003Uh social media, that's our social media person. Um, Gloria Gara, thank you for bringing back like all these fun activities for the teachers to do when. And Benito Vasquez, we need something. We're calling Benito. He's coming in a hurry. I got I got you. Cariso Springs High School, thank you for everything you do and thank you for always being there for our students. We tr truly Good evening. Tonight we're just here to recognize a lot of our student athletes. We have uh cross country here, we have football here, and we also have volleyball here. Uh it's a huge achievement. Um it's an accomplishment. It's a it's something to be proud of. It's it's a privilege for us to be here um to be able to display all our student athletes. And that goes through all

004our kids in all the campuses. I mean, that goes from all our UIO events to all these kids who provide all that extracurricular. Um it's amazing and harm. It's It's heartwarming for all of us as coaches to know that we have parents that are very supportive. We have parents that uh bring these young student athletes to the the possibilities that we're able to reach uh by just making them uh part of the Caris Springs athletic department and we know that it's a huge accomplishment and we're we strive for that on a daily basis. Um, and for these young men that are going to get introduced first, we know that these young men have put in work since long before last year all the way through the summer and the actual uh football season itself. And

005they're continuing to still do that work because we do have some kids who are not just seniors, but that are also already sophomores and juniors, and they're continuing to do that same work ethic all the way throughout the year to get prepared for the next football season along with every other sport they play. So without further ado, we'll start out with Mr. Brandon Cruz and Brandon Cruz received honorable mention in uh in his football season this year and he was our starting quarterback. Uh, next we have Landon Haggins who was also part of this year's uh, football team and did an outstanding job for us and he's also a returner coming back. Next we have Elijah Cervantes. Also another returner that'll be coming back for us next year for his senior year was part of

006this year's football team as well. Next we have Anthony Mononttoya who will also be coming back next year as a senior. Received a first team defensive end this year. Great job Anthony. Next we have Noah Drevinho who will also be returning for us. He has first team center for us as well. Nathaniel's here. Next we have Nathaniel Rodriguez who's also coming back for us again for his senior year and was part of this year's football team as well. Next, we have Mr. Jerry Rodriguez, who will be not returning to us this next coming football season, who received his second team offensive tackle for us as well in district. And last we have here tonight with us is James Bale, who also will not be coming back for us, who received a first team inside linebacker

007for two years in a row. Last year is MVP of the district and this year first team. One that will be missed. But with that being said, again, awesome job to all these young men and all the ones that were unfortunately couldn't be here tonight, but we're super proud of all these young men, our football team, and and the rest of our sports that go along here in Cisal Springs. Um, awesome job. Congratulations, man. Great job. Next we'll have cross country. And for the anticipation that a lot of us had, uh, yes, next year we are dropping down to 3A division one. So we'll no longer be 4A, we are going to 3A division one. So it'll be a a jump start for us to get after it this year. So good deal. All right.

008Hello. Okay. Hi everyone. I'm Coach Diaz. Um I was head coach of the high school cross country and junior high cross country this year. Um, I just want to take a minute really quick to just say how proud I am of this group. Um, like Coach Gonzalez said, we have been working since summer. U, we've had two days, we've had 6 a.m. workouts and these girls have been putting in the work and it shows. Um, I've known them for two years and I've seen them grow not only as an athlete but also individuals and I couldn't be prouder. We have a couple seniors on this team and I can't say how proud I am each and every one of you. We have Ava, Paulina, and Audi. They have been pushing themselves all four years and

009I cannot say that they have I can't say how proud I am of them. Um, I'm going to go ahead and introduce them. If you can just go ahead and come up and receive your award. First off, we have Ava Preceno. Next we have Jer Pettis. Next we have Sophia Reyes. Next is Paige Asbury. Next we have Paulina Alita. And last, but certainly not least, we have Ariana Rivera. >> This group right here was able to go to regionals for the first time in four years. So, let's give them a big round of applause. Yes. We have one more accomplishment. We have Ariana Rietta that went to state this year. So, we have one more thing to give you and one more big round of applause for her, please. Okay, next up we have uh

010volleyball. So th this year for this team, it's kind of bittersweet for me because I've been able to coach my daughter and now she is leaving. So it's it it was amazing year. Um it was actually a rebuilding year. Um we have a tough district. We compete against some really tough schools for volleyball and every year I'm like, well, it's a challenge. So, we're going to be challenged this year. And I can say this about this team. We kept the drama out. And if y'all know girls, that's really hard to do. And I'm just I'm going to put it out there. I mean, that's no secret. Um, but they kept it out and they played as a team. They had each other's back. Um, we've been going since the football boys have been going. So,

011they're out there pulling tires and doing all that. You know, these these kids are tough mentally and physically. They are very tough and I'm extremely proud of them. We did end up third in that tough district. Um, we did go to the playoffs. We did not um pass by district, but they gave it their all and I'm extremely proud of them. Thank you all so much. And I'm going to go ahead and go through these. We have Isabella Alfao, academic all district select. Paulina Alita, first team all district and academic all district. Jana Davila, first team all district, academic all district. Jocelyn Duna, second team all district, academic all district. Giara Gonzalez, second team all district, academic all district. Janica Deleging, honorable mention, academic all district. G Diaz, honorable mention, academic all district. Bristeno, academic

012all district. Victoria Torres, academic all district. and Rihanna Lita, academic hall district. And then we also have what our freshman, our freshman libero that was able to take on lobero of the year as a freshman, Isabella Alfro. Congratulations. And then I'm also going to talk about our academic allstate selects. Uh Kayn is not here but she made honorable mention. Academic all state Paulina Lita second team all state academic And then we have Jocelyn Deluna, first team academic all state. And I know we got to keep moving along, guys, but I'm super proud of these girls, like I said, but it it's really hard. I push these girls. They know I'm very tough. If if you talk to any of them, they will tell you, "Coach Haley's tough. She rides this every day in practice." That

013way in games I don't have to tell you anything because you already know what you're doing wrong or you're not doing and you correct yourselves. You give me the look and I tell you yes. I go like this. You already know. They know. But I'm super proud of all of these girls. Every single one of them was academic all district. So that means all these girls kept a 90 and above average. Every single one. That's something to be very proud of. Ladies, I love you guys. Thank you for a beautiful, wonderful season. Good evening. Is it working? Can you hear me? Okay. Uh, good evening, President Blanco, members of the board, and Superintendent Pearson. Uh, today we're here to uh I'm here to brag about two amazing people at our campus that make our campus

014better every day. It's my absolute honor to recognize Mrs. Tiffany SCS and Miss Alicia DeLeon who have been recognized by the Texas Counseling Association as our Crest Award recipients and this is a big deal in Texas. The counselor's reinforcing excellent for students in Texas, otherwise known as the Crest Award, is sponsored by the Texas Counselor Association and recognizes outstanding counseling school programs. Uh this recognition is based on the incredible work that they did last year. So, they submitted an application and they showed the state everything that they did last year. In addition to just providing daily counseling, they also provide lessons, daily, social emotional lessons every day. Uh they also helped our teachers organize our classroom calming corners. They organized two uh two career fairs last year, numerous pep rallies, unit celebrations, and also assisting

015us with whatever else we needed there on campus. So, we're truly blessed to have these two C counselors and uh we're incredibly proud of this recognition. So, if you would please help us in recognizing our two amazing counselors. Thank you, ladies. And tonight I'm also honored to recognize an exceptional group of educators at our campus and that is our third grade team uh for their incredible collaboration as we launched the blue bonnet curriculum learning this year. Uh this team they stepped into the new curriculum with so much focus. It was amazing. It's a true commitment to our students. And we also out of this uh these seven teachers we have three teachers. Mrs. Salasar, Miss Alma Salasar, Miss Courtney Titworth and Jennifer Celos that are doing they launched both math and reading. Everybody else launched

016one just one uh content which was math. They launched two. However, so we have half of the team that is doing math only, half of the team that's doing reading only and then these three ladies are doing both. But they all meet every week during the week for PLC after school and they support each other. So even the math team planning one day. The reading teachers are there as well. So, it is amazing to see them work. In fact, um our campus was visited by the TA team uh last week and they were able to sit in into our third grade PLC time and they observed what uh what these ladies do and how focused they are, how they discuss artifacts. They review artifacts that the students turned in and then they discuss how to

017make their lesson better. Well, we did receive an email from one of the ladies that was one of the visitors, Miss Kowanda Riley, and she she stated in her email in at in CCI in CSCSD PLC, we know that PLC's are at the super level and it shows. So, ladies, thank you so much for your commitment. Um, our results, we just got in our third grade benchmark results and this team, the RLA results from this week actually match last year's end ofear stars results. So, we are very excited. Um, and just ladies, it's a pleasure working with you. So, if you all please help us in recognizing our third grade team. We have Miss Alma Salasal. Miss Courtney Titworth, Miss Elizabeth Yobos, >> Miss Jennifer Celos, Miss Deborah Gonzalez and Miss Cynthia Pales. And we

018al also have Miss Dioas who could not join us today. Again, thank you ladies. It's a pleasure working with you all. I want to say a few things because the The outstanding PLC clusters is something we're going to do every month. Professional learning communities because Gadisil Springs CISD has a focus on instruction. The board has board goals and priorities and we are so proud of our teachers who have embraced the instructional focus we have to make Adis Springs CISD an A rated district because we are every single day. The work that we do in our classrooms is outstanding with our students, not just instructionally and academically, but the well-rounded experiences we give them with the arts and crafts and the music and the choir and everything that we've been doing. And third grade, you shine.

