013a form and listed the topic they wish to discuss prior to the start of meeting of the meeting each speaker will be allowed to speak once during audience for guests and we allowed a maximum of three minutes to address the board dictated by board policy bed local because the board wants to hear from as many of you as possible while also keeping the meeting running efficiently groups of more than five people who want to present a particular viewpoint on a topic should appoint one person to speak on behalf of their group please remember that the board cannot deliberate on any subject that is not included on the agenda for this meeting more members will listen to the comments but will not respond or answer questions we ask that you not discuss students who are not

014your own child the timer will be shown on the screen in front of you and will begin when you arrive at the podium excuse me at the microphone to speak which is at the podium again the speaker's presentation will be limited to three minutes so I will go ahead and call believe we have one speaker tonight and that is Mr William Jones good evening on August 4th Dr Dana West said culturally relevant teaching is different than critical race Theory and a lot of times people get those too confused because the letters for the for both of them are the same the culturally relevant teaching is about that back to understanding people understanding where they come from understanding just like you do in social studies we learn about a lot of different people I disagree and

015I think there's three reasons why she said what she said one she had never read toward a theory of culturally relevant pedagogy two she read the paper understood none of it and then never read anything else Gloria Ladson Billings wrote three she was being intentionally deceitful about what culturally relevant teaching actually is so let's start off with this critical race Theory critical race theory is a cynical Theory sorry a cynical view that raises the predominant structural element of American and other societies in that all analyzes of race systemic power which is to say systemic racism they believe race and racism are the fundamental organizing principles of society culturally relevant teaching on the other hand as put forth by Glory Latin buildings has three tenets one a focus on student learning and academic success two developing

016students cultural competence to assist students in developing positive ethnic and social identities and three supporting students critical Consciousness or their ability to recognize and critique social inequalities all three of these components need to be utilized let's break that down a little bit critical Consciousness this was put forward by Paula Ferrari back in 1973 and it goes like this critical Consciousness is learning to receive political social political and economic contradictions and take action against the oppressive elements of reality the act of raising people's Consciousness is a developmental process that makes people aware of social economic and political systems that oppress people awareness leads to action against these oppressive systems one of the key components of the theory of critical Consciousness is that it frees both oppressors and the oppressed because the problem of Oppression can be

017as much structural as it is personal let's talk about these social and ethnic identities in the second tenet in the paper transformed of Social and emotional learning referencing Gloria Ladson Billings and part States cultural responsive teaching also challenges racial and cultural stereotypes prejudices racism and other forms of intolerance Injustice and oppression it encourages being change agents for social justice and academic equity and mediates power imbalances in classrooms based on race so if we were to take these last two tenants and apply them together the goal is to raise a critical Consciousness in students critique society and push back against the perceived oppressive systems social and ethnic identities can be gender sexuality or the big one talked about in almost every paper race they are turning your kids into critical theories and they emphasis on Race

018would make them critical theorists they are turning your kids into critical race theorists if you still don't believe me I have five works here put out by Gloria Ladson buildings one of them in the same year that she wrote towards a theory of culturally relevant pedagogy the paper where she coined the term culturally relevant teaching I would be honored if Dr West would read the titles of these papers into the record if you'd be so kind to do so I asked the board at some point in time asked that these papers at some point in time get read into the record I think it's important for everyone here to know thank you Mr Jones um okay we will move on to agenda item number four which are non-action items for discussion uh and 4A is

019our bond oversight committee report so I would like to turn this over to Catherine Carlin who's spokesperson for Bond oversight committee okay Dr Black members of the board Dr Chapman my name is Catherine Carlin and I'm here on behalf of the bond oversight Committee in place of chairman Howard Fisher who was unable to attend um you have in front of you apparently in a thumb drive our final report of the bond oversight committee having completed our three-year commitment I'd just like to kind of point out some of the members of our committee that hopefully are here tonight I see that Tom Hammonds is here um thank you Tom but other members of our committee are of course chairman Howard Fisher Sydney Drake Ben Johnson Mary Lovell David Yarbrough and Cassandra Hatfield is our trustee liaison

020Dr Lizzie Johnson of transcend for Consulting has been our facilitator and has provided support throughout our tenure and so we're grateful for her leadership we appreciate the opportunity to learn about the important Investments being made to our students faculty staff and community and we thank you for your confidence in us with this mission on behalf of the committee I'd like to summarize a few key points in the report and I'd be happy to answer any questions that you might have as you know the bond oversight committee serves in a voluntary advisory capacity to the trustees and administration and in a nutshell it's viewed as a resource to help assure that the intentions of the 2018 citizens Bond plan committee were executed our committee meets bi-monthly a typical meeting is we start out with a report

021from Architects and from consultants and contractors typically followed by an update from Malcolm Mulroney the chief operations officer who gives us a status on the construction process and progress as well as the financials that go along with that and then after that we can ask him questions and we can provide input that he might ask of us this last year we've been really fortunate that we can meet in the various facilities that have had a substantial Bond funding toward them we had one action item from last year's report that being to create a plan for communication with various stakeholders among which are the roughly 70 percent of Voters who do not have children attending public schools and indeed the district has acknowledged the importance of engaging stakeholders beyond the families who do have students in

022the district this outward facing communication continues to be a challenge but it's especially important at this point in time as we begin to talk about the 2023 Bond effort in our view the economic and voter climate in 2023 is significantly different than it was in 2018 making it critical that we adequately advertise ribbon cutting ceremonies and Open House events to engage the community at large and showcase the results of the 2018 Bond effort and then let me share some final observations at the time of the 2018 Bond CFB was undergoing as you are well aware major leadership changes this coupled with this being the first bond in over 15 years made for some Growing Pains of the committee in terms of purpose and scope in fact this may have been cfb's first Committee of this

