this with great honor. Thank you so much. We really appreciate it. >> Okay. for the legislative um representative report. Um I actually am going to give you all a report next month. Um the TSBI meeting is on May 22nd. So I'm going to wait till we have that meeting to um do a report for the board. So
I don't have anything tonight to hand out to you all or report. >> Okay. We don't got no school trips and no contracts. So, uh, the next one will be the director's monthly report budget amendments. Miss Mitch, >> thank you guys. Appreciate it. Thank you again. I really appreciate it. Um, tonight we have a few budget amendments. Uh, trying to clean up everything for end of the year. I have pages one through two or three. Page one through three are fund 141, the general purpose schools. These budget amendments are request to move funds within the appropriated budget as needed to utilize the spending of the grants for prek and this request is to move funds within the appropriated budget as needed for the rest of the 141 department. Any questions on 141? I'll move on
to page four of six which is fund 142 fund at the top of the page is sub fund 801 coot per CT cte Perkins basic bottom of the page is fund 101 both of these are requests to move funds around in the allotted budget to better utilize the final spending of the grants for the year any questions on those fund 143 is on page the central cafeteria. This budget amendment request is to transfer within the appropriated budget as needed. Question. And then the final page at the top is fund 177, education capital projects. This budget amendment is to enter into budget for the Chromebook purchases, central office carpeting, and the Union County High School HVAC repair. The carpeting is due to the the water damage that was sustained at central office and these are all
being moved around within that budget with no new aotments. And the bottom of page 189, this budget amendment is enter into budget the uh the Horseman Maynard Middle School bond proceeds number three and this is the final draw for the bond and this should um hopefully be uh take care of the building and the rest of the school. Any questions? I got questions for Miss >> I don't see the Chromebook specifically listed out here. Can you do you happen to know off the top of your head how much that is? >> It was $60,000 but only 30,000 of it came out of um 33 to be exact came out of 177. The other came out of the technology budget. It it'll be on your 141 page. So, thank you guys very much and thank you
again. I appreciate it very much. Missy, do we have any uh surplus items? >> No, I'm sorry. We do not. Okay. >> But I'll be back before the budget. Okay, the personnel update. It's pretty uh short and sweet this month. We'll have a several next month with all the new folks we're bringing in. Any questions on maintenance and capital project update. We got the uh spreadsheet on the calls for the middle school coming around. Also, these are the minutes from our meeting yesterday. So, I'll let you guys This is what I've been trying to send in the last two weeks um of what's going on with the middle school. Everything's still on track according to merit. Uh building progress. If you look on down in that, you'll see a lot of things going on. One
of the things I brought to attention is I'm I need to see more urgency. So, I think they're working a little later today. I know they're going to start working longer hours and working on Saturdays, probably next week. Try to make sure we get things finished up. The wings, like I told you before, they're in good shape. Most of that work has been not complete, but it's pretty close. Main areas is to finish up right now, of course, for the gym, the boulevard, the media center, and some things in the cafeteria. We'll be getting cafeteria equipment in for the kitchen in June. We have furniture coming in June. A lot of things coming in June, get her stocked and ready to go. They're just trying to finish things up right now. So, would you read
over that? If you guys have any questions, just give me a call, shoot me an email or text. I'll be glad to answer anything else you may have. >> If y'all hadn't been by and seen the school lately, it has they've done a whole lot of work. The inside looks great. It's pretty impressive. Um, stay on the same thing. I sent some stuff out this week about Dr. Carter asked about turf pricing. I sent that to you all. Two options. One option was to turf the entire thing, both fields entirely. They did that price. This is from the company who currently has the sod contract with Mary. We don't have any other bids other than what they provided. So then the other one by sent out was for just doing the infield and keeping sod
grass outfield. So if you did it all counting the u we've got around 500,000 that's already in the budget for putting sod down. If you get that credit back to do all the sod, it would still be a million dollars to do all the turf turf both fields completely. If you do the other option, which is keep saw in the outfields and do infield turf, it's around 575. That's the difference in that. And that document that I sent out with that, it has the specifications from the turf company in that. So those are your two options. If that's something you guys want to pursue, I'll just give you a call for it. >> When would we need to decide that? >> It's got to be pretty quick. If we didn't do it tonight, we would
