David Garcia, Jacob Perez >> present, >> Delos Alenas >> here, >> and Joseph Reese here. Let the record show that there is a quorum of board members present at this meeting and has been posted in accordance with government code chapter 551, State of Texas Open Meetings Act. The Kingsville ISD board of trustees um has conducted or will conduct the hearing to discuss the following 2425 uh Texas academic performance report the t report at um >> Dr. Welsh. >> Well, President, if I may make a point of clarification, we are presenting again the taper report to the board and the community uh due to a um disconnect between the dates that we were required to post the public announcement on the paper. And so that's why we're presenting this information. Again, it's the same information we

presented at our last board meeting. Thank you, Dr. Walsh. >> Thank you. Uh, Dr. Martinez. Uh, good evening, board president Ruiz, board members, Dr. Martinez, and our h families and and community that are here with us today. Um, I'm going to briefly review the taper report for 24.5. In the taper report, it's going to talk it's first I want to tell it's lagging data. So, it's going to be a year behind. Uh, in most cases, we'll get to a point where it's two to three years behind. But we're going to talk about uh star data. We're also going to talk about other information such as dropout rate, college, and career military readiness and also annual report on the district's accreditation or campus performance uh and uh other specific information related to the demographics of our

students. First, here's the legal posting and notice of the hearing requirements for the hearing. As Dr. Martinez stated earlier we we had met all the legal requirements for the posting and the presentation. Again, this is being the second or third time that we presented this information and we will talk we'll talk a little bit about financial district in this table report. Um here one of the big things we'll talk about and what you see here is there are four levels of accreditation and we are currently accredited warn and what gets you there those are the four possible reasons for um four things that are looked at for your accreditation and ours is academic accountability rating which has gotten us there. Next, these are our accountability ratings of our campuses. And also, you notice at the

bottom, special education determination status for us is needs substantial improvement. All all of our campuses are on either a turnaround action plan or a targeted improvement plan. They were all submitted in the fall and just recently we were all all of them have been approved by TEA. This is looking at our our star data. Um all grades for school year 2425. You can see that we have from 24 to 25. We have uh went backwards a little bit. These are all students by subject. uh starting with uh English language arts and reading um math, science, social studies. Again, we've uh either no change or went backwards in all areas with the exception of science which you can see in the three categories which are approaches, meets and masters, we did improve in approaches and meets

and science. And now I'm going to go through uh individual grades. So looking at grades three reading and math as you can see in reading we did uh improve in all three categories in math uh improvement in approaches but went backwards in meets and masters. Grade four again reading and math. No change um or an improvement in math in reading. Uh two of the three categories you do see that we improved has went back slightly in in meet masters excuse me for reading. Grade five will be reading, math and science. And again in math and reading we we went backwards but in science we had gains or no change. Grade six, reading and math. Uh there was either no change or improvement in all categories. Grade seven uh reading you can see that uh in

masters we went down but we approaches went up and no change for meats and in math we went backwards in all three categories. Grade eight of reading, science, math, and social studies. These are results. >> These are our ELC's intercourse exams, which are the uh tests that are taken at the high school level, which is English one, English two, algebra one, biology, US history. Uh English one, no change or went backwards. English two also went went down. Algebra one went down. Uh US history as well went down but biology you can see that we we went up in scores in biology. This is information outside of our um academics. This is our attendance between 20 and this is where I referenced earlier that the data will be lagging by two years two to three years.

So as you can see though between uh 2022 and 203 24 uh attendance did improve our chronic absenteeism uh went down and annual dropout rate um and um 7th through 8th and 9th through 12th went up. Career college military readiness went up. The other the other categories you can see went down. I'm sorry. College career college ready graduates actually went up by 2.7. I'm sorry that was I think that was a mistake there. We put in the wrong color. These are our graduation rates for the five six year cohorts. Meaning when these students all came in and when they would graduate, you can see that the dropout rate increases the the further away they were from their original graduated cohort of graduation. And this is a college associated or or military associated uh data. You

