Good evening. I call this Median Valley ISD regular board meeting to order at 6 PM on May 26, 2026. We have a quorum of board members present. Everyone is here. We'll begin with a pled pledge of allegiance followed by a moment of silence. First on the agenda is student and staff recognition and we're going tonight's kind of a special night. We're going to begin by honoring Dr. Kaos. This is his final meeting with us. Um it's been a journey. Um I would say um from the board and the community, we've seen the dedication. We know what this job entails and we can't say thank you enough and appreciate everything that you've done um for the district leading us through unprecedented growth and what we've had to accomplish. I know you've had to use some skills
that you didn't anticipate using as a superintendent over time. So, um on behalf of us and the community, we just want to take say thank you, congratulate you on retirement, and wish you the best. And I'll open it up to board members if they want to say anything else. >> Yeah, I'll chime in real quick. So, you know, most people don't understand um what running a fast growth district really looks like from from your view and and your you know, all of the the things that you you really do as part of that job that most super superintendents really don't encounter. And uh so so I'll just say, you know, as we've kind of worked through this over the past 3 years, you know, there's obviously lots of challenges, lots of things that arise with
the growth and all the buildings and bonds and all these other things, but you know, I I I feel like we've worked together well on that. And so, you know, obviously we appreciate and that and we wish you the best. Well, after watching you many years from out there, it's been a pleasure to serve with you on the school board, Dr. Kaos. I've really enjoyed it and thank you for all your service. >> Yeah, I would just second that. I mean, it's been a high stress five years you and I started this together and, you know, we've been through a lot and um turned this ship around and, you know, things are going well. I mean, we've caught up with our growth and or somewhat caught up with our growth, but thank you very much.
>> I'll just add, you know, add to what everybody said here. You know, you've done really well leading this this school district and getting it headed in the right direction. Um, it's been a pleasure working with you and uh wish you the best of luck in your future. I don't know what else I can add uh that these guys have already said. Um but uh we've had a short time together, but it's a I think a short time well spent and I've learned a lot from what you've had to offer this school district. >> Thank you. >> I I can I just say something real quick, >> please. [laughter] I I just want to say it it truly has been an honor and a privilege uh to serve this school district and this community and
I I I truly appreciate the support of this board. Um this is this is a great school district. This is a great community. Uh we've got we've got some great employees, administrators, right? from our administrators to our teachers to our support staff. Uh we've got some really good people here. I I I I've told I I'll I'll tell you this one story real quick. So, you know, when we when we last met with our student advisory group, uh I talked to them a little bit about me retiring and I probably started out the conversation wrong by saying there's not much I'm going to miss about this job because uh there there are some things I won't miss, but there are some things I'm going to truly miss. And I told them the the two things
that I'm going to miss the most are first and foremost the students, right? Uh we've got some great students here. You're going to see some of them here tonight. And so um the the the the bonds, the relationships that you form with those students throughout your career as an educator, uh they're they're you know, the you just can't describe it. Um they're what fuel me I've had a positive impact on them as well. The second thing I'm going to miss is the the people and in particular the staffs that I've worked with, right? There are some tremendous people in this profession. We've got uh some really good people, not only here at Medina Valley, but throughout this profession uh because because most of them are in it for the right reason, and that's to do
what's best for kids, right? And so as you as you go through this profession and your career, you develop some really good relationships with your colleagues and your co-workers as well. I'm going to miss that because there's some really good people, right? But again, I I've I've been blessed. This profession's been good to me. Um I I I I wouldn't I wouldn't change a thing. I I tell people also, I've been here for four years. Some days it feels like four days. Some days it feels like about 40 years that I've been here. That's that's how this profession goes. And and it's not just in the seats, it's in a lot of the seats that um you know that work in education. So again, thank you board, thank you community, thank you uh all of
our employees uh for the past four years. Uh um I don't know what I'm going to do when I'm done. So thank you. So, moving on. Next, we have Medina Valley High School with Miss Vieira. We would also like to recognize the support and encouragement provided by his teachers and family members whose investment played an important role in this outstanding accomplishment. Please join us in giving a final round of applause to Kiron for his outstanding achievement. [applause] Yeah, hop in there, Michael. We have his proud principal, Mr. Michael Lopez, joining him up here. Can't forget him. >> Awesome. Thank you. [applause] So, this concludes our recognitions for tonight. Congratulations once again to all the students, sponsors, coaches, and
