001good evening and welcome to this regular meeting of the northside board of trustees before calling this meeting to order the board would like to take just a moment to briefly review some of the rules for conducting our meeting the order of business for this meeting is set out in the agenda one item that you may notice on the agenda is the consent agenda this item includes items that are considered routine and or of a recurring nature all the items listed under consent will be acted upon in one motion if there's a consent agenda item which is any which anyone here would like to address please sign up to speak to that item and we will pull it from the consent motion and discuss it separately the purpose of our meeting is to conduct board business
002and for that reason it's held in public it is not a public forum however we do provide the opportunity for audience participation if there is anyone who would like to address the board during an agenda item or citizens to be heard portion of the agenda we ask that you please register on the sign up sheet located at the entrance to this room this is so we do not overlook anyone who would like to speak to the board we will review the rules for addressing the board later in the meeting is there anyone here who would like to sign up to an agenda item and has not done so okay the meeting will now be officially called to order and before i ask mr blunt um to lead us in the pledge of allegiance i um
003ask us all to bow our heads for a moment of silence to pray for lee to pray fully reflect on the tragedy that a recur that occurred at a uvalde elementary school that left an active shooter dead 14 students and one adult killed please remember these innocent victims their families the entire community of uvalde and pray that we can work together to prevent anything like this from ever happening again amen please stand and mr blunt lead us in the pledges of allegiance i pledge allegiance honor the texas flag i pledge allegiance to the texas one state under god one indivisible okay um thank you all and thank you for indulgence and um and remembering um our neighbors in uvalde okay first item on the agenda is um dr woods thank you miss freeman and uh
004members uh several things to report tonight mostly as they typically are in may of celebratory nature the what i will say before we get to that is we have been working to assist the situation uh in on the ground in uvalde since about noon today that work will continue well into tonight and obviously for some time to come we do have a team on the ground out there assisting with standing up counseling support we will start helping them with communication support in first thing in the morning and obviously are available to assist them in any way that we can i'm in regular communication with folks that are out there and that will probably continue through this meeting to ensure that they have what it is that they need i'll say to the folks that are
005here and the folks who are watching that right now the the offers of support which are obviously kind and well placed are completely overwhelming on a community uh of that size and so if we could all uh as mrs freeman indicated keep thoughts and prayers for those folks but but let's wait and be asked frankly before we offer specific assistance they are having a hard time managing the volume uh as we speak so i do want to point out some celebrations and and uh and i do it with an obviously heavy heart but but all of these folks and their work deserve uh recognition as much as the situation uh in uvalde deserves obviously recognition so i will say to obviously members of the board are well aware that we are very thankful to voters
006for supporting school bond 2022 which did pass recently we will get to start we will get started on designing those projects as soon as possible and hope to begin large scale work on the projects assigned in bond 2022 in the summer of 23 generally take a year to design the first set of projects i do want to issue one more time congratulations to three northside staff who were recognized this month as finalists in the heb excellence and education awards and just quickly again they are dr lisa baker who's the principal of communications arts lacey greco who is a teacher at leon springs and jose guerrero who is a teacher at valley high elementary school mr gray actually was named the rising star teacher of the year in the state of texas for elementary schools recently
007some of the board members and i were able along with obviously our facility staff to walk through the soon to be completed sotomayor high school it is it is an exceptional learning facility and want to thank mr san miguel and mr viral and their staff as well as obviously the contractor and the architect for really excellent work and and appreciate the partnership that we've had with those folks want to thank our middle school choir folks we we finally got to go back to a live and in person middle school choir event we called together we sing something on the order of 700 middle school students performing simultaneously and it was a wonderful celebration of vocal arts at middle school um i want to recognize ms hill who i think is in the audience tonight um
008and certainly communications staff there she is on a really nice retirement and recognition event again first time in three years we've been able to do that in in a way that is appropriate to honor those folks and it was certainly nice to be able to do that this past weekend mrs freeman and i actually got to go to a an event that was put on by a group called project acorn which which helps students learn uh the curricula around planting natural plants growing vegetables and so forth and some of those schools elementaries and middle schools put on a showcase of their work actually at o'connor which is where we have as a part of our agriculture problem a problem program a a horticulture program so it's a really nice synergy and it was really fascinating
009to see the work that those students and teachers are doing outside of the school day for the most part except they're giving up pe time perhaps to do that and it was really inspiring i i think we both came away feeling like that quick congratulations to uh the o'connor softball team who has qualified for the regional final they will play this weekend in corpus for that and the next step is state tournament if we are fortunate enough to advance and then just a couple of last points i want to make and just so i don't forget it we we are very soon going to have a really nice recognition of these special young people who sit in front and their coaches um and and congratulate them on a really exceptional award that i will hold
010for that time you know it's a teaser but i did want to recognize another special guest who is with who is here with in support of them and that's the state's academic decathlon executive director and that's rick hopkins and he's in the group and rick i just didn't want to forget to recognize you while we're while we're doing the recognition so thank you for all you do for that program uh and obviously for being here tonight to to help us congratulate the health careers team and last thing for me uh i'd like to ask our uh elementary science folks to come forward they have a recognition they would like to give that i wholeheartedly endorse so nancy and elaine and alice thank you for being here tonight and i will cede the rest of my
011time to you good evening good evening dr woods thank you and board of trustees we appreciate you giving us a little time here my name is nancy krause and i'm the elementary science specialist and i'm here with my two colleagues who will introduce themselves amalia sallers the k through eight uh science programs coordinator hi elaine estrada middle school science specialist and we are here to recognize one of your own we wanted to take a minute to uh recognize a trustee bobby blount um we were very very lucky this year to uh have our solar car races event and it was our 25th anniversary and so we really felt strongly that we wanted to uh send some recognition to mr blount for his tireless efforts starting this event in a parking lot i believe at rayburn
012um growing it to become what we kind of call our flagship event in the science department and so we've been able to expand to middle school and that's been an amazing thing and so it continues to grow and uh only with mr blount's leadership and his direction and his dreaming it continues to grow so we really really really appreciate you and we wanted to present this to you and so thank you well-deserved [Music] [Laughter] mr blonde conspired against you all just very nice mrs freeman that concludes superintendent's report thank you dr woods and thank you all for being here and congratulations mr blunt so that's very well deserved you work really hard so thank you thanks for all you do okay next item on the agenda is board members report anyone mr lopez well i'll
013just go ahead and say congratulations bobby on that and and i have when i first got on the board uh that was one of the events i attended and it's almost like a it's it is a real big event and it's uh very entertaining um i remember we had a singer there uh perform and it was very challenging for her and she pulled it off because the echo that she that she while she was singing made it difficult for her to stay on tempo so but it was very good it's a great event and congratulations on your award it's well deserved i really didn't have any other events to to talk about so thank you thank you mr lopez miss chumley um first patty is this your last board meeting i know we need to
014tell to brian not to have anything that you have to do in the in the june meeting so we may see you again but if not i just wanted to tell you thank you for all of your years with northside i remember back you know when you were admin at marshall and then at o'connor and then your own school at warren and the things you have done in hr are beyond miracles with some of the hard to fill positions that we have always turned to you and asked you for i hope that and if you don't mind me saying that you enjoy your new role as grandmother and just wish you the very very best of all things and you have certainly left a legacy here so i would be remiss if i did not
015thank our community god lee patty you do this to me what can i say i would be remiss if i did not thank um our community and our northside family for their support of the bond um i know that we will have more celebration later in relation to this but i just wanted to take this moment to really thank them took a lot of effort and a lot of hard work on a lot of people's parts and so i wanted to say thank you over the last few weeks i've had many opportunities to see the caring and love i can't do this i'm done it's okay um you can come back miss chumbling if you'd like i'm dr harold i can't do it i think colleen that's all right it doesn't matter okay all right
016just look in the light thank you um no um i think at the beginning of this month i was trying to think of the date i i love this annual event when our schools get to induct new members or magnet schools so i was at the anson jones stem and it was incredible to see how proud the parents and families are of their incoming their rising sixth graders who actually are put into harry potter houses and made to feel at home the minute they they come so thank you dance and joan stem administrators and teachers and of course the the students and the families and then we i know cis is on their way to uvalde and and um they had an incredible luncheon where they honored um all kinds of incredible programs that are
017going on with cis in hopes that we prevent things like this in the future but the john jay cheerleaders were there and again walking in and being cheered by our cheerleaders really made everybody very celebratory and appreciative of the work that cis does and that's that's all i can read thank you thank you dr harl ms saldana i would like to i too like dr woods went to lots of events this past month because there's just so much that goes on in our district that is so incredible but i want to take this particular day to thank the northside education foundation they do an incredible job of fundraising all year long so that they can present awards to our teachers to purchase items that are expensive and they can't afford so we really appreciate the
018northside education foundation i also want to recognize our custodians our bus drivers our nutritionists our police who worked overtime if they had to they did whatever it took to keep our schools going this year it was a difficult year for them but they they stuck with it and to our teachers for the challenging year that they had they too stuck with the kids they did what was best for the kids and so i want to recognize them i want to give a very special shout out to class sponsors club sponsors our coaches here's an example of the time and effort that they go above and beyond their paychecks you know this is this is something that they do because of the love of the job that they're doing our senior class sponsors who have just
019probably completed all the senior proms so that our seniors can have a wonderful memory of their senior year and finally i would like to thank our northside community because we really needed the bond to pass and you came through with it and i just can't wait to see the renovations that are going to be done with our older schools and to see the faces on the parents and the kids when they see the complete at work so thank you northside community for supporting us thank you miss saldana mr medina i apologize i believe i press the button two more times so um good evening thank you um miss freeman i also want to share um recognition to our community families and uh stakeholders going out there to vote but most importantly during the day of
020the election uh that saturday it was great to see um those patrons interact they were able to ask questions have a dialogue go over some of the highlights of the bond package in in the uh goals that we have set to definitely um renovate and some of it is tied into safety and and security and so um leading that into their i also want to send out our prayers to the uvalde community um heartbroken i work in the school my wife works in the school all our teachers i want to pray for them as well administrators um everyone that's you know feeling that um that heartbrokenness and and will continue to pray for those um and all those that are affected um lastly something on a positive note i'm definitely stoked out and looking forward
021to the graduations yes there are long days but to see families come together looking at the students you know up on the stage with their caps and gown uh it's it's just a wonderful experience um so definitely even if you just want to show up feel free be at the alamo dome for a couple days i'll be there in case you have any questions um and also the o'connor uh ladies uh we wish them the best of luck um go panthers thank you thank you mr medina mr blunt i've been on the board for a lot of years i think that's the first time you've advertised for everybody come out to alamo domain just come out freely see graduations that's good i want to be repetitive just to thank our community again for coming out
022and you know very large numbers um more than we've had in the past so we're definitely getting more feedback so to see that and the results was really good i just want to pass one other thanks on to trust trustee freeman i had a chance to go by scarborough elementary for their star search and motivating the students preparing for the star and every grade level had i describe it talent they showcase their time let me tell you something they have some real talent i was really blown away to be honest as were i think trustee freeman um on the amount of talent and the way they showcase it so in fact i have an event i sponsor in august down at the tobin center and i'm actually going to try to convince something to be
023part of that talent that we have there which is the best of san antonio it was really enjoyable that's all i had thank you mr blunt i just had an idea maybe maybe trustees could get together and not for the tobin challenge other trustees go public event you know there we go north side again all right just a thought mr blunt many events have been have been talked about i i want to congratulate we also recognized our retirees this year and those that we've recognized that they have been here those that have been here with 10 20 25 i think we had a 45 year employee those um uh want to thank them for for their loyalty and their their work here in north side and to the retirees um as we we wish them
024congratulations certainly the the ceremony was bittersweet and um we have one um retiree congratulations in the back that that we say congratulations but we will miss you at the at the same time and regarding the events today that happened in uvalde as i was listening to one of the news reports and i don't know who the gentleman was um it sounded like he was affiliated with education in one way or another i was i just listened to him in in passing across the living room as i walked in front of the television and he mentioned something about our responsibility as adults he talked about how he didn't know why this young man did what he did but there was some assumption that he did it you know in anger and and this adult and i
025say this because we have a lot of adults in this room and we have some young adults here as well and he this man suggested that with with everything that's going on in the world right now that we just need to keep the temperature down in our discussions or political um i don't have to to tell you right now it seems like everything is a political issue education has become partisan more partisan than it ever has and i just think it's time and as he's so eloquently said we just need to keep the temperature down so as we talk with each other i think i'd like i'd like us to keep that in mind as as we go forward from here and set good good examples for for our children because they do pick up
026on they do pick up on a lot of things um it's my remarks here um dr woods uh recognition health careers do we go down in front of dr woods ms freeman board of trustees tonight it is my honor to introduce some amazing students who have achieved the highest level the academic decathlon team at health careers high school brought home top honors after competing in the usad nationals placing placing numero uno in division four this is the second year in a row for health careers high school the team competed virtually this year as well meaning the speech and interview portions were via zoom unlike the regional and state competitions that were held face to face the team also received the rookie of the year award since it was their first time competing in this division

