don't trust me uh oh yeah okay all right good evening everybody um it's six o'clock 601 actually i'm gonna call us into order it's august 18 2022 and this is a dually filed and posted regular meeting of the alamo heights board of trustees i appreciate everybody coming it's nice to be back in the board room tonight i know it's a little tight but it's it's neat to be here compared to winter so appreciate all doing that um i'd like to welcome anyone listening to our live streaming broadcast if anyone would like a recording of this meeting we will also be posting a link on the district website within 24 hours after the end of this meeting in addition we also post the materials being presented within 24 hours so you can review a copy of
those as well those can be found under the school board link or icon or other on our ahisd.net website if anyone in the audience would like to address the board tonight we welcome your input during our citizens to be heard item on the agenda we ask that you please fill out the yellow form that was by the door we've got those indicate the agendum item if there is one that you want to speak about so we can introduce you at the appropriate time with that i am going to kick it to dr alfaro for section 2 delegations and recognitions great thank you mr hamilton our first recognition tonight is one that we call the spotlight on excellence i will explain it in a moment but first let's welcome up our recipient for the spotlight on
excellence frank standish [Applause] all right now uh every month we shine the spotlight on an employee who also works behind the scenes to power our tradition of excellence now uh frank stanich sometimes is behind the scenes sometimes he's way behind the scenes uh and sometimes he's in deep cover frank is our director of human resources and as such he has shepherded us through some really interesting times to say the least i will say that he was the forefront when our employees had to learn all about covet 19. he was the front and center in finding out what would vaccinate his vaccinations would be available he worked hard to host vaccination sites for all of our employees who wanted to do that early on remember teachers were one of the first uh tier to do that
and then he also worked hard to establish the boosters after the fact working with the national guard to do that and so that's just recently frank has worked in our hr department since he's been here and he is well known with all of our staff as a an objective listener a compassionate support and someone who's always there to help our employees now in addition to being our hr specialist frank also has maybe for the last couple of years taking over the helm of our emergency response coordination and so as a former military guy we feel like we're in good hands but he goes to every training there is and he knows every rule there is to know and he knew all of that going into the heightened season after uh all of the the horrible
incident that happened at uvalde and so he's had his hands full and he does it all with calm a calm demeanor and a reassuring style and that's why we shine the spotlight on frank standish frank's got a supportive wife back there kim him who also teaches at the high school his son sammy who's just there recovering from football practice i understand yeah so frank what would you like to say well you all heard frank mentioned i was in the military 25 years and you know after all that time there are a couple things i've learned one is that when you travel for business not to expect amenities and two when you get there don't expect great working conditions but well i guess my joke just helped but one thing that i wouldn't compromise on were
our values you know service before self integrity first and excellence in all we do and i wouldn't work anywhere else it didn't have those values so sitting around a table here today with this awesome board you know integrity first you value honesty people telling you the way it is dana your leadership you know sacrifice that you've made and then the excellence that i see with the administrators and the faculty and staff of our district it makes me feel right at home and finally i'd just like to say thank you to my wife i'm so glad that that she's part of alamo heights 2 and my youngest son sammy who's in 8th grade thank you [Applause] our next recognition is for our incubator edu national pitch competition finalist team music come on down [Applause] wow now
you all know that our profile of a learner articulates the skills knowledge and attributes and habits of mind that we're trying to cultivate in all of our students and any students that go through our incubator program obviously work on all of those things things that make you academic ready but also ready for the world and so everyone has achieved that if you go through that class however this team won here at pitch tonight for a local group and then also qualified to be one of five in the nation to go to chicago to compete at that level now first we're going to find out who's here and then we're going to figure out a little bit more about their product in case you want to invest tell us what your name is i'm thomas dorvant
i'm quentin gutierrez i'm caroline daskovich i'm emma supassai and i am the former mrs clump now that's a great way to now but tell us a little about your product so that this group knows whether they want it best or not it's not but it's basically um like a social media platform where music lovers can connect with other music lovers in their community so that they can discover new music suggestions that's pretty much what it is wow cool i might look into it i guess if i was in on the internet um now tell us about the experience in chicago what did it detail and what did it feel like um so going to chicago felt really awesome like we were competing at such a high level with other teams among us who are also
very competitive and just to be there and have a great pitch was all that we could ask for and yeah so what's in store for you now this year because you're still in high school so we're in the accelerator program it's the year after incubator and teams that qualify from incubator to keep going and they have opportunities to pitch for more seed money and other ways to market their business and keep it going that's great well i understand one of the interesting things about this program is that you have business volunteers who mentor you and to tell us a little bit about your mentor and the role they played in your success so our mentor is mr sharp and he just helped us with like a lot of suggestions and like got us connections with
other people and gave us really good ideas to help us out great and he's sitting right back there with us congratulations to you all if you're a parent of one of these or a family member he's way way to be recognized [Applause] thank you all for all your support and thank you good luck to you all in the future congratulations [Applause] yay our next recognition is for two of our stellar teachers the humanities texas award goes to lisa berry and jan take that come on down [Applause] humanities texas is the state branch of the national endowment for humanity affinity and started in 1973 it recognizes teach outstanding teachers in the humanities uh this year only 15 teachers in the whole state of texas were honored with the humanities texas award and alan white heights had
two were the only districts that had two teachers recognized for that now we recognize uh lisa berry a fifth grade teacher from woodridge and her award was called the julius glickman educational leadership award and jans from the high school jan takak ap history teacher at the high school won the outstanding teacher of the humanities award [Applause] now what i'm about to say is public information and so that they each get a check for 5 themselves and their school gets a check for 1 000 to support their programs former co-worker wendy my wonderful department chair and neighbor melissa and other people allison and people who are yeah and i just want to say i can't believe i won an award for something that i love doing so much i mean it's just icing on the cake
