001good afternoon today is august 16th 2022 and the time is 1pm we're gathered here today for our briefing meeting mrs giovanelli and miss kittens will be late but we will proceed today on the agenda we have a capital project quarterly update a presentation about naviance job descriptions student progression plan a first reading and pre-briefing of policies and a federal stimulus grant funding update we'll begin today with capital project quarterly update and our present presenters are scott rickenbacher and barbara cedano mr rickenbacher did you have anything superintendent nothing to add mrs fisher thank you good afternoon board members dr bernier this is your quarterly update for construction i'm scott rickenbacker director of constructions and project management first slide we tried to rearrange things per some of your recommendations where we've grouped design procurement construction to compile

002all the jobs to better suit your needs in terms of review so i hope you're liking the new format if not let us know we can change things accordingly so the first up is we have procurement phase as you can see right now we have two projects in procurement phase bonita springs elementary and cape coral we've just successfully negotiated both bonita springs elementary and cape coral technical college contracts i was working this morning on putting phase one total project caulks together so we're gonna try and get those to the board for september 20th if possible if possible second is our design phase where we physically get in and it's our phase one process where we design the different projects you can see right now we have a total there's several pages we have a total

003of 16 projects that are currently in design two single point entry products in design phase four plumbing renovation products which we took over for maintenance to oversee on their behalf six traffic studies one addition building one hvac project we took over from from maintenance and two new construction projects and that entails with cape coral technical college cypress lake cypress lake high rotc towers fort myers renovation gee weaver hips new construction edition that's for the pre-k program gateway elementary traffic study harness marsh middle and elementary traffic study harness marsh middle traffic study orangewood elementary to hvac renovation rhema c page traffic study riverdale high school which is the new construction we're hoping to have a phase one to the board in january of success academy that's a plumbing renovation tortuga elementary traffic study villas plumbing renovation

004and villas elementary a traffic study as well active construction projects we have 25 active construction projects that entails 15 single point entry projects four new construction projects one plumbing project three kitchen projects and two renovation projects so as we start out you can see amanda sierra oh go ahead sir got him nuts oh i'm sorry board members i thank you i just wanted to make sure we caught up with the slides thank you so the first one up on the list is amancier elementary school that's under construction as you guys also on the news cape girl high school that's a renovation of single point cypress lake high school renovation the single point cypress lake high the arts center single point dunbar community school single point entry estero high school single point entry fort myers academy

005of the arts plumbing renovation and fort myers high school single point entry franklin parks elementary that's a new construction if you drive down marsh ave you'll see that we already have portables deployed we're starting to put it together for myers technical college that's underway that's a renovation of the technical campus on that school lehigh acres elementary or a single point renovation lehigh acres middle school is under construction that's the edition wing mariner middle school we have a single point entry renovation orangewood elementary we have a kitchen renovation orangewood elementary also has a single point entry program going on board skyline elementary kitchen renovation spring creek elementary single point entry success academy early childhood single point entry sunshine elementary kitchen renovation sunshine elementary also has a single point entry transportation east that's the new bus drivers

006complex if you can see we finally got that skinned in so we're trying to get prepared and locked in before any hurricanes come through that's on target to be open december 1st veterans park academy arts that's the renovation obviously you know that the old lambs middle school has been opened up and successful opening and the children are in there that's also veterans park is receiving a single point entry program as well as villas elementary has a single point entry program i would like to just brief you on a couple items that are not part of it but i always come forward with you on some information we have the 60 percent design development drawings for franklin parks 60 means we're kind of halfway there with the design development we have we start really focusing and

007forecasting on what the potential costs could be we have two numbers that came in one for the construction manager at 71 million and that's that i included f and e in that number they came in at 58.2 million we had ffme of just under 5 million and the phase 1 cost of 8 million so we're looking at about 71. i'm thinking somewhere about 70 and when we look at the architects because we have both entities create their own separate evaluation the architect had 56.4 million and the f and e and the phase one cost of that and it comes up to 69.7 i do see some overages and they pad these things like they put in bigger contingencies design contingencies so right now i've sat with melissa in budget to come up with some potential

008foresight on numbers i think you're going to find that the franklin parks is going to be somewhere around 70 when all said and done and i bring a phase two to you i also want to alert you saw many of the single point projects that we issued 10 of the single point projects we had to give a no dollar extension in time due to material delays so in other words we started the project we got into it but we are starting to see material delays which obviously is going to push some projects a little longer than they would have so we try to mitigate it as best we can all schools opened up there may be a part of the counter that wasn't in place or another door that had to be added but those

009are occurring it should all be done by september 1st and that's pretty much my update any questions miss jordan and then ms patricka thank you thank you for this presentation it's very colorful i love the pictures no just kidding but i wanted to ask about the single point entry okay that is that does not constitute a swing door correct and are they all the same that's a question we're meeting with safety and security the construction division maintenance and safety security to have those discussions that's really better asked of the safety and security division some schools have the vestibule encapsulated some schools have the counter in the front area to be that encapsulation other schools have created a different point but we're going to have a coordination meeting so we're all in sync with exactly what

010we're doing because many of these campuses are in different phases of that so we'll report that to you once we get that narrowed down okay yeah i'd appreciate it because i think consistency on that even it would be a great idea to have yes ma'am as far as the buildings if they're the same buildings correct we have a meeting scheduled for thursday to do just that perfect thank you thank you mr patricka and speaking of the same buildings i noticed mariner high school is not on this list but a cerro high school is so they're the same building did mariner not require no mariner has a little different i personally am not familiar except my kids went there they have a little different area that was able to be secured with some fencing and gates

011where you go to their front office you have the front counter and they actually have doors with i believe the card swipes left and right so we had to do a little bit more estero who wasn't there but mariner had most of those components in place great thanks any other questions board members miss morgan push to talk just push it down push up a little square hold it until it turns right first of all thank you for reorganizing the material and i especially appreciate you indicating the funding source that helps me a lot so just wanted to say thank you miss kittens yes i have seen it before i can't pull it out now but i do want to say too thank you for showing it so that it's easy you know for everybody to

012understand and if i missed a part of it then that's fine but i just wanted to know on the revisions at veterans park academy did i miss that part if i did then you may move on but i know that we are moving the sixth seventh and eighth from veterans park are going into the new area correct for the students it's a great question i appreciate it when we think about veterans park academy of the arts right now it's for the for the entire audience it's a k-8 center located on one physical campus there was a middle school behind it the former lambs that has been under construction was listed in this report that work is primarily we have ceos gcos did we get the final word from the water district we're waiting on that

013some permits and applications have to be signed by by us easement rights which has to come to the board so we're working on a tco now until such a time as you guys approve that easement for the main fire valve so for the parents who have children there tco is a temporary certificate of occupancy it is perfectly safe and perfectly fine to occupy a building with the tco the building department make sure that our children will be safe within those types of environments but there's some minor paperwork that still has to be completed that building is now housing the sixth seventh and eighth graders from the k-8 while we will now work this coming year the plan is to work this year with those six seven eighth graders out of the k-8 building there's an

014opportunity for us to do some needed renovations and some needed work where we can move students within the building to create the workable space we need to do those renovations without disrupting their educational programs what's before the board coming up and what i've shared with all of you individually is we're also experiencing some issues both on excuse me quickly both on homestead and arthur avenue because we are having additional students occupying the six through eight center we are starting to run into some of the concerns that i shared with you all individually and privately in our one-on-ones we have a number of students and their families arriving in a location where the substrates are not fully prepared for that volume of students under its current conception the last time probably was fully updated with all

015you with all of you this k8 was going to grow k5 at the main vpa building and then grow into a six eight setting in the building that was behind them the former lambs that situation could put potentially 2 900 students on that campus all starting at the same exact time that both those two substrates as we've discussed will not survive that it is not a workable option for us but we want to make sure that the community understands that we are committed to a k-8 environment we want to make sure that if they drop a student off in kindergarten and have a sixth grader they have to make one trip to that building so what we are considering and what i would like some additional direction for today is i want to pull together

016our construction our planning our academic services team and all the other individuals involved in this project we've been having conversations with their principal as well mr carter we would like to propose an idea of continuing with a k-8 at the at the building that it currently is in after renovations are complete and then using the building behind as a separate middle school but still committed to the arts so that they can share the black box theater the goal here would be two-fold one the community gets to keep their k-8 site so if you're in vpa now if you're in veterans park you can remain there so the sixth seventh and eighth graders who went across the yard would get to come back and they would they except for the eighth graders they would move on

017to high school the kids would matriculate up and we'd still have a k-8 center where a mom or dad could drop off their first grader their kindergartner and their eighth grader in the same drop-off that would operate on one bell time the building in back the middle school would move to a middle school time frame we would have to absorb some of the students who were recently placed at veterans park because that building had some capacity we would then additionally add students to that facility to create more seats out east so that we'd have additional middle school seats and we would put that program into place with a new and separate principle so what we would do is use this year as sort of like how we're using franklin park swing site we'd swing the

018kids into the middle school revamp the building bring them back with their teachers and at the same time approximately hopefully november december we would put in play a principal who would begin to work to build that school building hire staff and be ready to open in 2324 with a middle school site also committed to the arts keeping that arts community focused and then sharing the black box theater we've shared that individually i thought it was important because we had the opportunity here with it being on this spreadsheet we had the opportunity to at least publicly share that i would like to work with our team in order to make some decisions about how we move forward and bring a recommendation forward to this board as early as september or october in terms of what we

019can do and how we're going to get it done but i think that is the best solution both for the community to keep their k-8 and then provide the sub-streets the relief that they need from a student population all arriving at the same belt time and still keep some additional seats in the east for middle school was kittens okay all i can say is hallelujah thank you additional seats in the middle school realm especially is something that i've been asking for for a long time i'm glad to see that we are looking at the need where the seats are i you know i was pretty vocal about being disappointed about the way it was going with the mega school knowing that we needed seats so i appreciate that and i hope when it comes before

020the board that the rest of my fellow board members will see the need and go ahead and approve what could be an additional what eight to a thousand seats in the east zone for middle schools so thank you so very much for that thank you ms kittens any other questions or comments board members just one last piece of information my secretary julie harper has been working for the past three months diligently creating the construction website construction department website so we've now entertained it with additions renovations kitchen projects i tried to stay with three clicks miss kittens i heard you and you can go to it shows all of our listings of current projects up to a year various sites that are currently i spoke to and your update will have pictures before and after except

021for the single points we're not putting pictures up of our single point stuff for those security reasons and then there'll be a gallery down below so if you scroll a little further in the page you'll actually and you'll be able to see the whole history of the project from its inception all the way to the final opening of the new school doors of renovation so please take the time go to leeschools.net departments construction and then you'll you'll find all the projects lists with the description of the photos and chronological order in history so thank you thank you very much for that miss kittens i have one more quick question and like i said i apologize for being a few seconds late on the single point of entry a lot of parents are asking do all

022of our schools have the single point of entry or at what point that is one thing and then the other may not be you but it's the promethean boards and i'll get to that later but do all of our schools and at what point are we with the single point of entry or i can speak partially on that the single point entry and what i mean by that is when the bell rings there is one door you go into the main office that has the camera and they check your badge and they buzz you in i believe it's safe to say all of our k-12 schools have that in place because it's a multi-phase operation the single point entry work that i'm doing specifically is with the actual vestibule itself and that's ongoing due to

023some material delays there were nine more once some funding came through that just got put on our plate hence why we're having the meeting thursday to have a better understanding of of exactly safety construction and maintenance and it's how we move through that front office area so i would from a single point entry i would venture to say k12 yes and that is the front door with the whatever vendor makes that camera and bell system that allows you once the school belt goes into lockdown to let you in or keep you out so for safety factors the the single door at one point the camera system the teachers have the little panic button so those are three of the major things that we can say are actually happening at this point in time to keep

024children safe it's my belief that's there but that would be better that is correct i think what scott is describing is once you're into the main vestibule of a school how do we prevent further traffic further back from that point so while you're badged in and your ids are checked how do we keep people in that location and make sure their next move into the building is also a secure entry for instance we just were at fort myers for summer graduation and just prior to us arriving the day before they finally installed the glass petitions so when you enter fort myers high school's main lobby now after you're buzzed in there is now an additional barrier which has to be electronically released for you to move further into the school building in the past there

025was just a reception desk there so now we've we've created an extra layer of security and i think we probably should not describe all of our issues as how we're securing our buildings but i do want you to know we're adding additional layers in order to protect our students faculties administrators and staff and that's why i just said those three because they are commonly known and out there and thank you so much for that okay thank you thank you mr rickenbacker welcome mr daniel look at the sequel boys thank you good afternoon port good afternoon good afternoon board members dr bernier and fellow colleagues today's capital update focuses on hvac improvement projects that are in the process of being closed out there will also be mentioned of upcoming hvac related projects pending the final approval

026of the fy 23 budget as you already know hvac is one of the many areas maintenance department manages i elected to focus on these in particular due to the importance as we have reached our hottest hottest month of the year not only is our real field temperatures over 100 degrees but during the month of august each day is considered a muggy hot and humid day thus the importance of having reliable hvac systems and in recognition of these systems and the men and women who serviced them june 22 marked national hvac technician day and july 3rd was air conditioning appreciation day a huge thank you goes out to our district and local technicians and mechanics that repair maintain and install these vital systems in our subtropical climate so i'm going to pause for a second and

027i wanted to recognize the team members that make this happen for the 95 plus sites that we have here in the district so starting with the energy management team i have mr brad stewart energy management supervisor who has served our district for 10 years and his team is joe trullo jacob griffin and russell laskin our next team i would like to recognize is the hvac mechanical team their leading supervisor is mr joey postal with 11 years of service to our district and his team is adam bryan ken bucherter ariel hernandez luis roldan willie johnson and jimmy riley they stand up our next team is the hvac chill water technicians their leading supervisor with 34 years of service to our district is mr brian hegemeyer and his team are mike johns mitch howard steve herrilla bob

028willis bradley isherwood cody ambergee and donny brooks and then our last team that helps with this function as well and is part of the hvac team as group i mean hvac group as well are with supervisor mr larry howard with 15 years of service to the district assistant supervisor curtis foss with 18 years of service to the district and his team and their team members are adam ambergee brandon griffin nicholas warren and ronnie gilmore so to further elaborate on the importance reliable hvac systems not only provide instant relief from scorching hot temperatures but these systems provide a cool environment to avoid heat exhaustion and to sustain comfortable temperature levels in learning environments so students are able to focus better as well as be more productive furthermore hvac systems support healthy environments by offering continuous air

029exchanges and filtration throughout the course of a day this process not only helps to reduce allergens within spaces but it assists with maintaining balanced indoor air quality within our buildings and it aligns with the district's covet protocols for staff and student safety as you can see on the slide above in fy 22 maintenance services managed four chiller upgrade projects these replacements were needed due to existing conditions such as deteriorated condenser coils which caused the units to lose their capacity to cool campuses additionally units upgraded reach the end of their life cycle in the case of bonita springs middle school the air cool units were approximately 18 years of age and had already exceeded their life expectancy by three to five years at paul lawrence dunbar middle the units were only were about one to two

030years shy of their typical lifespan at this site the compressors were failing they had undergone multiple refrigerant repairs due to leaks and the replacement value did not make economic sense thus the need for replacement also on the same slide pending the approval of the final 20 fy 23 budget listed are the upcoming chiller upgrade projects at the current moment maintenance services will be performing upgrades at six sites these units are at the end of their life cycle as well it may not be performing at their best capacity last i just wanted to mention that after 23 fiscal year projects have been completed between maintenance services and construction services the two teams will have upgraded chillers at about one-third of our district sites and this is equivalent to about 62 units the next slide consists of

