001to go okay thank you good evening and welcome to this regular meeting of the northside board of trustees before calling this meeting to order the board would like to take just a moment to briefly review some of the rules for conducting our meeting the order of business for this meeting is set out in the agenda one of the items that you may notice on the agenda is the consent agenda this item includes items that are considered routine and or are of a recurring nature all the items listed under consent agenda will be acted upon in one motion if there is a consent agenda item which anyone here would like to address please sign up to speak so that the item i'm sorry sign up to speak to that item and we will pull it from

002the consent motion and discuss it separately the purpose of our meeting is to conduct board business and for that reason it is held in public it is not a public forum however we do provide the opportunity for audience participation if there is anyone who would like to address the board during an agenda item or citizens to be heard portion of the agenda we ask that you please register on the sign up sheet located at the entrance to this room this is so we do not overlook anyone who would like to speak to the board we will review the rules for addressing the board later in the meeting is there anyone here who would like to sign up to an agenda item and has not done so okay this meeting will then be officially called to

003order please stand and bow your heads as trustee blunt leads us in the invocation and pledges of allegiance all right i'll do the prayer first almighty merciful god we ask your guidance and blessings upon this board students parents patrons teachers and administrators as we are assembled here this evening in the common pursuit of this great nation's wealth our children amen i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all honor the texas texas flag i pledge allegiance to thee texas one state under god one and indivisible okay thank you trustee blimp um just a couple of items here so we have we do have a public hearing that we will take care of first

004on the on the agenda we have some recognitions and then um reports and then citizens to be heard to my fellow board members we have um several people here speaking to the are several people here that are interested in the boundary um proposal for sotomayor my suggestion is that we move that agenda item up more toward the front so that to be respectful of their time the question then becomes where we put the boundary so we could move it to completely after recognitions or after let's see we could we could move it right after cons we can move it up to before consent agenda nobody's speaking on consent agenda my suggestion would be to to put it to have citizens to be heard first and then um the the item for the for sotomayor right

005after that are there any objections or any comments that okay all right um so let's go to public the public hearing on school financial integrity rating system of texas school first dr barajas ms freeman uh the uh miss tiffany contreras the assistant superintendent for budget and finance will make the presentation good evening the purpose of today's hearing is to discuss the results of the 2020-2021 school financial integrity rating system of texas this data is based on the 2019-2020 fiscal year the rating system is used to ensure that texas public schools are held accountable for the quality of their financial management practices on this slide i reference some rating objectives assess quality measure and report financial resources evaluate quality and of course openly report results to the general public next slide before i disclose the northside

006isd's rating i wanted to first point out that there were some changes to this year's report to the number of indicators evaluated as well as changes to the type of criteria used so in the previous year in 1920 there were 15 indicators in the current year report there are 20 and on the tables that i reference here it shows the scale so a rating of a our points 90 to 100 and then the criteria table is on the right next slide please so nisd received a rating of a which is equivalent to superior achievement with a score of 96 out of 100. on this slide the tables below are side by side comparison of the scores for this year and last year you can see here that the 15 indicators for the 1920 results and

007then the 20 indicators for the 2020 2021 results indicator 11 is the only indicator where nisd did not receive the full available points we received 6 out of 10 possible points which resulted in a score of 96 out of 100 which is similar to what we received last year and indicator 11 is equivalent to indicator number eight of last year and we receive the same results six out of ten next slide please thank you to elaborate on what indicator 11 is tea uses this to determine the district's long-term solvency and it does not really factor in the unique nature of why a district is incurring additional long-term debt such as bonds it's just a formula base taking um current debt and current assets and calculating that and right now we're at 72 percent which gives

008us um the which reduces our our points by four so the the criteria is very broad but we do we did still receive the a rating and as required the report will be published on our district website tomorrow and i am open to any questions that you may have okay thank you afterwards you have any comments uh i would just add a comment about uh criteria 11 it's there's literally one calculation for every district in the state so northside's compared to utopia isd and pampa isd and galveston isd and and those are very different settings and and we've argued that point with tea to no avail over the years but all in all a strong rating and and many years in a row of strong ratings any other comments school board members gerald you know

009i do want to say you know consistently you know the north side finance department has done a great job in managing our debt managing our finances and and the score is just a testament to that and so it's a great job thank you renee for doing that and keeping on top of that you and your staff it's really much appreciated so and the public it's i'm sure it's good for the public to hear that and see that as well so thank you okay thank you it's a great opportunity for the public to understand too that we are taking good care of their um their treasures and that we are good stewards of our taxpayer money all right um next item on the agenda is superintendent's report dr woods yes ma'am thank you mr freeman just

010a few items to report tonight i just really want to thank some folks i've got to go spend a little time at uh the ag program at o'connor recently with a bunch of elementary students who were touring the ag program and as trustees know that's an entirely student-led program high school student-led program and it was really fascinating to watch the high school students and their passion for what they're doing in that ag program and try to convey that to fourth graders which is not always the easiest thing so so i just want to compliment the staff principal balkan and all of the teachers there it was really really as usual really well done and it was great to have it back that event back and in person recently we did the the dedication for tomlinson

011elementary school thanks to the trustees who were able to make it thanks to the staff who helped put that together of course including the tomlinson staff really well done dedication event i think joey and his family were really touched by the dedication uh as you know we've got the strauss middle school dedication next week and very much look forward to that event as well uh recently speaking of celebrations had a 50th anniversary celebration at hobby middle school thanks to dr harl for bringing remarks that night also a really fine program i thought the the campus staff did just a fantastic job of honoring the history of the school it was really interesting to meet parents who had been hobby students who now had their own students at hobby middle school met several parents who were

012in that that condition last week got to go to spend a little time at john jay high school they have a teacher who was actually a norse is a north side product who's a marshall high school student was into auto mechanics as a high school student is now the auto mechanics teacher at john jay or one of them at john jay high school and he won a 50 000 award last year last last year last week and he was recognized and i'll i'll just point of pride he was one of my students a few years ago so it was really great to see john and celebrate with him it was just a really nice recognition and what a great recognition of what our current technology teachers do every day so that was really nice i

013was on a panel last week with folks from alamo colleges and pleased to say that they began the alamo promise program which is a free tuition program for students to go to the alamo colleges they began that the first wave of that program included john jay and and holmes high school next year they'll be adding stevens high school and marshall high school to that list so students who graduate from those four high schools will be eligible for that completely tuition-free degree program and certification programs with the alamo colleges so i want to want to point them out and thank them for for that and then finally you know some of us were able to go to the parade of nations at colonies north uh yesterday morning and what a fantastic event it's such a unique

014campus such an international campus because of where it's located and the population that it served and it was really really fascinating to watch the students from all across the world celebrate the their heritage the heritage of their nation and for the audience to learn a little bit about all of those countries that represent that very unique elementary school so thanks to to norma and all the folks at colonies for making that a really special event i think for all of us who are in attendance ms freeman that concludes superintendent's report okay thank you dr woods next item board members report board members i do miss saldana as a new board member i too uh get to attend some of these events and uh the month of october was really busy i got to go to

015zachary middle school and watch amanda garcia be surprised by whataburger she was recognized as world teachers day appreciation and she was selected to be the one from north side so it was fun to watch all the middle school students as they stood quietly in the hallway waiting for someone to bring her out and she's standing there looking all around i don't know what's going on i don't know what's going on so it was fun to see her recognized i also attended the ag in action at o'connor and was just blown away when you work in the district you're so busy with your own school and your own students that you don't have the opportunity to go and see well now as a board member i get to go and see what's going on and it

016was so exciting to see those young teenagers that were so so good with the little kids i attended a play at holmes high school probably the first play with all masks but the kids did a great job and i enjoyed that the tomlinson dedication i can't say enough it was just amazing as was the hobby and again i think what is amazing was that this is the beginning of the school year and these kids did a phenomenal job the mcs all the kids who had any part in it they were just amazing so i really enjoyed the tomlinson dedication and the hobby anniversary the parade of nations wow is all i can say i wish more people could see the number of young people that are coming to our district that you know are maybe

017first second third year americans are just being here and it was just amazing to see that parade and last night i attended the rudder night of family learning which was also amazing to see all the things that the kids are doing at rutter middle school and to watch their fine arts department put on all kinds of little skits and and music and the band and the parents were really enjoying it it was a fun night and so thank you to to all of you for giving me this opportunity it was really really awesome thank you miss antonia anyone else joe [Music] just want to say congratulations to the we have here at northside you know we're always very proud of our culture and and uh and and the diverse culture that we have in the

018district and one of the the examples of that uh is northside's mariachi group uh this weekend they participated in the tmea region 29 mariachi competition and they all all the following high schools that participated here for north side was harlan john jay holmes those three and then we had middle school so it's kind of telling you how our mariachi program is growing as well into the middle school and so we had some middle school participation we had rayburn ross vale and rollinson so those all schools are participating in that and they're going to go on to the state competition coming up pretty soon in january so i want to wish them a congratulations on that and to james as well for his including of the mariachi group in our fine arts department another another recognition

019for the fine arts department is the band i had a chance to participate and i didn't participate i was just watching but i was so amazed yeah i i play no instruments i'm not autistic whatsoever but it was really great to see all our high schools our high school bands and uh the amount of time and effort that they put into this competition and so they participated in the uil region 29 competition and apparently and it was great to hear it was great to hear once their award once their ranking was given they were all cheering all no all of our high schools receive a one so that's like the highest rating you can get and so now they're all going to go to the next level and compete so it was really great to

020see our students as as much as they had went through and the amount of time to to work together and to compete and put some great visuals and together and compete and come out number one it was awesome so i'm very proud of our mariachi group i'm very proud of our band and uh very proud of our fine arts department you know james machoka and his staff thank you okay thank you mr lopez anyone else okay doctor thank you i keep pushing the button thinking we're back at everest no it's the eye no thank you very much um it was real interesting the past two weeks have kind of nicknamed it old home um week it started out with home with hobby and my father had been the first pta president at hobby so i

021was able to take my mother and my sister who had been a student the first graduating class so to speak from hobby to the uh celebration and they were just blown away and my sister was taking pictures of all her friends from the yearbooks that had been saved for 50 years it was wonderful but to listen to the stories um and and just to um hear how wonderful hobby had um and continues to be um such an incredible place to learn and be cared for uh 50 years of that and an incredible reputation so hats off the hobby i know there were a lot of volunteers there a lot of staff members um echoing the the um the fine arts kids have only been in school for two months and that band sounded like they

022had been practicing for two years and i'm i don't exaggerate they were incredible the band director had even written a new hobby hawks song so that was incredible then to kind of top it off yesterday with um colonies north uh parade of nations it doesn't get any better than 17 nations being able to march where their colors their costumes their clothing show their flags and be appreciated by parents and and teachers and staff and senator menendez was there trying to think if we had oh we had katie reed a former trustee and then a few of the board members so it was really really wonderful for the kids and then coin toss at marshall football game so we were a colonies north hobby marshall family and so that's why i call it old home week

023so anyway great stuff going on and just a shout out to the hundreds and hundreds of teachers that are on twitter showing all the incredible things going on in their classroom a picture is truly worth a thousand words but so many of their showcasing is about student work and and highlights very few are selfies or if you watch ted lasso ussies they are about they're about the kids and and that that is a very it's a little different than a few years ago this is really about showcasing what the kids are doing and what they're doing in their schools so hats off to all our teachers and educators thank you madam president thanks dr harl joseph i'm going before bobby so i get to kind of so um well we're already in that season where

024it's playoff football and and going straight into uh playoff volleyball so we want to kind of congratulate uh coaches and teams and the families that have put um a great season on there's still some great wonderful friday night lights going on and so um i also wanted to piggyback off dr harold uh her her announcement regarding teachers sharing you know those awesome opportunities and the magic that happens in the classroom work you know students are really um taking new information and applying their new skill set and and showing what they've learned in the classroom and the product that's coming to show their knowledge um i also wanted to uh follow up that you know it's been a wonderful first nine weeks of school we're kind of rolling into the 10th week i wanted to recognize

025all the teachers for uh doing a wonderful job with our students and our students you know doing a great job in the classroom we're we're back together and it's really great to see um students in the classroom you know teachers doing what they do best and families there supporting all their wonderful blessings and their children and so last i also want to make sure um you know all our families are being safe this weekend and uh we're definitely um making sure that you know that they have a wonderful week in this thank you thanks mr medina mr bloom yeah i just want to quickly pass on thanks to all the campuses and the campus leaders and their staff because years ago going back pretty long time ago the this board had encouraged and actually put

026in the policy to allow for uh public usage of our facilities and we really broadened that out and it's just really great to you know you can go to as i said a high school i won't explain why it's 6 30 in the morning and all these parents and others out there running on the track just utilization of the the the fields the indoor and everything else i think has been a has a big impact on our community so i want to pass on thanks for that good point and um just a couple things i there's so many things that have happened the last two weeks and i've been out of town and kind of missed some of that but i do want to thank melissa chumley who will enter through the doors any moment

027she's running a little late and then dr harl for bringing remarks at tomlinson and hobby respectively i know that y'all had personal connections to those schools and that personal touch was very very much appreciated i've heard some really really great things so thank you so much for for doing that okay next item on the agenda is recognition so dr which should we go down all here yeah sorry ms freeman dr woods guest my name is ray galindo i'm the deputy superintendent for administration tonight we are recognizing three ptas and their schools who have been named 2020 2022 schools of excellence scarborough elementary school as well as folks in jordan middle schools are among 351 schools from across the country to receive the special designation and they are three of the six ptas in the bexar

