001I call this pre-meeting briefing of the Carolton Farmers Branch ISD Board of Trustees to order at 6 o'clock pm. on November 2nd 20123 the purpose of this pre-meeting briefing is to conduct a briefing session with administrative staff regarding the posted posted agenda for the regular board meeting scheduled at 700 p.m. on November 2nd 2023 for the record board members present are Tara herbach Sally Derek Carolyn Benitas Kim Brady Randy shakman and myself cassandre Hatfield the next item is audience for guests persons who wish to speak during audience for guests must have completed a form for this purpose and placed it in the designated location prior to the opening of the meeting Miss Canada do we have any request all right seeing that we have no requests we'll move on to agenda item number three Dr

002Eldridge are there any reports by Administration um yes so first up we'll have item C which is Larry Gara on um approval and consider a financial reports thank you Dr do good evening Miss Hatfield and the rest of the board um as you know we're presenting the financials every month and the financial report you have in front of you is for the finan the September financials and it's the first of 12 months for our 2324 fiscal year and a couple things I want to just point out on the financial report is on you can see on the revenue side we've we've received about 1.6 of our anticipated revenue for the year so that's why it's important that we have um a pretty solvent bank account and and heavy uh fund balances like we have to

003be able to operate the district on a daily basis as you can see it's only 1.6% at this point on the expense side you can see we expended about 9% of the budget which may look a little skewed since it's the first month but a big chunk of that is the payroll that we acrew in August has has to be charged to the new fiscal year by law and also the Tia payment that we're talking about later this evening was an August um payroll expense as well so it might look a little skewed but overall um we're out we're out of the gates a little bit better than we anticipated as well so we're looking good for the year and I think we'll be um really excited when the end of the year comes so

004if you have any questions on the financial report I'll take them board members do you have any questions Miss Benitas thank you Mr Garett did you say 9.6% on the expense Mr G I think it'd be helpful if you showed what page number you're on and about where you were at when you say the percents please it is on page two it's 99.3% 9.3 okay thank you yes ma'am additional questions board members all right thank you Mr Gara yes ma'am okay the next um item is um Miss hul for approval and purchase of professional development training for campus staff development solution tree good evening president Hatfield Dr Aldridge and distinguished members of the board um this evening I am requesting or we are requesting a purchase for a solution tree revised contract um the contract

005that we had last year we actually ended up with a credit because the training that was originally scheduled was a virtual type training um that training did not happen and so we ended up with a credit of $145,000 and 900 $145,900 o utilize our credit we have decided to um move that over to solution tree for an inhouse on campus type staff development so what this would look like is they would work collaboratively with the principales there would be an assigned consultant with each campus that would be paired up around their demographics and campus needs uh they would work with the campus principal on being able to execute their um professional learning communities effectively um looking at data as well as going into classrooms and making recommendations for instructional Improvement so the four campuses that

006would have received the uh support from the other uh company um would receive five days of on-site um support with solution tree and in an effort to then continue to build up capacity in our feeder pattern where these four campuses are actually um um vertically aligned we have decided to pull in a middle school as well as a high school to better support that entire feeder pattern so the campuses that we would extend this to would be Central it would be Central Elementary mamy elementary mcorder Riverchase and Sheffield and then pulk middle school and Smith High School and so with that uh we would utilize our credit and then each campus would get the five days of on-site staff development with the solution tree consultant so we would just have to pay the difference between

007where the credit um does not we would utilize the credit and then a little more thank you Miss hul board members you have questions okay thank you for the information yes ma'am okay the next item is Mr Mo and Mr Blackburn and it's consider um and approve architectural service contracts me Dr Eldridge president Hatfield and members of the board uh just to summarize we qualified I think the question was regard to Architects and we qualified a pool initially in the early summer last summer and then as far as step two we went a little bit further and shortlisted uh six firms we then interviewed three firms and uh came up with three firms that we felt were the best qualified for the district and those are the firms that were recommending tonight to be considered

008for the renovation work for the 2023 Bond so do you all have any questions board members do you have questions Mr B um just a comment and um a request I'm I don't know what contract mechanism is being used I would assume an AIA standard um format um if there's one thing that we could um review um that has shown up in the past that we ensure on um expenses uh just expenses printing anything like that um that there's no profit on uh expenses as part of that I think for you know utilizing taxpayer money um I just think that's an excessive ask so if y'all could check that please yes ma'am the current contracts do not allow for markups on reimbursables okay perfect thank you board members any additional questions okay thank you very

009much Dr Aldridge any other reports tonight no that completes okay so we'll move on to item number four board members do you have any questions regarding any other consent agenda items for tonight all right with no additional questions uh we have now reached the end of our agenda for this pre meeting briefing and we are adjourned at 6:07 p.m. I call this regular meeting of the Carolton Farmers Branch ISD Board of Trustees to order at 7M on November 2nd 2023 board members District staff members and members of the audience you are free to join me in standing as Reverend Roy a Thomas from St Andrews Episcopalian Church provides a message follow by the leading of the pledges by Creekview High School students Carson Hill leading the pledge to the US flag and Evelyn Estrada leading

026our meetings we can't run a school without a principal and our students who do such a great job um I'm really excited I received quite a few letters you know I I I encourage the students to write letters and and so I received um quite a few and so one of the ones a couple I'm going to mention is I received um a letter from a student at a high school and he has written out a plan of how we can all cope with stress and so I thought that was amazing and say we're going to get with him and and see if we can all benefit from the program that he has um took so much time writing me about um we had another student that also designed an entire campaign around attendance and

027I mean it is so detailed it is um well written and um even coming down to the grand finale so I'm really thankful for what awesome students we have I also received a 10 page handwritten letter from one of our employees and I it was just so beautifully written and um it's always good when you hear from people and it makes you reflect on how we can do even better as a district and and in enance our family so it was just so well written and then the latest one I received um was that uh a Ranch viie High School student wanted the possibility for me to cancel school tomorrow so that we could all go to the parade and so I will say sorry Sergio we are going to have school tomorrow because we

028don't want to make it up and so we do appreciate the Rangers winning but I also appreciate all the accomplishments from all of our students and that doesn't happen unless you're in school so um and one last thing I want to say is we are so thankful to Newman Smith and they are going to the playoffs so we will have that information coming out Monday our football team will be playing Frisco November 10th and we look forward to celebrating um another win in the win column so we'll have a parade for Newman Smith but we won't miss school we will not miss school so that's all I have thank you thank you Dr Eldridge next on the agenda is 2D update from P PTA uh Mr barell uh good evening Board of Trustees my name

029is zoher Bal and I'm representing the council PTA today so uh we like to start every presentation with our motto to make every child's potential a reality by engaging and Empowering Families and communities to advocate for all children uh the update uh is we have 29 out of 36 local ptas in good standing now six in active status pending confirmation with the final local PTA in restructure election taking place on Friday November 3rd districtwide we have 5,598 PTA members at this point uh this month we are working on the Golden Apple award uh you can help Council PTA earn this award by having the superintendent all district direct reports and all Board of Trustees join at least one cfbisd PTA and here is a Welcome to our newest Champion members Don Parnell Randy sheckman and

030Dr elri so thank you for becoming Champion members uh Champion members means they are PTA members of all the 36 schools this is the final month for reflection entries all school all local PTA participant spreadsheets are due to the Council on November 17th uh the theme is I am hopeful because the judging will take place the first week the first weekend of December public elections are Tuesday November 7th there are a couple of propositions on the ballot that affect school and retired teacher funding please use your voice uh the PTA promotes a healthy lifestyle initiative that encourages schools to give children healthy nutritional food and create time for physical activity it would be a great idea if the kids can be encouraged to move in gyms in elementary schools or on the track in middle

031and high schools if the the school schools need some PTA help or as ideas to encourage physical activity the principles can always contact the council PTA or the local PTA and thank you for your continued support and advocacy for our children together we are the PTA thank you Mr bomal as we say um many of many times uh Dr Black used to say we can't do p school without PTA so once again we can't do school without PTA so thank you for all the work that you all do and in our schools at this time we're going to take a brief pause and allow anyone who'd like to step out of the meeting to do so anyone wishing to remain for the meeting you are welcome to stay with us for the duration of the

032meeting or you can step out at this time we'll give a brief pause all right the next agenda item is item number three audience for guest persons who wish to speak during audience for guest must have completed a form for this purpose and placed it in the designated location prior to the opening of the meeting Miss Canada do we have any additional forms okay so before I begin I will remind our audience members of the board's procedures for handling audience for guest anyone interested to speak in person during audience for guests must have completed a form and listed the topic they wish to discuss prior to the start of the meeting each speaker will be allowed to speak one staring audience for guest and will be allowed a maximum of three minutes to address the

033board as dictated by board policy bed local because the board wants to hear from as many of you as possible while also keeping the meeting running efficiently groups of more than five people who want to present on a particular particular viewpoint on a topic should appoint one person to speak on behalf of their group please remember that the board cannot deliberate on any subject that is not included on the agenda for this meeting board members will listen to comments but will not respond or answer questions we ask that you not discuss students who are not your own child the timer will be shown on the screen in front of you and will begin when you arrive at the podium to speak again that speaker's presentation will be limited to 3 minutes our first speaker um

034for tonight is William Jones that's never works out does it session oh thank would you guys mind if I started over since that was off or is that too much of a problem or do we catch what do we catch we what I said we got you got it all right uh sp3 uh from the 2021 session says that a teacher administrator or other employee of a state agency School District or open enrollment Charter School may not teach instruct or train any administrator teacher or staff member of a state agency School District or open enrollment Charter School to adopt any number of the following um the concept that an individual by virtue of the individual's race or sex is inherently racist sexist or oppressive whether consciously or unconsciously that an individual by virtue of individual's

035race or sex Bears responsibility for actions committed in the past by their members of the same race or sex all right so so if you just go and Peru the IP's website it's right on their front page they have a paper called a restorative practic strategy to advance Community Health uh I don't think I'd be remiss to assume that this paper reflects the views of the IRP and the training that they put out for school administrators so let me read you a couple excerts of particular importance the use of restorative practices makes space for those community members who may not have previously had a seat at the table when decisions are made find and Tor in 2021 caution that is not enough to invite diverse people to the table processes must be engaged so everyone's

036gifts and of vision are visible and animated and all forms of privilege like academic white Highly Educated are checked circles for example function so that participants get the opportunity and support to speak without interruption or objection when there is a history of top- down power structures and Community dysfunction the structure of circles alone cannot ensure that everyone present will feel comfortable or safe enough to do so uh further on in that particular uh article community members are invited to name the Norms behaviors and practices that are consciously or unconsciously Valu in the community good or bad then they can work towards a shared vision for the Optimal Health of the community and identify new Norms to help facilitate that Vision further if we continue to engage the community in an ongoing and iterative process of

037listening and dialogue it can help to build critical Consciousness that honors the perspectives of multiple identities within the community so I've brought this up before we talk about what exactly critical Consciousness means there are various critical theories that go into forming a critical Consciousness the one that obviously was talked about with this particular legislation was critical race Theory and again they're talking about how all forms of privilege like whiteness or white specifically with a capital W must be checked so here we have a training that we spent over a quarter million dollars sending our teachers to that's talking about examining White Privilege read sb3 and tell me if that's allowed thank you thank you Mr Jones an administrator will contact you to follow up our next agenda item is item number four non-action items for