probably have to special call for the next meeting. >> Could you look at adding that to the agenda and that way we at least have a vote on it? >> I don't have a problem with that. >> Okay. >> Because when they gave it back to me, they said they being time is pretty urgent because >> I kind of thought that would be the case. >> Escavators, he pulled back in and he's starting now as far as clearing the sides of the road and some other cleanup work you need to do on the top of the hill. >> Can I ask um I did look at my my Chromebook earlier and I just heard prices again 1 million about versus 500,000 >> um and so and you said we have some money left >> so
is this an additional 1 million >> the way there are change orders written that I sent out >> we have a we would get a credit of 496 that's what's already in the budget for sod >> on those fields currently so they would give that back >> because really if you just did it straight out it's like 1.4 afford to do complete turf everywhere for about 900,000 just to do turf ons you're getting a credit back you already get that much in the contract >> so our cost would be either a million dollars or 575 >> that's after our credit is applied >> right and what that would do also is um since we only have like 300,000 left in contingency this would be above and beyond what we already have contracted with Mary so
we'd have to go beyond that so you' have to some kind of a budget amendment with them like we did when we did the added the baseball in added the rock in. We have to do that to increase that amount. Is there anyone that can speak to the pros and cons of turf versus sod or or the the the two options like what are the pros and cons because it is a pricey you know in my mind 1.5 million for >> one of the biggest field is a lot of money less field maintenance >> on one of those I mean you can always play and it's a lot easier to get your game >> how long how long does the turf last >> I think most of them are about 8 to 10 years with
usually >> I think we still have the original turf from the high school football field. >> Yeah, they'll last longer as long as you maintain them. >> Yeah, you have to maintain them. But the maintaining of them is basically sweeping >> and the little pellets and stuff for the football field. >> It's just you're running a sweeper over them. >> But in the long run, you have to we'll have to pay to have both those fields mowed, >> right? >> And you have to keep grass out of the infield. So there's a lot of upkeep to those. So in that 10y year period, I'm not sure exactly what would be the savings of it, but I think it would be in the long run much worth because a lot of coaches have to put in
a lot of time to maintain those fields. >> And I know I've seen the budget for the lawn service, but I don't remember the numbers. What can did you remember the numbers about of what the law >> service how much the cost of >> right now it's 90,000 a year for the whole county >> 90,000 a year >> that will increase once middle school comes online because we'll still have to mow the old school that will increase as a question maybe you all know more than I know but uh by doing this would that make us uh obligated to do the high school and >> so that obligates You have to for title N you have to do one equal to the other but that has across schools but I would suggest at some point
we look into doing the high school fields. Well, I've talked to a lot of people, well, not a lot, but the ones that's got turf, they see injuries occur more often because, well, several things. If you're playing baseball, the ball comes off the turf faster than on grass. So, you know, you got to you got to do both pros and cons there. >> Yeah. >> And there's also uh more knee injuries from the turf. >> So, I haven't seen any of the data on that. Although, we did have those questions posed whenever we did the football field and we didn't see anything that suggested that one was more dangerous or injury-prone than the other, but our football field had holes in it. So, that was >> really not good. >> Well, I'll agree. It's easy
to easier to maintain than mowing the grass, as you know. I helped coach the softball team. And I was out there and I didn't get a stop either. I was out there volunteerely working and uh you spent many hours getting the fields ready. >> Well, more and more we have noncertified people doing this. So, they're going to have to take off work to do this stuff. It's not people who are there on the premises. So, it's there is a lot that goes into it. So, and I would at some point suggest that we do the high school as well. But while we're doing the school, it seems logical to do it before they start actually doing it if we're going to ever do it. >> Even though it is pricey, would be cheaper now than
it would be later. >> Yeah. >> How much is the size? So, how much difference between the two? >> Well, just the saw is about 500,000 anyway. >> For both fields, that's what we already have in the contract. >> So, this would be about two two more. >> Do we know what our coaches prefer? >> Oh, I know what the coaches Oh, yeah. There's no maintenance and you always roll in just >> because you don't have to do you don't have chalky lines boxes. >> I mean, I've done it all the years. >> Well, maintenance wise, it's it's a dream. >> When Woody and I done it, we got the district one year and we was over there every day getting the field ready because and if it rains, you know, you've got even more
