001Texas flag. I aliance to the Texas. One state under God, one indivisible. Well, good evening everybody. We have nothing uh no one signed up for public comment. So, we will just move right into our recognition. Dr. You want to [clears throat] guide us through the list? [music] Heat. Um, thank you guys for having me so much. It is my honor and privilege to present to you the 2026 UIL state champions. The goal is I wouldn't make a really long speech, which if you're around me a lot, I'm a long speech maker. Um, I'm going to keep it brief today. I could talk for hours about these young women. Um, I think like just for a quick summary of what these kids do. I think when you've done this multiple times like our program has, it
002can start to lose its luster a little bit. And I want to make it clear how not easy this is. Even though um these young women have accomplished great things more than one time, uh we ended our season a year ago pretty disappointed with where the results ended up. Um we were proud of ourselves. We were proud of what we had accomplished, but we certainly had fallen short of the goals that we had set for ourselves. I took a heartbroken bunch of kids back into the classroom last March and we all looked at each other in the face and made a pledge to to rebuild our culture, reset our expectations, commit to this program again. We set the bar higher. They worked harder. They put in more hours. They put in more reps. And all
003of them, I think just the thing I'm the proudest of is we were really at a crossroads where it could have just been like this is really hard and it keeps getting harder and like maybe I'll just like take a nap and come to school at 8:40. Um, and these kids just kept kept pushing and pushing and pushing and just raise the bar and raise the bar. In our program, it's getting harder and harder to make history. Um, these young women did it multiple times this year. So uh the first big one was they have tied the state record all classifications for total number of state titles in cheer. Uh we've never even shared that title before. So that was the big one. Um the second thing they did is they went to the national
004championship a week ago and there's three rounds of the national championship and we're talking best of the best in the country. It's extremely like if you make a mistake you're not guaranteed to even get to the second round. We learned that lesson um in a really tough way last year. And not only did they advance, they advanced there's one team from every group that gets to go straight from the first round to the last round. And we have never achieved that before. And they achieved that on day one. That was huge. Um another group I want to talk about, if you were on the JV comp team, can you raise your hand? Wave at us. Okay. We uh for the very very first time competed uh two teams this year. So we had a varsity
005comp team, but then we also had a JV comp team. While UIL only allows you to enter one per school, so they weren't able, we were one big group at UIL, but for nationals, our JV got to make their own history and set their own records. And for the first time, they walked in and competed. Um JV, you can put up to 30 on the floor. There's no like restriction on that. We have 14 girls. That's that's our entire program. Our JV got up there with 14. They went up against the best in the country and made the national final and uh came home with the top five finish which was another huge like history making moment for our program. So again um just I get better every single day I'm around these young women.
006I know that sounds corny but like they make me want to do this job and come to work every single day and I just can't. It's hard. This is harder than it looks and they grind every single day and make each other better every single day. And this was a magical season that I know I'll never forget. Um, there's one more piece of breaking news I would like to share. Coach K, where you at? [laughter] Coach Ko was named today by the Texas Girls Coaches Association as the 1A through 6A assistant coach of the YEAR piece of history that we've never had done before. So, I think that's my first feel about these kids. I could go on and on and on, but uh one more time, these are your 2026 state champion, national runner
007up, and national JB top five [applause] this way. And then I'll turn around here. Yeah. Heat. [music] HEAT. >> [applause] >> HEAT. HEAT. Heat up You are recognizing some of our high school and our middle school band. Yeah. Heat. Heat. production. >> All righty. Good evening, y'all. Uh the students that you see right in front of you got an opportunity to uh compete in the ATSSB all region competition. Uh the students over here are the high schoolers and over here are the middle schoolers. It's a similar process where they prepare um pieces along with some scales. They have pretty much around 3 months to prepare them and then around December they go wherever it's located and then they go and compete on a blind audition with like three judges and then afterwards they get selected
008pretty much like an all-star team and then afterwards they go and get a clinic and concert, right? and they get to work with a a guest clinician and they get to prepare like a concert in pretty much like less than two days, right? For the middle schoolers, it was pretty much the same day. For the high schoolers, they got two days, right? So, these are our students that got selected to be in the ATSSB all region process. Stand in front of the go and stand in front of the high school students so we can take pictures. There we go. You come on in. That's Christian enough for you, Mr. Jackson. So, this is all region band, right? >> Yes. >> Awesome. Thank you. >> Parents take middle schoolers jump through the front. High school kids
009play Red Rover 11. >> [applause] [clears throat] >> The last seventh grade girls 18 basketball teams. Heat. Yeah. Heat. DO I DO? >> This is our seventh grade. I'm Coach Hill. Daniel Clemens was the coach of this group. He's out of town, I think, on some special meeting in Vegas. Um, so [laughter] I got roped into joining him. I'm the eighth grade coach. So this is our seventh grade girls basketball team. District champs perfect record 8 basketball district championship since I think Liz. Yeah. So what four years ago? So um an outstanding achievement and I love the fact that I don't remember how many points you beat so late by but it was a lot. So that just made the year for me. Um, but they went 8-0 in district. Let me see what coach
010Clements gave me. 8-0 in district. They scored a total of 358 points. Um, only gave up 113. Uh, they had five games where the opponent didn't even get to 10 and six plus games where they scored over 40 points. So, this was an outstanding group. Um, I'm going to go through real quick. We have London. [laughter] I don't know why I see him all day long. Yeah. Turn stamos, Stella Pman, Aspen Wy, Roman West, Kani Rodriguez, Isabel Curry, and Kinsey W. Okay, look up this way. >> Oh, no. NOW look parents take a picture as well. That's right. Heat. [clears throat] Heat. Heat. Heat. >> [music] >> We We got some You guys are We got All right. Thank you. That was always part of my favorite part of these items, [clears throat] watching those
011kudos come up here. All right. Next, we're going to move on to number three of our agenda item. we uh need to conduct and consider a level three FMG complaint. Being that I am named as a respondent in that complaint, I will relinquish the presiding officer role to trustee Erin Dondo to be relinquished back to me on agenda agenda item number four. So with that, Mr. It's all you. Thank you. So under Texas Government Code 551.071, the board will convene into close session to consult with our attorney about process and pending objections. 6:15 Okay. All right, back in open 6:40. So stated, we went into close session based on some discussion about Mr. Gillis's objections. Are there any discussions or motions that you would like to make? >> Mr. I move the board overrule all