019And we have teachers across the district that shine, but you don't do it alone. So, I would also like to thank Joanne Ortiz. Thank you so much as our curriculum specialist. And also our principal, Miss Garcia, because they don't do it without an outstanding leader. So, Miss Garcia, you too, please go and be recognized. Go and be recognized. You get an award, too, Miss Garcia. Thank you. And thank you, school board, for your trust and your support. Go on up there. Let's get a picture. Miss Clos, did you want to share a few words? >> Yes. Um, well, I mean, I just I think that these seven of us, uh, with Joanne. We just feel really lucky um number one that we have Mrs. Garcia. Um she is irreplaceable. Don't ever move her. Don't ever

020move her. Um she you'll make me mad. Um uh no, but she really she gives us um so much support and she sees a really we were talking today. I don't even know what we were saying. We were saying she always sees the big picture and we see the third grade picture and um you know first grade sees the first grade picture and she doesn't see that. She sees the big picture and with the implementation of Blue Bonnet and the way the PLC's are run this year um she sees the big picture. It's not third grade having a venting session or prek needing a venting session. That's not what this is for. um she's made it very clear that we are um that we are not here to teach third grade. We're here to teach

021the students of Dimmit County. And um I say it all the time. Uh sometimes I feel like rural um districts uh especially those with um low SCES or high high or is it low high populations of low SCES students. We tend to feel overlooked by the state sometimes. I think we kind of feel like maybe we don't get the recognition that we deserve and um the students of Dimmit County deserve the world and um we're working really hard as a as a third grade team to give the students of Dimmick County the world. So, and we appreciate Mrs. um Pearson for giving uh all of her faith in us and pushing us and um trusting us and um as long as we're doing our jobs then she's like go fly and she's she's allowed us

022to do that and um being a somewhat competitive group of people when we were given this curriculum we wanted to be the best at it and um I hope that the rest of Ko Springs is feeling that too because we we want to be the best and um we hope that every other grade level and every other teacher in the district is feeling that push too because we're we're trying really hard to be the best at it not for ourselves but for the students of Dick County. >> Thank you Miss Cos. We have a recognition. Thank you. Hi. >> Hi. Good evening. Uh my name is Berta Talon Kamia and I am the district's McKenna Vento leazison. Um, I'd like to thank Alexis and Ricky who are representing our local HB. Thank you for coming.

023And um, on behalf Yes, thank you. Thank you. And on behalf of CSCSD McKini Vento program, we would like to extend our sincere thanks to HB for the generous donation of 2500 in gift cards. Yay. These gift cards will be used to purchase perishable food items and hygiene items to support our Mckin Vento families in need. We are very fortunate to have HB's continued support of our small community. Your generosity and commitment to helping family families truly makes a meaningful difference and we greatly appreciate your donation. Thank you for all that you do for our students and families. Thank you. >> Thank you so much. We appreciate HB support. We want a We want their birthday. Thank you so much. Mr. Jerry, if you'll come get ready, please. You're on Hello. Good evening, Madame Board

024President, uh, Nita Franco, uh, Miss Person, or Superintendent, and the rest of the board members. Uh, I'm here to discuss about the the SIPO, the children's Protection Act. Um this is basically um require schools receiving rate um discounts to implement measures to protect students from uh harmful online content including um obscene or inappropriate material. Ensure uh safe and secure use of elect communications. Educate students about digital citizenships, online safety and uh cyber server bullying. So basically um the compliance is mandatory for our rate application for 26 27 that we're applying for our two new schools. So if you're asking about the rates basically like a um for the switches um access points and also like the internet will be running fiber. So will give us a huge discount um with the CPA compliance. So next

025is we have in uh Charisa Springs CISD we have couple layer of uh technologies we're using to protect our students and also have internet safe safety um secure access to. So first uh we have the content web filter. So it's basically filters the website that students go through not only students but also the staff. So if there's like um um basically inappropriate size or games, it g it blocks them right away. And um it's basically it logs the report and all of that, but um our content filter web filtering will block the uh the gains um basically inappropriate like sides and um it also provides roadside monitoring and reporting for safety and compliance. We have also bark. So bark is the one we use most of the time. So bark is the one we use

026for the Google workspace. So Google workspace is about Google Docs, chats, Gmails and all of that. So whenever student like let's say like cyber bullying or like fight or whatever or it it detects it's it's it pick them right away and then depending on the schools it's going to send a alert to the principles and as well as to the counselors and um from there they can review basically if like this is legit or not. But this is a real time uh what's it called like um alert from our especially from the uh counselors and the principles. Um that's any questions. Any questions? Thank you. >> Thank you. >> For the next item, I'm going to pull one item from the consent agenda. It's going to be the the approval of the quarterly delinquent tax

027activity report. Mr. Cavo, if you would like to do that since you're here for that. Yes. Okay. Can you hear me? >> Yes. >> Okay. I'm sorry. Uh, first item on my reports, final notice letters, Roman numeral one. This past quarter, we sent out >> we sent out 32 final notice letters that represented approximately 47 delinquent accounts, and those are listed there on pages uh one and two of the report uh by taxpayer name, a brief property description, and amount of taxes due to the school district at the time that the letters were mailed. The second item on the report are tax suits. Past quarter, we did file six new tax suits that uh represent 10 delinquent properties. And those six suits are there listed on page three of the report. And they're listed by

028the suit number, uh taxpayer name, a brief propion, the account number, and the taxes to the school district at the time that the suit was filed. And those new suits are there on page three. Going on to page four, Roman numeral three are tax dockets. We did have two dockets held this past quarter. One was on September 11th, one was on October 7th. The September 11 dockets on pages four and five. And they're referenced there by the suit number, defendant's name, a brief proper description, account number, taxes to the school district, and the status of the case at that hearing. And the September 11th docu pages four and five. The October 7th dockets are on pages five and six. That takes us to Roman numeral four, future tax dockets. We do we do have three

029new dockets set. One for November 6, one for December 1st, one for January 12th. The November 6 dockets, they're on pages six and seven. The December 1st dockets on pages seven and 8. And the January 12th doc is on pages eight and nine. And they're listed there by suit number, uh taxpayer name, a brief property description, and the property ID number. The properties, which takes us to the last page to the final item number five, deleting tax collections. The base tax collection this past quarter for the two funds are total $38,4454. And that base total is there itemized for you by month and by fund account. And that total again is $38,444.54. And that very quickly very quickly is the report. Thank you, Mr. >> Uh, thank you, Mr. Franco. And Mr. Franco, I like

030to wish everybody a merry Christmas. >> Thank you very much to you, too. >> Thank you. >> Okay, back to the presentations. Letter C, presentation and discussion regarding delinquent property tax collection services by Purdue Brandon Gilder Collins and M LLP. I move to table this item. Seconded by Aldoria. All in favor? I. Yes. Any opposed? None. Motion carries. Thank you. Item D, presentation discussion regarding delinquent property tax collection services by Limeberger Goen Blair and Samson LLP. I move to table this second. Motion seconded by Noi Zarate. All in favor? I opposed none. Motion carries. We will go on to the next item. Lonear governance for December 2025. The board goals in goal progress measures have goal one GPM 1.1 through 1.3 CCMR TSI associates degrees. Good evening uh Mrs. Pearson, President Franco and Ciso Springs

031School Board. Uh we are excited to share um our HB3 data with you. So, we'll be going over our CCMR indicators. Uh, fortunately, today I will be co-presenting. Um, so I will be presenting along with Mrs. Blunt, our CCMR coordinator, and of course our uh our high school principal, Mr. Joey Gunu. So, as you recall, our goal one um is set for five years. So, our goal for CCMR is that it will increase from 84% to 100% by May 2030. You'll see the goals on the table. uh indicated and broken down by subpop and our most recent data. So what we want you to keep in mind is the way that CCMR works for our accountability rating is that we look at the year prior. So for this school year for accountability for 2026, we're

032actually looking at the graduating class of May 2025 that already graduated. So we do have that data here for you and we will also be presenting the data of our current senior class. Um so what we would like to show is that we are on track to meet this goal. Um for the class of 2025 we did have 76% of students um that met this indicator if the we will have to be submitting an appeal. So before I go into that I do want to report um we mentioned to you when we presented our data uh a couple months ago that we had submitted an appeal for our high school. It was for four students that were coded um improperly in our Skyward system. Um so we got notice this past week that our appeal

033was approved which indicated that our high school campus went from a 69 to a 70 to a C. Um and that is reflected on our taper report. Um it's reflected on texaschools.gov. So we're very proud um and happy to report that that has been reflected. So what you'll see here is that appeal was done in August for the class of the year before of 2024. Yes. So what you see in the percentages here is if they allow us to submit another appeal, we will have to appeal um for the class of 2025 as well. So if this appeal is not approved or not given, our students would be at 76% of students reaching that indicator. If we are given the opportunity to appeal, that percentage would go up to 95%. Which is a significant jump

034um and does indicate that our students are reaching those parameters. And you'll see the table to the right broken down by subpop as well. So, as we go into the goal progress measures that shape our accountability system, there are 10 ways in which our students are considered CCMR ready um as the state determines through accountability. Um the first being TSI criteria in RLA and math, dual credit um hours, so either three hours in RLA or math or greater than or equal to nine credits hours in any subject. uh dual enrollment in an on-ramps course, advanced placement, an associate degree, advanced diploma plan as coded um in Skyward, their IBC certifications. There's a full list of those offerings and we'll go into that. Level one and level two certificates, IEP and workforce readiness, and military enlistment.