work. So, >> I will say this too, when we were trying to put in the uh track and field over there. One of the selling points is we put in that many lanes so we could host. Hosting brings people into your county which also adds to your economy of your county. So this would be the premier ball fields of East Tennessee on a middle school field. It is a perfect opportunity to host different events at our school. So that brings in money into the county. So that was another swing for why we wanted instead of just what was it four lane we did a seven lane >> so that we could >> you can host college. >> Yes. Which we have hosted. >> Yeah. I think LMU was here and they they performed on our
track one year. So there is advantages economically to having the facilities. Any more discussion? I've got one I've got a few things Harold had asked me to check on like the tennis court lights. Mikey had checked on some of those. It was roughly the low end was like 160,000 we had lights to the tennis court. We don't have those current. One thing we are doing this summer, we are researching those to get them back up. It's a lot of cracks and stuff in that. So we did put some money aside for them to fix that this summer. >> Does tyagement still offer grants for different things. >> She's saying yes. I don't know. >> We did a lot of lighting here through those grants. >> That might be something we can look into. >> Yeah,
it's not near the c that cost. I think the most we ever got was like 10 or 15,000, but the lights out here that go up and down this road right here were from that grant. Uh the lights over at Big Ridge in that parking lot were from that grant. >> I will tell you that the county and the school can both apply for those. They come in the fall, we'll get notification. And I will tell you that last year when we applied, we did not get them. >> So I don't know if they've come more strict or they just didn't >> trying to spread the wealth, >> I guess. Yeah, >> because we got it like two or three years in a row. >> Yeah, we did get it several years in a row,
but We will have another opportunity to apply. It's called the safety grant and we'll be able to apply for that in the fall. >> And the tennis team, as our student rep alluded to, had had a great season. They've really grown. He's got 20 25 kids or more out playing tennis now. And for maintenance, there's ongoing Hback stuff. We had an issue over Big Ridge. We had to dig up the water line, fix that. We've had to repair the sewage plant over at the chapel a few times. We keep burning up pumps over there occasionally. Things get in there. So, ongoing things like that's what we've been working on the last couple weeks. A couple things we are going to try to do this summer is working on some fencing issues down at Paul. Playground
fence um that has kind of fell apart on one end. So, we're trying to get we're going to get that repaired. And one of the just working with Missy that I was wanting to fix is is to expand the ball field fence and just fence the whole square so the kids about double the size of the area to play because they're really restricted on how much land they have to play there. So that's one of the things we're doing with the fence too make it big for them. >> And also u at Lrol Jerry Lynn and Keith went over we tried to repair that fence and he'd been over there working. He wouldn't let me get somebody to come. He said he'd fix it. So he's been over there working and we've got some dirt
later this week to try to redo that infield because a lot of little league teams are practicing over there. So there's some people in the community had asked I know the the rep from that side of the mountain had asked me to check on that. So we've got some start coming for that should be this hopefully by Friday get those back in shape again. He was talking about the fencing that all with the new highway coming through there. Uh will it be in their best interest to put a fence up? Maybe at some point I got to see where they're going to stop at first. I mean, they got the guardrail up. I know where the end of the road is, but I wait to see if I put anything up right now because I
had to move my sign. Oh, another thing we're doing at Paul is on the arch. We're put elementary because there's no signs in it. Also, put one sign to designate the school. So, all that. >> Can I ask something, Mr. Um I know when I had toured the middle school a while back and I'd asked about this they're having a fence up it was here in the art room I believe it is you can see right into that um >> what I trailer park are we doing something for that >> is I asked them to get pricing from their landscaping post to put those quick growing cypress trees up that whole edge next to the trailer park and and I asked them to look at doing it on diagonal so as they grow it'll fill
in this be one continuous evergreen wall. So, I thought it looked a lot better that way. >> They're getting pricing on that and that's what we're planning on doing for that. And we will put an actual fence along that boundary. >> Thank you. >> Any more questions for Mr. Clay? If not, we'll move along and uh the revisions that PSBA has uh had us to do. If you ain't read those folks, you need to read them. It's good to go to sleep by >> Yeah. And if you haven't read them, you're about to. To help this little discussion, I made you a copy so that you have a paper held copy so you don't have to flip back and forth on a computer. >> And Mr. Clay and I are going to tag a team
