I don't think it's by any accident, uh, that our cross country team uh, has been successful. Uh those of you

004uh that are waking up at 5 in the morning and 5:30, some of these kids are already out on the streets putting in all the hard and long hours that it takes to be uh successful whether it's hot, cold, what have you. Thank you guys. >> Thank you, Mr. and Mr. Thank you. the program, the FFA program, I completely understand how it does model the leadership, the character, academics and service. So kudos to all our students and our parents because they are going above and beyond. 017like to recognize Dr. Superintendent of schools members of the board and all those that are present uh this evening. I have a special recognition to present to Miss Silva. First, I want to make sure that I recognize Miss Belind, Miss Belinda Silva for her outstanding work in helping us submit a grant to the Coastal Ben and Atorious program at the end of last school year. We're pleased to announce that the Octo uh that the outdoor classroom proposal that was submitted by Missas on behalf of Nunan Elementary was selected for funding by the Coastal Ben and historious program. And again in October, uh, Coastal Ben notified Alice ISD that Nunan Elementary had been selected, uh, and awarded the uh, the proposal development of an outdoor classroom, a grant up to $7,000. The project included three main

018components. A structured waterfall with a bird drip designed to support learning about maintaining a wild wildlife sanctuary. The second a bird board walking trail featuring several interactive learning stations along the bridge including dragonfly drive and a hummingbird highway enhanced land. And the third one was the enhanced land landscaping of flower beds, bushes and native plants to promote hands-on environment learning uh for our students. Again, this outdoor classroom will provide meaningful real world uh learning experiences and we look forward to seeing the project come to life. Once again, thank you Miss Silva and Miss Silva and congratulations to Nunan Elementary for securing this wonderful opportunity to enhance the educational environment for all our students at Nunan Elementary. Thank you. >> [clears throat] >> We'll go take a picture once. Thank you so much. Thank you. >>

On behalf of Dr. Manetta and myself, we would like to recognize Alice ISD's very own Miss Erica Woodruff for her dedication, compassion,

020and tireless support of our students, families, and campuses. Erica's efforts extend beyond individual students. She builds strong relationships with her colleagues and her students as well. She collaborates with staff and supports families to ensure every student has the resources and guidance that they need to succeed. Her colleagues describe her as flexible and ready to serve. She does a great job of remaining focused on ensuring our students get the necessary services to excel in and out of the classroom. Thank you, Erica, for your commitment and for being an outstanding advocate for our students in LSISD. Now, we'd like to recognize a special group of teachers that had perfect attendance for the first few six weeks. So, we'd like to call Miss Veneva to the podium and Mr. Sasat to help her out as well. Good afternoon,

021madame board president, Dr. school board members and audience. So thank you. >> Yes. >> Very very happy. And like Missa said, we continue to or want to do this for the next two six weeks as well. So they had a little small check. Maybe they can have dinner with their spouse and a nice shirt that says attendance matters. [clears throat] >> Uh last but not least is the recognition of the HR department. So, Governor Greg Abbott had proclaimed October the 8th as Texas Education Human Resources Day and we haven't had a meeting since or we were not able to put it in the agenda in October.

025So, it's a day set aside to recognize and honor the important contributions made by school staff who work in human resources. We all know that HR is a very serviceoriented department that ensures we are complying with both state and federal laws. So they do everything from onboarding to certifications to contracts, evaluations, recruitment and retention and the list goes on and on. So sometimes it's a difficult department because it all starts there or it may need to end there with everyone. So thank you again to the staff and uh invite maybe to call out her staff so she doesn't have to call herself. >> Thank you each and every one of you. Thank you. At first, I'd like to bring on Miss Rosa Gonzalez, our human resource coordinator. Next, we have Miss Ivon Jenkins, our executive

026resource. Thank you. Next, Miss Emily Vieiraa, our HR specialist. Next, Miss Roxy Rodriguez, HR specialist. And of course, and of course, their leader, Miss Lynette. Thank you for >> Thank you again to the HR department. And now we have our presentations and I'd like to invite Miss Elena Duchess for a short presentation on Good evening board president members of the board in the audience. This evening, I'm just going to be giving a quick update on our latest Saturday Academy and sharing some information on how House Bill 8 will be impacting the state assessment program along with some upcoming star dates. On November 8th, we held our second Saturday academy of the school year. It was attended by 260 students across our six campuses and that was up from the October Saturday Academy attendance which was

027196. This session also included a GT writing camp for students from across the district and Dubose Elementary hosted a session focused on providing support for elementary special ed students which was led by one of our uh one of Dubose's special ed teachers. Our next Saturday Academy is on January 17th. Earlier in the school year, there was a lot of information in the news about House Bill 8 and a possible end to star testing. There were a lot of unknowns regarding what those state assessment changes would look like. Um, a lot out there in the news and social media. We have some limited information to share. So I wanted to do that just because of the public interest in this topic. So here is what we know so far. Um starting with the school year 2728.