035So this table indicates our goal progress measures which we will go into detail in the next few slides. Um however what I would like to point out is that for each of the goal progress measures we have set goals um for each of our subops for the next five years. So the goals are very specific and do guide the way in which um we advise our students um and showcasing how our subops are performing in each of these categories. And this uh graph just references our overall goal for 2030. And now I will begin with our first GPM. So GPM 1.1 is the percentage of students graduating with dual credit or an associates degree will increase from 25% in May of 2025 to 27% in May of 2026. So you'll see uh indicated by the

036table that our class of 2025 came in at 36% already surpassing um this goal. So we are on track here. Uh what we'd like to also point out is that our current senior class is also projected um to surpass this goal at 39% of our students. And if you look at our subops, you will see the target broken down on the far right. And each of our subops um have also surpassed um the goal set. Any questions on GPM 1.126 as far as the the 88% um is the is pretty much the goal set by the state to receive the letter grade of an A in CCMR readiness. So, anything better than an 88 is amazing and outstanding for our students. The goal, yes, is 100%. by 2030, we understand that it may not be

037right there, but if corrections are allowed, we're at 95%. So, that's a huge honor and a huge thing to congratulate our kids and our staff and our amazing team of getting our kiddos there. So, yes, um we're doing everything we can, but there are going to be some kiddos who we understand um as a team and as a department, and we look at those kiddos one by one and say like, okay, we understand that. Maybe not right now, but we do offer them opportunities to come back. Um we have a lot of kiddos who go through our um with Mrs. Mness who go through our school of choice, our school of choice or um and they're trying to graduate in December. So we're meeting with them and saying, "Okay, well let's do your Texas College

038Bridge. Let's file um file for FASA. Let's do your college applications." So we're still preparing them for CCMR. They may not speak. They may not be giving us the point. And it's okay and we understand. Our GPM 1.2 is looking at the percentage of students earning industrybased certifications for the graduating class will increase from 60% in May of 2025 to 62% in May of 2026. Again, happy to report um that the data did surpass the goal. Uh the class of 2025 is coming in at 72% and the class of 2026 is currently projected at 51%. Um please keep in mind that this is our current senior class. So they are currently working on uh on certifications. Yes. Um and you can see as we look at our subops really uh focusing on that class of

0392025 as those students have already graduated um that those targets were surpassed um by every pop and only 1% um differential there for our special education students. Any questions on GPM 1.2? Um so what our industry based certifications are we have 10 programs of study in CTE and every single program is complete and um offers an IBC as a capstone whether they receive um their IBC most of them will receive their IBC late junior year or because of age regulations into their senior year. Um, in that 51% we still have a few programs of study who have not tested because the student has to be 18. They have to go through a fingerprinting process or they have to complete the course in order to sit for the exam. So that percentage we see um increasing

040very high. The graduating class of 2025 um it says we had 72%. The graduating class was 145 kids. We rec we certified 116 of the 145 kiddos. So, a lot of our kiddos are graduating with some type of an industry certification that's leading them post-secary, whether it be in our nursing, our business, our welding, um our agriculture, mechanics, all of all of our kiddos are graduating with some type of a certification. And I think that's it. So, we're doing really well. 10 programs, oh my goodness, I want to say we're at 16 16 or 17 different certifications being offered throughout those programs of study. Um, and starting at freshman year all the way through senior year. Okay, our GPM 1.3 is the percentage of high school students who meet TSI criteria in reading and mathematics

041will increase from 10% in May 2025 to 12% by 2026. Um, so I do want to elaborate on this graph as I do have dashes here to explain the difference in how we are looking at our students. So, for the sake of accountability, if our students take um and and meet the criteria for TSI, SAT, ACT, um and college prep, so there is a Texas College Bridge program that they're able to receive credit for, and that gives us that accountability point and that accountability check. However, when we were looking at the data, um, and I'll allow Miss Bona to elaborate on this, uh, we wanted to differentiate among the students who were doing the Texas College Bridge um, through taking the course and those that were meeting the criteria uh, through testing for TSI and

042SAT. So, you'll see that there's a large difference. So, when we look at the indicator for accountability, 71% of our students um, for the class of 2025 have met that criteria. However, when we look at the percentage that are TSI and SAT ready, that is uh that percentage is 7%. Any questions on GPM 1.3? Um this one like Miss um Dr. mentioned it is it's a little odd. So, um, the what I what we were focusing on originally, we had this like huge purple line going up to 71 and then coming back down to the 12. Um, and I didn't feel like that shared um our perfect picture. Um, it looked really pretty, but it wasn't it wasn't what I wanted to make sure that we as a campus were striving to increase. Um, House

043Bill 3 um has a lot to do with bonus outcomes and generating funds based on testing. So, when we look at accountability, the 71 is amazing. It looks really, really well. Um, our kiddos are earning this achievement through SAT, ACT, TSI, um, enrolled in a college prep course on our campus or taking an online Texas college bridge course in mathematics and, um, EL. So, what that does is that gives that tells colleges, whether it's a community college or a university, that they're college ready to take courses without remediation. So they won't have to waste the money, waste the time taking a remedial course, entering entering into college their first year. Um this bottom line, our goal, um this is where I want to see high numbers. So this is college board telling us our kiddos

044are TSI ready and SAT ready and they are generating those bonus outcomes. So as a campus, as a department, with our counseling team, we are trying to put things in place to make this this purple line, you know, eventually lead um to higher to higher rating percentages. We want our students to be SAT ready, to be TSI ready um throughmies, tutorings, and things that we are planning in the works to get together with our counselors and our teachers um on our campuses. So um that's Any questions on TSI college readiness? >> Yes. >> What with um in relation to the testing to the testing? Yes. Um math has been a big challenge. So, we're excited to see this Blue Bonnet curriculum and see if that helps improve our um our students and their testing um

045testing outcomes. We actually last week um took some of what we call um um using the data from the eighth grade current freshman's, but as eighth graders, they took the algebra 1 star test. And we ended up looking at the data and pulling out the students who were masters. They mastered the eighth grade algebra 1 test. So we pulled those kiddos and we gave them a blitz. So we gave them one day three hour well three hours of TSI tutorials in the morning and in the afternoon we sat them to take the TSI. Um we knew they were high achieving. We knew they might might do well and we had six kids come out of that blitz um by passing the TSI. So we're hoping to put more of those into place. Math has definitely

046been somewhere we've struggled for the last couple of years. And you'll see it in our in our in our um college bridge reports that we see that the math number is a lot lower than our EL number. Um our students on the EL side, they tend to pass the uh multiple choice and then struggle in the writing. Um so they'll pass one component, but in order it for to count, they have to pass both components of the EL. Um, another trend that we're noticing is our kiddos are performing who may have struggled on the TSI, they're passing the SAT. So, the what what is good about this um criteria that TA has placed for us is that the it doesn't matter how they meet it, they can pass math TSI and reading SAT and they

047still generate the point. So, you can mix and match uh get one reading score and one math score. So hopefully in a combination of all of our strategies that we're going to put in place, we'll be able to push these kids and see this number rise. >> Awesome. Thank you. >> You're welcome. >> And another uh point I would like to make is that trends vary with state requirements and university requirements. So many um colleges and universities are not are no longer requiring the SAT. So really it comes from a standpoint of funding um and motivation for our students to take these exams and preparation for them because it's not a requirement. However, it is good um for scholarships and and other opportunities. So just out of the box thinking um and ways to really

048motivate our students to do well on these exams. Okay. And then so we um ended up looking at our data. So CCMR is a monster. It's a big world and you can earn it in a lot of ways and we want to make sure that we um celebrate what's going well and then think also reflect on the things that we need some a little bit of a little bit more of our attention. So we um have a dual dual enrollment agreement with Southwest and with S with Sra State University. Um so having both of those partners and having more opportunities for our students to enroll in dual credit courses um whether those be an online course or a synchronized course or a facetoface course here with our teachers. So, we have those opportunities for our

049kiddos. We have the 10 programs of study who are all aligned to an IBC. We offer the PSAT and the SAT here um on our campus in our district um on Saturdays for all the national days and then we offer the school days in October. Um our partnering district over in Crystal City, they are the ACT testing site and we are the SAT. So, our kiddos go back and forth between the school district, the two districts. Um we are also proud to be a TSI um testing district because we can test our students on demand. Instead of having to send them over to the community colleges to do their testing, we are able to test them within the district. So those are all perks and all things that are going very very well for us.

