001It is now 7 p.m. and we do have a quorum present. So, we will call this meeting to order. If you would remove your cover and pray with me as we begin. Holy Father God, we thank you for today and we thank you for all the things you've graciously blessed us with and blessing us far beyond what we deserve. Father God, as we go through this meeting this evening, we ask that you uh help us to keep the best interest of the kids at heart and the school. Dear God, guide us as only you can. Dear God, we also ask that you forgive us as only you can for the mistakes that we make in this life. Dear God, watch over us and keep us safe. Again, forgive us where we fall short of your
002glory. It's God's sweet and precious name we pray. [clears throat] >> Do we have anyone sign up for the public for spotlight? [clears throat] We wanted to recognize the middle school one act play and it's really bad timing since we had UIL today but a lot of them couldn't make it and and we invited Miss Early and she Mary Ellen Mary Ellen's here representing um if you didn't get a chance to see them they they did really well um I thought it was the best that they've done uh in a long time and m I didn't know if you want to >> say anything or >> I I wish I had thought to. So, you did let's do this in January. But, um, Mary Ellen was a member of the allstar cast and Mary Ellen
003also did a really good job at I wouldn't say necessarily student directing, but she plotted all the movements and things that she plotted the scenes together, blocking and all. She they it was really a studentled operation. It was really the students came in and did what they needed to do. So, I'm just proud of all of them. Also, I can mention the other ones that got awards. We had Presley Miller was also allstar cast and then Lily Beard was um honorable mention as was Addison. >> So they all did a great job. >> They did a really good job. I know their their rating or their placing >> the placing didn't reflect but the play was really good. We're proud of proud of them. >> Thank you. >> Congratulations to you all. Thank you. >>
004Superintendent reports. [snorts] Thank you. [clears throat] >> En's holding steady 266 and our even though we've had about a sickness going around, we're we're still up over 97% attendance. This time last year we're plus 12 students and almost plus two percentage points. Proud proud of that. Next page is overall expenditure percentage per function this year compared this month compared to this time last year. Haven't had any haven't had any real big unexpected um costs. Well, except the the TASBY policy update which was over four grand. I think it's 1,400 pages pages long. January board meeting date Monday in January is the 19th. We are having a a facilities committee meeting at 6 that night um prior to the board meeting. >> How long you think that'll take? >> Hour. >> Probably shorter than last time.
005>> It should be without long. >> Yeah. >> Just depends on how deep the discussion goes. And Janu January 5th is also the second actually the second facilities committee meeting also 6 p.m. what I handed everybody was actually first parent survey. We issued this last week and got all the data broken down today. Really just for you to look at and review. Um we're pretty happy with the results. Got a lot of positive comments. Um the the whole back page is just positive comments about uh about our school. Pretty good turnout. I think even after I broke all this down today, there were probably a handful more responses. So we had we had about 50 50 responses which is which is pretty pretty good turnout. [clears throat] Um everybody got a blank superintendent evaluation document
006that's for turn in to Kevin for the January meeting. Um also included is is another document that looks similar. is my self-evaluation um and some star data at the very end. So that that just attaches with that evaluation document if possible like to have those the superintendent evaluations turned in by the 12th. Give me a chance to tally them up. Either turn them in to me or to Tammy. Please give us a chance to tally up all the responses and everything. [clears throat] >> Nothing in the other category arrest. Okay. So, um on Wednesday, that's our early release. We are elementary will have their music program at 9:00 a.m. here in the cafeteria. Right after that, we'll do our AR um gold meters will award those. And then right after that, we'll do our staff
007basketball game. So, if you want to come to that, cost a dollar to get in. It's a freshman fundraiser. It's going to be worth the price of admission. You get to see all the staff and it's not just the coaches doing it. We got staff from all across the campus doing it. So, it'll be I think worth it all. That' be a good little fundraiser for that. Um, today do insurance. It's not under workman's comp. Marcy made everybody sign a paper. >> Maybe I made them signage. [laughter] >> No. They're not going to run that fast. >> They got all break to heel. So, >> yeah, >> three weeks. >> Uh, today they had academic UIL. It is still going on, still finishing. So, um, when Mr. Jones came in, we' had a first couple
