001Good evening. Time is 601. We're going to go ahead and call the meeting to order. Starting with roll call. >> Oscar, >> Anita Franco. >> We have a quum. A pledge of allegiance to the flag followed by a moment of silence. Thank you. Uh item three, item four, public hearing presentation of 2024 2025 district annual report, Texas academic performance report. >> Good evening, President Superintendent Pearson and members of the school board. Today, as part of our Lonear Governance board monitoring calendar, we are in the month of February and I will be reviewing our 2425 taper report. So, there are eight sections of the district annual report. I will be going through each of these briefly. At any point there are any questions, please feel free to stop me as the first section of the district

002annual report is the taper, the Texas academic performance report. What this report provides us information on is the performance of our students for the school district, information on school and district staff, our programs, and our demographic information. So for ability ratings for 2425 and 23 24 CD was rated AD a69 as a district for our special education determination. It's important to note that there are four tiers in which we are able to be designated. Um the first is meets requirements. The second is needs assistance which is our determination. The third needs intervention needs and the last being substantial intervention. So for 2425 our special ed education determination is needs assistance. When we look at our an average of our data for all of our RLA, math, science, and social studies assessments. You'll see our the

003purple is the district average, the orange is the regional average and the blue is the state average. So as you can see just looking numbers is that our highest is that 73% in social studies uh which it does is only two assessments eighth grade history and US history. our science um thereafter for three assessments, fifth, eighth grade and biology and our reading and math um are comparable as well with our RLA slightly higher at 66% compared to that 61 in math. When we look at our meets and this is really where I'd like to draw the attention and focus to this is we want our students meeting grade level. Um so when we look at our comparison here our highest average is 40% followed by math and science at equal 32% and social studies at

00435%. Next we have our master's averages with our highest 13 for social r and science 8%. When we look at our academic growth, which we largely focus on and is only able to be pulled from our RLA and math star tests, uh we'll see here that very comparable between the two, 61% for RLA and 60% for math. Moving forward to our demographic summary. So for 2425, we had 842 students, 95% um Hispanic population, and you can see our other race and ethnic groups displayed in the graphic. Further looking at our demographic summary, 77% of our student population is considered economically disadvantaged, 9% section 504, 5% emerging bilingual, and 7% students with dyslexia. When we look at our enrollment by program, we'll see that 4% of our students are enrolled in our bilingual program, 33% in

005CTE, 8% in GT, and 13% in special education. Our attendance and graduation indicators, it's important to note that these lag a year. So you'll see that we're looking at 2324 data compared to our 2223 data. So we're looking at our attendance rate here for 2324 was captured at 89.7%. We are anticipating an increase for our 2425 data and our graduation rate at 83.7% for 232. When we look at our CCM related indicators, um this is an area worth celebration. So we look at our CCMR ready. Um folks, we'll see that we increased um from year to year very comparable to that 82% um for the state. We came in at 78% for 2324. Uh along with that, our associate degree annual graduates Spring CISD is coming in at 12% um compared to the state average

006of so good to see that increase year-over-year and compared to the state. Additionally, when we look at our IBC's, our industrybased certification annual graduates, uh 23 24 school year, we came in at 64% compared to the state's 35%. And looking at our graduates with a level one or level two certificate, we came in at 21% compared to the state's 1%. So great news uh to highlight for RCCMR indicators at the high school. Our PE's financial report um can be found by using this link. It breaks down our budget and goes into great detail. The most important um part of that is our district accreditation status. So, we are considered an accredit accredited school district and our 2025 uh first rating was an A 94, which is really great um and really speaks to the financial

007integrity um of our school district for our district and campus performance objectives. Those can be found using these links as well, and they are broken down by a district and by campus as a whole. We are required to report violent or criminal incidents. These are the PE's coding information to um to track these incidents. We are happy to report that there are zero incidents to report um in any of these ps. this information. This next slide uh showcases information regarding our postsecary uh our enrollment in post-secondary institutions. So the data is from the class of 2023 and can be seen by looking at this table. Um so breaks down the total graduates by school type along with the GPA that correspond to that. So you can see it broken down by fouryear, two-year um or