and try to tell you as best as we can what we recommend for you to do with these. And when you flip through, you'll see that policy 2.40's first. There are two versions of it. >> And we're recommending that you all approve the first version. And the changes on it, there are none on the first page. The second page, uh, collection of funds through online payment approved. District staff may utilize software approved by the director, for example, parent square and other things may come in the future, but that's what we have right now. And then down on line 20, it says processing fees for these transactions. They wanted us to select shall or shall not be charged and we recommend shall be charged. >> Can I ask what price you recommend to be charged? >>
How much? >> That's the standard kind of credit card or anything. >> Does it cost us to do this? >> No. >> So it would just be an income for us. >> Well, it's just basic to cover the processing fee when they swipe a card. >> But we have to pay that, right? You have to pay a processing fee. >> We would if we didn't charge. >> Okay. >> So saying shall it relieves us >> of the 3%. >> Right. >> Like if you go to the courthouse, you swap your paper. >> Here's a Thanks, sir. >> Okay. Moving along the student wellness policy that mainly would be Eddie Brown's department. He has reviewed this policy and he is fine with it as TSBA recommends it. There is that line on the second page include
any special exemptions for infrequent school sponsored fundraisers. We didn't have that in the current policy and we don't recommend putting it in here. So other than that, as TSBA recommends it, then flip another page or two. Uh policy 1.404, TSBA recommended appeals to an appearances before the board. Uh we took out insert local requirements if applicable. We >> we already had the five minutes. Five minutes in our current policy >> on the bottom of it. The change is we already have the 15 total minutes, five minutes again, uh the five days in the very bottom and five minutes amount of time. Those are in our current policy. The only thing that would really change if you guys would choose to do it for this one is the what's highlighted the comments shall be limited topics
on the agenda and matters that are gerain to the school board's jurisdiction. So we just put in there a not on the agenda and that kind to me that opens us up to anything could be brought up kind of stuff. So that would just kind of make it simp. >> Yes, that red print is their red print. >> Yes, they highlighted it that way. >> Then flip over a little bit more. You get in there's a lot of explanation pages. finally get to >> Ronnie. I'm sorry I don't mean to interrupt. So when we do this, if we pass this on first reading, >> do we need to fill in all the blanks as we go? >> Oh, I Yeah, >> those blanks are 5155. >> Okay, we have right now. >> I didn't know
if we had to How do you approve that? I approve the five 1555. >> Well, um basically we're telling you you know what we recommend from the central office level. >> So we can make the motion or approve it based on >> approveation. Okay. I was starting to say all these blanks and I'm like >> and really I think just that there's that one small change that adds the ability to speak on matters remain to the district. That's the change. >> Yeah. Now, if you don't do that, then anybody's got a axe to grind can come in and talk about a little bit of everything. And >> only for five minutes, >> three if uh three of you cut them off. >> Yeah. >> And we kept the time limits the same. Five minutes per
person. Total of 15 minutes per meeting. >> U then 1.804, 804 alcohol and drugs in the workplace. >> The bottom piece is what's new and how we would handle that. What we recommend is we would add a module for safe schools for our teachers just to basically review this policy. Then they check that they've reviewed this policy so they know that's we do that on several other things we already have in place. That's how we would have change for this. >> Any questions on that one? Then flip over to personnel records 5.114. Number six at the top which is line 15 is new disciplinary action as appropriate and any response from the employee. And then if you go down to number five and number six, the only thing they did in number five is that
the word guardians after parents. So it's parents guardians. And then number six, it talks about what information the public may not obtain. And they added for the results of individual teacher evaluations of an employee. >> That's already against the law to anyway. recommend as the next one 5.1151 it just adds a line in lines 89 telework outside times of emergency is not permitted >> other than that didn't change >> did we have this policy before Yes, >> except it didn't >> didn't have that. >> Yeah, during co it was acceptable, you know, to work from home, >> right? >> This takes that out. >> And then 5.20 separation practices for tenure teachers. That whole first section, first 12 lines is different, but we recommend it as they do. >> A lot of these things they