families recognized this evening. Congratulations. [applause] You want to So, moving on, next on the agenda is public comment. We have one person signed up to speak and that is Anna Wharton. >> So, I will let everybody breathe a sigh of relief. Um, I'm Anna Wharton and sometimes I come with contentious matters, but this is a good one. Um, I'd like to quickly address um the board on Senate Bill 401. Um, that's the one that allows um non-enrolled homeschool students to participate in UIL extracurric extracurricular activities, whether it's sports or fine arts or performing on the stage, all of those things. I want to encourage this board to reconsider. You opted out in the past. We've got a new board makeup. I'd like for you to consider opting in. I did some quick research and I
think that deadline to opt in is August 1st. Um again, when I did a little bit of that research, I learned there's about 1,200 districts um in Texas and about twothirds of them have opted in. Um they find value in it. I think we can also find value in it. Those schools, not that we care about other ones, but include really good schools like Tyler or Carol ISD or Weatherford or EN or Highland Park. Um, I think those schools make it work while homeschool is a really small percentage of your district population. I think we're a growing group. Um, the primary benefits I see. Um, there are many, but I think there's an opportunity for state funding. So, it's not just a drain. I actually don't believe that allowing um us to opt in would
be a drain on our sports. They're already funded. They're already integrated. sort of grab those extra homeschool students and slip them in. In addition, I think it's the foundation school program, not local district taxes, and I think it allows homeschool participation um those districts to receive an additional $1,500 per participating homeschool student per UIL activity. Does that cover all the value that our sports athletes and our coaches and our teachers give? No, certainly it doesn't. It certainly helps defay the cost of those additional small number of students. Second, um I think it gives this district an opportunity to steal talent and expand our talent base from those small students that do homeschool. They can come back in and participate in sports. Also, if you look at the UIL list, which I think is last year's
list online, a lot of your area schools have opted out, which means if there is a sports person, an athlete, a fine arts performer that wants to participate in UIL sports and their school has opted out, they can, if we're the closest one, come here. Fricksburg, Bernie, a lot of those places have opted out. Excuse me. Um, second, I think it really is taxpayer inclusion for folks like me. Do I mind paying my property taxes when I write the check? Yes. But in the big scheme, no. But my eldest of three is a homeschooler. He's got a sport that requires him to travel. It's difficult. The reasons for him pulling out in January are irrelevant here, but it would be it would include us back into the community and it would gather the support and
community outreach for those families that are having to homeschool whether because we're growing or because they have an athlete, but it would engender their loyalty and community back in. Um, finally, I do think that it creates a perception which I think is truthful for our district, one of inclusion. It makes us more progressive. I think it really makes us an advanced district to consider allowing our homeschool students back in even if they're choosing a different educational choice at home. Um, and obviously the biggest reason is it's good for kids. We can't understate how important athletes and academics, how important their coaches are to their personal development. And I think that would be really valuable to bring our kids back in. and those that homeschool could still have that enriching team sport experience. For my Ian,
it would be a blessing to come back. It was hard to leave, but for those small numbers of homeschool students, I think if this district would opt back in, it would enrich our our community immensely. Um, and then finally, on an off topic, thank you Dr. Kaos. I think you've enriched our community beyond words. >> Thank you. So, moving on, next is board committee reports, and we'll begin with the finance committee with Mr. Nash. >> All right, good evening. The uh finance committee last met on May 14th. The finance committee consists of myself, Nathan Fillinger, and Suzanne Lee. Um the following items were discussed at that committee. Uh resoning updates for middle school number three attendance zones, which there's a presentation on that later in this meeting. Um so, we'll see that. Uh we talked
about uh the current district water rights, what what water we own and kind of allocating how we're going to put all that together. Um we had construction updates regarding the uh current design on elementary number 7 with a budget update, some other specifications for elementary 7, uh portable infrastructure that we need for Lera's new portables. Um overall portables, just kind of what we're doing this summer and what's going where. um the um freezer and cooler projects which is also on the agenda for for later this evening. Uh Medina Valley High School flooring. There's some flooring um over in the cafeteria gym area that I think that's also on the meeting for this evening. Um we talked about middle school number three's color selections that were chosen by the students. Um some construction and finance projects
going on this summer. Uh bus purchase, we had a price change on on a bus purchase, so we had some discussion on that. um budget amendments for those projects and h how those are going to be funded. And then the last is the uh regulation for FDB which is also on the agenda for this evening. And that's it. >> Any questions? >> If not, we'll move on to the construction committee with Mr. Beer. >> Uh good evening. Uh the construction committee met on May 13th, 2026 that consisted of myself, Ben Huarez, and Matt Castalone in attendance. Um, I won't try to be a broken record here, so I'll be I'll be quick. We discussed a lot of the same items in the finance committee. Uh so we discussed the following reasonzoning updates for the middle