038discussion we'll start with item 4 a house spill 3 update Miss Keem good evening Dr Eldridge president h field and members of the board tonight we are providing an update of our house bill 3 board goals for any new board members these goals were established based on star performance from the 201829 school year and were initially approved in April of 2020 part of my role is to keep you up to date on the progress that our district is making in order to meet these goals remembering back to 2015 House Bill 3 board goals were a result of the Texas Higher Education strategic plan which declared that by the year year 2030 at least 60% of Texans ages 25 to 34 would have a certificate or a degree and so all school districts were charged to

039monitor third grade mathematics and third grade Early Childhood literacy as well as college career and Military Readiness indicators as a progress measure of how students would progress through school so our goals look at Early Childhood literacy and Mathematics for our third grade students through the State assessment data and so what we do is we track the percentage of students who meet grade level or above each year leading up to the spring of 2024 due to co 19 disruptions on student instruction and State Testing our house bill three board goals were revised during the March 4th 2022 regular session board meeting and use the star performance data from the 2020 21 school year and this was our first data set following the cancellation of the 2020 State testing due to the pandemic and so here's a

040timeline for your reference to have a general idea of when the board goals were adjusted I've also noted noted for your reference which data sets were used during those times so you'll see here a comparison of the original goals and the adjusted goals for the projection up to 2024 which again it came as a result of the coid implications due to loss of learning these uh these were reset using the Baseline scores of the state projections and then ccmr and so again these tables show the updated goals as the Baseline changes um changed for math and reading at meets grade level and above so looking now more specifically to our revised goals key things to keep in mind here are that these targets are based on students performing at the meets grade level and above

041and so these scores you'll see that they increase each year beginning in 2019 and thinking back to that one of those first slides is that the state's goal and intention is to reach 60% by 2030 here we can see in the 2022 23 data our students surpassed the 41% meets grade level and above board goal by performing at 45% and you'll also see that our beginning of the school year um for this school year we are four percentage points higher um based on off of our fall map data than we were last year and so this means that our current third grade students are at the projected proficiency level of meets grade level above and as they continue to learn mathematics and the state standards we're confident that we'll achieve our goal set this year

042now looking to fourth grade reading if we take a look back at the 2022 23 data we see that again we surpassed the third grade reading House Bill three goal by eight percentage points points and with a projected proficiency rate of 43% at the meets grade level or above our CFB ISD current third grade students are 3% points away from our end of the year goal again these were the board goals that we set um back in um 2022 that adjustment this year's student performance um is 5% higher at that fall map than it was for last year and so we're continuing to see gains in Reading um postco and so we are hopeful for an in a continued increase and so as mentioned at the beginning of the presentation um we did revise the

043goals um that the board approved and looking here at ccmr the advisory committee chose to keep some aggressive and some lofty goals which means that we have high expectations for our students um and so as we take a look here we can see that based on prelim minary indicators the class of 2023 has a projected overall ccmr percentage of 61% keeping in mind that this is a lagging indicator um we see a gain with the potential to raise even higher um as we are awaiting our accountability information to come through the portals that tea does provide us and so you'll see here that it's shaded a little differently because this is based on available data that we have now not the states reported data for the cohort 2023 um and so even though we are

044still improving in this area it's important to note that other districts are turning to the work of cfbisd um to see how they can increase their ccmr results um we have some of the leading data points in terms of Vasa completion in the area um as well as our Dallas County promise efforts the takeaways tonight are that cfbd has surpassed our house bill three board goal for the 2020 2223 school year and we're on target for meeting our math goals for this school year as well as we exceeded our early childhood literacy goal and are on target to meet Tea's goal of 60% before 2030 and then again with the available ccmr data we continue to show steady increases as we continue to support our campuses to ensure that our students are leaving us um

045college career or military ready thank you for your time this evening thank you Miss Keane board members do you have any questions or comments Mr shakman M Keane thank you I appreciate the information uh any anticipation about changes in the way we get data from the state with the court disallowing certain aspects of star so are are you referencing the current well the court this week have have thrown out star and mo for most of the state rating system a through F and I'm curious if they are we what are we hearing and how's that going what we've been advised on is that the courts are saying you can't move forward with assigning a rating to the campuses and the districts because you didn't meet your own deadlines and so that's why there's a pause

046on the reporting now to let you all know on Tuesday Halloween along with those orang oranges and apples and bananas um they did finally release the final manual for the accountability however while we're learning all of that and while we're taking a look and kind of seeing what everything means because they did change the scaling um nothing would be reported out or stated as you know a district is this rating or that rating and so there is a pause so the upcoming court case unless a judge were to come out from another county and say something different is our anticipated update would come in February February 12th I believe is the next court date so regardless of of what happens with the manual and what we're you know going to strategically take a look at

047to see how our campuses are doing so our students can grow um we won't hear anything until February great and we appreciate all the data that you folks provide oh thank you happy to do so board members any additional questions or comments Miss Derek just gonna add a comment Miss Kean thank you so much for the presentation great data thank you for sharing and I just want to recognize that behind all this data is our teachers and helpers in the classroom making the magic happen because I know that we love seeing the numbers but we fully recognize that there's a lot that goes behind the scenes to make that happen so this was definitely a team project to get us where we were and I think things are exciting and can't wait for the next

048update thank you thank you so much any other comments or questions all right thank you so much Miss Keane for all your hard work and for the team's efforts to put this together yes ma'am thank you our next agenda item is item 4B teacher incentive allotment Miss Delarosa or Dr delosa sorry good evening president Hatfield Board of Trustees and do Eldridge I am excited and happy to report the teacher incentive allotment and where we're at as a district the teacher incentive allotment was developed by state legislator through house build 3 and it was the primary goals were twofold one was retention to ensure that our top teachers have a realistic path to a competitive annual salary and then the second goal is recruitment to attract and keep effective Educators in the classroom and incentivize teaching

049at our challenging campuses so there are three levels for a TIA designation we have the recognized level where teachers can earn an approximate 3,000 to 9,000 per year annually um they also have to align with the top 30% in the state AC in the state of Texas national board certified teachers come into the Tia program as an automatic recognized designation the next level we have the exemplary level these teachers can earn anywhere between an additional 6 to 18,000 per year and will represent approximately the top 20% in the state of Texas the top level of Tia designation is a master these repres represent this represents the top 5% of teachers across the state of Texas and can earn from 12 to 302,000 per year now once awarded a designation the designation goes into the teachers

050aspect certifi certificate and is valid for the next five years the beauty about the Tia program is that as every year a teacher can earn a designation but a teacher can also Al move up the different levels within their five years of the designation so this means if a teacher earned an exemplary designation this year and next year the teacher earns a master's the teacher can move up to be a master's so throughout the levels the teachers may move up but a teacher may never move down within their five years of the their designation so who can earn a designation the Tia program tea put it out and assigned districts to design their own program so as long as they follow the three requirements so the cfbisd Tia system components of a TIA require that

051a teacher must one teach in a TIA eligible teaching assignment two receive a tus appraisal that's the teacher observation piece three retain I mean sorry remain in continuous cfbisd employment as a teacher coded as a 087 during two consecutive school years the top three components of the system are the tea requirements that we must follow the fourth component on here is CFB has added is that that we must have a minimum of five student data scores to measure the student growth area for the Tia system this chart shown shows cohort D which was known as phase one in CFB it shows the grade levels in the content areas that were the first to be used in the Tia designation determination there were a total of 36 Tia eligible courses in cfb's first data collection for

052the 2122 school year all of these Tia eligible courses used map the map assessment to measure student growth so what did this look like when it came to the Tia designations here you see the cohort D and the Tia stiens awarded to cfbisd pay based on their 2223 designations we had a total of 39 teachers that were designated at the recognized level earning a TIA Award of $3,453 through $7,295 then we had the next level of exemplary we had $125 teachers earn a an exemplary designation earning a TIA award of 697 through 14,820 the top level of a master CFB had 24 teachers designated as Master Teachers these teachers earned 13 between 13,51 and 26714 these most recent Tia designations that were awarded in August of 2023 touched I'm sorry we had 188 teachers total

053in CFB ISD with a designation earned the 188 teachers touched and impacted 35 of our CFB campuses based on the 2223 Tia designation our district was awarded more than $1.9 million in August of 2023 now let's look at cohort e as the Tia program evolves we continue to look for ways to qualify and add courses so additional teachers can teach a TIA eligible course for cohort e phase two cfbisd added 37 courses now let's look to see what this looks like in regards to a TIA designation it is noteworthy to acknowledge that the Tia eligible courses has doubled from the previous year and the cter teachers designations has increased significantly please note that the 2324 cohort e are eligible designations this means that tea still has to approve the 2324 cohort e designations those are

054eligible designations while we had 970 teachers teaching a TIA eligible course for cohort D we now have 1,254 teachers teaching a TIA eligible course in cohort e as the eligible designations Co cohort D had 188 teachers and for cohort e the Tia team submitted 287 eligible teacher designations let's look to see what these designations look like cohort D had 39 recognized teachers while cohort e has 107 eligible recognized designations 93 of these design designations are new designations their firsttime teachers earning a designation the next designation is exemplary cohort D had 125 exemplary designations cohort e has 158 eligible exemplary designations 10 teachers moved from a recognized to an exemplary designation and and we had 92 teachers with a new designation for Exemplar the top designation is a master's cohort D had 24 teach teacher designations

055cohort e has 22 eligible Master teacher designations within the master designation we had 10 teachers move up from recognized an exemplary to a Master designation and we had a total of eight new designations as for a master designation now in order for cohort e to receive that Tia allocation tea has to approve the eligibility and the employee must also be con be employed with cfbisd between the 2425 school year because the payout will be in August of 2024 so this is the retention strategy that CFB uses to retain the teachers the high- Performing teachers in collaboration with the Fine Arts directors Tia eligible courses expanded to include Fine Arts and Elementary stem for the 2324 school year adding an additional 2018 eligible courses test and student growth will be collected at the end of the

0562324 school year and submitted to tea for eligible designations between um ooc in October of 2024 in the spring of 2025 we'll receive um the final notice of the designations and then the teachers will also be notified of the designations but they will not be awarded until August of 2025 and we'll look at a timeline so that it's a little bit more clear so let's look at the Tia Compensation Plan Tia compensation is awarded to campuses based on the number of Tia designes and the amount of Tia designation payout based on the percentage of students identified as economically disadvantaged at the teachers campus higher Tia stiens are awarded to those campuses serving a higher student population with low socioeconomic status at this as this is a state funded program compensations amounts will change annually for

057the first year of Tia designation CFB adopted a plan in which Tia payout was for the 2223 would be allocated as a 70210 this means that 70% of the allocation will go directly to the designated teacher while 20% will go to the other high-performing teachers within that campus and 10% the the district will retain the 10% as one of the primary goals of the Tia is to attract High performing teachers in our chall alling campuses CFB adopted a TIA plan for the six High needed campuses this means that 85% of the allocation will go to the designated teacher 15% will go to the other high performing teachers and the district would not retain their percentage for um the high need campuses designations at so what is a high need campus and how do we Define