can see that we did all areas. This is our IBC which are industrialbased certifications in armed forces. Our IBC's increased dramatically and we went down slightly and US force enlistments and graduate graduate with completed IEPs and workforce readiness. Our again more college related information. our advanced dual credit course completion. As you can see, we went up in all areas with the exception of science. Uh student by instruction. These are the different areas that our students are in. You can see those numbers and also our economically disadvantaged and at risk students percent population percentages on the bottom. And also tape report also tell us about our discipline uh areas. And this is uh the report and the information that we track with our discipline. And this is how we how we um process discipline issues and

respond to to those. This link you can find on our web page which uh gives you access to the glossery for the table report. And again it is is on the KISS website for anyone that wants to look look at it. Any questions? >> Do we have any questions from the board? Are there any questions from the public that they would like to ask? >> Thank you, Dr. Rush. If not, >> this hearing is adjourned at 5:26 p.m. Yes, It is 5:32 on Wednesday, March the 25th, 2026. I call this regular meeting of the Kingsville Independent School District to order. We will have roll call. Joe Midles here. Brian Kufall >> here. Um, everybody, all the administrators, you know, from top to bottom, uh, the people that are behind the scenes, the people that do all the work in the, uh, the IT department, uh, the the ground crews, the administration, uh, the unsung heroes, uh, the custodians that keep our rooms clean, our restrooms filled, uh, and all those. There are so many pieces to the puzzles that many times people do not get the recognitions that they deserve. And none of any of the stuff that

you've heard or seen tonight would be possible without many of these people. So for all the individuals from A to Z, the unsung heroes, assistant principles, uh principles of the elementaryaries, assistant principles of the elementarymentaries, everybody, everybody and anybody that you can go and click on that tab that says staff to all of them in KISSD. There are wonderful things going on in the school district and I could care less what anybody or anybody says about OUR SCHOOL. THE people that have gone before me and the students that you have seen are positive of that. Not everything. Negativity sells. Unfortun Unfortunately, that's the nature of the beast in the world. Positivity has to be told. Negativity goes on on its own. And unfortunately, that's the world we live in. That's why we do the best

that we can with all and everybody that is a stakeholder. So without further ado, here are the fine arts recognitions. I would like to begin with uh HM King when I play and again there are going to be many students that are not here because they are doing everything. They're in sports. They're in other rehearsals. They're in other practices, community events and everything. But we will acknowledge by name and those that are here we will acknowledge obviously in person. So I want to begin with for the first time I want to thank Mr. Vasquez uh Edgar Edgar Vasquez for uh taking one I play theater arts back to uh actual competition the first time in two years AND so the one act play although they did not advance they had a an admirable performance it

And again, thank you, Miss Boyer and Mr. Perkins for your help and support with these endeavors in New York. Three, two, one. >> Next going on to the musical categories with middle school. Um, at any time if I didn't forget anybody. Yeah, at any time if there's somebody we missed, we didn't do it on purpose, of course, because thanks to God, there's a lot a lot of accolades. And if we miss somebody and you're here, we'll we'll call you by name. Come on up, tap me on the shoulder. I don't mind. Okay. So, uh, middle school, Gillette, all region jazz members, uh, they, uh, same thing, audition process. They go

and they submit recordings of all, uh, their their their songs. They get adjudicated and then they are told you know whether they make the group or not and then they collect themselves together and they end up performing an all region concert with the best of all the best kids in middle school and middle school or region jazz members we had no Rodriguez Christina, garden, Sophia, and Mason Curry. Music. >> We want to get a picture of that. This is Mr. Victor Garza, our um head director of jazz uh participation studies. You're going to see these gentlemen up here a lot because they all now is the Gillette Middle School. All region members. Same thing with these individuals. They go, they audition. They go into a room um all by themselves with music with judges facing.

All they can see is their backs or they can't see anything but a panel. They go in and they have to play their songs. There's nothing more unnerving than having total silence and then you got to go play by yourself in front of people that you know are going to be judging you. So, middle school all region students are Ariana Goodwin, San Nina Rosales, Austin Galindo, Adriana Ferinho, Christina Buris, Elena Dar, Mason Curry, Siara Munos, Jason Spicer, and William Love Lady. >> Also under the direction of Mr. Victor Garza, Marcos, Robert Alvarez, and Mark Salivar. Put my hand to see you. two and several of these. Now, in the middle schools, we're going to go on to solo ensemble, the regional solo ensemble. Um, we ended up with 32 students with superior ratings on their

