mario you good evening everyone it's uh time to this meeting started i'm gonna call up board members so i can establish more and then when i call your name that's it's mine i don't see batman okay kennedy campbell present here here okay we have a quorum we're missing defense mark she's not in so we'll go ahead i'm already down over here i call this media board meeting to order at 6 31 p.m okay now we're going to stand for the pleasure of leaking i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation with liberty and justice okay that's my camera all right we have uh announcement communication and presentations uh first up is construction of the administration oh can you hear me yes

sir okay quick construction update for the month of august 2020 uh as uh as you know we've uh reached uh substantial completion on the high school uh edition number two and final edition to the high school to complete that campus uh we're working on final punch list items they were all uh should be completed at some point in time this week uh you got some technology and camera installations going on uh through our technology department and uh as you uh if you go into and look that building if you walk that building you'll notice that uh that building is pretty much an exact match of uh of as far as the architecture goes as the rest of the building so all the high school buildings all tie into each other both uh on the facade

on the outside as well as the inside so uh that'll give you a completed campus and it's uh it's complete and it has furniture ffa has been installed and it's ready for students just as a reminder what you what you received in this 9.1 million dollars was what you what you see in a little kind of a pink shaded color there the 30 regular classrooms throughout the two corridors uh you have uh in blue you have on the on the left side of the picture you have his and hers boys and girls restrooms you also have a special needs classroom oversized uh room for alternative learning education uh in the blue section as well uh and that kind of uh oranges color there toward the center left are your two science classrooms connected together with

a prep room uh you also see a middle corridor there that has uh a couple of offices in it a couple of staff restrooms uh teacher work area and then of course your idf room where all the technology comes into that building so that gives a that building to completion puts that campus to about 2 400 students 2 600 if you include the portable buildings existing on the campus so once you complete and finish this campus up you'll be ready to start talking about planning an additional high school campus at some point in time in the in the fairly near future just to give you a few pictures uh here's an example of a corridor it looks just like the rest of the corridors throughout the high school the next picture just shows a typical

classroom like you'd walk into the rest of the typical classrooms with an accent wall vct tile your drop down ceilings your furniture it all looks about the same as as the rest of the high school building uh you did see get a little face lift on the back of the building where the uh bus loop is where the bus pick up and drop off is you'll see the canopies that were added there so that all ties that with a canopy section of a quarter that goes down the middle of that building to the main building as well so that ties all those buildings in very nicely the front of the building also getting a little face lift uh here you can see uh as you enter into the into the campus at this point in

time a concrete mv has been poured uh this just kind of uh shows the how that was done uh with the template if you will uh once that was toured and and it was cured that was lifted up with a crane uh and then you can see that both both the m and the v has been installed and then uh as you enter the campus that's going to be the first thing you see there's no doubt that you're entering into medina valley high school uh additionally that mv will be painted and a panther uh installed on it as well it'll look somewhat like the next picture is what you see at the front of the or the entrance if you will of the football stadium so that's similar to what are very similar what you're

going to see that mv turn out to be once that's all been completed in addition to that remember uh as far as the front of the building as you go in there's a security vestibule now you'll see the framing is taking place the glass is being added uh and you'll see there's a corner office now they're added and then on the left hand side of the screen you see two sets of double doors as the students would enter uh into the building uh they'll have to be buzzed in by these double doors uh for whoever's sitting there monitoring the vestibules the security vestibule if you will in addition to that to keep students from walking in and out of this area constantly during the day you'll see the next picture showing that the double doors

being cut from the first hallway as you enter into the high school that then now enters into the courtyard area eventually then goes leads into the cafeteria which will improve traffic flow significantly especially since you're cutting off the traffic flow from the outside of the building in the front foyer so those are all nice little additions to the high school bringing that high school up to the completion of a 2400 student campus as you know uh what you also added then uh as a addendum so to speak to the to the high school building uh you added a fine arts expansion which includes a dance studio uh a scene shop some some additional locker rooms and restrooms and office area some additional storage and then a nice loading area where you can load uh and

unload uh materials and props uh for one act play those such such things such as that our next picture shows just a little schematic what that's going to look like on the far left of the screen is your dance studio and then in the center of the screen is your scene shop so to speak and then to the right of that is the existing building right behind that truck where it depicts a loading and unloading area so that is also moving along very nicely the under ford mud slab was toured and then the foundation farms and pans were all set and that was by the time this was written uh that was all getting ready to be poured it was actually poured last saturday uh so the foundation is there and is it is ready

to move forward from there um then pouring of the columns and mid beams are going to follow uh target completion of this is going to be the end of the year uh so right now we still expect that to happen i just give you an idea this is what the the foundation looked like the setting the pans and getting ready for the poor that happened this past weekend keep in mind that these uh these pictures are a little over a week old moving on to ladera elementary remember 27.8 million dollar project as moving along as expected maybe in some cases a little ahead of schedule which is nice the what you see going on there right now you see the structural steel erection has been completed and you see a lot of work still being

done installation of the roof panels again trying to get the building dried in as soon as possible on the outside of the building you see damp proofing continuing on the exterior walls and on the inside block walls you'll see the block filler starting to take place uh it's kind of a precursor to to painting that those block walls it just kind of fills the holes if you will of the of the blocks to make it look a little nicer once you do paint it uh of course you have ongoing plumbing plumbing and electrical rough-ins uh and then beginning this week and next you'll start seeing as the building starts to become dried in you'll start seeing some interior sheetrock installation uh the window's starting to be installed and you're gonna start seeing the uh the

first and second course of rock on the exterior part of the building so uh things are moving along we haven't had uh knock on wood uh any interruptions and supplies at this point in time with everything that's going on in in the nation in the world you would expect some issues but i i will tell you our our contractors has been up on that and and they've scheduled things way out in advance to make sure that those supplies and materials get there and get there timely so one particular subcontract not subcontractor is not holding up some other contractor so again knock on wood uh we haven't had those issues and and it's still moving on right on schedule uh just to give you an idea this month to give you some aerial views of this

this is uh as if you were looking from highway 211 211 looking west toward castroville if you will to the bottom of the pitcher you'll see the retaining walls that were required to slow and control the flow of water into that creek because if you remember the the lay of this land falls from the top of the pitcher to the bottom of the pitcher uh and the top of the pitcher you'll see an intersect intersection or a future intersection to the right of the top right of this pitcher uh where that's grosenbacher moving from east to west and then uh uh ladera hills going from from uh right to left if you will so libero hills will be extended along the western part of this property line so you will enter up there along and