030to say we value your opinions although we are restrained by law from taking any action we ask that you address your remarks to the board in a respectful way we ask you to confine your remarks to a north side policy or practice please limit your remarks to three minutes at the end of two minutes trustee mendina will hold up a yellow card and you will know that you have one minute left at the end of three minutes we're going to ask you that you need to wrap up your remarks and that would be the end i'm sorry mr medina uh mr medina will hold up the red card at the end of three minutes please do not make any personal attacks on individuals and first person dr woods thomas scales hello i came here about
031a year ago and asked nisd to stop pushing crt and queer theory on nisd students nothing stopped even though you know nxd parents don't want this nisd keeps barreling down this leftist progressive road your teachers keep pushing crt queer theory and pedophilia one of your teachers just assigned this book the crt pornography book to my freshman child freshmen who are 14 and 15. this book is being read right now in class together by 14 and 15 year olds let's read it together this is called all boys aren't blue it's a bold and brave and queer as we kissed he began unzipping my pants he reached his hand down and pulled out my well it's a word he quickly went to giving me head i just sat back and enjoyed it and i can tell he
032would too he then came up and asked me if i wanted to try it on him i said sure i began and he said watch your teeth good advice i didn't want to let him know i was inexperienced so i slowed down and took my time luckily i got into a good rhythm he didn't know i was a virgin i did my best to act dominant like my favorite porn star his body felt great in my mouth i came up after we kissed we both got out and went to his bedroom where we got completely naked i took off he took off his clothes and i meet and he immediately down lay down on his stomach i got behind him for the next few minutes we dry humped and grinded after a few minutes of
033fun and games he got up your your teachers think our kids can read this in a classroom children but we have a young man here i agree and i agree with you completely and i want to find out it gets worse but this is going on in all this is going on this is not even the worst book that's been presented to my children this is just a book that was specifically assigned so i stopped i stopped it stevens so i stopped it but the library these books are all in your libraries books that promote pedophilia and pornography but they're pretty safe in the library because no teenager is going to go in there and check anything out but when your teacher start assigning them it's a problem they're assigning this this your school districts
034are pushing these books this isn't the only book that's been presented to my children and this isn't even the worst last year it was a book that literally promoted boys being with men so y'all y'all have to know about i want to give everybody the benefit of doubt that you don't know about this but parents have told you i have came here and said this at this point i have to assume that you all approve of this you all approve of this being presented in classrooms so please look into it and put a stop to it i don't want to look at teachers like the strange weirdo down the street and tell my kids to walk on the other side of the road i don't have to constantly be policing what the teachers are teaching
035my kids i just want them to go to school and learn reading writing and arithmetic that would be fantastic thank you i ask that you we please refrain from any applause or any comments afterwards noah talarico can you leave him with her thank you so much superintendent members of the board my name is noah talarico and i want to thank you for allowing me the opportunity to speak today i'm a north side teacher and if i may just take a moment of my time to recognize miss patty hill as well personally because uh i don't know if y'all know this but i was hospitalized about a year a little over a year ago and you know it can be a stressful situation being out of school for so long and miss hill acted with such
036compassion and such concern and was constantly in communication with me and made me feel so assured that not only was everything going to be okay but the school district was on my side and i really appreciated her representation of the district and i wanted to take that moment to recognize her it meant a lot on that note uh i am a north side teacher and i did not come here today to pound my fist and demand a race i'm also not here to make the case for how much i deserve a raise i am here to speak on behalf of north side employees who are likely not well represented in this boardroom today but who nonetheless need your help i am speaking on behalf of our support staff the ones who get our students to
037and from school safely those who get up early in the morning and feed thousands of students and their families year round and those who work past midnight to maintain our campuses and dignify our facilities they are here for us every day when we need them and my question for the board and for all of us is this will we be there for them when they need us i ask this question because they more than any of us deserve and most importantly need a raise inflation is having real consequences for all of us but for those who are on the edge of a living wage the need is becoming more dire according to the u.s bureau of labor statistics the consumer price index has increased by 8.5 percent in march alone the highest increase since 1981.
038when adjusted over a 12-month period prices have increased by nearly 17 since this time last year you may have noticed the gas prices are around 4.25 cents or more that's an 81 increase over the last this time last year food costs overall have increased by 8.3 percent these food prices in particular have real consequences you may have noticed the price of staple foods like eggs is now 161 percent higher than it was just a few months ago utilities cost more as well electricity and gas these are all real costs that have real consequences in people's lives with this type of inflation a two percent raise may not be enough many of us with professional salaries can absorb some of these prices by entitling our belts however our employees at the lower end of our pay
039scale are more vulnerable a two percent raise at our lowest wage owners out to almost a dollar 28 a day without a living wage our cafeteria workers bus drivers and custodians may not earn enough to live off of and will struggle with continual debt and economic insecurity as a nation we have to do better and we have to change but these very difficult changes start with a decision a decision to stay the course and accept the status quo or to take a stand for what is right and lead by example to show that we value hard work and dedication that we will not let the most vulnerable of our north side families have to make the choice of putting food on the table or paying their rent please consider our lowest employees our lowest income
040employees living wage and if not that consider an eight percent pay raise for our hourly employees that is consistent with the overall increase in living thank you sir thank you ma'am thank you morning william thomas good evening that's my friend noah talarico always a tough act to follow and a good man you want in your foxhole uh greeting superintendent woods and board members i'm here today as an 18-year veteran soon to be 19 all at north side to ask you to consider several issues we note that the beginning salary for a new teacher is at 56 675. finally starting pay is starting to look good we're going to attract some good teachers good people but i want you to consider us veterans are you aware that the step increase i am slated to receive will
041only move me up 335 dollars a year think about the experience i bring new teachers and student teachers i have mentored over the years not to mention the students i have stood with this district through thick and thin and i think my fellow veterans deserve more number two a pay raise for our aides official office personnel and bus drivers they deserve it as well as noaa so pertinently demonstrated and finally please please address the substitute issue low pay is one obvious issue the pay rate at sa isd for degreed subs is anywhere from 160 a day at the elementary level to 250 at the secondary level that depends on the day and certification as well we need to match that second the reason subs don't come back to a school is they don't feel supported
042when students misbehave we have to figure something out okay there's nothing like that sinking feeling knowing that you have to double up with students from another class becomes very very challenging okay and i don't have all the answers but we need to put our heads together on this thank you wanda longoria before i begin i wanted to thank dr woods and all the trustees for supporting our community in uvalde today has been a tough day so i know any support that you all give they will be more than appreciative of so thank you good evening school board trustees and dr woods tonight nisd employees are united in solidarity to ask for an increase in pay to be able to pay their bills feed their families and to pay for the health insurance increases they will
043surely see this year while other local districts in our surrounding area have already received their compensation package projections for the 2023-22-23 school year and isd employees are still waiting to hear from our district leadership meanwhile the following districts have released their efforts at retaining their loyal employees judson is giving a six percent for certified staff in four percent for all support staff saisd is using a tiered comprehension compensation model based on base salaries three percent of t goes to teachers and support personnel four per two percent for admin and one percent for central staff central office staff bernie isd is giving an across the board 3.5 in addition districts are also paying more towards employee health insurance and are also self-insured which assists with insurance costs we'd refer you back to our speech two weeks
044ago where we showed a pattern of over under projecting revenue and over projecting expenditures which allowed the district to be able to capture millions over the past seven years northside aft is asking that the district prioritize the frontline workers who provide daily services directly to students in the classroom these employees who make less base salaries should be prioritized for higher compensation most ias bus drivers and custodians have to work extra jobs and fall at or below the poverty line northside aft has consistently asked the district to pay a living wage a minimum 15 an hour and calculate for compression for years of service members and potential members have called our office recently to find out the final day they must let the district know if they will or will not be returning with the public
045school employee shortage employees have options both in other districts and outside of education and they're taking advantage of shopping around for better pay and benefits in order for nisd to continue to retain their highly qualified public school employees it's going to be critical for the district to seriously consider our proposal a 4.5 increase and possibly consider what a saisd did a type of tiered compensation model based on base salaries and direct student services and isd employees wait to hear and see how the decision makers will respond with their decisions to their employee loyalty their hard work and their comments regarding the need for a badly needed race we thank you for listening to us and taking these things into consideration and good evening um dr woods i know that it's not an opportunity for us
046to dialogue right now but we can ask a clarifying question question i have a request from staff that um when we go forward and talk about um compensation and maybe you can provide us in friday letter where our starting salary is and maybe some of the our neighboring school districts and even those um in central texas area where they they've been um they've already decided on their compensation and where their starting salary is and um where they're going and then what ours looks like easy to do i see patty hill making a note okay i appreciate that enough faces hello i would like to bring to your attention the songs that are being played at school every day every morning when the parents are dropping off their kids at school at pe at the gym
047at the bands etc my son is constantly singing these songs that he listens to at school we don't play them at home so i know they come from school although most of them are made obscene words because they are the kids pop version those songs get stuck in their minds and most of them seeing them throughout the day here are the lyrics of a song i personally personally heard at my son's school in the morning named montero by an artist called lil nas i quote romantic talking you don't even have to try you're cute enough to f the f word with me tonight cocaine and drinking with your friends of course the bob version amidst cocaine you live in the dark boy i cannot pretend quote of course my son gets home singing the songs
048that he's constantly hearing out of curiosity he googles this song and the um because my son trusts the school our school is supposed to be a good place a safe place for them he googles the song and an artist this artist comes up he's a young man that's pregnant [Music] with a picture of his most recent music video of him having intercourse in hell with satan and his newest collaboration with nike with satan issues that contain a blood of human drop of human blood and here's where we hear for the first time the uncensored version of the song this is just one example of many of the disturbing songs and artists i've heard at schools these are artists whose songs are being played at our schools daily to mention just one there are a lot
049more i'm asking to please be more conscious about the songs that are being pushed in our children's brains because they do have an impact in them they'll most likely end up looking up to this wicked artist i'm kindly asking to please replace them with educational age appropriate meaningful songs thank you for your time yep yes mr freeman excuse me miss i i've got a clarifying question for you what school and when is when are these played in the morning when i drop off my son for example my four-year-old at nolton elementary and my son at fields elementary and so when you're dropping them off out of the car this music is playing where um in the sidewalk well in the entrance by home there's just like a speaker yeah there's a speaker with songs thank
050you rita kellogg hi ladies and gentlemen when i learned that leon springs elementary conducted a segregation experiment on children without parental consent i was appalled when i learned that they just also decided it was appropriate to force these same innocent children to watch a rated pg-14 documentary showing graphic gruesome images of dead naked girls i was disgusted pg-14 means it's suitable for viewers 14 and older viewers under 14 must be accompanied by an adult or parent by the way 14 years old is a freshman in high school yet somehow the principal teachers and counselors at leon springs all agreed that it was appropriate to show this pg-14 film to 5th graders who are 10 and 11 years old without even notifying the parents not only were the school's actions damaging the children but they were
051also illegal and against the law greg abbott signed hb 3979 into law last year which bans texas public schools from being able to teach students critical race theory the teaching of crt includes the idea of white guilt segregating children based on their physical features and making the light-haired kids the white kids be punished and then glorifying the dark-haired group the black and hispanic kids as superior to the light-haired group was a violation of this law you know i don't know what's worse teaching little kids to be racist or to judge others based on their skin and hair color or the fact that nisd has brushed this issue under the rug and hopes concerned parents would just go away you have an obligation to inform parents of your illegal actions specifically violating the texas law hb
0523979 you have an obligation to inform parents of nisd policy violations which brian woods admitted to privately in writing failure to inform parents shows gross negligence as well as a dereliction of duty gross negligence is a conscious and voluntary disregard of the need to use reasonable care which is likely to cause foreseeable grave injury or harm to a person dereliction of duty is a person's purposeful and or accidental failure to perform an obligation attached to his or her job both the superintendent brian woods and the principal at leon springs elementary are responsible for their gross negligence and their dereliction of duty i talk specifically about nema name any particular people i asked for some time back please i demand the resignation of both parties immediately secondly i demand that nisd sent a letter home to
053all parents in the district not just the parents of leon springs stating that violations occurred that they acknowledge these illegal actions and the exact quote measures you have taken with staff in terms of punishment finally i demand that nisd update the handbook immediately adding that crt is prohibited from the classroom and the curriculum and that social experiments of any kind are strictly prohibited the handbook would also add that written parental consent is required for the viewing of any film movie or documentary whether it be short clips or the entire film under no circumstances will parents be removed from the inclusion of these decisions i'll close with this quick story derek wilburn a black dad from colorado who was a direct descendant of the north american slave trade where both mom both his mom and dad's
054family members were enslaved he recently argued to his school board here in color in colorado quote putting crt in our classrooms is not combating racism it's fanning the flames of what literally left your time let racism die the death it deserves we need our schools to stop feeding these messages to our children and as parents we are watching and we are holding you accountable thank you brandi leininger all right thank you for the opportunity to share my views on the current state of education at northside isd my husband and i have four children all of which have been brought up through the north side school system we've always trusted and appreciated their teachers and staff however over the last few years it is evident that this school district is taking a turn for the worst
