Good evening. Glad everyone could join us. We have full house tonight. A little bit more than full. They're wrapped around the entire building. We're go ahead and start the uh meeting with word of prayer and our pledge. join me. My representation here said, "Please pray." I can't do that tonight. I said, "No problem." She'll be ready next time, right? >> Okay, let's pray. Father, we thank you for uh allowing us to be here tonight to do the business of the district. Lord, we especially thank you for our young people from prek all the way through graduation here in just a few weeks. And Lord, I pray for our teachers, our faculty and staff, all that we see that goes on in our world today for keeping us safe. Be with all of our resource officers

and just continue to protect us and watch overs. And Lord, tonight in our business that we have to do as trustees, help us to make those decisions that would be pleasing not only to you, but to the district and to the taxpayers. And Lord, help us to remember the reason that we're here. And so we thank you for all that you do, and we give you the glory for it. In your son's name, we pray. Amen. Amen. >> I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Texas flag. I aliance to the Texas one state one and indivisible. Seated. >> First thing on the agenda tonight is education spotlight. I believe we're starting with

recognition. Correct. We're gonna start with recognitions and we're gonna let coach Ford step up to the podium here. He's got some great athletes that he gets to brag about. >> So, um, not all of my kids can make it, but overall this year, including our, uh, girls program, we had 13 qualify for regionals and one makes state. Uh, I'm going to go ahead and call up the ones that are here. Uh, Zo ready, regional qualifier. All right. Freshman Carson Foracer, regional qualifier. Connor Ford, regional qualifier. FRESHMAN. I don't see him. Trevor Wood. Also another freshman. Uh, regional qualifier. Uh, sophomore Carson Forest. Brady, another sophomore, Brady Riley. He's not here. Regional qualifier. Going on to our juniors. Marshall Clifton, regional qualifier. Also, medal third place in regional. Just a little shy from making a state,

but should make that next year. Uh, Tagan Farz here. Uh, regional qualifier for him, too. Junior Kase Oliver junior then we'll move on Kade Forest regional qualifier SENIOR logggin Paxton SENIOR final one Solomon Reed he was regional qualifier regional champ, state qualifier, finished eighth out of all the state. Uh he also owns all the school records except one. Uh he is eighth, but he got three out of four. I think that's pretty good and they're pretty hard to beat. He finished this year with a 700 lb squat, which I think is going to stay on there for a while. Uh this young man I he's my only freshman to senior. He started freshman year. He's the only one. He's gone all four years with me. Um he's done amazing things. He's been offered to Liftton

College and hoping he takes that offer up and continues on. I think he's going to do great things. But uh Solomon Reed, two there. All right. Thank you. All right, the next recognition are all these faces that you see around the room and these are our superintendent student advisory council actually our student uh sorry superintendent student advisory counselor or our SSAC students there's a small group of them at every campus us from elementary, intermediate, middle school, and high school. And we did quite a few things. We met about four times this year, but topics that we discussed um included being uh characteristics of being a leader, ways that uh these students could lead at home and at school, what things they want to see changed at their school or district, what things they don't want

to see changed at their school or district, maybe community outreach opportunities, and and so much more. The reason that this was developed is because often the adults make all the decisions or they kids might feel that way without a lot of student voice. This was one way that we as a district could get the student voice and it was just the inaugural year and we can't wait to see this program grow. Um to uh one outreach um activity that our high school students uh really helped is on July 25th we're going to have our first ever back to school fair from 3 to 7. And we're actually going to do it in the middle school cafeteria. We just made that decision. But that is uh was an activity and all of the things that we're

going to do at that back to school year were because of most of them were because of ideas from our students. Um our high school students have the opportunity to share their relentless pursuit. That means what do they always want to do? What do they want to put their heart and soul into? And these were quotes I quote. Have grades I'm happy with. Have respect for others. Be friendly. Honor tradition while leaving a legacy. Lift others up around me. Be a leader who listens and problem solves. And be a leader that does not need recognition. It's amazing. Um these these students got to think about what leadership looks like and I cannot wait to see as the next steps they put into action these um ideas into action. And we have a ton. They're in