058that at the elementary level high needs was defined as 90% or more of the students identified as economically disadvantaged at the secondary level high need was defined as 80% or more of students identified as economically disadvantaged as mentioned one of the primary goals was to attract and retain High performing teachers so for the Tia stien pay pay out for cohort d e and f CFB has adopted a new payout plan CFB adopted a 9010 payout plan this is new so what this means as as the designations come in per teacher the teacher will receive for all campuses 90% of the allocation will go to the designated teacher while the district retains 10% of the allocation for Tia support systems and then again just as a reminder this is a state funded program so the amounts

059will change annually now let's look at timeline so that we have a clear picture as to how each cohort moves through the process here we have the timeline for cohort D the one that just got paid in uh August of 2023 we submitted the application in the summer of 2021 then we collected and captured the data for Teacher observation and student growth between the 2122 school year we submitted the designation recommendations to tea and Texas Tech the fall of 2022 then we receive approval of those designations in the spring of 2023 we notify the teachers of their designation notification through the tea the spring of 2023 and then the payout is in the fall of 2023 cohort e phase two goes through the same process we submitted an application for the summer of 2022 then

060we capture the data of teacher observation and student growth the school year of 2223 in the fall of 2023 which is right now we submit a designation recommendation that's cohort e the second column that you saw on that slide to tea and to Texas Tech for approval in the spring of 2024 we received the final notification of approval for those designations we notify the teachers in the spring but their payout will be in the fall of 2024 and now we have uh cohort f the same process we follow the same process we submitted an application in the summer of 2023 we're collecting the data for 20 uh for Teacher observation and student growth this year 2324 we'll uh submit the designations in the fall of 2024 we'll get notification in the spring of uh 25

061we notify the teachers on the year of 2025 of the spring and then the payout will be the fall of 2025 so what are next steps for cfbisd and the Tia program having spent the past couple of weeks working closely with the Tia program and the Tia team I've come to recognize the immense potential for improvement through cross departmental collaboration the Tia program extends its influence into every single Department touching on the aspects of teaching and learning special education Fine Arts Finance human resources and leadership in order to ensure its success it's imperative that we take ownership and have a voice in the development of the Tia system with the belief of involving those who are directly impacted by our decisions our dedicated teachers are Paramount in building the system by establishing regular Tia Ambassador

062meetings we can not only build capacity but also collectively make informed decisions that are going to drive us forward effective communication serves as the Cornerstone for the success of any system therefore updating our TAA guide and website will play a pivotal role in keeping our current teachers informed and attracting new talent to join the ranks of cfbisd through these efforts we can not only enhance the effectiveness of the Tia program but also Foster an environment of collaboration growth and shared success together we can create a system that not only meets the needs of today but also paves the way for even a brighter teacher for our Tia teachers because the two goals that we have in Tia is to retain and recruit High performing teachers thank you Dr Delarosa board members do you have any

063questions or comments Mr braic um excuse me thank you for the update um I think the other uh word is reward uh our teachers I mean I know they're recognized exemplary and master without um the official label but I appreciate that there's a program um to get that um certification to them as well as the monetary award um because I know that helps um I do remember in the early stages of this program we were presented information on how the percentages from teacher campus District were developed um through what I remember being a pretty collaborative process of conversations at campus level with with teachers and uh campus leaders um can you tell me um was that a similar process for this new payout uh percentage that was just shown well you're talking about what percentage

0649010 going away you know from it the the teacher to um I think it was district and uh the change from the the payment the pay Compensation Plan um District leadership re-evaluated the whole plan this past summer after paying out our current uh payout which was in August of 2023 those were the teachers that were recently paid and knowing that there's teachers uh with within and outside our district also shopping to see what is the Compensation Plan are the school districts even teaching the course that I am certified in is it a TIA eligible course so knowing that piece was there and listening uh the teachers that are coming into the district as they're um surfing the web and looking at our websites it was Ben official for the district leadership team to take into

065account and just give the teachers that 90% pay pay out and which is more for the teacher and that's the attraction piece the strategy that we're trying to push out uh to recruit High performing teachers was it presented to campuses for feedback and was it presented to teachers or the Tia Ambassador team for feedback no it was not thank you m erk I just want to build off with that that question what are we seeing that other districts are doing because it sounds like we came up with this um compensation plan on our own it wasn't something that tea told us we had to do so what are other districts around us doing are they doing a a 9010 are they doing something similar to what we were doing before some districts every District develops

066their own plan and depending on the district and the feedback that they're getting uh what I've seen they're phasing in the 90 the 90% when the gets 90% they're getting more money of the allocation right uh the 70% of the allocation well they're only getting 70% so they're not getting the full amount of the program what it was intended for so knowing that some districts do have 90% some districts have 70% because they're phasing it into the 90 the ultimate goal is 90 uh District leadership here decided to take it full to nighty and attract the high performing teachers what's the 10% being used for the 10% is being used to support the Tia system uh there's a lot of Manpower that goes into the support into building the databases and collecting the data um

067building assessments so that we can qualify more eligible courses because as you know to be an eligible course um you have to we have to have a pre and a post assessment we use map for a lot of the assessments but some of our courses do not have um an assessment already built in so we use um the department coordinators directors are using a a database of questions that we can create our own District assessments for the pre and the post and we have to pay for that uh those Banks of questions additional questions Forman Mr shakman Dr Delarosa thank you it's exciting to see 1.9 million has come to reward one of our great teachers a series of our great teachers want people who are watching at home on TV to understand this is

068not District funds these are additional State funds on that with that in mind are all of our campuses presently using the Tia program and are all of them using it with Fidelity so that's that goes back to the eligible courses so anybody who's teaching a TIA eligible course um and I can go back to those charts they're already in the system that automatically puts it in it automatically puts the teacher in the system all the teacher has to do is give the preassessment and the post assessment so that that is Phase One those are all the grade levels Kinder through 10th grade in math reading science and writing that was phase one then we added the phase two and we added more secondary courses so there's more uh eligibility there and then the third phase

069is we added the Fine Arts and the stem so as we're looking to see where and the gaps are we're looking to see what other courses we can add um because the thing about adding a course is that you have to have a pre and a post test so we H and it has to be valid and it has to be reliable once we identify an assessment we have to submit it to Tech to tea and Texas Tech to uh to get approval if it's this assessment is reliable and um yeah thank you additional questions board members Okay so I just want to make sure I understand this correctly on phase one those teachers were using essentially star data and map data just map data just the map data okay and then once you get

070to phase two and phase three the added courses don't have map associated with them so we're using locally developed assessments from a database that is correct some of them if we can use map data uh for a pre and a post assessment we're going to use the map um but if not it's a district uh created assessment okay thank you and then my second question is back to what Miss herbach said was I also remember in the beginning there was a lot of input from teachers about the structure of the system and I remember seeing some different percentages like it wasn't all based on a pre- and post test there was also some other categories I feel like is that still in place so those are the three requirements um tea says in order to

071be eligible for a designation you have to have a teacher observation and then you also have to have the pre and the post test the percentages of How It's weighted is the te is the the teacher feedback So currently we use 40% for Teacher observation and we use 40% for the student growth the teachers had that input then we also have the 20% on the other which uh the stakeholder feedback decided to use use uh domain one and domain four of test along with student attendance and that weighs in 20% and is that the original or that is the original that has not changed um I'm I am going to take it back knowing that we just got a payout this was the very first payout that the teachers got if ambassadors want to go

072back and change the weighted formula there it's up to the teachers it's up to the leaders and that's going to be put out for for a survey and for feedback who are the ambassadors and how are they selected there is one teacher per campus thank you additional questions M Derek I just want to ask a clarifying question about the payments and I'm sure this has been covered but just for public knowledge these teachers that just got paid out in August because they qualified at one of the three levels is that now a yearly payment or was that a one-time payment it's a yearly payment and then they have years redesignate in five years correct for during those five years do they have to do anything more with having the steps that they had to take

073with the assessments the evaluations all of that are they having to do any of that they as so as long as to remain in within the system you have to be assigned as a as a classroom teacher coded a 087 um you and that's pretty much it you have to be teaching more than 50% of the time and then in five years they go through through the all the steps again that's correct okay thank you thank you Dr Delarosa yes okay our next agenda item is foresee budget update Mr Gara thank you president Hatfield so it's it's really my pleasure tonight to be able to introduce this lady twice in the last two weeks uh as you all know at the cere the service award ceremony last week um she was recognized for completing 10

074consecutive years of service with the district and um it really is an honor to have her on our team you know she's she's her job is really vital to the district as you know she pays everyone and she's responsible for it all so she works a lot of tireless hours and she's I can tell you from firsthand experience she's the first one at work every day because she beats me to work but she's always here and um you know her department is one of the most heavily audited departments that we have in the entire District when Auditors come for four times a year so everything she does has to be has to be really precise really accurate because it's all scrutinized so we wanted her to come tonight kind of introduce herself even though she

075doesn't want to introduce her team and kind of tell you what the payroll department was so this is Miss Rebecca McDow thank you doctor thank you good evening uh Dr alridge president Hatfield and board members so tonight I'm here representing the payroll benefit department so first of all I'm going to just introduce you to the department and put some faces behind uh the payroll team we do have a team of seven uh these ladies work tirelessly behind the scenes to make sure that our employees are paid accurately And Timely and then let's introduce the benefit risk management team under the leadership of Kim Graham H these are ladies always make sure that our employees and our buildings are safe uh so we are here to make sure that um those that are working with the

076students each day such as our teachers our bus drivers and custodians Lunch Ladies can take care of the students and be confident that their paychecks are going to their accounts on payday without them worrying um so let's talk a little bit about payroll we do process nine paycheck payrolls each month we have two payroll Cycles we have semi-monthly and Monthly our semi-monthly are our auxiliary staff that are paid hourly uh they get paid on the 11th and the 26 of the month and that's like our custodial U maintenance department student nutrition transportation and then we have our other uh employees that get paid monthly on the 20th of the month those are our teachers our pair professionals our substitutes and our administrators we do pay over 4,000 employees each month uh we onboard about 700

077new hires each year we process many transfers and many separations uh we do a lot of extra duty pay extra duty pay is our um teachers that do extra Duty after work could be tutoring could be working games we have a a lot of teachers that and pair professionals that work games we do Saturday schools we do a lot of different events that U require extra pay we award and maintain all leave in the district we Monitor and edit all the time cards we manage the family medical leave uh we also maintain account coding for all the PCN and stoens uh we process liability payments and these are deductions that come from our employees checks that we make sure get to the appropriate vendors like child support student loans health insurance and so forth for

078um we verify employment so any our our employees that get new cars new homes all of those verifications come to us we do make quarterly um IRS payments and reports we process all w4s uh W2s I mean uh we did about 4,500 last year uh we do uh report to the teacher retirement system this is a large portion of our job um every employee in our district does get reported to the teacher retirement system even even if you're not a member of the teacher retirement system so we do report all employees including substitutes um we we report their position how many hours they work each month how many days they work each month how much money they make work each month so this is a monthly report that we do each month um we do