055this was highlighted at leon springs elementary school earlier this year the entire fifth grade team met four to five times to plan the execution of a radical social experiment conducted on january 18th by the administrators teachers and staff on my daughter's fifth grade class without parental knowledge or consent from the start of the school day until it was over everything was different for these kids where they were allowed to sit where they stood in line how they were treated how they were spoken to the fifth graders had no idea they were being subject segregated based upon their hair color dark-haired kids were the privileged ones light-haired kids and red-haired kids were not educators made comments that the dark-haired kids were so much smarter than the other ones their iq was so much higher the other
056kids were not as intelligent and after an activity the blonde and red-haired kids were forced to clean up the mess after the dark-haired kids they were forced to stand in the back of the line they were spoken to much more harshly than the others and the following week again without parental consent or knowledge the same group of fifth graders are forced to watch a documentary containing gruesome autopsy photos of little girls that were killed in a bombing displaying their breasts their charred skin and the remains of one little girl whose head was blown off by the explosion the experiment and lessons left my ten-year-old daughter traumatized in tears unable to sleep in her own bed because she feared that she would have no control over the nightmares if she fell asleep and she is still
057suffering today last year governor abbott signed into law hb 3979 which prohibits educators from teaching students that one race or sex is inherently superior to another race or sex this is exactly what happened at leon springs elementary during this experiment teachers divided the children to teach that there is privilege based on their immutable characteristics and treating one group as privileged while the others were not the school was clearly teaching our children to view their classmates through the lens of race and hide it together by showing an inappropriate documentary to raise critical consciousness in the students this is a blatant attempt to circumvent and supplant our authority as parents these are my children they are not your guinea pigs you can keep your indoctrination to yourself it is unacceptable for teachers and principals to purposefully undermine
058our parental rights you work for us there needs to be action teachers and principles violate texas law and teach our children that by the virtue of their skin tone they are inherently opposed or oppressed i'm sorry for the districts who condone this behavior by hiding it that is what i'm calling for today um i asked to this as we continue on i made a statement earlier i'd like to try to keep the temperature down there's no need for raising your voice we're all here and you do have a microphone so we can hear everybody so there's no need to raise your voice next kyle sinclair how are you guys doing tonight my name is kyle sinclair i'm a ceo of a hospital and a prior vet and i'm also running for u.s congress here in
059san antonio but i'll tell you i'm not coming as a ceo as a veteran or even a congressional candidate i'm coming as a concerned parent and citizen and for me what started out something very simple is one of my kids i asked in the school why cnn 10 was being used to teach my kids i asked the school what was going on and i wanted access to what was being shared and the administration heard mike's concern brought me in talked to the academic who academic dean who then said what are you looking for and i said i want to know what is being taught to my kids and i want to know why you are not using conservative news outlets as well as a spectrum for both and she said i said well i want
060the lesson plan she said absolutely you cannot have the lesson plan i said well hang on a second what went from just a concern about a news outlet is now a concern that you're denying a parent the access to what is being taught in the school and i'll tell you i have two concerns with this number one every parent should have access to everything that is being shared in the school and number two if we are being denied access the question begs to be asked what else is being taught and that is a huge concern i will say that is where the slippery slope starts in a school district when you have a board administration and educators who think they know what is best to teach our children you've heard concerned parents and so i
061challenge each one of you tonight to write that ship to fix it to give parents to access because this is where it's going to head you see it across this country school board positions are being switched people are losing their jobs like crazy parents want to be involved and unless each of you guys here in this board right now understand that that it's happening you're hearing examples of it i'm seeing it it is creeping into san antonio and if you haven't heard the message today you're going to continue hearing it loud and clear because a conservative voice and parents wanting to be involved these are our children and i won't stand back again i have eight kids six of them are in nisd schools right now high school all the way through elementary and i
062for one will continue to stand up and say education over indoctrination it is your job to ensure your schools are doing their job which is education and that is it that is it i asked previously it's hard for us to address when we don't know what school you're talking about absolutely i mean i have no issues it's garcia middle school yep and i'll tell you that's it's a huge concern i'm meeting with the principal i've had the vice principal the academic dean is absolutely wrong under the wall sir so my time doesn't stop but it's just but we don't want to i want to share something just real quick citizens to be heard is extremely hard because we can't have a dialogue with you and there's so much that i really think i wish that
063we could we could share and talk about but unfortunately that's not by law we can't do that but um so please don't mention anyone's name but thank you and i have not shared names but i'll share that that's advice you need to listen to the parents that's the biggest advice i can give every single one of you sitting on this board listen to the parents period this is not about educators this is about the parents i'm sorry your time is listen to the parents rita jones i want to thank you first and foremost for recognizing yuvaldi and i hope i don't break down but my baby niece goes to that school but thank god she's home safe i'm sorry prayers please for uvalde it's just sad and everybody concerned faculty students so many families so
064thank you for recognizing i appreciate the opportunity to speak to the nisd board of trustees and superintendent dr woods my daughter was a northside graduate and i am an aunt to several nieces and nephews who have also graduated from northside or are still attending northside schools the fifth grade segregation experiment and viewing a spike lee's documentary for little girls at leon springs elementary was done without parental consent or advisement this is a direct violation of parental rights and a violation of state law that was passed last year the concepts of crt with praxis are present in the segregation experiment by separating children by hair color then they tied it to race by showing an inappropriate film to raise credit critical consciousness in the students to say that i am disgusted and appalled that this was
065allowed to happen in an is an understatement they say lse is the place to be and they're right if you want your parental rights violated your children traumatized and have administration that is more concerned with image than the emotional psychological and mental well-being of students after these issues made the news your direct spokesman provided weak misguided information to reporters some of which were not true and still nothing has been provided to the parents congressman chip roy also sent you two different letters and i was extremely dissatisfied with your weak inaccurate and incomplete response to his questions district personnel says dr woods and the board are fully aware of this situation and the destination of leon springs violated district curriculum and the lessons were not age appropriate yet all of you supported the decision of refusing
066to inform parents even after the complaints were substantiated this creates distrust and makes the parents and community question the district's motivation in remaining silent northside needs to own and communicate their negligence to the parents of these children and taxpayers who pay their salaries this should be done in writing and include a complete response as to what should have been done what has been done and a detailed explanation of what will be done within district policy to ensure children are not bullied and traumatized like this again parents can't help their children when they are exposed to such inappropriate and graphic material if they are uninformed this was an extreme violation of parental rights and complete lack of transparency the public school system has no right to circumvent parental rights and is foolish to think that the
067trust was not lost in this in their institution nor that parents will remain silent as dr woods stated in his letter to the congressman the principal assumes i know but the principles assume all responsibilities in matters that are on her campus you may leave you may leave your transcript with her um that's fine but i just wanted to say please please listen to the parents talk to the parents communicate with their parents thank you monique doolittle hello over the past two years it has been proven over and over the utter lack of respect the school board has for the rights and opinions of parents students and citizens of bexar county today has been no different we've heard many different stories today if any student on campus would have tried to access that spike lee movie
068using the school's internet they would have been denied access why because it's inappropriate for them yet you have a teacher who believes they know better than the parents and your very own safety protocols you have tried to silence us remove us ignore us treat us like criminals all while violating our rights as citizens you have violated our right to free speech clearly today stomped on our god-given rights to make decisions for our own children ignored our children's rights to an education and for far too long completely disregarded an executive order from our governor for those that are at home watching this upset at what has been allowed to happen with this power drunk bored i say get up get up and start doing something to stop them the time to sit idly by is gone
069the time has come for righteous action our children need us to defend their rights and to take back power that school boards have stolen our children learn most at most by example like you stated earlier what example will you set a person who lays down to get trampled or a person who stands up to defend those that can't we have four seats up for election next year we need four strong parental rights advocates to fill those spots let's take back the school board and return it back to where it belongs in the hands of the parents thank you casillas hi um it's been a while but um i'm so i've never cried here before and it's just been really hard but anyways as you know i have six kids and two art o'connor ones graduating
070in a week or two and once a freshman and i took my other three out to homeschool so i'm homeschooling my kinder my second and my sixth grader and i barely was able to take a shower today before i came here and i left my makeup at home so there's no makeup on this is what my life looks like now it's totally different than it was a year ago before i took my kids out anyways um there's so much going on and i thought why am i even coming here today but um if someone doesn't speak then who will um my heart is beating so fast and i feel like throwing up but anyways um i feel like you guys wanted us to be silent um i don't know why we have these meanings when
071y'all don't speak to us um in april 2021 i've emailed different people on this board i've talked to some people on this board ms palamadas i've emailed i've talked to and i begged i said can we have a parent committee can there be something that you'll do with us because like you said you know you don't get to talk to us so what is the point i don't understand i'm not even reading my script i don't even understand why we're here i mean you can just hear us you can see us but it doesn't mean you hear us for real it just goes in one ear and out the other kind of like math today with my sixth grader i'm going insane anyways um so what i learned today was not only did it start
072for me with masks right and um it's it's y'all opened my eyes i am thankful i'm thankful this happened i've had my eyes opened um you know i did what i supposed to do put my kindergarten north side um at carson go go to um garcia then go to o'connor i did what i'm supposed to do and now i open my eyes there's inappropriate books um just i just don't even know i don't even know where stop start um i mean i have it written down but i'm i don't know where i am um what i don't understand i voted against the bond i love what y'all are saying but i voted against it for obvious reasons but one of the main reason is our our taxes my house went up 52 000 you guys
073are getting more money and now you're getting a billion i don't understand where this money is going i don't understand and and then what just happened that at um at leon springs i was the first fifth grade classic at leon springs it's a great teacher sitting here and what has happened i don't understand anyways maybe you'll listen to us maybe you won't i don't know how many times i've spoken now i don't even bring my kids anymore uh but anyways i just want you to listen listen to us get uh get can we get on a board with y'all can we can i love to put my kids back in school well i don't know but i mean maybe can we get to a point where we can at least be friends like a friendly
074manner that y'all can talk to us and work with us we're not your enemies it feels like it but we're not anyways i'm done thank you nicholas keller hello good evening to start on a very positive note i want to send to thank dr woods and mrs chenblade to come for coming to the ffa blanket at the agriculture academy this mattered to kids i was sitting in the back some crate remarked oh is that oh the superintendent is here so that's very important so thank you again for your support however i came earlier this year to the school board regarding requesting assistance regarding false acquisition that were leveled against my son who is a disabled student at on the okana campus i am back today because i didn't hear anything back from the district as
075promised and the priest and paul and the principal have simply did not reply to another email requesting for us to speak with his assistant principal regarding the event surrounding handling of the acquisition against my son so is it one more discriminatory action against special ed kids you know my son to quote mr martin just to go sorry to quote the principal he wrote he wrote was unaware of what he was signing due to his level of intelligence the level of intelligence of my son is not part of his disability thank you um do we have go ahead okay thank you we have a phone number dr woods okay thank you haroon munis monus good evening dr woods and board members uh last time i spoke to you i revealed to you all that i turned
076down the cia to be a teacher some audience members afterwards made it a point to tell me that that decision was stupid teaching is my passion and that's why i turned down the more lucrative jobs obviously but i get why some people caught my actions stupid money matters good competitive compensation matters now i'd like you to take a look at your cell phone and think about your contract remember how the cell phone company corded you to be their customer at the beginning well has your cell phone company offered you anything like that value sense probably not you may have received small promotions that amount to almost nothing here and there if you've stayed with that same service provider now the reason i bring that up is unfortunately teaching has felt like that for me a
077newly hired teacher in nisd earns 59 57 to 59 000 a year a veteran of 20 years like me earns around 65 000 that means it takes 20 years of service to earn a six thousand dollar raise in this district remember the cell phone contract once you're a customer the phone company doesn't seem to care about you the teaching profession seems to treat veteran teachers like me the same way and now we're wondering why there is a shortage teachers who are multilingual and multicultural like me have other options but a lot of teachers don't now i'm going to veer off from my speech a little because i am from afghanistan that's where i was born i was smuggled out as a refugee because there was war there my family smuggled me out because that country
078was dangerous now what happened today unfortunately teaching has made me be afraid too in this country which i never thought would happen i'm saddened by that guys and going back though it's time to give us competitive wages the time is here to take care of the teachers if you want the profession to be what it was like say 10 to 15 years ago and speaking of 15 years according to a recent study that i read that's how long it's been since teachers in this state actually got a raise and another recent study showed that in the past four years actual teacher compensation has gone down by four thousand dollars in this state when adjusted for inflation so if we don't take care of that and we don't take care of teachers teachers who are dedicated
079to the profession who put over 20 years we might lose them i don't want that to happen i have a passion for this job i want to stay here but we need to take care of us a lot of teachers need y'all's help and you are in a position to help thank you dr michael stevens good evening dr woods and the nisd board of trustees thank you so much for listening to me this evening my name is dr michael stevens and i'm the father of three nisd students i have one in high school at health careers i have one in middle school at folks and i have one in timberwild elementary school so i have kids all over the spectrum i'm in north side i'm an 11-year teaching veteran current instructional coach and candidate for
080district 1 of the state board of education i am married to a 10-year teaching veteran who is currently a reading specialist and i come from a proud family of educators education is in my blood so to speak and something that i place in the highest regard and esteem as a parent and an educator i fully understand the necessity of transparency in the classroom especially when it comes to ensuring that parents are fully aware of what their child is learning in the classroom most teachers and school administrators across nisd are excellent in making sure lesson plans are easily accessible to parents and that daily lessons are presented when asked by a parent as you have heard already tonight though from several speakers here in the audience this unfortunately is not always the case the texas parental