050Um some of the areas of focus for us of course themies um not only our TSIMies but also um building those putting teachers in place tiering our students to see who's ready who needs a little bit of um intervention who needs a lot of intervention and planning those out um focusing on our CTE. Um so every year CTE gets a little bit stricter and a little bit more confined on how to earn the point. Um, so last year, as long as our students were in two classes, earned two credits, and got an IBC, we were able to get a point. This year, the graduating class of 26 has to complete three courses, four credits, and the IBC has to be. So, every year it gets a little bit stricter with um more restrictions and guidelines

051put in place for the IBC counting towards accountability. Um, and then also we added here um just the pen review process. We want to make sure that we have more eyes um looking at this these reports. Like Dr. Ruba mentioned, we did do the um the appeal process. You know, we we found the error. Well, we located the error. It took us a long time to figure out four kids. It was four kiddos who um were coded. We were doing what we thought we were supposed to be doing. It wasn't being picked up and pulled in the right places. We found the corrections. We did the corrections. We made the appeals. Now, class of 2025, it's 19 kids. So, that 76 to 95 is a big jump. Um, for 19 kiddos to find that correction

052and then fix it. We now know what happened. We were able to correct it. We know how to correct it for 25. As long as they allow us to go through the appeal process, we should be okay. Um, we know what we're doing. We're doing it correct now that we know we found the problem. Any questions? CCMR CTE. >> Go ahead. Go ahead. >> With everything that we have to offer as far as where have you seen the biggest growth as far and where have you seen? >> Um I think our dual enrollment numbers have definitely increased. Um we had I want to say about 140 kids enrolled in dual credit last year and we have over 200 this year enrolled in dual credits. So just the number of kiddos enrolled in dual credit is

053a big jump. So and then again when looking at looking at CCMR you can our three goals one is dual credit, one is IBC's and then one is testing. So definitely the increase in dual credit. Um we went as a campus um the counselors, myself, we had representatives from the college and we went over to junior high and we enrolled every single eighth grader in dual credit. Whether they wanted to or didn't want to, we did it because we wanted them to know that coming into high school, the opportunity is there. If it fits in your schedule, let's do it because it's either they get the point by taking English or math or they get the point by taking nine hours of anything. They can take a class, a night class, um an education class,

054whatever they want, and they'll still earn the point. So, just exposing them to the post-secary level, um the deadlines, the guidelines, I've seen that's been a definitely a big plus. But now seeing the increase, needing a little bit more eyes on the kiddos to remind them like, hey, yes, you're taking college classes, but we need to balance high school life and college life. So, that's kind of the downfall of the dual credit. Um, as far as the IB the CTE and the IBC's nursing, um, I would say has been our our fastest growing and most popular um, in far as generating an accountability point. The seniors this year there's 23 of them and last last month early December early December they tested for their phabbotomy test. 22 of the 23 passed. Earlier in October they

055did EKG. Um, two 21 of the 23 passed. So the the ones that did not pass, they have opportunities to retest. Um there's a time frame, a window they have to get passed before they're allowed to retest. Um so I think the 23 seniors with 37 juniors coming up. So at the end of the year, we have 37 juniors who could potentially test and get their CNAs. So nursing definitely fastest growing um product is there. Um, welding is our other technical program that we use through the college. So, it's also generating dual credit points. Um, and then they're graduating with their welding certification. Um, they leave with three or four different industry certifications depending on how many they're challenging. Um, but if we look at the the graduates from 25, a lot of them continued

056over to Southwest and took year two. Um, so they took the advanced welding certification and ended up graduating this past um, some of them this past December and some last school year as well. So I like to see that that I see that they're not just something they're doing in high school, they're extending it post-secary. Um, all of our CTE pathways, we added um, education through Saul Ross. So our freshman's and some of our sophomores are taking a education trends class. So I think just exposing more of our CTE classes towards dual credit has been um positive. Um I don't know. It's just it's just continuing to grow. As far as like what the struggle is, I would just say it's the testing. We're going to be a little bit more um I just a

057little bit more focused on who's college ready. Um who's passing the TSI before they take those more advanced classes in dual credit. Um because you don't want to set them up for failure. You want to make sure that they're ready. Um, so just putting more eyes on the test and it's making the test just as the TSI SAT test just as important as STAR um as in focus and conversations just exposing them making sure that they understand that um this is postsecary and for whatever reason if they don't pass the TSI the SAT they don't get that qualifying score we have for this graduating class we have Texas College bridge in place to get them to that next step. I can't promise you we'll have it again um next school year. It's based on if

058it meets the requirements of TA or not, but right now we have it. And if it we don't have it next year, hopefully there'll be something else to replace it. >> Yes, ma'am. >> After this students graduate, do we have How could we know that? How many of the students enter? How many enter? How many? Do you have a way of knowing? >> We have a way of knowing how many graduate and enter the university or college setting through the U. National clearing house records. So, we can see the the percentage of students who graduate and enroll in post-secary education courses. As far as who enrolls in the military or who who enrolls in the workforce, we don't have record of that. Well, at least not now. Um, some of the director quarterly meetings I've

059been going to, there are plans of having to continue tracking that. And there's been conversations of yes, they are graduating this year, but we want one more year of tracking and planning. um because we do know a lot of kids might take that leap year, that off year, and we want to make sure just in case they need help um that they know that we're here and we can assist them in that gap. But right now, really the only thing we would be able to track is who actually enrolled in college. Um as far as who's working and not, we don't track that right now. And and to add to that, the only reason we track it is because in order for a student to generate bonus outcomes, they have to enroll in post-secary the

060fall after they graduate. So if they take a semester off, they don't generate the bonus outcomes funds. So we do track the college. >> President Early on you mentioned that we now have a partnership over with SA Ross. Um that kind of gave a little bit of excitement as a S Ross grad myself. Could you highlight some of the things that we're looking forward to as far as joining Soul Ross and when I was there in high school? I mean, both of these names have changed now with Texas College. When I was there was um it's exciting to see these changes, but can you tell me some of the excitement and some of the highlights that we're looking with joining us? >> Well, today alone, a big excitement just today alone is myself, our superintendent,

061and Mr. gone through. We attended the inaugural um opening of their new southwest campus and a groundbreaking of their buildings to come. Um so within our partnership right now, what we are currently offering with them is we are doing um history 1301 and 1302. Um we are doing them synchronized. We we lost our um teacher due to retirement. So instead of going to an online course with it being a tested subject, we wanted that face-to-face interaction um but still having the opportunity to earn the credit because it leads towards their associates. So for sure history um we offered English connect and math connect. Um so that was new to us. And with the connects that allows our students to enroll in a college class not earning the TSI criteria. So they're they're allowing them to

062go into math 130 u math 1314 college algebra or English 1301 and at the completion of that course they're receiving the remediation within the course within the face-to-face synchronized instructor. Um so they're not only earning their TSI criteria but also their college credit at the same time. So, they're offering us a connect um they're offering us education um a pathway to education, which means if our students finish this four-year um our four-year our four-year plan from freshman year to senior year and they enroll at Southwest, I mean at Soul Ross, they'll automatically come in with 24 of their degree credits plus any additional core classes that they take with us, which is up to 42 hours. So they could be leaving us with um 67 credits in in towards their education major. Um we also

063partnered with the health science program. So nursing has always been at the Alpine campus and now nursing is being offered in the in the Eagle Pass International campus. So our students freshman year started with the principles um our principles of health science course has been has been aligned to their principles of health science course. So they're also receiving that dual credit. So that one will eventually grow. Right now it's kind of a a joint combination because the kiddos who go into our PCT program um are taking the so southwest at come junior year but the ones who are going into medical assistant or into RN bachelors of nursing are going to go to south the soul Ross. So, it's just um today we met with a dean that is housed there in Eagle Pass and

064he's business administration and he was saying, "Hey, I need to come over and I need to meet with you um so we can see if we can add the business administration onto our dual credit platform as well." So, they're just growing and growing. It's it's pretty awesome to see what we're going to be able to offer our kiddos, expose our kiddos, and expose our community and our parents because there's a lot of opportunities and the kids just have to reach for it and ask. tell them when they bring that administration you want Dr. Carson he is the best >> you're welcome any other questions >> thank you guys for the info um new programs this year on the industry base >> I know you guys presented to us and I apologize >> no no you're

