004States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all honor the Texas flag I pledge allegiance to the Texas one State under God one and indivisible foreign [Music] thank you so much Ashley Dr Grant achievement Spotlight thank you madam president we'll begin our achievement Spotlight this evening by asking uh Lieutenant Colonel Scott Casey to come to the podium as we recognize the accomplishments of our MC jotc program thank you trustees thank you Dr Glenn for having us here today so you guys are you know you don't want to hear me talk you want to hear the kiddos talk so I have my Battalion Commander so she's going to introduce our teams that we have here to recognize and give it over to her

005good evening ladies and gentlemen first and foremost I would like to introduce myself I'm Cadet Lieutenant Colonel Jimenez the current baton commander of the mcgrtc Battalion at Granbury High School before I get started I would like to thank the school board for recognizing the robotics the rifle and the orienteering team in our Battalion although it is no secret that the extracurricular teams in our Battalion are exceptional I would like to highlight some of the greatest accomplishments this evening starting off with our orienteering team I just have to brag about them a little extra the team consists of Austin Huggins Anthony Garcia Zachary brief Cooper Waddell Cadence McGrath Trinity Strife Brady fur Jacob piles and Matthew Wilson the orienteering team is the newest addition to our Battalion and has already proven to be one of the

006greatest in such little time the orienteering team led by Gunnery Sergeant Austin Huggins is a sport consisting of a combination of cross-country running and navigation Cadets are presenting are presented with different levels of difficulty trying to find different markers on a map they have competed in six orienteering meets so far this year their most recent competition was the Lone Star armadillo competition in which Cadet staff sergeant Matthew Wilson and staff sergeant Cooper Waddell placed first in the team category Cadet Gunnery Sergeant Garcia also placed second individually they are by far one of the greatest and best hard-working team in the whole Battalion my I add other success comes from self-taught it is no secret that our rifle team is very well known for their numerous accomplishments members of the rifle team include Ashton Arlington Caroline

007Martin Sunny Schumann Cadence McGrath Cameron Wells Julius cernick Kennedy Wells Kalyn price Viola Allen mataya Turner and Ainsley Milligan the rifle teams recently complete competed in service championships where all that Marine Corps Rifle teams competed against each other in the nation six out of eight made finals our Rifle Team took first place making them the six-time national service Championship during all the success I would still like to recognize some individual success Cadet second Lieutenant Martin won the service Championship Cadet first sergeant Schumann placed second in the service championship and connect Captain Wells placed third the rifle team also has three members that auto qualified for Junior Olympics at this time I would like to recognize a certain individual shooter cadet's second Lieutenant Martin Caroline Martin has personally broken two national records she has broken the

008Marine Corps 20 shot standing record and won the individual Marine Corps Champion the rifle team will compete at the national level in March where they will be heading up towards Camp Perry in Ohio to get a to go against the top five teams of each military branch we wish the rifle team our very best of luck as they continue to compete and are very proud of their accomplishments thus far our final team being recognized today is a robotics team our robotics team is still fairly new as it has only been part of the Battalion for three years however in such short amount of time they have proven to be extremely successful members of the robotics team include Zachary Leyland Kalyn Slaughter Ryan obina Braden Seaborn Marcus hattaway Wyatt Mraz Zachary Cole Dalton Weddle Matthew Wilson

009and ennio Montes all three teams within the robotics team have made it to the elimination rounds also known as the final rounds in all of their competitions we had two teams win the tournament mski and are on the way to the Nationals we also have one team known as our B team that consists of cadet's Pride first class hataway prefers customer Raz and Lance corporal coal going to State we are extremely proud of our robotics team and all of their continuous accomplishments as you can see our Battalion success is quite impressive however their success comes from the people's from comes from the people who support our Cadets the most to all the parents Guardians grandparents older siblings who drive these Cadets to equal morning practices time I would also like to thank Mr Becker for

010his continued support in coaching the Rifle Team all these years as well as Miss Hunter for putting in so much effort in coaching our robotics team finally a final thank you to the school board for allowing us to be here tonight thank you for recognizing the hard work of these Cadets we truly appreciate your support thank you so while they're walking around I'll tell a quick story so I was telling Miss Clark this and I figured I'd share it the 13 years ago 12 years ago we had we started a wine touring team and they we went to a meet and they ended up getting lost in the woods so so 12 years ago I said I would never ever ever do this again but now they end up winning States so I'm super proud

011of them so good job [Music] no yeah [Music] thank you okay thank you congratulations [Music] thank you very much [Music] thank you yeah if there are any parents out there and some of these right here can you please stand and let us honor you you turn it off there hello Europe if there are parents out there will you please stand and let us recognize you too [Music] all right uh congratulations and uh thank you Cardinal also uh please pass on our thanks to uh first sergeant who couldn't be with us tonight at this time I'll call up Miss jensy Ross principal at Bronner Elementary to talk about Spanish spelling bee recognitions [Music] Dr Harrington and all GISD School Board trustees this was our second year at Bronner to conduct the Spanish spelling bee this year

012we had students from Bronner and mambrano that competed and were coached by Miss Veronica barragon from Bronner and Miss Nubia Velasquez from bambrino we look forward to watching this competition continue to grow over the coming years as we have about 250 bilingual students enrolled at Bronner currently the 20 the 2223 GISD Spanish spelling bee champions for grades four and five will now move on to compete at the regional level on Friday March 24th at Region 11 Education Service Center [Music] hi I'm Sandy Ruiz assistant principal at Bronner and here to present the GISD Spanish spelling bee Champions and Runners up is Veronica Baragon Veronica is our third grade dual language teacher and she's also our bilingual instructional coach for Broner okay so please join me in congratulating the following Spanish bee runners-up and champions the

014about something else but I gotta address this so the blue shark people don't ever talk about what good things the Granbury ISD does okay um if you don't want the blue shark if you don't don't know what the blue star group is I strongly urge you to look it up okay they're not good for this County they're dank should not get for Texas okay uh all they do is whine about bringing criminal charges to pre to a pre-approved light granted the Optics were bad I get it okay but and then talk about the point in the libraries all right um my songs wore out it's over it's done with all right so you want to get rid of the porn you're with their cell phones all right that's where the real threat is it's right

015there in the palm of their hands and what's off this agenda of making the public schools look bad so they can Implement welfare for the rich going to private schools because of a ten thousand ten thousand dollar voucher is not going to provide the ability for the financial Mill to lower class students to attend when the child won when they one child tuition is more than that in a year all you care all you guys care about is resist resist resist okay [Music] and create as much chaos whenever you can [Music] so that's kind of like a standard I'll Stand Your operating procedure for you guys can Melanie you guys ain't from Texas [Music] all right they brought you here affected your mind so hey go ahead and push this agenda because no Texans will

017your phone if Mr Wilson can't get up there it is [Music] good evening um I want to say I'm going to Veer off my notes for just a minute but thank you Melanie for nominating me to be on the book Review Committee last year I didn't want to be on it my husband asked me to be on it after I saw the dark content in the library I had no idea it was sexually explicit but I could see easily it was a stuff nightmares are made of myself and many others I wasn't the only one and Karen thank you for what you've done to stand up and step up because you were part of a fraudulent book Review Committee I met you Dr Glenn for the first time on a zoom call I just remember

018this came to Granbury in 2020 of June to take over Legacy Christian Academy a homeschool Co-op private model small group a complete Act of service for me and my family my children have served there I have served there it's been a beautiful experience the Chamber of Commerce asked me to speak on a zoom call because I'm the director of that school with Dr Glenn and the superintendent of Tolar when Melanie and I talked after the third book review meeting I told her hey they're not putting books back they put my name in the paper with saying I put 100 books back along with everybody else and these books are vile they're sexually explicit they're graphic books that have no educational value and no place in student libraries and they violate Texas law Dr Glenn and

019I spoke for an hour on the phone I thought he was a medical doctor because I didn't remember him because I didn't know I barely knew all I did when I got here was drive straight to the location to develop this program that I've been involved in and I knew where Walmart was I hadn't eaten out much I didn't know where much of anything was my husband knew where everything was but by that point I was just growing and flourishing the group that I was brought here to take care of and I'm still doing that the attitude that if you weren't born here you have no say is not right what about taxation without representation wasn't that part of the Boston Tea Party problem now my taxes may not go here I actually looked at

