This is our monthly board meeting. We are in the HM board room at the BCISD administration building. This meeting was posted according to open meetings and we will go ahead and start our meeting with an invitation. Chief, if y'all please stand. She's gonna say a prayer and then we'll move straight into the pledge. >> God our father, we come tonight to give thanks to you whom all our blessings flow. We thank you Lord for which country we live in state in which we live. Lord we ask your blessings upon our school board, upon our superintendent, upon all our employees, upon our staff, students and parents. Oh God, we thank you for every blessing that you give us. We ask that tonight that you will give them the wisdom, the knowledge, and the understanding as we

navigate through this educational environment. Lord, we ask now that you bless everyone here tonight. We ask every blessing in your most powerful name we know in Jesus name. Amen. >> Amen. >> Thank you. All right. Our pledge is going to be this evening by our friends and students from Millennium. Welcome. How are y'all? Thank you for coming in and doing the pledge with us. To the flag of the United States of America and to the republic for it stands one nation indivisible with liberty and justice for for alliance to the Texas one. Thank you, Lenny Robert, student and parent for bringing them. Thank y'all so much. All right, moving along. We have a celebration of excellence this evening. And this evening we have no one that we're going no students are going to call up

but we would love to recognize our principles this month. So if you don't know and I know that through Facebook we've been doing some national appreciation month for the principles. So we just want to take some time to recognize you and what you do because what you do is a huge part of why you're able to do what we do students. So I know we don't have all of them here this evening but truly thank you for the time that we see the time that we don't see the time that your staff season doesn't see because I know it's not an 8 to5 only in the building type of job. So truly truly from the bottom of my heart I truly appreciate what you're doing for our students and for our community in the city.

For the ones that aren't here, would you like to come up so I can take a picture with all the school board? And then and then if you're here for the principal, you're more than welcome to come on down. And then we have gifts for y'all from the school board. [Music] Sorry, I was trying to >> Thank you for what you do. Thank you. >> Thank you. We appreciate all hours. They're amazing. Yeah, I just want to say that unless you sit in that ro but the principal position is one of the hardest positions and so we just really appreciate you. I know for me just the blessing that you guys are with being able to have the campuses run as smoothly as that's huge. That's a huge gift to any superintendent. So I just

want to say thank you for the difference that you make in teachers lives and students. I appreciate it. It's a lot of work and I know so thank you. >> Moving right along to good news. more good news anyone's seen in the district since our last meeting. >> What's the uh fan competition? I don't know what you call it. Ed 30 something teams out there and I think the fan director was saying they said he hadn't advanced to the finals in over 20 years that they had been and they made the final eight and we got to drive home late because of it. Got to play again in front of the football stadium. So the kids are super excited. It's really fun to watch this new group of students and the veterans work together on

the field at the same time. >> Awesome. That's great. I will say I have seen a shift and I know I emailed the high school just to tell them thank you. Um, but the shift in the parking lot of the high school, some some ropes have been put up for direction of traffic for safety purposes. And so I that is a huge thing just student safety and then recognizing it. Chief, I'm sure your department has a lot to do with that day in and day out. So, thank y'all for Thank you for what you're doing to ensure our students are safe. Anything else that anyone has seen? together. Tonight is the last junior high football game happening. So, I know they've had a good season. Lots of good things happening across the district. All right,

we have no audience with patrons this evening, so we will move straight into Bay City. We'll hear from Cherry and Lenny beginning >> and Miss Allen's here for I will be here today. >> Good evening. How are you? >> Wonderful. How are y'all? >> So, we're going to report on the beginning of year performance for kindergarten. This is where our kindergarten readiness comes from. Uh we do use class as our tool here in BC. There are a few tools out there that the governor has approved, the commissioner, I'm sorry, has approved in class what we currently use and I will tell you that the inclass map have a redesign. So if you're looking at the information, you're only reporting on all students this year. But inclass a complete redesign on that. I'm going to go

ahead and spill all the beans so that Miss Allen doesn't have to repeat this. And I know that it's 2.1 that the longest explanation you'll ever hear about this and definitely not. But with a complete redesign, what has happened with math is they do not have moment of reference yet. We are data capture. So assigning the bell curve, they cannot do that until they get enough data to assign a curve to know where weights go. So for the next year, we're going to be part of that template for them as our other districts across the state. Um, so when we look at that information, I'll give you a for instance. At the beginning of the year, our students tested was completely online. It was a one-on-one with a computer. They had to listen and follow

the instructions. It's a little scary. Speaking a brand new student in front of a computer, go for it on the second week of school. But that's what we did. They tested in cardinal numbers and cardinal. And then they tested in uh algebraic reasoning. They tested in geometry and they tested in measurements. So of that there were 20 questions. The test that says they scored all 20 questions. They will only show us the scoring on 12 of those 20 questions. The other thing not enough data to reconcile. So we know that's part of that. They're trying to figure out the questions are valid or not. Yet they still assign the kids a score. So we we haven't got answers on all of that other than it's because they are trying to collect the data to figure

out how to give it back to us. So my anticipation is that this year is probably going to look like that. We're not going to get a lot of interest from them as they are working on a redesign of the product. Having said that, because we are making more referencing for them all year long, we don't know what our target goal is for that in the system, but we know it's going to be 20% increase. Um the two areas again that were tested that did not provide us any information with our students did were measurement and geometry. And then there are two more areas that are going to come in and the rest of the year middle or end of the year. We don't know which because they already told us but it will be

fractions and number operations. We already did see addition and subtraction which is number operations that showed up on the first. So apparently they're going to offer later on. We're going to learn the test as as they say they're building their plan as they're applying it and I guess we're part of team building it. So [Music] saying that we're going to have little information for you because there is it is not a consecutive test. It has nothing to do with what we tested out last year. Last year there was a lot of number recognition and how quickly did they say it? Three seconds to saying they were out of order. This year there was none of that. So we really don't have a comparative tool. So all that to say >> this year again. >> Do

