This November 10th meeting of the board of trustees for the Burlesson Independent School District is now called to order at 5:30 p.m. This meeting is duly posted according to legal requirements and a quorum is present. We'd like to welcome employees and guests to the meeting. Actually, do we have any cards for open forums me this evening? No, sir. Okay, here we go. In that case, uh the board of trustees of the Burlson Independent School District will adjourn to close session at 5:30. for the purposes and consideration of matters for which closed session closed sessions are authorized by title 5 chapter 551 Texas government code 071.084 084 whereupon the superintendent at the request of the president of the board of trustees will present for the board's consideration or discussion the following matters. Consider teacher and administrator
employment and/or appropriate personnel matters. Deliberate a negotiated contract for a prospective gift or donation. Deliberate the use of security personnel devices and/or audits including the intruder detection audit. And deliberate a matter regarding a student or student discipline. deliberation regarding real property consultation with our attorney. Uh so in that case we will adjourn to close session. The board of trustees of the Burlesson Independent School District will reconvene to open session at 6:47. We have one item to take care of for the close session. I recommend that the board of trustees grant the board president the authority to approve new hires between now and the next regular meeting in December. The board will consider ratifying those hires at the next meeting. I need a motion. Mike, Miss Pat. All in favor, please raise your hand. Okay, motion
passes. Let's uh do the pledge. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God indivisible with liberty and justice for all. >> The Texas flag. I aliance to thee Texas one state under God one and indivisible. Next, I need a motion that the board of trustees adopt the order of items for the November 10th, 2025 agenda as presented. >> Dallas Stacy's second. All in favor, please raise your hand. Any opposed? I see none. Motion passes. Now, it's time for special recognition with Dr. Hill. >> Good evening, everyone. Tonight we have two items for our special recognition agenda. Beginning with Coach Rivera for uh state recognition for cross country. >> Good afternoon, Coach Rivera. Gabriel Rivera. Um I'm glad we're able
to be here again. It's always a good thing. Uh welcome parents that attended. Um board members. Uh real quick, it's uh cross country at Centennial. So this is my second year. I was there for three or four years. Coach Eden's the one that started everything and she decided like two years ago to retire. So then um I was hired and then I just wanted to kind of keep the tradition at Centennial going. So um for tonight the girls, this is a cross country girls. Last year we were here, I think we we had Ella and Charlotte who qualified individually and uh Ella's running at the University of Iowa doing very well representing Berles Independent School District. So uh she's doing well and then uh for the girls team uh we're we're a young team and
so starting off I mean we didn't know what was going to happen cuz two years ago we really didn't even make the regional cross country meet. So, uh, but real quick, I want to appreciate and thank, uh, the district because we we were approved to go to different meets and so in order in order to run like at South Lake Carroll or, uh, McNeel, you know, going overnight running that, um, that helps the team out a lot. So, we really appreciate the district allowing us to go there and competing against the best teams in the state in order to get to state. So, we thank y'all for that as well. Uh, real quick, I'm not going to give you a lot of numbers, but um, basically what what happens is we run all the meets
during the season and we finished probably anywhere between second and fifth in every meet. So, um, as far as, uh, once we got up to district, um, the girls won district uh, pretty pretty easily. I think we had in the top we had top 10 girls. Um, district we had uh Charlotte finished second, district runner up, Marley fifth, Haley uh sixth, Paisley eighth, Jill 11th, and Ava 12th. So, I mean, all seven of the girls were in the top 12 spots. So the we we won district and then we ended up going to regionals in Luk and then um of course Alto who is usually wins it all the time. They're really good. Um we were kind of predicted to finish anywhere between fifth and eighth. Uh and then we ended up going up there
running and we finished third. So uh that was not a surprise to me but some other teams were surprised. So yeah, they didn't expect that. Um, as far as uh once we Alto was third and Gravine was fourth at state. So once we qualified for state, it's a tough region. So we ended up finishing 15 out of 16 teams, but those are the best 16 teams in the state out of 200 over 250 teams. So um the good thing is uh we do have uh everybody back next year. So we didn't have any seniors on the team. Um, some of them are still running where there's a Nike cross regionals and kind of like, you know, we're going to do that in the handful of girls that we have that are running there. So, uh,
