001foreign time is now four o'clock actually it's 402. I call this meeting the Granbury Independent School District to order let the record show a quorum of the board members is present that this meeting has been duly called and the notice of this meeting has been posted in accordance with the Texas open meetings act Texas government code chapter 551 at this time we are going to have our budget workshop and Dr Glenn I turn it over to you thank you madam president first I want to recognize our CFO in the White Field he put together the packet in front of you which will also be online and made available to the public after this meeting also I want to thank his team or at least a piece of his team Miss Butler who is with us
002today and also Mrs Whiteley and so with that Emmett I'll turn it over to you thank you sir board in front of you you have your uh board book that we go through every year for the workshop it's broken down in sections again the first section is actually um compensation or actually the the pay the pay scales that you approved two meetings ago but uh we always include them in here so that you can uh review those if you need to and have any questions about those we can work on those the second section is actually a PowerPoint that we're not going to go over but it just talks about responsibilities with the with the superintendent's responsibility is in the budget process which is to present you with a budget and it also talks about
003your responsibilities and that you adopt these three budgets and the three budgets that you do adopt that you adopt those at the function level and then it talks about what those uh what what functions are and what objects are kind of goes through there and tells you what the account codes are but we don't go through that but um however if you look at that and you want to ask questions we can certainly go over those admit because we have two new board members just a brief explanation for them what to do what the function level is and why we don't get into line item yes ma'am um when we talk about budgets in school districts uh the budgets that y'all really that y'all are responsible for adopting are our general operating and then our
004childhood Child Nutrition and then our debt service those are three different funds so when we talk about account code the first part of our account code is the funding source where's that money coming from the second part of that account code is the function and that is what area are we going to be using that in are we going to be using the instruction are we going to be using it in the library we're going to be using that uh in the principal's office are we going to be using an Administration or will it be for security that's what the function level is telling us and then when we get down to the next part of the account code is the object code and that's exactly what are we using it for are we using
005it for salaries which are our 6100s or we can use it for contracted Services which are 6200s supplies are 63 hundreds they're operating are going to be 6400 and then our equipment is going to be under 6600. so when we talk about those when we break those down in objects and we there'll be a piece of this Workshop in this PowerPoint and we'll talk about that it just kind of tells us what was our funding where are we spending it and what is it basically thank you yes ma'am and so the third part is going to be the PowerPoint that we're looking up here and we'll reference some of these other tabs in here as we're going through that um the fourth tab will be the actual budget for local maintenance the fifth tab will
006be Debt Service the sixth tab is going to be Child Nutrition the seventh tab we'll talk about our fund balance in local or general operating and then Tab 8 was just a couple pieces of information that I wanted you to have that we can reference as we go through the PowerPoint um so the first thing I do sometime around February is I go and I pull the pims data on our enrollment on our campuses where the students are at you know kindergarten or pre-k through um fifth sixth seventh eighth grade and then the high school and I take that pims data and I roll it all up of course I have to make a projection on kindergarten and Pre-K because there's no real um idea of where those kids are going to land as and
007when they're enrolled when I do that I come up with a basic total number of students in the district and when I did it this year I pulled the demographic study and I was within 19 to 20 students I felt pretty comfortable with that number so that's the way I base that and so the the total enrollment that I'm expecting is about eight thousand twenty one I know that I saw something on demographics this morning that it puts us about 8040 somewhere in there so we're pretty close to that we're going to be riding that area and then I calculated our Ada which is the next bar on this graph which is Page Three that we're on right now I calculated that at 91 now we really want 94 95 96 Ada but since covet
008we haven't been there this year we are 91 and when I budget I budget pretty conservatively so I went 91 so my Ada I'm expecting is going to be 73.21 out of that 8 000 students and historically pre-coveted it was pretty easy to hit 93 94 even 99 95 on a good year yeah and so but talk to them just briefly about the difference between 91 and 95 in terms of dollars well this morning uh Miss Grafton I hope did some numbers and that was kind of showing her a difference in what 91 Ada as opposed to 95 Ada is it's about 1.8 million dollars because you know if we were funded on enrollment we would get all the money we're supposed to get but kids are going to be absent so we you know
009between 91 and 95 was 1.8 million dollars difference that we would receive from the state so what you'll see this year is you're going to see a targeted effort by on the part of administration to make sure we bring attendance up because then you think about it in terms of let's say like teacher salaries um 1.8 million dollars is another three percent raise we could have given our staff absolutely yes sir foreign as we move along those students depending on where they landed in that count the high school we fund at 158 dollars per student at the middle schools we fund at 123 percent and the elementary is 98 percent that is what we allow the campus to budget that's not salaries that's just what they're going to spend on their contracted services on their
010supplies on their uh staff development travel or their equipment that they're going to be purchasing here and not necessarily student computers because there's a replacement schedule through technology that they do but like the office computers they would be responsible for those the department of budgets that are figured in here a total 8.4 million dollars and that includes Athletics all the way down through maintenance and then our state program allocations are 2.1 million dollars that's going to be our GT program our our career and Tech program our dyslexia and based on the numbers that we punch into our our template they kind of give us the numbers we're supposed to spend in that area and this is I mean with our best guess of where we have of students for the subpopulations this is going to
011be our best estimate right now but I work these every six weeks and when I kind of do updates for the program to directors to let them know where they're at and if we need to add more money to it we come back and we we move some money around to get them because some some of the programs will drop a little bit some will go up and we'll have to move those monies around so they have them to in the right areas to spend but that's what the state categorical scores there are no no no initiatives in this 2223 budget and our recapture right now is calculated to be about 6.3 million dollars and then a tax appraisal and collection are going to be 1.6 million dollars and 185 000 respectively 185 000 is
012just for hcad to collect for us the other includes all four uh counties that we're getting taxes from that's going to be their the appraisal part this tea recapture this is for this year or for next year this is for next year the budget we're talking about is for next year um there will be a page in here that I'll talk about what we're going to be doing for this year's towards the end of the slideshow but we have an increase based on adoptive budgets and what our recapture is going to be but I'll tell you right now that we'll be adopted for our recapture is going to be higher and then tonight's board meeting you'll see another amendment for recapture because tea and I'm not I think I've explained this before but ta saying
013this is what we oh by August 15th then they're going to do their calculations and they're going to send us some money back right and then they're going to do a settle up and I'm going to end up sending them money back it's just a change of money back and forth until it's Mr Grafton I talked about this morning it's gray until it becomes black and white but we have to meet all their deadlines to get in that place right thank you yes ma'am we're missing a slide I apologize looking for slides I'm looking for six nope that's not it no I need to go I need to go forward well no it's the one that was supposed to be right before that one it's blank that's right I can talk about it um this
014budget does include the salary increases that um you approved at the last board meeting um includes 1800 increase for uh teachers Librarians RNs and SLP assistants and SLP Bachelor positions it also includes the gtei increases and three percent off the midpoint to all other positions in addition we talked about this before but I want to read it out loud as it will increase all bus drivers to a minimum of 17 an hour plus 10 cents an hour for every year service to GISD bus driver leads were increased to 18 an hour plus 10 cents an hour for every year of service to GISD and Child Nutrition workers were increased to 14 an hour plus 10 cents an hour for every year of GISD service and then Child Nutrition managers were increased to 18 an hour
015and 10 cents for every hour or every year of service to GISD that was the salary increases that you approved to the last board meeting so I wanted to be sure that we talked about that and that we did meet those in this budget now and I just want to point out we really made a conscience uh concentrated effort in the last few years to take some of our lowest employees those paid employees like cafeteria workers and bus drivers and Elevate them to where we can be more competitive with surrounding districts yes I appreciate you for taking care of that Emma yes sir the next slide that we're going to look at here is going to be our health insurance on our TRS Active Care we will be with that group again as well this
016year on the primary and HD plans there were no increases under the primary there was a 17 decrease and then under HMO plan there was a 26.76 and monthly increase for those plans uh the district does include a 25 000 life insurance policy and then we also have a plan where we provide a care flight coverage and uh people become member we people are members of care flight so that it's covered under an insurance policy for care flight and are we still a much higher well that our employees pay less than most other school districts around for this that is correct most districts there are a few through the state throughout the state that are playing paying 100 percent but right now I'm on HD and I think I paid 25 and 50 cents a
017paycheck so about 51 a month is what I pay for the high deductible insurance and and the amount the the ISD pays is among the highest for for sure in our region yes sir very good okay so now we're going to move into the general operating budget and what we're looking at to budget this year the first the first page we're looking for here is uh the general operating revenues and um you can see it on the screen and you also see it in your book but it's under Tab four if you want to go to it to look at it that way our revenues are going to equal 82 82 million four hundred fifty thousand one hundred sixty four dollars and our goal is when we make our budget is to prepare that in
018a in a balanced budget for you that we adopt and you can go down through here you can see that that about 80 88.89 and we will talk about a little bit in a minute about 80 89 of our budget is all taxes property taxes and then the rest down through there you can see State revenues that we receive are only about almost five percent 4.93 is what we get from the state and then there are some local revenues and then some federal revenues in there that we do we receive as well your next screen will be our general General operating expenditures by function and this is what we were talking about earlier that the board is is responsible for adopting a budget at the function level and that's where we're at right here and
019that's what we're going to look at and um you can go down through there and see that Function 11 increased by 3.7 million dollars and then there's some other notable ones in there I'm going to say like function 34 we can see it increased by 513 000 function 51 went up by 676 thousand dollars and then function 52 went up by 230 000 so I think we all understand where Function 11 is that's teachers and instructions so we know why those increases are there but let's talk about function 34. we've talked about that in the past and it shows an increase of 513 thousand dollars we know that fuel is going up in those situations like that we we did put some money in function 34 to purchase new buses however we're going to hold
020off on the new buses until we find out what fuel is going to do because we may use that I mean you can't it doesn't matter if you have the bus if you can't fuel it up so we're gonna we're gonna go that way first in that function function 51. we're going to talk about this later on in the next board at the board meeting later function 51 is going up because we're pulling custodial in-house and it's going to cost us a little bit more money but we're going to have better facilities our facilities are going to be taken care of those those members of that team are going to become family to those to those campuses and they're going to be included and whenever they're included our family they take much better care of
021our facilities and in function 52 I think we're all well aware of what's going on in the world right now and um there's a little bit of increase in that function because we there's going to be funding from the state come down for all the increased security that we're going to have to do but until we know what that is I decided we did our Administration decided that we needed some money in that area to cover that situation yeah there there is money is available for the state that GISD is going to be eligible for uh but in addition on this expenditures four Amendment uh talk about the the difference between the percent increase uh which is the last column and then uh percent of budget net recapture and how recapture really affects those those
022two line items yes sir um they're on the very very right side that is the percentage of increase from the adopted budget from last year to this year however I like to talk about the percentage of the budget and if you look at the overall budget that's what that First Column there says percent of budget it talks about the overall percentage of that function to the budget is but I like to bring you back to the percentage of budget net of recapture this is where what we're spending on our students in this District net of the money that we send back to the state because that's really not money we're spending on our students so if you look at Function 11 net of recapture we're spending 61.2 percent of our budget just on instruction that's
023in the classroom that's the teacher salary that's their supplies it's anything that happens that is direct instruction and you can go down through that column and say all those different percentages and you can see probably the next largest one is going to be 51 which is plant maintenance that's going to be utilities and those things function 34 is about 4.2 about half of what plant maintenance is but we you know when it comes to utilities got to have the lights on so that's going to be the second largest but our largest function that we spend money in is in direct instruction excited uh I mean what is the state recommending now to be the percentage of your budget for instruction they don't have a recommendation right now but we still look at that 60 65
024percent of in the old days that's the way I think about it we're close so I feel comfortable with that and this recapture that kind of pulls us out of it but net recapture we're still really close to 61 percent thank you yes ma'am and then we talked about earlier the object code so this is like we said what are we spending it on and then you can go down through there and you can see that this is a balanced budget at the 82 million 450 000 400 164 dollars if you look at that under salaries and benefits under net of recapture salaries and benefits is 83.4 percent of our budget which we we figure 79 80 we're a little above that across the state is about 79 80 so we're a little above that
025and those other those other categories you have to contact the services supplies and then your Capital alley which will be your ex your uh your equipment and um some of that equipment will be less than five thousand dollars and we won't capitalize it but we put it under those so we can track it for insurance purposes so if you look at uh our revenues on a pie chart you can see that 89 that I was talking about was local local tax revenue that's at 73.1 million dollars that's the biggest part of our pie right there that's the most money we get in revenues and then it's broken down it says state revenue under there is the is the five percent up there um that includes our uh TRS on behalf and TRS on behalf is
026basically a it's a paper entry it's not actual money that we're receiving but TRS the teacher retirement service we have those percentages that we calculate on everybody's check is what the teacher retirement is applying to retirement so we have to count the revenue from the state to offset that there's an expenditure in there that offsets it under the under those salaries and benefits and it it Nets itself out but it's really a paper entry there's no money coming in no money going out it's all at the state level but we record it as a revenue and expenditure and then of course the and you can see that on there that's that red one and then our federal revenues but equal about 1.5 million dollars to bring us to that 80 82.4 million dollar Revenue budget