023type but as we encountered these challenges we also worked to resolve them such as we updated our initial guidelines to incorporate some best practices from neighboring school districts that have these types of committees we changed the scheduling of our meetings to precede school board meetings so that we could provide more timely input on the projects prior to formal project status updates to to the trustees and the associated approvals Mr Mulroney and this is really important created and updated a mapping of the construction status and results back to the citizens advisory committee requirements and budget thus forming the basis for our conclusion that the intentions of the bond were being met it is to be noted that Malcolm continues to display an exceptional effort to fulfill the intentions of the 2018 citizens Bond committee and then

024although the global pandemic and Associated supply chain issues created challenges and the supply and chain disruptions and high inflation adversely affected the projects were thankfully not aware of any significant adverse delays and it appears that each project will come in within budget therefore it is our view that Dr Chapman and Malcolm Mulroney and his entire staff have fulfilled the intentions and expectations of the 2018 bond in the face of challenging environmental environment and competing needs and the excellent work the district has done in fulfilling the charge of the 2018 Bond promises made Promises Kept should have a positive impact for further investments in cfbisd we're available for any questions that you might have Miss Garland thank you very much for that board members are there any questions Mr boccek first thank you it's a big

025proponent of this committee because I do feel like it closes the loop on what was started by the larger um you know collection of our citizens as we've just started for the next process and allows that additional contact I think with our community I've personally used the resources of the bond oversight committee when you know projects were coming before the board that might be different or didn't make sense or or what I said well what did the oversight committee okay if you decided if y'all reviewed it um and heard the information um and and I found it to be a valuable resource and I appreciate the effort because it's a three-year um I mean it was a long you know it was a long commitment it sounds like that but I think it went by

026pretty quickly actually well if we think about it I mean yeah I guess it did but and I know we did stumble um in the beginning and trying to figure things out for the reasons that you mentioned but I believe that will set us up successfully um for moving in to complete the process for um our next Bond as we um as we do that so I really appreciate the efforts I appreciate the final observations I was trying to skim it and listen so um but um I appreciate all of the effort and please pass my absolute thanks on to the rest of the team thank you thanks missed Eric I want to Echo what Mr bochic has to say and thank your team for all the work that you all done many of you

027were carryovers from the initial group which means it was more than three years I started with y'all back in 2017 prior to being on the board y'all fought for what was right for our district you weren't going to take no for an answer you always made sure we were doing what was best for kids and I applaud each of you for that because I knew we were in good hands because y'all continued to show up year after year making sure we did what we needed to do and I agree we are now y'all have created a model that we have can carry forward into this next potential Bond project so I I cannot thank you all enough for all the work y'all done for the last I'm gonna say five years really some of you

028yeah thank you thank you Miss Hatfield I want to Echo what they said but having served as the board liaison for the last year it has been a pleasure to watch the way you guys communicate and ask Malcolm many questions and how he gracefully makes sure that he's very detailed but more so you guys show up time after time again and ask the questions that hold us accountable for what we said we would do for the taxpayers and so please Echo the thanks to you guys because I know a lot of Blood Sweat and Tears went into all of your efforts thank you so much you're welcome and I think kind of a testimony to what the district has done and I know that that's the new Bond committee is going to witness this as

029well as is that one of the comments that an architect made the other night was that schools are no longer a building in the field right they are 22nd century Learners in a 22nd century building and I'll bet every single meeting we were at at least one person would say gosh I wish I was back in middle school which is like seemed crazy but I mean the the environment right I mean you have to kind of like wonder about their state of mind but anyway um but I mean the the facilities I mean the chairs I mean the attention to detail the the signage the the the openness the space the collaboration effort that was put in initially with some of the students I sat in with some of the um Perry students as they

030talked about what helped them learn it was just amazing I mean just the whole process so beyond just kind of the nuts and bolts of the project and the financials and all that is like here is this great these great you know facilities and I hope that we can really kind of get the word out to the community for them to come to some of these ribbon cuttings because they're going to just be really amazed I mean they they only get one you know one letter from this from CFB per year and it's got their their property tax in it so we kind of want to make sure they get to kind of see where that money's going appreciate it any other comments questions from board members um Miss Carl and I I can't say

031anything more eloquently than what my colleagues on the dice have already said but I do want to just Echo our deep thanks for the the countless hours that the group has put in over the last several years and your dedication to the kids of this district and and doing what's right and holding the district speak to the fire to make sure we we deliver on what we said we we were going to do that's the kind of community involvement that we have to have if we want to be the kind of District that that we aspire to be and that we think that we are and we want to keep growing and we we want to keep improving so um we really do appreciate it and we appreciate your being here with us tonight to

032share with us team effort so thank you absolutely absolutely thank you so much all right we will move to um agenda item 4B which is review of State assessment and a through F rankings and I'll turn it over to Dr Patty Parker who has information for us from the beginning good evening thank you so much for allowing us to present the information tonight about our student Performance Based on last year's state test and the recent release of the a through F ratings tonight we're going to begin with a report on tellpass which is the English language proficiency test for our English emergent bilingual students good evening I'll be presenting just some brief information about telpass and what we need to know about to help pass 2022 so tell pass is the Texas English language proficiency

033assessment system this is a federally required assessment for every emergent bilingual regardless whether or not their parents have declined services and they are assessed annually to measure their progress and language growth so in the four language domains speaking writing reading listening they're expected to have one year's growth every year and so they receive a proficiency level rating for each domain as well as a composite so the ratings are either beginner intermediate Advanced or Advanced High So like um good evening like Miss Perez just said all students take this assessment so in our district 8095 students took the assessment last year Pre-K doesn't so that's why we have 9 000 about 9 000 emerging bilingual students and 8 000 took the assessment and um as you can see the scores that we got in advance and

