thank you [Music] good evening welcome to tonight's meeting we're gonna establish a forum before we get started here and then we'll get everything on the road board members please confirm your attendance as i call your name terry group here johnny campbell here chambesy here veronica here and i'm right here in here i call this meeting to order at 6 31 pm it's a medina valley regular meeting of the board of trustees today on monday june 21st 2021 so please join us for the pledge of allegiance followed by a municipal in the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all thank you very much all right so the first thing we're gonna get into the announcement communication and presentation the financial

briefing with mr samoa good evening under the board we're changing everything tonight okay uh good evening members of the board uh this is the month of may's financials uh as i went over in the uh budget workshop the district is looking uh like we are going to have a balanced budget or a surplus budget for the end of this year um these numbers do represent or does take into account the accounting adjustment so we are expecting for year end to have 54.8 million dollars in total revenues in expenditures we are estimated right now to have a little over that but that is taking into account 95 of encumbrances which uh it's just an estimate i don't know how much of that will actually happen uh based on trends again as i showed the budget workshop

we spend much less than that on a historical basis next slide this is taking a look at the financials by month so you can see the month of may our revenues at 1.6 million which again is going to keep going down because our tax collections are uh decreasing then our expenditures for the month again 4 million 35 you can see that the quarters 4.2 million for the first two quarters again we're trending a little lower than that going into the month of may uh i would expect that number to sort of stay around that month of may number until we get to august where we'll adjust take a look at the monthly collection information uh our current month collections of 227 for mno for ins our monthly collections was 119 almost 120 000 for total

collections of you can see in our information in the summary our current year collection uh is exceeding in our mmo at 104 uh in total at 104 in our ins and our total collections for the year uh percentage-wise is that 95 uh total collections for both mno and ins were at 101 uh compared to last year we are running above and this is against budget not against our taxes so that information on the bottom and again this is just looking at our collection by month you can see our month of may mnl collections was 227 000. last year we had 186 000 and for the remaining three months of this year we last year we collected 8 328 so again we're still estimating for the rest of this year to collect about 300 000 um

so that that exceeds that again which is helpful with the surplus sorry as there's more months and more data the report gets a little smaller i'll try to figure out a better way to present this uh this is taking a look at our wages specific uh for the month of may we spent three three million five hundred thousand um it's a little higher than last month by a couple of thousand the most significant part of the month of may is we had about 21 000 in overtime uh up and beyond the previous month so that's why we're higher um i would see the overtime going down going into the summer months is everybody's more on that regular schedule you can see in comparison to the previous quarters again we're sort of trending down or trending

this is taking a look at our contracted services for the month of may we had 242 000 almost identical to last month and again looking at the first two quarters we're in line with the first quarter the second quarter is higher but again we have there's always some items that are paid in certain times of the year that makes quarters different than the rest of the quarters our supplies and materials for the month 000 again it's trending downward that number should continue to go down as campuses are off for the summer and departments are winding down as well in comparison to the first two quarters uh we're below those as well and then traveling the salinas which has been low all year given code and so for the month of may we spent 50 000

mainly you can see that a large part of that is in extracurricular and function 41 general administration but again overall or way below our budget in this area and then capital expenditures we had a couple others that we paid for this month again the largest piece of this is our buses that we deferred until september and so that 521 000 is pushing our budget into the surplus section and then this is taking a look at the budget just in a different light uh by object code category and so all the numbers are the same uh again percentage-wise we are below last year's at this point looking at our food service budget uh here you can see that the current revenues was almost 520 thousand so the last time i was here i said uh it

was a incredible month well it got even better for the month of may um our expectations for food services that will have a significant surplus uh replenish what we lost the previous year almost our expenditures are are estimated to be about 500 000 for the rest of the year mainly salaries the continuation of paying our food servicing employees and our dead service uh things here as well uh our collections total collections uh revenues is 11.9 million uh we still expect to bring in collections for the remainder this year probably put us a little over 12 million and we'll have our last bond payments in august so that's good and then this is just a check register for the month of may that's the financial rewards you make any questions or concerns with the so far

the members thank yep very much okay moving on down item b which is the superintendent's briefing dr robot uh good evening everybody uh thank you mr de leon uh just a quick recap of how we ended the school year enrollment-wise uh on uh june 3rd our last day of instruction we had 6176 students which was an increase over the end of last year of 268 kids or four and a half percent increase which is pretty significant considering kobet i know a lot of fast growth districts didn't see any growth this year so for us to experience that i think is pretty significant we do expect significant growth when we start next year because we know that we had a significant number of pre-k students that didn't come to school that we'll be enrolling in kindergarten

and we've got a significant number of kindergarten students not come to school that will be involved in first grade because kindergarten is not required in texas so we do anticipate that going into next year uh covid uh thankfully is starting to wind down uh we as of last wednesday we had five active cases in the district and 296 uh recovered cases we are continuing through the summer with our contact tracing protocols and our quarantine protocols but then we'll have to re-evaluate all that going into the next school year because those directives that were handed down by the state expire and so we'll have to put a plan together on that with uh nurse tina and with subscribers today to start working on that uh to bring to you uh future work and then i wanted

to spend just a little bit of time tonight uh going over some things for the legislative session i had emailed this to you uh i believe before last i'm not sure if you had a chance to read through it i'm not going to touch on everything in here i just wanted to hit some highlights if that's okay with everybody tonight so yesterday june 20th was the deadline for the governor to sign bills into law um to not sign bills but not veto them and let them become law without his signature or to veto bills i sent you earlier today a veto list of what he vetoed and there was only one bill in there that impacted education and it was nothing that would impact us so um thankfully i didn't have to go through and