027what was it what were our federal revenues last year do you know off the top of your head they're really close to what that they're on there right now because they're budgeted the same this year that's good the closest I've got to know that I will tell you it's going to be right at it's rather about the same because it's because it's still wrapped there there was the only thing that's different is that I've added the indirect costs from Child Nutrition that um with our unrestricted indirect costs we get to charge Amy's program and it comes back to us uh the next part of the budget is the expenditures and you can see right there under instructional related instructionals is 58.56 percent and then instructional School leadership you can see it's 4.9 million dollars and
028you see how that affects the pie and what those percentages are but it is a balanced budget at the 82.4 million dollars on our next screen here you can see that last year in 2122 we projected spending about ninety eight hundred dollars per student net of recapture this year we're looking at spending about 10 392 dollars per student net of recapture so there is there is a little bit of increase that includes all the raises and everything that we've provided including all the way down through the bus drivers because that's going to be expenditures that we that we attribute to that as well hmm when you're doing this how do you handle not knowing how much we're going to spend on substitute teachers do you like have a percentage that you put aside for that
029I have a I have a standardized budget that I've used over over the years and um I look at it from year to year to see where it's at and right now we're about six hundred thousand dollars on substitutes and that's all benefits included this past year we did not spend that amount and substitutes We There were there were a lot of days we had 50 60 sub-fills so we did not so we did not use that budget so some of the budget members you see get moved around it's been moved around into different places that fuel for one thing pre-coded we'd budget about a half a million dollars in Subs every year we ended up increasing what we were paying sub wise uh in 2020 we tried to continue to increase that budget just
030because we want to be able to attract Subs however like Emmett said we still have historically spent in that half million dollar range on substitutes annually and that six hundred thousand dollars that we budget includes all their benefits and everything so we we know if we do a we we do a trending we can see that it's going to be about that much now if we had if we had filled every sub position last year we'd probably met that budget but we did not meet it this year so the increase that we're planning on doing this next year if they do 15 days or more we've got you've got that planned in there it's yeah it's good it's in there perfect and I and I and if we start having fill rates like that I'll
031be glad to put more money over there if y'all if y'all approve it keeps our staff from having to go out there exactly okay our next slide here our total expenditures are projected to be 82.4 million dollars that's an 8.2 percent increase from 2122 adopt a budget and it's a seven percent increase in net of recapture the proposed expenditures for the per Ada is going to be 10 392 dollars per recapture which we just talked about and last year it was nine thousand eight hundred and eight dollars Function 11 instruction makes up 61.2 percent of our total budget net of recapture and then not in 2122 it was 60.4 percent so we went up there a little bit in instructional instruction and instructional support make up 81.4 percent that's if you look at all the
032instruments expenses from Function 11 all the way down through function 36. that's going to be student related and those make up 81.4 percent of our budget and last year it was 81.9 percent so we're still pretty close in that range for that as well now we're going to move on and talk about our fund balance and I'm and this is this is board policy but I'll read it to you it's really it's a fund balance is suggested to be maintained at a level of three months operating and board policy says at a minimum the goal of the district shall be to maintain committed assign and unassigned fund balances and the general operating fund to equal or exceed 20 percent of the total annual operating expenditures now when we look at Tab 7 back here which
033talks about fund balance you can see that this year when we end we'll be at 39.12 percent and when we end 2223 we'll be at 36.14 percent and we can commit some of that fund balance to Future expenditures that we know we're going to need and we've talked about that when we talk about Portables and construction of roadways and stuff like that and Loops into the district through the campuses you can see a trend of what our fund balances are I mean look under Tab 7 again and see this but um 1819's actual fund balance was 23.3 million dollars and you can say it's continually we've added money to fund balance throughout there um 22 and 23 you're gonna are the same because 23 is the budget will presenting to you as a balanced budget
034so it shouldn't increase and my projection is for this year to add about four hundred and twenty thousand dollars to fund balance so that will bring us to that 29.7 million dollars listed on that chart okay so now we're going to move into The Debt Service budget and this is where this is where the fund starts right here um the revenue expenditures for Debt Service I presented you two scenarios the first one being 14 and a half cents the second one being 19 and a half cents and um we'll talk about that in a little while because our tax rate for our mno will go down significantly and there's a chance to instead of dropping it the whole nine cents there's a chance to move some of that over to Debt Service and it's not
035an actual tax swap but it's a it's moving funding because we the voters approved unlimited tax refundable bonds so we can move our tax rate wherever we need it to moving it to the 19 and a half cents allows us to pay off an extremely large amount of debt and it's under tab eight it's the last page under Tab 8 is what BLK sent to us and that's some 19 and a half cents which saved taxpayers about eight hundred and twenty thousand dollars in interest over the life of that Bond and then let me just pump the brakes and go layman's terms for a second for those who might be watching online so uh when wherever we saw start talking tax rate people's years perk up the district has two tax rates um now when
036people receive their tax bill they just see that dollar eight eight eight yes sir but uh but we know that we break it down into two parts debt and then operations on the debt side um it's 14 and a half cents and that's approved through voters as we sell Bonds on the operation side it's formula driven which kind of changed with House Bill 3 and so just briefly talk about the uh how the values um the increase in values are are going to cause us on the formula side to basically suppress our tax rate say right around the nine percent range and then the decision the board will make as it relates to to shifting some of that money over to the debt side so that we can pay off our debt quicker there's a
037slide in here later and we'll go over this again so this may be reiterating what we're going to talk about in a minute but House Bill 3 created a situation where they called it a maximum compressed tax rate maximum fresh tax rate said this is as much as we're going to allow you to charge for him and O and it cannot grow more than 2.5 percent a year now the state expected property growth at 4.36 percent we exceeded that so the formula that they use for the 4.36 percent but not allowing it to grow over two and a half two and a half percent um gave them a tax rate that was significantly higher than what we're going to be able to charge we grew at 18.54 so when you plug that into the formula
038we drop below the floor of what ta says we can charge and um there's a statement in here and I'll read it in a minute on on the slide it talks about no school district will be able to drop below 10 below any other school district in the state of Texas and when they do that they use this calculation so we fall below that so we will hit the floor on m o tax rate so having said that last year and I apologize I'm not on that page just yet but I'll get there last year our mno was 94.38 cents our mno this year will be 85.46 cents so we're talking nine cents that it's going to be dropping and we'll and we'll go over that again in a minute but that's going to be
039the gist of it we're going to be dropping nine cents on the m o side and this also means with that tax rate that we can kind of move the money or that money where we kind of want to it also means we couldn't keep it in mno because of that compression rate so we couldn't use it to like give even more raises if we wanted to that is correct because we cannot go above the number that they give us and it was actually the floor we can't go above that and that number that they give us so basically what we do is a defeasants and shift some money to the ins pay down debt so you reduce you still reduce a tax rate but you've moved that those those uh cents from nmo to
040debt and it allows us to pay our debt off early and get the district out of debt and thus saving taxpayers uh thousands or hundreds of thousands of dollars foreign so in The Debt Service budget State revenues predicted projected to be zero dollars we don't qualify for Eda or IFA money our local tax revenue is projected at 12.3 million dollars if we keep it at 14.5 cents and is projected at 16.4 million dollars if we increase it to 19 and a half cents maintaining the 14.5 ins rate will generate a surplus Revenue in the amount of 4.7 million dollars based on preliminary property values and increasing it to 19.5 cents will generate a surplus of 8.7 million dollars based on preliminary values projected Debt Service fund balance at 831.23 will be 6.9 million dollars at
04114.5 cents or 10.9 million dollars at 19 and a half cents and those surface surplus funds can be used to reduce our debt and that's all under tab five if you want to go to you could go and look at that and you can see how that all plays out those are the slides that we really looked at but you can see how it how it develops in that spreadsheet yeah and just just real quick just keep in mind and we'll get to when we get to tab five we can talk about this in detail and so we're not talking it the the tax rate will not increase at all what you're going to decide is is how much you want to increase the tax rate or how much you want to shift in in
042the form of Ephesians to the ins side but uh but it certainly will not in any way shape or form increase above what it was this year and we'll go through a few more scenarios here that'll kind of show you what the total tax rate is going to be and everything today this is just uh the next chart is just a chart the last two columns are 23 22 23 and it's just showing you the 12.3 million or the four 16.4 million dollars and then our next slide I only show the 7.6 million dollars because that's all our bond uh indebtedness is set up for next year unless we go with the defeasants with a higher tax rate or even leaving it at the 14 and a half we can do a defeasants but either
043way this is what we're this is what we're tied to for next year's expenditures the next budget that we're going to talk about is going to be fund 240 with our Child Nutrition budget again it's going to be a balanced budget Amy does a good job to follow put follow her uh create our expenditure budget underneath the revenue she expects to take in this budget will reduce this year last year the state funded 100 percent of students and they paid for everything so this year that's we're going back to the regular free and reduced application so we won't be receiving as many as much revenue in that particularly but you can see here she's broken it down that's your question sorry um it's broken down into the the It's all under function 35 but it's
044broken down into objects again her salary and benefits are going to be 1.6 million dollars her contracted services are at 20 950 supplies are about 2.1 million dollars which includes food and um paper products um her other operating expenses are going to be 7 400 and you can see her unrestricted indirect uh cost that she would be providing back to the district this will be local Revenue be 262 thousand dollars and then her Capital Ally is about 61 thousand dollars for next year and this is just it in chart form you can see our revenues do drop from 5.3 down to 4.1 million dollars this year and then her expenditures only dropped by about two hundred thousand dollars I mean uh what does or Amy or somebody what do we expect to have to replace
045with that sixty one thousand dollars in capital outlay and we as far as as far as replacing equipment and things like that um be able to we are expected to get our hopefully we're expecting our relationship and then we're going to be looking at all the different equipment throughout the district along with a lot of other things thank you exactly they're very they're very specific on how we can spend the money and uh and what Emmett and Amy are working on is a maintenance schedule um so think about like our roof Replacements how we went around and made sure that every campus had a new roof and so we'll light off a small piece of the pie every year until we can get every campuses uh kitchen and serving area upgraded so we'll talk about
046I'm sorry will everything already be done at Bronner for the expanded kitchen unfortunately we're hoping to have so you'll be using some of this money to go ahead and finish the expansion of Broner thank you yes ma'am under tab six when we get there we'll talk about this a little bit she's going to add about nine hundred thousand dollars to her fund balance this year she falls into the same rules we do on balance she only needs about three months operating and she's going to have more than that because when she ends this year she'll have about 1.3 million dollars in fund balance and the TDA audit that's not a good thing and she's got one of those coming up however every District can say Texas is having the same problem that she's having because
047they were funded at 100 last year so what she has her what she's tasked with is coming up with a plan how to reduce that fund balance what we're going to do is we're going to look at every piece of equipment dishwashers ovens tables everything we're going to just replace everything we can to bring her fund balance down where she needs it to be and when she has her TDA audit she'll have that plan in place so they'll see where she's at and it's not going to be uh foreign to them because every District in the state of Texas is having the same problem and we may get into this in later issues when you're getting down into the real nails but just like with fuel costs we're seeing a huge increase in food costs
048and you guys have obviously taken that into account and we and we are a part of a cooperative and they do negotiate the best prices they can get however we'll be in the same boat as everybody else and we'll be paying more for food but we but purchasing in that Co-op will negotiate the best price that we can get and later on tonight she's going to talk about our learn but right and she will go through that because that'll be that'll help us as well in those costs you can say that that's the expenditures okay um now here's the projected fund balance we're projecting her phone balance at the end of this year to be 1.3 million dollars so with a balanced budget we project that to be the same at 2023 unless we get
049through those expenditures and we can reduce that fund balance purchasing equipment throughout throughout the district in our kitchens [Applause] okay so tax rates gonna I'm gonna pull it all up we made it look better on the screen than it is in your books but it's the same information so what we're going to talk about here um the rate is set by you as a school board the maximum rate that we're going to be able to set for mno is going to be the 90 and it's it has to do with the the maximum compressed tax rate um and must maintain a debt right that that serves our needs however we talked about this just a minute ago the current tax rate is at a dollar eight eight and then our mno that makes our mno
05094 94.38 cents and our debt service at 14 and a half cents this year with our maximum compressed tax rate our m o is going to be 0.8546 85.46 cents in the back of your Tab 8 there's a letter from tea some of us have looked at it and read through it and it talks about when you do that formula funding uh with our maximum compressed tax rate there's a floor down there in the end of that section it says limit on local compression you can see that our limit that we're going to be at we're going to hit the floor is going to be 80.46 cents now added on to that if you look on the very back page is the five golden pennies that we voted on in 2021 so our maximum mno
051tax rate for this year is going to be 85 and 0.46 cents and then below that under Debt Service I have two scenarios here with 14 and a half cents or 19 and a half cents and that's going to be the purple what's up there it's going to be orange and blue but in your book it's the purple and blue tab at the 99.996 total tax rate or the 1.0496 tax rate and that's the 19 and a half on the debt service for that particular tax rate any questions about that so so on your on your graph it really the the purple it's orange up there but it's purple in your book yes okay it should it should reflect 94 cents right because that would be actually the bottom no that's the top this is
052the total tax rate this is the 85.46 plus the 14 and a half cents or the blue one is going to be 85.46 cents plus 19 and a half cents so essentially we can increase the debt service pay off more debt and still have a lower tax rate this year than we did last year yes ma'am I I got you so scenario scenario one yes sir is just showing it dropping it down as low as we can that's that's the 14 and a half cents and so I'm making sure I'm looking at the right colors I don't have it in front of me so orange orange would be orange would be taking it Taking it down to the bottom of the formula for mno taking the bottom from a feminal and having it at 14.5
053cents and then blue is adding the nickel back on the ins side it still lowers the tax rate below yes sir where we were it lowered it about 3.92 cents so just just so you guys understand just the the rough math and there are a lot of things that that go into these calculations when bonds were called and how they were structured but for the most part by uh by adding the nickel back on the ins side I believe we looked at it in a rough sketch about 10 to 11 years all GISD debt is paid off so that's currently I think we're at 95-ish 93 90 93 93 million dollars and so we're about to make a principal and interest payment on that in August it'll drop down to about 88. yeah because we'll
