record. Okay. Uh good afternoon everyone. Welcome to the purple star campus designation application interest meeting for spring 2026. This uh interest meeting is to help uh you to understand the process and the requirements for the next application window which is for the 2627 purple star campus designation. So today is March 4th, 2026 and we have an hour and a half that is scheduled out for um this content and also walking through um some of the resources that will help support you to be successful with the application submission. My name is Dr. Ann Lei. I serve as the manager of the highly mobile and at risk student programs which includes our uh Texas education for homeless children and youth our foster care pregnancy related services our dropout prevention and our military connected student programs. I also
lead the military connected student um programs and the purple star campus designation initiative. So welcome everyone. A little bit of technical support and engagement. We do have two um functions that are open. The Zoom Q&A um if you can submit questions in there sometimes because the chat is very active. Some of the questions will get lost uh up in in the uh the feed. And so if you put uh your questions in the Q&A, I do have scheduled a pause and process um within those sections of our presentation that I'll be able to hopefully address all the questions in there. Our chat is turned on so you can provide input. You can put uh I'll put live links in there um as much as I can and then I am recording this uh presentation so
it will be available on our web page. Um and if you do uh did not hear I do have a copy a PDF copy of the slide deck. So if you kind of hang on towards the end of our uh interest meeting today, you will receive a copy of the PDF uh so you can take back and uh go over again at your own time uh in case you missed anything. Um and also when the recording is available, you can go through that again as well. So, for our objectives and agenda, we're going to um do a little introduction um what the authority is with Purple Star and some reminders uh just to uh kind of keep note of. We're going to spend a little bit more time um on the four components of Purple
Star to really hone in on what the criterias mean and how to interpret that um as you are uh applying for the Purple Star campus designation. If you are here just to learn about Purple Star, that's okay too. There is no need or rush or um requirement to apply for Purple Star if you are not ready. So, please don't feel like you need to do it. um because uh if you have not been keeping up with um providing support and services for military connected students um throughout this school year um it is going to be a little difficult to provide evidence to uh for the application to be able to be considered for designation. So just really think about where you are with your um services, your supports and implementation. And it's quite okay to
just be here to learn about it and then go back if you're um if you are being asked by someone higher up that you need to apply for this but you know you're not ready. Please don't feel like you need to um because we want you to be able to have confidence and also submit um strong applications for your campus because it does take some time to gather evidence and submit um some of those responses. So the four criterias are listed on the screen and lastly we're going to wrap up with tools and resources understand how to apply go through some of the resources for support and if we have time I would like to at least get us started on walking you guys through the exemplar that has been developed out um to help
support you. Um if you've already gone through the exemplar and you know what to do, don't feel like you need to stay on the entire time but it is there for you to help support you. you will know exactly what you need to do. The questions from the application is already available for you. So you will have leaving here with an understanding of what's on the application, what questions are there, and you have time to kind of curate what your responses might be. And then when the application uh opens, you'll be able to uh plop it into the application uh submission and then uh upload your evidence there. And then um we will be ready for reviewing. So with that, we're going to start off a little bit with the state authority. So uh with
purple star campus designation, it is um grounded in Texas education code chapter 33909 purple star campus. When you receive this PDF, you can click on the link here and uh you can read through the entire authority if you wish. It is also with a 19 Texas administrative code chapter 61 subchapter FF division 2611063. That's a lot of numbers and a lot of nuances. All that to say that spells out the uh statutes and the require the uh Texas state requirements for purple star including what those criterias are. So what is purple star? Purplestar campus designation is a uh it was created by the 80 86 legislature in 2019 to recognize campuses for demonstrating support and commitment to meeting the unique needs of military connected students and their families. So it is a national program um
across the United States. Some states call it purple star schools. Here we call it purple star campus. And so the designation is an initiative national program. It's implemented across many states. Um and um if you don't know already, Texas is currently leading in this initiative in not only the uh recognition for it, but the resources that are developed out, the number of schools that are re that have received the designation, but overall just the implementation of the uh designation. Applications run every spring and the awards are announced each fall around September. Once you are awarded, campuses hold that designation for 2 years. So, currently, right now, Texas does not have a renewal process. However, after the 2-year designation, um campuses who wish to continue the designation will need to reapply again and go through that
process again. But this is also a a good way for uh campuses to recheck themselves to make sure they're doing uh current um best strategies in terms of the criteria for Purple Star to continue to provide the most current and um valid uh strategies and implementation processes for our military connected students. So, a little bit of the overview. Like I said, in 2019, it was established. The first year that Texas rolled out purple star campus designation was for the um school year. And at that time, we see 116 that were awarded. This was the pilot year. So, first year um the second year only 45. And then the third year, which you see is 2223. This is the year that anyone who was awarded um in the first year the 2021 would be reapplying again.
