school district to order. Let the record show that a corporate board members is present. This meeting has been duly called and the notices meetings and posted in accordance with Texas open meetings act code chapter 55 item. >> First item for our special meeting is to review of the proposed Connley Early Childhood and Connley Primary School turnaround action plans for implementation. Miss Bernett. Yes, ma'am. Seems like almost every month we have one of these. The state law just uh mentions that we have to let everyone know we're creating one and then hey, we've created one. You'll look at it. But these are the same plans we talked about a couple of months ago where we don't need them quite yet. Um should we not improve in our scores this school year, then they'll go into effect

next school year. Um TA since June when we submitted the turnaround plans for elementary and junior high has has change the process. And so these are a little bit different. It's the same concepts. They're just asking for different information. Um, which I think really kind of tells us where TEA is focusing kind of their energy and some of the questions that they're not now asking. So you have a copy of this in front of you. I want to review that this is for Colin Primary and Conley Early Childhood Center, but the Early Childhood Center is only pulled into this because it is a feeder campus for that primary campus. Um, I've included the early childhood cent's data on your uh report and we ended the year with in the 60th uh reading achievement average for

kindergarten math and where did the map go? 69th for math. Um our growth in math was in the 73rd percentile and reading was in the 59th percentile. So we feel like we are we are very strong right now at the early childhood center and um I know that the bowling and her team plan to improve those numbers even more this year. So that campus is in good shape. We just need to maintain and continue to grow those students. So the first thing as part of this turnaround plan for the primary is campuswide goals. They've asked us to set goals for our uh English language arts on the STAR test, our math on the STAR test, and then our component scores in domain three. Now, when we talk about the primary campus, what we talked about

last month is that all we have is third grade. And so, we're setting these goals, but it's really just for one of the three grades on that campus. Um, and so currently, this last year in RLA, we scored at the 36% Um, and our goal for this next year is 46% in math. And these are the kids who meet. So, not approach. That's been a confusion on the vocabulary is approaches. The kids pass, but really they're not on grade level. We've got to get to that meets. Um, our math performance last year was 18% meets and we need to get that to 49%. Um both of those are a little bit higher than what we have set previously because typically you use a formula that closes the gap and gets you closer. However, both of

these were set on the uh domain three minimum rates. And so I felt like for our turnaround plan, we need to go ahead and set those goals at those levels component points. So that's where I included this fun domain three packet for you. Just to remind you what domain three is. It's the most complicated part of the accountability system. You've got domain one which is just academic progress or achievement. Domain two which is growth. And so the primary campus doesn't see a lot of that. And then domain three which is closing the gaps. And so TA wants us to set our component point campus goals for academic achievement, growth status, which they won't have, ELP status, and then student success status. So if you look at that first page, it shows you our calculations from

this last school year. Um on the academic achievement, we had eight of those 32 points. And if you turn the page, it'll tell you where those points come from. So TA has set levels. If you look at I think so everyone can look at it. TEA has set these levels and so this is where I got the numbers for the goals for RLA and math. Um they have set these as the targets. If we hit that target then we get a two. If we grow towards that target, grow from previous year and but don't quite get to it, we get a one. And then if we get to the next target or the long-term target, so if we got this 73% right here, we would have gotten three points. So it breaks it up on

the all student percentages, African-American, Hispanic, and then high focus, which is a combination of economically disadvantaged, some of our mobility rates, and it these change every year. It looks like next year we're going to be ranked on these same uh different subplops. And so you can see like on the African-American RLA um the target was 34%. We got 31%. But the previous year we had 20%. So we got two points because we showed enough growth. But we didn't quite hit that target. So we don't get the three points. Four points for the longer goal. Did I say that wrong while ago? So the total possible points for this first part is 32 points. And last year we received eight points. So this year we're setting that goal at 12 points. We don't have a growth

