Is he good? >> Okay. All right. We're going to go ahead and get started. I call this Medina Valley ISD regular board meeting to order at 6 PM on November 20th, 2025. We have a quorum of board members present. Absent board member is Mr. Bonnie. We'll begin with a pledge of allegiance followed by a moment of silence. First on the agenda tonight is a public hearing concerning the financial integrity rating system of Texas. Miss Harish. >> Good evening, Mr. President, board of trustees, Dr. Kaos. Um so so tonight we're going to begin our meeting with the first rating and public hearing. So this is an annual report um that that we provide and and also do the public hearing with. Sorry, I'm looking for the clicker or you want to >> is it here? >>

It's coming. [clears throat] >> Thank you. Sorry about that. Um, so this is this is the financial integrity rating system of Texas. And this really just takes a look at our um past financials um to ensure basically these two goals. One, that public schools are held accountable for the quality of their financial management practices. Um, and two, that we're managing our resources um in the best way possible to ensure that we're putting as much money into direct instruction as as we can. And so we're this rating is determined there are 21 indicators um that districts get measured on. The first four of those are considered critical indicators and if you fail any of those four then you fail completely. The and then there are four others um that are have ceilings attached to them. So

if you fail one of those, the max score that you can get is is according depending on the indicator. And then it's based on a 100 point scale with an A being your superior achievement. And then I would just also point out that this is based on our 23 24 school year data that was audited last December. Um so it does it is kind of a lagging indicator so to speak but also something that we really watch when we adopt the budget to ensure that we um will pass all of the indicators. [clears throat] And so I'll kind of go through most of these kind of quickly um as as we we pass or exceed and get all of the points on most of the indicators that you see. The first four are really related

to compliance. And so these are going to be finding getting your audit done on time. Um having an unmodified opinion, so a clean audit report, making sure you're making all of your payments and turning everything in in time. And so as you can see kind of in the chart on the right, most school districts in the state of Texas pass pass these indicators because these would cause you to automatically fail if you did not. Um the next and sorry the numbers are a little wonky on here. I thought I fixed that earlier. Um but the next um five or six indicators on here are really measuring your ability to meet your obligations. So there are indicators re um related to your cash flow, related to your fund balance, um your ability to cover short-term debt.

And so with each of these indicators, we passed or received the maximum 10 points um on each of them. The next set of indicators, um, the first one is really looking at budget. Um, and so there are a couple in here that do that. The right now, indicator 10 is not actually, um, being evaluated. Um, but it really is measuring that when you're projecting your revenues that you are coming within 10% of of that. Um and so as we looked through 23 24 we were within 4%. So had it been evaluated we would be making meeting that indicator as well. Um and then you have the one that we really talk about and it's indicator 12 is our debt to future debt repayment. So our property values compared to our debt payment. And really, this

is the one where a fast growth district is going to struggle the most with. And it's really because they're not considering any of your growth in that calculation. So when it looks at your future debt repayment, it's not looking at your future property value growth at the same time. And so on that one, that is the only indicator that we lost points and we um receive four out of the 10 points for that one. And I also would just point out that 23% of districts in the state also lost points on this indicator. So it's it's definitely probably the one that that lose it is the one that loses the most points um for districts. The number 13 there or the last one on there is the administrative cost ratio and that's always something we

watch as well again to make sure that you're putting as much into instruction as possible. Um, and for a district our size, we needed to be below 10% and we're well under that at 7 and a half. The next set of of indicators are a little bit varied and some of these have been added um over the last couple of years. Um, but it's again like it's I guess it's 16 15 on there with ADA. Again, it's related to budgeting and it's making sure that we're getting our pupil projections correct with TEA um because that affects our payments that we're getting um throughout the year. And so with that, it's a little hard in a fast growth district actually to always have your P pupil projections accurate because because we're changing so fast and growing

so fast, but we still were able to get the full five points um on that one as well. And then the next the last two on this page are related to the audit. So again, it's making sure our audit submission matches our PE's data and that we didn't have any material weaknesses for internal controls. And the one at the top of this page also is is that we don't have any issues with non-compliance as well. And so those are all related to the audit report. The last couple indicators talk about um having all of our information on our website and we do a good job of keeping that up to date. Um and then um I wanted to point out kind of the second from the bottom is is to talk about property values at

our board meeting prior to budget being passed and we do that in our workshops. But but that is partially why we do it. Also, it's a pretty um important discussion that we have in the district with the values growing and and working through that. Um and then obviously we didn't have any repayment schedules as well. So, these are kind of just kind of a quick snippet of those indicators. TEA has these posted on their website and you can drill down and actually look at the calculations on each one if you um need additional information on any of them. We obviously we didn't fail any of the critical or the ceiling indicators and the only one that we lost points on was indicator 12 and that gave us a score of 94 out of 100 and

we continued to maintain the superior achievement rating. This is just kind of a quick snippet of districts throughout the state. So over a thousand districts in the state and 85% of those receive a superior. Um that number used to be way closer to 100. So I can say that they there are definitely it's gotten a little more a little bit harder um to some extent to get all of the points but but still 85% of districts are doing well um throughout the state. And then the last piece of this report is that we have there are um five different disclosures that we have to also make. And the first is just presenting the superintendence contract or posting it on the website. And so we have that um posted on the district's website. The second piece