020this district for my son who's in the Army right now for the aviation program I'm glad you know I didn't put him in it [Music] and I'm involved with Mr Dawson and Mrs Dawson now from my personal interest as a community member who has the right to put my children in this District but of course I won't at this point foreign look at it and see what it says you look at EFA and efb and then there's one more policy and I want to say it's CI something like that but it's how to dispose of property superintendent can dispose of anything he declares unfit he has the right and the board does too so any book you don't want in the library you can get rid of it you have far too many thank you

021Ms Brown next we have hanger Bain bomb to speak on the book removal [Music] Anna did I mess it up so badly you don't recognize you Annabelle [Music] well we'll come back if we need to um next we have Steve Biggers on hate group structures hey good evening I appreciate you all board um the first year a dozen a couple dozen people got together and formed the Coalition for accountability and they're watching they're watching trustees they're watching Commissioners they're watching city council people they're watching me because I'm an elected official here's a post from a public page I don't think much of this Yahweh guy it seems to me that he hated children punished innocent folks allowed Bears to eat some children because they had made fun of bald-headed guy got pissed and killed off

022the entire human race children and all made one guy kill his own daughter he was big on killing babies and children unforgiving nature do what he says or he will cook a person for eternity will not cure cancer for children he butts his nose into everyone's bedroom is totally against family send his son down to tell us about a place called hell he brought back life many in the book of fables but won't bring back Elvis he did not invent mankind mankind invented him in their image he offers us an afterlife of kissing singing Hosanna kissing his butt and harping forever Mr Hyde is a troubled individual he really is and as a Believer as a follower of Jesus that should that should tweak your spirit that should hurt your spirit and I pray for

023the Saving Grace to come to know him the trouble I have with it and the hate groups that post this stuff Ms Gore you're the trustee on this you're one of the administrators on this group and not only are you the administrator on this group you like that comment you like that and for someone that posts oh love others first I'm a Christian Warrior prayer what if a student decided to follow his Gore and then follows Ms Gore over to the hate group page and then sees this and then reads this what kind of influence would that have and there's been other you people out there you trustees that have liked this stuff so please understand this Coalition of people following you guys we're not stopping we're tired of this we're tired of the upheaval

024and the lies Mr Wimberley you're one of your first things in office you file ethics against me and the Hood County Republican Party and as you know you got the ruling back from the Ethics Committee it went nowhere but you're just making waves you guys just don't want to get along now Mr Hyde is on the CEC and I encourage anybody to come and watch and see what happens at the CEC or watch the video because there's 20 people in that room that will tell you that this stuff happens all the time with Mr Hyde and we're dealing with him within the CEC in the Republican party and he will get dealt with but understand there are 25 plus people watching watching you guys watching Commissioners watching me watching city council it's time for this

025nonsense to stop and get about the betterment of this County thank you thank you Mr Biggers Miss Alana Nancy Alana wants to speak on a Granbury ISD Academic Hall of Fame [Music] good evening everyone it's time for something positive we're going to talk about something positive all right we have an outstanding school district and we often Overlook all the accomplishments of our graduates of our former teachers and have people in the community and so several years ago we started the Granbury ISD distinguished Alumni Hall of Fame we have let it go for a few years but it is time to bring it back and so I would like to encourage you and people in our community to get out their computers and look this up on our webpage the quickest way to do is just

026go to your search and put in Hall of Fame that page will come up and there is a form there for you to fill out we're going to honor people in three different categories we're going to honor students we're going to honor our former staff and we're going to honor are either an individual or a group from our community if you have a student in mind that you would like to nominate they should have been graduated at least five years and this gives them an opportunity to get out and into the world and begin their new careers and so if there is a student out there that has excelled we're going to look at academic honors we're going to look at achievements and professional achievements and they'll be different there will be a place on

027this form that you can fill out reasons for the nomination you'll need to fill all that out for former staff it's former teachers administrators or individual staff members who are eligible for a have been employed in Granbury ISD for 10 or more years and influence or inspired academic achievement in students in Granbury ISD and then we have the community era area and that is for individuals businesses or Community groups so this is a very positive things because our school district has achieved so much we saw these individuals up here before and they're going to grow up and they're going to go out in our community and they're going to achieve great things so we have folks out there right now that deserve to be honored you're probably thinking of some right now so be sure

028that you get on the website find that page fill it in Lisa Oliver is taking those nominations and I have 10 of them that I ran off right here so if you need one on paper I've got that thank you thank you Miss Solana Marietta Harrell to speak on General comments on the agenda and closed executive sessions item 12i and item 12j I try to talk fast I'm sorry thank you for letting me speak tonight I wanted to speak with you about the agenda I feel like the agenda is not very detailed and so it's hard as a member of the public to know what you're going to talk about and as an example look at item 12h it talks about approving some property that with the city of entering in MOA with the city

029of Granbury about some property for non-profits and you list three addresses but don't list the names of the non-profits or is it and I'm assuming it's granberry property Granbury ISD owns the property so it's real hard to come here and be prepared to offer any kind of positive input or expertise I know there's a lot of people in our community who have expertise in other areas and it always is good to gather information from all sources to make informed good decisions and I assume you all want to do that um and I contrast that with what's on in item six where he actually list the names of some of the individuals children that won the award yay for these kids yeah love to see it here so um that was very detailed and yet the

030item H was not so I if you can make the agenda items a little bit more detailed that would be really helpful the second thing is on the executive session I'm I don't know a lot about what takes place in your executive session obviously because I'm out here but I would think that on the three issues that you have listed Personnel real estate and attorney consults that surely you don't need to do that every meeting and spend an entire hour doing it I could be totally wrong is there any way you can restructure to where you could we recess into recess here convene and an executive session in there that as you need it within as you go through your agenda and I would ask that you would do that because I think it would

031save all of you time it would save um money in not having this building open as long once a month at least it's just some just a suggestion I I was looking at it I go to other community meetings where the they only recess into and convene and a um executive session when they need to and it doesn't happen every meeting and then last item is item or item time if there's some kind of legal issue or some kind of allegation um of wrongdoing of criminal wrongdoing I assume that we have some sort of law that that says it has to be expediently referred out because investigations information evidence can be lost if it's not done quickly whatever it is thank you for your time thank you Mrs Harold we now have Craig Mayberry to

032speak on the LGBT issues in GISD oh I'm sorry Mr Mayberry I just come on up come now come on to the my I've already I'm sorry you asked to speak last but I miss that part of the first last minute all right the last month's meeting the case was made regarding LGBT individuals being bullied in GISD and as the presentation went on several suggestions were offered to help change that dynamic let's say for the sake of argument that every point that was made was 100 accurate the spirit of this speech was basically inquiring with what's wrong with the farming same-sex attraction well unless one's been living under a rock it's obvious to see that that same-sex attraction train left that station over seven years ago and is on to bigger and better things to

033quote Kyle Reese from the Terminator that LGBT agenda is out there it can't be bargained with it can't be reasoned with it doesn't feel pity or remorse or fear and it absolutely will not stop ever until every aspect of humanity bends the knee in submission and is brought into compliance so the big question is where are we now everywhere we turn we see that the trans agenda is the dominant force in the educational system and is demanding that we all use something that doesn't exist in reality called the preferred pronoun folks there is no such thing as a preferred pronoun any more than there is such thing as the preferred answer to two plus two see pronouns may seem inconsequential so why not just play along what's the big deal well if it's so inconsequential

034then why is it so many lives and careers and jobs have been lost in this country over failure to use them and I think the answer is really quite simple and that is because getting a particular pronoun right meeting means getting a particular narrative right and gender is the most fundamental element of our Humanity as well as the construction of the natural family unit and folks if we cannot know with unchanging certainty who we are at the most fundamental level of existence then Society is doomed to fail and we see that rapid social Decay happening right in front of our very eyes you see this agenda redefines reality not as something that's out there something that's outside of us that's binding upon all of us whether we like it or not but rather it's been