So uh cumulatively 179 were awarded and then you see a drop again in 2324 but um that is remember campuses who were designated hold that designation for two years. Um we had a record number of 542 campuses that that was awarded in 2425. Um but we also had over a thousand uh applications that came in. So about 50% a little a little less than 50% who applied were awarded that designation. Now, what was um why this is highlighted here is any campuses that earned the designation in 2425 will need to reapply again this application window um if they would like to um be reconsidered for that designation. So, we're expecting a very high number of applications this year because we are expecting that 542 campuses that were awarded to be reapplying in addition to any
schools that applied last year that didn't get designated and any schools that are interested in the first time to get the uh to be considered for the designation. So, um we are ready prepared. I'm looking for reviewers and things like that. So we are doing the pre-planning steps to be able to uh accommodate the high number of applications that we anticipate that will be coming in. Um last year or this current school year um the 2526 awarded campuses uh there were 306 applications 98 were awarded. Remember two-year designation so they will continue this designation for next school year. any 2526 awarded campuses do not need to apply this round but they will next spring. So just so that you can see with the 98 40 of those that were awarded were firsttime new they've never
applied before and 58 were campuses um that reapplied and got re uh designated. Now the question here everybody always asks is why the big drop? So uh remember active campuses if you look at the picture on the left side active designated campuses right now total 640 campuses 542 for the 2425 and 98 for the 2526. Um the big difference here is for last year 2526 um we did stop the piloting of the purple star campus designation. So we did a flexible consideration for the first five years of purple star campus designation. So there was a lot of flexibility in the interpretation of purple star um as it's written in TEC and TAC. Um 2526 was the first year that we've uh established that rigorous review. Um the review from previous years included only one person
reviewing uh the application. Last year, the currently designated uh campuses went through three reviewers. Uh each application was reviewed by three independent reviewers and um the the scores were combined to determine whether the campus was designated or not. In addition to that, we really held strong with the integrity of purple star initiative as it's written in statute. And so there were a number of campuses who applied who may have been awarded in the past but did not get awarded again. That does not mean that you guys did not do a good job or anything like that. It is just we are moving towards honoring the integrity of the initiative as it is written in statute. Um, with Purple Star, um, campuses who are designated also receive a letter from the commissioner of TEA, uh, Mike
Morath, recognizing them as Purple Star. They receive a high resolution logo to be used on schools campus and a web page. I've seen some innovative ways where schools um print out big giant banners and things like that which is really amazing because they are so proud of having that designation and it's a good way to promote to parents and communities that the campus is uh purple star recognized and in additionschools.gov profile your campus when you are awarded will be uh identified in texaschools.gov. This is actually important because a lot of our military families as they are um PCSing or moving or transferring or relocating, whatever term that you want to use, one of the things that they go to first is Texas schools.gov. And there is a way for parents and stakeholders to uh search
which campuses in the area is Purple Star campus designated. And uh a lot of the families will take preferences over a campus that is designated over a campus that is not. So being purple star campus designated is one of the perks of having um more enrollment. Military connected students and the data shows military connected students graduate at a higher rate, have the lower dropout rate, they have higher scores in uh STAR and state assessments. And so we do want to recruit and promote um and provide services for our military families. Um Veronica, I see your hand being raised. If you do have a question, if you can drop it into the Q&A. Um okay, so why Purple Star matters. uh at a summary recognizing uh it it's a recognition of commitment to military families building
trust and enrollment appeal for military families and it enhances school culture and inclusivity. So now I'm just going to break it down to uh five of the key benefits of schools considering Purple Star and then I'm going to do a little pause the process and answer any questions that may be in because I know um you guys probably have some questions. Um the first key benefit is enhancing support for military families. So schools with this designation demonstrate that commitment to easing the transitions for students who frequently relocate due to military service. The data shows that military students uh will uh transfer or move six to eight times within their K12 uh um educational journey. And so that transition, remember, every single time a student moves, they have to start over. It's just like us as
adults when we move to a new place. You got to get to know your new neighbors. You get to uh get to know the new schools, the new rules and all that. And you know the emotional toll uh around that, but also the uh emotional and trauma that's surrounding just their parents um deployment or you know military service. Um so uh the second key benefit is that recognition and visibility which I already touched base on. um you get that letter from the commissioner, you get that uh special highresolution logo so you can promote that and then also the texaschools.gov. You also get access to resources um in terms of professional development tools uh transition program best practices and other resources to um enhance uh the way that you serve our military connected students. Number four,
community and stakeholder engagement. The designation fosters a stronger relationship between schools, military families, and local communities. Um, a lot of our school districts are located near military installations. And having that can help um enhance and strengthen that community partnership between uh the installation, the families, communities, and the school districts to not only provide a stronger support for military connected students, but strengthening that culture um throughout the school to be able to uh support not just military uh connected students, but uh civilian uh students to understand the lifestyle and difficulties and challenges um barriers for our military uh students and families. And then lastly, um is the improved student outcomes. I touched base on this already. Military connected students, they graduate at a higher rate than all students uh combined in Texas. They have the lowest
dropout rates. Schools help to ensure students stay on track with college and career readiness. Um and so when you are addressing specific needs for military uh connected students, you're actually um enhancing just the student success um overall in your school. And with that is our first uh pause the process if you have any questions regarding the purple star history. I don't see any questions right now. Uh I'm going to wait uh to see if there's any that come in. Okay, if you do have questions, just plop it in and then we will move forward because I think you guys will really like the uh walkthrough of the exemplar. Our second uh component is now now that you know the history a little bit about the foundation of Purple Star. And I know that was very
fast-paced. Um I'm going to break down the Purple Star program criteria right now for you. And remember there are four. Um Christian Davilla, there's no sign in. Um I have uh once you are logged in here, I get the attendance log through Zoom. So I know you're here. There's no need to sign in. Okay, program requirements. So this at a high level is the overview of our purple star. Purple star criteria the four is on the left side and then the definition of it is on the right side. So the first one campus-based military liaison which is going to be criteria number one. Uh the campus must designate an assigned staff member as a military liaison. Now in general there is no federal state statute that requires a school to identify a military uh liaison.
