004five years that i taught in lcisd about eight years ten years ago and there's the reason that i continue to teach is to try and recapture those uh very positive experiences that i had with students during that time i believe generally that uh all of the teachers and administrators that i come across uh are good people uh i have experienced uh the best of of administrators i have an understanding that mistakes are sometimes made and there is accountability that has to occur i want to address this issue of accountability on a general level we teach by modeling and we're not perfect but we're almost always held accountable i have discussed accountability as an issue before i have experienced being held accountable before i have taken the high road in many circumstances there are times and

005you'll have to let me know if i'm violating your policy that i believe that there was senior administration unnamed that took actions that affected me and i brought that up to senior administration and i believe i took the high road i believe that that senior administrator possibly coerced or directed other administrators to take actions that harmed me i believe that i tried to do everything after that that was taking the lightest road to be able to [Music] hold accountability and continue on with both my desire to continue teaching without making a big deal about it i tried to do that you just had a hearing and i heard a lot of things being spoken about ethics integrity public trust expense of taxpayers i am trying to ask the board to consider that there are issues

006of accountability that do not have to be addressed in the courts there are issues and things that i don't want to have hearing offers and mr rover and miss demiller up here and i certainly don't have that kind of expense the district doesn't shouldn't take that kind of expense when it is not necessary there are simple actions here i believe that the primary driver of the actions taken against me personally is gone i believe that that person is gone there's no reason to continue to ask or demand that you take time with attorneys to address what you already have in your possession which is the false claims and defamation that has occurred that has caused me harm i'm asking that the board not put taxpayer money towards attorneys when this is something that can be

007simply handled without having to go through the court system i believe that there is a perpetuating defamation because there are false references that still exist on my file and i have the affidavits and the proof and i respectfully ask you to consider that thank you sir your time has expired our next speaker is sarah ryan good evening my name is sarah ryan i am the local president for lamar classroom teachers association it's our local teachers union um we just wanted to come and express our thanks for everything you have been working on over the summer we appreciated the safety summit that you attended this week and all of the things you've been working on for the bond and we just wanted to get our next school year off on a good start and we want

008to express that we want to have continue to have a good working relationship with the board and with dr nivens and that we are just hoping for the best for this upcoming school year and we just want to say thank you for all of your hard work this summer so you guys have a good evening and we appreciate everything you've done for us our next speaker is rebecca clarke good evening oh gosh i never get this thing right um good to see you guys um hope you've had a good summer i just want to talk a little bit about the policy that's being proposed so i've written so i've written my comment as you know i was on the committee to create an lcisdef local policy uh we did what we could with with very

009little time and none of us really had the expertise but and it did fall what i consider to be short of something that will alleviate the problem when tea came out with a very well thought out and fairly robust policy i was relieved because i knew ours was not those things and that the problems would remain with it in place i urged the board to not consider tasby policy for several reasons all of which i enumerated for the board at that time first and foremost tasby is a taxpayer-funded lobbyist group which means at the end of the day their concern is is money this is a problem further when asked to help create a plan to deal with these sexually graphic books in schools tasby refused and passed the buck deferring to tea and admitting

010that they do not create policy months later when tea produced a fairly robust policy that they didn't like only then did they decide to counter with their own yet as you should have seen when reading the proposed policy in preparation for this meeting our district still has considered and essentially proposed the tasby policy which is poorly defined and comprised of ambiguous language and and i don't feel like it's sufficient or really beneficial to our students i don't think it changes the situation that much so boundaries are put in place as protections for all involved the fact that for going on about nine months now we've been debating just exactly how much vulgar and explicit content is acceptable for our children is beyond my comprehension really if a faculty member or student's speech is racially charged

011or racist in nature only a small percentage of the time but not predominantly so i mean is that okay if we apply that rationale behind the policy being proposed tonight and the mindset of some here tonight the answer would be yes that's okay so when you paint with a broad brush in one area just rest assured it's going to be applied in many and it is well known that sexually charged and violent acts are conceived in the mind that is where they reside until they are full grown and then birthed into action what you feed grows what you starve withers away and when you as board members and administrators allow our kids to feed on sexually explicit sexually charged and violent content then you're feeding the problem and causing it to grow equitable and equity

012are terms used repeatedly in the policy this is not equitable which is not the same as equal it's not justice or fairness but rather about equal outcomes you cannot guarantee equity in this policy or equal outcomes because you don't get to determine outcomes she's going to hand this out for me i'd like you to look at the image i'm handing out to you it's kind of small i apologize hope you got some readers or a magnifying glass maybe oh i'm sorry okay this picture was taken last week during a visit to alcatraz the once maximum security prison here in the u.s i'm going to read the sign because they were physically confined most prisoners sought mental escape through books literate convicts read 7 500 books a year the fifteen thousand volumes in the library included

013philosophy fiction and educational material books with sexual violent or criminal references were not allowed i wonder why that is um more protections were in place for the minds of capital criminals than for the minds of our innocent children the administration at alcatraz understood the concept of unequal outcomes do you they knew that this what this content had the potential to do once planted in the mine and cultivated do you are you willing to risk these unequal outcomes because you fear what man may say or because you fear it may be a detriment to your future plans lawlessness begets lawlessness so sowing the wind you will surely reap the whirlwind and i don't want our children to be the innocent victims of this so i'd urge you guys to consider reevaluating the policy and perhaps making

014some red lines on that i know that probably some of you guys will be discussing that tonight so thank you our next speaker is leo kade jr my name is leo kegel jr i'd like to thank you for letting me hear my wife and i just moved to this uh great state i was actually born here so we moved back and we did our due diligence trying to find a school in the district that we were happy with trying to find a house buy a house where we thought the school was great and we were happy to be there only to come to find out that the school was over impacted and that our kids were going to be shipped somewhere else out of the neighborhood and with their friends that they're just trying to

015meet and everything else so we live in the lakes of military era area uh our kids were scheduled to go to cuban act uh and now they're being uh forced to go to huggins uh i try to contact to see like where we're previously from uh if i could do an inter-district transfer if i could talk to someone about my daughter has special needs that are deal with her hearing unilateral hearing loss um and i was just told no that's the district policy there's no enemies or buts and so and i tried to find out a reason got nothing i one time i was told that it was because it was the closest distance well i did some research there's other schools in the lamar district that are closer um that as far as i

016know don't have a cap bentley's 5.4 miles away frost is 5.9 actual huggins is 7.5 miles away so i don't find that that was a good answer to my questions everyone knows that to live here you pay a good tax rate you pay at least a 3.12 area where i live um and so you look at the ratings i drove out to huggins to take my kids out there um i know it might be fixed before the start of school year but that's coming really close and it it it looks worn down the playground has yellow tape around the equipment the basketball goals are ripped up the front of the school has construction going on all around it and you're having all these kids from a new area having to come into that and it

017it's it's disheartening my wife this is her first time coming to texas and she's she's just upset and then we find out that there's no school day care available on campus and so we search around the cheapest school day care that will pick our kids up after because both my wife and i work i work in the education field and she works as a a teacher i mean a nurse and uh is eighty dollars a month or eighty dollars a week for after school care which comes out to 320 a month so that plus you're putting another 28 miles you're driving each week just to go there and pick up the schools and uh back that's a lot of extra cost on a family that just moved here it's trying to get furniture and everything

018it's a lot on any family right now during these times so i would just ask that the board think about not always granting but at least given the option to see if a better option is available in the district whether it's because it's on our way to work and it would be easier because we would be having to drop the kids off anyway we'd have to pick them up either either way we go um so i would just ask that instead of just being told that the board says no there's no way you're going to have an option that there might be a consideration to actually hear what people have and that's my what i'd like to bring up thank you so much that is all mr president thank you mrs johnson are there any

019board reports mr welch yeah i took a much needed break as i hope most administration did this summer uh since our last meeting on june the seventh but uh one of the things i did go to is the sli conference up in fort worth and i saw a good friend of the district mike rockwood uh he and i ran into each other and he sends us greetings to all those who who know him and then yesterday i was a part of what our district uh partnered with stafford municipal school district and dr nibikin can speak to more of this if you'd like that we had a conference on school safety at the stafford center and it was conducted by the u.s secret service and and they gave the administrators and and anybody who wanted to

020attend a lot of good information about school safety so those are two things that i've done recently ms danziger yeah okay yeah um yeah we a bunch of us went to sli in san antonio it feels like 100 years ago we were there but um you know we have also i i guess i forgot to tell people but the gulf coast area association of school board is district four and brings all our school boards together and provides uh training and information and they asked me to be a director so now i'm a director on that board and we had our first meeting and over the year as we meet i'll have some more information to bring back to this board about what how we're going to guide our ways through the areas of public education

021over this next few years and try to keep it on track um i did stop by joe kletz's farewell ed jo jo klutz and uh saw rhonda and their son jeremy who i taught in first grade so i said i turned her and i said you know i was here part of your life the first day you walked on to our district and now i'm going to tell you goodbye and then the next day they went on a cruise so they weren't so sad um i stopped by um smith elementary i didn't go to the first one but our district had these connect stem activities for families that they did twice now and i think they're going to have some more of those activities at our august 13th block party but i was so impressed

022with all the people from the district that were there this the students the families the activities they had set up and the room that was making slime was packed the room that had the alligator and the snake was not but i was very impressed with it the hard work and it it was i said it's only two hours that's not enough time to do all the activities and i want to shout out to leif because they had a room with books that each child got a bag and could cut choose any four books they wanted so every child that came to the event left with four new books so that was wonderful and i also want to remind people that um common threads is doing right now their hope on the brasses i have gone

023by there a few times and and they did three days last week three days this week and they're doing tuesday wednesday thursday for the next two weeks they're doing it by appointment this time so that no one's standing outside in the hot sun the that i believe elita told me that by tomorrow afternoon they'll have service already a thousand students in our district and with two more weeks to go so if anyone knows someone that needs to get some volunteer hours they're always looking for volunteers and to go back to i think their sign up genius that they can do it but i'm very proud that we have that facility it looks gorgeous and the hard work that everyone does in that facility to get our kids ready for school i was going to say

024we were going to stay with hope on the brazos and i just was going to send a thank you to elita and her team for making sure that our students their basic needs are being met and they have new school shoes and haircuts and all that kind of stuff and school supplies so thank you so much um we had an opportunity um to visit uh two of our neighbors cte centers this afternoon uh so we went to ailey fysd's cte center and we went to fort bend isd's ct center to see what they're doing and really feeling the needs not only for their students but also of the community and so we're all very thankful for them for welcoming us in and they they took the time and our excellent tour guides and so we