008first places that she could remember. So, we'll have those results for you next time. Um, a lot of kids went today, so it was good good participation. um yesterday or today and then tomorrow is high school finals just in the core classes. Um teachers have been working on that. Kids have been studying so I think it's a good finish to the semester. Um elementary AR party tomorrow, classroom party's tomorrow. We're just trying to finish all of that stuff. Um had our holiday meal last Friday. That was a really good turnout. A lot of parents on campus. It's always good to see him and Mr. Lab Santa Claus and Miss Claus. So, >> I think we all know >> Jerry didn't know. >> Um, got my picture. >> If you don't believe, you don't receive. >>
009Uh, and then when we come back in January, the 5th will be a staff work day. We'll go over student data from the fall semester and then the fourth or the sixth will be the beginning of the spring semester. [clears throat] That All I have for the principal report. >> Thank you, sir. Athletic reports a lot of basketball. Um the girls are 17 and0. They're ranked number two in the state and like number eight on another poll. So really good start for the year. They've got 20 total kids involved. That's players, some girls, things like that. Uh they just recently won the Haskell in the Rotan tournaments and then they'll go to Ula over Christmas break. Uh, varsity boys. They're 12 and two. [snorts] Should be the rankings we're on. >> Uh, got 25 kids
010combined in there. Um, we won the Hermanley Holiday hoop palooa which was fantastic. It was a bunch of crowds, big feet, uh, big turnout. So, um, it was really cool having all the elementary there to watch the game. It was really loud and exciting. So, that was really cool. um competed in the rotan tournament this past weekend and then they'll travel to Eden tournament over Christmas break. So um district starts tomorrow for the girls that's in Roby and boys will start January 6th [clears throat and cough] same day that school starts back up. We'll have district games and that'll be the first one for the boys. Uh junior high girls are two and one on the season. There's 17 of them involved. And then junior high boys are a game behind one and one. There's
01119 of them. And then there all those games are just district schedules. The ones in our district because it goes by so fast and they play that many fewer games since there's rules against that. But uh Mr. LB still starting up uh engaging interest for powerlifting. Who all to do that? >> Four girls and three boys. >> There you go. So um that's more than it was last year. He's going to earn his money this year doing that. And uh that's pretty much it. >> Thank you, sir. >> Operation. >> Um [clears throat] so the house, the new house is probably about 90% complete. Talked to them this morning. They're hoping to um finish up the last few little fixtures and things like that to do a walk through. Um, [clears throat] so we'll have
012that completed and then we'll be waiting on the garage doors, which those were four to six weeks out. So, um, and then last week we just uh purchased a or actually ordered a new serving line for the cafeteria. That one being 15 years old, all the wells on it were split and starting to leak water everywhere. We had people coming in things like that. We got tiles trying to keep water from running out for people tripping on. So, um, we got that ordered. So, hopefully through the break that will kind of help speed up that process so when we come back we can get that installed. Um, and then just kind of touch on the drainage issues that we have. So, back behind the athletic complex all the way down. Um, we have had issues,
013I'm sure, since we've been here, but there's a retaining wall there that has been [clears throat] patched and repaired and things like that. But when it rains a lot, which it don't rain very much, but when it does, the water comes running off of all those facilities and it's cutting pretty big ruts and our neighbor that farms over there, he's not happy with some of the drainage issues and things like that. So, we're going to get back there and kind of put the tractor and try to help clean up some of that, but it's just getting packed full of mud and those types of things. And so, you can put rocks and concrete and all that in as much as you can, but when that water runs through there, it just carries all that off
014into in there. So, we need to address that issue for sure. But that's the whole length from where the bus bar is all the way down to the back part of the complex behind the baseball field. [clears throat] counseling report. >> Miss Schaer is still at academic UIL. Um she sent that to me. Doesn't have a whole lot. GT referral te uh period closed last week. She's going to screen all kinder students after they come back from Christmas break and then begin testing the students that are referred so she can start giving those services. Um UI's today, like I said, we don't have results yet. We'll have those for you next time. Then the real essentials classes will begin after Christmas break for 6th through 9th grade. >> Thank you sir. A report >> the