034Advance High which are the students that receive own level materials with very few accommodations amounted to 51 percent of our students in um in the district that our emerging bilinguals which is comparable to the region and the state of percentages we have to consider also that last year we received a large influx of newcomers and they are included in this amount of students this 8 000 students also have the newcomers included in them now the close in the Gap is part of our accountability system and it's only those students that participate in this measure are those students that have a previous telepath rating in the last three years so our newcomers do not are not part of our accountability for telepaths because they only have taken tell pass this last year therefore you see that

035the number of students is much smaller is now 5000 I mean 6192 students compared to the 8 000 that we saw before and as we can see about the same number of students met the progress that means one year's uh worth of progress moving in their language acquisition but this year we have more students so that's why the the percentage is a little bit lower but considering that we have had almost two years of remote learning pandemic and all that our students who are learning the language are making progress and it's also including we have consider the situation that we need to continue to improve this language acquisition so we have included in our district Improvement plan an emphasis on classroom discussions to improve their Aura seat which is the assessment that is holding them

036back in some of the levels so we are having measures already in place for that and lastly just a little information about what we're doing in order to take action based on those performances so we have some district-wide strategic professional development that we're incorporating we're in year one of a three-year plan of continuing the same professional development in order to saturate the district with using some of the same language and the same strategies kind of district-wide implementing some software that is helping with our newcomers building their language and very strategic curriculum that has embedded with all the strategies that we're using through our professional development we're also using some monitoring to to develop the skills and to monitor the skill development to ensure that we're reaching those high levels so this year we were able

037to move so many of our students up despite so much of that at home learning now we're going to turn to take a look at the how our state reports out the results that our students receive on the star and EOC test we can see that a bulk a majority of our tests occur between the months of February and May and then in June the scores are released to students and parents the information that we provided to the board back in June was based on the star results that had just been released and included all students who had tested regardless of how long they had been enrolled in Carrollton Farmers Branch on August the 15th tea released the a through F ratings on their website techschools.gov there based on that those are the scores for

038our accountability subset the students that were here at fall snapshot which is the last Friday in October and then tested with us during the school year we can also see that there's going to be a continuation of release of information from tea the next piece of information we'll receive about mid to late November early December and that's our Texas Academic performance report also known as taper now that will follow and we'll wrap up the review of 2020-122 when we bring forth to the district Improvement Council committee the district annual report and that it will occur in January of 2023. turning now let's take a look first at participation rates and we can see here that we've returned to our pre-covered participation rates both at the the state and at the district and and this is

039this is this is incredibly important because in order to find out where our kids are we need the to see where they are at that point in time taking that the test in the spring when we look at student performance we can see we're not quite there yet to meeting our pre-covered passing levels but we're very very close in we're going to dive down into the data here in a few minutes to look at each of the subject areas we can see here that at the all grades all subjects level that the state increased by seven percentage points from last year any Carrollton Farmers Branch we increased by nine percentage points here with a regard to English language arts and reading we can see that both the state and the district matched their pre-covered star

040performance rate with Carrollton Farmers Branch having an eight percentage Point gain in student achievement in the area of math at 71 percent approaches grade level or above our district saw a 10 percentage Point gain from the prior year similarly at 72 percent approaches grade level or above there was a 10 percentage Point gain in science as well in the area of social studies CFB had a five percentage Point gain whereas the state had a two percentage Point gain and believe it or not when we look at this slide here we can see that it has been three years three long years since ratings were assigned to campuses and districts due to covid-19 the last time the a through F scores were actually applied to campuses and districts occurred for our 2018-19 school year so with

041regard to the 2022 accountability overview Carrollton Farmers Branch earned an overall letter grade of a B plus a high B with 88 as their as their score uh since it's been quite some time since we've really looked at the a through F system we wanted to share this evening how the overall scores were actually based so our state accountability system has three domains the first domain is student achievement and domain two is School progress and whichever score is the highest between those two that will account for 70 percent of the overall rating for the campus or for the district then domain three closing the gaps that accounts for 30 percent of the overall rating so with regard to domain one and student achievement Carrollton Farmers Branch earned an 85. a solid B and student achievement

042is calculated taking into consideration three components first of all the star three through eight and end of course exams that are given to the students through last school year 40 percent is based on college career military Readiness indicators now these indicators come from students who graduated with the class of 2021. and the graduation rate counts for 20 of domain one now recall they also provide that Vesta whatever the highest score that is earned in graduation rate that can come from our four-year graduation rate which was from our class of 2021. our five-year graduation rate from the class of 2020 or our six-year graduation rate from the class of 2019. they take each of those scores weight them at 40 40 20 and that is how we got the domain one score of an 85. next

043looking at domain 2 School progress Carrollton Farmers Branch earned a letter grade of an A and A score of a 90 for School progress domain two has two parts to it as well domain two part A is academic growth measuring student growth a Year's worth of growth and in order to do that they need two test scores one from the current year one from the prior year Part B domain 2B is relative performance and for a district or for a high school they take into consideration not just the star scores but also ccmr and they calculate that in comparison to campuses on districts that have a similar economically disadvantaged population with regard to domain three closing the gaps a district earned an 84 letter grade of a b now closing the gaps is also composed

044of various components of it the largest weight is 50 of it is on academic achievement and that is the percent of students that are at meets grade level or above 10 percent is based on the four-year graduation rate 10 percent is based on the English language proficiency test that was shared in detail earlier today on the telepath and thirty percent of closing the gaps is based on ccmr College and Career military Readiness indicators from the class of 2021. so once again three domains calculations of the best of for domains one and two and thirty percent from domain three is how we get the overall rating of a letter grade of an 88 and a letter grade of a b and one thing also to celebrate and this is that we had 32 campuses that earned