065okay >> um we we extended our nursing so before nursing was PCT. So, we've added um medical assistant, which is a separate. We added medical assistant, which was separate. Um education stayed the same. We have a certified law enforcement teacher who is now offering our um non-commission level two security. So, that's not an addition, but we have the staff in place. Um as far as everyone else, everyone else is still the same in the works that we're planning >> in master schedule. We are looking at we have a teacher in place for computer science, robotics and even maybe cyber security. Um so those would be programs programs of study that we will push out to there's interest for our students to join um for the upcoming school year. Um >> was there a discussion at

066one time about truck driving? I thought we discussed that. >> Okay, we're not there yet. >> There's been conversations. Um there's a lot in place. Uh there's a lot of restrictions and guidelines when it comes to it. Um just the availability, the insurance, the trucking, not having the DPS route local like we would have to go to Eagle Pass. >> That's right. >> Um >> and the only other thing too is it's not an industry certification on our list. >> Um so it would kind of be more of like a workforce maybe. uh just like forklift, the forklift training, CDL, those would all be more workforce that we could bring in. Um but it would be a completely different program of study. >> Okay. Thank you. And you mentioned the numbers on the dual credit.

067What are the numbers on the other side? Just >> um so we did we did pull that back um early on in October when we were we were going through snapshot. We ended with 535 kiddos at the high school and 515 were enrolled in a CTE class. So almost all of our kiddos have a CTE class. And if they don't, it's because right now their schedule is like band, mariachi, and athletics. Like they just don't have the room in their day yet. But most of our kiddos are going to graduate taking a CTE course. Um if anything, they're getting that employability, professional skills in that basic level class. Um but hopefully all of our kiddos graduate high school. >> Explain bonus outcomes. Um, so >> bonus outcomes is >> all I heard was money. That

068was >> it's money and it's so so good. Um, so bonus outcomes is money that the students generate. So um any graduating student who who graduates high school um TSI ready in both English and mathematics and enrolls in a post-secary um university or college after high school. They they generate funds from anywhere between 3,000 5,000 or 8,000 based on their sub demographics >> and those funds go to the district program. >> Those go to the those go straight to the district and then they're pulled down how for you guys to use. >> Correct. Okay. And right now with the funds every year, well, every two years it's in a rear. >> Um, we've been seeing the number go a little bit down, a little bit down, a little bit down, but we're seeing the postcoid

069the SAT TSI rate has slowly decreased. So, we're hoping to increase it so that those funds tend to go up. But those funds, what they're used for right now is they're used to pay for the SAT, TSI testing. They're used to pay for our dual credit programs, our textbooks, our access codes for our students. So those funds, the kids are generating the funds and then we're using the funds right back for the kiddos. >> Has that always been in place? I never heard. >> No, it's a new >> These kids are making us money. >> They are. They're doing great things. >> Great job to all you guys. >> You're welcome. Anything else? I'm sorry. No, you don't have to do that. It's It's kid by kid by kid. Yes. Counselors. Can we The goal

070is like, how can I get that kiddo? There's always a There's always a way. Revisit the list. You're welcome. Thank you. Okay. Next next item, superintendent guardrails and guardrail progress measures. Uh guardrail 3, GPM 3.3, district family engagement. >> Thank you, board president. Um so the guard rule three for the superintendent is that the superintendent shall not fail to ensure the families receive timely accurate and accessible communication on matters that impact their child's education wellbeing or school experience. So we're looking at interim guard 3.2 which is family engagement increase the number of district family engagement events from three in May 2024 to four by May 2026 to strengthen partnerships between schools and So, uh, the emphasis is on district family events. We were already doing them at the campus level, but we are also, uh,

071united as a district to ensure that all of our families know we have the same uh, goals and priorities. So, I did include we are on track. I did include all of the events right now currently for our schools. So you will see that at the elementary you know all of the schools have teacher report card you know with the third grade night as well. I got to attend that one. It was great coffee and books and the book was going. They also had a science night with the beaver moon. was very creative outdoors. We're really proud of the effort of all of our schools and the high school at the district. We've had three events. We will have two more on the trunk events. We had the district festival that was new for us

072this year at PSI. 15ies sign in. We had movies at the which was in collaboration with the city and we had well over you know 250 families there. Thank you Mr. for for attending and we got I know he was also very impressed with the outreach we had about we were able to give away books during that event and so all of our kids took some books to read books at home they're going to be reading so we're on track to continue to grow this any questions Thank you, Miss Pearson. >> Next item, superintendent briefing. >> Okay, this is me, too. So, the TA visit we talked about, it was a great success. Thank you to CSI, CS, and the high school. Our teachers did phenomenal. Our students did phenomenal. I think the This compliment

073was from the TEA when they said if we lived closer to the East Springs, our students would be uh we would be honored for our students to attend these schools. That was a huge compliment. Uh we had our UIL. We actually just got our results yesterday. We did have several elementary and intermediate students place in the Floresville event. And so we're excited to give them their awards in January. Well done students and teachers. We had the substitutes of the month. This is a new initiative for the district. Uh our guest teachers, our substitutes are a great part of our family and we're honored to celebrate them every month. We'll continue this. And then we also had a new event at CSI, a tree lighting event. We were able to read a story and decorate the

074tree. And then our purple band last night had their Christmas concert that was absolutely beautiful. But they also had region bands and we did acknowledge those students at the concert last night. We had 17 are advancing to area and we're very proud of the hard work. 16 earn spots in the symphonic band in the concert. Way to go. And then I wanted to highlight our principles and our assistant principles because we know that transform transformative leadership takes a lot of commitment, a lot of bold leadership and we do have the support of NIT that is growing our instructional leaders. We have our principal collaborative and principal cohort at the last meeting for our principal two Fridays ago and assistant principles last Friday. They worked on how to work with their teachers in the professional learning

075communities to look at student artifacts and student work so they can analyze the student work in order for us to continue to increase the instructional needle. and we were able to celebrate our all district football and our all district volleyball earlier this evening. We're very proud of our students and how they represent spring. And then I wanted to highlight our just our enrollment. We are down a little bit from last year. We ended at 1865 and we're currently at 1836. So you can see the numbers on our enrollment. It's just something we keep a close eye on. And then our construction update. I know we'll have more this evening, but renovations for our new maintenance and transportation building is to begin December 17th. And the work at the junior high and the high school continent

076update. Thank you. Next item will be the financial briefing. Good evening. Um for our financial reports as of November of 2025, um we are about 25% of the year. And so when we compare that on our general fund for revenues collected, we've collected 57.58% of our revenues. So far for general fund, we've collected 63,215,959. Um I'm sorry, that's for the last year for 831 of 2025. So I'm giving you an update on our where we expect our fund balance to be roughly at the end of August of 2025. And so our expenses were and uh transfer out to food service of 240 leaving the net revenue over expenses of under 4.9 million at this point. And of course these are unawudited numbers. As of November of 2025, for this fiscal year, we've collected so far

07733,11,41 and we've collected the uh 5 million which was the maintenance tax note that was approved by the board. And our expenses, I'm sorry, I don't have the correct one. Okay, our expenses are 6,183,332. Uh so currently our revenue over expenses are above by 31,828069. So our projected fund balance as of November 30th 2025 right now um across all three years which is the 24 audit year the end of year for 2025 and then currently as of November is 50,921,749. If we look at our food service, our food service um we ended the year as of 831 2024 as a zero balance because general fund uh covered 240,691. Currently, as of November 30th of 2025, our collections um in our claims and so forth are 590,352. Our expenses as of November 30th of 2025 are

078510,946. So we're ahead about uh 79,46 as of uh November the 30th. And in our debt service, we have um collections of 6,165,78. We don't have expenses because we uh make our bond payment in February. So in the next page you see the detail for the um general fund and again you can see here our original budget revised budget and then of course our current month collections and then our year-to- date actuals and so I've already uh covered that part the revenues at 33 million um 11,41 the 5 million from the maintenance tax note proceeds and then our expenses are by function code listed there. On the next page, you'll see what I just stated on the food service. And again, you'll see their um their budget, the current month's collections, and then year-to date

079through November of the 590 expenses of 510,000. And then on the next page you'll see uh the summary page for the debt service fund which is the collections of uh so far tax collections of 6,165788 including interest and then on the next page you'll see our construction fund for the current year. So the for for the current year in interest collected is 319,541 year to date this year uh 997,530 expenses uh year to date uh 3.6 million for this year. And then I also included on the next page a uh year cap uh year-to- date summary recap of our construction fund. So you'll see that at the end of 9 uh 831 of 2024, our audited endofear fund balance was 96,184. And then if we look at the next uh few lines which is fiscal