008independent college and universities and our total graduates. The progress towards meeting student outcome goals um they are the HP3 goals presentation was done back in December 2024. Um we have added lovely um signage behind you thanks to Mr. Alvarez um that indicates our goals. So you'll see our our CCMR early literacy, early numeracy and individual growth goals um behind the podium there um for for all to see and we do present these very regularly. The annual report availability so I discuss components of the taper but it is um public information so it can be used um it can be found by following this link and it details every uh every star tested area along with the information that I The taper glossery which further defines all of the components mentioned in the report can be

009found using this link as well. And that is all I have. Any questions from the board or the public at this time? I have a question on the district uh accountability rating cuz uh 23 24 and 24 25 we both got um a rating of D or a score of 69 which is uh just one point >> just one point away >> one point away from uh a rating of C. >> That's correct sir. So what are what is the criteria for for the for the rating? >> So there there's there's a lot of different criteria. The first being that it is proportional based on student enrollment. So our high school and our CSI make up about 70% of our total rating because of student enrollment. Um our junior high is about 19 20% and

010our elementary because it's only third grade. It's grades 3 through 12. So only third grade gets taken into account is only worth % um within that accountability grading is star scores is domain one domain 2 a is academic growth so it's our ability to move students um progressing from year to year on their reading and math star tests um there's relative performance which takes into account our economically disadvantaged rate um and that typically will bump our score and domain three looks specifically at our student So our bilingual um mckin bento all of our student groups even by race and ethnicity to ensure that they're meeting the goals that we are setting um for them. So very much aligned to the HP3 goals that we have in place constant focus on instruction. >> So it's not

011only the the campus rating. >> So each each campus will impact our our letter grade by a percentage. It's weighted based on >> So it's not It's not the total rating for all the campuses and you agree. No, >> it's not that simple just because of the enrollment and I I failed to mention that high school CCMR is weighted very heavily in that. So it is important to note that our high school and CSI make up about 70% of that proportion. >> Okay. Thank you. >> Yes sir. I I have another question on the attendance because um it's only 232 24 and 22. Do we have the final attendance for 2425? >> Yes, because we track it locally. So I believe the number I was able to pull was 91% from 24 25. So we

012do anticipate an increase in that attendance for 242. Thank you. >> Yes sir. Yes sir. So I do want to mention that we are on the second tier from the highest. Um the first one being where we want to be. Um and currently with our NIT partnership, NIT is supporting not just our tier one instruction, but they're also supporting um how we are including because our SPE students are general education students first. So ensuring that our teachers are supported in that process and that our data is being evaluated by student um and ensuring that they are receiving the proper uh instruction to ensure that we are closing those gaps. Um along with that uh I know uh Mrs. uh has is in close contact with region 20. They will be presenting next month audit um

013that is being done on the services that we we currently offer um and evaluating the systems that we have in place uh to improve that system. >> I have a question. >> Yes, sir. If you go back a couple of pages right there, what what can we come up with to keep track and see what kind of work we did when we have 156 students that graduated, but we're only seeing 32 and 34. Is there anything we can do about that 85 just so that we can see Yes sir. Absolutely. And I know Mrs. Swansona what what's not included in this report um but Mrs. Swanson is our CCMR and CT coordinator at the high school and along with this reporting is also college board reporting um in order for us to receive outcomes bonuses.

014Enrolling in post institution is a requirement. Um so she does have a tracking system that gives us more information on a per student basis. So, that's something that we're we're happy um if it's something that you'd be willing to to take a look at. Any other questions? >> Thank you. Thank you very much. >> Thank you. >> Okay. Next item five, we have public comment. the at the podium. So, at the at the regular board meeting, uh the board shall permit public comment on on any topic. At all other board meetings, public comments will be limited to items on the agenda posted with the notice of the meeting. All public comments are limited to three minutes. So, let me let me start a timer. Okay. >> Test, test, test. >> Okay. When you're ready, you