081bill of rights section 26.006 states a parent is entitled to review all teaching instructional materials and other teaching aids used in the classroom a school district shall not make teaching materials and tests or shall make teaching materials and tests readily available for review by parents and section 26.008 states a parent is entitled to full information regarding the school activities of a parent's child it is the duty of the nisd board to ensure that all campus administrators know and understand the state protected parental rights parents have a right to be the primary decision makers for their child and by promoting an environment of learning transparency nisd can provide parents teachers and students with an inclusive learning environment free of misunderstanding of what is happening in nisd classrooms thank you so much for your time and i
082hope all of you have a wonderful evening thank you ms freeman that concludes citizens to be heard thank you dr woods fellow board members next item on the agenda is consent agenda is there a motion a move approval have a motion and a second to approve the consent agenda items all those in favor please signify by saying aye all those opposed same sign eyes haven't motion carries thank you and um let me scroll down to the next item on the agenda my keyboard is there we go um curriculum and instruction proposal for revisions to 22 23 district calendar dr jordan yes thank you miss freeman tonight i am bringing a recommendation to you that has been built through extensive feedback from teachers at every campus through surveys and also through academics so just as a
083quick reminder in spring 2021 and in spring 2022 after the calendars had been adopted we brought the calendar back to you and for consideration of approval to add in what we call half day teacher planning time student early dismissal days as you recall the first year it was in the throes of the pandemic and the reasoning was to give teachers much needed additional planning time given the fact that many were teaching both in person and virtually we came back to you in the spring of 2022 to request to add this additional planning time in although most teachers at that time were not teaching both in person and virtually just the learning loss of our students and the extra lift certainly warranted it so as we meet with teachers and as we're at campuses and meet
084with principals there's been a lot of informal feedback that there's a desire to continue to have additional teacher planning time so we actually put out a survey to our ncn as you know that is a body a group that meets multiple times a year with the superintendent and other key leaders and it's at least two teachers per campus and one of the purposes of this committee is to give district feedback and to have their voice as to the issues that are most meaningful to them so you see the results of the survey to ncn we asked if the teacher planning student early release days were valuable as you see i strongly agree certainly was heavy we know we always have a concern about absence rate when it is a half day so we asked was
085there a high absence absence rate in your classroom and you'll see the majority said no there wasn't now we know district data does show a dip in attendance that day then the third question was simple should should the district add teacher planning and early dismissal days and again you see strongly affirmative that we should so then we went deeper so that certainly told us that this was a high interest of teachers again representatives from every campus so we brought them back together and we had them give us feedback you as a board have already adopted next year's calendar the 22-23 calendars so that's already adopted so we used that calendar but we came up with two options one that had six teacher planning early dismissal days and one that had five and so they talked
086about the pros and cons of each and came up with a lot of good feedback the lion's share the vast majority as you see here is they wanted the six early release days as per the five the five days so after we talked about some options in academics we're bringing to you for consideration of approval the next slide which is the revised 2223 calendar it has six teacher planning early release days they will be on wednesday or that's the proposal because that mitigates absenteeism and you will notice that each of those days they're as evenly spaced out as they can be so they don't run into long periods of vacation and we also made sure that none of those days were in the same week where there was a teacher pd day etc so again
087you see the asterisk here and if approved we will then communicate with teachers and communicate the parameters of use for these days okay mr medina as chair of academics this was presented at academics yes ma'am thank you just elaborate um the the feedback received not only from the nce nc in and including the general pub teaching staff you know not only because of the transition from virtual to in person but planning um was critical for teachers themselves taking the student data and and adjusting their lesson plans we got a lot of positive feedback and um you know making sure that teachers are well-rested students are well-rested and that they're hitting the ground running so it was really good feedback and i think the early these planning days are very effective thank you miss chumley what
088is um november 8th it's election day general election day okay and that's not any it's a staff development day and a student holiday which we typically have in october that we move to cover the general election uh as that election in even-numbered years has shown itself to be political in nature and there's voting in a number of our schools okay because i couldn't so the days were looking at because i thought that we had i just don't remember us having the discussion about um november 8th that was a part of the original calendar that we brought to the board we actually did the same in 2020 okay i just didn't remember that and that was what was throwing me off and so our days we're looking at are the the asterisk days correct yes ma'am
089so you'll see it's september 21st and then you see october 19th you will not see now i i see them janice it's just the asterisk days as our is our days um i think it's great i wish we could do more actually even because we keep hearing that that's really important the the staff time so i move approval question dr harold um that so we we don't have the full day in october the and i'm sorry and this is the first academics i missed in 10 years so um but we don't have it used to be columbus day but indigenous people's day any longer that's correct because october is like the month uh it's it's that's a tough month there's no holiday so we get one so i go back you have plenty of input
090from folks um and and we have i mean we we couldn't add one more one more early release or something to help october out i mean 40 plus years of doing this october is a tough month carol if you look at october it's one early release yeah but but the 14th ends the nine-week period so basically what they would get to do in october was plan for the next nine weeks it could be a planning day if they wanted it but i i mean a day a pd day or a staff development day or a day a holiday um there's going to be other folks that have that holiday their family members that still have that day do we have to have a holiday for uh voting day we like we highly recommend it um
091we've a lot of parents has expressed especially of elementary children have expressed concern about sending their children to school when in a toxic election cycle and we've had a lot of those lately it's just that it's so close to having a week off um in november did it happen this year see i just don't i think we've done it we've done it in each of the general election cycles in even numbered years because those are the midterm elections and the presidential cycle which is when we tend to have ugliness advertised at polling sites miss chumley i just so explain because i know that like um in november the monday and tuesday are staff development days teacher choices they're teacher choice days okay so explain to me what what is the teacher choice day what do
092they do to they they need to work they work during the summer that's what they do improved professional learning on their own time and there's a whole host of approved professional learning and if they do that and they meet the requirement then and it's documented then they have those two it's kind of a trade day they get to use that pd and then take off that monday but everybody gets it off anyway well not if you're on contract you you take those days off there are staff that that are on contract right but teachers teachers have that whole week off they do and if so everybody has a whole week off but you have to you have to work during the summer for those two days to equal those two days it's not only during
093the summer but there are staff development opportunities throughout the summer usually and then sometimes during the school year so teachers can choose to go to a workshop during the summer so that come november they don't have to go those two days it's a trade-off so if i don't do that you're not starting your daily rate okay so so we're not talking about them having to physically be here then but we don't offer professional development on those days this is an opportunity for us to give teachers some say in the professional development that they're getting credit for okay and so if they don't if they don't trade off then they're just they're docked leave at the end of the school year that is correct for those two days actually okay you know what that's the piece
094that i was missing is i didn't i didn't understand that that piece of it um i see what you're saying about october carol i just don't know anyway i don't know anyway around that there was discussion about september so um the teachers felt september 14th was too early they wanted a day in september so then that's that's uh where 21st was uh the by and large feedback the day that they wanted and so then you see that day then that gives three weeks and then you have um another and to ms saldana's point uh the 19th is nicely situated because they've wrapped up the grading period they've got the data for that then they're planning for okay what day was um indigenous people's day the 10th or the 17th i believe it's the 17th i
095don't i don't recall doctoral so there wasn't one objection in all the the dialogue or the communication we didn't since this is already the fact that there was just one in october didn't come up at all the only thing that came up there was a one had it october 12th and one had it october 19th and the larger feeling was 12th was too close to the 21st of september and then they also like the 19th being what's the new grading period begins sure they they were very grateful because i talked to a lot of teachers and they were very grateful to get the six days they weren't that concerned with october because they just were excited that we were still talking about doing that mr blunt yeah i guess i was just curious and thought
096about we were talking just now uh and the parents and grandparents in on those early dismissal days um what's the impact there what i mean well let me ask this would their preference probably be monday or friday as opposed to a midweek for taking care of the kids and other things never trade off we never surveyed on that what we have done is go back and look at when we used to do early release days on fridays in the fairly distant past and looked at our attendance data for those days student attendance data and the the impact is substantial okay i think we talked about that before yes okay thank you thank you mr blunt ms chumley i'm sorry i just had one more um so we talked about these days being days that that
097are challenging from an attendance standpoint so where is the other piece of it or um what will we be doing to encourage student attendance i know we've talked about brian some some other options that we could be doing is that something that each individual campus is going to be challenged on or what will we do yeah we're studying that problem now there's some evidence to indicate that that that is actually more of an issue at secondary than it is in elementary but we want to study that data but yes it will come down to what are individual schools and classroom teachers doing that makes it worthwhile if you will to to come to school in that day so that is and we're going to try to source best practice and look at some folks who
098have had good success and so and so forth because there are some success stories frankly so if we i guess if we had kids that don't come on these six days where will they end up on their minutes kids don't have a minutes requirement kids have a a minimum attendance requirement in an order to be promoted or earned credit these six days would not chew up all of the minimum attendance required they wouldn't even come close the state statutory minimum attendance requirement that that that actually requires 90 percent attendance these six days aren't obviously anywhere close to 90 percent you know until you figure out every all the other things that they're involved in why they're out of school right okay and i had one more question yes dr harold so have we had because
099i know i i work with three different calendars with three different other school districts and so i'm wondering if we don't have that holiday in october and everyone else does how that impacts attendance speaking of attendance or how that impacts home care or i don't know we could go back and look dr harold i don't know that off top of my head i we we in 2020 again repeated this um of course 2020 was yeah an odd year for comparison status right we in 2018 is when we recognized the problem and tried to create a solution that would be in effect in 20 and 22 and so forth but i i mean we could certainly look at at you know that day in in 2020 but to be honest i don't know how instructed well
100i'm confused so in 2020 we didn't have the day in october no we we went to school that day and had a professional development day on november the what i wrote it over the general election day was i just we did the same with our plan of course in this year's calendar is it's obviously we're intending to do the same i'm just wondering if mom and dad have it off they're going to pull their kids out how that would impact yeah i i haven't heard that feedback [Music] i don't recall in 2020 getting any feedback of that was the reason why folks weren't coming to school frankly it was such a coveted early fall that right it's hard to tell that probably ate up all the you know that sucked all the oxygen out of
101the room okay i think as we can get can we excuse me can we uh if our problem is at the secondary level could we try to put these days are going to be requirements if you want to be exempt from exams that's a possibility i want to confirm what i said to you with actual data i probably shouldn't have said anything about it i i want to confirm that first we can do that in local practice if we feel like we need to that would only apply to kids in a high school credit course for obvious reasons but um let me let me study that before we go that direction okay okay thanks i was just going to make a suggestion as we look at our calendar when it's time for approval for calendar
102um next time that we that we look at that october we can have a conversation the next incident of that would not be until 24 obviously it would be somewhat hard for me to imagine right now that we would not recommend that around 2024 right yeah i'm sorry i have one more question yes so so thank you um miss freeman so on the 8th on election day do we do we and i i think i know the answer but it's been a while since i've asked it we we benefit financially by having voting at our schools then why do we do it we don't we try to be a good partner to the bear elections group because they traditionally are a very good partner to us when we're trying to schedule trustee and other elections
103gotcha just trying to figure out how we keep toxic toxicity out anyway if it's going to be just on that day or is it during early voting early voting doesn't the only north side site that is an early voting site is northside activity center which is really not a student site right otherwise schools are not early voting sites that is the only exception is election day itself and it's not only the environment right for election day we have security um protocols in in all of our schools where people check in and all of that so to add election day on top of that and you could have people check in it becomes a a real challenge i'm not sure we're the only school district that does that i'm thinking it's pretty common i can't speak
104to that off topic we felt like it was a very good idea after the 2018 election and felt good about it again in 2020. now that said the the board approves the calendar you know we recommend so um that we can we can go back and study that um but it just sounds like i'm the only one so if there's a second we can go ahead and go um we do have a motion on the floor i do not believe we have a second okay we have um the first second was mr blunt okay so we have a motion a second to approve the calendar um all the any other for any other discussion all those in favor please signify by saying aye aye all those opposed same sign eyes have it motion carries thank
105you and let's see next item on the agenda is under business and finance if i've got that right um north side isd concession profit sharing and tiffany yes hi good evening ms freeman members of the board today we bring to you a resolution that authorizes the superintendent to share concession profits with the established athletic and band booster organizations this resolution establishes in writing that the board finds that supporting and assisting the athletic and band booster organization serves a substantial public purpose as these organizations organize and operate for the benefit of district students during our finance committee meeting we were asked to define profit on the resolution which we have at the bottom of page one of the resolution this is defined as revenue less usual and customary expenditures related to concession operations so today we
106ask for your approval to continue this practice and if you have any questions i'm happy to answer them thank you thank you um tiffany gerald as chair of finance yes we did talk about that and a lot of it was basically centered around the profit sharing with the different organizations and giving dr woods the ability to be able to share those with the organizations uh within our within the district so um it was a good discussion so i rec like to move for motion for approval okay miss chumley where where's that definition of profit it'll be on the bottom of the first page the last paragraph and it's the very last sentence that says with profits being defined as concession revenue less usual and customary expenditures related to concession operations yeah that's still not quite