012of Mr. Gillis's objections as discussed in close session and the board authorize the providing officer to read the board's decision as part of the record. There's been a motion. Do I have a second? There's been a second. Any discussion? >> I'd like to start just with the the first objection is that the question regarding why is this not at level one or level two and it's clear that nobody has authority in the administration over the board of trustees. So by default it'll occur at this level. And that was for objection number one. Is that correct? >> That's correct. >> Any other points of discussion? Yeah, I mean there's the the one objection to that there's more time for investigation, but as this sitting board is the who it's being presented to. I mean, we're privy
013to all of the emails that have exchanged. We were live in person when uh the other hearings have taken place. So I don't know what other factf finding we would possibly do uh in this in this instance. [clears throat] >> Anything else? >> I think the third objection goes kind of like right along with the second. There's nothing more to be found. >> Same with the fourth. There's no [clears throat] real to investigator or have a continuence where we have all the information you need. All right. Any other points of discussion? If not, I have a first, a second. All in favor? >> I I >> I. All opposed. All right, I will be reading the objections and the rationalizations around them. So the first, Mr. Gillis objects to the board hearing the matter at
014level three of the FNG of the grievance process without hearing this matter at levels one and two. Rationale, this grievance is against the board president in his official capacity. The board has proper jurisdiction under FNG local as the superintendent reports to the board and does not have authority over the board present. Therefore, the board is the lowest. The administrator can grant the relief requested. In accordance with the board's operating procedure, the board has has authority to review and act against another trustes conduct. Second objection. The board received related formal objections. First to suggest that the board may as a remedy after tonight's meeting demand the fact the matter for further factf finding or investigation and second to the application of level three hearing rules to tonight's hearing. The rationale see rationale above. Third, the board
015has received multiple requests from Mr. Gillis that he be provided with formal findings of fact and conclusions of law regarding multiple aspects of his complaints regarding tonight's hearing. rationale. FNG local is the board's informal grievance process for parental grievances and it does not require written findings or of fact and conclusions of the law and the board denies the request to provide them in response to these objections. Fourth, the board has received a request for continuence of tonight's hearing pending resolution of Mr. Gillis's procedural concerns. Same rationalization as above. A lot of words, so bear with me. Before we start the grievance, which will be conducted in open session pursuant to Texas government code 551.074, 074. I would like to remind the audience and the viewers that comments of the speakers reflect their own positions and
016opinions. All individuals in attendance at board meetings are asked to display civility and decorum. The board will not tolerate disruption of the meeting by any individual. Please note that while individuals have a right to speak, that right is not unlimited. per Texas penal code 38.1342.0142.02 and 42.05 and Texas Education Code 37.105. No one will be permitted to engage in any conduct that is disruptive, threatening towards any speaker or any other person in the room or to violate the privacy rights of another person. If I, the presiding officer, issues a warning to a specific individual or individuals to cease disruptive conduct and the individual or individuals failed to cease such disruption by his or hero her own words or actions, I, the presiding officer, will request assistance from law enforcement officials to have the individual removed
017from the meeting as permitted by law. We started recording, Rusty. Thank you. The board has on its agenda this evening a request for an FNG parent grievance hearing against board president Kevin Walker in his official capacity as board president. Because the grievance is against Mr. Walker. He has recused himself from hearing the grievance, but will respond to the grievance as a respondent. Because the grievance is against the board president, the board is the lowest level to grant the relief requested and is being heard for the first time at level three. Mr. Gillis has raised objections to the board hearing the grievance at level three and his objections have been denied. At this time, I would like to remind the parties and the board that discussion will be limited to the issues raised in Mr. Gillis's
018grievance, which involves correspondence between Mr. Gillis and Mr. Walker on December 22nd, 2025 and January 16, 2026. The board will conduct a hearing in open session pursuant to Texas Government Code 551.074 074 personnel. There will be no discussion or complaints allowed to be discussed in open session against any district staff or any other person. The grievance is limited to correspondence between Mr. Gillis and Mr. Walker on December 22nd, and December 16th, 2026 and Mr. Gillis's complaint against Mr. Walker. If at any time during the hearing student information is raised or other district personnel is mentioned, the board will convene into close session under 551.082 student information and 551.074 personnel. The time is now 6:48. [cough and clears throat] My name is Isaiah Erdando and I'm the vice president of the board of trustees and will
019be acting as the hearing officer in this grievance hearing. Will each of the parties represented here present here? I'm sorry. Will each of the parties and representatives present here today please state their name for the record? >> Kevin Walker, president of the board of trustes. >> Mark Guinness. Sorry. Before the presentation began, I'm going to have the board secretary ask each board member whether they can fairly decide this grievance. Good. >> [clears throat] >> Okay. I think you just asked. >> Yeah. So, Greg said yes. >> Yes. >> Rich. >> Yes. >> Sir Jane. Yes. [clears throat and cough] >> Yes. Myself. Yes. First, the agreement will have 10 minutes to present his grievance to the board. In presenting his grievance, the agreement may offer information, argument, or statements from witnesses they feel are important
020to the board to consider. I will ask that any presentations, however, be limited to the time established for this portion of the meeting and that they be limited to complaints raised in the grievance which involves correspondence between Mr. Gillis and Mr. Walker December 22nd, 2025 and January 16th, 2026. The grievant will be able to reserve some time for 10 minutes for rebuttal. After the grieving grievance presentation, m Mr. Walker will be invited to present his position and again we will ask that presentations be limited to 10 minutes and to the complaint made to the grievance. You will also be able to reserve some of your 10 minutes for rebuttal. Board members may then ask questions of the party. The questions from the boards and parties responses will not be counted against the party's time. If
021after the board's questions, the parties have any time left for rebuttal, they may be they may use it. The board will then deliberate. The board may meet in close session to consult with the attorney if necessary at any time during the grievance process under Texas Government Code 551071. The hearing for grievance will now proceed. This is an informal hearing under board policy FNG local. [clears throat] The board is here at your request to listen to your complaint and take any action it deems appropriate in response to the information you present. The purpose of this hearing is to listen to your concerns which you may bring to us through any presentation you wish to bring. This is not an adversarial hearing. If the board feels it needs more information after hearing your concerns, it may interview