what? [Music] >> I'm not even sure what you do for this test yet, but as soon as I figure it out, [Music] I do think the test is going to be a better test of overall mathematic skills. So I think the in class is moving in the right direction. It just is a complete reset and gives us we're at a new baseline. We just have nothing from previous years that we can compare this test to. So, and I say that well let me do reading first. Our reading scores we came in the reading test is the same test and we did come in at 30%. Which is an increase over last year. Last year we were at 28%. This year we came in at 30. So that is better kindergarten readiness. We are excited to

see that. Our end of year score um goal is going to be 50% because we are looking for a 20% increase. In our math our overall is 21% this year and the difference is and 23 we had 9%. And 24 we had 6%. Now we have 21%. I do think it's because we're not asking the kids to look at numbers one to 100 all out of order engaging them on that. We're asking them true questions about mathematic reasoning. We just still don't know how to score the test because of 20 questions they're telling us that 12 of them were valid but they have weights as far as every category is weighted the same. So again those those numbers at 21% I'm not sure how valid that number is this year. Next year when they apply

weight to the categories that's going to look different because right now cardinal numbers is 25% of this score measurement which they even tell us how they did this 25% of the score geometry and then the each are just one of the score everything exactly the same on that but you have my mind that people are telling educators they're supposed to be like the professional educators trainers all the tip tests and tell you like how you're being graded or what the test really is. Like all these things that like any class you go to, there's a syllabus that tells you exactly what you're being graded on, how much percentage were so that you pass the test. But the people that are leaving the whole thing, >> they do have a star. >> Yeah, it's a different

it's always been the same thing every year. just still >> and just not like it. >> Yeah. Typically they would they would pilot something first. They just went right into this without piloting it first. So when they pilot it for two to three years they would get the value they need to know how to build where they're pilot. So we're using it as our actual assessment but still know exactly. I do anticipate just to say I do anticipate that when the weights start coming in the numbers are going to shift because right now 25% for each category and as you know with the inclass literacy right now at the beginning of year 46% is weighted on just whether or not they know their alphabet and then by by mid year that goes to 9%. Well,

they do any kind of adjustment like that 25% for each one. >> One of the things I do want to mention is you guys are probably aware because always hey we're having trouble getting data from you know screen whatever and so MCL class amplify has been an issue all the time and so Mr. Valley and the team are looking at a different commissioner approved one potentially moving to that next year that will be more beneficial for our students get a better read but then also get more useful data um because it's very limited lots of problems with the platform where it's so frustrating you can't really get the data that you need to be able to inform what you're doing. So, uh, this may even change next year. And this is another example. They really

shouldn't have launched this until they worked through a lot of bugs and there's been she's not even she's not even touching the number of issues that work. So, I do want to bring that to you's attention that we may be moving to another screener. It has to be a commissioner because required that you do that, but u that that will be in the process and it may end up that they decide not to, but they're going to go through that process, make that determination. The one thing that we have talked about in the past is in class literacy is focused heavily on like I said 46% right now it's just whether or not they know their letters and sounds and then by mid year that reduces to 9%. But never in the scope of kindergarten

does it address whether or not they're comprehending anything. There's no listening comprehension. There's no reading at all class some of them are already coming to the office reading to us. They're reading short books but in class does not assess that. So, but then whenever they go to Lenny Roberts, the first thing they have to do is read. And so, it's that jump to go across town is huge. >> And that comprehension is one of the biggest issues that we have. >> It sure is. It is. And it's just not something that we're getting a measurement of off of that. So, we have to do a lot of progress monitoring in other areas to make up for the gap that the state assessment, the state sign assessment is is leaving us with. So that is another

reason that we may be looking into something else we're going to research and see what's going to be best for our for our question. >> Thank you so much. Thank you for being here. >> Hello. How are you? >> I'm good. How are you >> doing? I do. I have my partner. I don't do my best. So I will start and say thank you Miss for that very good explanation about our in class math. We have noticed that difference as well with ours. We have way more students this year than we previously had because of that change in the testing. They're not used to it. So when you look at our numbers this year first grade is at 17% whereas last year we started year off at 21%. And a lot of that is due

to that testing. For second grade we started off this year 26 this 26% which is actually up from last year which we started at at 14%. Um the new tri that increase because they do start taking their C days online in first grade so they're getting used to using their computer but the test itself the way it was presented with the individual computer was so difficult for quite a few of our students. Um we do however think just talking to the teachers and looking at the test that it is more line this year than previous years of what they're actually studying impact also um for our beginning of the year for reading. So this year we we came in first grade at 36% at meets which is up from last year 28 was 28% which

just shows us that everything we've been putting in place from prek all the way through is really starting to make a difference the way the students are coming in and we have all the way that we will end up at 20% goal at the end of the year. Second grade came in at 40% again from last year came in 38%. So this year we do anticipate as students are going through that curriculum having more reading fluency and being able to see a lot of support as well. >> The reading is the math is not the math did break it up because of the number of questions it has. We break it up into sessions. So they did not have multiple days to assign them eight questions a day so that they are able to actually

do it within the time frame because it is sit >> I will say just because I do have another data point is the TI assessment. Um so what was interesting even though the data for plastic look a lot lower for our first graders. The percentages of meets on the TIA assessment, which I know that's we'll kind of get into that a little later, but they were pretty aligned. So, that does give me hope that hey, we are on the right track with TESS aligned better than the previous in class math tests and we've already seen really good increases um just with CA data, things that are aligned as well. So, we're hoping that it is a positive trend. It's just a really rough start. And like Howard said, literally our ref on the phone, she's