redo this report today um just some things to highlight in here funding first of all so senate bill 1 was the state budget that passed the state actually ended up with with quite a bit more money to operate with for the biennium that was expected in the original estimates house bill 1525 was the house bill 3 cleanup bill remember in the 86th legislative session house bill 3 added significant funding to public education that's the point that a significant amount of money was given to each district for staff pay increases i believe you increased that pay by five percent that you're based on house bill three uh some things in here that are changes um if you look at the second bullet point there on comp head funds we can now use that to cover social

emotional learning expenses instructional coaches and at our workshop we talked about attendance officers you could use combat money to pay for that however you've got a large pot of s or money but just know that in future years that's now allowable in the law associates degrees now count toward the college career and military readiness bonuses so remember the state rewards you for students that are ccmr ready and they will now give you as a bonus students that earn associates degrees remember we've added two programs with associates degrees so we'll have students there pretty soon that will be able to be able to earn that i'm going to skip down to the gifted and talented bullets about halfway down if you remember the 86th legislative session got rid of the gifted and talented allotment the 87th

legislative session restored the gifted talented allotment however it's at a smaller multiplier so that will show up on the summary of finance once they get that corrected and then very last bullet um changes the fast growth a lot into a tiered system so the problem with house bill 3 is it was interpreted by tda on the fast growth allotment you have districts like northside it was definitely fast growth but the way tea calculated it didn't qualify for fast growth funding for the last two years you had districts that weren't fast growth but they calculated on a percentage basis so you might have had a tiny district somewhere that grew by 10 kids that it was enough to trigger fast growth money and uh so one of the big things that household three cleaned up was

the fast growth allotment to school districts so it's now a tiered system um as long as you've had growth of 250 or more students over the last six years correct me if i say that wrong mr smart it's 250 kids over the last six years right and then depending on how much you are above that depends on what tier you fall into uh mr zamora has run some numbers and we are very close to going to the top tier no so it depends on how many students actually enroll in the fall but uh moving to tier two would be a significant increase in revenue uh next year for you if that were to happen we'll continue to monitor that as we get involved as pea continues to roll out rules coming forward does the modification

on cte law affect us i don't it did not uh senate bill 1716 is a it was a pretty controversial bill a lot of people think this is a voucher build and they could certainly argue that way what this does is this close money to families of special education students enrolled in public schools for other educational services it does require that a art committee provide information about services available that that allows the parent to go shop for additional services outside of the services provided by the public school so um it's not any funding that comes to you but it's funding available to parents cte uh cte has been removed from the accountability system this puts it back into the accountability system we do very very well in cte so this is only going to help

the high school campus and the district as a whole uh houseboat 1147 uh national guard may through ev it counts the national guard in the a through f ratings and college career military readiness outcomes so if you have a student enroll that's in the national guard while they're enrolled in our school district there's bonuses for that and it counts in our eighth ref rating as well it's an interesting i didn't see that one coming i don't think we have any students in the national guard but if we did it would count let's go to senate bill 1365 on accountability um this as we sit does not affect us at all this only affects low performing campuses low low-performing districts is interesting to note though that we do have some uh protection districts have some protections

this coming year due to covid the only ratings that will be issued are abcm how those will be done we do not know but uh we'll wait for the rules to be written on that remember that that you have the law which is the texas education code the tec and then you have the rules that are written by tea which is the tac the texas administrative code so the law says the only ratings will be abc and not rated but we're waiting on the rules to say how that will work house bill 4545 is an interesting bill most bills become effective on september 1st sometimes january 1st this bill was effective immediately when the governor signed it so if you'll remember for a long long time grades 5 and 8 were ssi grades so if

you didn't pass your reading and math test in fifth and eighth grade you got a chance to retest if you didn't pass then you got a chance to retest if you didn't pass at that point then there had to be a great placement committee convened to determine whether you repeated that grade or whether you went on to the next grade that is all gone now there is no more high stakes for fifth and eighth grade tests it's gone so they will be treated just like third grade fourth grade sixth grade and seventh grade no high stakes testing however and again this is effective immediately so mrs binky and her people are gonna have to pull this together when we've got all our scores in uh if a student they get one shot now at those

grade levels of those tests and if they're not successful then we have to convene a committee to determine a accelerated learning plan for them so um again we don't have all the rules on this but it's effective immediately so we're going to have to pull together resources this is pinky dr mckaysley in coordination with region 20 going to figure out how we address those kids that did not pass those assessments uh moving forward but interesting change but they're entitled to it i wonder and i a minimum of 30 hours of accelerated learning yeah so we gotta see the rules okay and deep learning is that because you're basically going to be giving them an iep for each student yeah you could almost call it that and so so that is that going to be done

in classrooms depends on how the commissioner interprets it um skip to curriculum uh house bill 1525 going back to that it says here part two so elementary teachers miss thinking correctly it's great k through three that have to do reading academies correct um they're required now by law to complete a reading academy the deadline was 22. this is to make sure that they are well-versed in the science of teaching reading all of the universities and colleges in texas are now required to make sure that when they leave their teacher preparation programs that they already have that certification but for the teachers that we already had we were required to provide that hb 1525 added a year to the deadline to get that certification for those teachers so it's now moved to june of shaq meetings