and these were attached in your folder are just travel reimbursements. And so for for the 23 24 we did have board members travel to a conference. And so there was about $1,000 a piece um for lodging and the registration fees for that conference. And then the last three we didn't we didn't have any any of none of these applied. So there were no compensation or fees received by the superintendent. There were no gifts. Um and then no business transactions between the school district and board members. And so with that, I will ask if you all have any questions and then if you'll open it for public comment. Okay. >> Do we have any public comments regarding the first report? >> If not, thank you. >> Thank you. >> We'll move on now to student staff

recognition and we'll start start with star students with Loma Alto Middle School. Miss Lopez, Mr. Lopez. Good evening. I'd like to introduce uh our star students. Um we uh talked to all faculty and all grade levels to uh make determination on some students that uh either uh shined academically uh or uh with character. Um so first I want to introduce uh Jordan Encina um in his category. He got selected for CA uh for character. Uh Jordan is a kind student and demonstrate qualities desired in and out of the classroom. Uh next U Mr. Tor Jake Jake Torres um in this category of academic excellence. Jake is capable and diligent completing his assignments with care and creativity. Jake works well individually and with groups of peers. He is respected and polite uh to both teachers and

students. Um and then we have Sophia Rios Okmpo. Uh she also got nominated uh for academic excellence. uh consistently performs at high academic level and demonstrates a strong work ethic. Um and then uh each uh student would like to read something to you guys. Go ahead. >> You use your uh your outside voice. M >> M Mr. Mr. Lopez, have them come up to the mic. Come up here, sir. Yeah. Just get closer to the mic. I believe that I got student of the month because my leadership, kindness, and responsibility in my classes. I am very kind to my peers and teachers. Whenever teachers seem to need help, I always ask them if they need me to do anything. I help my peers by explaining something to them whenever they don't understand the topics we

are covering in class and helping in any way possible. I am responsible by being punctual to class and helping in the cafeteria by throwing away throwing away trash. [applause] All right, there you go. That's from the board. And then just go back right up there. Next, >> my name is Jake Torres and I'm honored to be nominated for Loma Alto 7th grade student of the month. I want to thank my teachers for choosing me. I try to set an example and be a positive role model for all my fellow classmates. The way I show this is by participating in extra school activities like UIL, advanced theater, and athletics. I make sure if someone wants to be heard, they are heard and included. I'm very committed to keeping my grades up no matter what. Most importantly,

I show a good character every day and make sure people can count on me. I want to encourage all students to do the same. Thank you. [applause] >> Hi, I'm Sophia Rio. I'm very grateful for being recognized as the student of the month for October. Honestly, this comes as a surprise when I see um the field of my fellow classmates. It's truly an honor. Nonetheless, this award will certainly boost my motivation as sometimes the love of learning is not enough, especially when it comes to putting great effort and dedication to my studies while sacrificing for some other fun activities. I understand that earning this award also comes with responsibility of serving as a model to the other students not only in academics but I also consider sports as an area where discipline and resilience has

been the elements of attaining decent results. Every subject every period is cherished by me and I demand my whole focus to come along in my learning adventure. I appreciate Mr. Lopez for the consideration of this award and look forward to continuing to improve thus resulting the future in considerations. Thank you again. >> [applause] >> parents getting the assignment. It's okay. Congratulations. [applause] >> All right. Next, I'd like to recognize our PLC of the month. Um, and you know, PLC's been a big part of our district and the importance of making sure that we're collaborating uh together uh as a a campus to make sure that we're providing the best opportunity education uh for our students. Um, you know, this year we have, you know, really great teamwork uh going on. Uh but uh our eighth

grade math team uh comprising of Miss Gigax, Miss uh Riley Jones, and Miss McCutchen. Um you know, they really shine in the and in and honoring all parts of the PLC uh working together looking at student data and making sure uh that they're able to adjust anything uh for the benefit of the students. So I'd like to welcome them, come up and welcome and congratulate them. [applause] Thank you so much. So, so hold on, hold on teachers, before you leave, there is a video we want to show. So if y'all want to turn around and >> PLC is the fact that [music] every day we work together and we talk about what TESS our students are going to be learning, what ways we're going to be teaching them. I think PLC is like the defining

force to a healthy open communication collaborative environment amongst just the teachers which then we can then share that love with our classes. We just take the best from everyone and we're able to give it to our students with the support of strong like-minded individuals. We were able to come up with this really really like strong force that has a lot of heart in it. We meet every single day to talk about this. It doesn't end when we walk out the door of that room. It's a continual process where we're constantly looking for improvement on every little aspect. Making sure that our critiques are what we're focusing on for our students and really focusing on that student growth the whole time. No teacher can do this alone. Like it is way too hard. Us all three

of us together working as a team. We're able to pick and poke everybody's brain to the fullest extent and get the most benefit out of it. I just think that's such a beautiful thing to be able to have a team that we all are so open to constructive criticism. We're all open to trying new ideas [music] because our main purpose and our main goal here is to help the children. PLC is the [music] fact that every day we work together and we talk about what TESS our students are going to be learning, what ways we're going to be teaching board members, guests. So, I have the honor of introducing our district holiday card artwork winners for this year. So, um, as director of communications, this is something that we send out districtwide, right? We have

over 10,000 students in our school district. And so, we receive hundreds of pieces of artwork every year to go through. And I'll tell you, it's a very, very tough process to narrow down and select the winners. Um, but I am honored tonight to introduce our two winners. We have one for elementary and one for secondary. Um, and so our elementary winner this year is Adriel Guardo from Petranco Elementary and she is a second grade student. Um, so again, out of all those grade levels for sec for a second grader to be one of those, you know, that top performing uh student, we're really excited to recognize her tonight. So, [applause] >> I know it's hard for you to see, but this is the actual picture that she drew. It's awesome. Yeah. Awesome picture. Yes. >>