no particular order, boys and girls. So, we're gonna let that You've got to be >> That's it. Sorry. So, here Dr. Thornton gets to call out the names and we'll just kind of do a nice long line and then the board members after we call all of them, if we could get you to stand behind and we'll take a big group picture, but there's a lot of us so we may have to move around. Um, taller kids in the back, shorter ones in the front. But go ahead. Okay. Ally Crawford, >> Willow Bass, Kristen Hadnot, >> Brianna Willis, LILY LITTTON, Addie Powers, Avery Powers, COURTNEY COLBERT, MILEY STRINGER, Sophia Flores, Ben Dorch, Cameron Pelton, Anasty Marilla, >> Mattaline Dyes, >> Katie Watson, >> LUCAS RILEY, IN THE BACK. >> YEAH. >> OH, I hope I

said Norton. >> I did say it right. >> Maddie Bean Finley Brendan. JED LITTEN CATALINA. OKAY, here she comes. >> No, I never hear anything. Okay, >> sorry. STANFORD. >> He was in the superintendency. >> Yes. Sorry to interrupt you, >> Jason. WRIGHT AND CASEY GUYS. THANK YOU. >> NO, it's right. >> One more. Oh, one more >> and Ty Venom. Is anyone else in the audience that we missed that needs to come up? Because I have all the certificates. I just wonderful. Perfect. Okay, board members, can you find a spot? And that would be amazing. >> Sorry. Ready? One, two, three. >> Okay, I'm gonna move and let all the parents take a picture. >> Which one do we look at? >> Thank you so much for being here, FOR SUPPORTING YOUR KIDS. OH,

YOU'RE getting audience. All right. Bye, Jason. Oh, a quick picture here. Come here. her heart is at middle school. >> Thank you so much. >> Thank you. >> Okay. Uh we have our middle school. So, I didn't um I wasn't able to share the disclaimer, so I'll let you do that. >> I apologize. >> Okay. So, um I emailed Joel. I don't know if you got it. I don't think at first I could >> Yeah. >> even send it to Trust, but anyway. Okay. So, our middle school technology class is here to sh uh share with you a presentation that they are they've been working on in class. Um I just want to add that they're very passionate about this project that they've been working on. um because we tried to think of some things

that um will keep them motivated especially this time of year. Um so they have been doing some research on dress codes at schools around um Texas and um they've been pretty civil about the things that they're like we we they do believe that they should have a dress code. Um there just some things that they want to see changed. Um, as middle school students, we thought that they were probably mature enough to handle this project to voice their concerns, but be reasonable at the same time. So, um, I've got two uh, students that are going to be here tonight. Um, some of the students are, you can tell in the first presentation are a group, but we've only uh, not all of them were able to make it tonight. Um, but they're going to share

with you kind of the their uh, proposal for changes that they would like to see put in place. Um, they know that this is not something that's on their agenda for tonight. They just want to give you food for thought moving forward. So, um, >> can you express that the parents HAVE NO IDEA? >> THIS IS ABOUT TO BE A GOOD SURPRISE. >> SO, THIS YOUTUBE I WILL SAY I I did GO IN AND WATCH ALL THE PRESENTATIONS. Um some of the some of their reasoning behind it is uh uh you know >> it because they want to um no but like they've really put some thought into um what what their belief is and um they've got some good ideas. So anyway, I'm gonna let them go ahead and present. Press is going to

go first uh for her group and then you'll be next. Okay. He'll put your presentation up right after >> hers. >> Okay. Yes. You're uh you can present as you look at your presentation to the board members. Okay. >> Yes. >> You can here. >> Come on up here. We're not >> Come on up. Come up because they want to be able to hear. >> Hey, will you be feel more comfortable if you could hold on to that podium? >> I've seen >> just a little security blanket clear podium that you can see through. >> That may that may help you out a little. nail together. Okay. >> Dress presented by Payton Bell, Tessa Wells, Presley Wit, and Carly W. >> Dress code. We want to change shorts being too short, wearing leggings with a