028So not next school year but the following house bill 8 does replace star with the new assessment program. So star will be gone but it will be replaced with what they're referring to now as the student success tool. So, our new acron acronym will be SST for student success tool. There's a couple pieces of key information that they've shared with us so far. Um, one of the big points was that the intention is that the assessments must be shorter than STAR. So, they're trying to minimize the impact on instructional time. Uh, there will be a beginning of year, middle of year, and end of year assessment for grades three through eight. The beginning of year and middle year will be optional for the high school end of course exams. And in the interest of minimizing

029instructional time impact, most students are expected to complete within the time frames in this table which are significantly shorter than for STAR. Right now for the beginning of year and middle year assessments um for grades three and four, they would like those that most students would be able to complete within 60 minutes. And then for fifth through 8th grade, 75 minutes. And then for the end of your assessment, which is what would replace what we have now as the end of your star, the intent is that most students would be expected to complete within 90 minutes to 105 minutes at those grade levels compared to right now it's you know 3 to four hours. Um so they are going to be shortening it. Another change is uh the turnaround of assessment results. so that assessment

030results will be turned around much quicker. Um the first year they said they will be provided to schools within two business days after the testing window and the following year within one day. Um so they're looking to have almost immediate results and we will also be having our endofear assessments shifted to May which will give teachers another basically month of instruction. Right now, the majority of assessments happen in April. The only exception will be that the writing portion, the extended uh response for RLA, the reading language arts test, will be at the beginning of April so that they have the time to score the writing part and turn it around when they take the rest of the test. Then another piece that we know right now so far is that at that time 2728 the

031English 2 end of course assessment will be eliminated. So they would stay with English one but there would no longer be an English 2. We do know that for students who are graduating in 26 or 27 that doesn't change anything. There are no changes in terms of their graduation requirements, but the state hasn't given us m much information about that how that English 2 affects graduation assessment requirements for the class of 28 and beyond. All they have released for us right now is that more information on the transition plan for those groups will be provided in the future. So, we know the current seniors and juniors won't be have any changes because of that. um but they'll let us know a little bit more um as [clears throat] we go along. So, those are the

032changes that we're aware of at this time. Um just to kind of share some of that information and we'll continue sharing as as we know more. We do have December star and of course exams coming up here right after break actually in the first week of December. You can see the schedule there for our high school kids. These are the exams that are primarily for our retesters um who are taking another attempt at meeting standards on the test. We do have a few also um US history students who will be taking it for the first time. So if they took dual credit history 1302 over the summer or are taking it now, they'll be firsttime testing. Um then we have approximately 95 students taking the English one, about 80 who will take the English two,

03347 for algebra, about 12 for biology, 16 for US history that are retesters and then approximately nine of the firsttime testers for US history. Out of the kids who will be assessing, about 30 of those students are part of the 2026 graduation cohort. So this December assessment administration, it's an important opportunity for them to have a chance uh to meet their graduation requirements before the end of the year. Then uh starting next month in December, the principles will begin uh rotating through to provide campus focused academic updates. So next month uh we'll be starting off with Dr. Kubala and she'll be sharing the Alice High School academic update for you all then. >> So we won't be seeing you tonight. >> Well, I mean I'll be over there. [laughter] You won't be hearing. So, any

034questions? Thank you. >> Any questions for Kim Kubala on school safety? >> If not, then I invite Melissa Sanchez to the podium to give an update on a few things. Oh, I'm sorry. Did I skip you? [laughter] I don't know what's happening to me. Sorry. >> Good evening board president, members of the board, Dr. Deio, members of the audience. I bring to you tonight the student services update. And of course, we start off with our attendance. So, this is our October campus attendance. And you'll see on the board we have Alice High School. Last year was 90.65%. This year 92.11% giving that 1.46% 46% increase at the middle school. We had 93.70% last year, 94.08% this year at uh giving them that 0.38% increase. Uh Nunan Elementary, 95.52% last year, 95.03% this year. They just

035had a few below 0.49%. Science Elementary 95.22% last year, 95.71% this year, giving them that 0.49% increase. uh Shallot Elementary 96.3% 96.46% this year giving them that 0.16% increase and then Devose Elementary 95.12% last year 94.87% this year uh just giving them that small decrease at 0.25%. So uh the gains at key campuses have indicated that our strategies are having a measurable impact and it demonstrates the effectiveness of our attendance initiatives. So moving on to our district for our district attendance last year was 93.62% and this year we ended at 94.19% giving us that 0.57% increase. So with that um if you see that the district does continue to make steady progress towards our end of year goal. Our monthly attendance revenue loss analysis in October we ended at 177,82 $8289. this year was $159,52689