if you go about halfway down the school health advisory committee are now subject to the open meetings law that they're a very controversial part of this bill so they will have to be posted just like a board meeting at that public comment section everything that we have to do for a board meeting anything that falls under the texas open meetings act the shack meetings will now have to follow as well so remember your safety committee that is the stivers heads up is required to do that now the shaft will be as well when adopting sex ed materials there must be public and parent access to those materials and those meetings to provide input and then sex ed in texas has always been an opt-out program so the parent did not want their child in that

instruction they had to opt out it is now an opt-in program so you have to opt your child into that again waiting on rules but yeah and then they limited the commissioner on how many days he can give funding after a disaster so 180 school days over two years [Music] and then we're also supposed to start collecting data and submitting npms on chronic abstinence which we already do um hp 3979 was a very controversial bill while the words uh critical race theory are never used in the bill that was the gist of its origins so takes will have to be rewritten in social studies to make sure that they include foundations of american self-government native american chicano civil rights and labor history diverse array of founding documents the moral wrongs of white supremacy and the

list goes on and the on and have to be rewritten in social studies uh teachers aren't compelled to discuss current events and if they do they should present multiple points of view without giving deference to anyone's perspective cannot over grades or credit for political activities employees can move out of trainings connected to racial sexual superiority which they emphasize is not critical race theory we cannot accept private funding for social studies curriculum and there can be no student punishment for speaking out on these topics interesting bill um we are really going to have to wait on this one until we see the little administrative code to figure out how to carry it out all right senate bill 2081 limited uh student class size to 22 to 1 in pre-k for the fourth grade that included pre-k

now so it was k through four before now it's pre-k through four s b seven seneca 168 now requires that we give adequate notice for school safety drills um we will have to see what the rules say on that on what they consider adequate uh senate bill 1697 was very controversial it ultimately became law parents can decide to retain their children in grades pre-k through three regardless of what the school says so even if the school says your child needs to move on to the next grade the parent has the right to retain their child haven't seen rules on that yet um and then the commissioner is supposed to conduct the study to see if those kids should be considered at risk um house bill 3643 establishes an interim commission for virtual schools hb 1468

which would allow remote learning to continue failed this is going to be a study to determine if it should be allowed in the future sorry i'm close hb 547 another very controversial bill will allow home school students to participate in uil activities it is an opt-in program for school districts you are not compelled to allow it you can allow it though students still have to follow eligibility guidelines the problem that most groups have with this bill and that administrators are still having with this bill is who determines that they're eligible grade wise who determines the no pass no play and determines that they're not practicing more than they're supposed to those kind of things this will be something that we're still waiting on the rules but we think it is something that you're going to

be required by the commissioner to take action on one year one way or the other you either allow it or you don't allow it however i haven't seen that final bit of that yet we discussed it at their county superintendent meeting the other day and we think that you're going to be required to take action one way or the other if you allow it the student homeschool student must reside in your school district uh at the bottom hb 25-19 remember there's always been a 45-day notification requirement for teacher resignations um still there but state board of educator certification can't suspend or revoke a certificate if the teacher notifies between the 45th and the 30th days so it really moves it to 30 days which just is going to make it that much harder to find

teachers and that's all i wanted to cover in that to be happy to try to answer any questions i think the big thing is the commissioner will have to propose rules um i i understand that on the um fifth and eighth grade testing bill that they are trying to fast track the rules on that one um and the cleanup part one it says add associates degrees to count towards ccmr bonuses yes do you know what those associate's degrees are any associate's degree so the student earns an associate's degree while they're at your high school it counts okay so wait the sky's the limit right they can go forward right what we don't know yet though is that can they go on their own or does it have to be through the program at your school

we don't know that yet see what the rules how the rules get written you know that parent attention so in other words somebody didn't make kindergarten this year because of covenant so they could learn not to put them in press creation and that's our understanding absolutely and basically the way it says we need to see the rules okay yes sir but it could also be that you know child was in first grade parent doesn't feel like they're mature enough to go to second grade or what have you and they decide to retain them well it could be because how their fall off sometimes because they're really young yes okay do you have a question no did i read it correctly that the retired teachers trs won't be affected um i think that that's uh sp

0301356 it uh right no trs deductions for two years of every time is a retired teacher in the program and it creates a tutor registry for active and retired teachers that's great that's a good deal all right thank you very much sir all right uh we're going to move down to public comment i understand we have someone who wishes to comment on it so before we get that at regular board meetings the reported trustees shall permit public comments on any topic all public comments are limited to five minutes for board policy speakers who engaged in personal attacks or used insulting profane threatening or abusive language during the board meeting shall be ruled out of order by the protagonist and may be asked to discontinue the public comment any concerns or complaints regarding employees public officials

students or parents you resolve via the appropriate grievance process as stated by the board policy which is located on the median value isd website no board members or administrator may respond to the member of the public unless such response is in presentation recitation a district policy or a statement for specific factual information so with that being done i think we have miss adam wharton would like to speak yes i would may please the board can everyone hear me you understand my name again is anna fort i have a child who's an incoming student to sixth grade in the fall from outside the district coming here to the middle school campus here in castroville and i'd like to address the board on the policy underlying admission to the max program now i understand you as board