i think it's amazing congratulations yes great how about you lisa all right lisa barry and i have my mom as usual she's always with me i've got my daughter here and the ones that are a little noisy those are my grandbabies and then my husband back there video because he he keeps me you know my history recorded for me but i i'm i'm just i'm still stunned and i just feel like i'm so grateful every single day that i'm here i say that all the time but i really am and it's really not an individual accomplishment it's just something that happens with a wonderful team that always constantly pushes you to your to your potential and and helps you to strive to be better every single day and my fifth grade team at woodridge they
are the best and i'm just so grateful and my oh jerry's here and my administrators just always helping me to just see my potential and and achieve and be better at what i do each day congratulations [Applause] great uh because it's the beginning of school we're not going to do our traditional student council report we'll start that so this ends the recognition unfortunately you're welcome to stay for the business portion but if you're here only for that this is a good time to uh exit thank you all for being here i'll get it i put it in the closet oh you did okay [Music] is [Music] all right gonna move into section three of our agenda for the evening citizens to be heard we've received two requests to speak this type of comments about an
item that is not on the agenda to facilitate an orderly meeting and respect all participants time and in the interest of conducting an efficient meeting any group of three or more persons signing up to speak in the same topic that is known in the agenda shall point one person to presidential excuse the board will be limited in three minutes so for the two persons signed up you'll have three minutes to speak alicia here to my right will hold up a card when there's one minute left and another card when your time is up we ask that in making your presentation you do not refer to individual students or personnel by name or physician especially in a public setting it's best to be careful with comments about specific people in addition by state law the board
is not allowed to respond to your comments but we welcome and appreciate your input as an important member of our community and so with that we will begin with miss fox okay okay so let's start off on a good foot at the beginning here i want to say after this many years and going to starting to get you know my hands dirty with other groups around san antonio helping other parents go to other school board meetings i come to appreciate one thing about the school board is that you guys put the date of the school board meeting a month ahead of schedule and i appreciate that that really does help me and other mothers be able to meet here and speak for other school boards that post some meetings like friday before the monday that
it starts that's it's really difficult to change your schedule right before the weekend so i do really appreciate you guys posting the meetings a month ahead um so from the meeting from last week some of the things i want to shed light on is that we had talked about having the extra security guards the chief chief police told you guys that he recommends a security guard on each campus we did not agree to that i mean everyone's feelings about it i feel as though that's what the parents want in this community this is a community that we wanted done we paid for it um there was a need for a counselor at the high school cat whitaker parents had paid for the first year of her of her working and after that you guys picked
up the bill um you know the cost of the extra security guards if we put up the costs and the parents want to pay for it or we can bring up the money i think that the parents want to pay for we should be provided that security for all of our students all of our students matter all of our campuses matter um also with the security out of the chief of police i asked him straight forward if he has the shields for the ar-15s because that's what's used in school shootings now that's what's being used he said no but then he had ordered them so that is something to look at into that he does not have the ar-15 shields even at that the shields themselves have to be a certain level in order to
convert them to even compared to the ar-15 it's very sad um that's the case here in state texas um another thing i want to say it's been a year almost since my son's incident with the seventh grade football team is on the football team right now he practices he gets along but at the football camp there was still bullying going on there was still issues going on um i brought up to one of the coaches in the email and even in the football meeting where he was speaking on the program the coach himself did not bring up the the you know how you get a piece of paper you're like okay this is not about the program it was not mentioned if you see any mistreatment or any bullying whatsoever come to me speak to
me about it that was not brought up in the parent meeting of the football team i think that's really really wrong after what happened last year that should be really brought up shed to light now that we know that is a big deal in our thank you our second speaker tonight will be miss dan davis for david i'm sorry david good evening everyone from all reports it's been a very good first week of school i have three kids who've been telling me all about it and stuff outside woodring seems to be going pretty smoothly as i lived across the street i'm here today not to talk about something on the agenda but just to comment on the reality that last year texas led the nation in book challenges and book bans the american library association
saw an increase and a huge increase in book bans and challenges across the nation and texas led northeast isd actually led the state in banning folks and i'm here just as a reminder of why intellectual freedom matters one of the foundations of a democratic society is the individual's right to read and also the individual's right to freely choose what they would like to read this right is based on an assumption that the educated possessed judgment and understanding that can be trusted with the determination of their own actions that's from the students right to read statement by the national council of teachers of english and while all of the book banning was happening all across the state of texas and the nation i am proud to say that alana hates did not experience that and i
just am here to talk about why that's important um the profile of the learner invites students to seek knowledge and understanding which can lead to thinking creatively and critically and then engaging in socially and globally and these are the high ideals which teachers and administrators have been working on for years i see the evidence in my own children and it's an academic quality demonstrated repeatedly by the students here tonight and every night on those the wonderful recognitions that we have but censorship which includes banning of books outright or red flagging of books by making them a little less accessible to students inhibits the student's ability to really become the learners outlined in that profile it also inhibits teachers ability to teach to their full potential a school atmosphere or culture of uncertainty and fear makes
bold choices around curriculum really challenging for teachers can lead to self-censorship teachers choosing not to teach things and that's certainly happening in the state and it's certainly happening in part things we can't control like sb3 and there but things locally such as quashing teachers ability to display prime flags or other ways to be supportive of the lgbtqia students those lead to climates where teachers don't make the choices that they could to really engage the students deeply and purposefully in the work social isolation is also one of the key components of school violence in mass shootings that more than anything is a common factor in every single incident based on a secret service report from a few years ago and books can actually help them because the students see themselves reflected in the books and reflected