Perfect. So, we'll get one. We're going to do one individual and then we'll bring up our secondary. Yeah. Perfect. [clears throat] Awesome. You stay right there, Adriel. So, now I'm going to go ahead and introduce our secondary winner, um, who is from Medina Valley Middle School. We have eighth grader Brooke Woodbury. And I do want to say um I I shared this with her and her family earlier, but out, you know, I've been here for for a few years now, and this may be my personal favorite of all of the all of the entries that we have ever received. Beautiful um artwork, very detailed. So, we're again excited to recognize her tonight. So, [applause] >> [laughter] >> second one. >> Yes. Go ahead. [applause] right in the middle. >> Good evening, school board members. Thank

you for the opportunity to speak. It is my privilege to formally recognize an exceptional educator and leader, Miss Denise Robertson, named the 2025 Texas Association of Gifted and Talented Educator of the Year. This distinguished honor sponsored by HB is awarded annually to a teacher who demonstrates exemplary instructional practices and unwavering commitment to meeting the academic, social, and emotional needs of gifted students. We are proudly that this level of excellence is represented here at Lacost Elementary. On behalf of Medina Valley ISD and the Lacost Elementary community, we offer our sincere congratulations to Miss Robertson on this truly welldeserved recognition. Her dedication, her professionalism and passion exemplify the highest standards of education and we are honored to have her here as member of our Lacass school community. Thank you. [applause] >> Keep it short. >> No, you

got to get in there. Yeah. [laughter] Yeah. Since Yeah. Just >> Do you want the teachers in there since your family's not in there? >> Yeah. Your family? Yeah. Oh, yeah. Your school community. Miss Jasinski, you want to get in there? Yeah. >> Miss Bernard, you want to get in there real fast? Just run up there. Oh, I'm just uh Okay. Yes. Yeah. Come on. Get in there. >> [applause] >> Thank you. That was beautiful. Okay, we'll move on. Next on the agenda is public comment and we have one person signed up to speak. So, Kelly Vanickle, >> don't worry about that. Yeah, don't worry about it. Good evening board members. Ma'am, um I'm coming to you today to talk about a policy and everything else that was in enacted uh due to House Bill

0241481. Uh I know it thrust a lot of uh heartache onto the district as well as you know many many families uh across the state of Texas. Uh well, I'm personally for the for the um thing about keeping cell phones out. Uh it has become more of a problem uh enforcing this than it has become a deterrence. Uh specifically it talked about cell phones, smartwatches, tablets and electronic devices. Uh its purpose was to reduce distractions in classes, increase student engagement and allow teachers to focus on the instruction. This last part I think is has become a failure uh for the district and stuff and not because of uh you know anything that's been done and it's just unfortunately the way that it's having to be taken care of. Um you have two two documents that

y'all that y'all go by. you go by the student um code of conduct and also the Medina Valley um uh student handbook. Uh unfortunately th those two um uh documents contradict each other. Uh in the um uh in the student conduct um handbook the uh what do you call it? Uh the consequences and everything else uh go and I'll read them off off for you and stuff. I'm sure you probably don't have in front of you. But the first offense is device taken student pickup lunch detention uh for two days. The second time the device is taken, parent pickup and one day after school detention. Uh the third time is device is taken, parent pickup, one day of ISS, uh um some some exemptions for things that are going on after school and also a

parent meeting. The fourth time is device is taken again, a parent pickup and three days of ISS. Uh and the same as as far as the exemption and parent parent meeting and stuff. the fifth time the device is taken, it's a parent pickup and the child is sent to 15 days for DAP and stuff. Uh looking at the thing, I found that a um uh for having an ecigarette, it is 10 days of um DAP. I find it's kind of crazy that we go from for 10 days for for something like that that's you know not not legal to 15 days just straight off the bat. Um, and I know that, you know, when you look at it, it's you say that, hey, well, five times is kind of excessive and stuff, but it's not

for using the device in class. If it was the device was used in class and they were caught, I totally understand that children are being uh um addressed and everything else and basically being disciplined for having it in their hand, uh, being seen in their bag. Uh, just today and everything else when I was meeting for a different meeting like that, two parents came in, one had their child had it in their bag and stuff and it was saw. it was wasn't seen. It was seen uh by a teacher and stuff and so they were they were they were told to give up the phone and they had to come pick it up and stuff. Um couple people were on forth there's you know I' I've heard stories of somebody already in DAP for a

phone. Um what I'm asking and and then when I see the contradiction if you go to the the handbook and everything else the fourth time uh for secondary disciplinary thing it says devices complicated store for parent pickup after school will serve additional days of ISS for each effects. So, one document says um uh ISS for each of the and the second one says uh three days right off the bat. So, I'd like for y'all to look at that and try to figure out which one y'all would like to go to. Uh what I would prefer is that if we look at the um code of contact uh on page 13 and stuff and it talks about um um um where'd it go [clears throat] here? Sorry, I got lost. tiny print and then else it

talks about things maybe may be done and stuff and the word maybe means that it doesn't have to be but right now it seems like teachers are are making it must and stuff so every time that anything else a child has some kind of electronic device they're thinking that it must be done uh the reason I'm here is my my child had a pair of earphones in her hand uh during lunch was not using them did not have them connected to anything else but they treated it as such that it was an electronic device being used and you know being disruptive in class and that was not the case. What I'm asking for is latitude and everything else from y'all to allow the vice principles to look at these um incidents case by case and

