To the flag of the United States of America to the republic for it stands one nation under God indivisible with liberty and justice for all toy indivisible. At least this is one of my favorite parts of uh what we do here. Got some recognition to go on. So maybe you'll go ahead and hand it over to you. >> Yes. And I'm actually we're going to recognize several different groups tonight and I'm going to pass it out to Miss Hastio because all of our groups from high school and so she's going to introduce them. >> Yes. So we're going in alphabetical order. Uh band, cross country, DECA, and volleyball. So they'll all be right in. All right. Stay tun sure. All right. I'm Miss V. I'm one of the band directors. This is a portion of
our fall marching band. Uh we went to region UIL region contest in October and received unanimous first division ratings which is the highest rating which advanced us to the area round of the marching contest where we went and scored three places higher than last year. So that's the second year in a row we've advanced to area. um hoping to follow that up in March on March 3rd with first division ratings and concert site reading which would complete our sweep stakes for the year which is what we did last year. So hoping to hope this is the first of many of these consecutive meetings for us. Awesome. [applause] Okay. Turn around. Picture. All right. So, we are cross country. Coach Alexander sends her apologies. He's not feeling the greatest right now. 6 months pregnant. She spent
two days at track this weekend. So, she night off. Um, so this is cross country. Um the girls and boys are both twotime district champions. Um and we saw a lot of success this year. My Joshua is twotime district champion over there. Um we also were uh the team was also JV champions for both boys and girls and freshman champion for both boys and girls. We also had a JV uh freshman girls champion and a freshman girls champion. Uh this year we basically swept as much as we could in the district meet. So, we took home six titles at that meet um and a couple of individual titles. The team is growing. We have lots of freshmen on the team. It's very exciting. This year, we got to host our first summer camp, which running
cross country in the summer can be a bit tough. Um and then at districts, if you look at the picture, uh we had, if you can go back a little bit, we had um an incredible amount of showing from different athletes all across different sports. We showed up with 52 kids that day. We've never had a problem filling a bus or or never we never had an issue, but this time we did. We were like frantically figure out how to uh fit everybody, but we had an incredible showing at district. It was an awesome meet. Um we look forward to keep growing our team or constantly growing our team every year and um just couldn't be more proud of everybody. Um there's your varsity girls championship team. Um we keep going varsity boys and keep
going. the other way. Sorry. >> That's okay. Um, this is our girls team. It kind of captures what our team feels like uh every time we race is just team bonding. So, there it is again. Um, boys were 18th at region. Girls were 13th at region out of 24 teams. So, there's your champions. Turn around. Good job you guys. Our sports team [snorts] Okay, good evening. I'm Dr. Webb and this is these are my DECA champions right here. Um, we started DECA, as you know, four years ago and we had 15 students that we really had to wrangle in and now we're up to 69 student members and 22 professional members from the area. Um, our students have been working hard, not just these students, but on campaigns in the area. We, um, had community
service at the trunk or treat. We, um, had a professional speaker. Miss Deman came in and spoke to our real estate and our, um, DECA members. We, um, had a mock competition. They have been doing lots of study and practice, studying for the DECA exam and also practicing for their role plays and and the sorts. They were preparing for the district 5, that's the Austin area uh career development uh conference competition. There's approximately 3,000 students and um um advisors at this at this conference that took place at the Kalahari Resort on December 15th and 16th. It was two days this year instead of one. Um, these students here are nine students qualifying to go to state in Dallas February 19th through the 21st. Um, Riley Coller and Weston Walker Weston did the entrepreneurship team decision-making.
Tristan uh Smith and Shawn Weman. Um they also qualify in the entrepreneurship team decision- making. Jack Deman and Joshua Ferites. Um hospitality service team decision-m and BB and Molly BB um Inman and Molly Roberts travel and tourism team decision-m. So, they are all going to state in hopes that they will advance to the international ICDC um competition. That's the big one in Atlanta. That's in um April. And uh I'm going to um just say something about Riley Coller on the end. We're super super proud of his accomplishment in the Austin area. Um he campaigned, he took an exam, he did an interview, um he did a campaign, he gave a speech, and he is um now a district officer, vice president for the Austin area, Deca. SO REALLY PROUD OF THESE GUYS and they do
a lot of studying outside of class, mock competitions, on and on. So they worked really hard to get where they are. proud of each one of them and uh they represent the district very well. Great job. Hungry. Yeah. Good evening, guys. Um, first of all, thank you for having us. Um, I'm Lisa Gonzalez, the head volleyball coach. Um, and these are some of our returning varsity athletes. Um, super proud of them this season. Uh, we reached the second round in the playoffs. Um, uh, won our first round by district volleyball match, uh, for the first time since 2022 this year. Um, super excited to have all of them returning. Um, won another district championship with this group, so that'll mark the second year in a row. Um, and just super excited for what's to come.
We have a long season from August to um early November and these kids are just super fun to work with um and come in every single day ready to work, ready to have some fun. Um and we're we're excited to have all of them back next year. So, thank you guys for having us. [applause] Come here. >> Okay. 1 2 3. Where are you? >> Thank you. Thank you very much. All >> [clears throat] >> right, we'll move on to uh public comment. Uh David being out today. He said he's going to keep track of time. Looks like we just have one interrupt. Thank you, Mr. President, and board and staff. Have a hard following those young men and women. These guys are great. Um, I try to be quick and concise. Uh, board members,
I want to speak tonight about process, transparency, and the ability of citizens to provide meaningful input to this board. While the ISD meets the statutory requirements for agenda posting, and agendas are typically published six calendar days in advance, which is, I think, great. The issue I'm raising is not timing, it's completeness. Right now, your agendas are published without accompanying packets and citizen comments. Agenda and non-aggenda occur at the beginning of your meetings. The practical result is that citizens are asked to comment without access to the same information the board will later review and discuss. This makes informed public feedback extremely difficult. The board appropriately relies on staff input, individual trustee research, discussion, and open meetings and citizen input. But citizens cannot meaningfully meaningfully contribute without access to the same non-privileged materials the board is considering.
