everything ran smoothly he's eager to offer assistance uh to other folks in the department when they need help over and above what his regular job is and what I want to point out uh specifically is that uh he's got I'm going to it's going to sound like an Alexy the most uh low-key upbeat attitude that you can imagine right I don't know where you work but I've heard that some tech departments are not customer service oriented well that's not the case with our department and especially not the case with this guy right here he's solid he's smooth and he just he's a joy to talk to and he's a joy to work with and so that's why we shown the spotlight on you now I'm going to ask you to point out some folks that

whenever you're ready okay good evening my name is Ella Shan I'm a local University student I've recently learned about the importance of Schoolboard governance and I'm thankful to to the work of the board members who volunteer volunteer their time to educate members of the community I'm here to offer my input as a citizen of the district who's had some insight into the current discourse that may be impacting your decision today today I would like to discuss the need to have access to free menstral hygiene products and school restrooms I was lucky enough to go to an all girl school where I could shout across the classroom for a tampon periods were nothing to be ashamed of and since everyone was all girls the tampon was always near if not various size of tampons pads and
other menstrual products were always available at the guidance counselor's office or nurses truth be told menstrual cycles don't typically wait for you to walk over to an office they also don't wait for your convenience every day people are ashamed for having their menstrual cycle even though it's a natural and important part being a woman if we can't escape shame and stereotypes we are able to escape period poverty what is period poverty period poverty is a lack of access to menal hygiene products that not only affect attendance but also lead to reduced classroom participation were you aware that one in four students struggle to afford period products or that 80% 86% of people who menstrate have started their period in public if you haven't looked on the shelves recently mhps are expensive for those who can't
afford it 23% of students struggle to afford products even if they are placed in the nurse's office it heavily disrupts disrup students learning though we are in 2024 students who have Mentor Cycles still face a stigma around period and the female body menal Cycles are spoken as if they're a dirty secret rather than a biological clock students often feel embarrassed about asking to go to the nurse's office walking there asking for a product slipping up their sleeve going to the bathroom and then returning to a class only to find their tears their teachers and peers questioning why they are gone so long it's a needlessly humiliating process according to research article menstral management United States and implications for attendance out of 6 93 young women interviewed the lack of access to menstrual hygiene products resulted
in 88 respondents having missed school 104 being late to school and 165 having left school early Texas does not require funding nor placement of mhps in their Public Schools only 20 out of 50 states require products in public schools but 26 States offer funding for products in public schools Texas is not one of these menual products should be accessible to every person who menate it is something we live with for decades and no matter matter how old we are forced to ask ourselveses why there are no products in the restrooms Mentor hygiene products are essential to our hygiene providing mhps is a show of equality and respect those who menate deserve the same Learning Time resources and accessibility as anyone else the female body is not something to be ashamed of but rather something to
respect and understand students have a right to their autonomy Mentor Cycles are not something we can control but period poverty is thank you very much okay uh next on the list uh Miss Elise poder if I pronounce that correctly poier poier yes um hello sorry I apologize I um but um anyway time started okay um so hi everyone my name is Elise P I'm a local University student and I'm here to talk to you guys about um a book I recently read in one of my classes that's called the perer effect and it was recently published and was written by two sociologists named um say Ali and Margaret and chin and so basically the book is talking about how we often think that parents and teachers are the primary forces responsible for shaping students' lives
however this book suggests otherwise it describes how peers from school college and the office have a greater influence in our lives than even parents we see the power of peer influence through case studies that they present so in one chapter the book argues that parents actually don't have as much power over their children as their peers do for example in one of the chapters that discusses the peer effect in schools they discuss anti bullying measures and stated that most anti-bullying strategies do not work because they are top down adult designed and adult driven they then discussed a strategy that worked where they CH where they train children from several schools in anti-bullying measures and after a year the schools noticed that there was a 25% reduction in disciplinary reports because the researchers conducting the study