015can begin. >> Okay. So, on September 2nd of this year, my daughter, Alexena, experienced her first compulsion seizure ever at school. um this was the onset of these symptoms that we were not unaware of. We had no idea that this was happening to her. So since then she has had a total of six seizures of last as of last weekend she has had one while on her medication proving that her medication is not working or doesn't work at certain periods of time. Um this caused her to fall hard unexpectedly and hit her head and can also happen at school. Okay. So, I've been actively communicating with the school administration about her health and behavior, but I minimal guidance, help or recuperation from the special education department or administration on her safety and education. Um, they

016give me the bare minimum. I'm going to read what I have asked the doctor to clarify because I don't believe that the administration was taking it serious enough. The doctor wrote that Alexina was seen on October 10th of 2025 and she was diagnosed with epilepsy. Um her seizures consist of both generalized tonic clonic seizures as well as staring spells where she briefly loses consciousness without obvious outward signs. The epilepsy is probably also causing subcognitive slowing which may contribute to difficulty with rapid decision making. This places her at significant risk for accidental injury. It would be in her best interest to have a teacher's aid to accompany her during high-risk situations such as busy hallways, restroom breaks, transportation, etc. It does state on here, please feel free to contact her office. If I was given the

017option to fill out a medical release form, I would if that would better her situation. Sorry, give me a second. I've suggested a small group teacher aid help support for her safety education and adjustments since the fourth grade. I've also been told by unnamed teachers that my daughter needs social and academical help. I'm disgusted and embarrassed that I have to go to these links to share medical and personal information just to get a change from my daughter. I've tried contacting the main office, specifically requesting to talk to the superintendent, and they redirected me to special education. I have recently, as of this morning or yesterday, requested to um have the superintendent's email, and they forwarded me to the director of special education. I emailed the diagnostician. Um it's just little to bare minimum. I'm going

018to make this short and simple because I didn't finish reading it, but I came out here to make this statement and I'm making the statement for everybody, including sending it to all of admin because if something doesn't change and something doesn't happen, I will take legal action. Thank you. >> Thank you. Okay, we're going to go to item six, student staff recognition. Uh, Theresa Springs Intermediate. >> Good evening, board president, trustees, and superintendent. Tonight is the it's my honor to recognize both exceptional student achievement and outstanding professional leadership at Intermediate. First, we proudly recognize our Wildcat 99 Club, the the top 1% growth students. During the middle of the year NWA map administration, these students received 99 percentile growth in reading and math, placing them in the top 1% nationally academic growth in their subject

019area. At CSI, our students do not just take math. They set goals. Each student tracks progress during their MAP growth passport using their math growth passport and identifying personal targets and monitoring growth from beginning of the year to the middle of the year and beyond. These students are now part of the Wildcat 99 Club. For fourth grade, I want to recognize Matthew Gonzalez, Glli Miranda. For fifth grade, we have Anthony Dominguez. Alana Turan, Kalista Himenez. For fifth grade for reading language arts, we have Jeremiah Reyes. For sixth grade, we have Faith Biones, Bobby Garca, Zoe Ramirez, Seth Torres. For sixth grade reading language arts, we have Malik Carol, Estan Cervantes, Georgina Garcia, and Haley Snodgrass. These students not only set ambitious goals, they met and they exceeded them. This level of growth reflects ownership of

020learning and strong partnership between teachers and families. It is a powerful example of what happens when students understand their data and take responsibility for their progress. Congratulations Next, I wanted to recognize an outstanding uh professional employee that we have, one of our teachers, our fifth grade science teacher. She has done so much this year. This is her first year working at CSI and we are truly grateful that she decided to of our be part of our family. Right now at this moment I wanted to recognize Jasmine Warren. Jasmine always puts her students first and has taken on the the role of our student council sponsor. She has done so many things making sure our kiddos are out there representing CSI. Thank you, Jasmine. Our next staff member that we wanted to recognize is our paraprofessional

021Alan Bernnal. Alan has taken on helping our kids in the classroom. He volunteers for anything and everything that he can to help our kids. He is he has just like a very outgoing personality. The kids love him. We love him. We're very excited and um proud to have him at CSI. Good evening. Mr. Gunthu couldn't be here today, so he asked me, he's at the he's at the uh basketball game, very important playoff game. Um, but he did ask me to step in and give recognize the outstanding PLC team for Ciso Springs High School, algebra 1. So, I do want to say a few words because I've I work very closely um and I've been very fortunate to step into the classrooms of Mrs. Elizabeth Rodriguez and San Juanita Herrera and the work that you

