the special meeting of the Kind School District to order. Let the record show that a corpor is present. This meeting has been duly called and the notice this meeting has been posted in accordance with Texas Open Meetings Act Texas Government Code Chapter 551. >> first item on the agenda is the Conley ISD financial and rating system of Texas hearing. This is a report only and I have asked Mr. Timmons to come present um as far as the report received on our financial help for the district. >> So um I appreciate uh the opportunity to speak to you all yet again. Um I'll just skip ahead so we can just you know get to the great news first. Out of 100 possible points that tea will let you uh earn uh we earned 100 possible points.

heard. So my plan is not to delay this hearing since there's not much for us to discuss. Uh other than that uh the first rating is uh it it is by law something that we are required to uh submit our annual audit reports for. Um it is exactly that. It's an integrity rating [snorts] system of Texas. It's a it's an opportunity for your taxpayers and your stakeholders to know if uh are operating your district in a way that that is financially sound one and two follows practices that are required. So, um I always give the caveat that uh it's it's an interesting thing if you ever see on the first reading. I try to do a good job of informing y'all of changes as they come throughout the year. Um you're in the 2025 2026

school year. Uh you're getting the first rating. Oh, by the way, I have copies if anybody is just desperate uh to something to read or to put you to sleep tonight. Um there are stack of them right there on the corner if you're very if you're interested. Um but you're in the 2526 school year. This first rating is for 2024 2025 and it's based on the audit from our 2023 2024 data. And so I always like to like if you saw something in here and you were like, "Oh man, that's not good." And and this was the meeting when you discovered it in the first training, like we would probably be in trouble because that means two years ago you were headed for the ditch. >> Correct. [clears throat] >> You probably hit the tree

since then or whatever, >> whatever you'd like to say. So >> rating is superior achievement. That is their verbiage. Superior achievement. >> Yes. And I don't I don't know all the others. Um I don't >> [snorts] >> Well, I'm be careful of what I say. It's on here. >> I've never had a not a except for uh one time. >> So, some standard achievement is an F. >> That was not here. Well, [laughter] >> you know, at Conley, we're shooting for A's. We're shooting for A's in the classroom, in the business department. >> That's correct. >> Um, let me see. So, 100. I do um I like to mention that the first four there are things where it's ceiling indicators and then it's actual data points that they pull. I like to uh mention the

ceiling indicators uh because it means that we did our job right, not just the finances were right. Uh and you know, as you can imagine, even if you're a CB or or even an F district uh on this first rating business department and the business office, it's hard work. And so, uh, Jennifer Moss and Lisa Phillips who work with, uh, me every day, work really, really hard to make sure that data is input correctly and that transactions happen accurately and on time. Uh, and so the first four indicators, we won't go through all of them, but it's essentially you either get yes or they cap, like how high, how many points you can earn. And so the first four are just did you get your uh, did you get your audit done in time and

turned into PDA? Yes. Um, did you get an unmodified opinion? If you remember, a modified opinion means they found something and it's not great. Unmodified is the one you want. Yes, we earned that as well. Finally, did we pay all our debt? Yes. And then the last one, and this is one of those where again it really is a nod to the staff here at Connley. Uh, did you make all your payments on time? Did you pay TRS on time? Did you pay Texas Workforce Commission? Did you pay the IRS? and all those uh acronyms that we love to pay money to. Uh and yes, we did that and we have every year since I've been here, but specifically for 23 24, we did all those things on time. Again, nothing really talked about other

than I just wanted an opportunity to brag on that group of people. Those really, really work hard. >> Great job. Um, one of the other things I like to mention just as a financial soundness and it's really hard to see from back there and we're not going to read the whole thing, but essentially there are two indicators and it's they're built around how much cash do you have on hand financially. Are are you healthy? Are you running out of money? Um, the indicator for both of these is you uh I believe on indicator I think that's six. Apologies I have labeled better. Mr. Donaldson makes fun of me every year when I use my white background PowerPoint, but you know, it's it's school finance. It's not going to be exciting, right? Uh I believe on

seven you had to have um you had to at least uh 60 days and we had 163 days of cash on hand. Um oh, it's the same slide on both TVs. And then in this case, you had to have more than 60 and we had that 163 again. So again, this was two years ago. We know that we've had some things since then. We still are above 60 days. uh assuming that two years from today the first rating uh equations and and uh requirements don't change, we should still be sitting in a good place financially uh at least when it comes to the first trading. Um again, that notion though of because it [snorts] was good two years ago doesn't mean that you're still uh in the middle of the road. We've had discussions uh

of how best we could provide education to our kids here at Connelly while also optimizing um those funds that our taxpayers pay us. And so I I still think that we uh continue to move forward with plans that we've discussed. Uh but it is nice to know that um for the rating system for this year we're moving in the right direction. So, um, we when I got here, the first year I got here, that was Mr. Slater's uh, in that business department's hard work. We were 100. The next year we were a 98. And so now we're back up to 100. And I I don't foresee us um I don't foresee anything in the near future [snorts] uh, degrading that at all. So, um, there are a couple other things that, you know, [snorts] all

of this information, like I said, it's available here on the desk. If you, if you heard that and thought, "Oh my gosh, I got to hear more of that." It's right there. Uh, the other disclosures and disclaimers are available if you want them. Um, things like in some school districts, they don't post their uh, superintendent contract online. We post ours online. So we try to be as transparent with people and taxpayers funds as we can. If there's any questions or thoughts, I'll be happy to any questions. Any motion to adjourn? >> Uh Dana Reigns made the motion and Heather Johnston seconded to adjourn. 623. >> Miss Dian Davis. >> Yes. >> Miss Heather Johnson. >> I Carter. Miss Kathy Cooker. >> Hi. >> Mr. Danny R. >> All voting for. Motion carries. Thank y'all so

much.