107what i think that conversation was at at uh finance i'm i'm still not sure that that that addresses at least what my concerns were of it and i thought that we had another piece in here too in relation to um are you talking about where the are you talking about the club the part about um the superintendent are their designee is there something brian do you know what i'm remembering i'm looking at the bottom of page one well towards the bottom of page one and part of the discussion we had was that the the profits would be shared i think is how i recall the conversation correct part of the conversation was the um organizations themselves and and naming the athletic and band booster organizations yeah there were some concerns about that and that was
108what you were bringing up was whether the parents of the band you know they didn't i guess there was a question as to how much participation they would get and all of that am i am i correct on that one no i just so that was one of those during the finance committee i i had questions in relation to um because let's say let me give you an example probably be easier i'm a parent i'm a banned parent at um o'connor and i go and work concessions my expectation is that that money that i'm working to raise is gonna go to the band and i think that most parents have that that feeling that they're working because that money is going to go to whatever booster or organization that their you know their activity their
109child is involved in and so my concern was and first let me make absolutely sure that i make this clear i don't have any concerns in relation to our superintendent are this board things change though so i want to make sure that this is written so that that profit is protected and then my other piece was we had the questions on um when something breaks down who's been paying for it um electrical goes out who's been paying for it and so that's what i had wanted a definition more understanding of and i appreciate your effort on doing this [Music] i'm not sure what usual and customary expenditures would be defined as and i guess i just wanted to make sure that if it was something that the district should be responsible for that that is
110not held that the concession doesn't pay for that if it's general upkeep that we should be paying for so we really have two things in mind with regard to usual and customary that's the employee the district employee who supervises all the work orders all the supplies makes all the deliveries and so forth and then obviously the cost of goods purchased right so the actual items being sold those things seem reasonable we can iterate those two things if that is is helpful that's what we're thinking of when we say customary expenses because those are by far and away the lion's share of of their expenses so the monies that's raised through the concession pays for that employee's salary that's correct that's been true for many years longer than i know he's a north side employee right
111that's correct he is now yes was he not before uh that's a complicated question to answer he was being paid from the the district uh but using funds that belong to the the kind of umbrella organization we knew that that wasn't a good idea and so he's a full-time north side employee and his full job is to handle all of the alignment in relation to concessions at all events throughout the district correct athletics yes there are other groups that handle concessions on a much smaller scale and we typically allow student clubs and organizations to take care of that so that they're making a little profit on those sales so when we talked about the other piece when we talked about the money it wasn't a huge amount of money that was at the end that
112was divided among these groups i guess brian i didn't understand that that employee's salary was being paid by the monies that was earned in concession what what the board's doing tonight are the boards being asked tonight is to declare a public purpose so that we staff can be authorized to share this money with a non-directly related north side entity our concern is if we take on the burden of usual and customary expenditures like the salary we're discussing or the cost of goods purchased that that becomes a very challenging legal argument for us in doing that and so um the the understanding then is that this is really um not going to have an impact or change to the booster athletic clubs on the campuses that do the work that is actually that is absolutely this
113is really more clearing up the legal aspects of it that we found problematic in the way that we used to operate okay and we do provide reports um to the booster organizations that breaks down all of the revenues received all of the expenditures charged and gives them the breakdown of their net profit and distribution that they've earned so that will continue okay i just would not want our parents effort to be used to pay for things that i don't think that they should be responsible nor would i i agree completely that's not at all the goal of the resolution the goal of the resolution is purely to declare a public purpose so that we have a legal route with with which to share the prophets the prophets okay and then i think the other piece
114just to share with the board is we had talked about that the organizations need to um have their their designations in place they're non-profit doesn't they're non-profit designations in place working on that now and we can help the relatively small number that don't uh get there so we've we've received legal advice on that and we will work with them on that okay all right thank you thank you of course okay any other discussion do i hear a motion uh you've got a you've actually got a motion okay i forgot about that i'm sorry and did we have a second second we have a second okay we have a motion and a second to approve the concession sale resolution all those in favor please signify by saying aye aye all those opposed same sign motion carries
115thank you all um next item on the agenda is under human resources our medical insurance good evening dr woods and the board of trustees i'm luthi ramirez the benefits director so our we have two items the first one is a proposal for renewal of medical insurance with uhc united healthcare for and these are the proposal considerations uh the planned premiums have remained the same for 2021 and 22. the utilization of the plans have remained favorable we were able to negotiate from 12.29 i'm sorry 12.29 down to a 5.9 premium increase and the increase is going to equal 5.45 5.4 45 million annually but that we're going to continue the 20 excuse me the 70 30 split between northside and the employees and just so that you can see a range of the lowest is 7.07
116increase and the highest is 30. uh 26 cents on on the employee contribution side correct just to be clear not that's not the total right for 23 so the medical and the pharmacy plans that the designs that we have they're going to remain unchanged so that way there's no disruption for the employees and then we're going to continue the simply engaged wellness program all voluntary products are going to remain the same for 23 and then we will be in open enrollment in october of 22 to prepare for 23. thanks lady this this actually is up for board action night we had a fairly detailed conversation about the split and the cost uh when we discussed growth and improvement um a week ago and the board actually saw the dollar figure required to cover 70 percent
117of that cost for that one year brian on on this i know there was a request for some samples of what a plan would look like and i think we were somebody had made that request to give us an example of what the type of increase that uh oh yeah okay yeah what we can do is go through and say this is what's gonna happen and again i don't know that you want the total cost but you want the employee contribution cost per plan and that's we can do that and you can see where it ranges from seven dollars and seven cents uh a month to thirty dollars and twenty six cents and there's obviously a correlation between that range and how rich if you will the plan is right the more the more choices
118an employee has the more hospital systems the more doctors the more specialists the all of that the the cost is higher as it as it always has been but but we can provide it plan by plan detail by detail if if if and also that 30 and 26 cents is for the family plan so sure yeah that's going to always be more expensive than an employee miss chumley i guess that that was what i was just um i thought that we were gonna have that brian i just wanted to get an idea of which ones are because if you're looking at just an employee only plan in seven dollars that doesn't seem overwhelming but i wanted to see like what a family plan is we can share you know that's it's it's easy to do
119we wanted to give the range tonight because we thought that was important for the board to just have some context around what the impact is uh remember we had this conversation a week ago about we considered other options for how to cover that 5.45 million but in order to cover it at some greater percentage than 70 and frankly to cover it at 70. does require choices to be made and other recommendations tied to the budget whether that's growth and improvement or more even more likely compensation so noting that the vast majority of north side employees are trs eligible we felt like prioritizing compensation was the more important way to go well but i think you did want aren't we isn't this for action this evening it is yes because it allows us time to communicate
120right that we wanted to make sure and let our employees know yes that these plans which would literally begin this week okay and when do our when is open enrollment for october it's in october on this and then we'll have to go as you know into a massive education campaign around whatever we decide self-funding will look like in the following calendar year but but this open enrollment is purely about this plan and and the other choices available to employees that's in october of 22. and so so you're saying that the largest increase from a family for a family plan on the the best yeah best plans is 30.26 a month that's correct okay i guess brian i'm just trying to get get a feel so if you would provide that to the employees i don't
121have any problem with approving this tonight but i do i do want that because i want to see um since we're talking compensation i want to understand to our you know our custodians and our bus drivers on our food service what 30 a month looks like in relation to what their overall cost on insurance for themselves and their families are that's we can provide that data the context i would give around the point that you just made is employees in northside have six plans from which to choose employees make those choices we don't dictate to employees it's one of the reasons we offer six when most offer three or four frankly so that there's a lot of choice in how rich the plan is and thus how much it costs there is obviously a correlation
122between covering a family versus only covering myself right there's clearly a cost correlation there as well and that has been true for for a very long time and if you're young and healthy or if you're older or if you have family children that have asthma or and everybody makes you know it's one of the reasons we offer what 12 or 15 enrollment fairs around the district during that october timeline so that folks can come and ask an expert frankly and say okay here's my um here's my personal circumstance or some about my personal circumstance what plan would be would be best for me years ago uh united uh patty hill and some others negotiated with the united to create a kind of template where i can kind of at a high level i can run
123my own situation that i know i'm covering in my head by these kinds of questions and it will then direct me through a little algorithm that says here's what you might want to consider this may be what's best for you trying to balance access to whatever kind of care i want with how much it costs obviously and don't we still have don't we still have that young man yes that helps us yes and so we do get we do get employees who call and speak to him directly to say what is his name albert canales albert a lot of us have visited with albert that's a he's one now to be clear that's not a north side employee he is a united healthcare employee but he is embedded in the district and dedicated 100 percent
124to our staff this renewal will keep him with us yes right we're not that to me was one of the most useful things that we have um with united is having him there to try to find coverage on things when when there's really and that's what he does he looks at medication doctors and then he makes sure that you get into the the plan that's appropriate for you know the employees needs or their families needs he's a he's a very busy young man he actually responded one night on an emergency call from from an employee and i thought that was just outstanding so i just want to especially again for a non-north side employee to him and it was a weekend night but we had a panicked family and he was great he came through
125he was he was good at his cell phone number yes he's very solution focused yes that was incredible so given kind of where we stayed where our need to communicate we we would ask for approval tonight we will certainly satisfy the ask that's no problem okay i'll move approval okay mr medina what does the simply is engage wellness program look like so what that is that is the rally program where employees can earn up to two hundred dollars um by doing a biometric screening working out so there's an app that employees download and so you track you know what's the percentage of involvement like participation we have about 4 000 employees that participate in rally out of a little more than 10 000 that are covered under the health plan what kind of um incentives
126calculating what we're i guess we return our investment how much are receiving rewards of those four thousand and do we have feedback if you participate in that you can get up to two hundred dollars so it's just you have to be able to log in and and do you know if most are more than fifty percent are receiving those two hundred dollars oh yeah yeah oh absolutely yes you get your monies you get your monies within 24 hours once you complete a task that's on that the rally app okay thank you mr lopez sorry i hit the wrong button you know one question i didn't think about this uh earlier is uh when we talk about uh privacy of information and when we're talking about you know apps and things of that nature what kind
127of assurances do we have that our employees information is secured and isn't released um you know or or isn't hacked is there some type of assurance from the insurance company in their security measures well i'm i'm not too sure about particular i mean we've never been hacked rally's never been hacked but i know that any endeavor that northside gets into with you know any app any program that there is some cyber security insurance that is provided but yeah that's that's never been an issue yeah because nowadays insurance companies are now providing that because of the amount of information and the type of information that's being transferred and being you know you know passed in um the security is a high measure so i was curious to know if there was any kind of a uh
128measure that united healthcare was offering with that i can certainly look into that yes because i'm just because nowadays with information being you know hacked and things like that i'd hate for for that for us to be alive you know be liable for that yeah we can certainly look into it the one the one thing i will say is that insurance companies as well just like hospitals and doctors offices are governed by federal privacy laws frankly just like schools are some of the similar privacy laws to the ones schools uh cover i don't know that i would say that any system any data system is exempt or somehow couldn't be have a problem in the future we have not had an issue to date with that or any medical provider to my knowledge but you
129know those folks are not exempt from the law in any way shape or form a second okay we have a motion and a second to um accept the renewal of the medical insurance with unitedhealthcare for 2023. all those in favor please signify by saying aye aye all those opposed same sign eyes have it motion carries next item on the agenda is thank you actually i have one more okay i'm going to do this buddy's not getting to leave you okay you're on yes ma'am so this is the first reading so tasby provides a service that regularly reviews board policies and makes recommendations during a recent review of tasby and through consultation with our attorneys a recommendation was made to make minor changes in the language and policy dec local related to temporary disability leave described
130on page 4. the suggested change was to remove language referencing a rolling 12-month measurement time frame there are two attachments to this agenda item the first of which just shows the suggested changes for page four page four excuse me we also attached the full six page policy for your reference this matter was brought to the policy committee earlier this month for review i'm happy to answer any questions just a reminder this is first reading first reading not subject to your approval so this was discussed at policy in our policy meeting so if you have any um i don't know does the board have any questions um regarding this right now right now okay so if you do please review it and um come back for um approval next time okay questions if if there are
131any certainly would go to letty as kind of the expert on the policy but kelly rasty is also uh can add context on kind of the uh legal landscape that exists okay thank you and you can always go to miss guerrera to get contact information sure thank you all right down to superintendent items dr woods um redistricting presentation yes ma'am uh we we actually uh thought we would begin the redistricting process with the board tonight um and so here to present assuming the board wants to do that we are not in a hurry to do that and if members are understandably exhausted we can delay until june if that would be your preference i'm unfortunately i had to just apologize to mr decker about thus being over an hour later than i asked him to
