teachers and the counselors and all of the staff of salt to every single kid. But at the end of the year, every single time we walk down the halls, there's like teacher about to cry or kid about to cry because they know that this year's wrapping up. It's almost over. But that that emotion is tied there. It really reminds you what >> very true. Anything else? All right, moving right into celebration of excellence, which is a great great chalk full of students and staff. Super excited about our TIA teacher recognition program. Um, but we're going to go a little out of order this evening, starting um with our band to honor. >> So, Mr. Cars, all this are The game director is going to present for band. Yes. Right now. Right now. >> A little
bit out of >> We just There's some chairs over here. Parents, if y'all want to come, just come to the center and walk around. >> Just so y'all are able to see. >> Come on in. >> Yeah, you're welcome to walk this way. So, you don't have to go through there. Any other welcome to come sit there. A couple chairs over here standing over there so you can see. Sorry, tight bit tonight. It's a good shape. >> Hello sir. Welcome members of the board administration. Yes. Tonight we are proud to recognize several members of the black cat band to qualify UIL sol. 003recognize the following students. Ian Ramos who performed the high trumpet. We have assist Alexander. They perform Chase the Centaur and they our uh saxophone ensemble uh that consist of Aiden Iris and Jaden Vargas represent BC and the black cat program with excellence and pride. are certainly proud of their hard work. >> Yeah, we'll add in the choir students and then do a picture for them. >> Hi, welcome to tag on choir also participates in solo and ensemble. Back in February, the beginning of February, I had several students who um via NUI and ensemble. Those who sang the music at the highest level and received the top rating on that then also advanced to state and ensemble. And so actually with my and these guys we're traveling on Monday to go um compete. So they will
travel to Kyle, Texas this year and um that's a new place for us and they'll actually go and compete there. So I would like to recognize Dawson Hudins. That's true. Ready? One, two, three. recognized from City High School. And I know that our CCMR discussion is not until next month, but these students will all be on summer vacation. And so we are recognizing tonight our associates degree graduates that are graduating with their associate degree prior to graduation this week. So, Miss Ryan and Miss are gonna do those introductions. graduating with graduate school. >> Good evening. These students had each earned their associates of arts degrees completing two years of college while still in high school that their accomplishments so far academics. This evening we are honored to celebrate the exceptional 21 high school seniors 15
being of the third college cohort who represent the very best of academic education leadership and well-rounded excellence. Among them are athletes, musicians, performers, student leaders and working students. Many of them have balanced and managing schedules with unwavering commitment. Their list of accolades is impressive. This is just a short list of them. Five are graduating top class. Four are just from early college high school. One is graduating solid of the class. Seven were college board recognition program honores. There was four DEL scholar semi finalist from this group. One textbook leadership scholar that gets a full ride to college. Please join me in applauding can't be here, but they have parttime jobs that they're working. Luis Garcia here Right. The bathroom was just recognized a little bit. Jasmine Rubio and Nicole Tennant. Everybody. Okay. Ready? One, two, three. >> Perfect. Thank you all. Congratulations. >> All right. Our last but not least celebration of excellence is our CIA teacher. Evening. How's everybody doing? >> I'm great, actually. It's Monday. Great place to take the place. What a great opportunity to celebrate by their students. We were
here a minute ago, but our teachers have done a fantastic work this. So, for those who don't know, uh, today we're going to recognize teachers for a we call the TA initiative. This is exactly that. It's a Texas a Texas teachers initiative allow. And the idea here is that the teachers who do well in the classroom do student performance are masked in a line kind of go like this and the closer the line uh the more of a lotment they get. It's a Texas way to recognize their objectives and uh it's really cool because it's been a long time coming where teachers are recognized for the efforts that they can give in a classroom and a student. So this evening I'm just going to call out the teachers throughout the entire district have you come
on and stand right here and we'll talk about the amounts and awards they're going to have each side each one and if you notice that basic in our first year as far as TS or a lotment that we're handing out 213,000 it's pretty significant and next year that number is only going to climb higher there eligible for as well. So with that being said, uh our first one is a exemplary teacher. Um so recognition masters exemplary recognize those three. So uh Miss Cynthia Simpson is our exemplary teacher. She's coming up with a total of $11,78. Another exemplary teacher is Miss Gina Herrera. She's also coming in with 10,800 drops. One of our master teachers is Miss Noral Ball. She's coming in at 20,700. Miss Martha Cash. She's coming in at 11,78. A recognized that we