080year 8312025 these are unodudited we're almost done with our audit uh year-to- date revenue of 4.3 million expenses of 4.1 million leaving a positive addition to fund balance of 153,000. So that leaves our expenses for that fiscal year and our uh rolling forward projected fund balance of 96,337. And then if we roll that forward into this year um for November 2025, revenue of 997,000 and expenses of 3.6 leaving um for the current year uh revenue over expenses of uh negative2.6 6 million but overall projected all year move rolling forward uh a projected fund balance as of November 30th of 2025 of 93,734,920 That's all I have for you. >> Well, it's on here. So, I'm gonna ask I got a a side note question. I was asking Mr. Ortiz. With the with the oil and

081gas picking up again, are will we be getting will we be sending more money to the state project? >> Well, who's going to inform us of that. I guess that's the right question. >> Yeah. So, um what we can do is we can recalculate our summary of finance and make sure that you know where are we with the collection. So, what that means is we'll collect more but it also means that we will be sending more. Uh but what what we really can keep is if our attendance gets better our the revenue that we keep is >> driven by that. >> So, that that's where our focus really should be. >> But yes, >> because we we Keep what we earn. Any other questions? >> Thank you, Miss D. >> Thank you. >> Next item,

082the approval of consent agenda items. President X. on the budget amendments. You want me to just give you recap? Let's review it. Oh, okay. So, uh these two funds, uh the general fund, we are reappropriating an additional 1.1 1,157,588 in additional state uh revenue. So we did actually receive uh these funds. So we're appropriating them. And then also we're realigning our u expenditures by function. So that's what you see uh the ins and outs. And so the entire um budget amendment is a realignment in uh within from one function to another. That's for the 199. And in uh 101 we're increasing the revenue in alocart sales for 25,000. However, in their in our projection for fund 101, we see that uh we see a need for an additional 41,000 uh in food service. And so

083we're including that in um in the portion of the 1.157 million that we're realigning that we're requesting to realign. question. >> Yes. >> 1.1 million uh state program revenue. >> Mhm. >> Uh is this part of the grant or is it >> it's actually >> from from HB2 or >> it's uh it's from our foundation school program. It's additional funds uh part of our summary of finance. >> That was a usually we normally u return money to this. >> Yeah. And uh we reviewed our chapter 41 and I think it's too early right now to see um what that amount might be. So when that does come in, we'll we'll bring that back to the board. >> So this money doesn't come from HB2 like >> our that will be coming up later that uh

084that portion will be it we're updating in our fall submission for PS so you know that that will we are expecting that but um this is an update from our foundation school program and we had uh I think we had budgeted I think it was about 80 something,000 and so when the money came in it was higher than we expected so we're appropriating that uh that level of income. So this uh 1.1 million is it tied up to the ADA or >> it's uh pardon >> is it tied up to the ADA >> to the well it it um when we calculated our summary finance in the summer we were projecting right so we had a projections that we calculated through Moch and Casey and so forth and so we underprojected in this area and

085so when our funds came in this year we received uh this additional state aid and so I want to be able to appropriate that. >> So this will be this money is over and above our protection. >> Yes sir. Thank you. Any more questions? Do I have a motion? Motion made by Wilbur Gruz, seconded by Noi Sar to approve the consent agenda items. All in favor? >> I hand opposed. None. Motion carries. Next item, item item 11, discussion and possible action items. Item A, consideration and possible action regarding termination of delinquent property taxes collection contract with law office of James A. James E. Cabo. I move to table this item. U seconded by Oscar All in favor hands. I opposed. None. Motion carries. Item B, consideration and possible action regarding selection and and award of

086delinquent property tax collection services provider. I move to table this item. Seconded by Wilbur Gruce. All in favor? I. Opposed? None. Motion carries. Item C, consideration and possible action to approve a contingent fee contract for delinquent property tax collection services and authorize the board president and superintendent to negotiate and finalize the execute and execute the agreement. I move to table this item seconded by Oscar Moronis. All in favor? I opposed. None. Motion carries. Item D, consider approval of guaranteed maximum price GPM-2 civil engineering package for 2023 MON projects CSI and CSSE campuses presented by TWWS Advisory Group and Butler Cohen C Semar. >> Good evening, uh, President Franco and Superintendent Pearson along with the rest of the board. Uh Josh is gonna present the GMP2 uh and we'll take any questions afterwards. Uh you guys

087have received everything in your board pack possibly via email. So let us know if you have any questions towards the end. >> Yeah, good evening. I think is someone calling in? >> Okay, great. So we'll we'll thank you guys for having us back. Um, as you guys have seen, we've we've gotten started out there, taking taken some of the structures down and gotten started. So, this is the second part of the project. Uh, the site and civil work. If we can go to the next slide. Um, so I I I wanted to touch on the Can I touch this? No. Maybe. Can we go to the next Okay. Um, I wanted to take you guys through of why we broke this down just a little bit. Uh, so in October we came in for GMP1,

088which was the demo portion. Uh, we've gotten that that portion of the work started. The next one is the site and civil package. So the the largest reason of why this was broken down three pieces was number one to allow the design to fully develop to get input from not you guys uh the Mrs. Pearson the the the community but also um it's it's it's all about timing. we we have this finite window to get this uh two new schools open by August of 2027 for new students. How do we keep the ball rolling but continue to get feedback from you guys to incorporate that? Uh so this was the best way we looked at it with the divine team and Mrs. Pearson's guidance is, hey, if we can break this out so we can

089keep the guys moving, keep the portions that are fully designed, we can put that out to, you know, the larger market to get feedback and keep the ball moving. So, this is this is the second portion. It is a great portion. It is the foundation of the building. It is how we get infrastructure in and out. And we can go through that. And then the The last part will be next month uh when we come to you with the final guaranteed max price which would cover the overall construction portion of the bond. Um any question how we broke that out or timing or anything? All right, great. I like it. So what's the site civil package? A lot of you guys have have heard of that. Uh it's the dirt work. So there's a large

090piece of this to build uh you know solid foundation. It's how the building stays up. That's a big portion of this. Uh the other portion is there there's a lot of need in this building. Water, storm, utilities. Uh you know the big part that we talked about from the second I came here to Springs to now is that French drain system. You know that getting everything under the building to prevent, you know, we we heard all these nightmare stories or lessons learned from, you know, previous buildings. The engineers heard that, they they incorporated that. That's a big part of this. Uh is to get ahead of that, putting that in all the things no one sees is how the brain of the building works underneath. Getting you know, water away from the building, how to,

091you know, how do you prevent settlement? It's all that portion. And when does that take place? So, you know, looking for you guys' approval, we would go contract this work and here in about a month, the very large machines would start showing up, burning up dirt and getting that foundation ready. Uh, and and we about why it's important the storm sewer system, the French drain system, and uh getting that dirt compacted. Any questions on Why? Why this package is important for y'all? The next slide's the money part, so might as well get there. So, so overall, this package uh this this is the part I'm sure you guys will have some questions on. Came in just under $8 million, 7,998 210. Uh what that includes. So, there is a part of this that uh has

092to do with this building which is the electrical reroute. So once we investigated everything with the civil engineers we found that we can't start a lot of the construction or the demolition of the JOTC building because this building is fed from power that is coming right here. So we've been coordinating that with them. That's a that's a portion of the work. The the next portion is the earthwork site package. Uh that's about $1.4 million. The storm utilities which includes the French drain, the storm drains, and also is the interconnect bridge that will get you guys from here to the middle school. Uh so that that is a big portion that that also goes into timing because we have to submit that package to FEMA and some you know state regulators to get that approved and

093that that takes anywhere from you know seven to eight months. So that that's a big portion to uh get started get get all hands on deck on that. Uh the other portion is the sanitary and lift station. So, you know, getting all the, you know, gray water, all the waste away from the building and process into the public utility system. Um, and and water lines, of course. Uh, we we are carrying two allowances, just things we're we're still getting feedback from the district, from the design team, the courtyard utilities as we work through what playground design will be like and all that good stuff, what those services will be like. We we budgeted $260,000 that money u you know I explained the last time allowances we won't be able to touch that until we agree

094hey this is what we're going to do we'll tell you guys okay you know we're going to use you know those funds whether it be less whether it be a little more wherever it comes from that that's what that is uh the other portion is cement stabilization so if we're building the foundation uh There are parts in in our report that tell us, hey, if this dirt, if if it's starting to fall apart, if you can't get it compact, you're going to have to stabilize it with cement. And uh with the civil engineers, you know, based on their experience of the region of, you know, what they've seen before, we're carrying that much. And you know, that that's one of those just, you know, we don't use these two then they go back to the

095district. But uh a glimpse into, hey, worst case scenario, this is what we're going to do. Uh, and of course, you know, just our our, you know, regular doing business, construction, contingency, general conditions, uh, our FDI, subcontractor insurance, regular insurance, uh, bond, and and our fee. Um I I I know you guys are probably looking at it, but um any questions on what's included in this package or you know questions about the scope that would take place. Okay. Uh this this is just an overview quick overview of of what we're doing. So in red are all the fire water lines protection to the building. Uh that's to put in fire hydrants getting water to your sprinkler system in both buildings. Uh your your sanitary sewers in orange getting that away to the lift station that