you can see those retaining walls as well you'll enter in there and do somewhat of a switchback if you will moving from right to left into our parking lot so you can see those retaining walls to allow that to happen as well it's kind of a nice little uh aesthetic way to enter into the building and you can see that the framing that you see here that that doesn't have the roof panels in it the majority of that is your cafeteria gym library area and moving right to left building where you see that it does have the roof panels that's most of the most of that is your academic building pre-k through q5 next picture just shows the same picture at a different angle uh this is standing on the future uh ladera hills extension

if you will kind of looking toward the front of the building you can tell it's the front of the building but if you look kind of the center of the picture you'll see the uh the part that juts out from the beginning the building from the from the front of the building uh that that shows the entrance uh so that is the main entrance to the to the school that's the parking lot right out in front of that to the top left hand corner remember there's also a parking lot for staff parking over there and that'll be your bus loop that comes in and off of gross and boker itself uh so that's kind of the layout the next picture shows it again from a different angle looking more north or uh northeast if you

will with the uh parking lot the the uh bus lot i'm sorry this is looking from grossenbacher looking south with the with the parking lot for the bus loop and the staff parking on the left hand side of this and again the structural steel framing that you see there is your cafeteria gm library area and then those that do have the roof panels this this one closest to us in the foreground uh that's your your lower level the pre-k uh and kindergarten wing and then the upper level is on the other side on the right hand side again you see the main parking lot and the entrance and do we have another picture to go with that yeah this is just another picture of what what the view is going to look like from the

top is the the highest hill in that subdivision standing on one of the lots where they're building a new home uh this is going to be their new their new view of our elementary school once it's complete so it kind of turns out to be a very aesthetic area and just a few additional pictures just kind of give you an idea in the next one when you walk into the into the entrance of the building this is kind of what it looks like if you look up into the uh into the main uh foyer you'll see a lot of that structural steel you see to the right of this building is your upper levels third fourth and fifth grade to the left of this building you pre-k kindergarten first grade if you'd walk straight through

this picture to the back that's when you would enter into the cafeteria in the gym area again next picture i just show they're moving forward with a lot of the if you look closely you can see a lot of the uh installation of electrical plumbing fire suppression uh your hvac work there you hvac duct work uh so all of that stuff is ongoing as as we speak and just one last picture just shows additional roof linings going in are trying to get this building dried in as quick as possible because once that's done then there's there's a lot of trades that can get into the building to do the kind of work that they need to do so that's ladera i'm proud to tell you this point in time it is on schedule we expect

it to stay on schedule hopefully ahead of schedule we'll see but the target completion date on that by contract is april 30th that will give us plenty of time in may june july and august if we need it to outfit the building with all the ffe and be ready for school next year just some side projects going on from a security standpoint just give you an idea if you walk outside the football stadium into the parking lot you'll see new fencing that surrounds the perimeter you can see the baseball field here on the left to the right which you can't see was the old transportation facility which is now a part of the maintenance facilities where we keep a lot of our maintenance equipment but you'll see that the the new fencing has been added

to seal all of this stuff off uh to to prevent people from driving and from going back into the back part of the property without authority without an admission it gives you just an idea right there this is the building where we receive our a lot of custodial supplies but you can see the fencing on the right hand side of that continue all the way to the back of our property so that's a nice little addition uh if nothing else for security purposes uh you also have a little small if you will upgrade to the press box at the football stadium kind of redesigning uh how those windows are in there and changing the framework of that somewhat that is ongoing as we speak also but that will be ready for football season whenever we

start that it will be just much more user friendly if you will a little bit a little bit of an upgrade something that hadn't happened in many many years to that stadium but you'll see just a rearrangement of the windows mainly uh and in doing that it created uh some issues in terms of reinforcing it in different areas throughout that press box but it's gonna be a nice little addition uh to making that uh much you much more user-friendly for those people who have to work in that during uh football soccer and all other games the way your graduation what have you the events that we have on that stadium so got a lot of things going a lot of good things to report we're going to continue to move on and get ready for

the new fiscal year okay well thank you all i appreciate all that information uh everything looks good so again thank you very much sir thank you okay we're going to continue down the line with the financial briefing mr zamora good evening everyone so this is the august 2020 uh general fund financial statement as you can see our total estimated revenue and uh for uh at the end of july is 53 million 294 our total estimated expenditures is 51 ninety nine thousand six hundred and eighty three dollars i will point your attention to uh an item that had not been on the financial statement previously it's your 8 900 transfer out that in that is an estimate amount that will have to be transferred to the general fund to subsidize the i mean i'm sorry transferred

out to the food service fund uh as we're expecting a loss this year um overall expected uh surplus for the year is almost one million five uh one million five hundred thousand next slide uh this is a look at the general fund by object uh in the description i've added the description of the different object codes that we categorized by as you can see the information is is in total the same uh year-to-date actuals is 44 million uh estimated encumbrance is 7 435 767. uh year to date recognized is 84.14 prior year to date recognized was 85.37 so we're right in line with last year this is the financial statement for the food service fund uh total revenues uh our year-to-date actuals is two million seven hundred and fifteen thousand one hundred thirty two dollars

uh estimated revenues for the month of august will be 200 000 uh current year percent is 75.34 percentage compared to last year we were at 94 percent appropriations and expenditures year to date is three million ninety eight thousand two hundred thirty one uh estimated expenditures for the month of august four hundred and nine thousand ninety eight dollars uh current year percent is 85.97 percent and compared to last year we were at 89.40 uh our current estimated loss for the year in the food service fund is 592 197. we had a beginning fund balance of 433 942 and gives us an estimated uh negative fund balance of 255. again that uh initial financial statement on the general fund side that is a worst case scenario just to make sure that we cover our basis for our

uh final budget amendment mr zamora can you explain that food service account yes sir we had a 400 000 surplus beginning next last year yes sir 592 000 in the hole how did that happen explain that to the public that's that's listening so unfortunately with coven 19 when we uh were first forced to close campuses and the school district in march we had we continued to pay all our staff throughout the district uh regardless of staff working or not working and so we continue to to have that expense we may not have had the expense of the food product that we sell or uh or provide but we the majority of our budget is in salaries so we continue to have that expense throughout the remainder of this year without the revenue associated with it

because we're no longer getting the same participation rates that we would get if campuses were open so even though we had the curbside meals the participation rate was much less than what our salaries were and there's no expectation to get some of that money back from the beds or the state no sir there has been no conversation about either the fed or the state trying to uh refund the any districts for the losses that almost every district is incurring right now okay thank you this next one is your debt service financial statement uh year-to-date actuals ten million eighty-six thousand five thirty uh estimated revenues for august fifty thousand uh year-to-date recognizes 98.82 percent last year we're at 121.15 year-to-date uh expenditures nine million one hundred and twenty six thousand four hundred and fifteen um year-to-date