school attendance zones uh district water rights on the construction updates uh involved around uh were around elementary number seven Lera portable infrastructure uh portable projects overall freezer and cooler project bids and the results of those Medina Valley High School flooring project review. Medina Valley Middle School number three final color selections uh various summer projects plan and then also we discussed uh bus purchase and the price change on it um budget amendment for projects and then FDB regulation revisions. >> Any questions? >> If not then we'll move on to the construction briefing with Mr. Barus. Good evening, Mr. President, members of the board, Dr. Kaos. We'll start with our Creek View High School and I'll have RT also um assist on this presentation. So, currently we're 95% complete based on uh May's application 32. Uh again,
this number um is 5% short because we still have unused contingency and some items that are uh left pending after uh substantial completion on on additions throughout the project. uh which again can amount to railings and small um ticket items. On the stadium improvement, we're 57% and we'll give you guys an update on that. Uh but on the on the overall site, as y'all can see, it's pretty much buttoned up. If we focus on the top left of your screen, that's the items that are pending on the site related items and the stadium piece. uh a lot of the top soil uh and earth work that's really buttoning up all of the field areas for track. Uh again, the weather's not cooperating in this in the last couple of weeks. As you guys can see,
some of those uh ruts going into the third practice field, but uh Bartlett is is doing a good job catching up and doing what they can on on the earth uh work there. on the bus loop. The concrete pavement um has been completed on the bus drop off and pickup area. And then you can kind of see the the status of the home concession building. We're about 95% complete on all of the cladding on this uh portion of the home vending building. Uh we still haven't received the bleachers and those are scheduled to be shipped on the 8th of June together with the second tier of the press box. That shipment was delayed uh about two or three weeks from the original date and that's what's pushing the 57% um because they haven't build for
since we don't have it on site. Um the plan is to start the installation of the bleachers as soon as they get in. And then once the second story of the uh press box gets in, they'll start installing all of the HVAC work and preparation for the first set of uh floor of the grandstands and then sorry of the ble of the press box and then um the installation of both of them later on in in June. Uh as we move forward on the opposite end on the visitor side, the grandstands are 100% complete. The vending, all of the plumbing is installed, uh partitions really on that portion of the building. The only things that are pending are small finishes, some counters, and overhead doors on um the concession portion of the building. And I'll
let RT give any updates on the interior piece. >> [clears throat] >> Uh Dr. Kaos, congrats on the last meeting, [snorts] members of the board. Good to see y'all. Um give a little update on the inside. So we're wrapping up final cleaning a lot of areas. You'll see boxes um within this picture. A lot of furniture that's been moving in the last month. This is looking towards the classroom wing with your media center, library on the left, counseling center, nursing um AL on the right side. Interior signage is going up this past week. This is over in the um classroom wing on level two. As I mentioned, furniture in the classrooms has started to go in. They focused on the classroom wing first and have worked or are starting to work towards the admin area.
This is from the art room to your left looking towards the competition gym auditorium. As I mentioned, the interior signage is going in. So, it's really taking an effect of kind of the space in the areas. This is the shared concession area for both fine arts and the competition gym and practice and auxiliary gym area. More signage and and lettering going in in these areas. And then the auditorium wrapping up couple things here in the auditorium. You can see the the final cap that's gone on that pony wall. The railings that have gone in in between the aisles there. Carpet got finished here last couple weeks. Waiting on we're waiting on the last bit of shipment on the carpet. And um yeah, right now it's just wrapping up final testing of the systems. Um making
sure all the AV components are working like they should. Final testing and balancing of the HVAC systems. and um in anticipation of anticipation of uh camp starting next week. So I know students and faculty are excited to be out there. So we're working with the district on coordinating areas. Um but yeah, I know everyone's excited for it. So they'll be able to utilize those spaces starting next week. >> Campus admin is already in the building. They moved in uh on the 18th of this month. So they're small group of people, but at least they're they're already in their their current spaces. Any questions on preview high school? >> No, I'll just say real quick, you know, when we started this project, the timelines were extremely tight um to get this done in this kind of
time frame, just kind of how it all played out. So, kudos to you two and everybody else for making this happen and having this ready. And I I know there was a lot of debate about whether we were going to have, you know, this for the kids for the summer and all that and and uh that goes a long way with, you know, the community and those kids that are going to be participating in that. So, um we we appreciate all the effort that I know it's not easy to get this done in that kind of time frame. >> Appreciate it. >> Definitely takes a village. >> Yeah. >> All support. So, >> all right. Thank you, sir. >> Moving on to the next one. our AGOTC project here at Medina Valley High School. We're