solo and 11 excellent ratings. So, I'm going to rattle off their names and see which ones are here. Um, but again, that in itself speaks volumes. 32 superior ratings and 11 excellent ratings on students that have to play in front of a judge with a either a piano accompanist or a basically what you would consider a karaoke track as they play their solo. So I'm going to rattle off the names because there's quite a few. We have Alyssa Dear Rosa, Jus Zavala, Alana Lopez, Priscilla Benedia Garcia, Ela Welker, Christina Burus, Manni Ramos, Ava Ruiz, Jose Sa, William Love, Sebastian Rivera, Priscilla Ivanz, Christina doantes, Ariana Moreno, Desmos Munos, Ariana Trevinoho, Kendall Garza, Kiara Munos, Mason Spicer, Sophia Aargo, Joseph Perinho, Lily Mareno, Risel Early, Molina Rosales, Noah Rodriguez, Eddie, Chloe Marcalo, >> Shelley Java, Elena

Garza, Naa Ernandez, Maya Zuniga, Ariana Rodriguez, Ariana Goodwin, Abigail Castillo, Hime San Miguel, Austin Dalindo, Jesse Gomez, Mason Curry, Max Karuas, Scarlett Nunes, Dominic Nunes, 32 superior and 11 excellent radiance for the world. Mr. Mr. Saliv Mr. Three, two, one. >> Again, going down with the sone ensemble. We had some um we had a trombone trio. We can receive the superior ratings, Mason Curry, and Elena Garza. We have the school percussion ensemble superior rating, Sophia Gallardo, William Love, Lady, Scarlett Nunes, Sebastian Rivera, and Maya Zuniga. The Gillette Middle School jazz band also with many of those names that we have mentioned members also received uh a superior rating for their performance at the UI solo ensemble contest. >> So going to the accolades now for the high school. I'll get through. I'll try to get

through these as quickly as possible. Thanks to God, there's a lot of them and that's a great thing. The uh Ancient King High School marching band of course received superior ratings all throughout multiple performances where they earned superior in percussion, color guard, ensemble. Um straight superior ratings at UIL region 14 marching contest. Advanced and qualified for the area marching contest where we also received their superior ratings. You didn't advance to the finals, but I would rather go 12 rounds with the champion than not be in the championship at all. >> One of the individual accolades, we had uh FTO Castillo make the high school all region mariachi on male vocals. We had all region jazz members, same thing. uh they prepare songs, they go perform, record and uh get adjudicated and then they perform and

have a contest or concert with the uh the highest of individuals within the region. So, our region jazz members were Joe Matthew Garza, Zyron Gomez, Gabriel Garcia, Roman, Joseph Pab, Leon Diaz, Garrison Garza, Omar Pettis, Audrey Fort Meyer, Camille, Aaron, Abigail, Marcado, Sophia and Sophia all under the direction of Mr. Garza and of course those that lead all the sections of course the rest of the staff also Mr. and Mr. Salivan but is our head jazz director 3 2 1 advanced uh to the all area jazz um which is one step away from the all state jazz uh qualification. So all area means they really qualify to audition for all state. So the all area jazz members were Leon Diaz, Gabriel Garcia, Joseph Pabone, and Roman Perez. Individually again, we had these were members of

the all region group. Same thing, prepare songs for perform in front of uh well in front of but can't be seen. Three judges. Um and these are the all region members. We have Isabella Mendes, April, Delilah, Takari Mazone, Joseph Vilchis, Roman Ferrer, Mia Torres, Joseph Aon, Zara Maz, Sophia Ria, Mali Joshua and Zyron Gomez. >> Okay. Under the direction of Mr. Mr. Mr. Saliv and Mr. >> I help a little. Okay. All area members, these are the individuals that advanced to the next level throughout the region. Um, and he made it today on Isabella Mendes, Takari Mazone, Roman Ferrer, Mazone, and Joshua Lasso. These were all state qualifying auditiones. And um, I will say honorable mention to uh, Zomara who missed it all state by one chair. was the alternate. Joshua Lasso who missed it