036giving us that monthly attendance revenue savings of $17,556. So, I wanted to kind of give you a preview. I know back in August, uh, we had this approved for cell phone pickup, so I kind of wanted you to see how the secondary campuses are doing. The comparison of our device pickups between high school and WAMS highlight several positive practices and systems our district has in place. Both campuses are actively enforcing the district-wide policy. The number of pickups at Alice High School demonstrates that staff is addressing violations, ensuring fairness and consistency with our students and parents. WHAM's procedures they collect phones during first period indicate students understand expectations. Teachers are implementing the procedure with fidelity and the structured system prevent prevents distractions. In August, within 15 instructional school days at high school, [clears throat] we had

03766 personal devices picked up. In September, within the 21 instructional school days, we had 97 personal uh devices picked up. And then October, you'll see there within 20 school days, we had 76 personal devices picked up. And then moving down below has the Willie Adams Middle School and they have in August and 15 school days they only had one cell phone pickup. In September they had nine personal devices and October 15. So both schools have continued to stay in compliance with the law. I kind of just wanted to give you all an insight of what how they're doing and how well they're still continuing to implement the uh no cell phone or no personal devices on campuses. I know the last time we uh I was up here, David wanted to see how successful Skyward

038Family Access has been for parents and whether they understand how to navigate the system. So, what I did here was I kind of put in um the usage. So, if you'll see here, you're going to see our grades for each month has been our topest uh top area where student or parents are actually going in and viewing the grades. Now, the number doesn't mean there's 1,746 parents accessing grade. It just means I might have gone in there maybe 10 times throughout the month. So, it just counts every time they access that area. Um, so we do know as far as our grades that uh they are staying informed about their child's education. We had 4,224 students enrolled as of October 31st. The number of times parents access different areas of Skyward each month. Highlights strong

039parent engagement and communication between home and school. If you look across all three months, as mentioned, the grades are the most viewed section. That means that our parents are highly focused on monitoring academic performance. Hundreds of our parents are checking the attendance each month, demonstrating awareness of the district's focus on improving attendance. our totals underneath underneath each month as you'll see like under August we have 5,964 that just shows that those are parents that are consist consistently logging in and they're using the tools provided to stay connected with their child's uh progress. Now we do have over 9,500 active accounts but that includes uh mom, dad and uncle guardian grandparents. So with that most students have multiple adults that are monitoring their academic and attendance progress. So this is an important factor in student success

040and accountability. And do I have any questions? >> Thank you. Now I'll invite Melissa [laughter] and Melissa has a few items dealing with the budget and I know that she's also going to have somebody present. >> Good evening members of the audience, members of board, Dr. um in the in your packet you'll see I have several financial items in there. Some of them you're not used to seeing. So it's just for your review. Um one would be the revenues and expenditures for three major funds which usually get that report. Um you'll see a bond project budget update which is going to show you the expenses and the available uh funds for the savings project as of October. And you'll also see a report with any vendors that had cumulative expenses above $50,000. And I just

041want to show you that even though they're above 50,000, we have procured all those goods through our purchasing co-op. So we are in uh compliance with our procurement requirements. And then finally, you'll see a report on our bond interest. So as of October 31st, 2025, we have earned over 1.7 million um in interest on our bond funds. So do you all have any questions on those items? If not, I'm going to move forward and introduce Mr. Thomas straps from uh he may not be enough financial consultants. He's going to come up and give a presentation on some potential bond refunding opportunities for the district >> that we actually have as an action item later. >> Yes. And you do have an action item on this on the agenda. >> Thank you. Good evening members of

042the board. Dr. Trovinho. Um I'm Thomas and Stra with Tina Financial Consulting. Uh, those of you that know Robert, he he apologizes for not being able to make it, although I did get a copy of his senior yearbook. I just sent him a photo of his haircut. [laughter] But yes, I'm here in hisstead and we're just going to discuss tonight uh what is a plan of finance and then later in the the agenda, you have an action item to adopt a parameters order for an unlimited tax refunding bond series 2026. What's up here? Um, do you have the presentation in your packet? Perfect. Well, just to start off summarizing, you have four series of bonds outstanding in an amount of 60,280,000. The series we're going to discuss tonight that is eligible for a tax exempt

043funding is the unlimited tax refunding bond series 2016. So, that's currently outstanding amount of 8,55,000 of which we're looking at refunding 6,270,000. um that represents maturities 2028 through 2033. Those are refund or maturities, excuse me, that right now generate positive savings for the district and its taxpayers. And so, um you can see there 2028 to 2033 the outstanding interest rate on those maturities is 4% and the call date or the option for the district to call these bonds and refund them as current. It actually became current on 8:15 2025. Um, with the Fed action and just market downward pressure, we've seen rates improve to a point where the district can now refund these or refinance them. With a new bond at lower rates, which will generate savings for the district and its taxpayers. Um, you

