speaking thank you for taking time this evening to join us and for your interest in the Brenham Independent School District at this time Tommy Sullivan will lead us in the pledge followed by the invocation given by Mike Altman okay requests congratulations to the flag of the United States of America and to the Republic for which it stands one nation indivisible with liberty and justice for all right thank you please dear Lord God our gracious and merciful Heavenly Father please be with us tonight as we discuss please keep our minds centered on what we District please be with us on our way home tonight amen okay we have some special recognition tonight um our our first one was going to be appreciation for outgoing board member and he was not able to be here tonight so

we will we'll do that another month um so we'll move on to the department Spotlight and first up is our technology department and Rod Lear will recognize this department well good evening and thank you for allowing us to be recognized tonight all right sorry about that this technology at its best uh Debbie will proved that I tested every mic in here several times but anyway that's the way it goes anyway uh we really appreciate this we're a small department so it gives me a quick opportunity to introduce each one of them if it's all right and just a quick description of what they do for the district uh like I said we're a small group these guys are I'm so proud of them they support over 15 000 devices in this District as well as

the staff the students we work as a team we like to call each other sometimes we call us our work family but we work really well together I know some people say that but we really do we we really do as a group so I'm going to start with some of the foundational people in our department and that's our computer technicians and Josh Todd is a computer technician he takes care of the middle school and Junior High School he's a computer technician He Works hand in hand with the he's not here Troy Troy's not here he's worked for Microsoft this summer so he's an its uh who basically they work in tandem at the campuses one taking care of the teachers as far as software and how the technology is integrated Joss takes care to

make sure that Hardware works overhears Jared Blackman Jared kind of followed me up from Magnolia he worked for me for a couple of years but I know he's a great computer technician Jared takes care of the high school and pride the grades basically from 9 through 12. he works in tandem with Chelsea's best Chelsea couldn't be here tonight she's uh working on her doctorate right now Chelsea was hired this year brought her down she we were so fortunate to have her so Chelsea best is here at the high school and they work as a okay Chris Miller Chris Miller came into our department this year Chris has got the hardest job in the district sometimes because he's on the road half the time because he supports the East Early Childhood through fourth grade so he

covers three of the elementary campus plus Early Childhood so he's a he's all over the place but he does an outstanding job I'm really fortunate to have him he works in tandem with Tom spauloff so that lead into Tom Thomas and its they again support the teachers and so on Tom took on a new role this year he's the webmaster for the district this year he's got the tool set for it Tom's been here several years and started as a teacher here in Brenham and he knows he knows what's going on he knows how to handle the website so it's great get that back into our department okay this gentleman behind me I'll start off with our first Network guy these are the network guys those are the computer guys and the instructional staff which

is Tom's the only one here that he's our instructional staff our first Network guy I'm going to introduce to you is Grant Curry Grant is Our Land man we call him he basically takes care of the wireless phones systems kind of at each of the schools in a kind of a narrow sense so if somebody needs a phone moved he does that if he needs a wireless access point those kind of things so he's our land man he's doing a great job he moved up kind of to take up a little bit of a void when I get to Brian on the end over there we'll explain that this year as you know technology just keeps growing there's more and more involved it used to be just icing on the cake now it's part of

the cake if it has to work all every the phones the security systems the Food Services systems and I'll get to the last one when we get to Brian what he took on this year that allowed Grant to kind of move up into the position you can't forget Angela Angela is our Administrative Assistant he takes care of everybody in the department she's the one that keeps us organized keeps us what we need for supplies Porter she does all the purchasing for the district for technology so everything that we buy technology provides goes across her desk she also inventories often this year we got almost 5 000 Chromebooks every one of them Angela unboxes tags and puts in the inventory so she's busy if you don't believe me you go out in the London air-conditioned warehouse

this week she'll be out there working along with answering the phone without putting in purchase orders doing all that so she is awesome the one that keeps us organized and us guys and eaters the next the next Network guy I've got over here is Martin Brown Martin is kind of the uh I guess the flip side of what Grant is Grants more Hardware Networks types of takes care of the wires and the boxes is Dr Chaplin would say Martin takes care of the software he's the guy that does the onboarding which is making accounts for students and staff he takes care of the servers he takes care of munis ediforia some of those you all may have heard of these are the big programs we use in in the district here in Martin's done a

great job stepping up taking care of that especially the account provisioning it's getting more and more complicated every year because when a person comes in they need to have this group this group this software this and Martin's one that keeps track of that next Martin is Brittany Brittany colic Brittany used to be Brittany knable and that's always a hard one for me I worked with her mother for years here at the high school Brittany Brittany stepped up into a position that was much needed for us we have a lot of software that continues to grow and grow and grow and all that software needs somebody to streamline and make sure that the data flows through each of those applications and sometimes that's difficult to do when you've got database here and one here and one

here and one here and they all need to talk somebody has to make sure that occurs so her title is systems coordinator and that's indeed what she does she's also a project manager what that kind of means is whenever somebody brings in a new program and wants to implement it she's the one who has to investigate figure out find out how it's going to go into the system how it's going to hook up she does kind of the meetings gets everybody together and then at that point she's also the one that may in the end end up training doing training to facilitate people to be able to Minister the softwares so she's doing an outstanding job by the way a little feather in our cap Britney's working on her doctorate Chelsea best is working on