by one chair was the all state alternate. And then the highest accolades that any individual can get are the all state bank. I always do. Once I had kids, it was okay. We had two members make all state and they were Isabella Mendes And this is the absolute highest accolation that you can get or reach from an individual standpoint. Uh I introduced them by by name a couple of uh a couple of weeks ago when we knew they qualified and uh again it is Mr. Garza, Mr. Mr. and Mr. that take a big integral part for these. On a caveat also, I do want to say that Dari Mazone uh was the first chair on bass clarinet, Isabella on Bflat clarinet, and Micari Mazone was first chair in meaning that he was the state champion

bass clarinet player in 4A. >> That is the prop. You cannot make anything any higher on the individual basis. We're very proud of those students. Very proud of the directors that work with them. Everybody puts a piece in to give them a lesson at some point. Work with them. Doesn't matter if you're the percussion special, this that they all get a little bit of help from everybody to take them hopefully to that next level. And it's it's worked out so far and it did very well for them. Now to the solar ensemble with the high school individuals. These are first division gold medal soloists for superior radians and excellent radians. MALACHI ALONG VASQUEZ, Sophia Perez, Gabriel Garcia, Alberto, Audrey Brooker, Vonda, Azo Joseph and Elizabeth Love Lady. Jazz and I'll just I'll rattle off the

names and those that are here please come on up. Jazz Band 2 first division superior rating that's solar ensemble members uh Jade Abanda Castillo, Joshua Lasso, Mark Barrett, Roman Ferrer, Leslie LMA, Basadur, Eico Garcia, Thomas Martinez, Jaden Canal, Garrison Garza, Camille Oreon, Suago, Daniel Sedra, Megan Vasquez, OLIVIA has instructor of course Mr. Garza but of course under the direction of all the directors. Jazz man what same first superior ratings across the board. Um members Erica Mundesia, Isabella Mendes, Joey, Roman, Joe, Matthew Garza, Abigail, Delila >> Audrey Michael Leon Diaz Gabriel Garcia Elizabeth Love Lady Joseph Jazz Band one under the direction of Mr. Bara all directors in Taylor putting their input first division ensemble they're going to get ready to the have a couple of festivals Haren welcome uh so you a hear nothing yet

Three, two, one. We have our three here. Now, we have the individual conser certified for the state solo ensemble contest coming up here in Austin in May. The solo ensemble contest for solos is one of the most also difficult because you have to perform a grade one solo which sometimes is two, three, four, five pages long and it has to be done memorized. You cannot get certified if it is not done by memory and that is a daunting task within itself. So certified for the UI Spain solar and ensemble contest on solos are Malagai ELAM We're here TODAY AND ELIZABETH in the direction of Mr. Roberts, Mr. Malibar and Mr. We have two ensembles certified for stage uh solar ensemble also in Austin. Raswin Jet, Gabriel Garcia, Omar Perez, Leslie Lerma, Abigail Marcado, AND JOSEPH

We have also certified for UI states or ensemble. uh Isabella Mendes and work with Mr. >> Almost done. Almost done. I promise. Our varsity winner guard off the names. Evelyn love lady ugly MEN Abigail and I want to give a special kudos to this group of individuals at the beginning of the year when they were put together as a winter guard group um under the direction of Mr. uh Salibar they um they were doing so well they got advanced they got moved up to a division um they they call us Scholastic Regional A meaning that they're a two classes above where we normally would be as a for okay but they were doing so well and scoring so high that the Texas Educational Color Guard Association promoted them to the higher level which Yeah. Steal

the opportunity for you to maybe win a championship, but the educational purpose is to move you and push you into another boundary and make you better. And that's what the educational part of that association does. So, we moved them up. Well, they stepped up to the challenge. Many times they came back with silver medals at many of their contests. They went off stepped up. They uh qualified for the state meet this past Saturday. And when I tell you we compete in 4A, uh many of our groups there is no division one or division two. When we compete in 4A, it is 4A. Small, big, doesn't make a difference. There is no division. This group in particular along with even our percussion in Scholastic A, they compete against 5A, 6A's. There is no discrimination. you're in