045a letter grade of an A or B surpassing what we had three years ago in terms of Distinction designations these also returned with the accountability rating system Carrollton Farmers Branch campuses across the district earned a total of 68 distinction designations these come from not just the star test but also from participation and performance on SAT and ACT as well as dual credit and apnib exams now as we look to the Future next year you know this school year comes the spring we're going to have a new star test it's going to be very similar to what we had in the past it's online but we are going to have a star 2.0 we're also going to have a slight little reset or recalibration to our accountability system because we're holding our Target set for five

046years and those five years are up and so another five-year set of targets are going to come our way and it's nice to have it coinciding at the same time as introducing the star 2.0 and as as we close tonight with talking about our student performance a big takeaway is some great celebrations with double digit gains made in the last three years with our students and the fact that our district scored in 88 and three years ago is an 89. so we're really really close to returning to exactly where we were pre-coveted and that concludes tonight's presentation thank you Dr Parker board members do you have questions comments I'll look left this time right um yes Miss benavidez thank you so much wow this thank you um when y'all spoke earlier about the students at

047home learning um is that do they receive work or books or studies to take referring to the two years they were at home quarantined during covert because what we were referring to okay all right thank you Mr I just want to applaud our entire district for the effort that it took to get us to where we are I mean this is huge knowing the past two and a half years have been not normal and there was no playbook for anyone and I just want and I think the whole board would um agree that we are so proud of the work and it did not go unnoticed and this did not take just one person one team this was an entire District effort to get us where we are today and this is good for kids

048so congratulations to all we're we're so happy you're here any further comments uh Miss Brady I think it's amazing y'all everybody's a great amazing any further questions or comments from the board before we um thank Dr Parker and her team um for for the presentation and move to the next item um Dr Parker thank you again I again I I can't say it more eloquently than than Miss Derek has already said it but um you know um Dr Chapman and I've had lots of talks about we we both knew um the the numbers were going to come back up once we got back in school and uh we so the board has a lot of faith in the people out in the schools doing the work and the people in the instructional uh department and

049and um this doesn't happen this kind of movement over such a short period of time doesn't happen without people were really getting down to every you know one kid at a time right as Dr Chapman likes to take by knowing kids by their name and their need right so thank you um to to everybody out out um and on every campus and and the district for doing what you do and sticking with it through a really difficult time and making really big gains this last year so we can't wait to see um where we are this time next year so all right let's move to um agenda item 4C which is ccmr and college courses and Mr inslow will bring you to the podium good evening Dr Chapman Dr Black members of the board and

050thank you all for this opportunity the objective big picture for ccmr is to support post-secondary Readiness and post-secondary access tonight I'll Focus specifically on Readiness and how balance is better for supporting student outcomes and for meeting accountability goals we're all familiar with drought in Texas we adjust our maintenance programs for buildings to try to restore balance based on what the weather demands sometimes we have to water a little more here or there or direct The Water Somewhere Else sometimes we have to make repairs beyond our control or because of our own maintenance issues we all cross our fingers the whole time we don't need foundation repair ccmr isn't much different our published vision is for students to graduate high school prepared for a college career or military path of their choice we don't tell students

051what path to choose and sometimes those choices change from class to class sometimes events happen beyond our control and sometimes updated programming takes time to implement and to be reflected in our data reporting we're absolutely going to celebrate the recent rain but droughts don't end overnight there are a couple cracks in the drywall that will show up in data for at least another accountability cycle but our building is still structurally sound because of the strength in our foundation just like the cfb5 that drive we recognize interdepartmental support as the inherent Foundation of our building it won't be seen from the 30 000 foot view but our overall ccmr percentage can't be achieved in isolation we have spent the last two years strengthening interdepartmental communication and collaboration to ensure that support is balanced across the tea

052ccmr indicator areas and that all district departments are informed and involved beyond our foundation balance is better for the Integrity of our building because Readiness isn't about picking a single path to a positive student outcome we promote a range of post-secondary options because our students plans are not all the same almost 60 percent of our graduates who are ccmr met achieve more than one indicator and campuses with balanced support across the framework are better positioned to respond to fluctuations in student and District needs let's briefly take a look at each indicator TSI criteria combines scores from sat act and TSI 2 and completion of peems college prep courses it makes sense that this area receives a lot of attention because of the visibility of assessment scores because colleges use these assessments to determine Readiness for

053credit bearing course placement and because meeting TSI criteria through assessment is a requirement for student inclusion and calculations of ccmr outcomes bonuses a key Focus for maintenance this year will be updating the implementation of college prep courses there's no doubt that TSI criteria is very important but overall student outcomes cannot be supported by focusing on this area alone the indicators grouped here are all separate programs with a common goal Stacy Carroll our executive director of advanced academics will explain how their implementation requires their own unique Balancing Act so we offer a wide range of college options in CFB ISD and students that are enrolled in Early College High School are scheduled to earn college credit up to an associate's degree as well as students can earn Credit in multiple content areas through our comprehensive campuses

054AP dual credit excuse me dual credit and UT on ramps all provide credit excuse me credit options through different course formats and different credit award structures decisions about District course offerings are based on considerations of those differences on student needs and on comparative outcomes data this approach will continue to improve the opportunities within ccmr framework for students and for campuses and we will continue to work together across departments to review data and to program updates each excuse me let me try that again I'm off this evening and program updates each eligibility cycle to make sure that we optimize the intentional college credit plan thank you Stacy through our realigned CTE structure each comprehensive campus will offer tea approved certifications aligned with their programs of study these growing programs provide relevant Workforce credentials and students are