025appreciate them giving us that time yesterday i also had the honor of welcoming 600 attendees to the day with the u.s secret service and um the every administrator in the district attended and i'm thankful to uh dr nivens for his leadership and the entire team that was behind putting that event uh together and on a fairly short notice and you wouldn't have known it i mean it was extremely well orchestrated and extremely important and timely content so i'm thankful for them and i'm glad to see that the district is is leading the way on on school safety um in our last meeting uh you know i'll say this recent events have have refocused our community's attention on school safety and and i know that i get a lot of questions about it often and i'm

026sure that my colleagues get a lot of questions on it often but for parents and community members and staff members that are uh maybe watching remotely or here in the room it's one of the tough things to talk about because by its very nature you don't want to broadcast the security measures that our district is taking in a public setting but as a parent of three kids that are in the district parents need to know that when their kids go to school that they're going to come back at the end of the day so i did want to share a few thoughts on on that uh matter so the first is that there will be some information that will be coming to parents before the start of the school year about how we're keeping students

027safe and and i appreciate the work that the administration went into vetting that message i'm always very hesitant to talk about school safety because i don't want to i don't want to give anything up and so all of this information was vetted by chief warren and mr pollard and the school security and police department to make sure that the amount and the type of information doesn't jeopardize school safety in any way so we should be seeing that soon and before the beginning of the school year the second is that i'm a parent of three kids that are in the district and and all of us on the board have either children or loved ones or neighbors that are either attending a school or are working in the district and we understand just like everybody that's

028watching the concern for our kids and for our loved ones that are in the school i also have the privilege as do my colleagues up here of seeing the behind the scenes work that our district is doing to ensure that our students and staff are safe and i realize that those that are watching don't necessarily have that privilege but i can tell you as a parent representative on this board that that work is not being publicized but that work is getting done and that work is getting done well and we have the people that are doing the work for the right reasons and they're doing it extremely well and i'm thankful to them for that and then the last uh thought that i have is just we just concluded the first year with our new

029lcisd police department and particularly uh you know over these past few months it's really drawn attention to you know the work of law enforcement for me i'd like to publicly thank each of our law enforcement officers and uh our school resource officers for the work that they do every day and if those who are watching don't know our school resource officers really take pride in having specialized training above and beyond what a regular law enforcement officer might have they know how to interact with our students they know how to support our students and our staff and they set a positive example for our students they wake up every morning ready to work with our students but also ready to run towards the danger should it present itself and under chief's leadership we have a village

030of law enforcement officers outside of lamar cisd protecting our students from the sheriff's office constables offices city police departments all across the district so thank you to all of our officers and for all who support them for their support and their dutiful protection of our students and staff all right dr nivens is there a superintendent's report yes sir i'll be brief first off i i appreciate the comments and vote of confidence from everyone our trustees and yes sir you're correct the status working very hard and i'm very proud of them for all their efforts and so you know we've all taken time throughout the summer and uh but none of us really have a chance to get away because uh if dr monsters was on vacation i was at work i was still texting her

031and vice versa and so i appreciate the team for answering calls and answering text messages even though i said go get away you know but we still have some stuff to do so i appreciate that but right now we are in the middle of our administrative retreat and so yesterday was our first day with the u.s secret service and so a date with the u.s secret service and it was an outstanding day and uh even though i've been in this uh dealing with school safety for 27 years now i still i still learn some stuff uh yesterday talking to the special agents and it was a really good day for the team and we had over 100 administrators there yesterday and so it was really really good conversation then today we had a conversation with

032all of our district leaders and we talked about our theme this year is unboxing lamar that means we're going to do a lot of we're going to take some risks do a lot of stuff differently uh because what got us here won't get us there and so lamar is an a-rated district but for us to uh be a premier district around the nat in this nation we have to do some other things and be a little bit more creative but a little more innovative and uh make sure that we're taking care of all of our students last thing is uh you know the student the school safety piece um you know those that know me know that sometimes i just get a little fed up and i just you know my filter doesn't work all

033the way not to say what's on my mind and so uh yesterday when i was being interviewed by one of the reporters for the school safety um i think they were asking me some questions trying to get me to say some stuff and i found out to say you know the the problem is is that everyone in this room school safety has been is has been a priority for us and the unfortunate thing is that it took the loss of lives of babies and children of babies and teachers uh recent very most recently where you've already but even in the past it's taken that for that to be a priority for everyone and um i appreciate this a priority for everyone and so now what we have to do is make sure this isn't something

034that dies in the morning and so i have a mentor that tells me it's on the front page today and it lines the bird cages tomorrow and so i don't want school safety to ever line the bird cages uh that's not something that is a fad it's not something that we deal with today and then tomorrow but it's not an issue we forget about it um because you know i made it about here on my channel tntn but i also have a son that's a graduate of the marcy isd and i just know how important it is and when parents send their kids to us when they send our kids to us it's our obligation to send them back home the way you send them to me if nothing else happens i'm gonna get them

035in school i'm gonna keep them safe i'm gonna feed them and i'm gonna get them home if nothing else happens and so i really do appreciate the fact that this board asks questions that our community is concerned um that our teachers and staff are concerned i just want to make sure that that concern doesn't die off let's make sure we keep it a focus keep it the top of our priority because as as our staff and our students are on campus there are there will be days i'm not on a campus but there is someone on that campus that needs to make sure doors are locked procedures are being followed and that the culture is so to where everyone believes in what we're trying to do to make sure we take care of our students

036first and then our teachers next and then our administrators and so that's something that has to stay on the forefront of our minds every single day so let's not let school safety line the bird cages tomorrow all right thank you dr nivens at this time we'll take action on the consent agenda and current action items we will pull item d are there any other items that the board would like to pull at this time all right may i have a motion to approve the current consent agenda and action items with the exception of item 9d as dan zigger moves i'll check mr hubenak seconds any discussion hearing none a call for the vote all those in favor please say i i post say no the motion carries all right may i have a motion to

037approve action item 9 d considering approval of revisions for the library book selection and school mascot policies i'm sorry and the motion uh is your motion that the board of trustees remove current ef local policy and adopt efa local from tasby an efb local written by lamar cisd combination of tea and tasby and also that the board of trustees approved the revised cw local policy related to the approval of school mascots as presented is there a second for the motion mr human act seconds all right is there a discussion yes there's discussion mr welch um i have a couple questions about the proposed policy that i want to ask the administration and then i want to have a discussion with my fellow board members um dr jones mr welsh how are you i'm very well

038sir how are you uh page 48 of the board book this is on the uh the proposed added policy of e f a local if you look down at number one it says the board shall relay upon district professional staff to select and acquire instructional materials that and then number one is a is several it's a long sentences but one of the pieces about sentences is that aims to aims and objectives of individual school i guess i should read the whole thing enrich and support the curriculum consistent with general education goals of the state and district the aims and objectives of individual schools and that that's what i'm i'm wanting clarification on why would a particular school have a different objective than all the other schools could you could you give an example of something

039like that so i might lean on miss marchin on this but we'll see if i if i do you want to just do this so i don't say anything wrong that's the good look so efa is specific to i just want to highlight that efa is instructional materials which is the curriculum in items that are used in the classroom so efb is the library material so that's why i'm asking this martina so a specific school might have a specific course that is unique to their school so the most recent example that i can think of is the kickstart program so that school has a course it is a course that we've adopted at the district level but that campus is going to have instructional materials available on that campus that not all the campuses have

040access to so that would be a specific aim for that campus a specific school so the kickstart program would be one of the examples so it wouldn't be english is taught a certain way at a certain campus different at a different campus for the same grade level same material that's not what we're talking about right correct so we have district curriculum that is adopted district-wide so if you're talking about first grade ela our first grade ela teachers t follow the same district curriculum aligned with the teaks the state curriculum thank you yeah um if we could turn to page 51 this is the beginning of efb local and if you go down to uh well i want to ask you about the word equitable is what i want to ask you and you could put

041some some more uh tangible definition to it because it's a very obscure word i think for a lot of people myself included i mean i know what i know what the definition is from the dictionary but uh it says under the objectives one uh third paragraph down in accordance with state and local standards uh school libraries are essential interactive collaborative learning environments ever evolving to provide equitable physical and virtual access to ideas information and learning tools for the entire school community that word equitable appears there and then next why is that word there what what do you what do you mean by that why not just eliminate it i think the way i would read that is to provide equitable physical and virtual access to ideas uh information learning tools is that we want to

042make sure that we're providing opportunities for all of our students to be able to access the valuable materials that they need access to or that we want them to have access to that a hard copy of a book we want to make sure that that it's not a book that's only available to these three kids perhaps that it's the the library books are part of independent inquiry and so it's available on the shelf for our students to check out that's kind of what i would interpret with that item i think you can still get there without that word is my point and i think that word has a become kind of a catch word for public education and it's got a lot of it means different things to different people and i know it's it's

043kind of a buzzword it's kind of become a buzzword that's why i'm not too big on that word itself that's really all the questions i have from the administration right now so thank you but i'd like to ask my fellow board members um oh excuse me mr welch before we get into the discussion we were having a hard time hearing you can you just pull your microphone closer i can i can talk louder if i need to [Laughter] all right miss williams um so question for you between the ta tasby and our bond i mean that bond committee our library book committee where did the words echo these two uses of the words what were those brought in from from which three of those i suspect this one if i take a look here um

044the equitable reference there the reference of equitable physical and virtual access to ideas would have come from the tasby documentation the um similar libraries for essential safe and inviting centers for teaching and learning that provides equitable access to emerging technologies that is similar language to tea but i don't know that i'm going to say the word equitable was in the tea document i would need to look clear on there to see if that word was actually there if we wanted to be specific to the word equitable but that language was similar from tea so we don't have the okay so that was not either one of those were not part of what the because the library if i'm correct please help me our library committee book committee was in consensus of what we had everybody

045was in consensus that they liked what we they came up with everybody on our committee was in consensus for the library procedures document that we shared okay um that was shared back in march of this is our selection procedures of how we uh get books for lcisd from the after the tea and the tasbee documents came out brought the committee together again and it was not it was not consensus on all items that you're seeing the majority uh perspectives of these we liked these wordings we we didn't like these wordings and so that's how the final document came together um so that that's what that is so did y'all specifically talk about these words in that committee no ma'am i don't remember us specifically talking about equitable um but you said at least the first

046paragraph where edgardo was in there it came from tasby yes ma'am and we don't know about the second one i don't know i would have to check on that okay um do you does if the if the if those two words were not in there would they alter the intent of those paragraphs or would it still have the same meaning and intent so ever ever evolving to provide physical and virtual access to ideas so if we took out the word equitable it would have no effect really on that sentence that you can see my concern with that is i want to always make sure that we're emphasizing that we want to we want to provide all of our students access to quality materials no matter where their zip code is what their experiences are and