they continue to run. We also have once the girls come up here, we have, uh, we have three girls, four girls that are two sport athletes. So, they're doing soccer and then they're doing um they're they're doing either soccer or if not um another sport, cheerleading for example, as well. So, um, in the summer we run, I mean, we run every day. Uh, as far as, uh, the team, we have 45 on the team. So, we did have 10 girls that that competed for seven spots. And so, that's kind of what makes it uh, competitive. Um, the one good thing is uh, as far as time, the one thing that they do have is a team. We don't have that girl that is always on the top, but they're together. So, if you can imagine
running three miles and then your top five runners are within 30 seconds of each other. So, that's kind of what got us from regionals to state. So, that's uh that's a testament to them working together every morning, running every morning. Uh the culture is good. They love each other. There's, you know, that's that that kind of feeds off of everybody else. So, um like I said, every everybody's back for next year. Uh we will we have some girls running track as well. So but uh we want I really want to thank the parents because the parents are everything for the program. I mean they pretty much do do it all. So uh thank y'all parents and again thank you the board for allowing us to schedule what we schedule and improving that as well. >>
You call their name individually? >> Yes sir. >> No sir not at all. Um, Charlotte Breedenberg, don't come up here, Marley Buck, Haley Martinez, all the speed. Paisley Stanley, Jill Wesson, Ava Birdsaw, Adara Cross, Brena Coleman, Emma Weber and Penelopey Smith. Now, did y'all have to run early this morning? >> No, because it was too cold, right? He told I saw him last night. He goes, "We're not running morning. It's going to be too cold." >> Oh, no. Yeah. >> Anyway, anyway, so proud of you all. uh going to state, you earn your way there. They don't just invite anybody. You got to earn it. And I see y'all out there running all year long early in the morning here during the summer. Put in a lot of work. It's so pleasing to see the
fruits of your labor. You made us proud. Congratulations on season. A great season going to state. You all are fantastic. Take one step back. >> Coach, this is coach, the assistant coach. Congratulations. We need to see these parents. Parents, if you have if you're out there with these ladies, stand up, please. We want to recognize you. A awesome. Thank you. Thank you. Great. Zird. >> Hi. I'm excited to be here. Um, we are celebrating some of our students, two groups actually, for their academic achievements. We have one group that's national merit commended uh scholars and a semi semifinalist scholar. The commended merit scholar students were identified by scoring in the top 3% of the nation on their PSAT last year and the semi-finalists were in the top 1% of the nation. I also want to
share that all of these students are in our superintendent scholars program. Uh if I miss someone that's out here checking in, please feel free to join us as I call your name. So with us tonight for National Merit Commended Scholars are from GDDS Morgan Breastnan. Maybe not. Xander Cobb from GDDS. Mary Newton from BHS, Emily Pavlovski from CHS, Natalie Rashki from BCHS, and not with us in that group, I believe, unless they've shown up, is Chris Saludo from CHS and Caitlyn Wright from CHS. us. And then we also have one National Merit semi-finalist scholar who is not in attendance tonight, but Gideon Iguab from BHS is in that category. >> We also have Who did I miss? Rachel Parker. I'm so sorry. Rachel Parker, VHS. We did. >> Thank you. All right. Okay. I'm sure
we have proud parents of these students. Let's see who you are. Parents. All right. Thank you. Congratulations. Awesome. >> Okay. Uh at this time, we will have it's a time for individual comments from individual board members. Anybody have anything they'd like to say? Miss Pat? >> Well, one of the things that's happening, speaking of state competition, is the Centennial Band is in San Antonio. They they performed at 1:45 today and they'll find out at 8:45 tonight how they rained rated. So, uh u cheering for them. Um my grandson sick, but I hear he's still doing a good job. So, you know, so >> uh Brent, the uh the band director did text me this afternoon, uh asked how they did. He said they did very well and he is proud of them. So, uh Phil's
confident they should uh hopefully progress to the next round. All right. All right. Those are hardworking kids. >> Grandson had a solo. >> I didn't realize that was him. And then after the thing, I I walked down go William. He was the soloist. That was really good. I went, was it last Saturday? Yeah. Anybody else? Okay. So, let's start on our information items. Uh the next item this evening is the safety, security, and intruder detection audit update with Mr. Steve Logan. >> Well, good evening everyone. Um it's only been two weeks since our last board meeting. We've not had any intruder detection audits since that time. We've done no major upgrades or changes. Um so my only update tonight is I have no update. >> Nothing new. >> Very good. >> Nothing new to report.
