We welcome everyone to this March 23rd, 2026 meeting of the course board of trustees. This is a rigor meeting board meeting and all items that we discussed have been duly posted. While this is a meeting of public, it's not a meeting of the public. The board's role to set goals, approve personal personnel budgets, make policy, and provide oversight. We're not here to manage or solve individual problems. Management is a responsibility of the day. As a board, we believe that we must educate every child, provide every child the greatest opportunity to learn, maintain a safe and secure environment, mentally, physically, emotionally, and academically. These are our core values. We appreciate your interest in student success. We have corn and Christian a little late. First thing is >> all right. So we're going to be welcomed with

the San Houston fourth grade team captains. Members are Isaiah Cortez, Bana Bionis, Dylan Ramos, Anami Aguular, and John Carlos Ker. To the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Texas flag. I aliance to the Texas one state and indivisible. >> Thank you. >> Pray with me, please. Lord, thank you for this day. Thank you for this time for us to gather and make decisions on behalf of the school district tonight. Lord, please give us all the strength uh as leaders in this room to make decisions above all for what's best for the students uh that are in this town. And please give give us the strength for all our students to come back healthy from the

break. It's in your son Jesus Christ name we pray together. Amen. The next thing is the do. Okay. The next thing we have is super. >> All right. Good evening. I hope everyone had a great spring break and we are only nine weeks away from graduation. I'm sorry, Mel, but congrats. Uh, this week is youth expo week. As we know, our a department is one of our strongest programs in the district. If you have time, our students would love for you to come out and support them at the barn this week. It's also a big week for CHS athletics. Baseball plays at home on Tuesday and Saturday, and softball is at home on Friday. Also on Friday, we have the Corsa Canana Classic tennis tournament. It's at CHS. And the Bullard Williams relays are scheduled

at Community National Bank and Trust Stadium. On Saturday, our boys powerlifting team competes at the state meet in Abalene. So, go Tigers. Also, our college are headed to the American Dance Drill Team National and International Championships this weekend in Denton. Several teams from Japan are expected to compete as well. They're coming off a tremendous showing and a major competition in Galveston earlier this month. So, good luck to our Calos. Lastly, I have a big shout out for our communications team. Last month, they attended their professional conference, Teespring and Galveastston. At the awards banquet, all six of their entries won either gold or silver awards in Michael Cormos video series on the history of black schools in Chicago won best of category. This is the district's first overall win since the crew has been together. Uh

Raymond had a gold as did and Michael added three silvers. So, thank you guys so much FOR OKAY, the next thing is the consideration call for adoption of SB 11%. >> So, during the 89th legislative session, uh Senate Bill 11 a board has to either create a resolution for a daily prayer time or choose not to adopt that resolution. Um what I'm asking is that we choose not to adopt that resolution due to the fact that we have several local policies and F being one of them. Students rights cover student expression including religious uh beliefs. Um so we have several policies that allow our for voluntary student prayer and religious uh expression. So currently I have a question. So currently um we give a moment of a moment of is it silence or so we

allow that and the kid can pray, they can read scripture, they can do whatever they want every single day of the school day if they choose to. >> If we Yes. And if you if we decided to have a resolution for a certain for daily prayer time, we would have to have consent for students and then staff would also have to have written consent and the campus have to keep up with that consent where now they already have that time where they have the time of silence in the morning and then if I choose to pray any point of the day I have that right and so um they're allowed to even if they want to bring their own Bible system and have their personal bonus I think I've seen that before where some students

have been just >> yes >> if if we had this resolution that it be a certain time of the day during non-instructional time. Uh, of course, we have to keep up with who signed that consent, who did not sign that consent. Um, also there is a group of, uh, pastors in the state of Texas that have sent all the superintendent a letter asking us not to this resolution that you're basically taking their student. >> Would we by any chance have to add minutes to our day if this were to be implemented? >> We would have to do it during a lunch or recess, something like that. Okay. Which during lunch or recess do they do prayer than anybody's supposed to do the right? >> So this is not taking away any rights. Correct. >> Okay.

I make a motion to not adopt a resolution pertaining to SP11 for daily period of prayer and reading of the Bible or other religious text. We have a motion to knock off a resolution pertaining to SP 11 for the David period of prayer and reading of the Bible for the religious text. All those in favor say I. All say no. The motion passes do not adopt the translation pertain to SP 11 for prayer Bible. Uh the next item by Dr. Dr. >> Good evening Miss How uh President Farmer members of the board. So annually our school systems have to certify that the state board of education are certified to the state board of education and tea that students have access to materials that cover 100% of fatigues um for all subjects that are required and

then we also have to certify compliance with the children's internet protection act um that protects students from obscene or harmful content. Um, completing the certification process will require will allow us to regain access to our EMAT funds, which is how we the funds that we use to pay for our curriculum materials. They close that every month the end of March and it reopens again in May. So, getting a board approval gives us again allows us to regain access to those funds. Um, and so we are going to confirm I'll go over our K through six and then Dr. Carl can come up and talk about secondary. So, the district is confirming that 100% of the TEICSS for our 2026 2027 school year um will be covered using the following instructional materials. So, for kindergarten through