022put into planning and executing amazing instruction for our students. Your passion is very evident. The love that you have for our kids is evident every day. Um so thank you so much for that work that you do. Uh I I cannot leave out Mr. Roy Velasquez, our curriculum specialist at high school. um who is very much passionate about math. So I this is for Miss Elizabeth Rodriguez and Miss Anjonita. >> Mr. Velasquez here. Buenoes. Hi everyone. Steve Sanchez, director for MPB. My son Stevie, uh, director for our drum line and gold band at junior high with our newest director, Mr. Ria, and our and our first student teacher ever, Miss Dia, as well. But thank you. So back in uh it was Monday, January 19th that we took a bus load of kiddos from the

023junior high and had 16 that were uh awarded 11 that award award awarded a chair and with six alternates and I'm going to on over my son Stevie to hand out these certificates. We also have kiddos in track so they're not here today and they would have loved to be here too but oh tennis too. So and and for high school the same as well. So all right papa. >> Uh okay on flute we have Karen Marin. Amber Dennis I know I know Amber's not here. Uh, Andrea Mendula, Danica Gonzalez, Jaden Sanchez, Christopher Martinez, who's in tennis. Estean Moronz. Uh, and French horn we have Nikolai Himenez who's also in tennis. Then we have on trombone Jonathan Rodriguez and Elijah Cuentes. on euphonium. We have Jayen Perez and Aiden Ruiz. And for percussion, I'm sorry,

024I skipped one. Tuba, we have Matthew Carroll. And on percussion we have Rock Rodriguez, >> Liam Perez, >> and Noah Ma. Another Congratulations, guys. >> Where you going? That's it. And moving forward to high school, uh our MPB did really good this year again uh by having the most students make the region band which we had 24 and we also had the most advancing to area which is 17 and happy about our all state boy too. So those made the region band are and area Ariana Ayala Luis Ka, >> Alex. >> No. Yeah. Uh, and Giovanni Costilla, Philip Doria, Marcelo Gonzalez, >> Christopher Hernandez, Ritael Himenez, Aiden Martinez, Evelyn Matagome, Hannah Murray, I know they were absent. Hannah was absent today. Alina Olivarees, Sikto Ortega, Kaden Sanchez. Go mama, Josyn Suche, and Rudy Travinho. These

025individuals I called out first actually also qualified for area and the rest were in the region band as well symphonic and concert. Josiah Castana, Joslyn Duna, Nathan Flores, Na Flores, Ivan Martinez, Omar Maria Fernanda Ramirez Moreno and River Rodriguez. Now, I don't I don't want you to think that I've forgotten, but with that being said, it's my absolute honor to introduce our newest ATSSB Allstate band member that plays 25th in the state of Texas, class 4 and below, senior Mr. Jose Garza. Where to go, boy? Way to go, papa. So, thank Pearson School Board for all your support with these kids. Thank you for your hard work. We surely appreciate it. And mom and dads, papas, everybody that takes care of them too. Graciases, so much everybody. Congratulations, babies. Thank you everyone. >> At this

026time, we'll be recognizing our CSHS debate competitors for the Scholastic Excellence and UIL crossexamination debate. So, I do have Mr. Ayella couldn't be here today, but I do have a couple words for Jose and Natalia. So, Jose Natalia, tonight as you are recognized by our school board of trustees and our superintendent for advancing to the UIL CX debate state competition, I want you to know just how incredibly proud I am of both of you. Although I am out of town representing our district at a conference, please know that my heart is absolutely there with you. This recognition is welld deserved. Your commitment, discipline, and countless hours of preparation have led you to this moment. Advancing to the com to compete at the UILCX debate state competition on March 19th through 21st at the University of