079have an opportunity to do extra payrolls the Tia was one that we just discussed we did that in August uh we're fixing to do the uh years of service uh payroll in December and those are the ones that were awarded last week at the award ceremony we do did retention pay back in August and we do some attendance Rec intiatives so um since salary and benefits is about 85% of our budget we wanted to just go over a little bit about where we've been the last three years so in 2021 we paid out about 207 million in salary 2122 we paid 219 million and then this last year we paid 23 35 million and you can kind of see the increase with the rais amounts below it's just got a a steady increase uh the

080same with benefits and when we're talking benefits on this level we're talking about District paid non-negotiable benefits this is like Medicare that we pay on behalf of employees the teacher retirement um benefits that we match and pay additional amount we also pay $350 for each employee um towards their health insurance each month so when we're talking benefits here this is um those non-negotiable benefits over time in extra hours we have had a steady increase of that as well uh you can see in 2020 um 2120 2021 it was 1.5 million 2122 a little over two million and this past year was 2.6 billion so let's talk about employee absences so um you can see that the absences kind of Hold Steady we had started off the a couple years AO AG go at 68,000 absences

081in our district for a year this past year we had 73,000 absences so a normal school year for our teachers is 187 days we do award five local days and five State days each year these are days that they could be paid for that they can be absent at their discretion um for those that don't use those days or have any unused days they do roll to the next year and begin to accumulate so if we have employees that have gone through all of their leave and all of their accumulated leave uh we do and then are continue to be absent we do have to dock so in 2021 we docked about a million dollar uh 2122 we docked 1.4 million and this past year we docked 1.8 million for excessive absences um so then

082let's talk about the reasons our employees are absence so in just last year the 22 23 school year the majority of our absences were for illness of employees um it was about um 32% % we also had personal business absences which is the yellow uh 27% and then we had some professional absences and that is including professional development and authorized School business which is about 133% so let's talk a little bit about benefit and the risk management responsibilities so um benefit and risk management department is responsible for the employee benefit and retirement plans they offer 24 employee benefits and they deduct an average of 22 200,000 benefits from employees pay which is close to about $7 million annually employee Wellness um you know I just spoke in the previous slide about how our employees were

083absent a lot for personal illness so Kim and her team truly prioritized our employees health by offering Immunization Clinics across our district so they can go and get U flu shots Co shots um shingle shots um different types of immunization on their campus so they don't don't have to leave uh to keep them well uh they also offer uh maintain the student accident Insurance the property and liability insurance uh we insure nearly 1.2 billion in physical property and that does not include the um the vehicle Fleet and we investigate and process claims for 47 vehicle accidents this past year they maintain all driver licensing through the MVR and do they manage over they managed over 550 do and non-dot medical exams drug tests and pre-employment tests as well as annual and return to work test

084and then just on a happy note we had 108 CFB babies born last year which kind of accounted for some of those absences one last look at our our benefit payroll team and this is the greatest team I'm so happy to be a part of it any questions thank you Miss mcdal I don't believe we've ever had a presentation like this before from your department from what I remember um so thank you very much as very enlightening board members do you have any questions or comments Miss Spas um do you really use time cards we we do time cards and we do about 30,000 a month so is that but that's not the oldfashioned card no we we do have a kiosk where they clock it in out but we do review those each one

085okay yeah I know I'm dating myself but I that I giggled because that's what I thought about right lining up the date um and what about overtime what uh is it lack of Staff or our overtime increase well we are working on the overtime situation there is a lot of reasons for that um Larry may want to speak to that no yes yeah like I said where the main departments are there's at some points 25% vacancy so that accounts for a lot of the overtime um ATB is another thing where all the teachers are working for ATB after school so that is part of the overtime as well but we are getting all the data together and we're going to have some some good news for y'all we're going to put it in the in

086a board member coming soon to all of y'all okay great thank you and then last uh when you mentioned the shingles shot do we have absences due to shingles oh I I can't answer that just off the top of my head but I'm sure we do okay just curious thank you great report thank you ma'am additional questions or comments board members uh Miss mcdell I believe I see some members of your team in the room from the picture so I just want to say thank you to your team also since especially since they're here they might be listening so we really appreciate everything you all do and the hard work um that you all put forward thank you very much and Mr Gary I look forward to hearing more about the overtime and extra hours

087because that is a large chunk of funds going in the increase um and so I look forward to getting more information on that yes ma'am absolutely thank you thank you Miss mcdell thank you the next agenda item is 4D enrollment and attendance Dr Hamlin Dr Eldridge uh Miss Hatfield members of the board uh definitely appreciate the opportunity to come and give you our monthly I'll say monthly uh attendance and enrollment update I always want to start off really by the things that we're really trying to focus on uh in student services today one culture instruction and systems uh it's extremely important for us while we are rebranding student services that we make sure that we provide a high level positive culture and customer service for our uh families and our staff uh this year we're

088really looking to uh create some new opportunities in enrollment and attendance and last month we did share a little bit about our new attendance plan we're also doing the same thing with a new enrollment plan uh we also Focus obviously on threat ass assessments discipline intervention and our student uh foreign exchange program last month we shared that we had a goal that we wanted to set this year to increase our average daily attendance by 1% uh last year using that as a baseline that 92.7% our goal this year is to have to reach 93.7% at the end of the year we also talked about uh within the new plan we kind of identified two groups uh we had 75% of our kids that were considered exceptional and good attendees uh meaning they were here 91%

089or more throughout the school year and then we had that real concern when we had 25% of our kids that fell into that chronic and severe chronic uh attendance uh uh phase and those are the kids that are absent 90 or more than 90% especially when you get down down closer to the 80% of the time for those kids that uh are that severe chronic category what we wanted to do is is provide some positive uh results so far you know we had our attendance awareness month and you know we're not going to just keep it to September we're going to do this basically every month with our principls and our teachers and our students uh but looking so far this year uh through two reporting periods for attendance uh we are currently sitting at

09088% of our students that are here more than 90% of the time obviously so that's 133% higher than it was last year uh with a big decrease in the severe and The Chronic phases as you can see with at 12% so that's a celebration obviously we're going to have more appes as we get into flu season we're already here uh we're starting to see an uptick in some coid cases as well uh but we're really going to focus uh and try to keep those numbers down in that chronic and severe chronic areas this slide here to me is is a reason to celebrate and if you look at the uh grade columns those grade columns represent the three reporting periods uh for attendance last year 2223 and this is based on our sub poops each

091ethnicity within our district and as you can see uh looking at the 2223 school year each reporting period the attendance declined it doesn't matter what subop you look at each reporting period we had a we had a decrease in attendance for our kids uh and I think if you remember last month I talked about when you look at our attendance rate in August we typically lose about 2% by the time we get to May and that's kind of it shows here on this chart here but if you look at this year so far uh the 23 24 and you look at our first two reporting periods you see an increase in every subpop meaning more kids our kids are coming to school at a higher rate than they were last year which is a huge

092huge pat on the back for our teachers and our principles because they're really doing what they need to do to to continue to reach out to our families and get our kids in school so this to me is a huge celebration op ation and what was our goal remember 93.7 this year and right now we're at 95.7 we also had some questions last month about grade levels once again same basic chart gray represents the 22 23 school year for each reporting period but this is by grade level across the entire District once again if you look last year each grade level showed a decrease from each reporting period compared to this year we see an increase for each grade level in each reporting period so this is something that's extremely positive it's a it's going

093in the right direction it's a trend that we want to continue now this next slide is about enrollment and we talk about you know when you look at the 2223 school year compared to the 232 for school year I don't want anyone to get caught up on going straight across an example is like first grade 2223 we had 2009 first graders and then you look over at 2223 we have 194 first graders well that second column really we need to focus on our first graders moving to second grade so each grade level you need to look down to the next grade level to see if we are retaining those type those students as you can see in the that first one that's highlighted in Orange in 2022 23 last year 2009 first graders and in

094this year those first graders resulted in 1943 second graders does that mean that difference those kids moved no not necessarily some did but first grade and second grade we we have some retention regarding uh the reading levels and performance same thing with third grade that's when the star scores kick in and so there's some retention there as well so that's where you see some of those difference I'm not saying we retained all those kids some moved some didn't uh and then we had that big concern and I know Mr herbach has talked to us about this this big uh Gap from fifth grade going to sixth grade uh we didn't have 168 retentions of fifth graders going to sixth grade but we do have a concern that our fifth graders are not coming into our

095middle schools uh and that's something that we're really going to focus on I've already talked with Dr Eldridge we're really going to create and work with our principles at the elementary level as well as obviously the uh Middle School level and we've got to really address our students not coming to fifth grade now once we get them into middle school as you can see sixth graders last year uh moving to seventh grade they stayed there's only two kid difference uh our eighth graders or our seventh graders they stayed uh not going to really talk a whole lot about ninth grade through 10th or 12th grade because that's really you see those big numbers there's a big difference it really when you get to high school it's all about classification based on the number of credits

096they have so you see that ninth grade we have a lot of kids that didn't get the credits they needed to go to 10th grade but they usually recapture those throughout the year uh and when we reclassify it semester then those numbers change uh but our real con concern is really making sure that we understand that uh you know it's it's not just grade level cohort to cohort it's really that next grade level you want to see how many kids we've either gained or we've lost now this chart to me is extremely uh exciting uh there's some positivity here but there's also some high levels of concern if we're going to be 100% transparent you see the blue columns are the students that transfer into our district they do not live in CFB so we

097have a three-year pattern 12 around 1,200 kids to 1400 kids this past school year we had 1247 kids that live in another District they've transferred into our school district and then you see the red the red especially we'll talk about this past school year 4,658 students live in CFB but they're not going to our schools that's a huge concern uh and then we ask where are they going this chart here allows us kind of see where these kids are going these are private schools and Charter Schools uh that our kids are going to we have that three-year comparison as you can see the big hitter really is the universal academy uh they've had anywhere from 1100 kids a year to 889 to this past school year 905 uh we have uplift they're always ranging right

098around that 700 student uh each year this past year 783 and then we also have the Texas College Prep uh which is actually it's it's a larger organization there are several all around us but the one right across the street from Newman Smith would fall into that category uh so it's it's really about these kids that are going to those private schools but what we do know and what this chart really doesn't show is because I know we had a meeting today with our APS last week with our principes this was at the beginning of the year a lot of a lot of these kids are coming back uh because what we do know is there is not a private school or a charter school that can offer what public school offers and what CFB

099offers it doesn't matter what you're looking at there's no supported academic documentation that shows that private school and Char schools are outperforming public schools especially cfbisd I love data and now with attendance I love attendance and I love attendance data uh and when you start throwing numbers at me I'm always going to look at other things that we need to possibly consider and look at and so this is one reason why the mobility rate at our schools are going to be showed here tonight because I believe it's directly tied with not only our enrollment but it's tied to our attendance and that attendance plan we talked about we have to create ways to eliminate barriers that our students face especially in some of these categories we're going to talk about now Middle School you see

100I have two uh campuses that are highlighted in red these two campuses uh our concern regarding Mobility rate we highlighted anything that was over 20% uh long has been there for a long time as well as Bush and uh so you see that bush is probably it is the highest one that we have in our district middle schoolwise they average anywhere from 27 to 28 29% Mobility rate each school year high school you see that ranch viiew is the one high school that is over 20% each school year uh so we have Bush we have Ranch View we have Westside uh but you do see some green there which shows that we have uh several of our high schools that are going in the right direction uh they're reducing their Mobility rate these are elementary