percentage we're at 74.98 percent uh last year at the same time we're at 68.31 our current year estimated deficit is 2 million 2 947 dollars and again that was uh only because we paid off the 2010 bonds our beginning year fund balance was four million 198 or 198 thousand five ninety uh projecting for a end-of-year fund balance of 2 195 mr zamora am i correct that we have a bond payment this month yes uh we had all our interest bond payments this month so they'll reflect in our september financial segment for the end of the year anybody have any questions from mrs moore okay thank you very much mr lamar appreciate it yes sir okay go down with that we're going to go the next topic which is uh superintendent briefing dr robach thank you

mr de leon real quick we do have a short superintendent briefing tonight first we did have a registration deadline for students returning to the district of last tuesday we did have 93 percent of our students registered with 44 of those choosing in-person instruction and 56 percent choosing remote instruction you can see it broken down by campus it varies on the in person from a high of 48 percent to a low of 35 percent bus riders as of registration we had 1 321 students indicate that they needed bus service mr kennedy and his staff have been working to develop those routes and it seems to be working out fine a reminder that students who choose remote learning can only shift back to in-person learning at the end of a six weeks grading period however students that

choose in-person learning can switch to remote at any time and then also just wanted to remind you that we have totally revised revamped the panther strong start web page thanks to sam for taking on that task and producing a great product it has changed some since i uploaded this uh picture from the webpage there's another video there now on cafeteria service i believe sam has another video or two to come and we've got everything uploaded here from health and safety info to frequently asked questions um our coveted response protocol that we'll go all over later in the meeting um process maps that we'll also go over later in the meeting and then on-campus requirements for cte students we have our special programs uh plan special ed we have our remote dyslexia instruction plan so there's

there's a wealth of knowledge on this page and i encourage everyone to go to that page it's www.nvisd.comcovid if there's a question under frequently asked questions that you have that we haven't answered please send it to us so that we can get it answered but but really happy with the way this turned out and we continue to add new information to this almost on a daily basis and that's what i've got mr de leon okay thank you very much yes uh i guess nobody has no questions on the briefing there so we'll continue local policy manual update 115 yes sir i have received uh update find the right page here update 115 from tasby uh there are some changes to local policy that we need to go over and uh i'm just going to run

through these uh there was a video for this you can go to the tasman page and watch however i couldn't figure out how to run the video through this system so i will send you the link for that so that you can watch it the first is in policy bf local which is simply a title board policies and they've added a line in here that says legally referenced policies are not adopted by the board we all knew that was the way we operated but they've now codified it in your policy manual so only only things adopted by the board are local policies now the next is on page 72. now this is board policy d dia local which is employee welfare freedom from discrimination harassment and retaliation i'm going to read just a snippet from

the explanatory notes here and it says recommended revisions to this policy incorporate the recent united states supreme court decision bostock versus clayton county georgia which held that an adverse employment action against an employee on the basis of homosexuality or transgender status violates title vii's prohibition on sex discrimination and employment as a result the policy clarifies that discrimination on the basis of sex includes discrimination on the basis of biological sex gender identity sexual orientation gender stereotypes or any other prohibited basis related to sex so they've taken everything that came out of that supreme court decision and made revisions to this local board policy please stop me at any time board policy dmd local i was on professional development professional meetings and visitations tasby is recommending that this policy be deleted as there is no [Music] requirement

for the board to have an adopted policy on professional development they say this should be an administrative regulation so as we roll out our administration regulation manual we'll make sure to include that in there rather than in your board policy go to page 80 of this document this is board policy e i local on academic achievement and this is is really semantics but there has been a change in the texas administrative code which changed terminology so if you have a year-long course that a student takes let's say they take algebra one you have a first semester grade and a second semester grade in our policy we refer to semesters so if the student received the passing grade the first semester and a failing grade the second semester they get half credit for that course texas

administrative code has changed the wording to instead of saying semester they now stay half of the course and so since the administrative code made that change from semester to half of a course we have to make that change in our local board policy as well they're also recommending for deletion this section on withdrawal or late enrollment which refers to migrant or homeless students and that has been placed in another part of the code or of your policy policy fb local equal educational opportunity simply says that the provision on the title ix coordinator has been updated in response to the new title ix regulations the feds recently came out with revised title ix regulations they changed wording in here to reflect what's in the federal uh policy just saying that we have to have a title

ix coordinator for students and a coordinator for ada section 504. [Music] board policy fd local deals with admissions the wording in here changes for highly mobile students and if we go down in this policy they have added wording related to transition assistance so if we have a student who's identified as homeless or in substitute care such as foster care enrolls in the district the district shall assess the students available records and other relevant information to determine transfer of credit for subjects and courses taken prior to enrollment sometimes with these students it's difficult to get their academic record and so this tells us that not only can we look at their available records but we can look at other relevant information so if we can't get an academic record we might get a uh affidavit from

a teacher that child might have had saying they had the course something of that nature but it requires us to look at other sources rather than just the academic record for this subset of students page 87 word policy feb local simply changes some wording we have to have an official attendance taking time on our campuses used to we had to do it either during the second or fifth instructional hour state administrative code is changed to say that the superintendent will determine the attendance hour for each campus so it's simply changing it from second and fifth instructional hour to say that the superintendent will determine uh when that attendance period will be and we we've already determined that for the year it's in our team system ready to go in skyward we go to page 88

we have ffg local this is student welfare child abuse and neglect it says in the explanatory notes that the policy on child abuse and neglect has been significantly revised based on amended administrative code rules recommended text is included to provide the required policy addressing sexual abuse trafficking and other maltreatment of students that must be included in the district improvement plan and the student handbook the model student handbook which we use every year was changed this year by tasby to reflect all of these requirements it also addresses the required child abuse and neglect reporting policy okay we go down to page 91 we have board policy ffh local this is student welfare freedom from discrimination harassment retaliation since there were changes made to title ix to the regulations of title ix there's a number of recommended

revisions to this policy to make sure that the policy reflects the new provisions in title ix at the federal level the next one is this is a long update uh the next one is board policy fmf local this is student activities contest and competition uh like the policy we we saw earlier this is recommended for deletion as there's no regulation in place that this bnboard policy more appropriately should be in administrative regulations so we will reflect it there we go to page 102 of this packet fng local student rights and responsibilities student and parent complaints and grievances they've added some wording here just to add religion and sex and age to the types of complaints they've also if you go down here this is on page 103 they've added the provision in here that complaints