022school witnesses or ask administration for additional information. No crossexamination will take place today. That means there will be no direct questions of parties directed to each other. There will be no questions directed to the board and the administration or and the administration or any other person in the room. Only the board may ask questions of the parties, the administration or any other person. If you have a question you would like to ask of any person, please direct it to me and the board will decide whether it wants to ask the question and when. Your time will be counted for any questions asked and answered. One person will speak at a time. When I'm speaking, anyone who is speaking must stop till I am finished. The parties will not be permitted to interrupt each other or
023anyone else that's talking. The parties must maintain a courteous tone during the hearing. If any individual or individuals are disruptive, I will issue one warning. If after my warnings the individual or individuals continue their disruptive conduct by word or actions, I will take a recess and the board may decide to continue with the hearing without disrupting parties participation. Mr. Gillis, you have submitted objections before the hearing and I have we have given you a response. If you have any other objections, you may use your time to make them. The board will address all objections when it is asked a question and will make decisions when it makes a final grievance decision. Mr. Gillis, the board has scheduled 10 minutes for your presentation. You may begin to start by Mr. Aronando. Um, presiding [clears throat] officer,
024would you please give me the written findings of facts and of law uh in overruling my objection? Could you please hand them to me? So, you have 10 minutes to present >> and sir, could you please have >> and you can we're going to start the timer and whatever you say. >> Okay. >> And that's your 10 minutes. Okay. So, whenever you're ready, go ahead. >> Okay. I'm ready. Mr. Presiding officer, dear members of the board, thank you for recognizing me. For the record, I object to the restatement of my objections by Mr. Arenando the restatement is obviously a misrepresentation of my objections and uh it's a misrepresentation of the arguments that I have set forth. For the record, I object not giving me written findings of law in effect as requested. This procedure here
025has serious due process defects. And I made very clear what due process means and what procedures you have to observe and you clearly do not. Formal objection to participation of district council. For the record, I object to the participation of District Council, Miss Sarah Leon, on the ground of impermissible conflict of interest. District council is simultaneously res representing and advising the board of trustees in its adjudicative capacity while also representing the accused president of the board in his in the same [clears throat] proceeding. Those rules are inherently incompat incompatible and create an actual not merely theoretical conflict of interest. The institutional interests of the board as a decision maker are distinct from and may materially diverge from the personal interest of the accused board president. Dual representation under these circumstances compromises council's duty of undivided
026loyalty and independent professional judgment and undermines both the appearance and the real reality of impartial decision maker. Proceeding with conflicted council attains the fairness of the hearing and violates fundamental due process requirements. The resulting structural defect is not subject to harmless error analysis. Demand for an immediate board ruling. I hereby demand immediate ruling on this objection on the record prior to any further proceedings. Any failure or refusal to rule is itself notice as an additional procedural objection. Demand for express board ruling. I hereby formally request that the board of trustees issue an express written ruling on the objection raised herein. That ruling must include finding of facts, conclusions of law and a clear statement on the legal reasoning relied upon sufficient to permit meaningful administrative review and if necessary judicial review. A failure to issue
027to issue written findings and conclusions may further impair meaningful review and may reflect the application of an incorrect legal standard. Preservation of rights. This objection is timely asserted to preserve all constitutional, statutory and procedural claims. No favor is intended or implied. Respectfully submitted in this hearing. For the record and for the purpose of exhausting available administrative remedies and preserving all constitutional claims fulfill the review, I hereby state the following objection to the conduct of this proceeding and to the actions and omissions of district and its officials. The errors described below are structural in nature affect the fundamental fairness of the proceeding and are not subject to harmless error analysis. Any resulting decision is therefore legally infirm formal request. I submit this request for inclusion in the administrative record as a formal objection. District Council transmitted
028documents to the presiding officer by mail on Friday, February 6 at 5:39 p.m. Those materials have been introduced in this manner despite the fact that they were created outside the applicable grievance level produced after the deadline prescribed by board policy and generated outside any procedure authorized by the district's grievance framework. Board policy establish a structures level based grievance process with defined scope procedures and deadline. Each grievance level is limited to its defined scope and later review stages are not authorized to generate or expand the factual records. Material created outside the applicable level and after the close of the record are not authorized to supplement or modify the administrative record particularly at a review only stage of the process. The introduction of such material deprivives the complainant of notice and meaningful opportunity to respond and undermines
029the procedural safeguards embedded in the policy. Accordingly, I respectfully request that the board issues an express ruling excluding the reference documents from the administrative record and declining to consider them for any purpose, including but not limited to the deliberations, finding conclusions or final action. Demand for express board ruling. I here formally request that the board of trustees issue an express written ruling for the objections raised herein. That ruling must include finding of facts conclusions of law, a clear statement of legal reasoning relied upon sufficient to permit meaningful administrative review and if necessary judicial review. A failure to issue written findings and conclusions may further impair meaningful review and reflect the application of an incorrect legal standard. In the alternative, if the board declines to exclude the documents are formally object to their inclusion and request
030an express ruling that they be accorded [clears throat] no evidentary weight and not relied upon in any findings, conclusion or finding action preservation of rights. This objection is timely asserted to preserve all constitutional, statutory and procedural claims. No waiver is intended or implied. I further request that the board's ruling on this request may be part of the official record submitted by me here. Um yes, for the record and for the purpose of exhausting available administrative recommendies and preserving all constitutional claims for further review, I hereby state the following objections to the conduct of this proceeding and the actions on the missions of the district and its officials. The error describes below are structural nature affect the fundamental fairness of the proceding and are not subject to harmless error analysis. Any resulting decision decision is therefore