047that's where i think the word equitable is valuable is to say we want to make sure that we're providing really great material for all of our students and it's equitable no matter who you are or where you're from or what school you're at that we want to make sure we're equitable in that i think there's a confusion with the word equitable inequality there's those two words are used and i think to make sure everybody would get the same thing that's when we're talking about equality am i right equal access equal access and that's where we're that's what we're talking about is equal access all students will get equal access so that's that would be equality and the equity excuse me would be that is say if like again certain students will get what they need

048for this situation that's what equity is of course it's i don't think the world's in there is saying we will have this book on every single campus because it doesn't make sense to be on every single place it's not the right book for that campus but it's saying we want to make sure that we're doing our due diligence due diligence that in this school library we want to provide quality materials for all of the kids on that campus and we want that to be the expectation across all of our campuses but that would still be an alignment with our own library book policy that the committee came up with it would not alter that in any way no ma'am in the policy in our procedure document it emphasizes that are the goal is to provide

049high quality materials for all students and and for our teachers if they need it well high quality is different than what we the library book committee went through right i'm saying the selection process and the criteria it has to go through to make sure that we don't have repeat the same event that we had before so and circumstances can you i think what you're asking is our procedure document is that does that meet the need of trying to make sure we're bringing in the good books into our libraries is that what you're asking or i i don't i don't want to do anything with this policy that voids anything that a library committee did i don't want to take any chances allowing those books back in our libraries that's what i'm asking does this avoid

050any part of that no ma'am not by my interpretation no it does not so could it be interpreted any other way than yours so that's what that's where my concern is with the equitable is that's you know subjective to whoever's reading this and that's what i do want to avoid so if equitable in this sentence doesn't take away the meaning in the paragraph i would rather not see it if it leaves any subjection to different people's opinions for for to address that side of it i think that's where the value of the protection from inappropriate materials comes into play that that section of the policy that's recommended does specifically address these types of materials are not appropriate for our libraries and it is very clearly outlined and addresses the penal code that's associated with that

051and so that that statement there to me would resolve that side of the discussion of if it's meeting these requirements that's not acceptable as a library item in lcisd okay so i'm thinking um we're setting policy and we're talking about this and we're saying that this shall not contain any of these content so with if we're doing a shall and we're setting policy um the accountability piece i think would be a thing that we would need to somewhat address that there will be accountability if we're sending policy and that policy is broken where are you looking if i'm just looking at you know what it talks about when it describes the harmful this is on 51 and it goes over to 52 so it describes it and then it says no library material shall be

052used if it contains content that can meet the harmful material standard and that standard is defined above so i mean for setting policy out again i just publicly want to say like if there were setting policy there would be accountability to that policy just a thought i'm getting hung up on something and i'm not really sure and the section of way too loud in this section of inappropriate materials sorry the way the way i would say look at that is there isn't necessarily a set rule of after you've said this word three times okay that's unacceptable that's why it's written as whenever you look at it as the whole depending on how you depending on what the material is if that as a whole doesn't qualify as those three items then it could be considered

053appropriate perhaps but it could be that there's a single page in a document that's that that page alone checks off these materials and it's because of that that is an unacceptable material for an lcisd library joe i had the same concern when i read that because i thought with referencing the book that was read in this boardroom in november 2021 if anybody wants to go back on youtube and find that video from what i was told later that was one page of that book and it was describing two fictional characters having a conversation on the phone i have not read the whole book in my mind as an individual that one page disqualifies the whole book for a public school library not not a first amendment issue not a publishing issue not a public library

054a school library so i i also was hung up on that whenever i read that because i thought well that's not the dominant theme necessarily but that kind of book should still be removed in my in my opinion but that's um sorry that was the bottom of page 51. but that it says in addition to the criteria for selection listed in this policy so that's on top of what our criteria is too yes right so that's an addition so we that covers that right so it's in addition if i see what you're saying but it's in addition right is that term material describes harmful material as material whose dominant theme taken as a whole and has that list is that a definition that's pulled from the texas penal code yes sir okay so that's not

055something that we could change we're pulling that from the statute yes that like if you change that you would be changing what the law would say right so right sir yeah so the in addition is yeah so ours would take out like our process is in addition to that yes ma'am so it has to meet ours plus the panel code so it's kind of double yes ma'am um since we met at a policy committee meeting have you met again with the your committee or met with the librarians about going forward no ma'am i have not okay because we did get like you said we created ours and then we came in and had two theirs do you feel comfortable with how it's blended together i feel very comfortable with this i think this is a

056quality policy if if you see it that way that's y'all's vote obviously but i believe this sets in policy some very good standards of here's some overview of how we would select select a material in addition to the procedures we already have in place that does not change our selection procedures which is actually more stringent than some of the items that are listed here which i think is a great policy is a great procedure so i see there's a lot of value there so i see them supporting each other this policy goes into the specifics of it highlights that we want to partner with our parents and we want them to be talking to us as whenever we consider these materials and it and then the value is it adds the items about the challenge

057resources that obviously we need we currently have that in our ef policy but that outline is obviously important as well and once we move forward with whatever we do adopt tonight then you're prepared to meet with all the librarians to get them all on the same page yes ma'am we'll be seeing them on august 5th okay i have one more question for you so you said so everybody was in consensus with the procedures but as far as the policy what were some of the what were they highlighted like that they were not in consensus about it was if in that packet that i provided y'all you can go in and you can see where it was in these sections uh you know they might say that i felt this item should be in there yes

058sir in that box same for the public if you can just summarize some of the highlights see without drilling down into sure so items that um it came down to like language that was specifically liked or not liked not necessarily topics per se for example protection from inappropriate material the penal code that was in there the group really liked tea's wording there and so that's why the tea language was put into our policy recommendation that the committee as a whole felt that was very valuable protection from inappropriate materials most wanted to be on that that to be in there and i believe that language is in there and that was from efb ta as well the idea of parents having a final role and deciding what types of books are appropriate for the students that

059was found in both documents the language might have been a little bit different but that is a theme that was found in both of those materials looking at can the parents contact campus library to specific books or genres they do not want their child to check out that was a mix between tea and tasby it was one versus the other i'd have to look at what exactly the language was for one or the other but in our document it still reflects the idea of mom or dad can always call this campus and say i would prefer my child not to check out this book so can and the librarian can support that um and work with them on that um district shall establish means for parents of public to review holdings including information about titles

060and how materials are assessed the majority 12 uh four one for the way tasby wrote that one would prefer the way tea referenced that so the majority lightened toward tasby for that type of thing the selection materials were largely that section of the bulleted list of selection materials was heavily favored toward the ways tasby wrote it and so that's why it was included inside of there just looking through for some highlights one that the the committee across the board said did not like there was a selection criteria in the tasby document that said mirror that we should mirror selections found in neighboring districts or libraries in the region and everyone said no because we're lamar cisd we're the best so we felt that it needed to meet our specific needs so those types of things

061were found throughout recommended age ranges for library materials that was 13 nos on that one that was in the tea document we actually had more stringent information in our selection procedure that was a little bit better defined so that was something that was we said our current procedure was better for that that's very helpful i appreciate you just summarizing that for whoever maybe the thousands of people watching right now yeah thousands got to be hopeful right i mean thank you mr dr jones yes ma'am are there any other questions for dr jones or the administration uh i might have one but i want to talk to board members first okay sorry stand back and uh we're ready for discussions uh at the last meeting i recommended that all the members of the board read the

062recommended tea policy and the recommended tasby policy um and on your desk in the blue folder i asked miss johnson to to print a q a that i sent to the administration about some of the things in the tea policy that i really thought should go in our policy and asked if they were included or some kind of similar language um because i can read it myself of course but whenever you get down to it you kind of get lost and was this the one that we're deleting is this the one in the efa is this in the efb and so they they gave the q a um my questions their answers and i'd like to know your your thoughts on adopting some of the tea recommendations that the administration is not recommending that we

063adopt and you can see some of it there and i posted this on i maintain a for personal reasons a a board page on facebook for myself and yesterday about 24 hours ago i posted this q a and i let dr nivens know uh when i sent him the questions that i would like the answers and i want to publicly post them so it was no kind of nothing surprised there but a lot of the things it does like the tea recommended for instance the board shall be provided a list of new library materials at least 30 days prior to action that's not found in either one another one board action the order of library materials and it's entirely including materials in question by individual board members shall be presented at the board following a

06430-day review period prior to voting individual board members should have the opportunity to present their rationale for desiring to exclude certain books it goes on to do that kind of thing so in other words what i believe from having read both that the tea version empowers the border to another degree that our previous policies have not and to a degree that the recommended policy from the administration does not in other words i think it gives a little bit more power to the board and we represent the people and so that's why i'm recommending that we add these to the proposed policy and if if there's a little confusion maybe we want to study it some more i don't see any harm to possibly tabling this and taking it up again in august but i guess

065that would be the last possible date for it to be in effect for the new school year and i understand the intent of the administration no one like dr nivens has said many times no one wants the vulgar material that was read and here in other school districts in the library but uh i like to remind everybody it got there on our shelves when no one was looking and so i believe the tea's recommendations here that i've highlighted will add another degree of protection that we can also take to the public before it's adopted and put in our libraries that's that's the whole point from from my perspective any thoughts so mr welch so you're saying like for number one in the quote is what you're recommending that's added the board will provide the final

066approval for all new materials added to the library yes that is a straight quote from the tea recommended policy and so the board will provide final approval for all new materials added to the library so that would be through i would assume through a process of them presenting that material to us at least 30 days before adoption so with the tasby and with the board library book committee none of them wanted these lines in there um do you know the i don't know what i do know is that the original committee met and gave us the report in march of tea didn't come out with their recommendation until april 2022. but they met again he was just remitting i'm not sure if if they talked about these kind of specifics or not can you answer

067that dr john i believe that item is in there this is something we discussed with that committee i want to make sure i've got the right numbers here new books to lcisd approved by board of trustees was an item that was specifically voted by the committee there was one vote for yes they wanted that from from the tea document and 12 votes for no it not be included in the policy at all um can you do you recollect how many people there were staff members as opposed to non-staff members voting i believe it was probably two parents i believe that night and the rest were staff members variety of teachers administrators librarians so most of the so i understand the vote was 12-1 so the majority said no with that clarification or qualifying it those

06812 were all staff members and none of them were parents only is that correct yes parents only yes but many were apparent they are still parents sure i don't want to take that away i don't want to take that away because i know we have a lot of parents that work for the districts but what um um what was their rationale for not wanting the board to approve them uh i think a part of a big part of that is the logistics of working through that understanding what our current procedure would be that we have a very stringent procedure for already selecting library books for lcisd that we're walking that through lots of paces and the people that are walking through their through the paces have specialized training on how to select books and find

069books that are right for their libraries and so we have this procedure that we are already following if we were to implement this it just uh it adds time and logistics to make those things happen that it's preparing the list providing it to the board you reviewing any changes new quotes have to be made and it just extends the timeline of getting books into the hands of our kids we don't want any bad books to go into the hands of our kids by any means but that's why we have a very stringent selection procedure placed in place already so that those experts can review and make those recommendations already why do you think ta recommended that i do not know man so it would add how much like time because i guess one thought that