054make not only will we make a principal and interest but we'll also do the the 2.3 million dollar defeasants that y'all approved last August and I know you'll get deeper into that scenario in a second but pretty much that nickel takes a bond uh package uh that would have think all our debt would have been paid down in about 2040. this would this would pay it off in roughly 2031 so we're going to get about um 10 10 years maybe 11 years sooner saving yes sir saving a great deal of Interest yeah and so um and just just to put it in perspective taking taken all nonsense and it over to the ins side would uh would do it in about seven years so um so it's it's a it's a big difference whenever you
055can start prepaying these bonds down and that's why we brought it to you for consideration and again you don't have to and we'll still pay off our debt in 2040 but if you want to pay it off quicker here's an option to do it and still either lower the tax rate a little bit or maintain the same tax rate for for our community and next month when I bring this back to you if that's what you decide that you want to do we'll bring a defeasants and I'll have a be okay work that defeasants up to show us what that's going to be that'll be approved in the budget the budget will be approved and the defendants will be approved and then then you'll set the tax rate because you set the tax rate to
056meet your budget needs so to make sure we understand what what you would do is go back to be okay who is our financial advisor you would find out how we could go about paying those bonds off earlier and then from that then we would set the tax rate after that because it's going to change the budget slightly right right we would adopt it like we wanted to meet our needs to pay for next year then he would have the defeasants I would bring that to you you would approve the defeasants and then you would know how much you would need to set the tax rate at thank you yes ma'am and then this next slide just tells us that we expect 99 collection um I can tell you that we exceed that we hit
057101 percent and it's based on penalty and interest but 99 is where we budget at [Applause] okay in conclusion so we're getting down to the nitty-ritty now um General operating Revenue projected on preliminary values will be 82.4 million dollars gno proposed expenditures will be a balanced budget 82.4 million dollars it represents a balanced budget with an increase of 6.2 million dollars or 8.2 percent overall and we know that that's seven percent net of recapture we talked about that a while ago and um well there it is right there's the next next slide there um General operating is projected a thumb at the end of 2023 is projected to be 29.7 million dollars almost 29.8 million dollars and um we we have no new initiatives in this budget included is a recapture payment of 6.3 million
058dollars which is an increase of 1.2 million dollars from the prior year adopted budget however I can tell you that right now we are currently at 6.5 million dollars due for this year and that includes uh settle up from the prior year that we talked about a while ago going back and forth and what they expect us to pay at August 15th again when we pay that August 15th they'll do some recalculation and they'll send us some money back and then they'll do a settle up and we'll send them money back so like I said with Miss Graf this morning we talked about everything is gray until it's black and white and there's no way to hit that nail on the head until they finish up all of their calculations the increase of property values
059this year was 18.54 percent um significantly higher than those comptroller's projection at 4.36 percent and we're still under uh maximum compression compressed tax rates for mno in order to uh main oh here's what I was going to tell you about this a while ago and it talks about our the bottom tier in order to maintain rate Equity no district will have a maximum tier one tax rate lower than 80.46 cents now that's the mat that's the floor but then we get to add our five five golden pennies that they allowed us at their house bill 3 so our tax rate is looking at 85.46 cents an image just for our new trustees explain explain the golden Penny and how it's funded differently than a traditional Penny the GISD receiver the golden Penny was was developed
060through House Bill 3 when they did compress our tax rates they allowed us four cents automatically the fifth Cent would had to be voted unanimously in 2021 to get that fifth Cent and it was a kind of a trade out in House Bill 3 to keep our tax rates um where we could fund our schools basically the total tax rate proposed at the 14 and a half cents is 99.96 cents and that is an 8.92 decrease from last year the total tax rate if we go to the 19 and a half cents and Debt Service will be a dollar 496 and that's a decrease of 3.92 cents from last year and you can see the breakdown there for m o and debt right below it mno doesn't go below eight five forty six and then
061you can see the 14 and a half and the 19 and a half there get these up here you can see that over the years the total tax rate and the m o tax rate you can see Going Down The Debt Service it only dropped there at the 1920 year when we went from 15 and a half down to 14 and a half but you can see we continually lower the tax rate at the at the board level so y'all you have a done that as custodians of the districts of tax rate oh there's a little more there what are we doing okay so the conclusion Child Nutrition will adopt a balanced budget making projected fund balance 1.3 million dollars Debt Service will produce a 4.7 million dollars at a proposed rate of 14 and
062a half cents making the fund balance 6.9 million dollars at the 19.5 cents will produce 8 million 8.7 million dollars making fund balance 10.9 million dollars at 8 31 2023 and let's start again that Surplus can be used to pay off debt early I'd like to thank all the principals directors and finance facilities staff for the support and budget process and we can move on to the other tabs Tab four we got a few more minutes so we'll move through this quickly Tab four this is a the budget deck sheets that I use when I'm talking to people about what our budget looks like it does have at the top it has our preliminary values at 6.8 billion dollars you can go down through there you can see the H department is broken down um
063through Athletics all the way down through you can see gifted and talented those are the the sub Pops that we were talking about gift and talented stay compact bilingual dyslexia Early Childhood the Kate ccmr and then you drop down a little bit in the special ed in there those are numbers that when we plug our team's data in it gives us those numbers that we need to spend that amount of money in those areas so those fluctuate a little bit and then you can see technology is in there Finance business office custodial um the custodial we'll talk about a little later when we take that in and it's going to cost us a little bit more money but we think it's going to be better for the district we've mentioned we've mentioned that twice let's
064just talk about the custodial for a second in 2018 the district signed a five-year contract with SSC so it's we Outsource our custodial Services um probably uh the kindest way to say it is it's been hit and miss we receive a lot of complaints from our campuses just about the cleanliness of our buildings there have been times where things have slowly gotten better when we've been on them every year that we've been with them they've asked for a an increase in the contracted amount that we agreed upon in in 2018 this year we denied that increase because I believe we received what well over 60 complaints yes sir I have some I have 60 uh separate complaints yeah it's from just across campuses in the district about the cleanliness of our buildings in addition to
065that we we do have concerns they they represent to us that they employ 61 staff members however I don't think at any given time we've ever seen probably higher than about 40. so it's it's our general feeling that like any for-profit for-profit agency that they're trying to maximize is their profits and it's happening at our expense and so when we denied their uh their cost increase and everything is going up we're seeing you know over nine percent inflation so they're having a hard time maintaining the levels that they were at in 2018 uh we're looking at it and saying why would we pay you more when the quality of your work over the last four years has been terrible and so we came back and said we're not going to increase the price of this
066contract well they triggered a clause in there that allows them a 65-day out and we were agreeable to let them out of their contract and so as indicated tonight we're going to present you the option of taking that back in house and we do believe that with ownership of our custodial program just like our cafeteria program into Transportation program when it's owned by GISD you're going to see employees that are happier and are more in touch with with our needs and and us with their needs quite frankly because I'm not sure that SSC really treated all their employees very well over the last four years because we had numerous complaints with them coming to us thinking that we were actually the ones employing them so it's been interesting and I think this is an opportunity
067for GISD what happens Dr Glenn with the equipment I know if we had opted out we equipment would belong to them it said they've opted out what happened so there's a clause in there and actually we will own all of the equipment em it's actually getting an inventory from them right now so as part of our scheduled payment to SSC we were actually paying off the equipment that was in the district so we're going to have a good uh stash of equipment to actually begin the program with and at the same time we know there are some things that that we want to purchase for the program and we built that all of that into the budget knowing that we were likely going to be moving away from SSC at the end of the year
068voluntarily when the contract ended but they were kind enough to give us the opportunity to exit early and we jumped on it and then release it there will be some movement because there is some there is a buyout on the equipment but it's just going to be a third of the cost of it well I knew that we were concerned earlier year when there was so much dissatisfaction about what it was going to cost us to exit that program so I thank you yes ma'am so this uh this tab just kind of it's kind of an overall view it goes through and shows all the Departments and you go down you can see the campus totals at the 98 986 thousand dollars the manual payroll entry there is a manual payroll that I enter which
069is going to be overtime in an extra Duty costs and then the 58 million dollars that you see there is our salary negotiation piece out of Skyward that calculates a three percent raise on the midpoint and then you can see our projected uh tea rate capture there 6.37 million dollars and the next page is what we looked at in our slideshow that is our revenues and where those revenues are coming from and then the next page is that function page that we looked at in the slideshow as well and then the object code page follows that and that is the tab for Tab 5 is the scenarios with the 14 and a half cents on debt service and the 19 and a half on debt service and then the second page will show you that
070projected fund balance at 14 and a half cents being 6.9 million dollars and at 19.5 cents being 10.9 million dollars and that's based that's before we we talk about the defeasants that we're going to do and again that that nickel is arbitrary we're just giving it to you guys as a scenario it could be three cents it could be eight cents wherever you want it to be just a nickel is seemed to be nice even number and it also allows us to kind of do some quick math if you want to change it and then tab six is Going to Be Your Child Nutrition fund talking about her balance budget and these were in the slideshow as well the second page does show the fund balance with fund balance at 831 is expected to be
071uh of 22 it'll be 1.3 million dollars in with a balanced budget it's projected to be up to 1.3 million dollars again again uh Amy's going to be working on equipment uh uh processed so that we can get that fund balance down and it could 2023 could be lower than that and then tap seven is going to be the fund balance analysis um the first page is the 2122 projected fund balance you can see there that we we start um our unrestricted loan balance at 22.8 million dollars I'm expecting that we're going to add about 420 000 this year that's the best guess at this point um and then you can see our committed fund balances that we've done in the past the five million dollars for construction the 1.2 for equipment and then three
072hundred thousand dollars for other bringing our total to 29.7 million dollars and the next page of that is going to be our 2223 projected fund balance which doesn't change it with a balanced budget so it's projected to be the same again we can take some of that 23.2 million dollars and we can can commit it at the August board meeting to uh other equipment or Portables and that's what is needed and we can make that commitment and then it just kind of pulls it out of unrestricted it just means that's what you're going to use that money for and to use it we actually have to pull it back out we don't we don't really do that officially any right now we keep those numbers there because we have enough unrestricted fund balance so we
073can use it but we keep those committed levels there just in case some emergency and then Tab 8 is your extra information and that is the letter from tea that talks about the state compression tax rate and the funding that they use for that with that 4.36 percent that formula right there if you plug in our 18.54 it gives you a lower number but then you go down and you look at our local limit on local compression and they said they say the limit is 80 cents 80.46 cents and it talks about that being the floor and then of course the third page of that shows us our five golden pennies and I've highlighted that information for you so you can see it easily the last piece of information in that Tab 8 is blk's
074workup at 19 and a half cents and you can see that's what the budget will look like at 19 and a half cents with revenues of 16.463 million dollars and expenditures with the divisions being 16.46 million dollars leaving an increase in the fun bounce at 28.94 which will add on to that 2 million dollars that we already have in there and then the next sheet of that is kind of showing the principal interest of what we're looking at it in those situations and that's 59 minutes are there any other questions today the board members have at this point so just a reminder to those who might be watching online that we will upload this onto the district website and uh and then we will be coming back for another round uh take a little bit
075deeper deeper dive in this uh in August and certainly both of them and I are available for questions in the interim if you have them yeah August will be more about the tax rate and what we want to do with the defeasants and setting that tax rate and doing that in the right order for uh legal purposes yes very good okay thank you very much Emmett that was very helpful and I appreciate all the time you spent with various board members to get them all up to speed for today thank you all right at this time the board will now adjourn into executive session well first off it is exactly 5 PM the board will now adjourn into executive session pursuant to the following section I believe the only one that we need to work
076on is 551.074 discussion of officers employees and Personnel matters time now is still 50 p.m thank you [Music] foreign [Music] you welcome back [Music] next time okay good evening everybody glad to see you here cooler here than it is outside uh the time is now 605 the board is reconvening following executive session and we will start with Dr Harrington and our invocation please join me dear God we are so thankful for all the Privileges that we have in this country and in this city God we know that we have challenges but we know that we can get there we thank you for the teachers who give up their time we thank you for the precious children that we serve we thank you for the parents that trust us with those children God we ask that
077you guide this board and every decision we make that it would be made in the best interest of each and every child that we can possibly reach in the school district we ask that you help us set aside personal prejudices personal issues concentrate on the children we serve Barbara thank you so much for the Peace of the summer for the rest that the teachers are getting we ask that they come back next month rejuvenated and ready for a very difficult job because God we know their job is very difficult we asked you would be with our Administration as they lead this District with our community that supports us all these things we asked in the name of Jesus Christ Our Lord amen amen and we will now have a pledges led by Mr Jackson thank
078you please show me our pleasures of the United States of America which it stands one nation under God indivisible with liberty and justice for all honorable congratulations [Music] okay all right next on our agenda is achievement Spotlight do we have anything in that area Dr Glenn Adam President we do not tonight I think uh the summertime July is the one month that we do not have achievement spotlights we give everybody a break I think so I appreciate it well then from there we'll go to superintendent's report thank you madam president well there are no uh no there's no one to brag about in achievement spotlights but I do want to brag into my report on a couple of things that are happening in the iisd first is our new director of communications Lisa Oliver is
079in the process of restructuring our district website and so if you go to our district website if you have like your cookies saved on your District website you may see a page that says this page is no longer here it's been relocated I just Refresh on the GISD website she is trying to make it much more user friendly which I appreciate going with the idea if we can formulate everything to where it's uh two clicks away for for people they'll be more likely to go seek out information there so Lisa you're doing a great job we appreciate it also want to thank Leah Dawson who is our new support our student services coordinator and she is actually implementing our new library materials policy she's only been on the job six days and so she's been