like, "Yeah, we're building plain as being quiet literally on the phone." >> Yeah, we build those things. So, but we are seeing some good things. Um, I think it's just gonna take a while. >> Great job. Thank you so much. >> I think you did great. You did very good. [Music] >> All right, moving on to our superintendent superintendent sorry superintendent constraints for October. >> All right, so uh you've got that in the board book. Constraint number one is uh the attendance piece. Uh we had moved our attendance rate up to 93.5% that was up full percentage last year. So uh we place that goal at not falling below that uh for this year. Um right now up to this point our average is 95.7% which uh points uh from from last year. Now, uh

it's looking good right now, but remember that there's a point that it traditionally dips, but the principles have already been uh discussing and coming up because there's some key time like the day before Thanksgiving or you know those kind of things. So they're coming up with some strategies on how to mitigate that and you know minimize that impact because if you look through u the district has a daily ADA sheet where uh the u leaison they enter in the data and so every single day see what their percentage was and so you can pinpoint what's that data why was it so bad what was going on you know what can we do and so it's it helps to target that. So, I'm everybody's doing an amazing job and hopefully we can keep that up. We

want to try to keep aim for 2%. Um, it's lofty, but if we can keep this trend, um, then it will help us to offset the decline in enrollment. Not fully, but it'll help us with the funds that can be generated with that. Um, the second one, people have questions on that. Enrollment, did it go up since the beginning of the year? Typically, we see a little spike at the beginning of the year. It's it's in the same area. It's up and down, but nothing significant. >> Do we ever reach out to those that have left our school district and specifically say maybe our parent leazison or the principal if someone's unenrolling? Is that the correct term from our district to call a parent say, "Okay, what what's going why are you leaving?" Just so

we can get better. And to figure out what is the true reason that they're leaving. Is it that they moved or is it they had a job transfer or is it something that we can control to get better on? >> So the campuses they know you know when they withdraw they they have that conversation but then what you're finding these numbers isn't necessarily from members there are levers associated with this number in total but the biggest impact has been in charity such a huge drop in incoming students down close to 70. We're down. Um we we closed the prek classroom this year because our we don't have the four-year-olds. Um there are our number of denials was a little bit higher this year. Parents that are not meeting the income threshold. They're just slightly over

it and so they were denials as far as admittance. But even with all of them captured in there, we still would not have been at our enrollment number last year. So the four-year-olds are not sitting in the community to get here. And we have been I mean we we've been to churches, we've been out in the community knocking on doors, we can't find them. So I mean they're just not there. So I think this is and the census had predicted that there was going to be a dip in the birth rate um when they did the 10 year thing. This was predicted to be the low year for kindergarten. It is definitely a low year for >> but I do want to address your question because that's really important part about the such a huge

piece and Mr. the principles and uh this past school learning coordinator, everybody, they've been working really really hard to track down leaders point ones that were not accounted for where they where they were since before school started and because there were some that were loose ends and they've been hitting it really hard, they brought it to us to settle and that's as far as that they can go. But when you when they do leave, we have to know the reason. Are they they enrolling in another public school because they're uh so we get a good read on that. But unfortunately this year that's not that's not a big cause. Um but on the uh second one uh the super superintendent straight number two not allowed the total number of student out of school suspension days

of 924. So 924 days of out of school suspension was what the total was for last year. Um and so this is something that the president have been working on to increase that number. Not necessarily not addressing um you know issues but not engaging in uh out of school suspension dates that are unnecessary. I'll give you an example. Um the standard is uh to if if there's an infraction that requires an investigation norally suspend the student tell you include that investigation if it has anything to do with safety issue or anything of that nature. Um and so you may not take three full days. So instead of just doing the full three days bring that back after you completed the investigation step be out for the next two days or the extra day. Um and

already the principles uh you know they they decreased uh significantly over the last year. If they maintain this rate even if they went up to 100 suspension days each semester we still a huge decrease. Right now they maintain this rate we're looking at you know 246 by the end of year. Now it's going to increase. It always does the es and flows around Christmas. Other times kids are getting out. A lot of times you see behaviors rising around Christmas time not. But there are a lot of kiddos that they don't go to an environment that is really the great place. Um and you'll see backing out a lot. You'll see those things start to rise. So you'll see that pattern. But anyway, we're tracking that. Now the interesting thing is um that this does go

with attendance um and so that goes to the attendance rate as well. Those students actually being in school instead of being sitting at home um for not necessarily a good reason. Um any questions on that? Um and then the last one is the district and campus personnel. Uh we're going to review those reports but uh the superintendent will not tolerate the school of aggressive behaviors on students. So um we got a lot of longitudinal data over the last few years um and our numbers of 42 um that were physically aggressive uh incidents in the first two three months actually the first three months. So that doesn't mean that uh that there's a rise but they are being addressed. Um and I know that the junior high u has been put measures in place uh as

they've experienced some things with kiddos this year. So they've already made some changes, some shifts in real time. Um I will say it's very interesting that um tenny homes uh discipline issues have gone way way down at the very beginning of the year. ISS instances and things of that nature have been very low considered in years past. So that's good to see a positive trend with that. But any questions on that? >> Thank you sir. Moving on to reports. The Diamond Communications. >> Hello sir. How are you? >> Good. How are you all >> doing? So the time communications partnered with supports a lot of school districts and initiatives to this initiative is to drive revenue for school districts. As you may have noticed when you visit our campuses the sales service tends to decline

that happens in a lot of school buildings just because of how they're constructed. Uh so Tazby and Diamond have partnered to bring and market school districts and their properties to sell carriers to increase coverage within the community and at those schools. Uh so what we have on the table is a opportunity to sign a fiveyear non nonbinding no cost district holds all final approvals uh for a marketing agreement with diamond communications to market the district's properties to these carriers and depending on if we erect a tower from with communications then it depends how much of that lease agreement we would So if we were to power we get approximately 30% for the first two carriers and up to 40% for the third and fourth carriers so onreases over the years. If we go to like