101schools not all I have another slide that's going to show some here in a few seconds but these this really would I would consider a monitor group uh none of these are over 20% uh but we're always going to look at them and see exactly you know if they're going up they're going down and anything that we need to do to help these campuses out now this is obviously our focus group uh and we're really going to once again tie into the West Side uh you look at Landry averages over 30% River Chase all of these average over 30% uh sheffi Freeman mcar and laita laita we have families going back and forth uh and you know you see some positivity and some green there in some of the campuses but what we're hoping to

102do and what we are going to focus on uh within student services is when we look at that Mobility uh I'm sorry that attendance plan that we've created and we worked with our principles on uh we're going to directly tie some support uh within that plan to these campuses when we talk about those five uh the toolkit and our Five Focus uh action items that we can have monitoring it stud attendance how we're going to recognize those students that are exceptional attenders and good attenders how we're going to have that Outreach to our parents uh how we're going to remove barriers uh whether it's Transportation whether it's uh Ren rental assistance we've got to do things to go out and try to help our families make connections and when we talk about helping families it's

103our relationship with our uh Metrocrest and some of our other partners we've got to have an active approach to help these Ames to where they can stay because we know the more mobile our families are the less successful those kids are academically and we've got to see if we can keep them in our schools in preferably in one school as a former principal on the west side at Landry uh I would have families move three or four times within the same school year they'd leave us and come back a month later or two they'd leave us again and they come back uh We've we've got to do something uh to help them stay uh and that's going to be a focus of student services this next coming year and this slide here is really represents

104our the historical snapshot enrollment counts uh right now this year we're at 24,500 on our snapshot date which was the last uh Friday of October once again true transparency we've lost several kids uh this past week uh since Friday and today's is only Thursday where I think we're down to 24,47663 uh and that number is probably going to go down a little bit more because we are doing a lot of uh very proactive things now regarding students that we have on our books that are not coming to school uh and so we've got to really look at those students and prepare our policy anyone that's absent 10 or more consecutive days uh we've got to find out where they are it through uh not only phone calls but home visits so we're expecting some some

105of that number to go down just a little bit uh but we're trying to recapture those kids uh a celebration here I think is that you can see our numbers went anywhere from we haven't recovered from coid yet uh but that 25,600 to 24,500 today if you go year to year we're retaining about 98% of our kids each year that's a celebration especially if you want to compare us to other districts around us we're right now about 1.5 to 1.7% decrease from last year many districts around us are at 4% 6% um if you look at some districts that were 87,000 students prior to coid now they have 70,000 students so there are some districts that really been hit hard with this uh and losing 1.7% does hurt uh but we're doing everything possible to

106retain our kids and having a 98% retention rate in today's world uh I'm proud of that but there's work to do kind of leave you with four thoughts four takeaways our current uh attendance is 24,000 I did say that we lost some kids it's really 24476 but on our snapshot data was 24,500 our average daily attendance right now is 94.9% we are extremely excited about some of the changes we're doing with our enrollment and transfer procedures we're working on those now we've really spent a lot of our time um getting that attendance plan ready and going uh but we're really looking to to finalize some some new processes and procedures for enrollment to make it easier for our parents uh Mak it a better experience and then once again that retention rate at 98% is

107something that that we should talk about a little bit more and that'll do it Dr Hamin thank you for your monthly update this very thorough and informative board members do you have any questions or comments Miss herach I knew it was coming um I am uh thank you uh to you and whoever helps support uh um putting uh this data together it's long been um a question and focus and I'm super excited uh to see it um I do have a question on uh the red and blue on the three-year comparison of District uh transfers okay can you clarify um obviously the transfers in are easy to track we know they're coming in we've got that the red numbers um that are indicated transfers out of cfbisd and you indicated those that live here um

108but do not go to school is this number inclusive of um kids of students that were in cfbisd and left or have never enrolled in have never chosen CFB as their academic home it's a little both okay actually it's kids that we know that live here just are not coming here here and we know there some of them did start with us and left us but we know there are some there that never attended our school okay and are we looking at ways um to um everybody has a choice when choosing their academic home I understand but of better understanding uh almost similar to an exit interview I guess on capturing why our students are are leaving CFB ISD for other you obviously for some other choices or could be other reasons moving with whatever

109you know I understand that um but I think that information is really going to help where we need to focus our resources our investments you know our priorities absolutely we really need really need to strengthen that exit uh opportunity when when they do leave we want to know exactly not only where they're going but why they're going so that is part of our conversation and our plan in the future okay and then on the same the transfers in I know you know we capture that and you fill out a form and trans you those I know that process um but but we do already have the data of why they're coming to CFB you know what program what school what uh you know what they're trying uh you know what CFB is offering uh that

110their home district is not offering okay same situation that better helps us you know and I'll be interested to see more on that to help us with our priorities and where we need to invest um just thank you yeah that's why I can't wait to come back next month additional Miss Brady I also want to thank you for all the numbers I love it I'm aan good bad and ugly I love it I'd love to see all the numbers it's you can't argue it is what it is thank you we we we believe in the transparency I do I love it um but I do want to ask about I know we've talked at length about updating our procedure and enrollment procedures when can we expect that to be available to the General Public there

111even now of course as you know people are do we pick the right place do we that want to come here they hear about all the wonderful things we do here and a football team going to the playoffs and the whole thing so who's that you know so they want to come here so is there an easy process when will we have that ready and available easier and better well I know that for some tomorrow is too late uh but we're we are working on it right now and really our window our window for enrollment really that kickoff is around spring break you April the 1 uh that's where we're going to do that big push but we want to have the plan we're working on the plan hopefully we can get that plan uh

112hopefully mid I'm not gonna say mid November but mid December maybe get everything finalized because what we want to make sure we have our not only our principes involved in the process but some parents involved in the process as well uh so it's it's going to take a little bit of time but we are working on it and we will get it hopefully before we leave for the semester uh because we want to do that big push in January uh because because what we really want to focus on in that enrollment phase when that kickoff in a April we want to be able to have at least 50 to 60% of our kids identified as coming back and and where they're going to be uh because right now the typical average is at the end

113of the year only 10% of our St students enroll and say they're coming back by May the end of May and that's too low because when we have that low of a number it's really hard for us to know the class sizes and where the kids will be able to go right so we're really doing going to do a big attendance push an enrollment push in April uh but we really want that plan ready to go sometime hopefully in December and that way we can push it out in January that'd be great because I know you know that you know private and Charter Schools asked for that commitment early on in the spring semester January February if they're coming back or not so I just want us to have something available if the parents choose

114not to do that again that we have something open ready to go here that's easy and accessible for all um to roll in CFB correct that's all that's all I was trying to bring and I appreciate you saying that because I think all y'all remember we started the several years ago well I would say probably almost eight or nine years ago we started that uh parent preview for Middle School uh we take the fifth graders during the school day and then that next week we had that parent preview you know and we did that because of charter schools and the private schools and so we really started at the end of January I think now we do it the first week of February but that's something that we really really have to look at and

115give our parents the opportunity and the community the opportunity to see what we offer because we offer great things at Middle School uh in all of our campuses so we just have to control the narrative and make sure they know what we're doing right and and in time for those Charter parents to come see what we have yeah because here's what we know is is they may leave us but they come back and we just don't want them to waste their time going somewhere else when we offer the best opportunity for our kids so we'll get them back thank you Miss garer roas thank you so much for your presentation I do agree with Miss Brady sooner is better than later and we can't trust that they're going to come back to us and so

116um I would always recommend of course like sooner sooner is better for us the sooner we roll it out the quicker we do it better results we're going to get and that's just my opinion but I don't work where you work so I'm just sit up here anyways I have a question about the attendance plan I think you said that it's has it been rolled out yet we we actually uh had a session with all the principles last week on October 26 we shared it with our principes we gave them opportunity to provide even more feedback which they did and so we're getting that into the plan now and then we we will push that out uh here in a couple of weeks when we get all their feedback into the document as well but

117we wanted to be uh real transparent with our campuses and we wanted them to have the opportunity to provide additional feedback and they did that on last Thursday October 26 okay sounds great thank you very much all right Mr shackman Dr Hamlin thank you very much uh one of the things that this presentation as I was studying it reminded me is just how harshly we were impacted by Co it's kind of easy to forget that in a way because there's not much of it right now but when you look at this the reality is we're down five to 5 and a half percent over the time of Co and uh so obviously anything we can do that works on across all the board is of of helped to all of this but uh it's a

118a big deal and thank you for bringing us to Stats thank you very much and one thing I really love about this Al also say it out loud is you know we have we have a really really specific Focus through student services now obviously discipline's always been that but having this focus on enrollment and attendance is going to be huge for this District uh because being a principal in this district for 20 years we really never had conversations about attendance like we're having today enrollment like we're having today especially Mobility like we're having today so uh we're going to we're going to do everything we can to get our kids and keep our kids retain our kids uh and then becoming a district so everybody just keeps coming coming and coming because that's what we

119want Dr Hamlin you set me up perfectly for my question that's what I do yeah thank you can you define Mobility how are we defining Mobility as a district I just still miss Hatfield's question as well well it is the kids that continue to move and you know and it could just be once uh so it doesn't mean they have to move two or three times like I mentioned earlier but when kids move from one campus to the other and sometimes we're the cause of that Mobility like when we move kids from Sheffield to uh fno uh because of the construction uh so that's part of it just shows kids going from one campus to the next campus or one campus out of the district that was going to be my question so not necessarily

120within District campus to campus but this could be campus to outside of CFB absolutely or moved away yes that's also counted in Mobility left the country for multiple months because of family choices that counts under Mobility as well okay so I think that's important just to note because I think that we do have a high Mobility District that's just a fact and that absolutely impacts everything that we do so okay thank you for defining that Miss Spas thank you Miss Hatfield um and congratulations on the 95.7 whoop whoop that's good we're getting there yes we are um thinking about I understand the uh North mobility issues and of course our West Side what about D with Perry I know there's a big difference there and they're so centrally located yeah well we're we're looking into

121that and obviously we had a really tough year last year and I'm not going to pin anything on the tough year we had at several camps last year with the epidemic that we were facing uh with fanol and things like that but we know that all those type of things can play into it but we're looking at those numbers uh I don't have a good answer for you tonight uh just because we didn't dive in 100% in that but uh we were really focusing on those camps that had 20% or more so but we'll have we'll have information for you okay and then I wanted to ask I remember when we didn't go to school it was true and see we got in trouble but Mobility seems to be you know the juggling game today

122they just in take their kids out and they're gone and come back when they well no these are just kids that are moving uh you know we're still having a very active approach on truancy uh those unexcused absences uh so you know we actually just I just sent out an email to all High School principles today with a list of students who have been out for an extended period of time and helping them make sure that we find out where they're at uh so treny is still a concern uh but that's going to be tied to those unexcused absences Mobility is about students going back and forth or or leaving the district just moving so it has nothing to do anything to do with attendance or enrollment thank you well you've heard from everybody but

123me so I guess I got to ask a question I figured you coming um I actually wanted to share a part of a story I have shared this with Dr eldrid but I think it's really important because the work that you're doing on enrollment does matter um and while yes we want it fast and we want it now at the same time the input that we have with our principles and the work that we do in the field to make sure that the challenges that they see that we're putting into the system is really important um the story is about someone who called me and said can I come over I need to talk about high school and this parent said I left CFB and I want to come back because there's no program like

