At this time, Ms. Ophelia Hunter is walking over the sign-in sheet, and we have no one that signed up to speak at today's meeting. Hunter, on to item number five, the action item. 5A, consideration of
possible action of differential routing of the bus pool under RFQ number 2601. Dr. Medina? Yes. Good evening, members of the board. Thank you for being here. The purpose of today's meeting, which is obviously a special call meeting, is for our collective bargaining process beginning the work at Alex High School on the roof. And so, I'd like to invite to the podium our CFO, Melissa Santos, to explain the process that we took and our next steps once approved or if approved tonight by you all. Good evening, members of the audience, members of the board, Dr. Medina. We did put out an RFQ for professional roofing consultants. We wanted to create a pool of consultants instead of selecting one individual consultant to do the evaluations of our roofs throughout the district. We did have five submissions, and
of these five, we had a of these five, we selected three. We had a committee that scored them based on their qualifications, their experience, and their ability to perform the work. So, we have three that we're recommending. The reason we're going through a pool instead of an individual is because we have more flexibility. We can use It's It's not a guarantee that all three will have work, but we can use two at the same time if we want them working on different projects. We can use one throughout each project or we can use all three of them for three different three different projects. This way, they'll be approved for the next 3 years. We won't have to go through this process if we do if we don't finish it within the year, we won't have
to come back and do this whole process of finding someone again. Um And so, the the ones that you see listed, which are B Professionals, Armco, and MTech are the ones that we are recommending. And so, we want to start with the high school and have one of them go and do evaluation for the high school and see if they can give us an estimate on how much that would cost and then based on the funds that are remaining, we'll determine which other school we do that through. That. And when we do meet with them and then we can have them also give us a timeline on how long it would take for them to complete that one project and then if we want to start on another one, then we would have to be
going through the process of posting in the newspaper for a few weeks and then going out taking a longer period of time and that's why the recommendation is to have three in the pool. So we can expedite the matter. We're looking at hopefully getting started maybe as early as May and then work throughout the summer and not have to interrupt instruction so much at Alice High School for the 26-27 school year. I know that these were based on the price cuz prices are given during our IQ so we'll negotiate on these projects. And then we'll bring that to you guys for approval. It would be starting at the high school, I assume. Yes, high school will be first. >> The scope will include Terrell completely? Well, we're going to see they'll come in and do
an evaluation and they'll let us know what has to be done on the rooms. It might be the whole thing, it might just be the older sections. It just depends on what Because my understanding is that there's part of it that was recently done that you all had approved so we're hoping that that is still, you know, good and and the warranty is still there that we would just work on the ones that were damaged that have not been repaired. So it's the high school and then what, Rams or what? Mike, which one did you say was the next priority? Uh Charlotte Elementary. Jessica. So basically the consultant's going to serve as an advocate, right? Uh as an as an independent in order to better assess the roofs. So, with that being said, a new
roof would do to answer Mr. Baynes' question uh on a new roof, the consultant can go up there and see if they have indeed provided three layers of roofing in previous work. If those three layers have been applied, then that will require new roofing that will need no more uh basically >> Over like you don't want to just put a layer over a layer over a layer. Yeah, that's cool. It's going to have to be Yeah, so that the high school like I was saying it mentioned uh those when I first started with the district, those were in the process of and they did them in phases. But uh a lot of the work there, you know, was of course questioned and you had people coming inside and uh basically that that work wasn't being
the work the scope of work wasn't being performed adequately you know adequately and and the end result is is what we have now unfortunately, right? But you have some certain areas like the 400 wing, the 200 wing which that was one of the phases that they the the work that they did on the 200 wing and that's big problem. So, so what you're trying to say is that they're going to have to take everything off and then start over all over again. Depending on the applications that the existing applications that they have right now. So, if there are three layers of roofing that have been applied to that roof in the certain sections that are most damaged right now, then that's going to have to that will have to be a complete re-roof and so
That's shattered it's not I I and roofing I don't know nothing I mean much about it just based on what I just it's a complex it's complex, you know, but at the end of the day they're costly and uh and you know, they affect the safety and the they affect the safety of students and staff and so we're here to make sure in order to progress and and move toward that A uh that I get calls every day, especially you know, it's unfortunate having no rain, but I mean, it gets to a point, you know, we're putting uh trash cans underneath there and you know, they're getting half full with with water. It sounds like a waterfall in there. You know, uh at one point in time, we're like, man, this is never going to
come, but we're here now and just asking for your help in order to progress and and move forward with this and like Dr. Rinaldi and the staff and the people here, you know, our main goal with the NA uh district and uh that'll play a big vital part in that, you know, for the kids. Yes, sir. I have a question and this is for someone cuz this is specially called weeding. It's kind of taken out of the traditional agenda. And I just want the community to know and for transparency that this has been an ongoing issue and getting the funds to repair the roofs of schools identified as uh needing repairs and the reason why it's urgent to us to provide safe facilities for our students and to expedite that and narrowing down the timeline.
