Uh, and uh although it's not we're not going to build a new wing at a school off of it, it's it's a little dab in in the right direction. Uh, this was from a resale property. So, this is one that was struck off. It did not originally sell
at tax sale. uh and then we subsequently put it up at a at a later sale and it's sold. So, we get to distribute those excess proceeds immediately. We don't have to wait the two years on those truck offs. Uh so, tonight I've got a check uh in the amount of $2,53.37. Thank you. The next thing is an order of election statement. >> So tonight um we are requesting to order the election to be held on May 2nd, 2026 for board of trustee places one and two. >> I move that we approve the order of election for CID board of trustees places one and two to be held on May 2nd, 2026. >> Second. We have a motion and second to approve the order of election for CISD board of trustees place one and two

The motion passes to approve the order of the election for CD board of trustees place one and two to be held on May 2nd, 2026. The next thing is consider and discuss and take possible action to adopt a resolution authorizing superintendent to negotiate and executing the contract to purchase the real property scraped approximately 12.977 acres located 3601 West Highway 31 uh highway 22 excuse me canon county fair central prison district ID number 45560 >> uh we've had um an awesome opportunity to potentially purchase a piece of property next to the high school on Highway 22 that would connect to our current property at Porsche County High School and to potentially uh change our
plans and move our a building to that property versus where we had scheduled it to be um next to the old property currently. Now, um so what I'm asking is for you to consider um action to adopt a resolution authorizing uh the superintendent to negotiate and execute a contract to purchase the property on Highway 22. Thank you, >> Mr. President. I move the board adopt a resolution authorizing the superintendent to negotiate an executed contract to purchase to real properties approximately 12.977 west county district number 455. >> Second. We have a motion and a second to approve the approve the adopt a resolution authorizing superintendent negotiate and execute a contract to purchase the real property described as approximately 12.977 acres located at 3601 West State Highway 22 Corsa Dea County de ID number 45560. All those
in favor say I. I. All the post say no. The motion passes presented. Thank you. Next, the next thing to delegate Dr. Bart, >> Mr. President, Mr. Cow, members of the board. So, thank you for letting me speak today. Again, I know kind of when I come up, it typically there's a lot of like data kind of thrown at you and so hey, no different this time, right? Like, let's look at some data for attendance. Um, but if you'll remember a couple years ago when Miss How kind of came in, um, and just correct me if I'm wrong, but um, one of her biggest missions was we've got to get kids back in classrooms. We've got to get our attendance up. We've got to address these things. So, as a cabinet, everybody came together. Hey,
what do we do? Where are those fine points of that were those pressure points that we can get corrected and see big change and then let's look at those smaller things to really kind of keep it going along the way. And so, last year we started a program called Attent. And you've seen the updates a little bit from last year, but that was kind of our baseline year. So, we didn't really have a whole lot to compare it to because we didn't have the program the year before. Primarily, what we got the program for at the beginning was that we wanted to reduce the lift off of principles. We wanted to really push for attendance but not create more workload for principles and APS because there has to be a balance, right? They're very, very
busy. But we wanted to make sure parents were connected all those different, like I said, pressure points into attendance that we were addressing. again, not creating more lift. This program does that. It kind of creates all of um like our letters, for example, our attendance letters and our communication, that stuff goes out. A principal never even has to worry about it, but it's writing and communicating every night with our student data system. So, it's it's up to date. It's real time. Um and our parents are getting those letters saying, "Hey, hey, your your student missed three days in a four-week period. That's truency. You better come back to school." you know, so that's happening while we were also addressing what's happening in the classroom thanks to our awesome curriculum team of saying, "Hey, you want
to be here anyway, you know, so we were working on both sides, but we really wanted to make sure that we were addressing those needs." This year is pretty exciting because we have the baseline data from last year and now we get to see, okay, is it working? Is it not working? What campuses are using it? Is it are they a lot higher? What we found last year was the campuses that really used the program saw increase in attendance and the campuses that not so much didn't see so much. Um and so when even this year when we went back and forth, okay, is this a program that we need to keep with the district, is it working for us? Is this a smart use of our money? Um thanks to Mr. Buller and and
Mr. Johnson, we actually got it cheaper. They worked a little disc. So it was it was great. Um and we increased our communication. So now we don't just mail out letters. parents are getting text messages, emails at the same time. Um, and then I think you're going to see the the change in the data. So, okay. So, this is an overall look at our attendance. Now, this report is to the end of November. Okay. So, at this time, we kind of run in different cycles. Um, so in two months, we'll meet with them again and pull this kind of that those big looks, those first and second looks, and then we'll do year in two. But but uh and I do have a little bit of data from from December, but but this is kind
of what we're looking at today. So end of November, you can see the days that that were in the school year, the enrollment, etc. But what you really want to look at are those two different columns from last year to this year. So last year our attendance rate 93.7, this year to November, we're looking at 95.6. Two percentage points in attendance is huge as you well know because that also connects to funding. Um we're looking at um full day equivalents, our active students in there. So you might see some small changes if when we pull our ADA reports, but what we're really looking at is our are our kids back in class. Are they generating that funding? It is a part of it, right? I mean, we have to money does kind of make the
