001Good evening. We'll go ahead and get started. I call this Medina Valley ISD regular board meeting to order at 6 PM on January 26, 2026. We have a quorum of board members present. Everyone is here. We'll begin with a pledge of allegiance followed by a moment of silence. First on the agenda is student and staff recognition with schoolboard appreciation. Dr. Kaos. >> Yes, it is school board appreciation month. So, um I know we have a little special video here for the board. So, we'll start with that. Every day in every classroom, our [music] students grow because our community stands behind them. And at the heart of that support [music] is our school board. Dedicated leaders who guide our mission and keep students [music] first. We would just like to say, >> thank you for giving
002us books to read. We really appreciate it. >> Thank you for caring about our future. >> Thank you for supporting the programs that prepare us for college and [music] careers. >> For all their time and dedication that they give to our district. Thank you for your service. Thank you for taking care of the kids. [music] Thank you for taking care of the teachers. Thank you for taking care of everything you do. >> Thank you for supporting our teachers. [music] >> Thank you board members. I appreciate everything you've done for us here at the transportation department and the district as a whole. >> We appreciate your leadership and dedication, support, [music] and hard work behind the scenes that not everybody sees and for helping us establish uh policies for implementing new state laws. Thank you for
003helping [music] our school grow. >> Thank you for investing in our future. >> Thank you school board for [music] everything that you do. We appreciate you here at Loma Alta for your support for their students [music] in our community. >> Thank you [singing] school board. >> Thank you school board. >> Thank you school board. >> Thank you. >> So little little uh something special there. Thank you to our communication department and had Oh, there's Selena. Yeah. Um, thank y'all for doing this. I know that that took some effort going around the different campuses. Um, and so you can see you have a little floral floral arrangement here. Um, Blaine and Matt, what happened to yours? >> Oh, [laughter] >> you didn't want [snorts] to smell the pretty flowers. So, uh, this was done by our
004students in the, uh, floral design class. And so you can see they do some great work. This is a beautiful little arrangement and very thankful for them for uh doing this and they just wanted to show them uh show y'all a little bit about how much they appreciate all you do as well. And so I'll close it with uh you know on behalf of the district, we do appreciate our board. Uh this this takes a lot of hard work. This takes a lot of time, dedication, right? Commitment. And um y'all y'all do it. You're you're here when you need to be here. you're doing what you need to be doing to to make sure that this district runs uh the way it should and that um you know we we're doing the best we can
005for for the kids in this district and for our teachers and our staff. So we greatly appreciate all that you do all the all that you put into this. Um it starts with y'all. It truly does and so so thank you. >> Okay. >> Appreciate it. Appreciate it. >> Okay, moving on. Next on the agenda is public comment. We have no one signed up to speak, so we'll move on to announcements, communications, presentations. We'll begin with board committee reports and the finance committee with Mr. Nash. >> Now, good evening. The finance committee, we met last week, I believe, or the week before on January the 14th. Uh myself, Nate, Nathan Fillinger, and Suzanne Lee were in attendance. Um, and the following items, we discussed uh the superintendent search firm, the third party firm that we've
006already hired to to assist us with that was discussed. Um we discussed some land updates on some land that we were potentially looking at purchasing. Um many purchases which most of those are on the agenda for this evening. Uh but we did discuss those. Um we we had a u update on 126 which is in the cons consent agenda this evening. We had um some construction updates from u Creek View High School as well as middle school number three and the purchases of many of the items for for Creek View since we're getting pretty close on that. I'm starting to purchase a lot of items. Most of those are coming from bond funds. Um we had an update on Senate Bill 11, which is also on tonight's agenda. Um and then the last thing we
007discussed was kind of portable buildings and what that looks like for next year, locations, cost, all that. um which is also on the agenda for this evening. That's it. >> Any questions? Yeah. Okay. Then we'll move on to construction committee with Mr. Beaker. >> All right. The construction committee uh met on January 14th. Uh members consisted of myself, Matt Castellon, and Ben Warez. Um we discussed the following items. First was around district-wide water rights. Uh next item discussed was uh land updates where we stand with certain certain properties. And then the third item uh discussed was around construction project updates including Medina Valley High School HVAC uh the batting cages and scoreboards for the for the baseball and softball fields. Uh Castraville Elementary School playgrounds. And then around Creek View High School, we discussed easements