031photos of the new chillers at bonaire springs middle school this project consisted of a like for like replacement meaning old air cools were upgraded with new air cooled models in a river hall elementary school another like for like replacement took place these units are also air-cooled models a final note regarding these chiller upgrades is that at both locations maintenance services selected models that had the highest factory installed installed sound package which yields lower decibels than some other standard models the lower decibel option is community for areas with higher concentrations of residential homes as a department we do our best to implement these models as long as the systems are compatible and are available in the needed sizes so at this time this concludes the maintenance portion of the presentation on behalf of the maintenance services

032department many thanks to our district and taxpayers of our community for helping to make these projects possible in schools so we can continue supporting our vision and mission to be a world-class school system aiming to ensure that students achieve his or her highest potential thank you thank you superintendent bernier i'd like to thank both scott and barbara for this presentation i think it's a great way to keep our community updated in terms of what we're doing not only to build and support and renovate sites but also the incredible work that our maintenance department does to keep our facility index scores as low as they are we're looking forward to the plant study it'll give us a better view of how all of our buildings are and what condition they're in but i just would be

033remiss if i didn't just stop for a second and say thank you not just on the first days of school but throughout the summer and i know throughout the rest of the school year this team that you have before you will be on call they'll be on call late at night early in the morning principals sometimes key in as early as 5 30 and they find they do they do the finger test they realize their hair is not on they make a phone call and you dispatch and you go because what you do is critically important to this system because a principal concentrating on a hot classroom is not thinking about instruction a young man or a young lady sitting in the heat is not learning at their greatest potential and i don't think we

034do enough to recognize the unsung heroes of a system who do the hard work every day making cold water turning wrenches making sure that hvac which is a bit of a miracle to most of the public right we just we know when it's cold and works but when it doesn't we're calling an expert and i'm really really proud to have a set of experts like this as part of our team in helping our young people in our schools have the conditions they need for the optimum ability to learn so i just wanted to say thank you thank you dr vernier ditto miss miss vaughn yeah i wanted to add my thank you to all of you it's been a number of years now since i taught but all of this i had these horrible flashbacks

035to the days when i was teaching at astaire high school in the medical building there on the second floor you know he rises and as i'm walking up the stairs i realized oh no there's something going on with the air conditioner and by lunchtime and i think most of us in that building you know the teachers we were kind of puddles but the worst thing was not just our sweating and suffering but i had mostly juniors and seniors the moment the kids walked in the room this one it's too hot in here i can't and yes they can't they can't concentrate but they do know how to complain a lot and i didn't blame them and of course by a couple hours into it i probably was a little testy with them saying you just

036walked in the door and i've been here all morning so just it'll come back on and it always did so that was a glorious moment when those first little breaths of cool air came in the room so yeah we the teachers really appreciate it and i know the kids do too thank you miss vaughn miss jordan i was just going to say miss barbara thank you so much for bringing them here and as dr bernier said they that these are people we don't see but they are the people who are out there doing the work and we really do appreciate you and thank you all for being here thank you for that thank you and miss kittens okay coming from a woman whose ac went out at our house for three days love you guys

037you didn't fix mine so don't anybody go out there and say they came to fix mine the anyway the one question i have and thank you barbara on on your status report are on on the other one on the capital i mean capital on the building construction one there was the column that said the funding source are we to assume that all of this is coming out of one place and my question then to the superintendent is when we whenever we have a cost like this perhaps we should have that column with it saying what the funding source is there a reason why it's not and if so tell me and i'll give up no reason i will include in the next time pretty much these are capital dollars and some of them get funded

038with the sales tax as well i just don't have the breakdown in front of me right and that's fine i'm not asking for now but just like mr rickenbacker put it on the other one if we could add that column absolutely be happy to thank you thank you any other comments or questions okay and thank you on behalf of myself you guys are the unseen heroes thank you and thank you miss cedino thank you my pleasure have a great afternoon everyone thank you next on the agenda is on a naviance presentation and our presenters are candace alevado director of teaching and learning for high school and lori brooks director school counseling and mental health just a quick update from me first of all gentlemen walking out thank you very much again i know you're off

039to your next project just want to thank you again for being in attendance as the board will recall this was a previously scheduled presentation this will be a very abbreviated version you received a voice over powerpoint of this presentation but there were some specific questions that board members asked that i know both lori and candace will take care of but i just wanted to just set the tone for the public so they would understand that there's a reason why this may be a more abbreviated presentation thank you welcome good afternoon thank you so lori brooks and i are very happy to be joining you today thank you for allowing us to put the voice over presentation together for your viewing we have up on the screen for you the slide that really goes over exactly

040what naviance is that this is we're hoping for a one-stop shop for our students and our families and our counselors to really begin thinking about long-term career planning six through twelfth grade so we really wanted to open it up for any additional questions that we had as there were not new information pieces inside the slide presentation today thank you okay miss vaughn i have a question on scholarship finder and just that one knows what i'm gonna ask i'm assuming that scholarship finder just goes to maybe national state college scholarships is there any way about that you can connect it to this but as one who has served as a scholarship chair for a local organization for quite a few years i know that there are issues getting the local scholarships out to the kids so

041i've contacted laurie about a bunch of times over the years and before i was on school board and she's always great about pushing it out to the information out to all the schools and then sometimes i will a month or two later as we're getting begin to get our applications i'm like and i start looking and some schools do a much better job than others at publicizing and i see that as an issue and i know that there are a lot of organizations local organizations that offer scholarships and i'm just wondering if there's a way somehow to link the locals or i know i talked to you once a couple years ago about can we can we not have a centralized system and i know there might be some that are only offered to fort

042myers students or certain but it's pretty easy to add qualifications i'll let the team answer that question thank you dr bernier you'll be delighted to know that this solves that issue it's it does connect students to national scholarships and it provides us the local ability to add our local and regional scholarships and also then for students to tag those scholarships they can that they're interested in and track them with due dates and in the parent portal the parents can also see all of that information and assist their students with meeting those deadlines as well as the school counselors and college and career specialists and others in the building you are right i am ecstatic that this has happened and i'm happy for all the other groups like like our small group haitian american community coalition

043because i know there are a lot of the fraternities sororities organizations that offer these locals and again having one place is just thank you thank you thank you great thank you miss vaughn miss kittens well i'm going to say for my previous high school students if they'd had this they would have liked me better because they had to find at least one scholarship every week so this will allow them to do it and i will remember and i agree with miss vaughn because i remember having a guest speaker come into my students one year and say that locally there was like eighty thousand dollars of scholarships that was left on the table the previous year because they didn't apply which leads to my next question i assist from time to time with scholarship applications the

044writing is really of a concern and you know you get into some and get to the writing piece and think i know what they teach in school i know that they go over this but for example one of the things that i used to do is at the beginning of the year my students had to write three essays and just have them does this program provide for something like that so that they have it at their fingertips if all of a sudden there's a scholarship that comes up and they can just go in and pull and filter something they've already done and how are we making sure that they are edited and corrected and that is a major major major piece from the high school perspective and 19 years i agree that is a concern

045and with the college and career life readiness framework those tools and those 21st century skill builders i can verify for you if we know the resume writing and those related skills are embedded in those lessons as far as scholarship essays we can confirm if that is part of that process with our college and career specialists in every high school that is really an area of need that now has strategic focus through that individual and that position in the school to ensure that our students have that review not only from an english teacher but also from the college and career specialist to double check what we call their packet before they submit it so i think we have layers of opportunity provided potentially by naviance and we'll get back to you on whether there's a specific

046lesson to the scholarship essay writing because and i just want to say this because also the students would look for scholarships that didn't require an essay so that they could get around that and there were that's why so much was left on the table so that piece if they had that in their hands they would feel more comfortable moving on and looking for more scholarships so thank you miss vaughan i'm so glad miss kittens mentioned that because actually i think it was this year yeah it was this year and candice is right on her head after i finished doing the initial reading on the scholarships that were submitted to us i was beside myself because i too know what's taught and not only were some of the essays not on our exact topic it's like

047somebody recycled something and it kind of did a little here and there but the kids had trouble following directions you know we had and most scholarships do this check this check you have this do you have that do you have that they would not fill out the cover sheet they would not turn in the correct you know we're asking for through the first semester of senior year transcript it will be something else and on and on references and all of that and i know from teaching seniors senior english teacher there almost needs to be a course on on this too because i would have kids come to me and say this one you write me a recommendation i said sure put your name on this card tell me what when does it do tomorrow and

048that happened that happens to all teachers and the kids you just i mean even little things like that and you can't just go up to a teacher and say write me a resume i wouldn't make it as i said fill out a card put your like your given name i might know them as bill and then william or something are you looking for a scholarship are you seeking admission are you again something else right maybe that's just something that needs to be on the radar of the leaders specialist following directions because i had kids losing point value small point value but we had a rubric and if they couldn't follow directions and things were missing they lost points easy easy points and i made a note because we have monthly training for our college and

049career specialists to add that to one of their topics for students and those offerings and we'll also see what we have in naviance to leverage that as well but the human element there is going to be as important so thank you for the suggestion and just to add that after it came last time it is the rubric training pieces embedded into our elas english three and four in there and another benefit to naviance as lori talked about that layering partnership is our classroom teachers will have access as well so when i want to request a letter of recommendation from you it's all going tie together inside that system so students will really be able to follow it all the way through the process great thank you any other questions or comments miss patricka so i

050saw that it's available in 70 languages thank you for providing that information i just want to make sure that our families will have access to those languages great thank you okay no other questions or comments thank you very much thank you and we appreciate the presentation and the follow-up next on the agenda is job descriptions and we have mr rob dodig and will rothenberg presenting welcome jen's coming around to pull up the job descriptions thank you so jen is serving as will no i'm just kidding he's gonna join me so she can operate the computer if you have any specific questions about any of the job descriptions so good afternoon i'm here today to brief you or answer questions regarding 17 job descriptions these are brought to you after going through the budget process and

051as a result 11 of these job descriptions are what we call reclassifications of current positions they do not involve new hires they involve current employees one is a supplemental job description for event staff and five are would involve the hiring of new employees if they if they are approved and the superintendent approves the hiring of those folks so as you know job descriptions are just that a description that does not mean necessarily that they're going to come forward with recommendations for employment in those positions so we have a number of job descriptions on the books that are currently not filled which we try to delete every five years which is in itself a project and we try to update job descriptions every five years so these are new ones and i am here to answer

052any questions you may have okay board members anybody have any questions on any of the particular job descriptions miss vaughn okay this there's 15 up up above the the attachments that say new correct and only two okay so does that mean bran that's what confuses me because you said there were fewer than that right so there's a distinction these are new job descriptions but people going into them will not be new in other words their current employees positions are being what we call reclassified okay through the budget process so for instance i'll give you an example the assistant director in my division okay miss rivera who i think you all know her position is currently classified as an assistant director we are reclassifying that as a director because miss rivera's work is director level work

053so that's an example of one of them any of miss skins do you have something trying to find my button okay there we go on the director professional development yes and you've crossed out and leadership is this one of the ones that was existing that's new or am i looking at this wrong no that's not it and while you're looking yes so director of professional development exists it's being amended and taking off and leadership yes and that was because it was inclusive of the principles and the listen to that and progression and getting in the pools was that a part of this and that's being taken away correct the miss miss martin who's currently in the assistant director position essentially her job function is dealing with professional development okay so you have someone that is

054the assistant to this position but this position is being changed and taking off leadership i'm correct down the rabbit hole here we currently do not have a director of professional development okay the positions being revised to align with the functions of what the director in that department will do so she's in the assistant position is her position being revised correct reclassed reclass to go along with this new correct reclass so eventually she would have someone over her miss harold's over her right okay yeah okay so how difficult is it and i know you say you keep the jobs on the books whatever for five years and then we delete them we try to if they're not being currently filled or used correct how difficult would it be to have or if there is already existing

055a time frame for like this position that's being reclassified or a new position is there a time frame like two years or one year do you understand what i'm asking i think i do can i ask a clarifying question with a reclassification how off are you asking how often do we look at employees and what their work actually is no no that's that's a different thing i think i'm switching to like the new positions that are created and most of them like you said in the beginning are there for future they could be or they're or they're going to happen through the budget imminently yeah okay so that's what i'm talking about the position that comes before us that's a new position does it say this is a position that we hope to fill by

056such and such no no it does not but i understand your question now how soon is the position going to be filled after it's approved is that what you're asking right i mean like a year if if you're saying in five years and it's nothing's happened you're going to get rid of it anyway what is the time frame that we're looking to maybe fill this position and that's that's ultimately the superintendent's discretion i'm more than happy to take that question from the aspect of job descriptions i think this is just clearly for the both the board and the public this is going this is ongoing maintenance of our job description right it's a very necessary piece of keeping job descriptions current making sure that the work employees are actually doing is reflected in their in

057their work for instance leadership dropped off this particular director of professional development because we have other people in the organization that report to lynn harrell who are in charge of leadership development so it's not like we took anything away from this job description we're just making it more accurate to the job that this particular employee is conducting as to new ones this is part of a budgetary process that where chiefs work with their staff to make some determinations of what we need in order to be more successful moving forward there's a process by which there's a very large committee meeting with all the chiefs and our chief financial officer and her staff as they make decisions because everybody wants something but there's never quite enough money to go all the way around to fulfill those

058all those requests they do a really excellent job of pairing down the budget with the help of our cfo and her staff to make sure that we're within budget because amy knows she has the requirement to bring a balanced budget before you then what happens is with those positions that we have we look to whether there's a job description that can be revised or whether a job description needs to be created that is new in order to fill that request that's coming through the budgetary process when you approve the budget then you have the ability for us then because now you have financed these positions we now have the opportunity to make those move you are currently working through the closeout of a previous year budget and the building of a new one when that

059is finally in place mr dodig and hr would be in a place to be able to begin to fill these positions i want to make it clear though and to all the staff they're very aware of this as well there will be no filling of positions from schools right we are going to leave our school buildings alone except in a very specific circumstances where we had a federal requirement to comply with a grant and we've talked about that with all of you individually we will eventually look to teachers to help secure some of these positions if they're new positions or an administrator but right now our schools deserve the opportunity to have their staff know that they're secure in their procedures to move forward and their processes to move forward the school year so been

060really difficult decisions when certain requests are made but we are not going to we're not going to touch our school buildings moving forward pulling people from them we'd rather forgo with a vacancy right now than pull a teacher assistant principal or a principal from cla from from a school building fisherman yes please okay so and thank you for that explanation i think i'm i'm looking at it as let's say the ac you know operations department and we went to a different type of an ac system and they right now can handle it with the people that they have but they see down the road that they're they may have to have a position of a person that's in charge of whatever this new thing is pending enough money in the budget it's almost like a

061wish list type thing that if we can find the money in the budget can we have this position and that's the type of thing i was looking at but i i'll come out of the weeds with it and move on okay the first step would be to create a job description so miss sedania would work with mr rothenberg and his department to create a job description so that's that's essentially the stage we're at right and they may say you know we've got this new system and in the next two years we're going to need so that's what i'm that's the date i'm talking about but like i said i'll stop an annual an annual budget would require us to the viewpoint of these positions was they would have the potential to be filled in the

062budgetary year in which they are funded that is compliant upon a job description being available and finding the qualified employee to find that to have that position i can tell you when the budget team works and we pair it down in order to get to a balanced budget what we remain with are positions that each one of the chiefs whether they be in maintenance operations or in academic services they are paired down to what are critic what they believe to be critical positions moving forward so there's nothing here that's just being revised to revise it's being revised because potentially we are going to need these individuals moving forward in the upcoming budget year and that's the difficult piece right it's it's not just this budget year it's every budget year after that as long as