in the curriculum and the controversial issues that teachers are engaging in in the classroom okay and with that appreciate both y'all coming and speaking tonight as always we welcome our communities we will move on to section four items for the presentation of possible action i'll go get it mike i'm just gonna make sure he can click yeah we're on number one and i'm going to turn it over to mr mike here this is a public hearing on the uh a lot of factors this year we have property value increases house education passed in may interest rates have started to climb back up again you've added security through the summer and going forward this next year and of course the black sheep is chapter 49 recapture mouth so just go over the top four components really
of revenue of course uh tax revenue is the largest uh part of our revenue side we collect uh all of our revenue comes from tax collection and 88 again we collect 88 of the taxes by february 15 each year so we have a good tax collection which helps us on the investment the foundation has increased donations for the last two years and that seems to be increasing the interest rates as i talked about the last two months the fed has increased the borrowing rate which also affects what we can invest our funds for and then tuition is the one of a big revenue stream as well and what we collect translates in about 13 teaching positions so just over property values property i'm sure everybody's seeing their property value increases this year in animal heights
the property values went up 13 uh from 8.7 billion to 9.8 basically when you look at the taxable value it goes up about 11 because of all the exemptions that come off uh the tax rate uh because of hb 3 is actually going down almost 6 cents from 99 34 to 93.5 and the interest in syncing we're maintaining that tax rate at 20 cents as we did last year so the total tax rate this year would be a dollar 13.55 for 100 dollars homestead exemptions uh that extra fifteen thousand dollars that added to all homesteads that's about 62 increase and it saves uh taxpayers that taxes are not frozen it saves them almost uh 660 in tax savings and part of the property values is our frozen taxes those uh patrons that are over 865
and file that exemption that's 1.9 billion dollars or about 22 of our total taxable 42.7 million dollars of the budget is for payroll that's about 88 of our total budget excluding recapture the other 5.9 million is for supplies for utilities for all the other things other than payroll then our check 41 is our 49 excuse is up 36.7 to 36.7 we look at payroll for this next year we budgeted for teacher pay a 3 increase based on the average teacher salary we've also looked at raising our auxiliary staff by three percent based on the midpoint of the schedules that they're on paraprofessionals we've raised two percent off the midpoint and the administrative schedule is a half percent we've also added personnel this year so our total increase in payroll is about 1.1 million and recapture
recapture this year's 30 almost 37 million dollars last year we voted 33.3 million since 1994 the district has sent 622 million dollars primarily back to the state in the early years we sent it to other school districts and recapture is based on what's called the mcr which this year that's 85. it's 85.55 cents so the other eight cents is what's called the golden pennies and that's not recaptured by the state which is uh seven hundred thousand dollar increase basically almost those eight pins and i think additional increases security we've added in the budget two more sros for the district we looked at others we're having other security additions in the district health benefits the district is going to contribute 23 more per employee per plan that would be a budget of 2.1 million dollars and
food service at the high school last year was really its first full year of operation uh so we looked to increase our uh profitability of food chips in high school last year we profited somewhere around 55 thousand dollars in high school so that didn't create satisfaction so tonight you're adopting basically three budgets and i'll start over here on the ins side so our tax rate is uh we'll stay the same 20 cents through property taxes and some interest on the investments we'll collect 16 almost 16 too state uh because of the fifteen thousand dollar uh addition in exemptions the state will make up part of that difference so we'll get a hundred and almost hundred forty thousand dollars our debt payment is 16.3 we'll wind up with 5 000 on breakeven food service this is
the k-8 food service so it's split about in half local and federal you remember last year all kids ate free because of coke this year's program was not going to do that so we had to go back to our traditional way but that shows we're estimating about a 000 increase right now our profit surplus for the food service and then finally the general fund tax rate at 9355 generates 75 on 76 million the state uh let's don't get too worried about this 4.8 billion under the recapture formula 2.8 million of that is actually captured the other two million dollars that's left is actually the book transfer for on behalf payments from the state so there's really no revenue coming in off that 2 million the on behalf payments is we have to record what the
state actually puts in to teach retirement on our books and so that's what that number is so really we that 4.8 million dollars is is it's not really cash do get the 2.8 during the year i do invest it so we do get income off of it but we have to return it in august the 15th of each year then dropping down to the expenditure side our payroll 42.6 contracting services supplies and other disease subscriptions and then recapture at so we have a surplus there of 74 almost 75 000 so that is our budget any questions so go back to the which one's the mno 9.355 or 0.9355 all right so out of that is it 8 or actually eight pennies paid pennies actually so that rate was what last year or is it the
same the eight pennies are policies no no no point nine three five it was point nine nine three four so so it was point nine nine three four right all right and it went down to point nine three five five right why explain why that happened well under age v3 the legislature nhp3 states that districts cannot increase their revenues more than 2.5 so there's a formula that basically looks at what your property value growth is percentage-wise right and you divide that by the 2.5 and multiply it by what your tax rate was the prior year and that gives you what the new tax rate will do gotcha okay and just on a side note i was just reading the other day that statewide the property values went up over 17 on average uh correct if
the state would have used those type of numbers tax rates would have gone down as low as 72 cents i believe it's what it was more so the 795 is federal uh income can you explain it that is that estrogen funds no that is actually reimbursements basically for what rotc rotc's pays half of the instructor's salaries the other part is a special ed reimbursement it's called the shars program basically special ed when they counsel with special ed students that qualify for medicaid then those are recorded it's averaged with other we're in a co-op so it's average with a co-op and we're reimbursed then for that time in counseling and it runs around 700 000 is what we get so following up on that is that the sum total of federal contributions are there off kind
of you know budget things where it's like oh we get medical supplies from the federal government so that just kind of comes in and we don't account for the budget well we get a lot we get title one those those grants right tea doesn't require the board to adopt those grants since their grants we have to spend what we can't spend more than what they give us uh so uh if we exclude the esser funds uh we usually get around a million and a half two million dollars total right the largest bars out of special ed they get close to eight hundred thousand uh special ed is is different is that if they don't spend it all in a given year it usually rolls over to the next year so you don't lose any time