shirt not covering enough, and hair being too distracting. We want the new rules to be what we want the new rules to be. We that leggings shouldn't have to have a shirt that covers your butt if nothing is showing. We want your shorts. We want shorts, but they need to cover your butt at all times. We want people to be able to have colored hair because we don't understand how that is too distracting. Schools that allow hair color hair should be styled in a manner that is not disruptive or attention seeking. Lin states extreme hairstyles are not allowed. says unnatural hair colors are prohibited. Schools that allow shorts states shorts, skirts, and dresses must be a modest. Clothing cannot have any holes or frays that expose any undergarments or private areas. Shino says the students

front and back must be covered at all times by shorts. Huntington says shorts must reach mid thigh. schools that allow leggings. Coleman's not states that pants and slacks must be worn at the waist with no visible undergarments and they must fit waist and crotch. No baggy or saggy pants allowed. Alto says form fitting opaque stretchy type of pants, leggings or yoga pants must be covered by a nonse fabric and appropriate length. Huntington states made of sp for fitting materials must be worn with a top that is 12 in below the waistline. Why rules exist? Rules exist because sometimes people can take the chance to have freedom too far. So we have rules which tell you what you can and can't do. Members Payton Bell, Tessa Wells, Presley Wet, and Carly Wood. The school's handbooks were

used. Alto, Dable, Shino, and Lin. >> Thank you. Thanks for listening to our presentation. >> Very good. >> Do I have any questions for Presley before she leaves? >> I do. I can't let you off that easy. That's the way life goes. So you gave to us our policy and other schools policies. >> Yes, sir. >> Are you and I'm assuming since those are the policies you picked of ours, you think they're what? Too restrictive or should be defined in another way. Correct. >> Yes, sir. >> I didn't see in there where you really was which way you wish for us to go. >> You just reference some others and what they say. What is it that you and your your team have decided? You can pick one. I'm not going to ask you to

go through all. >> Yes, sir. So, like for our leggings in our student handbook, it says that they have to be 12 in below the waist, which ends up being about right here below mid thigh. And um we don't really understand how that it they have to be that long. If they're just like nothing's like showing and everything's like covered and stuff, we don't understand how they have to be all the way down here. >> Well, it has to keep going. Okay. >> So, did did you all You had your team, which by the way, you did a really good job. >> Uh, did you all ask other people in your in in the school what they thought or did you all just come up with this on your own? >> Well, we like talked

with our whole like tech class and we were like, do you all agree with these things and do you all think these should be the same? And all the girls in the class did think that that was reasonable and the guys did too for like the hair stuff. Good. You included everybody. >> It might be a former board member. >> So 12 in is 6 in 8 in 10 in. What are we thinking? >> I mean like this shirt this shirt covers I think it covers enough but it's not like don't cover enough. >> I think it's probably about right in my opinion. >> I don't disagree. Excellent. >> You did an excellent job. >> Okay, we've got one more presentation and Emily actually did her project all by herself. So, come on up, Emily.

And same thing, uh Emily is also in the tech class. She just chose to do the presentation by herself, but same thing. So she came up with her own ideas of the pres of the dress code that she thinks should be changed and so she's going to share this with you as well. Okay. So this is my dress code presentation. Okay. So to Mrs. Powers who I've already presented to and the school board. This presentation is made in effort to change the current dress code of Huntington Middle School. My fellow students and I all disagree with at least one rule in this policy. Now I would like to admit I agree with most of the rules in this policy that you have placed over us but some of the rules I find have less reason

than others. The image above is the current dress middle school dress code. Two of the rules I will be going against are in the seventh bullet point and then the third is reported in the sixth. the first rule I would like to address is the rule against dying hair unnatural colors. I understand the reason this rule is in place is because unnatural hair colors can be distracting, but it is typically only distracting if someone makes a big deal of it. Yes, dyed hair can sometimes be distracting on its own, but once you adjust to it, the hair will be not as much of a distraction and we will have enough time in to adjust to it before classes. Also, in some cases, the dye only lasts a few days. It will come out, too. It's

unfair for students to need to get rid of the hair color if it won't be even last that long in the first place. They should be able to enjoy it while it can they can for prominent hair colors. I'll say this. We are used in this day and age to people having unnaturally dyed hair due to social interaction outside schools. In our mind, it's not that new or strange. Morphus schools allow dyed hair and gate grades very near our own, showing that it's not too distracting. Jefferson's school is also allowed and are getting along well too. That's all I have to say for this one. The next rule I would like to be reformed is the one against designs being cut into boys hair. This goes hand in hand with the no dyed hair part.