that in that category and it doesn't matter your demographic. That's what you compete against in that division. They're going against groups like uh Macallen, Sherland, uh Edinburgh, um Larredo, Laredo, Alexander, you know, 6A schools and they ended up coming back with the out of 11 groups that qualified and Texas Educational Coard Association is not a small group. It spans from Del Rio up through past Bronvilles all the way the Galveston area all the way down through South Texas. It is a big chunk probably a third of the southern part of Texas. They went and had a heck of a performance this past Saturday. They came back with outstanding visual design and performance and they got the third place bronze medal overall for this year. CONGRATULATIONS. That's a head OF >> last but not least also

our varsity winter profession ensemble the Texas Education Club Association. uh they advanced to the state level also under the direction of Mr. Robert Alvarez. I'll rattle rattle off their names which by the way we are going to be hosting that here in Kingsville. We're going to be hosting the uh the the Educational Color Guard Association finals uh here in two weeks. Uh so that's a big accolade for us even that's going to put us on the map, give us a lot of exposure. There's going to be a ton of people here. Ton of people. We've done this in the past and you're you're talking about having to empty out the gym probably two or three times over the course of the day. So, there's going to be a major amount of crowd coming in uh

to see our school, our facilities uh and us. That's going to be a real positive thing. The Winterguard Percussion Ensemble members uh again have advanced, have not competed yet, but made and squalified to the state uh ensemble is ERON BUNDES. GABRIEL Quesan Audrey Meyer Stean Selenas Delila Elizabeth Lady Martinez Camille Roman career Raymond Per, Kayla Ramas, Jeffrey Cooper, Ala Sazzle, Malachi, and Madison. Gentlemen, I'm not two. >> I know this taking a while and I apologize, but I don't apologize at the same time. These are your kids, your community members, the kids from KD that are being taught by all these people. And I'd like to bring up of course my assistant band director, Mr. Victor Garza, Mark, Mark, my our teachers, our art our teachers, Jennifer Ber, Josh Perkins is still here, and Mr.

God bless. Good night. Thank you so much. We now move on to item 5, elementary and secondary campus teachers of the year and district uh elementary and secondary teachers of the year Dr. Susan Holtz members and community members. how inspiring and ideas would be motivated to see all the successes of the students that were

Wait, we're missing Dr. Walsh. Can you go on the other side, please? Wonderful. >> Three, two, one. >> Congratulations. Yes, I'm sorry. You wanted to take your I'll take your face. Thank you everyone. Yeah, definitely that's the best part recognizing our students and our staff. Great job everyone. We now

move on to item 5G, superintendence update. Dr. Luffy, >> good evening board president, board members, members of the whole public as well. Um, first of all, let me start by congratulating all the teachers of the year and needless to say, it's a testament to the work that is happening in our classrooms. We have great teachers that honor your students by being prepared and by ensuring that they provide high quality instruction every day in every classroom. So, thank you to our teachers uh for that effort. We really really appreciate you. Uh and I want to thank you thank also Dr. Holt and the committee for all their work in selecting the teacher of the year. Thank you so much for that. As you know, star testing is slowly but surely approaching us and we will start

testing on the 4th of April and we'll continue testing at different grade levels and different subjects until the 30th of April. Um teachers have been trained, principles have been trained on procedures and protocols. And uh we remind parents to continue to help and encourage their students to come prepared to the classroom to test on their designated testing day and um to please attend continue to attend school. Uh there's so much at stake with this testing that is coming up not just for the accountability of the school and the district. uh also for the accredititation and uh needless to say uh the school and the district in general. So we appreciate the efforts that our teachers are making every day to ensure that their students get the high quality uh education and we look forward to

a successful testing uh season. Um I hope everyone had a restful spring break. It seemed like in one week was not enough but we have another break coming up uh next week and so uh you'll get a little bit of relaxation but this is the last stretch and this is where we uh continue to hold steady and ensure that even after star testing we continue strong instruction because we don't have a minute to lose. uh and it's not about the test, it's about learning, it's about preparing for the future. And so we must continue that that strength uh and focus on instruction. Our teachers had the opportunity to participate in a PT day on Monday the 23rd and it was very successful. I want to thank the high school for hosting us and uh technology

for all the preparations and of course the wonderful office staff who made sure that teachers had um coffee and snacks and things of that nature so that they will be happy. Um that is all that I have for now. Thank you sir. >> Thank you Dr. Martinez. We now move on to item 5H, budget recap report and check register for January 2026. Dr. Peter Bids, who's got five minutes. >> I'll do it for Sarah. Thank you very much, President Ruiz, Dr. Martinez, members of the board. I'm just going to point to a couple of items at the top of the check register then I'll take questions. Due west they were the construction firm that did the high school drainage project project. We are at substantial completion. That means that almost everything is done right now.