015past Saturday we had our chapter show. It was it went well. Always goes pretty smooth. Works itself out. We had our grand champion Reserve champion steer north senior showman Sandy North Junior showman Parker Wallace grand champion goat Rder Henderson champion goat Harley grand champion lamb Robinson grand champion rabbit hover champion rabbit Keegan Ramirez senior rabbit showman Keegan Ramirez junior rabbit showman grand champion swine beard reserve champion Weld Kenny, Senior Swine Showman, Ryder Henderson, Junior Swine Showman, Wel Kenny, Grand Champion, A Mechanics, Lily Beard, and Reserve Champion Mechanics Flores and Hilderbrand. Um, so that was pretty exciting. It all went well. We've got all that turned into the newspaper. Hopefully, it'll be out next week, he told me. And then we will be having our county show in January on the 15th, 16th, and then our
016sale days on the 17th. Um, our numbers for that, it's gone up from last year. We've got approximately 30 pigs, two goats, five lambs, six sears, 24 rabbits, one broiler, and hopefully five mechanics projects. So busy times started. >> Sounded sounded like the 12 days of Christmas. [laughter] >> Good deal. Next on the agenda is a discussion item for the facilities committee. >> Uh just wanted to touch base on it real briefly. Um, out of I can't remember how many we had. We had 10 or 12 in attendance. We had three or four that declined invitation. Um, I thought it went I thought it went well. Um, good good discussion, good presentation. Um, a lot of a lot of what was presented was was financial as far as like um where we where we're currently
017sitting. Um, the the future expectations of school finance and um and there was good questions about our [clears throat] attendance and and the foundation and things like that. and um we we answered all those questions and we did a facilities walk through. Um Jacob and Martin um they did a a survey for all the all in attendance and um I imagine in January on the 5th when they come back they'll probably share the survey >> survey results. Um it let everybody take pictures and we [clears throat] we started at the end of elementary and we walked through the whole building, restrooms, classrooms, egg shop. Um we didn't we we just let everybody kind of gauge um their own and take their own assessment of of the building um without any preconceived or or any any
018forced notions about what we what we do need. And um so we haven't even got we haven't gotten the results. Um we did send them kind of a or I sent them a list of things um after the fact hopefully after they did their survey for the most part. Um just kind of prioritizing some things for the next several years. um mainly mainly maintenance um and um mainly maintenance projects to to to address. Um January 5th is the next meeting at 6 p.m. then January 19th also at 6 p.m. Um and what what the the intention of the facilities committee is to come to the board and present a recommendation. Um you know it's It's kind of wherever they wherever they wind up. Um, and it'll it'll be the board's decision ultimately of of what
019what what they want to look at, what you want to look at as far as their their recommendation. Um, if you we're not so far along that we um won't accept any more people on the committee. So, um if if you do have somebody in mind that you think would be good, um and and objective um even positive or negative, um we'll give them a call or you can invite them and um just send them our way and we'll we'll include them for sure. Um I I didn't feel like the committee was all just real gun gung-ho um about, you know, we need to redo everything. I didn't get that impression from them at all. I think they I think they were they were they were real objective and and and they had they had
020good questions and good comments. But if y'all have any questions or thoughts about it, just let me know. And and Jay's here from Jacob and Martin. Do you want to say anything or >> I'll introduce myself. I'm Jay Beckus. I'm with Jacob and Martin. Now I was a former school administrator for years at Anson. But, uh, this is actually sitting in a board meeting, I feel very comfortable in here because I've done it for so long. But, uh, we we walk through with the committee. Uh, this is the the the first time you walk through. This is the everybody gets to throw spaghetti on the wall and see what sticks. And so we'll have this huge list of things that they uh think they want to take a look at and then we start weighing
021uh how many projects they'd like to do and how much money we think might be available. Uh but ultimately the decision is going to come down to whatever you think needs to be done. Uh that's your role as a board member. They're going to come to you with a recommendation the first week in February. So we've got move quickly. Uh Jesse's already told you that we've got meetings on January the 5th and January the 19th. Uh those will be a chance first of all on the 5th we will go over all the survey results. Uh and from that point we start narrowing down what's important and what has to be done versus what we would like to see. And uh that whole uh need versus want uh be gets really important. And uh we'll have
