001Mhm. >> Mhm. >> Good. Good evening. We'll go ahead and get started. I call this Medina Valley ISD regular board meeting to order at 6:00 p.m. on March 18th, 2026. We have a quorum of board members present. Everyone is here. We'll begin with the pledge of allegiance followed by a moment of silence. First on the agenda is the public hearing on district annual report, Ms. Hendrix. Good evening, board. Um Mr. President, Dr. Kaelas, every year we are required to hold a public um hearing on the district annual report, and I'm going to introduce Ms. Joanne Padgett, who is our director of innovation and accountability, and she is going to present the report. Good evening. So, the district annual report is comprised of eight different sections. The difference and what's what's In reviewing all this, this
002is nothing new that we've you have not seen before. This is information from the 24-25 school year, but we are required to kind of compile it all into one area. That way it's easy for all of our stakeholders to find it. It is divided into eight sections. This is kind of our table of contents, which gives all the hyperlinks so that all of the actual reports, PDF documents that are provided by the state, are all located in one central location. We're going to We're going to go look at everything from our taper report to our PEIMS financial standards report. We'll look at our district accreditation status, our campus improvement plans, report on violent or criminal incidents incidences on campuses, as well as student performance on post-secondary institutions. We're going to talk a little bit about
003HB3 goals. Section 8 is our taper glossary. There's lots of very clinical definitions are involved. Very clinical topics. And many times as you review the taper, you're often left wondering, "Well, what what does this mean? Where do they get this exact number from?" So, that section 8 glossary has all of that information. And again, why now? It's the final report. Yes, we're into our 25-26 school year, but it's the final report on the 24-25 school year. There was actually one section that I had to resubmit to and to hyperlink because it was just released on Monday. So, as the state goes through all of their documents, verifies all of our numbers, it just takes a bit for the actual final report to be presented. So, as we look at section 1, our taper report, we
004do have the PDF again hyperlinked. Our highlight is we are outperforming the state and region in all tested areas. We do have our in our CCMR, we are comparable across the state. And we are a distinction district. We have lots of We are attracting lots of teachers from surrounding areas. And they're looking to come into Medina Valley. We are growing. They not only live in our area, but they're attracted by our work calendar. They're attracted by um the resources that we provide, the support our campus receives. We are in progress refining our instructional practices. Our goal is not only that every student learns every year, but our groups are achieving at high levels. Many times uh school districts will focus on our on the low students and students who have lots of educational gaps. But
005we have been working very hard across our campuses to ensure that all of our students, even our students who are performing at high levels, are challenged in their in classrooms. Section two is that PEIMS financial standards report. We are within the total variance of less than 3% and there you see the snippet that we received uh in the first rating of an A, superior achievement, and we are an accredited school district. And as as different laws roll out, um we do have our CFO position opened, will be opening soon. We're making sure that we are constantly looking at our practices. Being one of the few school districts in Texas that is not working in a deficit, that speaks volumes about your leadership, about what our our superintendent has done, about what all of our campus
006principals have done. Our district accreditation status, we are accredited and we received an accountability rating of the A of a B, financial rating of an A. Our special education status, we are meeting requirements. For 24-25, were we happy with the rating of a B? Absolutely not. Practices that we have put into place, um the data analysis, ask any teacher about data, and they will show you either a data binder or a digital data spreadsheet, really focusing in on students, and not only looking at test scores, but also looking at their special populations, making sure that every student is represented. Represented is is receiving what they need. We're also closely monitoring data with classroom uh campus leaders. Our campuses Our campus leaders, after every MAP assessment, after common assessments, we look at our data. We have
007a PLCs with our campus administrators to ensure they understand their data, and that they're being the instructional leaders of their campuses. Section four, our campus performance objectives. Our principals right now are actually in the process of doing their doing um the CNA review of their campus improvement plans, but they are listed on our website for 25-26, and they are monitoring their progress, and they're also tying that closely to their budget expenditures, especially as they're looking at their budget for the 25-26-27 school year, to ensure that all of their all of their expenditures, all of their decisions are aligned to student data. Section five, the report on violent and criminal incidences on campuses. We are pleased to share that we had no occurrences of violent or criminal incidences in 24-25, and as our student uh population
008continues to grow every year, we have so many different areas where we are ensuring that we are looking at the whole child, not just an ID number, not just a test score, but making sure we are implementing positive behavior supports and helping them grow into into into citizens that will be productive for our community. Section six, our student performance in post-secondary institutions. And out of our class of 2024, we had 239 of our 498 graduates move on to post-secondary campuses and 120 of them earned a 3.0 or above. And we all know being 18-year-olds out of the house, it's not easy to maintain that 3.0. So, to have half of our kiddos maintaining that is a true testament to what we're doing on our campuses to ensure that we are growing strong individuals. Um, we
009did have 251 that were not report did not report into higher education. Um, eight were completely untrackable. Too many times. And then when we look at section seven, tomorrow at our board workshop, we're going to dive deeper into our House Bill 3 goals. Um, we do know that our we're going to be looking at our early grades and how our students are performing, where we are investing our time with our teachers to make sure they are prepared to invest time with their students. We know when we think about construction, we need to have a good foundation. And we know in areas that we have we have some strengthening to do. We have some um we have new teachers coming into our area as our campuses grow, as our enrollment grows, we have new teachers. Many