world go around and and gets things done. So that is a part of it, but what we really want to see is kids in classes. So 95.6 is is outstanding. And then it breaks it down even to um grade grouping. And so you can see the increases. Um, and in a second you're really gonna see the big jump which is which is our high school. >> Okay. This is >> a quick question. >> Yes. I'm sorry. I'm sorry. >> Um, you said the data was through November. >> It's just through November 19th. >> Okay. Is that for each year or is that just for this last year? >> So it's the full last year and then up from this school year up to that point. So like the next time we get this data, it'll
be the full last year and then all the way to that point. So that's going to be probably March and so we'll see it to March, but we'll just keep comparing whatever. Okay. No, great question. Um, and this is kind of evident of that as well. So you can see that full year from last year, the 2425 in your orange line. And you can see where boy y'all can see like December, January, they're rough. That's where those big spikes come in. Um, and so and it's it's kind of funny to see the line really does kind of match, but you do see that gap. So, we do have better attendance, but we don't have as many absences, but we do still have this same pattern. Um, and so our goal, you saw the if you
look on week 17, you see where last year we had a big increase and this year we had a decrease. That that's great. That means we had less absences. So, the goal is that we keep kind of matching the peaks with valleys. Um, and so when it comes to the 27th week and we have this crazy high spike last year is that we don't have that spike this year that we're able to be a little bit more strategic and then every year we do this we're even more strategic in okay what what is this day like what what did we do this day? Okay. Um so so it will keep kind of to your question it will keep tracking all the way through. Thank you. Okay. Okay. This is by um campus. So you can
kind of see we have an increase on all of our campuses which is outstanding. That is awesome. And hey, who doesn't love a little competition? So we share this with our principles as well. Um and they get a little competitive on who's going to up attendance. But really what I want you to draw your attention to is our high school. Um this has been a strategic effort for them this year. They have an AP that is dedicated to attendance right now. even met with the DA's office at the beginning of the year to say, "Hey, if we do file truency, what does that look like?" We recognize that a lot of times absenteeism does correlate with real life issues, homelessness, um struggling, my my mom's now displaced, whatever it might be. We recognize that's a
that's the truth, especially for a lot of our kids. So, we wouldn't just do truncy for the fun of it. Um but we do want to hold people accountable. So, um so we did that, but you can see those efforts I do you know how many we've had to send to? >> We haven't sent any this year. Okay. >> So, in a minute you'll see our chronic reduction and so what we're really trying to do is really get in touch with those parents. Um but it is nice to have it in your pocket uh to say hey we did all our measures and we will pursue this but we what we really want is for them to be here not for you to go to court and get fined. We want them to be in
class. Yeah. Okay. This is probably my favorite report uh because it lets your brain try to figure out the puzzle. Um this is um our days, okay? And it is colorcoded by our average absenteeism. Okay? So if it's yellow, hey, we're falling in just kind of that normal average range. If we're green, we're below that normal average range. Good day. Everybody's here. If we're red, we have a lot of kids absent. So you can look at them if you and if you notice if you look at those higher reds Thursday night football games kick our tail. >> Yeah. So it's something to kind of think about. Another thing like another trend that we've just kind of been throwing out because uh count you know calendars get built for all different people don't realize like the
intricacies that connect to those calendars. Um but once we have our break our fall break here comes the absenteeism. Like it's kind of like Okay, we had a break. Now I can just go when I want to go. So, it's something to just kind of think about. That trend did match on both years. Um once our our break hit in the weeks following, we're like we we stopped seeing so many green. But our principles actually also got a training on this uh this report specifically this year so that they can look by their campus and say okay why why why are my kids missing every third Tuesday you know and then it's oh we have a problem with maybe it's our coding within our teams that we need to fix or maybe it's oh yeah
because on Mondays we do this and they don't Tuesdays they don't want to come you know whatever it might be and they're able to incentivize those days so like I mentioned Thursday night football games well if Friday maybe is an incentive day if you come then hey angry maybe we can correct some of that and that's something that everybody has been talking about of okay how do we how do we correct these things but it is great data okay this is our summary today what we really just want to see is that our satisfactory and our excellent are much bigger than our chronic or severe chronic that is rated by percentages manageable means hey we're working those interventions there we can correct this chronic and severe chronic is we have a problem we've got to
get ahead of Okay. Um, so this is that's kind of that same those same categories, but just so that you could see last year to this year. So you want to see satisfactory increase, right? So So that is good. Our excellent certainly has has went up. Now a couple people might say, well, but your manageable went down. Well, yeah, because our satisfactory and our excellent went up, right? So that's good stuff. This is by grade level. So this is by So absence is by grade level. Um again you'll see a now I'm going to tell those seniors and their senioris that's a real thing across all the years right we've all been there. Um but you will see that the high school again took those big dips. Our 10th grade last year. Um, one thing