044can see there in that bottom left hand portion, it's a kind of an outline of the savings structure for the bond. This is again based on current market rates. I ran this last week on the 12th. Um, that first column is the existing debt service on the 2028 through 2033 maturities. The second column represents the refunding debt service. So the projected debt service on the new funding bond. The third column is the gross savings and the fourth is the net present value savings. Um the summary to the right there represents kind of the key statistics from the refunding based on current rates. We're looking at again we're funding an amount of 6.27 million with the refunding amount of 5.81. So um well below the refunded amount. Um, we're funding 4% coupons and the current projected

045NPV savings, net present value savings, it's $115,895 or about 3.44%. Um, the first two years you'll see there represent negative or dis savings and that's because we're refunding 4% coupons and we're not refunding the 26 or the 27 maturity. They don't add positive economic value to the the refunding. What we're refunding though is the underwriter gave us an assumption of 5% coupons. So we have slightly higher interest cost in the first two years but we do generate positive savings in 2028 to 2030 degree for an overall net uh positive savings of 215,000 216,000. Um again that's based on current market rates. What we're going to discuss tonight with the parameters order is you're essentially going to adopt uh if you choose to an order that authorizes the district some several personnel from the district to

046act on the board's behalf should market rates improve to a point that the refunding meets certain metrics and that way we're not uh constrained by having to come back and sell on a board meeting date. We can actually remain agile in price when the market um allows us to generate the maximum amount of savings for the district. What we typically like to see and what is reflected in the parameters order is net present value savings of at least 3% on a net present value percentage basis and then at least double the cost of issuance for doing the deal. And so whenever you do a deal, you have to pay out of bond funds, your financial advisor, bond counsel, the rating agencies, um all the people that are involved with doing the deal. And so we

047like to make sure that the district nets at least double the cost of doing the deal before we pull the trigger on any refinancing. That way we're not doing a refinancing just to to pay out members of the the transaction team. And so we don't currently meet those metrics right now. We do meet the 3% threshold, but we're projecting around $150,000 in total cost of issuance, which again represents all the people involved the transaction and then obviously the payment to the underwriter on the deal. Um so if you go to the next page, any any questions on that so far? Okay, perfect. The next page represents essentially the same um information as the first slide, but less 30 basis points or about 1/3 of 1%. That's the projected movement we need the market to have

048in order to meet our two times cost of issuance threshold. If you look at that bottom right hand projected savings summary, you'll see that the NPV savings has increased to almost 5% and the dollar value has increased to over 300,000. And so again, that meets our two times COI. It reduced the bond refunding amount to 5.73 million from 5.81 million. And again, that's just generating more positive savings dollars for the district. We're issuing less in principle because the market has moved down. So, you're paying less in overall interest as well. Um, we have seen market rates move. We're we're going to be selling bonds, refunding bonds to Rio Hondo ISD tomorrow. Their their underwriter gave us a scale today. they eclipse the 3% um and they're they're two time over two times um on their

049NPV savings in terms of cost of issuance as well. And so uh we have several deals on the market right now that are are are starting to meet our targets. And so we're confident that within the next 6 months we hope to be able to um get to a point where the transaction again provides the the greatest amount of benefit to the district and its taxpayers. The summary really just for anyone interested is that we're issuing a bond. We're not extending the term. We're issuing less than the amount outstanding and we're looking to again save on interest cost for the district and its taxpayers. Um the parameters order as I mentioned constrains us to certain financial metrics and so we will not execute the transaction until those those metrics are met and of course we'll

050keep the district and it staff updated as the market moves um and the potential for the refunding to to occur um gets closer and closer. Any questions on that? The following slide is a preliminary and I'll just emphasize preliminary because again we're not going to move on a bond sale until we meet our financial targets. But the preliminary timetable would uh again we're meeting tonight on Monday the 17th. Tomorrow, [clears throat] assuming we do adopt the the parameters order, we would submit the permanent school fund application to TEA. um they review that on a rolling basis and so we've been seeing them turn that around pretty quickly and that applies the AAA bond guarantee rating to the to the bond and so that helps the district access better borrowing rates but essentially it's bond insurance

051provided by the state guaranteeing repayment of the bond. So we submit that on y'all's behalf. Um we would start turning documents the preliminary official statement which is essentially the offerable document for investors to review. Uh we would put that together. bond council will help us, the underwriters help put that all that information together as well. Uh we in December the 15th it looks like we're looking at a rating and underwriters due diligence conference call. So the district would be involved with a rating call uh with Moody's where essentially they would just update some of their financial metrics that they monitor for the district and make sure that everything is still looking good for the district. we would get that rating back before we price and then preliminary pricing date is the first part of January