055also encouraged to connect their certification and other Readiness indicators to post-secondary education paths to further increase their wage earning and advancement opportunities students earning both the certification and TSI criteria through assessment are also eligible for inclusion and calculations of ccmr outcomes bonuses there is a lot of excitement in this area as we balance College and Career preparation for a wide range of options After High School we are extremely proud of the work of CFB staff and supporting graduation for all students and students Serve by special education during their senior year can meet ccmr by graduating with IEP completion and Workforce Readiness or under an advanced degree plan it is important to note that graduation coding is not the only outcome goal many special education students earn multiple indicators and our priorities of balance and interdepartmental

056support ensure that all students receive appropriate opportunities to pursue indicator areas that fit their needs and their post-secondary plans if we were to remodel our actual building drought or not we would consider how each support contributes to the rest of the structure even though the ccmr indicators will not contribute equal percentages to overall ccmr across our five high school buildings they all have demonstrated value for cfbisd from our foundation to the framework to the outcomes they support balance isn't just better but necessary to support positive student outcomes and to meet ccmr accountability goals thank you thank you Mr and slow board members there any questions or comments for Mr inslow or Ms hunt Mr bochic um thank you um I I've always been proud of um cfp proud of what we offer to students no

057matter their path um after they leave us and I especially the work in CTE and the certifications and and for students that choose that path you know as an alternative to college and I think it was really evident just for my colleagues on the board at our board I mean at the bonds meeting the other night there was a big focus on CTE and the facilities and what had happened and all the positive things and all the offerings and overwhelmingly when we had at the end of the meeting the community members expressed kind of their aha moment like amazed at what we offered what we had what we did which was really exciting but also really disappointing because they were surprised um so I know that's a focus for not for this top you know

058this presentation but something of getting that message out I know the information is on the website I know our students know about it because y'all communicate it but for our community because it's it is so positive because I think those are programs that um can change a generation I mean change the outcome for our family so it's really great work really great work thank you and there's I mean all the way across the SEL PR department under masculine I mean there's amazing things happen across the board so thank you thank you Mr boccek any other board members have any comments or questions Mr enslow thank you very much for your presentation uh Ms hunt thank you for your assistance as well um and we will move to um 4D which is human resources report and

059this is Dr Randy Davis Dr Davis good evening Dr Chapman Dr Black members of the board following these two great presentations prepare right now to be underwhelmed I can't follow the awesomeness that was just presented up here but what I can talk about tonight is how we recruit and retain our employees in cfbisd as you know something that we've really taken the Mantra this year is we are CFB proud that's something we talk about nhr when we're talking with folks who are offering jobs to and and all through the district we are CFB proud and we like to show it so and part of that is some of the things that we're doing not only in HR but in our work with other departments in the district the first thing I'll talk about and these

060are all highlights I'm going to talk about through the presentation but the first one I want to talk about right now is is using our social media LinkedIn Twitter Facebook are three ways that we help push out or we get information pushed out about job fairs about things going on about postings and something we've worked really strongly with Communications on is a concept called geofencing so when we're going out recruiting and we're going to Lubbock to Texas Tech we can we can pinpoint the town of Lubbock and draw a line 30 miles around it and everybody that has a social media app is going to get an advertisement for CFB and that we're going to be at the job fair so we're going to hit those college students in ways other than just having it

061be the normal process through the college job fair so it's something we'd really like to do and we worked hard with the communications this last year and we did it in several instances we had some success we had a lot of hits because we get data back on how many hits how many pushes forward that uh job fair advertisement had so it's something that's very positive we're going to start ramping it up even more this year I'm going to talk about collaborations with our Communications in order to enhance our HR image I'm talking about our new ATS or applicant tracking system and uh talking about the employee basis of recruiting arm and then lastly I'm going to finish up with our third party retention and exit survey so something we do in our collaboration with

062Communications is we put out some high quality materials to our staffs and those that we recruit and something we focused on is that one big family and why choosing CFB we've taken and Jeff has worked really hard in Communications to go out at our new teacher events and interview folks so we have this not only in in writing but in our video presentations on our website we want to talk to our teachers and find out why they want to be in why they chose CFB and want to be with us because because they have great stories and if we can have them tell their stories it's a great marketing tool for our district to get out and talk about what's why people are proud to be in CFB um along with the five reasons on

063the right of why we chose CFB um that that's part of our community of recruiters uh and something we pushed out last year is the same kind of concept as that is everybody in the district every employee and it's something I talk to our new employees and our new employee orientations here in this room is that you're now part of the HR team now a part of the CFB team go out and recruit and by the end of the summer it was awesome because people we were asking how they got to CFB well John talked to me after he got hired and said there were positions open so I applied and got a job so it's it's working that word of mouth and getting out there and talking about the qualities and and the things

064that are going great in cfb's very important um some of the the things the touch on is that teacher incentive allotment that we have for our teachers increasing the stipend for our bilingual teachers for our special education teachers of stipend looking at our Technology support and our child care are things that we we talk about and it's part of our discussions with our future Educators and also support staff because it doesn't just start start with our teachers it really goes through our entire system in our recruiting there are several ways that we're doing recruiting of since coven we've really taken on to some virtual recruiting we've got a platform which the principals love uh so we do a hybrid we're still doing some virtual because we know that when we go out and interview teachers

065who are in other districts and we say we're having a special education job fair we don't want and they don't want to come in and see their colleagues sitting at the same table and then they're going to go back and say oh Sally was sitting at this table interviewing and she works for this District so virtual is a nice confidential way for people in the profession to be drawn into CFB do it kind of risk-free because no one's going to talk about it no one knows it but them and our recruiters um we do a last year we started a student teacher interview day so every fall and spring we get a group of student teachers from universities that I'll show you in just a minute some of them contract with we offer them the

