Mhm. >> Mhm. >> Good evening. I call this meeting of the La Joya ISD special board meeting to order at 6:00 p.m. on May 6th, 2026. We have a quorum of board members present. Absent board member is Mr. Bonnie. We'll begin with a pledge of allegiance followed by a moment of silence. First on the agenda is public comment and we have no one signed up to speak, so we'll move on to first reading of revision to EIC local. Dr. Carlos. >> Yes, so with adding a second high school, we want to make sure that we have some things in place. So this this EIC deals with valedictorian and salutatorian and their rankings. And so if you look on page 304, you can see under val and sal, we want to change the language to where

basically it says a student has to be enrolled in the same district high school for four semesters. And and we want to put that in place so that a senior, right, not that we'd have that happen here in our district, but a senior that's valedictorian, sees that if they move if they transfer to the other high school, they could be salutatorian. And and so, you know, to prevent that from happening if we change that we can prevent that from happening if we change the language. Any questions? Pretty straightforward. It's part of the opening up new school. Okay, this is the first reading so that will come back next meeting for approval. It'll come back at the regular board meeting. >> Okay, that sounds good. >> Next we have consider approval of inter-district student transfers FDB

regulation. And I'll open it up to discussion. We've talked about this now for a month, so Everybody get a chance to review and have comments? >> Yeah, I read through it and I mean I don't I mean I don't see any issues. I saw we took out school of choice. Um so it simplified things a lot, but looked pretty straightforward to me, so. >> Yeah, I mean lot definitely lot uh cleaner uh regulation than we reviewed last time, so appreciate uh getting this to where it's at. Um the I think the only question I would have is on the parent choice transfer when it comes to it's it's strictly saying that they can transfer at any any grade level. Is that correct? So >> Yes. >> And then and the only thing I want to

make sure is clear here when they transfer say as a sophomore um and then they transfer to the next high school it has it written here that it now stipulation of UIL regulations when it comes to varsity sports, right? So on that last page UIL eligibility, if they transfer as a sophomore they have to sit out for for 365 days, is that correct? >> Currently >> The way it's written now in this current year or future years. So they have first opportunity. So they will have first opportunity cuz it's defined in there. >> Okay. that, yes, if you transfer as a um sophomore, yes, you would have be underneath the restrictions of UIL. >> Okay. So, I want to make sure I'm clear. >> And then the only time the first opportunity would come up

again is the third high school. >> Right. Same thing would happen when we open the third high school. And then eighth grade. >> Yep. >> Eighth grade would be first opportunity. >> And and and just to be clear on just to add to that, we we did put in there um any UIL right at event, activity, or extracurricular. >> Mhm. Right. >> Right. >> Yeah. We don't want kids jumping for an advantage on in any extracurricular activity, not just UIL. The only piece that I had on it, see it in there is I'd want first opportunity clarified a little bit clearer in there so that people >> Yeah. >> of it. And then I think discipline as well. >> Yes, sir. >> Where was it that it says >> A We talked about that a

little bit. So, y'all get We wanted to get your feedback on that. Because we did talk about do we need to define the first opportunity a little bit better? And and so, the thought process was, you know, we don't want a 10-20 page regulation. Uh so, some of this we feel like we can define on the web page, right? On the on the district web page as far as what get into more of the details. But if if y'all feel like it's important to have that in this regulation, we can do that. >> I'm fine. I just want it clear to parents. That's all I want. >> The first opportunity. >> Yeah. What Yeah. What it is. >> Okay. >> And when it applies. >> I I will say this with the um with the

discipline. So, talking to to Mr. Langi today, I he had a good he had a good recommendation on page 304 at the bottom where it says student discipline. Um it says a student should have no more than three discipline referrals. He recommended putting three that be a little bit more specific and put three {slash} PIMS referrals, which which are your in-school suspension, out-of-school suspension are the are the main PIMS referrals. And then we obviously a DAP is in there as a separate item. So >> just to clarify like if a kid forgets his badge and gets a discipline >> Correct. >> cuz he didn't have his badge. Like we don't want to punish them for that. >> exactly. So, we can add that. Where you want Is that the kind of the clarification you were