her doctor we're able to have two doctorates candidates in our department which is for 12 people that's pretty good last week but certainly not least is Brian weeks everybody knows Brian in the district it was a war to call somebody Mr Cub I think it would be him because he's involved in everything from Sports and photography to audio and so on sometimes it's hard for me to keep narrow down and focus a great guy he means a lot to this department he's very valuable the thing he took on this year that allowed Grant to move up in his situation was now the technology part I never thought I'd see in my day now I get calls my room's too hot or my room's too cold Brian is taking on because he has the tool set

is able to do the control systems for our district they were having a great deal of difficulty finding somebody with that tool set Brian stepped up so of course in his time spent a great deal of it here lately with the new ideal impact this it's not been 30 or 40 percent it's been more like 60 or 70 percent of each time it's been working on that but it's starting to level out and get a little bit better now but because he stepped up in that role it allowed grants to move in doing the land stuff Brian still takes care of the WAN which is the the big stuff the the bone the switches the internet connections the filtering the firewall and all that did I miss anybody they're a great group they really are

I'm very proud of them uh coming back to Brenham and they've welcomed me you know allowed me to step up and be the leader that I want to be and these people well we appreciate you and your whole team thank you so much thank you very much thank you thank you thank you thank you appreciate you thank you that's the box right here thank you appreciate it thank you sir all right one two three one more one two three thanks next we're going to recognize central office and Dr Chaplin will introduce okay so I think I think a handful of these ladies are here so when I introduce these ladies they'll come forward but before I do our central office ladies much like our our campus um clerical staff and administrative assistants are really the

I'm going to use the word that that rod used a few minutes ago really the backbone of what we do they do so many things that no one ever sees to ensure that bills are paid payroll is made they really take care of the district they take care of a lot of us to make sure that we're able to do what we need to do so when I call your name if you'll please come forward if you're are here Jessica Allen Works in our business department Anna Marie Escobar is our Administrative Assistant for our special ed Department Amy Hatfield Works in our business department you come by yourself Jessica all right Shannon jazurski no Shannon Cheryl Joe's walk I think I saw Cheryl come in there you go Kerry Mitchell is in our teams Department

get a picture right now oh you should have seen it I did see it thank you just making sure yeah okay okay next we have our Child Nutrition and Cassandra Davis will recognize the Child Nutrition department good evening all right so after having a whole year of Novi showing up I'm happy for two months in a row to have people standing up here with me but I'm glad that I get to recognize my office staff this month because last month while I was recognizing everybody who works in the campuses these ladies were of course working behind the scenes and cleaning up from the dinner that we provided as any new administrator or new principal or anybody comes on board you never know who's going to be in your office and who you're seeing with and

working with every single day and I couldn't be more blessed to have had these ladies to come and work with in the office um fun fact Kendall has worked every position in the department Debra has followed behind her and has now worked two positions in the department and Deanne um I don't know what her future holds but so far she she has the first position and we'll see if they keep dominoing their way up but there's a lot of information between these three ladies and I am just very blessed and happy that they're here and working with me in the department so I just want to thank them thank you we appreciate you thank you thank you see you thank you so much okay and one two three and one more one two three yes

okay next we have our maintenance department and Paul ashenbeck will recognize the maintenance department good evening it's my pleasure to introduce you guys to uh Jackie Eckert Jackie may be one of the nicest people I know uh she cares about people she works with she does a lot for them sometimes she tries to do too much for them um we got to tell them to cut the cord sometimes uh she has taken on a new role in The District just as just as I have and she has hit the ground running she's learning every day and works hard to correct any mistakes that we may make together Jackie is very loyal employee and it's the joy to be around since the district has taken over the custodial Department she's also added another layer to her

responsibilities she and I work hard together in trying to learn as fast as we can and we want to thank you Jackie for your dedication to our district foreign thank you and one two three four one two three thank you thank you thanks Jay thank you beautiful okay next we have the public comment portion of the meeting and um just want to I'll call each individual up each participant is limited to three minutes to make comments to the board and Mrs gas Camp will keep time and let you know when you have a minute left the board shall only consider complaints that remain unresolved after being addressed through proper administrative channels for further information on these requirements contact Miss Christy oliveiras our director of Human Resources complaints against employees of the district shall be heard

in accordance with Ward policy bed local complaints against District employees shall be heard an executive session unless the employee complained about requests and open hearing so please don't use any names of District employees specific factual information or recitation of existing policy may be furnished in response to inquiries but the board may not deliberate discuss or make any decision on subjects that are not on the agenda okay first up we have Chuck Thorton to address the board on Elementary School Safety and Miss gas Camp will let you know when you're do you have the thank you okay thank you for letting me speak I'm 76 years old never been to a board meeting my life we moved here just almost 40 years ago born and raised in Houston um uh ex-veteran and uh my kids have

gone through school here my grandkids have gone through school here don't have any uh other grandkids around the living live in this District but you know when Uvalde started up it's all I could take I don't think there's a silver bullet to answer the question about stopping violence in our schools but I first of all want to say that as a veteran um I want to personally volunteer my time free to sit in the elementary schools at any door anytime as much as I can I don't think I speak for all veterans but I think might speak for a lot of them but you know there's no there's no there's no one thing that's going to be answered to this I mean we know it's mental stuff we know it's problems with guns we know