070pops into my head is the teachers that the parents didn't go to the librarians when they were upset about this they came to the board and we had to answer to it for it um and we had so i i mean i can i can see why this would be a valuable tool i i never want to add more work to anyone's plate however i would feel like they would already have to come up with the list and there should already be one produced so what would be the logistics of sending that to the board and having it approved why would it be such an extra step i guess so some of the logistics are there they're receiving direct quotes from the vendor we would have to clean that up to just be a list

071of books of the titles and the authors collect all of that material to facilitate you all being able to review all of that information has to be submitted in time for our board policy board book development so that it's all prepped and ready to go to be available to the board on time so that's a little bit of prep work as well um but they're already going to have to do that right after they go through the selection process already have to do what clarify that have a list of the books that they're going to allow in the library they would have their list of books from the as far as the this is the quote of books they want to purchase yes they would have that already but it's collecting it from all of

072the campuses cleaning up that data so that we can provide it to you in a meaningful way so that you can review and share or review however you need to that i don't foresee us necessarily just printing out pdfs to provide to you vendors don't necessarily want all of their prices out there and so but it's not about the prices and that type of thing because they shouldn't order them until they've already selected them anyways right and gone through the committee that would be i mean that's a lot the process we've come up with absolutely but that's part of we have we've been provided a list of books that we're considering and part of that is we're trying to we have two thousand dollars that we can purchase so here's the list of books that

073could meet that need based off of i've talked to this vendor and said i have i need more books in this section in this section these are the types of titles i'm looking for can we collaborate together to create a book list for us that the librarian then reviews to come up with a final list that in essence is a quote of this these are the books that we would be interested in purchasing i guess i'm missing something because if we if we as a board approved the selection process and policy it should already meet all the policy it should be a no-brainer honestly right so i guess some expected feelings so i feel like it wouldn't be a huge extra step but since we are the ones that answer to the parents and the

074constituents i don't i i feel like i'm missing something why would we be so such a hassle or you know extra time if they're already supposed to be going by this list we've approved it it should be yes it meets this needs so i guess i just don't understand that piece of it i think it's the logistics of gathering all of the materials to present to the board that will take a little bit of time it would just be a an itemized list right not like physical books and whatnot i i would think so yes ma'am but they don't necessarily come in formats where all of the lists from different vendors don't necessarily come in the same format so it'll be work to consolidate that to make sure and the timeline to make sure we

075have it all done at the right time okay miss danziger okay i have some things to say and i have some questions to ask one of the things i think when we were listening to it in the policy meeting that you want an extra 30 days and then if they that some books are taken off of there then they have to go find some more books and then it has to come back to us for another 30 days so then you're not getting books into your library and my question one of the questions i do have are there specific times of year that the librarians do make a list or can they purchase books all year long they do purchase books all year long yes ma'am okay and i would assume and correct me if

076i'm wrong that over the summer they audit all their library books they see what i know some get purged because of they're not relevant and then teachers or students show that they have an interest and they find out what books are not in their library so that's when they start looking at their vendor list am i correct in that yes ma'am assumption so i'll be very upfront and honest i just feel like that's our board going across that line and telling the administration what to do no my turn my turn i didn't like it that much as a teacher when i worked for months deciding what reading book uh we were going to adopt and then a board member said i don't want them adopting that book well i'm the one that has to teach

077it and we've had the whole district and then they doubled adopted but you know when i'm not a master's degree in library science like all the librarians are correct and we've put in place that a book gets into our library parents can now and there should be trained if you don't this is the process which i don't think any parents knew we had a process that if a book doesn't belong or you feel is got an issue they can bring it or a student can bring it or even a teacher can bring it and you know being very honest i talked to some of the librarians about the books that were pulled and they said we they a lot of them were new librarians they didn't even know those books are in there and a

078lineman never been checked out because they can tell when those are checked out but that's not here and they're there that's not the problem that we're looking at tonight i just worry that we are going to be putting more work on our librarians to find the books to put into their libraries if like you said you're right it's just let's and i don't have a problem making a portal where they can put them on there that if we want to look at them and a parent wants to question a title but i think if we have to wait 30 days and then vote and then we say but no no no we're not going to let you have these three books now you need to go find other books to fit that then that's another

07930 days we're clogging that system of getting books into our students hands and i just think that the hard work that you did last spring and over the summer i and if it doesn't clean up the mess if you see that things are slipping through but i would think that every librarian now is on point because they know and they're very upset too that books might be in their library that are not appropriate and because i've talked to many of the librarians and you know they don't want those books in their library either so i don't know as a board do we trust our librarians to do the right thing yes we had problem last year but we weren't the only district that had it and we we our administration immediately said we will deal

080with this and they did and we got the committee together and we've been working very hard to get to where we need to today so that's all i have to say but i thank our librarians because i just know how hard they work while we're on the subject um our librarians work hard as all do our staff tasby texas association of school boards has a way of trying to get board members to go along with the administration all the time they they really emphasize the team of a concept and idea it's not a bad idea in and of itself but it's not necessarily always the best idea tea i don't necessarily agree with everything tea says or does either but tea to juxtapose what you've just said kay is recommending the exact opposite of what

081you just said so you are taking the tasby perspective and i'm trying to take the tea perspective on this issue so this has nothing to do with the qualifications or the lack of professional ability of our librarians this has to do with a problem with the system there's such a volume of materials and so if if the argument is we're going to delay this 30 days there's not going to be enough books in the library we're not going to remove that many books in the library these are these are 30-day delays potentially for books and materials that are going to be in the library for 20 years and it's not as though we're going to like empty the shelves and oh my gosh we've got a 30 day delay now we there's not going to

082be any material for the kids to go and check out and study we're talking about a simple another check in the system and this is not anything a personal insult by any means or professionally against the librarians of our district there's nothing about that it's it's about a problem that that is there that's to come to light throughout the state and we're trying to put some extra protections for lamar cisd that's how i look at it any other discussion we just talked about the first one or all of this all of it including including mascots too you could talk about mascots if you'd like yeah mascot's in there too i think well so wait mr dr jones i thought we were talking about mascots you were hoping you were hoping so here's here's after reading

083through your proposals or tas i guess brought by you for example number two on john's mr welch's printout it says to ensure parental engagement the district shall make this selection process of library materials readily available for parental review with a list of all library materials posted online on the district's website i think we even talked about that prior to this meeting so i am a proponent of that um i think that if we're not going to go the way of having the board vote on these if this is on there and it gets to our library and it doesn't meet our criteria who will be held accountable if they didn't follow our procedure who who would the where the consequences lie because if we're not voting on it as a board and we give full

084authority to the librarians if they put something in our library and the you know the constituents are upset they come to us we say somebody will be held responsible because it was on our policy and they knew our policy so beyond the librarians ultimately it'd be me because i'm the only employee that the board has okay and so it's my responsibility by law to make sure that all board policies are followed and so if it happens and you know it does happen and it happens frequently happens every day it is my responsibility to ensure that board policy is being followed and that we hold the appropriate staff account at the end of the day the board holds the superintendent account accountable because i'm the only employee that you have okay thank you mr dr jose

085we've got keep doing that i know do you see those lists or do they do do they have to run those uh lists by you or do they get your input at all the librarians no ma'am not at this time i'm not i do not review library lists at this time no matter okay but yet you'd be part of that oh dear if things didn't do right correct because that means you would not have trained your librarians to where they were doing and following yes ma'am i assume dr nivins would be talking let me say just one more thing on this issue the the the recommended policy from the administration is not a bad policy i don't think it's as strong as it could be as is my point and i think if we if

086we if it passes tonight it's going to be better than what has been there in the past i think we can make it stronger and we can bring a more a greater degree of accountability and more eyes to the process by incorporating some of the tea's policies dr evans so the the only thing that i'd like to thank you president for allowing me to speak the only thing that i would like to say is uh you know nothing is 100 and uh there's only one thing in my life that's 100 percent there's only one thing that's 100 percent and so even though no matter what we decide to do no matter what the trust he decided to do tonight there's going to be a hole in there somewhere and so the the ultimate the ultimate

087plea is is as i said last month this is not an adversarial conversation we we all want to make sure that we protect the innocence of our kids but we have a process in place that vets books so even if we say we'll give the trustees every single book we have in the library one time a year a book will slip through because we have half a million books in our library so i don't know if anyone is going to go through thousands tens of thousands of titles i don't know anyone's going to do that so when that one book is found right we have a process in place and so all i ask is that we partner with librarians parents students that when that book is found we say something so we can put

088it through the process because no matter what happens tonight i don't want us to leave thinking done deal 100 because that's not that that that's that's not realistic and i definitely don't want to put um unrealistic unrealistic expectations on the librarians tonight where they have more additional stress and so uh i'm in favor and whatever the trustees want to do tonight it doesn't matter we will make it work but i just want to make sure that i go on the record and say it won't be 100 but we do have a process in place and we will put the books through the process that was 100 uh consensus the first time we did it we just asked i ask that if a book when a book is found that you just say something and it's

089not adversarial it's not like see we told you we knew y'all couldn't do it it's a partnership we all want to make sure we protect the innocence of our kids it's a partnership dr jones on the section that miss williams was just reading from the it says to support transparency and access for the school community and this is in a provision that's in the administration's proposal to support transparency and access for the school community the district shall establish means for parents and the public to review holdings including information about titles and how materials are assessed as as the administration are there specifics on what that's going to look like of course so one big one is we will be sharing out with parents information about how they can review the online database of library books

090available to their student they would be logging in with their student credentials but they all have access to that information and they can see the full catalog of books that are on their campus with our library management system we also have the ability it has the function of showing new titles and so a family can go in and see here are the new titles that were added on the campus so that's functionality that already exists and is ready to go working with the vendor of is there a generic way that we can log in try still trying to figure that part out of what can happen there but parents right now have full access to be able to view library books on their campuses just on their campuses or district wide campuses where their students

091attend okay if you're not a parent though how can we how can we see that because i think that's important as well and that's the part where i'm working with the vendor to figure out what that part is so that we can access access that more broadly so can we go with this that we'd like to put in our lcisd website we could we could export you know we could export a pdf document that is every book in our collection if that's what we prefer um if uh i think the the trouble with that is the moment you export that list the next day it might be out of date um and so i'm i'm reticent to say oh this is the list we'd have to be very purposeful to say list as of and

092with a date on there with some sort of system of regular updates um i i still want to keep working with the vendor to how do we get a generic login piece because i think ultimately that's the right answer uh so that anybody can log in as a guest to view the catalog so would that be on our lcisd website to review books here's the login kind of thing okay so somehow it would be on our website access to the titles yes or is there a way even as a board we could find a way to access a school even if we don't have a student in the i mean i don't know if we need a portal but if i could go in and say i want to see some of the book titles