080working incredibly hard during the those six days not only ensuring that our new District's policy which is very comprehensive is implemented properly but but she's spending really time with Librarians on what the policy looks like and how it best serves the students and community of GISD so with her oversight we we do anticipate that the process will be moving forward and we're going to see the results that are expected by our community when school opens in August and most importantly Lee and I had a conversation today not only will parents have the opportunity to to access and see what their kids are checking out online with books but parents can also call and have conversations with their child's librarian and let them know like here are the standards or hear our family's values and and
081so when my child comes to to check out a library please make sure that the books are checking out are in line with our family's values well which I think is very important because as I look across this room I see see a diverse crowd and and I know that it's very important for the school district that parents are a part of their child's education we see it very much as a partnership and so when that parent can call and have that conversation informally that makes a big difference I want to be a part of what my child checks out in the library I don't want someone else telling them what they can or can't check out and so Leah's doing a great job I certainly want to brag on her for that process and
082then the big brag tonight and I'm going to ask Stacy Brown to uh to come up to the podium [Music] and she will slowly make her way up here she's jogging so uh so at the end of the day you know we we uh we have a lot of mandates as a as a school system but uh right at the top of that is making sure that academically our kids perform and we know that uh that pre-covered going back to like 2018. we got a lot of work to do and and we wanted to put strong systems in place to make sure that our kids were performing well academically and so last year Stacy was charged with taking over the curriculum department and uh and certainly she's been working with principals and teachers and uh
083and campuses across the board and and tonight we have uh some outstanding news related to our preliminary star scores and Miss Brown I'm going to ask that you share that with our community absolutely um so you know first of all I know that uh the information Lisa has on uh the screen up here these are preliminary scores and Amy Gilbert I don't know if you know Amy very well but she is our testing and accountability person and she said I need you to stress they are preliminary and I said well how many times have the preliminary change scores changed from the preliminary to the final and she said since I've been here none but that being said they are still preliminary okay so I just want to highlight um you know the campuses and the
084district the campuses and the campus Administration the teachers really really put a focus on academics growth filling gaps for students that were created over the last three years with the covet on again off again Etc and so uh just wanted to uh to highlight the information that you have gives you the last comparable year to this year and you know 2019 to 2022 and so we had tremendous growth in all areas um everything went up and our campus ratings did as well and so the preliminary campus ratings are two a campuses at Acton and oakwoods four B campuses at Bronner Backus membrino and AMS we have 1C campus at GMS that increased in all areas multiple double-digit points and so our our high school we don't have the preliminary data yet there's a lot of
085configuration with ccmr and graduation rates so as soon as that gets in I'm sure Dr Glenn will share that with you I don't know if you you notice this but every campus increased in every area but Bacchus Elementary the last time we did a rating went from a 57 overall score of an F to an 87 of an overall score of B so Julie and her team along with all the other principles were very very dedicated very very targeted very pinpointed in on getting the kids back on track getting our scores where we know they they should be and we want them to be and they've already started in with their planning for next year as well so continuous increase great preliminary scores just wanted to say that one more time in case Amy Gilbert
086was watching all right um any questions they're so good yes these are exciting to see could you go into a little bit for maybe people who don't quite understand the difference between the approaches meats and Masters um sometimes there's a confusion that if we don't all have Masters then we're not doing our job and that's really not the case at all absolutely so different tests this is approaches meets and Masters on all tests taken so uh the individual content areas may have different results so we may have a different in in the math of that grade Etc but approaches is uh basically on your way to what we would consider retaining the content and doing well where Meats is a higher standard than that it's about depending upon the test it could be 10 15
08720 points higher and then the Masters is basically at the 90 percentile or just under and so um the numbers that have grown um really indicate that there was some focus in on our students to get them from meets to Masters to get them from approaches to meats and making sure that everybody is moving up the ladder not just passing at the approaches right does that make sense okay awesome our goal of course I know Tammy shared with you guys is that we want to be at 90 60 30. we want 90 of approaches we want 60 percent at that meets level and then we want at least 30 and you can see we had to adjust our goals again because we had hit it already then you have the second indicator of the school
088progress domain and you know basically School progress has to do with academic growth as compared to like campuses with regard to various sub-populations economic disadvantage percentages and so um that kind of covers just how the whole school is progressing comparatively and then you have the closing the gaps domain which has 14 different indicators that are possible but that's a variant that can happen from year to year so there are 14 different groups that we are graded on but some of us don't have the small don't have the numbers of students to make the group a counter so you have to have at least 10 students in a variety of different areas and so one year that may count for us and then the next year it may not and so we have uh varying levels
089there any other questions excellent work oh they are amazing excellent work I'm so proud can we have all the principles stand up I want to give them all a big round of applause and Stacy I would just like to say I wish this room were full of all of those teachers who made this happen through the leadership of those principles but I wish they were here so that I wish we had money to give them all a big bonus I wish we could at least give them a hug because you have the general public has no idea what this takes our commitment from teachers who realize that all kids can learn maybe not alike but all kids can learn and they teach to that principle and they make those kids believe they can learn and
090when you have a campus that jumps 30 points that wasn't an accident that is absolutely a hard-working group and where every campus improved that wasn't an accident that has something to say about leadership at this District level so thank you all God bless you one other thing I would also like to mention is we're looking at pre-covered versus post-covet I'm going to be really interested when we start getting region data and we start getting State data here we have gone from pre-cover to post covet up and I don't think you're going to see that at all schools so thank you and I think I think that's in large part to the fact that in June we open with in-person summer school we got rid of we jumped off of remote learning early and stayed open
091in-person instruction and so you know a shout out certainly to to our city and our County who were great Partners during the pandemic to help provide us with the supplies and resources necessary to stay open so we're grateful to those entities as well thank you thank you all great job Stacy anything else Dr Glennon um Madam president that is it at this time um I think we will cover we had a budget Workshop uh beginning at four o'clock today and I know Mr Whitefield will give us a short summary of that uh here later on in the meeting but I do I want to thank he and his entire team for the hard work they do in not only preparing the budget but also getting us ready to adopt a district tax rate which will
092happen next month thank you all right from there we will move on to a public comment we have uh six today so we will go ahead and allow for the five minutes for each and the first one we have is Rhonda Williams good evening trustees Dr um respectfully I'm going to say quite a few things library books been reading them this one was mine one of mine fans of the impossible life I implore you to remove that from the grsd library and I'm not going to read from it but just to give you uh an idea we have a pedophilia in here so there's a 15 year old and a 25 year old having oral sex which I think is inappropriate for any grade level in GISD there's also shoplifting theft which the particular student
093enjoys because he gets a rush you know stealing things shoplifting and then selling the merchandise you know another felony and then there's drugs it's occasional drug use but it's um smeared throughout the book so there's straight drugs and then prescription drugs that aren't theirs so it's a hard read and the bathroom scene where the oral sex you know kind of gets in your head so I can't believe I personally can't believe who graduated from the school who had two of my own kids graduate from Granbury High School that you would have this in there this is your legacy read it Dr Glenn you did mention that you're going to hire or did hire a coordinator for the high school to help with the library books and well that's appreciated I respect that um I'm asking
094y'all to be proactive you know this really does fall on you guys be proactive get rid of the books that they've suggested that we get rid of you know we're having to read all of these to address this problem and it's a hard read there's got to be another way I appreciate you putting in into effect that a student when they check out a book that their parent is going to be notified either text or email that's really nice but that's really after the fact if the book is still in there if that's still in there so what is the student going to check out the book bring this home and you're expecting the parent to read through this because they won't hit some of that until about page 49 and at the beginning you
095may think well okay this book isn't too bad so is the student going to read some of this before the parent has a chance to to read it or review it so that's my comment there and um I'm just looking at a a handout that y'all had in structural resources and Library materials and um this is an excerpt issued June 3rd this year to avoid inappropriate material that all materials should be appropriate for students penal code 43.24 A2 describes harmful material as such sex nudity offensive anything that prevails above standards that hopefully we all have and is it redeeming at all for students on your page two of seven it says that each item should meet high standards I don't see that in this book so another comment just on the Tim Tebow bill that
096y'all um even though the Texas Senate passed that bill GISD um trustees y'all disagreed with that and voted no but my comment is mostly to Mr Jackson that she made a comment that your wife was a UIL coach and so you felt like that was you know a conflict so you're going to vote no well I'm going to tell you that's not Robert's Rules or parliamentary or parliamentarian procedures so I thought inappropriate that you voted at all and then I can't remember if you made if you seconded the motion but you certainly didn't abstain from it so thank you for your time thank you Miss William Williams next we have news uh June Mears I hope it mines if I'm pronouncing that wrong I'm sorry thank y'all um the last time I was here there
097was uh awards for so many students teachers it was amazing the amount of scholarships that were given out so you're doing a lot of good things there's a lot of good teachers a lot of good principals a lot of good things going on but y'all we've got some concerns here there's some things that are going on that I know everybody gets busy and you can't do everything but when something's brought to your attention that's when you need to address it and there's been some things brought to your attention last time I talked about I was reading a book it's taken me over two months to read one of these books in question because it's vile it's out of my I want to say out of my age appropriateness so I certainly don't want it in
098the hands of children on the GMS page one of the pages in the school system it says their Library policy is they rely on the student to make the choice of the material yeah that's not right y'all are molding these young minds and you're you're creating leaders in future businessmen and and so many people that are going to run our world and we don't need to corrupt them with this material I have argued with myself today about reading some of this out loud and this book is in the GMS library for years it's not a new book it's a book that's been there for a while it's been brought to your attention that is vile that is pornography that it is not age-appropriate for our young people in your school but it still sits there
099I'm going to turn in my report ask you to read it as well take through all your and I appreciate y'all redoing your policies to get some more action in but my heart just feels that if if a book list is wrought to you I hope that y'all have said okay we're going to take these books on this list and we're going to pull them from the library and we'll read them and we'll evaluate them and we'll make sure they're educationally curriculum based and that they're age appropriate and then we'll put them back if they're not fitting or we'll take them out all together but please don't let them stay in the libraries where the children can go and get it until you make that review I looked up on Penal Code it said it
100is illegal to traffic pornography to those under 18. so if you're brought aware that there's pornography in these books in our school systems you're each held liable under prosecution because you're trafficking this material to these young people so I just beg you to to amp it up you're you're on the move I see it you're taking the action let's just go one step further and there's a there's a paragraph here I would I would love to read so that you can hear the violeness I just can't bring my heart to say these words but it is a sexual aggressive forceful interaction that the young children do not need to be introduced as the beautiful creation of What the Lord Has designed that interaction between a husband and a wife or two people that love each
101other this is not an example of what we aspire y'all Aspire for greatness I come from a long line of Educators it takes a lot of effort to do what y'all do the teachers you the principals it takes your blood heart and soul don't throw it away do not let the evil come in and take over so I'm going to turn in my report and I request to find out who approved this book to be put in the library and to stay in the library and the title is Court of Misty and fury by Sarah J Maas and I could be saying her last name m-a-a-s I understand she has other material so I would like to know who approved this to not only get in the library but to stay in the library y'all
102these precious children deserve the best that we have to give and this is not it thank you for your time thank you next we have Mr Doherty well I do appreciate the opportunity to speak to you folks again uh the last month I listened to a a person who I yeah I'm going to call him a young man because he's much younger than I am that gave us a quite lengthy history of our forefathers and their concern about the tyranny of the minority it was quite an impressive historical lesson but the problem came when he began to make an application because his application was is that the folks that are here talking to you about the the books and the materials in our schools represent a minority and that they are tyrannical in their approach
103he's got that turned around completely 180 degrees and I'm I'm here tonight to talk to you about the fact that that application is wrong the people who are talking to you myself included represent the majority in this community not a tyrannical minority and if you don't believe that's true it will be put to test in November when three of y'all have to stand for re-election we will find out for sure where the majority is at that particular point in a previous board meeting I think it was Mr Jackson it made an impassioned plea for a period of Grace in order to deal with this and he expressed the fact that he felt like that the board with the efforts that they had taken and the good things they had done for this community in education
104were deserving of that period of Grace the problem with that is is Grace is not earned Grace is given and from my perspective this board has been operating under a period of Grace granted to it ever since April when this issue first appeared as as a thing for y'all's consideration and sadly time is running out there's less or probably just about a month before school resumes and what we need now is action we've seen a lot of process introduced into this but there needs to be some administrative action taken prior to the opening of school and the administration is not going to be able to take those actions even though they have the authority to do it unless they have the Assurance of this board that you have their back when these materials are removed