We are waiting for the light poles which they damaged. Um uh we are holding out the final payment until that time. So there will be one more final payment. Um, we are going to end up $26,000 under budget. >> Scott Electric Company, uh, they we had an air conditioner that went out over at Edis Elementary School that affected the library there and six classrooms that were without air. So, that's uh, the reason for that uh, amount for Scott Electric. If you look at education service center, several things there. one, uh, we purchased our, uh, filtering software there that makes sure that students don't engage with harmful content. And you may ask why from the service center. Um, if they purchase the software and we have several districts that kind of band together for more licenses

and that has extra purchasing power, we can get a lower rate by purchasing it in bulk through the service center. And then, of course, training that we have there and and co-ops. uh every time we're part of a co-op, we get um free or reduced training. So, it does save us uh in the long run to be part of a co-op for the the trains that we're going to use frequently at the service center. Uh if you look at um the let's go down to Rabless Construction, most of that was for the automatic gate installation at Harvey and at the high school and and the largest part of that was covered by the safe cycle one grant. Uh, two more things I just want to point out. If you look at uh, Mansfield oil, so

right now, as you've noticed with the pump, fuel pump fuel prices are really high, but that doesn't affect us. We're still paying $2.20 for unleted and $241 for diesel right now. Every year we we uh go through the TASBY co-op and they go out through bids for the different companies to see where we can get uh the the best prices for diesel and for unleted. So right now we're we're okay. The the fuel co-op uh the amount of uh gas that we purchase will last us probably through July. So we're okay through that time. Usually in April or May, we we start looking at uh getting in the co-op and as we go out goes out for bids for the next year, but obviously that may be delayed a little bit this year because of

the conflict. Uh if you look at the LA Clayber County Treasurer, so um the residents of Kingsville do not pay their taxes to us. say to Clayber County because then at the same time Clayber County can collect the the county taxes, the city c taxes, the school district taxes, the water district taxes. So they pay them all there and then at the end of the year we pay them that amount for collecting the taxes for us for 2025. I'll take any questions the board has. >> No questions from the board. Thank you, Dr. Pits. Yes, sir. >> We now move on to item six, uh, new business. Item 6A, by comic consent, the board agrees to consider as one action item the following. The approval of the special meeting minutes of March 10th, 2026. Do

we do I hear a motion? Amoot. Motion made by Jake Perez. Is there a second? >> Second by Delma Salenas. By roll call vote. >> Joe Mirez, >> yes. >> Brian Kufall, >> yes. >> Martin Chapa, yes. David Garcia, >> yes. >> Jacob Pedes, >> yes. >> Selenas, >> yes. >> And Joseph Reese, yes. Motion carries 70. Item 6B, discussion and possible action regarding the National Library Week Proclamation. Dr. Ela Arnold. >> Good evening, board president re superintendent Dr. Martinez and board of trustees. National Library Week 2026 proclamation reads as the following. Whereas libraries spark creativity, full imagination, and inspire lifelong learning, offering a space where individuals of all ages can find joy through exploration and discovery. Whereas libraries serve as vibrant community hubs, connecting people with knowledge, technology, and resources while fostering civic engagement,

critical thinking, and c cultural environment. Whereas libraries provide free and equitable access to books, digital tools, and innovative programming, ensuring that all individuals, regardless of background, have the support they need to learn, connect, and thrive. Whereas libraries partner with schools, businesses, and organizations to maximize resources, increase efficiency, and expand access to essential services, strengthening the entire community. Whereas libraries empower job seekers, entrepreneurs, and lifelong learners by providing access to resources, training, and opportunities that support career growth and economic success. Whereas libraries nurture young minds through story time, STEAM programs, and literacy initiatives, fostering curiosity, and a love of learning that lasts a lifetime. Whereas libraries protect the right to read, think, and explore without censorship, standing as champions of intellectual freedom and free expression. Whereas dedicated librarians and library workers provide welcoming spaces that inspire