regarding refusal of entry to or ejection from district property based on education code 37.105 so if a parent or a student or a community a parent student under this policy are told that they cannot come on district property for some reason they have a right to appeal that directly to the board they don't have to go through the other steps of the grievance process and this policy reflects current law that says that the board must hear that complaint within 90 calendar days of them filing that complaint and then the last policy that's in this update gf local deals with public complaints so you've got three three sections in in your handbook on complaints one is on employee complaints one is on student and parent complaints and then this one is is low community complaints uh

this is changed to reflect exactly what the last policy did if for some reason we told a community member that they cannot be on school property then they have the right to appeal that directly to the board and the board must hear that complaint within 90 calendar days of it being filed and that is the local parts of policy manual update 115. again there is a video if you'd like i will send you the link for that if you'd like to watch it and if you after reviewing this if you find things that you got questions on shoot them to me if i don't know the answer i'll ask for a tasby policy consultant and we'll get an answer okay and that's it mr daleon would anybody want a copy of that video yes sir

okay next on the agenda is public speaking okay we have one person signed up to speak but let me go ahead and at regular board meetings the board of trustees shall permit public comment on any topic all public comments are limited to five minutes per board policy speakers who engage in personal attacks or using insulting profane threatening or abusive language during any board meeting shall be ruled out of order by the presiding officer and may be asked to discontinue the public comment any concerns or complaints regarding employees public officials students or parents must be resolved via the appropriate grievance process as stated in board policy which is located at the mvs style isd website no board member or administrator may respond to a member of the public unless such response is in recitation a district

policy or a statement of specific factual information okay with all that read uh miss griffin are you on the line yes i'm here okay ma'am you have five minutes go ahead and proceed thank you hi everyone on the board i i'm here today because i just want to reiterate that we um need the the parents of community we just need to make sure that we are informed uh about these board meetings and everything that is going on i do know that you have put a notice of the board meeting on your facebook page but not all parents have access to facebook some of our the people in our community don't even have access to the internet um i really would like to um really employ the board to start using those text messages that we

receive from the district about things going on in our schools um as well as um perhaps an email blast i mean we get those for other types of communication that are going on in school and i really think it's important for parents to be at these meetings because at the end of the day whether we agree or disagree about what's going on we all just need to be informed um we can't you know we can't form an opinion about what's going on if we don't even have the information and these meetings have been um vital even the one today had i not signed up to speak i wouldn't got any kind of reminder about it because i'm not on the facebook um the facebook page and there is no other type of communication to remind

you about these things and our parents shouldn't have to ask to speak in order to be informed about what's been going on and i also would like to say um a big thank you to um those board members um who have been speaking up and have been uh being a voice for the community i i really really do appreciate you you guys know who you are but i really just would like for you guys to do a better job at communicating with all of us i know it's hard with or everything going on with covet but at those times when we have the car stacked against us that's what we have to do better currently right now i am a mom who has a husband deployed i can't just let my children go by the

wayside because my husband's gone i have to do better so i just ask that you guys do a better job of keeping the community informed because it's important that we're here at these meetings and we know what's going on and even if parents don't show up we still should put out the information so that they have the opportunity to be there because now that i know that we can go to these meetings via a webcam i've been at every single one because it's important thank you thank you very much ma'am appreciate your comments and continuing on we're going to discussion and possible action items consent agenda items uh yes sir mr de leon uh we do have minutes of the july 20th meeting and then called board meetings on july 29th and august 3rd i've

re reviewed the minutes i find them to be in order we also have five items under the superintendence report on budgeted purchases that i'd like to scroll down to here the first one is autism treatment center we do have students that attend autism treatment center in san antonio the contract is attached here one too far up um that contract is in excess of fifty thousand dollars annually so therefore it needs to come under consent agenda for approval tonight uh we do get a portion of that payment back through residential facility funding from the state not all of it but a portion of it back the next one is for pyramid we contract with pyramid for private duty nurses for students that have needs that require someone to be with them the entire time they're in

school we do have a couple of those that we contract out for the students needs or so um they have such uh great need that they need someone with them all the time that contract is in excess of fifty thousand dollars uh we do get some of that back through the high cost but but not all of it the next contract there's actually three here with school therapy services should be on page 135. there's three contracts here one is for ot for occupational therapy one is for pt for physical therapy and one is for speech therapy and while we employ speech therapists sometimes the need for assessment is a lot higher than what our folks can get to and if you'll recall we still do have one of those positions open in the district that

we haven't been able to fill we like to have that contract every year in our hip pocket just in case we need to to go out and get someone from the outside to help do some of those assessments so it's always good to have those contracts are in excess of the fifty thousand dollars those all fall under the special education budget um go down here you get through them all and then you can ask questions if you don't mind the next one is claims administrative services this is who administers our workers comp plan that plan for this year is a hundred thousand one hundred sixty six dollars uh they have done our our workers comp claims for a number of years uh and then lastly on page 162 is our interlocal agreement with medina county

for our school resource officers we're not asking you to approve the agreement tonight we're asking you to approve the expenditure because it's in excess of 50 000 for the year so it does require board approval for the expenditure the agreement is still good with the county we just have to bring that expenditure to you on an annual basis be happy to entertain questions on any of those and so the expenditures related to all these contracts are already in our budget yes sir yes sir we budget for those on an annual basis i just have to bring them to you because they're in excess of 50 000. okay so anybody have any more questions on this discussion i'm not hearing anything so i asked somebody make a motion i generally campbell moved to approve the consent

agenda agenda items as presented thank you i have a motion do i have a second all right darren calvert's second in motion thank you sir i have a motion and a second uh is there any further discussion no i just want to say that i appreciate that you always put in the contracts and so forth so we can go through them it helps a lot for us to be prepared so thank you for putting that work into it beforehand you're very welcome okay thank you very much man i will proceed with the vote when i call your name please say four or against the motion and it's campbell four and then bc four and covered four there you go four a four and i'm already on vote four the motion carries thank you all very

much the next item on the agenda is to consider recommended 2021 cool uh yes sir mr de leon when we adopted school calendars um several months ago we had put friday january 22nd as a staff holiday i mean student holiday staff in service today for the medina county stock show we weren't aware at that time that the stock show had been moved to that next friday or that next weekend so what we're asking tonight is that on both the academic calendar and the flex calendar that you adopt revised calendars or amended calendars moving the friday january 22nd student holiday staff in service day to friday january 29th to reflect the accurate date for the medina county livestock show okay so all we're doing is just adjusting the uh acquiring to one link creator to adjust