066opportunity to sit with our principals and have five ten minute discussions it's not a quick interview and a turnaround but it's actually that one-on-one time that they don't get in a regular job fair we want to capture them early make sure that those student teachers are looking at CFB as a place that they want to they want to call home we also with those student teachers we met with them as an HR department and gave them some great tips and and tricks and tips on on how to navigate the CFB style and it's working it's working well and and we're getting a lot of our CFB student teachers especially in the fall starting them off in December if we have openings our district job fair last year we we came back to in person it

067was successful our numbers were down but in talking to colleagues numbers were down across the region uh but we're still looking at that for April 1st of 2023 and that's something we're really aspiring to to hit real big and we'll still have it at Rancho High School um we also have support staff job fairs we do both in person and virtual on those as well uh and we've held those right across the street at the SDC building uh it's something that we know that we're providing a lot of support and trying to get into the community and make sure our community members have access to apply for jobs and then university job fairs are starting to move more in person but we've noticed in talking with our colleagues and talking with our recruiters who are

068going out attendance has been a little bit down on the University side as to what it was in the past so we're hoping that rebounds as as we get back to normalcy something we've done internally in our HR offices decrease that time to hire I've to be honest with you I've talked to somebody we just hired and that person interviewed one of our employees to go to that District that she worked came from it took them a month to hire him into that district and she recommended him before she left it took us 24 hours once the recommendation came to hire her in our district so we're doing the things we're streamlining our processes and part of that new applicant tracking system is going to help us be even more efficient in HR to make

069sure that once principals like Leon Schulich in the back of the room sends a recommendation over if that day we can do it we're going to do it we're going to get everything we need done and make an offer to get that person in our district because the longer we delay the more the risk of them going somewhere else um we're also in line align our internal resources making sure that we have checks and balances within our department to ensure that nobody's falling through the cracks because this summer we saw you know a lot of people being hired and we were turning a lot of folks through the system and then that shift in our ATS which I'll talk about now currently our applicant tracking system if you've been online to look at how we

070post our jobs is Antiquated it served its purpose but what we need is something that our users are people that are applying for us are going to Aspire to they want to see us as a technologically advanced District they don't want to see something that's 20 years old that is very difficult to navigate I had to do it when I applied to the district it's cumbersome and I my last job was with a software company working with this kind of thing so it frustrated me so what we've done is actually uh we're rolling this out in the next couple of weeks we're going to send out some information tomorrow to principals for trainings but uh still with our our software company Frontline it's just their the better product that they have and they've integrated with

071our system and teams people are going to be able to go to this landing page and and have a better view of picking and choosing positions they want to apply for and the big efficiencies this is the national software that if they've applied and most likely they've used this to apply to another District they can log into their existing account bring the information forward and they might only have to answer five or six questions that we have specific to us so it's going to quickly speed up the time and capture people get frustrated and leave the and leave the site and don't finish an application by having this it's going to capture more applications and make sure our candidate pool is high for our principals and building leaders some of our recruitment efforts internally we're

072looking at a grow your own program uh we're looking at we have some current employees support staff who are currently at Dallas College getting their Early Childhood degrees so we're supporting them through that and we're making sure we still have a good relationship with Dallas college to get more cohorts going our high school seniors we meet with them every spring those that are interested in education we have a future teacher promise program where we're going to guarantee them an interview and the potential of having a job as a teacher in CFB if they meet the qualifications once they graduate college they have a place to come back to um we also we want to start working with our departments in the buildings and looking at transportation and looking at other departments if we can hire

073someone once they've graduated if they're going to stay local and go to college why can't we hire them use them as a as a bus monitor some might want to drive a bus at 18 19 years old or they might want to go in and serve some of the classrooms and CDA or after the Bell whatever it might be we want to try to hook them in they can even start getting their TRS retirement built starting at 18 years old so it's a good thing for them to start their career early um and also the university Partnerships with the student teachers and making sure that we increase our candidate pool and this is just a few I'm not going to read all of these but these are a few of the universities most of them

074that we that we work with right now that have student teachers or have had student teachers in the district next I want to talk about a retention survey Our intention with the retention surveys to look at and get feedback from our staff on how we're doing in our buildings and as a district we've actually increased the survey participation to 80 percent it's a third party called upbeat they they it comes from them it's not from us and so people have that a little bit more trust in answering honestly if it's a third party delivering that survey we've had that eight percent increase in participation and then our Baseline retention data we started collecting this spring this past spring um so using upbeat we're able to gather information from our staffs and then provide the principles

075with relevant real-time information and it also predicts some of those at-risk teachers of leaving and what what might that building need to do to improve internally to capture those teachers and and not let them leave it win three to five years down the road so it's giving them staff development opportunities I've talked to a couple principals lately and I've asked them what do you how do you use their survey well we use it with our administrative staff and and then we we set some goals for the building we take it out to our teacher leaders we communicate and agree on those goals and then that year we work on those ghosts and try to improve whatever it might be that they're identifying as needs in the building and then we've also this year started an

076exit survey which is not our survey it used to be a Google form that we sent out from us we've gone to upbeat it's a third party provider we've gone from a 20 participation this year we have a 50 participation rate and I'll show you some data in a few seconds about the participation rate between faculty and staff so we've seen a big increase in the number of folks who leave us in in participating in a Nexus survey we just received the information on that last week so that data is going to be shared out with the Chiefs and the principals to make sure that they understand within the buildings why people are leaving um and then this fall our directors being out in the buildings the more they're going to start talking to some

077folks in in different you know three to five years five to ten years on a stay survey what makes you want to stay in cfp what is it that about CFB that keeps you here so we want to know that data too so that we can make sure that we're supporting those folks throughout their career when I talk about that exit survey data it looks at three different factors for faculty the school the district and personal factors 50 percent of those surveyed that answered the survey there was 50 participation rate 79 percent of those folks said they were leaving CFB because they were moving out of this area we know that the economics and we talked to a lot of folks that said I can get a job and I have one of our former