So, for each and every repair, we don't have to go back and have an RFP. So, if Dr. Rinaldi, if you could just explain a little bit of background for somebody who might just be joining us today. I'd appreciate that. For sure. And so, the roofs in all our facilities have been recently evaluated by inspectors uh because maybe close to 10 years ago, there was a major storm that caused those damages. So, in the meantime, initially, the insurance company provided uh LSISD with $2 million to repair roofs. The district went into litigation and it's taken that long to finally come to an agreement and the district has received funds for us to fix the roofs. We're We're at a point that with the money received, we're not sure we're going to be able to cover
all the damages because of depreciation. So, the courts have allowed so much money to come in and we're going to be using that money as much as we can to fix the roofs that need repair. Our own people have evaluated where the needs are, the priorities. And so, that's why Alice High School is at the top followed by Schallert. And so, the process that we're going to take is exactly that. If we have a pool, then we'll be able to expedite the work. So, we won't have to go back for a request for qualifications over and over again. So, this will be good for 3 years. We are trying to look at the work we have, talked to legal, can we do the work in a year because, you know, that's what they're wanting for
us to request even more funds. We definitely know that in a year we're not going to be able to cover if we know it's going to take a minimum of 6 months just for Alice High School. So, we are actively evaluating all the buildings, the facilities, and their needs. We want to rest assured to the community to the taxpayers that you all represent that we want to get the work started so more damage does not continue to build up. And that's why it was important to have the special call meeting. We could have waited 3 weeks, but we've already waited 10 years. And the more we wait, the prices are going up and up. So, that's why we didn't want to wait 3 weeks. We wanted to have you make a decision for us in
order for us to move forward as quickly as possible. We want to rest, you know, give you that certainty that as the business office, operations, and maintenance, and myself, we will be looking at these funds closely to use them wisely. All I'm just saying is uh should we approve that takes since they're so low on the score that's the or the ranking of the We We thought having three would be more um more I guess com- competitive or they'll be more the the pricing as far as pricing goes if there's three, you know, we can bring them down. If there's two, it's kind of hard to Actually, we're not able to do that. In our request for qualifications that uh they're recommending Oh, I see what you're saying. Yeah. In our In the request for
qualifications we Like Melissa said, we don't have to use them. Okay. They're just there. We can keep just one the whole time. Okay. But if we have the opportunity and it I mean there was two that were pretty close. Yeah, that's what I'm saying. There's two that's real close and then the other one's like The gap is yeah. And just for clarification, Melissa, an RFQ takes how long is a process so people can understand that we're saving not weeks but like months and months of time. >> The RFQ process, it has to post for two straight weeks and then after the posting that then you do your evaluation of all the submittals and then you have your committee you know, uh score scores them. So, it can take three to four weeks to finish that
whole process. And then after that, it comes gets posted on a board meeting whichever that may fall, which requires approval. Which could delay it some more and then from there you go out and you begin project. And so by doing this pool, we're picking three, possibly two that we know for sure we're satisfied with their qualifications that will be used throughout different projects if we need it for the high school in Charlotte. Okay. Just so I'm Thank you. And maybe more after that once we get those two. Yeah. Yes, Mike. No, I'm sorry to interrupt. I was just saying this would be transparent also on additional costs that she's saying that they don't mention costly and there are additional costs as a result of that damage. So, those additional costs aside from roofing company that
are going to come into play are are going to be vendors of with carpet and stuff like that cuz uh that roof ended up damaging a lot of the carpet, you know, there in the auditorium. I'm sure you've seen that. Uh the film uh room there at for the athletics inside the dressing room and the band halls in the middle. So, you'll have additional people coming in and and uh submitting for quote aside from roofing companies in general and just to be transparent to you'll know why these other companies are coming in when they're not really associated with roofing projects. So. And then as a result, kind of to wrap that up, these funds are based off of the litigation that we have or the insurance claim that's going to cover the damage including the
roofs, the carpet, damages to the walls, other property. Yes. Yes, no um money that we received from that lawsuit, Melissa has isolated those in a specific funding source. So, we'll know that that's the money we'll be using for these projects. It's not anything from the fund balance or anything like that. >> It's in our capital projects account, not in general funds. So, Melissa, just to clarify something because we have the RFQ with these three that are being recommended, then you don't have to do an RFP or they in are they already in the uh region two approved uh by board or how does that work? Or S 4 Well >> is the actual work When when it comes time to do the actual work, are they going to have to provide price? >> going to
actually do the work themselves. They will do the assessment and they'll kind of be overseeing the the project, but the contractors are sub contractors. That's totally separate. So Okay, because I know that Armco is uh for sure >> Yes. >> They are a roofing company cuz I know that name. So these are just going to be the roofing consultants. >> Right. Just the consultants. And then also Are they going to recommend the roofing company? I assume. Yeah. Yes. They'll they'll assist us in selecting who's going to do the actual work. So they'll do the design of it like architects do. Yeah, they'll do the design and They'll oversee it. They'll have the meetings as as often as we need. They'll keep track of the So then the RFP process will be a separate Yes. step.
Yeah. Yeah, that's why this has no pricing on there, but when we do have those other things, we will have to bring those to the board. And will we allow like the Armcos of the world to Uh no. They In our RFQ we The job is Okay. All right. That's what I wanted to Okay. They would be independently. They're not going to have their own They're not going to do the work themselves. >> Okay. All right. Just wanted to clarify that. Perfect. All right. At this time, is there any other questions? No. Is there a motion at this time to approve and take action regarding the professional roofing consultation for 4 R 2601. I'll make a motion. We have a motion by Mr. Reed. Is there a second? And a second by Mr. Dunwoody. Mr.
Iannone? Aye. Mr. Peña? Aye. Mr. Reed? Aye. Mr. Dunwoody? Aye. Mr. Starr? Aye. Motion passes. Thank you for letting me do that for you. On to item number six, adjourn the fact the time is now 5:30 and this meeting is adjourned. Everyone have a great weekend. You too. Good night. 30 minutes early. Happy Easter. I hear that you all have a