that yes sir yes sir anybody got any questions on that or concerns uh no further discussion so i will uh entertain a motion i terry growth move to approve the amended 2020 2021 school calendars as presented we have a motion this second [Music] kennedy campbell four four sorry i'm having trouble with my mute button all right thank you man darren coward four there you go four who's this heavy a fourth and i'm married in world war the motion carries thank you very much moving along uh consider medina valley isd asynchronous learning plan uh yes sir thank you you've heard us talk now for a couple of months about synchronous instruction versus asynchronous instruction for remote learners and we're required by tea to submit an asynchronous learning plan for state approval uh dr mccaslet and his

team have undertaken this task and i must say have done a tremendous job in putting this together i looked at it compared to the scoring rubric and i in my opinion it should pass the state scoring rubric no problem just as a reminder to everyone we had to submit a letter of intent to the state about an asynchronous plan the plan link was made available to us on the 20th it's due by october 1st but we're ready to submit and that's why we're bringing it to you tonight to ask for your consideration of approving it so that we can submit it to the state tea will then take 30 to 45 days to review the plan at that point they'll either approve it or they'll send it back to us with a notice of revisions

needed if we need revisions then we would have 30 days to submit those back to tea they are they are extending grace to all the districts through the end of the third six weeks reporting period we do feel really good about this plan though moving forward so again we did have to submit the letter of intent we did that through a survey link and the plan must address four points it must address the instructional schedule it must address student progress material design and implementation which they have all covered in the plan so at this time i'm going to turn it over to dr mckay's lit and let him go through this hit the high points of the plan because it is lengthy dr mccasley thank you dr rohrbach just a quick overview there on uh

on page one uh this plan is for the entire district you have the ability to um you have the ability to adopt it by campus uh which we did not do it's one plan which is recommended uh i'm gonna scroll down to page three and just a real one of the the major points in a plan is you must account for uh your instructional time and so what we did was we surveyed our campuses and on page three you'll find that those are the minimum minutes in addition to the task force hard work on this we also viewed videos and frequently asked question documents as well as common pitfalls of the plans that have been submitted and one of the things is that the minimum number there would never you'd never want to be less

than 30 minutes again those are a minimum there are campuses where the numbers vary but it certainly meets the criteria of the rubric so uh that that first section and page five also goes on to kind of review the an overview of the minutes again everything that you will see there um is minimum uh and that is what the commissioner asked for uh the commissioner also asked for a concise report this may look quite comprehensive uh it's comprehensive only in that it covers every single thing that is asked for uh you will find in this plan and i'm going to look now at page six which is important you'll note in the plan that there are a number of hyperlinks for review so although we were very concise in the reporting we provided web links

in case uh reviewers want to go further in depth and this is a page on our special populations which accounts for everyone and you see the hyperlink there for our special special education special programs action plan so there's there's plenty of information just real quickly uh pages seven through uh if we just scroll through seven down all the way to page 14. all that information we sent out early is how we address each content area as it relates to remote learning and the requirement uh that uh online instruction mirror uh in-person instruction and again you'll find some links in there to show how for instance we serve our special population there and also we end with a very important uh component our career and technology education courses which are expansive debra keller the high school

teachers middle school administration high school administration have done a great job of outlining how career and technology education courses will roll out and how we're able to serve students online with the minimum on campus requirements for certain classes like let's say welding [Music] there are some expectations for student engagement as you scroll down uh through the document uh next we can look at page 18 of the document and basically uh tea also wants to know how we're going to progress monitor how are we going to monitor student success and if you recall in the last board meeting you approved our universal screeners so we will be using those in addition to common assessments each six weeks common assessments which are consistent throughout our campuses at let's say the elementary level middle school level we have

one high school and of course we mentioned board policy eia which we will also adhere to these are very um specific things that the review committee will look for quick look at page 20. another big requirement is that we're providing professional development for our teachers as well as our parents and without going line by line you will see it is expansive uh we have started uh our pd initiative for the year you can see that the year is mapped out there and and i'll draw attention let me find one of these once we get into the year i'm going to look at age 21 but regardless of what page you're on there 21 you'll notice the acronym p-i-o-d and basically that's panther innovation on demand our teachers uh they have started professional development already and

we've been reading their uh surveys to see how it's going the surveys have been very positive thank you to all the teachers for filling those out and one thing that was mentioned in there very heavily mentioned is ongoing professional development so panther innovation on demand you can see that the professional development is year long and extensive but panther innovation on demand teachers can order that up and you'll see the times there a lot of them are after school if teachers need additional support to the typical professional development days they can certainly get through panther innovation on demand so again several pages there on pd but pd is a big deal for us uh equipping our teachers preparing them and so there's a lot of support through throughout the year and that's all that information feeds

into domain to describe your professional development for educator support which i kind of just i just touched on communication i'm on page 32 and i know there's a lot of information but on page 32 we begin to look at how we communicate with the public and through my experience in sending out some information i think i had one parent contact me yesterday and together we kind of went through the panther mbisd strong start which is extensive expansive very a lot of information and going through that with the parent they see there's a lot of information there which dr robot covered earlier the mdisd off-site learning and again those are all links for the tea to go into those as well as you all if you want to go in there that uh nvic off-site learning

resource that's an amazing website as well and really kind of guides the parents how do you get started with this how do you log on how do you get your user id how do you get your admission code to the classroom uh we have really really uh provided a lot of short approximately five minute videos that are family friendly and we don't lose our audience on those uh and we get to the point so you will find those to be very useful and number three there i believe is a very special and unique i haven't seen this in any plan they ask how you provide support to your special populations but through our guidance and counseling department uh mrs hutzler has put together an extensive program and website for providing that oftentimes overlooked i haven't

seen it in the plan yet socioemotional support where students can reach out families can reach out there's even some information she's put together for staff it's it's really nice and i think that's one of the very very unique things in this plan and we round things off on page 34 with just kind of a timeline of how things have emerged uh to show the process we do feel that it is a quality plan very proud of it proud of all the work i'm proud that we're presenting it today uh august 17th and it's due in october a lot of hard work by a lot of people and they did a great job i really commend everyone from the task force to department heads campuses i'm really proud of this and i'm i'm here to answer

any questions if you have any on the plan this is mr calvert here is there something that to help the parents uh navigate um i know we have tons of great work that um that a lot of people have put a lot of work into but is there a way that it makes it easy for the parents to know the um what those resources are yes sir as a matter of fact what we have on tap for tomorrow pending approval is a newsletter that will go out tomorrow to these families and it will be comprehensive i've shown a draft of it to dr rohrbach and uh i think that will be just what we're ordering up there it will be a personalized newsletter to remote learners only because we've established that that will go through