noticed that the kids figured out what the problems were the kids crafted the interventions and so this example illustrates how it takes peers to create the cultures of their school and in another chapter they also mentioned how peers can build cultures of achievement that drive students to be successful and they use their own high school as an example of this environment if you guys are familiar with stus in high school New York um and I have personally been impacted by this peer culture of achievement myself um in my graduating high school class it was small but we were all secretly competing with each other to see who had the highest grades in GPA however we still looked at each other up and gave each other words of encouragement before a big test or project and
even saying something like I believe in you really helped me get through the tough moments and seeing my other classmates talk about their work and being stressed about wanting to do well instilled in me um the same desire to do well too I felt more motivated to do well in all of my classes and ended up graduating with a GPA higher than 4.0 and so after reading the book and learning about the hidden curriculums that influence peers I recommend reading this book because it speaks to the powerful influence students have on each other and as one of the reviewers of the book States Ali and Chin break down how peer pressure is not only about things that affects kids negatively the perer effect helps readers to um understand how we succeed in the world and
how it depends on the reinforcing success of our peers it could be beneficial in fostering a classroom Dynamic where students build their own culture of achievement because it can allow the students to learn from learn from and motivate each other to succeed in school regardless of their race or socioeconomic background for the success El Heights have achieved I think this culture can make their schools even better thank you for your time thank you Mr uh next on the list Maya oi is close a tough one say it again please oi it's all right hi everybody my name is Maya and I'm a university student and I am thankful to have the opportunity to speak to you all today and I'd like to thank you guys for your time of commitment to the betterment of Alma
highy I'm here today as a voice of public accountability as a resident of the District regarding the mental health of your lgbtq plus students in Al I grew up in Dallas for worth at a large sixa Public School in a very similar area to Alamo Heights I played multiple Sports I was involved in clubs on campus and now I'm also involved in sports and clubs in college growing up in an environment with a range of identities while so many formative characteristics are being developed in students has such an impact on them and it definitely did for me mental health issues in adolescence can come from a variety of avenues and sexuality is a large one I know the struggles of your students and and one thing that would have helped me during that time was
representation representation within your staff and in your classroom allows for more students to feel comfortable and it is vital that as an institution you're openly accepting your students currently in the state and in the country there are efforts to push push against the ucation of these students through book Banning curriculum and more I am standing here today to ask that you please do not succumb to this pressure you have students in your schools whose well-being depends on being seen known and understood when institutions ignore the identities of students they're actively hurting them and you're contributing to the extremely high suicide rate of the lgbtq I can stand up here and give you numerous statistics on how supporting these children benefit their mental health but I will end with this LGBT lgbtq students exist I exist
We Exist I may not have personally walked in your halls and attended your classes but there are students in your school like me we are in your classes in your clubs and on your sports teams I urge you to invest in your students and invest in their Futures by addressing the Mental Health Resources provided at your schools who they are benefiting and they can be improved thank you thank you um next you know what I'm not even could you pronounce your but could you pronounce your name pleas it's an baju thank you very much yes okay good evening everyone my name is an thank you to the board for allowing me to speak this evening um over the last few years the term diversity has earned a bad rap as you may have heard diversity
offices at public universities have closed and a few weeks ago 60 staff members at UT Austin were let go because of their background as diversity professionals I believe this is an unfortunate and unfair decision as a woman of color I've experienced firsthand the challenges and barriers that exist for students like myself such as microaggressions and racial exclusion these experiences have underscored the importance of diversity equity and inclusion training in our schools I'm here today to urge the board to understand the detrimental impact of the state's recent decisions and the consequences of scaling back on eliminating d EI training at universities um a ban on on diversity equity and inclusion initiatives and higher education enacted through Senate Bill 17 signed by Governor Greg Abbott has led to M many consequences more than a 100 jobs have
been cut across multiple schools directly impacting the support of minorities and resulting in staff layoffs despite changes in job duties the law prohibits Dei offices staff training mandatory statements programs and more based on race color ethnicity G gender or sexual orientation unless approved because of the impact this is having it is imperative that public schools at the elementary and secondary levels consider supporting diverse students before they reach College one of the mandates of public education is to nurture and an inclusive and respectful learning environment for all students and staff it allows for understanding empathy and appreciation for cultural differences all of which are essential skills in our diverse society today many districts in San Antonio have invested in De gu training focus on treating everyone respectfully and considering cultural differences I have seen from your