093from whatever school but i'm just a board member yeah we we could we could make that happen right now um i'm pretty confident in giving you that that would be an easier route right now right now than trying to figure out a portal for everybody but the plan is i would like to see it for everyone i don't want to just yeah so as long as it's something that is in the works yes i think that's important yeah okay miss miss bronzelle um first of all i wanted to thank the committee that worked on this because i'm sure it was a labor of love i appreciate it i had a hard time finding somebody to serve on the committee i had to get help finding somebody no nobody wanted to do it in my area

094so i had a had to find some help personally in my opinion i don't want to have final approval of the books that um like final approval of all new materials as a board member i mean that's got to be a bazillion books so i might have a list of them but i'm not going to read them so i don't know what i would do with a list of them personally my own opinion but i think it would be very nice to have them on a website on the account on the district website for anybody to look at that might be interested i think that would be a great opportunity for parents or non-parents to be able to look at that i think that would be great um so if that could be included in

095our policy what whatever we end up adopting i think that's a great option um so that's my opinion that's my that's my input on it so that's what i'm that's where i'm gonna leave it so uh trustees one thing you know we have board policies and board regulations and so uh after tonight after the board approves the policy then the administration will create a regulation on how we will implement that policy and so if uh you know if the board doesn't want to put that in policy we can make a regulation that says we will have a space on our website where we will list out the books and we will say they you know as of whatever day we can create a regulation for that and so that doesn't have to be uh anything

096that's loaned yeah it doesn't have that don't have to amend the policy uh motion or anything like that but that is something that we can do as far as how we implement the policy and i echo what dr newman said there will be book a book or many books that get through they will get through you know something's gonna get through and it shouldn't be a we got you it's just gonna happen you know so i think that we're gonna do a good job in implementing this but it's gonna happen so it's gonna it's just gonna happen just like everything else i said one more thing to say i'm sorry one thing to say i just wanna i just wanna say that i know our librarians and our teachers uh do not wake up every

097day and say what's the worst thing i can do to kids i know they don't do that i know they get up every single day blood sweat and tears tired making sure that our kids are in the absolute best environment and so um that's why we have this process in place and so again i just want to reiterate that when the book is found that is not and i got you as trustee bronzel said but it is you know here it is uh school district we're going to let you know and once that person reports that book to us if you don't see any action immediately within 24 hours you that's when i would come and say we made a mistake we have to fix it but i'm putting my name on the line because

098i trust our librarians that much that if something happens i know we will act on it swiftly because they get up every single day to make sure kids are taken care of i know they do i know they do all right is there any other discussion or are we ready for the vote all right i'll call the vote um all those in favor please say aye i opposed say no no all right the motion carries [Music] yeah mascots don't worry mascots were part of that yeah if anybody in the public is worried about that it's in there um all right we'll now have reports and presentations on the information items all right trustees first we'll have uh chief warren come up and we're going to talk about our safety security audit that we are going

099to conduct and so again as we all say it'll be a very high level uh conversation to make sure that we that we are confidential with our information so chief thank you board of trustees uh dr nivins and thank you all for those kind words of support that you gave to our officers both police officers and our security officers that are hard working every day our safety and security audits are required by the texas here we go school safety uh school district safety and security audits are required by the texas education code section 37108 and audits are conducted while have to be conducted while students are on the campus and must follow the standards that are set by the texas school safety center these audits are required to be conducted and reported every three years

100now internally we conduct audits all the time we do those on a daily basis weekly and monthly basis and annual basis and so some of the daily audits that we conduct is we do perimeter physical security checks we do exterior door inspections to make sure those doors are secured we've examined the function of all the cameras that are on those campuses and we check portable classrooms to make sure those are secure and we also check to make sure that proper use of identification is being done by conducted by staff students and visitors some of our weekly and monthly audits that we conduct of course there's our drill compliance our campuses have maintained 100 drill requirements drill requirement compliance over the last several years we are upping those requirements in this future year in addition to

101that we conduct interior door functions make sure the classroom doors are functioning properly make sure all the mechanical rooms are secured we make sure that those evacuation and shelter maps are properly posted and in place and we test a life safety systems on life safety systems would be our our fire intrusion alarm systems and annually we review our emergency operation plans our reunification plans annually we go through active threat training which is the active shooter training both for police officers and also for staff and we also do a review of our visitor protocols now our external audit that we're talking about is conducted by the texas conducted by the center for safe and secure schools which is a division of the harris county department of education they will audit 50 lcisd facilities including all campuses

102and special sites those 50 sites will actually undergo four different types of assessments first one is a breach assessment they will be looking for obviously obvious points of entry into the facility in other words any doors that are unable to be secured or unlocked next they will do another exterior assessment which includes examination of any fencing gates they'll check for portable security they'll look for lighting proper lighting on the site signage and of course they'll also check to make sure that we have security valence surveillance systems on the exterior of the facilities internally their assessment will include again surveillance cameras for our facilities we have complete surveillance security systems in all of our facilities they will check to make sure classroom doors are secured during instruction they'll check to make sure the mechanical rooms are

103locked and they'll also make sure that our kitchen and lab supplies are properly secured and stored properly the last assessment of course is a policy assessment here they will conduct interviews of campus administrators it's a pretty extensive interview to make sure that the campus is aware and following all the district policies and protocols that we put in place and push out in addition to that they will also do random interviews of campus staff while they're conducting their their inspections they want to make sure that not only is the administration aware of those policies and procedures and know what to do they want to make sure the staff are as well the timeline for completing these audits for the summer school is august of this year the elementary campuses will then be the the next group

104of campuses that will be audited those should be completed by november of this year secondary campuses in february of 2023 and then the final report will be sent to us on march of 2023 now at the completion of each one of these campuses within five or within five to seven days after the inspection of each of these campuses myself and our safety and security coordinator david pollard will receive a summary report that summary report for each of those facilities will include a listing of findings recommendations accommodations we'll get those right away so that if there's anything that needs immediate correction we can immediately start taking action to implement any corrective action the final report of course will be used to develop an overall correction plan to to correct any identified deficiencies and of course the

105final report will also be submitted to the state through the texas school safety center that report is due as i said at the beginning every three years and it's the next due date is september 15th of 2023. chief if you go back to that first slide for a second and uh trustee is what we're going to do i'm sorry the sec the second slide what we'll do where it says audit timeline uh you know as soon as we receive the reports we will debrief the board in closed session on what those reports talk about yes sir um last thing i'd like to do is go ahead and while while i'm up here is kind of go over all the current safety and security practices that we have in place kind of go over some of

106the highlights of those i already mentioned to you all in the past active shooter training we conduct active shooter training annually with all of our police officers we conducted not only in-house but we also exercise with all the surrounding agencies as well so that that everybody understands the plans and what our response capabilities are we conduct reviews and training on our reunification plans we do social media screening as you heard the other day with the secret service for those of us that were there social media is usually a point that people that are making threats usually post that on social media we screen between 15 and 20 000 posts a week looking for threats to any of our sites or any of our employees we have locked or controlled access exterior doors we have a

107single point of entry at all of our campuses for visitors we have security vestibules at those entry points we conduct visitor screening and a visitor registry so that we know exactly who's on all those campuses at any given time we have classroom intruder locks that we require to be locked during instructional periods so that our kids are safe when they're on their campus we have video surveillance that covers the exterior of the facility as well as the interior of the facility again we have law enforcement personnel assigned to all the secondary campuses and every elementary campus has officers assigned to them as well we have security personnel that are assigned to the secondary campuses and some of the elementary campuses we have pretty extensive drill requirements that we are raising this year and of course

108i also mention our random canine inspections y'all met rambo or one of our newest officers uh rambo is actually back in training uh for the next couple of weeks uh we are training him in weapons detection so by the time the kids get back on school not only we'll be able to use him for narcotics detection we'll also be using him for weapons and gunpowder detection and of course the last thing is our behavioral threat assessment teams that we have available at each campus with that i'll entertain any questions and as you mentioned any detailed questions we would like to have a closed session thank you chief thank you all right next trustees we have dr monster to represent our preliminary star and eoc data good evening mr president dr nivin's members of the board

109i will be providing you a start and eoc performance update based on preliminary performance data from the may 20 2022 star and eoc testing once again this is preliminary performance data and tea will release official data and accountability ratings on august 15th of 2022 an update will be provided at the august board meeting my goal is to take you on a short journey beginning with the 2019 pre-pandemic performance of 219 to where we were in the midst of covid and coming in and out of virtual instruction to where we pretty much landed going into this school year where it was somewhat normal as i said somewhat normal i want to remind you guys of three different things the master's level once again is that student's performance this way students scoring at this level are 75

110percent likely to finish their freshman year in college without remediation so that's a 30 is our goal is a 30 uh master's performance at meets grade level they are 60 percent likely to finish their freshman year college without remediation and then at the approaches level these students are scoring at a level are not likely to finish their freshman year of college without remediation but it is the minimum passing standard for star so again approaches meets and then masters as you see in this we rebounded when we look at elar performance this is a collective whole from three third grade um all the way up into 12th graders who are still taking the test so you take a look at this it goes down and then it's taking a spark a jump back up and so

111we're very proud of that performance moving forward still have some work to do if you look at 90 60 30. if you look at math math was the one that we got hit the hardest on and we do believe there is a significant impact due to virtual instruction particularly math is best taught with manipulatives and group work and such particularly for conceptualized concepts and so we really you look at double-digit losses when we look if we were scored last year so it went so we are climbing back up we are not where we were at 219 but we are at least moving in the right direction a lot of this we can see from our seventh grade math performance which will be provided going into hopefully the next board meeting in august and we are

112going to have a keen focus on 7th grade math this coming year as you look at science again science is best taught in labs and to do to be able to implement concepts and so as we were here again we shot down and then we are slowly climbing back up a significant change we've made this year is hiring of a fifth a k through five science coordinator so that we could have a more of a support at the k through 5 levels as we teach science and then curriculum response as you look at social studies we didn't see as much of a hit with social studies i mean we did it at the negative four for approaches kind of like this and then it was like a little bit up and then we kind of

113have bounced back a little bit we feel that the eighth grade performance currently right now has had a great impact on that so that's going to be is not what we not totally awful but we have some things that we need to focus in on with 8th grade social studies excuse me reminder that a is exemplary b is recognized c is acceptable and d is in need of improvement and f is an unacceptable performance so currently right now if we were to predict and this is all of our district calculations from last year and 221 at domain one that would mean that cut score of students performing we were at an 86 last year i mean 82. this year with our calculation we're at an 86 which is a plus four we looked at last