Agenda packets are not confidential. They are foundational to transparency and informed participation. By comparison, the city of Log Vista publishes completed agendas with accompanying packets often referred to as agenda packets for city council and all boards, commissions, and committees. LISD publishes agendas several days in advance, but without packets. My ask is straightforward. Please publish packets with your agendas. Doing so does not restrict the board or staff. Agendas can still be amended within statutory requirements and packets can be updated or supplemented as needed. The goal is not rigidity. It is transparency and better decision-making. An optimal process that supports informed participation by trustees, staff, and citizens will look like this. Publish agenda packets with the agenda. Keep non-aggenda public comments at the beginning of the meeting like right now. take public comment on agenda items after
the item has been opened and after staff third party or trustee presentations so citizens can respond to the infor the information presented. If publishing packets with agendas is not currently feasible then at a minimum agendas should be updated online when packets become available and public comment on agenda items should occur during each agenda item after presentations and discussion not before at the beginning of your meeting. Those two changes alone would materially improve the quality of public input and support more informed poor decisions. Citizens are not obstacles to governance and I don't think that you all believe that they are a resource. Transparency enables better scrutiny, better decisions and greater public trust. Thank you for your time and consideration. >> Thanks. Thank you. Thank you. >> No other late editions. Great. Mr. Stoner Ed [snorts] Jeremy
Portello from AIP here to uh go over the annual financial review board. Thanks for having me here today. >> Yeah. Yeah. >> So, I prepared a little PowerPoint that kind of summarizes that big bound book. Um, it's a good read. Um, you need help going to sleep tonight. Um, that give that thing a couple turns. Um, there's a lot of financial information in there. Um it's no small feat that um the district gets a lot of money and and has a lot of compliance requirements with those funds and and your your finance team here does a good job of you know keeping all that all that together and all that reporting correctly. Um I'll go over the the bound document here. Let me see if I can play I got to point to you maybe.
training. >> I bet if you told Colleen slide, it would work. >> Okay, so um >> just kind of what's in an annual financial report. There's a couple documents in there as well as financial information. The reports in the auditor reports in here are the independent auditors report that and then I'll go over what that is. an internal control report over financial reporting and compliance in accordance with GE government auditing standards and then a compliance on each major program on internal control over compliance in conformity with the uniform guidance. That's because you get federal dollars and you have to have a single audit. And then finally, there's a schedule of findings and question costs that kind of recap everything um the above three uh opinions as well as goes over what the major programs are
that we had to we had to audit. um the independent audits report. It's on page one of the bound document. This is our our letter to to the public on on what we're engaged to do and that's audit the financial statements of the district for the fiscal year ended August 31st, 2025. Um the standards we followed were uh general generally accepted auditing standards and government auditing standards issued by the controller general of the United States. The purpose again is to form an opinion over the financial statements and if they're in conformity with generally accepted accounting principles. Uh we'll say that these financial statements you have in front of you are um to get an unmodified opinion. That it's the highest opinion you can get from an independent uh accounting firm. That basically means that you're
you're in compliance with generally accepted accounting principles. Step closer. Okay. Uh This one's lagging. Okay, there we go. Um, the next uh opinion letter that we give is the independent uh or the internal controller or finish reporting in accordance with uh governmentality standards. Um we do look at your compliance uh requirements with general uh laws and grant restrictions and we have no material weaknesses or significant deficiencies in internal control or non-compliance issues related to the financial statement. So a clean opinion there on in accordance with government auditing standards. Next, we did have to do a single audit over your federal funds since you do expend over 750 uh,000 in in a fiscal year. Uh that number is climbing to $1 million. um uh next fiscal year, but I still think you'll have a single audit.