Um however if you are pursuing a purple star campus designation then there is a requirement for that. So there has been some confusion with that. There is no federal mandate that a school has to have a campus-based military liaison in general. But if you are pursuing purple star that is criteria one and with that um I will explain some of the duties around being a campusbased military liaison on the next slide. The second criteria is web page for military families. The difficulty around this and the confusion around this one is districts campuses have been submitting a district military web page and it's not and I I need to make this clear the district is not applying for purple star. the campus is applying for Purple Star. And in TAC, it is um it is outlined
that a campus must create and maintain an easily accessible web page for military families that include information for military connected students and their families. So, it is a campus military web page. Now, can you link certain district resources on your campus military web page? Yes. But you can't have a campus web page and everything is linked out to something on the district. Um, when families go to your campus web page to look for campus specific content, can they find campus specific content like the courses that are offered at your campus or a counselor um that can help support military connected students on the campus, not a list of all the counselors um in the district. Uh so be in the shoe of a family who is looking at your web page. Um if you can
find that information to be helpful and easily accessible, then you've hit the mark. But if you go on there and you can't find what you need, um remember parents are not accustomed to some of the educational lingo. So easily accessible campus military web page. The third criteria is our campus transition program. So this is a program that provides support for military connected students either through a campus-based military liaison or through a peer-to-peer mentoring program like a student ambassador program. Do you have to have a studentled transition program on your campus? No. It could be led by a campus-based military liaison. But if it is a studentled program, then there has to be an adult that is um supporting that student ambassador program. So they're not flying free and doing, you know, um things without some
alignment to the purple star. The last one is military initiative. When you apply, you do not have to submit descriptions and evidence of all three. The criteria states the campus must offer at least one of the following. So if you want to spend time to give us all the evidence of all three of them, that's that is your choice. But I can tell you having more is not going to increase uh your chances of being designated or not. As long as you hit the requirements um that are listed um then that is sufficient. It is not about the quantity of of information. It is about the quality of the information. So the first initiative is having a resolution showing support for military connected students. And when I first joined purple star the initiative I was
like a resolution. I am in sped world in dispute resolution. I'm like what is this resolution? A resolution is just pretty much a proclamation. It's uh it's a uh form of paper that a declaration that says we support military connected students and usually it's a letter um it could be a a uh letter head signed by the superintendent something like that participation in month of military child which is coming up in April. I am wearing my purple up for military uh kids shirt for this uh interest meeting or it could be military family month which was in November. Um and um I will talk about timelines in a minute. Um but because of month of military child we did shift the timeline a little bit for our application process. The last one is partnership with
a school liaison to encourage and provide opportunities for active duty military members to engage in local schools. So partnership with a school liaison, that's your military installation. So military installation have school liaison or school liaison officers um who can help support your school. Um partnering with them to provide opportunities to uh increase engagement and partnership. um you could invite them to read to you know a grade level in the library. You can host um events and things like that or they can be part of special Olympics that's on your campus or any programs like there's a whole a lot of leeway to how that partnership is there. And uh finally, if you receive this PDF later on, if you click on the the lilac um box at the bottom, you can read the entire uh
rule in its entirety um there. But that's the overview. And I do have a question. Will those be linked to the presentation? Yes. uh um the resources for best practices um those will be linked to the presentation but also I will run through how you can access those on our purple star uh uh web page. Julia district is undergoing major website change this summer probably when you will look for these things. Can we send screenshots of our sites as a backup so the raiders will be able to see? Um I will Julia I will touch base with you in a bit when we go over uh the web page. Okay, purple star uh the criteria one. So that criteria one remember it's designating a campus staff member as a military liaison. So our military liaison
they support military connected students and their families. A lot of question is well who would be the best person to be a liaison? I can tell you through looking at a lot of applications, sometimes it's the school principal, sometimes it's an assistant principal, sometimes it's the registar, PES clerk, most of the time it is a um school counselor or it is a JOTC or CTE uh teacher at the uh if you're in a high school level, it is who would be best uh able to provide support and has a time to provide the support when the need comes. who may have a military background or experience uh and can bring in understanding of some of those personal experiences that um students may have. So, whoever this liaison is designating um then uh that's going to
be up to your campus and whoever does that you know designation probably a principal um and you can rally it. you want to volunteer for it. I would speak to your uh school administrator to do that. Can it be a teacher who has military experience? Absolutely. It can be um it can be anyone as long as you are able to uh to provide the duties that are assigned here. So, you are serving as a point of contact. You are working collaboratively with your military connected students and their families. uh maintaining familiarity with enrollment processes, record transfer, existing community services, student supports. You can kind of see why uh sometimes it could be the school counsel or most of the time it's the school counselor because they're doing this for all students already. Um collaborating with
school leaders to ensure uh the students are identified properly. So this is working with your registar pe clerk um and making sure the identification coordinating uh campus based supports and services or programs that are relevant to military connected students and also attending an annual professional development or training to learn and understand topics related to transition of military connected students and families. That was a mouthful. Um military liaison must there is two components to uh professional development. The first one is they have to attend a annual PD that's related to military connected students. So this could be um taking the purple star rise tea learn course that we have to offer. It could be attending one of the uh compact um online training could be MSC training. But whatever it is that you choose to um
attend as professional development, it does have to align to how is it going to support military connected students. And we have a resource down here, professional development resources and tools. Um that is tied to this uh criteria here. Now the second component of a uh professional development is going to be um facilitating a professional development. So here here's a note I want to really highlight. You cannot attend a PD and facilitate the same PD all on the same day. So we have had some applications that come in that identify them attending and facilitating the same PD same day, same time. You can't attend and facilitate the same PD. So remember to just be very mindful of that. Attending a PD is completely different than facilitating one. So facilitating one um can be um done in
a a lot of ways. You can partner with your school liaison at the military installation to be able to uh provide PD uh content to your staff uh your your campus staff. You can also um take the purple star rise course yourself and you can curate a special um shorter presentation to be able to train your uh staff members with that. Um a lot of people ask well if we ask the staff members to take purple star rise is that enough? Well, no, not really. Because then how are you following up to make sure that number one, they understood the material? How did you facilitate uh that PD opportunity besides sending them an email and say, "Hey, take this purple star rise course." So, just have some intentionality behind it. You want to be able