To simply put it, the design is not going to last to be seen maybe a week. Um you see the average male teenager has hair that grows about half an inch each month. The designs are not going to be not very noticeable in a very short time. Mara and Jefferson schools allow this and they as mentioned in slide five are doing just fine. Both their and our schools don't allow inappropriate content. So they are not allowing cussing which is understandable. But not all things cut into here are bad such as hearts or crosses as morpha and Jefferson have shown. Finally, I'd like to discuss the rule against men's ear piercing. I am unsure on why this rule is in place, but a reason may be to keep boys and girls different. Boys and girls are

already God made them that way. Many boys these days have pierced ears and not allowing boys here to have that privilege is uninclusive and unfair. Other schools such as St. have realized this and it's time for HMS to realize it too. Thank you for your consideration. I hope that my presentation will have an impact on the current Huntington School dress code. Then the next two slides are just where I find that information. So interesting just so you know and you know I would say the last I'd say 10 years your principles have come to the board each year before school starts and have asked the boards who have been made up of different people to consider some of these changes that you mentioned and others. So they are fighting on your behalf. But I will

say you you did a much better job than your principal did. I will tell you that now. So I'm not saying we're changing anything. >> That's hilarious. >> But you got this old man to think just a little bit. Just a little bit. But thank you for your courage to do that. It takes a lot to do that. And we appreciate and don't ever stop doing that. >> I feel like this will continue to be a topic of discussion. Probably on an annual basis. Someday it'd be just enough to come to school with some blue hair. >> Okay, thank you. >> All right. Yes, sir. Excellent job. >> All right, let's move it on down to number three. Open for Mr. Cliff. Do we have anybody signed up for open? >> No, sir, we do

not. >> Fair enough. Moving on down to number four. district spotlight maint spotlight maintenance custodial grounds transportation I do believe that's also unifor we we knew there was going to be a pretty large crowd tonight so we told them um all the maintenance uh custodial and transportation directors not to come really at this point we're gearing up for uh summer work you know we're uh trying to identify those projects that we're going to be doing um I know maintenance is getting some painting together um to do this summer once they move out of course custodial is um getting all their summer supplies uh ready to go for for waxing. Um and then just trying to finish out the events. Um and then transportation, same thing. We got to finish out strong and then we have

a lot of maintenance that we do annually that we'll begin as soon as the bus routes conclude. So um really it's pretty short and sweet tonight. Um unless there are questions about something specific from those departments. >> So new large areas of epoxy floor should save custodial some time this summer. >> We sure hope so. Yeah, we don't have we don't >> Yeah, we don't have to get in there and do anything to those other than top top scrub them and that can be done, you know, the day before school starts if it came down to it. >> Questions? Move on down to number five, financial reports. >> Um, >> yeah. >> Um, cash in the bank remains steady. Um, expenditures remain steady this time of the year. expenses will increase some just as um

we close in on the end of the year. Um you know, honestly, it hadn't been too long ago we we finished the audit and now me and my team are ramping up um for that to that process to all start again. Um again, everything remains steady right now. Tax collections are pretty much uh have come to a close uh except for the last uh little bit um that we would anticipate. Um otherwise um all of our investment accounts are still um in good shape. Um and those interest rates do continue to decrease a little bit. They're not they're not a great deal every month, but they they are headed the wrong direction for us. Not the not the correct direction. So >> all right, any questions on the financial report? >> Move on down to

number six, the consent agenda. >> I'd like to make one quick comment on We kept the library book order on consent agenda because um it is it was a law that was passed and we've had this on every month. Um that doesn't always mean we have a library order that is on our website to be approved. However, I just wanted to note that we have posted a new library order. I believe it was intermediate school. It has to be posted for 30 days. So I just for those that are watching and want to read those titles, they're posted for 30 days. So there will a library book order. Again, we kept it on the consent agenda, but we will have if anyone wants to look at those titles, that's what we do now is put