Um the major programs we reviewed were was the child nutrition cluster. That's your breakfast and lunch program. Um we on that on that program, we did have an unmodified opinion. Again, a clean opinion. No internal control uh weaknesses or non-compliance or question costs related to the program. So another clean audit on on just those uh funds. Lastly is a a schedule of findings and question costs. The name sounds um negative, but it's just the title that uh the feds have required to be um give, but it basically summarizes the audit reports that I just mentioned and it also identifies the the the major program we had to audit, which was the child nutrition cluster. Again, the district does qualify as a low-risk audit. Um so we only had to um audit 20%. If you were
a high risk, we'd have to audit 40% of all your federal awards. Um the child nutrition program still um is your main federal funded program. So we would have hit 40% anyway. But the the fact that you're a lowrisisk audit means there had you haven't had compliance findings in the last 2 years. So you stayed clean and and so you'll be in lowrisisk audit for the next two years as well. [clears throat] Quickly some financial highlights. I'll go over just the major funds um of the of the district. The general fund had total fund balance of 7.7 million. Um an unassigned fund balance that's over 3 months operating reserves. So um if the district didn't bring any more money, you have enough fund balance to support 3 months um of operations. GFO um is a
is a finance officer association. They recommend anywhere from 3 to 6 months. So you're right at the bottom end of that. So you have a healthy fund balance. The fund balance did decrease in the general fund by 478,000. Um, and that was primarily due to revenues being received a little less than what we budgeted by 525,000. That said, expenditures were also controlled and less than budget by uh almost a million dollars. So, we didn't bring in that the the money we thought we did, but we we controlled the spending so that um you know, we didn't dip into fund balance any further. That said, our change in fund balance was 481,000 more than we were expecting it to be decreased. So, um, we thought we'd be a lot worse, but, um, the district actually controlled
its spending and and and turned, uh, turned out a little more positive. The next three, uh, two funds that were major is your debt service and capital projects. Uh, debt service fund. Um, I think I might hit that. Looks like there go. The debt service fund, sorry, liver fund did increase by 433,000. And that's mainly due to your property tax. So you're building your fund balance to absorb any uh future debt payments that you have. The compressor fund decreased the most out of uh all the funds, but um that was expected because you you were spending your bond dollars on new facilities and um improvements, and that decreased by 6.3 million, leaving about $2 million at the end of the fiscal year uh for future restrict uh construction costs. little information about the property tax
which is uh um kind of the district's main funding source. Uh the tax rate did decrease um from prior year to um 2025 but property values increased over 2%. So you kind of netted an increase of 2% from 2024. So kept the tax rate low but DSS values um kind of helped you balance out. Finally, the letter that we just passed out is our required communication with you and it's our letter of conduct of audit. Basically describes how the audit went. Um the accounting policies in the that uh we did have have to adopt a new accounting policy over compensated absences. Um, so we did have to restate your f your net position, which is um at the full core level, not not at the the the general fund or any of the the way
the way the district operates and manages its funds. But at the full core level, we did have to restate your fund balance by or your net position by u 1.7 million and that was just a requirement of this standard. That said, accounting estimates and and disclosures are in the report. Um, and we evaluate all those estimates and make sure that they're consistent and sound uh to the financial statement figures themselves. If we had any difficulties um in performing the audit, we're required to to let you know that and we didn't have any difficulties or disagreements with management. And management has provided us everything we need to to perform our audit. Finally, um you were in compliance with PFIA, which is your public funds investment act. So you you're requ you're doing your required trainings for
your investment officers and you're investing in allowable investment vehicles um that the state mandates you you can only invest in. So I think that was the last slide. >> Yeah. >> So the capital project funds is that all or can that also be under capital projects? only is that's why it's restricted. >> You all have the full report in your packet. I'll start the presentation to automate. Any other questions? >> Thank you, Jason. Jason team, thank you. Uh we are going to sign off whether we approve disapprove the audit. So I need a motion or anything. We approve the audit present. I'll second. There's a motion on the floor and a second that we approve the audit as presented. Any discussion? All those in favor? >> I. >> All oppose. >> Thank you. >> Now
we're moving on to Dusty from RBC. uh talk through kind of some bond planning, financial long range uh [music] excellent friends. >> I'm going to let you drop better than me. >> Well, good good evening y'all. Just want to show this wasn't >> right. Okay. >> Good good evening. Good evening. Uh again, Dusty Trailer with RBC Capital Markets. We have the honor and privilege of representing Lago Vista ISD as financial advisor. Um the packet information that or the presentation I'm going to go over with you guys this evening kind of ultimately gets to um calculation of potential future bonding capacity for a bond in the future. And so there's a number of slides before we get to that to kind of build the case and talk to us about how and why. So we'll go
through that. Um and and one it's good to see everybody. I hadn't seen I hadn't seen you guys in about 2 years. So good to see you. And some of y'all I haven't met before ever. Good to see some new faces and and I know Mindy, so good to see you. Um the the page the page before you here just starts out with our outstanding bond portfolio for the district. The district currently has seven outstanding bond issues uh with principal amount that totals 67.36 million outstanding as of right now. um that's actually paid down at least on these these seven issues from a total of about originally about almost $98.5 million. And then down below at the bottom of the page, we provide two graphs that really are graphing the same thing. Those are the
annual those are the district's annual debt service requirements just depicted graphically. And you can see that our required bond debt service is plus or minus about $6 million per year. Now you see the kind of the two little boxes there and the the check the check boxes uh in 26 and 27. What those represent are the additional amounts of principle that we anticipate that the district is going to retire uh this year over and above what is required. You guys have been defeasing bonds, paying bonds off early for the past few years, and we're we're planning uh for you guys to do that this year and more than likely uh again next year. That's what that those two uh dash boxes represent there. And and that's really really fantastic. So if you look if you'll