063we have this employee and this job description filled you miss vaughn yes this would have been a little easier for me to understand which ones were revised which ones were new or replacing something if maybe we'd had a little more specific on there but the thing that i'm always big on and i've always asked this is the organizational chart and to me yeah that's that's one of the things i constantly say where does this fit and so if we're for instance the example you just gave with professional development and just the word leadership comes off and i totally understand that because another thing that i think is really important is that we have our auditing so to speak we can do self auditing so that we don't have two people doing identical jobs unless we

064really have that big of a need for two people doing identical jobs so have we given any thought to what the organizational plan looks like with these we have but let's make a note for all future presentations on job descriptions that org charts will come with them i think it's incredibly important for us all to see that larger picture and while i have been privy to some of this information i know the board has not so it's a great point ms vaughn and we will make sure that if we ever bring a job description in the future and we will there will be a company or chart with it at that time so going moving into the second half of that question there is a responsibility on our behalf to be good stewards of the

065public tax dollar i can tell you that while it may be uncomfortable for mr dodig up here supporting other divisions in their job descriptions and their needs i would tell you it's much more difficult in the room with our cfo and our team and the superintendent when it comes to requests this team is diligent because any request provided to maintenance may take away from academic services any academic services position that we fund may take away from a maintenance job we do have a very good focus in that room as we're talking through these budget requests to really focus on what's in the best interest of children but just like today to use miss kittens point those gentlemen that were just here who help us with our air conditioning are also a very important cog in

066the wheel to ensure that our educational environments are not like the situation you described from your teaching career so we wanted to make sure that we want to make sure that our air is on and things work and sometimes we need more techs so there are some finally there are some situations where there are multiple people doing the same job we are no longer a 50 000 seat system and in order to move people through hr we need hr contacts that are regionally based with a set of principles so that they can help those principals do their work while they're helping some someone is in charge of helping those down in bonita springs another person is in charge of helping those schools out at the cape so there's identical work going on but the volume

067of work requires the additional employees thank you any other questions or comments miss giovanelli and then miss jordan so i'm just trying to figure out i see revised and that means there's people in that those current positions but the new are these new positions are they just redefined all right go ahead doctor miss steven elliott i'm going to have rob dodic answer that question thank you revised does not mean there are people in those positions that just means that the job description has previously been approved by the board it's just being revised and amended new means doesn't mean that we're hiring necessarily new people it just means that the job description is new thank you i just want to quit on that so when are we going to talk about i don't see anything in

068here for enrollment and i know that they're they were short staffed and they needed help this past summer how do i know because i had a million phone calls i might be exaggerating a little bit but it felt like that so i can say it that is my concern when we can identify there were some definite issues in enrollment and the need for help and when will we see them getting some kind of a relief or you know because that's that's where i get concerned this is all great that you're identifying what the job descriptions are and that and what the people are doing in those positions but i'm more concerned on the need i start getting concerned when i see the grade pace changes yet we have we have departments that are in in

069dire need so that is my concern is not identifying those because i think that's critical especially when this went on all summer even up to yesterday i had complaints as of yesterday people were outside standing so to get enrollment so i just that is my concern and that i'll just leave it at that thank you miss giovanelli i think it deserves a response if you don't i think it's a really great opportunity for us to address what we have been doing including using my new chief of staff and jeff spyro very very diligently to open up this board room to provide tickets to have student enrollment individuals waiting to see student enrollment be called from this room on a number basis 1-25 you're now welcome to come down there's a place for them to go

070in and move there are a number of issues as it relates to student enrollment and i will not discount that maybe it needs additional people but it may also need additional technologies it also needs a proximity plan that drives student enrollment where a parent does not have to come here to register for school but they could actually go to their home school if they had their birth certificate and they had their proof of residence and they had all that information why do they need to come down here well they need to come down here because there is no current home school for that student there is no default assignment they have to come down here to determine where they're going to school and once that's done then they can begin to proceed the good news

071is withdrawals are done at the school level that's fantastic if we have everybody moving this summer how to withdraw from us and go somewhere else i come down here as well i don't know how we would gotten through it i will tell you that michael ramirez and i met this morning and we talked about we're both firm believers in something called after action research so as soon as the volume comes down a little bit we've been tossing everything around from an appointment system to providing people with pager like devices so they could go away they could go sit at mcdonald's and within page they could be arriving within the next 20 minutes they can't go too far away because they got to come back we have a number of different ideas that we bring from

072a variety of different districts jeff has been studying this issue for a number of years since his assignment of student enrollment to him serena ralph will be a critical component for us to better understand it but we are going to have a different assignment process than what we currently have going in the following school years so we're going to we're just going to make it a priority because it's not working from a customer service level although we have done amazing work in the past several weeks to get people indoors out of the heat into our cafeteria into areas like this and thank you all for understanding why we're using the boardroom in order to help support our parents and families okay miss giovanelli just real quick so i just want to say thank you for

073that because i think we need to talk about it more you know i mean it is definitely a deficiency and i think that talking about it and recognizing that it is an issue and assuring the the families that we are going to address it and so i just want to say thank you because it's i think it's so important that people know that we recognize it see it and we are going to move forward from it and including the staff that had to deal with it personally every day and how difficult that probably was i can only imagine i mean i even offered to help and i saw how you took that but anyways it's very technical work it's not something so what what we did and i walked the line both with michael and

074with jeff and we met parents as they were being entered their number and escorted up here to be in the air-conditioned comfort one of my ongoing conversations with them was this was tuesday in one case you knew school was starting yes we thought it would be better if we came later so i've already talked to communications about we need to be able to do a better job i think we can enlist some of our religious organizations we may not be able to get them on our website or listen to a voicemail or get an email but they may listen to their pastor or their minister on a sunday saying if you haven't registered for school and it's june you're already maybe too late you got to get there now the other piece is i did

075i did ask a couple of people who said you know we got to have a better system than this we shared with them the upcoming proximity meetings and the community meetings so that they can come and provide input we need to know what it's like to be a resident of lee county and want to get to a new school building we also need to be very cognizant there's over 3 000 students who've moved here in the month of june and in the early july we think that number is going to be closer to 5 000 by the time we settle new parents move in next to a school building assuming they can walk us walk across the street and register when they walk across the street and register then they find out that's not the

076case we've got to have a better system to address the residents of the current residents of this county as well as the new people who are joining our family and making sure they feel loved and received when they get here so i think public service announcements is probably what we have to do thank you yeah great and miss kittens and i thank you too for doing whatever was necessary to make sure it was as painless as possible it was over a year or so ago that we brought up the fact of the fact that we used to have satellite locations and part of i can say coming from the east zone part of the situation is if all the parents are working and they have not multiple means of transportation it's a matter when they

077can get off and get the kids here which is why i had brought up before about why not have those satellites just during peak times and then we could focus on those areas because transportation is a major detriment to getting them here so i know that was brought up before and if we could revisit it that i would really love to see that back on our on our radar transportation is on the list a true online registration process is on the list where you can almost go like naviance you can go soup to nuts online and get approval that way there's an aspect of split shifting the staff so we're open hours from seven to seven there's there's a number of things that are all in the consideration of a very giant folder michael jeff

078and i have been sharing with each other adding ideas from ralph and her team and together we'll make we'll create a better plan for the demographic and i just want to say this for the demographic i am speaking about adding an online option is not necessarily helping them so having a location that's close to their home that they can go to would help them and maybe at that location walking them through the online aspects of it online's one solution those additional hours another satellite location since you mentioned and i didn't repeat it but you know there is an amazing process currently underway in our community called early voting i'm going on saturday so why can't i go to student enrollment on saturday in a location that's convenient for where i'm going to be so i

079get it we hear you loud and clear as a board thank you thank you miss miss jordan i just had a real quick question if it doesn't have pay grade it's set to be determined at what point in time on some of these the one i did notice was the payroll agent and it had a no pay grade at all and then it was tb yeah some of these some of these are not some of they're going to be market rates so that's probably hasn't been determined what the market rate for that position is as of the date that we sent this to the board didn't even have market rate on there some of them do have market rate this one just says nothing just paid grade with nothing and that was the agent payroll

080okay so i can update that just so they the vote on the 30th yeah we'll we'll have that fixed and then what was my other one oh and casual what does that mean what does casual pay mean casual employee give a casual employee is under our salary schedule and employees but they are individuals like guest teachers in this case the job description is for an event staff person so their positions essentially that people take but they're not how do i say that they don't come to the board for approval i guess that's the best way to describe it so in other words we don't you all don't approve guest teachers every year for employment so is the event and i guess i caught my eye because of yes who i am but what i do

081so is that event staff at all of the schools and someone just robbed going to be the event staff today chris is going to be that tomorrow i'm going to be at the next day yes it could work that way like to take tickets at a ball game or at a at a at a recital or a dance okay so we never had a job description for that okay because i was looking at it as an individual that's one person and where is that person located to meet and greet these people and do all of that so thank you for explaining that yes all right thank you mr avanelli real quick so you mentioned market rate and that just triggered a thought can you send us the information where you get the market rate information

082and what like how does that sure it's it's a company called the economic research institute which is a worldwide company that multiple fortune 500 companies use to set their salaries as do government agencies but sure i could provide that information to you thank you're welcome all right thank you miss kittens my last ask would be when it comes back rather than it being just in one clump but to say divided into areas like new and you know casual and funded and just some type of delineation so that not only us but when the public look at it because they can look at this and go wow look at all these jobs you're adding to and that's not exactly true all right so your ask is that we have multiple agenda items split them up into

083specific categories i mean it can look the same as this except have a title and here's these okay not anything okay i got it just sorting sure thank you okay thank you thank you okay so any other questions or comments okay we are five minutes over our time and we will now thank you for this presentation and thank you jen for helping and we will move on to the student progression plan and we will welcome our presenters dr bethany quisenberry director elementary curriculum and instruction lori houchin director secondary curriculum and instruction candace alavado director secondary curriculum in instruction high school and lori brooks director student school of counseling and mental health how can i mess up on that one i'm just going to turn it right over to the team as they get settled this

084group has worked on pupil progression and the secondary course catalog these are minor adjustments and they will be going over the change for the thank you and welcome thank you good afternoon school board members i'm dr bernier attorney dapi bruno thank you for welcoming us here today for our annual update to the student progression plan and secondary course catalog and i think we've all been introduced so we'll just jump right in the student progression plan is our board approved policy document prescribed in state statute that contains three sections and further delineates what's in state statute at a local level it contains the student progression plan the middle school and then high school course catalog as you may recall the student progression plan basically is the policy document section and then the middle school course catalog

085will detail the courses available to our schools that they may offer during this academic school year and the high school course catalog contains the same related to high school level our academic policies and courses are aligned to state statute state board of education rule and the florida department of education updates and all of our courses that we put into our local document are derived from the state course code directory and then of course the courses in this board approved document are available to our middle and high schools for scheduling in the focus system we had some general updates this year and the standardized assessment names were of course changed by the department of education and in state statute so we are moving from fsa to fast which stands for florida's assessment of student thinking you

086can see on your slides grades three two through ten have english language arts and grades three through eight mathematics and then we had some changes to the lee virtual school section they were really some language updates and streamlining of the information articulated they did not subs they were not substantial changes as far as practices and procedures it was just time for a little bit of a language makeover some of the updates for elementary school is the updated language to reflect our young five kindergarten classroom programs as well as the language pertaining to hp 7011 for our third grade students it is now required that all students that are trending as a level one substantially below are required to have a portfolio began in the beginning of the school year so that language is now reflected

087as well as all students in kindergarten through third grade are now if they are trending as a level one even as low as kindergarten are required to have a parent letter sent home letting them know that if they continue to be substantially below at grade three that retention is a possibility and so we train our teachers and our administrators in that language for hb 7011 so it is also included for middle school updates we are completing our course progression update that we've been on this path for two years now so our sixth graders will be taking u.s history so that in seventh grade they'll have an understanding of how our country was formed before they learn about the rules and regulations of citizens and civics which helps them with their civics eoc and then they'll

088have an idea of the comparisons when they learn about world history in eighth grade and so many other school districts have also moved their progressions in this way and we're seeing that our students are benefiting and then for our math progression with the new best standards one thing that the state did very well is in their accelerated courses so it's the first time we've had accelerated courses so typically if students were our proficient students and above proficient students were on an algebra path by eighth grade they had to skip a grade level and math and sometimes that they had some standards that they should have had that would have helped and so we all teachers were working hard to kind of do some prerequisite work that kind of thing so this year the state if

089they're taking sixth grade accelerated they have all of the sixth grade standards but they couple them with the seventh grade standards to kind of enrich so part of the seventh grade standards and then in seventh grade accelerated they do all of the pre-algebra standards and they couple those with prerequisite seventh grade standards so that by the time in eighth grade they get to algebra they really haven't missed any standards so we really feel our students are going to benefit from this new progression that the state has provided and then the very last thing that you're going to see is all of the middle schools last year began global perspectives and so they're cambridge schools and this is the course that we are utilizing for our advanced readers so last year we mandated that the eighth

090grade take levels fours and fives take global perspectives one many of our schools elected to also let the sixth and seventh grader fours and fives take that advanced course as well so this year we're increasing that so sixth grade will take global perspectives one and seventh in eighth grade will take global perspectives two and then next year we'll have a one two and three and we found that the students that participated in global perspectives they held or gained as a level four or five so this the research skills and everything are really paying off for the students so we're very excited to expand this so in terms of high school laurie and i are going to review a few of these with you the very first one though is as laurie mentioned that updates are

091made based upon statute changes legislation one of the new pieces is beginning with this school year the 22-23 school year any of our seniors who are less than two years in the esau program however they have not passed those graduation requirement assessments like the grade 10 fast assessment or previously grade 10 fsa they'll be able to show mastery another way so that is underneath school new school board rule and we will submit the plan for our district on behalf of that change so you'll notice that language in there in addition we added the civic literacy assessment requirement that senate bill put into play in the 21 22 school year the reason we're adding this now is we were awaiting technical assistance through the first few months of the fall last year and now we have

092added that to our graduation requirements chart even though the civics literacy literary literacy excuse me assessment has no impact on a student's ability to graduate from high school the high schools in the state however are charged with assessing every student that's enrolled in american government with this literacy civics literacy assessment and if the students pass it then they will be excused from the assessment if they enter the post-secondary school so we have to test our students however even though we do our level best to test them if a student for some reason misses the assessment there is absolutely no impact on their ability to finish high school or earn their diploma so we added that language this year and candace yes so for the cambridge ace diploma we made a couple updates for there we

093cleaned up language nothing substantial but further in the document it had specific schools outlined that offer diploma all 15 of our sites offer the ace diploma pathway so the language has been updated to reflect that and also outlines exactly what is needed to earn that ace diploma in addition the table for the eoc assessment calculation as we have new assessments we're doing resetting so the reset for the achievement levels to match the a b c d f scale that has been updated as we enter new assessments in there as well our next update that impacted high school was a basically cleaning up and aligning of language to state statute for students that transfer to the florida public school system for the first time during senior year and we had language that followed statute but there

094was a slight gray area that we can have we can have policy document that is never questioned but this year we received a question from a high school around the actual language in our student progression plan and it helped us to dig back into statute and realize that statute was clear our language was interpreted a little differently and so we cleaned that up and we aligned it with statute and essentially there is what is typically an underutilized part of florida state statute at least in this district it was underutilized until covet impacts hit we had many seniors moving here mid-senior year in many cases semester two and for students who moved to a florida public school for the first time during senior year if they are eligible for graduation in their previous state under the