030pictures i want them all up there uh windows foreign if you can't see me i can't see you all right one two three got it thank you ms freeman at this time i'll turn the podium over to our superintendent dr woods dr woods congratulations to our three pta schools of excellence one more recognition for the past 30 years the northside board of trustees has annually signed a code of ethics and i signed it on behalf of our staff affirming our commitment to adhere to educational and ethical standards in everything that we do as far as i know northside is one of very few districts where the board and the superintendent on behalf of the staff sign annually a code of ethics i'm really proud that our board continues to hot to hold ethics in high

031regard and by signing this each year we're reminded to always put the needs of our students at the top at this time i'd ask our members of our board to come forward or actually to your right and sign the 2021-22 code of ethics and i will happily sign on behalf of staff thank you so hi guys okay so this is why no one was there to let me in as you all were signing this and knowing that my text okay it was fun okay okay [Applause] no that's okay listen jawless me for being late okay back to the agenda okay so um next item on the agenda is reports and we said we were going to shift um what i'd like to do is the board's still okay and i'm not sure i was clear

032before but we'll ship citizens to be heard um next and we have several people that are speaking to the sotomayor boundary and then those speaking to not agenda items those speaking to the sotomayor boundary change if you don't mind i think it might be more appropriate if we're going to move that item up after people speak to the non-agenda items and i think it would be beneficial for you to hear the report of the the boundary committee and then we will hear your comments before the board makes um makes any decisions so um that's okay we'll start out with citizens to be heard uh dr woods first person oh let me read the rules for addressing the board we believe citizens to be heard is important and meaningful and we will listen to what you

033have to say we value your opinions although we're restrained by law from taking any action please address your remarks to the board confine your remarks to a north side policy or practice limit your remarks to three minutes at three minutes you will be asked to wrap up your remarks do not make personal attacks on individuals and um some of you who are here for recognition you're free to leave or you could stay here for the rest of the board meeting i'm sorry maybe you have other things that you need to be doing tonight thank you all for coming and congratulations and thanks for your hard work okay uh first up is mary jane evans good evening board how are you today um i'm here also my name is mary jane evans i am long-time north

034side independent school district resident voter i am here to speak on behalf of another person who cannot be heard today as they are not allowed to come in i am speaking on behalf of jaime matakin the mother of three nisd children who is not allowed to be here because she was issued a criminal trespass warning for failing to wear a mask at a school board meeting a couple of months ago and i was here and i witnessed a gestapo type attack on this poor little lady little bitty thing uh taking her out with chair just dragging her who took her out because she wouldn't put a mask on and she had an exemption for it but it was not being heard and so uh it's not we don't feel that is correct to have done

035something like that to her just because her views and stands did not stand or align with what we think the board of the board has aligned with um since that meeting and isd has done everything it can to bully and intimidate miss madakim and her family this is where i put it in on the 9th of september she five male officers went to broccoli elementary school to serve jamie with a criminal trespassing warning and this you know five male police officers for a five foot 125 pound mother of color and she mother of three children and had been a mother and and one uh she was there on behalf of a mother with a special needs child which she helps uh oh here it is i don't wanna attack the board can i say names

036or perhaps maybe or just no ma'am okay that's fine um some of you know jamie's children very well or at least one or two and one of you coached her children her daughter jade and actually gave her her diploma this past june she came in number eight out of 692 harlan school seniors wow that's fast okay because she would like to know and we would like to know why she hasn't received any phone calls to find out how she can appeal the ctw and why it continues to be held against her the mandate has been lifted she's not been able to go to her children's games unless she has permission or uh the kids her daughters were she felt treated um with discrimination but not letting them in the in the game just because the

037parent wasn't there but other kids were there without parents um i would like to know i would like to leave this with someone if you can call me back and let me know why people haven't called her back like she's asked to be called she's left numerous messages and hasn't received them yet and i if you can i leave that with someone who do i leave this with so you can at least let me know later on as a parent just why that has gone on for so long thank you you may leave your um paperwork at that desk right thank you very much thank you next courtney pessa good evening okay cumulatively i have had children in north side for 23 years now thank you i'm sorry thank you please continue thank you northside

038has always been a safe place to be i started when kinder with both my boys they've been through high school in fact at my eldest graduation he was so close to one of the north side officers that we were able to invite him to his graduation party so you can imagine my disappointment at what i've been seeing in our district and what's been happening we currently have a library support specialist who supports crt queer theory books about fourth graders performing oral sex on each other and with adults books that celebrate sex changes and children coming out as asexual some of you have been on this board since 1999 and 2013. you knew this was happening how could you you knew these librarians were in our school you knew these books were entering our school you

039let this infect our schools is teaching oral sex putting our children first please reconsider what it is that you're showing our children thank you leslie casius hi good evening um i'm so tired of coming here but i won't stop because my children are worth it i've spoken to many of you via phone or email but only one of you i actually trust um but i still have to continue this you may remember i brought three of my six kids to speak a few meetings ago since then i followed through and removed three of my children from kinder second and sixth grade from nisd it's been crazy and amazing and i want to thank you for being so authoritative and thinking you know best for my children's health because it opened my eyes to what you

040are pushing and i can teach every subject while even being able to talk about god if anyone can homeschool you should it's a great thing i've learned a school district is really a part of the government basically a government school i pray this changes to be better at some point does this make me a domestic terrorist i wonder if y'all will put out your thoughts on the new initiative coming from biden and the garland administration but alas your ineffectiveness of communicating with parents continues to be appalling which continues i was going to speak about jamie but someone already talked about that um i was going to talk about what the district spends money on this librarian in-service that just happened someone's going to speak about that how much money you're spending on going to court

041to go against a mother it's great to see so many parents here tonight and i implore you to continue to do that not to take a more active role in what's going on in our schools not just because you're asking for something today to hope to change something but because that's what we need to do that's why we're here and we need to continue to do that um hopefully it won't always be this bad thank you christina grossman good evening i have some papers who can i give them to right here thank you good evening thank you something that i want to address is the crt and gender ideology that is being implemented mostly at stevens high school that i am aware of on monday october 11 2021 training was conducted among some of the

042staff and librarians regarding critical race theory the this training that was conducted in a manner that implemented crt as a boogeyman but then goes on to explain that it's taught in law school so which is it is it a boogeyman or is it real this topic and terminology is so sensitive that it should not be discussed in the school but rather with parents at home at their own discretion not for faculty or staff members to discuss it there are actual pictures up on twitter twitter accounts nisd lib and z the library chica on those twitter accounts you can find some of those images that are proudly displayed secondly i want to know why the district would allow a radical feminist activist anna merlin to come in and help navigate the crt training this woman has

043a history of one calling republicans and any trump supporter a white conspiracy theorist why would we allow her to come in second she has a way of slandering men that have looked into a uva rape investigation and accused them of being wrong turns out she was terribly wrong so why do we have her here lastly i would like to know why our newly promoted librarian zee don't know her name is displaying images or actually displaying books of gender ideology and race at stevens high school i don't know if it's still up but i have pictures and it was there at what point as parents taxpayers have we given the public school the right to implement all of this this is wrong no public school should be interfering with this i'm calling on the board members

044here to take down these books of gender ideology and crt racial implementation and i'm calling on you to monitor the social media accounts of this librarian it's a very subtle way of indoctrinating our children without our consent thank you wanda longoria before i begin my speech i just want to thank the board members for acknowledging and recognizing our wonderful students and the amazing teachers here in northside that teach them on a daily basis thank you madam president board members and dr woods i'm wanda longoria president of northside aft and today i'd like to address information in the ncn notes regarding an employee question about receiving a thank you retention bonus as other districts throughout the state have given the district's response to this question was some texas school districts have approved bonuses but the state

045of texas has not approved such a stipend so it's up to individual districts to give bonuses however the u.s department of education has warned that using federal stimulus money for this purpose conflicts with the strict guidelines regarding permitted uses for stimulus funds this statement is an error we presented before this board an nrs or proposal the actual language in the guidelines as well as shared that information with you in previous communications i'll read it to you again page 46 funding also can be used to hire new staff or provide pay raises or additional compensation for teachers and school employees last week the 10th international summit on the teaching profession was held where public leaders from around the world met to commit to priorities to assist public schools move positively and efficiently through this pandemic and

046afterwards it was enlightening to hear that the issues faced here in texas education are echoed around the world one of the highest priorities and commitments made by these leaders was to focus on teacher and employee well-being and the importance it plays in educating the whole child research was shared for reasons why teachers are leaving the profession in droves some reasons listed were lack of agencies within school districts to support teachers causing them to be overworked and overwhelmed customer service model that stresses the profession lack of family and work balance for employees as well as punitive evaluation systems that do not allow for collaborative growth models the pandemic has exacerbated these problems and teachers now have to cope with stressors such as lack of subs posting lessons online for students who are out sick while conducting

047in-person instruction large large class sizes overloaded special population case loads extra tutoring because tutors cannot be found another priority was collaboration it was mentioned that collaboration isn't is no longer an option but a necessary path forward to strengthen the profession when employees feel part of the plan and solutions when they are given dignity and respect are honored for their work and compensated accordingly family time is valued then well-being is addressed and an employees are better than equipped to do their best work districts no longer have the option to ignore these struggles unless management does things differently this problem worsens we're in the business of always doing what's best for kids as we should be but what are we doing for those who spend the most time with our students from august through may i thank

048you very much for your time linda chapman good evening um i'd like to echo the sentiment of one of the moms that just spoke that said uh she doesn't she's tired of being here didn't want to be here i don't have a child in any isd i drove an hour to be here and i'm letting you know you guys you should get used to it because we're all here now we're coming we're not going to let up we're going to keep paying attention to everything y'all are doing because the reason we're in this position in the first place is because we weren't paying attention we weren't paying attention to all these local board elections and we are now and we're watching everything y'all doing so i'd just like to read something from that was written

049by paul harvey it was written in 1965 but i think it was pretty prophetic to what's been happening in the world over the recent years and decades if i were the devil if i were the prince of darkness i'd want to engulf the whole world in darkness and i'd have a third of its real estate and four-fifths of its population but i wouldn't be happy until i had seized the ripest apple on the tree the so i'd set about however necessary to take over the united states i'd subvert the churches first i'd begin with a campaign of whispers with the wisdom of the serpent i would whisper to you as i whispered to eve do as you please to the young i would whisper that the bible is a myth i would convince them that

050man created god instead of the other way around i would confide that what's bad is good and what's good is square and the old and to the old i would teach to pray after me our father which art in washington and then i'd get organized i'd educate authors and how to make lurid literature exciting so that anything else would appear dull and uninteresting i'd threaten tv with dirtier movies and vice versa i'd pedal narcotics to whom i could i'd sell alcohol to ladies and gentlemen of distinction i tranquilized the rest with pills if i were the devil i'd soon have families at war with themselves churches at war with themselves and nations at war with themselves until each and its turn was consumed and with promises of higher ratings i'd have mesmerizing media fanning the

051flames if i were the devil i would encourage schools to refine young intellects but neglect to discipline emotions just let those run wild until before you knew it you'd have to you'd have to have drug sniffing dogs and metal detectors at every school house door within a decade i'd have prisons overflowing i'd have judges promoting pornography soon i could evict god from the courthouse then from the schoolhouse and then from the houses of congress and then in his own churches i would substitute psychology for religion and dfi science i would lure priests and pastors into misusing boys and girls and church money if i were the devil i'd make the symbols of easter an egg and the symbols of christmas a bottle if i were the devil i'd take from those who have and give

052to those who want until i had killed the incentive of the ambitious and what do you bet i could get the whole state to promote gambling as the way to get rich i would caution against extremes and hard work and patriotism and moral conduct thank you liliana gutierrez and i mrs gutierrez i couldn't tell if you were signed up to speak on the boundary or an unrelated issue it is or is not okay good evening buenas noches um i am here on behalf of tpac teachers parents and children civil rights pact we would like to congratulate superintendent brian woods and the nisd board of trustees for taking a positive step toward the right side of history with the october 11th statement rescinding the district's illegal mask mandate whether this step was taken with enthusiasm or

053reluctance it is important that we recognize every move forward to remove restrictions on the rights of our children we must always remember that one of the greatest lessons you can give a child is that they have rights and those rights are worth fighting for in fact those rights were bought and sacrificed by america's sons and daughters in previous generations and we must honor that purchase with a stubborn and steadfast preservation in this generation on uh in september of 21 brook army medical center bamsey's study study on mass mandates in bear county confirms what the majority of parents have reiterated for months that face coverings do not prevent viral spread it's through analysis of daily mortality mortality hospital bed icu bed and ventilator occupancy and found no reductions attributable to the implementation of any mask wearing

054mandate if a building or room is unsafe without a face covering that same locale is unsafe with the face covering regardless of the insufficient evidence to demonstrate if medical and cloth masks prevent infection we must still remain cautious to give up any freedoms for the sake of a supposed greater good because freedom itself is the greater good a point of concern with your october 11 statement is the threat of future segregation of students or staff members who choose to breathe without restraint we must remind you that students teachers and parents are protected under the u.s constitution's 14th amendment neither administrator nor board member may deprive an individual of liberty or property without due process or law that liberty includes our children's freedom to breathe our teachers reputations and parents freedom to assemble and redress grievances

055that property includes the students free access to public education in every teacher's employment contract we hope that this step by nisd is in the right direction is the first of many to end the violations of state and federal law that have marked recent events let us move forward to work together for the birthrights of those in our care muchas gracias thank you and i will leave you with some okay so we will now um next agenda item will be the um boundary for sotomayor we have 26 people who have signed up to speak on this particular item it is my suggestion that you hear the the presentation again and the recommendation from the boundary committee before you make your remarks in case you um wanted to speak to the the specific recommendation however if there

