046dr o'brien this is a public hearing that we have to hold every year uh regarding the accelerated instructional program funding requirements do you have your powerpoint in front of you if you do i can proceed we probably can't we probably can and it's on the it's on the monitors okay if anybody wants to see it a school district shall appropriate funds for an accelerated program of instruction to plan and implement intensive instruction and other activities aimed at helping students satisfy satisfy state and local high school graduation requirements a district shall evaluate the effectiveness of the accelerated instructional programs and annually hold a public hearing to provide that information regarding the expenditures in the district's program evaluation and reducing any disparity in the performance on assessment instruments or disparity in the rates of high school completion
047between the intended beneficiaries and all other district students the district budgeted supplemental funding to support district and campus develop accelerate instruction programs through compensatory education funds prior to any other program budget planning these are the accelerated instruction programs from the district and the campus as well as their expenditures the supplemental funding that we provided for our campus intervention teachers was approximately six million dollars our funding that we provided for the student wellness interventionist was seven hundred nine thousand supplemental funding for our alternative education program at petery highland was almost 3 million and our funding for point alternative was 1.3 million supplemental funding that we provided for before during and after school tutorials last year which meant our tutorial pay for people who came in and did tutorials materials supplies intervention software and transportation was approximately
048827 000. the funding that we use to provide training and any additional support for academic behavior or other identified intervention needs was approximately six hundred thousand supplemental funding provided for social services support through our other community agencies was approximately eight hundred and fifteen thousand and our supplemental funding that we used for our summer school program costs was a little over a million summer school last year was slightly different still due to covid typically we spend about 2.1 million i would foresee that we will move in that direction this coming summer and so but that's the part that we did for last year the district and campus accelerate instruction programs and costs were evaluated through the ongoing district and campus needs assessment process as well as the end of the year program evaluation that we do
049for state compensatory education those things are taken into consideration from the campus as well as the district level to either add positions in certain areas or to address those areas where a campus might have needs and so if there's anyone who has a question or comment at this time i'll be happy to answer that and since this is a public hearing anyone in the gallery you may ask questions as well okay did we see and i know you spoke a little bit about summer school was a little bit lower but in some of the other areas that we put a lot of effort into did you see an increase in the in the budget for those and and many of these from uh last year to this year what i would say is that we
050have done a number of different things on the social and emotional wellness component and i would say that of the areas that we looked at on what we might need to adjust that would be the one area that we would have adjusted this year and what was the percentage of that you know kind of just off the top percentage of the money the percentage of the adjustment or the increase i would probably say not more than about five hundred thousand oh that's not bad okay thank you you're welcome i just want to say y'all did a good job thank you appreciate it and we will close the public hearing thank you very much next item on the agenda is citizens participation citizens participation is the time that the board will hear public concerns or public
051comments from those who have properly signed up to address the board at regular board meetings the board shall permit public comment regardless of whether the topic is an item on the agenda posted with notice of the meeting and general public comment is limited to no more than 30 minutes each speaker is reminded that he or she is limited in his or her presentation to a maximum of three minutes and uh that he or she should respect confident excuse me confidentiality concerns and refrain from attacking the personal character of any individual student staff member or board member in addressing concerns or comments pursuant to state law and board policy be legal the board cannot consider or take action on concerns at this meeting unless they pertain to an item on the posted agenda for this meeting
052any deliberation or decision on an item that is not posted for consideration at this meeting shall be limited to a proposal to place the subject on the agenda of a future meeting tonight we have one speaker and that's miss carrie ricker mr samson will time you and tell you when you have one minute to go okay is it on okay he'll tell me when to start is he gonna start it tell me when to start or do i just start yeah this is not your time all right and floor is yours okay i just wanted to praise the superintendent and the board members for continuing to keep masks optional um in our school district it's really critical that it remains this way that wearing masks are a personal choice i believe the moment that you
053try to mandate it honest again is the moment that an experimental injection actually a series of them will absolutely be the next mandate so i do not believe that anyone here thinks that parents and staff will put up with that kind of tyranny and it and if it's tried it will fail 100 percent and we will not comply and you should know that mandatory masks and injections are happening right now in america so i want to encourage you to hold the line and do not let our school district get destroyed by trying to mandate anything that directly affects our medical freedom in personal bodily autonomy and i don't think i need to remind you all that masks do not work against covet or any of the variants and that masks are harmful because you all