to meaningfully provide school staff members uh the content on servicing and implementing best practices for military connected students. Um and not just check it off the box so that you can apply for purple star. Um so just really you know it is a professional development opportunity. So, how are you growing your staff so that all staff members are um increasing their awareness and knowledge for military connected students' needs and their families um as the year goes? Um Chris Christine uh can the links to the resources be provided in the chat or via email? Um if you just joined in uh you will receive a link uh towards a little in a little bit with the PDF of this presentation here and you will be able to click on the PDF to get to all the
resources that are there. Um can ESC military champions facilitate a PD? Yes. And I will walk you through uh the exemplar and kind of show you what it's like um in a bit in a minute and show you how you can document the facilitation of the PD. Where did you say the PD is found for trainings offered? Um there I'm going to go over a few of them towards the end. Um so just hold on tight. Does each element of criteria one need to be completed to qualify? Yes. Uh it does. And I will show you the exemplar to so you can kind of see it's not as overwhelming as it looks. I promise. Um the facilitated PD um does have to be related to military connected students. So one of the common trainings that
I have seen in applications is traumainformed practices. School counselors usually provide this traumainformed um training is a required component for schools. And so the only thing that I will tell you is make sure somewhere in your training if you are doing traumainformed that there is content that is specifically for military connected students. So it can't just be a traumainformed training as a blanket PD for all students just to honor the uh requirements for another another program. There has to be a slider or two or alignment to how traumainformed practices uh impact or support military connected students. Uh the military connected student support summit we did in San Antonio, does that count as? Yes, it does. Um the if you went to the MSE GTS summit in September in Austin or the military connected student support
summit that TEA um partnered with MSE to um hold at the end of January of this year in San Antonio, then yes, that does count as a PD if you attended. Good question, Nikki. Okay. Helpful resources for PD. Um, so this is the this is the resource that was linked a couple slides back. This document provides free national comprehensive PD resources for PurpleSar campus designates across Texas. Uh, this supports meeting the need for criteria one of the purple star application and it is tailored to meet the needs of K12 education. So again, you will be receiving the link uh as soon as you get this uh copy of the PDF. Let me see. Oh, I think I can copy. And again, if you joined um a little later, I am flying solo, so um it's
a little hard for me to drop links and present at the same time, but I was able to. The link to this resource is just dropped uh onto um the chat. Do the various online trainings count? Um, if you Lydia, if you're talking about the Purple Star campus PLC's and things like that that we've been uh offered, the five-part series, yes, those count as well. Was there a certificate for the summit or will um there is a certificate and I will Nikki is on this call right now. Um, she did receive the certificate I sent uh to her. So, she'll be working on um getting that out to all the attendees. and I'll cover um what the evidence will need to look like in a bit. Okay. Criteria two, maintaining an easily accessible campus web
page for military families. I want to put a caveat on here. We have two office hours that are scheduled, one in April and one in May. Um, I plan on focusing on one of those four specific uh campus web page because I know that's where most of the questions will come in uh for. But in the meantime, if you have questions, you can always email us at militaryconnected students.ex.gov um our program inbox and I I get those emails and so I respond rather quickly, same day if uh anything. So, I will be more than happy to answer your questions there. Um, campus web uh mil campus-based military web page for families. On the right side, you'll see those big bucket items, relocation, enrollment, registration, academic planning, counseling, and support services and campus-based military liaison. So,
those are the big bucket items um that need to be on uh the campus web page. And the resource is going to be linked here. Um relocation um will information is just uh like a welcome introduction to the campus and how you can help support um let me see if I can nope it won't let me uh click on that. Um the resource that's here. Oh, I can't drop this. Okay, I am dropping the link to this resource here in the chat. Um, this resource helps guide schools on creating a dedicated campus web page. It spells out exactly what you need. Uh, if you will just go through uh the resource and it explains a lot. I do understand that this component of it is uh reliant on most uh districts IT department and so
there needs to be a conversation um between the campuses and their districts and there has been a lot of districts that are able to uh work with their IT department on um waiting and holding on the revamping of district web pages uh during the summer. Uh I do know a lot if not most uh districts uh summer is the time when uh web pages are updated or changed or moved to a different um different uh portal uh whatever it may be. But unfortunately, I will tell you that if our reviewers uh access the link that you provide and it goes into a 404 forbidden, cannot access, no longer exist, we cannot score what is not there. Um, and I want to say that it is very important because summertime is uh one of those prime
times when military families move. Um, I understand that it's easy for districts to use that summertime to be able to revamp their web page, but at the same time, a lot of families are also transferring, relocating, and not just military connected students. And if they're unable to access uh the information that they need, then they can't make an informed decision to be able to know where to go, how to pro, how to get the services and things like that. What I can tell you is I can give you um the weeks in which our reviewers are going to be reviewing um and maybe you can uh talk to your IT department to be able to hold off on um updating the web page. um while we uh are reviewing and so that comes with a
lot of pre-planning and so that's what I've been working on to giving that definitive timeline to help uh school districts as well because I do know you most of you guys do not control what is on your web page and it requires you to work with your IT department. Um okay. Um like this resource says, it aims to enhance communication, resource sharing, community building, but it's also a way for our families and our students to be able to access the uh information that they need to make informed decisions. Our next criteria three um is that campus transition program. Um it the transition program is just to help to ease the transition. So introducing school environment, school process uh by the military liaison on the campus or a student ambassador leader um to our new military
connected students. Um peer-led student leaders or ambassadors should be supported or sponsored, that's the word I was looking for, sponsored by a campus-based staff member. your campus transition uh staff member does not have to be the campus-based military liaison. It could be someone else, but most times it is the campus-based military liaison since uh that person kind of oversees all of that support, but it does not have to be. So, if you have a volunteer teacher or a campus counselor or administrator that would like to uh lead in the transition aspect of it, um that's quite okay. But remember, both the military liaison and the staff member has to be an employee of the campus. It can't be a parent volunteer or anything like that. They have to uh be employed by the campus. Um
any peer-led student leader or ambassador should participate in the following activities. So uh some of the transition is organizing host uh or host newcoming social events throughout the school year so that military connected students and families have an opportunity to learn about campus culture processes community. Um they can provide uh campus tours which could include library, nurses office, counseling office, gym, uh cafeteria, common areas. Just remember a new student coming in. If you can give them a tour, make them at ease and knowing, okay, this is the person that you can go to if you have any health issues or you need to talk to someone. Even if they know who these people are, that eases their transition. So that's that's our goal. We want to ease their transition and slowly building that confidence and
um their uh resources in knowing who to go to or where to go to um when they join your campus. Um you can the ambassador could also accompany the students for uh to lunch or recess the first uh day or a few weeks of school. We also have a uh resource here campus transition program best practice which is our um third criteria and I will drop this link here. This is the resource um and this is just best practices on campus transition programs which you can learn more um as you're going through um you know the criterias and you want to learn more about the elements uh for helping military connected uh students to achieve that sense of belonging and connectedness in their new school. Okay, the last criteria criteria four is our military initiative.