budget in 2023 that this is something you value by including it and I'm very happy to see that because this commitment sets a sets a positive example for our educational Community this investment reflects the growing recognition of dei's importance over the past years showing its impact on promoting student belonging in our schools which in turn can affect self-esteem and mental health for all students I understand that Dei training has faced unwarranted criticism from some parents who believe it conflicts with their values taught at home while I respect parents for wanting to teach their their children themselves it is crucial to recognize that Dei and education extends Beyond just academic learning and molds students into compassionate and globally aware individuals these skills are foundational for success in our interconnected world the negative feedback decreased funding and
program Cuts all throughout Texas surrounding Dei training are truly concerning we cannot underestimate the need to invest in Dei to create a transformative movement towards fostering inclusivity and understanding in in our school communities di training equips teachers and staff with the skills they need to not only support a diverse student population but engage in a cultural culture of respect and acceptance I encourage the school Bo to uphold the spirit of inclusion and diversity especially in the face of backlash let's celebrate and highlight the diversity within Alamo Heights as a valuable asset to our education Community thank you very much appreciate um that concludes our list of citizens to be heard was there another one that I missed one more I believe it was supposed to be fine but I take up too much of your
time that's totally fine we'll let you go but I want to pass that around so she can sign pleas thank you for your time we'll go ahead and go and then we'll pass this you just okay thank you hello School Board committee my name is p and I would like to address the issue of the shortage of teachers that is taking place not only in Alamo Heights but in other districts as well according to the Texas tribal as many of you already know since the 2011 12 school here Texas in rate has HED around 10% the number dipped about 9% during the 20 2021 school year but it's going back up right almost 12% during the 2021 22 school year many of the difficulties that have caused teachers to quit a profession have been well
documented and appears to be the combination of factors that seem very difficult to resolve as a board member I'm sure you understand the importance of teachers as the backbone of our society and the urgent that attention to this matter Rises love with deserves according to the AL Heights Express News a demand of substitutes through the first two weeks of January ranged from a low of 53 to a high 98 with the fill rate of 71% for that reason I'm here to talk to you today about the major issue of teacher storage that is caused by the issue of public relations that keeps my peers away from entering the teacher labor force I'm currently considering a Korean education but to be honest I'm increasingly worried about the challenges that we need to face throughout although I
understand that the inuence of teachers can have a student impairment and can only be compared to that of a percentage in addition to the effect of an individual education is the leading force in shap society in spite of this fact as well as the fact of educational experiences are so recent and have to say that very few of my peers have even considered a carean education these days every time I make a reference to my desire to become a teacher I find most remarks and discouraging the most common comment in opposing a teacher career is of a low paying job as compared to my PE engineering or finance an additional concern that may discourage college students from considering education careers is the fact that teachers are the front line of defense for the mental health
issues that children children increasingly manifest in a very fast teaching World it seems to me that it's not enough to know the teaching material as a strategy to teach but to te but a teacher must also be able to connect with students recognizing a variety of problems care enough to find Solutions a to become for this reason every effort in my opinion to to made and attract and recruit the most capable young people necessary incentives to esteem teacher career I fir I firmly believe that if we raise the status of teachers by bringing success stories to public awareness and rewarding teachers with inspirational contact then this will bring hope to the Future Generations every problem has a solution we cannot afford to let this problem to stay unsolved any longer if we work together as
a community and address the issue utilizing public relations Str we can make it happen thank you time thank you very much U okay so that concludes our citizens to be heard agenda item we'll move to agenda item number four items for presentation or possible action uh for a pillar one student learning in progress we're going to go to consideration of Revis EIC local Dr Frank alaro I'll make a quick comment as you're coming to the table spent lots and lots of hours I think Brian's got okay Lots lots of hours together um going through this so we appreciate your summary this evening great um well let's roll thank you Mr forberger members of the board uh those of you guys in audio land listening and anybody uh in the audience as well uh as a
