001Good evening. It is now 5:00 and the meeting will now come to order. I'm Ginger Collier, your vice president and would like to welcome everyone to the February 16th, 2026 board meeting. Our regular Lake Dallas Board of Trustees. Board President Lance Stacy and Trustee Greg Bartley will not be in attendance tonight. However, we do have a quorum present. I will be presiding this evening. I ask that you please join me and the board in a moment of silence. >> Thank you. Now we'll have the Lake Dallas High School band students lead us in the pledges of allegiance. To the flag of the United States of America and to the republic for it stands nation indivisible with liberty and justice for all. Texas flag. I aliance to the Texas one state and indivisible. We will now
002move to our student staff reports and recognitions. The first of which our student success. We have Shady Shores Elementary student advisory council presented by Jennifer Bryant. our Shady Shores Elementary principal. >> Good evening, Vice President Collier, board. Dr. Brown, thank you for this great honor. Tonight, I have the privilege of sharing with you some amazing student leaders from Shady Shores Elementary that currently serve on the Superintendent Student Advisory. this. As you know, I know I'm not the first campus to recognize this group. Um, but they um are incredible leaders on our campus. So, they're currently fifth graders and they chose to apply for this um unique role on our campus and um were selected by Dr. Brown based on their applications and um they when I asked them about it, they said they feel like
003um one it means that they're doing a good job. um two that they get to have um student voice in making our school better. And so um I very privileged to honor them tonight. So first up is Ryan Snell. Next up is Isis Arasco and Keegan Martin. And then we have one that was unable to meet um join us tonight, Annayia. Okay. She also is one of ours. Thank you very much. Great. Thank you. Next, we have our student success of LDHS band TMEA region area and all state success presented by Michaela Pal, our LDHS band director. Hi, good evening. All right, so I have the honor of celebrating some of our awesome band students with you tonight. About 70,000 students each year enter the TMEA allstate competitive process. So our Lake Dallas students compete
004in the 5A region track with other students from Argyle ISD, Denton ISD, Lewisville ISD, and Northwest ISD. Students begin preparing individual etudes in July to prepare for an audition on December 4th. And we were very lucky to have 11 hardworking students get recognized in the all region band. So, those students are Gabriel Presley. >> We can clap for him. Zoe Gamble, Jonas Thompson, Mitchell Mesh, Ethan Glown, Enzo Fernandez, Ulysiz Quesada, Gel Perez, Isaiah Grogan Whitaker, Liza Lee, and Esther Kitamura. And just to keep bragging on these students, they actually compete a level up in the 5A division. So even though we are a 4A high school, these students are competing against other 5A high schools and competing in the 5A track. Of these students, we had three Ulisses, Enzo, and Jonas were all selected to
005also perform with the All Region Philarmonic Orchestra. They had a concert on Saturday, December 13th, which was a really special honor. And then of these students, we had six students advance to the next round. So the round after region is area. Those students compete in um January. So on Saturday, January 10th at Plano Senior High School, we had Jonas Thompson on Bflat clarinet, Mitchell Mesh on Bflat clarinet, Gel Perez on bass clarinet, Ulisses on trumpet, Enzo on French horn, and Gabriel Presley on euphonium, which is really awesome. Great job, guys. So, continued success after the area round, the next round if a student were to advance, is all state. Um, earning a position in the all state band is the highest honor a Texas music student can achieve. Region two selects two French horn students
006to advance to area and Enzo Fernandez was the first chair student in our region. Area C selects two French horn students to advance to all state. Enzo was also the first chair student in the area round. And then the 18 best French horn players are left over in the state of Texas. So then we learn an entire new set of music and a recorded audition that gets submitted to the state to be judged by a panel at the state level. So, in the entire state of Texas, Enzo was ranked fifth chair, which means he was given a choice. He could either perform in the All-State Orchestra or the All State band. He chose the All-State Orchestra, which I believe was a better choice. Good job, Enzo. Um, he got to play some really awesome music
007and we actually just returned from San Antonio on Saturday. So, he gave a concert with the 5A All-State Symphonetta Orchestra this past Saturday as an all-state musician, and we are incredibly proud of him. So, Enzo And there's some pictures from us down in San Antonio and his concert with about a hundred other musicians. Again, the best musicians in the state of Texas. It's really a huge honor. So, we're very proud. >> Okay. Next we have our theater Texas thespian festival national qualifiers and Miss Pile's going to take care of that for us tonight. Great. Good evening. On behalf of Melissa Champamp, I would like to share some of the success of our Lake Dallas High School theater program. So 8,000 high school students gather at the Gaylord Hotel for four days of theater excellence. Students