035redefined to say it's what's going on in that kid's head at any given moment and you're compelled to unquestioningly go with that reality even when referring to others in their absence you're certainly not allowed to call the fifth graders self-evaluation into question let alone suggest the Preposterous idea that that kid might actually need some counseling all the trans agenda cares about is enforcing its worldview on others and they are quite successful in doing so by controlling the purse string of the public school system through its highly venerated Title IX finally in closing folks it is no more loving and caring and compassionate to affirm a gender confused person to continue in their confusion any more so than to a farm a lung cancer patient by giving him a taxpayer-funded carton of Marlboros or a liver

036failed alcoholic a fifth of Jack Daniels thank you thank you very much Mr Mayberry I now call on Jerry daughtery to speak on Board of Trustees culture I appreciate the opportunity to speak to you all once again about my concern about the culture that is I think my perception is is manifested by the board majority here when I was early in my administrative career as a school person I worked under a man that told me that it didn't really matter whether or not it was true or not as long as the public perceived it to be that way we had to address it and that's why I want to talk to you tonight about a general public perception that this board has a toxic culture that is going to stand in the way of success

037as far as the school district is concerned now I'm I'm a little uh concerned that maybe my voice has begun to ring a little Hollow or maybe not have the impact so I thought I'd take a little different approach tonight and share with you the some other resources as far as the wisdom of humility I'll cut out a few of them in the interest of saving the time but we'll turn to the probably the wisest man in all of history and that would be Solomon who in Proverbs 22 4 said better issue humility and fear of the Lord than riches and honor now if Solomon is not not your cup of tea then maybe we could go to Confucius who says that humility is the solid foundation of all virtue um a a person which

038I'm guessing probably 50 or more of the people in this room don't really know who Yogi Berra is but Yogi Berra was a New York Yankee catcher from the 1940s and 50s and he he's pretty famous for some of his uh quotations and probably one of the more famous ones says when you come to a fork in the road take it well the fact of the matter is that's taken completely out of context because that whole quote says stay humble trust your instincts most importantly Act when you come to a fork in the road take it this school board is at a fork in the road our problem is is we have difficulty taking it Bear's admonition was act with humility but take a fork in the road and my concern is is that we

039have we're at a fork in the road we've got an educational disaster coming down the road toward Granbury ISD right along Highway 377 and if we don't get a control on the tone and the culture of this board that will allow this community to get behind this board we are going to be run over in the next decade with Charter school after charter school after charter school because we won't be able to address the educational issues that need to be addressed because of the tone in the culture that exists on this board thank you Mr daughters night Criswell to speak on open forum and public comments [Music] thank you madam president and board appreciate the opportunity to speak here a while back I said I was going to take a step back from Politics As

040I furthered my education but as a graduate of Granbury ISD and you know Dr Glenn I was there at your meet and greet when you first came to the district watching things uh because watching what's happened the last few months and some inaction in a few key areas I cannot stay quiet any longer what am I talking about Within action during the bond from last year that failed roughly 70 30 one of the top issues for student safety was going to be three traffic Loops at different schools Who currently possess or present a safety risk to our students and their parents that issue has still gone unaddressed if you guys remember y'all decided to not everybody on here Mr Wimberley wasn't on the board at the time neither was Karen decided to buy the land

041for the bond that proceeded to fail after that and to uh Mr Davis's point back there yes I am going to keep saying this over and over and it is true I mean this is something there's no excuse for this there was no excuse for that land purchase at the time and there's no excuse for this in action now back to that Bond last year the sky was falling we were busting at the seams there were articles in the newspaper and everyone said look if you don't vote for this Bond you hate public education you want us all to fail why wouldn't it put back in November the time has expired for it to come back in May where are we where's the long-range planning committee where are the steps necessary to predicate another bond

042election again last year the sky was falling we had to do 394 million dollars right then and now it's been crickets ever since now I understand Eagles get in the way a little bit that's just part of human psychology but the egos that get in damaged don't make it okay for the types of hateful and violent rhetoric that's currently going on right now in a group administered by trustee Courtney Gore they have called for the scalping of the county clerk they have called for people like me to be taken to a train station which if you watch Yellowstone you know that means taken out in shot they have called for Frontier Justice for commissioner Eagle I think we all know what that means and what kind of example does that set to the students of

043this district for Miss Gore to be administering over that group so beyond that Beyond Myself and the others there are some other people that are adversely affected by this there's a vast conspiracy being perpetuated and uh Miss Townsend you take uh participate in that group as well that says that the district attorney the district judge the County Attorney the county court law judge and even recently the city council are all beholden to none other than me a guy that lives with his parents so please spare me Courtney please do yourself a favor and stay off of Facebook I've seen people on this very board resign for Less thank you thank you Mr Crystal Miss Dolly who wants to speak on Jay Granby ISD limiting her daughter's future hi my name is Rayna Dolly and I'm

044here as a parent but it should be noted I am also in education 20 some plus years and hold a leadership position myself in Fort Worth ISD I recently transferred and moved here from Bedford Hurst to this Bedford and where my daughter was previously ranked number nine in her class in the top 10 at a 6A campus when transferring to a smaller 5A campus and receiving a new ranking of 67 it has me scratching my head I've got some questions I reached out to the vice principal Patty Sanderson who informed me on double check that I will make an adjustment to change her English to an advanced course everything else is right so I reached out to uh what is it Courtney Courtney Henry who also I received an email this morning everything looks good

045well I've got a big problem with this I am well aware of how it works and somebody I don't know if she's here write this down AP Human Geography this is an example uh out of a possible 5.5 credits three of them are now Mia one you logged correctly and 1.5 need adjustments and these are serious an AP Human Geography course take in my daughter even passed the college exam received college credit in HEB it's on a 6.0 GPA scale I understand you might not have a 6.0 GPA but when it transfers in as an elective given a 4.0 GPA scale that's a problem when I brought this up again to them it looks correct so please write this down according to the data I look at the tea pems data standards the code the

046service ID code given to Granbury ISD the World Geography as a fool your credit is a three three six zero one zero zero that was what was provided to you it was logged as an elective course which is only a 0.5 uh credit it was logged at with that point because it was logged incorrectly that's she only received partial credit and um then she was enrolled in AP human or AP History well that's the same credit that the geography should have counted for so now we're taking multiple classes unnecessary um when she logged as an elective she put her in the same class again so I but this is a concern it's a big problem and somebody needs to figure out because my daughter should be getting extra uh work with counselors being in the

047top ten applying to different things and you are limiting her because you are not logging her transfer appropriately you do not go from a top 10 to 67 when joining a smaller campus it needs a second look thank you Miss darling uh David Eagle to speak on the matter of concern and interest of interest to the district [Music] foreign [Music] ladies and gentlemen of the council uh appreciate you letting me speak Mr superintendent uh y'all alluded to our Colonel Casey alluded to lost in the woods we're lost in the woods in this County right now politically there's a totally despicable Facebook page out there that has anonymous Facebook accounts attacking a large majority of the conservative elected officials recently elected here these Anonymous pillars of society don't have enough guts to identify themselves so they

051active in Hood County and helping to promote those substance-free Lifestyles so as prevention Specialists we strive to promote and engage Our Youth and communities in these substance-free Lifestyles and to also promote positive mental health we seek to achieve these goals through Community collaboration and effective evidence-based educational presentations and curriculum I want to bring the services of our organization to the attention of this board because it is important that our youth remain educated in the wear of the facts that these substance excuse me these substances can have on them if you're not aware we are currently facing a strong fentanyl epidemic within our youth it is claimed far too many lives of not only our youth but adults as well it is one of the worst drug epidemics that the United States has faced an extremely

052long time so it is important that our kids stay educated also within the Hood County school districts we have seen research from the 2021 Regional needs assessments that students have reported it's very easy to obtain substances such as tobacco marijuana and opioids within their schools which means that unfortunately these substances have made their waste through the schools what makes these substances even more dangerous is when they are laced when they are counterfeit and this is what is continuing to claim the lives of our children and getting them onto these substances and with that I want to provide and inform you of our services like I said with this curriculum we help to provide positive Alternatives positive coping mechanisms so that our youth are not vulnerable to turning to substances and drugs to cope with their