027Texas at Austin is no small accomplishment. You are representing not only yourselves but our entire school, our community, and the Wildcat legacy of excellence. Your hard work and dedication have paid off, and this is the result of your resilience, your trust in the process, and your belief in each other. You have proven that preparation meets opportunity at the highest level. Stand tall tonight. Enjoy the recognition. You have earned every bit of it. As you prepare for state, walk in with confidence, composure, and the fire that got you there. I wish you both the very best of luck. Compete boldly, think critically, and leave it all on the floor. No matter the outcome, you have already made us proud. Keep representing with excellence. Coach Iel You guys are amazing. Congratulations. Okay. Next item eight, start governance

028superintendent guardrails and guardrail progress measures. Thank you, board president, Miss Frankle, and board members. On the superintendent guard progress measures, we are looking at interim guard 1.2, sense of belonging and engagement. The goal is to increase the district's average student attendance rate from 89% May 2024 to 92% by May of 2026 through proactive interventions and attendance incentive programs. So you on this first slide you see some of our historical data uh back to 20 2020 2021 you will see that uh for about four years we submitted for three years we submitted 89% in 2324 we submitted 89.72 which rounds up to 90%. And then in 2425 we submitted to the state 91.08%. So you see that upward trend there. This is the data on the next slide that we are on track to meet our

029goal of 92% by May of 2026. We have submitted so far to the straight state three six weeks attendance. You can see the first six weeks at 93.83 so 94%. The second six weeks at 93.18 so at 93% and then the third six weeks was at 91.56% which is 92%. If you average all of those we are holding strong at that 93%. The next slide, inputs that are working well and then inputs that need more attention. So what is working well for us in Gizo Springs ISD is an increased consistent communication to families connecting attendance to academic success and student well-being. And I think we've done that through our uh NWA maps uh talking to our families about our new curriculum and through our parent square that sends out daily uh reminders if their students

030are not at school. It will alert them through parent square. Uh also through our truency officer and also we added a a support through academic prevention officer that Miss Moronz who's also assisting. We expanded recognition of students and staff for positive attendance. So this year we are uh holding celebrations for the students whether it be small popcorn parties or popsicle parties or walks to the veterans park also the strategic use of that and also um in the family newsletters that go out by each campus they're sharing their attendance student goal setting around academic and attendance expectations again just having those uh strategic IC conversations with students so that they understand the importance of being at school and how that does directly correlate to their academic outcomes. Some things that uh need attention is closer monitoring

031monitoring and early intervention for truent and chronically absent students. We still have some students who are um not meeting that 95% that is what the state of Texas t Texas education agency puts out. And so again, just early monitoring and setting up a behavior plan of support for them. Increased and coordinated home visits for students with ongoing attendance concerns uh through the help of our academic prevention officer and our truency officer working with each campus. We are uh trying strategically to schedule those home visits and a on a more regular uh basis. Strengthen community partnerships and wraparound supports for atrisisk students. Again, some things we're wanting for the future is a mentor program. uh engaging our community, our and city managers, county officials, um our law enforcement just to get some mentors to help us

032with uh students because sometimes the research shows that it just takes one significant adult to make a difference. And then continued community education on school finance and the role of average daily attendance. So again, just uh um educating our community about the funding that we get for the attendance first and foremost for their students to be successful um academically and social and emotionally, but also to be able to support special programs for them through that uh funding that we can keep if we raise our ADA. Which takes us to our last slide. Improving attendance remains a district-wide priority. Increased average daily attendance directly impacts student achievement and is the only mechanism available to retain a greater share of chapter 21 recapture revenue to support additional resources for our students. So, uh each year we send

033back uh this year we're projected to send $29 million back to the state from our local revenue mainly from our gas and oil. uh and the only way we can keep that money here is through raising our attendance and then we can strategically uh plan for above and beyond supports for our students. So that's that's our goal. And then you just see some pictures here of some celebrations of our students and our teachers. We continue to do the uh every six weeks attendance lunchon for our winning uh winning campus. And we're proud to say that for this third six weeks, uh, Ciso Springs Elementary has won. So the lunchon will be going back. I believe it was Ciso Springs Elementary that won. Yes. So congratulations. And any questions? >> Any questions? >> Thank you. Okay,