010times they're not coming in with with the background needed to just just math numeracy alone, understanding maths in a kindergarten classroom. What needs to happen in a kindergarten classroom in math so that come fifth grade a student is on track to take algebra one in eighth grade to be able to take an advanced math in high school. So, we'll be looking at that data. We'll also be looking at our blended learning model and how we're engaging our students so that they are prepared to learn and not just those the skills that are a part of our Texas essential knowledge and skills, but those soft skills that really need to be learned early on. How to collaborate, how to communicate, how to critically think. And this summer, our teachers will be participating in grades 3 through
0118 will participate in an intensive math workshop. It's almost a math boot camp boot camp for our teachers and and our K to K to 3 teachers will be participating in the math academies that are provided by the state. So, again, we are looking at how we can really firm that foundation in our lower grades to ensure that our students, as they move through our system, they are successful. And then again, that section 8 is that taper glossary. Any Any questions? >> Any questions? Uh yeah, I have one. On the section 5, the reportable incidents, I mean, we know we have incidents that occur on campus, but I'm assuming they don't meet the thresholds that Correct. >> require them to be reportable. Yes, sir. And when you go to that very first section and you
012click on it, you'll see see in the P in our PEIMS reporting, we have several hundred different codes, but what they're requiring is there's probably about 20 of those codes >> Okay. that they're looking into that gets accounted into that. Okay, at this time we'll receive public comment on the district annual report. We had nobody sign up. Is there anybody else that would like to provide public comments? If not, we'll move on. Thank you very much. Um next on the agenda is public comment. We have no one signed up to speak, so the time is now 6:11 p.m. and the Board of Trustees will now convene in closed session as authorized by section 551071, 551074, 551076, 551089, and 551072 of the Texas Open Meetings Act to discuss agenda items 4A through D. No action will
013be taken in closed session. The Board is now in closed session. >> Mhm. >> Yep. The board is reconvening to open session at 7:32 p.m. For the record, no action was taken in close session. session. Next we'll move on to announcements, communication, and presentations. We'll begin with the board committee reports and first on the list is finance committee with Mr. Nash. Good evening. The finance committee last met on Monday, 2 days ago, March 16th. Um which was myself, Nathan Fillinger, and Suzanne Lee. Um the following items were discussed. We had some discussion about the zoning committee meetings that have been going on over the past few months regarding um rezoning for middle school number three's opening and a pretty basic look at maybe even elementary seven. Um what that kind of looks like and which
014direction we're leaning there. Um purchases, we discussed the purchases uh mainly around Creekview High School um which was the golf carts and library books, which is all funded out of bond money. Um we had some discussion on potentially looking into a a purchase for a new scoreboard at the football field here at Medina Valley High School and then some uh safety things that we're going to bring back at a later date. We looked over the child nutrition audits. We discussed the salutatorian scholarship, which is on the agenda for this evening. And then we received construction updates on all of the current construction projects going on. And that was it. Any questions? Now we'll move on. Next is the construction committee with Mr. Biediger. Good evening. The construction committee met on March 16th, 2026. Committee members
015consisted of myself and Matt Castelloni. Following items were discussed. Around construction updates, we we discussed Creekview High School status. The Medina Valley High School HVAC status, where we stand with with that process. The lights on FM 471. Also discussed the cash flow for all elementary school playgrounds and nearing completion. I'll say they look very good from what we've seen. Elementary School number seven. Like Mr. Nash said, brief discussion on where we stand with that. A discussion around portables for various schools for this upcoming year. MEP walk-in freezer coolers at various schools as well. On purchases, we discussed same as finance committee, golf carts, library books, safety items, and then the Medina Valley High School scoreboard that's being proposed at the football stadium. We also discussed child nutrition audits, the attendance rezoning update from the rezoning
016committee, and then the salutatorian scholarship that's being proposed. Any questions? Okay. Then we'll move on to the construction briefing with Mr. Brajas. Good evening, Mr. President, Dr. Cayless, members of the board. I have Mr. Mark C's here to assist in some of these presentations as well. We'll start with Creek Views presentation. So this Excuse me, this project is currently 93% complete. Again, this is a projection being that we're kind of in the middle of the month, but generally they have been going up between 2 to 3% each month. So currently we're at 93% on the original GMP and 53% on the stadium change order and additions to it. So what this is made up of we're going to discuss some side items. This is the home concession building. Last week on last month we were
017missing all of the roof structure and decking. This month they've completed the roof structure and decking as you guys can see. Also the elevator shaft piers have been done and capped waiting for the rest of the flat work and then the grass grandstands to come early in the month of April. On the opposite side for the visitor building and restrooms the plumbing fixtures are being hung. The partitions are being installed, lighting is also being installed all over overhead equipment and painting throughout the interior of this concession building. Other items on the exterior canopies have been placed as well as all of the metal rails that go through ramps and stairs are currently being installed throughout the site. When it comes to the text out work all of the most of the scope has been re-asphalted
018all along 1957 Patranco and 381. There's only one lane which will be the deceleration coming out of our side into 1957. That's pending to be done. We're waiting on CPS to relocate two of the poles. We've been told we're about two weeks out from those poles being relocated. And then um the asphalt will be done at that point. On the striping, generally do do want to wait about two weeks for that asphalt to cure before you do the thermal striping. If not, we're at the risk of it peeling off and we have to do it again. So, uh we're going to we're about a week's out from doing all the striping and crosswalks on this uh on this portion of the project. When it comes to the interior, again more finishes. Uh on this one