look with me on page three, what page three really shows us is going back to 2014 where you guys have either refinanced outstanding bonds for debt service savings or paid off bonds in advance of their mandatory uh principal payment dates to achieve debt service savings. And so over that time frame, y'all have either refunded or defeased about $43.5 million and reduced interest cost by a total of about $9.28 million. And so that's one of the things I just I want to congratulate you guys on is you guys take an active management approach on the INS side of things. You guys are not just kind of saying, "Hey, we got these bonds over there. Let's just forget about them. we'll pay them off when we pay them off. But you're taking the opportunity to pay those
look at look at opportunities to reduce interest cost and to you know utilize growth in tax base to actively manage the bond portfolio and and pay certain percentage of bonds off early. And that's that's helping you out two ways. I mentioned the interest cost uh piece, but it's also helping you out as it relates to helping to create maybe additional future bonding capacity that we wouldn't otherwise have real. I think that needs to be highlighted here. >> Yeah. >> And and Jason stays on top of us throughout the year. Like for instance, as you guys are at your, you know, in the budget tax rating rate setting season in July and August, Jason's Jason's communicating with us going, "Hey, I think we've got some capacity this year. Let's double check and get an agenda item
on there to make sure we've got the ability to do that as part of our as part of our tax rate." So, absolutely. >> Thank you. Um and then on page number four, anytime we're going to talk about bond capacity, the other the other part of the equation other than outstanding bond uh payments and bond portfolio is what has been our tax rate history, what has been our tax base history. So TAV is the taxable assessed valuation. So what we've got on this this slide is 10 years worth of data for both. And as you guys can see, and I don't have to tell you guys, generally the tax base has been going up pretty dramatically with a little bit of a decrease this past year, mostly related to the increase in the homestead exemption
um that we that we just had increasing the homestead exemption from $100,000 up to $140,000. And then the other the other part of this is your tax rate has been going down. Um, going back to 2017, our total tax rate was $132 per $100 valuation. Now you guys are just a little over 10169. Um, and that that's comprised of the M, the maintenance and operations portion, and the INS, the interest syncing fund portion. The INS portion being that portion of the tax rate that you use that you utilize to pay your bond debt service. And so that INS tax rate has pretty consistently since 2022 been 32 cents. And so on the next page, we just really lay out a summary of assumptions of how we utilize who we utilize of that information and the
assumptions that we make to look at uh bonding capacity. So in our analysis, we assumed a bond election for probably May 27 is what we assumed in the in the analysis. We assumed also maintaining the INS rate at the 32 cent. So not increasing the INS rate above that. Um assuming that we would also continue to uh pay off bonds in advance in advance of their dates. with the feasing bonds. Um, and then assumed a little bit of continued growth in the INS tax rate. I brought that down to about 1 and a.5% for a few years and then 1%. I know previously for several years you were growing at a much faster clip than that, but it does seem that property values have kind of slowed down in terms of their growth. So, we
we brought that number down. You guys collect your taxes at almost 100% 99.5% assuming the the uh additional state aid at the $140,000 homestead exemption. We ran our bond debt service. When we ran performance on our schedules for bond capacity, we assumed a 5% interest rate. If we were in the market today for 25 year logo Vista ISD bonds with the state's PSF backing, we'd probably be at a 420 430 um interest rate. So we we've left some cushion there just to be conservative because we're not really our analysis is looking at bonds that would be issued for another year and a half. Um and then assuming you continue I already mentioned the defasing process and then 25 year amorization and that's primarily what you guys have done on on your long-term bonds for facilities
about a 25-y year payback. State law allows you to go up to 40 years. Uh we've never done that here at Lago Vista. Not very many districts go uh 40 years, but 25 is a good is a good term because it usually does a good job of matching the term of the debt with the useful life of the assets. So that's that's what we did here. And taking all that information and just kind of mashing it together, the analysis shows that staying at a 32 INS tax rate, we would have bond capacity of just under $113 million. And there's there's there's nothing of course that that would require you to go out and do a bond for $113 million. I mean, if you had the needs, then sure. But that's where we, you know, say,
"Hey, if you had to rev the engines and get the max out of what you could really get staying at the 32, this is what you could do. Now, you guys committee together and go ahead and look at your facilities needs and come back with a bond program that say less than that. We can tailor it and design it to, you know, stay at the 32 cents or look at something else there, but just not going over the 113. Have you seen high school cost? >> $500 a square foot. >> Yes. >> So, you're looking at 400,000 ft sometimes. >> Yeah. >> Times five. >> That including track facilities or >> That's everything. So if we okay 200 million plus >> that's with track >> that's what track >> and then the the final page
is just that's just really the spreadsheet that where we really lay out the numbers. If you guys can't go to sleep tonight, have a hard time nodding off, just study this thing and doze off. But this is this is kind of how we get there. And so the the 112.88 million that the bonds advertised as part of that is there in column F. And then we get all the way over here to column K. And showing that we basically maintain that INS tax rate right around the 32 C level. And it does even actually fall off somewhat, you know, [clears throat] 10 or 12 years later. But and and again, you probably would end up with more bond capacity sooner than that if your tax values start growing again, right? You start getting more rooftops,
values start going up again, you get more bonding capacity than this. If we're able to demonstrate more property growth, of course, one of the things that you guys have in place here that most districts do not is you'll also have the 20% local optional homestead exemption. That's that's all baked into this as well. >> Hey Dusty, how should I think about I know you use 2027 and just pull it forward a year. Does that back the envelope due to the capacity? >> Pull it forward to this year. Like let's >> just say April 26. I'm not saying that >> April 26. I would think it probably moves the needle by $5 million. Yeah. >> Yeah. something like that. >> But one thing that's one thing that I that I do want to point out, we
talked about this the concept about you guys paying off bonds and continuing to do that in this fiscal year as well as next year as well. And that's demonstrated in column E there as well. the debt service that we're showing you that we're actually able to pull out of the district that we're removing from the district's bond portfolio there. So, um you can see there there's there's a couple years where, you know, we're kind of taking some pretty big wax at outstanding bonds uh to get them out of the way and that helps that capacity over there on the on the right side. So, happy to answer any more questions that y'all have. And as y'all, you know, down the road and really start looking at needs, obviously happy to um take another look at