078teachers who lives by me he goes I can get a job in that my district it's two miles from me I don't have to drive 25 miles so it's a cost savings for me and my family so that that's what we're seeing is a lot of people are moving for that reason eighty percent of those faculty surveyed and answered said they would recommend cfp is a great place a good place to work I don't say great it is great but it recommendous is a good place to work uh while 69 say they trust inter-school leadership and 65 percent were satisfied with their school leadership what I thought was interesting and they asked a question about covet people weren't leaving 93 were not concerned about the health risk posed by cobit so covid wasn't a reason

079they're leaving and the data is very similar with that of the staff uh 49 participation rate 86 percent were moving out of the area and these are those non-certified Personnel um 82 percent said they would recommend cfb's a good place to work and you know 7271 on trusting their leadership and satisfied with their leadership and then uh 82 percent said they were satisfied with their work assignment that they had in CFB and then again 92 percent were not concerned about the health risk so this is this is the first year we've done this exit survey with this data it's going to be nice to start communicating that out to the buildings so that they can see the data if they have enough of an N within that building to be measured they'll have data on

080why people left their building and they can also use that triangulate that data with with you know STAR test triangulate it with the retention survey and start making some really good decisions in the building about how they can work with their staff so what are three takeaways I want you to take from this uh presentation tonight takes a village recruiting our top talent takes all of us and and it's great when we get out and talk in the community and talk about CFB um that active recruiting does increase our talent pool gives the principals a great place to go so that they can pick the best talent and then our new applicant tracking system is going to make you know that leveraging that technology is going to make a A ux or a user-friendly environment

081for our candidates which should also increase our talent pool so we're doing some great things to build up that pool make sure our principals and our building leaders have talent to pick and choose as they move forward thank you Dr Davis thank you for that um I'll ask the board members first if there are any comments questions that they have I'll look to my left am I right Miss Darren I have to ask the elephant in the room question that you know everyone's talking about this fall is teacher vacancies where do we stand as a district right now as a district we ran our numbers well it's going to be skewed right now because we're leveling but we were at 99 fill rate in the classrooms in elementary school we were very close behind that

082in high schools but we're right now doing our leveling process um but we're we're really set within the buildings excellent thank you yes Miss benavidez I was thinking about recruiting within when you talked about the 18 or 19 year olds wanted to drive a bus maybe you should say who wants to retire at 40. right that's a good way to put it yes ma'am I mean that's everybody wants to do that right thank you your report was great thank you any other comments questions from board members I just want to thank you for the presentation again Dr Davis it's always I think Ben Hardin in this area Recruitment and Retention because as you mentioned there are so many options um without having to pick up and move to to go from one District to another

083so we have a lot of competition um and in this day and age as Mr Eric points out it's you know it's a national news story The the difficulty finding um people to work in schools teachers and and staff and so it's a big Challenge and I appreciate the uh the way that um you guys are thinking out of the box and using technology and and um uh using data to look at why people stay and look at why people go and I think all those things will will serve us well as we move forward so I appreciate Dr Chapman having you here to present this to us tonight and I present you uh and I appreciate you for presenting it so thank you thank you um all right we will move to agenda item

0844E which is core um the fourth quarter report Dr Chapman this is you yes sir thank you so much I want to walk through basically what is the quarterly report I know we have several new board members and this will be one of the first reports that you've seen and so you know let's step back and look at what happened a number of years ago and so on September 9th of 2019 it's been a while the Board of Trustees met and they set some new motto Mission and envisioned for the district and then they set five guiding priorities they took that and then they asked our community of over 60 individuals across our threshold to now develop some guiding objectives for us to move forward in cfbisd and they worked on this for a number

085of months then they came back to the board in February with an initial plan and on April 2nd of 2020 one month after we closed the Board of Trustees then approved what we now know as CV 2030. so that's our strategic plan our 10-year strategic plan as we move forward then we take that document and you hear about this all the time you'll you are constantly hearing about CV 2030 Bond 2018 Bond 2023 Equity plan all of these individuals that work on this or from our community building these plans out together and then everything correlates back to CV 2030. our annual dip which has parents community members Business Leaders staff members on it is all directly correlated back to CV 2030 and so the the key takeaway here is that this was not developed by

086our staff but it was developed by our stakeholders in our community to move forward and we have stayed true to that in turn you have the quarterly report every one of the quarterly reports this is the fourth and final will give an annual report in December to the Board of Trustees those are also always posted on our website every annual report is also posted on the website for our community to see and so just so each person can see this is what each of our cabinet members are putting together to show we are meeting the needs very similar to promises made Promises Kept we are holding ourselves accountable we want our community to see what we're doing but that we're always on One path to move that forward and so you have your quarterly report

087in front of you it's on a thumb drive for you to look at again you'll get your annual report in December as we move forward and the last thing in your thumb drive I think is is very important is the Communications Department put together some talking points for board members so if you get a chance open that again guess what the five guiding objectives are lined out there based on CV 2030 and but it gives you some things to talk about whenever you start sharing those in the community the cabinet's doing the same thing there they know talking points not only their own but they know each Department's talking points as we continue to move forward and celebrate the great things happening in CFB thank you Dr Chapman um board members questions for Dr Chapman

088there's a ghost in the machine okay I see no questions or comments for Dr Chapman Dr Chapman we appreciate the the fourth quarter report and look forward to going through it in more detail um so I see on my agenda there is an option for a recess but we have a relatively short agenda from this point on so is it our if it's all right with the rest of my colleagues up here can we work plow through and skip the break and move to our consent agenda okay so we will do that so we'll move to agenda item number five which is our consent agenda consent oh I'm sorry Miss Hatfield you know what we could take a break and fix that given given that no that's that's exactly the kind of reason that we