056is anyone here that needs to leave before that and would you like to speak now please raise your hand and then you could go ahead and leave again i just think it's beneficial for you to hear the recommendation of the boundary committee i'm sorry would you like to speak now or karen like yes i would like to to have the presentation because i think that it will be beneficial i think that there's um i i commend the um the boundary committee i think that there's a a good solution here and i think it'd be beneficial for us to hear it okay on that all right and i mean we're not talking about a long presentation right i understand and i it would be beneficial i think the woman who i think she has little children

057but i i think it would be helpful for if that's the case i mean if you have small children here and you and you need to leave i mean that we certainly want we want you to be able to speak okay i do think you'll be satisfied with it i think i think that we've tried to find um a common ground so and then if not i mean then certainly we want to hear from you but i just think it'd be beneficial particularly for our students okay so um staff yes ma'am get miss raymond so yes yes ma'am so first off i want to thank al thank the school boundary advisor committee they met well into the evening actually about 11 p.m on october 7th that's when we had the hearing at harlan high school

058for the sotomayor boundary last month in september we had a work session for them as well and they studied all the numbers and everything related to that and then of course you may remember we brought the proposal to you in august so here to summarize all and give you their recommendation as our chairperson mr morgan phelps mr phelps thank you mr glindo good evening dr woods president frieden ladies and gentlemen of the board my name is morgan phelps i am the chair of the school boundary advisory committee we're here this evening to present the boundary advisory committee's recommendation on boundary changes that would relieve harlan o'connor and taft high schools and populate sotomayor high school located at 12801 tall timber lane the administrative proposal is projected to open sotomayor high school with 1901 students in

0599th through 11th grades and would move approximately 1547 students from harlan high school 338 students from o'connor high school and 24 students from taft high school in 2022 23 as you know each time we do this we follow the principles that you have tasked the sbac with such as maintaining neighborhood integrity and reviewing all growth projections program accommodations student needs cost effectiveness and frequency of change for students prior to the hearing notices were sent via email to families of students in 7th grade through 11th grade who might be affected by these proposed boundary zone changes 2052 emails were sent to students living in the harlan to sotomayor proposal 504 emails were sent to students living in the o'connor to sotomayor proposal and 11 emails were sent to students living in the taft de sotomayor proposal

060public hearing was held at 6 30 p.m on tuesday october the 7th at harlan high school with a total of 21 sbac members attending 98 people attended the hearing and 49 others viewed the live stream presentation attending counts do not include staff or sbac members the result of community input as you can see up here on the screen were shared during the proposed uh or during the public hearing while we did not hear from approximately 92 percent of families that received information about the boundary proposal prior to the hearing the district received 194 responses of which 45 were from harlan households from wild horse households and one from a resident in the taft area and three responses from areas outside of the proposed boundary change areas to sotomayor of the 194 responses 18 were in

061favor of the proposal 161 proposed are opposed and 15 others asked questions or were undecided of those 194 who responded 75 were from the wild horse subdivision 130 wild horse households opposed the sotomayor boundary eight households were in favor and seven were undecided 23 percent were from various neighborhoods in the harlan attendance area and 28 harlan households opposed the sotomayor boundary 10 were in favor and seven were undecided from harlan cobblestone had the largest number of responses with 10 residents who oppose the boundary change of those who oppose the boundary change general themes included a deep rooted connection to their current school with it being the primary reason they chose a home in the attendance area established traditions and strong community ties in their current school involvement in fine arts athletic and academic programs concern

062for increased traffic and travel distance to sotomayor a desire for i'm sorry concern for students adjustment to change after covet a desire for families to have a choice in their students school assignment and a desire to not split families and have younger siblings attend the same high school as older siblings following the staff presentation at the public hearing 31 questions were submitted and staff answered these questions immediately following the break question topics included uil activities varsity sports grandfathering school choice transfers course offerings cte programs jrotc clubs transportation hiring the sotomayor faculty cost for activities alternative boundary options enrollment at other high schools feeder patterns traffic and road improvements and the sbac timeline there were 22 patrons signed up to speak to the committee and 21 patrons spoke 16 of the speakers were from the wild

063horse subdivision two were from cobblestone subdivision and one was from laura heights one from bermuda ranch and one from alamo ranch the speaker's comments were similar to the written feedback received general comments included consideration for parents to have a choice of attendance areas for their family concerns about established culture and community of our neighborhood and the helotus area difficulty for students to start over building relationships participation on sports teams and emotional challenges of change cost and investment in extra extra-curricular activities lack of communication to all families in the community families selected their home for stability and programs specific to that high school frequency of changes at elementary and middle school concern for increased traffic travel times to sotomayor high school and safety for student driving neighborhoods that are fully developed should not move concerned that

064a large number of band students living in the wild horse community would devastate the band program at o'connor and if they all moved to sotomayor high school i'm sorry that would be if they all move to sotomayor high school thank you um and a request that the boundary be about students and community and not just numbers as a committee we listened to the presentation took thorough notes and then deliberated until approximately 11 p.m following the public hearing we discussed the written correspondent and the merits of concerns received in writing prior to the public hearing as well as those expressed at the public hearing our deliberations were thorough and intense at times with a desire to support both the needs of the district and the communities involved several of our community members have also been impacted

065in past boundary changes and some will be impacted in this proposal this is a task we do not take lightly as we know the impact it has for families and students we had us we had to separate the emotional ties families have to the schools and and the challenges and limitations that campuses have handling growth in part of northside we appreciate the pride and the passion the families have for their communities and their schools during our deliberations we discussed many issues many of which these rose to the forefront that change is difficult but it is also an opportunity for students to grow decisions must be based on communities and district data not just specific program concern the nisd board policy regarding boundary changes was reviewed the committee asked staff about school choice process and the

066possibility of giving families enrollment options in certain situations the committee discussed the merits and challenges of moving neighborhood communities to new schools we discussed historical enrollments and challenges campuses face when they are larger than the target enrollment most of the feedback received in writing and at the public hearing was from one community our discussion about this community is as follows the wild horse community while a majority of those notified did not respond the largest number of responses came from wild horse neighborhood 130 out of 145 responses from wild hill wild horse were opposed residents from wild horse also made up the majority of those in attendance and were the majority of those who spoke at the public hearing however more than 70 percent of the wild horse families notified about the boundary proposal did not

067respond 16 of the 21 speakers and in many many of the written responses wild horse residents requested to remain at o'connor primarily due to strong ties to that o'connor community including sports banned academic programs faculty traditions and supportive collotus businesses choosing their home solely to be in o'connor attendance area shorter travel distance and less traffic congestion to o'connor a desire to minimize change and disruption after covet a desire to choose where their student attends high school a desire to maintain the family tradition and have younger siblings graduate from o'connor we also had two individuals speak representing the cobblestone community our discussion is as follows the cobblestone community while only all only a small number of residents from the harlan area responded cobblestone was the neighborhood with the greatest number of responses residents from cobblestone sent

06810 written responses and two residents spoke to oppose the boundary change and to remain at harlan due to the split straus feeder pattern the boundary change would create the frequency of moves the neighborhood has been involved in at all levels the small impact the number of students from the neighborhood would have on the total sotomayor or hall harlan enrollment and while we received 10 written responses and two individuals spoke at the hearing there were 101 families notified from cobblestone of the boundary proposal we recognize that the parents voices are significant and we heard them the sbac reviewed the written responses and all available data and based our decision on how they relate to the growth of north side independent school district we looked at the effects of the accommodations and believe that the recommendations will

069serve the children of north side well we understand the discussion of the zoning impact on all children and families we also realize that this boundary proposal has both opposition and support from the those who may be impacted we feel that our recommendations meet the needs of north side independent school district while addressing overcrowding at existing schools and future growth issues so for the boundary to sotomayor high school the committee recommends the boundary as proposed however because of the voices we heard and read we respectfully ask the board to consider allowing current current high school students at o'connor that live in the wild horse community an option to remain at o'connor high school while we only heard from two speakers in the cobblestone community the committee also asked the board to give some consideration to current

070high school students at harlan living in cobblestone staff informed the committee that if the cobblestone neighborhood remained in the harlan school attendance area we would not have a contiguous boundary by a boat of 15 in favor three opposed and two abstained the sbac recommends that the board of trustees approve the administrative proposal with consideration of providing choice for current wild horse high school high school students and to a lesser extent the cobblestone high school students the proposal as presented and recommended would affect 1901 projected 9th through 11th grade students in the sotomayor high school attendance area effective august 2022. thank you mr phelps and thank you to the entire committee i know this was a this was a long spent a long time in deliberation i appreciate your attentiveness and it's a lot of hard

071work so thank you we ask that you um please stay with us in case we had any additional questions yes when we get to deliberation i'm glad we will do that thank you thank you all right mr freeman if i could just make a couple of remarks to follow up on mr phelps and one i want to do is thank he and the rest of the committee that's uh it's quite a bit of of time and effort thank you sir uh for that uh after review of the recommendation and quite a bit of conversation uh with staff uh and noting the the passion around this boundary in in this one in one neighborhood in particular uh i i do want to add uh that the administration agrees with the sbac and is fully prepared to

072support the recommendation as presented to you this evening with regard to the wild horse neighborhood okay all right thank you so at this time i'd like to go ahead and here are the people who have signed up to speak and um you all use your own judgment you have there's three minutes for you to speak just like we talked about earlier please address your remarks to the board and at the end of two minutes joseph will hold up the yellow card that means you have one minute left and then he'll hold up the red card and i'll let you know that that your time is up so first person if i can mrs freeman given the recommendation that's been made if if folks can take less than three minutes please uh consider doing that there's

073uh quite a bit on the agenda for the members of the board tonight yes sir first speaker is jennifer wall good evening my name is jennifer wahl and i serve on the executive board for the band boosters at o'connor high school i presented these numbers at the october 7th meeting regarding the proposal for the wild horse or the new transfer of proposal for the new school these numbers are worrying regards to the wild horse kids in particular and how it would affect the o'connor band program currently registered in the band program are 305 students we have 265 marching 50 percent of our incoming freshmen come from jefferson middle school 30 percent come from garcia middle school 20 percent come from stevenson middle school and 10 to 15 percent come from folks middle school based on

074grades eighth ninth and tenth grade forty percent forty six percent of the band would be eliminated if they would if they moved from o'connor to the sotomayor high school i presented specific on the drumline for quads we have the numbers for attendance we have three quads five snares four flubs and five bases if wild horse students leave that would re-meet that would leave three drumline students for the entire band students of the 305 students live in wild horse that is almost 50 of the band i presented the numbers just so that the board the boundary committee board we would get an idea of the proposal not just impacts the neighborhoods that are in the proposal but the actual programs in the schools themselves and that was just what i had presented to them and it

075was just for wild horse specific um i don't really have anything else to add to that but i do want to add that if any of y'all are not busy on saturday all of the bands will be performing at the uil area marching contest all of northside bands that receive those ones will be performing and trying to advance to state so the schedule is on most of the school websites so if you want to hear some good music that would be a really good opportunity to see all of the bands that our district is doing thank you kim terrell evening okay so um we have lived in wild horse for 13 years and our kids have gone through kruger elementary which at its greatest time was the number one biggest school in northside at 300

076students now we are less than 700 students at kruger elementary so my point is that if krueger has had that attrition our kids are growing up in our neighborhood we're not growing anymore we are getting our kids in college um so also um my son was at crew at o'connor um he's graduated but they were about thirteen or thirty three hundred and now we're about three thousand so um you're seeing the numbers are decreasing year by year just by our family's aging the neighborhoods out calebra are growing neighborhoods we're not we are downsizing so that's all i've got thank you caroline terrell hello i am caroline and i'm a freshman at the ag science and technology academy which is the magnet sewage connor i have lived in wild horse as long as i can remember

077i've grown up in wild horse gone to krueger elementary where all my friends went if y'all were to re-zone wild horse it would be emotionally distressing for me and everyone else who's going or planning on going to o'connor or the ag academy you will be ripping apart friendships that have been going on since elementary school like i said i go to the ag academy and if y'all were to re-zone wild horse this would also affect the ag academy because people would be trying to go to asta which is the ag academy just to go to o'connor which isn't which isn't fair to all the kids who love ag just like me as many people know the magnet school is our lottery system and if you already zoned wild horse y'all are going people are going

078to be applying for the magnet school since it's a lottery people will be getting into asta who don't actually want to be there for the ag program and i believe that the ag program at o'connor builds a new family for students and that's a sense of stability and if you all to rezone that family which is already small would continue to get smaller and smaller i also have younger neighbors who would be attending o'connor or the magnet school if not rezoned to saturn meyer they have older siblings who have graduated from tender day o'connor do you all really want to be the reason they don't get to graduate at the same school as their older siblings thank you james nichols ladies and gentlemen of the board dr woods thank you for the opportunity to come

079out tonight we soundly reject the committee's recommendation it is a half measure we're asking for a full measure the proposal as presented would split up our community my understanding is there is a policy of not splitting neighborhoods i have a family of four three of those children are currently between the ages of the seventh grade up to the 11th graders we didn't receive an email you are asking my freshman who would choose to go to o'connor next year no doubt he's on the football team to go to a different school from his brother who's a year younger will be a freshman next year at whichever school you force us into and then i'm going to have another child the next year who's going to be going to whatever high school you put us into am

080i to have children going to two different high schools for the next four years there are multiple families in our neighborhood in this exact situation you cannot give us a half measure we ask for a full measure we asked for wild horse to stay in o'connor boundaries we are an o'connor neighborhood i question the nature of the communication from the committee i didn't receive an email most these people didn't receive an email the only reason you got as many responses as you did is because somebody out here in my group of friends tracked down the questionnaire and we forwarded it to everybody that we knew all of those responses are because we circulated the questionnaire it didn't come to anybody naturally if you're missing 70 responses it's because 70 of people were not reached you