095credit requirements of that previous state we will honor and the statute requires us to honor those credit thresholds provided the student earns the requisite unweighted 2.0 grade point average and passes our florida state assessments so that language was triggered a lot this year and that sometimes when things like that happen we realize we have a little bit of of adjustment to make and now we have put the exact statutory language into the student progression plan so it did not impact negatively our students but we aligned it with what statute says specifically and then bright futures changed as of july 1st a new a new bill passed that has broadened the ability for our students to earn the bright futures they may earn volunteer service hours or they may earn paid work it must be one

096or the other however now we have an additional ability for students to submit 100 hours of paid employed work and meet that voluntary hours requirement using their their jobs we'll have further technical assistance forthcoming on exactly how that will look and then also the students may identify a social or civic issue or professional area of interest previous statutory language required it and so they must identify now they may choose to identify and address that specific area of interest or social issue so the last part of the student progression plan is that secondary course catalog as you heard ms laurie houchin talk about the changes to math the only place in the course catalog where there were substantial changes was to the mathematics courses the state added many new math courses and they also eliminated old

097classes so these were items that we knew were coming up for elimination they had been daggered two years ago for elimination and now we've rolled into all of our new math courses for the 22-23 school year the other update that was made is the course progression charts were removed as we have those out there those are not one-stop shops as many of our high schools have various programs in there so it oftentimes confused caused confusion for families that they'd see one specific course name but then during registration a different course name was coming home so instead we're shifting that practice that our high schools will have their individualized course progression so the titles actually match what is happening at the local high schools and we're able to more personalize that for our students and families

098and with that those are all of our changes we have for this year's student progression plan and we will open it up to superintendent's comments no comments manager okay so miss kittens and miss vaughn this thing is slow okay good afternoon and thank you guys are a wealth of knowledge you didn't even look at your notes when you're rattling all that stuff off so one question i have is i think it's on slide four but before i go there the process is the same for curriculum as it is for books and all of that type of thing we receive the curriculum from fldoe and then with this is our like policy how we're going to do it does this have to go back and be approved by you know in other words you let's say

099florida deal he says you must do civics so we are coming back and saying this is how we're going to do civics does that have to go back and be approved or can we just move forward does that make sense to anybody it does essentially in the student progression plan i 99 of it is statutorily driven right and it's really a local document that you approve for us so when we have statutory updates we ensure that they're in the plan some of the policy that you're setting is local delineation about how the board is going to do that but not the what no and then we are required to have a student progression plan annually updated and posted and then i would have to lean on legal as far as personally we don't submit back

100but it's accessible and the department of education frequently when we're on the phone with them we'll pull that up and look at that from our website to to guide us if we can see what we're doing and the reason i bring it up and i'm sure you all understand it so many people are under the impression that we are creating courses that we are delivering and we are you know just making it up as we go along and i am consistently in the community saying what we do is follow law and statute our courses our books and if there is a question with any of that is my understanding that the curriculum we receive if there's a question it would be questioned at in tallahassee because they have given us the basic outline this is

101what students will learn oh yes fdoe they produce a course catalog that shows us the allowable courses and then at the front of that is a summary of changes which ms alaveda was talking about which courses are daggered so they give you like a little bit of lead time to know these courses are going to be impacted and so what our processes is schools then have access or any any community member as well has access to the course code directory from the state and then if we don't have something in our progression that the school is wanting then they fill out a form and we get it added to the student progression plan so or vice versa correct or vice versa if something that they don't want correct it gets removed if we see the

102course is not being used so that it's clean thank you my next question is on slide four and previously on fsa you said fsa is changing too fast one of the things about fsa is that it did have the writing the reading and the map are we to assume that because it says english english language arts that would encompass the writing and the reading piece and i'm not miss vanto i didn't teach language arts so they're in the english language arts benchmarks they're called now instead of standards writing is still incorporated however they'll be assessing them different they've uncoupled them so the students will take a reading test and then this year just certain schools because they're field testing will take the writing test but the scores will will no longer be coupled it'll be

103a separate score for the writing and that's how the state has articulated that they plan to move forward with the assessment okay my very last question goodness i just lost my thoughts so maybe that was my last one you can come back to me and miss kittens just to add though on that one as well because it's come up with the algebra and geometry standards those standards did change and there will be a new assessment but the state did not change of it is still called the end of course assessment so we did not make any changes in the student progression plan but that has come up several times because families are hearing those standards changed so they did but the name of the assessment did not change for algebra and geometry and that's where

104the confusion my last question was about i get a lot of parents saying why don't we teach cursive writing for example so if there was a desire in the community to teach that what would the process be cursive writing is a standard and we do teach it so it is built into our instructional guides and i believe it begins in the beginning of second grade for kindergarten and first grade we provide handwriting documents it's like a it's created through our print shop but it's it's part of the ela book that we print for the schools to be able to utilize and then that same process is i believe don't quote me it's either the beginning of second or third i don't have it memorized for the same process for cursive writing so we do teach

105it okay thank you very much yes miss miss vaughn were you next and then miss patricka thank you yes i've been perusing the offerings in ela for high school and they're an awful lot of choices aren't there lots of choices and one one quick question is i see that we still have ap language and composition and literature and composition which are traditionally junior and senior courses do we no longer offer pre-ap we have not had the high schools utilizing those courses especially with the state assessment and the alignment there there are still ap courses offered beginning in the freshman year but for that english course no and i'd have to go back and check and see if historically that was daggered and where or if that was just one that fell off due to enrollment

106but i can have that for the board update i i can give you an insight on that first of all if we're still teaching ap language and composition and literature and composition and there are no pre-classes we are doing a total disservice to students taking that the junior and senior ap i'm not sure how many students still do that because it was my personal experience in this school district while i was at estero especially by senior year a lot of students choose dual enrollment over ap literature and comp because dual enrollment is so much easier way easier and one of the reasons that when i first came to estera high school having taught ap for many many years in texas it was a problem because there was no lead in okay so i'm looking at

107our other we do offer pre-cambridge ace do we not for those and we also the ib the pre-ib so are we just plain phasing out advanced placement courses in english and maybe in other areas so we still have our advanced course placement courses and we still have some high schools that are very active in those courses and students receiving those diplomas as well for it the pre-ace and pre-ib are those prerequisites to that course as well in those progressions and i don't want to misspeak or misquote on the pre-ap course so i'd like to go back historically and see when that fell off and how and we can also look at the counts but we still have a good portion of our students that are taking those ap classes in their 11th and 12th grade

108year at various high schools and again and i don't want to step on anybody's toes but i feel that i'm pretty expert in this big disservice on language and comp and lit and comp if they haven't had the pre as a matter of fact it's better that back in seventh and eighth grade they have some of those courses but if if kids are believing or you know if we're believing that english two honors and english one honors give any kind of preparation for those ap courses were in fantasyland because that's that's not true okay the other thing is a lot of the schools have different progressions do do they not in ela for instance i believe that and i'm using estero because i still have some friends there that teach english the ace general paper

109has been substituted for english three is that correct it will course across the district depending upon if you're an ace diploma student or taking additional advanced course offerings so if i'm looking to achieve my ace diploma ace general paper is in the ninth or tenth grade that is where it's placed to help begin the experience of what is an ace course there across the district we do utilize an accordance with doe general paper in 11th grade so all of our high schools do have ace general paper running in 11th grade that's not to say to straight english 3 is not being offered but all of our high schools it's not unique to stero have general paper run yeah that we shifted that progression and this year is the year that it's fully in place last

110year it was in 11 or 12. however the content the way the syllabi lays out for ace general paper it allows it aligns most closely with the standards that are english three so as our district we decided that was the best placement for it so last year we would have had juniors and seniors this year it's aligned with the junior class okay and that's across the district now yes ma'am okay okay and obviously it's heavy duty on on the riding and i understand from teachers that are teaching it our students that would have come up through regular level english 1 english 2 really struggle so would there be a course for those students for whom the 11th grade ace general i as as i said i'm really worried about all of these offerings and how

111they all align and progress what what would they be taking in their junior year if they've come through english 1 english 2 and they're not let's say for their level one or level two students so they would typically still be taking a general paper however with that course the way it's set up through the curriculum department has supports both from the english language arts team and our advanced studies team so those teachers receive separate training in those writing as we know that writing skill set really is an important skill set for our students to have it engages them in a different type of writing style than they would have necessarily seen with the english one and two but we don't look at it the same way as the students who are looking to take the

112diploma pathway so different supports are put in place for it and this year we were very excited with our kickoff at preschool to have all of those teachers back together so that cohort being a larger cohort we are looking at that we'll also evaluate though at the end of quarter one how are those students doing and do adjustments need to be made prior to the end of first semester so we're not in a position where we would have a junior not on track for on time graduation okay and i appreciate you sharing that with everybody who might not know it yeah it's that's been explained to me and it's also been told to me that it is a struggle so then what do the kids have for senior year in ela so they would have

113their english for because you only can have a general paper count one time by the state of florida so that alignment being back in that general paper 11th grade let's also say we had a student who did struggle what we don't want to happen is that's during their senior year during their senior year since it is an advanced course they would have credit recovery opportunities for english 3 credit whereas we felt english 4 having that course code there are more opportunities for credit recovery if needed via a genuity so again it was why there but we also utilizing our back on track in the evenings and our connect with lee we've got teachers available for those courses but it does go back to the english for since we only can count it one time okay

114and what about and then this will wrap up my questions world literature american literature modern literature contemporary literature classical literature are those taught anywhere i'd have to pull that for you and i will be happily happy to do so and we'll provide it for your friday but i'm guessing that these would not stand in for so for for instance world literature would be an elective rather than standing in for english for credit yes most of those are going to be elective courses some of them are allowable for english credit but i would need to pull each one of those and go back to the state progression that says which courses are allowable and are equally rigorous to be able to award that credit yeah and i don't see that in the course descriptions purpose provides

115students it doesn't say i don't see where it says this course and so to me if that in fact and you said you have to which i understand you have to look at it again but if any of these courses can stand in for english for yes so sorry but this is my baby for 38 years and i honestly see i see some issues i see some confusion and i see especially with the ap if we're still doing that i see some really significant issues in dropping off the pre-ap so thank you for indulging me in and that and i'd be happy to talk to you and share some of the things that i know from it at any time thank you thank you miss vaughn so yes okay we have some more questions and

116we are 16 minutes over time but miss jordan then miss patricka mine's really quick it was just miss spawn what page were you on but you know i'm looking through the college catalog and i'm just looking at there are as i said i know the schools will arrange it differently i was just trying to catch there are so many options thank you for the english that it seems like it would be overwhelming that's all i needed thank you okay so mr patrick and i miss kittens thank you i'm a little caught up on the 100 hours of volunteer that's a huge shift for a lot of our families so 100 hours as a sandwich artist at subway over the summer is sufficient we have the we had the director of the office of student financial

117aid our assistant excuse me present to our high school counselors during preschool and he asked us to await technical assistance on some of the details i think in general terms i can answer your question though that yes the department of education and state statute are saying that 100 hours of work experience may be used in lieu of the 100 hours of volunteer service for the florida academic scholar 75 for florida medallion and 30 required hours for the gold seal and gold seal cape scholars scholarships so i understand the purpose of changing the law the purpose of changing the law was that we have students who have to work to support their families and they simply can't put in 100 volunteer hours but we also have families who whose children can put in those hundred volunteer

118hours and one of the things that i have loved about florida is that community service and volunteerism is almost baked into the child's educational experience both at the high school level and at the college level so i'd like to see if we can find a way to encourage volunteerism even though it's no longer required for the for the scholarship because this is going to be pulling teeth with my kids they work over the summer and they're going to say mom box checked no you can't make me volunteer i mean i will make them but you understand like if we can make it fun or create some kind of a program to award that just something to think about those are my comments thank you thank you miss kittens well and i had a question about

119the same item however in reading it changes volunteer service hours to include so it's not excluding the other option of volunteerism it's including students that cannot do the volunteer piece is the way i read it anyway the other part on that same slide seven about esau assessment of students enrolled less than two years is this saying that if they're enrolled in our system less than two years they can test out based on their knowledge of english or because do don't they need that esol testing out or whatever to graduate correct so with it what was stated and what we got from rule making as well is it's a local decision to what those alternate assessments are so it's saying that if during my senior year i'm less than two years so i've been here less

120than two years and the only things holding me back from a standard diploma is that graduation assessment requirement then i can be graduated if i show mastery another means so it may be that it's the wida assessment that they're taking and that established cut scores there it may be that it's a portfolio similar to how third grade has their portfolio for promotion as well in addition it does not eliminate them being able to attend summer school this summer after their senior year and being able to show mastery there so it opens up new pathways for them okay and finally and this can go into the weekly whatever is there a way if a parent wants to know if something is you just mentioned a lot local decision it would be harder to have a list

121of all statute things but i'm thinking it's not going to be that great of a list that says this is a local decision is there any way to differentiate that and we can come back to it later it's just i'm making sure we're under making sure we're understanding the question are we is the team comfortable with the response to that or do we need further clarification further clarification would be helpful i'm i'm not quite sure we're following what you're asking okay because generically we are saying to the public we are doing this and this because of this statute in this bill and whatever and when you just mention something that is a local decision that could be a red flag for someone to say well what other local decisions are they're being made and candice

122do you understand i do so and i'll clarify it's in accordance with state board rule so state board rule says the district has to have in place a way to meet this requirement and we need to outline those pieces so we outline assessments that we have in place in accordance with state board rule so even though it's local as in we have a multitude of assessments all of those assessments align back to state board rule so it still is under under a piece of legislation or statute similarly would be our student progression plan that was asked about earlier everything in here is guided by legislation and statute but this is our means of delivering it locally so it's what our local product look like okay third grade portfolio is a good example of that we

123are required to provide a third grade portfolio what goes in the portfolio is our decision excellent thank you very much thank you any other questions or comments thank you very much for this very comprehensive presentation we appreciate your work next on the agenda is the first reading and pre-briefing of policies 30 minutes and we have kathy dupree bruno school board attorney and tammy scott coordinator mtss and attendance thank you madam chair you've seen these policies before with the exception of the hope scholarship so we're going to go through them ms scott is joining me again as the liaison for neola for academic services and miss brophy is running the policies for us the first one we're going to go through is board policy 2.062 parents bill of rights there were no changes to that policy

124when we met last time are there any questions seeing no questions oh i'm sorry mystery vanellope refresh my memory but i thought we were going to have the link for them to click on the opt-out form or is that going to be just in the website on the website opt-in or well the opt-in i'm sorry that is a health services question so you're talking about the link for the consent form that's in focus so they're supposed to pursuant to statute and the way that the forms are set up to be able to click to opt out and click to opt in we need one response is that what you're asking me yeah yeah i just didn't know if it would be embedded in here no it's more the process so the policy wouldn't have it's

125more the process that we are implementing to comply thank you thank you i'm sorry and that would be with the hope scholarship as well like that forum yes ma'am that's why i just killed it right now thank you the next policy is 3.041 curriculum development there were no changes to that policy at the pre-brief are there any questions i don't see any the next policy is 1.27 which was the non-discrimination policy the only request was to add as well as the student code of conduct which we have done miss patricka yes so assault is listed in the statute but it's not listed in the policy should we include that can you please tell me a line miss patricka where are you looking 17 through 41. you're looking at the 1.27 nondiscrimination policy i thought we