008for rideway, fencing, and other items. And uh the last thing also discussed in construction committee was around uh portables and for the district. And then another item discussed was purchases. That'll be on tonight's agenda. Uh board policy update 126. That's on tonight's agenda. And Senate Bill 11, that is also on tonight's agenda. That's it. >> Any questions? If not, we'll move on to safety and security with Mr. Watis. [clears throat] >> Uh, good evening. Uh, the safety committee met January 21st, 2026 with myself and Blaine Nash who are present. Uh, the following items were discussed regarding the police department updates, the calls for service that they've been uh that have been generating throughout the the year. uh safety project updates regarding the cell towers, uh the window film for the schools, uh and also Creek
009View High School's physical security overview, and then we're also discussing the board policy update 126, which is on tonight's agenda as well. >> Any questions? >> Last we'll move to curriculum with Miss Lee. >> All right. Uh we met on uh January the 21st. It was myself, Jason Bonnie, and Matt Castiano were in attendance. On the agenda, we discussed HB3 board goals. Uh, STAR, district goals, and data from 2020 to 2024 were reviewed. Next was the map board map board workshop. A workshop will be held in March to discuss and plan goals for the next five years. Again, there was an update on 126, which will be on the agenda tonight. Uh, we discussed the math curriculum. 2013 was the last adoption of the math curriculum. Uh we'll be looking to adopt a more current
010curriculum. There is an update on fifth grade advanced math pilot. Student performance showed growth on mid-year math scores and there was a tremendous amount of growth with one student. Uh academic division staffing needs. Staffing needs were presented for 2026, 2027 and 2027 and 2028. As the district grows, we need to consider separating elementary and secondary as each has different requirements. >> Any questions? >> Okay, that's all the committee reports. We'll move on to the construction briefing with Mr. Brahass. >> Good evening, Mr. President, members of the board, Dr. Kaos. We'll start with our Creek View High School update. And again, here to assist is RT with Bartlett. Um, as of right now, based on our January uh, pay application, we're at 91% complete. Again, it's it's a high number. However, there's still about 15 to
01120 million worth of detail work left in the building. So, uh, we're we're over a lot of hurdles, but we still have some work to do to finish it out. Uh in terms of the stadium improvements, we're about 40% complete on that. Uh on this image, as of last month, uh what you can see is all of the tennis courts have now been uh surfaced and striped. Uh we'll show a closer look here. The uh stands are now placed. We're holding off on the canopies towards the end of the building just so they don't get worn out and and burned out with the sun. But baseball, softball infields now complete. Uh as you can see, a lot of the finish grade is getting worked on with top soil throughout uh temporary or permanent irrigation depending
012on what it calls out. Um what you see on the left side of the screen is the visitor [snorts] uh concession building and restroom. Uh all of the CMU has now been placed on this building. Uh the roughens are in place. Uh after the roof uh is finished out. All the mechanical and electrical overheads are are also being worked on. Uh but this building's pretty in pretty good shape. uh G8 on the other side which is the multi-purpose room. Again, all the masonry is installed. A lot of overhead uh is being worked on on exhaust fans and electrical work. Uh on the home side, the home uh restroom building and concession building slab was poured uh again towards the end of last month, but all of the plumbing u underground is in place. And what
013you see there in the center is the elevator shaft uh that will take you up to the press box first and second level. Uh then the uh additional uh multi-purpose building also masonry being worked on and uh internally we have a lot of overhead um electrical and plumbing uh ruffins on the student drop off and future ticketing booth. uh a lot of flat work being uh worked on as well. Finished grading with uh top soil uh in preparation for the final seating or sod. Uh before we move into the interior of the building, this is what the exterior typically looks like. It's pretty button down. A lot of the elements are completed uh PA speakers throughout. Uh you can also see in the center of the screen the surveillance cameras. There's programming. There's um uh
014terminations that are still being worked on, but the uh material and the appliances have have been installed and are in place. And then I'll hand it off to RT to give us the interior update. >> All right, good evening everyone. Um little update on the interior. So we we did work today. By the way, the interior is uh pretty warm right now. So 72 degrees or so. So, it was a it was a good day for people inside. But here's a little view of the counselor suite that has storage within that area. And you can see temporary protection there on the floors. That's a view looking um once you're in the main hallway looking towards the academic wing. Um to your left is the go center where all the glazing is. Um there's a a
015bench area that's been put in here this past month. The columns are protected for the finished concrete that's on there right now. On the right, the large format tile has been placed this past month. And the wood like ceiling, the acoustical ceiling in your top left version or top left of the picture is being installed right now. Here's a view of the cafeteria area. Um, all the lights are burning in the area, which is good. All ceiling tiles been dropped. Um just [clears throat] a final coat of paint on that large wall right there. Um kitchen equipment as I've said in LA last month or couple months ago has been installed um back back behind those overhead doors where you see right there. This is in the auditorium. The wood paneling that's going on the