members are in the role of governing the district and are not necessarily in a teaching role but i'm certain there are several of you who have had or currently have students um in the district but just by way of a little bit of background when a student at mvisd enters middle school from fifth grade he or she is given an opportunity to register for an honors track and advanced track like advanced ela or advanced social studies that's a student's choice to join that advanced program without inquiry or testing other than asking the counselor to join however for a fifth grader coming to middle school to enroll in math placement program or maps as it is called the student has to have a test score on the prior year star the fifth grade star test at

the mastery or master level or that student to get into max which is the math part has to sit for and score well enough on the district's placement level tech the district's test their placement test so everybody from in coming into the school that hasn't had star has to sit that test and if you don't pass the district placement test you're not allowed to enroll in max even if your parent asks or you asked well why maps you know why the advanced class widely important well i mean it's harder there's more homework it's challenging so i'm not sure that there's that many students begging to get in but it is important and there's several reasons why a student wants or really members of the board needs to be in max the program covers sixth seventh

and eighth grade math in two years so they get three years of math in sixth and seventh grade and that allows them to take algebra one in eighth grade preparing them for algebra two in ninth grade um and setting them on a path for advanced placement in high school otherwise that student who's sitting for that one test in fifth grade coming into six has to sit for five math classes in four years of high school if they want to get through the second calculus class so what i'm urging you to do is discuss as a board and revisit the policy analyze it you know have an open dialogue about it and modify it first it's one test it's a four-hour test that sets that student up for a path through really high school even though

they're only probably 11 years old and coming into sixth grade because if you don't pass that one day test that one district placement test you can't get through all the math you need and even though i've been told you can sit for the placement test again when you're going into seventh grade as a practical matter remember your other sixth grade classmates have already had a portion of seventh grade math already so if you're trying to join seventh grade you're about half a year behind and as a practical matter you're not going to get into the to the program that next year and remember it may not just affect you that one test through high school it affects your ability to get into a placement in college or to place out of something in college if

you wanted to be an engineer or an architect you need all those maths before you start your freshman year so and that one placement test really impacts and sets their path all through high school or college one test so i think there are alternatives um to the policy a the board could analyze in the investigation or in this um when they open the dialogue to let anybody in there's not that many people who are trying to work extra hard and get extra homework and dig deeper into sixth in the ninth grade math but the alternative could be just to modify the program many colleges and graduate students allow like the top 10 of the class to get into the college automatically but then a lot of people and students that aren't in top 10 percent

get in through the recommendations or their extracurriculars or an interview like grad school if you get a certain score on the lsat combined with your gpa coming out of college you can automatically get into law school at certain schools but if you don't get in because you didn't meet that magic quantifiable number then you have to have recommendations and you have to sit for a committee interview with all of ut law school professors so a two-tiered program works for other places um and remember the policy works for the majority of students coming into your sixth grade class it's only those students that ask for harder work that ask for the chance to rise and fall all right just in closing i'm asking that you revisit the policy and consider a two-tiered approach to admission to

math in sixth grade thank you appreciate it okay next item on the agenda in discussion and possible action items consent agenda items dr robot uh yes sir we have minutes from may 17th june 4th and june 14th that have been reviewed and i find them to be in order to page 50. we have a donation from the athletic booster club um for nine thousand nine thousand some odd dollars i don't see a total here they'd like uh two thousand and thirty dollars to go to soccer 1300 the baseball 1215 two cross country 15 30 to golf 12 28 23 to swim 11 30 to boys basketball 1186-10 to softball we certainly thank the athletic booster club for those generous donations we also have another donation uh that comes through the uh blackbaud giving fund you've

accepted these in the past those are part of a work deduction um uh that are donated by justin garst um they would like the money to go to the baseball program which is where it's gone before 582 we certainly are thankful for that donation as well lastly i have a quote here from south texas school furniture this should be the last of the furniture for lavera elementary this is the library furniture so this is your very very heavy oak furniture that goes in there to match the decor it will have a light gray wash on it to go with the gray everything else that's around it and then the laminate tops on them will be in some of the same primary colors that are in the library and then it will have uh the chairs

for the tables will have a charcoal seat and back on it to kind of tone everything down so i think it's going to look really good once it's installed there and i think this is the last of the furniture for the dairy if there's anything left it's it's stuff like um some seeding at that tree throughout the lobby and we'll let mrs flynn worry about that stuff as she gets in there happy to answer any questions uh 27 and 49 86 87 000 and change furniture will be here long after they tear the building down i think that stuff is solid okay okay well we have a presentation if you have any questions uh would somebody like to make acting commotion i genuinely can't move to approve the items thank you very much do i

hear a second i'm rolling across the side of the thank you i have a motion and a second is there any further discussion if not i'll proceed with the vote when i call your name please try uh please say four against the motion terry grove kennedy campbell shannon beasley veronica paula davis bench inspired can i marry homeworld for washington carries thank you very much next item would be the bear county consider bear county juvenile board memorandum for understanding understanding 2021 2022 dr obama but yes sir this is our agreement with fair county for students who are expelled from our school district this happens very very rarely um page nine i think since i have been here in five and a half years i've had to expel two students um if they are expelled for mandatory

reasons under state law they are to attend the bexar county j.j aep program that program does not cost us anything if they're placed there for mandatory reasons if i were to do discretionary expulsion then we would have to pay for that haven't done a discretionary expulsion in my career they've all been mandatory under state law they've made one change to the contract and i the page number doesn't match here but on page nine right here yes uh under h so they have added one item this is the only change from last year number four that's there on the list the students home language survey and all language proficiency assessment committee documentation so the student records that we have to send them we assign a student to their program must now include their home language survey