022some some really tough decisions to make uh some big discussions and we'll go from there. Like Desi said, if you've got somebody else that you want to see on the committee, get them on there. We can walk them back through again and uh get the survey done for the new ones, too. But uh we appreciate you uh letting us come along and work with you. >> I thank you for that. Unless you have any questions or thoughts. [clears throat] Okay. On our action items, uh next up is to consider and take possible action on the approval of the board minutes. motion. >> I'll second it. >> Motion has been made and seconded to approve the minutes as written. Is there any further discussion? All in favor? 70. Next is consider and take possible action on
023the approval of payment of bills and investment report. Motion has been made and seconded to approve the payment of bills and investment report. Is there any further discussion? All in favor? 70. Next up is consider and take possible action on TASBY policy update 1.6. >> What you got in your packets with the cliff note version is 21 pages. Um the the actual policy is 1,400 pages. Um this is this is what came out of the legislative session. Um if you have any specific questions or thoughts, just let me know. I can probably probably muddle through it, but it's it's like I said, it's one of those expenses that we didn't really um plan for with this update costing I think a little over $4,000 just um because of all the new changes in the legislature
024this year. [clears throat] >> Yeah. So, it's all it's all legal. There's a few locals in there. Um, which board has determination over the local policies. Um, but for the local policies, it just changed the um the legal wording of them to make them compliant with all the new changes of the state. Have a motion and a second to approve the Tazzly policy update 126. Is there any further discussion? By the way, thank you for not printing out 14. All in favor? Next is consider and take possible action on the annual financial compliance report. >> You're up. >> All right. Well, good evening. Uh thank you for the opportunity to be here with you tonight. Uh my name is Jared Bryant. I'm an audit partner with Bowlinger Seagars Gilbert Moss. Um I've had the pleasure
025of working with your district and being the u partner in charge of your engagement for the past three years. I'm pleased to report to you that uh for the fiscal year ended August 31st, 2025, the district received a clean or unmodified opinion on the financial statements, which is the best opinion you can get. Um, you know, Marcy does a great job of keeping your books and records for the district very organized. um not because she's so organized, there's not really a lot of requests when we're out here, but for those few items that do pop up, she's always extremely um you know, very responsive and getting us whatever we need um timely and and helps in the completion of the audit. Um one thing she helps with that we're you know, most appreciative for is
026making sure we get in the queue to the Cardinal Cafe on time so we don't, you know, luck out on not getting lunch. So, sure appreciate that. Um, I know some of you are are new to the board this year. Um, what we like to do in our audit presentations instead of flimming through, you know, flipping through a lot of pages and going back and forth is within your uh audit um within your audit reports that I passed out before the meeting, there's a one-page item called the the audit report highlight. Uh, we found this to be um, you know, more meaningful. uh the way a school district's financial statements are prepared, they're uh most of these reports are primarily just looking at the current year or what you would budget for at the fund
027level. So, we we think that providing these um you know, these highlights over the past couple years kind of provides for some more meaningful insight um as you're looking at your district's financials. I just kind of wanted to to briefly go over some items that I thought might be of interest to you all. Um there at the top part of of the audit report highlights, you've got your cash and cash equivalents. Um you ended the year 202 uh 25 with roughly $4,59,000 in cash between all your funds. Uh that's compared in 2024 to roughly 3.8 million. The next section on your receivables and payables. Um I wanted to point out on that that first line item the net due to from uh to other governments. Uh you'll notice um for 2024 and 2023 um you
028know you had significant receivables at the end of the year. Those were primarily uh related to your ESSER grants uh that went fully went away this um this past year. um you know nature of any you know most TEA grants is they're re reimbursement basis so you're having to incur those expenditures before you get and then submit them before you get paid um from the state so since you had those u you know those grants open the past two years those receivables were pretty big um at the end of the year the reason it's bracketed at the end of 2025 is that it's kind of a misnomer to say it's a net due to other governments it's really unearned revenue um which is is primarily just due to the um the timing of when you