the titles are more uh tight with that so you have to spend it down to a certain amount right so it's fair to say that we get significantly more than that in federal funds that's correct but he goes straight out for the purposes yeah the esser funds end and extra funds were of course we spent down but originally they were three four five about six million dollars total that's what we got out of all the funds and just for clarity on the sros i recall i know we're adding a couple uh to the campuses so we can you know better respond in certain situations i understood the limiting factor to be the candidate pool it's not very deep so it's very difficult to find the right person rather than any sort of fiscal issues um
so on the recapture i know in 21 22 we just made eight almost eight and a half percent adjustment and i was roughly 2 million so my question is that 36.6 million is what what what ada assumptions do we have so why i'm asking that is because if you said all right well we're going to have so many hours equal 36.6 million dollars what is that how do we get that number well the way they do it now is [Music] it's based off what's called tier one right so you look at all your everyday attendance you look at your special population there's factors and basic allotments set to each one of those they gives you a total of tier one right then every district has a local ship all districts have to pay part of
that that share and the way they do that is they look at your property values and multiply that by what your mcr is for us it's 85.55 right so that's our local share so it's more than what our our tier one costs for students are so they subtract that difference in the balances that you're capturing so if we have 34 million dollars in tier one based on state calculations and we have uh 68 million dollars in property value or taxes based off that 85.55 the difference is another 34 billion we have 34 so it's not there's no azure we don't look at enrollment that's what i'm asking well your enrollment is a factor but for alma heights we're very stable so our tier one costs don't change much for students so every property value increase
we give just goes to the bottom line to be captured well it can rise past that because as long as we stay flat as far as enrollment or special populations we don't get any more that's why it's important that the state indexes the allotment on the by year basis biannual basis to help school districts go forward so so let me i guess let me back up so how do we prevent an eight percent correction next july i think you have to look at the situation we're coming out of code sure and so and we were still dealing with absences people weren't sure bringing back their students and so that's what hampered us typically we are 96 attending training right this last year we were 94 and that was the difference so that's the correction that's
the correction typically we're always 96 now looking at enrollment here today we're in london where we were last year and that's where we invested it for so we should be fine okay uh mike first i wanted to thank you for working on this and managing to get us to a surplus this year while also increasing teacher pay and teacher benefit so i i just really appreciate that we've gotten there and if you said it i might have missed it but since we've talked about this in committee and for those that are kind of watching tonight can you also describe the retention pay that we talked about is that represented we're gonna do all that in detail when we do the compensation benefits so great and then um i my first question was where in terms
of the sro cost where does that um on this version of the budget i'm looking at where does that show up on here so it's pretty much the entire line item i mean it's two yeah okay with the city okay so those are our security costs on that line right now is a hundred percent that's all right okay uh and that was an increase from what last year you know 6200 okay um and then my other question oh just you know sitting here kind of right now where we are with you know inflation and other things circumstances can certainly change but what are what are sort of the unknowns that sit in your mind today when you look at this budget that you know you may have to come back to us in a few
months and say we have an amendment on this or that what are those things that are kind of burning in your mind if any that might cause this to change or the surplus not to be what we expect you know over so that's some padding for us right now stacy that you know is covering some positions i mean we we've had the proposal for what we would use for that but that can provide some cushion to this budget as well in my mind that would be my shoes what we have left for yes what do we have left that we have to bring back or well i guess yeah so all of our social workers right now pay that answer and our summer school is paid out answered so all those have to come back
to the general fund i think the way we've got it scheduled right now if i remember right the social workers come back next year and then the summer school just the following year so so i had a really interesting question about summerslam and something that never dawned on me how do you budget for you don't know if you have 50 kids going to summer school or 400 right it i i mean help me out how does that work i mean how are we funded for that well we always just have a history of what how many kids typically go in now we've cut it back then you can speak to that a little bit over the years because of funding we cut it back at times but we schedule around 200 000 and that usually
works so far actually i don't even think they hit around 180 so i would think 200 000 and i would call it that i mean we'd spend that with an air conditioner is yes this budget's not going to take a hit for what we're about to go talk about okay we got it so i want to echo what stacy said thank you mike thank you also for your work over the entire summer on our school resource officers and let everyone know we talk about the budget just about every month multiple times in a month so it gives the appearance sometimes we come and this is it all of a sudden it gets thrown to us and we're okay approved we have a lot of morning meetings and appreciate all of us coming together and doing
that and that's what we're seeing the product of it here so with that do i have a motion to approve the adoption of the 2022-2023 budget thank you stacy do i have a second clay thank you very much any further discussion okay and then all those in favor please say aye opposed okay with that the motion carries thank you mike with that moving on to the i think we're now to the third correct consideration of the 2022 tax rate right okay i left that whoever it's right here before we do that can you explain why the language is how it's written right because it's somewhat it's somewhat misleading right even in the that's what unless you want to go broken who's going to draw the short straw i'll make a motion to approve the consideration
on the 2022 tax break david i heard you i got it yes okay you got it oh hold on you got it well i just it says rate of three five five and it says nine point three five five ions well he doesn't say that well aggie we're here to help so in light of the presentation and the conversation that we've had i moved that the property tax rate be increased by the adoption of a tax rate of five 1.1355 which is effectively a one point three three percent increase in the tax rate ninety three point five five cents for the m o rate and twenty cents for the ins rate do i have a second to david's motion ryan thank you very much all those in favor please say aye aye any opposed there's
no opposition the motion carries thank you again appreciate it um with that we are now moving to item four under the items for presentation of possible action employee compensation and benefits mr stanage thank you thank you i think in another life to make a history teacher because i really like going back and going over history so i'd like you to do is to indulge me a little bit in this history lesson that pay raises so i'll take you back to august 2020 and you only recall that when you adopted that budget it was the two million dollar in the whole budget you know fortunately during the year esther funds came out and mike was able to do some construction and we ended up with black but when you all had to make a decision on