this, modify it, you know, based on your constraints and y'all's needs. So, >> all right. Hey, thank you for everybody. Good night. >> Money. Next up is bond funds [laughter] update. Jason, you were going to share some information with the board. >> Yeah. So, we're still a few bucks out of the 20 2022 bond projects. Uh today, we have approximately about $320,000 remaining in the 2022 bond that has gone unsigned. So uh we should discuss at some at some point at some meetings as to what we need to do with that particular uh money. As long as we stay within the parameters of the propositions [clears throat] that were passed, we can move on that tomorrow. Uh if we go outside the parameters of the propositions that were pass action. >> That's the you said
three the 320s for the 2022 line. >> Yes. You remind me that was the admin the intermediate becoming admin >> athletic. We had nothing left in the 2021. Okay. So if we want to do a nonathletic use of those funds, just take board action, nothing else. >> Yes. And the caveat to that a little bit is that uh back in was it February, March when we were moving uh forward with the intermediate school renovation at that point the board had taken action to to move over funds as they saw fit to cover the 2020 bond. Um I feel like it's just a matter of transparency. If we were to do that again outside of the intermediate footprint, I would like to discuss that publicly just to make sure that there was no issues with with
how that money was spent. Got it. So, I' I'd ask for this agenda item actually just cuz [clears throat] on the back of different discussion, which I'll get to, but any questions or commentary, anyone said on this one? >> I'll say real quick, Kevin. uh that 320,000 that's remaining that's taking out the two buses the board >> but it's un unattributed >> right so that's like more than that it's already been allocated buses >> the pricing on some of the fieldhouse renovation and some scoreboard repairs are still pretty fluid but I've grabbed some money to represent that what that number finally comes in to I don't know so that 320 isn't a hard fast number it it's still pretty fluid. 30 40,000. >> Yeah, it could be as low as >> it could eat into
this 220. >> Yes, it could be as low as 280. That could be as high as you know 3K 360. So, it's still it's still a little bit fluid until we get these prices for the floors in the in the uh fieldhouse and the final number for the repair. Wait, let me understand that. You just communicated 300, right? Did you forecast out for the fieldhouse? >> Yes. >> So 320 is what the forecast would go out. >> Right now what I forecasted isn't confirmed by any contract at this point. And Kraton can probably attest to how volatile those numbers when you think they are and what they actually become sometimes is quite different. >> So I grab 20k for the field. >> So but what that number is I don't know. So, I'm guessing there's
a plus or minus 30k in there. And in the spirit of executing the community's will, right, cuz they voted to pass these funds for athletic uses, do we have our list of stuff to do crossed off or is there stuff little hanging that we need to get to? Everything's a little low. >> I would say we got most of it done. There's some little finishing projects as part of what's already been allocated for. >> There's no additional stuff to to finish it and there's not enough left to future anything. It's just what we have now to finish things out and have it uh functionable for the next 10 plus year. Awesome. So, I was the reason I was asked about this is the original intent of the 2020 bond, right, was to move some kids
around, repurpose this property for administrative use, and obviously we make the right call and allocate it to education, which is what we're here for. But if you go into our admin building, I want to go back to 1974, let's go visit the superintendent at his office, right? But if we have some funds, I don't know the process to like getting some estimates for consideration of reallocating those funds. I don't think we'll move it out of that building anytime soon. I agree with that. >> And if we're trying to be a district of innovation and hiring the best talent and obviously Dr. Kar continue to build out your team like it's hard to recruit top talent, of course you accept it with that felt, right? Like so I think we should look at that in my
opinion. All for it. Greg off the top of your head was 320,000 something. >> You put lipstick on a pig. >> But I agree. Yeah, there is you can do tons of stuff with it. I mean, paint, digital signage, furniture, lighting, >> flooring, >> stuff with the roof. You can do a lot. Okay. start when you it's when you start building walls that you really like external walls that you're getting all these internal I don't want to waste anybody's time. So does anybody have any >> I agree with it >> visceral reaction negatively to like okay so if we can start exploring kind of what that looks like >> knowing that we've got between 280 and 300,000 to take care of final then we can address the formal reallocation by board action at the next
meeting love it thank you any other updates or questions for Mr. All right. My least favorite part of the year, Dr. Curran. >> So, this is the part where we get to recognize our incredible board of trustees for the outstanding work that they do. Um, the highly paid, highly, highly paid work that they do. Um, they all should get a raise by adding another zero to the back of their paycheck. And that is zero dollars, just to be clear. And so, uh, they volunteer their time. Their families make sacrifices every time that they're here instead of at home. They give up personal time. Uh, especially if there's a lot of eventful things happening in the district, such as hiring a new superintendent, then they're giving up lots of hours on, countless days. And so, I
just want to say how much uh we appreciate you and the work that you do. you make difficult decisions um that impact what we do here as a district for our kids not even just for now but for many years to come and so I just want to kind of share with the group of what kind of service we've got represented across the table so we have two brand new that have signed on to be dedicated servants to our district we have >> four years six years four years give or take uh 19 with Mr. Scott and then six years for you as well, right? Um so lots of service represented here. Um and and so we just want to say thank you. And they all had little yellow gift bags there with certificates of
appreciation as well as new polo shirts um representing >> and sorry >> and as well as uh our administrators have given you a gift as well and that's what you see represented there and I think they have a few words that they'd like to share in appreciation as well. So thank you all for your service. We appreciate it. >> Thank you. >> Well, like she was saying, there's a lot of uh fortune, but don't forget the fame uh that comes along with being a school board member, too, cuz I know that's what everybody's like, fame and fortune. That's why you go to a volunteer position. Um, but also really uh we just wanted to say thank you because we were talking about this today of like the difference between working for somebody or working alongside
somebody. And I can say for for all of us, I think the feeling is that y'all are working alongside us because I think we all have a deep passion for just helping the kids of Longavist ISD. And that is like why we do our job and that's why you have uh served on the board. And so like that feeling of we want to do our best for kids. We the these are our kids. These are your kids too. And uh like that working together and the decisions that you make and the support that you give us and our uh our our you know our campuses, our students and everything means a whole heck of a lot. And thankfully it finally got cold uh so y'all can enjoy uh some nice blankets. Yeah. [laughter] Thanks all.