019you're seeing uh across the art uh classrooms. This is just a a viewing um cabinet that will display student art through the main corridor. Uh kitchen equipment is all installed. Uh we're about to start punching this um here in the next month or so. On the fine art side, again more finishes throughout all the tectum panel sound boards uh pyramid uh um ceiling pyramids on the what will be the uh band hall in this. Uh more finishes on the dance hall within the school. Um and then all of the laminate that's going around um the campus as well. In terms of FF&E equipment, this month the weight room equipment was also installed and completed. Uh when it comes to furniture, we started receiving all of the admin furniture this week. Uh I think we're going
020to be done with the installation uh, about I think tomorrow or the day after. We're going to walk it, just make sure everything's uh, that was ordered is in place. But, we're in a very good spot right now with uh, with furniture. Any questions on Creekview? Okay. When it comes to our next project, our act JROTC project, on this one we're about 51% complete on this month's pay application. Uh, we're on schedule for substantial completion on September 30th, and then I'm going to hand it over to Mark to give us the construction updates. Good evening. So, uh, as you can see here, we've uh, got the roof dried in. We're waiting to finish the parapets and going to start doing the cap sheet. Uh, the uh, metal panel framing has started around the building. They're
021working on that and and uh, they're starting windows this week and hoping to get the building dried in pretty quick. And then, as soon as they do that, uh, they're going to move to putting in sheetrock. Um, here's another shot of the roof deck. And on the interior, uh, the plumber has topped out. They've started insulating the plumbing pipes. And the electricians are pulling wire and making up panels. Any questions on All right. For middle school, for middle school uh, number three, we're 29% complete as of uh, pay application number 10. And this one's still on schedule. Um, and I'm going to hand it over again to Mark. So, on this site here, um, on this north end, they're going to start concrete paving. The project's hoping to be complete in 4 weeks. The underground
022electrical has been 80% complete on the west side and on the They're going to move to the southern side. The backfill is continuing around the building. And site contractors uh going to start working on the southwest corner getting it up to subgrade. On the underfloor of the building, we are about 80% complete in area A and B. Um electrical's 80% in area A on the underfloor and they're working towards area B. They're about 20% complete. They've begun the hydroponic hydro hydronic piping. And so, getting the AC system going. On the structural steel, area A pending an inspection, they're going to start roof decking. On area B, they're approximately 80% complete waiting on some miscellaneous steel and then they're going to start working on that one. Uh area E is 50 50% complete and uh on
023first and second level. On the uh exterior framing of area A, they're set to start and uh be complete in the next 2 weeks. Um Here's a shot of the B area roof deck I mean second floor. Uh On the interior on area A, they've uh completed 80% of the main duct and plumbing is 25% and electrical is at 50. Uh on the previous slide you saw the track. They're working on the inside and outside curve and then looking to get Musco lighting installed at the beginning of April. Any questions on middle school number three? All right, and for our last uh construction update we're going to bring our Alamo Architects team uh to give us a brief presentation on where we stand uh right before spring break we had a meeting to go over
024what will be presented today which is 100% schematic design uh for the project. So I'll hand it over. Thank you. Good evening uh board president, board members, and Dr. Caylor. We're just going to give you a quick update. Uh as you remember the last time we were here, we went over the programming document that we had compiled with Medina Valley members um to come up with the uh all of the spaces and sizes for the school that we are going to be looking at. Um I'm going to let Jerry Lammers and Lindsay Opelt talk about the site um the site design and the floor plans. Yes. Good evening. I'm Jerry Lammers and I'm going to talk about the site and as Nikki said uh Lindsay's going to talk more about the uh floor plan itself.
025So the site of of course is off Culebra Road on Black uh Tail Crest and Bonita Lane actually make a little hook and then head out to Tally Road. It's interesting that it's right up on the edge of your district, right up against Northside's district at the northernmost northern edge there. Um Oh, sorry. Then we originally brought several site designs to uh the administrative committee proposing uh several options. One of them was a one-story option, but the majority were two-story options. We leaned towards the two-story option because that conserved more of your site for future development, future expansion and and we think it will actually both make for a more efficient, more cost-effective building. Um where we landed uh was if you see uh the one that's highlighted on the right there uh that had
026a Y scheme um is now really uh going to turn into more of a C shape C C shaped scheme that's a two-story wing. The colors that you're looking at so the kind of orange color represents the gym, the brown is a cafeteria, the light green is special ed, the yellow is the library, the dark blue is the administration, the magenta and the red are the fine arts and the sciences. And then the the the light blue is the academic wing. So we're looking at a two-story academic wing and one story everywhere else. Um this is the current site scheme where we landed. So it faces Blacktail Crest. Um we'll have a drop-off loop as you can see the parent drop-off is at the top at black black at the blacktail crest along the uh
027side is the bus drop-off towards the bottom of the campus. So we separated those together. As I mentioned, I mean apart as I mentioned we have a a C shaped scheme and that's really intended to to uh contain all the outdoor activities so uh the playground, there's an outdoor uh uh classroom there, there's the basketball courts. Um it really it provides a protective enclosed area for the elementary school kids. As I mentioned, there's a two-story uh academic wing that's connected to the main entry where you see that star. The um uh the ac- uh the admin wing with the library behind it connecting to the specials onto the brown which is the the cafeteria and then the gym. Lindsey will talk about it more but we're proposing a cafeteria and gym that's connected with a
028removable partition so that when you have a big event like a the Christmas pageant or if there's an a special event at the school that partition can fold open and you have the full availability of both the gym and the cafeteria. Um We're um trying to improve upon the the parent drop-off. You can see the queuing we have currently is about 1,575 linear feet, which compares to Silos at 1488. So we're we're trying to lengthen that to improve the uh waiting time for the parents are that that they're not waiting out on the street. We also have a shortcut if and it it's if you So you don't have to go all the way through the queuing if you're just going to the parking lot. You can see that little leg into the parking lot