016going on um each each side each elevation continuing to be installed. They're about 85% of the way right now through it. The painter just completed today touching up paint at the ceiling area. So, all the all the black paint has been completed. Um, right now we're scheduled for seating to be installed somewhere around March time frame. And then there's the look at the gym. It's nice to have the bleachers in. One uh one less big hurdle to jump through. You could see the emblem of the CVHS right there. That's it. >> Pretty much it. Any questions on Creek View. >> Still looking good for completion date, huh? >> Still looking good. >> All right. Good. >> Barring any major issues, [laughter] looking good. >> We're on uh >> Yeah, >> we're on all uh our
017own HVAC now >> building. Okay. >> Yeah. Yeah. We're running all complete on our systems and Yeah. >> Okay. >> Got a couple hurdles to work through, but nothing bad. Yeah. No more rental equipment keeping it cool or warm. >> No more rental equipment. That's all gone. All gone. >> The text work is also progressing. >> Yeah. I drove by there for the first time in a while. I saw a lot of activity. So, yes, sir. >> Good. [clears throat] >> Again, we're holding off on the intersection piece because that's going to be the hardest piece of it. But, um, east and west of of that intersection, they're they're going after it. >> Yeah. You you'll see the the intersection. We're going to mill and overlay that um spring break time frame. It' be about
018a week's worth of asphalt. So, it's kind of our best window to get that done. >> All right. When it comes to a JOTC, 46% complete uh as a pay application number seven for January. Most of the exterior walls are now complete. You can see some areas still missing dense deck. uh um not um the glass dense uh panel on the exterior piece over the canopy, but overall on the east side of it is all enclosed. Um the general contractor is scheduled to start the roofing system here in the next couple of weeks. Uh this image is taken from the future welding shop. Again, a lot of uh CMU work still being uh worked on, mechanical, electrical, so utilities and overhead is is being worked on. Future fruit signs uh again wall prep on plumbing,
019uh roughins, uh electrical overhead, mechanical overhead, uh and what you see on the left hand side again will be the future walk-in cooler and freezer. uh with that depression on the concrete. Uh a lot of the interior metal stud framing is in place as well uh with inwall roughins for electrical overhead mechanical uh sprinkler system is also going throughout. Um and this will be the future entrance of the a sorry the JOTC side. So on the left hand side you'll have all the classrooms uh armory uh and locker rooms for a JOTC. Any questions on AGOTC? Okay, moving on to middle school number three. This one is 22% complete as of the January pay application again. Um what you can see on this image is on the left hand side, first and second floor structural
020uh area A has been erected. They're moving on to area B. Uh both slabs on area B have been poured and on E, that's the uh opposite side of that U uh in two pores. Area C is now formed in preparation for the slab. As of today, all of the mudslab has been poured to 100% and all of the peers have been poured to 100%. The only peers that are left are for the future parent drop off canopy uh right up on the front of the on the building. Uh again, um this image looking at the suspended forms for area C um and D. Any questions on middle school number three? No. All right. And on this one, I am going to uh request the assistance of our Alamo uh architects team. I'll [snorts] let
021them introduce themselves and they're going to walk us through the project progress. >> Thank you. >> Good evening. Hello, board president, board members, Dr. Kaos. Uh thanks for giving us this opportunity tonight to talk about our work to date on elementary school number seven. My name is Nikki Moroni with Alamo Architects. >> I'm Lindsay Opel with Alamo Architects. >> I'm Jerry Lameers with Alamo. >> So, this will just take a minute here. >> Down. Thank you. All right. So, this is our overall project schedule and this just is to give you an idea of how far we've come and of course what is left to go with this project. You can see where we are here is we have wrapped up the programming phase just about a week and a half ago and we've started
022schematic design. We'll be doing a 50% schematic design review next week um which is really just sort of a preliminary look at what um kind of conceptually we're doing right now. So we don't really have any you know pretty pictures tonight. However um we'll kind of walk you through what we've done with the programming phase. So these were all the participants that uh we worked with to uh complete this phase of programming. You can see we had several people from your district and of course uh our staff as well. Um and everybody here participated in one way or another um giving us input and feedback as to what we were looking for u putting together this program for the elementary school. Our goals in doing the programming, number one, determine the best program we could
023come up with for the new elementary school using the lessons learned from Silos Elementary. We wanted to review other precedents to kind of make sure that we were looking as broadly as we could um for a range of ideas. We wanted of course to be very judicious with the program square footage that we came up with to align with the budget that we have to work with and of course plan for future growth and flexibility. So this process uh we had about three introductory meetings with um staff, executive staff kind of looking into wants, needs, wishes, goals, um values, things that we really wanted to um be sure that we could incorporate into the program moving forward. Things that we liked with uh previous schools, Silos Elementary, things we didn't like. um and wanted to
