lead. Let's pray. Heavenly Father God, I just thank you for this day. We just thank you for the fact that despite the fact that you're a God that created the universe, Father, that you care about little Huntington, Texas, Father, and I just pray that uh Lord, we make decisions that bring you honor and glory, Lord, that are uh unifying to this community and uh we don't take for granted this responsibility. We love you and praise you in Jesus name. Amen. >> Amen. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Honor the Texas flag. I pledge allegiance to thee Texas. One state under God, one and indivisible. Anybody sign up for? >> All

right, I'll move us to three education spotlight. >> All right, elementary school, Miss Woodart. I know. >> Um so, uh we started a group at our school this year, kind of a um I guess it's introductory group because we don't have a student council or a junior leadership or anything like that. So, we have created SOS club which is made up of only third grade students. SOS means serve in our school. And Raven, if you will read off a little bit about what serving our school means. >> SOS means to serve our school and to be a leader. To be a leader is to work hard, trying to do what's right, and encourage others who do the same. >> All right. So, our motto is to serve first. Growth has pushed a lot in academics,

but we want growth to be our focus in all areas, not just in the classroom. And u we have a group of 12. And the students were chosen not based off grades or anything that they've actually done in the classroom other than taking initiative and leadership roles in projects, but these were teachers that they saw um students doing the right thing without being asked. Um I'm not real big on giving shout outs for picking up trash and opening doors. those should be things that people do automatically and these were 12 that just kind of stood out that they just naturally were doing those things and influencing others to do the same. Um let's see um so one of our students couldn't hear basketball practices are taking a big group of our crew and um leadership

is important to this student jet len because a good leader listens to what other people have to say. A good leader has character and is willing to help others do the next um to us leadership is not about having a title. It's about having an impact, an influence, and being an inspiration. All right. Who our SOS club means we made posters about the food drives. Then we made we gathered cans each week from the classroom. We bring all the cans to the front office. Food from banks picked up. Then we picked up from the Huntington community. >> Okay. Um, Miss Stove was our speaker for October and she talked to the students about the importance of community and helping our local community. So, they chose to focus on the Huntington Food Bank and we collected

quite a bit and they were good enough to come and collect it for us so we didn't have to load it in my car and take it. So, they were not supposed to come pick it up. >> Um, all right. Next one. All right. Um, Luke, if you'll tell us a little bit about November and then bang the cover he loves song. >> In this no in November, Miss Corley spoke to us about veterans and how some were hurt and war. So, we had our campus help make cards for them, our cards to help them stay happy, get better, and so we are thankful for them. We made 247 cards. >> Wow. All right. So, Bane, do you have anything else for November? >> So, December, um, they actually spent this morning packaging up the

cards and getting them ready for shipment to the military hospital. They read the directions themselves. Um, I sat in a corner and just told them how much time they had to actually read the directions and get it done. because sending something to a military hospital isn't just putting a postage stamp on it. You have to package it a certain way and they did that very well. Um, our December speaker was supposed to come this week, but he had to be at work. Um, Cody Jackson is an officer for Lufkin PD and he's planning to speak to them about um, service within our community and he's a big pusher of the I think it's called Blue Angel, the officers that shop with students. So, um, we hope that this kind of pushes forward. Right now, we're

just meeting once a month, that we want to meet more often. Um, it's encouraging when the kids walk through the hallway and they want to be pulled out of class to do service projects. That's encouraging to see. >> That's what we have for you. >> Can we get each one of their names or first and last name? >> Blue Blackwell. >> Okay. >> Anistine. Good job. Stay right there. >> Good job. >> Thank you. I have to add that um I've been meeting with groups of kids at each at school too and that's the same group that I meet with. So they are helping make decisions on the district too. Thank you so much. Elementary um we moved our district spotlight up after um our education spotlight. It made sense to go through um happenings

at the campus level and then at the district level in my opinion. So, we moved uh that section up. So, we have child nutrition. >> Okay. So, typically I bring you numbers and data and equipment updates. And today I'm not going to do that. Um I wanted to recognize some ladies I have here today. I have Charlotte Ted. You stand up. This is our um elementary manager. This is um Allison Bruner, intermediate manager. Amanda Kill, one of our part-time ladies at um intermediate. Is Angie over there? Is Angie stand up? Yeah, you're part of it, too. Um, I just wanted to recognize all of the hard work that these ladies do obviously day in and day out, but specifically for Thanksgiving, they work their tails off. Um, preparing for it, you know, a week or

two or three ahead of time. They always make it look very nice. It's decorated. It's clean. And it's just such a wonderful event. So, I felt like they needed some recognition. um of all of their hard work. >> Thank you. >> A picture with Miss Boy and all of her. >> That would be great. Thank you, >> Miss McFar. How many people did you serve that day? Over those two days? >> 663. >> Just at that campus. >> Just at that just at that campus. >> That's a lot. Thank you ladies. >> And I'd love uh coach Mixon to give us an update on athletics. >> Okay, just to recap a couple things about our fall sports in football. We had uh four kids on the all district football team. First team all district, Marshall