124what Creek View offers for my child and it's not in another school district it's not at the charter school the student currently goes to and I want to come back and what do I do because I'm from another country and in my country you have to take a test and you take the test and how you perform means what school you can go to and so her conceptualization of where her child can go is based on her experience in another country and she's lived here 20 years and so she immediately said I went I saw the website I know that's where I want him to go but what do I do now and she was what do I do now and she didn't know what to do she's like but I have to tell the

125charter school that my child goes to by January first if I'm staying and to her that was a deadline that she has to meet and so now she feels like she's in limbo she lives in our district and like in our attendance Zone and she feels like the child can't come to our school unless he takes the test and so I just want to share that with you I shared this Dr Eldridge even more details of the stories that those are the types of families that are needing us because they do want to come to our schools but they don't understand the system and so I just want to thank you because I know as as much as we have put a focus on it we've made it very clear and your sense of urgency

126in this data shows that you're looking at it and your team is looking at it and the entire district is really recognizing it that is a real case of someone who says I just don't know what to do and help me so we are going to help this person but that's just one of many and luckily she lives across the street from me and she was able to call me and say can I come over and talk to you about this um so I just want to share that story with you and encourage you to keep doing the work and working with principes and working with staff and working with the district because the changes we're making are going to make an input for a parent like that that just says I don't know what

127to do now so thank you very much for your presentation appreciate that yep okay board members do we need a short recess or you want to keep going plow through all right we we keep plowing through hold your horses um we will proceed to our next agenda item item number five the consent agenda the consent agenda is a mechanism that the board uses to approve a number of routine items together with a single vote in compliance with the Texas open meetings act the public notice for this meeting includes a list of all consent agenda items and the board has been provided ample information about these items in advance prior to any action taken on the consent agenda board members May request withdrawal of individual items for clarification or discussion board members are there any items

128to be removed from the consent agenda at this time right uh Miss Brady I'd like to remove um AA and BB okay any additional items to be removed okay if there are no additional items to be removed do I have a motion regarding the consent agenda as amended M Derek I move that we approve the consent agenda with the removal of AA and BB I have a motion from Miss Derek do I have a second Miss Garza roas as a second is there any discussion all those in favor raise your hand all those opposed with a vote of seven in favor and zero opposed the motion carries the next item is item number six items for discussion Andor action we have uh two items removed from consent so we'll proceed to item 6A the title

129of the items and I'll um see if we can put them together Miss Brady would you like to clarify AA and BB AA and BB I was not present for that meeting as I was attending senior night uh for Newman Smith okay so it looks like we can do I have a motion regarding item AA and BB M DK I move that we approve items AA and BB as presented do I have a second Miss Benitas is a second is there any discussion all those in favor raise your hand all those opposed with a vote of six in favor zero opposed the motion carries the next item is item 6B consider approved purchase of phonics and grammar program with supplemental reading pilot and digital online resources for elementary schools Miss hul okay good evening president

130Hatfield Dr Aldridge and distinguished members of the board um I am here to present this evening um a supplemental request for our current reading curriculum materials that are specifically for um grammar phonics and our core Reading literature and leveled literature clarify for board members that if you have a copy of this presentation at your seat thank you yes so I would like to preface the um uh presentation with this came to us by way of teachers um as well as principles um asking us to please consider looking at additional resources to help them with just sustaining the work that they had to do in preparing and designing a literature block um the first request Came To Us by way of a bilingual teacher who needed additional resources in the way of literature um as well

131as principles who were trying to support their teachers specifically our new teachers that are coming into the field um that don't have as much um reading experience and utilizing our current curriculum um has been very laborsome and intensive for them and so this is coming to us by many different ways of feedback from the field and so we looked into some um options to consider and so this evening I'm going to present to you what we currently have um what the recommendation is for consideration and then kind of the why like the why behind why we're looking at doing this now so currently we have four different areas of standards that we teach with reading language arts for English as well as Spanish the First Column is our regular reading teaks and that's where we

132teach our core reading comprehension um and that is what we are currently using is our units of study the second area that we have standards to cover are under the areas of phonics and spelling we have that for English as well as Spanish and you can see we have a variety of resources that we are utilizing to cover those standards we have units of study for phonics and K through 2 we have a program called hegr which is for kindergarten in first grade we have a program called Benchmark which is also called phonetica for our Spanish language arts and then we have a a excuse me a program called words their way for grammar there's another set of standards that we have to teach that directly impact our writing scores and we are currently using

133a program called patterns of power and then the fourth area is our writing standards and for writing we are using our units of study for writing so as you can see there are seven different programs that wrap up and make up a a language arts block um each of those resources that we currently have partially aligned to the standards multiple resources are necessary for our teachers to be able to cover 100% of the standards when they're building and designing A literacy block and so by our current curriculum which is covering 100% of the standards it takes quite a few resources to supplement to get there that has created a very complex and a very detailed curriculum which has made it difficult for our new teachers to navigate when they're actually planning a language arts blog

134so the recommendation um is for us to look at supplementing our current program with an additional um access to resources for all four of those or all for excuse me three or three out of those four areas uh the first would be our um it's all the same program which is hooton Mifflin hardcourt which we um have as listed as hmh so when you see those three letters it's referencing a program that is hooton Mifflin hardcord the program is called inter reading for English and it's called arba for Spanish so for the English language arts te teques the program that is designed for the reading would be the inter reading in arba within the same program they have phonics materials and spelling materials for English and Spanish and then also the same for grammar we

135are not looking at adding anything additional to our current writing program um our writing data actually has shown that we are outperforming actually the state in many of those areas so our students ability to be able to write and compose comprehension um and um essays is actually very strong but the area that we are finding that we need to strengthen is in the area of revising and editing which is where we lost some of our points and we do believe that a grammar program that is high quality will help to to get us there so the program that we're looking at with hmh is 100% align to the standards and I wanted to show you for full transparency straight from tea that these programs have been vetted and approved by the state as being 100%

136compliant with the standards so for English that's a little small to read there but you can see it's kindergarten first and second grade and it shows 100% alignment and then for third fourth and fifth grade the same on the right side you'll see Spanish which is our is arba and that is K12 is aligned at 100% as well as third fourth and fifth grade the program has been designed and written by um bilingual authors for a dual language program as well it is mirrored so that whether you're in an English classroom or a Spanish classroom the the literature is very similar so it's going to help develop the L1 as well as support the L2 and it's going to provide a variety of leveled literature for our students to read in small groups with teachers

137and guided reading as well as independently they'll have books in their hands to be able to read that mirror what the teacher has something that's unique to this program that is different than what we currently have is that with the hmh program the teach teacher has a teaching pal and the teaching pal is visible on the Le hand side and this is a critical component for understanding why the pilot campuses really want this for their teachers um as a new teacher coming into the field without an educational background you have to learn the standards and there's a lot of them you also have to learn how to plan and develop a Core Curriculum block to teach reading and then you have to have depth of knowledge for appropriate questioning and then the ability to do

138differentiations for students that have language uh gaps this particular book that you're seeing is a handheld what they call a teaching pal and the stories are inside of that and when you open it up it looks like there sticky notes that are printed on the inside of the materials but they're actually printed sticky notes for the teachers to guide their questioning it'll tell them if they're at a depth of knowledge four if they're at a depth of knowledge two if they're at a depth of knowledge one and that is important because the numbers of depth of knowledge align to the level of rigor and the questioning for comprehension the other part of that they denote in color is for language differentiation so if you're a brand new teacher and you're not quite sure what to

139ask the students or how to guide their thinking it's right on the page for you to be able to ask the questions the power behind that also is that on the right side you see something called a my book it is a consumable book that is for the students and it mirrors what the teacher has in her hand so while she's in the power Zone reading the literature and questioning the students have the same book in front of them the consumables are designed for students to take home and so they will be able to have in color every story that they've read in class with their teacher to take home and have a story at home to read with their um parents and siblings the teaching pal not only has the um dep the depth

140of knowledge pieces in that but it also helps the teacher not to be bound by what I would call one of our oldfashioned tees uh back in the day they were very thick and they were spiral bound and you had to walk around with a big book They're designed to look like you're walking around with a book in your hand and that's a really important component because it's very different than what we have currently on the my book side um the students actually do annotations within the stories and they do Writing Practice throughout the time that they're reading the basal stories so the why the why kind of aligns back to what hope mentioned earlier with the a with our hb3 board goals one of our focuses as she mentioned earlier was having our students

141being able to read on grade level by third grade one of the things that came out in June of 2019 that's a critical component is that hb3 mandated that we do our readings which you're very fam familiar with but also that we have a phonics curriculum in place and it's bolded that it is systematic Direct in instruction for kindergarten students through third grade so we do vet to tea every year a program that is aligned to this actual Tec mandate this particular chart shows you that tea has actually come up with a list of compliant programs that they have vetted and approved for use within the schools and the area that you see highlighted at the top there with the yellow arrow is hmh into reading Texas and you can see across the the chart

142there for Kinder 1 2 and third all four areas it is compliant and aligned to the hb3 Mandate for direct explicit phonics instruction in the Spanish language arts you can see that there are only two programs that tea has vetted and one of those being Ariba all the way across for kindergarten first second and third grade in addition September of 2023 which was just this past September um hp605 was around high quality curriculum and one of the areas that they mentioned in addition to continuing the focus on phonic curriculum is the prohibition of a three queing method we have to make sure that the programs that we are purchasing do not have any incorporation of practice and instruction for phonics or reading around the 3 queing system and so this particular program that we are

143looking at is definitely vetted to match the compliance and the legislative mandates put out by tea some that I think is very important to look at when you're also looking at the why is to see how are our kids doing uh we have a brand new program this year that you um had approved for us to utilize this year which is called the map oral reading fluency program this is similar to map growth but what it does it Dives deeper into the Diagnostics of the why behind where our kiddos may be struggling in the areas of reading so with this program we are utilizing it for kindergarten and first grade and this is a snapshot of our it's a first snap snapshot actually using the program of our first grade students in CFB from the

144English test on the Le hand side what you see from The Benchmark summary is a pie chart and you can see that 84% of the students in the light blue are actually still working on mastering foundational skills the foundational skills are a breakdown of areas within phonological awareness as well as phonic word recognition those two areas as we know are critical to students being able to read fluently and automatically the area that's in the dark blue is um 16% and that shows the percentage of students at the beginning of year when we did screening that were proficient in Reading fluently at that time the way it works is they take a first kind of initial test of reading sentences fluently and depending on how fluently they are reading full sentences it will launch them into

145reading passages or it will do sort of a backwards check on how are your phonic skills so as you can see with that we have current currently 16% of the students that were able to move forward and do oral reading fluency but we still have 84% of our students that are working to master phonics the levels on the right hand side give you a breakdown of from a level zero to a level five what percentage of the students are still working to master at different levels of femic awareness um the the blue and the green um are actually okay those are areas that you want to kind of continue to see moving forward but more importantly the areas of where you really want to hone in on because those are the students that are at