it's a lot of things I believe in guns I have guns but I respect them and I respect the law but I believe that there's ex officers police officers ex-military ex just people that would volunteer and of course that position would have to be really researched before you'd let somebody on that door I'll guarantee you that but I'm ready and I'm semi-retired I couldn't do it every day but you know if you get enough volunteers I'll guarantee you I'll do once a week once a month once every three months whatever it takes we can get the volunteers but that's one maybe one answer one answer to the to the situation so you valid doesn't happen anymore we're not gonna I don't rely on doors locking you know there needs to be someone there and someone

at every door as far as I'm concerned the second thing is I'm probably going to make you a little nervous because I've never been to one of these before but I want to ask you some questions I don't know the reason why I'm asking does our school district teach critical race Theory question no answers okay uh [Music] there's a lot going on in America I read a document a few minutes a few days ago that basically said if our country went to war inside of the United States if we were invaded if we were out of out of uh need military help and we needed food thank you so much there's no one out there that will come save us we always save the other country thank you thank you appreciate you foreign next Sandra

Kent to address the board on curriculum good evening there are two people that actually came into the meeting after they are talking about the same thing I am would they be able to stand with me not say anything but stand with me that's fine as long as you're speaking for it Walter Debbie we're kind of all concerned about the same thing I've been getting a lot of phone calls saying why was Panorama put on the agenda I understand it's been pulled in for that I thank you all very much for pulling that I don't know why it was put on the agenda I know there's sales people that sell this program is there any kind of and if I know you can't answer me but there needs to be some kind of Citizen type of

group that can help you vet some of this information I was told there's so much information coming across your desk you can't always see what's there so before this gets to this point where we're looking at Panorama and social emotional learning comprehensive sexual education uh critical race Theory we need to have a good hard discussion what we want in Washington County and most the people that I know do not want that you do a great job educating our children we need to keep it as education not as indoctrination and that is my position in several people I know and thank you very much for pulling that what can we do as a citizen and please come up with a program that we can help make sure that this doesn't happen [Music] that's basically it thank

you thank you [Applause] next Mimi weed to address the board on panorama okay the out of my coverage Zone um I'm here to say basically the same thing um I think it flew under the radar and a lot of people don't know what it is so I researched it I could not disagree with it more I feel like it's outside views that don't pertain to this community I feel like it causes divisiveness I feel like children are going to be made to feel like either victims or perpetrators and we don't need our children feeling that way and that's not going to help them be better nicer people um if you just look at the people that created this um I don't trust them with my children's morality you know and I really feel like we

need to dig deeper into this program like they just said we need to involve the community more I totally agree you guys do an excellent job you have so much on your plate and like but we need to dig deeper into this program um yeah that's all thank you thank you [Applause] I'll have these after them yes next is Andrew weed to address the board on panorama everybody's pretty much saying the same thing so I'll yield my time thank you thank you next is Stephen setters did I say it right suitors excuse me and he will address the board on the bond s a number of Professor here tonight to address the issue of the bond and to really and truly not complain but to provide Solutions on how we can get it passed you've

asked the citizens of Washington County to agree to a 154 million dollar Bond before we can agree to such an enormous amount of money we believe that we deserve more information in order to make the best decision possible the majority of Voters obviously voted no on the bond and it was said by those proposing the bond that if you voted no that you don't care about kids well this could be not further from the truth especially those who know me and my involvement here in the school district that I did vote no but it's not because I don't care for the kids it's because I do care for the kids this is a county-wide issue the no votes came from a variety of groups including and I know this for a fact many of our

educators well the safety and health issues have been listed as the main reasons for condemning the junior high school well condemning the junior high structure should be based on the following structural integrity and obviously environmental issues such as mold the plumbing HVAC and asbestos possibilities well one information flyer that was given to us stated that there are significant structural issues with the Brenham junior high school well it has a structural study been done and if so by what company and where is this information that could be available to us as the public what about an environmental study has this been done and if so by what company and is this information available to the public our Republican executive committee was approached by a member of the school board to provide reasons for our opposition to

the bond proposal we submitted a request for more information on May the 26th and we are still waiting to receive a reply as far as Bond committee members are concerned who are they how were they chosen can we have a list are there any other people on the bond committee that have a commercial construction experience and why is the public not invited to the bond committee meetings on your bond information flyer it also states that a demographic study was done that indicates a projected growth of 900 students over the next 10 years if this is correct then one can conclude that in 30 years this could be nearly 3 000 students this means that the construction goals of this bond proposal will not come accommodate these numbers so the school will be at capacity before

the bond is even paid in full is this wise well at present there's only been one option that has been presented to the citizens of Washington County are we to believe that there aren't any other options that may potentially achieve the same goal and at a lower cost citizens in this community have ideas that can help help pass a bond initiative that will achieve many of these desired goals thank you for your time thank you for your time foreign thank you okay next we have our superintendent's monthly update and Dr Chaplin will give us okay so Mr suitors it's fitting my my superintendent Comics they're going to address some of what you just talked about um yeah yeah good Tommy um Bond planning committee uh met again a newly formed I should say reached out

to people to see if they wanted to be on the committee both those who favored it before and some of those who were not so much in favor we met for the first time on June 9th simply to hear feedback and and I appreciate that you've supplied um because we need to hear feedback from a lot of different lenses and so that meeting was the better part of two hours pretty much just listening to what was good what wasn't good what do we do that worked and what did we not do that worked why did people vote for it why did people not vote for it to try and gain an understanding of where we need to go and what we need to do next a lot of good discussions from some of it was