for instance our press boxes over 15 they could put the equipment on it. >> Are there any questions? This is just a report. It's >> so I just wanted to we just want to make you guys aware you know we can sign that agreement with them and they can go forward but it's not binding and the board wouldn't be involved until they actually have somebody who's interested that's done bring it to you say yay and that's it >> I just want to let you know ahead of time before we bring something you >> how would the u how would the finance be distributed just remain high. >> So this would go to the general fund to help offset some of the steps and maybe some of the plant expenses that we know that are big

maintenance like chillers, you know, other things that are going to be pretty big some of these maintenance. >> Yeah. Yeah. So it'll help offset that cost in the budget or is it actually a >> Well, I mean it kind of depends. If you're looking at it u if you were to have if we were to do it on the actual uh >> if you do it on the press club you're looking at about two and a half thousand the first year with a 2% 2 and a half% increase over the next over $100,000 in income or over 200,000 income over the next >> one. That's just one with one carrier. And then if we were to construct the tower, we're looking at 9,000 a year with that two and a half% over 100,000 of course

>> and that's one of the things we're doing is trying to find number one cut expenditures but then also increase. So this may be a potential but it's not a commitment right now. So that's good. >> All supplies location. >> Yeah. All the other supplies to cut out property for. >> All right. Thank you, sir. >> All right. Item B, administration building roof and possible mold or leakage. So, I don't know if yall notic around the corner over here, but we have the deteriorating wall. Before I got here, it was brought to my attention that, you know, we had a roof leak and it has continued to deteriorate uh over the last several months that I've been here since I've been here. So, that is on the table here to possibly address that roof that

leaks with the main tax notes. Uh we went out for two proposals got both those backable difference and two also out of business tonight. But we just want to bring your attention that has progressively gotten worse and any any small rain that tends to be a waterfall down that wall there. We want to address it before there's any other hazards that may come up. Any questions? >> All right. Item C, the district calendar process. >> Hello, sir. >> Just an inform. >> We're not quite there yet. >> So, the district calendar for next year, it's a it's a process, right? As you all go through it and there's There's a variety of in order to mitate all those factors in there. So testing days, we also want to get this process and make sure we're

meeting the needs of of all of our community here outside. So in order to do that is establish a voluntary out dates right so we've got the 15th 29th of October and the 11th the 12th and the 19th of November so there's a couple weeks one this four circle talk and uh first thing we did after we have those meetings is looking at some of the results we got from the staff. So prior to their arrival form for the entire district and it was very simp their homework is to make a makeshift of their pumps are to include the brakes that are required that are in our right now. Couple parameters that are involved. They have to have between 171 and 170 and the reason is is because drop below a certain number required for

us to have. So those are the parameters that were set. Everything else was kind of on the table said okay 75,600 but 171 173 172 we'll be over that no problem. So uh the committee uses the information instructions to calendar with those parameters in mind. Uh once we have two calendars, we'll have two, we're going to send it back out and at that point uh one last mission. Are there any questions? same calendar. >> Well, you know, I don't know. I don't know. I don't know who's on that committee. I can tell you this. >> It's not this committee. >> No, I doubt it's the same one. It's a mixed group. I think there was last year as well, but it's not the same with that. But there are some things I wanted to keep

in mind is very important in all time for that. Right. There have been some questions about some other suggestions that those may not be on table based on our conrent requirements required by the state and we struggled in the past changes. You know, we had a lot more half days back in the day. I don't know who loves who hates those, but it was causing attendance issues. So, I just don't want some of the things that we've done to improve the attendance as we saw the attendance showing. >> Um, I just don't want some of those to creep back in. I make sure we have those constraints in place like that feedback was given to you ahead of time. >> Oh, yeah. Well, I got I got a lot of suggestions. >> Yeah. From what

we'd like to advocate, some of those may be beneficial. get your ADA account for that second period whatever time and I'll say I think this year they did a great job it's a fantastic calendar with that so that I've already certainly >> and then there was some feedback last year about four day school weeks and we definitely didn't have enough time to get into that for the next school year. So we're even consider something like that next year that start to be looked at now. But what's been the feedback from the district that direction? >> Well, I'll tell you that uh a lot of staff were requesting the examination reporting and and I can understand why. I mean it it's for a lot of us as I explained to me that's kind of a start

for us as opposed to 35 days behind which is about 400,000 which we can't so it's it's a start not to mention I already know that you all are aware this past legislative session that was already brought to the table that public schooling and I don't know if that will happen again in next session last thing is for us to get a taste of that and then have to go back there. I think that's I think that's that's you know as far as the group is but it is based on terms I'm not but that's a parame talked about >> and now now that some districts have tried it and done it across the country the science is coming in and it's not good >> right you're seeing students at 37 days behind which makes

sense 35 37 days of school year I commission to start. So we're all on a Friday. It happens to be a Monday and then Tuesday for a work day. We lost five days and it take another day back right just trying to get it back in a routine right there. What wants me And that's that's our job. And we've been working stuff where it helps us as far as balancing work and making sure that we make our confidence times making sure and get adequate days for our staff and some mental wellness for them as well as hold One feedback that I've had so far just in our short little calendar that we've done it doesn't feel very short but is the wow was it last week like it was weeks ago having the two days

having an actual day on Columbus Day and then having a work day. So many staff members just in the community was talking that I actually was able to rest. Yes. >> Instead of having to have a day off on Columbus Day and be right back at work with students. they were still at work on Tuesday, but that's just that's a different So, that is something that I think was very valuable for staff and whether that's extended or stays the same, I don't have a clue, but that is the feedback that I've received on that specific thing. >> Yeah. >> Well, yes. Something that's really good, >> right? Anything. >> I'm sorry. Yes, please. >> Who's the committee made up again? >> So, the committee was it was voluntary approximate every campus and every department in