008take classes, see shows, and participate in the Thesby competitions. Students choose and prepare a piece of theater to perform or present to a panel of judges. Based on the scores from all three judges, students may earn the opportunity to perform at the International Thespian Festival this summer held in Bloomington, Indiana. So we would like to recognize Terresa Kut for her monologue. Hannah Champ for solo musical and theater dance and Lily Hoffman for prop design. Awesome. Thank you. >> Great. Thank you. Next up, we have our LDHS choir TMEA SSC Allstate recipient presented by Laura Jenkins, our LDHS choir director. >> Good evening and thank you for having us here tonight. Uh this is Helen Stratton. Um she was our all state student this year. She is a soprano in the Lake Dallas High School varsity
009mix choir and she is enrolled in three honors courses. She participates in journalism and symphonic band. She sings with her worship team at church. She enjoys learning Japanese, playing the violin, crocheting, baking, drawing, reading, bike riding, gardening, and writing. She's a very well-rounded girl. All state performances. This is very much what you just heard. We were actually a team and we all drove down together and drove back. So, this is a bit repetitive. Uh, the all-state performances were held as part of the TMEA clinic and convention February 11th through 14th. Over 30,000 people from Texas and around the world attended the convention that featured over 300 workshops, 100 performances, and 600 exhibiting companies and higher education institutions. This is the nation's largest music educators convention. Helen was chosen for this prestigious honor through a competitive
010process held this year across the state at region, pre- area, and area levels. All State is the highest honor a Texas music student can achieve. Individual musicians perform selected music for a panel of judges who rank each voice part. From this ranking, a select group of musicians advances from their region to compete against musicians from other areas in eight TMEA area competitions. The highest ranking musicians judged at the TMA area competitions qualify to perform in a TMA all-state performing ensemble. Therefore, only the top 3% of musicians who initially audition become Allstate musicians. There is a picture of where Helen got to perform. And to say um one quick fact is this is our second year in a row to have choir all sters uh for the first time ever in Lake Dallas history. So we
011are very very proud of this all stater. Thank you Helen. Thank you. Our next um student success report is our LDHS FFA member awarded supervised agricultural experience, the SAE grant, and we have Dr. Gindle uh presenting that tonight for us. All right. Good evening, Dr. Brown and members of the board. Um Mr. Blaine had something come up and so Nathan stuck with me this morning or this evening. Um and so Nathan's top honors of um a grant, he filled out an application for a project um through the supervised agricultural experience grant project and 1468 submissions and Nathan's was chosen. There were nine students chosen out of Texas and Nathan's was chosen which is a really really big deal. Um and so Nathan, do you want to tell them about your project or do you want
012me just to read? >> Okay. Are you sure? Okay. Okay. Okay. Um so I won't read word for word, but essentially we're looking at a 14 foot welding trailer um from it start to finish um bumper to bumper if you will. Um and obviously every nook and cranny of that he's going to touch. And so not only is he learning those practical skills, but also the time management and the perseverance. Um this is the epitome of a fantastic a project. that will yield a product that can be used. And so we're super excited about this. It's an incredible honor. Um, and he put a lot of time into that application. And so we're excited to see that vision come to reality. So congratulations, Nathan. All right. Okay. And now we have our LDMS robotics selected
013as SAM Ambassador for Sam's Labs, presented by Jessica Boan, our LDMS principal, and Jason Start, our LDMS robotics teacher. >> Good evening, Vice President Collier, Dr. Brown, and board. I do apologize for the disruption today, but that is what most prek classrooms look like. So, um, but I have the honor tonight of, um, recognizing Jason Star. Jason is, um, this is his first year of teaching after being, um, in the military. And so, he's chosen this path and he joined us to do robotics and he's just been amazing from day one since the time we met. But here recently, he was really excited to share that um, he applied and was accepted to become a US ambassador. So I did a little bit of research on my own and they don't allow everyone to apply.