wanting on that, Nathan? >> On the discipline? No, I I think if we're all aligned with what Dr. Caleb said, then that covers it. I'm good. >> Yeah. Yeah. >> So, PIMS we're going to add PIMS referrals to those two two lines. >> Yes, sir. >> And I agree with Mr. Fillinger that we really need to define the first opportunity, you know, what what does that mean? >> We can define it. I mean, right now it's when a new school is opening or you're changing campuses. Like the eighth grader is coming out get choice. So that's first opportunity for them. >> We could add it as a definition in here. >> I mean, that's what I was going to say. We can add it in there, but if they put it on the website, I'm

good either way, just so it's clear to parents. >> The regulation itself says that, you know, you will abide by approved UIL guidelines, a district approved UIL guidelines. And UIL defines that. You know, I don't want to agree. I don't want to make this 30 pages long. >> All right. >> If it's defined somewhere that we can point to. >> But this is very different than school choice that we were first >> Correct. >> And this is different. I just want to be clear, you know, cuz parents they saw, you know, we had that first discussion which was different. >> So. >> It's just a different name. >> Yeah. >> It's just a different name. That's all it is. So. Are we It is. It absolutely is. >> What's that? Well, well, I wouldn't totally

agree with that because I think when we were talking school choice, we were and it ties to UIL, right? We were talking if if we had school choice, then we they wouldn't have to go through the PAP PAPF process, right? Under school choice. >> Fair, but if you're going on that one, you're going off that you don't have boundaries or anything there. Correct. >> I think that was No criteria. >> Yes. >> And feedback from uh predominantly elementary principals, but I think this applies across the board. The revocation section, I mean, it it says, you know, we reserve the right to revoke the transfer for these reasons. We talked about, you know, basically you know, that being like, do we need to clarify that that can be occurred at any time during the school year?

>> Yeah. We did talk about that. You're right. >> You know what I'm saying? So, just clear clarify that. >> about reviewing every 6 weeks. >> Correct. >> It could be revoked at semester. >> At semester. Yeah, that way people don't work under the assumption that okay, well, I'm good for the the whole year. I mean, if there's a major issue there, we I want to make sure that they have the ability to >> Yeah. >> enforce that. >> And I think we can have the the the nice thing about this that I would say is we can come back and modify this, too. This isn't set in stone. This gets the direction for the district to move for this initial one, and then we can revisit this over the summer and other times and

refine the other pieces that we want to. I'm I'm fine with adding that in, but there's some other things cuz we're technically not even restricting them right now from bouncing back and forth with this right now. So, that has to be revisited. If not, we're going to have cuz there's nothing in here that says they cannot go back on there. >> Yeah. >> Right? So, we our whole discussion on the other one that we wanted to revoke, this doesn't cover, but at least this gets them direction to start with, and we can come back and refine this. At least takes care of this year. >> It It does say that it's on a yearly basis, so >> Right. >> What's that? >> I'm I'm more saying yeah. >> Well, that's the That's the transfer >>

is approved for the year. So, technically we still have a student that could zone from Medina Valley, sophomore year put in a transfer to Creekview, get that approved, junior year say, I'm not going to apply for that transfer cuz it's a yearly basis, I'm going to come back to Medina Valley, and then apply again their senior year and get that approved and go back to Creekview. So, >> Assuming all the other criteria are met, but yeah. >> Right, exactly. Well, so we're we're going to need to come back and revisit it. >> You're saying >> one strike. Get one opportunity to transfer, and that's it. You go back, you're done. >> However, we want to put that in here, right? Whether we want to say your um initial first opportunity counts as your choice, what

we want to do there, that's for us to to go back and refine. >> Yeah, we got to get we got to get a starting point. >> Right, we got to get the district and that's the urgency on this. Is the district needs guidance. They've needed it for I mean in all essence they've needed this for months and we're behind the eight ball. So that's the urgency on it is to get them the guidance so that they can get rolling and then we can come back and revisit it. >> Yeah, may I mean we may prove that may that may not be an issue. >> Right. >> You know, so >> I agree. Any other discussion? >> No, I'm good. >> I'll look for motion. >> I Matt Castiglione move to approve the inter-district student

transfers as detailed in the FDB regulation. >> I have a motion. I have a second. >> I Ben want to second the motion. >> I have a motion and a second. Any further discussion? None. All those in favor raise your hand. All board members voted for and the motion carries. Next we have is adjournment and I'll look for motion. >> I Blaine Nash move to adjourn the special board meeting at 6:12 p.m. >> I have a motion. I have a second. >> I Joe Beeler your second the motion. >> I have a motion and a second. All those in favor raise your hand. All board members voted for and we are adjourned. Thank you. >> Mhm.