053everyday lives and stressors and I asked the board to consider whenever our organization provides a memorandum of understanding to help implement this curriculum to implement this education into Granbury ISD for our youth and for our communities thank you for your time and consideration thank you very much that's full that concludes our open Forum at this time we'll go to Dr Glenn for his superintendent's report thank you madam president uh just a couple of things of note and I believe that there's a PowerPoint they're going to pull up that uh Emmett and I uh actually Emmett put it together through Texas Association School business officials but I stole a couple of slides I'd just like to briefly talk about tonight as that's being pulled up uh we want to congratulate both of our basketball teams for

054making the uh the playoffs this year super proud of those kids um I'm sure we'll see them at a future meeting and also uh I think we're ready so uh looking at go to the next slide for me Brent uh just kind of looking at where we sit uh as far as Public School Finance in the state of Texas I thought this slide was interesting we talked about inflation that schools and then really the great state of Texas have seen since 2019 and as you see the in the fiscal year 19 to the fiscal year 2022 an increase of about 14 and a half percent and that's based on a change in the Consumer Price Index if you flip to the next slide how that affects us is we look at the the adjusted basic

055allotment in the in the state of Texas looking at our basic allotment of 6160 if you will kind of scroll down uh to the 900 no no go back go back yeah I was just uh if you if you would look down with your eyes to the uh the increase of basic allotment you have to get down to that basic allotment level of 900 to be able to hit the uh to be able to hit the adjusted in placement in inflation level for school districts so what that means for us is uh right at moving that basic allotment from 6100 uh to just over 7 000 which will be an additional uh 13 billion dollars that the the state would need to pump into public schools for us to be able to uh meet the

056inflation that we've seen at the 14 and a half percent Mark flip to the next slide and it'll be my last slide so if it goes dead on me it won't be that big of a deal so when we set the school tax rate there's a maximum compressed tax rate so how low can the district actually set the the tax rate and if you look at 2020 you see in purple the number of districts that had the maximum compressed tax rate and as you go to 2021 and then 2022 you see that the majority of districts were actually located there in purple and Granbury ISD is one of them that are at the maximum compressed tax rate so so what does all that mean trustees basically what we've seen and uh and those in the

057room that are certainly like me concerned about arising appraisals uh we we've seen that across the state home values are going up and up and uh and our tax the taxes we're paying in are actually increasing as well and uh even with that many districts reducing their tax rate to the maximum compressed tax rate we continue to pay more and so the state had right out of 13 and a half uh or I'm sorry 33 billion dollar Surplus this year and and so as you look at that 13 and a half billion the GISD and other districts around the state would need in order to meet the 14 and a half percent inflation it brings me to our legislative priorities and I just want to go through four that our Administration in collaboration with other

058districts that just set out as we begin having conversations and the first uh the first one is to to really look at full uh school funding for school districts and a lot of Headway was made with House Bill 3 uh in 2019 uh but Public Schools continue to educate about 90 percent of the students in the state of Texas and and I know there is current legislation being discussed about compensation for our teachers and also funding based on enrollment instead of ADA and what that means is if if we uh if we have seven thousand or eight thousand kids in our district we want to be funded for those students not on the Ada because at the end of the day if uh if students attend 90 percent of the days that additional 10 percent

059we lose we're still responsible for the teacher salaries the electric bills Etc and so so that loss and in funding for us is is noted as recapture and uh and just so so you're aware as you as you pay your school taxes this year and everyone thinks that that funding goes back to Granbury ISD I wish that it did because this year we'll put I think the last template and Emmett ran for me last week was 9.6 million dollars in Hood County taxpayer money that that will actually go back to the state and not stay here now you think about that in terms it fluctuates year to year do you think about that in terms of 10 years well in 10 years that would be enough to pay off debt and put a pretty substantial

060down payment on an elementary school and uh and so certainly we're concerned about school funding we're concerned about the school safety improvements uh and we know there are measures out there to fund districts but also reimburse districts for the the costs that we have already put in place by being proactive with enhancements special programs funding especially as it relates to special education and I see Shelly kurtzinger our director of sped out there today she told me we are getting close to 1200 special education students in GISD that that's a huge amount in a very fast growing population and it's certainly uh growing at a pace that is not keeping up with the the funding we receive for those kids another note and I think most of our ROTC kids have left but we we do

061not actually receive any college career in military Readiness funding or CTE funding for our JROTC program and they do a great job but that enhanced multiplier would help fund that program and so we're concerned about that news legislation to currently look at that and then finally we are pro-school accountability but the state spends about 90 million dollars a year on the star test and it's a summative measurement so once a year hoping that that kid is having a really good day the state is going to evaluate the growth and rate the entire district and so uh it would it would behoove us and I think every Public School District in the state of Texas if there were more formative evaluations for kids and we could measure that growth throughout the school year so as we

062move into this legislative session those are just some priorities that we've established we do have an opportunity to go down to Austin tomorrow and we're going to visit and talk legislation with some of our reps down in Austin and then we do have our representative Shelby Slawson coming in and uh and she's been always willing to to listen and and she's concerned not only about public education but about Granbury and all of the schools in our County and also Senator Birdwell has been very receptive as well so we're going to continue need to push forward with these priorities we think they're good for teachers we think they're good for kids but most importantly they're good for our taxpayers because that's a lot of money that's uh that's leaving Granbury if we can find a way

063to keep that here then uh then certainly that would be uh I think welcomed for all stakeholders so Madam president with that I'll leave you with the uh the winter weather update and we'll talk a little bit about this in a resolution later but uh we uh we did have to to shut down school for one week due to the ice storm but I think the the teachers and students know by now and parents if they don't I'm sure they're relieved that we do have enough minutes in our schedule that we will not have to adjust our calendar make up any days so that is uh the report for this month I'll be happy to answer any questions thank you Dr Green um I understand the young lady that we passed over that was not

064in the the room bar open Forum Hannah bone or is that right has returned to the [Music] go take care of my kids so I really appreciate you taking him and she wants to speak to book removal thank you Hannah thank you so much I'm short okay hi my name is Hannah Baum I live in Granbury I'm a mother of two preschool kids and I'm also the vice president of Texas democratic women of Hood County I'm here just to address the response the school district had about handling the removal of hundreds of books over the Summer according to the public information request as well as what you said on President Harrington there were no records as to why the books were removed and that there was not a way to note the record of why

065they're removed um I took it upon myself to email full at school Solutions and that is where Granbury ISD gets their Library software I'm sure you all know but for you that don't um so I I asked him about this and they said quote unfortunately once a book has been deleted or readed no information or notes you would have put on it previously would stay all that information is also deleted so if you would like to make a note of something and keep it there I would recommend going to circulation copy status and searching for the book when you have found it you should be able to click the noted button and add note and then do not read or delete the copy I thought that was good info thought I'd ask them about making

066and to folks looking at the catalog and they said quote you should also edit the copy page and be able to change the status of the book so in less than an hour over email I found out how to make a note on book status and have it marked unavailable from the collection [Music] as a school board you all know that the parents and teachers some of them in the community did not want you to remove those books you did it anyway without noting the reasons for the removals [Music] um I did notice at the last meeting President Harrington that you did know the reason for the removal of the MLK book this just makes me curious to see or to wonder if there is a record somewhere as to why the hundreds of books

067have been removed but [Music] um so I just asked if you all could please address just the lack of knowledge with the full it system um in the next meeting or if you're able to provide the reasons the books were removed thank you all so very much for your time and for letting me come up here after you called me earlier it's about just our clarification because the book that we address that I addressed last month it was because of the terrible mold that was in it that and the disrepair of the book that it it sort of shot off uh firecracker and the um Librarians had most of them didn't do that so that's the reason she knew what was wrong with that book it was just one of those that stood out so

070start your report thank you um you know I appreciate it and my team we're most grateful for you guys your support couldn't do this without it and I'm just blessed to be able to lead a campus of very talented Educators and uh just great people all the way around so that being said you received the first part of our tip back in October and looked over that piece and what you received this past week was the cycle review Cycle One review which we did back in December December 16th was when that was submitted to the state um we were able to prove and provide the evidence of our growth in cycle one most of you read the narrative in our review of our student data and then also the review of each essential action that