089ought to take a quick recess so at this time we'll take a 10 minute recess it is now um 8 15. okay thank you thanks guys it takes a lot to wake me up here it takes a while to wake me up here foreign recorded today foreign another one yeah I guess you got it I mean all right um this meeting the Carrollton Farmers Branch IC Board of Trustees is called back to order at 8 25 pm and as we come back we got past some exciting news during the break we can announce that RL Turner at halftime is leading Diamond Hill by score 48 to nothing so when we uh yeah we get to clap twice tonight so when we finish up here when we adjourn here tonight everybody head over to Standridge and

090and cheer on the team all right um let's move to item number five which is our consent agenda this is a mechanism that the board uses to approve a number of routine items together with a single vote in compliance with the Texas open meetings act the public notice for this meeting includes the list of all consent agenda items and the board has been provided ample information about these items in advance prior to any action taken on the consent agenda board members May request withdrawal of individual items for clarification or discussion board members are there any items to be removed from the consent agenda at this time Miss Benavides okay Miss Benavides has asked for item 5j to be pulled from the consent agenda um whoops uh Mr Bostic um I would like item five Q

091Mr bochick has asked for item 5q to be pulled for individual consideration um are there any additional requests regarding the consent agenda okay if I if there are no other items being removed do I have a motion regarding the consent agenda as amended Mr Eric I move that we approve the consent agenda with the removal of 5j and 5q okay we have a motion uh from hysteric do I have a second I have a second from Miss Brady is there any discussion all those in favor please raise their hand I see seven hands raised so by a vote of seven in favor and zero opposed the motion carries so now we will move to um our next agenda item which is 6a items removed from consent we have two items removed from consent tonight 5j

092and 5q I'll first start with 5j and Ms benavidez do you wish to speak at all about the reason that you asked for that to be removed okay all right um so um is there should we vote on these individually I suppose right that's right okay so is there a motion uh regarding a five J I have a motion for Miss Derek move that we approve item 5j I have a motion from Mr Eric is there a second second from Miss Hatfield is there any discussion on 5j all right all those in favor please raise their hands um okay all those opposed all right with a vote of six in favor zero opposed and one abstention um item five J uh carries uh then we'll move to item 5q Mr Bacha um I just won't

093be taking action on this item okay um so do we have a motion on 5q Ms Derek I move that we approve item 5q as presented okay we have a motion for Mr Eric is there a second see a second for Miss Brady is there any discussion all right all those in favor uh please show by raising their hand I see all those opposed motion or by a vote of six in favor zero opposed and one abstention item five Q carries so we will now move to agenda six agenda item 6B which is considered approved purchase of security bus camera system Mr Hill this is your turn to step to the podium thank you very much Dr Black and Dr Chapman this is a new high-end 4K video camera system that we will install on

094every single bus we do have three different systems right now we have a very old system that we inherited from Dallas County Schools we have another system that was put in a few years ago and then we have another system that was put in several years ago trying to make it better from the old Dallas County Schools uh this does a couple of things for us number one it is a protection for the kids this new system is a 4k camera there are six cameras five cameras inside the bus and you will be able to see down inside every seat so a lot of times in the past when we had a camera system you could see the top of the seat or you could see the back of the seat but you couldn't see

095what was taking place such for like graffiti or vandalism or if they have a vape or if there's something going on so this is a much uh more advanced technology you know how technology is about every two or three years it like rewrites itself well this is the latest and greatest as far as uh rewriting we also have three cameras outside the bus this is also a protection for the children we'll be able to see in front of the bus in the rear of the bus should we be hit or there's something that takes place we also have one going down the side of the bus where the child gets off so that we would be able to see what is going on this has a dashboard we can look in live on any bus

096at any time anywhere not just in the district but we can look in it runs through a cellular process and the district has received a grant that we're also putting Wi-Fi on the buses and they will tag team together so we have like double coverage as far as being able to see that the second thing it does for us which I know it's hard to believe but every now and then we get a complaint that one of our buses has done something wrong or the bus driver we had one the other day this is a wonderful I love calling people back on video calls because I'll give a I know we've been here a while can I give a 30 second story I had a gentleman that called and said that his kid did not

097want to ride the bus he was scared because he didn't want to get on the bus I said well let me check it out so I checked it out asked the driver pulled the video and sure enough the kid had a right to be scared to drive her the bus driver had slammed on the brakes going through an intersection but the reason he did was because a sports car did not stop and was doing about 60 miles an hour and if he hadn't slammed on the brakes the bus would have been T-boned it was wonderful to call that parent back and say you're right sir your son probably has a right to be scared but here's why we were able to pull the video and then it went from a bad call to well thank

098you and will you tell the bus driver thank you and thank you for doing a great job so the camera system really helps out in those areas and sad to say it's also a great liability protection for us because now we'll be able to see completely around the entire bus anywhere Mr Hill thank you uh board members do you have questions comments okay I see none um so um is there a motion regarding this item uh Miss Hatfield I move that we approve first presented okay we have a motion from Miss Hatfield do I have a second I have a second from Miss benavidez um is there any discussion hearing none seeing none um I'll ask for a vote all those in favor please raise their hand see seven hands raised um so by a

099vote of seven in favor zero opposed the motion carries thank you so we will move now to agenda item number seven which is comments from board members regarding posted agenda items board members do you have any comments that you wish to make at this time related to our posted agenda from the evening okay hearing none and seeing none um we will move to agenda item eight uh ladies and gentlemen we've reached the end of the agenda and we are adjourned at 8 34 pm