029so that you can go directly into parking lot. You don't have to wait in line until you get all the way to the front. As I mentioned, the bus drop-off is is on towards the bottom left-hand corner. It's completely separated. Uh the morning kids can come off come when they're dropped off the bus, they can go to directly up that covered walk area into the cafeteria. And then the the the covered walk will also connect back over to the academic wing. So it really encloses that courtyard area as a more safe secure zone for the kiddos. We also are perform um anticipating future portables. So we have a place for that and a place for a future addition. They're not in the same spot so that the portables can be there while you're doing addition
030should you need to. Um if you have any questions about the site plan, I'll answer them before I hand it over to Lindsey. I think the only comment I had is not necessarily to you. It's more I know we've talked several times about having cookie-cutter elementary schools. This doesn't feel I mean, it's quite a far from Silos. So are we going with this of that or we still going to custom design everyone to the place that it's going and continue to do that. Well, I think there's efficiency in repetition if we have the site for it, right? Every every elementary, every building um will be slightly different based on the site. Uh but as of right now, this could be a model that we can repeat if need to or we have the site that
031allows it. Okay. >> As we're growing that fast putting them out getting quick bids. I mean, all of this helps out. Right. That Yeah, that's more what I'm looking for and asking for is like, okay, is this going to be the the plan or we put in specs in that we know that hey, the next right? Cuz we know we're not done. Yes. Even close. So And and that's that's the task. If it fits on the site and we can manipulate this to This is the plan we want to move forward with. Okay. Now, based on the Absolutely. the site and we might have to make tweaks to it. Yeah, but This is the This is the the one that we're saying this is what our elementary schools are And I would add that it
032I think everybody's in agreement on the components and you may be slightly tweaking those components like the wing may have to shift slightly to fit a different side or I mean, it it the goal is to have it repeatable, but in reality, they all have a little bit of change based on the particular site. One of the positive things about a plan like this again is looking at potential future additions, right? There's portables, but it's a plan that can develop to add a wing. Whether it's a one level or two levels, this plan allows for that. piece of it. Thank you. Nope. Pardon me. I didn't say anything. Thank you. So, uh Jerry talked about the star, so that's our entry on the top side of the page and so that's taking us into the
033school into the security vestibule. The dark blue is our administration wing so the way that you would go into the school is you get buzzed into that secure vestibule, talk to someone through secure window and they could allow you into the front office. From there you would have to be released into the school. So there are these multiple points of secure access into the campus. In our administration suite we have our typical administration offices including some conference spaces. Moving to the left side of the page we get into some of our specialty classrooms. So we have our tech, our steam, music and art and then we move down the corridor into the cafeteria and gymnasium. Going from the entrance into our classroom wing we have our special ed, ALE, ECSE and SBS and then get
034into our pre-K, kindergarten and first grade classrooms as well as a couple of extra classrooms that could be distributed amongst those grades as class sizes per grade you know change year to year. As Jeremy mentioned the a big idea about this is that a majority of the site development, the more intensive development that students are going to use regularly is in this courtyard space so students have access to it that there would be this you know outdoor classroom outside of the library, the basketball courts in close proximity to the gymnasium. As we get to the oops second floor then we get into our second, third, fourth and fifth grade classrooms and so Uh, the the L-shaped wing there is our only two uh story portion. And then we know that the cafeteria and uh gymnasium,
035especially the gymnasium, are very important community spaces to y'all, so I brought a blow-up. This is a little bit different than what y'all have done in some of your previous campuses. So, Jerry mentioned that there's an operable partition between the cafeteria and gym that you could open up in case of large events. We do have a 74 by 50 basketball court. The way that the gym is designed is that it can be separated off. We know it gets after-hours use, so that that could be secured um for those uses, and people wouldn't be allowed into the rest of the campus. Do y'all have any questions about the floor plans? All right. Thank you. Appreciate it. Those are bleachers in the bottom of that gym, right? Just making sure. Yeah, and you can see right there
036there's a a sitting capacity with those tip-and-roll bleachers. >> Yeah. Yeah. All right. Appreciate it. Next we have financial briefing with Ms. Hunter. Good afternoon, Board President, Board of Trustees, and Dr. Caylor. I'll run through the financials for February 2026. So, some of the highlights in the general fund, the district has collected 67% of budgeted revenues, and we've spent 48% of budgeted expenses. In February 2025, the district had collected 62% of actual revenue and spent 51% of actual expenses. The district's a little ahead in revenue collections due to earlier collections of state aid. In the food service fund, the district has collected 60% of budgeted revenues and spent 47% of budgeted expenses. In February of 2025, the district collected 60% of actual revenue and spent 57% of budgeted expenses. In the debt service fund has
037collected 98% of budgeted revenues with 93% from local tax collection. In February of 2025, we collected 70% of local collections and debt payments will be reflected in February and August. So, the debt payments were made in the month of February. Any questions? Okay, thank you. Do you mind scrolling through the rest of those just so we can Yeah. So, we did the debt payments. Yeah. Yeah. Yep. Okay, then we'll move on to um the district scorecard presentation for priorities two, three, and four. Start with Mr. Magaro. Good evening, board president, board members, Dr. Caylor. I have the first one here on scorecard two. Um So, remember our priorities here are recruitment, retain, and professional development. Um As you know, we're going to be hosting our first job fair of the year at Creekview March 28th.