052or January 13th next year and then after that there's about a 30 day or a month or so um period between pricing and closing and so based on the 20 or January 13th pricing date we would be looking at closing the bonds of February and at that point the underwriter would wire the money uh into an escrow account which then would be paid out to the existing bond holder wiping out the 28 through 33 maturities on the 2016. Um, so, uh, all good things hopefully. Any questions? >> Well, we're basically very basic torch away from doing the deal. >> Correct. Yes, sir. Yes, sir. And so, um, the end of the year is always interesting with the holidays and all that and then there's been a little bit of market uncertainty with the government shutdown

053and the re the now that reopening. Um, so we'll see. Again, we'll continue to monitor that. But if you do choose to adopt primaries order, that's good for a period of 6 months. And so if we need to continue to wait, then this schedule here that we just reviewed would would obviously move backwards as we monitor the market. Um, if we think we can juice more savings, we will wait. Um, of course, with the intention of of saving you all the most money possible. 30 basis points is just what gets us to our target. Anything above and beyond that only increases the benefit to the taxpayer. Each authorization will be good for >> six months. >> Yes, sir. >> And again, the just the parameters order allows us to go out and do the transaction

054without having to time it to to match up with the board meeting date because typically with a new money um transaction, we would sell on a board meeting date and come back here, present the results of the sale to y'all, and you would sign all the bond documents. the parameters order delegates the authority to uh the superintendent and I believe the CFO as well to execute the documents on y'all's behalf. Um so that just allows us to be um again as agile as possible with the the market there. Uh the final slide just is a look at the working group the proposed working group I should say. Um you have ourselves financial advisor T Arena Financial Consulting. Your bond council again remains MCL Parker Shorton. They're the ones that put together the parameters order for

055you all. The proposed underwriters would be Hilltop Securities and SWBC and they were co-managers on your 24 bond for the stadium. So, they have familiarity with the district. They did a great job marketing that transaction. Um, so we would propose working with them. Again, they choose their their council. Um, so that's TBD. The paying agent BKF is who you currently work with. Bond rating Moody's as well. You currently work with Moody's. uh the bonds would be insured or backed by the Texas PSF program. And then the verification agent is a another working group member that's involved in a refunding which verifies our mathematical calculations that we're issuing enough money to sufficiently pay off the bond. So, it's just an extra step that's required with the refunding to double check the work and they provide a

056verification report that goes in the transcript and all that. They're a $1,700 fee, so it's um pretty minimal compared to the size of the transaction. So any questions? >> Okay. >> Thank you sir. >> Yes. Thank you all so much. And I would just add that if the market conditions improve we did include the flexibility in the parameters order to add in the 27 26 maturity. Right now they don't generate savings positive savings but they are included in the parameters order as part of the universe of bonds we couldn't fund. And so if the market gets to a point where they add a positive percentage and and dollar value to the transaction, we could always include them. So >> thank you. >> Yeah, of course. Thank you all. >> Like to see Robert >> last

057president after all apparently. Oh, and they do charge him for that annual [laughter] high school from here. [laughter] >> Thank you. >> Yes. Thank you all so much. >> Now, we uh invite Michael to the podium to give an update on the renovations here at Central being that we had that incident a few months ago. and then Tim from Weaver and Jacobs and David with PBK will follow on the stadium. >> Madam President, Dr. Board audience, thank you for being here. Uh just a brief update on the bomb. We finally got the green light on the from the insurance in order to proceed with the rebuild. So, uh, we had a local contractor out there and he's about a week and a half in and projected time is probably about a week and a half

058early than what in Michigan projected for the completion of the job uh for out in the field baseball and softball. So, they ordered the winter ride which has arrived already making it. So, we'll be applying that the week uh uh for >> Thanksgiving break. So, we come in the two days and so we'll be applying that and monitoring that. uh take advantage of a van lift that we've been using for a month. Uh we got some project going on with some lighting that needs to be replaced. Coach had some concerns with some lightning back at the high school. So our guys went out there and considered that. And with that being said, we used it to kind of little by little section by section power washing the high school. So uh that's something that uh

059we'll look forward to another strategic plan as far as like trying to get the other schools and do the same to them. Right. And on the AC's as far as as the strategic plan, uh, Nuno will be getting a new unit for 103 tomorrow and I'm in the process of getting folks to replace the CFO. >> Thank you. We do have a special call meeting on Thursday to go more into detail on the stadium as well as insurance, but tonight they're giving an overview. >> Good evening uh members before Dr. Devinho, people in the audience. I'm Tim Blinder with Weaver Jacobs. I'm the project manager. This is David with TBK. I'm just here to give you all a little update kind of the progress what's going on out at the stadium. Start with this is

060every time I kind of just give an overview of the site just kind of a drone photo. This is more more or less plan view right here on the left side. You got buildings A, B, and C, which is the home side. Over there north uh where you kind of see uh blue paper that is the fieldhouse. And then down to the right uh that is the visitors uh concession stand. And this is another view. You get a better view of the fieldhouse right there again with the press box and home side concession stands are over there. Kind of just another plan view of that. Just so y'all can kind of get a get your heads wrapped around that. So starting with the south concession which is building A. Uh right now, you know, foundation's