the budget there was simply no money to get the raises we were in the red and so we did a market based analysis the following spring just to see where we were on salaries and as i've shown before this is where we ended up you see that the blue line there is the median of the market here in san antonio for future salaries and we fell a little bit behind the orange line represents really light sailing starting teacher pay down at the bottom we're pretty close but you can see as the experienced bands point out the separation got wider between the median and our alamo heights teaching salaries so luckily the timing was there with the golden penny came out and you all were able to love me a significant race to our teachers which
actually got them at that time above the median and if we were in a really really great position in another part of history you'll be recalled omicron wave came through and started in november of 21 and really kind of peaked for us in january 2022. we came before you in the meeting and asked for a raise for substitute teachers and people might wonder why are we talking about substitute teacher phrases this is compensation for regular teachers and in my mind they're both the same because substitute teachers are a quality of life issue for our teachers and also it's a retention issue a picture if you will a classroom that has no substitute teacher and who has to fill in in that classroom if the district can't get a 7. and what it is is teachers
who are on their planning period they're off time people from other parts of the campus which means that that's work that's not getting done every time a teacher has to go into the classroom or a staff member has to go to the classroom to cover so we came to you and you approved at that time they're ready to go up to 130 44 increase for ourselves but it once again made us competitive with the market here in san antonio and we received pretty much instantaneous results with that you'll see the pink marks of january 2022 when we hit 69 as soon as the races came through we jumped up in february 22 to 94 which from a check in history showed me we never got above 90 in february even before so that was a
very significant thing now teachers we're bringing the stress level down and to me that's a compensation issue because you all made the decision to apply the money there it actually was a high leverage move to retain our teachers and they definitely recognized how much you looked out for them we did another market-based analysis in february right after you applied that raise took a look at all the teacher salaries again to see where we were in the market and lo and behold the other districts went ahead and applied some pay raises since the one that we did so we were slightly below the median but we were below the meeting and that's that's where we are in town so we got just a little bit we got to try to close the gap and you can
see here on this chart you know we actually fell down below the median and so we're correcting that here this evening we're also taking a look at non-teaching salaries though there are outliers these are the numbers for the groups of employees clerical professional group over about 112 percent of market as a whole administrative professionals 101 those are administrators at the campus auxiliary employees is where we put a little bit of emphasis because they're 99 of the market and these folks are also our hourly employees so really any race that we can apply to them is going to make a significant difference so what mike had referred to was a three point three point three percent raise comes out to about three point two percent overall based on the average this tells you where the average
salary is going to be for our teachers which is well above the median salary for the district or for the market so our recommendations for you are to adopt that three percent raise for our teachers the three percent raise for our auxiliary employees the clerical paraprofessionals two percent our edmond group to receive a half a percent raise 23 may not sound like a lot for health insurance but what this does is gives a high deductible plan for our teachers of this individual coverage of five dollars and for family coverage which is our employee and their children it's right around four hundred months and this is a really good plan that covers a hundred percent of our prescriptions in network and uh also has low co-pays for when they go to seek medical care and then
as stacy mentioned earlier dana also mentioned uh this will include a 350 one-time retention bonus for those employees who are with us before january 2022 and this will be paid out around september october time and that concludes uh the compensation you don't have any questions so when will the teachers see this change they'll see this in their september paycheck which uh yeah i want to explain a little background on that our teachers work on the september through august pay here so this is going to align up with their pay here as well that's great i'm very excited about it they deserve more we should go and i heard by saying they deserve more this is just the best we can do right now just like just a comment i know we've discussed it in general
about all the vacancies and the different school districts in bexar county and how correct me if i'm wrong but we have no teacher vacancies in alabama we have identified someone for every teaching position okay and so i think that speaks to a couple of things but really just to our sense of community um i note a report in the wall street journal talking about the amount of people entering teacher prep programs has dropped 30 over the past 10 years right like that's a dramatic drop in supply and then with everything else going on in the world it really is incumbent in our community to continue to act like a community and care for each other and look out for each other and make this a great continue to make this a great place to work
so thank you all for doing it excuse me but it's up to us to keep it going just to thank you frank and certainly dana too because i mean we did have a lot of turnover in this this past summer this past year and i know that was a lot of work for you and for our principals to go and and find all these talented people and do all the leg work to you know to hire and recruit and get them in the door by august so thank you for all that i'm going to talk a little bit more about that my superintendent update um but we are really excited about our new people yes just one quick question the retention the 350 is that that's not just for teachers that's really important so that's
you know custodial bus drivers and and so for me i think that's really cool um you know we will issue that as a separate payment outside their regular paycheck and we will issue a letter that you all will help us draft that comes from you and from me to to share our appreciation good i love that and how are we funding the 350 dollars it comes from the esser funds that we haven't spent in year one so we had a year one year two year three we had a chunk left over that two hundred thousand dollars that we're doing dedicating to this all right thank you thank you appreciate it with that we're going to move into item presentation of facility rental annual report and our presenter will be dr frank alfaro members of the
board and those of you listening out there those of you in the room uh and so um there's numbers up there before i do that i want to kind of zoom out give everybody that the context we have long had a policy in the district where we rent various facilities in the district that are available obviously if we're not using um for school stuff and uh um for a couple reasons one is obviously there's extra revenue to be made but two it also kind of allows the community to use space that's not being used and so it's a great way now um i'm looking at the wrong notes so let me shift okay now this board we reviewed our policy on rentals uh in january 2020 and you guys recall in february march of 2020