081failed to communicate this therefore i question whether or not you met the notice requirement of a boundary change we had a 28 response rate regardless of the fact that notice was not provided 90 percent of those people who responded oppose this change in the neighborhood of wild horse in any municipal election that would be considered a landslide consider that next time you're up for election if size is really the issue realistic alternatives were not even considered at the district level the only alternative concern was beverly hills that was ruled out because there was only 90 kids there oak grove brown willow gilboa and new territories or schools further away from o'connor than wild horse which weren't even looked at the boundary committee meeting was scheduled at the same time as an o'connor varsity football game

082none of our players could go many parents many volunteers no one from band could go because because they were at the game i own and run a small business in helotis and we have supported o'connor for years and we plan to continue to do so we are a helotus community coach moleski has been coaching my kids and teaching them in his system for years we are an o'connor family love navy live gold we are panthers asher nichols hello i'm asher nicholls and i'm currently a sandra day o'connor panther and i've seen how it is i like for my siblings to experience it as well i'm on the freshman football team and it would be quite weird playing for a different team after training in between beginning high school football with a completely different coach at

083a completely different high school overall o'connor high school is a great place and i'd like to keep going to it kate nicholls i tell you what if you all didn't know my family before you'll meet all of us tonight um i don't know how many have experienced a high school transfer i don't know how many have experienced the mental and emotional toll that can come from it potential lifelong fallout from trying to re-establish yourself during a vulnerable vulnerable age in a new environment where even the ones who are meant to guide you are unsure preoccupied and also trying to establish themselves i've attended a brand new high school twice as a freshman and as a junior it's hard to integrate students from multiple schools that were rivals especially when such a large portion is from

084one school it takes years for a school to feel right and to build organic culture my classmates and i floundered while faculty and parents tried to figure things out and make up for programs not yet implemented all at our educational athletic expense we were surviving instead of thriving i want to emphasize that i would never again trade shiny equipment and facilities for an established school with probing programs and stability disappointed and unsure how to explain to my children that no matter how long and how hard they work for something someone can take it away from them at no fault of their own just because someone drew a line saw them as a number and it was more convenient we've seen the alternate where wild horse wasn't included and we know it's a possibility for me

085existing students is not enough wild horses not in a high growth area we are not and cannot grow our numbers are small but so meaningful to the o'connor community you do not need wild horse also again we did not receive notice ever we had to seek it out and teach others how to do the same the last meeting was scheduled during our homecoming and of those who came to speak i haven't seen a single person for it from my community thanks jaden nichols hello i'd like to go to o'conor high school because my older brother says it's really good and great there and that's all i have thank you okay devin milton good evening i'm devin milton as a first year in the nisd students i would like to continue to be at o'connor i've

086learned to cooperate more at o'connor being new to the nisd and learning to be a good player part of the football team this year and being a part of that team has made me want to stay with our team that we've already made this year i came from a very bad area in houston and i came here to o'connor to get a better start and since i've been at o'connor i've learned many things and been in a greater environment and i would like to stay thank you i apologize the last name is eisenhower i believe ah good evening my name is randessa eisenhower and i'm also from wild horse obviously that's that's my guy over there i'm gonna try to get through this the best i can i have four kids in every single age

087group i've got an infant elementary middle and high school this will affect me greatly my husband is currently deployed at the border won't be home till you know summer spring maybe spring i appreciate the um the advice advisory board is what it is i appreciate their offer of trying to find a common ground but it's not going to work in the end it will not work for the residents of wild horse we are united we are a strong community and we offer a lot to um o'connor i would hate to see the band members the athletes i would hate to see everything being taken away and sent off to sotomayor to start over fresh we cannot split up siblings it's going to be incredibly incredibly hard um d you speak of diversity at o'connor 59.9

088percent five percent is hispanic the next leading is 31 percent white followed by a 3.7 percent african americans which is 119. these facts i got from um the texas tribune dot org which gets their research from the tea um below that one percent is indian asian middle eastern families the reason why i bring this up is being a co-chair for the social committee for our neighborhood i've gotten to meet the diverse residents of wild horse and we bring a lot to o'connor and their numbers and statistics i would hate to see the african-american population i know several families at least six or seven that currently go to o'connor and their siblings i would like to see that diversity stay there it's important in any time right now with so much going on in the world

089especially in our country uh we need to keep that solid um the rezone it's gonna cost an incredible amount of stress we can sit here and talk about our personal feelings all day long but it's incredibly dangerous i i did it i drove that drive multiple times this month i've done it at different times a day and regardless of what your decision is please reconsider all of the safety measures are the safety zones on gom and on shane field this morning a student was hit this is the third student in five years that i've heard about since living here that's been hit all these neighborhoods are now going to be going through wild horse will be going through that's how we only have two options of how we're going to get to sotomayor and both

090options have been known to have students get hit both options have incredible incredible traffic issues i know you can't see the numbers now you have to wait till we all start going that way but what is it going to take a student dying student getting ran over this is not acceptable and i do appreciate the middle ground but we cannot accept it we really really need to stay together united and in o'connor thank you eleanor aguiar hello i'm eleanor aguilar and i live in wild horse um i appreciate also the committee's recommendation because i have a sophomore and that alleviates a lot of stress she's in the band and she's in dance and that helps a lot our family but i also have a seventh grader a seventh grader that is doing very well and

091following in her sister's footsteps and this puts us in a bind also she would be a freshman when my other daughter is a senior that is so complicated in so many ways so i also ask that you would consider letting the whole neighborhood stay and not just because it's inconvenient for some families but the numbers that come from wild horse to o'connor do not affect their attendance that strongly and those numbers will decrease i believe the number was 338 and that's with incoming freshmen the neighborhood is aging out our elementary school has decreased it is a fact it's one neighborhood that will not make that much of a difference to o'connor high school in attendance numbers it will make a great an effect as far as the band as far as football as far as

092dance team i have dancing numbers you know dance team is made up of the seniors juniors and sophomores because freshmen have to participate in pep squad the juniors well before i thought the juniors could stay and and then the seniors were leaving so for dan's team 25 would have been affected if everyone had to move that's quite a difference that one neighborhood makes in the culture of o'connor but attendance wise it doesn't make that much of a difference um someone had said before well conor has been over populated for 10 years well you were fine with it for 10 years you could have moved it to harlan back then and you didn't you left us there nobody's had a problem for 10 years i ask that you leave us completely whole and leave us with

093o'connor um i thank you for for the consideration and for hearing us thank you thank you juliet are you laura hi i'm lindley betasource and i'm juliette aguilar we are both seventh graders at jefferson middle school yes we still have two years before we go to high school but we both have the same goal to be o'connor panthers you may be thinking to yourself oh they're just teenagers why why should we listen to them we feel that you should listen to us because we might have some of the best points to make here we are both straight a students who are very well behaved both of us want to follow in our siblings footsteps my brother graduated from o'connor in 2021 and i have a brother who is a sophomore at oc i too have

094a sister who is a sophomore doc our siblings are active at o'connor my brother is a jv football player and my sister is a gold duster and in the band we both have been watching them since they became panthers we've seen a lot the football and volleyball games pep rallies and the band play people truly do have a passion for o'connor we may not be panthers yet but we've become attached to oc and we're sure a lot of other siblings have too such as our friend who was sorry that she couldn't be up here speaking with us today we wanted we want to say when we are in high school i play for i play for o'connor high school volleyball that has been my dream since i was 10. we both are very dedicated players

095this summer i started attending clinics at oc which was fulfilled to has fulfilled my dream even more to play as a panther we are also we also want to follow the footsteps of i also want to follow the footsteps of the best volleyball player that i know from oc and my sister's on the dance team i've practiced with her she's taught me the dances i've seen her perform that's what i want to do for a while i didn't understand the oc motto but now i do there isn't really a way to explain it but when it comes to oc you just know please consider keeping us at o'connor and keeping the tradition of being a panther thank you for your time bruce reynolds thank you for tonight uh i am a resident wild horse and

096i'm gonna tell you that man just hearing these stories that come out you just signed an ethics and i think one of the comments was focus on the children keep the children first there was a proposal tonight to say well we'll let some of the you know remaining students high school students stay in at o'connor i have three boys one that has graduated from o'connor one that's a senior from conor and one that's in seventh grade caroline that just spoke is part of our neighbor that whole street is seeing these boys and girls graduate from o'connor with a sense of pride a culture some of you all said tonight that oh my father was head of the pta of this school my siblings went to this school i had a student that i used to

097teach that came back to the school to teach you're taking that away that culture away from these kids we need to focus if some of you may or may not know and y'all visited o'connor i've heard some of the comments tonight that o'connor was built with the village concept with that village concept in mind wild horse is part of that village that you're tearing apart i didn't receive that survey that they're talking about do an audit to see who received that survey and who did not receive that survey do please do an audit on that you're taking the village away from o'connor you had 171 participants show up that night compared to the others our feedback matters we are asking look at o'connor there was a statement tonight shane field road is a heavily traveled

098road now we're saying we're going to put some more traffic on there and endanger more children's lives absolutely today a student got hit on a bicycle off shane field how much more traffic if we're truly putting to go to our put our focus on on these children and put the needs of these children you have students up here think about it that are coming and voicing their opinion to the school board about how they would like to stay at o'connor how they would like to say o'connor that subdivision is aging we are seeing these kids graduate from o'connor and still having that pride in o'connor please let's don't take that away from them let's really focus on the children's needs at that time reject that proposal rejected thank you leora castillo hello um i too

099am a resident of wild horse my husband and i bought or moved into wild horse in 2010 we purchased our home in 2015. we have two small children i have a seventh grader and a fourth grader and yeah we we had the thought that we would stay in wild horse and our kids would graduate from o'connor and we kind of knew that going into it i am not naive to the fact that boundary changes happen and cities grow and and things change and i i get that i think the thing that makes wild horse different is that when you think of wild horse you think of o'connor when you think of o'connor you think of helotus wild horse and helotus are synonymous and so it just to me does not make sense to move the

100community of wild horse to another um to another high school if y'all did not know wild horse is etj jurisdictional to hilotus and to me that impacts the city and the businesses of helotis if we decide to be jurisdictional hellotus that does impact our community supports helotis our community volunteers and helotus the things that we do everything unpacks helotis our kids play at greater hilotis little league they grow up there they play they want to play ball at o'connor and so i think that also makes a difference um i think a couple have already stated before how impactful the traffic is um right now it's it's it's horrible nobody wants to travel down shane field braun is absolutely ridiculous and if you look at the map while it just looks like it's just a little

101bit closer to my house maybe looks just a little bit closer in proximity to where wild horses to o'connor but the difference in time is it doesn't make any sense um you're taking a whole neighborhood which has thousands of homes parents who have to drop off their kids and pushing them out outside of the city most of us work in town i work downtown so to have to drop off my child in it takes me 20 minutes to drive half a mile from wild horse parkway to 1560 in the afternoon it it's ridiculous and so you put more people into that area the infrastructure's not set up and one of the comments that somebody made from the advisory committee was well that's not our concern it's not our responsibility to me that's not good enough

102if the infrastructure is not fair to support a neighborhood of our size of that magnitude to go to a new school and to impact all the surrounding neighborhoods that's that's that's unjust so i just i i really want to ask you all to reconsider wild horse neighborhood to stay at o'connor your three minutes are uh thank you um i want y'all to reconsider and take some time a little bit longer to re-evaluate what what the needs of the community really are thank you yvonne laurink laurent thank you for this time this evening [Music] our neighborhood is a shrinking neighborhood krueger used to be 1300 students it is now down to about 620 students um we're aging and so the fact that o'connor needs relief by removing our neighborhood i think is inaccurate um when the

103study was done for this proposal excuse me i'll pull up those numbers um the numbers that you proposed for o'connor to be attending for the amount of students to be attending o'connor this fall was off by 212 students um when you're looking at about re relieving o'connor of about 300 or 350 students and you're off by 200 that's more than half um i think that the numbers shrinking at kruger are showing that and also the numbers are shrinking at jefferson so only about 19 of the students that there's only 19 of o'connor's um oh that's someone else's number sorry let me go back to my agenda what i was going to say the three minute time limit is pretty intimidating you guys okay so i just wanted to say that according to real estate sales

104between harlan school boundaries and o'connor high school boundaries um so in the last three months there have been 620 sorry 362 active under contract homes and 17 of those were new um and then the rest were from wild horse in harlan school boundaries in the last three months there was 1126 active under contract homes and 625 of those were new in the past 12 months o'connor school boundary had 988 active under contract homes and 55 of those were new homes let's see yeah and then for harlan in the last 12 months it was 2946 active under contract homes 3 000 homes under contract sold in the last 12 months and 1700 of those were new homes while it may seem like o'connor's numbers matter sorry wild horse's numbers matter to o'connor we're just a drop

105in harlan or in sotomayor's um you're creating soda mayor to relieve harlan in that whole growth area and we're not growing and i feel like these numbers show that those homes that are for sale and the families that will move into the soda mayor boundary are going to be made up wild horse can remain where it is we're not actually going to make an impact and a difference for sotomayor as you're hoping so we're asking that you leave us in o'connor so that way our kids can have stability i have four boys this year senior junior freshman and a seventh grader so next year it was gonna when it was originally proposed my boys would be split thank you and my time is almost over um it is over and my seventh grader and my

106freshman will now be split so please leave us thank you michael lewrink um hello my name is michael lawrence i have uh three brothers one of them is right here he's a senior at o'connor i have another brother he's a junior and then one is a seventh grader in jefferson middle school i'm a freshman i'm on the football team i play for the uh as b-team quarterback and uh our record isn't too good but it's been a ton of fun playing with people that i've grown up with ever since i've lived here if we get moved to sotomayor then i wouldn't be in the same school as my brother because we would try to keep as many of us in o'connor as we can and um i do this thing called seminary for the church