how to navigate the system it'll cover some expectations as well i think that newsletter that's going to go out tomorrow to all remote learners will be quality stuff so visiting even with special programs our at-risk students visiting with mr kerry in federal programs today you know we're talking about farming task force to monitor these students to make sure whoever's not logging on and we're monitoring that for asynchronous you're required to monitor that every uh 24 hours we are going to we're going to monitor that throughout the day the commissioner has recommended that you use your lms platform in our case that's google classroom or seesaw we are going to add to that a google form the student fills out so that we can monitor that student's progress by the minute throughout the day and get

with those uh and get with those families and support them if they're not able to get on but uh again a high success rate well over well over 95 percent on our s'more newsletters if some of you've ever seen those we're able to track the families who access that and see if they're able to receive it able to view it able to open it and we're well above i would say consistently above 95 percent on delivery and monitoring that they're getting that information thank you so this newsletter is just going out to the remote learners yes yes sir this this one would be i we have sent out also a couple of information surveys to the remote learners we know because they're remote we need to be in close contact with them every remote learner

should have received a survey this week and again based on the information we have in our s'more accounts and tracking the response rate is very high so we're excited about that but really wanted to get through this meeting this evening receive feedback from you all and make sure that we have it right before we hit send on that tomorrow is this a newsletter that will go out um throughout the school year as long as we're doing remote learning yes sir we do envision that and of course uh we will uh expand that because we know at the end of uh the six weeks uh the commissioner said you know you can you can switch at the end of the six weeks if students want to join the in person as dr rohrbach talked about a

little earlier they want to come join us and come to the in person they can do that at the end of the six weeks so at a minimum we would see that going out really to everyone every three weeks uh and i say every three weeks we will end of three weeks we'll progress monitor see how everybody's doing in the three weeks we will open it up to see if people want to change their learning environment so yes sir that would be a minimum of every three weeks easter dr mccaslett i wonder if um just hearing that but knowing that we're remaining fluid um let's say a classroom gets shut down is there um value to sending the same information to every learner regardless knowing that you know they could be in school this week

and then something gets shut down and so there's not we don't have to go back and figure out the link that somebody missed so it is going to cause confusion if for anybody not on this call they get an email about remote learning and then you're going to create all these phone calls where they said no i signed up for in person but maybe somehow we communicate everybody's going to get all the communication because i think we're going to have to it's going to be really hard to go figure out what link they missed otherwise just a suggestion thank you so much that's a tremendous suggestion because what we're seeing also what we have to track and what you said is incredibly important because we're still we're building on enrollment so we're still getting students

come in constantly so prior to the first day for the remote learners the uh the assignment will be we want all of our remote learners uh to log into the system before the first day before we overload the system so that's gonna be going on this week but we will be sending out a confirmation of enrollment to uh to everyone to make sure we're on the same page prior to the first day of school because yes ma'am we we had a we had a healthy number of students uh and families up here today and they were doing a good job of social distancing even all the way out the door and and so the team's department's been doing a good job but thank you for that we'll be sure to include everyone uh we do

have plans and i didn't specifically point it out in the asynchronous plan but there is a question in there that says what if you what if you had to go remote on a dime and so with our s'more uh i've been sending you all uh updates on registration that same report i don't include everything but off to the side there is email and contact information for every student in the school so that can be a literally a right click copy paste into a newsletter for immediate correspondence really really happy with that s'more product and reaching parents and confirming that they receive the message would it be possible that you could uh send us send us all a draft of that a copy of that draft oh yes review it oh yes sir absolutely no problem

at all thank you sir sir okay nobody have any more concerns or questions from dr mccase or dr robot okay not hearing any i'm gonna ask if anybody wants to make a motion to approve this i move to approve the mbisd asynchronous learning plan as presented can we have a motion does anybody have a second all right you're in calvary's second motion okay thank you sir we have a motion and a second is there any further discussion not hearing any i will proceed with the vote when i call your name please say four against the motion generally campbell four four and cover four the motion carries thank you all very much okay moving on down the line consider medina valley isd coveted response protocol dr robach uh yes sir thank you as we've discussed at

previous board meetings tea is requiring every school district to develop a covid19 response protocol and that must be posted on the district website at least one week prior to school starting we've had it up on our website now for a couple of weeks with the disclaimer at the top saying that it's still required board approval i'm going to turn this over at this time to tania stivers and tina schmelzer just to talk about real quick how this was developed and what guidelines were used to develop it so tina and tanya if you're on the call if you would do that at this time i'd appreciate it hi good evening everyone we did have a committee that worked together to put the protocols together the committee did represent some staff members teachers administrators nurse tina and

myself and then we also collaborated with the medina county health unit to ensure that we had their support and advice and then we based everything off of the tea guidelines that were provided to us which also follow the cdc guidelines um so we didn't deviate from those we we really stuck with what tea was providing to us as guidance and what we needed to do and and please understand that that on a daily basis if not every other day it's possible that ta is making changes um so we're trying to keep up with that we're checking on a daily basis to see if anything has been changed and going back and reviewing our protocols and then seeking out assistance from those entities that i mentioned if we feel like we need assistance in clarifying something

um tina do you want to add anything uh no i think you summed it up tanya so uh board members i want you to know we put a lot of time and effort into this to stay consistent with teaa and i think that i think that like tanya said the uh the product itself is ever fluid it's ever-changing uh the last update we had from tea was dated august 4th so we're kind of we're kind of due for a new updated uh guidance uh to come out from tea this would have been the fourth uh new guidance that we received and so there were many times where we had um finished finished the product presented the product only to find out that a new update came out so we were back to the drawing board

so um just uh i'll hand it back to dr warbach but please if y'all have any questions just let us know and i do want to thank tanya and tina and their committee they did put a lot of time and effort into this i will point out though that we did upload a new version this afternoon a mistake was found on page three under employee student with a positive test and an employee student with symptoms and no test it said in the document that we originally uploaded it said when three of the following criteria are met it should be when all four of the criteria are met on both so this document reflects that correction but this if approved please know that if tea changes their guidance we may have to come back in and

tweak it a little bit tea had started with a long list of symptoms and so that's what we developed the original document around let me go back up to that i believe there up here so there was this long list of symptoms and then they decided that half of those weren't symptoms so they took that out of their guidance so we took it out of our guidance and they went back and added them again am i right tina um they they couldn't make up their mind on what the symptoms were for added them back and then added another one on top of that right so it does change again we haven't had an update to this since august 4th so we're hoping that maybe they're they're settling down on what this should look like and

uh i feel like it's a good document for our district but but tina and tanya and i are here for questions if you have any so y'all were very thorough and i very much appreciate and i think this answers a lot of questions and i feel like it is a good start i do think that ta is going to continue so um dr robach will have a plan in place i'm guessing for the board needing to i mean so we have the base in line do we need to approve every time we need an update no what's recommended to us is that the board approved this so it can be posted and then if changes are made and we intend to make changes to it that i notify you of that and give you a