discovery, collaboration, and creativity for all. Whereas librarians, libraries, and library workers across the country are joining together to celebrate National Library Week under the theme find your joy. Now therefore, be it resolved that Kingsville ISD proclaim April 19th through the 25th, 2026 as National Library Week. During this week, I encourage all residents to visit their library, explore its resources, and celebrate all the ways that the library helps our community find joy. Administration recommends that the board of trustees approve the National Library Week proclamation and proclaim the week of April 19th through the 25th, 2026 as National Library Week. Do we have a motion to accept administration's recommendation? >> Motion made by Delma Salas. >> Second by Joel. >> Ro callo. Join. >> Yes. >> Ryan Kufall. >> Yes. >> Martin Chapa. >> Yes. David Garcia.

>> Yes. J Perez. >> Yes. >> Demo. >> Yes. >> And Joseph Gre. Yes. Motion carries 70. >> Thank you. Thank you. We now move on to 6C. Discussion possible action regarding the interlocal student transfer and tuition agreement between Kingsville Independent School District and Ricardo Independent School District for the 2026 2027 school year. Dr. Joseph Welch. >> Again, good evening boards, board members, Martinez, and community members. Uh again, this is an action item for the inter student transfer and transfer uh tuition agreement between Kingsville Inter School District and Ricardo and the school district. Uh just background information, Kingsville ISD will accept students from Ricardo and the school district grades K through 8. Uh Ricardo does not have a high school. Students attending KISSD schools will generate uh foundation uh school program funds for KISSD. The

tuition is to cover loss tax revenue from students not living in our district borders. Item addresses the inter excuse me interlocal student transfer and tuition agreement between Kingsville Independent School District and Ricardo Independent School District for school year 2026 through 2027. And the recommendation is that administration recommends that the board of trustees approve the inter interlocal student transfer and tuition agreement between Kingsville Independent School District and Ricardo Independent School District for school year 2026 2027. Do >> I hear a motion to accept administration's recommendation? So motion made by Martin Chapa. >> Second by Delma Selenas. >> Roll call. Joe Mirez, yes. >> Ryan Kufall, yes. >> Chapa, yes. Derek Garcia, Jacob Perez, >> yes. >> Delma Selenas, >> yes. >> And Joseph Reese, yes. Motion carries 70. We now move on to item 6, discussion

of possible action regarding the Coastal Bin College dual credit program memorandum of understanding for the 2627 academic year. Dr. Welch. >> Thank you sir for having me. Um this is again an action item background information. The purpose of thisou is to outline the roles and responsibilities of the college and the participating school district in the dual credit program. Thisou supersedes all other existing dual credits. Thisou is the agreement that encompasses all programs and initiatives under the dual credit programs at um as required by the Texas higher education coordinating board. Uh additionalou is required by the Texas education agency for early college high school uh tim schools. The item addresses Coastal B also known as CDC dual credit program memorandum of understanding for school year 2026 2027 academic year. Um within this I wanted to bring

to your attention there are seven uh updates to it and all seven of the updates simply deal with modifying the one credit that they typically put at the coastal bid credit to a 0.5 credit for high school because they are one semester loan courses which align with what our credit system is here. But the recommendation is that administration recommends that the board of trustees approve the coastal ben aka CDC dual credit program memorandum of understanding for the 2026 2027 academic school year as presented. >> Is there a motion to accept administration's recommendation? >> Motion made by Jake Pedes. >> Second by Delma Selenas. My roll call. Joe Mirez, >> yes. >> Frank Kubal, >> yes. >> Martin Chapa, yes. David Garcia, >> yes. >> Jacob Perez, Selenas, >> yes. >> And Joseph Reese, yes. Motion

carries 70. >> Thank you all. >> Thank you, Dr. Rush. We move on to now item 6E, discussion and possible action regarding the school year 2026 2027 instructional calendar. Miss Tanya Williams. Good evening board president uh Ruiz, superintendent Dr. Martinez, members of the board uh community um who is watching and who is here. Um the we will be reviewing the instructional calendar data and making a recommendation for the 2026 2027 instructional calendar. So the process that we did follow was Kingsville ISD was notified that our DOI status um was revoked effective July of 2026. Due to our DOI status being revoked um the KISSD has to start school on the 4th Monday of August which falls on August the 24th next year. Those proposed changes were taken to DEIC. We drafted three um instructional calendars.