107i go to it's basically a bible study and i wake up early in the morning i go there and transporting two kids to two different schools would be crazy hard for my mother um even if we did stay i have a younger brother and the same problem would occur to him and me even once my two older brothers are graduated and yeah that's kind of all i have thank you thank you landon bettisworth good evening my name is landon benisworth and i'm currently a sophomore at o'connor high school i'm a jv football player i discovered my love for football in seventh grade that same year i went to my first oc game i remember telling my parents at that game that one day i want to play on the field wearing that gold helmet i

108worked hard to play as a panther these last two years i have some numbers to share with you all currently 34 of the 91 freshmen are from wild horse 14 of the 58 sophomores and 9 of the 47 juniors all reside in the wild horse that is 29 of the football program i am asking you to please consider to keep wild horse as part of o'connor let my teammates and i fulfill our dreams of playing as a varsity panther let us wear the gold helmets as proud panthers and continue the oc you know tradition thank you lynn leave bettersworth sean corbett at the last meeting i cried when i was talking about my kids so i'm going to try not to do that um but basically whenever i'm prior military and whenever we moved here

109in san antonio in 2007 um i looked around the community trying to find some place to go now where are we going to buy our house where are we going to settle at 2010 i bought my house in wild doors because everybody said you want to go to o'connor o'connor's the best school to go to this and the other well i have five kids of those five kids my oldest one she graduated in 2017 and this year she graduated from texas state and she is now teaching in nisd in kindergarten program my other son he graduated in 2020 with the old the the class where everybody got to do the the celebration via camera shots or whatnot um and then i've got a daughter that's a senior now and a a sophomore and then a

110seventh or sixth grader well um coming in they all they all wanted to be part of the the sports program and all that coming in but my son hunter found the love with the ag program and mr chumley and my daughter peyton she's with him now with it my daughter avery she's made varsity two years in a row uh freshman sophomore year she just found out she made it for the basketball program so that's why we're asking her to give have the option to stay there but though i appreciate everything that he went through and what he has tried to come forward to help us out with our community as everybody else is saying our community is more than what we got there today we've got more going one of the things that was brought

111up at that timeline was we were closer to sotomayor than we were to o'connor well i live almost on brawn you can't get any closer to braun except for my neighbor who's back here who lives behind me he's a little bit closer to braun but we're almost two miles closer to o'connor than over then sotomayor so we would have to go all the way through the wild horse community to get to shane field to go up to gom to get to turn around and go there so you're adding distance to that as well with us so um my ask of everybody is to please look at the numbers that have been presented and talk to you about i too never received an email we kept hearing that if you don't receive an email don't worry

112you're not i'm going to be bothered and i can't remember exactly i think it was mr nichols back here he sent out the facebook message to everybody hey do you all see this we're being moved and that's when everybody everybody was like what are you talking about trying to find out and no one that i have talked to and i don't know if there's anybody here that has received that message but please like they were saying go back there and look and see who all got it i get messages from you i know all about the covered responses i know all about what's happening within the program so i know you have my emails it's just we never received the email on that so please take a look at that and think of the numbers

113that are being considered and i didn't cry thank y'all christopher chimas good evening thank you uh chris churnis actually so i've been a residence of wild horse since 2012 my family and i moved up from corpus um specifically we bought in the wild horse area for o'connor we had a great realtor that said this is exactly where you need to be because the school is fantastic and he was not wrong so i thank him every year for for telling us to move out there let me give you a little bit about my background first retired from federal service i was a civilian with the navy region southeast environmental health and then osha officer health officer in three different area offices including san antonio after that i came to risk management with a large multi-billion dollar

114insurance carrier the reason i'm talking to you about that is i understand accidents and data precursors with it i've had a multitude of accident investigations from aircraft mishaps and crashes to industrial hazardous waste accidents amputations chemical blindness impalements and unfortunately fatalities so everybody has spoken about the traffic at shane field what i have is data so for the 2021 chris report from department of public safety that's uh the crash record information system for texas uh from wild horse to suno mayor in the past nine months so from january to september there were 11 accidents 23 autos involved and 30 individuals one serious and two suspected serious injuries in that same time frame from wild horse to o'connor there's one accident with two autos involved and two individuals no injuries looking at the the traffic patterns

115for the 2020 txdot data for the annual average daily driver count from 1560 in gaul there was 21 189 autos per day going down that road as opposed to braun and leslie which was 8200 that's an increase of two and a half times it's gonna be very dangerous for young drivers furthermore looking at it currently sotomayor even though they have a wonderful building for their jrotc units you're not approved for one jrotc is a unique opportunity for our students here it's not like a club or a sport or a program you have to be approved by the department of defense and there's only a limited number currently sotomayor is on a waiting list my son middle son right now is actually a sophomore at o'connor and is uh on the highly competitive marksmanship team which

116is nationally ranked program at o'connor for jrotc after he completes three years of this program for jrotc he's actually going to be able to go in as an e3 in the military as opposed to an e1 so you're directly impacting negatively impacting his financial future and promotions going forward looking at everything with the students that have been talking to us right here um you know looking at your posted beliefs that you have on your website first one states that each student deserves a quality education which honors their voice and prepares them to engage contribute and succeed just asking you honor their voice they came here on their own secondly on those core beliefs students health safety engagement support challenge is directly linked to academic achievement and future success i please request that you take in

117account their health and safety um sir i'm sorry your time is set okay let me finish up real quick uh with my history i've made multiple mexican notifications for families all i'm asking is please don't make me a recipient of one jack zachary chimas hello i'm zachary charnes um i'd like to stay at o'connor i'm a freshman football player i know a lot of these guys here that were taught that been talking i've actually grown up with them since krueger and jefferson i've been here in a wild horse for nine years and i've always wanted to wear the blue and gold and to take that away from me after one year playing with the uh the coaches i've got to know since seventh grade i don't think would be really fair and i just i

118really want you to reconsider to reconsider wild horse and like you said dr brian woods with the ag program uh the students were helping out the fourth graders and uh it's a student-led thing like caroline she's in the ag program a lot of people are just going to be into that just to go to o'connor and that's going to take it away from them i really don't think that'd be fair to the people who actually want to do ag to to be there and it doesn't seem fair to me so i'd really like you all to reconsider thank you robert montes sorry robert montes good evening thank you to the members of the board of trustees for allowing me the opportunity to address you tonight my name is robert montes and i'm from wild horse

119subdivision which is a part of trustee district number seven i felt compelled in my heart to talk to you about the boundary proposal for sotomayor high school and its impact on our community but before i begin i would like to ask from the people attending if you are either a student parent friend or family member from wild horse could you please raise your hand sir you need to address the board the people behind you sorry ma'am my apologies um if you can if they would raise their hands behind me we are asking the board to see that it's not just me it is we that are asking to be heard tonight the district made available an faq handout to help parents understand the process and it had eight points that listed what was being considered

120i'm going to mention them real quickly enrollment projections campus capacity geographic proximity middle school feeder patterns community unity frequency of change for students program accommodation and student needs and cost effectiveness while many of the parents here have addressed or will continue to address a lot of these like i said i would specifically like to address community unity my question is what value is placed on community unity by the board our neighborhood has been a part of o'connor high school since 1998 and for 24 years those roots have grown deep wild horse is a part of o'connor and o'connor is a part of wild horse it's the students parents families friends businesses etc all interwoven into a united community but how can we quantify the value of community to the board we need someone who has

121been in our position and understands our plight we need someone who understands the process and can navigate through it we need someone who is willing to listen to us and speak on our behalf it may be impossible to find someone but i'm a man of faith and for god nothing's impossible so i prayed and while i was preparing and reading the bios of the board i said thank you jesus we do have someone mrs freeman you are our representative for wild horse from district 7. you are a mother who has had four students go through and graduate from o'connor high school and go through a board change while you were that while your students were there you're a long time nisd community volunteer you served on the first nisd school boundary advisory committee and while

122i appreciate the proposal that the that the sbac made it's kind of like ripping the band-aid off i'm sorry so in closing ma'am we the people that voted for you ask one request that you be our voice the voice for the students the parents and the community that you guide the the board sir i'm sorry your time to amend the proposal and roar like a panther thank you denise ebersole yes i i am so sorry i need to take five minute break sure if if y'all don't if y'all don't mind can can we do that i am so sorry if you'll just you know this we've been at this for a while um yeah if you all don't i i just i need to take a potty break i apologize thank you we'll take a

123a five minute recess but the board will reconvene at 8 12. you so we're going to convene in just a moment all right okay thank you um uh next speaker was denise ebersole hi thank you for listening to us tonight um the boundary proposal solves my issue i have a senior and a sophomore at o'connor i've been in wild course since 2009 so both my boys went to kruger jefferson and now they're at oc um but if this happened at a later date obviously i would have issues i have my oldest has was in band three out of his four years and it's an amazing program and i have my sophomores in orchestra and i talked to the orchestra dark directors and they basically knew nothing about this proposal and so i asked him to

124just grab some quick numbers for me and it ended up being like 15 it's not a huge number but they said like the students that they'd be losing were their tmea finalists i mean they said it's like they're amazing kids um so they were pretty shocked and then at the last meeting y'all gave us numbers it was like 19 um would be coming from jefferson to oc if i remember that correctly and then the rest were basically going to santa mayor um i could be wrong with that but she was pretty shocked because she said almost like three quarters of the orchestra is from jefferson so they'd be losing kids in general um uh but i'll speak i'm just going to make one little note uh i'm a single mom and i know there's lots

125of single parents for the kid the people that are going to have kids split up that you're talking about there is no way that you can have two kids going to two different high schools um for me when i was doing you know middle school and high school or elementary and middle the time variances is what allowed me to be able to shuffle you know kids back and forth but if high schools are at the same time there's going to be no way you can get a kid to o'connor and a kid to santa mayor at the same time and for people that don't have another person to utilize or if you have two kids doing two different extracurricular activities it's just not feasible so i'm just throwing that in there for the people that

126have younger kids it's just something to think about because it's important to think about because i know there's lots of single parent households out there so that's about it thanks thank you david dutreed david i apologize i probably butchered that members of the board thank you for uh the time and for your service to our community for giving us a chance to share with our share with you our thoughts uh appreciate the advisory board as well all of the consideration that was put into uh into that so i'm david dutray my wife alicia and i moved into the wild horse neighborhood about a little over 10 years ago um we're in our second house now within the neighborhood and as many voices you know were shared a big reason that was o'connor in terms of

127why we moved and then why we decided to stay uh you hear that a lot i realize adjusting high school boundaries is always the difficult thing but i was sure with you i feel like my so i have three children my wife and i have three kids an eighth grader a fifth grader and a second grader my son brett who is the eighth grader is really the poster child for why i would ask you not to approve the advisory board's adjustment recommendation uh it's been hard on brett being an eighth grader he has good friends who are in ninth grade uh they just happened to split into that older age group uh two of which spoke tonight uh asher nichols and michael lawrence so it's been hard for him but he's a strong boy and

128there's plenty of kids have to go through that but but please don't exacerbate that by making this stretch across three years where he'll be able to see all of those other folks stay in and he's going to the other high school that's an emotional concern i realize but the other thing i would just say is please consider what was also said in terms of aging out that the neighborhood is getting older um that having us move over to sotomayor don't know that it'll make that big of an impact long term especially if it's a willingness to to do that for three years that's three more years of us getting older three more years of us not mattering as much to o'connor's numbers in that regard because of the aging out and then the third thing

129i would say is the traffic issue it's been talked about tonight you've heard the data but if you have an experience that is already a nightmare to do traffic along uh where that is in shane field and gom and adding sotomayor high school that is going to just make it turn a nightmare into just a nightmare on steroids uh it would be a lot better for everyone involved if the wild horse neighborhood could continue to go toward o'connor and not add to that monstrous of a of a traffic situation already so those three things ask you to consider but again thank you for your time thank you for hearing us cynthia gomez good evening my name is cynthia gomez i'm a resident of wild horse as well and i just wanted to mention i did

130not get an email if i did i don't remember but i did i don't think i got an email uh just like other individuals that have um have talked about it i'd like to know when it was sent what day what email did was used i mean i think we should look into that a little more the only reason i'm here and the only reason i i learned of of what's going on is through facebook facebook you know if i didn't if i wasn't involved in in um with some of the friends that i have in the community again it was a wild horse community facebook page is where i found it so um i think that's a very important point that if you're making a decision based on well only 30 percent responded 70

131didn't care well i care i care and i didn't get that email but i'm here now because i heard about it i'm here right i'm here anyway um my son goes to o'connor so he's not gonna be affected he's a junior right now and he's gonna graduate you know most likely from o'connor but there's a lot of things to consider as well you you can hear from everybody how close we are we are um a close-knit family at wild horse and that's very important i want to make sure that that you hear my voice that i would like to keep wild horse going to o'connor i am a parent that volunteers at o'connor my son's in multiple sports um and activities and i think it was mentioned here that there's a multiple many many programs

132that are important and you don't build a program overnight you can't just say we're going to have x y z group and then you have a hundred parents show up it doesn't happen that way it takes years and it takes word of mouth and it takes friends and asking your friends a family of your kids your other parents saying please come and help and you know you're twisting their arm you need to help me i'm not going to be in this alone and you're going to help me with the snacks and the drinks and this and you're going to be spreading the word and you're going to do this those things do not happen over and i think if any of you have children you know that those programs don't happen overnight you it takes