024really kind of condense that down into um a list of things that we could start working with. From there, we did some tours. We took as uh everyone who was available to come. We looked at uh the first meeting we looked at two different elementary schools. Um one was a courtyard scheme, one was more of a pod scheme where grades are clustered into um individual areas with their own breakout areas. And then from there we did um we came up with a draft program. Um, it had a lot of things. It had a lot of wish list things, I'll say, and we kind of wanted to put everything out there to start with, and talk about what we may and may not need moving forward. Um, and then from there, we came up with a
025more condensed version to help align that with our target square footage and our budget. Um, and we looked at that both with facilities and then later with executive staff as well. We were able to squeeze in one more tour there at the end um which was more of a sort of classroom wing scheme scheme. So we looked at three different schools um and got feedback from all of them from everybody who participated, what we like, what we didn't like, um what worked, what might work um really well for your district. And then we put together a final program. And so this is the document. It's a copy of the document. I know you probably can't read any of it, but it outlines every single space that we want to put in the school. and it
026has a target square footage for each one. And that is looking at what we think will really best fit the needs of the students, the staff, and the district to accommodate everything. Um, and still be very conservative with how much square footage we're allotting to everything overall. Um, of course, there's a gross factor for corridors, walls, bathrooms, elevators, mechanical spaces, things like that. Um, I will let Lindsay talk about some of the program highlights. These are things that uh maybe are a little bit different than what we started out with, but they're things that are of note um with the overall program that we came up with. >> Thank you, Nikki. Thank you all. Um so, as Nikki said, we looked at what everyone wanted. Uh one thing that was important about the school tours
027is it gave us an opportunity to experience the spaces and get an idea of uh what we could fit and how certain sizes of spaces felt. Um and uh from there we were able to reconcile as Nikki said uh some of the programming sizes to get to a place where everyone was comfortable with this program. So this highlights uh what's being provided and also some of the decision- making that got us to the final program. So there uh is not a parent center. What we looked at doing um in terms of uh some of the administrative offices is combining um offices with uh their associated spaces. So in terms of the administration putting uh the professional learning community uh the instructional coaches in the professional learning community room in the library we uh matched the
028size of Chumley Elementary School 3,50 square feet. So that's slightly smaller than what was at Silos and combined the office and workroom into a shared space. The cafeteria um we understand has been a challenge to fit as many students as you all want. um at some of your other campuses. So that is 4,500 square feet, slightly larger than Silos Elementary School. The gymnasium, we understand, is a very important space in your community. And um so we have attempted to uh to strike a slightly uh common ground. It's a slightly smaller basketball court than y'all have done in the past, 50 by 74. Some of the other campuses are 50 by 84, but we're cutting that space down um to try and make best use uh of that to fit all of the students um but
029to also reconcile uh the square footage for the overall program. Uh 40 general classrooms. We had talked about the uh possibility of having some collaborative spaces. We are not accounting for any of those in this overall program. We have steam and tech apps classrooms. Those are very uh critical spaces to your programming and the rotations that students are doing. But we understand that uh the science classrooms aren't being used for science. So uh y'all uh we discussed going to a science cart model. So science is basically being brought to the students in their classrooms with these materials. Uh the fine arts currently have a shared art and uh music space. We understand that these are uh important activities and sometimes they're sort of talking over each other and so we have broken those out as
030separate rooms. Increase the storage and music for you all to be strings ready which we understand is a priority. For special education we have uh an ALA suite ECSE and behavioral classrooms and all of those are self-contained. We have uh small classrooms for the upper and lower resource inclusion rooms, no uh reading room or content mastery classrooms. And again, we looked at combining those uh office spaces and teaching spaces. For example, the speech therapist is in a small speech classroom. Um the occupational therapist in a sensory room and the dyslexia specialist in a small classroom. Do y'all have any questions? >> I just have a qu there seating and the gym. >> So we >> bleachers in the gym. >> So one of the models that we looked at was the combination of a dividing