at 62% complete based on uh pay number 13. So, a lot of the cladding and stone work, brick work is about 95% complete on this building as well. Uh items that are still pending are metal panels and the installation of the metal roofs. Have you guys as you guys can see on the picture, the materials already on site. As you also can see on the picture, there was some items that came damaged. So, part of it will be replacing some of that uh metal roof um on on this building. Again, more of the exterior. Uh a lot of the stone work and brick work is complete. The roofing um systems already uh received the last layer on it. Uh trim work that's pending on the roof. Uh small stuff, but units are also installed and
in place. on the interior of the building. Uh MEP systems are full going on all areas of the building. They've also started with a first coat of paint uh and also finishes including tile which will be in the students restroom and on the corridor as well as uh Wayne's coat throughout. And as you guys can see again um the first coat of paint is going throughout. pending items as I mentioned is metal panels uh that are coming up in the next couple of weeks and then additional equipment, the freezer and cooler for the food science lab. Uh so this project's going well and and on schedule. Any questions on this piece? Okay, moving on to middle school number three. We're at 40% complete based on this payout. This is the overall project site. Um, all
of the major structural systems in the building and steel structures are installed. The crane has been removed from the site. All of the concrete also has been poured uh in terms of first floor and second floor for this building. Track asphalt has been placed and you guys can see some of the uh side paving also being installed. Um, moving over to area A, the roofing deck has been installed as well as curbs for um, HVAC units throughout on area B. They have also started on the roof decking and the CMU block uh, around the perimeter which will be in the cafeteria and then move along to both uh, auxiliary and competition gym. Uh moving towards the interior, a lot of the uh stud framing on the exterior skin of the building is also being installed
on what will become area E of the building that would house uh the second portion of the classrooms and science labs. Uh on the interior, um a lot of traits on site. Uh all of MEP, mechanical, electrical, plumbing system, fire suppression, um are on site. Again, everybody's kind of fighting the weather the last couple of of weeks, but um the fact that we're sort of drawing in on area A is keeping him um afloat on the schedule. Any questions on middle school three? All right. And then for our elementary number seven, I'm going to introduce our architect team, Alamo Architects, to give us a presentation on the educational specs. >> Good evening, uh, Mr. President, trustees, and Dr. Kaos. Uh I'm here to show you what is uh our current submission for the elementary school
education specifications. This is part of our services that we're providing with uh elementary school number seven. As I'm sure you are aware, this document is uh required by the Texas Education Agency as of November of 2022. Uh so we've been working on this. We worked in conjunction with many of the folks in this room actually uh your administrators, construction department staff and some of your educators as well to come up with a comprehensive document which will serve as an outline of design standards for new elementary schools or large renovations going forward. Uh if these are approved, these education specifications are required to be formally adopted by the school board of trustees. So I'm just going to go through very quickly here. Um and I know you guys have already um seen the draft form of
this. Uh there are three major components to what is in this document here. Uh the first one is a compilation of well there's an introduction which has kind of all that stuff that I just went over. Um but then beyond that uh it's a compilation of Medina Valley's mission, vision, goals and beliefs. Um that really sets the overarching framework um that will guide facility designs moving forward and that will uh create an integrated um set of documents that combines both instructional and educational goals with new facilities. The second part is where we get into the facility type details. Uh this is really a description of everything that needs to go into your elementary school facilities based on what we heard working with your entire team here. So this is really a description of uh with
including sizes, key elements that need to be there, adjacencies for every single space uh whether it's indoor and outdoor. Um it goes into general size of the building overall number of classrooms um and what needs to work in conjunction with what to make the school as functional as possible. And then the last section here is the program. This is a fairly detailed spreadsheet. Um, and it really outlines every single space that is needed within the school from the principal's office to the storage rooms to every special ed classroom that you will want. Um, well, I shouldn't say that you'll want, every special ed classroom that has been defined as part of the required program. Um, library, uh, child nutrition, gymnasium, uh, and, uh, your special classes as well. What this does is it talks about
what needs to be included. It gives a net square footage for each one of those rooms and there's some specific notes that may or may not be um required for each of those areas. What that does is it gives you a total square footage uh which of course then gets a grossing factor applied for things like your mechanical systems, chases, elevators, other things like that that create the total square footage of the building. And that gives you a thorough document which you can then use moving forward for future facilities of a similar type. Altogether this creates the structure for elementary facility design um and is put in front of you for adoption tonight. >> Any questions on that? >> All right. Thank you. So moving on, next we have the financial briefing with Miss Garcia.