related to the promotion of the bond both from the district standpoint the limits that we can and then also from the PAC promotion of the bond again what worked what didn't work some of it was some discussions based on um how it was packaged one proposition versus multiple propositions a junior high that's seven and eight versus a junior high that's six seven and eight uh CT there's a renovation plus a build build or a reserve uh redoing the current one um so a lot of the discussions on those things the next steps uh well let me throw this in there too there was a lot of discussions on the cost there was some questions on the cost per square footage in in trying to clarify the cost of square footage that was presented was on

a total from the shovel in the dirt to the stapler on the desk so to speak uh oftentimes numbers are compared apples to oranges when you say the construction cost is this but you don't count in all your furniture your your soft costs I'll just clarify it as that so so there was some discussion on that and also some opportunity to say all right let's let's double check the numbers let's see where we are make sure that we're we're going into this thing um with a little more clarity there was a discussion about engaging with other people in the community Through surveys and different things how can we reach out to them there was some discussion about moving forward with architectural services it doesn't cost us anything to bring Architects on board but we could

also say all right will this work from a rendering standpoint some of the feedback we got was we're going to pay a lot of money for some we don't even see what it is trying to add that transparency so the meeting was really good as a information gathering session now our next meeting is tomorrow night in the Junior High cafeteria at 5 30. I welcome you Mr Suitor to please come if you if you would like um that that meeting is to now take that information and say what do we do with that information now where where do we go next uh based on what we heard and we'll throw some ideas out and get some more feedback based on that so that's kind of where we are with our bond planning I'm going to

pause right there because that's that's a portion only a portion of my superintendent update but I want to see if you guys have any clarifying questions on that piece individual this is this is questions for the board um so I would like it to be open to the public I know that non-committee members wouldn't be able to speak during the meeting but if they can be there to witness or listen and then if they have questions that they want to come to you about or to us afterward that would be I think a good idea just for transparency perfect and I appreciate you saying that so come through the concession stand off of Tom Green seat that's that door will be open not through the front of the building come through the concession stand winds

around and gets to the cafeteria 5 30. tomorrow evening everybody good on that one okay next update in an effort to try and provide additional services to our teachers and help them out especially our younger teachers who are who are new to the profession we've expanded our daycare removing it from the high school we needed that CT space anyway for additional CTE classrooms so we're moving into the building behind Krause Elementary so we're able to increase our day care capacity from 12 of our our teachers students our teachers children to 36 of our teachers children and it's going to fill up pretty much is already full those who are first come first serve to bring that back so that's a service we want to provide at a minimal cost that covers simply our Personnel expenses

um Portables at eclc we've talked uh this spring about eclc and it's overcrowdedness we moved the four Portables that were on the eclc campus closer to the building so it comes they can come right out of the main office and go to the right and there'll be four Portables right there with the deck cover over the top we're currently putting with our maintenance guys can't say enough about our maintenance guys back there with Paul putting restrooms in each one of those so they won't have to come all the way into the building to use the restroom and the teachers are pretty excited about that process being done so that should should hold us at least for this next year on our on our growth there and then I'm going to finish up on a positive

note if you guys have ever seen one of our plays whether it be one act play or something in the theater we have some very very very talented young ladies and young men in our theater program um Miss Cara Freeman does a phenomenal job with our theater and I say that because they are currently at Indiana University some of those students competing in Nationals I don't normally do this but this is National so we're going to say their name so for musical theater Duets we have Leah Redding and Lucas Freeman Lizzie Prince and Colin Schroeder Stephen Houlihan excuse me and Kyle Freeman and then Chase and Lily Mars are all competing in musical theater duets for stage management Sammy Ryan for duet acting Colin Schroeder and Matthew Gonzalez and then in solo music Lucas Freeman

so for them to make it to Nationals they would have had to have scored a uh a perfect score basically a superior rating at the state competition that happened last nov November so keep them in your thoughts while they are in Indiana competing and representing Brenham ISD in the Brenham community so that's all I have questions okay next we have our consent agenda we can approve in one motion or if there are any items that need to be pulled for discussion or clarification I did I did can you clarify the computers for the CTE uh does that coming out of our immunode or is that part of the CTE yeah let me let me let Rod speak on that funds left over they were able to gather them all up Travis is here he might

be able to speak to it better than me but it's funds put together at the end they've basically taken all the accounts and gathered up all of us do it that are have our budgets and we get down at the end and they're able to put put together enough which is good because it's a much needed class right so these computers are actually for a new class that's being offered and we're using the existing budget in order to do this for this class yes it's an Autodesk class it's called Autodesk Inventor they're very expensive computers these are almost they have GPU cards in them they're almost uh above a gaming level almost and the fortunate thing about it the original quotes were seventy five thousand dollars and Dell heard what the program was for which

Dell if you all don't know it are into Esports and they're trying to get bigger computers out there so our kids can start thinking about Esports in the area these particular computers would be right online for that so it they have multi-purpose possibly in the future and maybe it could be you utilizes that I hadn't discussed that with anybody else but they do have uh they're very high powered units so Dell dropped the price almost ten thousand dollars on these units for us okay thank you for that clarification I make a motion to approvement second okay we have a motion made by Kelvin Raven seconded by Mike Altman to approve the consent agenda as presented all in favor opposed motion carries okay next we have consideration of compensation handbook for the 2022-2023 school year our