031wall between the cafeteria and the gym. Um by combining those two spaces adjacent to each other uh that allows for room for seating for spectators also if uh if the cafeteria is not being used. Making the court slightly smaller also gives you the possibility to put additional seating if the cafeteria partition is set in place. So there will be a number of it but it could expand if the cafeteria is not And you can expand that seating. >> I just I mean my personal thing here, we don't want to build gyms without seating. So we I want to make sure that >> or gyms that we can't use for other reasons. Was there a space limitation based on property limitations that are driving some of these decisions? >> No. I of right now it's going
032to be a cost per square foot. Again, as we as we develop the program and that's one of the discuss discussions we had um there's a number on the square foot right now, right? As we design it, those numbers can go up and down. U the layout can change, but u currently we don't have a space limitation on the site. It's nearly 40 acres of land. So in terms of area, we're not limited by it. It's just being a little pragmatic about the uses and not just providing a space to provide a space, but flexibility. It could be a dual purpose is also shared by some support spaces and not just allow them to have one classroom by itself. So, a lot of those conversations have happened where you create some efficiencies in the plan.
033I mean, I like the idea of the lessons learned so that we get to a programming document that kind of applies to all elementary schools moving forward so we're not having to reinvent our programming every time. But the the gym is a concern of mine as well too. We've got a couple of those on in the district already that are, you know, don't have a lot of space. I mean, we'd have to see the schematics to see what it looked like. So, >> and again, right now, the focus of this document, right, is the port size, which is still uh a good distance. It's whatever makes that gym around it to allow that that space to to live passageway and features to be in place. >> Any other questions on >> Yeah, it is it
034is still a a good size gym for a elementary campus and they will still be able to do the you know the little dribblers games in in a gym like this as well. I don't know that's important for our community. >> Yeah. And I'm just going to reiterate and we've talked about it a bunch of getting to where what Matt said where these are cookie cutter and we're just making enhancements off of we just built silos. So like what's what did we miss there and we're just making improvements versus hey this isn't from scratch building a whole new one again and again and again. >> Correct. And obviously it could change based on the property that we purchased for each one of these. But the programming itself shouldn't change that much you know. So, >>
035anything else? >> All right. So, thank you. Thank you. >> We'll move on to the financial briefing with Miss Hermish. >> Good evening, board president, board members, Dr. Kaos. Here is just a a glimpse at our financials as of the end of December. Um, as you can see on here, probably the biggest highlight is that we start collecting tax revenue in December. And so we start to see our revenues um increase both in the general fund and in the the debt service fund because we we have brought in some funds. So as of the the end of December, we are about 50% collected on our budgeted revenues. So, doing well and better than we were at this time last year. Um, part of that is just due to us being a little more um specific
036about posting things on the exact day we received them versus posting them when we got back from Christmas break. So, I think we'll see it level out through January and be right on track. Um, our levy for tax revenues came in just a little bit better than where we were when we budgeted. So, I think we're looking looking good as far as tax collections go on both sides. Um, we are at about 32% spent right now and we would expect to be right around 33. So, we are also sitting well on expenditures for being about 25% of the way through the budget year. Um, child nutrition is is a little bit under spent at 28% and I think some of that is due we have some positions budgeted for the opening of Creek View that
037we are about to to post and on board so that we can get some staff in to train um prior to the opening and so so that will um start to increase some of those expenditures in that fund. And then in the debt service fund, we did again start collecting revenues um from taxes, but we also received that additional state aid for the homestead exemption, which was a little more than we had budgeted as well. And so we'll be able to see that as we scroll through the the sheets. Um and so looking looking just at at the general fund again on the top part, the most exciting part on here is the revenue coming in. And so you see the tax collections in that local piece. And then for state aid, we're also about
038halfway a little more than 50% collected in our state aid so far. And again, right right on track on the expenses as well. And then on the child nutrition piece, like I said, probably the bigger thing on here is just that we're at 28% of expenses knowing that we have some capital projects with some walk-in coolers that we'll be replacing over the summer. in addition to those salaries that are going to come on board for Creek View. And then on the debt service piece, um again, we you see the local revenues, the tax revenues, the first line. And so we've collected almost 50% of the taxes that we were anticipating and then 7.7 million on the additional state aid for the hold harmless, which is over a million dollars more than what we had budgeted.