allow them to decide what kind of punishment uh should fit the crime. Uh inside the manual, you also talk about different techniques on page 15 and 16 uh for alternative punishments. You talk about assignment of school duties, uh picking up trash, uh or cleaning up things around the school, I think would be a much better use of some of our students time uh versus ISS or or DAP. Um you also talk about other strategies and consequences that are determined by school officials. Right now, these do not seem to be determined by the school officials. uh they feel like their hands are tied and this is coming from some of the school officials I I've I've uh talked with and they said that you know we have to follow the policy and the board set the

policy which is why I'm here today because they they don't want to go against the policy and I don't think they realize that there's like I said the word may and any else is in there which means that it's not an absolute and so what I'd ask is that you please look into these documents talk with the with the administrators and allow them to you know make those determinations and not say it's an absolute must and let's try to keep kids at out of DAP. I just don't feel like the alternative school is a place for somebody who has a cell phone. Now, if they're in the classroom on it all the time, absolutely. I get it. They're there's they're just not they're not listening and stuff. But for those kids that are, you know,

have it in their possession or it falls out or something like that or, you know, not using during during a time period and stuff, um, I ask that you please look into it and see what alternative means, whether that be using your coaches, uh, other other programs like that to help them, you know, figure out what they need to do in order to to, um, uh, keep themselves in the right path. That is all I have. >> Thank you very much. So, moving on, next on the agenda is board committee reports. We'll begin with the finance committee with Mr. Nash. Good evening. The finance committee last met on November 12th. The committee consists of myself, Nathan Fillinger, and Suzanne Lee. Um, the following items were discussed. We talked about construction updates and uh purchases that

are going on in regards to those construction updates. Most of that is being funded out of the bond. Um we talked about the first rating report which was presented earlier in this meeting. Um we talked about the current status of the 2024 2025 financial audit which there were some delays with the government shutdown and some things. So that report is going to be delayed. Um we got budget updates for this current fiscal year. Um, we talked about a budget amendment, um, which will be presented later on this evening in this meeting. And then the other thing we talked about was just some other purchases for Creek View High School. Um, and then some other district-wide purchases for mainly buses and some other district vehicles which are also on the agenda for later this evening. That

was it. >> Any questions? >> If not, we'll move on to the construction committee with Mr. Beiger. All right, good evening. The construction committee met on November 12th. Uh members consisted of myself, Matt Castalon, and Ben Ward. Uh and we discussed the following items. Uh first item was around Medina Valley Middle School number three. Uh where we stand with the project progress and uh that we still stand on or still on schedule. Uh next item was elementary school number seven. uh discuss the meetings that that the districts had with Alamo architects uh around priorities of the new elementary uh plan tours that they have with other districts uh and then a required cultural resource investigation that we have to we have to do. Um next item was around County Road 482 property uh and the

proposed West Texas Gas easement and the progress of the CPS easement. Uh next item was in regards to Medina Valley High School and the progress on the new batting cages and new scoreboards uh for both the baseball and softball field. Uh next items were around uh Creek View High School. Uh first was around purchases that for fall athletic equipment, CTE welding equipment and band instruments and uniforms. Next item that we discussed was around text dot and moving from a LOSA agreement to a AFA agreement and the requirements for that. Next item was around Dr. Horton the Dr. Horton agreement uh for the road work there at on Petranco. And then next item uh was the additional pedestrian study on County Road 381. And next item around Creek View was the G9 building. and uh the

project changes. And then the last item outside of finance updates was the Medina Valley High School HVAC and the MEP design engineering plans. That was it. >> Any questions? >> Not we'll move on to safety and security with Mr. Watis. >> Uh good evening. Uh the safety and security committee uh met on November 13th. Uh the committee consisted of myself, Blaine Nash, and Matt Castalone. Um we were all in attendance. The following items were discussed. Uh we discussed against again the uh police department updates uh safety project updates consisting of district security cameras uh in the district as well as the access controls uh campus security upgrades uh regarding our safety film on the windows um and metal detection devices. And we also discussed the TEA campus security walks, the four the audits. Uh four

completed and all passed. Uh an additional item. And finally, uh we discussed uh the Creek View High School uh logos uh regarding the 3D catads. And that was it. Any questions? Okay. And we'll move on to the curriculum committee with Miss Lee. >> Okay. Uh we met on um November 13th and in attendance was myself, Matt Castani and Joe Beer. The following items were discussed. The tiered model instruction instructional model explain the three tier instruction model begins with direct teach to all students then proceeds to small groups to target instruction from gaps to gains. Example of daily class schedule incorporation of blended learning resources for blended learning. Third would building principles presented how principles impact student achievement. Instructional leadership has great impact on learning and to support teacher expertise. Instructional coaches, there are two coaches

per campus. They facilitate PLC's observation of teachers with followup uh model teaching in the classroom. They facilitate MAP testing. There's weekly bi-weekly meetings to support coaches to provide training to support teachers. Academic coordinators. They provide support for campuses through professional development. Develop and maintain curriculum. Classroom management support. Intensive boot camp for campuses. They're to they are preparing for improving student achievement. Logos were presented that showed examples of additional high school logos for Medina Valley High School and Creek View High School. >> Any questions? >> Okay. Okay. Then we'll move on to the construction briefing with Mr. Barry. >> Good evening, Mr. President, members of the board. Dr. Kaos here with me. I'll have RT to um assist on the construction briefing for Creek View High School and then Mr. C's to also assist on the