and if they are a limited english english proficient student their language proficiency assessment committee documentation for their review other than that the only changes in this contract were the dates from 2020 2021 to 2021 to 2022 we've had no problems with this program for the students that we did send there they did a really good job with them one graduated the other one ended up in a different school district but but they do a really good job with these kids i have visited the program myself and it's it's very good i recommend that we continue with the program and when you say there's no cost to us unless assigned to it it only goes as per student that you stand in right yes sir but if it's mandatory under state while we don't pay attention

if that's covered under the program they have an agreement with medina county as well county juvenile board memorandum of understanding for the 2021 2022 school year as presented thank you sir you want to hear a second australian basis thank you i have a motion in a second is there any further discussion on this matter if not i will proceed with the vote when i call your name please say four against the motion darren grove four kennedy campbell four champions veronica cabazo paula davison vincent smart martial just for reference all right thank you all right we're going to move on down to item c which is to consider adoption of sold proposed budget proposed board policy eh local dr roblox and documentation sir i will turn this over to dr mccabe good evening uh we have

visited this topic in subcommittee and we had our first reading uh basically what we're looking at here with the with eh local is codifying the idea of being on the same page with curriculum instruction assessment five elementary schools now we owe it to our kids to be on the same page major elements of the plan were that you know we'll have a district referred to as a tightly held scope and sequence we should when one kid changes schools they shouldn't be completely lost so that would be a tightly held we need to be on the same page we talked about loosely held to preserve what this curriculum management plan does is preserve the autonomy of the teacher and we have visited all the campuses and we wanted them to hear from us that autonomy is

preserved the teachers the professional in the room and we'll cover the curriculum but we have to agree on the type of health which is the order in which we do it and we're all on the same page uh a second area or large area does have to do with funding and it says to know that through the budgetary process we will focus on the goals and objectives set forth by the district which includes your district-wide advisory committee uh plan your dwac district improvement plan you hear that every year now we're saying the funding is tied to that everything is coming together everything should be tied together and kind of the final area of the plan is listing out we talked a little bit about this with attendance coming in our attendance handbook but in curriculum

the responsibilities of each stakeholder including the board with the budgetary aspects of it as well as being informed as to the scope of the curriculum and the curriculum management plan uh some of you in the committee have seen that plan and what we're providing uh teachers starting at the elementary levels and i think it's certainly robust uh in guiding teachers and helping them to where they're not spending all this extra time writing lesson plans all night when they should be with their families i think it's comprehensive and i'm here to answer any questions you have on any components of the policy that just codifies that we're all on the same page i don't even know questions on the policy itself i'm just having it's i don't know an observation and i've always come into everybody

i'm not the smart the sharpest tool is in this shade here so i'm going to put this out here in layman's term as a parent that would read this what what can they get out of this i think as a parent uh you you see the safeguards ensuring that your student will have a quality education that is guaranteed it's viable we talk about a guaranteed and viable curriculum we're going to be on the same page and we're going to list people my job job title here in the second half of the policy of what we're responsible for and what we're we're committed to a lot of the model policies that you'll have there that they delineate you know students and and parents in the policy literally a lot of them do that's our job we're

the educators we're here to serve we know that our parents are committed so that is not in this policy to say what the parents should do or what the student should do but it does outline from the board to the classroom teacher what our responsibilities are in providing quality education so where would a parent go to get an explanation of this information of what their rights and what their requirements are on this step because i mean all of us have requirements to always have rights so where who would they tend to go to well i think it's starting each school different school uh you could go to your school and the good thing about that is every school should be sending from the same sheet of music and although we kind of jumped out ahead

not with the policy jump out ahead but with the curriculum itself we visited all the campuses if this is approved we're going to need professional development for our district leaders and they're going to have to turn around that same training to their staff if we're all going to be on the same page we're going to have to have training to say this is what it means if approved that will get us on the same page so they should be able that's the point go to any person and know we're all on the same page this is what we do as a district uh so uh certainly it feels like a step in the right direction as far as getting every uh five elementary schools every teacher understanding what we're committed to if you're talking about

mathematics sometimes you get you know five different opinions on the same campus much less five uh different campuses in a district so this will help us get on the same page and hopefully they go to anything and i think if i interject i think getting on the same page is important because we you know we've had issues in the past with comparing notes from campuses to campuses and well in castroville they're here but it lucky we're here and parents talk what parents are going to see from this point forward is casserole's on the same page that lacoste is on that lucky branch is on so when parents compare notes about where their kids are in the curriculum they're going to see that everybody's doing the same thing around the table and i think that'll be

a big appearance but mario like so when parents going to talk to the teachers at the beginning of the year the teachers are going to be able to say and this is where we're going to be and this is we're going to be next week and this is where we're going to be next week and parents and teachers are smart so they're going to figure out how they can give this information to their parents and say maybe even send home okay this is what we're doing this whole week and it's instead of just shooting in the dark okay i don't know what we're going to do next week but i came up with my lesson plan this sunday and so i understand i understand all that i'm just trying to see that because i read

the whole thing and it took me a good one and a lot of the stuff in there i don't understand because like i said i'm not from an educational background but i'm more or less grasping what it means is something but i think there's a lot of other a lot of parents out there just like me that don't come in that come in here with uh overwhelmed and stuff high so i think we need some kind of way to get this out to them you know so they understand this thing to the get-go so they know what's expected of everybody you know what they have that's that's just my opinion i'm just saying yes it's really what you're saying is kind of perfect timing because what we're preparing to do right now you have your