Again, you don't have to do all three. You can choose one because the Purple Star campus designation only requires you to offer at least one um a resolution. So, uh you can see a uh example uh Cherland ISD board approved resolution here as that first image. Um that's an example of what a resolution is. It doesn't have to be fancy. It can just look like that. Um, what's exciting is, uh, Nikki, who is on call with MSE, um, and I are working on, um, rolling out a month of military child, uh, resource. Um, and there's also, um, an example of a resolution that's on there as well. So, you can have a template to use if you'd like. You can do your own. Um, but there's going to be some opportunities there with that. The
second bullet here is participation in month of military child which is coming up in April. And so um the tool that we're trying to roll out in the next couple weeks has social media um tags, examples, images that you can use. There's um uh images that you can use to print out stickers if you want to print out the stickers um through whatever portal it is that you do. That way you can um have students wear a sticker for month of military child. There's uh data infographics that are there. There's uh uh email headings, newsletters, social media uh examples and things like that. So if you saw the November National um Veterans and Military Families Appreciation Month kit that we rolled out in October in anticipation for November, it's very similar to that, just a
lot more colorful. And then lastly, partnership with local installation, school liaison, that third one. And you see some images here they did. Um there's a couple examples here. Um active duty members were uh having a community engagement with students after school, playing games, uh interacting, building that partnership. there was a purple up event where active duty uh members were able to come on campus uh share uh a presentation um and uh answer questions and just having activities on there. So, there's a lot of things that you can do, but really just ensuring that military connected students feel supported and that um active duty members are part of the community and can be included in the school community. And then we do have um a resource for military initiatives as well. Um these are some examples
of how you can use uh the resource and let me get you the link u drop it into the chat there. Okay, that was a lot. So I'm going to go grab a few. Oh, okay. Same two questions. I answered Tana's already. Um, okay, Julia, I'm going to go back to the ma major website changes so I can tell you um in a minute we're going to go through the timeline, but unfortunately the screenshots is not going to work um because the reviewers will need to be able to get onto the web page and um have the lens of a family member and try to navigate the campus web page to see how they maneuver it. So it's a component of having all the required components but there's also that component of easily accessible uh
meaning that they're able to find uh the the uh location of these resources as uh they are navigating through it through the lens of a family member. But, uh, if you do have some questions, uh, and, uh, need support in how to talk to the IT department at your district, you can always email and we're happy to, uh, kind of troubleshoot with you. Um, I'm going to scroll up a little bit to see if there are any questions. Okay, now I think I answered everything. Will this presentation be available for review on the TA web page after today? Yes, Elva. Um, yes, I've shared this a few times. I know uh you might have been going in and out. Um, you will receive a PDF uh link to this uh presentation uh in a bit
so you have access to it. Um, but as soon as the recording is available, it will be posted up on the Purple Star Campus web page um and our HMR uh webinar web page so you have uh access to it. What is the best format for submission Canva? Um, it's going to depend, Julia. Um, and I'll get to that in a bit. I'm going to hold that question. Okay. Tools and resources. So, I think we're doing good on time because I really want to focus on getting you guys to Yeah, if we can hit 2 o'clock and I can do the exemplar, that's going to be great. um how to apply for 2627 purple star application will be submitted like uh every year through quatric survey. If you are on the purple star campus web
page the link to the quadric survey is already there but it is inactive. So until the window opens um it you're going to receive a uh this survey is not active at this time message. Um but the link um and I updated then but uh the PDF of the application is available right now. Um and I will get you the link in a bit. The application window this year is different than the last six years. Um in previous years it was open uh anywhere from 8 to 10 weeks. That's way too long. Um and also majority of that time is during the month of April and a lot of the applicants were still gathering data because April is month of military child and that's one of the uh military initiatives. So a lot of our
candidates were um not submitting um the application until May anyways. So application window this year is only going to be open for four weeks. May 1st to May 29th, right at midnight on May 1st. Um the application the the link will go active. That's when you can access the uh survey. It will close at 11:59 p.m. Standard Central time on the 29th. So if you try to submit on on midnight and it's May 30th, then it's going to not let you. So just be mindful of that application window. Um, you don't have to wait until the application window opens to start drafting your responses. Start preparing those activities now. And how you can do that is um this is the application uh the PDF of the application right now. I will get you that link
in a bit. So this is the front page of what the survey will look like and it gives you all the information that you need. Again, application window May 1st to 29th. Have some helpful um information there. Your uh spring 2026 office hours is May 15 and I mean April 15 and May 20th from 1 to 2:00 p.m. Standard Central time. Vivian, the PDF is going to uh the link to the PDF is going to be sent to you in a bit. Okay. Before we begin, the resources are available for reference on the purple star uh application um including the application on the purple star web page. The PDF copy of the application I'm going to show you in a bit. Um and then um it applications must be submitted through quatric survey link to
be considered for the current purple star window. So there is no other way to submit the application other than through our quadric. Uh we cannot accept any um attachments or uh applications that are sent through us to into the email. Uh we cannot accept a completion of a p the PDF that we provide for you and then you submit it to us through um the email. It has to go through the uh quatric uh survey link. And as a reminder uh school systems need to be using evidence and artifacts from implementation during the current school year. So as you are applying for the 2627 designation, you are submitting responses, evidence, artifacts for what you are doing right now in the 2526 school year, not what you did in 24, 25, 23, 24 or what you
plan to do in 26,27. We had a lot of applications last round that uh placed responses of what they plan to do. um we can't award campuses on your intent um for implementing Purple Star. We have to see the evidence of what you've done throughout this school year. And so by the time the application window opens, uh it will be in the last month of the school year. So we're looking for things that have been done since August to April. Uh Cara says, "So if we are reapplying for Purple Star, we only focus on this year and do not include the previous years." Correct. When you are reapplying to be designated again, we are looking for 2526 school year. What are you doing right now? Okay. If you want to go ahead and try to
scan this QR code, um I'm going to drop the link to this exemplar, but I will go through it um in a bit in more detail. But this is the if you don't look at anything else as a resource, please look at this one. It will walk you through um the 2627 application um process itself. But again, I am going to go through this in a minute and I did drop the link into the chat. Okay. Um resources, purple star campus webpage. I'll show you how to get to that, but this is a screenshot of what the web page looks like. At the top of it, um I I skipped that uh screenshot, but if you scroll down towards the bottom, applying for purple star, you'll see this expand all button or you can click
on these titles here, upcoming 2627 purple star application window. If you notice here, the purple star application planning document, the link is already active. You click on that and that will give you a PDF copy of uh the questions that are on the application. Um this shows you uh information of our interest meeting that's today and our office hours. And then the second tab here purple star resource center apply learn and lead that follow this arrow to show that once you open that you have three components. So, general purple star resources, you've got your purple star rise, your annual calendar and timeline recommendations, commonly used terms, Texas laws and policies. Um, your application support, there's five of them here. There's an application guide, an overview and checklist, your rubric, frequently asked questions, and the fifth
one is the exemplar that I just um dropped the link to, and we're going to go over that in a bit. And then your purple star criteria support. you have four of them. Those align to the four criterias that are part of purple star uh requirements. So the campus based uh professional development, the web page, transition, military initiative. Um Yolanda, if you are attending now, it would have logged your um it would have logged your email account that you are attending. So uh no worries. Uh you'll get credit for attending this. Okay. So, the first one is your application rubric. This is the same rubric our reviewers are going to be using to review your application. So, if you use this rubric as you're drafting your responses to your application um then you will majority
of it will be in alignment to what the reviewers are uh going to be use uh using to review your application. Um the thing to note here is your scoring key developing satisfactory exemplar. As long as you are not in developing you will meet the criteria um satisfactory or exemplar. So each of these uh there was a question before if you are a campus based military liaison do you have to do all the duties that are in the criteria? Yes. And so in the rubric it'll spell out each of those uh six areas. So the first one is point of contact and works collaboratively with military connected students and their families um and the campus uh staff members. Make sure that your responses are clear on how the military liaison performs this duty. Um a
lot of the nuances are surrounding PES and um the issue is the response that we receive for campuses who did not get the designation. Uh most of the time we'll say uh the the PES clerk uh does all the PES coding. I don't do anything with PES coding. Well, if you um if that's your response, you're not going to receive credit for that because the criteria is how are you supporting that? And it could be as simple as, you know, as a military liaison, I work with the PES clerk to ensure identification of military connected students. Um, or something along that line. It has to be somewhere around what are you doing as military liaison? Oops. Sorry, my notifications are popping. Okay. Um, the rubric. I'm going to drop this into chat. Okay. Application guide.
