Today is the first of two scheduled public hearings regarding proposed rule changes around 19 TAC, specifically 89.1053, procedures of use restraint and timeout. Uh my name is Derek Hollingsworth. I'll be your host today. Um Do have someone who has uh signed up to provide public testimony. So, I will go ahead and um and give the verbal instructions. Please clearly state and spell your full name. If you are representing an organization, please clearly state the name of the organization that you're representing. You will have 3 minutes to speak. The timer will start after you have stated your name and, if applicable, the name of the organization that you're representing. A 30-second warning will be given at the end of the 3 minutes. You will be given a

Uh Ms. Litzinger, you can go ahead and start. >> Thank you. Good morning. Can you all hear me? >> Yes, ma'am. >> Okay. Good morning. My name is Linda Litzinger, and I'm representing Texas Parent to Parent. We are a statewide nonprofit serving families with every type of disability. And um I would like to comment on the um establishing training for crisis prevention and crisis intervention teams. We believe that for school personnel to receive uh safe physical intervention training is is important rather than just restraint training. We

003need it to be safe because our kids can be physically fragile, cognitively fragile, and mentally fragile. Um we believe that everyone on the team be trained, not just some members of the team. Tragedy can occur if not all are trained. This morning, the top article in The New York Times was an in-depth look at the fact that uh Texas has established a policeman at every school and police forces. And they looked at thousands of cases where children have been incredibly harmed for cussing, for arguing, um and one girl that they featured was a straight-A student. She was a senior and a doorbell fell off a classroom door. And she was so physically harmed by the policeman for having it in her hand that she went to the hospital and she stopped having a social life

004and skipped her own graduation. So um um we feel that the police have to be in um safe physical intervention training along with other personnel from the school. And um my final [clears throat] point is that this training needs to be a priority in House Bill 2. Thank you very much.