have is Kaylee Talibot. She's coming in at 5,530. Miss Hillary Maxim is a Make sure I got right here. Recognized exemplary teacher for 11,000 points. >> Mr. Mustafa Bard is coming in as a recognized teacher for the 5 400. Mr. Samson Gardner is a temporary teacher coming at 11,26. Mr. Britney Glenn Winkle is exemplary teacher coming in at $11,078. >> Sorry. Yep. very uh Miss Elmer Lopez, master teacher, coming in at 20,7 Castro, also a master teacher, coming in at 20,464. Mr. Jovon Thompson, master teacher, 20,700. Miss Maria Garcia, master teacher, 20,7. Miss Laura Olsen, coming in as an exemplary teacher, $10,82. Uh, Miss Sierra Bernard, that's what come in. exemplary teacher 10,800 I want to mention as far as our recipients here is the amount you see it's the first payment five so the
next four years they will receive the same amount sum at the end of the year so once again if we could recognize this wonderful teacher Please call and then congratulations. And everybody >> one, two, three. Congratulations. >> Trying to think of how I knew you. >> Congratulations. Congratulations. 28. I know they're already gone, but for that I wanted to say thank you to the campus administrators for the tremendous amount of work that goes into making this possible for the teachers is just as much work on you guys as them and without you guys and doing your job at a very high level so that they actually do qualify and there's nothing thrown out. You guys are awesome. Really appreciate that. So, thank you for the amazing work that you've been doing to make that possible
for the teachers. And then also, just as an aside, um this is an aotment that we received from the state. Um and it will be available, they tell us, for years to come, uh as a way for teachers to tap into this. Um so, we grateful to the state of Texas for finally putting something forward to be able to recognize their teachers uh for the amazing work that they do, but also our administrators. Thank you so much for for making it possible. Very much appreciate. >> Wow. What a great a great celebration of excellence to wrap up in the school year. I know there's still a lot of work that happens continuing forward into the summer, but what a special special way to end the school year. We kind of wrap up with our last
meeting at the official year. So, congratulations to all of our students and staff. What a what a huge thing to kick off a new thing, new program at TIA. And I know it's just going to keep growing. And the neatest thing, I think those teachers get that for five years and they can grow. So if they even came in at a at not the top level and they get to that top level next year, they can move up to that top level and be paid that extra money. So I think what an incredible opportunity for our staff to be able to have that. Um, and administrators, just like Mr. Townson said, thank you. I know there is a ton of work that y'all are doing behind the scenes um to make this happen. That work
is not going to. So, thank you all so much for all that you're doing. All right. Anything else with celebration of excellence? All right, moving on. Moving on. We have no audience with patrons this evening. Um, we do have a couple of reports, but before we get to reports, um, I am going to jump into items of business real quick so we can conduct our new trustee intake. So, if there's any business that pops up, um, even though it's just reports, go ahead and do that and then we'll jump back to so we can have that. Sorry. Okay. We do have a new trustee that is here that was reelected, Mr. Mark West. Miss Robinson was also, but she's not here with us this evening. So, we'll do that next time. >> So, you do
have to take an oath. So in the name of the authority of the state of Texas, I >> swear that I will duties of the office of the indepical district of the state of Texas. I will my ability to preserve, protect and defend the constitution and law of the United States. So you'll find right there. All right. Welcome back to our >> All right. Now, we'll go back to reports. Um, and the first one is the key Ingram humidity update. Hello, sir. >> I got taken out of order. I don't know how to follow that up. >> Good evening, Mario. >> Good. How are you? >> Good. Just wanted to report back. seen you last time we spoke about the community issues we were doing building envelope study determine how that structure look what the
roofing look like what was that insulation value uh that insulation value isn't where it needs to be so it is actually contributing to part of the humidity issues uh so with the findings from that report that I've reported at previous meeting the recommendation is to go ahead and implement that dehumidification proposal that is in considering consent or items of business tonight uh that will start to address those humidity issues starts to make that hill operate a little bit more efficiently and with that there will be other things in the future that we will to get 100% efficient. So this will start that process and start reserving each side of those. >> Great. Does anyone have any questions? That is in consent. Um no just kidding. and items of business. So, we will revisit it, but