Uh, next time we'll move on to discussion, possible approval of a resolution to establish some non- business days for the PIA. So, in the packet, you should see a resolution. Um we do this every year where we're able to identify some days that would normally be working days which would be Monday through Friday on Saturday and Sunday non uh federal holidays. Uh and those days holding accountable here are important because in uh certain instances there's timely response requirements. These would be non- business days in that case and not count towards it. um staff requirements etc. And so we just need a motion to approve uh and then we can open to discussion. >> I make a motion to approve the resolution this whole document >> As present motion uh seconded by Rich. Any discussion? >>
Most is kind of a standard procedure. All right. Seeing no discussion, all those in favor. >> All oppose passes 60. All right, we'll move on to Mr. Strickler who's here to discuss and give us a presentation around a potential utility easement um on some of the property that we own. >> Hello. Hello. >> How are you all this evening? How are you doing? Well, thank you. Thank you very much for your time. Uh yes. Uh the reason I'm here is to uh make the uh school district and the board aware that there's an opportunity uh to have utilities run along the 35 acre track that the school district uh now currently owns. Uh, I think you might have gotten a map on it. And there's uh your your property uh and my property fronts Travis
and the future Bonanza uh road and the proposed uh wastewater line is to go down the Bonanza uh road area. Uh right now it's clear, it's free of uh previous construction, driveway, sidewalks, existing utility lines, and so that's the most feasible way to run the line. >> Question real quick on that >> because I was looking at Bonanza. >> Mhm. >> And Bonanza currently comes down and has a culde-sac it looks like. So >> it does. It's going that's going to come through that area through that culdeac and in continuation. Yes, that's that that is the that is the plan. >> Uh and and so uh that well yes the cold sack will be straightened out into the the the easement there. So the the easement run uh would run along my property that fronts
Lomman's Ford and then it would run along the school district's property and then it would run along uh the city of Lago Vista. That is a rough uh drawing of of the plats of land there. >> Is there a reason why that's following it? How easy is it? So yeah, on this I I'm with Leonard David. So that on the city plan, if I'm not mistaken, so that road is intended to be built. It's on their their roadway plan. >> Yes. >> In any other parcel of of roadway in the city would be an adjacent easement, a public access easement, ingress, ingress, water manes, public utilities or whatever. Um so if that road is proposed to be built and he's proposing to extend the water line the water man that would be sufficient for assuming
just normal builds on those properties I think it was a 10-in water man a 10-in water man in what will be the easement once the road is built so it's not cutting across it it's just if you could establish that easement that right away now in advance of the road knowing that the road is going to go on these things he's just asking for that easement to be built because it hasn't been reported because the roadway has yet to be built. >> Okay. >> And and it and it's waste water. It >> is waste water. Sorry. >> Yeah. The the water >> the water man already exists for all of these properties on the traffic side. >> And I think you just you said it that is a city owned road that's >> they would
they would own. Yeah. So it's it's in their roadway plan. >> It's in their roadway plan that they will extend Bonanza in this in this situation. And this is how it looks on their records currently. It's just he's asking us for purposes of being able to do it. He could extend the wastewater to that property which would benefit LVISD or there was some other letters that we received. Somebody else has interest but um either way I don't think the city of Logis would be >> you're not asking for anything outside the norm that I can see. What kind of got me confused >> on this? Is that Dawn Drive or is that actually Travis that comes along with >> uh where where this roadway easement ends is on Dawn Drive. So >> the side of
the Where's the elementary school in this in your perspective? >> Uh this survey actually doesn't show it. Uh >> across the way, right? >> It is. It is directly across you're directly across the street >> across the north side that north >> that that's correct. Uh I have I should have printed several but to answer your question it's kind of hard to see. Let me bring it up here. This is this is Travis Drive. >> Okay. So there there's a row of houses that backs up your property >> Travis Drive. Oh. Oh, >> yeah. So, on the LBSD side, imagine some houses and there's an empty lot that we own. >> Yes. >> And if you drove through the empty lot, you'd be on Travis and if you kept going, you'd be in the parking
lot of the elementary school. >> Okay. So, the dawn drive on here. >> It's it's actually municipal way now. But that's right where you come in between the police department and the uh the balance of city hall city offices. That makes sense. Yeah. and and the you know the uh there was also a copy I believe of the easement agreement that was sent over. It is the standard uh easement agreement that the city of Lago Vista uses. Uh but I wanted to make sure that you or anybody that you needed to review it had an opportunity to do that as well. It's, as you stated, uh, it's it's it's pretty much boilerplate stuff. If you're along a roadway, you're going to be required to grant an easement regardless. This just allows an opportunity right now
for a wastewater line to get run very soon. It's been in the it's been in the process for about a year. Uh, nothing moves fast. Uh so uh but we're we're at a we're at a jump off point to where once we get this easement completed, the utilities uh will be run and it'll give you access to you you'll also have along your property any utility whether it's highspeed uh fiber or you any of those sorts of things. Uh, and there's certainly a value ad to acreage that has utilities versus acreage that doesn't have utilities. >> So, I'm hearing that it is a value ad, I'm hearing that it will probably increase property value. Are there any negatives to keep doing this? You think this >> since you don't pay since you don't pay taxes?