than last year. In food service, we collected 79% of the revenue, which is about the same as last year. in-depth service, we collected 100% of our budgeted tax revenue with 96% collected of our local tax revenue. And again, I know this was mentioned earlier in the year. Um, the reason why it seems like we've collected 100%, it's because of the additional state aid we'd received this year. Moving on to the next page. Um if you were to look at um the general fund expenses in reviewing our general fund expenditures um we have currently spent about 63% of our budget expenditures. We are closely monitoring our expenses especially um at this time of the year with the opening up of Creek View. In review in comparison to last year, we are slightly lower in expenses, but
it's because we have we budgeted extra expenses for our for uh Creek View and all the staff we'll be bringing on. Moving on to um food service for child nutrition. We currently spent about 62% of our budgeted expenses, but uh but it it is under our current revenue, so we're we're on track. Um in depth service, we have made our first pay set of bond payments, which was this past February. So you could see we have a remaining balance of uh 14 million. Um, we are expected to have our next set of bond payments due this August. So, we are we are doing good. Um, and we still have four more months to collect in revenue. So, we're on track. Um, going on to our bond 2023 summary, um, we have about 37 million still
remaining in UNC unencumbered funds. Um we are collecting interest of about 350,000 each month currently and we have begun as you could see at the bottom were the bond interest we have begun allocating funds for the MVH MVHS HVAC project of 776,000. on our next um bond 2024 summary. Um we have begun to spend some funds for Medina Valley, I mean for middle school number three and elementary number seven as Raphael presented with um with total expenses of about 12.1 million um as of April. Additionally, in bond interest, we are earning about 400,000 of interest each month. So we we're doing well on interest. And that concludes the presentation. Do you have any questions? Can you go back to 23 real quick? >> Okay, I'm good. I was just looking at the interest. >> Any
questions? >> Thank you. Next, we have the superintendent briefing with Dr. Kaos. As we as we end another school year, obviously we have a lot of events for our uh graduating seniors. So, recently they had their their scholarship night, the Panther Awards, and um obviously this is a this is a um outstanding group of students. They earned over uh $6 million in scholarships. So, I would like to personally thank local businesses and organizations that contributed contribute to these scholarships. Uh, that means a lot to our students and we greatly appreciate their their support. Uh, baseball team uh finished on uh finished year um very strong. They were by district champs. Had a great series uh with San Marcus uh baseball team. uh to become by district champs. Um Coach Highman and his coaching staff have
done an outstanding job and I have no doubt uh we're only going to see uh greater things happening with with this program in the future. Uh some of our athletes uh we had signing day and committed to uh compete at the collegiate level and so you can see uh but we had quite a big group. I think this is the biggest group we've had since I've been here. So, that's a testament to to our kids and their hard work and dedication and commitment and also to our to our coaches and what they put in to get these kids ready to go. So, congratulations to all those kids that signed. Uh, fifth graders throughout the district, in particular, our GT students had their community problem solving expo. And what our kids are tasked with uh with
this expo is they are to identify a a problem in the community or in the in the real world and then uh research uh some solutions to that problem and then come up with a solution of their own and then it's they present it at this expo. So you can see we have several awards that were given out and which uh which um uh campuses receive those awards. Our FFA program again is is excelling. Uh so we had a group of of students, our land evaluation team that placed 10th at the national competition in Oklahoma. That team was made up of Logan Shuhart, Lawson Shu Hart, Easton Pedrosa, and Zayn Shadrock. So congratulations to those to those students. We're also looking forward to see our food science team compete at the national contest in Indiana
this October. So, good luck to them. Uh, we recently had some of our students sign uh to join the military. So, we had a total of 15 students that committed to to serve serve our country. And you we we broke it down there by by service and and and uh what students are going where. And so, uh congratulations to those students. and um you know this is a this is a great commitment on their end and and we're very proud of them. Uh we recently named our vice principles of the year and so from Petranco Elementary Erica Zamora received the uh elementary vice principal of the year and then from Loma Ala Michael Mottz received the vice principal job of the year. This is not an easy job right being a VP is very tough.
uh they've got a lot on their plates and so um we're very proud of these two and the job that they've done for our kids. Again, some more senior stuff that's happened. Uh they had their senior walk and car giveaway and senior sunset last week and so we wanted to congratulate Andrew Ortiz uh who who won a brand new shiny car. So, congratulations to him. And we also want to thank North Park Chevrolet for donating the the vehicle and their partnership with the district and their support of our kids. Uh we recently honored our wall of fame um employees and retirees. So, in order to make the wall of f wall of fame, a uh employee has to have been in the profession for at least 30 years and worked in our school district for
at least 20 years. So, we had several that have accomplished that. And so, um we wanted to honor them and and let them know how how important and special they were. And then we also wanted to send off our retirees on a on a positive note and thank them for all that they've done for our school district as well. Then we also have our employees of month of the month for both April and May. And so congratulations to all those employees. And again, thank them for all that they do. And then we also had our go-kart recipients for [snorts] this month as well. And then last but not least, district enrollment. You can see with our district enrollment, it has stayed uh pretty steady over the last few months, staying right around that 10,500 students.