071we focus on at Bacchus and so the essential actions just as a reminder are 3.1 compelling and aligned vision mission goals values focused on a safe environment and high expectations this goes across the board as far as academics it goes across the board in behaviors as well and so to align that we're seeing some great things and also we're growing as an administrative leadership team because we're learning to study the data of our Behavior program that we have on campus and what we do with that to even Excel and challenge ourselves as Leaders so that's been really interesting going into now cycle two and finishing up that review essentially interaction 5.1 is effective classroom routines and instructional strategies and this is where we're bringing in the get better faster program observation observation feedback and learning

072to coach and be a better instructional leader and what I see that's really promising on our campus is that we are growing a lot of leaders in the classroom as well as outside of the classroom so our Educators enjoy the feedback that we're providing them through this program and I've enjoyed it as a administrator I've been in this for quite a while and and to have something uh like the get better and faster program to help me grow as a leader has empowered me to provide better guidance for our teachers so that's been really a neat observation of making and yes the first time it was exposed to me I was like wanting to go lay in a fetal position because it was a different mindset shift for me but I grew and I have

073learned and definitely am seeing the game gains from it so that would be encompassed in 5.1 our essential action when you look at cycle to the tip submission this is due Actually March 3rd we're right in the midst of getting everything finished up I'm working closely with region 11. as well as my administrative team to make sure that we have everything encompassed into this before we submit to the state on March 3rd right now looking at our Maps data which you guys received in your packet was the very last page where it had was titled student data and looking at that I know as an administrator and as a principal who is the proudest principal ever around because of everything these kids are doing um I looked at it and I went my heart sunk

074when I first saw it and I thought no this can't be true they've all worked so hard I've got to look at this closer and see what's happened I really really was distraught and then when I dug deeper with my team we're seeing and thinking and reminding ourselves wait a minute mats has a different cut score come from mid-year so you know data you can play with that a lot and see a lot of different angles with data but what we decided as a team is to just keep it where it is and so in looking at that you see we didn't hit our actual results in all these areas however when you compare Cycle One actual results to cycle two actual results we have to know that that cutoff score went up for our

075kids and therefore the percentage that met the standard kind of looks like it lowered but it's because the target moved and if anyone's familiar with star the target moves quite a bit in playing that game and so in this move with our kids we still are seeing very nice gains and we're still in the midst because that data as far as the bottom part where it shows academic growth just closed out uh Friday I think Thursday or Friday and I was able to look at some of it this weekend and saw some very promising things one thing that slapped me in the face this weekend was our third graders they had come in we saw a problem immediately and you guys read that piece in there as far as the reflection goes we made some

076adjustments to our schedule and moved their RTI to the end of the day from the beginning and now on the gross with our third grades it doubled and so definitely was the best move for us to make for our kids I really could talk data all day long but I know I'm not supposed to talk data all day long but it's really interesting and if you want me to go over a little bit more I will when you look at closing the gaps in here this is our Focus areas and the part where it's talking about the academic achievement of our Hispanic students and reading or Ela and then our white students specific in math and then our our ed students for telpas so we've got a lot of good tools a lot of good

077resources to help close those gaps but we definitely met the mark As far as those three Focus areas and so that shows me that we're being very intentional um I can move forward in to our celebrations there's just so many great things happening at Bacchus the campus Behavior and the way that our systems and procedures are just set the kids who know it and we're Trucking along right with that getting better Behavior choices so that we can learn and focus on our learning and get better faster I've already spoke with you about that but we've been intentional to connect that to t-tests with our teachers and educating them and growing them in all those Dimensions K2 data was a big celebration because we're seeing that the things that we've done with our K2 babies they're

078they're all mine and our second graders are really proving that in the data and so we're going to have some really great things to look forward to in the upcoming years from those kids three to five data we're still working to close some gaps with covid and all the barriers that came with that so the learning process down and so we've worked on that we're gonna hope and pray for the continued academic growth for fourth and fifth grade to be evident in our starred results writing initiative vertically across the campus I mean him running without tears is an amazing thing our teachers really have taken that to heart and our kids have taken it to heart they've loved actually getting to do the handwriting and I know this is all going to be online stuff

079but it's powerful to get the buy-in from the students because they like to write and they want to learn how to write in cursive the emergent bilingual data is something that we're really studying hard and I heard the secondary schools had K-12 Summit I was like wait a minute hold on I want to see that program and so we have delved into that and we're getting some really good data from it so we're going to use the K-12 to progress monitor our EB students over the upcoming week so I'm curious to see what that brings for them parent participation in our family nights boy it's increased quite a bit so we took two charter buses to the Fort Worth Museum February 7th and um the parents love it had over 300 people come out there

080and enjoy that time with us and then our latest celebration was UIL uh the first year that our campus participated in UIL while I was there I was happy to be able to bring that back to the table and those kids were excited and they represented well and I think most of you have seen on Mr Louis Sandoval on the social media with his suit and I can attest that I've done him since first grade and that young man has had some pretty classy suits every party and every special event and so bringing in the Dress for Success empowering and just I don't know it was really cool to see the growth that they made and the involvement they had in our UIL competition very grateful that Acton hosted that for us it was really

083she goes and here I am to talk about attendance yes so uh Dr Glenn told us that our district-wide focal points were instruction safety security and attendance and so last month I was here talking about the taper and um and the great games we had had and then we get to have Julie up here talking about instructions so that is happening so this night I get to talk about our attendance so our district has historically struggled with attendance um we and then it worsened with covid and getting back on track has been tough and good attendance inherently has positive impact on our student growth and achievement so it directly impacts our instruction so it is our goal to find ways to increase that attendance for hire it also I mean as Dr Glenn was talking

084about in the legislative update it is really hard to budget well if you are budgeted on Ada instead of on enrollment because if you are budgeting for a higher percentage and you don't hit that then you're underfunded and if you budget lower but you have better attendance then I mean you could it's just a hard a hard place to be so we'll be better off if we can get funded on enrollment but for now Emmett just has to make that stuff work but the better part for us is if we can get our kids here and we can get that attendance up and our scores will go up so I want to talk about some of the things that we have implemented to try to help our staff and and work on that attendance and

085look at our historic attendance review and then and how our program raw we that we purchased to track that and up communications with parents regarding attendance especially as they get closer to truancy and then I'll follow up with a couple of fun things that our our staff is doing for incentives to get our kids here but this is basically the business side not the fun side of trying to get incentives and get the kids here so implementation of raw we when we were told in August that attendance was a huge goal because we need we need the kids here in order to teach them math in in English and we're funded that way we started calling other districts who were having better attendance than ours there were a lot of a lot of school districts

086around us are sitting at like 97 percent and we were at 92.93 last year right and and um and we're hitting about 95 so we wanted to see what they were doing so that was the north Texas district review just calling and making sure like what are you guys doing and that's where this raw we program came out a lot of people were talking about some of the things that they were doing and we were already doing some of those things but one of the things we weren't doing was monitoring it through this online system so that we could up our communication with parents and um and be a little bit more proactive and that so we purchased that and in September it took some time to set up those parameters and then we had

087some training for administrators and what it would look like and how it would work so that we could get that parent communication um aligned uh for the whole district and and increase our communication in our parent contacts and so we did that and we started in October and so um then we it was a slow roll out because we were six weeks behind in in our data so we already had all of those absences that needed to be dealt with from September and um and everyone was in full swing so it was kind of like let's try to use this and let's get some question and answer zooms going and see how it's going so um and I'll come back to Raleigh in a minute so this refined historic Ada report that comes from our

088Skyward and it's really important to know like the troubles we've been through as far as getting kids to school so if you go back to 2019 that was pre-covered so the whole refined total there at the bottom 94.83 so when we're considering that a lot of our surrounding school districts are hitting 97 percent we definitely had some room to grow there and even before covid so then you hit 2020 and um 94.62 but but you can see that the fifth six weeks and the sixth six weeks we weren't in school if you can remember back to then and so um the tea did a calculation of how to count for those and that's so those weren't accounted for in there and it got us from 94.2 we get to 2021 and it's like oh it