132be here um but but that is up to the members of the board it's not a timeline issue should you want to delay but he is fully prepared to share the demographic information that will necessitate redistricting after the 2020 census um with with the members of the board and then our plan was to come back in subsequent months and mr decker and his colleagues will lay out the decisions that will face the board some of you have been through this process i fully uh understand um but again i i uh i just want to emphasize this isn't necessary to be done tonight yeah frankly i had to twist mr decker's arm a little bit to get him but i can go very very quickly too yeah okay i certainly don't know it's up to these
133seven that's up to these seven people so i i appreciate the option um i don't know unless there's any objections can we just have mr decker just start this or anything i think we go ahead and and do it here this is without the census data right so this is no this is we're going to talk about this data well a little comparison we're going to talk the history of it why we're going to do it but you're not making any decisions tonight it's really because we have no data we have some data we have okay so we're going to hear the data tonight you're going to hear very broadly the data okay yeah this is an introductory presentation and you'll talk about that because in fairness not all seven members have been through this
134process and you know are familiar with it and it is a process it's important yeah for you to to give all the historical data here we go here we go rob all right be sweet i will i will be as quick as i can i bit my tongue earlier so if i start slurring something i apologize for it so with that we are going to go through some stuff really fast so why are we even talking about redistricting what is redistricting and so all you need to understand is it is the process by which the geographical boundaries of the elective districts i.e single member districts of which you all all have your own single member district that some districts have a mix but you all are in single member districts are periodically redrawn in response
135to changes in population i.e we do the census every 10 years we're going to redistrict every 10 years now we're also two years past the 2020 census but that's just the reality of how it works so what are we why are we going to do it well under texas education code you see 11052 i require school district boards to redivide if the census data indicates the population of the most populous district exceeds the least populous by okay so go ahead and go to the next one i told you i'm gonna go really fast so and if you all need me to stop somewhere stop me because there's going to be some legal pieces in here which i could get really boring and really detailed which we don't probably have to unless you want to so
136big picture so this is what your single member districts look like as of the 2010 census block and if you go to the next page this is the numbers so back in 2010 when that we did the redistricting you will see that the biggest district population to the least was two and three whereas the most populous and then least populist was three and it had a differential of five percent awesome that's really good that's honestly one of the lowest ones i've seen we've been doing redistricting all around the area of san antonio so you all are the fortunate you're in the last group of these that are having to do it just because of the cycle you were in can you just just real quick so we started out when we [Music] had to go
137into single member districts and we had to create i can't remember x number of minority majority districts because i know i've always been in one that was was it three did we there's not a defined number that has to be done what has to be done is you look at the population as a whole and then you and then you first did it there was we did have to have defined majority minority majority districts those had to be created okay that when we started this back the the original order that when it would have happened there would have been an agreement of the way it was drawn up between the two sides of the parties who did it and so there's not a legal requirement that there be two or three or four in your
138district right in your district the agreement may have been back in that day that there would be three that would have been based on most likely looking at the population as a whole within the district and trying to figure out okay so if our population as a whole and you can see you have your whole population numbers here and you can see your hispanic population as a whole in the whole district if you look at the bottom on the right hand side it's basically 55 okay so if you're gonna say okay well half of it is going to be that well then we're probably going to want to have at least three if not four minority majority hispanic populated districts okay now and that was that's all historical right i mean how it has been
139and you can see in this circumstance you did have in the last census you still had four actually minority majority you had uh one two three and four were all hispanic majority min you know hispanic minority majority population in other words you had more than 50 in districts one two three and four okay originally you may have only had three i'd i don't go back that far in the process but but what we run off of is where we currently are and so that is also what we would look at when we do the next redistricting obviously we that's one of the factors that we look at it's not the only factor but it's one of the factors we look at is we're going to make sure we're still going to have minority majority districts
140that's that's what the whole process looks at on the on the back side of it and we'll go through all the factors are in the powerpoint of what we want to look at we'll explain again because one of those districts highlighted is mine so i'm real curious what does that mean it says five percent differential the five percent differential is just the largest to the least populated single member districts so the whole process of this is we will move lines so that the population not the size of the district not physical size we look at numbers and do we try to keep them more equal it has to be within ten percent within temperature okay that's i'm sorry that's sure i missed that i knew you said ten percent of something but i was right
141so we can't so we have to have a population biggest population district to the smallest population district has to be within 10 percent of each other right and we'll and literally in a couple of slides we'll look at where we are right now oh very off yes as everybody does i mean and that's the reality of it that's why we always have to redistrict every 10 years now europe you know you've obviously had a lot of growth so yes your numbers are going to be off so we'll go to the next slide so one of the things when we did the 2020 census blocks your map from the from looking at it from afar is exactly the same i just point that out to you because census blocks change between 2010 and 2020 and there
142are some districts who all of a sudden the demographer when they first try to put the data into it because the census block changed a line moved it's not because anything officially happened it's just the census block moved and so the line moved i did not see any in y'alls but when we get into the nitty-gritty details of a district you know it might be a different street over or something and that's simply because the census block changed where that line is and we cannot divide a census block okay but big picture if you really look close at your 2020 map and your 2010 map of the census blocks i couldn't see a difference so that's a good thing now if we go to the next slide this is where the rubber's hitting the road
143so this is under the 2020 census blocks you will see this is the population change so this is why we are going to look at it and you will look in the red you will see what is the difference well it's 95 000 people between the biggest and the littlest and it's a 77 percent differential we have a problem we have to redistrict okay and so you can see that it's between three and four y'all know your district that is of zero surprise at all to you that that's where it's coming from that four all of a sudden has exploded and so we're obviously what's gonna end up happening is we're gonna have to take some bodies out of four and we're gonna have to shift them into other districts and it's not it never
144is a nice clean little just move one and life is good but that's not the process you're being asked to do tonight that's not even where we are this is just showing you hey look guess what as of 2020 data you're way out of compliance so guess what you're gonna get to do you're going to get a go ahead and do redistricting like everybody's moving out of my district to bobby's district well what's going to happen is we're going to change your district line so you're going to be the same number at the end of the day so unless there's more questions on the number i'm going to kind of again i'm trying to go quick so i can get you all out of here quickly so on the next slide we're going to start
145talking about wait just one more thing so then six has a hundred and one thousand so i was just looking at who was gonna have to really kind of deviate the most so well and what what is generally going to happen what always happens is the more the more interior the more closer to the city those are the ones who aren't growing and or are losing population and so we end up having to take we have to move a line out but it as i was saying it's never quite that simple right it doesn't always just mash right away and so you end up moving a whole bunch of lines to try to get us to a number good answer is you don't do that i don't do that the demographers do that that's what
146their job is for all this and the other good answer for those of you who have been doing it for a while you may remember not like two times ago when nothing was there in front of you well now everything is on a computer and now when they do this when we actually do the redistricting which again we're not doing this tonight but when we do it they will literally have this whole thing loaded up onto the computer and they can move a line as we're talking about it and move lines here there and everywhere and that's what that whole process is they'll come up with a plan on the front side just generically they're just going to take the numbers and they're going to try to keep it as close as they can they
147have everybody's address so we know where everybody is in the district so we always try to not mess that up and they're going to they're going to plop out a plan on the front side that's going to be within 10 percent and then the redistricting discussion or even a couple of different options and then the redistricting discussion whether that be by the board or by a committee that you all appoint should be by the board is going to be the decision about where do we move lines is there something here that doesn't make sense because the demographers don't know well this community is always with that community is there not a way we can make this part of that and obviously every time we move a line it's going to mess up numbers on two
148things and so we end up having to do some other line moving i guess about the average the goal is going to be 95 000 now correct the average the average goal is to get it to 95.95 yes you're all right so when do we have to do this we have a lot of time that's the good answer right as dr woods was saying we are still ahead of the curve plenty because this doesn't have to be done until your first election of which trustees are going to be up which is going to be next may so short version and the very last slide is going to give you hard dates on everything but the short version of all this is we need to have it done by january okay we have a lot of
149time between now and january so we're we're fine in our time or time we have plenty of time to take the time to do the plan to come up with the plan vet the plan and then to push it out and figure out where we're gonna go um i'm sorry i'm sorry one one quick comment for the benefit of trustees it's our goal internally not to drag this to january it's one of the reasons why we want to get started tonight what we saw in our neighboring district ahead of their trustee election is because of when the county received the data unfortunately some people had incorrect single member district information when they went to vote and so we want to get this done in plenty of time i'm not letting us to any particular month
150but what i i really would like for us not to go to january because i think there is a potential impact we've seen illustrated this year on on voters so if we can finish this in the fall preferably even october november i think it's preferable in that kelly and we can get them the data and we have less chance of a of us of a screw-up frankly like what happened that was not on the district right at all yeah um the decision was to avoid the data for the ones who had to do the may election we didn't get that until october and so and we had all sorts everybody had all sorts of districts who had these that first may elections and so we were all scrambling trying to get all that done and
151people weren't getting it done as dr woods said until end of december and then january is when they were having to get the information out and so there was errors right so rob you have no you're on slide eight huh go ahead because we don't have to have it done until february 5th but then okay yeah you just would not want to operate up against a hard deadline and it's actually going to be earlier than that even though that's what that slide says because of when we when people can start to run is in january so we actually need to be yeah we want to be done before january so people would know where they're running is in january it's on the last slide it's january 18th yeah it's it's earlier all right other questions
152on this part of it okay let's go ahead and go go ahead and skip that one that's what generally we're gonna do i've already talked a little bit about the census box again i'm gonna go real quick if you all want to talk about it we'll talk about it so the census blocks again is it it comes up when we're actually trying to draw the lines sometimes we're like hey let's just move this line just one block over and the answer is going to be ah we can't do that because that's not where the census block is and so how they decide where their census blocks are no clue on that answer and sometimes they are really difficult the way it works it doesn't make it happen real easy because you want to just gain
153like 50 people but because of the census block it ends up you can only do it by moving it and you gain 200 people and it throws everything off so you just have to be aware of the fact that census blocks drive things it's not street by street by street gotcha all right next one please they have to draw them somewhere it could be right i mean you got to draw the line somewhere and so yeah i mean there are streets that are going to have it and one side of the street's going to be one and one side of the street's going to be the other they try to do it on logical things but it doesn't always happen that way all right so um again just go ahead we're going to skip through
154some things so so one thing i do want to mention so obviously we have the u.s and texas constitution we have federal voting rights and then we have state law the one thing that's different in this cycle than is for those of you who have done it before the three of you who've done it before is we no longer have to get pre-clearance from the department of justice so that makes our life much easier and much faster honestly in the back side of it so in prior years after you all would make up a plan you would vote it in then we as the attorneys had to submit that into doj and wait for them to say yay that's an acceptable plan well that's no longer happening and so once the board decides what the
155plan is you're done unless somebody would get mad and want to try a file suit about it but the doj is no longer going to do it so that helps us in the sense of when we're going to be done all right um go ahead and go to the next one just as a general rule why are we even trying to do this single member districts must be drawn with substantially equal population again it's not size it's not physical size it's the number of people within the thing exact population you're never gonna get to an exact number as i said five percent was one of the best things i've actually seen so you know when y'all did it last go around became lucky i had several that are like nine and that's okay it's within
15610 that's all we got to get to so ultimately when we do this one you may be up at eight nine percent legally that's okay but what's the whole point about all this is you want to try to have every vote equal and so we want to have that number to that 90 to as close to that 95 as we can get it because then everybody's vote in every single member district is all equal that's what this whole thing is about at the end of the day is one vote everybody's vote is equal next one please we talk about race and so yes shaw that does come into it and yes to miss chumley's comments early or that is a factor it is not the definitive factor it is something we will look at on
157the back side i will tell you based on your overall population numbers it's not going to be a problem we're not going to end up having single member districts that aren't majority majority at least four of them most likely based on your numbers and it could even potentially go higher than that just based on your population number so i'm not overly worried about that obviously where this comes in is if someone if we're trying to gerrymander right i mean that and you can see it on those little pictures and and that doesn't really happen in the school district world and so it's not something we spend a whole lot of time talking about once they were originally set we've set up the population zones and again in san antonio it's not that hard because we
158are a major a minority majority community at this point in time um so i mean it's really almost the other way around anymore go ahead and go to the next one and again this is just the legal standard of when we're supposed to look at the race because we do have orders in place it is going to be a factor to it it is something we will be considerate of it's not something i'm worrying about go ahead into the next one the voting rights act also plays into this again it talks about it's not going to be an issue unless somebody wants to try to draw some crazy lines and then we're going to have a different conversation about it so i'm going to go ahead and move to the next one talk about cracking
159and prac and excuse me packing that's the idea of either you take a minority group and you split it between two to limit their vote or you know you have a minority pocket and you make that one single thing so that you can have a whole bunch of majority around the outside again those are the things that are looked at those are considerations those are hard to even do in san antonio under our population disbursement as it is so not issues we need to worry about but it is the legal consideration go to the next one our main thing that we're going to look at is it's it's supposed to be compact and contiguous and and again nearly equal populations now you've you saw the maps i mean it's not an absolute nice little square
