We welcome everyone to this January 20th, 2025 meeting of the course board of trustees. This is regular board meeting and all items that will be discussed have been duty posted. While this is a meeting in public, it is not a meeting of the public. The vote the board's role is to set goals approve personnel and budgets, make policy and provide oversight. We are not here to manage or solve individual problems. Management is responsibility of the superintendent. As a board, we believe that we must educate every child, provide every child a grace opportunity to learn, maintain a safe and secure environment mentally, physically, emotionally, and academically. These are our core values. We appreciate your interest in the students of CISD. We have a quorum and Melissa will be a little late and so the next Do

we have Yes. >> Yes sir. >> All right. The next thing is the uh approve the award C. >> Good evening. Thank you for having us today. It was nice to meet everyone while I go. I'm Scott Non with Friends Consulting Group. Also with me is Ken Reese of Friends Consulting Group. Just want to quickly go over a little bit about our company and then get into the Seymour and what we've done. So um the friends consulting group was formed in 2020 by groups of administrators that have been in school business, done construction and done those types of things and have a number of years put together and so we can actually help with schools and come in and help them and let them do their day job while we help construction and then get

everything done on a uh timely basis and under budget. And so we've been very successful with that. I'm not going to read all these, but this is kind of our mission where we started. What we do is a bond program. We'll help from everything from planning uh design all the way through uh going through the construction, being construction, all the meetings and working with pays and everything all involved. The way we're going to break it up is Ken is going to be handling construction side. I'm going to be working on the contracting, finance, and that type that area. But together, we'll both work in all areas. So, that's kind of what we're here to help. Uh, this is a few of our other clients we have currently going. I'll note Birdville, we've been there for

the last bond issue and we're starting the next bond issue with them. So, they're getting ready to do a $400 million bond and so we're going to be staying there with them. We have uh we've done elementary schools, middle schools, high schools, a lot of high school major high school projects. Uh, as you said, we're going to have one here. So, we've been been through that. This is our contact information uh with Ken or myself and anytime anybody needs to get in touch with Stephanie or anyone that we're certainly here to help and be a good good customer care for you guys as well as make sure everything's done properly and in time under budget. So um let's talk about the Seymour [laughter] started uh did a RFP um before I got on board working

with attorneys put together an RFP which is very uh common RFPs went out and with the RFP we came we had 11 proposals that were brought in on December 18th and with those proposals we went through and you can see the different information, all the criteria we use to judge those from everything from general firm information all the way down to cost and give them a point value to make sure we're getting quality also and and a good price for you guys. So, when you look at it on the next one, you can see how we everyone graded out and uh there's some really great firms that out of the 11, there's some really good firms, the top firm um being BWC Education Group. um it was one of the top firms and also uh

in looking at that they had a great background. Uh I know personally I've worked with them in two other districts and they've done a great job on time on budget and uh they do a good job of budgeting and so u I I have no no issue at all of recommending them. If you look at their top score they were the top score they had 2.4 billion in K12 construction. They've had an exc they got an excellent reputation in the industry. They're really a uh a moving firm the construction industry and the um reputation they have out in the industry. You can see some great you see a lot of great things when they send in some really nice packets, but what you really know is how they're doing out in the construction industry and

they are a great a what's going on out there now. They got experienced personnel and as I said and friends consulting group have both worked with them and so with that um we're here to recommend them and I think on top of that one of the owners lives here in course of Canada as well which is great because we know how to track them down if you need it but they're a good group. They're here. I think you've met everyone and I don't want to take a lot of your time. I just want to kind of give you a quick update and I'd like to answer any questions if you have them about them. But I would I would tell you the RFP that we did complied with all the state purchasing guidelines and everything

is in compliance. >> I move to approve the award of the construction manager at risk CM to BWC Education Group. We have a motion and second to approve the award of the construction advantage risk CM to BWC education group. All in favor say I. >> I can use the button. Uh uh those opposed no. The motion passes to approve the award structure manager risk CM to DWC education group. >> Thank you very much. I just want to say how excited I am to work with uh BWC, of course, Dr. Nevin and Ken. I think this is going to be a great three to five years working together. >> All right. The next thing is a resolution supporting the Corser County School District active attack response equipment grant. Stephanie, >> uh this is a resolution supporting