038But, we also are looking at recognizing our subs and continuing to market all of our positions. So, what we have here is as of Friday before spring break. Um we did have a few teacher openings and that's due to resignations and try to find those teachers of that special needs in those classrooms. So, there's where we stand for the professionals. We're almost fully staffed there. Maintenance, which includes custodians, only four openings. Child nutrition, only two. And at transportation, we're still struggling to finding those bus drivers. When we talk about sub fill rate, this is we had a great fall semester covering 85%, which is above the last two years. But, the flu season really hit and packed us student-wise and teachers this year. So, you can see all of those uh past three years, we're
039struggling there with with that particular time of the year at 78%. Uh retain, we're trying to grow our principals. And what y'all wanted to hear was to look at our retentions. So, I do have a side-by-side of what we were last year and what we are this year. Uh silos did not have a category last year. That's why they are at 90% this year. Um Almost compare or with the with the reason overall district. All of our campuses are well above well below the state average, which is roughly 16% turnover rate. So, our our campuses are doing quite well there. On retention, I do also have a side-by-side here from last year to this year. So, almost every campus increased their number of teachers, but when we're looking at two columns, total years and then
040district years, um, I would like our district years to go up, but when we're hiring that many people every year, right? It's it's going to be hard to increase that, but most campuses did increase their total years of experience and some did increase their district years as well. Professional development, uh, what we're looking there is running our mentor program I mean not our mentor, our aspiring leaders and having people hired out of those aspiring leaders. So, the first year we did that was five and this past year we had three and our goal there was to have 10 by next year. So, we're well within our goal of having at least 10 people move on from the aspiring leaders. to um, This one is our first year teachers. So, the first year we started tracking
041this data, we had 37 first year teachers and we kept 35. Last year we had 17 and we kept 15 of them and this year we currently have 20 zero teachers with zero experience and I'll keep you posted on how many of those come back for next year. And then again, uh, what we're looking here is that 10 years, so it's a repeat data from that other sheet only I only included this year's data on there. Looking at our average teacher years of experience, you're doing a great job with the pay scale. We are recruiting teachers with more experience coming into the district. Uh, so, um, but the overall district years, I wish it was higher, but we'll get there. All right. So, moving on to priority three. Um, that first kind of goal, continue
042our community ambassador program. Um, so, this is a program now we've had three years. I was trying to go track. I'm like, is it three or four? These years are adding up here quickly, but this program's really continued to grow our pipeline on our committees. So, we had 16 participants in this year's ambassador program and just to note, once you go through that once, you're not back on. So, these are all brand new people um, that are wanting to get involved in our committees. And so, we did have seven of them that participated in the fall that are now serving on committees this spring. Um, and that's just from this year's program. So, this has definitely helped us establish a good pipeline of parents and community members that are involved in our committee work and
043so, it's really been beneficial to the district and seems to continue to be going well. Um, next was kind of strengthening and enhancing our guides for district and campus parent engagement events. We obviously want to make sure that we are um, opening up our campuses and our activities to our parents, our community. And so, we had established standards last year for that, three uh, fall, three spring events on our campuses, two district fall, two district spring. And so, we're continuing on with those, but just continuing to try to seek more ways we can get our parents and uh, community involved in events throughout the district and on our campuses. Create district alumni uh, campaign. We wanted to grow our alumni outreach program. And so, this year the goal target was for us to highlight at
044least six alumni throughout the school year. We are on track to surpass that goal. We have already as a department um, highlighted six. We'll actually probably have more than six throughout the year. We've done four photo campaigns, one that has not been published yet, two video campaigns, one that also has not been published yet. Um, but it's been a really great, honestly, even honor to recognize our alumni everywhere we go. Just today actually, I had two more individuals that came up in conversations and actually not just individuals, but families, right? I know I was talking to a family. They're like, "Oh, there's eight of us and one's a police officer, one's a, you know, firefighter, one's a doctor, one's a" and I'm like, "Oh, that's great. We need to get in touch." So, this is,
045you know, continuing to grow and it's just a great way for us to highlight uh what our graduates are doing in our community um after they after they leave us. So, we've really had fun as a team highlighting these and I think it's just a great way as a district for us to showcase um all the great work we're doing. Athletic advertising, this was a new goal um for the scorecard this year with us launching um the athletic advertising opportunities for spring sports this year. We did set the numeric goal of having at least five businesses committed to stadium advertising. We have 12 that have committed already. Um, this is for spring only, so we will be launching fall and Creekview kind of packages here soon. So, we hope to continue to grow this as
046we expand some of the opportunities in this area, but we we have um surpassed that goal as well so far. Uh, continue military-connected family engagement plan. So, proud to say, I believe we shared this at a past board meeting, but all of our MVIC campuses have now earned the Purple Star designation. Um, that designation does last for 2 years and then each campus has to reapply. Um, so we will have some campuses reapplying this year for next year's distinction, but right now we are proud to have all of our campuses um all nine that have or not. Um, we're doing that through maintaining our military liaisons, maintaining, you know, prioritizing uh special events and outreach to support those families um in the military. I know next month, month of military child, so obviously we're a
047big a military community and just I know we'll have a lot of stuff happening throughout the district to recognize those families next month as well. Next is uh kind of ParentSquare, our mass notification system. So, we did kind of adjust the goal in this area. We wanted to increase our um staff usage and so we've been really monitoring and tracking our staff usage. Particularly, we we use this tool tool. We want to make sure all of our staff and teachers are using it across the board consistently. So, we have been pulling reports. What you see on that slide is actually a report of one of our campuses um and you can see the teachers how many posts um they do, direct messages, the total, how many of them are actually using the tool. And so