126were on hope scholarships no we're on 1.27 that was the next one in line non-discrimination i'm going through the policies that didn't really have a lot of comments or errors on them any other questions on 1.27 non-discrimination okay the next policy is 2.0621 student and parent rights there was a couple of comments that there was some confusing language the first one was in line 54 to 56 so we took that out and under line 309-312 we added some additional language regarding options for public education and board members line 450 to 452 we clarified some language to make it easier to read in line 478 to 4879 we clarified as well there was confusion in terms of the type of financial report so we just made it very clear that it was the district's annual financial

127report on the student report cards line 465 access you know through through the information system i'm not sure is there any other way that if they wanted to get a or is there still a hard copy you know that they can ask for a request or whatever thank you ms kittens for the question yes the need of a hard copy of the report card they can request that through their school is it i don't know if that's clarified in this and the way it's worded it says you know just saying has the right to access the student information systems or the report card so perhaps we need to add in there or you know the alternative method of receiving that report card i have had parents to ask about that and say that you know

128what if they just can't or don't want to do it that way thank you miss kittens that's something that we'll go back to the team and discuss thank you any other questions on 2.0621 i don't see any thank you the next one will be board policy 3.051 which is the program of instruction and there was some discussion if you go to line there was some discussion with regards to what does efficiently and faithfully mean so we took that out and it just says shall teach bless you and then that was the same online 244. yeah good the next policy is oh i'm sorry any other questions for that last policy i don't see any okay the next policy is 2.0622 we clarified a few things in this policy beginning with its application requiring written complaint

129in line 17 as well as added some language to ensure that everybody knows that participating reporting filing or being a witness to a complaint there cannot be any retaliation and that's line 36-37 this miss kittens is there any on that line 17 where the parent may provide the complaint to the school designee or the principal is that is that what that's saying because i'm wondering is there any thing that reflects a copy can be sent to the board or whatever am i missing that good question ms kittens the statute is pretty clear because there is a process for this so it has to go to the principal then the principal has time to address the concern before it comes up to the district level so there is a specific process outlined in the statute and

130then there is a process document created by staff that goes along with this particular policy okay so could that be referred to in that be and say you know refer to process or whatever so that they would know what the process is so the policy says that so the way that it work and i think the policy outlines that but of course mosquitoes if you want to discuss this further we can the written complaint will be sent to the principal and then once the principal receives it he will communicate with those involved and then that principle has to complete that review within seven calendar days and if it's still not resolved by that time then it goes up to the district office which has to respond superintendent or designee within 30 days and we have

131a very specific timeline and process because even i mean at some point even legal will get involved if it's not resolved within 30 days so we're trying to be very clear and mimic or track the statute specifically because of the other potentialities of this particular complaint process since this is consistently legalese and it has to be that's why i'm saying if we have a reference to the process and that not be as legalese but just saying this step this step this step and the dates i mean the number of days because if someone doesn't understand that and a time frame passes then what recourse do they have if they come back after you know 31 days or something like that and we can discuss it later but i'm just i'm i'm saying someone who doesn't

132understand the legalese and doesn't pick out that they only have seven days for this or 30 days for that if it's in the process just clearly aligned then everybody can understand thank you miss kittens we'll bring that back to the team thank you miss jordan and miss patricka thank you i did do recall having a conversation on this what because of the fact that it says about the written complaints that must go to the principal what happens and i know that i had several calls from community members about this as well after after we went through this on the pre-brief what happens if there is an issue with the principal if you as a parent and the principals do not see eye to eye because you obviously have a relationship or you've been at the

133school so you understand it i'm not saying anything negative about the principle i'm just trying to get clarification for all of this what is their recourse for that then if we're saying that this is step one but if they have tried that in the past and they're not willing to do that we still have to have a mechanism where they can still feel that they can share their issues with someone good question miss jordan thank you for the question basically if you look at d if the parent still believes that it is not resolved they will consider this an unresolved issue and at that point it will be triggered to go to the district okay but you're still forcing we're still saying that if it is not resolved but we're telling these people that no

134matter what even though we know that you do not get along you must still go send it there and wait seven days because of the law that states that is that what we're saying the law is very explicit it goes to the principle and if the parent still believes after seven days it has not you have to give the principal an opportunity to resolve it right and if it still is not resolved and at that point he goes to the next step correct okay and that is based on law we don't exactly and we don't want to jump the principle okay the principle and opportunity okay thank you okay yeah so i'm on line 20 the second paragraph i'm not entirely sure what that means the and documented by the principal does that refer to

135the meeting that should be documented by the principal let me read it mr trigger you said line okay the second paragraph so it starts on line 21. i'm sorry the second sentence starts on line 21 so what this is saying is that after the principal receives the complaint does their preliminary inquiry that principal has an opportunity to sit down and talk to the parents to try to resolve the matter i understand but what does and documented by the principal mean ms patrick if i may and our last conversation that we had in regards to this process the overwhelming conversation around that was how is it going to be documented what is there a formal process on the resolution so our team met again and talked about this very thing and we have focus in which

136we document everything in focus so it is our traditional way of work that we currently have which is great because we already have a mechanism so adding that they're documenting the resolution of the situation in focus although it's not explicit like that but it is in our process document so every time a parent maybe calls because i know part of our conversation was well what if they call and they don't put it in writing well we have somebody else can document the fact that they called and they're concerned about something so that was outlined up above and then down below there was questions in regards to are we sure are we sure that we're going to document the resolution so that's the documentation piece for the resolution okay so then the meeting is what's documented

137by the principal or the phone call the whole process the communication the resolution the whole process would be documented miss kittens then miss jordan okay on the same vein that ms patrick was talking about on line 22 it starts on 21 the principle after reviewing concerns and communicating with those involved may meet with the parent the way that's worded even though in parenthesis it says in person or electronically could that be construed as they don't have to meet with them if they don't want to i just i'm just saying somebody somebody may say i don't have to meet with you and just like miss jordan was saying i don't like you anyway and you don't like me so why do we have to meet let's just let the seven days ride out and go for

138the next step so that may and i'm really not sure how how you can resolve it because i understand the may refers to the own person electronically right however we can change that to will but keep the parentheses because we need to make sure that whatever form of communication that it's comfortable to the whole team that it actually does happen thank you thank you for that and we'll bring it back to the team for discussion right tammy monday morning miss jordan did you have something i just had to follow up with what miss patricka i because i kind of understand what she's saying what part of that conversation will be documented is it the whole we met and this is what transpired we met on this i believe in documentation i think documentation is always

139a good it's a cya always so to me it's like but what does that consist of we met at this time and this is who was there and you know this is what we spoke about is more detail to me is always better especially when there is an issue to be resolved because that way you can always go back and look at what transpired and how do we move forward and what we've done to try to correct that absolutely so when i think that's what miss patrick was going what no just was alluding to is like which one correct she's supposed to say but i'm not even on that level there willing to take that i've already written i'm good with that is a good point that you brought up that is part of our

140conversation our training to make sure that our school-based administrators understand and we'll go through that process the other thing too is sometimes when parents call the complaint is resolved then while they're on the phone so there wouldn't be a need for another meeting they would just document that this was a concern this is how it's being resolved and move forward but making sure that we have all of those pieces we consistently tell our staff our administrators that we want to make sure that we document the whole story it's important that we know all of the views and perspectives and we document everything no and thank you for that because as you said it can be resolved right then and there and that's a good yeah absolutely that's good to see that too it's done yes

141thank you i missed you vanello then miss kittens why we're on this paragraph i understand that the documentation would be in writing i want i don't see where it says the complainant would get a copy or or you know a copy of that information so that everybody's on the same page because sometimes the perspective is different on each side and i think that's important because it then it becomes it gets gray when people when that one perception's one way and one perception is another sure absolutely i will on monday morning we'll talk about how we can redesign that sentence to ensure that parents know that they should receive that they can receive something or we'll we'll talk about that yeah communication back somehow absolutely yeah thank you so the parents the parents and just add

142what tammy said the parents will receive a response so they'll know whatever the decision is that it's done by the principal i think when we talk about that tammy on monday one of the concerns is just to make sure in terms of the documents because sometimes the principal just wants to take a memory note just to remind themselves so we'll we'll just flush that out a little bit more on monday okay miss getting started miss patricka okay so i see this as kind of creating a a situation for us as a board and that we have an honor and it should be referred to in our policy someone decides they've got a problem they contact us our process is that we copy everyone we send it to the superintendent and then blah blah blah blah

143so somewhere in there we need to say that step one is have you contacted the principal because otherwise we go down this big rabbit hole with the superintendent trying to figure out what's going on and no one at the school has been notified so i don't know where that goes into our process so the process document is very explicit and i can share that the executive directors are going to be very involved in this process so they're going to know whenever a complaint comes in they're responsible for following up and making sure that it goes through the appropriate process something else just to make sure that it's clear in our process document that is at the front office make sure that the parent knows have you called the principal to you know give them the

144steps as well so they know how to proceed and then we have to somehow include that in hours because otherwise we're wasting time of the superintendent and of the staff and the chiefs and everybody and that step one according to statute has not been handled something for our protocol for the board's protocol manual to revise okay thank you ms goodman thank you yeah just a question that i had mentioned to you in our last telephone conversation about the grammar are we using grammar and pronouns as they are taught in our elementary school classrooms or are we using something more modern as we go through the policies in other words he she versus they correct that's something that i think we need to go back to our team again tammy to flesh that out a little

145bit and we'll have an answer for you miss miss patrick i'd like to suggest if i may that if we're teaching it in elementary school it should we should be exercising it as adults in our policies my recollection is that we're doing he she but i want to double check with the team to make sure thank you any other further questions or comments regarding this policy i just wanted to comment that it says line 12 any parent with a concern regarding the implementation of the provisions of florida florida statute one zero zero one point four two eight x c at their child's school may file a written complaint with the school's principal i mean it says that that's the first step are you concerned that if the parent doesn't want to talk to the principal

146okay if i may madam chair again we're going to get hung up on the word may in that sentence because we are giving them permission that if i don't like you i can go to my you know the superintendent or a board member or whomever so and my question is that may the exact verbage from the statute because the may is where we're going to get hung up let me pull the actual statue of my skins and you can do it later i'm just for the lack of time but i'm just saying if i read that and you tell me no i gotta go to my principal well you told me that i could or i didn't have to we'll look at that and we'll have an answer tammy do you have that one so

147in our protocol if we change i mean in our policy if we refer to the statute and then we change it to must are we allowed to do that or must we let me use the same verbiage as the statute you try to track the statute as much must as much as possible not to interject our personal opinions or anything in the policy because that's what we want to do so my recommendation is that we actually just track the statute okay miss juvenelli yeah and i have to agree it's really important because i get a lot of emails and a lot of times they have not gone to the principal i would tell you majority have not so and sometimes if i identify it i'll ask that question and come to find out they haven't

148so i think that's really important that somehow that gets in our practice so i would agree with miss kittens i think it's you know it's the first step and it as long it means we as we practice it and we kind of push it back on the parent to practice it based because of the law you know i mean i think that's you know fair thank you miss jordan i'm sorry just one more when it pertains to this one zero zero one point four two what where is that what line is that because that is when i'm looking at the statute oh this section is hc it's line 12 it's line 13 state any other questions feedback on this particular policy miss jordan are you finished or are you i'm sorry yes i'll just if

149there's something else to send okay all right thank you so then the next one madam chair is 2.35 school sponsored sponsored publications in production this one there was a lot of discussion about lines 46 starting on 45-50 in terms of the definition of what courtesy and civility is and all of that so we just decided to take that out that's a case-by-case basis and left you the principle to make that decision so it's not confusing and we're not limiting ourselves right that was line 46 to 50. that's a civilized social order do you have a comment ms kittens i'm sorry i just said what is a civilized social order anyway it's taken out now so okay any other questions or comments okay moving on attorney bruno thank you very much and the next the policies

150we just discussed were first reading so we will review it with the team any any corrections and then they will come before the board for their second reading public hearing this next policy is 4.142 the hope scholarship this is a pre-brief of this policy i know that miss patricka asked about assault i believe it was and the statute does talk about assault so we can add that it was referencing also our policies which also talks about physical attack but we can certainly add that to this policy okay can i just mention that in the list it says 4.412 and the and the policy is 4.142 which is correct let's look this policy would be 4.142 okay thank you and the other oh miss patricka yeah i wondered why we have a separate category of eligibility

151for covid19 harassment that's because of the rule that came out last year from the state board that actually created this rule that covet 19 harassment would qualify for the hope scholarship okay okay any other questions or comments okay moving on if i if i may i just wanted to let the board know that this is our third year that we have to review our bullying policy and our processes so that will happen in the next couple of months chuck bradley will be talking with you guys about that but that does not you know the hope scholarship is an additional policy i didn't want you to think that there was a removal of a bullying policy thank you and i did i did have a couple of questions that came up in terms of when do

152parents actually receive the hope scholarship form that's provided by the doe miss patrick yeah that was a different question that i just remember god that's that's after the investigation or at least within 15 days whichever comes first and then the other question that i receive is whether or not the allegations have to be substantiated and the department of education has made it very clear that the allegations do not have to be substantiated just that the there was an allegation and then they can apply for the hope scholarship okay miss patrick so on the parent notification i know that's part of the statute and that's almost verbatim from the statute but what what if a parent doesn't notify us like we're saying they must inform us at the time of withdrawal if a child is going

153to take the whole scholarship and go to a private school what happens if they don't and it doesn't appear as if the statute provides any tribution so they really should notify us and follow the statute obviously that's something that i think we're going to have to discuss with the team i think dr bernier has now just for the record the question was with this particular environment when when a parent withdraws a student from school and the policy states that they need to inform us that they are going to take advantage of the hope scholarship the question is what happens if they don't right so that's going to be a process document internally in terms of how we handle that and that's why i said we'll talk about the team because that's more of a process

154issue internally unless you have the answer my understanding of the law is silent whatever relates to this the law does not provide any clawback procedure or anything else it would be nice of a parent to tell us upon withdrawal that they were planning to take care of a hope scout to utilize a hope scholarship moving forward but if they don't they are still eligible for hope scholarship and we're still responsible for the financial implications of that i agree thank you dr bernier mrs giovannelli so on that note i mean usually under the circumstances parents are usually upset and they don't really care so i guess you know i mean really let's be realistic so i mean they're they're mad they've left mad because their child was treated such a certain way what so or whatever

155harassed so i mean it would be my recommendation there'd be a time frame that we would make attempt to make contact and document that and then after so many days assume that they're withdrawn i mean so that would be right you know but we would reach out to the parent and try to make contact first and i get you know what just remember that there's a process for this right because this goes to the doe and the doe is the one that processes to get the funding and all of this so that's why we need to look at this tammy i just want to make sure that everybody's aware once we are informed that there is a bullying situation no matter what time frame it is we do investigate so if there's something that is

156brought up a year later if we are provided the information we do investigate that we may not be able to find out all of the pieces that we would want to but we do open an investigation and document that once we are notified of that and then the school that the student goes to also has to notify the doe on a regular basis of here the students what we have that are here based on the hope scholarship so there's a lot of processes in this particular type of scholarship miss vaughn then miss kittens now in terms of his student withdrawing and not notifying most of our students have chromebooks issued to them they may have library books textbooks supplementary books uniforms all all kinds of things i'm wondering if that i mean was it mrs