105we should not open the schools in August with these materials still in the library and available to the children and you've seen enough evidence already to know that that's true and I do believe that in your heart you know what is the right thing to do the problem here is that sometimes the head doesn't match up with the heart and y'all really need to be more concerned about the majority of the thinking in this community than you do about what the ACLU thinks thank you Mr Doherty and next we'll hear from Ms Brown Monica Brown I might need somebody else to help me I need to pass these out maybe somebody else to help Karen uh you can give them to the board definitely she needs help I brought you some excerpts of books and
106one of them is coordinates Tim Fury the book Gene had to read it is Gene Burns you got it when you said it is a bestiality book and it's about a wing white creature that it has um sex with some girl and it's violent it's rough and I don't know why it's in our schools but there's about 15 books that lady has written and 11 at least are in our schools I'm pretty sure right now so y'all might want to double check that and I'm giving you copies number one because I said I would and number two because today I really appreciate you Dr Glenn answering me back today it just means a lot in Leah as well because in the past there's been almost no response to an email sent to the board so
107it is just refreshing to have that kind of communication and truly grateful for all you are doing that you're stopping I pray I pray you really are able to stop the this kind of content from going in the school anyone here who wants to see excerpts all these books are on Granbury texasbooks.org they're there so you can click through and read and print a copy yourself and let yourself see what it is it is very difficult to read my big concern is that students are going to check these out mom or dad are going to get a text they're going to notice the text that day or maybe a week later eventually look at the book and then find out they've been violated by this school system for students as young as 11 years old
108and I think that's something grave as Mr Doherty said it needs to be well thought out that you're willing to walk that out and the consequences of getting this content into the hands of students and calling it educationally appropriate I do think we need faster action and I think it is a huge mistake to let the students check it out and let Mom and Dad find out about it later I don't know that cranberry parents are fully aware because there was an article published in Hood County news that said 100 books that were pooled for review were put back now I appreciate everything Stacy Brown said here about the improvements and I hope that's true okay but she's the same one who put us on timers and had us reviewing books with a four-minute basically
109average for those 100 books that was a rampant job and I'm so sorry to even have to be the one that says that but that is what happened and then there were governing reports to you guys saying everything's good so I hope that that's what's going on that everything really is good and scores are improving but I would double check everything at this point with the kind of information that's been pushed on people and proclaimed foreign at all but that was rough to be put through that and now that he put into a position that you guys are requiring is to read every page and document every page instead of do informal reviews EFA efb EF originally this year gave you permission to take care of this informally and you chose not to you told
110us no one has filed a formal complaint so then you forced us to do that on our own time we're not paid to do this we get about if I get a book from the administration I get about maybe two weeks Max but what's happened today I found out for a fact there is no policy that says how long it's going to take the administration to read a book so what I was told today I can give you the email stream of it if you need to see it the way the policy reads is that you turn in your formal request for reconsideration Administration receives it and they have to get the book read and when they have two days to respond so some of the books that we have turned into you have been
111in your system in since mid-may but there is no policy that says how long it has to take anybody in your system to read a book now we have seven committee members another stacked committee five GISD employees four plus a district employee and then two parents that's a stacked group just like the one I went through in principals teachers of the year I hate I'm sorry to say it I'm just the bearer of what happened these people put sexually explicit content back into your libraries they put books about bestiality back into the library they put an epic line book back into the library that you guys pulled five of her books but there's still one that they put back so I'm I'm begging you to change it into don't do this thing where you let
112kids check out books and let Mom and Dad find out how related they find that is that is too difficult for the parents and the parents aren't aware they've been given the impression through the media that everything's okay I'll say we just own it and fix it that's what I say we do I have more to say but I'm a little scattered I have my own children at home are texting me about a file that's raging like 30 miles from my house so I'm going to leave but I really really hope you'll hear this there is no intent here there's nothing about lgbtq involved in this there are lgbtq books that are sexually explicit yes they're wrong too if they're between men and men women and women cats and women dogs and women whatever that
113is not appropriate educational content and we do nothing by putting our head in the sand you guys can be a great influence over the city and over other districts I'll go and now my time's up and I I just want to say thank you and I'm sorry that I have to say what I have to say because I got stuck do you have 60 seconds for me just give you a quick response yeah yes I'm sorry if your house is no I'm a little flustered I would be too because none of this is funny to me I feel like it's a raging fire and I've got a water pistol and I've got really wonderful people who aren't doing what they're supposed to do I hope everything is over sure it will be you can go
114but I'm gonna listen to you first okay uh first uh I was just gonna say is it relates to uh the process taking longer um I I am not prepared to go out and buy more copies of these books so the committee can read them quicker two I would say that uh um we have a lot of great employees in GISD I agree and I know that uh in in your experience you you did not have a good experience with it before not at all this is not funny and and I'm not laughing good and uh and three we do Empower parents how many kids do you have in GISD I don't have any right now okay but I have the right to put them in GISD and it's important to me what you're doing
115absolutely it actually affects my future and the future of my family and I'm also a taxpayer you are I I am too and I think you already know how many kids I have in the system so ask me a question that you don't know and I'll answer it okay so here's where I'm going with that you you mentioned that parents understand after the fact that's not true parents can actually call and have a conversation with a librarian in advance and say I don't want my kids to be exposed to this type of behavior so so we do have proactive systems in place so it's disingenuous to say that we don't ever today they could call anytime they can call now you're right but you're saying through email today you said you'll let them check out
116books and the parent will get a text so they will get an after the fact knowledge of the books their kids get and they think you are protecting them I I appreciate I appreciate your emails I appreciate you making us aware of this Miss Dawson has been working for six days there are 78 books on your website so in turn that that's you're pushing her to go through about 13 books at books a day this really isn't about Leah Dawson this is about back I understand some of these books have been in our libraries for years and and I understand we have numerous people in the audience today that are concerned about it and I appreciate I appreciate you coming to speak I appreciate everybody coming to speak I can assure you this District takes
117it seriously I take it seriously uh the gentleman mentioned since April in in January I sat here and made national news by making our community aware of the situation so I assure you that I take it seriously I assure you that the board members that are with me take it seriously and I do appreciate you coming to speak and when I mention the fire I thought you said I thought I heard you say there was a fire near your house there's one within 30 miles of my house I'd like to go home okay well I'll let you do that thank you for coming tonight we appreciate you next we have Miss Mallory I'm going to add to your your woes I have 11 more book reviews ready we're turning into you under the formal complaint
118system I have a few questions for you guys to consider the answers to those questions may be of interest to parents of GISD students and voters of Hood County what is your academic objective for the children by the time they graduate from GISD where do you want our children to end up at the end of 12 Years of receiving an education by GISD staff an opportunity for Success educated in the appropriate academic subjects that will help them lead to success the ability to freely choose where their life path will lead them because they will provided a solid foundation of their education in the early 1900s American children educated through the public education system could answer the following questions since I wasn't there I can't answer them much either give nine rules for the use of
119capital letters name and Define the Fundamental rules of arithmetic give an account of a discovery of America by Columbus the real account relate the causes and results of the Revolutionary War give two rules for spelling words ending with a final e and name two exceptions under each rule our public education system has changed dramatically and are proposed to our listening it's not changed for the better even though our knowledge has grown tremendously over the last century our education system has deteriorated teaching our children the simple basics of Reading Writing arithmetic Science and History our education system is unnecessarily exposing our children to pornography the use of illicit drugs and alcohol through exceptionally unacceptable materials that are in our education system the school system has become focused on social issues that are best left up to
120the parents this could potentially lead some children down the path to sexual promiscuity being sexually trafficked addicted to drugs time in prison or other harmful experiences that block their ability to a successful life the school board and GISD principles need to be very thoughtful in what they are exposing our children to in the education system because it will have a lifelong impact on their lives either good or bad or the things you are exposing them to help prepare the student for a successful future what is your definition of educationally appropriate and where can we go to find that definition as our elected GISD school board members who do you believe that you owe Your Allegiance the voters the parents the teachers the children or each other Your Allegiance should be to all of those before
121each other in accordance with GISD policy several Hood County residents have lodged official campaigns for complaints for sexually explicit educationally inappropriate materials in our library it's been 30 days and we've not received an answer what can we expect to receive an answer when and where can we go to find the answer I think you've addressed that Dr Glenn if students have use of the library in August will these sexually explicit age and appropriate educational and board books still be in the student Library where you confirm that books violating the Texas Penal Code will be inaccessible to students or will you allow the books and have parents decide after the minor checks them out via a text or email as the GISD School Board decided on a definition for sexually explicit material will you answer why
122the American Association of school librarians a division of the Ala telling Granbury Independent School District to develop a policy requiring the Challenger to read the full book and complete a written form isn't that the job of the school board to make the policy for the district any agenda that serves to undermine the value of GISD students education should not be allowed parents in the community deserve answers for these questions please let us know where we can go find these answers thank you miss Larry Mr eagle [Music] I'm going to change the subject I'm Dave Eagle 2615 Hillside and I'm going to try to get through this in about five minutes innocent until proven guilty we've all heard this growing up haven't we at least some of us have and not sure what they teach in
123GISD but I learned that in a long time ago and where does this concept come from if you look in the U.S Constitution those exact words are not in it however if you say the Fourth Amendment the Fifth Amendment the sixth amendment and the 14th Amendment and you put them together and put the pieces together you will find where the concept comes from Fourth Amendment no unreasonable search and seizure Fifth Amendment right to not to be compelled to testify against yourself Sixth Amendment right to the fair and speedy public trial by an impartial jury not by a newspaper 14th Amendment section one more on due process and equal protection an impartial jury did you get that Sixth Amendment not a lawyer that owns a local newspaper that knows better than that and not a publisher
124that publishes a newspaper that knows better than that two lawyers ought to know better but I digress U.S Supreme Court case coffin V U.S 1895. I'm going to reach right from that case the principle that there is a presumption of innocence in favor of the accused is the unbounded law axiomatic and Elementary and its enforcement lies at the foundation of the administration of our criminal law the venerable history history of this presumption of innocence stretches through Deuteronomy through Roman law English common law and the common law of the United States that's from Taylor V Kentucky citing the Coffin Case foreign County news headline from July 1st police no charges in GISD gun incident due to failure by officers and attorney involvement and the article starts out a man who was in possession of what one
125officer described as a black handgun and a holster I was here that night I didn't see a gun the man was right here that night he didn't see any kind of gun I spoke with other people who were here that night nobody saw a gun except one guy who came up here to the podium and testified that he wanted more money as an SRO officer she also the newspaper also laments about the failures of two responding officers that showed up that night I commend those two officers they came up here and were here and they knew the constitutional rights of this man and they had no probable reason to shake him down or do anything because they didn't see a gun either as you can tell this is pretty I'm pretty passionate about this because
126as an attorney we studied this extensively in law school and it seems like that nobody wants to abide by this anymore in this day and time [Music] I want to thank the two officers who came up here and showed up in uniform on duty and did not see any reason to stop this man or anything else because they didn't see any type of handgun or weapon or anything else and then finally on this newspaper article laminating that the man dared to go get an attorney Jeremy Glenn yourself said that so felony to come into a school board meeting carrying so this man is accused of a felony and he's getting bombastic for going to get to a lawyer to defend him we are turned around in this country we are turned around now this case
127has been closed do you have the Granbury Police Department did their investigation and shut this case down and I've since read the police report you know who called the Granbury ISD or the the Granbury police department and complained about this somebody that wasn't even here this person told the Granbury Police Department that this person was scared about the whole situation and this person was a thousand miles away I found that hard to believe but that's what it was I was here no gun many of my friends were here no gun a friend walked up to the podium to help Mr Criswell because he was gone past his time he felt no presence of any kind of firearm I close with this let's get back to the Constitution please let's get back to innocent until proven
128guilty let's quit making victims out of ourselves and let's get back to work and do the right thing in this in the school board and in this country actually by the way I went to the to close I went to the Republican convention last uh month in Houston and you know what the one of the big things front and center when the Republican Party school boards and the public school system thank you thank you foreign we did have a light one come in I'm going to go ahead and allow it uh Mr Criswell thank you madam president I appreciate the opportunity to address the board tonight now real quick I don't know exactly what he looks like as the outgoing chief of security officer Hastings in attendance no sir okay I did want to tell
129him thank you for seeing that situation that commissioner Eagle referenced shortly for what it was and for taking no action you know there were several officers here in attendance that night so I would like to say that the investigative report I obtained through open records requests detailed that the complaint was filed by a trustee that wasn't even in the United States that night and additionally like video feed because your audio and video was down that night go figure Hastings and four on-duty officers I won't name them because I know nobody likes to name officers but four on-duty officers who are specifically trained to detect weapons determined that there was not a threat and did not corroborate the off-duty officer who's a rookie mad the off-duty officers account of events on several key levels now hearsay
130developed online that night and it wasn't until a full 48 hours later that that off-duty officer finally put his claims of seeing a weapon into an official police report also Dr Glenn I have great respect for you as an educator but in the future if you get asked about a legal matter you might leave it up to the experts you are not an attorney now moving on to something else with these porno books that we've been dealing with since January since January there are still pornographic books in your library I would like to suggest that no GISD employees should be on these book review committees I think these Community these committees need to be made of community members because the community is the one in charge here not the trustees regarding the budget I understand