Any questions? Good. Thank you. So, we'll move on to discussion and possible action items. We'll begin with consider approval of consent agenda items. Dr. Kaos. So consent items are um are on the agenda for tonight. They have been reviewed with the board either through committees or board reports. And so if there are any questions on any of them, we can pull them. If not, they're recommended for approval. >> Any questions? Not. I'll look for a motion. >> I'm Matt Castleion. Move to approve the consent agenda items as presented. >> I have a motion. Do I have a second? >> I want to second the motion. >> I have a motion and a second. Any further discussion? Not. All those in favor raise your hand. All board members voted four and the motion carries. Next, we
have consider approval of new middle school attendance zones that will begin the 27 and 28 school year. Miss Via. >> Good evening. Good evening. Um, I'm going to go ahead and introduce our committee members who are here to represent the entire committee tonight. We do have two representatives, uh, Miss Analisa Roland and Dustin Hoffman. I just want to thank them for their time. We had a great committee this year. Um, and both of these members are representing that entire group. I would share a little bit more about their work, but they're going to get into that for you tonight. Again, I just wanted to thank them for being here, not only tonight, but a part of the committee throughout this spring. So, we'll bring them on up. >> Good evening. Uh, as I already said,
I'm Dustin Hoffman and Lisa Roland. Uh, we are parents from the district and we were part of the reasonzoning committee. Uh we met four times this year uh throughout or throughout the year in order to um go ahead and and take charge. Yeah, let's >> go >> in order to uh work out this issue. Um and so uh next slide, please. the the committee was charged with uh the attendance uh resoning committee is charged with developing an attendance zone recommendation that best aligns with future growth projections while also prioritizing student needs considering efficiency of program resources and community impact. Um it really was a good time. Uh and I think uh we we've got some more information for you. >> Good evening everybody. Um, y'all know this isn't my first time up here and I'm
actually really glad to be here tonight. So, um, I'm going to pick up where he left off and we'll talk about the topics that we reviewed and discussed. So, we talked about the demographics reports, enrollment projections, um, over the next several years, uh, bond project updates and timelines, so we knew where we were with all of that. U, middle school attendance zone options. Um we also discussed draft concepts for elementary seven and eight and we took things into consideration like the feeder patterns, transportation and eligibility for grandfathering. Uh the committee reviewed the proposals and were able to ask meaningful questions from the eyes of a parent. Sometimes things are different than from the school district. So that opportunity was very important. Um, and we were able to also suggest minor changes or just play out
whatif scenarios uh if possible. So, at our last meeting, the committee took a poll on whether or not they supported the recommended middle school zoning plan. All members were u voted in agreeance. That was 13 of us that were there that night. Many members shared their experience in the committee was positive, stating, "I appreciate the district including community input and involvement." Several members also expressed that the committee process was productive overall and that it will positively impact the district and the community with one member adding it is incredibly important for the district to continue this committee. And I'll go ahead and out myself. That was my that was my my last uh that last one there and I didn't bake this slide so you know and it was anonymous so just saying um personally I
feel this committee brings a level of transparency that the community advocated for in previous years and I want to thank the board and the district administration for taking this challenge head on. With that said, we'll move on into the proposed attendance zones for middle school 3. So, if as you can see on the map, and I know you guys have already taken a look at this in previous uh sessions, but this is for anybody who's watching who hasn't seen this yet, the proposed attendance zones align with the district's uh current high school feeder patterns, which would make middle school number three the only middle school that does not follow uh it's not, I guess, uh zoned to just one high school. So just with geography and transportation and all of that um the district growth
on the eastern side of the district that does split into two and uh in this case the dividing line is highway 90. Um the recommendation supports transportation efficiency student access and it does reflect the uh consideration of geography. Um you can see there the projected campus enrollment estimates. Medina Valley Middle School does have a lower enrollment or will have a lower enrollment than the newer middle schools. That's a direct result of keeping mostly aligned with the feeder patterns. It also helps uh maintain hallway safety during class transitions and minimize lunchroom crowding. Uh Medina Valley Middle School was designed smaller. Uh so it just kind of works out. Um they should always, in my opinion, be slightly smaller than the other two just based off of building design. Does anybody have any questions for us? >>
No. But I do want to take a minute and say thank you to both of you es and the entire committee for dedicating the time. I like you said this isn't the first time. So appreciate the followup and getting engaged in this. Absolutely will continue as we do this. So thank you both and then thank you to the entire committee. >> Thank you. >> And Selena Selena let us know all the scenarios you looked at in committee. So, we know it's not it's not easy and we appreciate it. Um, and the more we can involve parents, the better it will be. So, >> I I just get a lot of positive feedback from people outside of the committee that I would share kind of the recap and direct them to the district if they had