061been complete. We are currently uh doing some plumbing rough in that's ongoing right now. Uh they're moving pretty good. Should hopefully be wrapped up with the plumbing rough as far as they can go with the plumbing on building a uh hopefully the end of this week. And then this is the press box, which some of y'all probably have seen just driving around town. Structural steel has started on that. uh uh that's going up fairly quick. So, it's exciting to see that progress going on on that. Uh not quite sure when they'll be done with that just with all the detailing they have to do with the structure, but that is ongoing. And then that is building C. Whenever they get done with a plumbing rough in at building A, they'll move over to building C.

062They got, you know, plumbing carriers and that sort of stuff just sitting there on the slab ready to go. That is building D, which is the fieldhouse. That was last Thursday. They had everything prepped and ready to go for pour on Friday, which they had that pour Friday >> at 4:30 in the morning. >> They did. I believe Michael Henosa was there. Uh, that was before the pour. I just thought that was a cool photo. kind of give you an overall look of that. Uh they had the, you know, grade beams poured, structural footings already poured. Uh just the foundation poured. So that was this morning. Our superintendent took a picture of that for me. They already it's all cut and everything. Uh that was poured last Friday. Uh we have structural steel delivery for

063the fieldhouse scheduled for the end of this week. If not, it'll kind of start trickling in and then we should have everything uh beginning of next week. And then once they get done over at the press box, they'll move over to the fieldhouse to get that going over there. Uh this is the visitors concession stand, which another drone view of that. That was on Thursday. That was prior to them pouring the structural footings. They poured those on last Friday. So that's since been done. They've already, you know, had a jump start on the grade beam steel. They're trying to have the grade beam steel and the foundations poured before uh Thanksgiving break. So, here within the next, you know, beginning of next week hopefully, just depending on plants and when they can get concrete. Uh

064but that's ongoing with the uh building E, which is the visitors concession stand. Then this is just kind of an overall site uh view. Uh last we had spoke, you know, the stadium lighting was up. Um nothing new with the site. I have a different category for earth work. Uh the live stabilization's been completed on the home and visitor side where the bleachers go. And then the field event side has already been done. Uh the rough grading for the south parking lot has been complete. And then they're doing rough grading on the west parking lot, which is right behind the press box as right now. So that's ongoing. Uh we have lime is scheduled for the track itself on the 18th and then also on the 21st. So they they can't do all the the

065lime on the track all at one time. They'll do, you know, 3/4 of it and then get the rest of it uh on the 21st. Uh site utilities, uh the fire line is 100% in. They're just lacking tie-ins to the buildings. Uh, same with the water line. And then the the fire the dry line is 100% in. The storm system is about 90% done. As you can see, they still had a couple manholes they needed to back fill and get that tied in for the storm system. Uh, underground rough in to certain buildings, scoreboards, uh, where speaker polls go, that's still pending. We're about 95% done with the data rough in on site. Uh sanitary system is pending. We're waiting on some manhole boxes right now. As soon as they get those in, they'll jump

066on the sanitary sewer system. And I believe that is it. You want to add anything? Just um I believe the first week of December, the sturdy steel, the beacher manufacturer is going to start the pierce. Yeah. For the beacher structure. They're going to start on the visitor side and then they'll work focus. Good. I know coach is gonna be uh speaking a little bit about the realignment. So everybody >> Good evening board. Just wanted to give you uh look at our realignment that that is uh we're kind of going through right now. uh every uh last Friday of October, every two years, it it's called snapshot day and uh we add up all of our kids in the high school from the 9th grade to the 12th grade and and we turn in that number

067uh to UIL. Uh and then on realignment day, which is the first Monday of February, they kind of let us know where we fall based off of that number. uh traditionally Alice has bounced uh from 5A to 4A u within the last few few realignments. So I'm going to show you a couple of uh some numbers within our district. Um okay, here we go. So if you look at the the schools, uh the first column is going to be the uh numbers enrollment numbers from two years ago and the second column are the numbers that they just turned in. uh this this snapshot uh day. So if you look at teams that are in our nonfoot district uh for example veterans memorial you know two years ago they turned in over 2,000 kids uh and

068Alice turned in 1364 but yet we're having to compete against schools uh that size uh in our non- football district. So again, the first column you can see kind of where Alice falls behind all the the Corpus Christie schools. Um our 4A district, which you know, we were in a few years last realignment with Cal Allen and Talos Midway. You can see that those numbers are pretty close together. So that's kind of where we feel like we're going to fall this this realignment. If you look at the second column and you go down to Corpus Christie King right at 1258, Corpus Christie Moody 1249, Alice at 12:03, Miller at 1173. That's where the prediction that I'm going to predict that we're going to kind of fall in that uh in that alignment there as far

