001Thank you for joining. I will be walking through the 26 27 ESA Consolidated Federal Grant Application. The PS 3099 Private Non-Profit School Equitable Services Schedule. So, when you get to the eGrants application, you'll scroll down under program design and then click on the PS 3099 schedule. I have pre-filled some information and data here, so you'll be able to see that as I'm go along. I am going to create some warnings and some errors too, so that you can see what happens when that is created. And so, all school districts must complete part one A, which is the private school consultation tab. The first question is, are any private non-profit schools located within the boundaries? If there are private schools located within the LEA's boundaries, you would select yes. And you can see that things are

002open down below here. But if I selected um no on both of these, it will wipe out this data because it will say it's not needed. So, let me just put no, so that you can see that. And so, it's saying that part two sections has been disabled and that is the section where all of the equitable services per participating program are calculated. And it says that because there are no private nonprofit school participation has been selected, then it grades out the rest of the application. And so for if you are a school and or district and you know there are no private nonprofit schools located within your boundaries, then you would select no and you'd only have to fill out that one A. But if there are schools within your boundaries and outside of

003your boundaries to serve Title I Part A students, then you're going to click yes. And so for purposes of this training, I'm going to select yes for all. And so for the question are there any EMP schools located within the boundaries, if I did select no, I could not click on Title IV, Title III, or Title II, or Migrant programs because in order for these programs to provide services to private schools, they must be located within the boundaries of the district. The private school needs to physically be within the boundaries of that private of that district. And so that means they can only serve Title I Part A because with Title I Part A, there's a different set of equitable services requirements. And that one is for any schools outside of the boundaries, the LEA

004should be reaching out to private schools that could have some of its students to see if there are any of their students that would have attended the district if the if they were not attending a private school. And so here, I would select yes if there are some private schools that have eligible students attending outside of the district boundaries. But I still cannot click on any of these. By clicking yes, that opens up the box is here for me to start completing the low income income enrollment counts for districts and the uh private schools, participating private schools. And so I'm going to go ahead and move this to yes, and I'm going to say yes, we're going to participate in everything. Okay. And so to move forward, the LEA must assure that it has discussed

005all consultation requirements. In section one uh 1117, that is the section for all of the PNP equitable services requirements under the Title I Part A program. And then section 8501, that is the section of the statute that represents the Title VIII programs. And the Title VIII programs are all the others other than Title I Part A. So it's going to be the migrant program, Title II program, Title III programs, and the Title IV Part A program. And so you must ensure that you have discussed the consultation requirements, which are listed on the affirmation of consultation sheet form. And so as you go through the affirmation consultation form, it is summarized, but it is the same requirement that is listed in each of those two sections, 1117 and 8501, which give the direction of how what

006topics should be discussed between an LEA and a private school. And then the other thing that must be assured is that the LEA assures the appropriate affirmation of consultation forms will be submitted to TEA ombudsman. Please do not submit affirmations, even if they're signed, if the private school is not participating. If you talk to the private school, if you do consultation with the private school, and by the due date of those affirmations, which is September 30th annually, if they are not participating, you keep that on file as documentation. Only upload those schools that plan to participate in one or more program for equitable services in that current year. And those affirmations are uploaded through the PNP affirmations work app. There is another training that you can listen to. There is training materials that you can

007review and read through that tells you how to upload the affirmations of con- consultation form, how to get into the work app. It gives you all that information. So, if this is your first year, then you can check out some of the other tools and resources on the TEA's private equitable services web page. So, I'm going to go ahead and input some numbers here. So, low income for the district, I'm going to select 44,000, and then the total eligible uh from the private school, which are a private schools within or outside of the district for Title 1 Part A, I'm saying that there are 1,000 eligible low-income students that are attending private schools who reside within a Title 1 attendance center within the district. And then I must select one of four of these buttons.