come up, we have done most of this anyway, so they spell it out here. I don't think the old policy had it spelled out reassign duties temporarily. There is a change on line 19 which says under no circumstances shall the director of school suspend a teacher and they added with pay if there is a pending investigation and they didn't change anything else in that policy. And the next policy that one address tenure teachers the next addresses non-tenured and it's pretty much exactly the same change same language they changed. Then they did the same thing. And then when you get to sick leave 5302 lines 11 through 14. >> An employee absent for five consecutive working days shall submit a doctor's statement verifying illness or injury of the employee or immediate family member. Frequent use and/or
suspected misuse of sick leave by an employee are sufficient grounds for requiring a position certificate stating the reason for the abs. department to say, "Okay, how many days? >> Does the law require us to have that shall submit a doctor's statement?" I'll call Jennifer White, but that's a required by law. But I do not have an issue at all. >> You should be pretty sick if you're >> I just hate to see a burden put on and I I know that it could probably be abused, but I hate to see a burden on teachers to make them go 256. We already have that addressed in our current policy, but they have lines 256. So, excuse me, Jessica is sick and she wants to join in so she's she can hear what we're saying. But we
recommend instead of 25 and 26 that TSBA has proposed keeping the language that we had. If you choose to 5.4 personal health examinations, communical diseases. They changed A's and that's no big deal. through line eight. The director of school shall reassign an employee to alternate duties and they added place employee on administrative leave with pay or temporarily remove employee from the school setting who suspected having a communical disease which might endanger the health of students. Ending the investigation of disposition of case before the board. They changed We recommend you pass detail policy changed. A whole section of suspicion first page down pretty much the same. 606 activities. Employees may basically in second paragraphs a lot of different employees may on their own time campaign for or against any candidate or referendum but are prohibited from
using district owned property to engage in political activity. District own property includes but is not limited to all buildings, signage, message boards, telephonic equipment, electronic equipment and email accounts. District own property including school buildings, district offices and other facilities shall not be used as a location for filming or recording content attended for political promotion or solicitation. Employees shall not use audio or video messages to engage in any political promotion or solicitation during school hours. I'm assuming it including school buildings that's talking about by the district >> but it could come something or is it completely >> right that's what I was assuming They can still press it teacher cannot students they're currently teaching in the subject they're teaching. >> I had a question. can't go against. >> Okay. What if they're off? The way I
read this, it was even if they're off, if they can't read it, even if they're off school and a parent like knows them or something and then they're helping tutor a student, I read it to be that's not permissible that even if they're off like in their own time and they know the parent, they can't tutor the student for Sorry. Is that wrong? It shall be limited to those children who the teacher is not currently teaching and is required by I already trying to get a hold of J to ask that question. I expanded this teacher probably. Last but not least, it's basically kind of short, but it's still a lot of language, but we recommend that you go with TSBA's recommendation here. So, are there any questions you still have tonight? Basically, we're asking
if I did find out from Jennifer White that a few of those things that I had asked about not state law. I could amend it at the next meeting. Correct. This will be first. >> Any more questions or discussions? I'm sleeping. It's my Okay, there's no more questions. We'll move on to discuss middle school sports postseason play coaches coach came last month presented gent hours basically his presentation about 28,000 I think the cost on that so it's just I guess you The hospital feels like it should be similar to the high school because I think the same level that's just my thoughts I know I understand because of the responsibility this is paid for above and beyond and if those hours are I think it' be a good for coaches at the middle school to
put the hours in during the offse to improve. I think that's the reason we didn't do it in the first place because we didn't have coaches that will put in those hours of Like we talked about the only concern I have the same concern director takes care of that gives have to be DJ. He submitted me a form sheet kind of relant to do the That's just teachers needed. I talked to Shane today and to give his input and he said if they do the work I'll be compensated for I didn't tell him what they asked for or anything like that but he also said their season is shorter and I don't know what that will have an effect on impacts their face. We're talking about time outside. So, we already practices this time outside.