069as 4A uh division one. Um, now there's a lot of there's a lot of other factors that are involved with that because of all the south schools that that are not uh on here right now. The u the zapatas and the valley views uh halos uh that that are traditionally in that 4 district as as well. Uh but you can see as far as the the PL, you know, the leveling of the playing field kind of where our non-foot uh district, which we're speaking more of like volleyball, uh baseball, softball, where we have to compete uh against schools uh that have, you know, anywhere from 400 to 500 more kids uh than what we have. But our kids have been super competitive in in everything that that we've done with with athletics. But I I

070think we we definitely will compete um and a lot better in in the 4A uh division. If you look at the uh cutoff numbers from 2024, 5A was right at 1350 and 1315 to 2274. Uh and that's kind of where we fell. Uh last realignment we turned in 1203 this this snapshot day. So, uh, if those numbers don't move at all, which, you know, there's there's a lot of rumors out there, uh, right now, but if they don't move at all, then we would fall, you know, obviously in that 4 that 4A district again. Let me show you the, um, here's our football here's our football district. So if you look at two years ago again we turned in 1364 as compared to Mission Vets it's over 1,800. Both Sherryland schools are over 1,700 and

071Roma's knocking on on 1,800 as well. Um I I feel like those schools will probably stay at 5A. Um, and again, [cough] us being at 1203 is probably going to going to put us in that 4A division with the likes of, I would think, those CCISD schools that I mentioned earlier along with some of the south schools that are now in in 4A division one. So, just wanted to give you kind of a a general idea. We won't know anything until uh February the 2nd, which is the realignment dates, and then we'll be able to schedule uh around that. Any questions? Okay, thank you guys. >> Thank you. That presentation. >> Thank you. On to item number 6 I, the recess. A short little recess break. The time is now 8:06. We're going to take

072a 5 to seven minute recess or restroom break. Thank you. >> [laughter] >> I can swim. The time is now 8:18 and we are back from recess. Onto the consent agenda. All items on the consent agenda are acted upon one motion upon a board member's request. Any item on the consent agenda shall be moved to the active portion of the regular agenda. 7A recommend an approval of the following donations to Al. I'd like to acknowledge the committee members and persons who have made donations to the district. A donation was made to the Alice High School attendance incentive by Miss Judith Humphre of $500. A donation. >> Yes, that's good. Miss Humphrey, a donation was made to the central office student service department by Lyanna Vasquez. men's wallet valued for $40 for a door prize for

073the parent awareness meeting. Thank you, Miss Vasquez. And 783, a donation made to senses department. Miss Biana Vosquez donated a clear bag valued at $40 as door prize for the parent awareness meeting. Thank you to Miss Vosquez. At this time, do I have um a motion on the floor to approve the consent agenda items as posted? We have a motion by Mr. Ramon. Is there a second? I'll >> second. [clears throat] >> And a second by Mr. Pena. Now we will vote. Mr. Aaniano. >> Hi. >> Mr. Samura. >> Hi. >> Mr. Pña. >> Hi. >> Mrs. G. >> Hi. >> Mr. Reeds. >> Hi. >> Mr. Dwan. >> Hi. >> And myself. I. Motion passes. On to item eight, the action items. 8A. Consideration of possible action of interlocal agreement between Harris County Department

074of Education Choice Partners Purchasing Cooperative and the Alice ISD for the purpose of contracting for the performance of government functions and services. Dr. Deino. >> Yes, thank you. Right now, the district has seven co-ops that we partner with and the district may participate in um participating in co-ops to obtain the great greater services, the better goods through a competitive uh allotted content. And so we are asking that we also join into this co-op in order for us to get the best, you know, you know, the best product for our buck, right? And so, uh, it does meet state procurement requirements and Melissa brought this up as an another co-op that we could join. [clears throat] >> Thank you. >> I'll make a motion. >> We'll make a motion. There's a motion by Mr. Adiano. Second

075>> and a second by Mr. Amore. Is there any discussion >> to vote? Mr. Arianiano. >> Hi. >> Mr. Samura. >> Hi. >> Mr. Pña. >> Hi. >> Mrs. Gara. >> Hi. >> Mr. Reeves. >> Hi. >> Mr. Raman. >> Hi. >> Myself. I. Motion passes. Thank you. On to item 8. consideration of possible action to authorize the superintendent to execute a facilities use agreement with the NRC the Alice City Alice water hub for the use of the Alice multi-use complex >> and so this is just to continue the agreement that we have to use an auditorium uh it's at the same cost that it has been since its inception which is $60,000 we use it for our student uh swimmers but they use it every Today, our divers as well as our uh second