district policy and then you have your campus guidelines we're working on right now uh campus handbooks i think it would be a great opportunity to take that language into a document that is for the parent and for the students and and maybe uh clarify in that details we're we're going into that process this summer right now so that would be a great thing we could have added definitely sounds good thank you sir anybody else got any questions like me good questions okay all right if nobody's got any questions on it uh are there anything in motion beasley move to adopt the district initiated war policy eh local was presented thank you man do i hear a second how about the second devotion thank you okay i have a motion in a second and if there's

no further discussion i will proceed with the vote my quality name please say four against emotion terry grove four generally campbell four champions or veronica camazos thank you all very much motion all right uh the next one is d which is the june 2021 budget amendment which is a war so this is a budget amendment for our food service fund we are getting to the point of the year where uh i'm able to better estimate our final numbers for the year making sure that uh the most important piece is making sure that we don't go over our functional category uh which is part of our requirements with tda so our function 35 is getting close to going over so i need to bring that budget amendment forward so we could increase it and its increase

to the amount that it should carry us all the way through on the revenue side again that's based on current revenues plus expectations for the rest of this year as well just to put us in line with what we think we're gonna earn for the year as you see at the bottom of the amendment we do anticipate a surplus of 400 pounds that's good anybody got any asking questions on this or all right everybody's alright with it and we'll entertain motion thank you thank you sir i'll show you something to approve the june 2021 budget amendment has presented thank you for here a second thank you all right i'll motion a second and then without any further discussion i'll proceed with the vote my quiet name please stand for against the motion terry grove four

generally campbell moving on consider adoption of 2021 2022 compensation plan we're going to have a triple trend here dr robot uh juan from mr ramoy and jason mcgraw i'm gonna go one word i'll start uh members of the board as you're well aware you had a budget workshop last week we looked at a salary increase proposal of three percent that's what's in your packet tonight um mr mcgregor did correct the few mistakes that there were on the charts uh that there were some that should have been changed um the one that we didn't make any changes to i'm going to skip to the start and then talk about any part of this you want to when we met last week you had asked us to look at uil stipends uh we didn't make any changes

on this mr maduro it's the median so there are some that pay less i'm going to pay more that's just the median compared to the one we currently pay it is from the 1920 school year not the 2021. taxpayers employees get districts to submit stipends every year and we're at diversity loan we use that for the districts that actually respond to it so we always respond because we always want to compare ourselves to that district so that's as it is no one they may have a district coordinator if you remember last year we added district coordinator that was going to oversee both elementary middle school and high school as you see the high school currently gets a larger stipend but i think the district person where some of the burden that the other high schools

may get for that extra student but i'm open to any suggestions if y'all want to make any changes but i think elementary is good across the board no matter which one you look at middle school is too high school is a little bit a little bit more per support now elementary we do have several teachers that do more than one team so if they do a different team they do number six and they do ready writing to get that's two different teams so it's it's time so that was going to be one of the questions is the high school coordinator is less but do they see less of the burden because we do have well no i don't know if dr mccain's let me know because we had to be the district one i know

he said at the high school to understand what maybe the high school coordinator does if happened in the district one now if it alleviates some of the requirements on that person and that only works really close with the district coordinator and i would i would suggest that the district tornado spends a lot of time with the elements okay so it's something that you want to look at it is more for the 5a school than what it would be for region 20. region 20 is all anything so you have 283 also because north side submitted so when we're looking at the high school teams kind of like you're saying in elementary if they're doing number sets and something else that's true is that the same at the high school so so let's use 500 percent but

is that a debate team or is that a congress and an ld that a different lies than they should they've reached one okay that's my understanding and they submit those the way we end up paying those is the principal and the sponsor fill out the paperwork they both have to sign off on it then it comes to me at the end of the semester i sign off on it and payroll ends up usually paying it there's some that need to be paid in december they are if not they're paid yeah i don't know if it's true in our high school but a lot of times the same person coaches math coaches calculating coaches number six my understanding is they get three stipends is that your understanding dwight yeah yes okay and it's all dependent on

the teacher and the principal side of the paperwork some competitions or shorter periods of time than others some are all year long this is how it comes it doesn't break it down by different things it's just an overall and i know some may spend more weekends than others some levels spend more or have more competitions throughout the year well more hours into it so is there any way and we appreciate you getting this from other districts is there any way to if you've got one coach who's spending from you know six o'clock five o'clock in the morning until midnight uh with kids at a competition that's different than maybe somebody else who's there for three hours because they're all getting paid the same thing it would take more time and if there's specifics you will

look into we can always come back and amend this after because those stipends don't get paid out to later in here so it's something if you want overline on districts actually submitting entertasmy the only other way i can do it is if i call each individual district and hope they would respond to me and see if it's broken down by some subcategories so one of the other things we've discussed is um as teams they go higher in competition that potentially there's additional compensation if they make it to district if they make it to regionals if they make it to state one thing we could do like like mr agrarian said we always have been this if you adopted tonight you know i was the uil coordinator for ever and i've studied a lot of friends