those orders online. Um, and that would be available to be approved for May. We don't have one this month. >> Do we have any? >> No, sir, we do not. >> Second. Down number seven, action and discussion items. First order there discussion only the facility handbook. >> Yes, sir. Each easy. Yes. Back up. I apologize. Been busy tonight. Um each one of you I put the school's current um it's policy GKD local which is our our facility use policy. Uh primarily the discussion tonight I just wanted to get some direction. There's no action that needs to take place. Um, but it's for non-school facility use. Um, so that's going to be anytime that we allow a non-school affiliated group to come in and use it. Um, I also provided a little bit of a summary

about what that policy states. Really, the direction that I I want you guys to tell me where you'd prefer that I go is that we need to update our facility use manual and handbook. um it has become pretty regular um for most schools to adopt a policy or a practice within that handbook that requires additional liability insurance for non-school groups that use our facilities. Um really this is in an effort to close any potential gaps in in coverage where our current liability coverage potentially would have an an exclusion uh for a non-school group using that facility. the things that concern you are if you know if we let some group come in and use it to do a performance which policy allows for if something were to happen and and um everybody gets sued um

then that's going to include the school and if our our current policy holder decides that that is an exclusion then that does leave us open for the potential uh risk of loss uh for for damages that we may potentially have to to pay. Um, of course we want to make sure that we um allow our our buildings and facilities to be used um as to the greatest extent possible, but do it responsibly um and in an effort to make sure that the school doesn't get um hit with a financial loss because of allowing the use of those facilities. Um so really I I'm I want you guys to have the opportunity to look over this. um if you would like for me to I can update um our our manual. Um I can give that

to you and then we can make a decision about a couple of items that we may want to include. Uh but I also wanted to give you an opportunity to ask any questions because I know that this time of the year facilities start getting um you know I guess scheduled to rent and scheduled to use and and just wanted to give you that opportunity. >> So So not only insurance are we requiring them to have some form of here. So, typically depending on we we just kind of take it case by case. You know, if it is a I I'll use Operation Graduation because that's happening soon. They are a non-school affiliated group technically. Um but I I think it's responsible that we um allow them to use it that they don't it doesn't cost

them to use it. Uh but there also should be some confines about because I mean they're going to be doing things that would not be normally done in a school building like >> Yes. Exactly. And so you know getting someone hurt in that situation you know as well as I do that if an attorney starts suing they're going to sue everybody involved um including us. Even though we say that we they tell us that we have no you know we sign a waiver and and those type things we're still going to get wrapped up in that. And so we just didn't want I didn't want to continue with that potential gap of coverage with at without at least presenting it to you guys. So you you can tell me what we need to do. Um

I guess my job in this is to present what risk potentially is there and then let the decision makers say, you know, yes, I believe that is an acceptable risk or it's not. Um the last thing I want to do is the school to take a financial loss. Um trying to do the right thing by our community and let let the facilities be used. Um there's additional things like security. Um you know what we're going to provide you know that if if that um organization is coming in to use the facilities. Um we can't give taxpayer funds by providing that security. So they will have to reimburse us uh for those type expenses. um >> the custodial, you know, if we have to have a maintenance person that's on call during that, we may have

to have that reimbured. Um and and then the last thing that I would I would say probably um is that policy is very clear um that we can let forprofit entities use our facilities only if they don't charge admission. um which I believe so that means that they can let's say I'll use a dance recital right that company that's putting that dance recital on is for profit however they have to have a place to it's a community event our kids participate in it um it's a great thing to have but policy is explicit that says we they should not charge um admission and essentially what it's saying is they can't use taxpayer funded facilities to make financial gain is essentially what I read in the policy that was adopted at some point. Um, and so

anyway, I just wanted to I felt like it was time that we have this conversation. I don't want you guys building questions about what is required and not required without at least giving you the information that we have um and then seeking some guidance from you all to determine um which direction you want me to go with. >> See here in the policy it says the superintendent shall establish and publish and schedule fees based on cost of fiscal operations. gone down through custodial food service, things of that nature. >> Do we have that? >> We we have an we have an old version that has not been updated and it's time. >> It'll need to be. We've been to a basketball tournament in Long View this weekend and I assure you without custodial there >>