014You have to have used the program so much and have knowledge of the program. And so it it's really exciting that he was accepted. Um so as a ambassador, LDMS will serve as a district voice and thought partner for steam and coding implementation, collaborate with educational leaders nationwide to provide feedback on lesson plans, coding activities, and Sam's lab project products. engage in webinars, case studies, and community discussions to elevate educator capacity and student outcomes. Share his ideas in classroom strategies and best practices with fellow educators, as well as provide action actionable feedback um on Sam's lab lessons um and resources and products to the company. Um Jason has he's just so phenomenal. He just thinks he's normal, but I'm like, "No, you are really doing amazing things." And we are just so so proud to
015have him as um part of our team. And congratulations Jason for being this ambassador. Thank you. Now we're going to take some pictures. So we will start head that way. Okay. And next we have our February teachers and employees of the month presented by Dr. Kristen Brown, our superintendent. >> Thank you, ma'am. We honored our employees of the month and our teachers of the month a few weeks ago at our monthly breakfast and that video will play while we are in close session. All right, the open session of the meeting will now adjourn. The board of trustees will reconvene in executive session pursuant of one or more of the sections of the Texas Open Meeting Act, chapter 551 of the Texas Government Code. The board of trustees will reconvene in open session to take any
016final action, decision, or vote on a matter deliberated in executive session. The time now is 5:53. dealers. Okay. right there. We will now reconvene in open session. The time is 6:38. Okay. We will now move to public comment. There are no persons signed up to speak. So we will move on to the next item on our agenda, which is information items. We have our Lake City's Education Foundation annual report presented tonight by Carla Landram, our LCEF executive director. Welcome, welcome back. Thank you, Dr. Brown and board. Thank you so much for this opportunity to give you all an update about the Lakes Seas Education Foundation. Mr. Blazewick is out of town, so unfortunately he won't be able to join us tonight, but I am honored to present this update. So, just a brief reminder about
017the Lakes Education Foundation. We were founded in 2000 as a public nonprofit corporation with 501c3 nonprofit tax status. It's governed by a 20 member board of trustees that represent a cross-section of the community served by the Lake Dallas Independent School District. All trustees are independent of the school district. However, district administrators such as Dr. Brown serve as a non- voting exeicio member as does Mr. Tucker. I'm also um exeicio as the executive director. And this is a listing of our current board members. We are in the process of this is the time of year when our um annual uh voting opportunity to vote new members in as well as to assign new uh VPs. Currently, Tom Davenport is the treasurer, Trina Isel is the VP of administration, Tina Hicks is VP of scholarships and grants,
018Gary Peppers is VP of de development, Michael Sheay serves as secretary, and Alic Alicia Whittle is VP of community relations. So some financial information with regards to the foundation uh where we are financially at the end of 2025 the cash and investments totaled $3,470,191.92 which is up $53,225 over the end of December 2024. And uh that's really good considering that we awarded $87,000 in scholarships and 57,000 in teacher grants. This cash figure, you notice $232,000. It uh includes $100,000 that has since been invested in mutual funds and bonds. The remainder of the cash amount is being set aside for the upcoming scholarship awards as well as operating expenses. Our endowments totaled 1.9 million, which is up $138,000 over the end of December 2024. So nearly 2 million of the LCEF's assets are designated and supportive
019of specific endowments. As a reminder, the donations to LCEF endowments are invested and endowment awards are made with an expectation of a 5% return on investments. For example, a total if a total of $100,000 has been raised for a specific scholarship endowment, the award would be an annual $5,000 scholarship. The plan is to not touch the principal, but rather to only award the return that's made. This will ensure that awards will continue in perpetuity and maintain solveny. There are exceptions such as when a donation is made for a pass through scholarship in which the entirety of that donation is passed through for that award. Our annual events there are four. Uh May is a scholarship awards reception, June is the memorial golf tournament. November is the annual gayen auction. And January is our prize patrol.