>> Thanks, Steve. Now we'll have uh Dr. Bird, come back up for the secondary updates for the reduction in course failures CTE District of Distinction and Cosmetology program expansion. >> That's me. >> That's you. >> Hi. So, basically when I started in this position three years ago, I really started thinking how do we track so much with secondary enrollment? How do we track our courses? And so I'm just proud and want to celebrate this with secondary as far as principles, teachers, um students. That doesn't look like a whole lot of gains, but sitting at 98% um passing in courses is a huge celebration and we will continue to focus on making that better. >> Well done. >> Thank you. >> That's a shout out to your administrators out here, teachers, students. I just collect the
data and share it with them. Um I also want to share that I am proud of our cosmetology expansion. So BHS program is where we had for a number of years and CHS students and BHS students shared that and we've been watching our numbers and we were starting to get really crowded and reached a point we were going to have to turn people away. So after a lot of discussion and help with Brenda and Tyler's department, we found a science lab to repurpose into a cosmetology lab. And so I am proud to share what we have done with a science lab. I want to give a tremendous shout out to Tyler and his team for the work in this. They did a lot of this inhouse and they've built a beautiful salon for us. I
want to give a special thanks to Brenda and her team and Miss Woolsey and Steve's team and BHS CHS administrators and um academics. >> Yep. to help us track this, work together, and figure out what we could do to meet the needs of our students. And because of that collective effort, we now have an amazing cosmetology program also at CHS where we can focus on hair, skin, and nails. But most exciting of all tonight is we found out last week that for the second year in a row, we are a CTE district of distinction. And so while we were so excited to get that honor last year, I'm even more excited that we get to maintain that. So it is prestigious. Less than six% of the districts in Texas have that honor >> and we're
one of them. Um and so it is highly selective. Um and we are so proud of the work that we continue to put into our programs. As you can see there, we have some success in CTE. As of last year, this is what we had to submit. 96% of our students were enrolled. They earned 795 IBC's which is industry based certifications and then 64 64% of our seniors are in our community at practicum sites such as the city fire department police department um engineering avarado vet Hoover Automotive Hugley Center for ASD the list goes on and on and on and so this is a partnership with the city and with our community that helps our kids get these hands-on learning so that's where we've been at secondary So, thank you all. As a matter of
fact, this >> Well, I'm gonna brag on the CTE because um Randy did a presentation today for retired teachers and um they were she said, "Oh, y'all are really We had lots of questions, but we're so excited because a lot of the people that are active in retired teachers were at Berlesson High School when and at the they were on the ground floor when some of these programs got started and then they've changed and Um it is awesome what we what we have in our district. Um along that line, the CTE students um every month when they um well it's not every month, it's every school month. Uh they the the culinary arts department at Centennial make the food for the um the Chamber of Commerce business over breakfast and uh they serve it. I
talked to several students last week when we it was yeah it was last week when we had the the breakfast and said what time did you get up this morning 4:00 4:30 and all that I thought I'm glad you know they were and but they were smiling they were doing the job and the food was wonderful um it's a great program across the board kids are learning lots of skills and and they get to present to the chamber to the members so It's a great marketing um in uh avenue is the word I guess I'd use for the p the city to people that have businesses to know what our kids are learning to do and getting giving them jobs. So kudos to the CTE program. >> Thank you. We'll share that. >> Thank you
Dr. Bird. Now board members should have received a consent agenda in their packets. Need a motion to approve tonight's consent agenda as presented. Please, >> Mike. Second. >> Dallas. All in favor, please raise your hand. I see none opposed. Motion passes. The time has come for our financials. Mrs. Brenda Mise to go over to BHS and get my hair done when my hand was in rack. And so they did my hair at the cosmetology department, which was fun. They they were um they had some kids that were in first period that got to come over and get their hair done because they were practicing before they opened. So the teacher said, "Well, you might be late for your second period, but that's okay. I'll write you a pass." And this girl's like, "Oh, thank God.