031legally infirm. I object to the continuation of this proceeding absent full disclosure of the record of district council's role and representation. District Council is advising and appearing before the board of trustees in an adjudicative capacity in this matter while also representing the accused president of the board in connection with the same underlying. This rule implicates the neutrality of the decision maker and bears directly on the fairness of the proceeding. where council simultaneously advises the adjudicative body and represents a party whose conduct conduct is at issue. Due process requires disclosure of the nature and scope of that representation so that the parties and reviewing authority may assess the independence of the tribunal hearing may not not proceed absent disclosure because the neutrality of the adjudicative body is a pro prerequisite of lawful hearing. This proceeding may
032not continue unless and until district council discloses on the records the existence, nature, and scope of any current or prior representation of the accused board president related to this matter. Number two, the board acknowledges that the closure on record. Absent such disclosure, any further procedures would be structurally defective and would deprive the under sign of fundamentally fair hearing. Demand for immediate acknowledgement. I request immediate acknowledgement on the record of this disclosure obligation prior to any further action in this matter. Any refusal or failure to acknowledge this disclosure requirement is noted as an additional procedural objection. Preservation of rights. This objection is timely asserted to preserve all constitutional and procedural claims. No waiver is intended or implied for the record. I submit [clears throat] uh the uh objection as stated before to the official record. Would
033that be the correct who I can hand it to? Or would the secretary like to have them? >> You can give them to me. >> Okay, I can give them to you. So these were the objections that are put in here. >> Thank you. >> All right. So thank you. I So we cannot proceed right now unless you rule on these objections. Thank you. Time >> 9 minutes 15 seconds. >> 45 minutes or 45 seconds left. [snorts] Board. Any questions for Mr. Gillis? [clears throat] >> I didn't hear any allegations. Just objection. >> Okay. At this time, the administration is invited to make its presentation. Mr. Mr. Walker, you're well aware of your 10 minutes. >> Yes, sir. >> Bavistu board of trustees, thank you so much for allowing me the opportunity to [clears throat]
034address you this evening. I'll be spending my time focused on the actual grievance tonight. In this grievance, Mr. Gillis is seeking four second lemonies and asking that this board publicly declare in writing that the district has no legal basis to seek recovery of attorney fees, that I knowingly lied, that I in my capacity board president violated the free speech and petition clauses of the US and Texas constitutions. And lastly, in that same capacity, violated the due process clauses of the US and Texas constitutions. Mr. Gails's first requested remedy specifically asks for a written declaration from you all that the district has no valid legal basis to threaten recovery of attorney fees for frivolous claims. He's referring to my email sent to him on January 15th, which I've submitted to you as exhibit A, and you
035were all originally copied on when I sent it. Section 11.161 of the Texas Education Code provides the valid legal basis for this district to seek to recover attorney fees for frivolous claims. In fact, Senate Bill 12 expanded that right to not only include just civil suits, but also administrative hearings such as the one Mr. Gillis has currently filed with the Commissioner of Education. This is important in the context that the district to date has spent nearly $25,000 on legal fees defending against Mr. Gillis's repetitive claims and responding to his harassing inquiries. My purpose was to make clear to Mr. Gillis that there are any consequences if he pursues his grievances further and pursues claims that he knows or reasonably should know are false. Mr. Mr. Gillis has made one frivolous administrative appeal already and has
036threatened future legal action. In an effort to be a good shepherd of the district resources, I wanted to make him aware that the abuse of the legal process may come with consequences. Section 11.161 shows the district absolutely has the legal basis to attempt to recover attorney's fees. As such, I encourage you to deny this requested remedy. The second requested remedy is for a written declaration confirming that an assertion I made via the same email in exhibit A was knowingly false. Mr. Gillis is essentially asking this board to declare that I lied. In the email in question, I state and I quote, "Based on my understanding of the law, my own reading of our district policies, and the training I've received as a trustee, the board's unanimous decision of December 8 will be the final action
037with respect to these concerns." While Mr. Gillis seems to accept the fact that the board unanimously declined to hear his latest serial grievance, he is latching on to the specific words, "The training I've received as a trustee." And it seems based on the numerous Texas public, excuse me, Texas Public Information Act request and this file grievance that he is narrowly defining train to be something that I would have received initation, registered for, been sent an agenda and physically attended. Suggesting I lied when I stated I referenced my trustee training is without merit. You're all familiar with the many outlets that we have as trustees available to us for training. Whether it's the TEA website, materials available for us as members of the Texas Association of School Boards, team of eight training, SLOI, the list goes
038on. I have undergone instruction. And by the way, that is the definition in Mariam Wester's dictionary of training. Underdone instruction in Robin's rules of order, the grievance process, how to conduct board meetings, cyber bullying, school safety, and many other topics, often at my own expense. to to [clears throat] suggest I was lying when I stated that I was leveraging that training when communicating a unanimous decision of this board is baseless. I did not lie and suggest you decline Mr. Gillis's written report declaring such. The third remedy sought by Mr. Gillis is that you declare in writing that I as board president violated the free speech and petition clauses of the first amendment and Texas Constitution. The only time I've ever prevented Mr. Gillis from speaking to this board was during an open session of this
039body [clears throat] on December 8, 2025. Mr. Gillis did not sign up for public comment at that meeting. And just like any other attendee, he did not have the First Amendment right to speak during this board's meeting outside of public comment. He erroneously believed that he had the right to speak when we conducted a vote on a decision of this latest level three grievance. His time to address you on those matters was during the hearing held on October 16th where he was allocated the time to address the board for FNG local policy. Under Texas Penal Code 3813 and 4205, it is illegal to disrupt a lawful public meeting, including schoolboard meetings. Having Mr. Gillis escorted out of a meeting was permitted by law due to Mr. kills his disruptive behavior including uh including verbally interrupting
040our proceedings and seating himself at the dis. No, the law also permits the presiding officer to seek and arrest and press charges which I could have done but did not do. Per the public uh excuse me for the public forum doctrine. Schoolboard meetings are generally considered limited public forums allowing boards to establish reasonable restrictions. In my capacity as board president, I simply enforce those reasonable restrictions. And it's in that spirit that I suggest you deny the remedy asking you for a written declaration that I and my capacity of board president violated the free speech and petition clauses of the US and Texas constitutions. The fourth remedy sought by Mr. Gillis is that you declare again in writing that I, as board president, violated the due process clause of the 14th amendment. [clears throat] The 14th