Clifton and Kate Forest. Uh second team all district players with Brandt Kovar and Kaden Vanhton. Um had several honorable mention kids, but those are the those are the kids that were selected by the other coaches in our district. Um cross country, we had a state qualifier and a district champion. That was Gabe Gardo. I think he finished 30 30th in the uh the state meeting in Round Rock. Uh in volleyball, we finished with a season record of 30 wins and 19 losses. Made it to the regional semi-finals. I had several all district players and today we found out that Riley Cbeck was selected all state. So >> congratulate her when you see her. Um we're going wide open with our current sports. We've got boys basketball off to a 14-6 start. Uh they start district

on January the 2nd here against Central Heights. Um our girls basketball is 12 and four. They start district at home tomorrow night against Central and I think Central's the the favorite, the preseason favorite. So that'll be a that'll be a big game for our girls. U been kind of wide open playing in tournaments and and as coaches, you can't wait to get to tournament season till you get in it and then you're ready for it to be over. So, I think they're both battling some injuries and they're just trying to get through the the grind of this tournament season. So, anyway, uh they're fixing to get into district play and they're both off to a good start. Uh we got powerlifting going on, swim going on. Both are in full swing. We got a lot

of kids in both those programs that that have a chance to to uh advance to regional competition. Uh won't be long till we start spring sports. The uh Friday that we come back from the Christmas break, softball will start. >> Wow. >> So that's uh January the 9th and then the following the following Friday, baseball will get going. So both fields are in good shape and our our maintenance people and our grounds people have done a good job of of getting those fields ready to go. and uh you know we come back from the break and that that time of year is on us. So u one more thing before we uh before I'm done with realignment uh we turned in 467 kids. Uh the last time that we had realignment we turned in 521

kids. Um numbers are down across the state for different reasons whatever reason. Um the 467 we turned in should keep us a solid 3A division 1 school. So we should we shouldn't be at the very top end nor the bottom end. We should be somewhere in the middle and that's uh that's a good place for us to be. Um the uh projections of where we'll go were supposed to come out today and they didn't. Um looks like we're going to have to wait until February the 2nd. That's when the state the UIL will release it statewide. So, we uh we know where we're going to be. We just don't know who we're going to be with. >> And those uh that realignment will come out on February the second. So, anyway, just a lot going

on in athletics. School first. >> All right. Um I have provided everyone with a um paper version of a PowerPoint presentation uh that talks about the first rating um and what each one of those indicators mean. Gives you gives you a little data um and and a little bit of definitions behind what those are. Um all of the indicators we got full points for. Our overall score was 98. Um obviously 100 um is um full points. Um we're still solid superior achievement. Um we only had one indicator. We lost a few points and really um we lost those two points because for this data our administrative uh cost ratio was a little high because that was the year that I was transitioning and so we had two salaries for part of the year over here.

Um it's a fraction of a percent um over the number. So, I would say that's that's pretty normal. Most of the time when districts lose any points at all, it's going to be in that indicator um for various reasons. And it's not all salary. You know, there's a lot of costs that come out of 41 districtwide, which is the function that it serves. Um overall, um I'm not anticipating any uh issues in in further uh first ratings. Um but as you can see I kind of explained in the presentation u what each one of the indicators are how you get maximum points and what how what we received and and what our score was in a lot of cases. Sometimes it's just yes or no u to get those u those points. I'll point out

that there are four critical indicators um that you will see um and there's an additional six ceiling indicators they call them um which are not necessarily calculations um where you're plus or minus superior achievement runs from 90 to 100 um the critical indicators are whether or not we get our AFR our annual financial report posted in enough times this year is going to be one of those where their system is down because they're coming up with a new system We just got um OM guidance on our single audit. Um and so everything's going to be pushed to February, but we've already had our meeting um where the auditor came to talk. So um as soon as we have the ability to get in there and post that, we'd be able to do that. The second