160block or anything we have to manipulate some things because we have to grab some populations and you're going to end up grabbing it from an edge here or there that's just the reality of how it's going to work but in general and you all saw it yours are contiguous i mean it's you don't have any long lines going out around the city like we see in the state one and i'm not gonna i'm not saying they're doing anything wrong but i mean our single member districts are very different all right next slide please um this is just a requirement that isn't going to apply to you but it's just so you know it 70 of them single member districts have to be of so five of them and seven there are a lot of boards
161as i said who have at large positions and that have single member districts you all are just all single member districts um and again we weren't supposed to cross county precincts if you have 150 or more thousand more students which are like two districts maybe three in the entire state but that is in there as well um single okay so again getting into the timing not later than 30th day before the date is adopted we're supposed to give the information to the voter registrar we won obviously as dr woods was making the comment we want to get that to them as early as we can if you all want to be done in october we're going to be done in october i mean there's no reason that we need to draw this out go ahead
162the other thing that you need to decide ultimately is whether so all positions up for re-election after the redistricting or you can decide i call that first one the upset the fruit basket where everybody gets to run again or the other answer is look everybody just runs out their terms and then we're gonna just in the next election it's going to be those four positions that are up those are the ones that are going to be up you could do all seven no districts do that that i have worked with uh or that i'm aware of it just costs you more money and there doesn't really seem to be a real reason for it but we draw that in the past at least when i've been here and as long as i can remember since
163we do draw the lines where we're not drawn out of a district we attempt to do that that is correct that i will there are some circumstances in life in some districts and i don't think this is going to be one of those districts where that is an impossibility so that we would have to change that election cycle well and you don't you don't have to know even then you don't have to change the election cycle that person who got mapped out would still be in their seat if the board chose until their cycle came up anyway this option is just talking about in may you could decide all seven of you are up even though you're not you could decide that because we redistrict and that's one of the ways you could fall out
164of the redistricting i thought it was only if you went from an at-large to a single member district that you then had to have all trustees standing not required it's a board right it's an option it's a board choice and it is not a recommendation i am making to this board at all nor i but it's an option it's my job to tell you what your options are on the table all right so again this is just kind of a quick summary we have to be within 10 percent neo-equal population compact and contiguous and avoid splitting county election precincts we're trying to avoid retrogression of minority not gonna be a problem um go ahead and go to the next one so this is the real hard and fast deadlines that you all would ultimately need
165to be concerned about so the may election date we run it backwards uh last date to file a name on the ballot is february 17th that's the last date the state deadline is going to be february 5th but the first day that somebody can do it is january 18th so you clearly want to have all your districts done before somebody could file and then all of a sudden find out we'll wait i'm not even in that single member district so our our drop dead date is january 18th which we ought not to get anywhere near and that is it thank you very good [Laughter] so again tonight you're not being asked to decide what are we going to do next we just wanted to show you hey this is kind of the general process this
166is why we're doing it your numbers where you are yes you're out of whack you've already seen it the next go-round what we'll have a conversation is do you want to do it do you want to appoint a rat committee to do it and potentially even start looking at some of the numbers and when it's not what we're doing tonight when does that happen when does what happen when is the next meeting whenever that's really up to the board our intent was to continue on a monthly cycle until and unless the board requests otherwise but our intent was introductory presentation tonight start some decision making around process in june and and perhaps look at maps and so forth um i i will want to advise the council on maps before they before they even come
167to the board just so that we avoid some issues that i've seen in other places but uh but this is totally board led you all set the timeline as you see fit again our intent was to come back in june okay was that your question mister mr boy no um no i was going to say the other element that we probably want to do under additional criteria and melissa is going to really help out on this part um we'll have to probably let everybody know why they're drawn the way they are because there's additional things that board there for example making sure somebody at one time everybody had high school that's not quite true and another time there was making sure somebody everybody had something inside of uh that time the city so there are
168reasons why it's drawing that way outside of i think it'd be good for everybody to know that that's going to change a lot yes sir yeah and those and those again those are the things that the demographer isn't going to have right any recognition of they're just going to submit a map and say hey this meets the numbers and then you or the committee is going to be saying that very thing right oh you just cut off this tiny little bit of this high school area can we not do that please and then we move that and then that changes a bunch of numbers and then we figure out where else we have to move stuff okay and and as well and you're right bobby there were there were other and rob i know that
169we had a requirement on how many minority majority single member districts we had to create when we first did this in 95. i think that was when the democ when the demographics of san antonio looked very different than they do it came from the lawsuit though no it would have it would have been a part of the judgment the judgment would have required you to create the seven single member districts the agreement and the first process that ran that they that the other side of blue lack it was generally lulac who did these right would have said okay this plan meets that expectation we'll sign off on that with you i it could have but i doubt it specifically said it could have though in the in and i haven't seen the order because i
170we couldn't find the order quite honestly uh we tried and we were having trouble finding it at the at the courthouse um but regardless you you have your seven member districts now and again we're we're well past the minority being a minority honestly in the district and so you're not going to run into that problem absent efforts to run into that problem bobby you're right we did do we talked specifically about not everyone having just one high school so that we didn't create a feeder pattern for trustees that we were able to maintain that were elected by single member districts but we represent all children so we specifically did that too to try to keep that and that's good for me to hear i'll i'll certainly kind of pass that along to the demographers that's
171another reason why i'll preview the maps before we send them to you for your review and certainly before we bring them to a to a meeting so can we each individually see those maps before i mean yes sir that's that's the intent is we'll send it to you ahead of the meeting so you have a chance to look at it now know that whatever the demographer produces as a first blush is just that and as the board discusses it they can literally move the line in the software program and you can see the impact of that and they can say if we move it this way it may address your issue or your concern and it still meets the requirements under law so that'll be the process where we actually go in and start tweaking
172those but we will send a first blush just know that it's completely up to this board within the confines of law what those lines look like um but and that'll be a part of a workshop you know along the way so one of the questions i have is when we talk about community involvement what are we talking about who who's involved in that in the past i mean what was we don't previously done that's rob said that we could appoint we've never done that no what you did never in fact i wouldn't even have brought it up because this board has always done the redistricting ourselves but we've had community presentations right what you did what you did 10 years ago was the board came up with the initial the reason why i'm asking but
173when we presented it to them the reason why i'm asking this it was transparent there was no but we didn't ask the community to draw our lines this board drew through the redistricting lines so the reason why i'm asking is because part of what we look at as far as transparency and when we're talking about the public and the public being aware of what they're what we are doing when it comes to redistricting that's key for the public to be involved in and and to know all of that that's why i'm asking what we've done in the past sure i understand that we don't allow that but maybe we need to look at that and consider that as a possibility to show the public what's involved and how it's involved but we do we do
174gerald but we do i'm talking about before the maps are drawn i'm talking about before brian sees it we we get everybody involved we either through selection or a committee i think a committee is important i think a committee is important having a representative that's able to say and say look yeah um i'm from district two somebody that's in my neighborhood and uh they may say yeah i think this is this is adequate if i could suggest that that is the conversation that will probably start in june is kind of the whole process question so my suggestion is we we reserve this conversation for then because at some point the board will have to make an actual decision on what that looks like well i'm just saying that it would be important for me to
175be able to include the community maybe as a representative and i understand what was done in the past is in the past but i'm saying now now being that we're talking about transparency people need to be included in this and uh i for one would be in favor of have appointing somebody from my community uh and looking at that and saying yeah this is fair this is in my eyes and from what i've seen in the process it's it's fair we can have that conversation yeah that's a good one to have on our retreat okay thank you all right thanks mr doug okay thank you very much thank you have a good evening thank you sir i'm sorry i'm sorry about the hour all right next item on the agenda is board continuing education credits
176y'all we do this every year um there's three pieces or three attachments in this agenda item the first one is the current board training requirements they've changed over time it seems like every time we have a legislative session there's more requirements we are probably the most we are the most regulated elected officials that there are in the state of texas regarding our continuing education credits i will i will say that you know tasby is very clear in that though we report many of our credits or training options that we have are done through tasby tasby's not the keeper of the credits the district is the keeper of the credits anyway this is what we currently have i will say that um i do know a couple things are coming up we've gotten some information regarding
177our eiso um training that's coming up soon i can't we had it i thought we had a that is email but that is coming up yes that is coming up and miss jones said our cyber security is due the last time we did it was in april and you're going to send something to us okay all right so that said um the next next agenda item is actually the framework for school board development this is a document it's developed by the state board of ed and approved by them it describes the roles and responsibilities of school board trustees and it is a requirement that it be made available to the board in a in a board meeting so um this is something that's been in effect now there was an adaptation um two to four
178years ago my years run together oh you're i'm sorry i was lost i've i've got it okay and then the next item is our total credit hours and you'll see those in front of you if you have not reviewed them before the meeting and you think there's anything that's incorrect please get with monica i do know that tasby is going to make some adaptations in the current um portal your your my tasby portal so hopefully there'll be some improvements because we with these additional um continuing ed credits that we don't get from tasby necessarily it's very hard to keep track of so it's um i will tell you that it's each board member's responsibility to keep track of their credits and if there's anything incorrect here please say so now or get or get with
179monica i will say that everybody has exceeded well exceeded the minimum requirements and i appreciate this board we do have continuing education requirements but this board gets continuing education not because it is mandatory but because we feel that is necessary and it makes us better board members so i appreciate the board's consideration any questions i just was going to share jackie hightower at tasby you can email her because i mine weren't all in place and so um she's helping me get them sorted out with tasby but we think we're you know on on track with what's up on there now but anyway she's at jackie j-a-c-k-i-e-dot hightower at tasby.org and so she said if anyone had questions or needed any assistance to just email her that she could help okay um i i can't seem
180to scroll down is this doctor is this for board approval i can't see it okay just for information purposes and i um yes just just the the law requires a discussion or a report in open meeting that's that's all and that we've all met oh we've all exceeded the the continuing requirements okay so next any questions about that by the way okay um next item on the agenda is the election and delegate um alternate to the 2019 what oh reorganization of board officers thank you for that we have one new board member um i i know ms saldana i don't know if we talked about it or if you remember us talking about it because we did this at your first board meeting last year we do have a board reorganization or election of officers
181annually in may and it has come time for us to do that again it has um it has been a practice of the board to continue we we've not done that all the time i say that um this is an opportunity for us to um do the reorg and most in many years we've kept the same board officers for two years but this board can make any changes that it would like to make so i open that up for discussion i've got a question so does do all of the current board officers so let me just go back historically we pretty much have done two year two-year terms very few exceptions without without so i think there's been variance maybe in vice president and secretary but the president i think historically the only time was
182when um we were going to split with you and carol and then we ended up carol did her two years you're on your first year right so my question is do the current board officers want to serve as current board officers again everybody's life's changes and i just want to make sure because it is a time commitment so karen did you do you want to serve again i i serve at the pleasure of the board but i would like to gerald yeah i don't have i don't have a problem but i was just thinking what did we do so karen carol you served two years right yes prior to to your serve i mean who was president was that me that was you melissa i was carol carroll came after me so we're keeping with
183the trend of every two years allowing the president to continue or the board the current executive board to to uh stay with two years it's an option it's an option i just thought before we we nominate that i would ask the current the current and not just assume that that you all want to want to serve these you know personally i think being a trustee right now is a unique experience and so um the reason why i bring it up melissa is only because i remember traditionally we would have gone in but then somewhere there was a we you know i think i think i mean now karen you wanted to serve as vice president and there was a there was a collect we had to either decide who was going to serve as vice
184president and so there was an election and in order for for there not to be an election i stepped down from the vice president or stepped i stepped i stayed as secretary or actually i stayed out of here actually gerald you were very gracious and you and you stepped out of the officer rotation and had joseph move into the officer rotation if i'm not missing right so that's what i'm saying the cycle got mixed up there so i mean otherwise it would have been a traditional role we would have continued going with the serving of the president the vice president being that you have served as president i don't know how many times in the past i think this would be an opportunity for us to correct that that course of where we were at
185and allow those members to move up such as joseph could be vice president uh me running as as president and then allowing corrine to be secretary uh i'm thinking we would have to look at something like that to allow for that course of action to take place and kind of a corrective course of action in other words so i don't know if you all would be considering that or not uh but that was one of the options i was going to ask could could we have it yeah i was just going to ask for an answer to melissa's first question of the current officers if they want to continue in that role that would just help joseph you frame it you're flexible in what way you have three choices so you would be fine i'm