CFO Thad Lasseter will present this information Mrs Lang Dr Chaplin members of the board thank you for allowing me to be here uh tonight to present to you for your consideration the 2022 2023 employee Compensation Plan we went over this in the previous meeting in June so just a few highlights of this plan and it is attached to your board packet I believe uh this this plan uh is a five percent uh raise for all teachers this computes to let's see where is it wrong page 2725 that would be uh for any employee tied to that teacher's schedule uh it also raises the starting teacher on the schedule from 48 000 to 50 which will put us right in line with most all were of the districts around our area it also incorporates a five

percent midpoint raise for all employees other than teachers on their midpoint of their salary uh schedule uh pay grade one thing we didn't do this year is any Equity adjustments to that the non-teacher pay grades some adjustments were done last year bumping those up for Equity purposes and and competitiveness in the market we didn't see any need to change those the minimum mid and maximums on those this year [Music] the the total of the raise cost the district approximately 1.9 million dollars I think as discussed in our previous meeting that with some use of Esser funds we can get within budget to bring to the board a a balanced budget that'll be on down the road in August but looks pretty good at this time any questions or discussion we'll need a motion to approve

I make a motion to approve the 2022-2023 BISD compensation okay we have a motion made by Jared krennick seconded by Mike Altman to approve the 2022-2023 BISD compensation handbook for all staff as presented all in favor aye opposed the motion carries thank you very much yeah let me say this on behalf of all the teachers and the staff and everything thank you very much for your dedication to them because that is a huge huge thing that they deserve okay next we have consideration of a structural assessment of Brenham Junior High School our director of Maintenance Paul washenbeck will introduce this good evening again as you guys may remember we did a site evaluation done so the main building is Junior High a while back and during that site evaluation there were some areas that we

needed to do some more investigating on and so at this time I'm a asking you for approval to continue with that that structural assessment really looking at the areas that are underground the gym the auditorium the areas I would say on the the west side of the campus that are all underground and then see where we go from there and just to get started looking at that facility again to see if there's any answers that we can have to to correct anything there um make most to approved conducting a structural assessment at Brenham Junior High has presented and okay we have a motion made by Kelvin Raven and seconded by Tommy Sullivan before we vote I just want to ask if they if they find problem areas will they go ahead and do an assessment

of the entire building or how is that yeah and I actually have Thomas Gessner here if you have any specific questions for that but that's my understanding is we'll have a starting point and we'll see where we go and then if we see areas that we need to continue on to then we'll we'll continue that process and it's just for the main building yes ma'am yes ma'am and the gym also right the the main job how many times have we the gym floor how many times that week it's it's not been replaced it's been repaired several times actually there's a guy working on it right now to try to get the buckles out of it so uh yeah we have a lot of water coming into that place right now even Without Rain more in

depth to the previous ones I'll speak on that yeah the previous ones were visual where the structural engineer came in and looked at it and said here's some areas that we identified as probably some some issues that need to be addressed I was back I believe fall in 2019. um this program again Gessner is the the company that we're looking at will come into lidar radar scanning of the walls the structures the beams everything behind there to make sure that what we're seeing surface is either a reflection or not a reflection of actually what's Behind the Walls this one is is quite expensive but much more detailed much more extensive uh view of what is the structural um capacity of that building where are we at structurally with that building surface you can see a

lot of a lot of issues I mean we have water that flows in our Auditorium when it's not raining right we have we have a gym floor Mr Watts is in the back he pointed out to me the other day I went and we looked at the key on the far end and within a one foot of wood there's there's about a two to three inch rise within one foot of the planks going down and that's from the moisture underneath the seeping in so if we're seeing that on the surface we need to take the time the money to expand our investigation and go in and look at the structural stability of that building and make sure we're good so that answers your question I hate to be the one to ask but why wasn't

this in this one that's so in depth why wasn't this done before the first Bond call was it just because of the monetary how much it costs I don't have an answer to that it's not something we did Taz we came back in in 2019 and did one that we felt was sufficient um that building is aged quite a bit it's 2019. so we did more surface stuff originally whenever we first started the bond process before covid that's when tasby came in and did those assessments and I will say in the last two and a half years the changes in that building I mean it's it's tremendous tremendous the amount of and that's with the maintenance you know addressing issues as they come up but some of that stuff has been um knowing that it's

a lot different than it was in 2019 agenda and with no monetary I mean they're going to get nothing out of there so that makes me that makes me feel a lot better I was just yeah that somebody else said but tasby has zero to agenda and they make no money off of it so that good okay we had a motion made by Kelvin Raven seconded by Tommy Sullivan to approve the conducting the structural assessment of Brenham Junior High School as presented all in favor opposed the motion carries thank you okay next we have consideration of funds to purchase a vehicle for the CTE department and our assistant superintendent clay gillentine will present ma'am slang members of the board you've got a board Doc before you to use CTE funds identified CTE funds you know