131you had a hearing earlier and I understand that people are hurting and when the hard-working families in Hood County have to cut their budgets you need to make some cuts too I would suggest that the average homeowners tax bill this year from Granbury ISD not increase one dollar and I have faith that if you all and especially with this Administration under Dr Gwen put in the work and make some tough choices you can make that happen and you can make it a little easier on the people that are living here and that are struggling now also I do I can't keep quiet on this Dr Glenn I see this from the administration and I see this from upper level administrators and I saw it here just a few minutes ago with Mrs Monica Brown you
132know good and well she doesn't have kids in this District you know it for a fact yet the administration upper level Administration not the rank and file teachers specifically love to bring that up to try to disqualify people's legitimate opinions on matters concerning this District this is a practice that needs to be stopped and it honestly is a form of elitism and you know there's a lot of more that could be said about that but I'll leave you with this um three of you have elections this November Barbara Townsend Mark Jackson who I guess isn't running for reelection but I understand the guy that seconded the police report probably will run for his seat and Dr Paula McDonald doctor thank you thank you Mr Criswell and that closes our public comments so we are going
133to go on to consider action items discussed in closed session Dr Glenn thank you madam president yeah before you the Personnel report specifically in the audience tonight we have some individuals that I'd like to recognize because we are growing our own which is something that that is a district we made a concerted effort to do in the past and certainly something that we're very proud of I'm going to start at the very top with a resignation that we all hated to see and that was Trisha's suit who had been in the district for a long time she was our assistant director of curriculum but as we look to replace her we weren't we didn't have to look very far because we had a principal who's done an outstanding job over the last three years who
134before that was an assistant principal before that had worked in the curriculum department and taught in the district and that is a Carla willmuth who will be moving into that role which will make room for Maggie Walton who is the assistant principal at Acton Elementary School to move up into the principal's position and then Angie Payne who is sitting next to her in the audience will move into the assistant principal role but in addition to that Jimmy Heffernan will be moving from assistant principal into the dean of instruction action will roll up instruction role Nathan Daniels who I see in the audience tonight I kind of had a slow start getting his foot into the door in administration but he has been lightning quick uh moving up the ranks that will be the assistant principal
135at Oak Woods um Melinda Linker who's done an amazing job at Bacchus will be moving into our curriculum Department to help coach all of our principals and bring the good things that happen to Bacchus across the district Mallory Myers a great job growing over at Bronner we'll be also moving to Acton Elementary School to replace Miss Dawson and then Wade Clark will be taking our chief of security role and in the back I see Brian Johnson who will be taking over our Support Services director position as we look to bring custodial Services in-house which we'll talk about later this evening so Mr uh Jones appreciate the great work of you and your department and also to all the administrators in attendance tonight here with your families we are proud of you guys and look forward
136to the great things that you're going to do leading this district and being champions for our kids okay do I have a motion for those [Music] sure I move that we approve the staff recommendations as discussed in closed session a second okay we have a motion by Mr Moore and a second by Dr McDonald is there any discussion before we vote all right then uh those in favor raise your hand those posed I'm gonna abstain I have a conflict with one of them so I'm going to abstain from this vote all right and so we have six eyes and one abstention and the abstentions misgraft okay moving on to our consent agenda items are there any items in there that someone would like to bring out and ask a question about I want to brag
137not on me but on the 28 733 dollars and 14 cents that was donated this month from various Community sources a volleyball club the um they they received 15 368 dollars to help Finance their trip to compete in Florida Emma Ross and PTO contributed 3615.14 cents uh Adrian hinojosa donated to the FFA one thousand dollars there were two donations to the robotics the ghs robotics one from Gemini homes for fifteen hundred dollars and one from Hyde law firm firm for 1200 for a total of twenty seven hundred dollars and there were two donations for uh mjrotc one from the NRA for six hundred dollars and one for the Civilian Marksmanship Program for five thousand four hundred and fifty dollars folks that's a lot of money from our community and those that support our programs be
138sure if you see any of those people to thank them all right is there any other items that wanted to be pulled out and I had one question on the purchase of the audio system for Granbury High School through tips seemed like most of that package that they sent you was on video we are doing just audio correct it's just audio is what I understand from coach cheesy okay okay thank you anything else anyone wanted to pull out okay do I have we can just go on do I had a motion for can for the consent agenda items Madam president I move that we approved the consent agenda agenda as presented thank you Dr Harrington second thank you Miss Gore all those in favor raise your hand that passed unanimously all right moving on to
139consider November 2022 joint election contracts with Hill Johnson Somerville and Parker counties for Granbury ISD School Board trustee election Dr Glenn thank you madam president and again we do have an election coming up in November and the first part of that is for the Board of Trustees to allow us to enter into contracts with the counties that uh our stakeholders are represented in so at this time we would respectfully request that you approve that as presented are there any questions from anyone on that hey do I have a motion I'm sorry okay Dr Glenn we had a discussion a few months ago uh with the new elections administrator that there was a way that she could say this uh some money on conducting these elections by handling ballots for those few people that are in
140neighboring counties but are in our district that she could handle those ballots by mail and accommodate early voting as well and ringing through this it doesn't appear to be that that she got there is is that the case well I'll say this we are still having conversations to see if Hood County specifically Somerville county is where we receive very few votes like I'll say less than less than 50 for sure maybe less than 20. and and I believe on in the last election we received a bill for about twelve thousand dollars that's a that's a lot of money for a few votes we don't want to disenfranchise those voters but if we are able to allow Hood County to contract uh in such a way that they can serve the Somerville County voters we will
141we will enter into that agreement and bypass the Somerville County agreement but if we can't get Hood County to agree to do that we'll have to intercom into contract with Summerville right so for now this looks like the way we've always done it it's what you're saying but we will be negotiating behind the scenes to get Hood County to accept it but they have to agree to accept that on our behalf right because we were talking about you just mentioned significant savings and the tens of thousands of dollars between Somerville and Johnson County what they charge us is Criminal you know for a handful of votes so absolutely we would love to we'd love to actually consolidate all of the counties if we could do that all right thank you any other questions do I
142have a notion on this item Madam Preston I move that we uh approve the joint election contract with hood Johnson Somerville and Parker counties for the GISD trustee election in November thank you Dr Harrington do we have a second one second thank you Miss Gore all those in favor please raise your hand and that is unanimous all right moving on consider mou with stonewater church regarding partnership and volunteer program Mr Dawson thank you madam president I'm excited to present to you a an mou that stonewater has brought to us as they have hired a partner coordinator to help develop teams of volunteers I do want to note that we have many Partnerships with many churches across Hood County so this is not exclusive they are just going very detailed in the partner church that they're
143working with has suggested an mou so Ms Oliver is going to play a quick video so you can just hear a little bit more about it and then I'll finish my recommendation hey guys my name is Casey Oliver and I'm a pastor at stonewater church and we want to let you know how much we love and care let's try that again with the volume up administrators and teachers and Leaders with hey guys my name is Casey Oliver and I'm a pastor at stonewater church and we want to let you know how much we love and care for what you guys do as administrators and teachers and leaders within our community you all serve in amazing ways and we want to partner with you we want to come in and serve your people so incredibly well
144and help you guys accomplish what you are called to accomplish in this community we hope we get the opportunity to partner with you [Music] our teachers here at Acton Elementary are amazing and we work super hard as administrators to help make sure that they feel supported and loved but it always means so much to them when people from the community reach out to offer support to offer encouragement and just to offer love for all the hard work that they do let's go [Music] let's go so many people have hear about the future and where things are going but when I come to school every day and I'm working with my students I see their hearts and I know that they have good things and I know that what we can do is pour into them
145and day in and day out that's what I'm doing and that's what my fellow teachers are doing [Music] so this this place looks great how do you guys pull this off so we have a dream team of teachers who spend their evenings as you know you have a spouse of educator spend their evenings doing it spend their weekends doing it and they spend their own money doing it unfortunately but it's worth it for the kids so they want to make sure that the environment is perfect for them so you guys are just doing this on your own you have these things that are taking place we beg all the time you know we're like can you volunteer this can you give us that can you share your time with us but yeah anywhere that we
146can get it [Music] we're so thankful for what you guys do in our community we're so proud of how you love and care for the families of your local community so incredibly well and we are looking forward for the opportunity to partner with you in accomplishing that mission one thing I love about Granbury is the amount of volunteer hours that our community provides on on multiple levels across across Hood County and this is just a targeted effort that they are taking on to help support our teachers in our schools and so this is just an mou that we can partner with them and just provide transparency throughout the process so I'll be happy to answer your questions and just present the recommendation as as presented and I'll just I'll just speak to Mr Dawson and
147the the mou agreement we have a lot of Community Partners I see Renee out there who is uh actually working on a kind of a guardian program for the school district he got involved last year and uh and and certainly uh we are always excited with individuals who want to engage and pour into the district and uh and and it's done in a variety of ways but we're grateful to stonewater church for reaching out and saying hey we just want to serve you tell us how to serve and uh and so it's not it's not about profitizing or coming into our schools it's just about hey this is part of our community and how can we become part of our community and so thankful for Jeremy White and the the leadership at stonewater and and
148all the local churches and and patrons who want to give back to the district and and really dig into our schools because we talk about our schools being a mission field our school is our admission field our school our teachers see it as submission field and are we perfect I promise you neat we are not perfect but we we show up today trying to be better than we were yesterday and and we'll show up next month trying to be better than we were last month and um and it takes it takes a concerted effort by the community and people really really willing to come together and unify and work together it's easy to to pick on the differences and say what we don't like about things and trust me there are a lot of things
149that we do that I don't like as a dad and and you know I'm sitting in a position where I get to really make and influence a lot of decisions but every day we're doing better and we have great leaders in this room we have a great group of teachers and and we have an incredibly supportive community and uh I think I'll uh I'll piggyback on what Jimmy was about to say or reset is is uh we're excited to bring this mou to you and for anyone watching online or sitting in the audience that wants to partner with GISD that is uh that is what we are about is uh bringing our community and our school together to grow kids and so uh thank you again to Casey Oliver Jeremy white in the leadership at
150stonewater church just comment I know for the last 17 years and probably longer than that we have had a number of churches in this community who have provided uh volunteer tutors across the district we have them in all of our our schools and even though we haven't had an official mou with any of them our schools have depended on those churches to provide those volunteers and have placed them and those volunteers all go through all of the uh Jack ground checks they are vintage so that they are appropriate to be with our students but I this is the first official mou I think that I've seen come across to death but we would be remiss not to thank all of the the churches again and I appreciate you saying that Dr Glenn and Dr H
151you bring up a good point we actually plan to use this as a as an mou moving forward with with all of the local churches that that partner with with GISD not only to recognize them but it's also a very one-sided agreement if you read it uh very much favors the ISD it puts us in really control of every decision and uh and the church just at this step saying where you need help we will be there for kids and uh anyway we're grateful that they reached out to us for this Madam president I would recommend that we approve the mou with stonewater church as presented and I will second Dr Jackson thank you Dr McDonald will go ahead any discussion okay those in favor raise your hand that is unanimous thank you moving on
152to considered meal prices for 2022 2023 school year and changes to the district's charge policy to align with TDA state requirements Ms Whiteley good evening board and Dr Glenn so last year kiddos they got to eat free breakfast and free lunch so we didn't have to look at our meal prices so this year because Congress has not continued that funding we have to go back to pre-covered where households have to complete the free and reduced price meal application so with our more prices we did not have to increase those this year for students because we had a positive balance as of December 31st 2021. however with the adult price we did increase the lunch from 390 to 425 and that was the only change that we made for next year and that's primarily because the
153food prices have increased and we do not receive any type of reimbursement for our adult meals okay then with our charge policy we are required to have a charge policy this is basically a policy whenever a student has a zero they have come to a zero balance in their mail account then this charge policy allows the student to be able to continue to get meals the current charge policy is two breakfast and two lunch and I'm wanting to recommend that it be up to twenty dollars that is for a combined lunch and a breakfast and the main reason for that is because we know that next or this coming year is going to be very difficult going back to the reduced price and paid lunches this will help households kind of alleviate some of that
154we know a lot of households work paycheck to paycheck were just over 50 percent economically disadvantaged and we're hoping that maybe that will give them a little bit of alleviation financially any questions Amy isn't it true that last year we had a number of folks in the community actually donate our some previous time donate to pay for uh children who had charges and were unable to afford it yes ma'am we did we had quite a few during the 2020 year a lot of individuals came and donated quite a bit of funds so you are willing to accept donations yes ma'am thank you yes ma'am any other questions how are I mean we've now been out of the routine of uh getting the form filled out for free and reduced lunch how are we doing with
155getting that taken care of because I know operation school supply uses it Christmas for children uses it yes ma'am we actually pushed that application out before school ended we got it into the backpacks of kiddos we have been doing a lot of robocalls sending out emails to households with the application we have it online we're going to be working with Miss Oliver about doing a video a q a of what they need and questions that we can answer for them so we're doing as much as we possibly can we'll also be at operation school supply so just doing whatever we can to try and get the information in front of parents so that they can get that application completed and if somebody wanted to donate to a particular School how would they go about that