020So, let's talk about scholarships. Um, in May of 2025, we awarded 46 scholarships totaling $87,025. Uh, the LCF was once again honored to be awarded $35,000 grant from the Josephine Hughes Sterling Foundation, of which 17,500 was used for scholarship awards and 17,500 for teacher grant awards. Since 2001, $878,75 in scholarships has been awarded to 539 Lake Dallas High School seniors. May of 2026, we expect to award $87,000 approximately. We're currently accepting scholarship applications through March 27th. I have notified the LDHS academic adviserss and they're helping to spread the word. The information has also been posted on the LCEF website and social media posts and we'll be sending out additional reminders to ensure that all students take advantage of this opportunity. The application does require two letters of reference. So, it's important that students begin working
021on their applications as soon as possible. And the next three slides are um list the recipients of the 2025 scholarships. I apologize it's kind of small, but there were a lot of them. Now, on to the golf tournament. Uh, the golf tournament was held Monday, uh, excuse me, Friday, June 6, 2025 at the Cowboys Golf Club. Now, I can't read my notes. Thank you. Uh this year uh this past year we had one flight with 144 golfers which was uh maximum capacity. Uh then the total raised was $96,76969. Don't forget that 69. So our net proceeds were $51,74.98. As com uh for comparison, the 2024 golf tournament had two flights, which is what we've done uh since the beginning of the uh golf tournament, and it had 188 golfers. The total raised in 2024 was
02296,25 and the net proceeds were 52,650. So since uh the golf committee uh decided to focus on elevating the experience for the golfers changed to one flight and we were received very similar results. So we were very pleased with the results. Um we know the course did have some issue with their greens which has since been resolved and we're planning to hold the 2026 golf tournament at Cowboys Golf Club again this year. those uh four semesters of golf I took at Lamar uh taught me one thing and that is that the the course greens are supposed to be green. That's the only thing I got out of that. And uh so we were very disappointed uh with Cowboys but we had a great time and uh this is a some pictures from that event. On
023to the gayla. It was held Wednesday, November 5th, 2025 at Embassy Suites. Uh we had 394 people signed up. That included those who were doing uh online bidding that weren't actually there, but would say 394 in attendance. The gross proceeds was an astonishing $155,57620. So the net was $11,42466. The the gayla was a huge success generating the largest profit to date. This was in no small part due to the generosity of Tim and Tina Hicks who pledged to match donations made to the endowments at the gayla. Just under $19,000 was pledged that night and Hicks has donated $20,000. Of the total proceeds, $10,000 was awarded to each of the three endowments that were spotlighted that evening, the Morse, Cotch, and Citrus Wagner endowments. and the remainder of the proceeds was evenly distributed amongst the memorial
024endowments. That's the plan that we have going forward with uh the uh proceeds from each of our events so that we can be ensured that the endowments are continuing to grow. And here's some pictures from that fun event as well. I see some people I know there. Great time. And then our grants for 2025 2026. We had a great time at our prize patrol on January 9th. A drum line and some LDHs cheerleaders joined us to help create the celebratory mood. Uh you received from Taylor, I believe, um information regarding the specific grants awarded. It's also posted on our uh website if you are interested in uh the specific grants. They represented a very wide array of needs ranging from pre-K materials to CTE AV equipment and were awarded to teachers at all five campuses.
025We have awarded since 2001 $565,71925 to teachers and staff members of Lake Dallas ISD. And here's some pictures of that day. Our upcoming events, we will have our scholarship awards reception May 14th. It will be held at the Lake Dallas ISD event center at 6:30 p.m. Uh memorial golf tournament is scheduled for June 5th at Cowboys Golf Club and the annual Galen Auction, we've got that scheduled for November 11th again at Denton Embassy Suites. So mark your calendars and then that's all I've got. But I want to say that on behalf of the LCF board of directors, thank you all so much for your support of the activities of Lakes Education Foundation. We're proud to partner with Lake Dallas ISD to help meet the needs of our kids, our schools, our future. Any questions? Thank
026you. Any questions? I I actually have a couple of questions. >> All right. I just want to know if there's any if there's anything that we can ever do to help or you may mean to take this back to thing to your committee, but that we can assist in diversifying some fundraising, maybe some extra things that we could do for staff appreciation, anything like that. Um, just let us know. We would, you know, like to maybe um >> I'd love to take that back. Currently, our bylaws, and that's something that we can certainly amend. our bylaws uh indicate that our our fundraising and our distribution is for grants and scholarships. >> Okay. >> But um yeah, bylaws can be changed. So that's certainly something that we could bring back to them and discuss. >> Yeah,