this district had an opportunity to send one or two volunteers within they had two to three weeks to send us and then show up and it's not closed. People welcome I mean everybody's welcome to come and have a seat in there and go through the process. It's really an exciting process. Look, we could probably knock it out in about two weeks, but let's take our time, right? It's not this isn't something with very deliberate. We need to know exact testing dates on a holiday day, you know, make sure we're not talking about fair day when we're supposed to be testing this work day because I'm also looking at sir. >> So something where we can get a good balance and I'll also tell you another driving factor is mental health. >> Well, it's interesting that

a lot of people think being a teacher is great. You get to take the summer off, >> but I think I was up here every day this summer. My son was involved in all I saw the teachers up here all summer and various especially the coaches. Yeah. So, it's not really going to get a break all summer breaks for the year, too. >> I would agree. And I'll tell you, the real work is classroom. I spent a lot of time in classrooms on campus out there. And uh it's amazing to see what they're doing and what some of our teachers have been asking and still do assessments, new demands. How are we supposed to know where to go if you're not telling us every single year? And yet every year our teachers do it >>

every year. And so making sure that they can get that time off. >> Thank you so much. I appreciate it. >> All right. Moving on to um the GKD regulation discussion and guidance. This is only a report. So please note there is no action being taken during this discussion. This is just for Mr. Town to have a conversation. >> Okay. So, topic conversation has been the GKD uh regulation. This has to do with facility use from outside sources. Uh in the uh regulation you guys have had sent you a narrative just kind of narrowing what what the overall is. Um but what it does say if you look In book I highlighted that area I wanted to talk about specifically on page 25 of it. >> Yeah. >> And so uh it's non-bank groups and

bank groups. Um and so u nonbang groups we've got of course our students that are doing school related sanctioned activities and then you've got non youth organizations of students residing in the district they're not going to be charged for the facility use but they still have to pay for the personnel that have to be involved right so that's not a loss to the district and then pay groups or any of the nonprofit groups that are not directly associated um with the school district and then also for profit groups. So what we find is is it's uh it's very hard to navigate with the youth organizations determining if they're Bay City if they reside in Bay City or not. Um, and that's kind of a an area that I want guidance from the board on, you

know, what direction we would want to go with that simply because there is inherently the potential for inequity. Um, because it's almost I have not been able to identify how you 100% can say for sure that this youth organization has no students living outside of the city. And so you make that determination, say, "Okay, well, we think all of them live in this city." But then you have another organization that maybe a couple one that goes here or lives here, whatever. Um, and then maybe they're getting charged, but then somebody else doesn't get charged. Um, the other big piece is is that we are in a financial issue. Um, and when we open the door for heavy facility use, especially our athletic facilities, whether it's the main uh memorial stadium event turf or baseball fields

or basketball courts or whatever, it does it does decrease the lifespan. And so that's something that the district is really going to have to incur at some point, right? And so I think that we have to find a balance and have an understanding of what direction we want to go. Still being very sensitive to the fact that we have limited resources. Um and that are I believe our first responsibilities the students that are enrolled in our district and the programs and activities that we are responsible for with them. uh ensuring that we have the funds necessary to keep up those facilities and then also to be able to provide those activities to them for a long period of time. I think about our financial situation and I think about some of the big ticket items

that could be around the corner. When you think about the turf that's going to have to be replaced at some point, when you think about, you know, baseball, how much did we spend? >> Almost 20,000. almost $20,000 getting the baseball field back to where it needed to be. And that was, you know, we had hurricane and stuff, but there's there's a number of things with that. So, I I commend those things to you guys as we have a discussion about what direction. There are a couple options. I mean, when I think about it, you know, when I think in my head what some of the options could be, it's everybody pays or um you know, potentially um we have one thing that I thought of is that you've got our people actually, you know, our

students, they're not going to pay anything when we're doing school activities, but then the youth organizations and then these nonforprofit groups as I think about also play for Live, some of those things, right? They get a flat percentage off potentially. That's something that somebody brought up today that other school districts do. So, um like they have to pay 30 or 50% of whatever the cost is for that facility. So, the district isn't losing funds, paying for the lights or the deterioration of the facilities and everything. So they're able to do that, but that everybody is on a level playing field. Doesn't matter if you're all in big city or here, whatever. If you want to do it and you are a nonprofit, it could be you got to pay 50% of what they're charging, 30%.

There's a bunch of different ideas. >> I like the the percentage off for the not for profits, but it's a tough conversation because, you know, that supports and that feeds into all of our programs. I would almost think a conversation maybe to get a committee together because the city already has a committee with all the youth organizations and maybe getting in in with that and just seeing what the real need is, right? Because soccer's got 10 acres of fields and I promise you one of those rec teams and competitive teams have a field to practice on. So, they're not even asking to use these skills. football's built the youth football built a field with goalposts and stands and parking lots. Um, I know softball and baseball are stretched a little bit, so they're kind of

moving around the city, but I know they're getting they're working with each other. And so then like how was the need for basketball and volleyball, but maybe getting everybody together and just kind of seeing what what the needs are, where the facilities are, but but getting the city involved in that because if the city knows, hey, we're short on basketball, but we got football taken care of, we got soccer taken care of, then maybe they can do something that was address that. There might be more conversation there first. Well, uh, I did have some conversations with the city manager, the mayor just in our our crossings with some other things and I know that, uh, they were a little bit confused because football, you know, do they continue to maintain that? you know, so I

know that they're considering some other options or repurposing that, right? So, um I think it's definitely worth that conversation, >> but I do think that, you know, that's kind of a process as well. In the meantime, we're kind of in limbo on way it is now. How do you determine who is who's in district? Not Yeah. who live in Bay City. >> Yeah. >> Which I do not think by any means is the responsibility of any staff member of Bay City to determine we have one million other things that need to be happening besides figuring out do they all have B are they all Bay City residents? They all go to Bay City schools versus not. Um, do we have active groups asking at this point to use facilities that have been told no or