I don't think so. >> Yeah. I I was going to say so it's a standard in the city of L that your setback is usually at least 25 ft off the roadway. So it's not like it's going to prohibit anybody from building whatever it is that they want because like you said it's almost a I mean they go together if you have a roadway you have to have utilities but it's usually on both sides of it honestly. So is it was it a 15T >> 25T 15T PUE but there will be >> a 25T >> it's got to yeah it's got to be a 25T wing. >> So I don't see any I don't at all >> I don't see any negatives. I just I I just don't know what we're doing in that property
this month. Yeah. So, it's not that I'm not for a utilities eman definitely for making sure that the cities and the district and the individual taxpayers and property owners are have the best opportunity to do what they can with their property. I just don't know what we want to do with this property at this moment. I mean, I my personal I would prefer not to do an action item this evening, me personally, just cuz I don't know if enough about the property. I I mean, we haven't really talked about we talked a lot about property, but I don't know what we would do unless we want. >> I assume it's in our strategic plan that we put together a year or so ago. I think it would be good to go back and look. it
is in the plan as part of the parcel of land that we own and what we want to do with that from our long-term strategic plan. But and I think that's um the I mean having a utility we're going to have to have that at some point no matter what. I mean that's a no-brainer regardless of what we want to put a zoo on. >> Yeah. It it really makes no difference. >> It doesn't I just um and I think that I think that as far as the city goes and what their long-term plans I think they're helping to write that, aren't they? like the utility easement portion of it because they'll they'll take part in anybody that's a public utility, you know, whether it be AT&T or City Water or Wastewater that he's putting
in for the city. >> Yeah. >> Um cuz like I said, I think somebody's interested in that in that part, but it would make it more valuable to have it than not have it in the end. It doesn't really it's an inevitability. So regardless of the intent to pause and these are all very valid opinions. I don't know how many of them are facts yet. Um unless >> I don't know >> somebody unless somebody has a differing opinion and makes a motion that we have to consider. Uh I'd argue we should probably have somebody take a look at the easement agreement that's not a non attorney which would be all of us. Um, and then we can continue to uh further investigate kind of dig into our strategic plan and kind of dust that off
and come back next board meeting with the response. >> I think that makes perfect sense. Yeah. Yeah. I mean, uh, I've read through the agreement, it is uh just kind of boilerplate stuff. Uh but but as far as the school district's concerned and and uh the comment that was made, regardless of what you build on that property or or if you build on it, you'll need the waste water. If you uh sell the property, the value of the property will be greatly accentuated by having wastewater there because to run that wastewater is going to cost about $400,000. And right now there's an opportunity for you to get it for free. >> Yeah. And so >> and not negotiating but I assume everything that you're asking what you would take care of. You're not asking anything
from us. >> Nothing. The we just as property owners along it we have to grant the easement. But every utility or any utility that went in there whether it would be AT&T waste water wastewater becomes responsibility of whoever installs that particular utility. So no land owner along that easement or any easement in the city of Lago Vista takes on the burden of any responsibility or any uh future expense because of what's there. So it's it's really pretty clean. But I I understand wanting to get the agreement looked over and all that sort of stuff. So, >> what's the timeline on the project? >> Well, we've been working here for a year or well, actually almost 14 months. Uh this the city's had uh uh been a little bit slow with some of the turning that
they've had, but but it's it's gotten to the point to where it's now time to engineer the project and get it get construction documents together. >> And what is the project? It's it is a wastewater line. >> Yeah. Yeah. If the roadway was in it, they would have already assigned the utility. That's what we're asking is just that we know that that's where the roadway is according to all the plans. So just assigning the easement is why the property owner has to be involved as opposed to it's this is what's happening. >> If you go to Google Earth this I mean this has been answered the roads there that is the exact same line. >> Yeah. It's it it it is already good. >> It's just so All right. Barring any objection, we'll go ahead
and table this till next board meeting. >> All right. It's in the >> Yeah, it's in the packet and then I'll uh be here for the next meeting. >> Is that the plan? Okay. Thank you guys. I appreciate your time. Okay. >> Anyone have a chance to review the consent agenda? >> I'll second. Very move and shall second that we approve the consent agenda as submitted. All those discussion in favor. >> Opposed 60. >> Dr. Currant, can we please be thrilled with your first superintendent update? >> They're going to be ripping. Are you ready? Uh the first thing I've got is just to talk about team of eight. And I believe in the past you might be doing it a little later in the spring. Um I'm suggesting that we do it earlier. We have
two new board members. You have me. Um I'm new as well. And I think it creates a prime opportunity to engage a team of eight much sooner. Uh the next thing is I'm actually going to suggest that maybe we do something a little non-traditional in what's been happening. You know what you would traditionally do in an annual team of eight. Um, and I'd like to engage in some strategic planning. Um, that process, I've done some checking. We There are some dates we could kick that off. Um, February is out. The trainers are pretty full um on that. We do have some March dates that we can look at here in a second. And what um I'd like to share with you is a little bit about kind of what I have in mind with that
strategic planning process. So, that process would look like a total of six meetings that we have. Um we would kick it off with team of eight. We would also engage in a meeting, this is all involving the trainer with our site leadership team. Um we would have then two different community meetings followed by another one workshop with the site leadership team and closing with team of eight. And what we do in that process is to create a strategic plan. Um a sort of a one-page document that says what our beliefs are, our vision, our mission, what our strategic perspectives are going to be, our long-term goals. Um some things that we're going to do to measure our progress towards those goals. and then ultimately also culminate in a scorecard, what's called a balanced scorecard in