054should have a copy of the 18 page stack of 92 cited sources i gave you last last summer and um and it was full of with medical and allied science journals and publishers and so just to end a shopping cart used as a device for carrying sand is the same way masks work so they simply don't work keep them optional thank you mrs richard um we'll move now to approval of minutes and i believe we'll consider them separately because of attendance at those meetings so let's consider the december 6 2021 regular board meeting first i'll move for approval second i have a motion from mrs woods in a second from mrs barat thames that we approve the december 6th regular board meeting minutes any discussion all in favor please raise your hand uh mr interior
055you should abstain uh there's anybody vote against and abstentions yeah i'm abstaining okay so no not that time so may i count you as an abstention you weren't present okay so i believe we have four four zero against and three abstentions which will approve those minutes uh now the next minutes are the december 15 2021 special board men meeting and uh mr cotter and mr renteria were absent so we'll consider those minutes now i'll move to approve i'll second the motion i have a motion from mrs guy in a second from mrs woods that we approve the december 15 special board meeting minutes any discussion all in favor please raise your hand any opposed and abstentions seeing five four no against and two abstentions those minutes are approved uh moving to discussion items superintendents reports
056yes it's that time of year where we start looking at our health moving forward and i believe we have miss kinnington mr bollinger is going to come and do a presentation called it's time texas challenge all board members will now get in the push-up position oh wait wait this i'll turn the program up that is correct we we would all peloton though all right well good evening president klim school board members board of trustees and also dr o'brien we are here to introduce once again the x-time texas challenge and so we want to spend a little bit of time uh explaining this challenge and also what it means to goose creek cisd so we're uh we're a proud and active member of bewell bay town b will be town is a community-wide initiative that has
057uh was launched by md anderson it's funded by exxon mobil but it focuses on on health and wellness community wide and so we're proud to be an active member of bewell baytown we have for several years we're here to introduce the district's participation in its time texas it's time texas is an eight-week competition statewide i believe it was started or sponsored by heb and the the point of the program is along with new year's resolutions is to make sure that we have a way of encouraging one another holding each other accountable keeping up points to document healthy activities such as drinking water exercise diet meditation the list goes on and on so so as we start the new year this is a fun way and exciting way to promote not only be a well-being town
058but also the it's time texas challenge and so amanda kington our healthy community schools coordinator is going to explain a little bit more about its time texas and what it means for goose creek good evening with a new year comes new challenges and with that new goals by joining the 2022 community challenge you're committing to building a healthier life leading to a healthier community for eight weeks texans come together as individuals employers communities and schools to unite and engage in a friendly safe free health competition which celebrates healthy living even more than the competition the it's time texas community challenge is about encouraging each other to lead healthier lives and build a stronger more connected community we're stronger together once you have registered online you'll download the community challenge app from the app store or

060district 394 participants registered and earned a total of 476 500 points coming in third place many including board members sign pledges and uploaded photos onto the district website incentives are offered also to staff members and promoted through a collaborative district effort campuses across the district are also encouraged to get in on the competition and earn points for the campus they select to represent while creating a healthier learning environment for our staff students and the community this year the district will receive bi-monthly reports showing participation and progress to build social connections and spark healthy changes beyond the challenge our gccisd local wellness policy ffa local is an important tool for parents and our school district in creating a culture of health at school where our kids are ready to learn the policy specifies goals to promote
061health of staff students and their families by expressing a consistent mess wellness message throughout school-based activities such as the community challenge the district wellness committee in coordination with the board appointed school health advisory council are currently developing recommendations to strengthen language in the policy all stakeholders have the common understanding that healthy children learn better we recognize that schools cannot do this alone it takes a community to tailor policy process and practice to improve health and learning that is why gccisd uses the cdc's coordinated school health framework to meet the needs of the whole child to ensure that each child is safe engaged supported challenged and healthy tonight we're asking our school board members to declare their support to help make our community a model for others to follow by signing the school leader pledge and
062encouraging other members of our district to join the 2022 challenge if you're willing please sign your it's time texas community challenge school leader pledge and after signing your pledge please bring your pledge with you for a group photo in front of the district backdrop yes and you have b-well baytown insulated water all board members are eligible because they contribute to the new tracks at all the junior highs and they are they've contributed to the playgrounds at all the elementary campuses so i believe that you are eligible if you'll just simply pledge to live healthy you have contributed towards the healthy environment for our school district for our students um oh okay here all yeah i think so i was going i guess and i i presume we are now ready to talk about the naming