been told yes and they're working under different circumstances than this? >> Can you speak to that? >> Everything that is in motion whether they've been granted access or denied access based it's been based off the GK regulations. >> Okay. >> Is It's big kind of hit on us. Like a lot of people will be like if you go to Van you can use this and this and this. If you go to use this and this why can't Bay City that's our tax like why can't the Bay City kids play on that? They can't they can't go play here but if they go join Van they get to play high school if they go and then all the Bay City teams have to go to for little league. They have to for the junior seniors, they

all have to play and sweep. So their home games are 35 minutes away, you know, they don't have anything here and then they're like, well, you know, it's just post on the district that we're not supporting. You know, I think that that's what we're trying to figure out is I don't think it can, in my one opinion, I don't think it can cost the district in any form or fashion. Whether it's costing tan lights, whoever you are, we're not in a financial position for it to be able to cost us. So that's where I think Mr. Fen is saying, do we say, okay, for those organizations that you're playing baseball, that's the example that you're using. Do we say, okay, you can use it at and here's the rate. Let's say the rates, I'm just

making a number, $1,000, and you can use it for 50% or you can use it for 30%. to give you a break in that. I don't know. That's what we need to figure out is how do we want because really a regulation so the policy is one thing and then regulation was created to kind of rule and determine how we do it. So the board doesn't have any say in regulation but Mr. Johnson's asking because it keeps coming up because an organization used one of our facilities and the question kept being asked of well why them and not others. Um so that is that's how the conversation was started. So I think that's where we really just need to give some guidance um is to how do we how do we move forward? Not necessarily.

Yes, we're opening up the floodgates or yes, we're closing them down and holding them tight, but are we willing to say, "Okay, yeah, they can use it for 30%." Because they're going to have the lights on. They're going to have >> materials, too. Yeah. >> Whatever. We need to have people there to unlock it. We're not going to turn a key over to any organization. Electricity is not covered security. If they don't pay, [Music] >> but nothing electricity or like they're using a building like Hag. So, uh I I mean personally I think that you know when you look at what's in the cost are because like uh the the baseball field that's $250 is normal for the first three hours. you know, 30% of that is not very much, >> but if you add

in the 50 and $25 per hour, then you're if you don't charge anything, you're looking at a minimum of $300 to have a game, >> right? So then if you add any fee on top of that, you're talking about $4500, you know, and then I mean, you're looking at, okay, can you multiply that out for how many games you have to see something our our home games are six games. So then you're looking at if it's $500 or whatever, then you're looking at $3,000 for the facility use like our K, you know, $3,000 question. >> And I'm I'm I'm fine with doing like maybe figuring out like, okay, how much does it cost to run the lights and stuff over there? Or maybe you say like, "Hey, you can practice until, you know, 7:30 and

then, you know, you can't turn on the lights practicing or whatever." Or if you you have a game there, you know, then it's it's x amount for I I don't want the district to lose money, but I also don't want to take advantage of the people that are spending their time to help the kids that are in our district that we're here to help. You know, like we have a common cause. >> Sure. Absolutely. I don't I don't want the district to lose money, but I don't want to make it to where it's so expensive that it's like, okay, well, we're just going to have to do one more this. >> So, would it be reasonable um for us to try to reach a determination on what that electricity cost? Yeah. And I still think

it's worth collaborating with the city. And it's not fair for anybody to point to fair day city and say, "Oh, you cannot let your kids play the football field, but is we got to stop in Paris." The city of B parks and recreation department did not build a brain football stadium field. They have no choice but to play on the high school softball field high school football field. We're blessed in this community to have all these recreational facilities for our youth and then to have a you know awesome stadiums for our high schoolers. What we need to do is identify the where we have any is the baseball and seniors. They don't have those facilities. The city didn't build anything and so maybe that's somewhere where the district might be able to step in and

help. But yeah, there aren't footballs fields and all these other cities that these kids are happy. They're blessed that they get to play here and we also have a stadium field. >> So I think maybe to move forward a conversation with the city and involves the organization. I think and I don't know if the city has done that. I have no idea what the city process has been. Um, but have a conversation with the city and and figure out what the true need is for the community and for the organizations. So whether that you bring in the presidents organizations along with the city, I don't know what that looks like or how that works. But have a conversation what is the true need and then let's talk about that true need instead of just pieces

to everyone. I think >> there's a committee. There's already the president of each organization go to the parks department. I mean are they willing to spend the money but you know this organization are they willing to >> we have we have an amount you know each kid pays x amount you know so we have a we have an amount that we can spend to things and I'm I've already brought this up with the district and stuff and I said hey if if you're if if the fee ends up being lower than what we have then I'm fine with buying a pitching machine or making an extra donation or whatever. I just don't want to go to where we're priced out to where we can't use it, you know. >> So common ground is what we

need and what you need. >> Correct. So >> yeah just >> but whenever you're dealing with a blanket statement kind of you know >> so I think I think maybe does that give you some direction meet with people figure out some what is the need and then go from there on how we can how we can be of service but not >> how it can be a win for everybody >> how we can do that at the same factors are dead. That way we have all the information. >> Perfect. Is that good with that? >> Appreciate the conversation, >> sir. Thank you. All right, moving on to items of business. A, consider and approve compensation recommendation for Bay City ISD law enforcement personnel. >> So, uh, we were unable to take action on this last

time because we didn't have an action item on it, but the board did discuss, uh, that was in favor of a $3 per hour raise for our ISD police officers. Um you have in board book uh those numbers. Um the cost difference for that overall per year approximately $25,000. >> Okay. Does anybody have any questions? If not, is there a motion to be made? >> Compensation recommendation for Bay City. >> All right. Is there a second to motion? All right, we have a first and a second. Any further questions, commentations? Hearing none. All in favor? >> I opposed. Motion passes five to zero. Right. >> You go, Mr. >> Item B, consider and approve special education high leave siphons. >> Welcome back, Mr. So one of the things that we look at in all our