And I think if a football coach at the high school makes an extra $1,500 working in the offse coach should be afforded the same amount because their time is just as They compensate high school in season but they're out of season which we have a principal here to keep up with that is correct. Let's say we have the same high school basketball to take care of this. Make sure This is a district understandbody. So this is a way that we could justify showing that they're working off season. You can't come in at the end of basketball season practice and say okay we're going to have a winning season. there's so much work that goes in during all season and so it's just promoting that and appreciation because I can almost guarantee you those coaches at
the middle school I just think is different from You have a high school during season high school and middle school elementary that You can always go and it's folks should be called DJ I'm sorry. actually say, "Okay, it's so $1,500. The original is you have a show like a weekly. It was all >> Jimmy. Let me ask Missy what would make that easier for you because you're the one that's >> it one that the hospital uses that I'm trying to make it easier. more discussion. Do you think this is good for her budget? We're spending If we were to do something that would be absorbed. And on the other side of it, we always budgeted every so often. Now folks know kids always have to again this years in the years beyond more questions as
well. So if you didn't have the budget to do that, we can amend that budget once we get beyond that. So it's not like we need to figure that out so we can approve to do it. It's just the budget going forward that we're about to So we have to change that budget if we wanted to actually be extra I usually try to do any more questions. >> Yes. They don't have >> they have a they have a one time they have a big supplement there. >> Okay. But if you were to take the 2800 that have been presented to us. How does that compare to what? >> I don't know. They have a lot more. They got two high schools. They have double coaches. What's going just proof point the assistant coaches in county
assistant coaches. So that's basketball, which is double what your recommendation As far as the budget, we can talk about that's not an issue. And if we get into, you know, something tight down the road, something can always go back and change later. It's not set in stone forever. If things go smooth, process go smooth and leave it alone. But could always come a time in future years when the budget's tight across the board. Is this something that we were voted on? This is something that we have a follow up on a couple of months on the process and procedures of the um documentation being done and being done accurately the way it's >> I don't think we would have anything until the fall back in school year because I don't know they'll have anything fall
sports turn in December. January somewhere January February. So there is that separation of time where all sports where they turn in their circle and it's not typically I think football will turn in seasons. That's the Thanks for that information. Thank you. >> Any more questions or discussion? >> I'm just trying to think of all the possible ramifications of doing it. Let's say we did get a tight budget in the future. I know when we give something out, it's very hard to take something away and and I want to do this. I want to do this. Is there a way we could do this year by year? Like so it wasn't like an expected compensation or is that not is that not a good idea? Okay. I figured I'd ask >> once you put it in.
I put it in because we get to the point where we have to do something across the board. Just the coaches here. One thing I'll follow is I'll make sure we're going to have dates for these things. pressure school in time. They don't turn in on time one time. They don't get paid. They turn in on time. >> Yes. I'll make sure I see what process is and I want these processes to be the same as far as That makes three times a year. folks at the same time. We'll have to make a budget amendment for the budget. >> I don't know. I don't know. the number. That's why I was suggesting maybe up in January if you're starting because we got the money for the whole year and middle school is not going to
start out supplements till December January. So there's not an amendment to this budget because it's just going to we can do that later in the year. The max amount of money will be the max. on the agenda tonight. That's >> the budget. >> Yeah, but that's a cleaner just to pass the budget and then we'll because there may not be a need for there may be the money enough money in the line to support the whole thing for the whole year. Well, we're voting to extend that to the middle school >> in a separate line of the budget. >> That's what I was saying. It's not on >> I thought you were talking about it. I'm sorry. I just more questions before she gets started on the board before you not got in a lawsuit
over people that was voting on the budget having 10 folk working in the school. If you uh don't disclose it, then it's against the law. And well, you can vote, but you just have to say, you know, and I'd have to say that, too, because I've got Kim vote. I don't know whether any other merchant school system, but I want to be safe because uh back then we there was people talking about suing the school system because of that and I just want to play it safe. >> Okay, I'm fine. 141 budget and all the other funds that deals with 423 145 177 and 189 is technically the bond account. So it's it's pretty much what goes in goes out but it's still considered a school account at this time. So I did put it
on list to approve I will tell you that the change in met last year or last month with the preliminary was we did at that time the has gone up just a little bit and that is because of several things. One is there was a transfer that I put in the budget coming out of 142. Well, my error completely we actually already made that transfer. So I couldn't been there again. So I was only able to transfer a portion of what I thought and I've taken that buffer that we have to keep in federal funds because it's a reimburseable grant. I've lowered that as much as I feel is good and put that back into the budget. So that did increase our deficit just a little bit. But to offset that T for April when
I added that in took us up a little bit and also the amount that the state that we conduct from our funds for local is what they call it went down over there. So therefore it kind of all equal out the budget by 200,000. So, it's still a very good budget in my opinion and some of you weren't here at the workshop to hear that I had originally said that we that when we added TNBA back that it would lower our transfer that it would increase our transfer out to and I later found out from the controller that that is not correct. So, we are able to move the full six million even with including TNBA back into our budget. So this new budget that you're seeing includes all TNBA revenue and all TNBA expenses.