So, this guide um will you can use this guide to gain an overview of the application process and key steps. There's some tips and reminders in there to ensure successful application submission, detailed guidance to prepare your application. um and then understanding action steps. I'm not really going to go through um this in detail because that's pretty much the first component of our uh interest meeting today. I broke down each of those um and so that would have been the same content as the application guide. Let me put that link here. Okay, the next res resource is that overview and checklist. You can use this one to understand specific requirements. Purple star ensuring all the steps are completed by following that checklist. So as you are about to submit your application, just do a once over
with this um application checklist and make sure like all of those are in there. uh it helps you to gather and organize the required evidence um and access additional resources. So I'm going to drop this link here. Uh purple star frequently asked questions. These are some common questions that you that we have seen in the past six years um regarding purple star such as does the campus-based military liaison have to be an employee of the local school district? Yes, it does. um they have to be employed by uh by the campus or the district um to be able to serve. It cannot be a parent, volunteer or um someone that is not, you know, employed by by the school. Um and uh some of the other areas are the requirements of a liaison. There's some
questions and answers about the web page, the application process, and how to upload um evidence. And I will drop that one here. Okay. Purple star rise. So give me an emoji if you've taken purple star rise. Okay. Well, okay. Oh, I see Christina. Oh, there we go. There's a thumbs up. Okay. I was a little concerned. Um, Purple Star Rise rolled out uh last January and it has been a very valuable resource to kind of understand uh supports and services for military connected students and families, but it also covers all of our Purple Star campus designation criteria in a little bit more detail. Um, it is a threehour course. You get a certificate at the end, your three CPE certificate. it can serve as attending an annual PD. So it is part of uh uh
meeting the criteria for one of the uh criteria one components. Um but it also provides a lot of ideas uh for you to enhance your support and increase your understanding of purple star designation. So if you haven't taken it uh you should take it. Um, and it's on your own pace, so you don't have to sit there and complete the whole thing. It saves your progress. Um, so you just log in and go back um and finish, you know, even if you do one or two screens at a time or one module at a time. Um, there are five modules. Uh, then eventually you'll finish it and you'll you'll realize that it's it's it was a valuable tool. Yes, Purple Star Rise is online. It is part of the TEA learn online course. Um, and
let me see. I'm going to drop this link here. I'm pretty sure it's the same link. Um, but exciting news, we are working on uh rolling out a new military connected uh TEA learn course. So, it's going to be a second TA learn course that uh will cover the overview of supporting military connected students and that's going to roll out in the summer hopefully. But, we are at the near inlined for it. So, we're super excited. We know the field's going to love it. So with the purple star rise, it helps school systems in implementing effective purple star campus programs. It has resources, tools, videos, asynchronous PD training modules. Um it is five modules. The first one is that overview of Purple Star. Module 2, three, four, and five um are covering each of those
four Purple Star criterias in a little bit more detail. And then of course the course conclusion you get a CPE certificate. So um that's something that you can add to your professional repertoire. All right. Uh important next steps. So begin planning by reviewing available resources now such as the application support. Take the purple star rise. Look at the FAQs. Um review the purple star campus exemplar resource which we're going to open in a minute. uh register and attend the Purple Star office hours. Even if you don't have questions um and you have the time, attend the office hours because there usually are a lot of nuanced uh situations and it doesn't hurt to hear what others are um uh other challenges are so that in the event that you face those similar challenges, you kind
of have an idea of how to troubleshoot that. Um if you're uh next to a lot of uh school districts that are purple star designated right now, reach out to them um who received the 2526 um to for support. Um and the reason why I say 2526 is in the event that you missed it, 2526 um was the first year that the rigor increased. So um things that were accepted before or uh the flexibility that was offered with previous five uh designations uh may not um be accepted now. So the 2526 uh designated campuses went through that rigorous increased integrity of u purple star campus designation. So um they have the most current processes and went through the most current uh steps to be able to be designated. and then uh use the PDF copy
of the application to go ahead and start planning out your responses to ensure error-free submission. Um submitted evidence and artifacts will need to be uploaded as a PDF due to file size limits. Uh last year we had a lot of emails that came through that said that they could not uh upload the uh evidence and that was because uh the file sizes were too large. Um, again, if you do professional development, we're not looking for all 200 pages of your slide deck. Um, there are certain areas in which we've highlighted what is needed. And and that's really it. Like just show us the evidence that you did it. Um, again, it's about the quality of your submission and not the quantity. um if you submit 200 pages of file upload um but there was nothing
in there that met the criteria uh you wouldn't meet that criteria. So just make sure you're not spending too much time on trying to submit a lot of stuff but the right stuff. So with that timeline um here's that overview. Today we did the purple star interest meeting. April 15th, we have our first office hour. Application window will open uh midnight uh May 1st. We have a May 20th office hour. May 29th, 11:59 p.m. Standard Central time. That's when the application will close. So, make sure you have everything in before uh it closes. Our application review process is going to be June to August. Now, I talked about knowing when uh we will uh do the uh webpage reviews and things like that. I would say if you can talk to your IT department and
ask them to hold off until July to do the webpage update, that's going to be optimal. Um majority of our reviewers will be completing all the application reviews in the month of June. So June is when we're gonna I'm going to start processing once May 29th hits. Um the next day I'm processing all of the applications and I'm cleaning up all of um the attachments and things like that and I'm going to be assigning it out to all the reviewers. Um all the reviewers will go through a rigorous training to ensure alignment and consistency across all of the uh reviewing processes and understanding of how to review and what constitutes as meeting the criteria and doesn't meet the criteria. So remember what I said, each application goes through at least two reviewers, if not three.