008These are the poverty data. How is the How will the LEA collect poverty data from the private school? Are they Are they going to use the same measure of low-income uh data that's used to count public school children, which is typically uh free um free lunch students or reduced lunch uh students or are they going to use results of a survey? Third, applying the low-income percentage of each participating public school attendance area to the number of private school children who reside within that school attendance area, or D, using an equated measure of low-income correlated with the measure of low-income used to count public school children. I will let you know that the most popular poverty measure that is used across Texas, as well as other states, is a using the same measure of low income

009used to count public school children. You can get a lot more details about all four of these poverty uh data areas through the PNP frequently asked questions document or the PNP program guide or within the instructions of the affirmation of consultation. So, the shaded area here that you see once I enter numbers this automatically calculates based upon the formulas here. So, if you ever needed to estimate formulas um use formulas to estimate the equitable services for private schools, the total of private schools within your district you can use numbers prior to receiving a preliminary allocation and then this would tell you how to calculate that amount uh that is in the corresponding row. And so, for purposes of this training session the total current Title I Part A allocation is 209,744. It is auto populated.

010And then there we don't have any transfers in from Title IIA but there is a transfer in from Title IV Part A which would have been made through the REAP and funding transferability schedule. And so, there is $7,637 that is being transferred in from Title IV Part A into Title I Part A. So, anytime there are funds transferred into another program for equitable services pur- purposes that adds increases the value of the equitable services that the private schools would have access to for that program." And it reduces the amount of equitable services that a private school would receive when money is taken out of one account into another. So, by looking at just the Title I Part A example here, I know that over $7,000 was taken from Title IV. So, that means the private

011school equitable service amount will go down because there was a portion for Title IV that is staying into Title I. And so, then that brings us to the total allocation and transfer amounts. That line seven is how we're going to base the equitable services amount on for Title I Part A. And so, the computer automatically formulates this. You can see the formulas at the bottom. It is uh taking the total allocation and transfer amounts, and it is dividing it by the the calculated total number of low-income students. So, the calculated equitable services for the school year is $5. So, if you watch me change this to only 500 students, you see that the equitable services amount, then once I save, it goes up to $2,500 as the calculated amount. So, it's important to be accurate

012with these numbers because you can see how that drastically changes the equitable services amount once you change the enrollment numbers. And so that is one of the reasons why when there are changes to your allocation and you receive final amounts, that you should go back into the equitable services the PNP equitable services schedule and update the amount of students. Whatever the student amount is and it will be if there's a change to your app allocation upper down it will be pre-populated here and then you would need to run some numbers and save to get the revised total that can be used for equitable services. And so here we have $5,000 is the maximum for Title I Part A of equitable services that can be used. That $5,000 may only be used for those students that

013are low achieving and would have attended a Title I Attendance Center. And that is the amount for the entire district and then the district works with a per pupil amount to then calculate for each participating PNP campus how much is generated through equitable services for each campus. And now I'm going to skip down to B, the equitable service calculation for migrant. I'm going to use 100 students that there are 100 students in the district that are identified as MEP and total identified MEP student enrollment in the participating private schools. I'm going to use the number 20. And then there is there's no transfer in to this program from title two or title four. And already it's given me a warning saying, "Your data has been successfully saved. Above is the list of errors and warnings

014found in this schedule. All errors must be corrected prior to submission." And so, I'm going to click okay. I know I have some issues that will need to be fixed. But, if I go up, I can see the list of errors. You can print the errors in the event that you want to physically check them off because a lot of times you may have numerous uh errors or warnings, and it's difficult to see uh them all running together, and you may need to print them. But, I'm not going to fix all of these errors right now, but I did want to look at the one that is with um uh title two. We Well, we haven't got there yet, but this is uh talking about title two, title three, title four because I have not

015completed those schedules yet. So, you see the red boxes? That's meaning, "Okay, something's not right. There needs to be something there." So, I will go ahead and put a number here. First, I can see that the current year title two allocation that is pre-populated in line four is $11,062. So, my total student enrollment, I'm going to say uh for the district is 5,000 students, and total student enrollment for participating private schools is 1,000. And so, then that turns to $6,000 total. And to calculate the current uh Title II, Part A services. And so for purposes of the training, I am going to enter an amount for direct administration here. I'm going to put $1,000. And then I'm going to save it so you can see. Okay, it's saying it's been saved, but there is a

016list of errors. But you can see here there's not an error here because the red boxes are gone. But you can also see with those numbers the LEA per pupil amount is only $2. So for this for the district's private schools, private schools that are located within the district and want to participate with Title II, A uh services, which would be professional development for their teachers, there will be $2,000 worth of equitable services. And then that would be divided by the private number of private participating private schools that are located within the district. Remember, if a private school is located outside of the district, it cannot participate with your Title II services or migrant Title Title So we have that. And then I'm going to scroll down since we know that it's correct. Now you