departments are things we started Mr. and asked me to do some of that when I got here July some visiting with our special programs director and we were looking at different contractors contractor that's a lot and so if I was thinking that fires would save us Is that a better fit for us? So, we did some math and put it to paper and I'll just give you an example. We looked at all the current positions at the contract for consolidated with principles. We've crunched we have stopped any future contract. We don't have any contractor. But when you look at it as a whole, if we were to utilize direct positions, it would cost us about $1.5 million total. That's a net of $966,000, right? Contractors. And so playing around, well, what's the reason why we

can't get those holding this back? And uh one thing we've come to is compensation for some of it in the material, not necessarily a base pay, but we have neighboring districts uh that offer a little bit more as far as silence. And so we want to make a little more competitive. So I started playing around with math and uh when I looked at all the positions that we offer contracting wise, highly specialized position. So we teachers, right? These are teachers that example your calculator. They're usually kicked, spin on, punched, chairs come out of our gloves. This is a daily occurrence for them even at this level, right? And in order to negotiate behaviors with these students, these individuals have to be highly specialized. So we're not getting into this fight, they're able to knock down

these behaviors in a way that they promot instruction just run. These are very specialized people and not just training wise. The mindset that have to come into that day in day out, day in day out, day in day out. And then our speech individuals, right? So individuals who are helping our students at very young age get better at speech. What we're noticing is that there's very high need for two reasons. One, there's just not those people out there. They're hard to find. It has to be attractive for them to come down there. And so we have to look what that looks like. So playing with these sensor districts as well as farm similar as far as the sip of pay is concerned and I notic that teacher in that area is offered a $5,000 what

we offer now for our teachers. Now the base pay is a little different but we're pretty comp right there. So what I did is in order to make the math I don't know see what I can do with it. I took it if we hired a teacher at Bitcoin anywhere from about five to 10 year marker salary then I had a 10,000 to 5,000 which was $10,000. So I decided by 100% on both ends. So we're not just competing with them. And that was the concept. I didn't want to do 10,000 and then they come back with a thousand come back having the same conversation a year from now. I want them to try to catch us, right? And the intent is that we're looking for talent in the area. May or may not bring

something from the city, but there's plenty of talent around us. So we're going to be competitive in that aspect. And then I took and I put in another position right as far as professional and added that base salary to 30,000 added 5,000 2500 $5,000 class tax and then I had a little money left over so I added in a just a brand new special teacher with the current if I were to change a contracted teacher which come together class that's $196,000 120 for one about 72 for the other If I did that, you get those direct hires, you can hire those three people that I just talked to you about the new salary for $32,000. It doesn't work if we don't. This isn't new money. This is the same money we're already spending. So my

ask is and you should have the list of this type of suggestions there is to make those adjustments for those areas and I realize some of them are high you know $1,000 look like a lot but that's kind of going rate for bilingual speech and it's actually kind of low right to be competitive in that in this market that puts us above a lot of people right it matches us in the area because of our maintenance that money is already being so we're not increasing that was that was told that's not going any higher content and see what kind of talent come our way it may not bring anything but I know we have not at least give us a fight chance for And it's December, so the chances are we're probably not going to

get a long day. A lot of times back here after two hours and there is some talent there and there are a lot of women. So I'm off to >> So >> all right. Are there any questions or review? >> No, that that's a consideration and that's something we like to do for >> Does your um cost of employment or the direct hire factor in their benefits? >> It's a base salary going with the midpoint that's in there. But to answer your question, no, I did not take that consideration. I was at the time of the Mulactly be an estimate based on what we pay for insurance. So I figured 12% per person it would be more and it would work for us. >> Yes sir. Based on our calculations if we were to hire

all those people direct6,000 >> benefits >> but the benefits were closer to >> depending on what the benefits are and how much we're doing what we're compensating for. So I had to have exact number so far and you know 8% is on the TRS Jordan. Is that right? >> TRS about eight >> I haven't looked at it in a while but we're going to say yes. >> I'm thinking 12% overall employee salary. I'd rather be I'd rather estimate over instead of said that somebody's coming like they're like one of us like group three. So if we hire one of those internal then we don't have the other two then we still happen to contract the three contract until we get the direct tires but I will tell you that this is a high priority for

a lot of people certified as a parent and pass I'll pass that name on I think what you were asking if we fill one of the three positions contract contract three >> they just they just so you do a BMU t-shirt that say 120,000 How many teachers are we talking that we is is this an accurate number or there >> that's everything and I I'll be honest with you as we move forward looking forward later. >> All right. Any other questions? Is there a question to be made? All right. Is there a second to the motion? >> All right. We have a first and a second on the table. Any other questions? All in favor? Opposed? Motion passes 5 to zero. All right. Item C, consider and approve required SB12 resolution. So this is a

resolution that's required by the offer you guys pass [Music] but I did provide it to you ahead of time and so if there's any questions about it glad to entertain it. >> Does anyone have any questions? I do want to let you know that part of the requirement is that after you do approve it to send the exact resolution out. >> All right. Is there a motion to be made to resolution? >> All right. There's a motion on the table. Is there a second to the motion? >> Second. >> All right. We have a first and a second. Any further questions? All in favor? >> Opposed? Motion passes five to zero. All right. Item D, discuss and consider approval of update to board policy VE local and VF local. >> Okay. So, looking at E

local first, um it was consideration of moving the board meeting dates back to Monday because there's so many conflicts on Tuesdays to allow board members to be in attendance. Um the policy that you see does that look at the top of it says in blue should be held. >> Yeah. Um on Mondays, now the other blue parts are also we were going to have to update this policy anyway because of legislation and so those were already included here. So we have to come back approve updates later. So there's that one and then there's also if you look at uh Yeah. Um you know how we have adopted some policies that we used in one of the policies that allows us to adopt policy under you know what we consider emergency. This policy shifts it to