So um if there's a tiebreaker that needs to be uh done, then we do have a an additional reviewer that will break that tie. So uh applications being designated is not dependent on one person's perspective or understanding of Purple Star. It's going to be the um the the average uh average score. Um August is when I am going to be um finalizing the list of campuses that uh met the criteria, the award list, the commissioner's letter, you know, the press releases and things like that. And we're planning to announce it uh announce all the awarded campus September of 2026. All right, let's see. Um so Julia, what is the best format submissions? Uh, if you're talking about evidence, um, no matter how you choose, the best format for evidence is going to be PDFs. If
you gather all of your, uh, pictures, your screenshots, and put it in the a word document, type in the description that's needed, um, and then you convert it to a PDF, that is the best because it also limits the file size of, um, the upload. If you choose to do an alternative route, which we have um seen in previous uh applications where uh the application submitted one page that was a Google link, Canva link, whatever link that you choose um and then it takes you to uh you know the Google drive, the YouTube, the Canva, whatever it is. My one caution is a lot of campuses miss the mark because they forgot to provide public access to that link. Uh TEA does not use Google. So we don't have a Google account. Um and so
if we are unable to access the link that you provide uh YouTube if it's uh protected or private uh Canva if it's not shared um if we cannot access something you submitted we cannot review it. So that's my only only caution is whatever method you choose um that works best for you, make sure all access level is provided at a public uh level because a lot of our reviewers um are also military installation school liaison officers. Um they're ESC military champions. So, uh, access is going to vary and so just make sure whatever it is that you choose that, uh, the appropriate access is available for our reviewers to, um, be able to review the, uh, submission. If our school is closing in May, is there still a need for us to submit all of
our documentation? The school will no longer exist when the packet is reviewed. We are still pouring our hearts into this just wanting to know application processes. Purple star campus designation is a voluntary designation. Uh there is no requirement for you to submit. Um and in this case if your school is not going to be an active school for the next school year. Um I I would say unless they're changing names and the CDN number is going to remain the same. If the school doesn't exist, I don't believe it would be in your best interest to go through the process. Um, if it is awarded, but the school doesn't exist to receive the award. But Yolanda, if you want to email me a little bit more, I'd love to hear a little bit more context on
that. Okay. Um, do I have any more questions before I go into Purple Star Exemplar. Let's see. Okay. So, this is Can everybody see my screen? Purple Star Campus um web page. Yes. Okay. Perfect. Thank you. Okay. I'm going to make this a little bit bigger. Okay. anything and everything you need to know about Purple Star is on this web page. Uh if you have never seen it um I'm dropping the link uh to the uh page now and um again our email address is here. So if you just click on here, send us an email uh I get it um rather quickly. Uh this one here is just saying that our application window opens May 1st. campuses that are interested uh to start planning and start implementing. And it says scroll down to the
upcoming 26 window here. So, as you're scrolling down, you're going to this what we call an accordion here. And uh like I showed you in the presentation, um all the upcoming 2627 application window uh information here. So, applications must be submitted using the purple star application submission quadric survey. There's a note here. The link will remain inactive until applicational window officially opens. So if you click on the link, this is what you're going to get because it's not opened yet. So it says, "Sorry, this has not started." So it's going to give you this until May 1st at midnight. But potential applicants should go ahead and start pre-planning their responses and required evidence. You click on this link here, purple star application. Um, this is a PDF. I'm going to copy this link here. Uh,
Mona asks, "What is an ESC champion?" uh, with regard to MSE. So, an ESC champion is um a point of contact at the education service center. Um each of our 20 education service center has a designated uh military champion who helps to support schools with anything related to military connected students. They are a voluntarily designated individual. So there is no federal or state statute that requires the designation of a champion. They are doing it because they have been designated or they volunteered for uh to do it. And we have an amazing group of champions uh across the state of Texas. um they're not really linked to MSE. MSE is the entity, our grantee uh that has been instrumental in helping to curate a lot of the military connected and purple star resources, trainings, and um
summit opportunities. Uh that's not everything that they do, but they've been very instrumental in um getting um all the amazing things that um we have out in the state of Texas. um working together with them has been such a huge impact for our military connected students and families um across the state of Texas. So, I hope that helps, Mona. So, here um this is the PDF. You can't type in it. Um but what you can do is you can download it and if you have Adobe to be able to convert it to Word, you can do that. Um what I do suggest is just open up a a word document and just um start drafting you know responses that you would uh want to use um to submit into your application. So your contact information
here um ESC your school system what is your campus applying additional information. I'm going to talk a little bit more about this in a minute but um it's very straightforward. Every question that's on the application is right here on this PDF. So, you're not going to be surprised at anything. So, it is just March. You have um the whole month of March, whole month of April to start planning what your responses are. Your campus-based uh here's criteria one. Who's the campus-based staff member um that's assigned as a military liaison? So, name your the position and the email address. The person applying may not be the campus military liaison. So, um, if you are the liaison on your campus and you're not going to be the one that's applying, just reach out to whoever is going
to be applying for you. Make sure that they have, um, all this information. Um, new to this year, the PDF does include our purple star rubric resource. It is linked here so that you can uh, reference it. But I also highlighted what satisfactory for this response would be. um and developing and you don't want developing, you want at least satisfactory. So the six duties, the first one is point of contact. Um so what you're doing is you are describing in detail how the campus military liaison fulfills each of the required duties. What was their role or involvement? So for each of these, that's what you're going to be inputting. So this is a second duty. familiarity, coding, determined supports, etc. I just wanted to briefly go um through the PDF real quick. I want to