027I've seen other things where they've supported um all teachers in a different way. Other >> organizations I've seen on social media and stuff where they've given like Christmas >> bonuses or or something to not bonuses but something to the all staff at Christmas. Yeah. Things like that. And then um actually just today I got um the invoice. Um I actually do my family has a scholarship for my mom in a different district and it's not an endowed scholarship. So I was just curious if that was I I know y'all really want all the endowed scholarships, but not everybody can always an endowed scholarship. So we are willing to pay it every month and I mean every year we're willing to pay this scholarship in my mom's name. And then also an opportunity maybe where maybe
028I want to give like a $500 scholarship or more in honor of somebody or just maybe >> Absolutely. And that's I mentioned that earlier. That's the path. Yes. Pass through. So I've already received um three pass through donations so far for this round of of scholarships. Received one today as well. Someone is wanting to honor an LDHS graduate is wanting to honor her father and so she made a donation today. So yes, absolutely. It doesn't have to be an endowment. >> So we could just contact you to want to do set up a scholarship. >> Yeah, we'd love to do that. >> Okay. >> Yeah. >> Thank you. Anybody else? >> No. All right. Thank you. >> Thank you. >> Oh, it's me. I forgot. Alrighty. So our next is our um student success our
029strategic plan update priority presented by Dr. Kelly O Sullivan our deputy superintendent. Welcome. Thank you. Good evening Vice President Collier, Dr. Brown, members of the board. Uh we're going to this evening talk about midyear assessments. We talk a lot at the end of the year and at the beginning of the year of of our accountability, student results, scores. Um, but we're going to spotlight what's going on right now mid year um between January and February, what our students are working on from preK through high school. Um, they are quite busy this time of the year. So, looking at first the purpose of our midyear assessment. So, we know it is absolutely for progress monitoring. It allows us to look at the learning and the continuum of learning and student outcomes that have started at the
030beginning of the year as we've paced through the curriculum and the instruction. And we have check marks and benchmarks and testing along the way. But a mid-year assessment allows us to pause and look and really make adjustments in the classroom to a grade level to a curriculum to a subject if it needs to be down to individual students. So it does inform our students. It also um goes into and supports our state accountability. So when we were talking about this evening um assessments related to Telpass, assessments related to STAR and how those impact our accountability midyear is a time to have students participate in some of these authentic meaningful assessments and have that practice time as well. Not only the practice time, but again adjusting that instruction. and then we're going to look at one
031that supports CCMR along the way. And we also know that is part of our accountability. So starting with all students kindergarten through 12th grade um enrolled in Texas public schools, all emergent bilingual students in Texas public schools participate in assessed areas of speaking, writing, reading, and listening. Um our teachers actually document this in their lesson plans. They plan for students to have the opportunity on a routine and regular frequent basis of speaking, writing, reading, and listening during the class period, if not every single day. Um, and this is assessed through TELPASS, Texas English Language Proficiency Assessment System. And students are assessed in these four areas every year until they are dismissed or exited from the program. So now taking a look at our littlest falcons in prek3. We talked at the beginning of the year
032about the developmental milestone checklist. The principles actually shared out how we are um assessing our three-year-olds throughout the year. And so they have their midyear assessments as well. And they are looking at using sentences of three to four sentences uh three to four words, pardon me. they are able perhaps to sing a song or recite a poem from memory. Also, it supports um colors and shape such as rectangle, square, triangle, circle. So, they are being assessed right now at those developmental steps. our four-year-olds in preK also being assessed through CLI, that's Children's Learning Institute, and it's a little bit more rigorous of course and they are assessing their knowledge of letters and sounds um counting. They are also um looking at those social emotional development, friendships, cooperation, sharing, those types of things. Sorry. And then
033kindergarten also assessing through that CLI model. Um they are looking closely at literacy in comprehension, blending of sounds and then math um looking at patterns and then we see executive functioning um in place that attention in memory that focus that students are able to give. Moving to grades one and two right now, middle of the year assessments. That's TPRI, the Texas Primary Reading Inventory, and that is an assessment of early reading skills, including comprehension and fluency. And teachers use this data to plan individual um lessons and time with students as well as small group and whole group. And then we mentioned earlier about state accountability. our students um third grade through eighth grade have the opportunity they just have finished um some rigorous STAR interim testing even though this does not count towards accountability it