other presentation of our two projects. Uh to start off with our Creek View High School update, we are currently at 86% complete as of um this month of November on the original GMP portion of it and the stadium uh we've reached 33% completion on it. So what this means, as you can see on the this is a excuse [clears throat] me aerial image of the southwest corner of our property. Um, as you can tell, there's still a lot of work on the site um that's ongoing and uh in progress. Uh, one of these items that are uh developing is the student canopy. So, this will be the future uh student drop off or bus drop off um entering into the directly into the cafeteria uh of the building. Moving on to the visitor side of

the stadium, the concession building and the multi-purpose building are now dried in uh receiving waterproofing in preparation uh for uh fixtures uh and all the other elements that go in within the building. on the home side. Uh on the top uh leftand corner you can see the multi-purpose building uh with the CMU already near completion uh in preparation for the uh structural roof and then uh the formwork and preparation for the structural slab of what will be the home concession building uh again on the home side. Moving on to the tennis courts. Uh receiving the last uh surfacing or paint surfacing on the courts um for them. Sorry. As you can see, the bleachers have also been placed. I know we're holding on the canopies. Um we want to hold on to those as much

as possible being that there's still quite a bit of sight work. I wouldn't want those to get deteriorated. Uh now moving on to the baseball field and the turf. Uh this picture was taken as of Friday, but as of yesterday that um the turf is now complete with being laid out. We're pending the sand infill um in the next couple of weeks and also the bleacher uh sections are near completion and we're scheduled to receive the press box early next week around Tuesday. One thing you don't see on this picture is they've also started on the on the softball field um turf project. Uh and then now I'll hand it over to RT to talk on the interior scope. >> Good evening everyone uh to give a little update on the interior side. So this

is the kitchen area. The kitchen equipment about 95% of the equipment has been delivered. Um this is uh in the serving line area. This is the auditorium finishing up the cloud section that we're calling it right there where the finished coats of paint. Um final coat will be done this week. Then we'll start installation of the wall. The acoustical panel that goes on the wall. The auditorium seating is scheduled to come at the end of December, early January time frame. This is within the band hall area. All the musical storage has been placed against the wall. Um concrete floor has been polished in that area. Just finishing up uh putting up tectum panels and or acoustical panels on the wall and a little bit of light overhead work. Lights have been turned on in that

area. We have power to about 95% of the building as of now, which is great. Here's the gym floor laid out. And this is as of last Friday, I believe. Um, as of today, that floor has been 100% complete, put in. They've finished completion on the competition gym as well. They're sanding the competition gym, and they'll work on sanding the auxiliary gym here soon. Gym seating is scheduled to come uh December 18th for the competition gym. And this is inside the boys locker room area. The cages, metal wire cages have been installed in place and then metal lockers are starting installed this past week. Okay. Press anything else. >> Any questions on creek? >> Yeah. Where do we stand on the text changes the uh agreement with the um for the road improvements in that

area? So, as of last week, we got a right of entry uh letter from Text allowing us to begin the work. We're still waiting on their team to deliver the AFA uh so that our legal team can review it. But as of right now, we get we got the go-ahad. We actually had a kind of pre-construction meeting this afternoon uh with uh Tex and AHJ to develop the plan and and phasing for that project. Okay, good. >> Also, I also think that's probably one of the reasons it rained today. So, [laughter] >> any other questions on treatment? >> Moving on to the next one for the AC JOTC building on this project, we've reached 34% complete. Um, and I'll let Mark give us the update. >> All right. So, um, our structural steel contractors, um,

moving along. They're projected to be complete, uh, December 1st, and then, uh, general contractor is going to get CMU and metal studs getting started next week along with the, um, door frames and things like that. Um, the, um, electricians will follow doing the rough in. Uh we've got our phase 2 electrical transformer in and so the electricians can now start getting in the uh gear so we can have that ready to get powered up and the greenhouse is complete uh slab complete. So that's the update for >> any questions on actc. Okay, moving on to our last um construction briefing for middle school number three. Uh again, this one 14% complete again on on schedule. Um so this is what the road looks like currently along or feeding off of Montgomery. So they're actually laying

the last uh lift of asphalt on the road. As you can see where the dump truck is, um that would be the del lane uh feeding our parent uh drop off and pickup lane. The site also or the water has been turned on to our property line. Um so right now we're waiting on our utility contractor to install the meter, but as of right now um we have full access to water on this property as well. Um, in terms of what's been done and done done in the last month, uh, Barllet has poured all of section A in two pores. Uh, so this is the suspended slab on section A and I'll, um, Mark can give us the update on the rest. >> So, we're about 60% complete with the peers. Um, they are, uh,

framing out to pour area B. Uh the utility contractor has uh completed all the storm in the north part of the portion of the project and is moving to the west. The uh steel uh the steel contractor the steel frame contractor is going to be starting uh first week of December and um electrical site work has begun. and they have electricians on site uh starting the site work and progress is going well and no foreseeable schedule uh hindrance. >> Any questions on middle schools three? >> All right. Appreciate it. Thank you. >> Thank you. >> Next is the financial brief briefing with Miss Hermish. Do we have any idea what the 2% increase is compared to last year? Any idea what the 2% increase in expense? Is that capital projects or >> Oh, um I