Oh, yeah. >> their poor campus would not be ready to go today. >> Yeah. Yeah, I mean we >> they were on it just >> you know my concern is um something like that if a toilet overflows and there's nobody there >> um to mop up and to clean up and it just you know it makes the mess even bigger. Um and those are things that I'm absolutely will get um updated. It's an old um Lori was able to find >> um from a long time ago. It's a it's really old. >> 20 years 2006. >> Yeah. >> So it needs to be updated. Shockingly enough, the the cost for the rentals um are not that are not that different than what I'm seeing with other districts. Um but I think it's a consideration that

we need to look at. You know, as I stated, I believe personally that we're not trying to make a bunch of revenue um off of letting these groups use our facilities. We just want to make sure that the district is protected in that um as well as the the student group because I would tell anybody that comes to me um if they don't have liability insurance that they can get uh for an event, they're putting themselves at risk as well um if something were to happen. So >> I think I think the liability insurance also you're going to get some groups that they say I'm not doing that. Well, that's probably the group we don't want here. But if they're willing to put the liability out there, then they're probably a little more stable. >>

No. And I I did talk to, you know, I've talked to a couple different providers and they can get um one day event coverage and it's I want to say it's between $150 and $300 just depending on the carrier. So I mean it it's possible to do it for not a huge amount of money. Um the other requirement is is that they would name us as a as a a secondary insured just to make sure again that if something were to happen that we are at least covered in that instance as well. I hate having to talk about insurance and you know nobody likes liability but it is unfortunately part of what we have to do. So >> we need to set limits on it like it has to be a minimum of this. Typically

the what you see as standard um when I've looked at various districts is a million dollars, but that's very common for liability um insurance in general. So $1 million per incident um is kind of this what I say is the industry standard. >> Thank you. >> Item B considerations and actions on superintendent hiring authority for certified personnel from April 28, 2026 through August 24th, 2026. >> So, um what this is is the ability to this is hiring season and it's uh changes by the not even the day, possibly by the hour. Um and when we want to be able to hire a certified personnel, typically that is um done obviously through board meetings, but to wait uh sometimes we typically can lose those candidates um if we aren't able to offer a position. So that's

what the hiring authority would be for from now until the August board meeting. >> You basically want to be able to offer a contract without having to wait for a board meeting to approve that contract. >> Correct. We would approve the contract, but they can go ahead and promise that it's Yeah, we've done this >> every year probably annually. Most school districts do it annually just because of what happens in the spring and then the summer to staff. >> We would still discuss that a motion. I make a motion we grant temporary privileges for superintendent hiring certified personnel from today until August 24th. >> Right. Motion is second. All in favor? Same sign. Moving on. Action item C. Consideration action if any upon appointing Rebecca Frankens a qualified voter of the district as presiding judge

of the early voting ballot board for the May 2nd, 2026 election. And what this is, this is just a requirement um a piece of holding the elections. We have to have a person that um again a qualified voter uh over the early voting um if there's anything else to add to that. No, it's it is a an election code requirement and um it just sets those stipulations and and Miss Frankens was willing to um take on that for um no compensation and she smiled all all the way about >> all the way to the bank. >> No, she was she was happy to do it. >> Any other discussion? I'll entertain a motion. I make a motion of appointing Rebecca Franken qualified voter of the district judge early voting ballot to board the board election

on May 2nd of 2026 and I will say we've had a lot of good turnout and they've done a remarkable job. >> I think we are up to 20 What did you say? >> I didn't get the final number but >> over 250. >> Yeah, it was over 250 last time I heard. He'll discuss election in the middle of this motion in a second. I will say we do have early voting again tomorrow from 7:30 to 4:30. And then election day is May the 2nd from 7 a.m. 7:00 p.m. right here at the administration building. So I know it's streamed live. Y'all listen up. Get over there and vote. Otherwise, you know what the saying is on that, right? Vote. Watch your voice. Need a second on the action. >> Second Charles. All in favor.

>> All same sign. Number eight, superintendent report. >> Yes. Uh monthly expenditures, they're in board book. If you have any questions with that, you let us know. Uh attendance and enrollment, our attendance average was 93.39%. We monitor that every single day, encouraging our students to come to school. Um we have 1,488 students on average uh from the last board meeting to this board meeting. Um the next one announcement of continuing hours for board members. Uh that is our president. We are in compliance and we have a statement to >> the following board members have met the required continuing education hours.