039So, so that's helping a lot. We will have no expenses yet in debt service, but we have our first debt service payment is in February and it's around 22 million and so we are in good shape with about 28 million in that fund right now to make those payments. So, so sitting in a good place going into bond 23. Um probably one of the bigger high we're you're not seeing a ton of changes on here except for things move from encumbrance to expense. Um, but we middle school 3 is probably the most significant and that you're seeing we've used most of the 15 million. We have a probably after this month we'll have finished using bond 23 and we'll start moving into bond 24 funds for the rest of middle school 3. And then we're
040still um doing well with our bond interest. We have 13 million um reserved outside of arbitrage and we're still putting about 450,000 or so a month into the interest account. And finally on bond 24, again, we you see some incumbrances there, but not a lot in the expense section outside of the stadium improvements um that we just talked about. Um but you're going to start seeing some middle school draws come through there probably in the next month or so. And again, down on the interest piece, we are splitting between the Prop A and Prop B. and we we're still put we're putting about $480,000 a month in in the interest. So, so doing well and will provide us a little bit of cushion as we go through um working through the projects. Do you all
041have any questions? >> What was our arbitrage liability on the 2023? Where were we at on that one? It's about right currently we're sitting at about 8.3 >> okay >> million and so we won't see that with bond 24 as much because we didn't sell correct really low and then make high so you're not going to see as much arbitrage going forward but we are still seeing it on bond 23 >> any other questions thank you next is the superintendent briefing with Dr. Thank you. Yeah, HB opened up a new store over off of 211 in Calabra. And the the best thing about it is it's part of our school district. And so they they they uh reached out to us and asked if we could have some of our students come over and celebrate
042the opening. So we had our you can see we had our cheerleaders and our some of our choir students that were participating in that opening. And so they did an outstanding job of representing our district. HB also uh donated $15,000 to our education foundation. So um very grateful for for for them and their their partnership and their support of our school district. Um, Lera. So, Lera this month had a teacher that was recognized by KAT 12 as the educator of the month, Linda Rodriguez, who's a fourth grade teacher. So, congratulations to her and thank you to her for all that she does for our students. Uh, this this past month or this month, beginning of this month, was uh National Law Enforcement Appreciation Day. So, our campuses did a a great job of of recognizing
043our our police officers and our marshals. And so, we're very grateful to all of them for all that they do to help keep our district safe. Uh, one of our volleyball players, Meline Salazar, was earned a Valero Almobile scholarship. And so um you know she not only does she exemplify excellence on the court but off the court as well as she is part of the National Honor Society and is a member of the student council. So congratulations to Meline for receiving this scholarship. Then we have our go-kard recipients for this month as well. So you can see we had quite a few there. Again, thank you to those employees that are taking the time to recognize uh their colleagues throughout the district. And then we also have our employees of the month listed there for
044the for the month of December. And again, we're grateful to all of these U employees um for all that they do, you know, for our kids in this school district. And then lastly, we have our enrollment update. So, as of the 16th of this month, you can see we're a little over 10,500 students. Thought we would grow a little bit more after the after the uh break, but we're still it's still going on the up, right? Still going. It's still increasing, but not not as fast as I thought we would, but it's still increasing. Any questions from the board? >> Thank you. We'll move on to discussion and possible action items. First on the list is consider approval of consent consent agenda items. Dr. Kos. >> So consent items are listed on the agenda. They
045include the minutes from the regular board meeting on December 18th, 2025. It includes TASBY policy update 126, laptops purchase, Chromebooks purchase, interactive viewboards, -ate category 1 contract award, and then category 2 contract award. All information has been provided to the board on these items. Open it up for any questions. >> Anybody want anything pulled? >> Okay, I'll look for a motion. >> I'm Matt Calleone. Move to approve the consent agenda items as presented. >> I have a motion. Do I have a second? >> I Joe Beer second the motion. >> I have a motion and a second. Any further discussion? Not. All those in favor raise your hand. All board members voted for and the motion carries. Next, we have consider approval of board resolution adopting a period of prayer and reading of the Bible