048what we've been doing in pulling these reports is not just looking at how many of them are using it, but are they using it effectively? And I say that in which ways as a district can we help support them and teach them maybe how to better use the tool. So, I'll give you an example. Um there's posts, there's direct messages. We have some people that maybe have never used it before as a teacher and so they might be working harder instead of smarter and using those direct messages a lot where they could go and utilize just a post. So, we're actually pulling reports to kind of see who may be using it not as effectively as they could and how can we provide them support to do so? Um so, this has been helpful um
049and we'll continue to monitor those, but so far this year our teacher usage from the beginning of the year to now has increased by 9% um across the district. So, we'll continue to pull those reports and see how we can make sure we're being most effective there. Student Square going hand-in-hand, we did roll that out this year and so we have already kind of met this goal of having all of our extracurricular programs using Student Square and Parent Square as their district-approved communication tool on the secondary campuses. So, what you're seeing there are kind of two pictures of like band and then cross country. So, all of our extracurricular programs that are using those tools for their communication platform. Community mail outs, we are continuing these uh with two additions, one in the summer, one
050in winter. You can see our totals there that we mailed out in August and then most recently in January. We did just this last month as a department win a uh gold star at our state conference as well. This is the third year in a row that this um kind of publication has been recognized. So, think it's a great work. It's well done and I I do think it's a great way for that we continue to connect with our community whether they have kids in our district or not. I'm just keeping them updated on all the the things happening here in Medina Valley. Video production, we are on track to meet our goal this year of increasing engagement by 10%. We focused on engagement not just production this year. So, not just making sure we're
051creating more videos but that those videos are in you know, engaging. We're receiving um views. We're receiving uh likes, comments, etc. So, so far um last year 56 at this point that we were at this Sorry, as of March of last year at this time we had produced 56 videos. So far we're at 77. Um and that engagement has gone up from about 10,000 this time last year to about 14. So, we are on track to meet our goal there of increasing engagement by 10%. And then lastly, I kind of combined all of those last pieces of priority three. They're all around surveys and so this year we are doing annual surveys and so I'll have more of this kind of data to see if we've met all of these goals once we wrap and
052conclude all of the surveys. Um we did do our parent surveys earlier in November of this year. We do have staff surveys going out uh tomorrow actually. So, district-wide we'll have staff surveys going out and then um closer to the end of the year we'll have student surveys going out. And so that data is going to help track to see um one that we're maintaining the surveys and two we kind of tie some of the answers to those surveys as how are we performing on service standards and things like that. So, we'll be able to kind of tell where we're where we're landing on these categories once we get all of that information back. Does anyone have any questions? I'm sorry I know I went pretty quickly through a lot. So. All right. Thank you.
053Taking the clicker. >> All right. And on to priority number four, um I am going to get some assistance as well on on presenting this this one. Uh this is our operations and finance uh priority. So, focusing on the first task, which is to take a proactive approach on planning and uh growing what we focused on this year was the development or the continuation on the development of uh FF&E standards, furniture, fixtures, and equipment. Uh and then develop the continuity plan uh for our new campuses. So, on this first objective, we kind of piggybacked on what we did at Silos, uh taking advantage that we're opening our second uh high school and capitalizing on creating the standards for our secondary campuses. Uh how this is done, we created a committee uh formed out of or
054with district leadership, administration, staff, and support staff. Uh once these standards are created, which they have been created, we can transfer those to our middle schools and any other um capital improvement projects we have with uh furniture replacement. For example, we're going to be using the standards for the Ag JROTC building that's also scheduled to open uh this following school year. When it comes to uh the development of a continuity plan, we have created a bi-weekly set of meetings with leadership and staff where we discuss the milestones in construction, uh all the major purchases that need to be required or needed um we Excuse me. We discuss course selection, HR comes and presents staffing, and then communication gives us an update on any communication that's being rolled out uh with Creekview in mind. And now
055for the financial piece, I'm going to hand it over to Ms. Pam. All right. Um we're going to cover 4.2 to ensure strong financial stewardship and clear communication with all stakeholders. And next month I will go through those a little bit more. I misunderstood what Crystal said she had been presenting to y'all. So, it will be better next month. So, um, 4.2 improve public finance public school finance understanding with campus and departments and improve financial transparency for all stakeholders. So, on uh, 4.2.3 improve improve public school finance understanding, they had presented Okay, I thought he was going to do that. Thank you. Um, presented the budget process and training to principals and directors. I believe they did that in January. And the directors completed a budget activity to have a better awareness of how the
056budget limitations and trade-offs, especially with ADA, and how that generates revenue versus your expenditures. Um, vice principals were given the opportunity to plan a campus budget. They had the opportunity to think through not only what the budget code sequence means, but also how the challenging it can be to identify the needs of the campus early on in the budget timeline. They had opportunities for one-on-one meetings. I know Crystal and Jennifer met with every campus principal and the directors to talk about the budget process and submit requests for items such as furniture, technology, and facility improvements and present the timeline and process for the comprehensive collaborative needs assessment. Believe Robin did that last month. And, uh, 4.2.4 improve financial transparency for all stakeholders. Added compensation task force to district committee meetings and included the staff from
057all campus and departments. They were all representative. They also had the the went through the same process of working with ADA, the impact it had. It was the same exercise that the principals and vice principals and directors went through. And um on the website we've got the current financial transparency information under the debt transparency live dashboard. And uh Medina Valley received an A or superior rating with the school first and an unmodified opinion on the 24-25 annual financial report. Any questions on that? Yes, thank you all. >> Thank you. For the next objective, it was to ensure operation effectiveness and efficiency. Uh and we'll be walking through some of these some of them being the long long-term expenditure projections and then creating standards and expectations within our own operations departments including technology, maintenance, child nutrition,
