This is our accountability uh that the state has for our finances for us. Uh of course Ken ISD is proud to report a score of 98 out of 100. Uh this is an increase of two points compared to last year's score. Couple things on uh on the report uh to note. So I'm just going to go through just a couple of the indicators. Um so for example uh number one quite simple was everything submitted to tea on time our audit from last year reminder this lags so this is based off our last published audit which is our 2324 finances. Okay. Uh number two was there an unmmonified opinion? Was there anything bad in
002our audit? Um no. So we're good to go there. Three, payment terms of all debt agreements at fiscal year end. Were we in compliance? This is a great thing. Yes, we were. Um, did we make timely payments to TRS? That's number four. Uh, Texas Workforce Commission, the IRS. Yes, we did. If you go to the next page, number six, was the average change uh in the fund balances over three years less than a 25% uh decrease? Uh no. Uh number seven is where we went up compared to last year. So was the number of days of cash on hand and current investments in the general fund for the school district sufficient to cover operating expenditures? Uh, and we scored a higher score. We got the perfect score on that one. Let's see. Uh, number eight.
003And, uh, number eight was the measure of current assets to current liabilities. So, you see they're they're checking all of our debt. Do we have um, you know, just ratios that uh, are unhealthy? Uh, if you go down to number 11, this is the same indicator. They knocked us for a couple points last year. So what is the ratio of long-term liabilities to total assets for the school district sufficient to support long-term solveny? So our debt versus all the assets we claim uh ratios uh I forget what the scoring is but basically they took four points off uh in reference to the bond coming. This actually we were talking later after cabinet today. This actually may may get better for us because our assets uh are going to be much higher and so that that
004calculation is something we can play with. We won't see it show up for about 2 years though uh because this lag so far behind. Let's see. Number 12 is interesting. was the correlation between future debt requirements and the district's assessed property value perfect score. And then there's a couple things 14 15 16 or about 8A student uh enrollment decline or or the and the did the school district not have a 15% decline in the student to staff ratio over three years? We're good on that. Uh PES data. So, but basically every indicator uh perfect um except for that one that I mentioned earlier. >> I have a question real fast. >> Um number 15, >> it's a five. 009seasons have officially begun and but I do want to shout out two programs who have made great strides in the last few years. Our Coryana Tiger band advanced to area for the second straight year and we are thrilled with the direction of the program. Also, after three straight seasons of two or fewer losses, two or fewer losses, our football team went five and five this year and played for a playoff spot the last week of the season, something we had not done since 2019. Uh, first of all, prompted new language at meeting place and time indicating that board meetings must be held outside of typical work hours. uh that language um has been adjusted or reflected house bill 1522 and then also that Senate bill 413 now requires roll call voting. So the language at record votes has been uh revised accordingly. So starting in December you will either uh President Farmer will either have each one of you just raise your hands or you will say yay or nay individually. So, those are the changes in BE. And then in BEED, board meetings, public participation, uh, recommended revisions comply with Senate Bill 12, requiring that public comment occur at the beginning of our board meetings, which we currently do as

In CJ, contracted services recommended new provisions reflect that contractors may not engage in or assign instructional activities prohibited by law or diversity, equity, and inclusion. duties under SB12 and violations will result in termination of the contract. CJ8, contracted services, background checks and required reporting. That subtopic name is just being adjusted from uh adjusted to background checks and required reporting to to now describe the contents of uh the legal framework of the code. It's a lot uh SLE building grounds and equipment management required displays. That subtopic name has also been adjusted to required displays to to more accurately describe the contents of the legal framework. CQB, technology resources, cyber security uh recommended revisions comply with House Bill 150, which moves cyber security training requirements from the Department of Information Resources to the Texas Cyber Command