046or other religious text on each school day and at every campus for students and employees pursuant to SB11. Dr. Kaos. >> Yes. So, under Senate Bill 11, which was passed by the 89th te Texas legislature, a school district may adopt a policy requiring each campus of the district to provide students and employees with an opportunity to participate in a period of prayer and reading of the Bible or other religious text. On each school day, each board of trustees of the school district shall take a record vote between September 1st, 2025 and March 1st, 2026 on whether to approve the board resolution regarding Senate Bill 11. Administration recommends that the board does not move forward with this implementation of Senate Bill 11. Although we believe in the value of religious instruction, we also understand that the
047responsibility for religious instruction lies with students, their families, and their local faith communities, not with public schools or the state of Texas. If if SB1 is passed, if y'all do uh decide to move forward with the implementation of SB11, uh we're going to have to um look at the the school will be required to to track consent forms. We'll al also have to designate non-instructional time for prayer. We'll have to identify private prayer spaces and then ensure non-participating students are not coerced to pray. So what you have to So we have a a resolution in place, right? A resolution presented tonight uh that says we would move forward with the implementation of Senate Bill 11. So you have to vote, you have to take a roll call v vote on whether you approve moving forward
048with that or do not approve moving forward with that. Open it up for any discussion that the board might have. Any discussion? Okay. In accordance to to requirements of SP1 11, board of trustees are required to take a vote on whether to establish a period of prayer and for the reading of religious text through a resolution. Um we will proceed with a roll call vote. Board members state for or against. Mr. Watis >> against. >> Mr. Bonnie >> against. >> Mr. Beer >> against. >> Mr. Castigleone >> against. >> Mr. Nash >> against. Miss Lee >> against. I >> I Nathan Fillinger vote against. All board members voted against and the motion fails. >> Next we have consider approval of a one-year extension to contract with AIT for audit auditor services. Miss Hermish. >> Yes.
049So the district um selected ABIP through a formal request for qualifications to provide the annual financial report in single audit. Um the original um RFQ for this had a annual agreement with the option for two additional renewals. And so we've hit the end of the three-year original period of the contract and are recommending that we move forward with the first of two annual renewals. And so the anticipated cost for services is $54,700 plus any out-ofpocket costs that they might incur. And there was a copy of the engagement letter provided in your board packet. And I can take any questions that you might have. >> What was it last year? Do you remember? >> Like about $1,000 less. >> Okay. >> Yeah. >> Based on the review we had, it seemed like they did a very
050thorough job. Good job. So, from is that your opinion from the administrative side that that they did? >> Yeah. >> I mean, they seem to work well with everyone here. So, >> they're very thorough. Um Jennifer is not here tonight, but she would tell you that they request a lot of information. >> Well, that's what we want. So, >> yes. No, we do want that. And so, it is they they've done a they've done a good job. Um they're also pretty knowledgeable on new Gazsby laws and things that are implemented. And so it's it's been a positive experience, I think, working with them. >> Any other questions? Now, I'll look for a motion. >> I blame Nash move to approve the one-year extension to the contract with Abip for auditor services as presented. >> I
051have a motion. Do I have a second? >> I want to second a motion. >> I have a motion and a second. Any further discussion? None. All those in favor, raise your hand. All board members voted for. And the motion carries. Next we have consider approval of Medina Valley Independent School District order calling a trustee election for the two at large positions and single member district number five to be held in May 2nd 2026 sorry May 2nd 2026 general election. Dr. Kos, [laughter] >> this one's pretty straightforward, right? We we we have an election in May and this is the um the order to to start that process. >> Any other questions? No. >> I have a question real quick. How often do we have to restructure our our districts based on population growth? Is
052that >> it's done uh with the census every 10 years? Okay. Yeah. >> Okay. >> Any other questions? Now, I'll look for a motion. >> I, Matt Castle, move to approve the election order for Medina Valley ISD calling a trustee election for the two at large positions in the single member district number five to be held in the May 2nd, 2026 general election. >> I have a motion. Do I have a second? >> I, Jason Bonnie, second the motion. >> I have a motion and second. Any further discussion? Not all those in favor, raise your hand. All board members voted for and the motion carries. Next is consider approval for purchase of police department vehicles. Mr. Hermish. >> I know we're playing up and down today. Um so in December the board approved the addition
053of four addition approved the addition of four police officers for the district. And so this item is brought to you to equip those police officers with vehicles. Um pricing was competitive competitively procured through the tips purchasing cooperative and the the board we are administration is recommending that the board approve the purchase of police vehicles from Lake County Chevrolet in the amount of $233,89860. And I can take any questions that y'all have. >> Yes sir. uh these uh vehicle purchases these are upfitted and everything with the whole package that that is necessary for the police officers. >> Yes, I believe so. Ellis, >> any other questions? If not, I'll look for a motion. >> Uh I, Ben Watis, move to approve the purchase of four police department vehicles as presented. >> I have a motion. Do