146the final levels of Mastery and we'll be launching into more of what we call the actual fluent reading and automatic reading the areas that are in the yellow and the red are the percentages you really want to look closely at to see are we providing proper interventions is core instruction addressing those needs from a phonetic awareness uh perspective and are we providing the right highquality resources for our students to master those foundational skills that we know are critical for reading comprehension so when you contrast this with our Spanish data this is the same test but it's with our students taking the test in Spanish and so you can see that with this we have approximately 4% of the students were reading fluently and into the passages and the other percentage of that was actually still

147working on Mastery of foundational skills the breakdown you can see over on the right hand side is also a little bit different than what we saw with the English there's a little more Mastery on the right hand side with our phonics and word recognition but there's a larger area to um intervene on with phonological awareness so we do believe by providing high quality resources and supplements for our teachers to utilize that it will actually increase our proficiencies and what we're seeing in our current um literacy data so who would this actually be for with the potential purchase of the program all campuses we would recommend having access to the phonics and the spelling resources as well as the grammar to be used in implemented throughout the year so it would be a choice for them

148to be able to utilize and extend beyond what we currently have we still have access to the current resources but we will have highquality resources that will be there for a supplement on the leftand side there are 14 campuses that have reached out and said we want to do the whole thing we want to Pilot the reading materials as well as the phonics materials and the grammar we want to go all in some of those 14 campuses are full Pilots meaning all kindergarten through fifth grade and some are partial maybe first and third grade or fourth grade only I've spent a great deal of time um and I want to give a shout out to miss Brian B brell she's done an amazing job with this um she's her first year as a director in

149this role and she has just come into this and embraced probably something she probably wasn't prepared for in a very beautiful way and has been very responsive to the campuses and their needs um it's really it's exciting to see the um excitement from the teachers that there is a possibility for them to do something different um I think they feel very value that their voice is heard um and when you hear teachers talking about the time that they're spending on the weekends to prepare their curriculum resources and to uh be fully prepared for their reading block it really hurts your heart and you want to provide something for them that is going to be um beneficial and effective but also meet our compliance mandates so the timeline pending um the approval of the purchase we

150would in November this starting this month and throughout the remainder of the Fall we would begin the initial purchase and we would begin preparing for receiving Freight for the campuses that will be the full all-in Pilots I'm calling those the group one campuses all campuses would begin supplements starting in November pending the purchase approval this evening then in January um the time between November and January is critical for us to receive the freight properly prepare it properly inventory it and to make sure that the campuses are ready to roll that out to the classroom level and then comes training proper training is a necessity for this to roll out with um smoothly and so in January we have a staff development day that is already on the academic calendar and the campuses are fully prepared

151to utilize that time um to have a training with the vendors coming into the district and they would then begin the 14 campuses the full reading pilot starting in January the curriculum department has already began working on a separate set of scope and sequence documents to make sure that what we've taught thus far in the fall also aligns to what we would then Implement in the spring so that there's no missing skills and that we continue on the path that we need and then finally in August of 2024 there are a group two campuses quite a few of them who have said we are ready for this but we would like to wait and roll it out in August they would like training in August and they would like to then roll out the full

152pilot starting in August of 2024 and so we currently have um which is an important component to note we have about this year in three more on our current adoption so the current adoption will go through 2027 the purchase tonight would include us being able to cover these materials through 2027 but please be aware that the state has already said that there is likely going to be a two-year extension for us to then not actually adopt materials on the the original timeline so we will likely be looking at a longer date before we will actually get new reading materials in and so it wouldn't just be for these four years we would have to then potentially go another year or two until tea has decided when that Proclamation will come up and that's important because

153when the proclamations come up that is when we get funded through tea for our instructional materials allotment and that is a critical part of funding of being able to purchase high quality instructional resources for this number of years so the financial planning is the final piece I wanted to share with this um this is a financial investment um the first part um I want to make sure it's very clear there's one purchase that we're we're recommending that is a one-time purchase for what's called phonic materials in order to properly teach the phonics the teachers must have printed materials that's just a necessity so while the instructional materials that are digital are very important we also need to be able to provide the decodable readers as well as the instructional card kits in English and Spanish

154so there would be a one-time purchase that we already have um in doing some program reviews we have already secured about $300,000 that we have saved this year and not renewing some resources that we just didn't need and so we've got a good about a good amount of this investment ready to put towards this um the digital access which would be for what I call the group two campuses they will be the ones that will be doing all of the digital access for the phonics and grammar but a large number of the group two campuses will come on board in August and that Freight will then be utilized for them at that time so that would just be a yearly fee for them to have digital access for this year the area in red is

155going to be the most expensive area because it's a 4-year um purchase for all of the pilot campuses and the ones that would come on board in August for the full reading materials and as you can see on the screen there's a lot of things that the teachers will be receiving to teach a highquality literac literacy block not only the teacher and student resources but they will each receive a set of Rigby leveled literature libraries which are designed to be on level below level and above level for the student teachers to have access to do um small group guided reading they also will have of course their teacher additions the student consumables which are then renewed every year uh vocabulary cards small group materials the favorite thing that the uh principal saw um when they

156were able to meet with the vendor is the emergent bilingual materials they have flip charts that are designed to go on the tables so that the teacher can be in a small group instruction with their students and on the back side of what the teacher sees is the scripted and guided practice for the teacher to read and scaffold the instruction and the student on the other side is seeing the visuals and the things that they need to be processing through their ability to think about the literature uh there will also be big big books for our um kindergarten students and then read aloud literature some things called book sticks poster sets and then the tabletop mini lessons so the purchase for this would be four equal payments for the remaining years of the adoption rather

157than a one-time purchase it would be broken up over the four years so takeaways from the a supplemental recommendation um is that by the purchase of this material it will allow us to increase foundational literacy skills which we know is going to be critical to increasing reading proficiency and to getting more of our students reading on grade level especially going into that third grade year in addition increasing our revising and editing skills through the grammar uh materials will help us to increase the writing proficiency and we do believe it is going to be a a really important component in turning those scores how we need them to be when Star is actually grading their extended constructed responses and the third part is to really increase core instruction um having high quality resources will never go

158wrong um and this gets us compliant with tea mandates which is a critical component as well as the recent legislative requirements the last two bullets are very near and dear to my heart being um many years in the classroom especially as an early literacy teacher um but reducing time needed for lesson planning and preparation is absolutely critical we want to retain our teachers they are valuable and we want them to be able to feel successful in what they're doing and how they're teaching sometimes just learning how to do classroom management is hard enough then you throw on how to plan a good core instructional block and that just makes it even more challenging and so by supporting our new teachers um and just them learning how to teach um but then also effectively design lessons

159for the standards is only going to help us to have um increased student achievement and then the final thing I wanted to share with this is also our veteran teachers who um probably could teach no matter what we gave them this allows them autonomy and flexibility for them to take their teacher Artistry and craft and to design the lessons that they feel that they need to design to be able to reach their students I do believe that our campuses are all very individual in their unique needs and we need to be aware of what those campuses are needing um in order to truly move student achievement and so we are um we are excited about the possibility we are very much appreciate the board's support um and hope that you will consider um the purchase

160for the supplemental materials this evening thank you so much Miss hul board members comments or questions Miss Brady thank you for your presentation yes ma'am very well done thanks um and I'm very excited about this particular curriculum because our Spanish speaking students and our English speaking students will receive the same curriculum that's pretty awesome because I know that doesn't happen all the time so that's great however I do have some questions so is there any data to support these this program being successful in another District I can share from my own personal experience I can always gather other data as well um in my personal experience um prior District our highest performing campus was our dual language campus and this was the sole program that they utilized um their dual language model was still you

161know the the way that we do our our language um our service delivery for our minutes of instruction in language development can unique to districts but the resources that we use um are critical because when a student's in their classroom and they're in their L1 I'll just use English for example and you're reading a story um Bad Case of Stripes that student that's in in English as their background native language will thrive in understanding comprehension and learning how to read that story but the second language Learners many times will struggle because it's not what they're used to reading in their language so when they go to the second classroom which is their Spanish classroom for the students that were in their L1 they're now in their L2 and the students that were in their L2

162were now in their L1 they're still reading Bad Case of Stripes but in Spanish and so the mirrored program is designed for being able to increase Proficiency in both of those languages we actually saw that data come to life for us because in proc 19 which was when this actually came out was the first year that we adopted it um that was also the year coid hit so we were six months into a brand new Adoption which was not ideal for anyone but we were not alone in that um but being able to sustain increased reading scores over time and through coid was critical and we found that that the one stability thing that we had was our curriculum resources were were remain the same um the expectations on using the curriculum were also an

163important component with being able to roll it out effectively and so from my prior experience I have seen great data with with this program um I would be happy to seek out more data from other districts that are utilizing it and get more data if the board would like that I would like that I would just like to see the progress the Su the success that other districts are having with that sure um my second question sorry I know some one but when you do the training let's pretend it gets a we we approve it okay um when we do the training will the special education teachers be involved in that specific training yes ma'am in fact Miss Rolan and I have already been working on um the implementation plan for that it is most

164definitely critical that we cross train in many different areas um from our resource teachers inclusion teachers um any of our special programs that we offer uh they will have not only teacher resources in their classro with the purchase but access to everything that the GED teachers are also doing so it will definitely be um a cross-curricular or cross departmental I should say um very important that they are a part of that and it would be on the same Training Day absolutely thank you yes ma'am Miss Brady mic my my days are running together Miss hul I could come down and give you a hug I am so excited like seriously this is going to bring tears to my eyes like this is gamechanging for us as a district we our data has not been great

165our students have not been learning to read and that impacts them for their life for their life and you've only been here a short time and you were able to recognize that talk to everyone you could find out what you need to find and figure out how to fix it and thank you I I just we have sat in board meetings and we have said Houston we have a problem and we've had the same conversation over and over again and the data has looked the same over and over again and I have lost sleep over what we have not done for kids and I'm so excited and I don't get upset a lot but like I'm you're making you're making me now I am so excited for the possibilities here and the difference that we're

166going to make in kids lives because if we can teach them to read I mean that changes the trajectory for the rest of their lives thank you you're very welcome and I have to say this is not possible without the work from bana and Banna do you want to come up for a minute she is she's crying too um Brianna was an incredible instructional coach and she recognized things even though she was actually doing a lot of writing for the prior curriculum um she saw the need and the value as well and her wow her ability to shoulder this in three months four months on the job she was like wow I didn't know what I was signing up for and I said well neither did I but we're doing it together no I'm kidding

167um but it's been great um I'm very thankful and Bri I always want you to know how thankful I am for you um we would not be you get a hug too I'm coming we would not be right here right now with this um and honestly wasn't sure we were going to make the November board meeting it's been a lot um to kind of go back and forth and just kind of look at the um best ways to preserve money and to be um fiscally responsible with taxpayer dollars and to still do what's best for kids and our teachers and so thank you board members additional comments Mr shackman um thank you uh to support Sally's tier great stuff my question is actually from Mr gurer related to you we've been struggling a little bit

168with budget yeah tell help me understand we're okay if we commit ourselves to four annual payments of3 to $400,000 yes sir absolutely we've been talking a lot about it going back and forth where we cut what we can do how we afford this kind of thing and and like M Derek said this is the kind of stuff we should be spending money on so it's easy to find absolutely age Solutions and and do it but we are prepared okay good thank you well and I just would like to to reiterate that um that was a really important component for me and so um like I mention mentioned earlier the the 300,000 actually the first po that I had when we first the the year started was words their way and that program alone saved us