133years and so when you move these kids that are in established programs over to this new school they're not going to have those opportunities those volunteers are not going to be there the money is not going to be there you know for those businesses that come through and help um i just wanted to um just make sure that my voice was heard as well thank you jacob gomez good evening my name is jacob gomez and i currently attend o'connor high school and i'm an 11th grader o'connor has given me so many new opportunities that i've never thought i would get i was signed up for cross country well thanks to my dad and because of that i might have a chance at running in college never thought that would have happened as a kid i've

134always imagined a being o'connor panther and some of my younger friends that i grew up around always dreamt of being one as well but that might never come true i'm advocating for what horse to stay a part of the okana family thank you thank you all right thank you all very much and now this board needs to enter into a discussion before we do that though i'm going to ask um debbie um can you please review for us the wild horse neighborhood and the impact on o'connor and then to sotomayor i'm looking at the slides i know they were um in the board presentation a couple months ago mrs freeman i'm having tea come up as well t actually did the presentation so between the two of us we'll try to address the questions that

135you have okay i'm looking at the numbers now but i i just for the rest of the board i think it would be helpful if we reviewed some of those yeah we projected in in 2022-23 that the wild horse neighborhood would include 338 9th through 11th grade students in the proposed sotomayor sotomayor boundary yes it's that from wild horse and and oasis and a few homes along the side of 1560 which oasis and those homes don't amount to much at all so it's primarily wild horse would be 338 students in 9th 10th and 11th grades because the seniors would remain at o'connor so we take that into account and that 338 projection is just 9th 10th and 11th grade students and that's for the 22-23 22-23 okay i'm sorry karen i didn't mean to no

136that's okay and then and then the impact on o'connor if we allowed wild horse to remain at o'connor the impact in those outer years so 20 i'm looking at 20 25 and 26 in in 2025 26 if o'connor and the ag science and technology academy together would be 3246 with wild horse remaining or that entire area remaining okay t where are we okay i'm i'm sorry if y'all go ahead okay so where is o'connor right now where is o'connor right now what are our numbers at o'connor 3043 on base day which was on september 24th okay and that's with the 338 from wildwood wild horse oh yes ma'am that's right currently o'connor yes ma'am three or i'm sorry to speak out of term but this is the number sir sir i'm sorry sorry sir i'm

137sorry correct i'm sorry dude no you're you are out of out of turn does anybody have any specific melissa did you are you yeah i need more questions i do i've got some but i just want um we are trying to get o'connor down to [Music] the target for north side comprehensive high schools is 2 800. okay and o'connor was built for 2 800 students it's its capacity is slightly less than 2800 24 26. it's actually about 26 okay soros if i've got some questions go ahead is am i okay so talk to me a little bit about krueger so um 1300 now we're down to 620. i can't remember if we built another elementary school that relieved kruger yes ma'am or if it so because it wasn't just i know it wasn't just aging

138out that is correct the krueger krueger was relieved in uh by the opening of scarborough elementary and then again by the opening of fields elementary so it is correct that krueger was 1300 students but we have also relieved that community that that what was the original krueger boundary with the opening of new schools it is also correct that yes there is some aging in that area just like in other areas but the majority of the loss the the uh numbers i believe uh they're on my desk when we when we uh opened fields elementary we had about 800 kids in krieger after we opened fields so we had 1300 we did garbage and then we opened and then and then it filled again we could not relieve all of it right we we it was

139very large some of that area was carbon and then some of that went to fields and then the remaining part of kruger is what it is today okay um so and and i know that we make every attempt to to contact parents but i do have a question on that is i thought in the past that we had sent registered letters no ma'am in the past we did we have to do us mail and then over the last several years we've started doing us mail and emails and this year we did everything by email because the u.s mail we've had such trouble with people getting them um weeks and months after we send things so these were all emailed and it was emailed to students that live in the proposed boundary enrolled in north side

140i'm sorry folks this is not a debate if we're going to have a conversation between the board and the staff period if we need to clear this room in order to facilitate that then that's what we're going to do this board has been very respectful they've listened to your comments and they're taking them seriously this is not a time for debate the emails were sent to students living in the proposed boundary enrolled in northside currently in grades 7 through 12. excuse me 7th through 11th grade currently that would cover the rising high school students as well as next year's 8th graders that were in the proposed area the emails were sent to the email address on file in the student system on the agr card or however i know we do it now yes ma'am

141if you have three children living in your home that we're all in that age range the system selected one so that you got one email per address instead of getting three different three emails and it it sent the email selected the email based on the parent guardian number one in the student system so if you have two parent guardians one is number one and one is number two it pulls the email address from parent guardian number one and i understand the concern with the mail so maybe that's i think that's something though that we need that we have so many parents who who have not received who did not receive we did hear from a couple parents at the public hearing that said they did not receive it we did go through and confirm which

142the email address in some cases it was the parent guardian the the other parent not the person who spoke um in one case it was this person who spoke was listed as an emergency contact not as a parent guardian one but parent guardian one's email did was included in the list that was emailed out um we have had since we started using the email addresses we've had a better response rate than we had when we were u.s mail so we assumed that we got better receipt rate than because of the concerns about u.s mail not coming in a timely fashion we can that's something i think we can revisit right yeah but it is it is concerning that brian that we have we have so many parents that are saying they didn't receive it and

143then and i know that our staff makes a very i know that you all do look to um have the the best participation on the nights but i think it probably having if having the hearing on the night of the o'connor homecoming which i know was an oversight but it would probably was something that was concerning and did not did not come across well with that and i i certainly understand that on it so what what are we anticipating our long-term numbers from wild horse to be so because we are recognizing that it is aging out some and so when we had scarborough fields which we used to take the large that large group out and we haven't seen um we haven't seen a large repopulation of our numbers into kruger is what i'm assuming

144because i don't know um so what are we anticipating long range for wild horse um it as you can see in our projections at five years we're projecting 371 students from the wild horse area and that includes the four grades which is why that one is higher than um at 2022 school year and and remember we we talked about krueger being relieved by other schools and that's why it has been reduced while yes neighborhoods do age there's also something called turnover where especially very um very attractive areas with nice homes they repopulate they get new families move in they sell their homes and new families move in and um and we have been impacted by covid and we have um you know have seen across texas across the nation where in the last two years

145enrollments have not been what people expected them to be so let me ask because i'm trying to remember some of the exceptions and i know we've made you know and um first let me just say i i know that the rules of our meetings sometimes can be frustrating because we can't have this open dialogue so please bear with us though that we will we will have the discussion and get through the concerns and and just you know give us some time to to work to work this out and talk this through through as a board um so i know we've done exceptions where we've done just the same just the kids that are going to be seniors um are allowed that's the board's policy for the scene right on that and i know that we've

146made exceptions similar to what the advisory committee recommended where we've allowed current students to stay but i know we needed one where we had if you had a sibling in the school how like can you if y'all if any of the rest of you help me remember this if i'm not mistaken we did one where if you had a sibling in the school at that time siblings in the household would be allowed to go and i know that's not now that this is not going to make everybody happy but then as the um community repopulated the repopulation went to the new school do have reasons why we why we need why we need to have a new school and why we need to populate it and but i'm i'm just trying to remember do you

147all remember that i remember we made one except bobby don't you remember yes ma'am we have done that at some elementary levels and we said if the students were enrolled in that school on the day of the board meeting when your decision was made and if they had a concurrently enrolled sibling in the household they would have that option as well with no transportation we have not done that at the high school level the um special option since we started the sbac process in 1996 the special options at the high school have been surrounding the uil options when we've opened a high school in an odd year so when we opened stevens and we opened harlan but that's not the case this year there is a full complement of of uil realignment schedules for varsity

148um at the high school level prior to the sbac process uh you would have to go back to um 1994 1989 1982 and 1981 where there was a special option with concurrently enrolled siblings and some of those at a high school level lasted about 18 to 20 years because of multiple students in a family so the board has not done that the last time that was an option um 18 to 20 years yes ma'am the last time that there was an option uh afforded that with concurrently enrolled siblings was in 1989-90 and it ended in 2007-8 and what's when did we do that that was the marshall twin creek option twins option of remaining at home marshall instead of a boundary change to homes so we have are we anticipating any areas um other areas

149that are going to be that are going to be um causing o'connor's growth are once we once we make this change do we feel like we're going to be able to keep o'connor in that 28 2900 range are are we looking at in in the projected yeah enrollment i know you projected in the way out in the projected enrollment that we presented um o'connor high school uh monica could you go to the slide that shows the effect right just so everyone can see it there you go so the o'connor enrollment with the change assuming the wild horse and surrounding area is included in the proposal that goes to sotomayor we get o'connor down at the 25 26 year to just under 2 900 is the projection so fairly close for a high school to 2

150800. um i have a question in if i may yes please thank you in our in our experience with what we did at the elementary school level if there was a a sibling um how difficult was that was that even manageable did 2900 tell me about the management do you have so management from uh supervising it to make sure kids and families know that no or the numbers that it includes both okay do we even would we even have any idea how many um students that would affect so we do have a number we can we can tell you how many kids there are on the current base etcetera when you talk about management we can manage that it's it's we flag things in the student system it's done electronically we'll maintain a database um

151for example the the elementary boundary that most recently was approved with an option like that that you're discussing at the elementary level we had a snapshot of all the students that were enrolled in that neighborhood on the day of the board meeting we maintained that there were letters sent emails sent with a special option explaining all the information asking a parent to make their choice they returned that to ms gonzalez in regulando's office that was logged in the student system etc so we communicate back and forth to the schools can it be done yes ma'am um how many students would be selecting that option is yet to be determined right until you survey those families right if the about 30 percent of the neighborhood that was communicated with granted that was a larger group of

152grade levels right um if you would assume at least that many probably half some more could be 75 percent the elementary one we recently did 73 percent um chose uh another one it was 30 selected an option another one it was um you know 71 percent so that's that's at the mercy of the the families making those decisions and then it it also is dependent upon what grade level situation are you allowing concurrently enrolled siblings or just those students who are currently enrolled those kind of things are going to impact families decisions okay okay any anybody else mr blind yeah i guess could uh walk us back through the the transportation line you know what's planned for that area uh the impact let's talk about shane field and the other uh roads and pathways that

153we talked about tonight um i don't know if we have that monica do we happen to have the it was in the back of the presentation we did ask txdot about transportation or about road construction and yes this area is going to be an area that that is under construction galm road from calabra to yes thank you um gom road from collabora to about government canyon where gom does the roundabout that is an area that will be phase three expanded from two lanes to four lanes construction is supposed to start in the fourth quarter of 2021 and end in 2023 that was something that we saw from their website currently it's in a hundred percent of the finals design stage but um that was as of october 6th from tech stock not our information um

154and then there's an area along 1560 from collabra road to the corner of shanefield yes that's the one that's the yellow area that's collaborate to the corner of shane felding and then that is scheduled for fiscal year 2022 and then the green area is that same corner all the way to bandera road and that is scheduled for 2023 and those are in schematic design stages according to the txdot on october 6th okay is the responsible funerals do we have any especially on this area state county or they're all uh state or whose roadways are they in other words who's gonna have to pass and make sure that they have the funding in other aspects to make sure that those improvements occurred i would say it's bear county but okay okay okay thank you thank you

155can we look back at the slide where it gave us the attendance the current attendance and the future attendance that one so currently harlan is at 3624 and uh o'connor is at 3043 is that correct that was as a base day which is right in september okay yes ma'am now if we leave it if we leave o'connor as they are right now then next year they're going to be 32 56 they're going to go up are projected in almost 200 students our projected enrollment figures for five years do show that there is still growth in the o'connor area but there is also the effect of kovid and if students return you know there's lots and lots of reasons why um the projected enrollment figure for 21-20 so instead of us trying to get our schools

156more in line at 28 to 2 900. o'connor would just go up harlan would definitely come down but o'connor would stay as at that point probably the largest school in northside uh well ma'am uh i'm talking about next year if we leave it as it is if you left it as it is the projection is 3256 in the projection series that we most recently did last year thank you thank you wild horse and a small infield neighborhood so it's just those three yes oasis is one street and 30 homes under construction no one currently lives there and then rural acreage yes yes ma'am is our major main area that's coming out of o'connor to give us the relief that's correct okay and we don't we don't have any way of knowing right now what the

157impact would be if we did a special accommodation um it if you um we pulled data recently since the public hearing if you look at the rising current 11th graders which would be the rising 12th graders they're already included in the o'connor numbers because they stay that first year if you look at the current 9th and 10th graders there are 221 students in that group on the date we pulled this data if you assume 50 of those students chose to stay that's about 111. if you said 75 of them that's 166 students so again until you survey families and based on whatever parameters the board would would set if the special option was something that was approved by the board you're going to get a different response rate from families and until you till we

158establish that if that's the choice of the board and you survey them it's difficult to say exactly how many students if you said 75 percent of that of those students that might be eligible would choose a special option that 166 that would leave o'connor in the projected year instead of the uh 2918 it would leave them at about 3084. so you would see them with slightly above what the current enrollment is so it'd be more than what we currently is the projected and again as t addressed we're projecting this is the previous year's series right we'll redo that again before we staff for the spring in the current series we project we're going to have some return um of students that we've lost in addition to the growth just just i just want to be

159clear that the decision really should not be based on a guess of how many folks would take advantage of a special option i we need to be ready to accept the consequences whether that number is 0 or 100 or very likely something in between right so so what i wouldn't want you to do is attempt to to guess at it we need to be prepared to to deal with whatever it is so talk to us about the pardon me the repercussions on the santa mayor and i mean i i completely sympathize with these parents i know i know what o'connor meant to my family too i i do and this is so that is a tough one so if y'all will talk to us about um what what repercussions this has on santa mayor and