114year we were in 80 with domain 2 which is growth of our kids this year we are in an 82. domain 3 closing the achievement gap we are calculating an 83 at 89 so an increase of 6 and then an overall rating from an 82 to an 89. now fresh off the press we have gotten new information also from brian moore that is saying currently right now some of the data sets that he's run is that we could land between 89 and 91 so we could maintain our a so we are patiently waiting for august 15 2022. i will say that with the projected data what you have is an increase of a's an increase of b's coming back to center where we were you have also a decrease in c's but you also have

115the elimination of d's and f's and we are celebrating that so let's do some outstanding performance celebrations aerodonda elementary if we predicted it at a c now an a in our predictions meyer elementary was at an f and we predicted it now we're predicting a b travis elementary an f predicting to be a b velazquez a d predicting to be a b lamar junior high wessendorf because they're connected together in performance ratings a d was what we calculated and now we are predicting a b so way to go campuses and those are just a small number these are really exceptional we had a number of campuses that have moved up a letter grade and we will be celebrating them when those results come back you can see the comparisons across the state are not state

116well you can see the state average in the region average you can see that we are top of some of the surrounding districts in algebra one in the areas approaches meats and masters specifically if you take a look very carefully you can see we're actually third not that we're rating um it approaches and uh second in uh meets and then uh second in masters for the sake of time i'm not going to go through each one of those but what you will see is that we are in for the most part we are very competitive academically in our by in our surrounding area and especially from region and and the state and as dr nevin said our goal is to be the best school district in the nation in the nation regional comparisons for english

117one again at the top of the leaderboard we're very again grateful for our teachers and the work that they have done this year as well as our administrators if we look at english 2 we are still kind of at the top and really competitive academically with the other some of the sound surrounding districts that are named for biology also if you look at biology on approaches we're about four because we are tied with conroe but we do put it in alphabetical order um and then third you know so but anyway um and then you can see where we are on master's performance and this is within biology then we have u.s history this is the one in the area that we're not as competitive and as we look at as i mentioned earlier 8th grade

118not 8th grade but u.s history excuse me we are looking at our dual credit and our ap performance to see that how are we preparing those kids who are really going through somewhat different curriculums for the exam to sit for the test and so we're going to be comparing that to determine additional supports for our students we have hired a new social studies coordinator and so we're very excited about that final accountability ratings will be provided to the public on august 15th of 2022 and an update will be presented at the august board meeting do you have any questions we were very excited yeah it's really really really great results thank you so i have one one thing i promise i'll be quiet after this but we we talked to the uh i talked to

119the administrators today um and you know we all know kobe was kobe was a headache for everybody to put it mildly and uh i really wanted the team to celebrate themselves because you know educators and you know and people just the people that are high performing they're always ready for the next step and we really don't take time to celebrate and i really wanted them to celebrate themselves because you know during the pandemic they worked hard and hope on the other side of it i was going to speak it on the other side of the pandemic you know at worst case we're 89 and in 2019 we were 90. i mean to drop one point on the other side of a pandemic and go through all the stuff and all the drama all the noise

120that they that they went through just shows the resiliency of our kids the resiliency of our teachers the resiliency of our administrators but also our child attrition staff our custodial staff our bond our bond office staff everyone who supports the campus and so i just wanted to publicly say we have we have some teachers in the back of the room and i think we have some somewhere else i mean you guys killed it you guys did a great job just let mean just think you guys killed it so let's please even with that say ladies and gentlemen lamar can be a premier district in this nation we can be and we will be do you think we're going to need to wait until august 15th to know about that uh last data set yes sir

121okay yes sir just just to make sure just to make sure because you know brian is a wizard but you know he's not perfect and uh although his his data is very reliable we want to wait we want to wait until tea gives it that final stamp before we say um definitely what we are but i know at the very least will be at 89. next we have a bond workshop we have mr buchanan good evening board trustees and dr nevins uh tonight we want to bring forth an update that we have so since our last board meeting we had the bond citizens committee um met we met twice we met july the 12th and july the 14th we had 57 members sign up to serve on that committee and 45 attended the meetings we

122purposely put all the attendees on these slides so we could publicly um just thank them i mean it was at least two and a half hours each night for input and discussion as we went through these it was extremely valuable it framed a lot of our conversation and we have great data sets that they provided for us that we're about to show you just to give you a preliminary one of the things that we told them and we learned from a couple of other committees that we've we've held publicly was that um we voted as a preliminary vote at the beginning of that second meeting and then we had a public discussion so we got to discuss everything after they they saw the temperature of the room and then we took a final vote at

123the very end of the meeting after the discussion was had um some parameters that we uh have given is that the this new bond will have no increase above our current tax rate of a dollar 24 2. so i just want to re-emphasize that we will not increase our total tax rate above our current tax rate of 1.242 the other thing was is after one more time third time our tax rate will not increase with this bond our total tax rate will remain the same at one dollar 24 too it's a little hard to say 24 2 at the end the other thing is is maintaining that current tax rate it gives us a bonding capacity um with our growth pattern that we have now a stroke of trends of a billion dollars but it

124will have to be over a five year period again that period may may go short or long depending on our growth if we grow faster it could shrink that and then the bond citizen committee they rank the proposals that we've already discussed with the board so based on that information this was a yay or nay so they either voted yes they would like to see it as part of this based on those parameters or no they wouldn't the top two which was almost unanimous was uh updates of led lighting and turf to trailer stadium and our technology devices which are ipads desktops and laptops our computer refresh that we have throughout the district then our second item that came in was our second stadium land and second stadium itself and then there was a clear

125delineation and that's the blue line um you could see it went from 86 and a half to 73 percent so there was a clear drop-off after that second stadium to the practice pools the performing arts center and the other and the land for the performing arts center so that was the information that we um got back from our bond citizen committee so based on that in the input that we've received from our other workshops we have a uh a worksheet that we we put together um with a preliminary um amount um you have it in front of you now projector the longest five seconds of my life so the preliminary budget that we have and we put together is 600.8 million so that 600.8 million dollars includes elementary schools number 35 and 36 the 500

126seat edition at the five high schools middle school number seven elementary four elementary sites two secondary sites portable buildings for the summer of 23-24 it also has priority ones it has um only group a so those are ada and life safety issues i would also like to publicly announce that 43.2 million dollars for group a includes 17 million dollars worth of safety and security upgrades as part of makes up a vast majority of that group a the next is our buses for transportation uh and the lastly is the technology infrastructure at 58.2 million dollars the other items that we have at the bottom are the upgrades for trailer stadium um the turf and led lighting the second stadium and then the technology devices so based on that that is our preliminary um layout of our

127next bond is 600.8 million dollars um we have um three items that you know could be included in part of that if we included um elementary number 37 elementary 38 and possibly a cte center that would take our total to 898 million dollars so those are that's kind of the range that we have with the bonding capacity we have um to be able to address the needs and the growth that we have um in the immediate future mr pecans is there used to be a secondary complex that was in here or let me ask it this way before the end of 2025 are we going to need funds for another secondary complex based on growth yes sir the reason that the the second secondary complex didn't make the list is it's just over 460 million

128dollars so at that point time it goes over our bonding capacity so if we need it what's the plan then we're not asking for the money but we need a new school how does that so the plan right now is is we're addressing some of the growth so we're adding 200 2 500 seats at our five high schools that we have so the 500 seat editions and then with the cte center it looks like we can house anywhere between 1200 to 1300 students at that cte center as well so we're gaining capacity at our secondary level but again you know it it all depends on when they arrive is there funding in the 2020 bond for uh there's going to need to be a secondary complex to relieve foster and full sure uh is there

129fun are there funds in the 2020 bond for that yes our current 2020 bond has high school number seven middle school number or junior high number seven um this bond that's why we have middle school number seven so that we would be able to add that third campus to so when it opens it would open at a full middle school junior high high school so what was removed was high school number eight that's correct high school junior high middle school number eight yes sir and where would that likely need to be and then right now based on our demographic growth it would probably need to open in 2627 somewhere in that area okay our catchment areas that are been identified by a demographer is really north of 359 um because that's where the growth that's

130where complex number seven is as well uh our secondary complex number nine was south of 59 is where it looks like our growth patterns but again that may change due to population growth when will tomas open number seven when will it open i've got a commitment from our bond program office as our director kevin executive director kevin mckeever is back here um he plans on opening in the summer of 2025. okay so then if that was in the summer of then um what's the likelihood house what's the soonest the number eight could be open knowing that we're gonna have that in 2025. if we included it as part of the 2022 bond it would be 2026 if it was perfect and it would have to be absolutely perfect because we currently don't have the land

131for it and so the 500 seat additions uh to all the other campuses with the exception of lamar terry is what is what we're hoping that will relieve more space so we can possibly prolong number eight yes our bond office has built our preliminary schedule and also depends on available funds property growth when we can get those funds for those will be open in the summer of 2025 as well so that's why we're proposing those 500 seat additions because we can build those schools in session because we're adding to the facilities yes sir but those 500 seat editions help us prolong secondary complex number nine so with the rising costs of construction and everything else and the fact that we continue to do this keep adding to 500 i mean we did the same thing

132did we already do that at foster did we already do the additional build out no sir what we've done is is and you may be thinking of randall when we built it we had some shelf space and we've already completed the shell space there but all of these five high schools have a capacity of two thousand we've increased our master plan principles to 2 500. this gets all of those the only two high schools that won't be at 2500 will be lamar consolidated in terry high school because miss denzel had a question i have a couple of questions um but we are putting in the land for eight and nine in this bond correct it says or it says land for secondary two sites yes ma'am if we approve a uh kate which is a

133career in technology education center that would take up one site and then we would have secondary complex number eight as well okay i think what uh mr hunt was trying to ask if we did what you have on the screen right now how long before we're gonna have to come back and do another bond again to keep us up with the growth that we're having now are we going to have to hello it's 20 24. here we come again in two years just i mean just so that we don't have sticker shock now is that what we're trying to well we're also trying to to be good stewards of what we're laying out and what we're what our true needs are and what we can actually open because a lot of this we've been working

134with the finance office is all of these opening of schools has an impact to our mno budget as well so we're trying to address the growth and balance it as we move forward okay the other question i have i came to the second meeting and i felt like many of the people in there were really pushing for the pools for randall and terry they really didn't want to see for schools that are not built and it was 73 percent could you just for the fun of it if we as a board decided that we would override that and put it in there where that would bring us with our total just to see what happens because those were the pools that didn't get passed in the last bond just to see if we're under the

135billion come on that's where those two pools are roughly about 79 million for the two together yes i might have to go back and look at the actual calculations but it's it's we're still under the building it's roughly in that timeframe yes ma'am because you is it still that as long as we stay billion and below we stay at 1.24 correct that's correct yes ma'am okay just for putting it out there to see what we might as a board want to do ms williams so mr buchanan first of all i want to say that you got lots of compliments and i emailed this but you got lots of compliments on how you did the committee so thank you um and um i wanted to i emailed you a couple of these things but i want