uh the Corsa County ISD active attack response grant. This is um the body gear, right, Scott? >> No, that's the shields. >> Oh, it's the shields. I'm sorry. So, this is for our grant for the shields that we have to have a resolution for this grant that he's received for our uh shields for our officers. I move that we approve the resolution supporting the CISD active attack response equipment grant from the office of the governor from September 1st, 2026 to August 31st, 2027. >> Second. >> We have a motion and second to approve the resolutions for the CIC active attack response equipment grant from the office of the governor from September 1st, 2026 August 31st, 2027. All in favor say I. Those opposed say no. Motion passes presented. Thank you. >> Okay. The next thing

for technology divides. >> Good evening. >> All right. Uh board president, Mrs. House, serious members of the board, thank you for allowing me to present this action to you tonight. This evening, I'm seeking the board's approval to purchase and establish a five-year device replacement cycle for all of our teaching and also our non-eing positions. Um, very similar to the student laptop fleet that we were able to refresh last school year, the majority of the devices that are in classrooms today are six years old and because of where they are in their lifespan, we're having a lot of internal components fail. So, a lot of hard drives, motherboard, sticks of RAM, uh, batteries at this point are completely depleted. um they've got maybe 5 to 10 minutes of run time if they're not directly plugged in.

Um and even according to Dell specifically with these model machines, they are considered end of life and end of support. And so we'll no longer be able to purchase any parts from Dell. Uh receive any hardware updates, software updates. Uh these machines have just, you know, they've done what they need to do and they have reached uh the end of their life. Um ultimately just no longer serving as a as an effective teaching tool. Um, and so, uh, with that, I, uh, to keep our teachers at the forefront of technology and to ensure that they always have up-to-date in working condition devices, I propose that the district establish a 5-year device replacement cycle that effectively replaces all the devices for teaching and non-eing positions uh, every 5 years. Uh, we would execute this project with

local banking national through a CD back loan. And I have to give a big shout out to uh, Sean and Jeremy. We have been working with them since August. We knew this was going to be a really big project. We had to get across the finish line the school year and uh working with them. We've done a lot of due diligence and cost analysis and we landed uh a CDback loan would be ultimately um financially in the best interest of the school district. Um so, thank you gentlemen. I appreciate all the hard work and collaboration. Um, and then lastly, the annual uh payment for this project is currently budgeted locally in the technology budget. And um, that's all I've got. So, I'm happy to answer any questions for the board. And if not, that this

is an action item. >> Is this um to replace all the devices once a year at one time or is this over the five years? >> So, we will we will swap all 639 devices in one year. >> So, all of our staff and teachers will have brand new machines. uh we will support those machines over the course of that life cycle for the five years and then on that year five we'll purchase and swap again. >> So we are purchasing instead of leasing. >> Yes ma'am. So we will actually own these machines which enables us uh to sell these back and so doing some depreciation over the next 5 years. We're guesstimating that we could recycle or sell them for maybe $50 to $75. >> Okay. >> And so that's that helped us kind

of land with the CD back loan with that having that additional return. >> And then every year we put like a fifth of the money back to purchase. >> Yes, sir. That's that's exactly what we were talking about is we could potentially have a long-term plan where we could just purchase these things and not have to rely on loans or something along those lines. It would be a long road to get there, but us, you know, collaborating and and being able to just come up with that game plan is, you know, half the battle. And we'll be using Ver Bank just so everyone knows what that looks like. >> And they but they're carrying like warranties and stuff on them. >> Yes sir. They they will have a 5year warranty. >> 5 year warranty. >>

Yeah. And same circumstances with our student machines if something breaks with them because of our technicians or Dell certified techs. Dell will reimburse us for the labor cost of swapping out that board or that screen or you know whatever it may be. All right. I move to approve the purchase for the staff device replacement cycle. >> Second. >> We have a motion and a second to approve the purchase of the staff device. All those in favor say I. >> I say no. Motion passes and presented. >> Thank you guys. U we will now journ to close sessions per Texas government code section 551-1. Thank y'all. [clears throat]