029get your cash payments um for um your foundation payment and the general your foundation program, the general fund and then the uh homestead exemption additional payments, the debt service fund. um you know they TEA pays you those amounts throughout the year and then as they get your u you know your data and your counts uh kind of get more of a true up as you get close to the end of the year and they calculated that they had overpaid you for the 2025 um period. Um that doesn't mean that you've got to turn around and write them a check. It's just the that that revenue is essentially unear unearned for 2025. you'll get to recognize it for next year in 2026, saying that it applies today. And so that in the general fund, you had
030an overpayment of $4,000. In the debt service fund, it was uh $3,200. And then your state uh security grant, there was an overpayment of about $6,000. And so the the combined totals of those is what gets to that bracketed amount of that 13,234. your fund balances. Um, you know, across all your funds, you ended um 2025 with roughly 3,746,000 compared to $3,684,000 at the end of 2024. And then the next part of this um highlight, we'll kind of go into what caused those changes within those respective um funds. Starting out, you know, there at the top looking at the general fund, uh, you know, total general fund revenue for 2025 was roughly 5,950,000. That compares to 4,794,000 for 2024. Um, wanted to point out, you know, the big the big increase is there on that
031first line item on your local revenues. Um 2024 you had roughly 4.3 million uh jumped up to 5 million and 12,000 for 2025. Um your your assessed value um for the 2025 school tax purposes was roughly 600 um 698,326,000. Uh that's compared in 2024 it was544 uh million25,000. Uh so you had roughly $150 million increase in your assessed value. But similar to other districts you're forced to you know compress your M tax rate. In 2024 you were at roughly 74 cents per $100 of valuation. you had to drop that by about seven cents to 67 cents per $100 of valuation in 2025, but you still with that got a $600,000 increase in your local revenues um between 2024 and 2025. In addition, you kind of had a one-off payment of $76,000 uh related to insurance,
032an insurance claim in 2025 that further helped to to increase that change. um and having more local revenues in 2025. Um and then the other, you know, item I wanted to point out is that last u last item on the loan proceeds. You know, anytime a school district gets a long-term bond or a you know, you lease or or take out a note on a on a bus or something. Um when you do that for your fund level financial statements, that's shown as as an inflow. um to that fund. Meaning that you know if it was a bond or a note, you immediately have those cash proceeds um for your fund balance or if it's a vehicle, you know that you immediately have the use of that. So that's why on your fund level, it
033looks like it's kind it's it's going to increase your fund balance by how however big that or whatever amount that note that loan was. So in in 2024 you had the route bus that was other you know transfer or other resources of roughly $164,000. In 2025 um those other resources was uh roughly $590,000. of that, $175,000 related to the activity bus um that you're leasing and then $48,000 of that related to your tax maintenance note that you took out um you know to to fund some of these miscellaneous repairs that you're have been addressing um and and your facilities reports. So total uh total revenues in the general fund [snorts] uh $5,950,000 for 2025. Looking at your expenditures, total expenditures uh $6,222,000 for 2025 compared to $5,557,000 uh for 2024. Now looking at you know
034kind of some some big swings within these categories. uh and your instructional functions, functions 11 through 36, especially functions 11, 12, 13, 21, those are primarily where the bulk of your payroll expenditure expenditures are coded for teachers, administrators, and and things of that nature as you've, you know, had to not have the resources from the ESSER grants um that were accounted for in special revenue funds past couple years, you've had to shift some of those um payroll costs back to the general fund. So, um you know, in your instructional um functions, you had a slight increase from you know, $2,618,000 in 2024 to $2,890,000 2025. Then your your next um next set of functions, administration, maintenance, and data processing. Um in 2024 you kind of had a real big outlier. Uh total um total expenditures
035for those functions 1 million748,000. You know that's down to $1,26,000 for 2025. the the main reason for that big decline last year in 2024 in function 51 which is your facilities and maintenance that's where you had coded um you know the the durast roof repair and the bus barn upgrades you know the total uh amount of those two projects was roughly $570,000. So if you were to exclude, you know, those one-time items, your um your functional um expenditures between those functions are are very comparable between, you know, the past three years. And since you coded, you know, last year, um the bulk of the those projects were coded to function 51. Um this year for 2025, um they were in function 81. Um and that of that $358,000 for 20 25. Um that is mainly,