058and transportation and using data with that team. I know Doug wanted to speak on the next two items as well. To create a timeline with measurable completion steps for safety bond and grant projects, we do quite a bit of that in close session trying to update you all. The last one that's changed from the creation of the new of the new law enforcement model to the establishing methods to look at progress. So, we'll do things like obviously compliance, right? We're either black and white, we're either meeting TICO compliance issues or we're not. We'll do some surveys here at the end of the year with all stakeholders to see how we're doing and then we'll use a lot of the data that Chief Powell shares with you in close session like calls for service and things
059like that. Use that as a baseline to set goals for next year and then look at things like, well, do we need to increase percentage in this area or decrease percentages in this area? All right, focusing a little bit more on the long term, uh just to show some examples. Uh we're going through this with our MEP engineers uh with Medina Valley High School HVAC project. Again, this is one of the items that was tagged or labeled as the our within our long-range, and we're currently working on this project, and it's being designed to be bid and awarded uh towards uh the end of this school year. Uh when it comes to the long-range also, it was the replacement or adding of buses. With this year's budget, we added 13 buses and two white fleet
060vehicles, which are now uh currently sitting at transportation and pending registration for that piece. Uh talking on objective uh number three with technology. So, uh comparison from last year to this year, we've ticked up a little bit on our response resolution time, uh but we've also handled a a thousand more tickets than we had last year at this time. Uh we hit some delays early in the year with parts orders not being fulfilled in a timely manner, so we had some some tickets that were sitting and waiting on parts, uh Chromebook repairs and and that sort of thing, but we're working on bringing that back down to our standard. Our standard is a a one-day response time and a two and a half day completion time on all our tickets. When it comes to uh
061excuse me, maintenance, uh we have some data here to show or to share with y'all in terms of all work orders in comparison to last year to this year. As you guys can see, there is a reduction in both response time and resolution time. To break it down a little bit further, the way facilities breaks it out is through three priorities. Priority number one, which is an emergency that needs to be uh handled within 48 hours, and this is anything that risk property, uh uh life and safety. Uh and then priority number two, anything else that falls uh off of that category. And then priority number three, which can be beautification projects like painting or removal of carpet um and whatnot. But looking up sorry, at priority number one again in comparison from last year,
062there has been a a reduction in both response time and resolution time. Uh in priority number two, a very substantial drop uh between both um both items. And in priority three, as you guys can see, again these are work orders that can be completed within 60 days. Uh some of these are held that much longer just because you're waiting for teachers not to be present or staff not to be there. Uh whether it's a beautification project or anything else that falls within it. Yeah. Yes, sir. And I mean PA systems, HVAC systems, anything that really uh is critical, they they jump on it. Yeah, that's All right. Then next one is on child nutrition. Um participation, meal participation is the foundation for our revenue stability. So we do operate traditional NSLP taking applications and doing
063direct cert. We have to look at our eco discs, um how many households are free and reduced and how many are paid. We can estimate that our numbers for our participation will not be super high given that we do have paid eligibility. Um our goals were to move from 25% to 30 for breakfast and 61 to 70. Um February typically is our highest month, um, but we had a lot of, um, absences with the flu. Um, so we did not hit our mark in February. This data is current year-to-date, um, so we are meeting goal for breakfast and we're hopeful that we meet goal for lunch. And transportation? Good evening. So, yes, uh, coming into the district this year, uh, being new and then obviously implementing the new systems of Traversa's, um, as our our
064routing tracking system, we were able to, obviously, start data mining as of 2024-2025. Uh, we all can, uh, look at the current register which we had on the first line of document right there. Uh, the increase for this year is 723 students. Uh, so we had, obviously, uh, a almost a percent increase and then, of course, the ridership on that, uh, side of things, we're transporting almost half the population, uh, which is very unique, obviously, uh, not something like a a inner-city school district like San Antonio ISD. We're a little bit more spread out, so we have to, uh, accommodate a lot more riders. So, you can see the ridership did, uh, jump up, uh, for this coming school year for 502. Uh, the number of runs, I did want to point that out, um,
065is we started off with 259 per day. Now, runs are just going to be the basis, uh, that can accumulate up to a route, a full route in in general. But, for the 2025-2026 school year, we went up to 284 per day, uh, which is significant, uh, increase due to the ridership and also trying to make it more, uh, feasible for our riders and not having them much longer, uh, route times. There are some that live out by, uh, Dancing Bear and Salado but we're still trying to work those things out as we progress into, um, the our our our growth in our years to come. We are implementing plans to have a satellite station up at uh Creekview that will help alleviate a lot of our stress and strain when it comes to traffic
066and so on and so forth. But yeah, moving forward, we're strong. That is it. Thank you. Any questions? Thanks. Yeah, everybody, you guys are all doing a great job with all this stuff. I mean, we're seeing improvements across the board. That's great. So, thank you. Okay, moving on. Next is the superintendent briefing with Dr. Kyles. Okay, as we as we continue to grow with with our professional learning communities, we highlight a campus each each month and this month is Castroville Elementary. So, we have a short video on there what they're doing with their PLCs. My favorite part about school is probably like recess and learning about new things. My favorite thing about school is when we learn about the weather and science or like when we're doing the circuit. For math, I'm doing this math
067program. I'm I'm doing sixth grade math. I'm learning how to like solve two-step equations. It's an opportunity for us to meet as a team to go over data from our grade level to understand what we need to focus on moving forward. I think the PLC is important to help our students continue to be successful. It helps us to move the students from like say meets to masters or helping our students just continue to improve overall. With the data, we learn what the students are doing and how they're working through the problems, particularly for math, so we can start to understand that while they may understand the content itself, where the information isn't what they're missing, but the types of problems are where they're tripping up. Seeing the aha moment in students is the most rewarding
068thing as a teacher, and it's just exciting to see their confidence build throughout the year, and seeing them make a shift of fully understanding and mastering what you've taught them. When we're in that PLC and and we get strategies and we come back in and we're able to use the strategies in the classroom, it's nice to be able to see that light bulb go off. It's one of the times you get to sit back and it's like, this is why I do what I do. This is why I'm here, and the kids just truly did understand at the moment. And so it was nice to see. Okay, so we will continue. We'll highlight some of our students, some of the outstanding things they're doing. So, uh recently our our district hosted an elementary chess tournament.