critical uh indicator is the that we get an unmodified opinion, which we did. Um the third is the that we pay our debt on time, which we do. Um that's one of those that you if you don't pay your debt on time, you you don't get a passing score in first. Um so we make sure that we're doing that. And the the last one is whether or not we make timely payments to TRS and to the IRS. Um and we've had of course no issues with that. Um and so we we passed that. So those are the the critical indicators. The rest of those are going to be your about our net positions and how much um how much cash on hand that we have. we're um well above what they would require as the

minimum standard. Um and so we're not in danger um with that. Um so anyway, any questions about the first rating? Um I'd be happy um to to answer those u and I believe we we are supposed to take public comment um on the first rating if there is any of that as well. Anybody have any comments, questions, concerns? >> Thank you. >> Yes, >> I appreciate it. I'll now move us to six consent agenda. >> Any question, budget amendments, anything consent agendas? >> No sir. uh expenses. Um everything has remained uh pretty flat. Um if when you look at the expenditures and board book, um what you would see is this is going to be a little bit skewed um because we're having the meeting uh really early. So ne November and December um look

kind of off just because of when I have to pull the data for the meeting because we've had the meetings earlier than we normally would. But that would be the only only thing I've seen. Sir, >> missing a couple. >> Yeah. Um cash in the bank is still um where it needs to be as well as our investment account. So we're good. >> Okay. Any further discussions or questions for Mr. I will entertain a motion for consent agenda. Make a motion to approve consent agenda as presented. I have a motion by Mr. S. >> A second. >> I have a second. All in favor? Motion carry. All movements to seven action discussion items. A consideration action if any on Tazby update 126. I can tell you a little bit about this. Um I have shared

we have uploaded the explanatory notes. Um shared them in multiple forms. Um you can find that and the updates in the attachments in board book. But basically TASBY updates our policies to reflect the laws that were passed in the 89th legislature. And that's what this is. It was so extensive um that it took quite a while for us to receive this. Uh I think typically we uh Miss Kenny and I spoke to our representative at TASBY and it's usually weeks maybe to a month turnaround, but this took obviously at the conclusion of the legislature in the summer until now to receive this. Um and it addresses everything from oh board information and updates that they require new timelines things like that. Um has language and definition changes um talks one um important one they're all

important but uh changing reporting child abuse timelines from 48 to 24 hours. Um it is a massive policy. Uh the the notes alone are 21 pages and those are just one basically oneliners that explain what the policy updates were. We have them again um available for anyone to see but we have to uh address or um approve these updates so that our policies can be then aligned with the law. So that's my ask of today is to consider approval for the update 126 which reflects all the new laws of the legislature. >> Everyone was emailed to ASBY 126 and had an opportunity to review it before the meeting just because it's so so extensive. Does anybody have any questions for Dr. >> No. I'll make a motion to approve TAZ update 126. >> I have

a motion by Mr. Watson. >> Second by Mr. S. All in favor? Motion carried. Move us to B. Discussion on middle school gym roof. >> Um this the gym over here has been one of those discussion items that just because of the age. I just there was a leak. Um this is the first time that we've experienced a leak in the actual roof. Uh we have had some issues like around air conditioners and uh where they join walls together uh which was a little concerning for us. But I just because I know that the community noticed that it leaked because we were having a basketball game when that weather blew through. Um, of course. So I I I just felt like um with um with that gym and the issues that we've had with it,

I I just want to kind of give you um an overview of what we're doing and uh what our hopes are. Uh we did we essentially got a drone, flew it over the roof, took pictures the best we could um to try to determine because you can't walk on the roof uh because those clay tiles you start walking on it and then you they start you know they're brittle probably at this point. Um so we threw flew the drone back and forth over it. Basically, the only trouble that we could find was around some protrusions um in the roof where we used to have large um propane heaters or natural gas heaters in there that are no longer in service. Uh but that uh penetration through the roof is still there. Um it appears that

there was some um loosening of that. And so what basically what we're doing is we're hiring a roofing contractor uh is going to come out. Um they're going to have to get a lift uh that's pretty tall. um and get up there to it uh and fix around that. I just wanted you guys to be aware once we start to uh experience um some problems with that roof. There's no there's no easy way to repair it. Um and so anyway, I felt like that was I asked Dr. Fetti if I could just give you that update. Um, so if you have community members who are curious if they saw the leak um what what we're doing, we are that they plan to be here Monday uh of the first Monday of the break um when