076grade students have attended an auditorium for swim lessons. >> We haven't had no issues with them maintaining it and stuff. >> Well, technically some like last week the something broke or they didn't have heat, >> so the heater didn't work and so they do notify us of those uh events. That's pretty much. >> So, we just hold off and not use it till >> for that week until they get the whatever tool that they need to fix it. >> They'll fix it. >> Uh, pretty much the swim students that go during the second graders. >> Thank you. Do we have a motion at this time? A motion by Mr. Darmon. Is there a second? >> A second by Mr. Re. Any discussion? I have a question. How long is the length of the contract? >>

077A year. Okay. Thank you, >> Mr. Aiano. >> Hi, >> Mr. Samura. Hi, >> Mr. >> Hi, >> Mrs. G. >> Hi, >> Mr. Reed. >> Hi, >> Mr. [clears throat] Dwan. >> Hi, >> myself. I motion passes. Thank you. On to item number 8 C. consideration of possible purchase of 480 Chromebooks for buy speed for student use across all six campuses within the district. So yes, in this one, the district is recommending that we purchase $480 Chromebooks at a cost of $266 per Chromebook uh book. So it's a total of $127,680. We will be using federal funds title 4 part A for this. We will be dividing it based on campus needs and student enrollment. So it's not just on student enrollment per se, but what are the needs of each campus? So we'll

078be dividing those up. This is also kind of like a strategic plan. How many can we replace every year? And I know that the team does a good job of trying to fix those that come in, but sometimes kids have been pretty creative and messing up the Chromebooks. They've been very >> That's shocking. So, we do have some out there. I was going to ask I know >> we we still have one for every student. >> Okay. >> But we just want to replace those that have been more damaged than others. >> Okay. >> And they take them home. >> Yes, sir. In some instances, I think administration, especially like our kids that just got the early college high school a couple of months ago, we all approved for the kids at the early college

079high school to get a device and a couple of them were already broken. And so we are telling those kids because they are telling us, well, my sister uses it or my mother uses it and so maybe they're not taking as good of care because it's not necessarily them using it or damaging it. So, we have recommended that those kids leave it at school and we are looking at possibly what else can how can we store them better because they're just putting it in the backpack and you know tossing it and then they're getting damaged. So, going to see what we can do to find something that maybe we can store them in >> and summer they turn back in. >> Oh, yes. Or before they leave. Yes. Okay. [clears throat] >> And those are

080separate from like the testing devices. Correct. >> Correct. Do we have a motion at this time? >> I'll make a motion. >> Thank you. We have a motion by Mr. Reeds. Is that a second? >> I'll second it. >> Second by Mrs. Scatter. Is there any more discussion? >> Mr. Aiano, >> I >> Mr. Samura, >> Mr. Ba. [clears throat] >> I >> Mrs. Ga >> I >> Mr. Reeds >> I >> Mr. Dan >> I >> and myself I motion passes. Thank you. On to item 8 D. Discussion or take possible action on an order authorizing the use of unlimited tax refunding bonds in one or more series as further designated by series. Leveling the continued and direct annual ad forum tax for the payment of one or more series of bonds. Prescribing the

081forum terms, conditions, and resolving of the matters incident and related to the issuance, sale, and delivery of one or more series of bonds. and delegating the authority to certain officials to approve and execute certain documents relating to the sale of each series of bonds and providing an effective date. >> And this is exactly what the Robert Deina uh firm presented on [clears throat] authorizing the superintendent or the CFO to be able to take advantage of when uh it's a good time to you know resell the bonds. >> Thank you. We have a motion by Mr. Zam. >> Oh, by Mr. Ram. >> Is there a second at this time? And second by Mr. Samura. Is there any discussion? >> Um, Mr. Aiano, >> Mr. Pño, >> Hi, >> Mrs. Hi, >> Mr. Reeves. >> Hi,

082>> and Mr. Don. >> Hi. >> And myself. I thank you. On to item 8 D, discussion and consideration and possible action to approve the revised 2025 2026 stipens. Dr. Theinho. >> Yes, thank you. After cons uh careful consideration, I know that the board approved in the August to pay stipens for the English teachers and that included the high school teachers and one middle school teacher. And in careful uh review of that, we want to include all English teachers at the middle school also just like they do the math and the science to include them in with the English or include the English with the science and the math teachers at the middle school that received that state. But we looked at the budget and it is in the budget to be able to provide

083them that. >> Thank you. Do we have a motion at this time? >> I'll make a motion to approve as read. >> Thank you. I have a motion by Mr. Benny. Is there a second? A second by Mr. Samura. Any discussion? >> No. Mr. Ariana, >> Mr. Samura. >> Mr. Pña, >> I. >> Mrs. G. >> I. >> Mr. Re. >> I. >> And Mr. >> Hi. >> And myself. I. Motion passes. Thank you. On to item 8 F, reviewing possible action on the task for legal and local policy update 126. and Kathy has updated their policy to reflect any legislation that has caused our policies to have revisions made.