think that when I went through and looked at it, we were looking at we're just a little bit lower and I think it's because we have a lot in our capital projects for this year and those expenses are not going to hit until we purchase the buses and so I think when you're doing the ratio of what we've spent we have a larger budget and our payroll is a little bit less Okay. Any other questions? Okay. Thank you. Next, we'll move on to the superintendent briefing with Dr. Kaos. Okay. Our U FFA is added again. So, we had a couple teams compete at the national level. our agronomi I believe that's >> aonomy thank you Matt thank you that they placed fifth at nationals and our food science team placed second and in addition to

that we had a couple of individuals uh Connor Prukup placed third and uh Felicity Ag placed fourth so congratulations to all those students good to see their hard work is paying off also want to commend uh the a teacher teachers, right? They do an outstanding job of preparing these kids for these competitions. Next slide, you will see our education foundation recently awarded some grants to our teachers. They awarded a total of 19 grants that totaled more than $30,000 to our teachers. You can see we had quite a few excited teachers. A few uh tears might have been shed. Uh this means a lot to our teachers. Uh it really does. They really appreciate this. And so we're very thankful for our education foundation and all that they do. They put a lot of work into

this as well to raise this money. So we appreciate all that they do in supporting our teachers and our kids. The next slide. Uh we recently celebrated Veterans Day. So our campuses did a great job whether it was through parades or events that they had on their campus uh in honoring the brave men and women women who serve our country. So, we're very thankful for all of our veterans and their families and for their service. Next slide. We had u we had signing day for for five of our athletes. So, Ryan Blair, Johnny Guzman, uh Reese Hatcher, Avery Na Nash, and Alana Smith all signed letters of intent to to play in college, play ball in college. And so, congratulations to every one of those athletes. Again, this is another example of you can see

where when you put in the work and and and you you do what you need to do to prepare, uh, good things happen. And so, we wish these five athletes the best as they move on. I mean, they still have some time here left, too, right? Still have some work to do here, but once they once they leave us, we wish them the best. Next slide. You can see our our football team has uh made it to the second round of the playoffs. They're uh we can officially say they're district champs now, right? I don't know. There's a little bit of debate on that last meeting. They're district champs by district champs. Now they're playing in the area round against Harlingen tomorrow night in Corpus Christi. Uh so we wish them the best as they

uh as they uh prepare and and and have that competition tomorrow. Next slide. LMA Alto Middle School. their um their their drone team competed and won a grand champion at at a statewide drone competition. And so um very very proud of those uh students and all that they accomplished. I mean that's a great accomplishment for that for that group. And so uh I'm sure that's exciting stuff uh what they do at those competitions and just congratulations to them. The next two slides are employees. We want to recognize our employees of the month for the month of October as well as we have some gold card recipient recipients uh on the next slide. And so just we have a lot of great employees in this school district and and it's important that we recognize the the

good work that they're doing. And so our campuses and our departments do a good job of every month recognizing uh employees. And then we also through the go-kard we we're u our employees are are able to recognize each other right colleagues are able to point out some of the good things that that their uh their colleagues are doing. So uh again congratulations and thank you to all of those employees. And then our last slide is our enrollment. So you can see um we're getting a little bit closer to the 10,500 mark. We've grown a little bit but staying pretty steady over the last few weeks. And so, uh, you can see what what we're at at each campus is and as a total there. Any questions from the board? Nope. Okay. Moving on. Next is

discussion and possible action items. Um, first on the agenda is consider approval of consent agenda items. Dr. Kaos. >> So, um, agenda items are listed on the agenda. All items have been reviewed either through board committees and or board updates and so they're presented tonight for approval and we can if any board members have questions over any of them we can pull them and discuss. >> Any questions or anything pulled? >> Okay, I'll look for a motion. >> I Joe Beiger move to approve the consent agenda items as presented. >> I have a motion. Do I have a second? >> I w to second a motion. >> I have a motion and a second. Any further discussion? >> None. All those in favor, raise your hand. >> All board members voted for four and the

motion carries. Next, we have consider adoption of resolution for a one-time retention stipen of 750 for employees that were full-time prior to October 31st, 2025 and do not separate service prior to May 29th, 2026. Mr. McGar, >> good evening, Mr. President. We're very excited that we all employees who were hired on the 31st note. Can we talk about the funds before? >> Absolutely. >> Yeah. [laughter] [panting] >> I think the big piece is just that because we've had really good attendance this year so far. Um, we believe that our revenue projections will move up. So, we budget at 92% attendance and we're close to 95 right now, which is which is really really good for for each of our campuses and we know they're putting a lot of work into making sure that kids are

coming to school and we appreciate that. Um, and so those so with that, we do anticipate that that the re our revenue will increase to offset the cost of the of the stipent. I think it's just over a million dollars. 1,22,695 to to be able to do this for everyone. Okay. >> Any other questions? If >> not, I'll look for a motion. >> I blame Nash move to adopt the resolution for a onetime retention stipen of $750 for employees that were full-time prior to October 31st, 2025 and do not separate service prior to May 29th, 2026 as presented. >> I have a motion. Do I have a second? >> I Matt Castle second the motion. I have a motion and a second. Any further discussion? If not, all those in favor raise your hand. All

board members voted for and the motion carries. Next, we have consider approval of November budget amendment. Mr. Hello. So, um, there are a couple components to the budget amendment we're bringing to y'all tonight and we discussed in finance committee. And the first part are just a couple of reallocations of funds. And so it's reallocating funds from function third 11 to 36 for the purchase of the activity bus um that we approved last month. Um the second one is to reallocate funds from our function 81 capital projects budget to function 52 for some needed safety items throughout the district. Um, and the third is our we receive funds from our insurance carrier for an insurance recovery payment and we want to be able to allocate that out to our transportation to make the necessary repairs um