041amendment does not apply to this or any other prior grievances as our grievance policy is ruled by FNG legal and FNG local policy which this board and district have followed to the left. And even if the 14th amendment did apply, that amendment specifically prevents states from depriving persons of life, liberty, or property without due process of the law. Mr. ghost nor the student that he represents have been deprived of life, liberty or property interest. He has been offered the opportunity to raise his concerns in various meetings, conferences and hearings under board policy. However, grievance hearings are not many trials. Our policy is clear that the grievance policy is a problem-solving policy process, not an adjudicative process. It's worth noting that I and members of this board have received at least five TPIA requests and dozens
042of emails from Mr. Gillis, which should serve as evidence that I have not impeded his ability to petition the board. In fact, to expedite his position uh petitions, I have instructed him to direct TPIA requests directly to Dr. Curran, who serves as our public information officer, and all other matters to Miss Leon, our attorney. He continues to disregard those instructions as you've all seen in your email inboxes. Tonight's hearing serves as yet another example of me enabling Mr. Gillis to petition the district. While there were justifiable and legal, sorry, justifiable legal and procedural paths and declining Mr. Gillis's request for a hearing in this matter, I push for it to be expeditially added to tonight's agenda. I would urge you not to grant this requested remedy. I believe that I've articulated clear and sound reasoning
043to substantiate that this board deny all four of Mr. Gillis's [clears throat] requested remedies. I appreciate your attention to this matter and reserve my remaining time for rebuttal and take any questions that you have at the appropriate time. Thank you. >> Time 8 minutes 12 seconds. >> Board members, do you have any questions for Mr. W? >> Uh point. Sorry. I believe it's rebuttal. Rebuttal and then questions. Right. >> I have rebuttal is last. >> Okay. I don't know. >> Okay. Mr. Gillis, you have 45 seconds. >> Could you please rule before >> You have 45 seconds for rebuttal if you would like to take that. >> Okay. Then I uh for the record, I hand in a uh [clears throat] a written objection. So, you're not ruling? >> We are not ruling. We're taking
044your rebuttal and you have >> That's my rebuttal. I I can't proceed when you're not ringing. I'm sorry. >> Okay, >> Mr. Walker, you have >> 1 minute 48 seconds for rebuttal. >> Um, thank you. I I think I'll keep it quick. Um, Mr. Gillis uh in in his first presentation seemed to object the exhibits that I presented due to uh it not being allowed. Our our policy clearly states that uh these materials were allowed up to 3 days prior to tonight's meeting and that email at 5:39 p.m. was more than 3 days ahead of tonight's scheduled 6 p.m. start. So that was absolutely within the policy. Perhaps there's some concern uh around the exhibits because of their contents. And I'd encourage you as you deliberate to point your attention to both exhibit uh specifically
045exhibit uh C and D. Exhibit C outlines the the timeline of all the grievances, the hearings and the TPIA requests that have come our way. again, I think serving as a clear indication that we have absolutely certainly I have not absolutely uh prevented Mr. Gillis's ability to petition the board. Um, I'll end this way. We have staff and administrators who come to this building every day to do what's best for our children and our students. And I am implored to do do what I can to defend them. And I think if you read exhibit D, it is absolutely clear that Mr. Gillis has crossed the line and subjected our staff and administrators to behavior that is not appropriate and should not be acceptable. Thank you for your time. I'm 133. See, thank you. Thank you
046both for your presentations. At this time, board members, you need to go to close session for counseling. Anyone? >> I would like to go to close session. Okay, get that wording out. Under Texas Government Code 551.071, 071. The board will convene into close session to consult with our attorney. 716. 7:34 back in public. The board has heard the epig level three grievance. There any motions? >> I move we deny Mr. Gillis's grievance along with all presented objections for us hearing. >> I have a motion. Do I have a second? >> A second. >> What' you get? >> Yeah. >> Sarah, >> who was that? Sarah. >> Sarah. Any discussion? Um, I think tonight's hearing was I mean, I appreciate um Mr. Walker staying to task and and actually addressing the issues at hand. And in
047my mind, that made it easy. We we never got Mr. Gillis's perspective on what he was trying to accomplish. But thank you, Mr. Walker, for staying to task. Okay. Any other discussion points? All those in favor? I >> I All those opposed carries. Are there any other motions? [snorts] Yes. Uh I move that the board find the following that Mr. Gillis will has repeatedly raised superfluous objections and unnecessarily prolonged and increased the costs and burdens of the grievances. Thank you. >> All right, I have a motion. Do I have a second? >> Second. >> David's got it. >> David. >> Well, yes, he has. But that's not really a motion. Just saying acknowledgement. So, you just stated that he's repeatedly raised allegations. >> Yes. Yeah. That we we find that they the following. >> Yeah.
048Okay. Okay. Uh, I move that we require that in all pending and future grievances submitted by Mr. Gillis or his representatives that the grievances only be addressed in writing and there be no future direct communication between district staff and Mr. Gillis required other than in writing during the grievance processes of those one and three one through three. >> Okay, I have a motion. Do I have a second? >> Second. Sarah. Uh, any discussion? >> Mr. Down to There's two motions, I think, on the floor. >> Okay. >> The first is one. So, they're down to two votes. Okay. >> One on the first motion and then one on the second. >> Apologies. I did miss that one. Um, let's go back to yours. We had a second and that was made by Sarah Jane. Any
049discussion? All those in favor? >> I I All those opposed. All right. Carries. Rich will come back to yours. We have a first and second. Any discussion? All those in favor? >> I. All those opposed? Carries. Are there any other motions? >> I have a motion. I move that based on the board's findings regarding Mr. Gillis um objections and grievances that all I require all future communications from Mr. Gillis to the board be forwarded to district administration. There'll be no direct communication between Mr. Gillis and the board of trustees and the board or any trustee. Okay, I have a motion. I'll get a second. I'll second. Rich, any discussion? All those in favor? >> I. All those opposed? Carries. Any other motions? Any other points of discussion? All right, this hearing is concluded. The time
050is 7:38. Mr. Walker, I pass it over to you. Gladly, sir. All right. Appreciate everyone's patience in dealing with that. Let's move on to the next uh item in the agenda, which will be uh an action to accept the resignation of a place 5 trustee. Um earlier or late last week, I received a written um resignation from Trustee Zeleleski. Um I'll go ahead and just read it briefly. It's not very long. It says, "Dear President Walker and the fellow members of the board, please accept this letter as formal notice of my resignation for my position as trustee place five of the Log Vista ISD school board effective 29 of 2026. I'm extremely grateful for the six plus years of working alongside fellow dedicated board members who have consistently been a strong example of servant leadership
051without self-s serving agendas. After careful consideration, I have decided that it is my best interest to step aside and allow the torch to be passed on to someone else with the passion to row. I am confident that our choice in hiring Dr. Curran to lead LBISD will benefit the Vikings for years to come. Thank you for the trust and support extended to me during my service. I wish the board whom I call friends and the district continued success. Um, so legally we've got to vote to accept his resignation. So I need a motion on the floor. And by the way, we legally can't not accept it. So it's kind of a process [laughter] to ask. Yeah. >> So I need a motion from the floor to accept the resation. >> Motion to accept the resation.