reminder our EIC local is the board policy that outlines class Rank and it's always available online on a website as everybody knows as Mr homberger alluded to the board's discussed a variety of items related to class rank over the past several weeks and many of the action items that arose from those conversations such as notifications about GPA for example will appear in District Publications like the High School academic planning guide or grading guidelines right now I'm going to Simply highlight the items that will change in the board policy itself and that's what's projected of there that was what in is in your board book what we will now communicate class rank to and include class rank on the transcript for students in the top 10% of each class this applies to current students as well
as future students the second change you'll see in policy is that starting with the class of 2028 class rank will be calculated for courses in the four core areas of English math science and social studies three starting with the class of 20 28 weed grades come in three categories 1.13 1.10 and 1.0 as opposed to the two categories uh that uh apply to current high school students now four as with uh as is the case now with our two-tiered weighted system the courses for each category have been designated by the trustees and will be listed in the appropriate District Publications now like the the planning guide I guess and maybe gr guid somewhere yeah uh now on a side note in addition to this policy uh the board is also in a separate policy called
ehn will now require students in advanced placement courses uh to take the AP exam so that's going to be a requirement now and specifics for how that will be worked out will be outlined in District Publications uh that's everything from the policy perspective Ive it's a good segue to hand it over to Dr Walker to walk us through our communication plan for these and related changes so I'll walk you through briefly the communication plan that uh we have keed up and first a huge kudos to Julianne who has been working tirelessly to update our class rank website it is user friendly it is visually easy to navigate and that's going to become the Hub of the communication but we are planning tomorrow to do two School Messengers one will go to e8th grade it has
a onepage flyer and a link to the web page another is to current 9th 10th and 11th graders with a different flyer for them and a link to the web page in Monday mail for the next two weeks there will also be a summary of the changes plus a link to the website uh in addition there's tomorrow is a principal's Cofe with Corey Smith and she'll be going over any changes as as well as there's the Early College High School meeting with students who have signed up for early college to go over changes on the 29th and then a site board meeting on the 6th of May so all of that is uh communicating these changes that are coming forward what you mean site based Mee High School site Bas what did I say I
think you said site Board site board well I miss yes yes yes that's it okay and I'm I'm going to preface it again we spent some 20 somewhat open meetings going through all of this and so none of this is a surprise to anybody U having said that though any questions any questions for the team I I I don't have any questions only one comment and that is that um I still hear from some parents that you know if they do the Early College they for whatever reason they don't know that they you know if they commit they're not really committed does that make sense like I think there are some parents that feel like if they sign up they don't like they can't bail in two years right if it's not for them so
I just want to make sure that that's clear um because I just you know I I've heard from some parents like we signed up we can't turn back you know and that and it's my understanding is that they can and I don't not I'm saying I want them to I just want them to know that they can options thank you for the feedback we'll include it in that presentation go question I think Frank when we uh we had just a bu discussion about the the um W smithing of this EIC specifically and I don't know if there I can't remember if there was anything you need to go run back by tasby or that we kind of left as an open in I mean is is there anything here that we need to pay attention
to that was tweaked since the last time we were meeting no not on policy okay well I so if you go back one slide uh you know how we changed the word from eligible to designated we all talked about the new language yes but as I was looking it also appeared in some of the old language so we change those as well just so it's consistent throughout the document but that's the only thing that's different than from our conversation great okay y other questions comments Ty Brian Lisa no think we had enough meetings no there's one tomorrow off this do we have one this is an update uh to EIC local our our school board policy so uh do I have a motion to approve this updated EIC local thank you Ty do I have
a second second thank you clay um all in favor please say I I any opposed the motion carries thank you all very much for all your work over the past several months not just today thank you thank you yeah thank you all right so we will move next to agenda item number five our consent agenda so you guys take a look U the consent agenda is these are items that are considered routined by the board have been previously reviewed and discussed in Prior meetings and we therefore enact all this in one motion um let me know if there's anything any board member would like to remove from consent to consider as a regular item and while you're reviewing I'll note that we have 109,000 $56 in donations over this past month and that is just