089looks like it's maybe coming back it's doing okay and it's at 93 percent but we were counting some of our kids that were online Learners as present but we knew that that wasn't working very well and that online learning platform just wasn't working for us and getting them that but they were counted as present some of them if they were doing some work at home but they weren't making the academic gains that somebody who was in person needed to make but those numbers came out to 93.42 so then we thought that when we came back to full instruction we would have thought oh we're going to be all right we're going to have a better attendance there but we had if you recall a really hard first six weeks and a really hard four six

090weeks with covid we had students and staff alike the right when we started school it was we were having a really hard time getting everyone to school and we weren't having enough substitutes to cover any of the classes and the same thing happened after after Christmas and so you can see that those two six weeks were really low not four six weeks at 88 so our percentages were low last year as well and so 2023 so far we're at 94.7 so we're getting back to that pre-covered time but it's just not um that's not good for our students to be absent so much especially comparatively speaking you know our our teachers can do a lot of good things with them and and learn a lot of English and math but they've got to be in

091their seats and so um that that was the historic um our historic numbers and talking about how some of that happened for the last five years so if you'll go forward oh I have a clicker I'm sorry thank you Lisa so this is like one of the daily updates that you can get from raw we and it this is a district level view so it tells us what the daily attendance for each of our different campuses is is hitting and and then the gained revenue from how many students are there and the missed revenue from the students that will go back to the state and so like you can see where some of our our attendance issues can really realize themselves in some missed funding you can move on what I really like about rawi

092is how we can communicate and this shows you that we when we got in in October um we started playing with it and sending some letters home the blue are those letters they're warning letters if you hit three absences five absences eight absences and then ten those are the cutoffs for different Communications for each student and so warning letter one goes out after three absences in a six-month period that are unexcused and so you can send it automatically if they have an email it can send to their email it can send to the text message to the parent and you can print it and you know if the parent doesn't open it up and so then you can make some phone calls and that kind of a thing so over this time frame up until

093last week our District administration was able to communicate with parents whose students were being were having excessive absences with 300 3581 letters home over 367 logged phone calls just about attendance alone [Music] 2457 emails and over 1600 text messages so that kind of shows you the trend we the ones that are in October and November are really high because like I said we were catching up from all of those absences from September and um and then you can see the district interventions and it shows 44 Trinity Court notices so that's when they get 10 unexcused absences over a six-month period um we've actually had 61 truancy cases filed but some of them were filed prior to October prior to getting this one so they don't realize themselves in in these numbers but we can track

094this very very closely it makes things a little more automatic for our administrators so that daily like if if Susie missed yesterday and it was her fifth mess it will automatically generate her name for we need to make a parent contact here for an intervention plan and and make sure that we're communicating the importance of attendance and that they're getting closer to truancy so that they don't it's not just a surprise and so that we're we're really regularly communicating with parents so the the background has been really nice it's been really um the administrators think that it's a pretty user-friendly platform and makes it easier for them to know who to contact on The Daily and make that a regular routine so that's going to help us out there the other things that they're doing

095that are more fun and I don't have a slide for this but a lot of the campuses are doing incentives for attendance and so they have competitions on the grade level or in the classes and there are even a couple of the elementaries are going to do some March Madness on attendance which is going to be pretty fun and prizes for individuals who have perfect attendance at like three weeks or six week marks every campus is a little bit different but they're really trying to incentivize like regular attendance and small increments so that we can get those kids excited about being there and and get them in those classes was learning math and English right so that's the goal but there's been a huge push on the administrator side utilizing this raw we and also

096in in making those incentives happen so that you know of course we don't want them to come if they're sick but if if if they're not really sick or and we can make it to school or if you know we just want those kids in classroom so that's um I I know that I went fast but that's basically how we're attacking the attendance from an Administration standpoint so that we can get those kids in in their classrooms do you have any questions for me any questions or comments I would I would just say we've been very intentional about attendance this year and and a shout out to all of our principals who have really tried to get creative in making sure kids come to school but the number that stands out to me is we're

097sitting here in mid-February and uh in due to I guess right at about a five percent attendance breach we've lost 1.6 million dollars in funding and so when we talk about that that funding based on enrollment instead of ADA that's huge because for teachers just in in August of February that's that that would be an additional three percent raise for all staff and and so it's it's it's really big numbers that were that we're talking about and um and so thank you for your efforts thank you for the report and a really a shout out to our campuses because they're leading the charge on this yeah the principals and the classrooms a lot of them everyone's incentivizing from the top to the bottom trying to get those kids come into class so it's been a

098really big push everyone's being intentional they're doing a great job thank you thank you Miss Clark we'll move on to item 11 consider consent agenda items approvement for the January 23rd meeting approved minutes for the January 25th meeting upper minutes by the workshop from January 26th consider approval of the test fee local policy update 120 which we got last a month for our first view of it uh the gifted and talented policy and procedures manual review that I'm with Wilma provided to us uh consider amendment to staff stop and schedule and consider budget amendments does anyone want to pull any atom off of this agenda or comment on any of the items yes ma'am I'd like to I'd like to pull uh D and G would like to know I think there were maybe four

099or five of the local updates can we do a quick just what were they and was there anything significant in those and on G what are the budget amendments for okay we will pull do you want them voted on separately to your new flowery um we'll just discussed okay uh opening discussion on uh Tasman policy update 120 is there one particular update that you'd like that these were all almost all uh for illegal legal I think there were four that were local yeah yeah I'm happy to go through those if you don't mind yeah so the the first is a CD local it stayed in state and federal revenues uh resources estate and revenue sources and again is recommended by tea newly recommended text require the district to get public notice on the application of

100grants for by providing information at board meetings and Publishing information on the district's website so again these a lot of our local policies tie on the legal policies and uh and so when we talk about about public meetings and public postings uh um we're getting our local policy updated as it relates to to Grant Revenue coming to the district certainly this is uh very applicable when we talk about Sr funding and the significant amount of federal money districts across the state received as it relates to the the covid-19 relief funds um as we jump from there to CKC local safety program risk management and emergency plans this is based out of Education Code 37 108 which requires districts multi-hazard Emergency Operations plans to include responding to train the relevant near the school district if a

101district facility is with a 1000 yards of a railroad track again this doesn't necessarily apply to all districts but we do have a train track that runs through the town and it is within that proximity of a couple of our schools so that that memo is really specific to GISD because of the location of the rail [Music] thank you uh the last three ffi local relates to student welfare freedom of bullying and again this is this is an update that correlates with our legal policy and it has proposed minimum standards for bullying and it provides a link to all stakeholders that want more information as it relates to that FNG local that's parent and student Grievances and complaints obviously that's one we use quite a bit we're very familiar with but the clarifications in there

102again a correlation for special education complaints instructional resources and policies and then we'll uh where they can get the information for required hearings and policies for disputes and then f-o-f-o local is related to student discipline it's recommendations and revisions to the local policy to clarify certain circumstances where students may be restrained and as you know that all of our all of our students are required or I'm sorry all of our teachers the restrained students are required to go undergo specific training uh before they put their hands on a kid and restrain them thank you and uh the the budget amendments do you have specific questions Miss Lowry I don't know just what are they relating to uh Mr Whitefield would you like to speak to why we have ongoing budget amendments yes ma'am I would

103like to um the board adopts the budget at the function level and on the campus whenever they had their budget in certain areas and they decide to make a purchase that had to come from a different function the board has to amend that budget to put it in that correct function to be purchased um the second page of the budget amendments there you can tie like the first one is Ams you can tie that to Function 11 function 13 function 31 function 52 function 36 and function 33. she's moving funds all into her function 23 to fund her card next purchase and then it goes down through there you can tie each one of those on that on that same spreadsheet like the second one there listed as ghs you can go down this professional

104development so it ties to function 13. you can see about 260 dollars moves from the 11 to the 13 because they they're using the function 13s where they do their staff development so they pay for it out of function 13. they're just a minute they're having you amend those funds so they can spend it in the correct function right thank you and and we'll time it means that as the campus principal I I have budget control and if we did decide we have a need that we didn't but for which we did not budget we have the authority to switch those funds to something else at the top the bottom line never changes but you'll see a balance you'll be see the same amount taken from various programs and put into a different program so