052>> I'll second that. We got a uh a motion from Sarah Jane and a second from Rich to accept. Uh is there any discussion before moving to vote? >> Just thank you very much. >> Yeah, I appreciate everything. >> I appreciate a whole bunch. >> I do got something to say. If you don't mind, please. >> Um this isn't chat GBT and some of it might be a little bit redundant, but I'm going to read it anyways because it's too many words and I scribbled my way through it on the way here to make more notes. So, it's been an honor to serve this district. Thanks to each and every one of you for all that you've done, contribute to do. Um, it is truly for the betterment of Logistd students. I also want to
053thank the people and the board members and the administration previous to this who helped guide us. Thank you, Tina. Thank you, Jason. Y'all's guidance is fantastic. Um, I never thought that over six years later that I'd be still here as a member of the board. Um, you know, many of us just unknowingly uh run for public office kind of blindly. And um it for me it's been because one self- serving need also. I know I said it's that we don't have self- serving needs, but it's to be closer to my kids. I wanted to be closer to my kids while they're going through the educational experience that I think we should all be part of. Um, being on a school board has given me a whole new perspective on public service, how it governs, why
054it governs, and the rules to do so. It has opened my eyes to supporting Texas public education at this time is vitally important. And in my parting words to the taxpayers who elected me, thank you to those that want to rush to social media to condemn or criticize or simply exercise your voice, please think twice before you hit send. To the parents who send your kids to LBISD to be educated. Remember, education starts at home. Respect starts at home, as does accountability. Teachers, spend more time with your children during the day than you could ever imagine. And that being said, they understand character, and the way you show character is how they're going to carry themselves in the world. Lastly, thinking back the process that we went through, I'm confident that we've selected a rockstar
055superintendent. And to my fellow board members, let her lead. Y'all got this. >> Thank you. [applause] >> We unfortunately have a motion on the floor and a second to accept Mr. Zlesky's resignation. All those in favor? >> I. >> All opposed? Motion carries. To the best of you. Thank you for your service, Greg. >> Thanks, >> All right. This has been a fun meeting. We're going to go back into close session uh under Texas Government Code section 551.074 to deliberate regarding the appointment of a trustee to fill the vacancy that we just approved. Uh 7:45 A4. All right. Um kind of a a recap of the discussion as a team was um legally there are three paths forward. Uh we can choose to leave the seat vacant. We can choose to move to a special
056election or we can choose to appoint. Um, leaving a vacant is a bad idea and that we've got a lot of work to do ahead of us and having an even number on the board can provide some procedural challenges. Uh, going to special election comes at an incremental cost to the district which we don't want to incur uh, and adds time to the process. And so we landed on appointing somebody which we then went into a pretty robust discussion around the process of doing so. And there's really kind of two paths. There's uh identifying somebody from the community as a team and and moving forward pretty quickly or taking applications and um going through a vetting process and an interview process. And I think the the the collective thought was we just got out of
057an election where people uh with skin in the game raised their hand as to being interested in the role. Uh we do have some numbers from the community as far as community preference based on [clears throat] the count of the votes. Um and we are about to walk into some pretty substantial strategic planning and team of eight training that Dr. Kern's planning. So we're going to move forward and forego any sort of application process. um and hopefully land on an an appointee tonight. So with that, do we have any motions from the floor? >> Um I move that we nominate Brian >> based on his recent motion on the floor. We nominate Brian Collier. Is there a second? >> I'll second. >> Before I move to uh any sort of deliberation or discussion, I guess
058I'll start first. Mr. Collier, would you be interested? Should we appoint you? >> I would be willing to accept. Okay, great. That's uh step one. Uh any any discussion that we'd want to share with the community, each other uh before moving to a vote? >> No, he's been president at the meetings. He's very diligent about keeping notes. Uh he's I've seen him more than than than many community members. Um did well in the election. Um spoke with him. I think it would be a good addition in a time that we really desperately need all the seats filled. He looks a lot like Greg from afar. [laughter] >> Yeah, [laughter] right on the back. >> I think you summed it up well. My my point is obviously yes. He's been doing due diligence. He ran into
059it. Uh the only other individual that I know that sat in that same seat and watched 24 plus board meetings before he got on was me. So now I'm still um but what I'm saying here is yes we could go we could go vet but at the end of the day if someone really wanted to be in this they would have ran. So it's to me it'd be like giving someone a freebie and I don't want to do that. I want someone that's already put the time and effort into it. So that's [clears throat] my two. >> Any other discussion? >> All right. See you. >> Sorry. I think we should clarify the rem like with the terms. Sure. Uh so um there's actually we didn't take the time to validate if it's for the
060remainder of the term or till the next election because the two align in this case. So it will be through November that you'll be appointed. Uh should you want to continue uh you would need to uh file for the November election in August and I'm sure you're well aware of that process already. So good call. All right. No more discussion. All those in favor of appointing Mr. call you to the board to replace the vacancy just announced. Say I. >> All opposed 6. Congratulations, BRIAN. [applause] No rest for the weary. We're going to jump right in. Miss Holly here will swear you in and you'll have a seat and get to work. >> He's going to sit right here. We'll do this informally. I'll share this with you. >> Okay. Repeat after me. I, Brian
061Coller, >> I, Brian Coller, >> do solemnly swear >> that I will faithfully execute the duties of the office >> that I will faithfully execute the duties of the office >> of Lavist ISD board of trustees place five >> of Longist ISD board of trustees place five >> of the state of Texas >> and will to the best of my ability >> preserve protect and defend the Constitution >> preserve protect and defend the Constitution and laws of the United States and of this state. So help me God. >> And laws that of the United States and of this state. So help me God. >> Perfect sign. YAY. [applause] Thank you. >> Thank you. Appreciate that. >> Congratulations. Thank you. Welcome aboard. Uh, and and all kidding aside, Brian, I think um your uh tendency to
062post recaps of our meetings on social media has been appreciated by the community and would love for you to keep that up as an official duty of the board if you don't mind. >> Yeah. No problem. >> All right, moving on to best of luck. See, >> enjoy the whiskey. All right, move on to uh item number seven, discussion and approval of innovative courses. >> All right, so uh every year we come and um present a list of courses that are um innovative courses for TEA that we can choose to approve for our students at the high school level. uh these courses don't follow the traditional um um aspect of having teaks that are uh part of the required curriculum. Um so each year we come to you with this list. Uh it's very similar
063to years past. We continue to offer real estate uh course um in for GT students which is a seminar course which allows them to explore creativity in a structured way. >> [clears throat] >> um Leeworthy, which is offered at the 8th grade uh level, but is a high school credit. Um St. PL's courses, which allow our students to um act as mentors to either elementary students or students with disabilities, sports med and um strategic learning for high school math. not on the list this year that have has been on the list in the past is advanced floral design because that course is now an approved course that actually has TEACS um and marketing which is also a TE's based course now um PALS 2 for students with disabilities is no longer offered as an innovative
064course so we can no longer do that second level of that course um which is a sad thing uh but we still have pals um for our um mentoring which is highly highly successful in elementary and middle school. Um so we will continue on that path should the board approve these innovative courses for the 26 27th school year. >> I should know this but who regulates the list and who who pulled the second course to it? Do you know why? >> Tea. um every year. So, innovative courses are approved for a period of time and the course author usually has to reapply for that course to be continued. >> So, um don't really know who that is for that specific course. I do know originally we were the authors of the floral design course that