we have an allotment there amount of that we need to spend working with our CFO and with Travis we feel like we've got 80 000 there to be used towards the purchase of vehicle as you can see in the board dock there you know we've got several aging Suburbans we've got an awesome CET Department that we could brag on for a long time here with their growing opportunities uh you know their competitions and travel we would like to purchase a vehicle or Vehicles depending on this Market uh with uh eighty thousand dollars so the recommendation is the board approved the purchase of up to two vehicles using 2122 CTE funds not to exceed 80 000 using by board purchasing or tips yeah absolutely so and uh Travis if you want to step up here with

me you can um so the first one again would be uh the the main the main identified vehicle would be for student travel we've talked about a van again it depends on the market you know it's a crazy vehicle market right now so um we've we've uh yeah if you can get two for eighty thousand yeah absolutely let us know where yeah so or or ABS uh we're absolutely hoping for a a van a passenger van we've looked at some pricing feel like we can get one for under 50. um if if we can do that if there's funds remaining for a truck Travis feels like uh we could definitely use a heavy duty truck for some of the the trailers to be towed with with some of their competition so again number one being

a van but if we do have the funds left and you know it's just 80 000 in this market I don't know that we can do it but if we can also a truck I want to clarify just a little bit I had Clarity on the van a lot of times we picture those 15 passenger vans those are not vans that we can utilize anymore for insurance purposes this is more the Sprinter type band that sets lower to the ground so yeah part of your attachment there uh to to add to Dr Chaplin's Point CNB legal specifically says you cannot purchase of 15 passenger van so um anything under a 15 passenger van and the reason I wanted to bring up the truck was because currently we do not have a vehicle in BISD that

can tow the stock trailers or anything like that that we own they have to use our personal vehicles to go to these events correct this would help eliminate that the ones that don't have access to those vehicles generally we we will haul kids if we need to but it takes a teacher out of the classroom for a long period of time when there's days that they're not necessarily doing anything if you go to Stock Show on Tuesday you may not show till Friday well then you tied up a teacher for three days and if you need the help we're there for them but if they don't need the help but yes the truck that we have now cannot safely pull that trailer you know we've used it but it's it's come to a point where

that trucks at the end of life as far as pulling traffic yes yeah and again of with the van uh Travis feels like there's been a few times when he's had several teachers out they'll take several school cars when we could take one school van and just have one teacher out which puts teachers back in their classrooms yeah there's these times we have to find other teachers to drive for us maybe they don't have a team that's going but we need the extra driver you know the bus really isn't a ideal situation for us because we leave too early and they can't run their routes and you know and sometimes we get back too late you know at least we tie up a whole bus all day and when we go these competitions we may

start in a centralized location and then have to go to other buildings and so the maneuver of bus in a lot of these facilities is almost impossible so the van would be a be a better option for us to help keep keep teachers in classrooms kids what we needed to be and to your last question to uh to Rod Mr krennic was these are identified CTE funds that we do need to spend if if the van is 50 000 and and then there's not enough for the truck how will that 30 000 will it carry over to next year or how is that throw that ball to our CFO until then okay thank you any other questions I'd like to make sure make a motion to approve funds to purchase up to two vehicles not

to exceed an amount of eighty thousand dollars for the CT Department as presented second we have a motion made by Jared krennic seconded by Mike Altman to approve funds to purchase up to two vehicles not to exceed an amount of eighty thousand dollars for the CTE Department as presented all in favor opposed the motion carries thank you extra of us okay next we have consideration of funds to purchase a vehicle for the special education department and assistant superintendent clay gillentine will present this as well yes ma'am again miss slang members of the board a similar situation again identify we've got several aging Suburbans we've got a Suburban with uh a hundred thousand another 150 000 another one with two hundred thousand miles um special ed much like CTE um often finds themselves in situations where

they're taking trips with students where they don't need a big bus um it's a smaller group of students um that they would like to take one van instead of several cars and again we have several aging vehicles on top of that so as you can see here the recommendation is to approve the purchase of one vehicle again of a van not a 15 passenger van as a Dr Chaplin specified and again the board doc that or I'm sorry the board policy that supports that is attached but an amount not to exceed 50 000 again using by board or tips for that purchase will we be able to sell the ones that have the most mileage and wear on them yes ma'am that's the plan once we have some other vehicles that we can depend on

and we still use those are still in the fleet you know if we're here in town um you know if uh Rod exactly um you're not you don't have to go very far you know right here in town so but yes ma'am as we are able to to get another vehicle or two we would we would try to sell one or two of those okay any other questions a motion to approve funds to purchase one vehicle for the Child Nutrition department has presented second okay we have a motion made by Mike Altman seconded by Kelvin Raven to approve funds to purchase one vehicle for Child Nutrition department as presented oh wait it's supposed to be special thank you it's written right yeah Special Ed Department everybody gets a vehicle okay let's let's redo this thank

you okay we have a motion made by Mike Altman seconded by Kelvin Raven to approve funds to purchase one vehicle for the special education department as presented all in favor all right opposed motion carries thank you thank you everybody sorry [Laughter] okay next we have our safety and security update our director of Safety and Security Jamie Woodall will present this good evening Madam president members of the board Dr Chaplin do I get a vehicle no sorry if you want to so I'm tasked with planning for the impossible considering all worst case scenarios but still knowing the joy of working with children in education and that's a tall order for anybody I think but I'm very thankful for all the support I've already had from the board from the community from staff and students I just

wanted to start off by saying a big thank you for that with that I think that it's important that whatever procedures and upgrades we make we make this we continue to make this an enjoyable experience for our students and our staff while also feeling safe so I've spent a lot of time researching what the top protective factors are in schools when it comes to protecting our students and our staff and those five and I can dig into any of these as much as you want I do have some sub points for each of them but the top five is early detection of SEL needs consistent individual identification of people who are on campus effective perimeter and access control effective communication and District specific Education and Training that is what we have been working on since