063process is kathy our director of communications and mr bollinger oh excuse me dr bolinger there you go we'll be presenting our next superintendent's report okay so uh we want to talk a little bit about starting the process for naming the early learning academy in the central location and so just as a reminder this is the procedure that we typically follow as a school district when naming any facility so step one is we begin the naming process by rolling out a timeline and also reviewing board policy the second step is that we we have a time window a nomination window where individuals in the community community can can submit a name uh for consideration from the board we also have an opportunity for community to provide input usually that's done through citizens participation in a designated
064board meeting so we'll talk about that here in a little bit and then finally the school board will eventually select a name for the facility so we'll we plan on we're recommending following that same process for the early learning academy just as a reminder this is what's currently in cw local which is the board policy for naming or renaming a facility and so first of all the name of a living person shall not be considered according to board policy also the nominee must have made a significant contribution to society or to the district or to the community also the name should lend prestige and status to an institution of learning and then also there's a process for how that nomination should be submitted so ms kathy is going to explain that process here in a
065little bit but that's also listed in board policy here is the timeline that we are currently recommending um so tonight we're giving the presentation on the naming procedures and then starting tomorrow we have a press release ready to go i'm announcing that we are soliciting names we're we're asking for names for the early learning academy central that'll be put out through media outlets also on our website also through social media and then the time window that we're recommending is january 11th through january 31st and so if an individual wants to submit a name to the board for recognition they'll submit it to ms garcia actually the names go to miss garcia and they have that that that time window to submit it in writing we have two board meetings in february the first board meeting
066is february 7th we are recommending that this board meeting be the designated time when individuals can provide verbal commentary instead of doing a standalone public forum they can they can come via citizens participation to share their public sentiment and again miss kathy's going to explain that detail here in a little bit more and then on february 21st uh the board of trustees has the the option to to consider naming the early learning academy so the timeline is about a two-month process starting tonight okay next we're going to discuss the written nominations process and so we have listed here that interested parties may submit written feedback to the board secretary so that would be miss no amy and provide verbal input at the public forum which we just discussed the nomination shall be presented in a
067brief three-paragraph statement which is according to our already written board policy and a binder containing those name submissions for the early learning academy central will be provided to school board members so you'll be able to see throughout the whole entire process for our public forum we are suggesting that the public forum occur before or during the february 7th board meeting or it can also serve as a standalone meeting that's at the discretion of the board the speakers will be limited to three minutes and it's recommended that a maximum of five individuals speak per nomination just to ensure that the process is fair and equitable across the board and then a naming decision for the early learning academy central may be considered by the board during your february 21st meeting if so the board desires and
068if you have any questions please let us know when we went through this process uh to name pumphrey we received the binder and it had i believe it was segregated by everything in the front was folks who followed procedure and then we had everyone else in the back where the where the folks that either you know skipped a step or didn't do the three paragraph summation or what have you were they given an opportunity to know that that didn't meet our standard and took were they given an opportunity to correct it yeah i believe they were that the submissions went to ms garcia and i believe that there was if it wasn't clarified then i think she did yeah reach out and reply to that all right and i'm asking that because uh if if
069we go through the process and there may be something since we're given it i i would give it consideration if it's in the notebook whether it's following the procedure or not maybe after given the opportunity to follow procedure asking for a correction maybe we could just omit those from consideration we can do that i mean that that way it would save us a lot of reading time sure the other thing dr bulger is a common question we've gotten is and i think you could answer this is does it have to be a person could it be a place or a thing the proposed name yes it does not have to be a person so a good example is impact early college high school the require the requirement of the board policy that says it must
070be a deceased person kind of implies that we're going to always consider a person first that's not the whole policy though oh i know i know but that i think that's where that comes from because you know it is correct correct but it but the the it sets the time school board misunderstandings the general public who doesn't read through the entire policy i just wanted to confirm tonight that it's going to be a person placer thing and we have several facilities like harlem is another example of elementary it's not not a problem yeah right um are there in your archives do you have names that are no longer being used that we could consider we do so we have we we have um previous notebooks that a previously submitted names that can be considered right
071as well as there's a series of names that have already been approved by previous boards that we could even reconsider at some time but would they need to be nominated i think you were just going to pull burnett out of out of the air because we were talking about burnett school this weekend and you know i i don't know the history of that i wasn't here at that time but that we do have community members that were would we have to re-vet all of that if we felt compelled to to to resurrect that name since it had already been approved by a previous board yeah i think uh so my understanding is that the board can can decide what the name is regardless of the recommendations but i would i would feel more comfortable yeah