156um they could I don't know Emmett how is that we have a fund set up it's called Children's Charities that we carry those um if they want to donate to a particular uh school we ear tag that money at that school and those uh we call them vouchers are given to the counselor or depending on which campuses could be the AP but mostly most likely is probably the counselor and they issue those uh vouchers out to those students as they need we have had instances where um people would donate at the end of the year to pay off all overdue Accounts at a certain campus and we we do we do that through our children's charities and we do it as a donation thank you very much I mean one other question I know that
157the older the student the more reluctant they are to complete the free and reduced price lunch uh it's a matter of Pride with them and farmer districts with which I've been Associated we would uh track families and fill out the farm adding to them the older students is that something you do here we can on behalf of the household we can complete the form it's not necessarily recommended but if that comes to a point that we need to do that it is acceptable thank you okay any more questions all right thank you I'll ask for a motion Madam president I would like to for us to consider the meal prices for the 2022-23 school year and changes to the district charge policy to align with the TDA state requirements thank you Dr McDonald for the
158motion do I hear a second now second thank you Mr Moore all those in favor please raise your hand and that is unanimous we will now move to approved proposed tax rate to be published and the notice of public meeting to discuss budget and proposed tax rates Mr Whitefield thank you madam president uh board before you well this afternoon at four o'clock we discussed the budget and it was an 82.4 million dollar budget it is a balanced budget at this time we have to look at what we're going to publish in the newspaper as our proposed tax rate a district must hold a public meeting to accept public input before the adoption of the final budget and the tax rates prior to this meeting the district must publish notice in the local newspaper at least
15910 days but not more than 30 days before the public media in strict accordance with Texas Education Code 44004 now in that memo that you have there there is a proposed uh rate compared to last year's rate you will see that that rate for the mno is based on the 80.46 cents plus the five golden pennies that a house bill 3 allowed then if you look down below the ins tax rate that is on this proposed memo is the 19 and a half cents that we spoke about in the budget Workshop however we can adopt them a tax rate lower than that but we cannot go higher than that so so so to be clear we're not adopting a tax rate tonight we're adopting what we're going to publish in the paper and then we'll
160come back next month and actually adopt the tax rate whatever you adopt tonight we can still bring it down lower but that number cannot go higher without us calling another meeting and reposting that is correct that is not an adoption that is just a proposal that we are putting in the paper it cannot go higher than what we do unless we start the whole process over again you can see the calculation there at the state the state expected of 4.36 percent growth and you can see what their minimum tax or their their maximum compressed tax rate there is 89.41 cents you can see when we plug our 18.54 growth in there where it brings that number to in the budget Workshop we also spoke about the letter the tea issue creating a floor that we
161could not go lower than the 80 cents 80.46 plus our five building pennies so you can see that that calculation there is below that so we cannot go below the floor that tea has created for that in conversations with Hood County Appraisal District we do not expect the values to fluctuate too much uh what he gave me and on preliminary values I called him or actually I emailed him the other day and we talked over email a few times um he believes that his we are we at at or higher when he gets his uh certified values in on July 25th and we'll know for sure that day the budget well we can't we won't go lower than 84 80.46 cents unless we drop below 16 in growth and we're not going to do that
162um it'll be adequate to fund the m o budget at that amount of money and um the certified values when we in the estimates will also be adequate to fund The Debt Service budget that we presented to you this afternoon and we are recommending that we publish the 85.46 for mno and the 19.5 cents for INS to be approved as the proposal that we put in the paper however we can go lower than that when you adopt the tax rate on the 22nd but we had to publish this prior to that meeting so prior to August 11th it has to be in the paper but not more than 30 days prior to that so our recommendation is to post this proposal for a discussion at the next Board of me August 22nd Emmett you said
163we could go lower than that so what how what would those numbers look like if we were to go lower the parts that you can go lower on will be the ins um right now we're at 14 and a half cents we're proposing 19 and a half cents and just like we we spoke in the budget Workshop the 14 and a half cents still allows for a defecence but but let's back up for the people that weren't in the room so the mno side is Formula funded based on the formula we have essentially nine cents to play with the formula is going to require us to go down to the lowest possible tax rate which would be a nine Cent reduction in our tax rate current taxes and our current tax rates we go from
164from a dollar eight basically to 99 cents and in lieu in lieu of dropping nine cents nine cents off the m o side we could drop four cents off the m o side and shift a nickel to the amino side to pay down our debt faster on this side what did I say Eminem So the ins side so basically we would do a defeasants that would shift five cents of that nine over to the debt ins side of our tax rate in order to pay down our debt faster something we heard from voters during the bond is hey you have too much debt pay it down and again kind of the old Dave Ramsey model you know pay off pay off your debt quicker it would give us the opportunity to pay down restructure our
165Debt Pay It Down uh significantly quicker by shifting those pennies over while at the same time still reducing our operation Side by four cents giving taxpayers a four Cent overall tax reduction so the the option on the table tonight what we presented is to go ahead and lower the or set the Ins at 19 half cents which would be a five cent in Greece and then lower the mno side four cents but if the board were to come back in if the board were to come back in a month and want to take all nine cents on a reduction they would still have that ability because neither side would actually be increasing at that time does that make sense so if I'm hearing it correctly then if we did that it would not the tax
166rate would be the same as last year for the taxpayers or it would go up regardless regardless it's going to go down so we're either going to lower the tax rate 4 cents in shift 5 to ins or we're going to lower the tax rate nine cents those are those are the two options presented and by adopting a tax rate at 19 and a half cents on the ins side and approximately a dollar four I'm sorry a dollar four Ninety Six a dollar four nine six total total tax rate so so the decision the decision you'll make tonight will allow you the flexibility to decide what to do with that extra nickel to put it on the ins side or to shift it back to the m o side so you're guaranteeing tax taxpayers a
167four Cent uh reduction overall tonight with the possibility of it being a nine Cent or you can say you know what we're going to leave five cents on the nin side because we want to pay down our debt quicker and you'll have a month to make that decision will the taxpayers have an opportunity to to let us know what they want to that month yeah we'll do a public Hearing in August and we'll present the budget and the tax rate at that time did you want to clarify something uh just on the 19 and a half cents remember when we were in the budget Workshop the 19 and a half cents will allow for a defeasants and that defeasants will save taxpayers approximately eight hundred and thirty thousand dollars in interest yeah and and potentially
168allow us to pay off our debt about 10 years earlier yes sir so if you think in this is just this is just a publication of a proposed rate we're not setting anything in stone now the m o rate is pretty much set in stone it's going to be the the ins rate that we have some flexibility or the board has some flexibility yeah so think of it like like a home mortgage uh the board took out a 30-year note in 2015 actually I think it was a 25-year note in 2015 for the 89 million dollar Bond and so you know we're paying on that principle of interest and it's an opportunity to pay more on top of it so that we can get out from that debt earlier or we can just continue to
169stay on the timeline we're on it's like a fixed rate where you pay your mortgage every month and you're still going to pay it off by 2040 but if we want to pay it off by 2030 There's an opportunity to do that and so uh with such a a large overall increase in appraised values it's allowed our mno which is Formula funded to drop significantly so tonight if if you adopt the 19 and a half cents on the ins side and you adopt the the four Cent decrease on the mno side you'll still have the flexibility to put all shift all nine cents to the m o side to give taxpayers the minimum or the maximum tax reduction but you can't go up on either of them tonight we're just talking about the rate we're
170going to publish and Melanie I can tell you in years past we've always taken the tack of published the modest rate but lowered as much as we can we come back a month later because the reality is all our property values went up in some cases way up this year so we can talk about a rate reduction but let's be honest here our taxes are going up the total dollar bill so the decision we're going to be faced with is yeah we can pay our debt off earlier if if that's what the public wants or we can provide more tax relief by giving that additional four cents back in the form of reduction down to the 9996 rate but there's no there's enough Tech that's the values just and as folks know I sit on
171the appraisal district board and Statewide uh it was somewhere between 30 40 percent increase across the state north Texas I think is around 20 25 on average and uh as we heard tonight it was about 17 18 here in Hood County on average so our tax bill will go up the question is as a board do we want to retire our debt quicker than earlier and save that 836 thousand dollars in interest over that time period or do we want to provide or tax relief now in the form of a lower tax rate down to that 99 Cents but for purposes of publication tonight we're just going to say okay let's publish a dollar four so that does give us the flexibility to stay at a dollar four go down to 99 cents and I'll
172tell you I I love for those in the audience I love that our trustees have this conversation every year um it's almost like we have one of the higher tax rates and we're trying to figure out a way to crank it down uh for those of you that are familiar with school tax rates Granbury ISD has the lowest uh School tax rate with a district of 7 500 or more kids it is growing in the state of Texas our school tax rates are incredibly low for our size district with the growth that we're seeing coming in and and our trustees are still trying to crank it down even lower so we appreciate y'all's good stewardship and the fact that you all really do watch uh the money and making sure that we're giving taxpayers the
173best bang for the bug so thank you any more discussion do I hear emotion Madam president a move that um we published the proposed tax rate of mno at 85.46 and or the 0.8546 in the Ins at 19 and a half thank you Miss Gore do I have a second on that I second that thank you Dr Harrington any discussion before we vote they should just just a reminder because there's been a lot of conversation we've just published a notice that are getting is going to guarantee taxpayers a minimum of almost a four Cent reduction and the opportunity still exists for y'all to go lower in a month okay all those in favor of the motion raise your hand it is unanimous thank you very much we now go to let me see where I'm
174at okay reports Jimmy Dawson flexible school calendar thank you madam president um I'd like to bring forth a handout is coming around right now and there's just a few pages in there I want to talk about a flexible school calendar we approved our school calendar for 2022 and 23 back in December we really didn't know we had a little bit of idea from the fall how difficult it was but the spring was just as difficult and I've said in my in the board book we saw this a handout school just does not look the same today as it did three years ago we were very very disappointed in the 92 percent substitute fill rate and last year our average substitute fill rate was 69 percent that was on average that's not to mention uh when
175everybody was out coaches directors or coordinators program sponsors it was even lower than that at times which really put a strain on our teaching staff and our employees as a whole it really is amazing that we had such great academic growth because I think we just kept the main thing the main thing and kept student achievement on the Forefront but the only thing we have to control is the way that we design our school calendar and our school day with the flexibility of the minutes and so that's what we get the opportunity to do is make sure that no programs suffer students stay engaged in extracurricular activities we continue with academic achievement and we just maximize our instructional time while all the all the while keeping teachers sanity in place and being able to plan
176and collaborate together and truly hone in their craft and get better at what they do in the way they deliver instruction I think that's the main thing and I'm very passionate about that because when our teachers are working together they're collaborating they're networking together and they're creating and designing those lessons that are engaging for students we truly are going to see more academic achievement so there's a lot of advantages to what I'm bringing to you today and today could be just a report of something that we could bring forth as a decision in August for this school year to be a little bit more flexible or it may just be the beginning of our November and our December Gathering stages of information from staff and parents for what we want our calendar to look like
177in the future I think we have to hone in on teacher retention we have to look at that because this first time in my 19 years in this District as an administrator that we actually have job openings teacher job openings we have 0 applicants for and that has put a very big challenge Upon Our principles and trying to go through the hiring process there's a lot of pros and cons to some of the things we're looking at but on the second page I wanted you just to see and you can take this home and really dive deeper into it because tonight's just going to be a quick overview you can see the current calendar details that we have tea only requires 75 600 minutes currently we go to school 455 minutes per day and we
178go 80 Days in the fall in 89 days in the spring that's 169 days total if we just if consideration we add five minutes to the school day that brings it up to 460 minutes and that adds uh two and a half additional days that we have for flexibility and then you can see if we had 10 minutes and add 15 minutes we do have a neighboring District that went to uh four-day school days mineral wells their school days are 480 minutes and they take Fri every Friday off so they're 30 minutes longer than we are now we have a big challenge here in Granbury iced tea and I'm not saying that we go four-day work weeks right now that's not where I'm going with this I'm saying we just have the flexibility to provide
179flexibility within especially those Fridays when a lot of teams are out or a lot of the sporting activities are going in the spring or UL academics and not other staff having to cover for all the sponsors that are out and so we have the flexibility to be able to do some of these things one District today I just read on the administrator email that I get daily one District went to every Friday there dismissing an hour early number one for Teacher collaboration number two to allow those students especially they're traveling for a long distance away to get off a little bit earlier without having to cover classrooms all the way through so there's a few considerations that we can look for if we do want to shift some of our days off on that third
180page to a Friday this just for example that October 10th date is a holiday but that particular Friday on October 14th it's an out of town game in Belton so we have stowaways band football team coaches all going on a long road trip that afternoon two weeks later another out of town football game in Red Oak we're moved down to the springtime we have a bad weather day on a Monday we may be better off it may better serve us to move that to a Friday add a couple more days in on a Friday for staff days that can include targeting students who are in need of intervention right before STAR testing so there's some things that we can provide again it's things that we can control to keep our students engaged in the future
181we're definitely going to be engaging our parents be engaging our staff path in these conversations for what do you think what's your heaviest need what's your big lift that we need to to help move forward and so we certainly want to get their input as we go into our building the calendar for the for the following year so in summary I'm just presenting this to you guys so you can start thinking through what you may want to consider and what some of these staff days may look like if we shift some of those to a Friday I'm happy to answer any questions if you have anything just right now just as a quick report again this is not a recommendation it's just a report Mr Dawson are there any studies or information about savings that
182it the district cup has because of buildings not being used on those days do you have any of that data well I can tell you right now transportation is a big one and I mean if I'm correct we use a thousand gallons of fuel per day when we run all of our buses just on a normal school day so I know some of those Fridays would certainly be helping retain some some fuel costs in addition to building in teacher time for collaboration so thank you and you mentioned um some early dismissal days early release on Fridays I know I guess when they have an away game that can also help I'm just looking at it someone who has to go from one side of town to the other to get their daughter or their son