that are i could reach out to those people that have very successful programs and get their stipend schedule just so you've got that information to go off of and i'm all forward if you want to recognize those that give our kids to competition but remember we don't do that for any of the outbacks and i think just our kids do extend seasons based on going into playoffs from seasons too so if we start doing that it opens up to everything it does and also athletics gets paid a lot more than academics too so it's not really apple's apple so the other thing too is within our board goals we're saying we want to get kids more involved which means we then need the adults to be more involved and in order for us to do

that we've got to make um education um extracurricular as important as the sports if we're going to catch as many kids as we can so my recommendation is that we do follow that path being part of one goal we put the energy into it it is going to be a lot of work but i also think that you know we look at it across the board and and that way and we do have these adults wanting to buy in and i have no problem calling to get information from other districts um to give you more of a breakdown because this is because task is limited here's your questions here's how you respond that we don't have any way to maybe suggest that there's some kind of difference or type of subject area and aren't actually

the levels but i can break it down more um don't want this to be what holds up and i guarantee you i'll bring you what information if you want to go back and and change the academic you can't always do we can just update it and say when it was updated and move forward just to find out and just just gather the information nothing definitely i mean i would like to see that just because i mean i did question it last week the thing so uh it's just one of those things i just just popped i don't know why because i looked at it so i just said you know i thought i'd ask the question again here goes during the nest so i'm at the mercy if i want to call individual districts i

can't rely on an email last hr thing i sent out because when's your first day of instruction about last day of resign i got eight responses from the 60 districts that's interesting so we're i try to withhold the information you don't have access to it unless you complete the survey still i'm at the mercy of people doing it so i have to do individual phone calls to see about individual breakdown of the level but it's worth the question thank you all right thank you very much questions comments about salaries we spent two hours on them and and finance committee spent two hours on them so we've we've dealt through for four total hours i feel like we know them pretty well i think i i want to throw something in i i was thinking about

what um mr gilliam said about the 3.5 increase and so i did a little research and everything cost of living between 20-20-21 grows 1.3 you know we were covered everything was kind of standstill but between 2021 and 2022 it's going up anywhere estimated from 4.3 to 5.4 gonna grow and i'm just thinking i don't know why we shouldn't give them a four point four percent right it's five hundred thousand right i think that's what we said one thousand for one percent one percent is uh 500 000 correct sorry one percent yes it's 500 000 so if we give them a four percent raise and cover what we didn't do last year and then the cost of living next year i think we could handle it do you think we can handle it so so like

i've presented to the finance committee into the workshop estimating our revenues is a very tricky matter there's so many factors that play into it that are out of our control we project based on the demographer's enrollment numbers uh if that comes in higher or great it comes in lower or it decreases our surplus cells available our attendance rate is another factor we base it on trends that trend can always have a bad year at the end of the day the district expected a 2 million loss this year at the beginning of the year we are in a surplus position so if the board is comfortable with four percent going in knowing that there's always the possibility of the revenue projections being lower than what the estimate is today um it won't be drastically lower but

it could be lower and so instead of a surplus there might be a slight deficit i think going into it knowing that knowing that we will catch up the following year because of our growth that that deficit would be a one year lift we would have to adjust compensation factors going into that next year maybe not be as aggressive we're in a great position our fund balance is healthy our growth keeps us in a positive overall position year to year if we take the appropriate measures the following year um so you know that's probably the best way i can answer that i hope okay this is just what i'm wondering uh what was presented to the to the committee was by all right okay so what did you all factor how did you account for

that number well i think there's some on the regular stuff going on so i made four different scenarios uh we chose a loss of uh values of four and a half percent again that goes in line with their trend uh again this year there's such a substantial increase in appraised value that could be a little larger than normal and then we gave a ada of um 94.5 so we initially had looked at 95 but we lowered it so you know again it's it's based on trend as well but there hasn't been any normal year in two years so it's only you know remote instructions off the table so if the kid's out the kid is out and we're budgeting that 94.5 attendance in workplace i don't know what the fight but we had we were

covered this year before attendance that's the only thing on lyria it's not the growth numbers are right i think it might be a little over a couple of grade levels but i think overall we'll probably make it it's just really good attendance and budgeting of 94.5 is you probably could make it secondary but we have elementary where uh parents make it keeps holding a little bit more and where usually you have a 96 elementary mate that's what usually brings out the secondary so the past two years have been crazy for everyone based on your teacher pay scale that you should go down that's we got four years on the seventy seventy thousand dollar pay scale i know some districts are only given the two percent some of our neighborhood neighboring ones right now a lot

of things aren't official yet but we were already paying more than that district as it was if you want to become competitive everyone's looking at our skills uh yup did a great job in the past three years of making it more attractive and would fix the benefit piece too everything you're doing is giving us more applications the only thing that we're fighting time on now is as you mentioned it's changing from 45 to 30 days all of us are going to be in the mercy of that because we can't lock in [Music] where we stand at each campus right now i'm feeling positions from pretty good shape although this week actually this morning we had a couple turn us down because they took other job offers but that's nature of the business so from the

tyrion battle which i'll speak to it too that from the finance committee standpoint that's what's there so you know two hours we spent going over these numbers and as as a board knowing everything um that's coming at us right so we're going to have kids with gaps we're going to have we don't know what's coming at that we don't know if these kids who have been remote learning are going to come back what's going to happen so if we remember where we've been the last three years we've done a great job at increases doing what we could in in our compensation plan as well with insurance with our longevity stipends all of those things we felt like at three percent and again y'all can speak to this teachers were going to feel like they were