uh the pandemic hit and so we didn't do rent we quit reading stuff after that and then we didn't rent stuff the next year and so last year was really our first year to use uh the you know the revised policy so i just wanted to point that out now anybody interested in uh renting district facilities can submit a request uh on our web page under facility rental requests on our homepage right there in the shortcuts and it's got you asked you know various questions about what you need it filters through the person who coordinates that which is our assistant athletic director uh jennifer fox now we've got a process we've been using that process and our part of our revised policy is that annually uh we report to you all how it went the
year before and so that's why we're presenting today now uh just so everyone knows nonstop users that's what we call people who rent stuff they're charged the fee and it's according to a schedule of fees that we have set up based on various categories so the various categories are other accredited educational institutions there's a category for non-profit 501 c 3 groups that don't charge the admission there's a category for those non-profits that do charge admission and there's a category for for-profit groups and each of our locations charges a different fee and that's inclusive of cost for us to use the facilities but also of uh custodians in that country now uh the other thing we do annually is to let you know if we recommend a change of the fees at all because last year
was kind of our first year getting kind of rolling again we do not recommend any changes in the fee structure at this point and so as you see on you saw in the board book last year from rentals we brought in 77 776 right about 77 000 uh 36 of that 364 came in from the natatorium uh 20 000 i came in from woodward's and cambridge about almost 18 000 1706 came in from the high school rental and about 2800 came people from renting out and so that's the big picture i'll be happy to answer any questions so i think renting the facilities is great you know whatever we get gravy sure what i care about is the people renting it their actual insurance policy and their indemnification to alamo heights in schools so i
don't know what our policy is or what our requirements are but if you know abc company wants to rent the natatorium what do we require them to have to indemnify us that's very good right yeah we have a lease agreement that everybody signs and they have to show proof of liability insurance up to i think it's a million dollars but all that is worked into when we when we uh we revised this once before you guys revised in january and our attorneys created a leasing agreement that's got all the things so do we verify that they have insurance in place prior to the runtime okay that's all i care about that's a big question other than that right away any other questions for dr alfaro thank you frank for joining us making the time with
that we're going to move into section 5 the consent agenda part of our agenda these are the items that are considered routine by the board or have been previously reviewed and discussed in prior meetings and that we as a board therefore enact with one motion is there anything any of the board members would like to remove from the consent agenda to consider as an item on the regular agenda and i'm going to give us a minute to look at it so did we other other than the i mean the building committee had discussion about the architect contract we have not had discussion of the whole group and at this point and it wasn't our wardrobe it was yeah and the building committee went through the questions that were uh so being on the building committee
i think david was if you have questions about that i can answer well but i don't know if this is the right time for that i mean there are questions i think we may have to pull it down i'm not asking to pull it from consent but i um i saw it in our board book and i frankly didn't notice until now that it was in consent just because i saw in the workbook a lot of people hear about it but um if our building committee folks have carefully reviewed it and are comfortable with it you know i mean i just wanted the building committee to make sure that they you know did something about it i don't know if there's any comment on that it's okay though okay okay it is it's not open
okay thank you so we're going to go ahead and note that we've pulled that out of consent discussed it so is there any any other any discussion since we're talking about it right now yeah that's fine that's fine yeah and then so then when are we gonna no no you're just pulling it out you're just saying yeah that you're feeling like yeah well if we're doing that can the building committee just share any points that you'd like for the rest of us to be aware of that were discussed or anything we should know well is this the right time then or do we need to move out of consent the consent agenda to them to the regular office that's right the discussion okay so let's finish that's what we're doing right now so we can
have that discussion now or we need to vote we're going to pull it we're going to pull it okay and then we'll sign the discussion okay so we'll have that discussion in a minute for one second if there's no other items i definitely want to highlight as we always do every month the donations over ten thousand dollars from the alamo heights academic support group thank you all for that for the gt services also a donation of thirty five hundred dollars from the randolph brooks federal credit union to support the new employee luncheon and breakfast at convocation it was a great breakfast being there myself so thank you very much with that do i have a motion to approve the consent agenda so clay do i have a second second stacy thank you all those in
favor please say aye aye thank you only any opposed say name the opposition the consent agenda has passed so with that now we're going to move back into discussion on the lpa architect contract correct correct right so clay if you would please so uh david and i and lisa lisa were we met about the architect contract and other issues with the building committee and the contract is um it's it's never ending so to speak it being that it's going to be the same contract form but what the building committee wanted to make sure of is that we had a not to exceed of 50 000 okay what that means is all the work that they're doing now you know meeting with the public and meeting with us and drawing some you know perspectives and you
know kind of just spitballing this and that we're not going to spend more than fifty thousand dollars all right so i was good we're all good with that and then let's say we want to go build you know let's say the bond passes and we want to go build you know building right next door all right well then the contract format is still the same however the negotiation of the fee will be per project okay so it's not like so that that was so every time we do something we're going to not renegotiate the contract we're going to renegotiate not renegotiate however just negotiate the fee yeah the scope will work the scope of work and then you know you know we'll pay you x for to do that and we'll pay you why to
do that but the basis of the contract as far as you know indemnification notification you know scope responsibility is all that's all the same okay but but it's on a project by project basis does that make sense yes and so that's basically what we thought was fair because they are doing work now and they should be paid for it and so but we didn't want this you know just like cat chasing the string just you know who knows how much we're going to spend so we capped it at 50 000. any other questions for the building committee just additionally the benefit being as we go through each project that the prices of materials change we can adjust healthcare architects so all those things we can deal with as we go and we don't have to
anticipate everything right now and so um i have two questions then is is that the same format we did on the last bond say is my first question okay no second question i originally we were talking about a percent to the architect's percent based on the building costs and now we want this 50 000 or are we is the fifth is the percentage still built into this so so the 50 000 is basically due diligence right i'm paying you for a lawsuit you got to go you know look at all this research right well you you should be paid just to do that that's what we're paying the architect to do we're paying the market right now we're we're paying the architect to do the homework talk to the community talk to people the teachers