I took over this position and I'm very proud of the work we're doing I wanted to reiterate what I first said is planning for the impossible I I do not believe we will ever be able to plan for every situation that we will ever be faced with but I do believe that we can do our very best to do our job in protecting students and staff with the resources we have available for such a rural community that is small town Prides itself on being small town and uh and one I'm proud to be a part of so with the early detection of SEL needs and I want to address a few things that were said in the public comments the shot committee the school health advisory committee has met multiple times following the necessary procedures

to incorporate health and PE curriculum which we'll be seeing this next school year um that shot committee is made up of parents uh health and PE teachers as well as other department chairs and so the Quaver PE curriculum is something we'll be seeing and it does have an SEL piece to it and one thing I appreciate about the Quaver PE is that it does communicate well with the Quaver SEL curriculum that's already being used in the district Julie Hafer camp and I have communicated on that and then our smart data dashboard helps us with early detection of individual students who have needs a lot of times the information that we get on students from the state based on scores and different data points that we submit a lot of times we find out who is

already at risk not who is becoming at risk and we have different tools in the district that help us identify which students are becoming at risk before it becomes a larger scale concern we use bark alerts and crisis go spoke on that last month and then with the consistent individual identification of who's actually on our campuses we all know we can do a better job of wearing IDs in campuses and that's going to be a huge push this year and it always has been but I said last month that this is a shared responsibility with everybody and we all have to do our part and it's not only that we each wear our ID badge but that we also call out others who are not wearing their ID badges and if there is not a

badge to be had you escort that person to the front of the building to check in with raptor to get their temporary ID if they're a visitor the effective perimeter and access control I'm working around the clock to try to get quotes and vendors and uh work with funding opportunities for these things I suspect that there's going to be quite a few grant opportunities for Safety and Security especially when it comes to Perimeter and access control and that's going to be our doors our gates our our fences and and with that we want it to be aesthetically pleasing but also effective and so working with vendors to get quotes for those things one thing that you'll see next on the agenda is the approval of the night lockdown devices these are very low profile I

showed a picture of them at the last board meeting these would be installed on any type of door a lot of barricade type devices you have to decide if it's an inward opening door versus outward if it's sliding if it's garage door whatever it is and so um these low profile devices will work on any type of door and um and so learning how to use each type of barricade can be very cumbersome and so having one type that's that fits all doors I think is very important for our staff and our students and with that it's not going to add a huge piece of device that has to be maintained in a room it's very low profile and Our intention is to put those on all hallway doors so any access to a hallway

those doors would get those and then our fencing and Gates I've worked with all the principals on each campus to determine what is needed to be implemented or upgraded and also working to uh trying to get wireless entry upgraded on each on our exterior doors so right now if we need we need to update an ID badge that has access to a keyless entry maintenance has to go around to every single door and run a program that either puts people on or takes people off of each of those doors so you can imagine with stock changes or anything like that that's that can take days or weeks to update especially if it's somebody that needs access to multiple campuses so this upgrade that will come in the future I am hopeful for would allow us

to run that from a central location and provide those updates seamlessly and then say we are in a lockdown drill or otherwise an emergency situation we don't want people to have access you can immediately lock down a school so people can't get in that should not be getting in um during that time an example of that would be when we do our lockdown drills our communication to our maintenance department isn't always there and they end up accessing the building in the middle of a lockdown drill so that's one example of how those kind of things could be mitigated appropriate and directional signage is where I put I put that under the communications umbrella because a lot of times our visitors our parents end up on campuses and end up in places that they really shouldn't

be during certain times of the day and that's because of perimeter access being available or signage not being there so I know that Brooke and Paola are working very hard to update the signage on campuses in English and Spanish I'm super excited to be a part of that project with them because there's a lot of different ways we look at campuses and what signs need to happen so I'm excited about that joint project um and then the last thing is District specific Education and Training we've included technology Transportation our Volunteers in the community venues PD Fire Department EMS to decide what kind of training we need to implement in the district and that's where we ended up coming up with the crisis go I response app that we will be implementing our goal is to

have that ready on August 1st that's our SRP and SRM I spoke on that last month the training that standard response protocol and then the training that we've come up together with the police department the school district and EMS the school safety for critical incidents we had our first training on that last week we had amazing feedback from our staff that did that they said they felt like it needed to be mandatory for this for everyone in our schools to go through that training I'm very thankful for EMS and PD for being involved with that um but as we move forward I want to really emphasize that everything that we are doing is either it not either it involves campus specific department-specific District specific and Community specific needs and so we can say we want

to do blank but can we actually do blank and does it make sense Is it feasible and so it's not always a dollar sign question it's it's can we actually do what people are wanting done and is it truly effective and so in future conversations we will be talking more about the presence of individuals on campuses um being armed UniFi uniformed officers having potential campus monitors we're having those conversations right now to determine those are um feasible things that the district can do talk about this the last meeting what the door devices will they be will they be in in time before this school year I've been told they are scheduled to be here in two weeks and I've been working with Thad to have an outside contractor install those since we're pretty overwhelmed with