034is that opportunity to um assess where we are assess the in the scope and sequence of the curriculum in the instructional um practices um teachers take this opportunity to look at the interventions that are in place where are we seeing the progress what other challenges are there and how can we address these as we go throughout this spring semester and it does support adjustments to instruction and intervention at high school level. Our high school students also have been participating in STAR intrum um tests and they had them in areas of algebra 1, English one and two, biology and US history. Um and again it is that opportunity for teachers to take note where we are um from the end of January through the middle of February and what adjustments do we make over the next
035six to eight weeks. Um we have a lot of time before STAR. It doesn't seem like a lot of time but but it is quite a bit of a time quite a bit of time to be able to make intervention um plans and to make adjustments to instruction. And then also included now is ASVAB. So students during the month of February also have the opportunity to take ASVAB. And although ASVAB does not earn them CCMR credit, it is directly related to the military. And students take that ASV ASVAB test to assess in areas of comprehension, math, science, and technical knowledge. And then they earn their CCMR credit when they enlist or join the military. And so you can see that our middle of the year assessments um play a play a role in how we
036continue instruction throughout the remainder of the year. And our students are really busy. January and February are busy months for them as it is for the teachers and the administrators and we appreciate them taking it so seriously and making sure our students have the opportunity to practice and show us um their strengths as well as their continued challenges as they monitor um the student progress and inform their planning and um those interventions. Any questions on middle of the year assessments? Any questions? No, we're good. Thank you. >> All right. Thank you. >> Okay. Next on the agenda is our consent agenda items. Consent agenda items are items identified as routine, procedural, formational, or self-explanatory presented as a single motion to be acted on at one time. Does the board have any questions or comments regarding our
037consent agenda? Okay. Not I will entertain a motion. >> I move to approve. >> Move to approve by Mr. Smith. Do I have a second? >> Second by Mr. Tucker. All those in favor, please indicate. And it passes 5 Z. Okay. Now we move on to our action items. We have the consideration approval of state waiver for bad weather days and that is back to Dr. Kelly O Sullivan our deputy superintendent. Good evening again. Good evening. So if we remember just a few weeks ago we had some weather and that weather produced some conditions where it was not possible in a safe manner to attend school and as a result we had four missed instructional days January 26 through January the 29th. Um, and so that is the purpose for us being here this evening
038is to bring for your consideration and your approval that we may request that state waiver for the um bad weather days. Due to the widespread nature of that um impact of the weather, the state has um given some criteria and some allowances that go along with the opportunity to request this waiver. Part of that included um recovery of 900 instructional minutes which equals two of our full school days um before we can request the waiver. So looking um within our instructional calendar the first um two days we have 300 minutes that are already acred through our uh school calendar are banked minutes rather. So that would leave 600 additional minutes that would be required um for us to recover um through our instructional calendar. So uh several considerations um were taken into effect um in
039making the decisions on how to recover those instructional minutes and first and foremost is what's best for students. How can we have meaningful recovery of those instructional minutes to have the maximum impact possible? And so as we look at the instructional calendar, we have uh professional development days on the calendar. We had a work day on the calendar. We also had half days on the calendar. And so we had several different ways that we were able and we also had bad weather days on the calendar. Um and as we looked through and made the considerations, the professional development days that were in February and April, um we had to look closely because we do have agreements with um some of our partners and vendors such as region 11 who had scheduled to come and u
040provide training and coaching for our teachers and administrators. Um and so also um looking at um how can we maximize that instructional time due to the loss of four instructional days before state testing. We just heard about the middle of the year assessments that that our students are um taking um participating in. So how can we maximize that instructional time in the classroom before assessment comes again? And so we took a look at that March 16th. That was a teacher work day. Um and that comes right after a full week of spring break. Um we did not have um people contracted to come in and provide training and and things like that. And so that full day on March 16th allows 450 of those remaining 600 minutes to be um recovered. And then looking at
041our early release days of the 21st uh the 20th through the 22nd and adding 60 minutes per day to those we can see the times that um would uh move the release times two um allowed us to recover 180 additional minutes. So the 450 plus the 180 got us to 630 30 minutes actually over the required. Um and another consideration was graduation. We wanted to make very sure that nothing none of these plans would um have a negative impact on graduation times or reporting or attendance. And so we can see the student report time is 3:30 at on the 20th. And so those release times are well within that window to allow our students um to get there on time and families to get there on time. So the state weather um state waiver for