which um we will track how we're measuring against these different goals in a very transparent way that we would then share out and we would um share progress on that um throughout the the year in board meetings. um so that we can all really align our systems about the direction that we're going. Um and it kind of all works together. The board operating procedures, what our strategic plan is, and then ultimately as well as my evaluation tool would be then aligned to this strategic plan that we've built and our balance scorecard as well. So, it's my opinion that I think that this would be very beneficial for our district to engage in at that time. So, that's kind of the direction I'd like to go with team of eight. Um, and so I'd like to
look at some dates or throw some ideas out there. And if you're not ready to talk about what your dates of availability are, I will share with you when the trainers currently available um to start kicking that process off. And it looks like we've got March uh 3rd, 4th, or 5th, anything in the 9th through the 12th, and anything in the 23rd through the 26th if we would like to get this going in uh March. And you need sorry to do this you said six meetings >> total of six meetings. What we need to do worry about right now is kicking off the first um team of eight meeting and trying to solidify a date for that. The whole process will take about 60 to 75 days to go through. So it's it's not like
anything where we're going to be going like we're going to power through it. We're doing meetings for six days in a row. Yay. No, it's just going to be um we might have we can do it a couple different ways. We might have two or three nights in a row um where we're going through the team of eight and then followed by the first uh site leadership team workshop followed by then our first community meeting and then we would come back maybe in the next month and do the next community meeting close it out site leadership team and then a finalizing team of eight as well. >> Does the full board participate in the site and community or is there a representative? How's that working? >> I don't have those answers um for that. It's
more that's going to be more of a community advisory group. Um you know and I can look at the process here. I brought a little piece of information on this um and I will share with all of you um some information that explores the details of what the plan is. But basically in the workshop with our site leadership team well back up for first with our team of eight. We will define our strategic planning process. When we move into the site leadership team work uh workshop we'll um do a SWAT analysis. will confirm our strategic priorities when we go to the community advisory meeting. They're going to work on again defining that strategic plan process, the SWAT analysis and their belief statement. So everything sort of builds in line and then we'll have two meetings
in a row with community where they're getting to gathering that input and then we come back to the admin and pull that back together to really solidify and create this ultimate document that we've all agreed on. We've had stakeholder input too. so that we can kind of I think there's a real need to align what we all say is important to us um and align our systems and arrows so that we're all working hard and we're all going in the same direction. So that's what I wanted to share with you. Um other than that, uh it has been an incredible start. I'm so thrilled to be here and uh the staff has been so welcoming and amazing. Last week was a great first week. So, um, we're just going fantastic. I couldn't ask for better.
>> Okay. Real quick on those on those dates, will she send you some dates and then what we'll do is we can put it into >> the concern is really that kickoff is the critical one, right? >> Yes. What we want to do is make sure that we secure a date with the trainer. Um, and what we could I'll need more information with them, you know, assuming that we're, you know, I wanted to make this share this with you first, but what it may look like is they may want to do three nights in a row to do that first. And so, I'm kind of okay with pushing that towards more the tail end of March to give us a little bit more time to make sure we have our site leadership team. So, let's
take a look. If you guys are good with that last week of March, I'll just go ahead and get three nights in a row booked. Give more information. But if there's three nights in a row that you all have that week, would that work for you? >> That March 22nd time frame. >> It's the week after spring break. So guess >> that's the best of the options you're giving us. >> Winding up to spring break is probably going to be challenging, especially if you want to get some really strong input on community side. Does anybody know they're not here that week of the 23rd? >> All right, let's shoot for the week of the 23rd. >> Knowing if you're doing three nights in a row, you may have a little e and flow of people
popping in and out based on work commitments, but >> or an hour, an hour, an hour, an hour. >> Yes. And I I I really feel like I'll talk with the trainer some more. What's going to be important is our team of eight that you're all there. But when we move into site leadership team on second night or we move into the community that's going to be uh less is you're going to be involved in your stage and the community may look a little different but >> this is regional. >> Is this ESC 13 or is this task? >> This is this is it's neither actually. Um it's a trainer that I've known for some years um through a company. It's called Mo Casey. um they're very involved in uh supporting public schools in a
variety of different ways. So that's kind of the the direction that I'm looking at right now. >> But Bill Cruz and his team, >> it's Greg Gibson is Yeah. >> So I assume there's costs associated with this for discuss how that works. I know there's a certain amount that asks the commission board and I just want to better understand what that looks like so that we can move forward quickly get >> we should be fine. I Jason I've actually already taken a look at the budget and we're well under anything that would require board action. Um so we should be good to go on that >> and and it's an expense we incur here which is required by law and has to be facilitated. So every time I got refills up, but I assume there's
more because of being started. >> Yes. >> More credits. >> More learning credits. That's all that matters. >> You're going to get learning credits and then I I truly feel like it's going to be worth our investment and what we're going to reveal it. >> Agreed. And so we learned about this in SLI. This is something that I feel especially with the newness of everyone. This is where you build your foundation and your direction trajectory with where you're going to move forward in the next 1, three, five. You're going to be here for 15 20 years. So 20 year plan. >> That's right. >> So I think we're good to go there. >> Okay, great. I'll move forward on that. Get that. >> Any other items? >> That's it for me. Great. >> This point
we'll take a couple minute five minute recess before we move to close session.