I hate algebra." And I was like, >> you said at the time, >> I was like, "What? You got to >> And you said at the time, and I hate my husband doing my hair while my hands wrapped up." So, it was a win-win, right? >> It was a win-win. They were great. They They had no idea who I was, and they were just chitchatting and I had a blast. >> Listen to Yeah, my husband was doing my hair. You can't even imagine what I look like. It was horrible. >> I can't imagine. >> Yeah. Strolling in here, my hair in a braid. Um anyway, okay. Good evening, board members. Uh normally, so I have good news and bad news. So the bad news is normally I would be presenting the audit tonight. Uh but
the OMB is shut down. So we're going to have to postpone and that's the good news. So I will be presenting the audit in December or January. So some of you might flip that and be like >> the good news is that I'm not presenting the audit and the bad news is eventually we will come and >> for the most part it's they've done the work. >> Yes. Uh the federal part uh we don't have the final guidance because the uh office of manage and budget but management and budget I believe is way you pronounce that is uh is closed down. >> Yeah. >> And has not issued the guidance that they need to finish the audit. TEA has given an extension on the audit until we are able to get that guidance and get
it all done at once. >> We'll bring it to the board once it's ready. Uh so in the meantime I have the financials for September. Um, looking at general fund, if you'll see, we're at 19.4 million. Uh, an increase in the state program revenue. So, um, as we know, the state funding is increasing as the, uh, compressed rate goes down for the taxes. So, we see an increase in that. We're at 19.4 and our expenditures are at 18.6. For food service, um, we're right about the same as we were last year, 1.4 million in revenues, and the expenditures are up slightly at 925,000. For debt service, you'll see we're um almost exactly as we were last year, 111,000. Um and then our expenditures at 144. Special revenue funds are at 60.2%. Um we'll start wrapping
up for the September 30th, 2025, and they will roll over to the following year that expires in 2026 for CH. Yeah, I knew I think that we have child care and debt service are the same. >> Yeah, I So debt when I saw that I thought that doesn't seem right. So debt service. Um, next year. So, she's Yeah, it is. So, it's it's doing great. Yeah. Right. I don't know all their language, y'all. I just have to sit there. I just write the check, right? I'm like, "Looks good." >> I think it is writing, right? Yeah. Because I walked through it the other day and I was I was dry walking right through it. So, they went fine. So, everything was fine. >> Yes. I mean, it was fine. We could have started right there,
but we didn't. >> It was good. >> Um, quarterly investment report. So, this is from September or I'm sorry, from uh the end of June through the end of September, excuse me. Um, and I have a little graph here kind of showing you the percentage change in the market value. So, you'll see we had an increase in our general fund. Most of this is in our pools. and then a decrease in our capital projects funds because we have paid for mound uh food service as we ramp up beginning school and then our debt service because we made our $13 million payment. So you can see that um it's divided by this. So it kind of is a little way to show you how that goes besides seeing all the numbers from the previous slide. And
that is all for me if you have any questions. >> Thank you Miss Brenda. >> You're welcome. >> Anybody have any questions? All right. Yes, students, if you are here to get credit for your class, happy to. >> Yeah, there's some >> still have some here. >> I'm gonna tell you what, we had a meeting two weeks ago and we covered a lot of ground. So, >> let me tell you something. You came to the right meeting because this is the this is the soonest we've gotten out literally in the last 12 months. >> Yeah. So, good job. Well done. Tell all your other friends that they missed out. Um, so if you want to come up here, we will sign your agenda or whatever you need us to do to show that you were
here. And, um, other than that, this meeting is adjourned at 7:14. Give it a little light. Give it a little light.