if you have questions in general about it, you're more than welcome to ask. >> This this will be putting humidity sensors throughout the building that using the AC system that's currently there to control the humidity. Correct. What about putting those commercial dehumidifiers that work with AC in there? Do they think that it's not that bad or >> they don't think you would present that much of an improvement? We do have some in district that we plan on juicing until that gets implemented. We kind of wait to see what that does with the combination of the two, but if that were installed back in 2019, they're more legitable of performing the first process. >> Okay. >> So, so this is prevalent from the basement. >> Yes, sir. >> Okay. The entire building. >> Yes. Over the
entire building. Is that a proposal from a city alum of progress or is that a different city alumn before we and like I said we will revisit this in items of business. So if you think that something between now and that point, you'll have time to ask those questions. >> Thank you. All right. Moving on to item B, 2026 2027 preliminary proposed budget. Hello, ma'am. How are you? >> How are you doing tonight? >> Doing well. Good to see you. >> Good to see you as well. I believe you have uh this in your board book in front of you. So, as a reminder, we did do the board budget workshop a few days ago. Um, and we discussed uh how the format will be changing. So again, as a reminder, the old format looked
like this if you're not familiar with it. And we're moving to a more kind of streamlined formula that includes uh some information that the state requires. So if you have your board book open, you do have your fund 199 general proposed budget in there. Um the yellow items in that particular document um are items that we are still updating. Uh that's just the salary pieces and we do have a call in with region 12 to go ahead and help us get those migrated in on Wednesday. So on Wednesday all of that data should be coming in. So we should be at the point where we will have a very very good finalized budget because the board has not called for a vader or a bond yet. You'll notice there are two proposed tax rates across
the top in the revenue sections through there. Um one of them >> one of them is um has the vader included. The other one does not have the vader. So, we will have to go with one that does not have the baiter and we'll be solidifying those tax rates with our uh financial advisor and with Mo Casey to ensure that we have those correct tax rates in there. Um, so we'll be we'll be updating those numbers. They'll be good to go. Um, the function 240, which is our food service, uh, we were working on that, analyzing that. Again, the salaries that piece will come in on Wednesday. Um, Brandon did have some of the the capital expenditures that he has to make according to that ENCR that excess net cash resources because he has a
fund balance in there that he can't run a certain amount above the the u the Texas a department doesn't allow him to do that. So, we have built in a slight increase in his budget to accommodate some of those purchases that he's going to need to do. And then finally on the back end is your INS, your fund 599. Uh again, we're going to keep that tax rate the same going from one year to the next. Um and that should not increase. If the board does call for a uh if the board does decide to call for that bond in August, that rate will not increase. You have uh confirmation on that. So that will pretty much stay the same from what you are seeing now to what you are seeing uh later on. Again,
we will be working with Mo Casey and our financial advisors to ensure that those numbers are true and accurate to the best of our abilities. So, thank you for the opportunity to allow us that additional little bit of time between now when we adopt budget in June to make sure everything's solidified and finalized. As I was looking through my notes, I think there's about nine object codes that I still need to to go through just to make sure everything is good. But I would say for the stuff that fluctuates besides salary, I'd say we're probably about next. >> So, the food service increase that's coming out of that balance out of food service. >> Yes. >> Okay. Just wanted to double check that. >> It's quite unusual to see a food service uh department operate
so effectively uh and to have that fund balance. So, Mr. Ver, I don't think he's here tonight. He's very he's doing a fantastic job of managing that. Um and the fact that we do have a fund balance that he can go ahead and pull from. What that means for us for us is that we don't have to supplement that with our general operating fund. Uh so he's able to be self-sufficient and then we don't have to pull funds general operating to cover those amounts which is absolutely amazing. He's doing multiple job. >> Great. Does anyone have any other questions about the budget? Again, we'll adopt this budget in June. uh with it all finalized and have everything at that meeting. Does anybody have any questions? >> Same budget that does the food over to Southern.