157givenelli that made the point about parents being angry and just leaving but obviously we have to have a way of recovering goods that belong to the school madam chair please withdrawals withdrawal from the school building is a pretty formal procedure even when parents are angry they may leave initially saying i'm withdrawing but even if they show up at another school building asking to enroll their child the child still has to be with john even if they go to a private school there's records and other information so the withdrawal aspect is a pretty formal procedure i mean it can be done quickly but it's a formal procedure and i think there's an avenue within that for a parent who's thinking about utilizing hope scholarship to express that i think that's where we started with the question

158and i think that's that's the most important thing that's where where we began was that we have a hope scholarship request or if we don't this parent is still eligible upon withdrawal in that formal procedure to obtain a hope scholarship and i don't i believe and kathy just said to me she agreed with me i don't believe there's any provision in the law for us to prevent a parent from getting home scholarship nor should we i don't believe we should i do believe the withdrawal process though and when they formally ask when the registrar of the private school or other school makes the phone call there will be an opportunity to return the types of things i mean withdrawals happen all the time they don't always happen in the best circumstances sometimes they're amazingly wonderful

159and peaceful so i just think it's really important the board and the community understand there's a process to withdraw from school and we'll make sure that it's done fairly and appropriately and that our materials are returned to us and we have an opportunity to allow that student to move forward with their parents if i may ma'am chair just to ask something to dr bernier are we legally are we allowed to withhold sending transcripts until our things are returned to us as much as a former high school principal and former administrator like to say that it would be nice if we had some ability to ensure that we could get all the materials back the answer to that question when it finally the rubber meets the road the answer that question is no no no we

160can't withhold no but what i can add though is that the doe is also looking at this and the state funding so they're going to be very careful in terms of who's getting what money how many schools has the same student the fefp calculation all that so that's another you know sale safe way to make sure and double check to make sure we're not having duplication okay yeah and that's that's a sad thing to have to answer that we have no recourse no real recourse because especially the high school students they could have accumulated quite a few things if they're in athletics and all of that so thank you okay thanks miss kittens and i'll be really quick policy 4.1 what four one two i know it's written wrong there the hope scholarship one and

161the 2.06 the parents complaint process don't they kind of you know relate to each other in a sense it just depends on what the incident is the statute in our policy will be very clear in terms of what that incident is so not everything that is a complaint under 2.0622 may qualify for the hope scholarship right or it can go the other way as well so okay i will speak with you about that thank you any other questions thank you miss kittens yes miss giovannelli has something real quick on line seven to seek to transfer another district school i would hope that step would be one of our first step process and trying to just relocate them in a different school recently we had a i had we had a parent just recently that was

162having that issue trying to go to another school and they were being denied and i think it's important that i mean unfortunately that should have been i feel like that should have been something that should have been addressed at the principal level yet it escalated all the way to school board member and superintendent and i think that's a simple we should have make accommodations when there's definitely some bullying going on and the child's not you know comfortable in that school any longer so i just think that we should really that first avenue of trying to accommodate first before the hope scholarship thank you thank you okay any further questions where 32 minutes over and we have one more item oh so we're going to move this forward to first reading the hope scholarship policy okay

163we need to agree on that i always like a consensus on policy okay i didn't hear any objection to it so okay any objections to moving the help scholarship policy forward to first reading thank you board members thank you miss scott miss brophy that's what the correction yes okay thank you so thank you ms scott and benny and attorney bruno next on the agenda is our federal stimulant stimulus grant funding update with terry kennedy and lita dietz smith program administrator grants and program development please okay hold on once may we take a 30 second break mr patricka has a question i'm looking at line 37 no i'm looking at line 31 it's actually 32. is that statutory language the reason why i ask be consistent with the district's vision mission and core values and ensure

164the possibility of student achievement i'd like to ensure the likelihood of student achievement i know it's just one word but possibility seems like setting an awfully low bar and what number was that i am on line 31 and 32. no what policy oh okay miss scott are you still here miss patrick is referring to 3.041 line 31 did you say 31 32 31 removing possibility and exchanging that for likely likelihood is that likely or can we change that i'd like to change the word possibility to likelihood ms scott we'll have to review the statue just to verify whether or not it's statutorily required and as well as talk to the team on that did you have your microphone now i do no i don't okay 31 change from possibility to likelihood and we'll double check

165statute and all that good stuff thank you thank you miss scott thank you okay sorry ladies welcome good afternoon we are here today to provide information on the federal stimulus funding that we've received over the last two years so our outcome our goal for today is simply to provide an update related to our spending and progress on initiatives resulting from all of the federal stimulus funding as you know we've had many allocations and amendments related to the funding throughout the past two years so we've been working on updating you every five to six months we will start today with the timeline for the funding followed by an overview of all of the allocations that have been provided specifically looking at our esr grant and our user grant is the elementary and secondary school emergency relief

166funding that's our primary funding we also want to share some information related to the grant assurances and the requirements resulting from each allocation with one of the requirements being tied to a public input and website some of you have had a specific request to have information related to a return on investment so we have dr savage here to share some information related to the roi and we're going to end the presentation by highlighting many of the projects that have been funded through esser so this slide right here you probably recognize you've seen it multiple times this is our esser timeline what's important to note here is that we're about halfway through the allocation the four-year allocation for the esser funding the when you look at the timeline we used sr1 related to the first year

167the s for 2 allocation was for last year and esther 3 is earmarked for this school year as well as the 23-24 school year so this is that timeline we've shown you multiple times so let's take a look at all the allocations that we've received over the past two years this slide is to remind you of all these allocations that you've approved through the three acts that provided the funding the first column shows the allocations that resulted from the coronavirus aid relief and economic security act better known as cares which was at the beginning of the panda pandemic in march of 2020 as you can see there are a total of seven allocations with esser being the largest there were many specific initiatives under cares with the first one related to reading gear which was

168the governor's emergency relief which we provided for summer learning the ppe supplies we had allocations for civics and some supports specific to addressing needs resulting from the pandemic such as funding for the district and charter schools on the instructional continuity plan or to develop the instructional continuity plan so all of these allocations in this particular column have been expended and reporting was completed for all of these allocations so the second column was the coronavirus response and relief supplemental appropriation act which was december of 2020 this particular act gave us two smaller allocations again continuing support in reading and civics the largest allocation was for ester two s or two was divided into the four allocations that you see there the first two well the closeout for sr2 isn't due until september of 2023 but doe

169pulled the first two allocation non-enrollment and academic acceleration in may to repurpose the funds for other initiatives we are still waiting to hear from doe as to what that reallocation will be the third column is our american relief plan which was march of 2021 and this was the largest of the three allocations with 189 million in sr3 there were two smaller allocations one related to summer learning which provided for summer learning this summer as well as next summer and there is an additional allocation hits which is related to specifically to reading that allocation will come to you august 30th for approval so we've submitted the plan and we will be sending that to you shortly there was another allocation it's not listed on here because we were just notified and that is for math and

170science and the team is working on developing that plan for that allocation at this time so at this time turn it over to leeda she's going to share some specific spending initiatives from each of these three allocations so good afternoon as mrs kennedy said esser 1 2 and 3 were the largest portions of these federal stimulus acts sr1 was an immediate response to covid19 provided to states through the federal government we think of esther one as triage it provided us immediate relief to covet 19 in regards to ppe such as masks gloves cleaning supplies and dust dividers it also ensured continuity of learning for students at home through the use of hot spots and our online curriculum we also provided additional supports to our highest needs schools and as mrs kennedy said at this time

171we've spent 100 percent of sr1 moving into sr2 we think about that as stability to our school district for covet 19. we continued as a district to support the supports that were in sr1 including the continuity of learning both at home and for students who showed up to school but the focus began to shift to academic learning loss and closing those achievement gaps that were directly related to the pandemic a portion of this funding was also allocated to professional development for our teachers and staff so that we could best address the struggles due to the pandemic and the academic learning loss that occurred we also took a portion of this fund these funds to make sure that all students returned to school face-to-face the school district used these funds to support staff covid related health

172insurance and at this time we have spent 58 percent of sr2 when we look at sr3 we're looking at building a path forward for our school district we provide continued supports from sr1 and esser2 but the main priority of sr3 is continuing to close those achievement gaps and addressing learning loss extra supports continue to be provided to our highest needs schools and professional development continues to be a priority so that we can ensure that all students of lee county are receiving the highest quality of instruction lee county is using s or three dollars to address staff shortages in relationship to class coverage and additional learning opportunities to our students through tutoring summer programs and in some cases extended day at this time we have spent twelve percent of our s or three dollars with the

173end date being september 2024 to expend all of that money when we discuss federal grant money it's important to note that each grant comes with specific assurances that the school district must follow and tells us exactly how and how and when we must spend those dollars so as an example you may remember that twenty percent of s or three had to be dedicated to academic learning loss also we have to report time and effort meaning any employees that are funded under the esser grant have to be dedicated to that specific grant and abide by all the accountability measures of the grant the school district is committed to internal auditing processes so we can make sure that individuals to schools to the district level are reporting and meeting all guidelines and expectations of the grant so

174far we have completed some state reporting and federal reporting and we will continue to do so as requested one example of an assurance for esther 3 is completing or i'm sorry collecting public input on our sr3 plan as well as our instructional continuity plan that ms kennedy will speak about on the next slide so as alita mentioned the one of the requirements from the american rescue plan is to have a website with our sr3 plan and our instructional continuity plan it also has a requirement that from the arp that both of these plans are reviewed and updated at a minimum of six months as a reminder the instructional continuity plan was the plan that we had to develop to back in march of or back in 2020 where we had to have a outline of

175the safe return to in-person instruction instruction and continuity of service and so we developed a plan and submitted it to doe both of these plans are accessed through the link on the website and both provided an opportunity for public to give additional input as you know the schools reopened in august of 2020 and we haven't had additional closures slope closures and so we don't anticipate another closure and so therefore we have not had to modify our instructional continuity plan while we haven't made changes to the instructional continuity plan there has been an additional website added as there is a need to keep our families informed and updated as to changes made due to covet 19 based on guidance from cdc and department of health so just to be clear as you can see on the

176slide there there's a little arrow at the bottom that's pointing to the temperature gauge with covet 19 that is the place where you can get updates related to covet 19 and then there is an additional website that has a link to sr3 as well as our instructional continuity plan both of these websites are changing with updates being added as needed and now i'm going to turn it over to dr savage who will share some information on return on investment thank you ms kennedy and good afternoon while we use the term return on investment that sounds sophisticated and it truly is but in actuality it is a financial calculation with attempts to express a single value to speak to a program or initiative in a financially driven manner as we learned in our summer roi training

177there are actually three different calculations that are known as an roi the first is a benefit cost ratio which is simply the program benefits divided by the program costs the second is expressed as a percentage and it takes the net program benefits divided by the costs then multiplies that by 100 and you have the roi expressed as a percent the third type type of roi is the payback period which compares a total investment to the monetary benefits and it calculates the number of years needed to pay back the investment a full roi study can take four to six months to calculate that single value and one of the challenges we learned about when it comes to education is that it often requires us to quantify the tangible benefit of our educational product so what is

178the economic value for a student when they learn a specific math standard when they improve a letter grade from a d to a c when they graduate when they take an advanced course that they wouldn't have taken otherwise these are challenging things to qualify in a financial output and they certainly require qualified assumptions so perhaps the two biggest takeaways that we learned from the roi institute where number one you don't actually need or even want an actual roi calculation for the vast majority of what you do the firms that use roi religiously and where it is an embedded part of their culture only do an roi calculation for three to five percent of their strategically chosen initiatives so then if calculating an roi isn't the primary target then what is well the next level down

179from roi in evaluation complexity is impact for most of the companies and agencies that use roi based approaches it is impact that is the statistical measurement category that is most desired it is a clear story in how this impacts our work students staff results that matter within a context that should be much easier to define fewer assumptions of value and more of a clear business case so it really is impact beyond anything else that we are trying to quantify so now where are we at in terms of a process standpoint well as we speak the various owners of these strategies that we are attempting to evaluate and the terms we're using for our staff which are business process owners or bpos and subject matter experts or smes they are bringing forward whatever best measures they

180had intended to use to measure their s or funded strategies impact or the best data that they think speaks to their strategy's effectiveness i'm then working with those individuals and whatever data that they had or we have to evaluate any of the 213 distinct items that we're looking at that leads me to the second major takeaway from our summer training and probably the most important thing that we learned is that your evaluation of your strategy program or initiative should always begin when you're planning for that strategy begins don't wait until the end by the end it may be too late the other issue of course is that it invites bias or agenda into the evaluation you really want it to be objective and so when you begin your planning process you want to consider if

181we were wildly successful in our efforts how would we know what would it look like in terms of outcomes high performing organizations ask these questions in advance then plan the evaluation before the actual implementation so as we compile our data we'll be presenting the initial findings with some of these initiatives in september to cabinet then in october we'll bring some of this initial information back to the board suffice it to say this is a major opportunity for a cultural shift for our strategies initiatives and programs to be more focused on our results and dr bernier has led by example even before his day one by sharing his philosophy on how we embrace accountability and our results to help us continuously improve now back to the team thank you dr savage so let's talk about some

182of our wonder esser wonderful esser funded projects for our students you see some pictures of our kiddos up on the screen we provided scholastic books to all of our elementary students and we continue to provide those books to all of our elementary students that enrolled down in student enrollment throughout the summer we had live live science experiments that were done through the connect with lee program speaking of connect with lee during the 21-22 school year last year k through 12 we made 4437 student connections and through the summer with our scholastic reading program in elementary we made 3655 student connections with our lee county students for the back on track program which allows our students to earn back credits and stay on track for the school year last school year in 2122 there were 1

183698 courses that were recovered for our lee county students esser has also funded tutoring summer programs act and sat prep mental health video production materials esol supports for those students i ready as many of you know and love hot spots supplemental curriculum for our students with disability and disabilities and psychological evaluations for all students including saturday appointments if needed for our staff as mentioned before we have supported additional personnel to our high needs schools as well as covered additional health insurance costs we also support through application services and apprenticeship program where we are growing our own to support that particular department and professional development as listed on the screen was provided to our principals and their leadership teams to attend the plc national conference either in orlando or locally we are also supporting the nissel

184program as well as high reliability schools some sr funded projects and outcomes for the district as a whole as mentioned before we are supporting and providing funding for class coverage and teaching through planning in cases where we may have staff shortages we have provided stabilization and retention pay for employee groups as well as next generation endpoint protection which is related to cyber security for the district and in some cases extended day for students at this time we welcome any superintendent comments or board member questions board members before i'm turning it over i'd like to thank the team there's a lot of work that goes on for the sr dollars that are transferred in i really love the slide that talks about the initial triage and then the maintenance and now an opportunity to help us

185recover i think they've done a nice job of giving you a generalized overview and an appropriate time as we're kicking off the school year there's been questions about esser what we're continuing to do with it and how we continue to move forward with the remaining dollars looking forward to any questions in your discussion regarding esser okay mrs morgan i'm assuming this is working it's obvious okay thank you hallelujah it's not working anymore i love you okay so i will say with respect to the summer training on r01 now just now yes i can hear you when you see the red light right now okay come on okay go back do you have a red light yeah i think so it's sometimes it's hard to tell or that it is yeah i think i heard it

186when she was on so okay back that is where we need to be it is not enough to tell us that x number of students completed a summer program that's an output but that's not an outcome and that's where i am just i cannot tell you how excited i am to hear about the training the staff has had so you all know move wrong and that's what we can anticipate can you bring the microphone a little bit closer and cup it over the i don't know you can hear me it moves a little bit if you bring it a little bit closer so we can hear you a little bit better that's all that's all i can do because as close as it will come is your light on somebody from the back come out