034go continue to the student I mean superintendent briefing. >> Okay, so uh we always love to celebrate our students and our teachers, our staff. So, thank you for the above and beyond from CSI this evening and all of our UIL and band students. They make us very proud. In addition, we were recently notified that three of our coaches, coach Bianca Ernnandez, and the assistant coaches, Johnny Spo and Christina Diaz, were selected to be the South Texas Coaches Association Allstar uh game coaching nominations, which is very exciting. We we are very proud of them. We also had our groundbreaking on February 4th with many members of our community, our universities, our amazing school board, and we're proud to have construction starting for our new schools. Our uh police department uh they have created the cse heroes

035award. And so they had a student at CSE that was awarded by acting quickly on safety at the campus and making a positive impact. And there she is. And then uh we had our first coffee with the cops. We have our second one tomorrow at Kisa Springs Elementary. And this is just a way for us to continually engage our f community and talk about safety and what we're proactively doing. And we're just very part proud of our police department for being proactive with that. Our police department also had a lockdown drill in coordination with the reunification over at the junior high. And so we're proud of that work that they're doing, especially as we prepare to have a district-wide reunification drill. Uh we're also proud of our CZO Springs Elementary scholars for their hard work.

036They had their campus celebration, so you can hear see them here with their coaches. Uh and you can see them also uh with their certificates. Great job to our our UIL coaches at the elementary and our students. And then Cariso Springs Intermediate was um this should say the second six weeks attendance winners and they We had a celebration and they had went to the park and we're very proud of all the work they're doing with attendance and our teachers enjoying the nice lunchon. And then our age of learning, we had four uh three teachers that were in a uh competition with my math academy and my read reading academy and this is across the state of Texas and they were the ones that showed the most growth. So their students won a pizza party that

037uh the age of learning sponsored and we have our tennis that we celebrated our seniors a few a couple of weeks ago and we're very proud of our seniors and a couple of them are even looking to go play at the next level. And then moving on to our construction updates, you can see our tentative strategic construction calendar uh projected timeline that we also uh pushed out to our website and also pushed out on paw print and on social media for our uh families. We do anticipate uh being able to have a groundbreaking this summer, a summer of July of 2027 and then opening August of 2027. What is currently having happen happening right now is electrical transformer power relocation. We're having a lot of evac excavating as you can tell when you drive in

038with the watery mess. We are trying to work on having a covering there so that that's taken care of. Uh but lots of exavation going on right now. They're going to start uh environment for the French drains and lots of installation of sanitary force main and exterior storm systems. What's upcoming is the admin building which is this building we're in now. We will transfer power of next week at the end of the week. Uh Bankville the embarkment and then the junior ROC uh gym that was being utilized that is a part of this building that demo will begin. And so that's the upcoming work. And then for our maintenance and transportation renovations, oops, there's a picture missing on that one. Sorry. We have a It should have the a picture of our roof and then

039the pictures of the floors that are being done. And then on the next slide is our E3 work. So, our E3 work worked on the power to the electrical pole at the Mnt building and that one is now working, the new parking lot LED lights. They still are working on the junior high. I want to clarify that. Uh they haven't gotten the junior high pole ready yet. It was just the Mnt pole. Uh but that was good news. And then their next steps, they're working on finishing the trim at the junior high roof. They're still working on replacing the roof at the high school. They're working just mainly in the evening, so it's taking a little bit longer. They're doing it in parts. And then coming up is the dedicated outside air systems. Those are

040uh on back order, but they're going to go ahead and start working on the junior high crawl space uh digging for the French drains, especially as they await those uh air systems. And that is the end of the superintendent updates. >> Any questions? >> Questions? Thank you. We'll move on to financial briefing. Good evening. Our our financial update is as of January 31st of 2026, which means that we're five months into the fiscal year, we are at 41.67% as far as percentage of time passed at this point. Uh for the general fund, if we look at our recap page rolling forward, our August 31, 2022 fund balance is 19,941450. Our revenues collected as of January 31 of 26 53,84042. Our expenditures are 14,68162 leaving our current year revenue over expenditures for 2526 at 39,122880. Here's