013and includes details about notifications for cyber security incidents in additional in addition to security breaches. CQD technology resources artificial intelligence. The new recommended policy addresses artificial intelligence training requirements based on House Bill 150 and House Bill 15000 as well as the use of AI by district employees and students. CSA facility standards safety and security. Senate Bill 8 from the second special session prompted the inclusion of a section on designation and use of private spaces. So the superintendent is directed to designate private spaces in accordance with the law and develop regulations to ensure compliance. CV facilities construction. The competitive competitive purchas purchasing threshold established in the law is changed from 50,000 to 100,000 as reflected in CH legal. This language at construction uh contracts is recommended for revision to refer to the legal threshold rather than
014the specific dollar amount. DBD employment requirements and restrictions conflict of interest. A new recommended section of personal services performed by an administrator includes language relating to administrator work from House Bill 3372. DEEC compensation and benefit leaves and absences. House Bill 2 prompted recommended revisions to include daily rate of pay under the definition section as well as section regarding concurrent use of paid leave during um family medical leave for classroom teachers. DFBB term contract non-renewal based on Senate Bill 12 engaging or assigning diversity, equity, and inclusion duties as well as instructional activities prohibited by law are recommended for inclusion in the list of reasons a term contract employee may be non-renewed. DGBA personnel management relations employee complaints and grievances. We recommend that this be revised which includes revisions prompted by the uh Senate Bill 12 DH
015employee standards of conduct. The rec recommended revision to the text of weapons prohibited exceptions reflect changes under Senate Bill 706 regarding a handgun license from another state. sections on prohibited classroom instruction or activities. Prohibited diversity, equity, and inclusion duties and social transitioning are recommended for inclusion uh in pursuant to Senate Bill 12. Uh EP, instructional arrangements, lesson plans. There is a new local policy that includes uh recommended language from Senate Bill 12 on instructional plans and course syllabus. EFA, instructional resources, instructional materials. In accordance with Senate Bill 12, a section on parental request for instructional material review is recommended for inclusion. This policy requires the superintendent to develop administrative regulations to ensure that parents or guardians can request review of instructional materials. EHBF, special education video audio monitoring. The enclosed revisions are recommended to update
016language regarding special education classrooms in accordance with House Bill 2 and to update the time frame for reported suspected misconduct or child abuse as required by Senate Bill 571. Sorry guys, this is long. uh EIA, academic achievement, grading progress reports to parents. Uh require Senate Bill 12 requirement that each parent of a student should be afforded the opportunity for at least two in-person parent conferences with the student's teacher per year. FA parent respons rights and responsibility. This new local policy is for inclusion in the district's manual to address the Senate B12 requirements to establish a parent portal on the district's website through which parents may submit comments to administrators or the board. FEF attendance release time. The local policy is recommended for inclusion in the district's manual to reflect Senate Bill 1049 requirements regarding release
017time courses. FFAC, wellness and health services medical treatment. A recommended revision at medication provided by parent has been made due to Senate Bill 920, which now allows school employees, including nurses, to administer non-prescription medication in accordance with legal requirements. FFB, student welfare crisis intervention, as required by House Bill 2, a provision is recommended for inclusion addressing the required notification that must be provided to teaching staff when a threat is made against the campus. FFF, Student Welfare, Student Safety. House Bill Two prompted recommended revisions to this local policy require regarding notifying a parent of a student with whom an employee or service provider is alleged to have engaged in misconduct. FFG, student welfare, child abuse, and neglect. A change at reporting child abuse or neglect reflects that Senate Bill 571 requires reporting within 24 hours a
018learning of the facts give giving rise to suspicion of abuse or neglect of a child. The revision is to uh at making a report also comes with Senate bill 571 FNG student rights and responsibilities student and parent complaint grievances. Uh there's a revision to the student and parent complaint policies to reflect requirements in Senate Bill 12. FO student discipline. Minor edits are recommended to the language regarding video and audio audio monitoring so that such monitoring permissive and clarify what should happen when video and audio recording equipment is in use. GF public complaints. Uh we recommend the consideration of the revised public complaint policy uh which would be applicable to Senate Bill 12. And lastly, GKA, community relations conduct on school premises. Language regarding handguns is recommended for a revision due to Senate Bill 706. So,