to the vehicle. And then the fourth and most um significant part is the increase to the budget for the stipend um the one-time retention stipen that y'all just approved. And so the first three items are not causing an increase to the budget, but the um the piece for the stipen will. And with that, I can the next pa this page just shows you what that allocates out to by function, but if you have any questions, I'm happy to take that. >> Well, increased revenue is a good thing. So, especially if we can get back to the the staff. So, >> yeah. Now the challenge is keeping the kids all on that high attendance for the second semester. It's a lot more fun the first semester when all the activities are going on. So >> any

other questions? Now I'll look for a motion. >> I Matt Castle move to approve the budget amendment as presented. >> I have a motion. Do I have a second? >> I Joe Beer second the motion. >> I have a motion and second. Any further discussion? If not, all those in favor raise your hand. All board members voted for and the motion carries. Next, we have consider approval for the purchase of 10 general education buses and three special needs buses. M. >> Yes. So, I am excited to present this one to you. I know as part of our capital projects plan, we have a bus replacement plan that is is in there and it's it's difficult sometimes to have the additional revenue to to address some of our capital projects. And so we're really trying to

take advantage this year with not opening a new school to be able to address some of the things like like our vehicles. And so the this first one is four school buses. It is 13 GenEd buses and three special needs buses. And this will really help relieve some of the capacity strain that we have. We have very high participation of students that ride the school bus. Um and so we want to make sure all of our students are are able to get here. Um, I probably be remiss if I didn't say that Mr. Ramirez has probably played a role in our attendance being so good because he's getting everyone to school. So, that's a big that's a big plus. Um, he does have a lot of buses that are already at capacity. So, this is

going to provide that capacity need. Um, it's also ensuring that we're meeting updated safety safety standards with the state, including three point seat belt harnesses. Um, I think there's now lights. They're required to be lit at the front that says school bus. And then it's these obviously will also be airond conditioned and we'll we'll be able to slowly as we can fade out some of the nonAC buses that we still have um in daily operation. Um, quotes were were provided through the byboard cooperative. Um, the quotes that we chose were from Longhorn bus sales. Um the buses that you saw in there are um are fairly ready to go. So we're looking at a shorter lead time than what we normally normally see for bus purchases and we'll should be able to get these in

in the spring. Um and hopefully before the weather gets too terribly hot. Um we can get some of them out going. Um so these these were planned um budgeted purchases out of the capital projects budget. Um, and the total cost for all of these is1,923,510. And I'm happy to take any questions you all have or Mr. Ramirez is here if you have any specific questions about the buses. >> Yeah. So, you said the lead time is a lot shorter than it was in the past. I mean, I think um one of the one of the things that I'm thinking about is if there's a way we could break up some of these purchases over the over the year because there's some things related to safety and security that I think we need to discuss that

we may be able to, you know, >> yeah, >> use some of this some of this money for. I I there's some things that have happened recently that we need to discuss. Are we how many are we decommissioning >> with these coming in >> the ones which we sent out to audit I mean >> auction thank you uh I believe there was eight from what my understanding is when I came aboard >> so what if we took the 10 to eight what's the impact of that >> could we sustain If we took the T I I would prefer to have them all just due to the fact that uh the projections for Creek View 2 along with the addition to supporting any extracurricular activities. I would need to have some some supplemental buses on the

side to support that. Not to mention uh the new updated which I'll I'll probably be bringing up uh next month in regards to the Senate bill for the seat belts. That's another thing, too. >> Yeah, I think so. It sounds like we could use some of them immediately, but but some of them are for the extra capacity we need for Creek Creek View. That's why I'm kind of thinking about maybe splitting this up over the next few months based on discussions that we have related to u safety and security needs and things like that. So, I I don't I don't know. I mean, what do you what are you guys thoughts on that? I >> I I agree with what you're where you're coming from. I I think that, you know, put to play devil's

advocate on that a little bit. Right now, the lead times aren't real long, but in four months, the lead times could be 12 months again, and then we're we're opening the high school. There's also the risk of, you know, cost increases. I mean, there's I mean, I I see where you're coming from. I mean, I'm just [snorts] trying to >> Yeah. play both sides, >> but I just wonder if we come down by one or two. I don't know about splitting in half, but if we go eight or nine right now, that allocates I mean what they're 156 >> 145 on the general ed because it's 1.45 >> the general ed or 145. >> Yeah, it's 1.45 for 10. So that's 145. >> I mean I transportation and getting our kids to school is important,

but I mean we we got other things that I'm concerned about that I really think we need to we need to discuss and I don't know where we're going to get the budget money for those things. That's why I'm looking at, >> you know, our discretionary purchases here and where where we can get it. So, >> where is the greater need? The general or special? >> Well, the greater needs uh is definitely going to be in the sped uh part. The sped buses as when I came in, the vehicles have high mileage already and they are in dire need to be replaced. Uh as a matter of fact uh one of our one of the vehicles in which is needing uh fixing is actually that's that's impacting us uh significantly because it is a smaller

vehicle can fit in the areas in which we need hence most other sped bus is going to be the shorter capacity 148 passenger um but definitely sped is going to be a priority for sure I would recommend uh granted we did mention that um we are running high capacity in order for me to get these kids to and fro. I'm I'm making sure that we're keeping it safe obviously, but at the same moment in time, this will help alleviate a lot particularly coming forth in the in the next coming school year. >> So, if we we reduce by one or two of the general and things play out to where we don't have those two when we open next school year, is >> can we answer what the impact's going to be that or do