status for the next section. So then we go down to the ELF status. So your next one is all NA because there's no growth in third grade. But at the bottom of page three of seven, it says progress progress in achieving English language proficiency. And you can see we got zero of the four possible points in this group. And so our goal for this next year is to get two of that possible four points. And then the next section which is school n where is the next did I miss it student success right here. Student success student achievement domain. The possible points is 16. This year we earned five. And this next year we're aiming for 10. So if we hit these goals, this is the points that it would give us. And once you

wait it and get the component um cut scores and everything, then it would add up to 45 for a closing the gap score, which would be a 74, which is a C. So those are the target goals that we're going to put in our turnaround plan for the primary campus. Does anybody have any questions over that? Okay, that's the most complicated part of this whole thing. Okay, so the the rest you've heard many times. Our school improvement strategy, they changed the wording, but our overall school improvement strategy is intensive curriculum and instruction improvements. We are going to do those through the strong foundations implementation grant, the last 03 that we received, and our ESF focus support grant for 24 through 26. Both of those are our blue bonnet curriculums, our high quality instructional materials, and

all of our till work, our uh Texas instructional leadership, which is our data driven instruction, our ops feedback, and our school cultures and routines. This school year, we will apply for the Lyft and the Lyft PLC support grants, which also would should support us in that work should we be awarded those. Region 12 is the organization that is working with us to build capacity in these areas. And then I have to list roles of district staff responsible for this capacity building. And so that is myself and Dr. Hancock um who are both responsible for overseeing those initiatives. The curriculum and instruction that we'll use on these campuses and this does include early childhood starting in kindergarten is blue bonnet rla and math. The required instructional minutes are 120 minutes a day for RLA and 60

minutes for math. That's more RLA because it also includes those foundational skills which is phonics and handwriting and uh not just the reading comprehension. And then it specifically asks the number of instructional days in our calendar which is 167. And had it not been 165, we would have had to write a plan as to how we were going to get it or surpass 165 for future years. So that thank you for taking care of that. So we didn't have to answer those questions. Um our assessment plan is every time they take a mid-m module or module assessment in math and every time they take a unit assessment in RLA we are doing data meetings. Um we are taking those assessments via Edaporia so that we can look at the data and analyze it following each

assessment and then each campus is also going to participate in the TEA interim assessments. Uh those will take place in November. We automatically get those results and they're supposed to be a predictor of how our students will perform in May. TA gets those results and we get those results immediately. So, we'll be taking those in November. We currently have daily PLC's or collaboratives um on primary campus. We have weekly ones on the early childhood campus. They are organized by grade level and facilitated by the instructional coach. you will always see the teachers and instructional coach and often you'll see an administrator in those PLC's also and the protocol that is used is the Texas lesson study um which is a part of a different grant that we are a member of as far as capacity

building region 12 is handling a lot of our training um most of our teachers and leaders have all been trained in strong foundations and the Texas instructional leadership program teachers with less than two years in their role will receive a mentor from the district and specially designed PD um to address any of their needs. We will continue to use the observation feedback protocol to evaluate teachers and assign interventions. And then our special program special education director, EB specialist, and NTSS coordinator will all make sure that our staff is highly trained in all of the different areas that our students may need. As far as milestones, the district team will utilize milestones and metrics from those different grant programs as well as the recently developed strategic leadership plan which I believe uh Miss Balberg's going to

go over this evening. Uh we will hold meetings weekly which we have already started doing to review and address that data and then I also will analyze the milestones and metrics taking the information to the superintendent and the team. We'll collect all of that data through edgeoria and then the tap progress will be analyzed at each data meeting with the staff as well as at each leadership meeting and board meeting throughout the year. So the next steps is should this be approved tonight then I will submit it to tea the division of school improvement and that's it. Does anybody have any questions? Thank you. >> Motion to 6:47 on the floor. Any further discussion? Hearing none. Now voting for appropriate time. Oh, sorry. >> Miss Davis. >> Yes or no? I Heather Johnson. >> Hi

Lowry. >> Hi >> Kathy Coker. Hi. >> Stephen Carter. Hi. >> All voting for motion carries. Thank you all. We shall return three more.