spend more time on the exemplar. So, with the exemplar, if you open up this second tab here, your resource center, apply, learn, and lead. Um, this is the same screenshot that was in the presentation, you're going to look at this one right here, number five, purple star application exemplar. So, um, for the time the remaining time, I'm going to check the I just put the, uh, link again to the exemplar into the chat. Uh, Cali says, "I might have misunderstood. Can the military liaison be the person applying?" Yes, it can. It It would be very beneficial if it was because you know what you do as the military liaison? Um but I have seen applications um from last year where a principal or an assistant principal was completing the application um instead of the military
liaison and they don't have the awareness or understanding of everything that the military liaison was doing but they were responding based on what they understood. So that might have been why the campus was not designated. So it would be very beneficial for the military liaison to apply uh in collaboration with any administrator that wants to be involved but only you know how detailed and in-depth your your support is uh as a military liaison. So whoever is best situated to provide the most accurate responses for uh the application is who I would recommend to apply. Okay, I'm going to make this a little bit bigger. So, this is a freestanding resource uh your exemplar resource, your support team, me and uh Mr. Dobbins, who's my program specialist. Um I'm just going to go through uh purple
star process guiding through application providing exemplars with sample responses. So, I have oh 10 minutes. Okay. Um, I'm going to scroll through here. These are some things that you just need to um know. The system will delete or remove any duplicate or incomplete applications if inactive for two weeks. So, I always recommend if you are not ready with all your responses, I would not start the application process just yet because you might uh end up just getting a duplicate in there. And unless you email us, we are going to probably take the one that's most recent. Um, with the amount of applications that are coming in, um, if we see a duplicate, we're going to do our very best to determine which is the most appropriate or recent or more comprehensive one, and we're going
to have to delete one of them. So, if you know you made a mistake, best thing you can do is reach out to us, communicate it, and we will help to troubleshoot it. The earlier that you reach out, the better it is because once it's towards the end of our application window with the amount of applications that come in, we may or may not be able to help. Uh once deleted, those applications cannot be recovered. If you submit but later need to make a change or edit, just email us and we will be able to give you a unique link so that you're not submitting an extra application and you can just edit what you need and and u click the resubmit button. Um there is a file upload limit. So just be very strategic
about what it is that you're uploading. Um this first portion here, you don't really need me to go through all this, but um the one thing I will say is there is an optional box in the additional information um uh part of the application. This is only relevant if your campus houses multiple buildings using the same CDN. If you don't know what that means, probably does not apply to you. But there are instances, there are a few uh charter schools that have one CDN number, but they house elementary, middle, and high school using that same um CDN number, but they each have different administrative team. Um each of those campuses will need to apply if they want to be considered for a purple star designation. If uh if the CDN uh application is being applied
and awarded, not all three campuses will be uh provided that uh designation. Um it's going to be whoever applied and we're going to find uh which of the most appropriate campus it is. So if your CDN houses multiple buildings, this is where you're going to add that add additional information. And it could be as simple as uh same CDN applying for the elementary school. um or building A, building one, whatever it is. The more information that you can provide, the better it is for us to be able to delineate which uh campuses is applying. Before you proceed, make sure all of the information is correct. Um that one here. Okay, I'm just going to go through because I only have eight minutes left. So, let's just take for example criteria one here. You are designating
a campus staff member. These are your point of contacts, which we went over a minute ago. Um, you're going to put your uh your name, your position, your email. Okay. Your first question is, how does the campus military liaison serve as a point of contact and work collaboratively between military connected students and their families in their campus? So, each of the application questions that will be um presented to you um each in the exemplar the question is presented. The next slide will give you a little bit more context. So what you're going to be doing is provide a description of the role or responsibility the military liaison as the point of contact does. So are they identifying military connected students advocating connecting supporting military connected students do transition and how are they doing that doesn't
have have to be a dissertation just straight to the point but be detailed and very specific. highlight anybody that you collaborate with like such as such as the example of the ps uh coding if you're not the one doing the ps coding it is appropriate for you to say I collaborate with the ps clerk or the registar to be able to ensure ps coding is appropriate and up todate and what is it that you do with that p's coding do you notify counselors that these are military connected students so on and so forth um the responses should align to current information do not copy copy and paste from previous purple star application submissions if you are reapplying because like I said before what you did in 2425 or 22 23 23 24 uh application window
may not be relevant for this one because of the fact that we have increased the rigor to ensure the integrity of purple star has been um honored um and the next slide for each of the questions we will have the alignment of our rubric so I cut and paste the rubric that is aligned to that point of contact. So again, you're looking at satisfactory or exemplar. And if you can deem that your response meets satisfactory or exemplary and not developing, then you hit the mark. You're good to go. And then each question will have examples of uh campuses that have submitted and were awarded. So these are two examples. If you notice, the first one is shorter, the second one is longer. both met the criteria both of these campuses were awarded. So this is
how you use your exemplar resource. Um this is your next question here. How does the campus military maintain familiarity? Same format. The next uh slide after the question uh that is in the application is uh context to what does that mean and what you should do? Address all four areas. enrollment, record transfer, existing community resource, student support. Then here is the alignment to the rubric for that specific duty. And then example responses for maintaining familiarity. And so that's how this exemplar uh exemplary resources. It is 91 pages, but remember it walks you through every single question of uh the application process. What I want to scroll down to is sorry if this is giving you a headache. Um okay web page TAC it says campus relocating to campus enrolling at the campus eligibility requirements for
prek. If you are secondary campus um please don't forget to link the district information to your prek because that is a requirement. even if you don't have prek at the secondary level because you shouldn't.