065has now been approved. >> Okay. Thank you. [clears throat] Motion. >> I move we approve the innovative course um of 2026 2027 as presented. >> I second. >> Motion by David, second by EIE to approve the courses as presented. Any discussions or questions for administration? [clears throat] >> All right. All those in favor? >> I opposed. Motion carries. 7. We'll move on to the TASBY update uh 126 of legal and local policies. >> So TASBY is who we use for making our um board policies recommendations for changes, monitoring the law and adjusting those policies. And as you can see, this is the update from the last uh legislative session. So um just need [clears throat] to approve those. there was quite a bit of changes um due to all the different laws that passed. Uh
066if you have any questions for me before we move on those. >> So I went through all 58 pages. And um I just have a couple simple questions like why did we strike some things and write it back in blue? Like the word superintendent is strict. We strike that in red and it's rewritten in blue. I can't think of the exact page but I'll find it. But like on page 17 we strike the word 10 right in miracle 10. Why did why >> one of them was misspelled? Yes, Tazby would have done that. Don't really I I did see the exact one you're talking about. I'm like I'm not really sure why they changed [laughter] it where it was written and made a number or vice versa. I couldn't really speak to >> Okay. >>
067what the driver of that was saying the content is. >> So, one time it was a misspelling. >> Okay. >> Uh another could be that there was a space on the fix and not on the prior. So, it might be a grammar issue. >> Okay. >> Um on those weird looking ones. >> Okay. They just the content I have no problem with. >> Okay. Any questions on if needed any clarification regarding any specific policy? >> I got a couple questions. >> Okay. >> So, [clears throat] currently the the deadline for you all to file a request for an agenda item is 5 days before board meeting. The agenda has to be posted now. Three, four. No, it's five. It's weird. The agenda submission was five calendar days and the agenda posting is three full business
068days. So, Monday, Sunday, Saturday, Friday, Thursday, Wednesday, Tuesday. So, we're actually posting it six days ahead. The new language is 10 days. I'm fine with it, but that what I'm worried about is if we say the policy is you cannot that just kind of jams us up a bit like if something candidly this hearing tonight would not have made the agenda because of the the time would have passed already for us to >> so I'm wondering if we want to like push for a 7-day notice by policy and our board operating procedure already gives me and the super president and the superintendent the flexibility to schedule items at a later date if required. I don't I just want to throw it out there that we're if we adopt it as presented, it's going to be
069a 10-day deadline and we will enforce that deadline. >> And you're proposing maybe a seven. >> If we do this, I mean, it can't be six cuz the agenda is being posted. Seven gives us the flexibility to be able to add things up until the last day if we need to. Um, >> or am I making a bigger deal of the 10day line? >> Is it 10 business days, not just 10 days? >> So, in the current like normal, our board meetings are on a Monday. We're posting that agenda by the end of business on Tuesday. So, to Kevin's point, that's the sixth day. If we did seven days, then we would need to have those agenda items by Monday. If you went all the way back to 10, you're really actually saying you have
070to do it >> the Friday before >> skip a week, then the board meeting, you know what I It is it is I agree with what he's saying. It's a a substantial amount of time and the reason why that 10 is in the policy would have been just because TASBY was looking at what we had and because the uh shift occurred with how we have to post the agenda three full business days. It probably just naturally would have changed that 5 to 10, but it's not a requirement. It is definitely up for negotiation. Just five definitely doesn't work. >> Yeah. and six is really tight when we're trying to put that agenda together and the board packet together. >> Where would that be changed? >> It's in f uh be local. >> So it be
071within not the board operating. It'd be in BE local. Yeah. >> Okay. >> Yeah, I see what you're saying. I think that makes sense. >> Okay. So we can come back to the procedure around that. Um just a couple other notes to make sure we all read it. As soon as we pass this, uh, voice votes are no longer allowed in board meetings. It's going to be, uh, a record vote, which means either a show of hands or a roll call. Um, so I think we just need to agree like what do we want to do? Do we want to do roll call or we do want to do it show of hands? I think and then if if it's not unanimous then we probably need to do a roll call because we have to
072you said we have to document who's >> well's been doing that already in our minutes. Yeah. So she's just been I mean luckily we haven't had a lot of distension and just note that abstensions it used to be that would be included in the minutes if you requested. Now no matter if you want them in or not your abstension will be making the the minutes. rationalization behind the shelf. >> It's all when the last legislation legisl should sees and jeez Louise the last session concludes TASBY goes through all the laws and then rationalize that with policy local and legal to make sure that it reflects. So something in the law changed >> okay now I got it. That's crazy. >> Yeah. Um I just want to update for the record. I know Mr. Robertson here,
073but I know there was a request of this board last meeting to allow public comment at every agenda item. This policy actually states very clear that public comment must be at the beginning of the meeting. So, I'll remind you all that you are more than welcome to ask anybody in the audience a question during an agenda item about that item, but we will remit public comment to the beginning and only at the beginning of the meeting. Um, Do you know if we have any contractors that are going to be affected by the DEI policy? >> Not that I know. >> Okay. I'm assuming that every school district in the state is going to be in the same bucket and I'm sure the contractors that serve the K12 space will probably change. >> I'm sure there
074are. >> Okay. Uh so note there is that any contractor that has a DEI policy or has somebody focused on DEI, their contract automatically is terminated or can be terminated. Um, those are all my notes. I did have one about the AI comment, and I think we talked about this the last update, too. Um, I think AI is like the internet and calculators. If you tell students that they can't use it, at some point, they're going to be on [clears throat] the wrong side of that war. Uh, and I, you know, to be fully transparent, Mindy and I talked about a little bit today. I think, you know, with the help obviously of you, Miss Pac, like a curriculum that figures out how to embrace this new technology and leverage it and teach kids how
075to navigate it is going to serve them much better than avoiding it, [clears throat] >> especially when they leave school. >> Agree. >> Those are only notes I had. >> Any other discussion? All right. So, I would recommend if we make a motion to adopt as presented and then we'll have an and then somebody can make an amendment to um change the 5 days to 7 days and pass the amendment and then pass the second first motion and we're we're set. >> You mean the 10 >> 10 Well, sorry. Yeah, 10 to seven. I'm just The original was five. >> You said five, but it went down just >> Yeah. With two. >> Yes. with the change. >> So like in one motion, but >> I move we adopt update 26 with changes of the
07610day notice to 7 days. >> Perfect. >> And then that other thing. >> Great. Motion by Rich on the floor to do what you just asked. Is there a second? Second. Second by Dave. >> Any other further discussion? All those in favor of adopting as presented with the one change of the 10day deadline moving down to seven say I. I >> I [clears throat] pass the [laughter] all opposed. Motion carry 70. >> That was the other thing. Yeah. Um well we they can do either one but I was just asking what you guys was. Um, moving on to approval of the board resolution regarding SB11. Dr. >> I had provided you all some information regarding Senate Bill 11. Do you have any questions or need any clarification on that >> the regarding the resolution? >>
077Yes. So, we're just basically accepting what the law is that we can, but have we designated specific time for the exercise of this? So the the resolution that's in front of you right now is stating you're basically reinforcing your our current policy with which means that students already have the right to pray and the right to bring a religious text such as the Bible and read that Bible and they can do that whenever they so choose. Um, Senate Bill 11 is would require a lot of other things such as a designated time designated space, require that um the school district come up with a form, receive uh permission, and only allow students who we have permission slips on to be able to participate in that designated prayer time or reading of the Bible, including staff.