chance to respond and if there's no uh problem with the change most of them are minor when tea does tweak if there's a major change though i'd have to bring it to you but if they simply add a symptom that doesn't need to come back to you or if they change the quarantine period we reflect what's in cdc and tea guidelines on quarantining so unless it were something major it would not have to come back to you if it was a minor change i would notify you of that very good thank you i'd just like to say uh thank you for making the uh the process map because the flowchart makes it a lot easier for uh people to understand thank you for bringing that up mr calvert i forgot about that we do have

two process maps um that were developed as well one for students and one for staff and these were a template that we received from somewhere a lot of districts are using the same template that was modified to fit medina valley isd but they do make things a whole lot easier as you said this is the one for employees thank you for pointing that out this is terry i appreciate y'all's hard work on this plan i have a question how are we doing with the hiring of new staff for cleaning of the schools so we were going to hire some extra people to help clean schools uh we haven't needed those as of yet uh that we we hoped we would get some of that through the county money uh they found out they couldn't do

that so we'll have to look at other options there okay we can discuss that with you in closed session tonight okay so we're still working on that yes sir okay and did we address any issues with sick leave for these employees all these 10 and 14 days yes that doesn't come in the mitigation plan that comes in leave protocol which i'll discuss with you okay nobody has any more questions for any of the committee or dr robot and i'll ask for someone to make a motion hi shannon beasley moved to approve the nvisd code response protocol as presented i generally can second that motion when i call your name please stay poor against the motion generally campbell mrs campbell four thank you four four the motion period thank you all very much for that hopefully

we will have to be amending it too much okay the next item on the agenda is to consider a letter of media with mccall markers uh yes sir mr de leon i bring to you tonight a letter of engagement uh with the law firm of mccall parkhurst and horton uh clay benford has represented the district as bond council for a number of years since before i started here and he recently uh joined the firm of mccall parkhurst and horton i believe that it's it's in the district's best interest to continue to retain mr binford as our bond council and i ask tonight that you do so by adopting this letter of engagement with mccollum parkhurst clinton has done a tremendous job for the district and has a really good relationship with our financial advisor okay

so he's the one who worked with before yes sir only just he just switched to another company yes sir okay anybody got any questions on that bruce heavy four hammer you don't go for an emotional very much the next item is to consider the 2020 2021 t-test appraisal calendar and appraisers dr robot uh yes t-tess is the instrument that we use to appraise teachers in the district it's the state-developed appraisal instrument um and unless you have uh developed one locally that is the instrument that we're required to use uh board policy dna requires that we bring to you a t-tess appraisal calendar and a list of appraisers for the year which you'll recall we do annually so for the coming year our recommendation is the first day to conduct observations would be tuesday september 15th

formal observations for probationary teachers must be completed by monday march 1st end of year conferences can be held between march 29th and may 10th and then the last day to conduct a formal observation being april 29th the appraisers that are listed are all t-test certified and i recommend approval okay do we have any discussion on this topic i will ask for a moment i darren calvert moved to approve the 2020-2021 t-test appraisal calendar and appraisers as presented thank you sir i have a motion second i generally campbell second that motion you miss campbell i have a question in a second is there any first discussion i will receive the vote when i call your name please stay forward against the motive kennedy campbell four four dear imperial where's haiti [Music] which is to consider amendments

to media valley isd uh yes sir um if you'll recall back on january 21st uh you issued an order for an election in may for three trustee positions due to covid the state recommended that those elections be postponed till the november general election date which is november 3rd you voted to postpone the election on at your april 9th meeting the state is requiring now that we contract if we're in multiple counties that we contract with both counties to run our election and we have to have polling sites everywhere the county has polling sites so this amended election order reflects that so we will have to contract with bexar county and with medina county we'll bring you the actual contracts at the next meeting as those were not complete for tonight's meeting medina county residents will

vote at medina county locations and medina county will handle the medina county mail ballots their county residents that that are in our district will vote at bexar county locations and bear county will handle the bear county election ballots we will not have our own polling place as we've done in your past so early voting instead of taking place here will take place at county early voting sites so that's just something we need to understand moving into the selection on november 3rd this is the election order that you originally passed back in january uh here is the order postponing the election and then we have the amended election order get down here to it and it goes into detail that the election will be held jointly with bear county and medina county it lists the election

administrators in both counties it talks about early voting and the hours for early voting i think fair county is having some saturday and sunday voting days which is unusual to have a sunday medina county is as well just not as many correct and early voting's been extended by a week this year so instead of the normal two weeks it's three weeks there's a list in here where early voting can occur there's a list of locations for medina county sites on election day across the county and then in number nine the bear county sites with a link but we've also got that on the next page keep scrolling up here so these are all of the polling sites in bexar county the amended election order is currently being translated into spanish it has to be posted

in both english and spanish so as soon as that's in spanish we'll post that as well but in order to proceed with the november 3rd election we do need the amended order approved okay does anybody have any concerns on this or a question according to the media academy polling sites that i saw yes sir that's my understanding you can vote anywhere when they when they scan you into the system it'll pull up the appropriate ballot for you depending on where you live well we can vote anywhere except what we normally do which i fear is going to be confusing so i'm not at all pleased with what we're doing but we don't get an opinion yeah we don't get a choice from the state on this it's not what people are used to nope meaning

we will not vote in the board room right it is not ideal by any means it is necessary yes sir the state state says we have to do it this way okay yeah and then when you go to your may election in the spring it'll go back to the way we've done it and that's because we fall in two counties yes sir but even if we didn't even if we were all in medina county we would still have to have polling sites everywhere that the county has polling sites okay all right nobody has any further questions you know i will ask for a moment i terry grove moved to approve the amendment to the mv mvisd election order as presented i generally campbell's second promotion thank you i have a motion and a second is

there four aaron cover four four plus baby four nine minor double four emotional there's no excuse not to vote nope okay so the next item on the agenda is to consider district initiating revision to local board policies af drd dba ek eb eeb uh yes sir uh if you'll remember you adopted a district of innovation plan and uh we submitted that plan to our tasby policy consultant to make sure that that policies that needed to be changed uh to reflect the district of innovation plan were changed normally we would go through a first reading and then come back for adoption however we haven't had this very long and we do need to adopt this prior to school starting so that we can implement these these policies so tasby went through your board policies and the