036you know, related to your your carport awning, um bus zone repairs. Then I noticed that, you know, you got those those old red chairs kind of got a little little dated. So, uh these these new chairs that were reupholstered look really nice, but those were uh where those expenditures were coded into that function for 2025. kind of the the the um the bad news is, you know, as I touched on, the big increases on your local revenues between 2024 and 2025 kind of had the inverse effect. If you look at uh recapture function, function 91, you know, that increase from $913,000 in 2024 to 1,445,000 for 2025. So the bulk of your increase in local revenues with that big um increase in your assessed values, you had to turn right back around and pay the
037state. And so that that is [clears throat] primarily what drove um you know your overall increases and expenditures between in the general fund between 2024 and 2025. So overall a net decrease to your general fund balance of $271,000 for 2025. Um your your ADA uh between um uh 2024 2025 went down by just a little. Um there's 229.2 for 2024 down to 228.5 for 2025. And then the the next line item shows your your assessed values that come from SK or exhibit J1 on your 10-year property taxes. Um, that's where I I mentioned previously on the the $150 million increase in your assessed value between 2024 in your debt service fund. Um with that, you know, since that is not subject to recapture like the U general fund, you know, your your increase assess and
038assessed values between uh 24 and 25 uh really helped to drive your increase in um local revenue and and state revenue. 2024 you had roughly $798,000 um in your debt service fund local revenue. that increased to roughly $981,000 for 2025. So that and then with making your um scheduled debt service payments, you had a net increase to your debt service fund of $320,000 for 2025. I know you, you know, all been talking about, you know, looking at maybe feasing um your current outstanding bonds um with your and then you didn't adopt an INS rate for for this year. um your your debt service fund is is in good shape to be able to you know pay off those remaining debt payments and um you know in a good position to um you know do that
039if if you all decide to do that. The back the back page of this audit report highlight um you know we just kind of usually compile these uh for some of your air you know your district and area schools. It just kind of has some some highlight information if you want to compare um you know some of your metrics be it you know fund balance or outstanding debt some of those ratios per average daily attendance um all of you know what you're really comparing when you're look when you're looking at this since you know the these other districts their financial statements aren't yet available on TA's website you're really comparing where you were last year with everybody else Um, but that's just something we usually um, you know, [snorts] don't go over, but just kind
040of highlight where that information is is coming from. Um, any, um, any specific questions on any of the items I items I went over? I don't know if anybody looked through the audit report and just had some page they really wanted to dive into, but uh, other than that, you know, Again, appreciate the opportunity to to get to work with you and your district. And if you ever have any questions on any know we kind of touch on these in summary fashion during the board meeting, but if anything was unclear, you need more information on something, don't hesitate to reach out to us and try to get you more information. >> Thank you, sir. We have a motion in the second to approve the annual financial and compliance report for the year ending August 31st,
0412025. Is there any further discussion? All in favor? 70. [clears throat] Next is consider and take possible action on the approval of library books. >> This is a new action out of the legislature where you have to have a school library advisory council and that council approves books and submits it to the board for approval. So um we we basically exempted from the having a school library advisory council which pretty much makes up Miss Karian. Um, so these these are the books in here that we're asking to be board approved. Um, we we do have a list of every library book that we have in the library if there is any challenge to what we have. Um, a lot of these were donated from the book fair. Um, as well as I think what what
042she's purchased >> that's the list without pictures that's was donated from the book. So just asking you to approach these library books for the library unless you want to read them first. They're not all. [laughter] [clears throat] >> Have a motion and a second to approve the library books as listed. Is there any further discussion? All in favor? All right.