042bad weather days um after uh recovering those 900 um minutes initially um the state allows us to request um approval from our school board for u to submit that request for the waiver. Um so that is what we're here tonight is to request that approval. Okay. Any questions? If not, we'll entertain a motion. >> Move to approve by Mr. Tucker. And we have a second. >> I'll second. >> Second by Mr. Beard. All in favor, please indicate. Approve. 5. >> Thank you. >> All right. Thank you. Next we have on our agenda item is our consideration approval of resolution of the board of trustees of the Lake Dallas Independent School District regarding employee pay during weather emergency presented by Dr. Brown. >> Thank you ma'am. So uh Dr. Oullivan just presented the plan of how
043we'll recover minutes. What you have in front of you is a resolution that would allow the school district to pay employees for days that are missed. And you'll notice that it says for a total of up to four days. So some employees were scheduled to work on um March the 16th and some were not. And so the people that were scheduled to work would still work and were planning to be paid those days. But the people that were not scheduled to work will be making up one of those days on that day in in in exchange for one of the four days we were closed. So, they would be paid the three days that we were closed in which they won't be making up if you all approve this resolution. Does that make sense? Clear
044as mud. We want to pay people. Thanks. >> Any questions? Okay, we'll entertain a motion. >> I'll move to approve the resolution >> by Scott Beard. Do I have a second? >> I'll second. >> Second. by Mr. Smith. All in favor to approve, please indicate. And it approves. 5 Z. Motion passes. Thank you. Next, we have our consideration approval of performance hall remediation and renovation by our one and only John Modica, chief operations officer. >> Good evening, Dr. Brown. Good evening, board. Yes, our unplanned renovation and remed renovation of the performance hall. So, I think just about all of you got out and and saw this in action, but just in case I think there were a couple of you didn't, here are the before and after photos of this beautiful space. Um, so you
045can see the the paneling there that fell down and we had well over 21 inches of water uh in this space. So, this is the back view looking at the stage. And this is actually the paneling that came down from the ceiling. This is what it looks like now after mitigation and renovation. We had a team come out that night. So, those pictures were from that night. This is um just a couple days afterwards, believe it or not. So, this is where we stand today. Uh so tonight we're coming to do um with a little bit of a consideration approval, but as far as next steps and what we're we're currently in the process of, we've had several contractors come out, David and I either met with them individually or or together um looking for
046specifically quotes to get this space back to where it was. Um so fire suppression lines, uh reconstruction of the framing and ceiling that fells, sound panels. There was even a portion of the wall that was damaged by the water. the auditorium chairs chairs themselves. Um and then of course the carpeting and then along actually in that section of ceiling there was can lighting and of course there was electrical um along the catwalk as well. So to restore that space and get it back to where it was and operational and safe for our kiddos. Next up for us is just that right we have currently met with all them. They've come out and taken a look. Uh we are now just awaiting for what those numbers like look like and the quotes to reconstruct those spaces
047and get them back. Um and then securing vendors and contractors to do that work. So normally um in a situation like this, we would go through our our standard guidelines and practices of purchasing and um acquiring contractors through CH legal. Um however due to the amount of damage and the extensive work needed to complete in this space in such a short time frame um we are asking the board to consider and approve a motion um where you would delegate the authority to the superintendent to secure and schedule contractors as needed to ensure the high school performance hall is safe and operational for school activities. So again, this is a little outside the norm and since because of its emergency status and getting that that space back to operational and safe again, we're asking that you
048approve this motion. Any questions on that? >> I do. Did uh the insurance company give us an estimate yet? >> They are currently also in waiting. Uh the biggest factor in all this was the chairs, the extent of damage and and luckily we work with a good insurance and adjuster and they said we're not experts in this so call someone out and we actually had the original installer come out and look at the chairs and they've given us a an opinion and that's what we'll bring back to the adjuster. >> What about deductibles? >> Say it again. >> Deductibles. Do we know what the deductible is? >> Um we're still waiting for that report. >> Okay. >> But it's >> okay. we think it's good. >> There's two different deductibles. One if it's weather related,