136to ask them in public as well but um so for example one of the um some of the feedback was to consider using the tilt wall construction versus conventional wall framing yes ma'am that's some of our um as we continue to look at delivery methods that we have tilt wall is a method that we can use right now what we do is we use a steel structure and then we build up the masonry around the outside but we continue as a as a bond program office as we look at our constructions and construction costs in particular and working with our architects on what's most cost effective um at this point in time the method that we're using um the input that we're getting back is there's not much of a difference in change if any

137at all some of the tilt wall tends to go up because the number is still in the amount of concrete because they tend to fluctuate okay so we have you have looked into that oh yes when we continue to look at every project um as we as we evaluated and what's most cost effective okay it's good to know as long as you're looking into it yes um and then um how many stadium designs if we're looking at the stadium second stadium how many designs are we looking at are we just looking at one particular type or a couple different so right now what we've done is we've based it off of the seating capacity at our current stadium so trailer stadium has a 10 000 seating capacity so we will be on a second stadium

138with the same 10 000 seating capacity things that we are looking at adding that's in part of this budget is also practice so on both ends of the end zone you have a place for the band to be able to assemble because right now they're getting on the tracks things of that nature we also have storage there for their props because a lot of their competitions and their as they present there they have a place to store their large props on the site as well as a practice facility dedicated outside because a lot of times what they do is they use the parking lot so this would be a dedicated facility for them along with some cte so we're adding you know we've looked at expanding some of those cte availabilities within this secondary the

139second stadium as well which i loved on our tour today if we can combine the two together that would be fantastic um so i'm glad you're thinking about that um some more commentary i won't read at all but someone can said this is not the same as trailer this is a college stadium so what would you say to that comment i i wouldn't say that it's a college stadium i mean because universities go to 100 000 seats i mean they're they're pretty extravagant what we're looking at doing is building a second capacity as uh coach nelson eloquently spoke um i know that mr lambert said the first meeting about the second stadium and the usage and the number of high schools and secondary campuses that we have what we're looking at doing is producing a

140secondary stadium with the same seating capacity so that we can help start um scheduling our games and be able to have the opportunities because it's not just football you know you got girls and boys soccer you've got track you've got fine arts that use it i mean there's lots of things that use that other than just the football stadium yeah i say one more thing is that the second stadium is also is also meant to be an academic an academic facility and so as greg you know glossed over is that we're talking about cte we're talking about cte classrooms we're talking about culinary arts so where you have a cafe in there and that that entire facility can be student-run and so you have a cafeteria in there or a cafe in there where you

141have culinary art students running and then you also have your av audio visual classrooms to where uh students can record whatever's in there they can put commercials up they can do a whole lot of things at the end of the day we'll have students be able to leave us with certifications and so it won't be just a stadium you know you could look at me you know i played a lot of football back in my day so i love football but it's not a football stadium there's going to be academic facilities so all students can use it and it can be student driven so every student that touches it will be able to benefit from it and leave us with some kind of certification so when they go into the workforce they can go in

142not at the entry level but they can go in as a manager or supervisor making 70 80 000 a year thank you so the goal is more of it we need a second stadium and we're going to add cte capabilities so it touches a lot of the students as you say yes ma'am we want every single student that can touch it touch it thank you um in the p1's we talked about the fencing at dickinson elementary is that part of the safety and security that you mentioned the 17 million we probably need to talk about what's in that in closed session we try not to sorry got it yes okay um and then with the cte center i know you added that on the board if instead of the cte center if we're trying to

143combo the new stadium with the cte capabilities could we do the high school if that's the next immediate need is the high school number eight could we put that there instead or think about that and see what those numbers look like so this okay so if i take out the cte center and then because they didn't vote on no one no one has that was not part of the that's correct right okay the cte no one you sure you put in is that too many numbers i wish it was okay so that takes us over the capability well that's what the that's what the pools that were in there too no sorry that's not what the you took the pulls out yeah gotcha so that's over our billion dollar capacity anyways or if we could

144build it and the stadium with cte we could be meeting a lot of more kids needs correct and programs yes that's correct but the one thing that you know as we look at that is we have to separate the two um it could be a possibility where they get combined if we want to do that in the future so you'd have a second stadium with the cte center as part of of that and it would really be able to expand the offerings that we could have at that at the facility or we could buy land that's possibly can house both and use the same parking that's correct okay mr lambert yeah um publicly i just want to say that i am a big proponent of the cte center looking at our neighboring districts and the

145students that are coming through those programs that are getting the certifications and going straight into the workforce with from welding to diesel mechanics to cosmetology culinary radio television film all those things so we're looking at our surrounding districts right now and they're students that are just stepping out successfully and i'm i want our students to have the premier facilities and the premier opportunities and all that stuff and so um to still want to dr niven's lines we want students to learn how to make a living not take a living and so um to add to that whole premier uh educational system that we have here at lamar you know for putting out professional plumbers hvac those are those are programs that we looked at our neighboring facilities today and there wasn't a plumbing there wasn't

146an hvac program in those so if we're looking at okay what can we do here to set our students up we're anticipating all the growth happening right here so if we can put out home builders and framers and irrigation and plumbing and hvac and be our own customers within our district right here with our neighbors and hire our kids and train our kids to send them out um i'm gonna be the biggest cheerleader for that cte center just because i mean with the students i work with daily i have names of students that you know have gone into that workforce and working for the district now and doing other things in that area and just to give them that certification because they didn't graduate from one of those other ones i don't want to rob

147our students i have two boys that went through those programs so i am a big proponent of it there and and i'll i'll echo the same sentiments as both of y'all um when we went on the tours today i mean first let me tell you some of our neighboring districts have facilities that are uh very intentionally designed to meet the needs of their students and also meet the needs of the community and there are gaps in the workforce in our community and you know we need folks that are doing health science nurses nursing assistants and with our current capacity on our campuses my understanding is that some of those students that might be interested in health sciences are not able to take advantage of those programs and then you have hospitals and clinics in the

148community that are are just dying for our students to have those certifications and so um it would be a benefit to our students it would be a benefit to the community and um you know and not every student is going to be at the right place or it's not it's just not for them to go to college and some students are in a place where if they're going to go to college they're going to have to rack up massive debt in order to to do that and that's not right for all of our students and so as many opportunities a diverse array of opportunities we can provide to our students the better one other thing that came out of a conversation with dr lazar and i appreciate her helping to put together that tour truly

149was um we have a lot of these programs on our campuses so like you'll go to full sure high school and they've got um a really nice culinary department they've got welding they've got you know woodworking they've got all that but a lot of those are intro level classes they're smaller facilities and we kind of reach a ceiling on what we're able to do as a district and what we're able to do for our students because we don't have the right facilities available for our students so this is really taking it to the next level providing higher level opportunities for our students that that students in fort benn isd have that students in a leaf isd have that opportunities that katy isd students have that that are uh that our students should have as well

150mr ross i have several questions um you i assembled the second board uh public workshop on the meeting and you did an excellent job by the way i just wanted to tell you it was much better than the 2020 bot you you were you're very professional and you answered all the questions that everybody had did i hear you say that night that the second stadium the ideas that you guys have is to put uh instant replay system in that in that stadium yes sir most most stadiums that go in now they have their cte kids or av that can do the commercials but they also have filming so that you can put like instant replay production type things for kids to be able to run and be able to play those videos on video boards

151what what i would like for the administration is a list of what how you guys came up with the 153 million dollars like 10 000 uh seat stadium this many cte classrooms the stadium would have you know a scoreboard some some a basic rundown like that of including that kind of thing because i'm not sure the people who are not connected to the district who pay the taxes would agree that high school stadium needs instant replay and here's something that i suggested in 2020 is that instead of building a 10 000 seat stadium that we build an 8 000 seat stadium because trailer stadium is rarely full and we could have a first class facility that's slightly smaller that would still accommodate all of our games and we could buy the land for the cte

152center but not necessarily build it now and and i say that to throw out the idea to remind everybody that we do have tstc in our backyard so they don't have a cosmetology program but they do have uh computer software they do have welding they do have automotives they do have hvac and that's a first class facility so we we have a we have a limited budget here and it's a lot but we got a lot of things we're trying to do with the next bond so that those are those are some ideas to throw out there the other thing i wanted to ask you about and i asked about this by email we've had some discussions in this ballroom in this boardroom before about it's a fancy ballroom we saw some ballrooms today on

153the cte tour is about taylor ray and travis elementary there was conversations i believe at the first workshop about the idea of knocking both schools down and building one school on the site to replace both of them that's correct there's been no further discussions that i've been a part of since then so we continue to add money and construction to both sites with that idea lingering out there and i'm a is that is that accurate so so as a as of right now that option did not make it through the first initial list as we went through so currently that's not we can bring it back on the table but it has not made it to this point the replacement of travis and taylor ray from the board that's correct but you all talked about

154it on the bond committee too right the bond steering committee we were we went over that but that bond citizen committee was looking at propositions a b and c or not a b c and d is what they were looking at they weren't looking at proposition a because somebody emailed me that was on the bond committee about that so i just assumed y'all went what we did was we did over a brief overview of proposition a that we're going over with the board letting letting them know that our board of trustees is the one that are they're looking at proposition a the reason being is the majority of proposition has growth um so it's a lot of it is driven just by demographer data and what what we need and how we need for capacity

155i didn't put that on on the questionnaire you guys gave me if i remember correctly because i don't we didn't have a full discussion and come to a conclusion on that i i'd be interested in that idea to hear the administration's idea and what everybody thinks but we continue to put money into taylor ray and travis and then we might knock the whole thing down in four years and build a brand new school on the site and i don't think that makes much sense for us to continue to spend dollars now building out those facilities when we might come along pretty soon and knock it down so i think we need to tackle that problem and eliminate it from our thinking or move forward with that and not spend any more money on these does

156that not make sense to everybody mr buchanan you might not know this off the top of your head you might though how much are we spending in renovations i guess priority one a's on those two campuses in 2020 or 2020 both 2020 and then in this proposal i won't know the 2020 right off my head um it was supposed to be a renovation of a library or something that was in the 2020 pond i forgot what they were going to renovate everett travis so in the 2022 ray elementary is 200 212 000 and travis is 248 000 respectively in the 2022 i know this was a discussion at one point too about i don't know if we have an answer but if there are any rules about whether you can i mean we spend probably

157over a million dollars on doing those renovations of those campuses if we were to say knock them down build a new one we just spent a million dollars in taxpayer money and now we're completely just destroying it so i don't know if if there are rules just something to look into about that so we do have to have our bond counsel okay would you like jonathan to respond now or later if he has if he if you have an answer at the ready but um okay we could talk about it in closed session since it's eternal so so let me let me ask another question about that about taylor rae and and travis and for those who might not know these are two elementary schools that sit on the same piece of land and they're