187take a look at the microphone please i want to make sure that we're being very cognizant that this is a public meeting and people have the right to be able to hear not only in the audience but also online there you go okay so i did not touch it correctly i guess my apologies everybody should i go through the whole spiel again okay so my reaction to all of this is particularly the work that was done over the summer on beginning to understand what roi is what outcomes and impact mean hallelujah because this is something that i have been asking for for a long time and i am just extremely grateful that we are able to commit resources to providing this kind of leadership professional leadership training to our staff because as we conti as

188we move forward even on a regular budget in our regular budget discussions we need to be having these conversations about programs that we're developing we're investing in and are we getting from these programs what we expect so i just want to say thank you very much for your work i know it's a lot of work it is as dr bernier said changing the culture and and what we are looking at when we start out so i don't want to keep going on and on and on just thank you and i'm excited and looking forward to some of the initial reports to the board thank you thank you miss morgan miss kittens then miss jordan okay and thank you i appreciate all that you guys are doing to keep us up to date and i have

189a question about the hot spots now are we talking about those lovely little little box thingies that we had that were distributed to the students yes cesar was used to cover hot spots to cover that okay and where are and i understand it had to do with just connectivity for students and i believe at some point we had talked about the possibility of someone wanted to lease on our property in order to put up towers and that type of thing and would that be considered and dr savage may have remembered that but where where are we on that and is that something that would be used with esser funds because it would enhance the connectivity for areas that don't have it this kittens i'll be happy to get with you offline on that we're really

190speaking to esther dollars that has nothing to do with cellular tower transmissions in our current cellular tower situation with the towers we have also with the proposals that are moving forward for just potentially additional towers that would be a separate that would be a separate issue from this esser funding but i'm happy to get together with you offline okay thank you thanks miss jordan thank you thank you for the presentation i love it however my question is when i see that it says that you know the sr3 i guess we'll be going to the highest needs schools the highest needs schools how are we how are we maybe i just put an extra marking because s or three is going to there there are allocations that are being used in all schools but there are

191tiered supports at our high needs schools so the allocations are for many different initiatives and helping all schools okay so thank you for clarification on that so our highest needs schools and we're supporting them with extra staffing extra coverage as far as whatever they need how are we doing that and what i guess my i guess my question my question is if we've been doing this now for a minute where is that what is this show like where we were at and where we're at now with those schools that have the highest needs what difference did that actually make and is there a way of showing the accountability of of the outcome i mean the return on investment yeah so i mean where where are we dr savage was really very pointed in return on

192investment so let's talk about the impact versus return on investment because it's very difficult in an educational environment to use roi specifically when you're talking about children i think some of the impact you've seen may not have been what you wanted but the stabilization funds and now the recovery funds we'll consider continue to see things moving forward the recovery or the stabilization of the school district can be represented in its b grade that despite the learning loss despite the lack of attendance at school despite the extra efforts of all of our staff our principals our parents and everyone who pitched in during the pandemic the school district was able to maintain a b grade additionally we had some specific schools that were real pockets of excellence where we were beginning to look at the impact

193and what educational programming was going on in those buildings that actually caused them to raise their grade or actually increase student achievement during this period of time and when you talk about tiered supports clearly we have three schools right now that are not on the trajectory we want them to be on this is an opportunity for us to use with them remaining esther dollars and allow us to prioritize those buildings and those principles as they put their improvement plans together to make sure that we are being helpful and supportive so if you're looking i think i know what you're asking like where's the highlight i would say that while it's not the greatest of highlights it's still a win by this district continuing to hold on to its b and actually increasing its number of

194points we are very very focused and i'm really proud of the work that jeff spyro and other people in academic service have been doing we are now beginning a new set of dashboards with jascar principles for excellence goals we're really pushing to try to get to that magic number of 62. that number is the number of percentage points we need in order to be being a school district so those are the types of things that we have been doing we'll continue to do supporting these students both before and after school during the school day trying to attempt to recover the learning loss and i think one of the best things this year and we're still waiting on final attendance numbers we're trying to really remind parents that we are open and their children need to

195come back we've got to get them back into school the only way to make a difference in a child's life is to have them in attendance or in attendance somewhere whether that's in a homeschool situation or in charter or private school students need to get back into school and participate again in the educational process thank you dr vernier miss giovannelli then miss gittins okay so i have the million dollar question what have we received of the esser funds to date i see what we've spent but what what have we actually received have we received all of us are one all of us are two and esther three one i'm going to let staff answer the question to be more specific but i want to be clear to the public the school district does not get

196money with esser funds there's no receipt of dollars here in the school district of lee county or in any one school district the federal government passed the money to the state we wrote an application for what we wanted to accomplish with those dollars and it works on a reimbursement process but i'll let the staff tell you where we are in terms of expenditures sr 1 s or two s or three and approximately what we've been able to garner back from the state and from the federal level to reimburse our costs and i think and real quick first i'm sorry miss kennedy i know we've talked about this before and that's why i'm asking the question because even then we had not received the money so i or you know the funds it's and so i

197would like the for transparency really is really what the they think we were given all this money and now it's just we have to spend it somehow and it didn't really doesn't really work that way so i thank you that's all thank you i really appreciate that question because it's the first time it's come up here at the diocese for me it is really important i think people believe we have this big pile of money that we're sitting on it's we have to spend all of our own dollars then apply for reimbursement according to the plan if we want to change something if we find a strategy based upon dr savage's work with impact and we want to do something new we can always change the grant and ask for a change and a shift

198in in in reimbursement but that would have to be approved by an amendment to the grant situation so thank you for helping make it clear to the public that we're not sitting on hundreds of millions of dollars somebody is but we're not i would just say that while we receive the allocation amount we write the plan and we have decisions as to this is how it's going to be spent we don't receive money until initiatives are completed thank you i'm miss kittens and miss vaughn yeah i wanted to just go back on what the superintendent said to miss jordan's comment we have to understand that this money is for recovery and when we talk about the achievement gap and where where we are like our achievement gap was here before covid and then it went

199here so the money to me is for that gap that took us lower so it's it's not i don't see it showing that we increased now we stayed level and that was a good thing but it's going to be very hard to say you know because of this we went up in some areas we did achieve some schools did but i think if if everyone understands it's about recovery it's about that gap that widened to even just get us back to where we were initially so thank you thank you miss vaughn yes for the for the group do all the states distribute the s or money in the same way is that part of it and i have a corollary to that depending on your answer miss vaughn i'll take the answer first not all

200states distribute not all states have the same process for the distribution and reimbursement for expenses from a school district in some cases like in a former district that i was recently a part of the money flowed to the state department of education and then very specifically districts were permitted to make requests through a grant application and we had full access to all of our funding the state of florida did it slightly differently when the money arrived they made some decisions about what our allocation could be used on and then our grant application had to be adjusted to meet those parameters may i then add my corollary we've been talking about legislative priorities and since we are going to have until september 2024 to spend this money perhaps i don't know if this would fall into

201that but perhaps the legislative priority might be just this issue i will make sure that dr carlin is making a note of that being the new chief communications and government relations officer we've also been in touch with our new law firm that's going to help us with lobbying and in order to meet the fsba tentative deadlines we can certainly make sure that is an opportunity to have noted and come up again it sounds like with the comparison you made between here and nevada that we really there it takes a whole lot longer for us to get the money and we have to have the money up it's you know it's kind of like buying on credit or i would like to be clear i never said it took longer in the state of florida to

202get reimbursement you didn't i said it i don't know that actually i don't know that actually to be a fact and not have that conversation i just watched terry kennedy shake her head what i was saying was that in some states there was a complete pass through and the local education agency had wide open opportunities to address their needs in their manner the state of florida while the allocation was still passed through there was were some specific areas of the state of florida wanted all school districts working on and we had to write a grant according a program and a plan according to those expectations okay okay dooley noted it was me i said i said that so we are a school district that follows the law for for sure but the easier it is

203for us to get the money the less staff hours that have to go into it and you know putting a lot of our own district money up front i can see where that might be something i'm going to make a note of it and pass it along to dr carlin something that might be a consideration as we pass forward legislative priorities thank you thank you i have a question looking at esther one two and three the overview i see that sr1 was a hundred percent expended and how much of that have we gotten reimbursed we are reimbursed as we work through the what through the grant so all of that was reimbursed so it's expanded and the reporting is done and sr2 when you see 58 expended we turn in and we get the funding

204at that time so it's not where we're waiting a large amount of time or anything like that okay and when's the deadline for us to 100 expend s or two esther ii expenditure is september of 2023 but remember the doe did reallocate so while they gave us a plan and said here write a plan for this amount of money two of the allocations they repurposed so the amount that was there they said we're it's going somewhere else so we're waiting to hear on what that's going to be repurposed and what the new priority will be so while they didn't they took back an application that was never actually given it was just part of our plan if that makes sense okay i see okay any other questions or comments thank you for that very informative

205presentation and the difference between the return on investment and the impact was a point well taken and so if there are no further questions or comments superintendent okay thank you very much we appreciate it next on the agenda is public comment attorney dupree bruno could you please address the issue of public comments thank you madam chair school board policy provides the opportunity at this point in the meeting to address the board concerning any matter on this meeting's agenda if you completed a public comment card please make sure that staff has received it the public comment will be held in the at the microphone at the podium in the center aisle in the front please be advised that the board will not respond during public comment to remarks made by speakers speakers who failed to follow

206proper decorum in the chambers will be ruled out of order any speaker continuing with such remarks will be required to relinquish the microphone per board policy 1.11 for board policy 1.11 the time per speaker is 3 minutes you will find a countdown on the big screen in the front of the room once your time has elapsed the microphone will automatically shut off please state your name when you approach the microphone and i will call you five speakers at a time there are five speakers madam chair who would like to address the board during this briefing thank you is there anyone else in the audience who has not completed a blue card and would like to speak okay please call the first name attorney bruno thank you madam chair for the following individuals please line up

207sharon mcgill jamie merchant tara jenner denise nystrom chrissy divijelli yes so the new policy is going to be to line up right behind where miss merchant is okay so that's where we'll line up and we'll exit this one and then you will exit that way just to make sure everybody understands thank you good afternoon everyone i would just like to after reading through all of the policies that were being reviewed today i had just had some questions about program of instruction which was 3.051 and on page 2 which would have been under line 64 efficiently and faithfully was stricken on that page but then if you go back to lines let me see which one it is lines 244 and 246 i believe it is on 244 it was stricken teaching him faithfully but then

208on line 246 efficient and faithful teaching was reinstated so i'm not quite sure why it was stricken twice but then put back in and then in addition to that the efficient and faithful teaching further means that any discussion is appropriate for the age and maturity level of the students and teachers shall serve as facilitators for student discussion so i can see this being have a lot of contention coming up because first of all who specifically determines whether it's age appropriate and the maturity level of the students you would hope that it would be the teacher and their decision to have a conversation with their students would be respected by outside people but i could see that being an issue by if it's a student-initiated conversation and a parent walks in and doesn't like the conversation

209that's going on that it could be a problem for the teacher then and that just really concerns me because it takes it seems like it takes away it might take away some of the discretion a teacher has in having open conversations that may have been initiated by their students but that parents might not like and have complaints about and so that's kind of an ambiguous area right there and i'm more concerned for the for the teachers and who's going to make that decision then about maturity and the age level and is that appropriate for that conversation thank you okay thank you hello good afternoon oh i don't have room for this okay earlier today could you please stay up oh sorry jamie merchant i just assumed we all knew each other earlier today there was

210an email that was sent out i was i was sent the email was sent to the superintendent and school board attorney about the hope scholarship i guess issues that this person had and first the law does not limit bullying to student on student and we know that the hope scholarship qualifying incident can originate from teachers staff even a school visitor curricular et cetera so we feel like that needs to be noted in the policy i actually brought the email because i don't think the board was attached to the email the link to the form should be to the hope scholarship notification form should be on the policy and there was some other issues with line 52. it fails to mention the transportation option available through the hope scholarship and a student is eligible for the

211hope scholarship as soon as that form is filled out there doesn't it doesn't need to be while policy may need it have to have the investigation it's not once the investigation is completed it does not decide whether or not the student is eligible the policy 2.0621 lines 386 to 392 is i'm assuming the anti-discrimination or non-discrimination yes non-discrimination policy but in hb7 the non-discrimination policy for k-12 public education takes out the word ethnicity and replaces it with color and takes out the word gender and replaces it with sex so i think it's 1 000.05 two a if you could revise the policies or the verbiage and the policy to cite that oh my gosh forty seconds okay i might be treading i don't know going over some sort of line but since the policy that

212is passed through first reading was the non-discrimination policy and you cited the oh my gosh i'm stressing that with lack of time the civil rights and equity guide i mentioned three weeks ago that the links you have to have a leaseschools.net email to get the link i have to still request that i checked it earlier and i still don't have access so my freshman and my senior have access to the gender support plan the gender firm thank you miss merchant thank you wow this looks high tech denise nystrom i came in a little late during the end of the naviance conversation so i'm not sure if you were saying that you already have the program or if you're seeking to purchase it but naviance is a highly effective tool that greatly benefits children and their

213families a tool that the districts i worked in had 15 plus years ago it assists with the focus on post high school transition as beginning as early as in middle school while i'm not sure of the number of guidance counselors in each of the schools and the ratios of guidance counselors to students but with the appropriate number of guidance counselors the role of making sure that students have taken personal interest inventories are involved in the arts sports and other areas of interest in addition to academics have working resumes and cover letters have applied to higher education or vocational school the military or job with upward mobility have the necessary letters of recommendation is the role of a guidance counselor naviance provides information about requirements for higher education institutions helping students and their families make informed

214choice choices it is an awesome awesome program if you don't already have it i highly recommend it thank you tara jenner i'd like to start off by thanking dr bernier for translating some of the acronyms that have been going on too often the district tends to refer to terms of art that leave the public out i would encourage anyone who's on the discussion team though you guys may know who they are if somebody is new that's coming in they don't know who those people are so they should introduce themselves each and every time that's just a recommendation that i would make and please i mean given the number of years most of you been on the board please make sure your microphones are on i mean i'm hearing impaired and i have enough trouble on

215a good day it's even more challenging when somebody feels that need and that's your choice of wearing a mask it makes it next to impossible for us i looked at these board policies that are being promoted i would like to see an outline of an organizational setup on what these numbers will all entail a breakdown from neolis so that we can kind of see where they're going on this because we're getting a policy here and a policy there and it's all over the place and it makes it really hard for those of us that are looking at the old policies to find out what the organizational flow chart is going to be for these policy numbers and where they actually come into play looking at 2.0622 there's a comment that says the right to request

216redress of certain grievances have a little bit of a problem with that because the florida state constitution in section article 1 section 5 says that we actually have a right to redress grievances oh and restruct and instruct our representatives it goes beyond what's in the actual u.s constitution as a guaranteed application of our rights so i think that needs to be changed to redress grievances period we're not limited let's see 4.142 hope scholarships was basically covered and i agree there needs to be a hot link to the form that's included in that 2.062 parental bill of rights statute there's nothing in the statute that says that we can't make it also mandatory opt-in versus only opt out and especially when you're dealing with a lot of things that are opting in and then you talk

217about clubs but you don't give all that information up front why not have the available information up front for the parents in these areas so they know what they're having to opt out of or can't opt out of rather than the 10-day response time that's listed in the policy also have the district informed parent does the district inform parents of the items listed in 3b why not provide again that information up front and proactively especially for example exemption from immunization when it's listed as immunizations that are required for school attendance that implies there isn't an opt-out so just a few things there so anyway i have a few more things and i'll probably come back this evening and discuss those as well thank you thank you good afternoon everyone kristina jelly okay so i too