district of innovation plan they're recommending that you add policy af local which simply says in accordance with state law the district has completed all requirements for designation as an innovation district and the board has adopted an innovation plan there's a link in policy that'll take you to our plan on our website uh board policy crd local if you'll remember you exempted yourself from trs activecare from the requirement that uh we could only offer that to our employees uh that has been a great benefit to our employees as we've had a lot of of employees choose the new plan moving forward so this is changing crd local to reflect that we're exempting ourselves from trs active clear care and can offer another plan to our employees forward policy dba local which talks about credentials and records

you'll remember one of the items in the innovation plan was that if we absolutely cannot find a certified teacher to teach a cte course or a language other than english we could possibly hire someone that's not certified that is reflected in this change to to board policy we all know that for some of those cte courses it's very difficult to find someone that is certified but i'm happy to say that everyone for this coming year is certified and we don't have to to do this dk local assignments and schedules simply says the same thing it's reflecting the certification requirements that we've exempted ourselves from under campus assignments dk local simply adds the innovation plan to that so that there's a reference in the compensation plan to the change to employee health benefits eb local the

school year if you'll remember we exempted ourselves from the fourth monday in august as having to be our earliest school start date we said we could go no earlier than the third monday in august that would reflect in revised policy uh eeb local if you'll remember we revised class size ratio just due to our our rapid growth state law is no more than 22 to 1. this simply removed the notification requirements because usually by the time we send out the notification we've already corrected the problem however if for some reason we do have a class that exceeds 24 students in kindergarten through fourth grade we will notify parents i don't see that happening but that provision is there in your district of innovation plan fda local talks about inter-district transfers if you'll remember we wrote

into the plan that we were exempting ourselves from the state law that says if student transfers into our school district we cannot revoke that transfer until the end of the school year uh we changed that in district of innovation to say that that transfer could be revoked at any time during the school year this policy reflects that change and that is all of the changes happy to answer any questions this does bring your policy into it meshes now with your distribution plan yes sir yes sir we need to make sure that policy reflects what's in the plan i think this is um key to you know we we listened and set in on some sessions about districts of innovation numerous years ago and then started working towards this and to me the fruit we've already

seen from it is being able to offer teachers staff another option on health care and it was very timely to be able to do that and only because this was already in process so and i'm glad to see that all of that forward thinking not really knowing where it was going but hoping um is already coming to fruition anybody anyone else have any comments or questions on this then i will last or entertain a motion i shannon beasley moved to approve the district in a district initiated revision of local board policies a-f-c-r-d d-b-a-d-k-e-b-e-e-b and f-d-a as presented thank you ma'am we have a motion do i hear a second hi darren calvert's second emotion we have a motion in a second is there any further discussion and i will proceed with the vote when i

call your name please say foreign four yes sir let me get down to that page okay every year i bring to you an agreement with the bexar county juvenile board we participate in their juvenile justice alternative education program if we have a student that i expel they are required to attend school at the jjaep in san antonio if the reason that i expelled the student is mandatory under state law then the texas juvenile justice system picks up the cost of that student if um the student i expel is a discretionary expulsion we would have to cover the cost i have in the last four and a half years that i've been here i have expelled two students they were required to attend jj aep they were both mandatory expulsions so the state picked up the

cost of that i'm asking you to enter into organic agreement with fair county for that service hopefully we won't need to use it we have to enter into it on an annual basis what a curiosity what does that cost to us no cost if it's mandatory and if not then the rates are listed in the document i i have never done a discretionary expulsion in my life thank you yes sir and in medina valley according to your policy i'm the only person that can expel a student so principals cannot do that uh we have to go through due process on that on that uh they have to have a hearing i have to afford them a hearing uh they can appeal it to the board however my uh placement decision stands while it's being appealed

to the board so if i expel a student uh and they appeal it to the board they're still expelled until the board uh either says to continue the expulsion or overturn the expulsion decision i think it is at the back of the contract the list of mandatory expulsion reasons under state law okay anybody have any other questions um i shannon beasley moved to approve the bear county juvenile board memorandum of understanding for the 20 20 20 21 school year as presented thank you i have a question do i hear a second hi generally campbell's second to motion okay thank you very much we have a question in a second uh any further discussion i will receive the vote when i call your name please say forward against the motion kennedy campbell four and a busy

four dan covered four there you go four thanks sir bruce heavy four and i'm already doing vote for motion carries next item on the agenda uh item j is budget amendment mr zamora mr zamora are you on my apologies i was muted uh so uh this budget amendment uh before you today is in hopes of having a this would be our final budget amendment uh for the year uh in august we have a few end of year accounting entries that we have to make one is our end-of-year payroll accrual another is our end-of-year revenue accrual another one is our trs on behalf entry which is a posting to revenue and expense in the same amount which is our state contribution for retirement system uh those taking those into consideration i did need to increase functional

areas again as i mentioned at the last board meeting one of the requirements for our budget is that we do not exceed our functional level so this budget amendment should give us the leeway and the room to make sure that if there's any unforeseen items that hit our books between now and our official financial statement that we will be covered um also again i mentioned that we had a transfer out going into our food service uh fund of 300 000 which is part of our budget amendment um and so uh please uh even though i have fun balance information in here uh please disregard it uh that is uh not representative of where we truly will fall which is in our financial statement if you want if you want to reflect back to that our

food service again the same dynamic i increased our food service appropriation just to make sure that we do not break that function uh and then as well we have on on the food service side we have our transfer in which is our transferring of 300 000 from our general fund to the food service fund to make sure that we cover our operating loss for the year and i'll be glad to answer any questions what would be the total of the budget amendment uh so the budget amendment for the food service is uh an increase to 300 000 to revenue and 100 000 to our appropriations on the general fund uh it is an increase of one million three hundred and forty nine thousand six hundred and seventy six dollars to revenue and then in appropriations

it's an increase of 665 000 mr zamora uh real quick could you explain to the board what accruals are i know that's something we don't talk about often and they hear us use that word once a year could you just quickly explain what accruals like so for the uh 13 operating days we have in august for salaries we'll say uh those salaries are in the new year contract for teachers the teachers do not receive their first check till september 15 or the friday before that date so what we do is we take that a calculation uh for staff that are on contracts of 197 days or less and we take the number of days in august and we prorate it so we take their entire salary for the year we prorated over their contract base

or 193 or 197 and then we multiply it by the number of days in august that they will work and so that's essentially how accruals work thank you is everybody understanding that and are any more questions sure okay then uh we don't have more questions thank you mr zamora thank you i'll uh ask for a motion on this shannon beasley moved to approve the budget amendment as presented thank you miss beasley i have a motion do i hear a second hi derek calvert the second motion here we have a motion in a second any further discussion not hearing any i will proceed with the vote when i call your name please stay forward against the motion generally campbell four and i'm busy four and covered hey group four thank you sir thank you maybe