where it's not done under emergency. It's just regular practice. Um so if you accept and approve this policy it means that the board moving forward can approve uh policies in one meeting without calling it an emergency. It's simply semantics. Um however what I do want to say is is that the board would need to determine do you want to move forward doing one reading and one uh approval or do you want to keep it as two and then whenever we need to do one it's no big deal. just ahead of time. as long as we have a week ahead of time. Does anyone have any other feelings or thoughts on just switching all policy changes to one as long as we keep >> right now [Music] present majority there's a forum and then it's a

majority or is this a true majority? So if somebody's missing then obviously it's going to be four. >> I don't think my understanding from the policy consultant I think she pointed out. >> Okay. So, is there a motion to be made to adopt? We're going to do this separately since it's two different policies. Um, let's make update for policy local. >> All right. There's a motion on the table to update the policy be local. Is there a second to the motion? >> Second. >> All right. All in favor for be local. I opposed. Motion passes 5 to zero. All right. BF local. Is there a motion to be made for BF local? >> Motion to update local. >> All right. There's a motion on the table to update the F local according to board book.

Is there a second motion? >> All right, we have a second. Is there any further questions, comments? All right. All in favor? I oppose. Motion passes five to zero. All right. Moving on. Consider and approve the NCC debit credit card agreement. Good evening. >> Good evening, board. We were approached by Madagor County Credit Union with an interesting fundraising opportunity. Uh you should have a mockup of a potential debit card in your board book. What they are suggesting is offering a debit card to their credit union members that they can choose. If they choose to have a CIS logo on that card, we would receive five cents for every transaction up to $500 for you. I have actually asked them if they consider raising that amount, but you have to ask the board, but that is

negotiable potentially. um >> per card, per member, >> per not per member, per basically five cents and we would get $500 for the whole entire >> just maxing that if they um my concern concern mostly prosperity because they are our depository contract. And so I sat with Savage at Prosperity and I talked to her and I asked her, you know, if we do go ahead and do this, this damage our relationship in any way, shape, or form. She said, "No, we are to do this." uh she gave us they don't have to but I think it's proper to do that especially there is a termination clause in there as well so if we need to terminate within 30 days >> what's the length of the commitment >> uh currently right now I believe it's ongoing

up until we decide to to expiration. >> Correct. As far as I'm aware of at this point though, if they decide to terminate the program, >> we get $500 at the end of >> correct or whatever. >> Correct. Unless I can negotiate where >> questions help and I think we've heard that there are some other school districts who've done this as well. So we'll at least have Right. Any qu any further questions? If not, is there a motion to be made? >> Just just so you're aware, I ask this program. I don't think they will, but who did ask? >> $500 isn't going to make our world, but it's pretty cool to see some black card. >> So, is there a motion to be made? [Music] All right. Is there a second to the motion?

>> All right. All any further questions? All in favor? >> I >> opposed. Motion passes 5 to zero. All right. Item F. Discuss and consider approval of a res a resolution authorizing participation in the Texas cooperative liquid assets and security system class trust and designate authorized representative. >> So this is actually for F and for G. Currently we use start for our pool. Texas class is another pool that actually offers slightly higher interest rate. So I'm just asking authority to go ahead and to open an account on Texas class and so that way we can start taking advantage of those higher interest rates there. So in order to do that uh we do need to designate the authorized representatives would be myself and Harley who is our business manager and uh then the participation which

is under >> everything sure policy >> absolutely yes sir and it's very easy to work with our previous district any questions Is there a motion to be made? >> Make a motion to approve the resolution authorizing participation in the Texas cooperative assets the security system class trust and authorized representatives. >> All right, there's a motion on the table. Is there a second to the motion? All right, there's a first and a second. Any further conversation, questions? Hearing none. All in favor? >> Opposed? Motion passes 5 to zero. All right. Item G. I believe we need to make a motion. >> Secure trust participation. >> All right. There's a motion on the table. Is there a second to the motion? >> Second. >> All right. A first and a second. Any questions? Hearing none. All in

favor? >> Opposed? Motion passes five to zero. All right. Item H. Discuss, consider and approve approval to repair HJ central administration building roof using maintenance tax note funds >> existing funds. I make a motion to approve the repair central administration building funds. >> All right. Is there a second to the motion? Second. >> All right. Are there any questions or comments? Hearing none. All in favor? >> Opposed? Motion passes five to zero. All right. Item I, discuss and consider budget amendments. So, the budget amendments that I'm bringing you tonight are based off of the HP2% and the 2% midpoint raises that you had. Initially, when the budget was adopted, it was adopted without those in there. So, what we did is we pulled some real numbers and we got those available to you. It also

does address some functions 113 36 and 41 for budget amendments related to accidental emissions in the budget. Uh some CTE funds are overlooked about $50,000 worth. So we've got those added back in budget with that. The current summary finance run projects an increase of $1.2 million to the M budget and that is for the salary increases. So that's the amount that HB2 will give us for those salary increases. And so the increase in expenditures is currently $1.39 million. So there is a slight increase for all of those positions that are funded for two. This is this is our current. Um odds are we probably will see some future budget amendments you know as a year increase was certain amount but then the money was given to us but not the full amount. What was what's

the difference? >> No the full amount is given to us. Uh what we're looking at is the current runs uh from the master salary. We've actually been working on master salary spreadsheet. Uh summary of finance is just an estimate. The $1.2 million is an estimate. Uh as we proceed now as they start getting team data those numbers start to come closer and closer to better. So these are still just kind of initial. So as progresses they get our true numbers. What I think what you're asking is the the state was only funding a certain portion% the others >> teachers were fully funded >> right then there was onlyund something thousand that we got to fun the 2% >> yes >> so the board had decided to spend this much extra to give the% to everybody

else I don't remember what that difference was off the top of my head but >> these these salary sheet every single number. So start the budget.