And I still feel like it's a very sound budget. It's not how we always wanted. We like the revenues to be a little bit bigger, but I think with all the mandated things that we had to add into the budget this year for salaries, we're very lucky that this is all it is because our operations We actually went down a lot of our lives for that. >> I'll just say that this is the most transed. >> I appreciate that. I appreciate that very much because if you do notice the estimated fund balance for the end of this year is actually a little bit lower than how we ended up And that's based on the spend through March. Now that could change according to how much we spend April through June and that is we will
have a lot of spending then but it's still a very very healthy fun balance and then even with this budget and the 400,000 impact we will still end at 11 million again. So we're in very good shape. So I highly recommend this budget for you all. I will tell you that on the federal programs side at the time I ted in all of this budget all of the federal programs were not entered into plan yet because we had some different allocation issues we were having to work out with the state. So I would like to add that are completed now into this budget before I present it to commission. It will not change any of the numbers because federal funds is simply what you put in what you take out. So, it'll be a static
change, but I would like I know there's four subs that I'd like to get in there just because it keeps us from having to do so many budget amendments in August and it allows when July hits they already have their budget to use. So I just find it's better to do that if we can. So I would like to ask you all that I enter those if you all just can make the budget complete 142. I did meet with Mary for the food service her deficit is 217,000 on her budget. However, good service cannot show the profit. They are a federal program. So, this will just because she has to we have to do an excess balance plan at the end of the year. So, if her balance has too much money in it, we
have to come up with a way to spend it. So, using some of it on the budget to fund next year is considered okay. So, I feel like our budget is very safe. The TBA budget of course it's what goes in comes out it ends begins at zero ends at zero. So it's kind of a wash there. And then in capital projects the only thing that director budgeted for capital projects was 5 million to complete the middle school and $500,000 for a roof and what was >> Yes. Hback repairs. So in there unless we have a need for it around estimated almost >> six facts for you all to know down the blue section of the budget. The TCS rates did increase a little bit this year. So that increased our payroll cost the salary
scale. We did meet the $50,000 state mandate that was required by hoping for a couple of years static and build up. We were able to meet the state that was a very big challenge that we had that we were able to accomplish because while yes they do give us extra money, they also only give you extra money on the teachers you earn. You have more teachers than you earn because we are not fully funded for all of our teachers. We are fully funed just for the am that they say we should have. And if there's like 10 students at Sharps Chapel, we're still going to have to have a teacher there even though that doesn't qualify for a teacher. So So I just want y'all to realize that the fans a lot of people say,
"Will you get money from the state?" Yes, we do. that we have more expenses than what you're actually transferr Right now it shows the estimated to end at 3,397 and so it already used projects. maint 3,777800. That is our maintenance with the county and that is how much we get property taxes each month. Like I say the operational side if you look at the summary page that they give you headers on both pages. So on those big increases on any of the lines down there were mainly the salaries that changed operations. We insurance places of course like utilities and the fact I've had to do budget amendments nearly every county and school for electricity and said gas but everything else just Tennessee risk management workers comp insurance did go up by 10% this year which
is fairly common with all insurance this year so I didn't feel like that was out of line and then you also That's correct. I'll be happy to answer any questions. I think that's where money come. I ask that question of that capital% every year in the budget. So like even if we didn't we hadn't had the vote for school this year, we still would have not had to touch any other $4 million still have touch. We talk about what we can make >> because keep in mind without virtual academy a lot of our expenses go down because with the virtual academy we had to raise salaries $600,000 that was required if they're gone I can't give you exact because I don't know what it would be but they said it probably be like half so
we would only have to increase our salaries by half that we have to because of them will have us save money >> overall. So yes, >> savings just >> exactly just department. >> Exactly. But yeah, I mean it's a great revenue source. I'm not saying anything about that, but we we could make it more questions. >> Thank you guys so much and thank you again for the Thank you. Okay, we move on to number 18. Discuss FY27 consolidated application for federal funding. Okay, we finally got preliminary allocations very late and I'll get the highlights for you. Title one decreased $46,72540 last year's preliminary allocation. Title 2 D3, I'm sorry, increased $1,48060. Title three, which is our ELL student population, it increased 3 446. A lot of that increase is due to TNBA because that's where
most of our ESL students are now triple the number we do quarter. Title four, it went down $4,722.39. Title five went up $7,5802. So it's a little bit of up and down up and down. We're going to do pretty much the same program we did last year. The only thing that really changes is in title one. We we're taking on one of the preschool teachers that the voluntary prek grant has this year because voluntary prek is either decreasing or salary benefit increases, you know, and we were able to absorb that. We have a teacher assistant at one at this year. Next year we'll have two at this year. Basically that's the only changes we have. Next item is discuss I spoke with the library board about helping out with their simulating program for next year
and what they're asking for is $8,500 to do a removable in that combined project and they can provide more info on it. That's what they're looking at to do because they really want to expand that program and do a major reach out and they talked to Lauren some others and that's what was asking that would be the school that would be from the county that's their general budget. This is just asking. >> Yes. Marilyn had sent us some things about that previous county they give for like the operations and basically that's how they just ask for requests they ask different municipalities such as and view each year but those don't ask the school system if they would help I'm trying to get a reference. >> Yeah. Oh, this is different. >> This is public library.