dana mike you know whoever and they spend time doing that so basically this is like what i call a schematic design you know they're they're just kind of they're they're kind of just putting you know dealers out feelers out and they spend time on it all right so but but but once we just say you know what the bond passed or it didn't you know whatever then we will say all right well the first thing we want to do is x all right so give us a proposal to do x and x being the middle school or junior school or same thing high school whatever and so then we will negotiate what that cost that's good does that make sense yes yes that's that's helpful to me this is this is important so i appreciate
you guys explaining it to me so i know so it's good to hear what y'all's discussion was and i feel great about that thank you thank y'all for your time going through that um any other questions then for the building committee okay with that then do i have a motion to approve the lpa architect contract so david thank you do i have a second and carrie thank you very much all those in favor please say hi hi any opposed motion carries and the lpa contract is approved thank you all again for your work on that with that we'll move into section six of our agenda the board members committee reports and tonight we have two reports first uh by ryan anderson for the alamo school foundation and then second we'll have stacey sharp speak to
us about the district safety committee meeting so ryan i would love to tell you about that meeting but i was not able to attend i am honest i don't want it absolutely um we met yesterday reviewed the budget um really excited about where the foundation is right now with the endowment campaign they're actually at um already 1.5 million donated to that campaign without even kind of a full push opening and so that's um that's amazing celebrating just the um overwhelming excitement for greater heights tonight i think they're like it's 70 of the tables already being sold at this point through sponsorships and um excited to announce the naming of the sports medicine training room uh steve and ann valentine are naming that and it's going to be named doc's clinic yeah exciting news all around
from the foundation we're going to try to get them in touch with if he's feeling a little bit better so real quick within all those in the public if you have not yet donated to the school foundation there's always time to do so public service announcement and just a reminder how great heather mcfarland is for that foundation so with that stacey please safety committee okay so the district safety committee met on july 27th and um that committee is made up of admin teachers parents um and i'm represented for the board um and it's led by frank sanch here our excellence uh representatives um and so the we really had one key task for this committee it was the first it was the earth for this me it was the first meeting of the year and
it was to work on the active threat annex that is now going to be added to our emergency operation plan emergency operation plan is pre-existing this annex is a new edition that needs to be there now under new state law right and so frank did a nice job dividing us up into different groups to look at various aspects so it's a five-step process and in the case of an active drugs essentially an active shooter situation uh prevention mitigation response and recovery and there's detailed steps that it was kind of the draft plan we were looking at detailed steps under every single of those five stages and the groups did a nice job of really digging into each of those steps and what you know i could handle that and those various revisions or you know
research that frank could go back and do and kind of figure out what tweaks may need to be made but um okay thank you very much any questions for dana stacy all right with that then we'll move into section seven of our agendas with business recommendations tonight we do have one uh there's a resolution resolution to join the tips cooperative and we'll have mr mike hager present i think this uh is a co-op for uh it's possibility of some security issues that we can purchase uh it saves us from having to bid it since the cop has already been this product out so we just need to join that co-op and that's what this resolution does do we want to elaborate a little bit more on that we're not voting on any contract any purchase
any expenditure tonight i think as we talked about in the committee meeting last week this is just to join the co-op which doesn't bind us to anything it's really just pricing that then we don't have to go out and get it we don't know where there's a full okay um are there any questions for mike or maybe dana on this and again we talked about it committee i think we flushed it out pretty well um okay with that in and i've um but they do have to take action so this should be consideration of the resolution so we need an emotion to approve okay but we don't have to read the whole yeah okay so do i have a motion to approve the resolution to join the tips cooperative stacey thank you i have a
second ryan thank you very much all those in favor please say aye aye any opposed i hear no opposition thank you so therefore the motion to improve the resolution to join the tips cooperative passes with that we'll move into section eight of our agenda the calendar review dr shara for yours okay elise is going to project this for you and again this will be reflected in my update to you on friday but this week we have another scrimmage at home versus macarthur tomorrow night our high school athletic kickoff program is next wednesday six o'clock at the stadium it's gonna be really great smoke shack is catering nice i love it there's a little plug that's good um excel graduation on august 25th please mark your calendar if you're able to drop by for that our
junior school athletics kickoff program is thursday october august 25th as well football away at seguin august 26th we have rescheduled our team our team of eight training our team building workshop on august 29th 6 to 9 we'll have dinner for you here at 6. we're hosting our second community information session with lpa on september 1st at the oaks at 6 o'clock football at home september 2nd our gnp meeting september 7th and you remember we'll have time to hear from lpa at that meeting about the high school about excel academy and about central office um football away september 9th deac carey will attend as a representative board september 14th and then our regular board meeting before you know it will be there on september 15th um are there any questions about any of these we are
going to need to decide whether or not we're going to put together board tables for the greater heights night a couple of you have emailed me about that and so i'll include information about that in the update do you know the date of greater high tonight okay okay so just know that that's gonna be something on the radar calendar-wise that we'll need to get our minds around yeah so before we move on i just want to highlight again for anyone who was here in the room that was there and who's listening at home the attendance at our intra squad scrimmage and last week's scrimmage it's awesome it's a scrimmage and we had a couple hundred people parents there watching it i know the boys really appreciate it loved it and then also just a highlight
for coach ritaman the peanut butter bowl his baby something he created years ago johnson giving peanut butter i think snack pack is involved you can always donate there's different buckets at the high school there'll be buckets friday night i'm sure but the seguin game that's where it will be presented and kind of their big deal so please donate if you can and you can bring them to the barbecue on wednesday we'll have multiple times yeah if there's no further discussion on the calendar we're going to move into section 9 of our agenda superintendent's communication again dr sharon okay um so just to um anchor into some real celebrations i know i've heard from many of you around the table um what a great um feel this has this opening of school has been and so