186for moving up i'm from moving up so you know i'll make one comment about i think i think rotation's very dangerous um i've never been in favor but per se i think you just decided that time period and one reason why i tell you mathematically if you truly do do or if you have if you feel strong with your board and you feel everybody deserving have a good board because mathematically you start getting into a rotation somebody knew coming on it may take them eight to ten years before they would actually come within that rotation of getting to be president if you start getting that type of pattern i know tasby and some others do it i'm even hesitant there but i think you just make the decision at the particular time but i would
187not be for any type of rotation basis because you leave people out uh for a very long time i think unfairly especially when you talk about different elements of you know trying to make sure your board is equitable and some other aspects and giving everybody a chance etc i'd be very careful talk about any type of rotation or automatically yeah well the rotation the rotation that i'm talking about was which is what was already in place no it was not no i disagree with that no so how does it feel i know you've done it sort of cup last couple of times but i can tell with the what 20 years i've been only unless they tell you to he did not have a rotation so because we're we're giving everybody an opportunity to to
188serve in a leadership role right i think that was the intention yeah we at one time the way we did it to explain is we'd actually we would keep the president for two years but we'd rotate everybody out that the other ones just to give everybody leadership opportunity you'd actually change out the vice president or secretary so everybody had a chance and then you decide who would be president next so it's been mixed through the years right it hasn't been well recently yeah that that is true though gerald on that is that we we didn't we never because if you go back um we've changed out we've kept the same president we've changed out vice president and secretary on on different on different times and then we've kept the whole slate before too yeah we've
189done that several times yeah yeah we we've done but we have i mean and that's historically just back over the years and then we've had we've you know we've done it where you know and i think there were sometimes individuals that that really maybe not were not isn't as interested in serving in that type of a leadership role as well and so well then i guess we can either vote for it or decide i don't know what's up to you guys we could think about it come back in the next meeting and talk about it or do we make a decision this is a decision for tonight um and then uh dr harl well i was just going to mention um if if i think our our opportunity tonight is to allow someone to have
190a leadership role and joseph is fine with one of three options i think it was really beneficial for me to start up personally as secretary and get to know all that aspect then vp then etc and so that would have that would be my recommendation is to keep you know if you two want to continue then continue in that capacity because honestly it takes you about a year probably not so much for you but a year to really get things going and then all of a sudden the election comes up so having another year was always kind of nice um but if joseph doesn't mind it would give corinna an opportunity to be secretary and um and then we're not doing rotation so it doesn't mean joseph is out of it forever it's always whoever
191wants to do it at that that time so you know continuing with uh karen and uh gerald and then having karen as secretary would be kind of a nice growth if if she wants to i'm looking there's a smile there's a smile yeah so yes or no should we do that okay doctor so maybe rotation wasn't the right word but that's kind of at least just uh where i was coming from so i'm happy with whatever you all decide i think if that's fine i'm happy to stay where i'm at so i mean but it was just an opportunity to get the dialogue going and to allow for those that would want an opportunity so in my mind that's what i was looking at so okay any further discussion i will say i i want
192to be careful with us and um we've never really had any um there's never been a plan in place for for who does what or what succession or or anything like that that's not been a we've always looked at individual um individuals and and what they um what the desires are of the individuals and at the board you know i think that one of the advantages of this board is that what i think think just if you go back historically i've i've always disliked board elections reorganizations but if you go back historically everybody has wanted to serve and i think that that's something that that is a real um advantage for the for the board and i think that we have um lots of qualified in fact i think all trustees on this board are
193qualified to step into these positions i do want to complement i believe it was carol that started it the practice of having or was it you karen you all helped me with that carol it was carol and i the practice of having the vice president be part of the conversation with the agenda setting the agenda and then the other thing i think is that all presidents on this board i think have been any of us that have served as board president have been good about sharing the responsibility of speaking at different functions and that's one thing that i think is really is really important um and carol to your point about that it takes it's a it's a good training step is i think we just have to be really cognizant and make sure that
194that we use it within that as in that role too which i think karen's done a good job about sharing the responsibilities of being the public face of our board in different venues so is there a motion um so then i um so we have preferences robert's rules we can open nominees and vote on each office or we can so what i'm going to move is that we buy general consent except the current corps of president and vice president for another year and then we'll have to nominate corrine and vote on her separately and okay so i hear [Music] approval of consensus for president and vice president any objection you don't have consensus okay um and then do i uh understand that you're nominating ms saldana then i moved we nominate corrine saldana as board
195secretary and we do not need a second any discussion all those in favor signify by saying aye aye opposed okay so we have um our board officers for following year thank y'all um are we going to are we gonna are we gonna change are we gonna change seats anywhere i know can we talk joseph can just pop over but we can talk about that but let's since this is long let's let's do that at a later time and then we can um if you'll each let me know where you want to sit then um we can work that out for our next meeting okay or i'll get with each of you guys all right um moving on in the agenda um election of the delegate and alternate to the 2019 tasby i'm sorry yeah you're
196right um 2022 i'm just reading here and delegate assembly so um i will suggest that i believe it's miss saldana you're on the um you're on the lack your legislative advisory committee so it would be my suggestion ms saldana it makes sense to me that you would serve as a delegate to the delegate assembly yes ma'am will you be attending the tasitasbee conference so that's at the and it just makes it it um flows better it's it's continuity but we do need an alternate in case ms saldana is not able to make it so is there a volunteer for it's local that year it's insane gerald do you want to be the alternates this year sure okay um so is there is that an official motion is that an uh well yeah i don't want
197to make the motion is there a motion for that please a motion um for the delegate assembly for the tacitas beef as um miss curry and saldanas are delicate and as mr lopez as the alternate second okay we have a motion in a second all those in favor signify by saying aye aye um any opposed same sign okay eyes have it motion carries um board representative to the to the nef since corrine is moving to secretary and unless someone else just has a burning desire to do it i would really like to um be the board's rep to nef if y'all are all right with that i am but before the meetings can you ask us for like do you get an agenda ahead of time or yes yeah that would be nice because i've
198never been on it but i just want to have input when i see the agenda absolutely i believe there are four meetings absolutely and then the other thing too which i would want us is just um i think the board needs to be aware of the dates when the pillar nominations have to be made and i know i had a really great candidate and i missed the date so i want to make sure i don't miss it for next year so that's your responsibility yes so i'll make sure do we have that you guys have that do we have a motion second do we have a second okay we have a motion in a second to approve ms chumley as a our representative to the um northside education foundation all those in favor signify by
199saying aye aye as opposed same sign okay congratulations miss chumbley and the next is number f um the representative to the tasby board i've currently done it i've got one more year to serve out my term i would like to continue to do that but i will remind this board that after this year then please be thinking about an opportunity for somebody else on this board to serve for i would i would like to serve for another year if that would be okay the only quick comment i'd make with regard to future is um i just i think that anybody who's interested in serving beyond uh karen's current term ought to visit with mrs freeman about the she puts a lot of time into it and so and it's it's important time and it's needed
200time uh so i would just encourage members to to have a conversation with her before you uh go down that road as of late it's been yes quite a quite a commitment it has been though i would really like to see gerald do that with his lack with his um oh what is it that you did master the master trustee training and and i'm sorry that's a decision i mean that's a decision the board will have to make in a year but yeah and truly if somebody's interested too i would encourage you need to continue you need to continue to go to all of the tasby conferences and get to know some of the people ahead of time and i will certainly make those introductions but please let me know if you're interested and i'll
201help you along with that then i move approval of the election of north side representative karen freeman as the north side representative tasby board of directors okay we have a motion in a second um all those in favor signify by saying aye aye all those opposed motion carries and um so election of the you know we continue to have this but we really do outside of bobby do we can we do anybody or can we all just go i wonder if we just ought to just kind of drop this um because bob bobby is president for however long and um and anybody can anybody can go so should we just delete i mean should we just kind of i see no harm to anybody no i think because we all and bobby lets us all
202know whenever whenever he has events okay and then election of representatives like the week of the june 21st or whatever that is we're actually going to meet at southside we're going to say hello to our friends at south side and witness it poppy uh i'll give you the date i'll set out but it's the week of june 21st i talked to him yesterday okay week june 21st okay great opportunity and then the next one is our election of representative to the nsba um as you all know tasby is tasb is not a nsba member um any longer um we're still able to obviously go to the nsba meetings that's a choice i'm not sure that we need this particular representative either thoughts okay so we've eliminated two two of these and then board committees normally
203what we do monica do we have those in the blue folders um i wasn't sure if they went in the blue folders but i do have them yeah thank you yeah but they they go in there and monica and then we we put what we're interested in and then karen will decide who's going to be oh you know what i only made two i made one for me and one for karen that's all right so we what we do is um traditionally we pass them out trustees fill them in and um give them back to you yeah okay and then please okay no and that's okay so she'll okay so that's that's real quick and um i do appreciate the opportunity i'm glad our meetings are all open and any trustee that wants to be
204on any committee can certainly do that and if you're interested in chairing any committee please put a star by that and and we'll work we'll work that out all right um and then as we roll through this next item um the advocacy resolutions dr woods yes ms freeman and members this is going to be pushed to june uh the i've spoken with both tasby and others about the timeline issue that these advocacy resolutions come with so we do have an extension essentially till june so we will bring this through both the policy committee and the full board in the month of june okay so now we're um don't we discuss future agenda items before we get to executive session dr woods uh yes we typically do so the only thing i would say on future
205is and i think this is in your folder can you tell us can you tell us what the oath of office thing is uh what is this so i looked at the previous ones um and linda's prior ones and a hat that was attached where everybody signed can you talk in the mic oh i'm sorry um i looked in the previous ones that linda had in her reports when i was looking at everything that y'all are doing tonight and that was part of it what are those forms so to be on the safe side if y'all needed them i printed them out for that we signed them when we're sworn in so we we should already have done that right yeah i think i think this isn't this is uh only on an election year
206oh okay then that's me i was just trying to be over prepared so that's right as it being my first go around with all of this so i just printed off what i thought anything that was on that one prior i probably was trying to follow that exactly okay thank you anything else yeah just just a reminder to the board we are keeping a called meeting the possibility of a called meeting in june um for uh likely for budget review purposes obviously if other issues come up between now and then we would consider it for that meeting the date of that is set at the moment of june 14th now that is not necessarily guaranteed to happen but do want to track that date so that members are paying attention to that okay if there's
207nothing else i know miss jones do are our computers ready okay so we can just pick them up as we walk out or or you're gonna deliver them to us okay someone went to my house and got it and thank you so much [Laughter] okay so so the board of trustees on may 24th 2022 beginning at 907 well no and we're going to give ourselves 10 wait because we there was sorry monica where was what was where was it where we needed to decide on the board retreat dates oh i apologize that's my uh slip of mind so we do need to look at border treat dates is that in the folder i do have those here yeah because it would be ideal to get that set because we're kind of holding on that pending
208some of these other things that mrs freeman mentioned like iso training and so forth that we need to get scheduled um this summer june 14th as a scheduled board meeting already right i just want to just remind that we're holding that date for a possible call me and then when do you want the items for the board retreat because you know how we normally i keep a running normally send you stuff or talk to you about stuff or i keep a running list which has begun so there's a possibility of combining the retreat with the iso there is a possibility that would be roughly a six six hour meeting yeah eiso is six is three hours that's correct it used to in at the the very first time they did that they allowed us to
209blend them together or serve those three hours concurrently as far as i know i don't think we can do that anymore doctor woods will check on that but i don't right yeah i can answer that we that that is not allowable you would have to run them essentially you run them back to back right that's that's the way you would run them okay and to be honest finding a time for any three-hour block is is tough uh and so i'm afraid of what a six-hour block would generate with regard to conflicts and schedules so we can carry these into executive session with us and look at those if we can fill them out tonight fine if not get it back to um our dates back to monica as soon as possible asap like this week
210preferably so we can try to get this set um because as you all might imagine this is literally the only dates we could find in june so uh it's getting things scheduled is always a challenge once we select those dates then it's much easier for me to move on to the iso training and other things i like june the 13th from 9 to 12 p.m just kind of all right well appreciate that so all right so if members again if we can get that tonight it would be preferable so if you want to bring a calendar with you if you don't have it in your phone that'd be good what about um i so i hate to ask this but we do have the board meeting a possible board meeting on june 14th could we
211schedule early afternoon or that's yeah that would be hard okay okay and june 9th i'm i'm gone it's boot's 40th birthday again so the board of trustees beginning at let's take can we can we do this in five minutes folks um 9 15 meet in dr woods's office will convene in closed session in accordance with texas government code section 551.071.072.07374.76 082 and 084 are we all here okay ready all right um board of trustees on may 24th 2022 beginning at 9 58 pm we'll convene an open meeting is there a motion to come before the board i move approval of the administrative recommendations as discussed in closed session is there a second second a motion a second to approve the administrative recommendations as discussed executive session all those in favor signify by saying aye aye
212close opposed same sign the motion carries on the admin appointments is there another motion i have a motion regarding the uh mediated settlement agreement with um brody general contracting um i move that the following resolution be approved and adopted by the board resolve that the mediate settlement agreement reviewed an executive session before between the direct district when roadie general contracting is hereby ratified and approved in the superintendent or his destiny is hereby authorized to execute any and all additional documents in connection there with which the superintendent deems necessary or desirable including a related change order okay is there a second okay we have a motion in a second for the resolution those have just read all those in favor please signify by saying aye aye all those opposed eyes have it motion carries and the
213board ended its meeting at 9 59 p.m on may 24 2022. y'all be careful going home you