additional follow-up questions and they really did share that they appreciated the fact that we were able to communicate these things. Um, as the district grows, we know that the options will get smaller because, you know, we're going to be closer to the new school, so there will be less people reszoned, but I still think that, um, you know, we're heading in the right direction. So, thank you. >> And I do want to just mention one last thing. These are the zones for the 2728 school year, right? So, these would not go into effect until the following. And so, part of that with the committees, too, is us also trying to give our families ample planning time to to make sure that they know this information far in advance. Thank you. >> Any other questions? >>
Now I'll look for a motion. >> I Blaine Nash move to approve the new middle school attendance zones that will begin in the 2728 school year as presented. >> I have a motion. Do I have a second? >> I Joe Beiger second the motion. >> I have a motion and second. Any further discussion? None. All those in favor raise your hand. All board members vote it for and the motion carries. Next we have consider approval of the education specification for elementary schools. Mr. house. >> Good evening again. As Miss Morump presented on our construction briefing, TA now requires the school board to adopt uh the educational specs. And as presented, these specs will serve as a design standard for our future elementary schools um to use as a baseline. So, our recommendation is that the
the board approve the Medina Valley ASD educational specifications for elementary schools as presented on the construction briefing. >> Any questions? >> Yeah, I have one. We I know I remember doing this for the new high school. Did we do this also for the new middle school? Obviously, we did, right? Yes, sir. So, now we have all our campuses covered. >> That's correct. On the Okay, >> any other questions? You want to look for a motion? I, Joe Beetleer, move to approve the educational specifications for elementary schools as presented. >> I have a motion. Do I have a second? >> I, Matt Castleion, second the motion. >> I have a motion and a second. Any further discussion? If not, all those in favor raise your hand. All board members voted for. And the motion carries. Next,
we have consider approval of Texas Tile Company for the Medina Valley High School floor renovations of the cafeteria, the foyer, and the hallway between the gyms in the amount of $75,526. Mr. Verus. Yes, sir. Uh Medina Valley High School is in need of some uh repairs from the flooring both at the cafeteria and the gym. Again, these are the most publicly commonly used spaces um on the cafeteria and corridors and foyer. Uh our facilities department went ahead and got three proposals uh from three companies as you guys can see there on the tabulation showing the Texas Title Company is uh the best value for the school district. Then our recommendation is that the board approve Texas Tile Company for the Medina Valley High School flooring and renovation project in an amount of $75,526. >> Questions?
>> Yeah, just to remind me, we're we're removing the tile and we're doing polished concrete. >> Yes, sir. >> The VCT tile that includes demo of the baseboard. Um there is some ramps and steps that will still need to be rubberized because of accessibility and safety, but it will be uh polished concrete. >> Great. >> Any other questions? Now I'll look for a motion. >> I Joe Beiger move to approve Texas Tile Company for the Medina Valley High School floor renovations of the cafeteria, the foyer, and the hallway between the gyms in the amount of $75,526. as presented. >> I have a motion. Do I have a second? >> I second the motion. >> I have a motion and a second. Any further discussion? Not all those in favor, raise your hand. >> All board
members voted for. And the motion carries. Next, we have consider approval of award for RFCSP 26S003 for multiacampus kitchen freezer and cooler refrigerant upgrades project. Mr. Brahas. >> Yes, sir. Three of our campuses are in need of replacement for the freezer and cooler um racks. Uh MEP engineers and district uh work together to develop an RFCSP. During this bid opening, we received two bids uh ranging between 325,000 and 577,000 and change. Uh as you all can see there on the tabulation, WR Griggs comes out on top as the best value for the school district. One of the other things we did was we split the bids between equipment and uh the remainder of the infrastructure being that child nutrition can pay for the equipment piece and that's how it came out. I know uh our
child nutrition director just confirmed last week that the funds were approved for that portion. Um and as you all can see there the the split 112,000 will be out of two uh account 240 and 213 which is the remainder will be up from account 199. So our recommendation is that the board approve WR grace for the freezer and cooler refrigeration project uh in an amount not to exceed 325,000. >> Any questions? If not, I'll look for a motion. I'm Matt Castleion move to approve the war the award for RFCSP26-003 for multiacampus kitchen freezer and cooler refrigeration upgrades project to WR Griggs in the amount of 325,000 and authorize the superintendent to negotiate the terms of the contract. >> I have a motion to have a second want to second that motion. >> I have a
motion and a second further discussion. Not all those in favor raise your hand. All board members voted for and the motion carries. Next we have consider approval of capital improvement fund expenditures to purchase additional portable building material, furniture, fixtures and equipment. Mr. Bas. >> Yes sir. So as part of the previously app approved portable purchases and infrastructure costs, there's additional items that needed to be provided uh decking uh hardware security items. Uh there's a tabulation there of lists that are pending in order to prepare these portables to be ready for the next or for the 26 27 school year. Some of these items are budgeted. Some of those uh already include proposals from um co-op vendors. So our recommendation is that the board approve um these expenditures for these uh purchase of additional portable material,