017see I have the red boxes appearing and that is because it is not complete and that matches all these errors appear at the top. So I'm going to put some numbers in so that we can clear out all of the errors. So identified um EL students in the public district, I'm going to put um 1,000. And then I'm going to put that there's a hundred across the private schools that are being served that have been identified and then you can see that again line four gives a total current year title three allocation and it is $280 which is not a lot. So you have only $280 to spend for equitable services. I'm going to put a zero as the admin- administration cost so that we're not going to take any administration cost for title three

018ELA but there is um remains to be $280 for equitable services. I'm going to save it and you will see these red boxes disappear if there were no errors and that is correct. And so you see that the error list is getting smaller. Okay? So let me go back down and so the next section is title three part A immigrant. You can see there are red boxes. If I fill in the red boxes and I save, it is still going to give me an error because you see here line seven total allocation and transfer amounts it's zero. This is pre-populated when there is an allocation amount. So because there is no allocation amount to the district, the private school cannot participate if they did have identified immigrant students. So if I went up to the

019top, it's going to tell me that um, reservation for administration must be in line eight, must be less than line seven. Let me go down. And I already know that it is zero for total allocation and transfer amounts. So, that means I need to clear this out because there is nothing that I can put in there because there are no funds to the district. Why are the red boxes still showing up if I have zero funds? Let's go to the top and see if we can figure that out. If I go to the top, any private schools participating in Title III Part A immigrant, I selected yes. Let's go to the Title III or to the budget to see what is on the budget. So, I'm going to go to the ES 6001 program budget.

020It comes up and available funding for Part 1, I'm looking for the final amount, line three. When I go down to immigrant, there is no funding there. So, that tells me there's no funds for Part 3 for immigrant. Also, there's no funds for migrant. And because of that, I cannot put data into the PS 3999 because the district doesn't receive funds in those areas. So, I'm going to go back to my private school schedule. And see, it allowed me to select it up here because this box was not tied to the allocation amount. So, I know there's no funds for migrant, so I'm going to say no. No one can participate. There are no funds for immigrant, so I'm going to say no. I'm going to save that. And then you see all of the

021errors that disappeared. I'm going to go down to finish up the rest of the schedule. You can see a grayed out because there's no funds to use in migrant. A grayed out immigrant because the district did not receive a grant for that purpose. And now here I'm going to put my and student enrollment for public school and for private school. And then you can see it added that there's 8,000 students. The total current year allocation is 15,274. However, remember that there is a transfer from doing the Title I Part A schedule above where there was funding taken from Title IV, transferred out of Title IV, there's that seven that was taken out of Title IV, it was put into Title I. So, I no longer have the 15,274 that I started with as the current

022year allocation because I transferred out 50% of that funding to be used in Title I. So, as you can see, that reduces the amount that would be available to a private school. So, here I'm going to be putting in um this is direct admin for Title IV program. Direct admin cannot go above 2% of that line 76 37. So, if I had 7637 and I can only take a 2% of it, I cannot go over 152. So, if I put in $153 and save it, I'm going to get an error. And why am I getting that error? We're going to go to the top and see. And it's only one box that is open for an error. So, let's go to the top. The reservation for direct admin may not exceed 2% of the Title

023IV grant and transfer amounts. So, I'm going to go back down. I went over by a few cents. So, if I go down to 152.74 as my direct admin and save it, oops, I put in the wrong amount. $152.74. Oh, it's not letting me put in cents. That's the other thing, you cannot put in cents. So, I'm just going to have $152. Which rounded up, it would be $153. So, I need to round down so it doesn't go over that 2%. Once I do that, you can see the data has been successfully saved with no errors or warnings. The red box is gone. I can go up to the top. The red box is gone. So, that means I'm within my limits for the Title II uh percent or the 2% that is the max

024for Title IV direct admin. This is not indirect costs. In order to get more information about what is direct admin, what can it be used for, what is indirect admin, you can look at the grants budget handbook. That would have all the information on what is direct administration, how could I use that? Not every district use it. You don't have to use direct admin administration costs. So then, I'm going to go back. And here you can see this is my PMP schedule. Go across and it says it is complete. So, I know that I have completed that schedule.