the summer projects that are normal normally scheduled and so the idea I'm hopeful I am very optimistic that those will be installed before we get into the school year I wanted to point out a compliment Jamie for a minute she's really taken a multi-layered approach to this the social emotional piece is really at the root of what we're dealing with but we also as Jamie has pointed out the hardening and the layers of the hardening of our buildings you know she talked about perimeter fencing where are we with that then you come to the envelope of the building the exterior doors where are we with that you come to the interior of the building where we were that with the door closers Tommy just talked about and then finally also the approach with our sros

that we currently have that we work and have a great relationship with the Brennan PD off-duty officers a monitor program Mr Watts is telling us about something last week that he used in a previous District that sounded really good so I want to reiterate and also again compliment Jamie we were looking at this animal from every direction we can look at it to try and make our schools as safe as they possibly can to your comments earlier heaven forbid right heaven forbid and you probably cannot as Jamie said calculate out and and prepare for everything but we're doing our darndest to prepare for every possible thing from every angle so I appreciate the diligence Jamie has gone through and I know um for anyone who was at our last board meeting which was a noon

meeting if you weren't there and you're interested there was a comprehensive update that Jamie gave on our security and discussion following that so I encourage you if you are interested to access that meeting so that you can hear the discussion one of the things that the board and and everyone discussing we want an armed trained person on every single campus every parent wants that every grandparent wants that that's that is a priority for the district I have a question on in the material that we received this morning and then in these packets on the fencing and everything as that just is this just the beginning stages of planning for that yes so the I didn't know how much y'all really wanted me to get into all this but I had the drafts that I provided

as far as what perimeter and can access control those are conversations that I've had with each of the principals I've sent it out to certain department heads to say how does this impact your area if we were to do this I've sent it to City of Brenham to look at to say are we violating you know codes or anything with this and it or do we need certain permits and different things so um this is a a first draft and um and then I would say there's some campuses that have higher need it should be a higher priority because there is not fencing in certain areas so if we had to rank say time gets on us or or supply chain issues come up we have a priority list of which ones need to be

addressed first and so um and I just feel like August is tomorrow almost yeah so um but I'm working really hard with with everybody to to get feedback so that we can make any adjustments that we need to I know just like with Child Nutrition if I put up a gate somewhere and they have deliveries throughout the day that's not going to work and so I just I just want to make sure we have a lot of eyes on this before we say let's move forward with permanent changes okay and I feel like if we if we don't do that then we put something in place and then those Gates get left open or they get propped or whatever I just I just want it to be effective whatever we choose to do those conversations

are taking time okay have we brought in anybody outside of your group um PD or military anybody to look at what you have proposed here is this the best solution is there somebody involved in this so the Texas School Safety Center is the standard in all things and that's where most of these these projects are coming from is is um does it fit within their evidence-based practice and and uh in best practices everything is peer reviewed as far as does this look right does this footprint look right what we're planning for that that is including the city of Brenham I've had conversations with um with I think every Public Safety entity that we have in Brenham regarding reunification our response to these things and so as far as what resources we have I feel like

I've tapped them any other questions comments thank you Jamie thank you and and actually we also have the consideration of purchasing the lockdown low profile floor pits for the campus Office security is there anything else you need to speak to on that or is that are we ready for a motion okay are there any questions on that before we approve choose the equipment just the equipment so the proposal right here is just for the equipment itself and then once we started having the conversation of August feels like it's tomorrow we started thinking we needed to get some outside help to get these installed make a motion to approve the purchase of 1 000 nightlife night lock lockdown low profile floor paint device for campuses and opposite doors in the amount of 49 950 as presented

second okay we have a motion made by Kelvin Raven seconded by Mike Altman to approve the purchase of 1000 night lot lockdown low profile floor pit devices for campus and office stores and the amount of forty nine thousand nine hundred and fifty dollars as presented all in favor aye opposed the motion carries thank you so much thank you okay our next item I'm gonna let do you want to yeah speak on that okay agenda item number 13 is the one where that a lot of people in the room had questions about when they spoke and that's the the Panorama program we we went into this research looking for a program that can do similar to what Jamie described pull a lot of our student databases together into one place so that we can gain information

and and kind of track social emotional stuff as we presented that to our principals and our assistant principals and our counselors and our special ed people the users side of this program we realized we didn't feel like it was going to do what we needed it to do upon further research there were some other issues that came to light so I spoke with Natalie and Tommy actually when we when we went over this agenda and said there's a pretty good possibility I'm going to pull this off because the principals and APS and counselors were not happy with this it's too expensive for them not to use it and so Saturday indicated to them we were going to pull it off and then this other stuff came to light anyway so I appreciate your comments you're

helping us ensuring where we are with our kids and we'll pull that agenda so my recommendation is to take no action on this item okay thank you okay next we have our monthly reports for information purposes only um if there are no questions on that then we will move on to our executive sessions an executive session will be held for the purpose authorized by Texas open meetings act Texas government code section 551.071 consultation with attorney in 551.074 Personnel matters all final decisions interactions will be taken in open meeting thank you very much okay it's 7 44 p.m we are now reconvened an open meeting and we will now consider possible approval of Krause Elementary School campus principal I make a motion to improve the employment of Jillian Wilkie as principal of Krause Elementary School for