218want to talk about neola and some of the policies first 2.0621 line lines 592-594 it's actually specifically line 594. it refers to policy 4.02 which is the student discipline policy is this i could not like is this a neola policy is this a current yield policy is it the current regular school board policy and if so like where does it get where does it say that also what type of historical record keeping is being done to make sure that archived policies remain attached to the new policies in board docs and can the public be provided with a list like a master policy list that either i'm sure well i mean to be proactive maybe the one that attorney bruno is currently working on of all of the policies so that we as the parents and

219community can be well so we can update ourselves possibly beforehand or is that even something that is even available as a list of all of the blanket policies that you guys could possibly adopt and then the other one was okay on policy 2.0622 lines 384-3 the non-discrimination policy or the non-discrimination section of that i just was unclear about something it says in this on this policy it says all educational programs activities and opportunities offered by the district are available without discrimination on the basis of race color ethnicity national origin sex sexual orientation gender identification gender expression disability and it goes on and on and on but my question is more specifically about the advisement that the florida department of education gave to all superintendents school boards private school owners charter school governing boards et cetera

220for manny diaz jr on july 28th i'm just wanting to wondering if the district has read this you know this notice from the department of education and if so or this guidance and if so i just have just a blanket question does this non-discrimination policy in here in the way that it's worded does this mean that we could have a situation where girls are playing on voice teams or vice versa and you know where we have those type of i'm just wondering for i need some clarification and it's just a little confusing when i read that but that's all for me thanks thank you all for your sharing of your ideas and asking questions and i'm sure that the questions on the policies will be followed up and i and i appreciate your coming and

221speaking and taking the time out of your day superintendent bernie do you have any questions or any comments i'm going to defer to kathy dupree bruno at this point if it pleases the chair thank you with regards to a list of policies so we're in the process of going through neola these policies don't mean that the neola policies don't mean that they're going to be adopted by the board it has to go through the process you're not going to see that till next spring so little by little we'll go through the policies the policies that you're seeing now are policies that are going to go in a regular policy book so that's why you have the numbers of 2.0622 so if you look at 2.06 there's a 2.062122 because that's where it fits in our

222current policies you'll see neola policies because they're all in the thousands so any of these single-digit policies are regular policies for us that we're adopting and that brings me to some of the language these policies of what we're adopting now again as we transfer there may be additional change in language once we fully adopt the neola policy but these are what we call policies that we need to get in place right away thank you attorney bruno okay next on the agenda is good of the order and so board members does anyone have anything for good of the order before we go to board comments miss kittens the one question i have and it's come up before about the opt-in and the opt-out and if it's possible and you can let me know later it you

223know confu it's confusing to have some things that are opt-in and some things that are opt out i don't even know if it's possible that we have all of them one way or the other and tony bruno has her hand out attorney bruno thank you so from a legal standpoint there are some statutes that specifically require us to have an out health education is one and then you have some statutes for example house bill 1557 1001.42 subsection 8c that talks about the consent forms that requires both an opt-in and an opt-out so that's why you're seeing the differences it's just based on the statute and my question would be is it possible to have a list of the i mean is it like humongous list or whatever or that's something that we'll have to go

224back to our academic services team to see if if that's possible and if not a list at least somewhere a clear simple definition of what it means to opt in and opt out and like for example in in my mind opt out means we're all in it unless we decide we want to step out of in means we're all out of it and we have to decide to step in and i think that's going to be confusing to some people so if if we could maybe add it in our education of parents or the community to help them understand what that really means when they do see it then they'll understand i have to do something with one of these thank you thank you miss kittens just for reference opt in means i consent to

225whatever the service is opt out means i decline whatever the service is so that's a good way that you put it but that's statutorily that's what it means consent or decline thank you miss jordan thank you i just wanted to if i may real quick the links that i think that miss merchant was speaking about that was already corrected that was an issue that was happening where we could not if i may to dr bernier that we were they were not able to click onto it because it was on our server and then so that was adjusted and i so i really would like for them to know how they reach that link the guide the guide has been adjusted the links are all as we agreed in that last meeting the guide now includes

226all those links in the appendix for accessibility however we were still holding on the guide because we got additional guidance that we needed to adopt into the guide we have talked with jessica duncan team and student services and we will go ahead and find a spot for the website and once we place it out there in the parent portal then those links will lead to the appendices where the documentation will be present i apologize to the board into the community this has been a very fluid situation and we're getting competing guidance and we to the community and other people probably as soon as we publish it we will probably have to at some point take it down and make revisement depending on any legal cases that may be forthcoming and i apologize maybe i misspoke

227what we had a bunch of links on our last agenda where if you could get on those only if you were part of the district and that's why when the parent was saying that they could get it wasn't just only this guide it was multiple things that they could not get into because it was a lee county server i believe is what i will have to go back and look at the tape of that the only thing i remember coming up at the last board meeting was specifically the equity guide and the civil rights and equity guide but i'll go back and watch again if we have other links that are not out there that aren't available because you don't have a lee leeschools.net address we will make that change dwayne and his team will

228get on that along with internet services we'll make sure that in communications we'll make sure we have that addressed okay thank you because i thought they had said and then the other and then i'm sorry miss fisher just one more thing the reason that the with the microphones is a brand new system so we are learning how to turn them off and turn them off as we go thank you anything else for good of the order before board member comments yes miss morgan am i okay can you hear me okay good just a couple of comments first of all dr bernier has asked us to do something with respect to his evaluation we've had no information about that i'd like to know when what workshop that has been scheduled for secondly we have not gone

229over our new board member orientation we may have a new board member as soon as what next week is it yeah eight days eight days and i think we need to do that so those are my two good of the orders i'd like to see a date certain for disc having that discussion thank you thank you miss miss kittens and my good of the order is in light of all of the initiatives and all that are coming from the governor from tallahassee about how to enhance our teaching staff for example the veterans and then some other things came out today i would like us to after we have i guess initially shared with miss mcdougall who is going to be our legislative consultant to make sure or to discuss my priority of that has been

230on there for the last couple of years of adding those two to three professional points as i have gone around to schools in the last couple of weeks i've heard it several times that there are issues where teachers that are qualified and highly effective teachers that are no longer with us because of one or two points on a test i think that it is timely it is necessary and worth us discussing it and making sure that it's on our legislative agenda thank you miss jordan i'm sorry i in response to ms morgan's i know that dr bernier had spoke about the putting the evaluation on i think it's coming up on it's already getting ready to be scheduled correct it was if zarya will be scheduled for august 24th as an opening discussion and a

231work session for us to have that first initial conference in in con in public conversation regarding what the evaluation instrument will look for the new superintendent dr savage and i and michael ramirez have been working behind the scenes i'm also we'll be sending you information on update keeping the 360 in your mind at the same time and look forward to that discussion on august 24th thank you dr berner because i wanted to make sure that was out there and then thank you miss morgan for i wasn't thinking about that one too so thank you for that one thank you ms fisher thank you thank you i i have something for good in the order on your desk this evening you will find a folder with applications for our advisory committees which will include directions we

232still need applicants for finance advisory committee so if you know any potential people you might want to drop them an email please make your selections and submit those to mary reader as soon as possible miss patricka does that mean i won't get an electronic copy of the application yes that's a theory that's exactly what that means yes miss morgan in response to what you've just said i think individually reaching out to people is not working with respect to finance is there some way we can use the communications group to reach out to the chambers and basically say to the chambers we are looking for candidates with these qualifications to serve on finance advisory this is what finance advisory does this is how often it meets etc etc i think we need something more than individual

233board members reaching out at this point thank you thank you okay i'm gonna move on to board member comments because i think we're going around several times now so next on the agenda is board member comments and we'll start with mrs morgan and i have none thank you thank you miss spawn i just wanted to comment that i thought whoops i just wanted to comment that i thought we had a lot of really good information not that we don't always have good information but hey sometimes it's better than others to be honest and i thought we really had a variety today and i appreciate the information that we got i also want to comment on the information for for parents i want to repeat my thank you to our legislators in tallahassee thank you so

234much for making it so easy for us to comply and comply we will because that's what we do and we really enjoy having more things put on our plate because it just shows how wonderful we are so thank you tallahassee for that regarding the information to parents it just struck me that at some point when you just have an avalanche of information it's it's it becomes worse than having almost worse than having no information at all so and i don't want to have that either so i'm i'm not sure what would be the easiest way to find things on our you know that's that's that's not my expertise on on doing websites but at some point the website will get unwieldy in in finding things and i again i don't know the solution because yes

235we want to provide the information but again how do you get to it how do you get to it easily i made a note i wrote down the words glossary index appendix or just like maybe a glossary or an index of single single words or phrases that there's just this big old index and you just i'm just throwing it out there you just click on a word and it'll pull up references anything that is significant i don't know but but i feel like this is something that off the dais with with our is department and others and maybe the just the chiefs from the various areas that something something needs to be something needs to be done if if that makes sense because again too much will just become frustrating to everyone and links all

236over the place and that's that's my comment on that and everything that i've heard in the last several days have been positive about the opening of school i actually because my grandson works sometimes after after school i haven't caught him yet he's a he's a sophomore at ida baker but i have talked to my daughter and i asked well how what's austin said and it's good i mean he's 15 and a half house school it's okay it's good and so from him that means it was a great school opening and that's what i'm basing it on and i thank everybody that had a part in getting everybody to school teaching the kids and filling in and all of that's it thank you miss vaughn miss kittens okay first i want to address the issue of

237getting applicants for the advisory boards i've asked this before and i really would like to know at some point we all are able i think the chair has an extra one but mostly we each have two people on each advisory board and i think that somehow we need to know which areas do not have representation because otherwise we put the word out and we end up having advisory boards that are heavily from certain areas and from certain districts and other districts are left unrepresented so i it would be helpful to know if we've got a full you know list from this area and from that area then we can work on even if we did the chambers or whatever or the rotaries in certain areas because otherwise we end up with two years of to

238me an uninclusive board that is a committee that is lopsided so i really really would like to see how we can make sure do we have two from each region already from each district the other thing i would like to ask the superintendent to do is to if he would not mind introduce a new administrative face that is sitting in the audience and the rest i will talk about this evening thank you thank you miss kittens miss jordan i think he was gonna no i actually have that in my notes i'll make sure that i do that thank you i'll stop reading your mind soon i have not at this time thank you so i'll give my now so you don't have to sit through it tonight drove by cypress lake middle and the change

239for change sign was huge and easy to read and very awesome so thank you for that dr bernier spoke at the estero rotary club and he was a huge hit the buzz across the stero that i've heard so far people who were not in that meeting have stopped me on my walks to talk about how excited they are for the leadership that he's bringing and the leaders that he's bringing with him i went to open houses a couple of the open houses high energy high degree of organization even though it seems chaotic it's all organized chaos and families and students and especially staff and administrators seem really really happy to get kids back in their buildings i had an fsba leadership check-in where all of the various committees the chairs and vice chairs check in

240once a month to let us know what they're working on and thank you to dr bernier for having dr carlin follow through on the legislative priorities i have already sent her my top three that i'd like us as a board to forward to fsba number one on that list is yours ms gittins and then the e-rate stuff is what i'd like to see on the federal platform in terms of school opening the only real negative that i want to pass along to dr bernier is the limited lunches from the seven period day is causing such significant crowding in the cafeterias that kids aren't even going to lunch or they're sitting on the ground or whatever and i don't i don't know if there's a way to solve that but i wanted to bring it to

241your attention and i'll end on a positive which was pine woods i started first day of school at pinewoods as i have done every day for the past how old is t 10 11 years and it was absolutely wonderful the you know the little kindergartners crying as they're letting go on mom's hand or mom crying as the kindergartners running off and happy to leave mom but i will say that this year it struck me a little bit different because i remember bringing my kids to kindergarten in that feeling and this year i thought this is absolutely nothing compared to dropping your first child at college because that's what i will be doing this weekend so as the kindergarten moms were crying i wanted to say you have no idea how your heart is gonna be

242ripped out of your chest when you drop your kid out of dorm but but i didn't do that because it was dropping my kids in kindergarten that prepared me to be able to do what i'm gonna do on saturday those are my comments thank you thank you it's jan van allen i'll be quick i just want to thank all the staff that work so hard for the opening of school i know that it was very challenging this year from enrollment to transportation to the classroom so i just wanted to thank everybody for that hard work because it was definitely a year to remember i think for some reason also i i attended several openings edison park my grandchildren started my grandson started kindergarten this year and he was very excited and it was nice to

247a waiver our legislative priorities you know have always included local control so we will continue to advocate for that and let's see oh the farm to school grant was awarded to our healthy living collaboration people and they will be presenting to us on the 24th and it's just been a whirlwind and it seems like it's a great start to a good year and i certainly appreciate that and miss vaughn you were lucky that your sophomore grandson said that it was good because my sophomore grandson texted me when i texted them and said how was the first day and he said i still hate school so he feels he has the information highway in his hand and doesn't need to really go to school but anyway his mother said he has to so thank you very

248much everyone for all you do and to our community who come and take the time to share their thoughts thank you attorney bruno man thank you superintendent bernier just have a couple of echoes of the sentiments for the staff we did a nice job today recognizing those people involved with our hvac and air conditioning gentlemen there are lots of unsung heroes in the system principals and teachers and paraprofessionals those people in schools deserve all the credit they deserve but i just tell you how important those other individuals in human resources and payroll and other places are they make the magic happen a principal can concentrate on instruction a teacher can do a great job knowing that students are well fed and well cared for right from the time they leave their door until they arrive

249at the school horse door schoolhouse door and return back so i want to thank all of our staff our principals our teachers and everyone put an amazing amount of work i love the energy that's present in the buildings and i love the fact that our principals are all talking about re-engagement reopening their schools asking parents and volunteers to return it's really just an amazing opportunity to really just say after a certain period of time our schools are open and we are looking forward to our community rejoining us being reading partners and donuts for dads people and really just driving ptas and sacs to new levels as principals look for that help and support to drive their academic achievement plans i want to mention that we are already i know orientation is already on my mind

250i've already had an initial meeting with dr michael ramirez and denise carlin denise and i were working on it prior to michael's arrival we are going to be prepared for our new board members and talking about what we do to help indeed support them and onboard them if we have new board members and we know we'll have we'll have at least two just wanted to take an opportunity to thank denise publicly for her work with our government relations team and making sure she's prepared and then i will also comment about lunch but i'll stay on the positive side of it i'm just really impressed with food service and what we've been delivering when i was living afar and getting emails and photographs i was a little concerned i was at riverdale for lunch specifically i

251ate the same thing the students ate it was really delicious chicken and fresh vegetables and i was really impressed with what we're delivering in terms of food service and our opportunity and i hope that continues as our supply chains not just in the school district of lee county but across the nation get stronger finally i would be remiss not to introduce on her second day of work jennifer came on the first day dr cupid mccoy joined us yesterday at cabinet for the first time and then like every superintendent you always kind of wait to see whether they pull in the parking lot on the second day bright and early i would just like to take the opportunity to welcome dr cupid mccoy to our team as the new deputy superintendent excited about her partnership along

252with the entire team and i said that the last board meeting we have gone outside for some additional leaders but there's an amazing team here and this just bolsters our support and creates additional sets of eyes to ensure that our students in our schools work towards that level of high expectation and excellence that our core values speak up so i'll leave it there for today welcome okay our student performance for tonight was canceled so we'll return at six o'clock for our action board meeting seeing no other business and hearing no objections this meeting is adjourned the difference between it being on or off you