160i know that there's there's repercussions too from what our numbers are in relation to um if we're 5a if we're 6a if we're i mean so by not by not moving the wild horse area o'connor stays large into perpetuity if you don't include that area in sotomayor sotomayor opens smaller than what you have seen in the for these projections so um but yes sothomero will have growth and continue to grow over time we don't want to under utilize the new facility either so we would be leaving some capacity in the short term at that school that is underutilized i i can't address the uil piece i don't know the specifics of that ray do you want to i just know that i i just know that when when we've opened new schools high schools and

161i'm thinking of harlan we opened it with the and just and and things were different then i mean covet did not was not playing a part in that but when we opened harlan i know that we anticipated a certain number and we were over that you know as there's a threshold for for the uil levels i don't know what that specific threshold well no i just meant numbers wise that we had we had more when we opened harlan we anticipated a certain number if i'm not mistaken harlan opened it more than what we had anticipated that it would be i'm just when i'm looking i'm trying to picture what's around santa mayor i'm just not sure if we're going to have that same effect there there is a difference in the level of building that

162that is currently occurring in the harlem attendance area and the level of building in the sotomayor proposed area of the neighborhoods within sotomayor and i'm going off memory now i have it written in my notes but of all of the neighborhoods primarily they were from harlan there were only three or four neighborhoods that were continuing to build in the sotomayor proposal so sotomayor's proposed boundary is in effect to create a boundary that will yield around 2 800 students long term and the whole part of santa may war ii was trying to help relieve o'connor relieve o'connor and harlan yes ma'am okay folks thank you so i'm i'm thinking any other questions for debbie and i just had a couple um does it just going back to the email question does it cost anymore to whatever

163emails we have just send emails blanket emails to every email we have if this comes up again in the future yes ma'am and i think i'd have randomly choose yes we actually discussed that i believe at the board meeting when we brought this to you at the initial board meeting there was a conversation that going forward and maybe i apologize maybe it was at the public hearing could we in fact bring that um expand the group and we can certainly do that that's a discussion that we had with administration that was the decision made and we'll take that and as a note going forward and to try to notify all the individuals that have students enrolled in that proposal i will say during the um sbac committee deliberations we did have some members who are

164affected by the boundary in the harlan area and they even said that the information about the hearing and the boundary was even in their s'more newsletter that mr harris sends out i don't i can't address that from the o'connor side i don't know but i do know that there are other memes it was on the district's website as well was it on the campuses websites there are yes ma'am there's a link okay it's on the sotomayor the taft the o'connor and the harlan okay and i guess i'm thinking slower so if you've already responded to these questions going back when i was driving around the sotomayor area it does seem like it and this is just me driving and checking out the streets the neighborhoods the construction it seemed like the same types of homes

165the express ones i believe you called it when we were talking about harlan's um we're going up the same type of neighborhood neighborhoods things like that is that not that same fast rate of home building that impacted harlan there are some in that there's a variety of types and price points of homes if you drive different areas you're going to see different types of homes it is true that all across our district in this geographic area the express homes are a popular item right now because it's a way to get families an affordable more affordable entry-level type home in the building industry um but if you look in the zone you will see a variety of different types of homes and price points of homes okay and then the last question um the the numbers

166you said were based on the current enrollment we're not using any kind of coveted guessing or the the numbers you see for 2122 or the real data on that snapshot day of base day that is that was the enrollment at the school in person the projected numbers for 22 23 and 25 26 are from our projection series like we do each year we're in the process of starting that to do that again we'll renew review that and update that data before we actually staff for schools in the spring so these are the this is the data we would use for a boundary at all times it's last year's series um we made assumptions in our projection series about return rate of covered loss over time just like every other district across the country and we'll

167review that again in the assumptions going forward that's the best set of numbers we have to bring forward at this point in time okay thank you so so i'd kind of like to summarize where we might be at this particular time so dr woods correct me if i'm wrong but the the um the staff recommendation is that tell me what the staff recommendation is so that we can work from that the staff recommendation is is along the lines of what uh mr phelps indicated in uh in his report which is currently enrolled students at o'connor all currently enrolled students at o'connor would be given the option uh except for seniors who would stay from wild horse only would be given the option all currently enrolled students yes and so then i i see that one

168and the other one that we've talked about here is any sibs that might be younger so i see those as two of the most lenient options that we have for the wild horse area [Music] i would say that there's probably three if you wanted to look at every possibility with regard to special option if you wanted to consider expanding the the special option you can think about it as a kind of a continuum where the recommendation made by the school boundary committee uh is kind of the most restrictive special option because it would only apply to students who are currently enrolled there the the least restrictive as you indicated is any sibling who lives in the household in perpetuity would be allowed or the family would be allowed to make a choice there is a

169a middle ground which is concurrently enrolled siblings so you heard many examples tonight of a of a 7th grader with a with a 10th grade sibling who would be if you chose concurrently enrolled then obviously those children would have the the family would have the choice to keep them at o'connor out of this one neighborhood that potentially would eliminate the possibility of children going from the same family going to two different high schools that's the that's the benefit of of that particular option is that it there would not be a time if the family chose where students would be concurrently enrolled at two different high schools right and i think like karen i think i misspoke with um tea and debbie is that's that's the one i was looking for was the one where they

170they were concurrently enrolled not siblings and perpetuity but concurrently i'm concurrently enrolled and i'm just wondering how long a period of time because reality is we have to relieve o'connor and and we have to populate santa mayor and as harsh as that seems that that is the reality of of what we have in relation to the numbers when you look at what's going to happen with o'connor but i'm very sympathetic as well and um i would like to see us try to find maybe a little bit broader special option than what we're looking at right now but it's what brian had an excellent point is we're guessing and it's hard to make a decision from a from a guest on that too we're guessing at how many might actually take us up on that option

171and quite honestly i got to tell you so from from my perspective i had kids i was on that boundary committee when i had two children at marshall high school and we went to o'connor i i do know that when a school opens there's a lot of excitement about when the school opens and the community does get involved there is certainly a possibility that we don't know but there is that no and i'm and i'm thinking too even because just because those were the special options we had that doesn't mean that we can't formulate another special option and so i guess what i'm really wanting to try to avoid is that scenario where we have families that have kids in two different high schools because i thought the one woman that made a point of

172you know if you're a parent trying to get kids in two separate high schools and then if you're an active and parent parent which obviously these these families are you know then you're now going to be in two athletic booster clubs you're going to be in two you know and um i i can really i see that as as a hardship and a concern um one question i failed to ask is what is the status on the rotc program it is true that there's not yet an approved unit uh at sotomayor there's been a real challenge with get getting units approved we've had to battle the last three school openings actually but it is true that that is not yet an approved unit we're researching what our options are in that regard what i would

173suggest is if the board did not offer a special option of any kind then we could administratively consider if a unit did not get approved for sotomayor then students who are currently enrolled in an rotc program be allowed to stay that's not a decision we have to make today and that would only apply if the board chose not to adopt any special option okay any other comments the only other thing i would say is that whatever we decide on we have to remember that they're going to be other schools that are going to be built and we're going to have the same situation come up so we need to be careful whatever we do now we are it's going to come back to you know they're going to come back and tell us you did

174it for o'connor why aren't you going to do it for us so we need to be keep that in mind also and as we make our decisions what what is the time dr woods what is the timeline on on on this so if we ask staff to look at at what we're looking at from because we we have the data of how many kids are concurrently enrolled right now and if we look at the data and get those numbers what i guess my question is we don't make a decision tonight because we want to look at at is there a possibility of another special options i apologize to everyone that is here because i know that extends this concern how does that impact us yeah i would i would actually not recommend that in the

175and the reason is that i i think if the board chooses to adopt a special option tonight how whatever version of that you choose will simply survey families and then we can always come back and report those numbers i don't think that we would change our decisions with how the how we're going to operate the school based on how many chose to to go or not to go i also think if a final decision hasn't been made that will naturally influence families decisions about what they choose and so i i really i would recommend the board if you're going to consider a special option let's just do it and then we'll offer it to families we'll let them have a a choice and we'll we can come back and report to the board what the

176impact of that is so that would there be time tonight to see those special options written down or are we just going to talk about them because that's why i would like to see what they look like in words either that or restate them again and i'll type them up for myself so that i know exactly what um we're looking at and then i had a real quick question the 19 the 1900 um for sotomayor was that with four classes or opening up with three three that's three okay just three just double checking okay so so it's not a full okay gotcha let me uh no that's that's just this ninth tenth and eleventh cohort so let me to answer dr harl's question let me try to walk back through the the way i described

177it earlier so the the recommendation made by the school boundary advisory committee is for the board to consider a special option for the wild horse neighborhood for this this piece of uh that's coming out are proposed to come out of o'connor that would involve only currently enrolled students so ninth tenth ninth and tenth graders who are currently enrolled because a current junior would be a senior next year and it wouldn't apply they would they would stay at o'connor regardless so that would be option one okay special option one so then on on that nomenclature option two would be for the board to consider uh offering the special option to the same neighborhood for concurrently enrolled students offer offer the special option to students who are concurrently enrolled so if i was a current to use

178the example i used before i'm a current seventh grader so i don't go i don't go to o'connor for a couple of years but i've got a 10th grade sibling because that 10th grader would be a senior in the year that i enter as a freshman my family would have the option of me attending o'connor not in perpetuity only concurrently enrolled now that that to ms mcnerney's point in multiple sibling households that could go on a while obviously but but that's option two okay option three is to rather than look at concurrently enrolled look at essentially the address that the family lives and any child who lives at that address regardless of their age would be allowed eventually to choose to go to o'connor so obviously a much longer time horizon there as you work

179through the continuum of those three options the first option gets the most relief to o'connor and the most population to sotomayor the quickest the second option is kind of the middle ground and the third option is the slowest because it could go on you know for families who have very young children it could go on for for quite some time so those are the the kind of consequences and as clarification that second option does eliminate a family from having two kids in high school and two two kids in two different high schools i also would probably add to the wording [Music] if we were thinking about it as long as the family lives in that one house i mean that that in in the neighborhood that that's a given i think but i think that

180we need to state that if we're gonna in the neighborhood yeah i'm just following over going transportation so from wild horse if they are needing bus transportation they're going to what high school so the way we have we have done special options in the past at all levels is and let's think about it as the high school because current juniors who will be seniors next year are going to stay at o'connor we will transport students to o'connor from wild horse next year obviously because we've got some seniors who will need that the way we've always done special options is that the transportation if choosing the special option is not does not apply so if i if i need if i if i if i choose to go to o'connor under any of the special options

181that we described you would have bus transportation next year because of the need for seniors and then that would drop off after the 22-23 school year that was just for clarification okay what if new families move into what uh does that count or doesn't count no they would go they would go to santa may or they have to go to whatever the attendance zone is right the only the option for families would only only for current homeowners current currently enrolled currently currently enrolled right okay mr blunt yeah you know i was just going to say you know through the years and listen a little bit with sven state as well as some recognizing some melissa's comments i i do want to state that we've always tried um especially we had a neighborhood that was very

182strong and uh let us know you know what their requests were you know that's always been a priority to us and corinth to your point sometimes we made some that we said oh boy that that caused some challenges later but we still you know went through it et cetera um in this particular case uh i know we talked about the emails and the 30 whatever percentage but i think we pretty much know how the neighborhood feels in this particular case uh the challenge that we have is it does i hate to say it goes back to some it does it goes back to the number to some degree that we can't totally in this particular case at least in my assessment being able to have the wild horse stay with o'connor potentially but i think

183at a minimum at least what we should do no matter what is option two possibly option three i hate to say it's a compromise to some degree but it's saying hey look we're trying to listen to some degree to what the neighbor is doing some and we'll see what everybody else thinks about it's hard to get to where the neighborhood really wants to go per se but at least this at least seems to me to be the best decision that made could be made uh at a minimum is to go with option twos is what i'm thinking maybe and we can talk about option three or maybe others feel that maybe we should go ahead and let wild horse say it o'connor but um in the end i think we do want the public to

184know that we are we do hear the comments and suggestions that are being made so is there a motion mister i just seen some help help me with my with my math here or so and and just um and just let's i want because um option three although i had talked about it was not what i was talking about option two is what i was talking about is that i thought that we had done the concurrent to try to keep from and i know that t and debbie have their data but i sure thought that we had done something where we tried to help a neighborhood like this before bobby where we didn't have kids in in two separate high schools and maybe it was just i don't know i just something just my memory

185just seems to be thinking on that but if we if we looked at concurrently enrolled if i you know because i know between my second and my fourth child i've got quite a bit of age difference but so if i have a kindergartener right now and i have a sophomore at o'connor that means my kindergartner will have the choice to go to santa may or to go to o'connor only under option three would that be true okay then current concurrently enrolled in a specific grade level because my kindergarten would be concurrently enrolled no enrolled if they would have been enrolled at the high school together so in other words you if a current 11th grader okay thank you bob thank you i understand now that's what i was wanting so if i have a sixth

186grader and i have um a freshman i'm gonna have my sixth grader and my freshman in high school together if you chose that if i chose to do that okay and i know that this is not a perfect solution i do really think bobby thank you for your remarks because i think we're trying to find a common ground and i know sometimes boundaries just don't make sense but we we have to we have to o'connor has to have relief and santa mayor has to have numbers so i know this won't make everyone happy but i think it's coming it's the best that i can think of that tries to you know it's one of those things when you find common ground everybody hurts a little bit and gives a little bit but um i move

187that we approve the boundary committee's recommendation with a special option of concurrently enrolled students being allowed to have that choice for some for o'connor i may not have phrased that exactly right ryan help me if i if there's a way to make it clearer the the only thing i would add mrs chumley is is specific to wild horse specific to wild horse specific to wild horses i haven't heard from anybody wild horse really is the name yeah well wild horse is the neighborhood that that has and i think you're right we we try to listen to our neighborhoods and we try to listen the schools for our kids it's for our kids and your kids and and um so that that would be the motion that that that i would present okay we have a