furniture, fixtures and equipment. Any questions? Now I'll look for a motion. >> I blame Nash move to approve the capital improvement fund expenditures to purchase additional portable building material, furniture, fixtures, and equipment in an amount not to exceed $214,100 as presented. >> I have a motion. Do I have a second? >> I, Joe Beiger, second the motion. >> I have a motion and a second. Any further discussion? Not. All those in favor raise your hand. All board members vote for and the motion carries. Next we have consider approval of a budget amendment. Miss Garcia. >> Okay. Uh we will be taking the board amendment to the board to and it's just a reallocation of funds. Um the budget amendment reallocates capital project funds to the portable um to the portable budget function 81. Um, as
you could see, it will be a zero increase to revenue. So, it's a zero increase to our budget overall. All we are all we're doing is reallocating funds from function 12 34 5152 into function 81 to cover these projects. >> Any questions? I >> I just want to say something real quick so people are going to see this. Function 52, the safety film that was just done through that project was completed or is it in the process? We're not removing that project. >> Yes, it was that that project was moved to bond. >> Correct. So those >> Yeah, I just wanted to say that out loud. Yes. >> Any other questions? Now I'll look for a motion. >> I want to move to approve the budget amendment as presented. >> I have a motion of
a second. >> I'm Matt Calion second the motion. I have >> a motion and a second. Any further discussion? Not all those in favor raise your hand. All board members voted four and the motion carries. Next we have consider approval of revision to interd district student transfers FDB regulation. Dr. Kaos. >> Yes. So at a previous meeting the board approved this reg regulation. Uh since we've started implementation of this regulation there are a few tweaks that we want to make as I'm sure there will be additional tweaks as we get into this even further. But if you look in board book on page 76 or page 305 of the reg Scott if you can go to that page you can see the first change is highlighted there or first edition I should say not change
and it talks about uh students transferring. It says once a transfer is approved the expectation is that the student will remain at the requested campus until the student has completed all grades offered at that campus. the student will not be allowed to apply for a transfer to a different campus for the remainder of their elementary, middle, or high school tenure. So, in other words, that if once they make a transfer at the elementary level, if they want to go back to their their home campus where they're actually zone, they can, but they will not be allowed to make another transfer while they're still in elementary school. Same thing will apply at middle school, one transfer only. And then same thing at high school, one transfer only. Any questions on that one? Okay. Uh the next
one is on page four, Scott. So this has to do with student discipline. We just wanted to to u make this a little bit more clear when we were talking about uh infractions, discipline infractions. So this simply says a student should not have more than three PES reportable discipline violations in any school s semester resulting in inschool suspension or out of school suspension. So within a semester if they get uh three or more in school or out of school suspensions then they will not be eligible for a transfer and then the same would apply if they get more than six uh in the two previous semesters. right over two semesters. Any questions on that one? All right. If we scroll down to the next one, this has to do with revoking a student transfer. So,
we wanted to put in here that the the student uh transfers they will be reviewed their status will be reviewed every six week weeks and may be revoked at the end of the current semester. So they can be revoked at semester. And then last, we wanted to put a disclaimer in there just uh because there are going to be uh special circumstances that come up, right? Extenduating circumstances. So we wanted to give the superintendent the discretion to uh make make u considerations in accordance with district policy for those extenduating circumstances. questions? Not I'll look for a motion. >> I'm Matt Castleion move to approve the revision to FDB regulation as presented. >> I have a motion. Do I have a second? >> I Joe Beer to second the motion. >> I have a motion and
a second. Any further discussion? Not all those in favor raise your hand. All board members vote it for and the motion carries. The time is 7:11 p.m. and the board of trustees will now convene in close session as authorized by section 551071, 551074, 551076, 551089, and 551072 of the Texas Open Meetings Act to discuss agenda items 6 A through D. No action will be taken in close session. And the board is now in close session. Everybody knows it's at 5:30, right? >> The board is reconvening into open session at 8:07 p.m. For the record, no action was taken in close sess in close session. Um, next we have consideration of future meeting dates. The next regular meeting is scheduled for Tuesday, June 22nd, 2026. And last is adjournment. I'll look for a motion. I, Matt
Castle, move to adjourn the regular board meeting at 8:07 p.m. >> Oh, were we in stereo on at 8:07 p.m. on May 26, 2026? >> I have a motion. Do I have a second? >> Yeah, I'll second that motion. >> Motion and second. All those in favor, raise your hand. All board members, vote for and we are joured. Thank you.