there's no cars around. It'll be easier for them to get up there and get that lift and um hopefully seal off and not have any other issues. But anyway, that's just wanted to give you all that information. So be happy to answer any questions about it. >> Any further questions for Mr. Clinton? Okay, I'll move us to C discussion on the charge program. >> All right, so for many years, Huntington D has participated in charge, which is the school um health and related services um which basically allows us to any anybody who is is Medicaid billable um allows us to recoup some of those expenses. Um for many years it was a good source of revenue uh for the district. Um the last two years um essentially what happened was the federal government put pressure

on the state of Texas who manages uh that program um for us. Um there was a huge audit statewide. Um the federal government decided that they didn't like the way that some of the way some of the funds were distributed to the schools. So after many appeals, uh the federal government wanted their pound of flesh and so they assessed um overpayments uh and so we've been trying to pay those through recruitment. So anything that we're billing for that, but because of changes to SHs and what we can actually bill for, it has necked down to to basically we're not able to bill for much. And so we probably four years ago we were getting somewhere around 250 to $300,000 annually um through the shards program. And last year we we received approximately 30ish um and

we're even less this year and because of recruitments we've actually received no revenue from that because anything we're billing is going back to pay for the overpayments. Um I've spoken to several of the um surrounding um CFOs um and most everybody is kind of to the point where shards is going to be something that we're going to discontinue just because the amount of effort uh when I say effort um collectively that goes into that little bit of recoup that we get from that has just become non-cost effective. Um the unfortunate thing is um that we still owe a little bit on those audits that were done for two years. Um one was like 2017 and then one was like 21 that they said we owed money from. Um so essentially I Dr. Fetty and I

have discussed it and Mr. Wiznat that for what we can actually bill for anymore, it's just become non-cost effective to continue the program. uh we have to pay a vendor to help us do our cost reports. And so with the little bit of money that we would get from that plus paying the vendor um just feel like it would be a burden taken off of our staff. Um and again we're not going to receive a lot of money. Now in saying that we will discontinue SHs for the 26. We've already completed the fiscal year 25. SHs is funny. It runs from October 1st through September 30th. Um so that's one more fiscal year we have to navigate. Um, but we will just not bill anything for 26. So, if we still owe them money, we

will have to give some of that back. Um, but again, it should be significant enough that it's going to create um issues for us. Right now, they say we owe $24,000. I disagree with them and I think I talked to the wrong person. So, um I think it's going to be closer to 16,000 that we would have to give back to them, but I mean that is money that we receive that we're giving back um in in repayment. So anyway, I there's nothing that you guys have to approve. Um I just wanted to be upfront and you know out there about it, but we just feel like continually they're going to take more and more away from us and before we before we know it, there's not going to be hardly anything left. Um and

it takes 10 or 12 people a lot of time to do the billing, even with the the amount that we've diminished to at this point. So anyway, I would love to answer any questions that you may have about that. I wish that we were still getting that revenue. It was very helpful for many years but unfortunately it has >> what were we using the revenue for help? >> It goes directly into the general fund. That's all you can use it for. So we have to provide those service regardless uh because they're required for AR through AR or whatever the case may be. You cannot use it for special ed purposes. It basically is to offset the the general fund. >> So it's like a grant. You got to be earmarked for certain things. >> No

sir. It actually cannot. That's the That's the >> It won't hurt us financially is what I'm looking at down the road. >> Well, it's diminished. No, sir. It's diminished to the point now that I I didn't even budget for any of that revenue. Of course, I was hoping that we would be able to bill enough to completely deal with the with the overpayment that they had for us. Unfortunately, like I said, we could only bill that, not to give too much information, but for many years, we could do personal care services. So for any of our uh paras in the classroom, any teachers uh bus monitors when they were helping those students for personal care services, we could bill for that. And they took that away um and said that was no longer billable. And

so once they removed that, that removed a tremendous amount of billable hours that we can no longer bill for. Um and so that being the case, we just feel like that that's the most um responsible thing to do because again it opens us up to another entity. Um I mean I just got a desk audit request two or three weeks ago that I had to you know it's continually something else that you have to give information for and if there's not much returned I just feel like you know we felt like that the best thing to do would just be to discontinue the program >> and our facilitating. >> We really do. um training that's required by Mr. Clifton, by Mr. Wisnet. >> It's an all day training twice a year. >> It's a lot.

>> There's a lot to the program with now no return. I mean, little return. >> You know, this would be no con really no consideration. If we were still getting, you know, it's not about the effort, it's about the the effort and the return. Um, you know, if we were still getting that that amount of revenue, I would have never, sir. >> It would pay for itself. >> It would absolutely pay for itself. >> It is not. It is not at this point. So anyway, just wanted to to get that out there. Again, it's not an action item, but happy to answer any questions, but wanted y'all to be in the full full view. So, >> okay, any further questions for Mr. Clinton? >> Okay, I will move us to D discussion only regulations CSA.