105all of that will balance and the other budget that we get will be uh we have to budget up change our budget for any donations that are made I'm Miss Townsend and I would like to talk about those well first off did you hear anything else you wanted to ask on it okay so I would like to talk about the community members that have donated to Granbury ISD this month donation from Lewis uh Lil yachty to the children's charity account to fund lunches at Acton Elementary School 750 dollars donation from the Granbury Optimist Club to the children's charity account to fund lunches at Granbury High School of 253.75 donation from Harbor Lakes girls night out to the mcjrotc Student Activity fund one thousand one hundred forty dollars donations from Pilot softball booster club to the

106pirate softball activity fund to supplement travel [Music] 1132.08 donation from anchor Fellowship to Acton Elementary for popcorn and bowls for their attendance incentives we talked about attendance in centers a little while ago fifty dollars donation from Acton Elementary PTO to the campuses activity fund to supplement travel 5635.23 donation from oakwood's PTO to the campuses activity fund to supplement travel same amount five thousand six hundred thirty five dollars twenty three cents donation from Kelly Moore Paint company for a five gallon paint Shaker to the maintenance department which was worth a thousand and donation from Henson's middle to the ghs Ag Department activity fund to buy 3 16 steel sheets of three hundred dollars total donations from our community this month fifteen thousand eight hundred ninety six dollars and twenty nine cents thank you so much from

108in the calendar for the 23-24 year this fiscal year will run from 7 September 1st 2023 to August 31st of 2024 the general operating unassigned fund balance is projected to decrease in the current fiscal year at expenditures for facilities Improvement remodeling projects and other initiatives will impact the projected fund balance the fund balance after these projects and initiatives are completed will remain within the district's fund balance policy limits and you can see below there that you have some committed fund balance there Administration will make recommendations to manage unassigned as well as committed fund balances for district needs to maintain balanced budgets levels dictated by policy and appropriated to maintain the optimal fund balance level for auditing purposes an adjustment to commit a fund balance accounts will most likely be necessary at the end of this

109year once we have an estimated uh what we'll be adding to fund balance at that point and we will adjust the unassigned fund balance at that time the next page will be our budgeting revenue for our maximum compressed tax rate the example that you have in there is the example that was used last year with the legislative session we do not have the correct numbers to put in there for you but it will be the same under current law to figure out that maximum compressed tax rate and you know that we did use local compressed taxes rate last year because it was lower and I mean you saw on Dr Glenn's a slide a while ago that although we were at the the floor of where we can be with our five golden pennies and

110698 districts across the state are already at that level so I look for the maximum compressed tax rate to be even less this year I know that house bill one that's on the floor currently has 7.75 cents of additional tax compression again that's still on the floor it's not voted on yet so we don't know exactly what that will be so under current law we will likely be using our local compressed tax rate again to set our tax rate and then we will also figure a collection rate of 99 in that we will project a two percent growth in student population you can see that our enrollment at February 2023 was 7 872 students as compared to 7727 students at the same time period last year which is 145 student growth which is 2 percent

111um we uh have an average daily attendance at the end of the first semester of 7 315.378 as opposed to last year we had 6973.229 at the end of that first semester that's a growth of 342.1.9 which is actually a 4.91 growth in Ada um the state recapture currently we are budgeted at the 7.484 but you heard Dr Glenn tell you just a minute ago the the last template that I just ran right before I went to uh tazbo last week was at about 9.6 million dollars that number will change because it is based on the final tax of appraisal numbers and our Ada if our Ada goes up which we expect to do in that year because of raw we the implementation that Ms Clark just talked about earlier we expect that to go

112up as well um based on hb3 the 2022 preliminary value studies and well as a current enrollment projected recapture is estimated to remain the same or slightly lower for next year again if we increase those the campuses will be given up per pupil uh allocation as they have in the past and then all central office and departments will remain at the same budget as they were for the pi the past two years the budget manager will have an opportunity to bring new initiatives to us and we will determine those on a case-by-case basis uh salaries and benefits Staffing formulas uh will be previously used that were in past years GISD teacher salaries and rankings with area districts will continue to be reviewed as well as information received from tasby salary study that was completed in

1132020 and continued emphasis on increasing the number of teachers with Advanced degrees and subject area will be made When developing salary schedules and recruiting new staff salary scheduled for other District employees will continue to be reviewed to be in line with market market rankings for lock type jobs and adjust it to reflect related Market changes and changes to teacher salary schedules and the district insurance contribution will remain at 378 dollars a month that is the budget assumptions that we'll be operating under and that and that is for proposed to you for us to use and I'll just say uh first of all thank you to him and his entire department they do a good job of not only providing estimates but of working with our office on on putting together a preliminary budget this is

114a very unique year obviously with so much legislation on the floor it's not only it relates to to tax relief to taxpayers but as it relates to uh to funding for for public schools plus uh vouchers which are on the table so they're just there are a lot of things in limbo right now we're trying to watch all of it but at the same time trying to make our best educated guesses on on what might happen just with the the experience of having gone through this uh for for a long time knowing that with with a surplus we are likely to see funding we don't know what that'll look like but we feel like it's going to give us the opportunity to be a little more competitive with our rage wage rates for our entire

115staff which is something that Emmett and I have discussed is is a priority in this budget and I know certainly it's a priority for this board to make sure we're more more competitive knowing that we're about 10 percent behind Market here in the Metroplex as it relates to salaries uh board do you also note that the schedule is attached that Mr Whitefield did not speak to it but the the dates are outlined for you and when each step will take place with the budget we will set the tax rate hearing on August the 28th and that time set the tax rate your emotion will be to adopt both the procedures and the calendar do I have a motion so moved Madam president do I have a second I will second thing I have a motion

119to make and control the uniforms and so we have Mr Morales here Mr Alice if you don't mind making your way to the podium um so uh Mr Whitefield correct me if I'm wrong a district policy every 10 years the district has replaced band uniforms and so as we look at 2024 the last purchase of the current band uniforms was done in 2014. it was it was a 10-year it's not a policy it's a procedure thank you sir so MS MR Morales current uh as we look at replacement of ban uniforms discuss like current condition of the van uniforms reason for replacement sure so as of as you stated there uh they were purchased around 2014 uh just based off this past season we had at our last contest we had on October 28th we

120had a lot of uh zippers busted off the belts on the or the buttons on the bottom were just completely gone we had uh our bamboos our wonderful bambooster parents were holding them together with safety pins and it was very embarrassing for the kids we try to get them prepared but it was just it's not worth the repair I mean they've already worn their you know they've done their job moving forward I think you know I think with the company that we're going towards uh is a one I've used in every for every District I've been in they have a lifetime warranty which with any sort of manufacturer defense index they are constructed at a very high quality and you know to have high quality it's going to cost money and I think at the

121end of the day it's going to be a great thing for us and uh it's going to be you know modernizing the band program and also just making sure that if we're paying high dollar it's going to be worth every penny of it so I think that's where how many uniforms does that purchase so that purchase is 250 uniforms as of right now we have a hundred and about 30 kids I think it's what we looked uh in band we have about 73 at one campus coming up at uh at Acton and we have about 70 kids 8th graders at GMS of course not all of them will stay in band but we'll lose about 20 percent of them but still that will double our numbers for next year so and and so with with

122the guarantee on replacement are we are we understand these May last longer than 10 years it looks like it will be one of the best things about this uniform is that you're able to this the parents are able to take it home wash it you know after a performance that's going to save everybody money especially our bamboosters our band budgets our band activity accounts uh you know on a yearly basis that's about three thousand dollars a season so I mean in the long run I think it would be I think it's a great you know investment for sure are there other questions I have a question it might be more for you Emmett um can you elaborate you were talking about the buy board contract versus and then having no further bids just can you

123elaborate on always that instead of having other bids for the uniforms yes ma'am um under Texas Education Code the school district is required to do a competitive procurement process the buy board has already done that process for us so we were able to solicit quotes through the buy board from multiple vendors or particularly this vendor because this is the one that was presented to us since they've already done the competitive computer procurement we don't have to go through all those steps to do that Miss wellfield um is this a 10-year budgeted item or does it just come up every year and it's handled this is this just comes up and it's handled we we knew it was coming in 10 years because we started talking about it about a year and a half ago so