049one if it's not. And so, um, if it's not, then it's a lower deductible. So, all of that information and the evidence has been turned over to show that we don't believe it was weather related. >> Again, we're just waiting that report formally from the adjusters, but all conversations have been good. uh your policy ch local in terms of purchasing is what addresses these situations and so the the motion if that's what you guys uh decide to go with is is written as per CH local to allow us to move forward as quickly as possible within the parameters of working with insurance to to get this facility back on track. Okay. Any other questions? Okay. We'll entertain a motion. >> Do I have a motion to approve? >> I move the board of trustees delegate
050the authority to the superintendent to secure and schedule contractors as needed to ensure the high school performance hall is safe and operational for school activities. >> Okay. Motion by Mr. Smith. Do I have a second? Second by Mr. Applebee and um all in favor please indicate and it passes 5. All right. Thank you. All right. Our next item is the consideration approval of resolution affirming the legal right to choose to pray in school. Dr. Brown. >> Yes, ma'am. Senate Bill 11 requires the school board to take a record vote um regarding uh designated prayer time in school. So, if you'll allow me, I'll read to you the resolution that is before you this evening. Uh whereas the Texas Education Code 25901 affirms that public school student has an absolute right to individually, voluntarily, and silently
051pray or meditate in school in a manner that does not disrupt the instructional or activity of the school. A person may not require or coersse a student to engage in or refrain from such prayer or med um meditation during any school activity. Whereas Texas Education Code 2582 establishes a school district's ability to institute a period of silence during which students may choose to reflect, pray, meditate, or engage in any other silent activity that is not likely to interfere with or distract another student. Now, let it be hereby resolved that the Lake Dallas ISD Board of Trustees is committed to cultivating and maintaining a respectful school environment for students and teachers, and that the Lake Dallas ISD Board of Trustees has current policies FNA legal, FNA local, FM legal, FM local, FNAB legal, which outline prayer
052and school, and that the Lake Dallas ISD board of trustees in consideration of laws and policies recited above votes against a resolution to adopt a state organized prayer policy for our district as contemplated by Senate Bill 11 89th legislator codified Texas Education Code 25823. >> Okay. Um, do we have any questions from the board? >> Okay, Mr. Applebee has a statement. Before taking action on this resolution, the board of trustees would like to clearly state our position regarding prayer in Lake Dallas ISD. The board fully supports the ability of students and staff to pray during the school day when they choose to do so. This ability already exists in our district. Our campuses observe a daily moment of silence silence which provides an opportunity for personal reflection or prayer. Additionally, students and staff may pray
053individually or in groups at other times during the school day as long as participation is voluntary and does not disrupt instruction. We believe our current policies and practices appropriately protect religious expression while respecting individual choice. These policies allow students, staff, and families to engage in prayer in ways that are meaningful to them without pressure or endorsement by the school district. Lake Dallas ISD will continue to implement and uphold these policies in support of parents, students, and staff. The board also believes that approving SP11 has the potential to remove a parents ability to fully oversee and guide the religious practices of their child during the school day. We value parental involvement and believe families are best positioned to make decisions regarding their child's religious upbringing. Our commitment remains to provide a safe and respectful learning environment.
054One that honors individual beliefs, preserves personal choice, and maintains appropriate boundaries between personal religious expression and public. It's with that in mind that I approve I I move that we approve the resolution affirming the legal right to choose to pray in school in which Lake Dallas ISD board of trustees in consideration of the laws and policies recited in the resolution votes against a resolution to adopt a state organized prayer policy for our district as contemplated by SP11 in the 89th legislature codified at Texas Education Code 5.0823. This motion made by board member Aaron Applebee, myself. >> Okay, we have the motion from Aaron Applebe. Do I have a second? >> I'll second. >> Second by Mr. Beard. Okay, this item requires a record vote. So, please indicate your vote one at a time and we'll
055start with you, Mr. Applebee. >> I vote yes. Okay. Mr. Tucker, >> yes. >> Mr. Smith, >> yes. >> Mr. Baird, >> yes. >> And I, Miss Collier, is yes. And the motion passes. Okay. The next item is our calendar announcements and information presented by Dr. Brown. Thank you, ma'am. You have attached a very long list of opportunities to see all of our amazing kids doing the great things that they do. We'd also like to invite all of you on Saturday we have our Falcon family fair from 9 to 12 at our new CTE building where we have the first um opportunity for parents to enroll their children for the 26 27 school year and we'll be meeting some of our newest uh Falcons from our elementary schools. That is exciting. We encourage people to
056come out to the Falcon Family Fair and be able to see our CTE building. It's a great opportunity for that to happen. Okay. Well, this concludes our agenda for this meeting. Time is now 7:17 and we are now adjourned.