>> And this also does not require approval. Um, this um I already we already put into place. It is uh this regulation was to be implemented by all public facilities um courouses I think libraries school systems it wasn't churches but it was um anyone that serves the public in that manner and it was to be implemented by December the 4th. So basically what it states and I just wanted to inform the group um um we I shared a bit with the board of trustees prior when we were putting this sent some information to parents because I was to communicate sent a letter out through our schoolwide system. But basically to be in compliance with this regulation in the law is that there are private spaces. Private spaces the two private spaces that we have are

restrooms and locker rooms and that there is no one from the opposite sex allowed in the restroom or locker room of the designated gender is basically what this says. if if we have to do that. For example, we have a male coach coaching females in basketball. We have signs now. You'll see um I think we were one of the first to do it. I started asking my coaches to look around when they go to other schools. They're starting to see some signs. But um when um our coaches go into the locker room, number one, it's cleared prior to so everyone's in in good shape. They put on a sign that says temporary not private, meaning um the opposite sex is coming into that room for coaching purposes. That's the only really time and then they

flip the sign after they leave and that's usually around halftime. There's really no other that we could think of. There's no other instance where that would happen. We were already we were already labeled to all of our private spaces were, you know, boys, girls, um men, women, and so there was really not we I think we had a couple of crack signs that I had John go around and make sure. So, um they were good to go. I know the it's a it's an interesting bill that uh took a lot of um discussion and >> like trying to figure out how to implement it the way that they wanted it. So, >> it's common sense to us. Yeah, >> they wrote it three pages regulation for common sense purposes, but the number one thing was

to inform the public. >> I was to inform the public because FYI, if the public is not informed when that occurs and about the private spaces, um if someone feels that they're being violated, um it's not that individual that will be charged, but there are financial implications. First offense, 50,000 every offense after 125 125,000. Um, so we have informed I have sent information to um our parents. They probably didn't even understand what in the world I was talking about, but that's okay. Um, and we have signs. So, if there's any questions, I'd love for you to answer, but we honestly had to call TASBY to to interpret this regulation. So, >> any questions about that? You'll see our awesome signs on our doors. >> We did it. We reacted quickly. Any questions for Dr. or

Coach Mixon or anybody? >> We met. >> I have some, but I'm not gonna ask. >> Okay. >> All right. >> I have some comments, too. I'll keep this to myself. Let's hold off on that. All right. Let's move it to a superintendent report. >> Okay. Um, sorry. Okay. Um, monthly expenditures, those are posted. Um, our attendance and enrollments. um can share with you about that. We have uh enrollment, 157. That was as of December the 5th. Today it was actually 1,500 even. Um our percentages of attendance are approximately 94% um attendance percentage. Uh we do have we've had a teeny tiny dip lately because of illness. So, I keep trying to encourage our students to come if they're not, but they're they're it's it's rampant, I think. Um not not horrible, but we've had

a little bit of a dip. Elementary's um feeling it right now. So, that's our attendance and enrollment. Um for C, I just wanted to let everybody know that Dr. Thornton um is working with the principles for our January PD day. When we come back, the first day in January is just staff only and they are organizing pending the needs of the campus, whether it be staff meetings or planning meetings, PLC's, things such as that. We had obviously a new curriculum this year and it's taken quite a bit of time to process and internalize. Um, and so we hope that this day will be of great use to all our uh uh staff that are coming. And um D just a reminder I apologize we've had to reschedu you've had it on your calendar but just

another reminder that our January board meeting which is schoolboard appreciation month and we appreciate you all uh will be on January the 20th. Thank you all I think you all had that down then make sure you had that. >> I do. >> Okay. >> Tuesday it's it's a little different. on Tuesday, not on Monday. >> Correct. Because that is Monday. Okay. I will now move us to nine executive session. During the course of the meeting, discussion of any item on the agenda should be held in a meeting. The board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Texas Government Code, chapter 551, subchapter DNA. I'll now put into executive session. I'll move us back up. Yeah, I'll move us back up to E personnel report. Make a motion to approve

the personnel report as presented. >> All right, I have a motion. >> Second. >> I have a second. Which one? >> I got you. >> Okay, sounds great. All in favor? >> Motion carried. I will now move us down to 12 to have a motion second. Have a second by Mr. Watson. All in favor?