we need to look into that a little bit more? we can continue uh operating in in that fashion. Uh it's just we will be running tight. Now, obviously the the time frames may change um moving forward, but at the same moment in time, we we could operate. We just got to they're a lot of >> what we currently have in stock with with the non AC buses will more likely be utilized. Then >> yeah, I mean my thought is is we could do the eight or nine right now and we can evaluate what the impact with Creek View coming on is. We can always come back and revisit. >> Yeah, I mean I think I think lowering general ed buses from 10 to 8 gets us the breathing room we need to implement some of

these additional safety and security things that um you know we we could table this until after close session. I don't know how you guys want to proceed with this. I mean we need to get a discussion idea from everybody regarded the safety and security which has to be done in close session. So >> all these buses are on the hook right now for us to to purchase. >> Yes. I mean there we can get an amended quote um to reduce if we need to. That's not not an issue. Um this is just what we we had put in it had been in the capital projects plan and so this is what we're bringing forth. I would just remind that we skipped last year's purchases. So, >> and is and we're kind of projecting about 16

to 17 buses that we're going to need for Creek View next year. Obviously, that's going to reduce what we need at Medina Valley High School a little bit. Um, but I think we're only looking about an additional 250 kids or so that are going to meet the two-m radius that may come off of our off of our route. Um, it's always unpredictable because we don't know what growth is going to look like and where they're all going to be. So, we're still kind of getting those routes. >> We skipped last year and in addition, next year we're not going to have as much leeway flexibility >> to purchase. Yeah. >> I mean, I'm leaning towards approving the 10. I the the safety stuff we're going to discuss is top priority list, too. I I think

we I'm a little bit hesitant to take the funding from transportation for that. I guess I I agree with the the priority of the safety. No doubt. I I think there's other avenues we we cut, not the transportation. I think the transportation's >> up there with the safety. >> Yeah, I think I agree with what you said right there. That's that's that's the key, right? Let's focus. Let's get this done because it was in the plan. We we skipped it last year. Let's get it knocked out. then let's look at other avenues to go attack those other items that matter. >> Yeah, I just wanted to start the conversation. >> Absolutely. No, that's a good thing to bring up. We need we need to actually absolutely have >> I mean we're approving a bunch of

discretionary spending items tonight and I wanted to make sure that we got this other stuff in our minds. So, >> okay. >> Any other discussion? >> Not look for a motion. >> I blame Nashville to approve the purchase of 10 general education buses and three special needs buses as presented. I have a motion to have a second. >> I Joe Beer second the motion. >> I have a motion and a second. Any further discussion? Not. All those in favor raise your hand. All board members voted for and the motion carries. Next we have consider approval for purchase of two suburbans. Mish. >> So these are also highne um vehicles for the district because it allows us not to put a bus a full-size bus out there whenever we can just get by with a smaller

group taking a suburban. Um, so it it pay it gives us just a little bit more flexibility. It also doesn't require a full CD CDL to drive these. Um, so it allows some of our our coaches and academic sponsors that don't have a CDL to be able to transport their their kids. Um, so this was also part of our planned um purchases for this year and the ask is for for two suburbans. Um you all have a copy of the the um pricing list and so Caldwell County Chevrolet was the lowest cost um for the suburbans. Um and so that is that is our recommendation and they are also on the byboard cooperative and I can take any questions on this one. So as you can see the total cost is the 119290. Any discussion?

Now I'll look for a motion. >> I Matt Castoni move to approve the purchase of two suburbans as presented. >> I have a motion. Do I have a second? >> I Ben Wat second the motion. >> I have a motion and a second. Any further discussion? Not. All those in favor raise your hand. >> All board members voted for and the motion carries. Next, we have consider approval for the purchase of an of two F250 maintenance vehicles. Miss, >> so once again, we're hitting vehicles. Um, the maintenance department also has gone without getting any, um, useful life replacements over the last couple years due to budget constraints. And so, um, they did plan and budget for for two replacement vehicles this year. They have multiple that have repairs and are are not able to be

driven. um on the on the bid sheet that you see or on the quote sheet. Um the reason for their their choice of the Superduty cab is they want they need the extended cab version. When possible, they often remove the seats and use that to to put tools and and items on the inside of the vehicle. So, so that is that was their selection and as you can see that's a total cost of1944150 and these are also on the byboard cooperative >> discussion I'll look for a motion >> I Joe Beiger move to approve the purchase of two F250 maintenance vehicles as presented >> I have a motion I have a second I Matt Castle second the motion. >> I have a motion and a second. Any further discussion? Not. All those in favor raise

your hand. All board members voted for and the motion carries. Next, we have consider approval of the Medina County Appraisal District resolution to cast 1575 votes to elect directors for the years 2026 and 2027. Dr. Kaos. >> Yes. In a previous meeting, the board was able to nominate someone uh for the Medina Central Appraisal District Board and the board nominated Cynthia Malone. Uh so now the board is able to cast votes for this uh position and so it is um we have a total of 1575 votes and so the board is able to cast those votes for Miss Malone if they so desire. >> Any discussion? >> I'll look for a motion. I'm Matt Castleion move to cast the Medina Valley ISD 1575 votes to elect a Medina Central Appraisal District director for the years

0772026 and 2027 for Cynthia Malone. >> I have a motion. Do I have a second? >> I want to second the motion. >> I have a motion and a second. Any further discussion? Not all those in favor raise your hand. All board members voted for and the motion carries.