054I have a second? >> I Jason Bonnie second the motion. I have a motion and a second. Any further discussion? Not all those in favor raise your hand. All board members voted for and the motion carries. Next, we have consider approval of the 2627 academic flex calendar. Mr. Maduro. >> Good evening, board president, board members, Dr. Kaos. Um, we are presenting the flex calendar for next school year. Um, just contrary to anybody's belief, our flex students still go the required minutes. It's just we're giving them time off because we have the extra minutes. So, this is what we're presenting that next year they would only have six flex days. Uh, two in, uh, April and the other four at the end of May. This will allow the high school staff to focus on those that
055still are on the separate track uh, prior to summer school uh, starting, but it still gives us minutes to play with in the schedule next year. >> Any questions? I'll look for a motion. I, Matt Castle, move to approve the 2026 2027 academic flex calendar as presented. >> I have a motion. Do I have a second? I >> Joe Beiger second the motion. >> I have a motion and a second. In further discussion, not all those in favor, raise your hand. All board members voted for and the motion carries. Next, we have consider approval for purchase of portable buildings. Miss Hermish. >> Okay. So, we administration has taken some time to look at our growth needs for next year. So, and in making this recommendation, we did look at the demographers most recent report. Um,
056in particular for our elementary and middle school populations. Um, and we also then looked at what their staffing recommendations for each of those campuses would look like for next year based off [snorts] of the the demographer and the sta current staffing that they have. And so, our current recommendation is to add two additional portable buildings at Leera Elementary. Um we're projecting that they're going to have four additional teachers next year and so that would be pretty much just enough to get them get them started. Um we are planning to to fit that space for four additional portables should we need to add more um especially going into next school year but would like to start with the purchase of two. Um in addition we are asking for a portable at DAP. Um, as you all
057have seen, the numbers at DAP have gone up as our enrollment's going up in addition to legislative changes and mandates for sending students to DAP for for vaping and other and other things. Um, and so this will give them the capacity um that they are looking for at at there where we're not combining too many kids into any particular space. Um and then the the fourth portable would be at Creek View um in the in the lower parking lot area for a transportation hub. And so we've talked about that a little bit as an advantage to the district to recruit um drivers from the northern part um as well as to prevent some of our buses from having to travel through through the traffic to get back and forth to to here when when they're
058servicing the areas on the north side of the district. And so we we are looking at those four each of these portables would um contain restrooms. We or at least the space for restrooms. We're not planning on hooking up restrooms at Lera just because of location. Um it it would not be possible to do that. Um but the cost per portable is $123,210. And these were procured through um the byboard purchasing cooperative. and the quote was from Ramche. So, we are recommending the purchase of the four portable buildings from Ramtech in the total amount of $492,840 and I'll take any questions. >> Any questions? If not, I'll look for a motion. >> I, Joe Beiger, move to approve the purchase of portable buildings as presented. >> I have a motion. Do I have a second?
059>> I want to second the motion. >> I have a motion to second. Any further discussion? Not. All those in favor raise your hand. All board members vote at four and the motion carries. The time is 651 p.m. And the board of trustees will now convene in close session as authorized by section 551071, 551074, 551076, 551089, 551072 of the Texas Open Meetings Act to discuss agenda items 6 A through D. No action will be taken in close session. The board is now in close session. The board is reconvening into open session at 8:07 p.m. For record, no action was taken in close session. Uh, next on the agenda, consider consideration of future meeting dates. We have a special board meeting scheduled for Monday, January 29th, 2026 at 5:30 p.m. And the next regular board meeting
060is scheduled for Thursday, February 26, 2026 at 6 p.m. Last on the agenda is adjournment. I'll look for a motion. >> That's not right. Hold on. >> January 29th is Thursday. >> So it's Thursday. Yeah. Yeah. So, the special board meeting is Thursday, January 29th, and the regular is February 26th. Okay. Last is adjournment. I'll look for a motion. >> I'm Matt Castle. Move to adjourn the regular board meeting at 8:08 p.m. on January 26, 2026. >> I have a motion. Do I have a second? I >> Jason Bonnie second the motion. >> All those in favor raise your hand. All board members voted for and we are adjourned. Thank you.