069So, you can uh see uh some of those students had some success in that and holding their trophies there. So, congratulations to those students, all the students that participated. And thanks to the uh to the staff that helped put this together. Obviously, something like this takes time and effort. So, we appreciate we appreciate all them uh taking the time to do this as well. Our girls soccer team are uh crowned district champs. Um they're having a outstanding year, outstanding season. And so, um I believe their first playoff game is this Friday. And so, we wish them the best of luck as they start their playoff run. Our boys and girls uh powerlifting teams have had quite a bit of success, also. Um so, they performed recently at the regional championships, and we have um three
070boys, and I mean three girls, and five boys that are going to uh participate in the the state championships. So, we uh them the best of luck and I think we had the send-off for the girls today. So, they're they're competing here this week. Here recently, we had our Special Olympics event and that was a great success, great turnout, had a lot of kids participating in this. And again, an event like this is is is is special to see. It's great to see our kids out there competing like this. And and and the time and effort that our our staff are putting in to to, you know, running events like this, just very grateful for all that they're doing as well. But, want to congratulate all those kids that participated and and I hope they
071all enjoyed it. Our Grow Card recipients for this month, you can see a list of those employees as well as our employees of the month. And then last and but not least, our district enrollment. So, you can see where we where we are as of the 6th of this month and the increases on each campus. So, we're still hanging around that 10,500 students total. Any questions, comments? Nope, good. Okay, then we'll move on to discussion of possible possible action items. First on the agenda is consider approval of consent agenda items, Dr. Kyles. So, the agenda items are listed in the on the agenda. And all these items have been discussed either through committee meetings or provided information through board updates and they are recommended for approval tonight. You want to have anything pulled? Now, I'll
072look for a motion. I, Matt Castilleon, move to approve the consent agenda items as presented. I have a motion, do I have a second? I, Ben Waddle, second the motion. I have a motion and a second, any further discussion? All all in favor, raise your hand. All board members voted for and the motion carries. Next, we have consider approval of revision to the 25-26 compensation plan with the addition of a construction project met project manager position, Mr. McGraw. Mr. President, board members, Dr. Kalos, uh we're asking that we add a position to our pay grade uh and possibly hire for it as soon as possible. It would be a pay grade two on the admin pay scale and the title would be project manager uh to assist Mr. Barajas in all the construction projects going
073on with bond bond money. Any questions? Now, I'll look for a motion. I, Jason Bonnie, move to approve the revision to the 2025-2026 compensation plan with the addition of a construction project manager position as presented. >> a motion. I have a second. I, Joe Biediger, second the motion. I have a motion. I have a second. Any further discussion? Now, all those in favor raise your hand. All board members voted for and the motion carries. Next, we have consider approval administrator contract renewals for the 26-27 school year, Mr. McGraw. We reviewed all the admin contracts with you in closed session, so uh the district and Dr. Kalos, we ask that you approve the admin contracts as presented. Any questions? Now, I'll look for a motion. I, Matt Castellone, move to approve the administrator contract renewals for
074the 2026-2027 school year as presented. I have a motion. I have a second. I, Ben White, second the motion. I have a motion. I have a second. Any further discussion? Now, all those in favor raise your hand. All board members voted for and the motion carries. Next, we have consider approval of safety purchases as discussed in closed session as discussed um in there. This is being moved to a uh future board meeting that we will review. So, next we have consider adoption of resolution to authorize the establishment of a salutatorian scholarship by the Medina Valley ISD Board of Trustees, Dr. Calos. Yes, so the board has asked that the district create a salutatorian scholarship. So, in review with our legal counsel and also discussions with the board, we have a recommended resolution for the board
075to approve tonight. Do you have any questions on it? Reviewed it? No, we reviewed it. Okay. I'll look for a motion. I, Blaine Nash, move to adopt the resolution to authorize the establishment of a salutatorian scholarship by the Medina Valley Medina Valley ISD Board of Trustees as presented. I have a motion. Do I have a second? I, Jason Bonnie, second the motion. I have a motion and a second. Any further discussion? Now, all those in favor raise your hand. All board members voted for and the motion carries. Next on the agenda is closed session. The time is 8:28 p.m. and the Board of Trustees will now convene in closed session as authorized by Section 551.074 of the Texas Open Meetings Act to discuss agenda item 7A. No action will be taken in closed session. The
076board is now in closed session. >> Mhm. >> The board is reconvening into session at 10:17 p.m. For the record, no action was taken in closed session. Um next we have consideration of future meeting dates. Um we have curriculum workshop tomorrow March 19th at 5:30 p.m. Then we have special board meetings in March on the 23rd, the 25th, the 26th, the 30th, and the 1st. Um most of these special meetings are scheduled related to the superintendent search and interviews. Um the next regular board meeting is scheduled for April 27th at 6:00 p.m. Last is adjournment and I'll look for a motion. I'm Matt Castellani. Move to adjourn the regular board meeting at 10:18 p.m. on March 18th, 2026. >> a motion and a second. I'm Jason Bonnie. Second the motion. >> a motion and a
077second. All those in favor raise your hand. All board members voted for and we are adjourned. Thank you.