041an improvement on our report. What I did here is we projected our chapter 4 uh9 payment which this is the scheduled uh payment at this time 29,206. So that would leave us the net amount of 9.9 million. So currently that's where we're at as of January 31. When you add the 9.9 million to the prior year's audit, it brings us to 29 million8578.25. Again, that's including the projection of the 29 million payment for food service. Our current year revenue collections as of 131 2026 are 99,361. Expenses are 880,70. Uh at this time we're at a positive balance of 28,281. And our debt service remember our our bond payments we pay them in February. So currently all I have to report at this time is the collections which is 9,89,688. So if we move on to

042the next page. So on this page you'll see the general fund re um revenue and expenditures by function code and by object code on the revenue. So an area of improvement on my part for the reporting here what I did is I total together the revenue and other resources together. So, we just look at one line total revenue and uh include for example the the loan the um the $5 million loan on the uh maintenance department. So, if we look at that on the column for the year to date, you'll see that figure that I mentioned earlier, the 53.8 million. And then expenses, you can look at them by function, uh instruction, library, curriculum and instruction, and so on and so forth. uh totaling the 14.6 million and then again the net revenue over expenses

043is uh 39122880. Okay. And then also at the bottom I'm doing a recap so we can monitor our fund balance and where we are. So currently at this point in time uh if we're if I were to net out the chapter 49 payment we'd have about seven months worth of operating uh funds in fund balance. If we look at the next page on food service. Uh again here I'm just recapping the total uh revenue which you can see the 909361 you can see it broken down between local, state and federal and then their expenses of 8.81070 and then on the following page for our interest and syncing fund uh the collections are at 9,89688. On the next page, you'll see our construction fund update. So here you'll see our interest collected is 273,395. Total interest

044to date for this fiscal year 1.5 million and then our expenditures are at 8,14877. So net revenue over expenses means that we've we've paid out more than we've collected in interest so far which was expected as of January 31 of 2026 of uh net 6 million418 uh 819. On the next page we have a recap. So on the construction fund uh we have our roll forward fund balance audited number as of 831 20225 and then again here I'm recapping um what I just mentioned the use of of interest and our expenses of 6 6 million41819 leaving our balance as of January 31st of 89,432694 On the next page, we have no uh budget amendments to present at this time. So, I'm just simply listing the board approved budget amendments that have been, you know, approved

045so far as a listing. That was the page before. Sorry, you can keep going forward. We're okay. One more. Okay. So this page here is a recap of our special maintenance where we are at this point uh through January board approved items leading the from the 200,000 that had board approved uh we still have 102758 in this area. So we're doing well and that's all I have on financial briefing update. Do you have any questions. >> I just have uh one question regarding the uh uh cost of the fiber repair. I think this will be uh charged to the uh soft uh soft budget for the construction 20,000. >> Yes. So, what we'll do on that one once we pay that off, it'll come off of this page and it it you know we this

046is not uh to be expensed and I did receive that update from Miss Pearson. >> Yes. >> Thank you. >> Yes, sir. Any other questions? No. Thank you, Miss Diaz. >> Thank you. >> You're welcome. Thank you. >> Okay. Item 11, approval of consent agenda items. Are there any questions? There's no question. I'll make a motion to approve. >> Okay. >> Motion made by Jeffrey Ortiz, seconded by Wilbur Gus to approve the consent agenda items. All in favor? >> I I >> I opposed. None. Motion carries. Item 12, discussion and possible action items. A. Consider approval of the Karisa Spring CISD academic calendar 2027. Good evening. So this is our proposed 2627 academic calendar. We did send out a survey via thought exchange and these are the results. So you will see that we had

047a total of participants, 31% were non-eing staff, 34% were parents, and 45% were teaching staff. Of those that voted, 89% voted for option A >> and 11% voted for option B. We got our answer. >> It is the recommendation of administration that this calendar be approved. >> Any questions? This one. Good. >> I'll make a motion to approve option A. >> Motion made by Jeff Ortiz, seconded by Wilbur Gus to Where am I? Oh, to approve option A on of the Kisa Spring CISD academic calendar 2026 through 2027. All in favor? >> I opposed. None. Motion carries. >> Thank you. >> B. Consider approval of resolution regarding weather related closure of school. >> Thank you board president Franco. So yes, we bring to you this resolution for the closure that we had on January 26.