i just want to highlight some of those celebrations for you um if you go ahead and click just see the pictures we had at least they put together just some snapshots of what we're celebrating we had an incredible opening convocation celebration where we launched our theme for this year no place like home this year was unique i'm gonna give julianne um a shout out this was her first convocation here at alma heights too um to pull off for us and she did an exceptional job um she launched the theme no place like home and instead of pulling in a guest speaker like we have done in years past we invited some of our own staff to come up and to give little mini keynotes and they were able to just share why um for them
this there's no place like elmo heights and it was pretty touching it was emotional it was a great way um for us to kick off the start to what feels like a much more normal opening of school and so with that i am going to also just highlight that we are celebrating a record number of new employees um and we're so excited about their outstanding talent and their outstanding heart for this district y'all we've hired 90 new new folks and that compares to last year's record number of 60. and so um we're going to be challenged to really think through the way that we support that number of new employees but again we're so fortunate to be in a district where we have applicants after applicants after applicants who want to join this team and
not all other districts are as fortunate as we are to be in that place where we can be selective about the hires that we make so really excited you can see a picture of all of them after their bus tour over there on the right-hand side of the screen um just some great new energy um and and amazing talent i want to highlight that along with the celebration of new employees just to tag team david was sharing of those who left us last year around 30 of them left the teaching profession all together and that's that we've never seen that happen and so you know you've heard and you've read articles about the great resignation you know about the challenges that we face in the medical community and also in the educational community so my
team we're really going to need to think through strategically the way that we need to change recruitment retention and induction of employees over time one of my superintendent meetings this past week it was shared that of all entering texas um students uh university students typically we would see 20 of those in texas universities going into education and this year it's four percent also the pipeline of educators is an all-time i'm going to say crisis level and so that just needs to be something that we continue like david said to be incredibly thoughtful around the way that we support um our staff but the way that we're creatively recruiting and tapping into those who've left the profession and encouraging them to come back and so that's something that i want to make sure is on your
radar as well um we had an incredible celebration you can see in the pictures back to meet the teacher in person families and there's a great energy and excitement of being able to open the doors and welcome um our families back into the classroom for those events instead of hosting our outdoor our drive-by that we've hosted the last couple years we've hosted um in-person junior school orientation events and also high school events this year too and then first day was just an incredible feel i dropped my own son off at woodridge and just the feel of the masses of our neighbors walking into our schools and walking through our neighborhoods back to our campuses was just again an incredible highlight and incredible um way to start the year so big celebrations all around just a
couple updates at least if you go to the next slide um we have launched our comprehensive elma heights isd community based accountability report alongside the announcement that we earned a rating a district rating of an a from the texas education agency and so we like to launch that comprehensive report that we bring to you every month at these meetings at the same time as that state accountability report because us in alamo heights it's been about so much more than one test on monday right and we have um really cautioned against the over-reliance of standardized testing and our community deserves much more than that so although we celebrated the a and i don't want to by any means discount the hard work of our staff to maintain that a over the challenges that we've faced over
the last couple years we also just celebrate the comprehensive community accountability that we uphold and so we've got lots of good feedback about the messaging around that but again um kudos to our teachers for the work that they've done to help us maintain that rating of an a um also i just do need to highlight that we have been very diligent over the summer to really uh be focused at looking at our security and safety protocols and ensuring that we were ready to open our doors we stood up a summer audit we stood up external door audits and we're going to continue to be reflective about what's working and what needs to change and all of our staff members went through extensive training before we open the school this weekend you're probably already getting notifications
from our campus leaders that our students are in training already week one through the safety practice trainings and so i want to make sure that that's on your radar as well and then finally we've been working throughout the summer at least if you go to the next slide with lpa to continue kind of the needs assessment piece and conversations with our staff with our community about this next phase of construction and the packaging around bond 2023 and so we spent a lot of time mike and i've spent time with lpa again spent time with our staff members have spent time with you all at the board level a couple weeks ago when we had our morning meeting and we will continue to chip away at that so that we get to the place of being
able to unveil just that comprehensive package of with what's going to be included in that so again i just highlight that we're extending an invitation to the community to continue to partner with us september 1st at the high school oaks and we'll kind of share where we are but also get some continuing feedback so david uh where else are you going to send out the invitation to show september 1st over here it's in monday mail it has already been in monday now we highlighted it in school views summer mailing that went out we have it we'll have it on the marquee for folks as well social media yeah we got a nice social media oh you did that's right a question on the marquee instead of saying lpa could we say architect or something yeah
we'll say yeah i'll say bond input or something yeah absolutely we heard that from y'all last time so absolutely anything else will you make sure that some of us i mean i'll go if anything here if it's building or whoever but then we'll have some trusty representation there correct thank you for the thoughtfulness of including our parents at cambridge and woodridge on the opening day just heard great stuff about well can we bring up how awesome the two stories that pins put out those kids i think about our two amazing teachers and on that the dad's club at woodridge i mean it was just two really awesome pieces that really highlighted what almighty is all about and that's our census community and loving our teachers so that's a really good way to start the year
thanks for pointing that out thank you okay with that that concludes the public portion of our meeting tonight thank you to everyone who came and spoke congratulations again with frank stanton spotlight and excellence y'all be safe drive carefully see you next month uh before we move into our next item if there are no objections we'll take a short break before entering into executive session as per texas government code section 551.001 what ring is