072legal counsel um on that question that wouldn't give you a clear answer well i just think we've got some names out there that we're good enough in the past and maybe they they would be again and the people who put those names up are no longer with us right so maybe we can i think what you're i'd like to really getting at here is for example pumphrey humphrey was the name of a campus and in our policy it states that if we remove a name from a campus for whatever reason then that name should be found another place within the district at another time so are there any names currently in our cache that um we're not using that were used in the past facilities that have been removed or torn down or changed so
073those should also probably make it into our list as another i know there are a few if we could maybe put that together as part of this process i i for one would appreciate it yes yes sir absolutely great thank you yeah sure just throwing a curveball still a slider we have enough policy that everybody has to be dead in order to get nominated as a name for a facility you know they always say that why not give them flowers while they're alive and wait until they dead and you're trying to give them flowers i think we need to revisit eventually our policy on naming some of these facilities to people who are living that you know that's just my feeling that's not the board's feeling that's just my feeling and because we have a
074lot of people who are still living that have done a lot for the school as district as everything for his contributions and things they've done in the district and whatever but i just sometimes feel like you know why congratulations a person when they did then telling them when they're living how much you appreciate them by naming a facility or whatever for them that's just my opinion you know it's not everybody else's opinion which that's just the way i feel and that's all well howard i'll i'll chime in on that and i i understand the reasons why we don't do that um but also know that gosh a year or so ago now uh we had a committee that went through our policy on names and gave a lot of good input on maybe ways we
075could update this policy it might be time to revisit some of those suggestions that that had a pretty large majority of input on our policy and maybe revisit that a little bit that's all i'm just saying you know that may be one of the ones yeah yeah maybe just just look at it and see if we that's what we want to continue or have a you know a dual aspect of it saying hey xyz would be a great person to name this building after you know it's this person has done xyz in the community and everything and they're still living so why not let them live through the fact that they have something named after and show that show the appreciation we have for them and everything but that's like i said that's just my
076opinion you know i don't know if are able to do it but that's just my opinion i can tell you that we uh we researched just through region four and a few districts outside of region four how many districts have a that very item have a policy that that allows facility names and school names to be named after someone who's still alive and they're thinking reason for it was four or five districts and there were two or three near us but we're outside of region four so there are several districts that have that policy and and there's there's many that don't so it's it's not unheard of and so there's um if you give us that charge we can pull up the recommendations uh mr carter and from the facility naming committee there were several
077recommendations made on that policy if you want to review that and also we can consider i mean whatever you guys if that's something that we want to put on the table that's a possibility for sure yeah and and like i said it's just throwing it up there and we have this committee or whatever and throw it to them saying hey look what about us naming somebody who's living but i know it's in our policy about uh naming it after someone who's passed or naming it out to you know someone who's a name a town or whatever you know it's but that's just my i think thank you that were not exactly the same size but conroe was the one outside of region force region six and then pasadena was one nearby neighbor that uh allows
078for naming of a living person those are two out of the four or five like i said just a handful in the in the region that do that the remaining have left their policy as it currently reads which i believe remember the original date of that policy i don't um i have it right here it might be the updated version but uh no i just screenshot it so i don't know the date off hand maybe 2012 that the policy that that was recommended by tasmy many many years ago okay i can tell you this policy has been in place a very long time and is that 2011 yes but but the update was was uh almost like a grammatical update so it's it's really a policy that's been in place i think since the night
079and our current policy does say a person it does not say place or thing our current policy is a district well you just posted it a second ago but it's it shall be named for a deceased person who has attained prominence locally and or nationally in the fields of education science art statesmanship political science or military achievement an early pioneer of the area encompassed by the district the state of texas or an outstanding president of the united states the rest is how they're to be nominated but that's what it says a district facility shall be named so those are some things we might want to look at updating and i know we did talk about that it was january 5th meeting of last year and it was part of the recommendation to reword it to
080make it a little uh clear because several boards used that policy and still named a facility not necessarily after a person so we recommended at that time to clarify the language just so it was strictly following policy other questions all right thank you all very much we certainly appreciate you all right moving to action items uh dr o'brien if you'll present the consent agenda please yes sir administration brings before the board for consideration of consent agenda number one revising eia local academic achievement grading progress reports to parents and eic local academic achievement class ranking number two 2022 2023 instructional calendar number three change order is submitted by and to amend the contract with dramala construction company llc to increase the contract amount of the pumphrey elementary school project for the addition of the early learning