048It uh resulted in the physical closure of all schools and facilities uh here in Gadis Springs CISD. Um most of the district's employees through circumstances completely beyond their control were instructed not to report for work and other employees were called upon from our maintenance and transportation department to provide emergency related services or repair. So uh this was when uh this area was on the extreme weather uh watch on the night on the day that we uh decided to close. There was a uh prediction of icy weather and so to not put our employees or students in harm's way and to also give them plenty of notice so that they could plan accordingly. Uh I made the decision to close school that day. So, I come to the board to ask to uh please consider passing

049the resolution to continue to pay our employees at their um regular time according to their regular uh schedules and that would be all of our employees and then for anyone that came in and worked to play them at their regular uh straight time for that day. Any questions? >> And the day will not have to be made up. Correct. >> Correct. The day does not need to be made up. We have flexibility in our school calendar. >> I make a motion to approve. >> Well, you second. Oh, okay. Motion made by Jeff Ortiz, seconded by Oscar to approve the resolution regarding weather related closure of school. >> All in favor? >> I opposed. None. Motion carries. Item C, consider approval of a board resolution adopting a period of prayer and reading of the Bible or

050other religious text on each school day and at every campus for students and employees pursuant to SB11. >> Thank you, uh, board president and school board members. So, the background information on SB11 from the 89th Texas legislature requires that each school board member in Texas take a record vote within the first six months of the effective date of the act on whether to adopt a resolution regarding a period of prayer and reading of religious text during the school day in accordance with Texas Education Code 25.0823. If a school board decides to adopt such a resolution, the period of prayer and religious reading must follow the provisions set out in section 25.083, 083 which includes the following restrictions. To participate in the period of prayer and religious reading, a student's parents must submit a signed consent

051expressly waving their right to bring a legal claim on a violation of the establishment clause of the First Amendment to the United States Constitution. The prayer and religious reading must not be done in the physical presence or hearing of a person for whom assigned consent was not made. The prayer and religious reading may only be observed in segregated areas where consenting parties are separated from non-conenting parties before the school day or by methods recommended by the Texas Attorney General or the district's legal counsel. The administration does not recommend that the board adopt such a resolution. State law, federal law, and Kadiso Springs CISD board policy already allow students to engage in prayer, reading of religious texts, and religious expression on school property and during the school day. Citing legal authority board policy FNA legal states,

052"A public school student has an absolute right to individually, voluntarily, and silently pray or meditate in school in a manner that does not disrupt the instruction or activities of the school. A student should not be required, encouraged, or coerced to engage in or refrain from such prayer or meditation during any school activity. Nothing in the constitution as interpreted by the US Supreme Court prohibits any public school student from voluntarily praying at any time before, during, or after the school day. That includes our teachers. Board policy FNA local states the district shall treat a student voluntary expression of a religious viewpoint if any on any otherwise permissible subject in the same manner the district treats a student's voluntary expression of a secular or other viewpoint on any otherwise permissible subject and should not discriminate against the

053student based on a religious viewpoint expressed by the student on the otherwise permissible subject. The local policy further provides that students may organize prayer groups, religious clubs, and other religious gatherings before, during, or after school to the same extent that students are permitted to organize other non noncurricular student groups. Students already have well-established rights to engage in religious expressions on school grounds before, during, and after school. Kiso Springs CSD has policies and practices in place to allow students to exercise those rights. Students are free to continue exercising these rights whether or not the board adopts a resolution proposed in section 25.0823. Accordingly, the administration recommends that the board decline to adopt a resolution pursuant to Senate Bill uh SV 11 and that is the administration's recommendation. Any questions? >> Madame President? >> Yes. I make

054a motion not to approve the board resolution adopting a period of prayer and reading of the Bible or other religious texts on each school day on every campus for students and employees pursuant to Senate Bill 11. Motion made by Aldoria, seconded by Oscar to uh not approve >> resolution >> the resolution adopting a period of prayer and reading of the Bible or other religious text on each school day and at every campus for students and employees pursuant to SB11. All in favor I >> I opposed none. Motion carries.