096we're going to have to build back back in the in the corner of the lot. And u you know this This is going to be immense amount of dirt moving here. Uh we are able to use the the dirt you guys have here. The the geotechnical report has you know agreed with the civil engineer. Hey this is good dirt. We can reuse it. So that that provided quite a bit of savings there. Um but yeah this this going to be a lot of pipe and a lot of dirt. So it's going to be great. We can go to the next slide. All right. So what what what happens right? We we present hey we this is the next phase of work. Uh we would we would you know ask for your blessing to get started

097on this. Uh here you know in the coming weeks we put out contracts. start coordinating with folks, getting material ordered, getting approvals from the engineers and and set to start this, you know, dirt package here. Third week, January is our goal. Uh that that aligns with when the demolition ends. Uh that that part of the project is going well. So we're we're tracking there. Uh the next big milestone is the ground break. We've looked at February. Uh it it depends on everyone's schedule, how that aligns from Bucker Co's portion. I'll be here any day. So I I've I've been at some where they want to do it on Sunday after church. So you know, any day is available for us. Um I'll wear my jacket. And then uh the last portion is GMP3 building. That

098is the the largest portion of work. Uh we have a large team in Houston working pricing here. Uh Justin Mano, our our project manager, met with uh quite a bit of contractors yesterday. We had a lot of feedback, a lot of phone calls, input from locals, far from everywhere. Uh just looking at this and you know, sharpening their pencil so that we can uh come back in January and show you guys where we're going to be construction. And that is that is so next slide and I think that's the question. >> I have a question on your when when you when it mentions the water lines. I don't know the scope of what the city water lines are here around all this area. Um, when you say water lines, are you um is it going

099to be all new water lines or because I know the city's water lines are are very old. >> Yeah. >> And is that going to be as I mean, can you explain? >> Yeah. So, so what that means is we'll coordinate with the city and and tie into their existing. So, the public rideway is just just on this side of the road of We would dig that up connect there you know >> that that that from that point the private side that would be brand new. Yes. >> Yeah. And so our engineers come take a look you know based on what the city is telling them >> you know told us hey this is the size infrastructure you need to do. So for both buildings um we are we are bringing two lines in uh

100to get enough pressure but that also includes really we're doing three tieins. One for one for each building and then one for the fire water line. So that'll support the fire suppression. All that water is the same. It's just treated differently once it gets the building, right? Who is undertaking the services? Are we hiring subcontractors? >> So, we would be subcontracting everything. Yes, sir. >> So, they undergoive procurement Yes. So, so our price was built off of a bidding process. >> Was there an approved? >> So, bring it up to the board or >> so that would be us. So, what what we did in the month of I would say this package came out maybe a month and a half ago. We put that out to the market right before the The day we

101had the last meeting, we we had about 35 people come out to look and provide a price for that. Not 35 companies, but 35 individuals that that, you know, do different things. I think we had four or five electricians come out, you know, local guys, uh, come out and look. So, there's there's quite a bit there. maximum price. Yes. So, so yes. So, what what our job is Once that is approved, we will go back and negotiate with the various subcontractors and and write off the best deal. Um, and and then if there's savings there, there's a there's a shared savings for the district to be able to get some of those funds back. Thank you. >> Thank you. We have a motion. Motion made by Wilbert Cruz. I have a seconded by Michael Orgas

102to approve the guaranteed maximum price GMP2 civil engineering package for 2023 bond projects CSI and CSE campuses presented by TWWS Advisory Group and Butler Cohen Seymour. All in favor? I opposed. None. Motion carries. >> One opposed. >> Okay. Can I just get a signatures with the pass real quick? >> Yes. So the motion was 6 to1. Motion carries. Item E, consider approval of the proposed maintenance transportation department renovations by GFC contracting as presented and that expenses related to the project be paid from the 2023 bond funds. Good evening. I will get through this as quick as possible. I know it's been a long night. I know I met a bunch of you guys a couple week or last week, I believe. So, the first half of the presentation you guys have already seen. I'm just

103going to skip to the second part that we just built yesterday or the day before that and it's just going to kind of walk through the change orders. Um we will be starting tomorrow. Um for the first couple days we'll just have some laborers down there cleaning up. I think Monday is going to be the first full go day where we start pressure washed and cleaning everything up. I know they still got a bunch of stuff to get out of the buildings and stuff. Um once that's all moved, we can bring in the pressure washers and start really cleaning everything up and starting to put everything new outside, new roof, new landscaping, and then obviously full turnkey inside. Um, so we'll go through some of the change orders that were proposed last time we met.

104I've got the pricing structure and broke down on those, and then you guys can kind of let us know what you want to move forward with, what you kind of want to take a backseat to. So, um, I'll get started into that right now. Are we able to move this up and down? Oh, here we go. So, I think you guys all have a deck center. Okay. What am I doing wrong here? Okay. If you just Yeah, if you just want to go down probably about threequarters of the way down. Keep going. They've seen all this. Keep going. Keep going. Keep going. Um, okay. So, it's going to be right here. Um, next page. Next page. All right. So, as we talked about before, and I think you guys have these decks. Um, we talked

105about uh doing the uh floors, all the concrete floors, epoxying all those. So, this is what the flakes, this is kind of what it's going to look like. You can see the before on the left. Then you can see the after on the right. Kind of what it's going to look like there. Next page. Just another look at kind of what some of the stuff looked like before that we're going to be cleaning up. Next page. Same thing. You can keep going. Uh again, this is the uh this is the the one building that's got the paint department off to the left. You can see where it's got the new roof. It's got all the epoxy floors in there as well. Next page. This is the very last building to the left. You can see

106the before what it kind of looks like, what it's going to look like with the additional paint, everything cleaned up, all the epoxy floors in there as well. This is kind of the design that we picked. You guys can change the plate colors if you want. That's just a standard one, but if you guys want them to match some school colors or whatever, the plate colors can change. Um, next page. And then this is kind of the breakdown that um some of the stuff you guys have talked about. Um the previous contract amount was 724967. I know there was some talk that they needed a chain link fence around the um fuel stations and around the metal shed that we're putting. So if we did a 36x 36 ft chain link fence around that entire

107thing, it comes out to about 7,500 bucks. Um there was also talk of bringing the driveway from the original cleichi pad all the way around the building. So, the buses would pull through the concrete, go all the way around the building to the pad to fuel up. Um, that additional cost is 37,500. It's 25 ft wide, so it's 5t from the building and then an additional 25 or 20 feet. So, there's plenty of room for that bus to make a wide turn around the building, not hint anything, and that way when it rains or whatever, there's going to be um it won't flood and it won't make a big mess. Uh there was also discussion to replace the rollup doors. Currently we have in there for these rollup doors to be serviced and maintained and

108um we can replace anything on those rollup doors. If we were to replace the rollup doors fully, you guys would get a $24,000 credit and so you would be spending an additional 60,000 and that would replace the six doors. We're already there's seven doors total. We're already replacing one. the 60,000 would replace all six. Um so the regular cost would be $84,000. You'd get a $24,000 credit because that's what we were going to use to refurbish the ones that you guys have right now. Um so that's an option you guys can look at. Uh the concrete floor that we discussed last time, the coating 35,000 to do all the concrete floors. It's almost 10,611 square feet. So that's a really good price to do all those floors. Uh and then there was some discussion about

109taking out all the khichi and just doing concrete all the way around the building all the way where the fuel tanks and everything are. That cost is going to come in at about 498,000 if we were to make all that concrete. Um it's a big process. So that's kind of where that would fall. The electric upgrades that everybody was concerned about, they weren't nearly as bad as we thought. um they come in about $9,500 to bring everything up um fix fix some of the broken pipes that are in the ground um and secure all that. And then kind of one of the ideas that was brought up was instead of doing the concrete um what if we seal and compact um all the khichi. So I'll let Keith he's the superintendent on the job. He

110kind of is the one that bid all that out. Kind of looked at the options there. that comes in about 108,000. But I'll let him walk you through kind of the steps of um you know, it's a better option. It's a it's not concrete, but it's a a lot better option than just having to cle you down. >> Yeah. So, my name is Keith. I'll be the superintendent on the project. But, um it's a it's a seal coating. So, a lot of counties, probably a lot of your county roads down here are seal coated. Um it's it's just a double shot seal coat. So, so they spray an asphalt emulsion down and then they do a chip rock and then they'll do another asphalt emulsion and then they'll chip uh rock it again and then