that that has kind of been telling is to not necessarily look at grade by grade like, oh, the ninth graders are better this year, but actually look at the student groups. So, I was a ninth grader last year. I'm a 10th grader this year. What does my attendance look like? That's really what we want to see go down go down because that means we're changing lives, right? Um, and you'll see that that does that does increase. Another thing to look at is our prek. >> Did somebody say prek? when it's cold, when someone's sniffly, when mamas keep little babies home as I bring clickers, they keep little babies home. Um, and we need them here, right? They're here for a reason. And so our we've we've kind of bolstered those efforts as well. Of course,
Mr. Betts is great. And so, uh, prek is simply different this year, which is great. >> Okay. um course by grade and then just kind of that attend average that we want to that they typically see across the nation. So we do kind of follow that line um which which is good. I mean that means that we're kind of on average and we're making making headway. This is chronic. Okay, so this kind of switch think in your brain of okay these are the kiddos that are struggling. These are the ones that they could potentially not gain credit. Um we're looking at potentially holding a kiddo back. um this is the difference made those where lives change or not whether or not you're in school or not. Um and so what we did not want to
see was any positive in our numbers change as an increase right we wanted to see a reduction on every campus every grade level and we have so that's outstanding um of course then you go back to the okay what's the root cause why is this we we of course attribute some of this uh to CK as well right kids want to be here again back to curriculum teachers are happier to be here when they've been trained well and that's been a strategic effort on both sid I point my hands like this because that of course is Dr. Harland, Dr. Farmer. Um, and as you can see, we've had a reduction 45.4% is huge. Um, so that's outstanding. And then that is by school. That is by school. Um, you will see I mean, and I
know the fan is is black. That's okay. They're still negative. There's still a reduction. Okay. I don't know why it changed colors on me. Uh, but but it is significant. Um I will tell you that uh Feton had a pretty strategic effort in in meeting with families. They've closed all of their conferences. Um and that means that if you were chronic, we had a f we had a family meeting. We all came together and said, "Hey, what's going on? Okay, is this resources you need? Why are they absent? What's what's happening here?" Um but you will see the high school again, big reduction rate. Uh but look at Sam Houston. It's outstanding. Okay, we always want to look at different subops of of student groups so that way we can focus efforts. Okay, so this
is uh we just know that culturally sometimes things are a little bit different um or or not and we need to figure out what's going on, right? And so um this is kind of evidence of that. And then this is probably what what I like to look at the most. Um and that's our subtops by kind of some different things going on in your in your life, right? whether or not I'm um economically disadvantaged, whether or not I'm a migrant student, I'm homeless within special ed, um what's going on, why are our students not here? Now, we of course typically it does make sense that we would see higher rates in homelessness. Um but as you can see this year, we are significantly less. Um, and I will tell you that there's been strategic efforts
to really push out our McKenney Vento resources, our wraparound resources with Miss Rogers and getting in touch with families to make sure that they have what they need and their kids are still at school, even if that means that they are now displaced in another city, but they are getting back to Canada because we're we are their home district. Um, you will see a slight increase in migrant students. Um, some of that is because we've also had strategic effort in identifying those students so that they can get their resources this year. So, that does make sense. uh we worried that the the coding maybe last year wasn't completely accurate because we really wanted to identify those kids. Um that is a a difficult proof right because I don't want to get in trouble. Um and
so our big thing is nobody's getting in trouble. We just want to get you the resources so that you can be at school. And then this is just a kind of an equity view. Um same information you saw previously. It's just a kind of a different format. But again that's severe chronic. So that's even more. So this these are our top tier students that we we've got to get in touch with that is all I have for you. If you have any questions, I'm happy to answer them for those kind of low numbers. >> Good numbers, right? I mean it's definitely good trends. Um like I said you had we had one data point that we went oh man. And again it was our our migrant group having increased chronic absenteeism. Everything else is on
a good trajectory. So, we just keep fine-tuning to see what we need to fix. >> Team's done a great job. Uh, Dr. Boer makes sure everyone is trained and she pulls all the reports so that we can talk about those in principal meetings because we are all a little competitive and that kind of helps uh the principles, assistant principles who are over attendance. So, um, everyone's done a really great job to making sure kids are learning. Thank you, Dr. >> Yeah. High achievement scores in the room. >> Thank you. >> The next thing is the CSD police preserve resolution. Excuse me. >> Uh tonight we are asking for uh the board to pass a resolution to authorize Chief Stevens to establish a reserve police officer program. Um which means that we would not exceed 10
reserve officers. uh these reserve officers would be would serve voluntarily work on a part-time basis. Uh but they would also have to follow all the same rules that our police department does now. So TCOL um our CID policy and procedures and then any state and federal guidelines. So they would go have the same background checks, things like that. Uh but this would um help our our police department in the district. Uh we have a few people that are interested in this, one being a doctor. So we're definitely interested in that. So uh we are asking for this resolution be passed tonight. >> I move that we approve the resolution to authorize the chief of police to establish a preserve police officer program. >> Second. >> We have a motion and second to approve the resolution
to authorize the chief of police to establish a preserve police officer program. All those in favor say I. All those oppos say no. The motion passes presented. Next thing agenda. >> Second. >> All we have a motion and a second to approve the consent agenda. All those in favor say I. I. All those post say no. a motion to approve Senate passes. We will journ into close session as amended by Texas government code section 551-1. Thanks everyone.