fifth grade, we will continue to use the Blue Bonnet RLA curriculum for foundational skills and reading. And we will use that for Spanish as well. Last year, Spanish was in pilot. It has recently been added to the HQIM list and it's SBOE approved. So, we will continue that at Sam Houston next year. And then we are going to add blue we want it math to our instructional materials for kindergarten through 6th grade. And then for science and social studies we will continue with the same curriculums. We have SAVIS for science and then we use teach resource system for social studies. There any questions before Dr. All talks about secondary? Okay. Good evening. Um for the RLA materials for 6 through 8 and 9 through 12 we are going to continue to literature. We are moving

from the um previous curriculum which was um McGraill at the six through 8 level and we are moving over into the HMH um and the teachers have all have done a pilot of that for about six weeks and they all really enjoy that. Some of the features include the um relation to and e easier translation to the arbies and them understanding the comp there's complex text um as well as the academic vocabulary especially with our um our uh ESL learners. Um and then we also have as well um different ways that students are able to work on speaking communication and written language. Um and those are really important too as they're the teachers are trying to develop new lessons then being able to get some new ideas from that. So that was one of the

things that we did or we're working on changing. So the HMH the other one would be the 6 through 8 math. We're going to be moving to the teachers have voted to uh adopt the math uh Sabbath and vision and the Sabbath and vision is 100% aligned to the TE's and it is also on the approved SBOE list um and has gone through the Emerald process. Um it is aligned to the Arby's and that's built on the conceptual and then the procedural. It's a balance of those two things. Um and one specific thing to the reason why that secondary really uh finds this uh curriculum um helpful is that it also takes and is preparing students for taking the TSI test, the SAT test um and the ACT test. So there's a lot of different

ways that that's integrated throughout the lessons. Um and the teachers found that that one specific piece as well extremely helpful. Um and then there are also other different types of interventions including our uh English learner supports. So that would be for 6 through 8 and 9 through 12 math. And then our social studies will continue with the Jarrett publishing um the teach resource system and then the 6 through8 science will be uh also continuing with the Syas um Texas experience. Any questions? Thank you. >> Mr. Mr. President, I move we approve the certification of provision of instructional materials survey 26 27 as presented. >> Second. >> We have a motion to approve the certification provision of instructional material surveys from 2026 to 2027 presented. All those in favor say I. I. All post say no.

The motion passes. Uh to approve the certification provision of search material survey for 2026 to 2027. Thank you. Next thing is teacher standard spending plan for um good evening again president Mau. Um, I have an information item on our TIA spending plan. We have to submit this to T Tea. There's a lot of T's and a lot of A's. I'm sorry. We have to submit it to TEA every year. And so, this is just an information item so you're aware of what has been approved. So, in the past, um, when we get our allotment, we keep 10% and 90% goes to the teachers. But this year, we've decided with Miss House's guidance that we're going to give the teachers 100% of their a lotment, and the district will not keep their 10%. This will allow

us to pay more to the teacher. The teacher essentially will get more money because after taxes and TRS comes out. Um, it's not as much as they think they're going to get because of course we have to pay the government. Um, and so by giving them the 100% we will that the 100% will still take their their taxes and their TRS out, but we are not having to cover that cost for them and they're able to make more money. Um, and with that also, we have um said that in order to receive your TIA pay payout, you have to return to the district. So that payout will happen in August where it has previously happened in June. So, anybody who resigns from CISD um other than on retirement, if you retire, you will still get

your allotment funds, but if you resign or you're terminated, um those funds are forfeited and they come back to the district. Um and so we also had to decide what to do with those funds. Those funds have to be spent on the campus that they were forfeited on. And so, in collaboration with cabinet, how um a portion of those funds can be used for sign bonuses to fill high needs areas. And then those funds can also go back to make those teachers on that campus that already have TIA make their checks a little bit bigger. So as long as it's going back to the teachers, um we are welcome to do with it with what we want. Are there any questions about our spending plan? >> So if it's originally designated for one teacher, uh

we you'll still be able if they decide to get, you know, terminated or they don't return. You can give that to the if that what you was just saying a few minutes ago that that's that's able to be going back to that >> it goes back to the campus that the teacher was employed on. >> Right. But it's also able to be given to other teachers that qualify for the TI. >> Yes. So we can distribute it amongst all of the TIA qualified teachers on that campus and they can get more money or >> or both. We actually have it in our plan that we'll use a portion of the funds for signup bonuses and then the remaining portion will be used to distribute among the teachers. >> I do have a question. Okay. Um,

so I know we've done this for two year three years now. Is it two years? >> We can't keep up because >> three years cuz I was a year behind. I'll have the data. >> I was under the impressional >> that there was a Was there not a state guideline saying that a percentage of it was to be kept for the district to use in a certain way? >> It's optional. Okay. >> So, we had been keeping that 10% but we chose this year to not keep it to allow our teachers to make more money. >> I love the idea. I just remember Yeah. Us keeping it for a reason like it was an >> optional. Well, it I mean it can help run the program and and supplement some of the things that help

you with your TIA. But what we found was a lot of the things that we needed to run TIA we were paying for anyway. So really the benefit outweighed the cost. >> Any other questions? Okay. >> Thank you. Thank you. >> Uh the next thing is consent agenda. >> I move that we approve the consent agenda. >> We have a motion and second to approve the consent agenda. All those in favor say I. I. >> I. I. >> All say no. The motion to approve the consent agenda passes. Thank you. Uh we're now for close session as permitted by test code session 551-1. Thank you everyone.