>> Yes. Yes, >> sir. >> That's the program, the activities, that's like the books, that's the different program, reading programs they have through that. And then they do two or three big events and then they have a kickoff and then they're trying to with it because they're limited of what they can do because >> yeah you're good. >> How do we get back some accountability of what our money has been? >> I can get you a budget layout of what Tika Jason is the she's right now and she had a breakdown. y what that would look like and then we can report some kind. >> So they already do a summer reading program, but you're saying it's more limited because they don't have money to do more. Unfortunately, it's limited because their operations has went
up significantly and they're kind of limited what they do and then basically literacy fees back into the school system and helping them and they think they help out with their different programs. So, and I can get you a broken down list of what that what that look like. Do you know about how many kids each serves and like like what exactly what is what does our summer reading program look like? Like is it the kids come in a long time since my kids what exactly does it look like? Do they go into the library or do they >> they go in not during school session when they get out and then they do like a weekly program for students for different grade levels through elementary, middle school, high school and they need to earn credit
and at the end they turn in credit. It's like a turn accelerated program and they uh basically it's helping the literacy and basically kids where they don't read during the summer help and keep up the grade level going back into the school year. >> So just June, July. >> Yeah, it's May, June, July. and I can get you that public library. >> Yes. And they also do I don't think they do expand the sh >> they do books and stuff. I wish I had that in front of me and then service ago. It had the actual buildings in that hand. program. I think the basic plan that I'm hearing, it's going to help kids. >> It's helping the kids and that will feed back into the school system. >> Yes, sir. >> How many kids,
how much, all this kind of stuff. She's done this for years. It's a really struggling right now. I appreciate them. But that's why this does help your kids in the summer and it also homes kids books. I think the way you do it does follow the state guidelines that they just sent to the li does our office at the end of the day. It's amazing children. >> So it wasn't necessarily what we have. I was thinking after the fact to say this is what it will do. This is what it looks like. I'm all favor, >> but I think we're >> Yes. >> And our funding is supposed to be primarily students that we need to have some kind of information >> because we want to have outside entities. >> Yes. >> So that's why
I'm saying it kind of gives us something to say, hey, it actually helps our students directly helps our students and we have >> rather than donating dollars face. >> That's what I was saying. Not necessarily to say we want to know what but at the end you kind of want to second. >> As far as like the services they provide, the people they have in, the people they help, the hours, different things. They they have that data. I can get you that. >> I think it's a Any more discussions? I think we need to take a short recess. I got a ball game to go to. Okay, everybody stand and will you lead us in the pledge, sir? To the flag of the United States of America and to the republic for it stands, one
nation under God, indivisible, with liberty and justice for all. >> Please remain standing. Rebecca, will you lead with us in prayer? >> Dear Lord, we just thank you so much for this opportunity to come and discuss the business of Union County Schools. Lord, I lift up this meeting to you. Lord, I lift up um the proceedings. I lift up our decisions, Lord, that you would be honored in them, Lord, and they would um ultimately be a blessing to Union County students, Lord, and that we would be good stewards, Lord, of the of the students here in Union County. Amen. >> We amend it with Number one, we add a middle school coach supplement vote $28,000. The second amend amending the agenda is a vote for turfing the whole field um at the middle school. And then the third um change the agenda will be to um vote a vote for the library board to add $8,500 um donation to the library. >> I got a motion to approve the agenda. >> Second motion first. >> Oh, I thought she gave the motion first. I'll make a bunch. Have a second. >> Okay. Where are we? >> I thought she made the motion. >> Rebecca did make a motion to