158roughly 100 yards from each other and they have two separate administrations and everything and travis is a school if i remember is built in the 1940s or early 50s and taylor ray was built in 1979 so as of today or the projected enrollment for next month both student populations could not fit into taylor taylor rate is that correct that's correct so taylor race capacity is what taylor raised 714 714 capacity that's correct and so both of those would be exceeding that a lot or like we just need one or two extra temporary buildings i'd have to go back and look at the numbers i believe it ranges somewhere 160 to 180 additional additional seats that we would have to have to be able to combine those because if that's that's a continued idea that keeps

159percolating in the district that we need to knock them down and build one site i would recommend that we maybe not use travis anymore and build out taylor ray a little bit bigger and i don't because the building is not nearly as old so so right now that was something that we initially started having discussions on um but when we first floated it out it it has not got any traction whatsoever after the idea what we were doing was just bringing forth ideas that we would like to see what it looked like but it it didn't gain any traction from the moment it initially got introduced it just kind of fell to the side but to answer your question travis in the 2020 bond is 5.9 million dollars and taylor ray is 4.5 so it's

1605.9 for travis and 4.5 for taylor ray so alex that's a that's a lot of money we're spending right now on both those schools in addition to the 2020 money that we're going to add to it i mean 2022 money so so travis's 2020 bond was 5.9 million dollars and ray elementary's was 4.5 million yeah so it wouldn't make sense i don't think financially to knock them both down and to build one school there with all the money we've recently sunk into both campuses it doesn't seem like that would be a fiscally responsible thing to do mr buchanan one of the things going back to the the secondary campus that we talked about one thing that would help me is we we have the demographic report that says in this year this is how many

161if we don't build new schools this is how many students will be at full sure high school and then the next year and then it goes out like 10 years and there's like 6 000 students there but the idea is that there will be new schools that will be built one thing that would help me because we're like interjecting variables in here of new schools potentially a new cte center that would get some of those students off those campuses is to see based on this proposal and the building of tomas is how those schools would potentially affect those numbers basically so i could see that in 2025 we're not going to have you know be like a thousand over capacity in full sure or thousand over capacity in foster is that something that you could

162potentially put together i know you you won't be able to know the attendance boundaries exactly but so so a lot of that is based on our demographer data that we've already put in there and they put catchment areas in some of that but yes we can we can put together a a preliminary layout the the problem with that is is because of the nuances of rezoning yeah some of those because some of those tendon zones really aren't balanced they're just kind of taking planting zones and just putting a rough estimate of what it looks like so because some of them attendant zones the way that they've got the catchment areas it has more effects on one campus and less on another that you think it would and again that that can you know we can

163continue to refine that um but that's a lot of data to be able to come in but we can't pull the data that's off our current uh demographics report and be able to provide it to the board of trustees so my concern now is that if if say we wait until uh if we were doing a two-year cycle we would be doing the next one potentially in 2024 right and at that point if we get funding for high school complex number eight and it's approved by the voters when would that school be open three years afterwards 2028 would be the summer of 2028 right so full sure and foster are already over capacity right now correct i would have to verify that they either are or very close to it and we're building a 500

164and 500 more capacity plus a school with 2 500 so that's 3 500 kids so basically if there's more than 3 500 kids in the next six years in that area then we're gonna be over capacity and i can tell you driving here from where i live i mean we all know there's gonna be a lot more students than that so that's that's my only concern with taking that secondary complex out but i know that the numbers are difficult to hash out with it in right you suggesting that we add it back and take some other things out to get under the billion dollars i i'm just concerned with you know we we want to get out of the portable business um i'm yeah i'm concerned that the next relief after with tomas um would

165be six years from now and there's already parents that are saying these schools are starting to get too crowded in this area and and we're six years away from relief so but i'm afraid to take any elementary schools out i think we need all four of those because we've almost built all the or we're ready to build all the ones from 2020 correct yes ma'am we have two more to bid and i'll be bidding this fall and we'll have all our elementary schools bid and part of construction so with the k the addition of the cade or the cte center whatever you want to call it um how many more seats would that add to free up spaces in our schools that we have if you based on the models that we looked at today

166they're roughly running between 12 to 1 300 kids at their at their centers so you would be able to add and that is a.m and p.m so you figured you would be relieving half a half of high school would you would you be adding it as a kate center right right so and then at the kate center they can still take their core classes there also so i just want to make that publicly set as well yeah no you can't you can't you can't rezone but it would it will alleviate some seats help some seats but would that not be portions of every school day not necessarily an entire school day so like on on a monday in the morning you'd have a group of kids from foster no no every day every day you

167would have from every pull from every school right but foster for instance you'd have a group of kids on a monday morning they can go to the cte center you know the first couple of classes there and then they go back to their home campus for the rest of the day would they not is that that no so every day you will pull from every school so students depending on their schedule and their core classes and their what tracks they're going on they'll have part of their day at their home campus and part of the day there and so it'll be schools from all all the high schools coming together on every day so it won't be like monday gets foster tuesday i wasn't suggesting that i was just saying i was just saying they

168yes they are there will be kids from george ranch from from randall but there will be i'm just trying to take that as an example just foster but those kids from foster that are at the cte center would not stay at the cte center all day all school day long at some point they would go back to the home campus and need a seat right and then in the pm you'll have other kids from foster company exactly yes so you'll so you'll still have kids leaving when you have kids going back and then on the website full shirt is at 2 342 students and foster's at 2285 students so i think those those yeah i mean that and i think if we're gonna be talking more about the ct center i'd like to hear dr

169lazar maybe speaking to that if that's something that we're going to continue to talk about i don't know maybe it made is anybody else would that be okay did you want to hear from dr lazar now do you want to if anybody yes sure yes so if we have dr lazar come up and then we can ask questions i don't want to try to pretend i know it all looks like i just saw you yes all day today question so since we're asking questions about how it'll work let's get the experts you were talking numbers so let me let me give you a couple numbers because i have enrollment numbers for next year um just to kind of give you a little bit of a picture so next year at lamar consolidated there are 1

170834 students that are enrolled in cte courses terry high school has 1966. foster high school has 2 260. george ranch has and 2713. four sure has two thousand six hundred and sixty-five and randall has one thousand two hundred and twenty-one um so the idea of of the cate center right would be that all of the intro level courses would stay on the home campus and we would bus students to the cate center for a half day so they would either be on a morning or an afternoon schedule with at least one of their core level classes taken at that center once you get to the upper level classes those courses typically are either they're blocked so they're either two to three periods depending on the course so kind of like zach said you would be

171looking at no they would not be there a full day but right like you would be removing kids from another campus both in the morning in the afternoon has there been been any talk about converting one of our current high schools into a cte school so i have not been part of that discussion so um as those of you that went toward the cte centers today they're an extensive amount of work that needs to go in those to prep those so the cost of coming in you would basically have to gut an entire high school and then the structure would have to be redone it's not cost effective because you have to demo and then rebuild back that's just built from the ground up okay forget i asked yes erase that erase board got it

172it's good to know for the public so what so i would assume that some of them would stay right for instance at most of our campuses we have both a culinary like a commercial kitchen as well as a residential kitchen the intro level courses happen in the residential kitchen so those would stay you can speak on top of that i would assume that the commercial kitchens would probably repurpose for other uses would that be would they be considered a cost savings so if we built a ct center and uh would it be a cost savings to move commercial kitchen equipment to the new center to repurpose that yes sir we could come in and take the utilized equipment current equipment that we do have um because a large portion of your your cte budget is

173for those welders for those commercial type equipments the ovens the fryers all that kind of stuff there'll be some stuff that we won't be able to be able to move across like vent hoods fire suppression systems things like that but you know three compartment sinks and ovens and uh stainless steel countertops tables things of that nature that can be repurposed from one site to the new center so high schools that we have not built yet if we get approval to do the cte center and we start looking at it then we might have to go back and look at the construction of seven and eight of what we want to put in those schools so we aren't being redundant oh absolutely so it's a good thing that we we need to find out where we're

174going so we know what we need to do that's correct because part of the cte center now we'll be in the design phase during the month of november so depending on what happens with it we would be able to pull those cte portions out of tomos high school because it will open roughly around the same time the cte center would be able to open and do you see a problem re-doing that those plans our bond office can absolutely take care of that understanding with not without a problem yeah okay pbk architects is who we'll use for the facility and they can easily be able to come in and return those into instructional spaces so we really need to know what we're doing before we move forward um what i'm sorry i lost it uh well

175one thing while i'm oh have we talked about any public private partnerships to help alleviate any of these costs some of these that we have but a lot of times the private sector doesn't want to engage until there's commitment on our side that we're actually going to do um something so once you know depending on if we do go out for a bond in november and then we do get a commitment from the taxpayer that we would like to do this that's where we can actively go after private partnerships to see how we can help augment the cost and some of this kind of stuff because they know we're going to do it and they know that we're going to go across the finish line with it and then probably my last question is on

176the p1 so we did the facilities assessment right and so we said when the p1s are done then we roll the next so now if we're not when we only have group a currently on our list that's correct so what happens to the rest of the priorities that we said we were going to do so at this point in time if we decide to move forward with just the priority group a of our p1s which are really our p2s p3s from our last facility assessment right and it that's where we go forward when with a the next bond what we'll end up doing is taking a new facility assessment um the reason being is is we've also just come in and we're updating our ed space make these a priority well in 2020 we we

177addressed a vast majority of those priorities that came out this would be picking up the last part of our ada life safety that we've addressed through those along with our safety and security so our next facility assessment will be coming back and doing a brand new survey getting input from all our new administrators and their buildings and teachers as well but even with the new assessment i guess i just want to make sure i'm understanding with the new assessment it wouldn't be like okay now we know that we already knew this was a priority not a one but a two and a three we were reassessed now that becomes some of these may end up being threes and fours again they may be ones and twos so it all depends as we redo the assessment

178how it looks like on each individual site because that's the way we prioritize them not as a whole but how is it affecting the site okay okay thank you so boy the objective is now is that uh if if we're going to move forward the next board meeting is august 22nd and so between now and then we need to decide exactly what will be in the package and then the board will call for the bond on august 22nd meeting but again we have our bond counselor here and so he's going to come back with us in closed session here in a minute and be able to answer more questions uh uh as we consult our attorney in closed session about the next steps but that's you know publicly that's going to be the next step

179it's august 22nd to finalize the package and then call for the bomb election if the board still chooses could we do our closed session now and then do the remaining items afterwards okay all right uh then it's 907 pm we're joining the closed session pursuant to texas government code sections 551.071 551.072 551.074 and 551.0 the open meetings act to discuss personnel land acquisition or consultation with our attorney