169over a quarter of a million dollars and so by holding on that so that we could have time to explore what would be would be best or most needed allowed us to almost do a year one just about uh we have other areas that we're looking at I do believe we can continue to cut into save some other dollars um we probably will have to be creative on some of those other areas to just continue to SU a it um but I do believe we have some areas that we most definitely can can can shift right to get that but I also wanted to mention I think I forgot to say this that hmh was just recently purchased has just recently purchased map um and so now because they own the map inwa map program

170all of their their programs are going to talk to map and you heard me mention that with progress learning and how important that was having those RIT scores aligned well they just so happen to have a kindergarten through second grade program program called waggle which is waggle reading and waggle math and it's all designed for the young students um to develop it's sort of like um an Adaptive curriculum program um but it's aligned to their RIT score and so it's going to be a really um we'll have that access to it um we've had campuses already in the vendor demo get excited about it but we've asked them to just hold on uh we've got programs that we are utilizing that we're seeing good results with and so we will look at maybe onboarding some

171of that and we do believe that if those programs work well and we have a few Pilots going with that that could actually replace some of the money that we're utilizing for other adaptive curriculum programs and that alone could possibly make that payment um and so we're really looking at some creative options excellent Mr braic um thank you um for the work um both of you but um and these are kind of continuations on um all of the comments to to miss Brady about about where this has been successful in the past what defines success for us do we have to find Targets from a percent increase or growth on scores that's attributed specific to this program I mean you this has come up a lot in some of our new programs or curriculum or

172anything we need to know what success is yes ma'am um I think the first thing I would say to that is knowing that this is one of very few programs that tea has Ed we know for sure as a highquality curriculum resource um a high quality curriculum resource is only as good as it's implemented and so I think that is the first thing we have to do is to make sure that we train our teachers appropriately and support them appropriately to utilize it with Effectiveness um we should see data from that in multiple measures we should see our map data by middle of year and end of year with the diagnostic data that we looked at a few minutes ago we should see those numbers change very quickly okay so that would be our first

173measure the second measure that should back that up would be our map growth data map growth re map growth reading in Spanish map growth reading in English we should see those two pieces correlate so when the diagnostic data on the um the Diagnostics that we looked at earlier when that all kind of turns blue and then the darker blue for the reading proficiencies we should see all of that map growth data Rising when that happens we're going to be able to see meets and master scores take care of theirself because that's going to show the depth and complexity of thinking but the K2 group is critical right now because we have to get them out of those lower grade levels reading and mastering those foundational skills um we also have um we've got lots of

174lots of data sources and so that's a a wonderful um thing in the district is that we've got the um uh foundas and penel uh reading kits as well that our our teachers do one to one with the with the students so while a computer program gives you one source of data you also can get a face-to-face reading measure with a teacher and a student reading together and so that will be another piece of data we'll want to see all all of that sort of lining up and telling us the same story um and then of course at whatever point we have star or if star goes away we don't know that's also on the table and so um we will have lots of measures but I do understand what you're saying and I will

175promise you that that will be a priority for us to watch and to look at um but my personal experience has been the training and the support that we provide the campuses will be the Lynch pin and whether or not it executes successfully and that is where instructional coaching staffs are going to going to be extremely important um as well as what we're providing for ongoing support um I know Miss Burell has already worked on some um afternoon sessions for teachers to come and learn and explore the materials um you're welcome to come up anytime um on Monday afternoons we have La Mondays and they have been working this into those sessions um as well as um the instructional coaches have gone out and we have done small group face-to-face training I was on a

176campus the other day uh mclin Strickland and I just about dropped my my phone and and everything cuz I turned the corner and I saw the hmh materials on the screen and I went whoa what's going on well it was what we had talked about was making sure that we prepared the teachers to know there is something going to the board it's not approved yet but in the event that it is we want you to be prepared on what comes next they have to know where that fits in our curriculum documents and know that that's going to be a seamless and smooth transition we did not win information getting out ahead where they were then worried about what those next steps would look like and so um that has been critical piece and I will

177say has been very very well received for a teacher to sit in a small group and someone to train them and say click here log in here go here it's been very very good and so I think the more that we do with that um it's a process it won't be a one-day training for sure um but I always say the best way to roll out um something large like this which normally you would not do in the middle of the Fall um is to make sure that you're doing it in a way that does not feel super pressured because the teachers have to learn it it and they have to give themselves some Grace to go in and make mistakes and then turn around and do it better the next time so if we

178give them the the the basic foundational pieces they will be able to execute this with Fidelity and then just continue to get better so we're we're very excited about the possibilities but I will most definitely um take note of the of the feedback um and we will come back at future board meetings if if needed uh to update that data for you and can definitely work it into our presentations when we do RTI updates in middle of your updates well the data and the scores are are um you know they're important they're secondary you know to Sally's or to as Derrick's point I mean our kids knowing how to read is priority no matter what the scores you know show but you know again investing in the teachers and the training and that uh then

179you know I'll be behind you supporting you supporting them for that but the the original C curriculum is that going to be are those resources going to be phased out because this is this is listed as a supplement and a financial investment but are the others going to stay while we transition and then they will be completely phased out and this will be our sole item since it's 100% aligned with the tees It's a Wonderful question um so the campuses that are going full pilot so that 14 campuses the ones that were either full pilot or partial either one they will not utilize the current resources they'll still have access if they want to use patterns of power or words their way and they loved a lesson within that it'll still be there um but

180the high quality materials like there's no turning back when they saw the things that were available in the new they were like this is great so the reading curriculum is the critical component because you can't do the old reading curriculum and the new reading curriculum those will be removed from the campuses and they will be moved along we've got some campuses that need some kits and some that don't don't and so the ones that are not in the full pilot right now we will reutilize those materials um and they will then be in the full pilot uh the campuses that are not doing the full pilot yet but are doing all the phonics and all of the grammar they will still have their regular reading materials in their building um what we will do is

181we will evaluate our data at the end of the year with our pilot schools we're also going to do some walks where the campuses that are not in the full pilot yet may want to go watch and see it in action so they will be our natural model School so we've already told the early adopters get ready y'all are going to be model schools so they are super excited um this this kind of took hold and this was a really neat story to share that when they were presented with a possibility of this they were given a demo login well the demo log in went like wildfire and was shared all over the district and the teachers started creating their own videos trying to help each other to get to these resources they couldn't get

182to them fast enough and so we had to reain it in a little bit just to let them know okay hey here's a okay this is a this is a you you may do this but you can't do this right we had to give them the parameters of what to stay within so that we were staying right with our scope and sequence currently so we will have a blend a little bit of a hybrid model where our pilot campuses will have all new and then the ones that are doing just the phonics and grammar supplements right now will have access to what they've always had plus the new and then in August when they get their materials and they're ready to implement then it will be taking out the old and just using the new

183we number one need to make sure we have space but then also we have to make sure that we are focused and utilizing the same curriculum and supporting it districtwide and that we're consistent with that in implementation and training so those financial investments on those Originals is going to phase out cease um the grammar materials and well this is actually kind of interesting so the phonics material one of the things you saw me up on the board was Words Their Way words their way is a really it's a good program but the program resources that we currently have are not rich and high quality it's more like a teacher workbook but what they're getting is pre-made lessons and student materials and different things for students to be interactive with the materials and so the program

184with hmh actually utilized authors and people from words their way it's embedded in some of the actual strategies and lessons so they're going to see familiar things in hmh that may have come from that resource Words Their Way resources will still be there and they're still good so if they had something within that that they love and they want to grab that and use it as long as it's aligned to the standards and the curriculum that we're actually doing then it would be okay patterns of power is sort of the same way the only area that we're going to have a little bit of like a real difference is going to be the units of study reading and then the hmh reading you can't do both of those they're set up and designed differently in

185the way that they're written so the grammar and phonics materials that we currently have those can remain I mean as far as those could just be like a choice of something that you could use like a menu board uh but when they get ready to implement the full reading they would need to use one or the other I do believe and I don't know this for sure but by the end of the year we're going to have to determine there are a few campuses I would say eight to 10 maybe um that are not they're not on the full pilot yet and they're not on the August pilot we're still determining and there's just a variety of reasons for that um we're also going to look at some of the data um and some of

186the principles have just recently come back from like maternity leave and haven't had a chance to even be involved in this and so we're going to looking at those last groups of campuses to see um we just have to get get to them to kind of see where what we need to do to support them um and so that's kind of a it's a complicated answer but the answer to that would be we will still have the current materials that we've purchased but we will have a clear focus on what we use for readings specifically with hmh into reading and arba versus the original curriculum we'll have to use one or the other okay M ER I just want to ask a question off of that just to be clear units of study is not

187on the tea approved list correct the list that we just looked at which was the tea list of uh programs for phonics is is not listed on the Tea's list so that's probably going to answer your question is what I'm yes okay so yes so our current curriculum covers 100% of the standards the department had to write and supplement probably over 50% so every time you click and you go to another area for the supplement to cover all 100% of those standards because our our curriculum is it's it's in depth and it's it's it covers it but you have to ver you have to read and know all of the pieces within that and follow that curriculum to the tea so with many supplements you know we get there but But to answer your question

188on the approved Phonics List It is not on the one that tea has put out for recommendation for compliance with the direct explicit phonics when is that supposed to be in place like the tea has given us the list when do we have what's the deadline well as soon as the approval is done tonight it will be in place next week I'm saying but for the other for units of study does has the state said you have to oh it's just phonic it's just the phonic yeah the the uh tea mandate in 2008 or 19 was the phonic piece and that was the phonic that's what we're implementing immediately districtwide all campuses gotcha as well as the grammar those will be pretty much non-negotiables as far as supplements are concerned um but the units of

189study reading um it is it does cover the standards I mean to a certain point but as far as a 100% coverage of the standards it doesn't compare to what what the hmh program will do and the difference with that is if you're a new teacher right and youve got your materials in your hands if you're covering what's in there and you learn what you have it's much easier to use and in the time that we're in right now in education with the way that we're having to staff and recruit and retain it is critical that we meet the needs of where we are um it's not that what we have now wouldn't have worked but it may have worked better at some point in time than it does now um but we know that

190right now we do need to look at a at a change that's going to help support the the teachers okay Miss hul This is an example of listening planning researching listening listening and continuing to engage our teachers and our administrators in the decision- making and I have every bit of confidence uh that when we or if we're able to move forward um that the followup and the follow through and the engagement in the field is going to be amazing um so I just want to thank both of you for the investment and for the commitment that in such a short time um I could cry too two kids that struggle in reading and they're not the only ones in this district and I have been talking about this since 2018 and it has not changed

191and so I just want to thank you both for answering the call that many people on this board have had and many teachers in this District have had for multiple years um and so I would ask you know better when it's good to bring data back to the board um I know we have this boy data that's going to be there's so many sources so I would just ask that you work with Dr Eldridge on when you guys think is the point where we would be ready at after the end of the year probably for a first update um because I want you to feel like you can come back and share something impactful um on how it's going okay we will most definitely do that happy to do it and we appreciate the support