being taken care of but that we as a board were also being consistent with what our board goals are which is taking care of kids we don't know what's coming we don't know how how much they are going to need we've talked about tutoring we've talked about this we got to have the money for that i don't see any teacher that went through last year that is going to be upset by three percent which is a very good number knowing that we need to there's so much we've got to cover and if we have more money then we look at some type of bonus or we can't call it a bonus a retention site something that we can do right but but three percent i felt like when we went through the numbers was a

strong number we felt comfortable that if everything went south we could still cover it plus we had money left to cover kids do the things we needed to do from the tutoring also our board goal of mental well health and all the people we want to bring in for that and getting kids back to campus there's going to be money for that everybody wants to give a raise of course i'd love to give them a whole bunch but we have to be responsible about it and so my feeling was we spent a lot of time pouring over it trying to figure out what is the biggest number we can give that we feel like we were responsible to students and staff alike and that's how we got it would you all agree and study esther

money seven million dollars [Music] tutoring and counseling and all that stuff too i mean i think with extra money because we are a fast growing district we would be able to continue the programs and the people that we hired as long as we continue growing at the rate exactly we can absorb those positions that we're talking about we're not saying we don't appreciate y'all's time because that uh that's that's a great y'all do great on that thing like that i'm just looking at the things because our trends have been since i've been on the board three four years now i've noticed because the complaints were that we didn't get teachers nobody was applying we had a lot of trouble getting the staff in here at the times that we needed and now all of a

sudden we're getting teachers with 15 10 12 years experience wanting to come to our district i think you know i know and that's made a huge difference we thought three percent was a good number especially knowing going into this fall there's so many unknowns we have no idea how many kids are going to show up and i agree with you i agree with you three percent degree and it's just like that when i addressed on the workshop is that we talk about our okay see like i said that doesn't stay with them when they come up to that 30-year mark and disappear it disappears and that's what that's the only thing i'm saying you know uh everyone said on the thing it's it's i'm saying that if it's okay but uh if at all possible

we can get something else okay well that's what we can do but uh i know we want to take care of everything at one time but the thing is we're going to be putting so much more pressure on these teachers and administrators this year to get us up to par from last year and the year before so we're really asking a lot of them and i know they're fullest too because they've they've done the past they've always done the job that we asked to do i just thought you know a little extra wouldn't hurt when you when you get it but i'm saying with the tree if everybody's if everybody does that on that so if we did the four percent would be as her funds carry us through until we start seeing growth we

hope so but we don't we can't guarantee that we're guaranteed um i mean our growth model is huge moving forward as long as the trends stay the way they are but there's no guarantee that you know the bottom is not going to fall out of the housing market you know in six months we just don't know that um doesn't look like it will but we've seen stranger things happen um i'll just say this and i work at the pleasure of the board if you want to go three and a half percent four percent my team and i will make that happen we recommended the three percent though because we knew that fit in the budget um i know there's been some talk about stipends and you know they don't affect trs but if you my

recommendation again i'll be whatever the port's pleasure is would be to to approve the three percent re-evaluate the budget after we see enrollment and then if you want to give a retention stipend at that time you could i know retention stipends don't affect trs but a retention stipend means a ton to our lower paid employees because if i'm talking about half a percent of some of our lower salaries it's not much fun but if you're a 500 retention stipend they're seeing more money than they would have with a percent does that make sense one percent of 500 000 i mean that's that's basically it one percent is you know customers five hundred thousand dollars so that's what that's coming out of our budget right what did our retention stipend cost us in december it was

about 400 000 yeah so i mean it's right it's not the same you know i'm just saying it means more right a lower paid employee's going to get more money on a retention stipend than they are with a percent raised that makes any sense at all but again we'll do this however we all want to there's one thing i need to go over which was the additional duties which we have today's meetings and everything on here is the same except for what's in that darker green uh because we're running into a situation when we're opening up a campus traditionally our staff starts at a certain date but when we're opening the campus we need them in place beforehand such as principal assistant principal councilman so what we're asking to pay them is supplemental pay their

daily rate on last year's scales so whatever you approve this year wouldn't affect what we would pay those people to open up a new campus so they would get their their how do i calculate their salary on last year's skills to come in and do additional work so like miss uh miss win currently she's working days now technically all of her elementary principals last day was june 15th so she's up here and then her assistant principal's first day is not till middle part of july and the council is later in july so what this would do is anytime we open up a new campus will allow us to pay them some little pay for the extra days they work prior to their contract for the next year would you like it for and we would

manage it uh i would take what they're suggesting uh for the number of days that they're asking for come back to the leadership and say is this a fair number of days and that we stay consistent every as opposed to when you opened up lucky ranch you had a crystal and staffed the entire year so it would allow us to hire early but not necessarily meeting them for the whole so that's the only other change that was made since the last week we spoke to machines i haven't seen your you know that's been a big question does anybody got any going further special on this stuff here i guess not then then i will entertain a motion someone would like to make one and recognizing that it does equal with the understanding that we're not

jeopardizing anything else right okay all right then if there's any further discussion if not i will proceed with the book when i fight your name please say pour it against the motion carry group forward gently campbell [Music] motion carries thank you very much thank you uh committee for working on this and thank you all of you people in the background for helping us out with the numbers okay the next item on the agenda is appointment of board committee thank you yes sir mr president board policy delegates to you the responsibility is to appoint board members to committees we currently have four active committees in the district we appointed these committees following a november 2020 election and we have not revisited them since the may election and ms cavazos fell on the board budget and finance