183all the way back can take over an hour in a commute so that I think could also help the district do their part in helping with the infrastructure issues that we're currently facing with 377 and everything else until that gets remedied as well I'm so glad you brought that up and that's a great great point every Community is different every community that goes out and and tries to use these minutes to their advantage is unique and Granbury is certainly very unique with the lake dividing us right down the middle of the community and our school district and then our how far our buses have to go that is a very good possibility of of saving some traffic time on a Friday if they were out a little bit early because from 4 45 to about
1846 PM 377 is crazy well and lunchtime is too I've seen that but uh that that is true we could be very purposeful and helping design our school day and school weeks to help with the community so how does how does last period of the day at the high school all of a sudden if we get out an hour earlier all of a sudden they've lost a day actually uh Mr Ross is extremely creative in his designing of a bell schedule and that would every classroom would just be sure cut short that day so eighth period would still have eighth period it may be for example 40 minutes instead of 55 minutes okay I see what you're doing thank you and I would I would just say that um as we discuss this [Music] it's
185uh it is exciting when that we read headlines from mineral wells or Athens or Marshall and uh and schools are shifting to these flexible calendars we also have a population of students here 52 percent are economically disadvantaged and I can tell you they rely on us to be open so as Mr Dawson said um if we ever decide to shift towards something like this making sure that we are always open to those kids who who need us day in and day out I would also think that uh we would move forward with surveying parents surveying teachers surveying the teachers who direct extracurricular activities and then I would encourage us to look at possibly using those days with some staff members providing the tutorials and the things we did with Saturday school because I I can't
186help but believe Bacchus made those gains because they had teachers and parents teachers who were willing to come in on Saturdays and whole school and parents who were tickled to death to have their kids up there in bed so uh I I would I would think we would do all of that to gather information to make sure that we're serving most of our students absolutely we will definitely be providing a lot of surveys to try to really hone in on what our community what our parents and especially our staff are saying for sure I agree that's it thank you so much thank you okay let's move on to six month review of Esser funds with Ms Brown hi again everybody I wanted to introduce our uh Esser expert this is Haley Varon and she is
187going to be presenting this second installment of the six-month review of Esser funds um just just as a quick reminder Esser brought 14 and a half million dollars into the district in order to Target uh student needs and new needs of facilities as well as the needs of our students so turning it to Haley good evening Dr Glenn Madam president and members of the board it's very exciting to come see and review this plan um every six months but especially after seeing the data of the great performance by the principals and their leadership teams here at the campus and at the district um and seeing some of the plans that came in to help that come to fruition too so we'll get started this is an overview of the return to in-person instruction and the
188continuity of Services of plan review and so as Miss Brown had shared we do have a large budget that was provided from the Federal grant funds to make sure that we safely reopened and addressed the impact of the coronavirus pandemic on the students and so you can see we had a large award amount and at this point we've expended up a little over three million dollars and then we have about 7.3 million dollars left to continue the efforts that were put in place to show those huge gains that we just celebrated as well and so I'd like to share with you a little bit about some of those things that we were able to provide to um so that the vision of the school leaders could be um come to fruition to and Supply what
189they needed so one of the items was to increase instruction time to students and so that was that structured before and after school tutoring programs that you mentioned as well too and we spent approximately twenty three thousand dollars um in that area the next area is for the innovation in the curriculum and instruction and getting the curricular resources needed in the hands of our teachers and our students to make those gains and providing the teachers the professional development that they needed as well and that was over 542 thousand dollars too additional Services we were able to have class size reductions the interventionists on campus and special education services extra Duty compensation and academic enrichment and student Readiness programs and again I think the plans that the campuses put in place with these funds really showed
190those gains again and it was a little over six hundred thousand dollars we also spent funds on the infrastructure and Technology to make sure that they had the tools needed when we had to do the shutdown instruction and then continue some of those things that we learned that were good practices during the pandemic and continuing those throughout the year and that was around 634 000 for the technology upgrades then um I forgot who mentioned it earlier but making sure we're keeping those teachers here and keeping those teachers happy knowing that it is a difficult right time right right now to have um teachers in place so some of the grant goes to our indirect costs but also the high needs campus stoppens as well as staff retention stoppings and that was a little over 1.3
191million for that area to make sure that we are continuing the plan we know that um looking at the data that you have seen tonight the plan in place seems to show a lot of progress and so continuing those pieces but we also had opportunities for input and for our parent and family engagement meeting in May I've also worked with Miss Lisa Oliver and her new role to send out another survey to parents and stakeholders to get their ongoing input too of what they need to so make sure that we're supporting students as well as administrative team meeting on June 6. so continuing to critique that plan make small changes to it but again keeping most of the items in that plan in place as we continue this plan and so we will continue the
192previous items that we have done throughout the past year and then we are looking at additional contracted Services through region 11 to help continue support and grow our administrators and teachers on our campuses and we have been working for a while on the Havoc replacement repair and upgrades and Renovations and that's in place the budget piece just hasn't been pulled out yet at this time and increasing our campus support by growing our communities in schools programs so continuing what we had in place and adding to it and are there any questions about the Esser update thank you Haley great job on your first report to the trustees we're so glad to have you at GISD thank you thank you and next we have Miss Whiteley coming up to give us the annual Child Nutrition report
193good evening again so I think I work for the best department ever I have a lot of hard-working individuals and we are very privileged to meet the basic needs every time they come on campus so we the minute that they step on campus they have a meal with us and then they have a meal in the middle of their day so we meet that need and it helps them to focus it helps them to learn and it helps them to grow every day thank you so in a 21-22 school year we had 57 employees and we've been very lucky that we have had very low turnover we've actually had pretty low turnover ever since uh covet began and I'm knocking on wood hoping that that stays that way we have served a record number of
194meals this past year it has been one million one hundred and seventy four thousand meals which is astonishing it's amazing and we also served 700 or I'm sorry 7 300 adult meals um and in October our economically disadvantaged rate was at 52 and then um the February rate was at just a little bit higher than 53 percent all right and then our revenues and expenses um our federal reimbursement we actually had a reimbursement rate higher this past year than we have had in years before that so our reimbursement rate was just over uh 4.1 million dollars we do get funds for the adult meals and then we have Commodities that do come in and also our catering revenue and a la carte cells so our total revenue for that was 4.5 million then on the
195expense side of course our highest expense is going to be our food and our uh paper goods so that was at 1.7 million and we did have a lot of supply chain issues this past year just like a lot of um other Industries had so the increase in those prices did go up as they will continue to go up for this coming year we did spend about 25 percent more on those expenses than we did last year and then of course our salaries second highest of our expenses so total expenses is 2.8 million and then this is just a breakdown of our a la carte perk campus our high school has of course the most our coffee bar the students they really like that and we are going to actually be revamping it and making
196it better for this it'll be over the next summer then next is going to be a comparison of uh 2021 to this past year for our meals versus our reimbursement so on our breakfast we actually went up 31 in our meals this past year then in lunches we went up 29 so a total overall of 30 increase then on our reimbursement our breakfast we went up 375 thousand dollars in lunch we went up 596 000 with a total of 971 000 increase from 2021. [Music] then our cute little pre-kers um Emma Robertson Early Learning Academy this was our first year to do Family Style Dining there and these kiddos they got to engage in a lot of Hands-On activities when they were at the table I know Miss Lambert wanted to make this definitely a
197time where they got to learn so they they did get to do you know different colors and shapes with the foods counting of the foods things like that they got to learn table etiquette and manners while they were there we introduced a lot of new fruits and some vegetables to the kiddos and we sent home with them little um little Flyers that kind of talked about it you know what the nutritional values were for those things and a picture of it and the fun part was they did get to build some of their meals so we wanted to do something very healthy for them like a taco salad so we would take the different components and they got to build their own salad which they loved and then at the end of the day they
198ended up getting a daily snack before they went home our healthy kids summer meal program that is still going on and that will end this Friday as of June 30th we had 6549 meals and we've been partnering with the different Community groups to help us take those meals out to the different sites so that we can provide those to kiddos in the community and then some of our goals for next year is the biggest one is communication of the free and reduced meal price application getting that out getting it in front of households so that they can complete them continuing to encourage students to eat with us we want to serve high quality food and we have to maintain our meal pattern at all times then we place equipment and small Wares to reduce our
199fund balance we know that our fund balance is going to be a little higher next year because of that increased reimbursement rate and so many meals we served and then with Pre-K they operated their snack program under child and adult care food program which is a little bit different this coming year we're going to do it for breakfast lunch and snack and then continue to do the healthy options such as salads fresh fruits and vegetables and then our farm to school program which is Texas grown produce this past year we did incorporate kale watermelon apples grapefruit all different kinds of things that kiddos had never had and then of course we were unable to do our renovation of Broner this this summer unfortunately but that is on the list to do for next summer and
200I was going to talk a little bit about our farm to school program just very quickly so it is a program that Texas Department of Agriculture definitely promotes and wants districts to do and we do order Texas grown produce through our Co-op and we can also get it through our distributor and we try and get as much as we possibly can just to help those local farmers and it's it was a little bit more difficult this past year because of the supply issues but whatever we can try to get to put it in front of the kiddos so they can learn and they can experience that is is what we try to do any questions just want to say thank you for all your efforts to make sure all of our students get fed that's
201one of the most basic needs that have to be met before they're even ready to start learning for the day and just appreciate all your efforts and all the efforts of everyone at every campus for what they do for our students daily and even during the summer thank you thank you very much Amy thank you Emmett I'm going to let you go ahead and do financial statements and then just go right on into cash flow thank you madam president oh I'm sorry I forgot the custodial report let's do that first I was going to get on it yes okay a board in front of you you have a short report about um our contracted service agreement with SSC um we're currently under served under a contract with SSC that was started in this past year
202we received over 60 complaints from campuses of uh attention to detail on our campuses uh they can they can contain multiple areas it weren't being addressed by SSC and beginning in February of 2022 they started asking again for CPI increases Administration did not believe it warranted the increase based on the performance of SSC so we did not agree to the increases on June 27th of this year SSC exercises their right in their contract to termit our contract give us 65 days notice which they did so at that point we were happy to take that as uh their exit we had started to plan for uh a director of Support Services he is here tonight and y'all hired him just a few minutes ago in your in your uh motion uh we are going to take
203that in-house it'll happen September 1. um it will be increasing cost uh however we believe that our campuses will be served better and um our camps will be cleaner and safer for our students and staff and uh we believe that having those custodians on as part of our family will they'll serve us better at that point any comments from anybody okay I can't I'm just I can't hold my tongue on this one uh Dr Harrington will probably remember because she and I have been on this board and we've seen it go from contractor to in-house to contractor now back in the house and uh the last time we were in house and we're asked to go back to a third party vendor to provide those services uh in 1718 that time period it was portrayed
204as a move to save us money and if I remember I think it was around 200 000 it's kind of one-time savings um I truly hope and I do agree that it should be in-house always should have been and I'd love to meet the the new director I I'll be your biggest fan because I see the hard work they do I'm often on campus after hours visiting my wife's classroom and I see how hard they work how late they're there so I do hope it works out and uh maybe we can keep it in-house for quite a while and Mr Jackson I'll say this it would be it would be cheaper to Outsource but as we've learned over the last four years you get what you pay for so and um Brad is Ryan is
205in back so sorry I just met him the other day [Music] wave at us so I know who we're talking about okay thank you right any other comments I would just like to state that I think it would really make sense for safety features that we know firsthand who they're hiring that is going to be in every single classroom and every single part of these buildings so on that respect I I think it's a very good move all right go ahead okay moving right along into financials board in front of you have the financials for the period ending June 30th 2022 you can see that our revenues to date are 97.48 of the budget as a as a compared to 96.04 in and 98.48 in 1920. the expenditures to date represent 70.49 percent as compared
206to 76.74 in 2021 and 74.6 in 1920. um some notable things on those financials if you look at those um as of last month we started showing a uh a positive number under our interest income and um our investment income and you can see that we are moving in that in the right direction at this point um again we'll talk about that investment report but the short-term Investments are currently uh producing uh Revenue so it's it's starting to come up um again we've talked about Transportation over many months so we know that fuel have gone up has gone up we expect to spend about 789 000 this year in fuel Alone um in the past we have a budget and this budget was this year for 485 000 so we we increased approximately three hundred
207thousand dollars in fuel expenses and then of course our function 36 our co-curricular travel travel has gone up due to uh covert restrictions lifting and in those areas and then um 51 is due to uh the portable moves for Broner and then out to Acton Elementary this year and those are your financials for June 30th 2022. are there any questions okay moving right along to your investment report uh we talked about moving away from the long-term Investments and y'all agree that that's a good idea and we are showing a profit at this point this year for um Investments we are at 36 thousand one hundred thirty dollars investment Revenue um we still showed a little bit of a uh in our long-term Investments under our Ameritrade you can see we had a little depreciation on
208that so that took away from that total fifty six thousand dollars that should have been there we currently have a cash on checking in Investments 64 million 857 thousand dollars and that is your investment report any questions for anyone before we continue on okay at that we will adjourn at 803 p.m thank you everyone thank you board [Music]