078and then a lot of other tendrils to ensure that we don't accidentally have anybody who's we don't have a permission slip on accidentally participating and we have to ensure they can't overhehere anything that's occurring within there and then also ensure that no student or staff members coerced into participating. So lots of tendrils to Senate Bill 11 when we actually already have policy in place that uh protects students right to be able to engage in prayer and reading of texts. So this resolution um essentially reinforces the policy that we already have in place versus moving in the direction of Senate Bill 11. >> Okay. >> So then the motion would be to adopt the resolution. >> So I make a motion to adopt this resolution at the board of trustees uh regarding for student religious expression
079as presented. I second. Sarah Jane moved and Isai second to adopt the resolution as presented in its current state. Any other discussion? All in favor raise your hand. All opposed. Seven. Um so we'll detail we'll we'll make the correction on the thing to include Brian's name on the bottom of the resolution. >> Yep. This was drafted before his >> I understand >> what resolution >> where's his name? >> It's on the very bottom very on the resolution for the bill. >> Each vote has to be detailed. >> Oh, [clears throat] gotcha. Okay. Sorry. >> No, that's an easy fix. >> Yeah. >> Okay. Or you can just cross his name out. >> Works for me, too. >> Yeah. Okay. Cool. All right, moving on. Uh resolution amending authorized representation through text pool. >> Yeah. Uh
080so when we make uh payments to tea or to bank bank New York Melon or UNB when we're paying bonds or recapture, there needs to be two confirmations for the district. One of them is myself and the other one is the superintendent. Currently Darren is on that uh list and we need to change that to Dr. Great. That takes a a resolution from us, huh? >> Yes. >> Okay. Pretty straightforward. >> I approve. We amend the authoriz uh resolution. Approve the resolution amending the authorized representative to text pool. >> Second. >> A motion and a second to uh replace Mr. Web with Dr. Kern's name on our banking information. All those in favor? All opposed. 70. We also uh is the investment pool the same thing. Same. >> Okay. Same context just uh different financial
081instrument. Any questions for uh administration? No. >> I need a motion. >> Make a motion to change over first public from Mr. Web to Dr. as present. >> I'll second motion in a second. That was Sarah, Jane, and Michelle. Uh, any discussion? >> I We can vote. I have a question. >> I have a question. >> So, who's the Are we also naming the investment officer? >> It's going to be Dr. Curran. >> So, that's one of these documents does that? >> No. >> Do we need uh the There's needs to be two investment officers. One is myself. I'm already certified one and there's a backup position if in the event that I have an untimely absence then there's somebody who's uh there and it would be the acting superintendent. So she would just need
082to be trained go through investment officer training. >> Okay. >> Thank you. Any other discussion? All those in favor? Opposed? 7. >> And then in the consent agenda, we have our usual financial reports and minutes. [clears throat] >> I move we approve the consent agenda. >> Second motion from Rich, second by any discussion or questions? Finally got some here. You're out here this morning. Got some money. All right. All those in favor? All opposed? seven. >> Uh Dr. Curran, any items on your uh report this month? >> Um just going to share uh for you know the public's consumption is that we did talk about our strategic planning and we set some dates up for that. So we've got um our first series of meetings will occur on March 23rd and 24th. Um, and we're
083going to be inviting community participation to our community advisory meeting um, on the evening of the 24th, which will occur right here at 6 PM. Um, and then we will have another series of meetings that will occur in April. And the first one will be for community participation again on April the 29th. Yes, April 29th again at 6:00 p.m. right here at the MAC. So, um, we're looking forward to hopefully having good robust, um, community participation and and helping us with the strategic planning process. Um, the other thing is it was just going to follow up for the last board meeting. We talked about um potential of uh, looking at doing something with the administrative building. And so, I was just going to kind of update you that we've been exploring some potential options and
084it looks like that we will be able to come up with something that's within budget. We've explored a few different uh ideas at this point in time um of looking of how maybe even to do some restructuring within the administrative building with the intent of um trying to maybe add an [clears throat] additional office space with with some really large offices that we have right now. Maybe reducing those sizes to create um that growth potential should we be in this building a lot longer than what we had originally intended. So, we're kind of looking at that 7 to 10 year. We are going to be here for the next 7 to 10 years on this building. How can we use this opportunity to not just do a little bit of new carpet, new paint, but
085actually make this building functional for that kind of time frame that that's what we end up with. So, uh we've got some good options um for either remodeling the existing structure with a slight possibility that we may even be able to do within that budget a small addition that would provide a couple of spaces. So, we're we're looking at all those different options right now. >> It's exciting. The only thing that dawned on me as I was listening to you talk and I was watching you guys tape on the floor when I was there last uh we ran into some asbestous issue at the elementary school. >> Yeah. >> That building's got to be of asbestous age. >> Yeah. And we would we would handle it the same way that we handled it at the
086intermediate school. Just encapsulate it. We wouldn't we wouldn't pull immediate. Okay. All right. That's a lot cheaper, right? Yes. >> Yes. >> Good. >> Okay. >> So, that's kind of >> just know that that dust in your office. >> Yeah. [laughter] >> Be careful. >> Perfect. Um, so yeah. Um, so if you have any questions for me about that, but that's that's really kind of it right now that that I had for you today, unless you've got something for me or any questions for Okay. >> All right. We uh do have some items for close session. Uh so we'll be moving into close session. Uh we'll take a brief three 3m minute break uh out of open at uh 8:31. Come on. order uh 856. >> Thank you for everyone's patience and time this evening
087for close session. [clears throat] >> Uh do we have any uh unfinished business from close session? >> I move we approve the personnel hirings as discussed. >> Great. We got a motion from Rich to approve the hires as presented. >> I second >> and a second from Michelle. Any discussion? >> All those in favor? Opposed? Second. >> I have a motion to discuss real quick. >> Sure. I would like to move that the board finds that there is a public interest served for the district to pay costs of legal fees as discussed in close session for district staff who have incurred or will incur legal fees or cost to defend themselves and or protect themselves from Mr. Gillis's conduct, including his filing of frivolous or knowingly false grievances and or false allegations against the person
088for the primary purpose of harassing or maliciously injuring the person. The superintendent is authorized to implement the payments described in this finding and to determine the eligibility of employees for such payment. >> I'll second. >> We've got a motion on the floor from Sarah Jane that I'll summarize as saying that we're going to cover the legal fees from a specific set of accusations and actions for Mr. Gillis should they need arise. And a second from Rich. Any discussion? I think the only thing I'd like to offer is that this [clears throat] is not a change to our grievance policy and I would encourage any parent, staff member or student who feels that they have been wronged and want to go through that process to go through it. We've had plenty of grievance hearings on the
089campus and in this boardroom and they've all gone very amicably and come to I think a very fair resolution. So, for those that are paying attention, I hope that is not, but when a line's crossed, uh, I'm glad that this board is considering defending our staff should that time come. Any other discussion? All those in favor of the motion. All opposed? Motion passes 70. With that, no more further business, >> right? >> All right. We'll close at 8:58.