111they'll do like a fog seal over the top. So, all that's doing is that's just making sure that moisture doesn't go through and disrupt the khichi. It'll hold up a little better to traffic, especially since y'all have buses on it and stuff. Um, do you have any questions about that process or >> I have a question? Do you have an estimate for asphalt instead of concrete? >> So, so I do have an an estimate for asphalt. So, the asphalt would do you have the >> So, comes out to about $3 a square foot. If we went with asphalt, you're sitting about $550 to $6 a square foot. And then concrete's right about $11 a square foot. So that's kind of where we sit. If if we were to add asphalt, if we were because you

112still got to put down the khichi base. So if we were to add asphalt to that, instead of the 100,000 for the seal, you would probably go to about 225 to add the asphalt. And then if you went with concrete, you're about an additional 350,000. So the asphalt's going to fall right in the middle of uh the ceiling and the concrete. if you went with asphalt because you still got to have the cleichi base down. It's going to be right around 220. So, it's right around 550 a square foot. Um, and those were numbers we got on the way here because somebody did ask about the asphalt, so I did wasn't able to put it in here, but that's kind of where it's going to fall. Uh it would be so basically instead of that

113108,000 it would fall about 220 is where that would be. So it would be the 724 um yeah it would be about 220 is where they would fall. So if you look at this number right here the 197500 that includes the current contract is 724. That includes the gate edition, the driveway edition, the concrete floor coating, the khichi, and then it includes the sealant. Um, so instead of the sealant, it would be the asphalt, which if the asphalt is 108 or the sealant's 108,000, you're basically looking at 208. you're basically looking at about another 112,000 um on this number if you went with the asphalt versus the sealant. Uh I think the original amount was 111 cubic yards and then we added the whole back as well. So, so >> what's the per 300 325

114400 >> I say about 300 of So, right now in the original contract, um we did just have the Khichi and it was a 724 and that was for the pad um for the fuel stations and all that stuff. It didn't include around the back, but so the in red is where I have some of the um stuff that we had talked about that you guys were looking to add. And then it would have the new totals right here. And then the new totals in green on the bottom. >> We just got the default number today. Um I have a ballpark of what it's going to be and they said it's it's roughly 550. So doing the math it comes out to right about 220 but I don't have anything set in stone um because

115that literally the asphalt got thrown at me like late last night and it takes some time to source these kind of numbers when you're talking this amount of volume. Yes. Right around that ballpark. Correct. I think it was like 147 or something. It was right around that ballpark originally. Yes. >> Well, so if you take this number right here, the 922,000, that includes the sealant. Okay. The asphalt's going to be about another 2,000. So this number of 922, you could add 112,000 to that and that would be your number for asphalt >> which goes to a million 34 46782. >> Exactly on the cleichi. And then one thing I did want to bring up um on the maintenance of the doors, the current doors that are there, we can get all the parts. There's warranties

116with all the parts that are getting repaired. Those are maintaining the doors, bringing them up where they work fine. They go up and down. There's no issues. Now, the in there and stuff, those are not um covered in that. So, if one of those springs goes out or whatever, that's a,200lb door that's going to come down rather quickly and they're 20 years old or even older than that. They haven't been serviced that long. So, um that's why we put these on here because there was discussion last time of should we just replace those possibly or do we just want to do it at another time down the road? I'm just letting you guys kind of know like we will service them. we will get them working, but the springs in those are so old that

117they're they they're not covered and those are very expensive. So, if you're going to replace the springs at that point, you're better off just to replace the whole door. Your your I have a question. Your project once you start is going to take how long? >> 10. Yeah. 12 weeks. >> And we start tomorrow with the original phase that we've already contracted. We start tomorrow >> which included the the >> it included the clean the fuel station pad. >> Right. >> Yeah. that that it's and that's roughly I think 37,000 square feet and included that pad which they're going to use for some parking and stuff as well. It just didn't have the part around the building and that front part that you come in on the lefth hand side. What would be the advantage

118of >> What's the advantage of asphalt? And when it rains and the bus the bus the bus passes It will carry a little bit of mud, right? >> A little bit of mud. When it rains, a lot of buses pass there and whenever it rains, they will like carry a little bit of mud and >> I remember when in your last presentation when you spoke about how how the khiche was going to be >> Yeah, that's what I was going to get into. The kiche will be strong. It'll be rolled as well. So, as they put on each layer, they roll it with the machine as as it comes up. So, it's going to be very very durable. Um, obviously the the sealer is going to help that. It's going to take care of some

119of that mud. And then obviously the next step is asphalt. And then the final step would be concrete. It's just kind of whatever route you guys would choose to go. Um, you know, >> so even if we were to just stay with the khiche, that's something later that like you said asphalt could be added >> later at a later time. >> And in this in one of these just to find out sure what what we're getting in one of the I think that the top one that of the new contract the change order of the 89,500 that includes the gate around the around the >> correct includes the >> the gate around the gas >> the driveway addition Yeah. >> Okay. So, the driveway addition, the concrete floor, the epoxy on all the cement inside

120the building, correct? >> Yes. On the electrical, >> correct? Kiche of the change order of an additional 89,500 from what was presented last from the 724 which would include the the gate around their gas station driveway addition concrete epoxy and >> it does not include the doors. It just includes the maintenance on the doors. If you included the doors, >> you're looking at 840 814 plus 60. So you're looking at >> to replace the door. >> Yeah, you're looking at 874. That would include the doors. And one thing I will say is we plan on doing the cleichi pad right away. So you guys are more than likely going to have rain over the next three months. If we do this right away and you guys want to see how the first rainstorm goes with

121it, you know, we can always take a look at it after that. If you want to seal it after that, >> but what I will say opposed to that is at that point if we do do that, we've got to bring heavy equipment back out. So, it's probably going to be a little bit more expensive because you got to bring rollers back out. Probably a little bit more cleichi, you know. Um, don't know how much, but I'm just saying that. >> Do you do you how do you what is your opinion on the doors? The current doors that are So, I I met with some >> I met with an overhead door guy this last week and and one of the things that he brought up to me was he can do maintenance on the

122doors and make them fully functional, but the doors are are 40 years old, maybe maybe older than that. And he the deal that he expressed to me was he'll warranty all the parts that he replaces because there's some parts that need to be replaced that are missing. whole go through uh everything on the doors and make sure that they're fully functional. But he says that he can't guarantee that another part's not going to fail. Like one of the things that he brought up to me was the springs in the doors are $6 to $8,000 for the springs. And if one of those springs fails, then then you're having to replace that door. And not only that, that door is going to come come down in a hurry. They're about 1,200 lb. Um, but saying that,

123he did say that, you know, he can get the doors fully functional, like he'll work with whatever we want to do, but he just wanted to make that that known. You know, if you replace the doors, there's a 5-year warranty on all the parts, on everything on the doors. Um, if you repair the doors, there's a warranty on the parts that he replaces, but he can't warranty parts that are there that fail that he he doesn't touch, you know, that are that are functioning at the time. >> Yeah. So, the so the door model is a cha221. They've been sourced about Davis overhead Where we at on budget for this? >> Remember this is going to come from the bond funds but we don't have a final number from what we're going to get that

124in the next GMP. the whole shebang of what I think we have a number of what correct. So then we will know exactly what our savings would be if what if we're going to have the savings and how much it would be at that point later. So right now you're saying yeah we'll spend it but we don't know what our final number is going to be later. We but we don't have we don't have the numbers from TCO. We I mean we're project that we're being told we're going to have savings but we don't have that number. So in our in our recap, it was that um year-to- date recap in your report. So as of November 30th, our projected total after 4 million of expenses as of 8:31 and after 3.6 6 million of

125expenses. Currently through November, we're at 93 million. So, we're at a good we're at a good good number. >> But minus what are the expenses so far to date on um >> remember you used to give us that monthly like we haven't seen that >> 7 uh 4,184 last year and 3,600 this year. So, we're at seven uh 7.7 million in expenses. And revenue, we've collected interest wise for last year it was 4.3 million. This year we're 1 million and the year before I don't have it with me, but I think in total we're at about eight roughly. So, we're still at about 93 million at this point after after expenses. So, we're we're about we're making about 300,000 in interest per month. I mean, obviously, as we spend, it's going to decline. But and

126how much would the repair for the doors be? I know the replacement was, but >> Oh, uh >> the total So the the What would you repeat item? 25. >> Are you talking asphalt around the backside too? >> Okay. So you got So you got 220 plus you're going to have the the cleat At least. So total would be 1 million 94 46792. So just under 1.1. And then during our walk today, we saw that little shed to the left that we forgot about. It's missing some siding. It's missing some trim and everything. We're going to fix that up and paint that to match the building. And then I was talking to uh the maintenance department and that new building you guys are doing the roof on today that has the gray trim with the

127white. If you guys would like, we we could match those two buildings together so they have the same paint colors. So what were the total cost for all that? >> So it was 1 million 94,46792. >> Oh, but plus what you just said. >> Oh, taking care of the building. We're we're going to do that. >> It's a small building. We're going to match it and make it look clean. And um that's that one that's one that we forgot about in the walk.