>> Yes. >> Okay. >> Yes, it does. >> Uh I think that's a different so it's all adopted in the same. >> Any questions? >> Any other questions? >> All right. Right. >> Thank you so much. All right, our last report is the VCISD strategic planning committee. That's updated. >> So, I just want to give you guys an update. Uh we had our third meeting uh with our strategic planning committee last week on Tuesday. Um that was the end of the sessions where information would be presented. Um so now uh next week on the 26, we skip the week. uh the committee will be tasked with coming to a consensus on what their recommendation is to provide to the board. Uh they have full knowledge that board has final authority to make any decisions. Uh
but they will be making a recommendation. The hope is that uh they will be here uh to make their recommendations to you guys. Uh it's been going really well. Lots of great learning um really good questions. U it's it's been and they have been extremely engaged. uh been a lot of information that's been thrown at them. So, it's been going really well. I just want to give you guys an update of what that timeline looks like. We should have a consensus by the end of that evening on the 26th and then come to you on June 20th with a recommendation from them. >> And we will have to make a decision that night. Correct. >> We have to call When do we have to call it by? >> Yeah. August. >> August. >> Okay. I
thought it was July first. Glad I asked. >> Well, and we will we're solidifying that timeline as or may not know a lot of uh very small window from when you get what your values are and you're supposed to set that braids. Um there's like a four or five day window that you have to operate into, but you also have to navigate the public notices and the timeline for that at the same time. So we are solidifying that uh and we will come back to you guys and let you know. you have to if the board wanted to call a bond or probator, you would have to do that by the 17th of August. Um, and that is our normal board meeting, but we certainly that is the last opportunity. So, we certainly don't want
to wait until that day. Um, so we will be coming back to you with a proposed date that that preceding week on when all of us can commit to being there. So that if you guys do decide to do that, that we've got enough time that if something were to happen, if we were not to have a quarum on that day, we would still have enough time to turn around and do it again on that one day and that would be our last opportunity. So this journey is working very hard on that with both AC counts and everybody else. We should have that for you pretty soon and I'll communicate that to you as soon as we have them through. Does >> anyone have any questions? about the planning committee thing of that nature. All
right, moving along to items of business. So, we already did A. So, B is consider and take possible action to reorganize and elect board officers. So, this is something um that we do every year after elections. Um we have a secretary of the board, a vice president of the board, and a president of the board. So we can go through we'll start with secretary um and just move on up move on up the line. So is there a motion to be made to reorganized in the sense that secretary right now Mark West is our secretary which really it's taking minutes in close session and then signing documents after the meeting in the capacity of secretary. >> Yes. Yes. pretty big deal. >> So, you approach a great job. I appreciate it. Um, >> is there
as is there a motion made? If there is no motion to be made, we will just remain where we are. Is that correct, Kelly? >> As far as I know, that's okay. So, well, if there's if there's no motion, then let's make a motion to keep it marked because I don't want to I want to make sure that we're we're covering our bases. So, is anyone interested in Secretary? >> Okay. All right. Are you gonna say to somebody >> there a motion to be made? All right. Is there a second to the motion? >> Second. >> All right. There's a first and a second. Any further conversation? >> Second. >> All right. All in favor? >> Opposed? Motion passes 5 to zero. So Mark will remain our secretary. All right. For vice president, currently we
have James sitting in that seat. Um he is not here this week. Uh I did speak with him. He is willing to stay in that seat. He is willing to move to president. Kind of whatever the board sees fit. He's willing to serve in any capacity or just to become regular board member. Um so is there anyone that would like to step in and take have a little taste of it is to serve in two. So you would like to nominate I mean, so it's just taking over. It's so vice president is taking over when the president is out as well as signing papers in vice president capacity when that is needed. Um, so those are kind of the big big things for vice president. It does not happy to >> until I heard that
James was willing president. I was gonna say since he's not here president but >> president well he is he's willing to do anything. So he can I'm happy to pass president back to him or remain president. Um it does not matter to me. So or Beth are you okay on as vice president? All right. So we have a first we have a motion on the table. Is there a second to the motion for Laura Beth to be the vice president? >> Second. >> All right. Mr. Tenn has seconded that motion. Um any further questions conversation? All in favor? I opposed. Motion passes five to zero. All right. Lauren Beth will be the new vice president. And then for president, like I said, I'm happy to continue serving or I'm happy to pass the torch to