124we knew it was coming and I knew it was not going to come out of this year's budget I knew I needed to come out of next year budget so that's in the planning process for that thank you we will encumber it this year but it will not be expended till next year okay other questions I want to congratulate you and your students who did so well in the competition gosh y'all were marvelous and made us so proud and we thank you for what you're doing with our Band program I appreciate that one one other question what happens with our like our band uniforms like our older band uniforms uh that I don't know what the district policy is on that but I can definitely we can chat with Mr Ross about it um in

125the past and other districts that we've dealt with or I've been with we have auctioned them off um depending on what the policy is for the district so it just depends um I don't know but I'll get with Mr Ross to find I said no they could be repurposed or anything like that uh usually they could be auctioned off and then some schools will do some sort of like a band uniform pillow and the parents sell them for fundraisers and you know the money comes back to the students and you know it's just depending on how what the district policy is District policy says that if you don't Surplus then we will put it up for auction okay I was just hoping there was a more creative way the last way was creative so I

128easement pads that were donated to the city for water towers what we're asking for here is not necessarily to sell sell the property but the first step in selling the property is for the board to declare its Surplus we will allow we will then go out for competitive sealed bids following board policy and state law the board would then have the opportunity to come back and see this item again if we did receive a a bid that was competitive along the lines of what you do appropriate for sale you would be able to then discuss it and make a decision as to whether or not you wanted to sell the property so when the bids come in you'll have the opportunity to either accept a bit or reject all bids and and wait for another

134motion by Mr Wimberley a second by Mr Moore all is there any discussion all in favor of the motion show of hands please all opposed same sign let the records show 7-0 approved Region 13 strategic planning process with Granbury ISD uh Mr Dawson thank you madam president um Region 13 offers a consultant that is full-time in supporting local school districts through their strategic planning process the last time we went through a district strategic planning process was with an outside consultant it was prior to the 2013 bond which was over 10 years ago so now that we've lived through many changes with our school district and even our community it's a good time maybe for us to have an outside perspective to help us step through a strategic planning for the for the next five years

135and so as presented in our Workshop earlier this month the price would include two Community meetings which can be held in March and April the dates are in front of you and your board book but those meetings would be held by Dr Deborah Brennan to help gather input from all stakeholders and then also climate surveys would be presented to all faculty family and students just to gather as much input as we can looking forward in the next five years and going through that entire strategic planning process so it's a recommendation of our Administration to approve Region 13 strategic planning consultant at the suggested price within the proposals I'll be happy to answer any questions thank you Mr Dawson I'll just add one other thing on to uh to his comments is last month we had

136the opportunity to speak with with our demographer and and go through the the growth that the district is expected to face over the next 10 years embedded within this strategic plan will actually be a long-range plan that will encompass um facilities and inputs I know we had two speakers allude to when is the next long-range planning committee going to be formed what is the district playing it what is the district planning as it relates to the growth that has come into the area those plans have have not been forgotten uh and this is going to be a a step toward um better dialogue with our parents and really more of a Grassroots effort making sure that uh that all stakeholders really have an opportunity to help build that long-range plan and so we'll look to

138the city city of Granbury 600 West Bridge Street for those of you who don't know that is directly across the street that is uh what we refer to as the Weatherford College building it also encompasses Stars BTC a technology building and the old cafeteria all of that property is actually currently owned by the city of Granbury they own the entire Decker uh the Decker uh the feed yeah the field that the whole complex uh is is owned by the city it was originally the city property then it was deeded to the school district for school use for a number of years the buildings were constructed there and then as part of a best use study uh the district and City came to an agreement to beat it back to the city however the facilities have

139to continue to serve a public purchase a purpose and uh and so the city of Granbury has reached out about the United Way the Biloxi River Child Advocacy Center and uh I'm going to say Meals on Wheels but I know it is uh actually the committee on Aging Hood County committee on Aging thank you very much uh that uh serves a lot about low-income families uh again uh students who are going through trauma and uh in the united ways obviously a service organization all of these not-for-profits have space issues and uh and they can make use of of that facility so then it brings to life the question of what would happen to Weatherford College which each year seems to be really offering less and less in that facility of course we have a huge

140dual credit partnership with Rutherford College that we would like to expand and eventually maybe housing our CTE facility where they could offer night school and and really with an emphasis on some trades that can help kids get jobs right here in our community just in conversations with Kurt junkins who is the new CEO at Lake Granbury Medical Center a certified surgeon technician is something they really have a need for um and there's a big push for Weatherford College to bring that certificate to night school here in Granbury and in the hospital has really good paying jobs for kids also certified welders would be a great job we offer CNN CNA and an EMT certification already through the high school if we could upgrade that to maybe an LVN again that's a higher paying job for

141kids and and certainly something that that individuals can do in night school so so there's a unique opportunity for for an improved partnership with Rutherford College for the district and these facilities are owned by the city and so ultimately the city gets to decide what they want to do with them but there is a clause that allows us to pull back the the property to the ISD if it's not used for the public purpose and so the city has sent this mou to us they would like to to allow these not for profits to use the facility and they want us to understand or they want us to agree that uh that we won't try and pull the property back like we would if they were trying to sell the property or use it for

150aircraft or the use of the aircraft but I mean law we have to follow the law regardless so this aligns with that and it just gives more teeth to it this will also um help clarify any expectations everybody has on reporting any criminal incident and also minimize confusion on what procedures we follow and it will also help tell who what where when why and how the expectations are to be handled for these criminal violations because it will say in our board book that we have these policies here all of those ones we've mentioned and those are the ones that we have to refer to if we have this in the operating board book I disagree that there was a violation uh that's your that's your opinion uh if you believe that was the case you

151should have called law enforcement and called them in had them check that out I don't agree with the policy is is presented and I'll just say from an administrative standpoint if we feel like something criminal has happened we absolutely notify law enforcement any any taxpayer should um the there's probably been two big issues that have come up um obviously the airplane that we're discussing tonight I would say the other one is it relates to library books I did not feel that it was anything criminal worth uh worth calling uh an investigation of law enforcement in on our Librarians and so and so we didn't it didn't mean that there weren't uh steps we needed to take to to remove some materials from our libraries but we thought it fell well short of of calling law

152enforcement or letting the D.A know he needed to come prosecute all the Librarians we did not feel that that the law was violated we felt like from a policy standpoint there were areas that we could improve upon and that's where we were at with the airplane as well but make no mistake about it if I feel like someone has committed a crime we will absolutely notify law enforcement we have a long history of doing that and um and and certainly and certainly I I understand what you're saying with with school board operating procedures that specific big language is not in school board operating procedures but I would hope that the board and and every administrator in this room would operate under CAA local and Texas Education Code 21.006 even though it's not in policy so

153I would remind go ahead Miss Lowry um first I'd like to clarify something that apparently has gone around now since the beginning of all of this there was no report made by me or Monica Brown to the Constable the Constable heard us speak and he came to us we did not go to law enforcement to have the Librarians arrested I'd like to make that clear because that seems to be a very prevailing thing that goes on around with a lot of people that I talk to the other thing I'd like to know is do we keep a log and do we have something that tells us that we have incident reports within the school district and we need to I think um and bring I could bring it up again next month is make an

154incident report monthly to go out to may post it on the website no names I'm just saying we've had this many violations of this this many violations of that so that people out in the community and the parents know kind of what's going on in the school is there something that goes on like that uh can you be more specific on like like how many instances of bullying um how many instances do we have of assaults how many sexual assaults how many times do the bathrooms get torn up because that's a vandalism problem do we have any other kind of vandalism that goes on um those kinds of things so that people have a little a very clear understanding of kind of what's going on in the school and do we do we keep track

155of all those we do keep track um in our assistant principles any type of discipline uh is is inputted into a data system and uh and certainly those reports could be pulled okay I would remind the board that the board operating procedures are procedures to make our board business easier make it easier for each of us to understand what we need to do to come to this table and to make our board actually run more smoothly when we get to the board table uh the operating procedures are not designed for us to do anything outside of board how we organize how we bring forth items how we get ourselves to this board it is designed for us us as individuals and how we will make it easier to have a smooth running board meeting and