The survey was opened on February the 23rd. On March the 3, um there were some changes to those calendars where we rearranged um some of the professional development days and the teacher work days. And then the survey closed March 23rd. Final survey results um and recommendation is being brought to you tonight. So our final survey data, we had 149 responses to our survey. For option one, it was at 8.7% with 13 responses. Option two was 83.9% or a total of 125 responses. And option three was 7.4% with 11 responses. And on the corner right there is a snapshot of the survey itself. This um is another side by side of the differences within the calendars and district administration does recommend that the board approve the 2026 2027 instructional calendar option two. Are there any questions

from the board at this time? >> Questions? So, is there a motion to accept the administration's recommendation? >> So, moved. >> Motion made by Delma Salenas. >> Second by Jake Perez. By roll call vote, Joe, >> yes. >> Ryan Kal, >> yes. >> Martin Chaba, >> yes. >> David Garcia, >> yes. >> Jacob Perez, >> yes. >> Delma Selenas, >> yes. >> And Joseph Reese, yes. Motion carries 70. >> Thank you. >> Now move on to item 6. Discussion of possible action regarding the purchases of over $50,000. Dr. Pittz We have three purchasers. is over 50,000 for the board. The first one is the lift grant provider. Uh approximately $629,900. This is a requirement for uh the the lift grant. 70% of the lift grant needs to go to the provider. Uh and for the

lift add-on, it is 50%. Um so um again, that is uh a requirement of the grant. The remainder of the funds are um are available for the district to uh put in other buckets. The Limeberger Gagen Blair and Samson that is our property value protest. So every year again there's that disconnect between the compular values and the Clayberg County values. We you lose money every year. You look at that amount, 125,000, you think that's a lot of money, but we pay them 7.5% of the additional aid that they g give us. If we did not employ them this year, then we would have not gotten the 1.7 million extra dollars of revenue that came to the district. So, but but again, usually the district loses quite a bit more than that. We meet somewhere in

the middle. So, again, that's still a longstanding issue. We try to as much as we can um project that ahead of time, but uh I try to always be conservative. I I didn't budget nearly that 1.7 million because you can't count on it. So that that was a major reason why we ended up in a good spot in our audit this last year. Um and then the last one, CDW, that is for the student Chromebooks as usual. Again, we go out for uh bids from several different vendors. This was the best bid. This uh mainly will be used for uh Chromebooks for student testing. I'll take any questions that the board has. Any questions from the board? So, do I hear a motion to accept administration's recommendation for the purchases of over $50,000? Motion made

by Delas. Second by Brian Kuall. By roll call vote, Joe Mirez, yes. >> Brian Kal, yes. Martin Chapa, yes. David Garcia, >> yes. Jacob Perez, yes. >> Delma Senzas, >> yes. >> And Joseph Reese, >> yes. Motion carries 70. Thank you, Dr. Kits. We now move on to um item 6G discussion and possible action regarding the elementary teacher and administrator stipen which grant funded Dr. L. Martinez. >> Yes. Good evening board members. Again, um the proposed action is for the board to consider allowing us to establish a salary schedule uh involving stipens. This is grant funded. So it is not from uh local funding. It is the other portion the 30 port 30 30% portion from the grants that we want to put back into the teachers and the administrators of the campus uh that

are impacted by the grants. And so we are requesting for elementary teachers uh not to exceed $7500 and for principles not to exceed $10,000. This will be in direct correlation of their implementation of their blue bonnet um high quality instructional materials for math and for uh English language arts. >> Any questions from the board regarding stipens? >> Just for clarification, the the grant funds that these are coming out of, is that a one-year grant? It's a three-year grant. Yes, sir. >> Any more questions? >> But we're providing a stipen just for this year. If we decide the next year to do stipens, we come back and take another vote or >> correct. So, the only guarantee is for this year and then next year we will re-evaluate and decide what that will look like. >>

Another quick question. When you say built into the salary schedule, are you saying the salary schedule based on years of experience? >> No sir.