Trent or to Kenneth or to James or Priscilla. So, it is told me in confidence that he really wants to not people kindly reject. Uh, so I'm >> I make the motion until >> I'm fine with that, but I also find it to doesn't matter. >> Well, James, >> yeah, I'm fine keeping it or passing it to James. It doesn't matter to me. Whatever y'all see fit. >> Okay. I make a motion. >> So, we have a motion on the table. I'll do second. All right. So, um the motion is to keep me as president. All in favor? Opposed? Motion passes five to zero. So, I will remain as president. Laura Beth will become vice president and Mark said that. All right. So, um, thank you for stepping out. We'll we'll prepare you for your
>> All right, moving on to item C. Consider approval of the Huntington Huntington Services dehumidification proposal. Sorry for $23,175. We heard for this during the report. Um are there any questions before we make a motion or is someone ready to make a motion to move forward or to not move forward? Whether >> the other proposal or this only one received? >> This is the only one we've received. >> Okay. Only only this local company. >> Uh they're based out in Houston, but they've been serving Bay City for at least the last 12 years. no local companies that do the same. >> One other thing I did I did want to offer to the board is that it's not going to solve everything there, but no matter what it is that we do determine has to
happen in addition to this, this component of death will have to happen either way. Uh one of the reasons that we're recommending it right now is relative to the other thing other potential things that may have to happen. U this is a relatively low cost in comparison. something that we could move forward with and get done this summer to go ahead and start mitigating that humidity that's in there as opposed to waiting it. So that was our thought process bringing it to you. >> And um what's the usage at that building? I mean how much usage do we actually get out of it? >> It's used every day by the junior high students. junior high students for like a before class orientation or >> no m they they have a >> the theater actually staff
frequently and all their productions on it actually >> and it houses the junior high DP students as well. >> Okay. >> And yeah and our 18 plus program >> and it is rented out a good bit in the spring. It has rented out a good bit this spring. >> I think we've already >> four times this month. So >> I think the last three weekends there's been an event there. >> So is this for a year of service? >> This is a onetime cost implementation. >> Is there a cost to monthly cost or anything related to it? >> It'll just be maybe a potential increase in your gas bill because you have to continue to run your boiler to burn off that humidity in the air. just a guaranteed fixed guarantee. Well, >> I do
want to be clear on that because uh it's not going to solve all of the issues, right? But whatever is determined that needs to happen in addition to it, this is something that would have to happen regardless. It's it's a part of the solution whatever comes after. So, I do want to make sure it's not going to solve the issue completely u because there are some issues with the uh with the insulation and the value of that and the humidity control with that that we're still diagnosing. So that's still yet to come. But this piece, if we were to elect not to do it, then that humidity would continue to live in the building and increase our chances of developing cold and things of that nature and steady deterioration of PSI. Will this do will
moving forward with this will it allow us to kind of have a better idea of what is next and what that next step will be? >> Yes ma'am. >> Okay. Um are there any other questions? Is everyone good? Is there a motion to be made? >> Motion to approve services. >> All right. There is a motion on the table to approve the dehumidification proposal for $23,175. Is there a second to the motion? >> Second. >> All right, we have a first and a second. Any more conversation, questions? All in favor? >> Opposed? Motion passes five to zero. All right, moving on into consent agenda. Are there any items of the consent agenda that anyone would like to review for consideration? Any questions? >> All right, there's a motion on the table to approve the consent
agenda. Is there a second to the motion? >> All right, there's a first and a second. Any further conversation or questions? All in favor? Opposed? Motion passes five to zero. All right, we will move into executive session. Um under the items of business that personal matters if necessary may have taken into close session pursuit of Texas government code 551.074 to deliberate appointment employment evaluation reassignment duties discipline resignation or dismissal of a public officer or employee including contract recommendations for campus and district level administrators and teachers and item two government code 551.076 security personnel devices or audits. The board will convene into close session to discuss the deployment or specific occasion for implementation of security personnel devices for security audit. We will move into close session at 6:43. >> Oh, okay. >> Oh, good, good, good.
being here now. >> Small voice. Yeah. >> Right. We will reconvene back into open session at 7:52. Um, first item of business is discuss and consider approval of hiring of contractual personnel. Is there a motion to be made? to approve. >> All right. Is there a second to the motion? >> A second. >> All right. We have a first and second on the table. Any other questions? All in favor? >> Opposed? Motion passes five to zero. All right. Our next item of business is adjournment. Is there a motion to be made? >> Make a motion to adjourn. >> Is there a second? >> All right. We have a first and a second. Any further comments, questions? Again, congratulations to our TIA teachers and all of our administration and students that we acknowledged and got to
celebrate tonight. >> I'm nearly elected. >> Yeah. >> We should have gone back first. I feel like it came out. What the heck? >> All right. Any other comments? All in favor of adjournment. >> Opposed? Motion passes at 7:53. We will adjourn this meeting. All right.