188motion and a second for what we are calling option number two which would include um con currently enrolled students in o'connor high school specific to wild horse siblings yes for people in the house in the household it could apply to much younger children if if there were more than two children uh in the household so if i had a current tenth a current sixth a current third it would apply to to all of those children everybody but but all of those families would also have that choice if they want if that if that third grader wanted to go to santa mayor because any new families moving into the subdivision will be going to santa mayor yes that's accurate and they would get transportation and transportation to o'connor would only be for next year transportation to

189sotomayor would be would be always so concurrently enrolled students would be allowed to make the choice to stay at o'connor but families would have to provide their own transportation correct after next year after next year seniors okay we all understand yes so we have a motion in a second all those in favor please signify by saying i i i all those opposed same sign okay motion carries that was a tough one yeah thank you all for being here you could certainly stay and listen to the rest of the board meeting but um you're welcome to believe i'm gonna build enough houses next 10 years to make sure you have to do this again to the o'connor families that you're leaving circles next item on the agenda we're under reports one and sorry sr2 and s

190are three okay karen i apologize what did i miss so i missed the school finance integrity rating yes okay congratulations renee and your and and your staff thank you for for all your work i think we've been very successful with that and then we recognized the ptas and now words esther okay i'm sorry thank you i'm caught up it's okay okay we're on item agenda item number seven sr2 and answer three update i'm sorry i have a recommendation um we're gonna do consent agenda after this after this one yes why couldn't we just go ahead and do consent agenda now so that way whoever's here any staff or anybody else they can go ahead and go home and then we can go into the esser report can i make that recommendation yes we can do

191that is there a motion for the um items under consent ms freeman just yes sir if if we're going to move to consent i just want to let the board know that we are pulling item h on consent and intend to bring that back to the board at a later time okay oh thank you dr woods is there a motion regarding consent agenda i move we approve um with the exception of h all the items under consent second we have a motion in a second to approve consent agenda except for item h all those in favor please signify by saying aye aye opposed same sign eyes have it motion carries and um thanks for that suggestion gerald and now we will go to item number seven sr2 and sr3 update dr barajas or i'm sorry

192i can't even talk actually i'll kick this off oh leroy is gonna have a little bit to add okay so this is just a quick presentation to give you guys an update on how we'll be allocating sr2 and the part two of sr3 dollars if you recall we met with you a couple times to share with you what we were doing in esser three part one so we wanted to kind of close this out so you can see the big picture so as you see there on the slide just as a quick reminder each esser funding has a purpose and they're all related to mitigating the challenges from covid so the next slide is already been is in play this is sr1 funding we received close to 18 million dollars for that and the majority

193of that expenditures were around ppe cleaning supplies uh premium pay that kind of thing and i know i sound like a broken record but remember the state sent the money and then reduced state aid on the next payment so just as a reminder but technically did they send the money yes it just wasn't a net increase and then sr2 this is going to be new funding that we'll receive wait i'm i'm sorry janice go back on that brian so and how did i miss that so the state sent us the 17 million esser funds and then they turned around and lowered our funding by an exact by the exact dollar amount they essentially supplanted a hundred percent of it at the state level they they grabbed hold the money and kept it that's not what

194they said they were going to do that was always their intent and they accomplished it okay i'm sorry i don't know how that went past me what a sorry state of affairs that is a terrible thing that so for esser2 as you see here the majority of uh this funding source will be expended on ventilation systems so leroy i think will talk us through that well i think the the point of this is there's there's a couple of things going on with us or two and there's also a little bit of a not a little bit there's a significant states of plant here so the state all through last year indicated that they were going to hold districts harmless for losses and enrollment and attendance which together make up ada or average daily attendance which

195is how school districts get funded so the way they have decided to pay for that hold harmless is to reduce each district's sr2 allocation by an amount that would cover the hold harmless so in our case out of this roughly 77 million allocation out of sr2 they're going to hold back 19.9 million dollars to fund the hold harmless and send the remaining 57.1 million dollars to the school district so brian when all that time that we were talking to the legislator and people were trying to encourage them to get and release the esser funds this was all part i mean when was this introduced that this was part of what they were going to do when they released the esser funds it happened at different times uh because remember these were passed over a period

196of time esther one two and three didn't pass in a single piece of federal legislation they passed in three separate pieces so um the they were pretty clear that they intended to supplant sr1 right off the bat the sr-2 news to fund the hold harmless came much much later we learned that helped me tiffany last summer maybe somewhere in there i i i melissa the timing keeps me it was probably in the spring when they decided that they were gonna uh do the whole harmless that's right yeah last so spring of this year is when so that's only about six months old yeah thank you so the so need to know that uh the other point about this slide is uh when we came to the board a while back and we discussed all of

197the things that we had planned to do with esser one of the things that we did not understand fully at that time was how difficult it was going to be to find human capital to fill a lot of the positions that we talked about especially because we didn't want to fill up an esser position with a very successful classroom teacher knowing that we might not be able to fill that vacancy so one of the allowable expenditures under uh s or broadly is to upgrade ventilation systems at older schools and as you might imagine as we're thinking about our next large-scale capital improvement project we have a lot of work like that in that in that bond proposal so what we're proposing here is to go ahead and do that quickly using sr2 which then prevents

198those projects from being included in a future capital improvement program obviously and this gets us at some older schools that that need uh work on what's called unit vent unit ventilators and and it will improve air quality in schools so there you go there's my sr2 remarks sorry so then moving on to sr3 so to dr wood's point um we were very intentional with esser2 and part 2 of sr3 to not make it involve people because we don't want we want to make sure high quality teachers are in our classroom so you see on this slide that the entire sr3 amount is close to 173 million that's split into two parts so we've already received our first part that's the 115 million those are the plans that we've brought back to you that you've seen

199so the second part is 57.6 million and so we're going to be spending 37.8 of that 57 million on technology and so part of the thinking was very similar to using it for ventilation systems because some of those technologies may have gone forth in a capital project so these include chromebooks campus refresh those types of things and then that will wrap up all of the expenditure in sr3 so the bottom line is we wanted to bring you an update now that think thinking is kind of matured with regard to esser and the applications are open and we need to to make application to draw down what the state hasn't supplanted that will come to the school district okay i'm i'm sorry i am just i'm a little lost on some of this and i'm trying

200to figure out if i know i haven't made a couple academic committee meetings but i'm just wondering if i've where i have not kept up with this um we had the presentations on what we were going to do with esser funds and i was really excited about it because of what we were going to do with the very bottom parentheses on that slide which was whole child and the academic loss and all of that but am i misunderstanding because it sounds to me now that we're backing off of that and we're using that money for something else no that's not so brian so what what you heard in those slide back up please what what you heard in those very detailed presentations was how we intended to spend what what janus is calling part one

201of s or three that's the 100 go back s or three that's the 115.3 million dollars so that's what you heard okay and that's still in that's still all in the works okay so where i i guess brian that's what i want the reassurance on because i understand what we're doing on the sr2 funds in relation to the hvac systems and we talked about the hvac systems in our building committee so i understand that i just i was misunderstanding you janice i thought you were saying that everything that i was so excited about that we were doing with sr3 we weren't we weren't no longer going to do because of the human you know all of those are underway we had there were a couple of um i think math coordinator pieces that we held

202off on until we could ensure classrooms were full but all that you heard about the whole child social emotional learning wrap around support all of those are underway okay all right that's i just need to understand that thank you this just represents the the balance of the esser funds which is one-third of the total right okay and so that's it thank you all right thank you and this is just a report for discussion um so let's see where are we next item on the agenda is under curriculum instruction first reading of policy e-i-a-a-local yes thank you so this is the third time that we've brought e-i-a-a local to you guys and there's been a purpose behind it eiaa local outlines guidelines for grading and progress reports to parents it also includes guidelines around semester exams

203exemptions and exam weight so what's being brought to you tonight for first reading is basically one change from the change that we had made back in november when we came to you in november of 2020 that's when we were at that time experiencing what some feedback from um from teachers from students from parents and at that time students had to make have a final average in the spring semester of an 80 or higher in order to be exempt and they also had to be a senior so in february of 2021 when we were a full-fledged covid what we brought back to you was a request to not only let any student if they met the criteria to be exempt but we ask that we reduce the weight of the exam final exam from 20 to

20410 percent and then we also lowered the uh grade that students need needed to make in the spring and still be exempt we loaded that uh lowered that from an 80 to a 70. all of that was by design with what students were experiencing and teachers were experiencing so we're coming back to you tonight to raise things back up so we're coming back to say we want to now go back to pre-pandemic where students had to make an 80 in order to be considered for exemption so that is the change that's coming to you i wanted to give you a little bit of history because we've kind of done this a little bit and we needed to do that but we feel really good about raising those standards back up communicating that to uh students

205and parents and it's where we need to be and our teachers support that what about the exam weight we're not that we're leaving that we are recommending that that stay where it is 20 to 10 percent um we do many formative assessments we do interim assessments throughout the year and we feel like even it being a 10 percent um weight that that final exam that that makes sense that anything more than that could actually tilt something that doesn't have those previous assessments um count the way that we feel like they should i just remember being in high school when i kind of slacked off during the mid part of the semester and then the final exam was you know what i stayed up all night studying for and because it had such a higher weight

206but we're figuring we need to balance that more across yeah absolutely and and there's kind of a range of you know some final exams are cumulative some final exams aren't just over a certain section it just weighs more so as we've really been working on formative assessments specifically within plcs um people are unanimous the 20 we think there should be a final exam and we think it weighing 10 percent makes sense for students and in that way it's not it's not really a deal maker or deal breaker it's an assessment like all those other assessments that when you consider them together that should indicate how successful a student is in the course yeah we talk all the time about how we don't believe students ought to be as are measured on one test on one

207day this is consistent with that it is how does that work with courses that have intercourse exams not all courses have intercourse exams oh no so you're going to have you know algebra one has an eoc biology has an eoc usb so those are kind of the final exam so say it again those are the final no the final rides on top of that no yeah those are teachers do teacher made or plc made final exams that doesn't serve as those eoc tests happen earlier in the spring so that's an additional test for those kids and that makes that much more sense than particularly in those classes brian that you have less weight on a final exam and of course that you have to take an eoc on anyway i'm glad to see you all

208come back with this any other questions no all right this item is um it's for discussion it is um first reading so i assume next meeting it'll come under consent yes ma'am that allows us to advertise it as quickly as possible okay all right next item on the agenda schematic design windows ada and paving upgrades of um linton or katlin thank you all for sitting through all this thank you our architects have been with us a long time tonight i think we have to wake them up a little bit but that's okay thank you uh we have for you several items tonight uh in terms of our facilities uh the first one is for a schematic design for um window ada paving upgrades for linton elementary school and with us we have sean carlson with

209knrg architects going to give us a brief presentation good evening president freeman dr woods members of the board senior staff and remaining guests uh as leroy said i'm shawn carlson with canergy architects and tonight i'm here to present schematic design for linton elementary school this is first slide kind of gives you an idea the little ariel of linton with the parking in the front and i don't know if you guys prefer uh we have parent drop off and bus loop we have some hard play surfaces with a courtyard and another hard surface next slide please school is built in 81 and this is the current conditions and you can see from the pictures the deterioration of the pavement and we are recommending doing some rework on the parent drop-off in the bus loop we're not

210altering any of the traffic flow or anything on this project next slide another portion of that the project would be to replace the windows we have ribbon windows and you can see from some of the photographs anywhere we have the red dashed areas are windows that are going to come out and be replaced in kind we do have some side lights highlighted the yellow throughout the campus and then we are going to do some improvements we're going to go to restroom and make it ada compliant next slide please the solid red is the windows that we're putting back one of the other elements is this courtyard in the back currently there are doors that lead to that that have about a six or eight inch drop and we're going to fix that issue and provide

211some accessible connections into that courtyard where those playscapes are in the next slide please and i'm ready if anyone has any questions or comments um um so the building from building committee the building committee reviewed this um and were were pleased with what was being recommended and would urge support so i'm going to move that we approve the schematic design for the window ada and paving upgrades at dolores b linton elementary school second we have a motion and a second for approval of um the schematic design with the upgrades at linton all those in favor please signify by saying aye aye all those opposed same sign motion carries thank you very much thank you thank you next item schematic design at homes yes this is part of the 2018 bomb program to provide new a

212classroom building at holmes high school this is for recommending the schematic design as presented by the architects fleur architects and tonight we have andrew perez and mr brad fluger who are going to present to us the proposal dr woods madam president board members good evening i am andrew bettes with fluger architects and i'm pleased to be joined with brad fluger from fluger as well i'm here to present the schematic design for holmes high school so if you'll please go to the next slide the first slide here indicates the program for this project which includes the the bulk of the special education program at homes which is currently not residing under one roof so the the goal of this project would be to go ahead and put those spaces under one roof in addition to their

213administration component and then the rest of the building would be populated by general learning classrooms and then of course the support areas as required uh next slide please the reason this is important is because currently and i apologize mr blond i'm going to point behind you but currently all bus traffic enters and exits off of the access road to 410 and goes into this loop and then exits back out and so that includes special ed so for special ed and special ed only we would like to take advantage of the opportunity to bring buses up from the road that's already in place at cinema ridge so that they can come up to the proposed building area pick up or drop off and then exit just like they do now on 410 and so we wanted

214to point that opportunity out here on the next slide please uh we go ahead and zoom in on the building uh where we would be proposing its location which is actually on top of the existing tennis courts uh the campus has already uh constructed new tennis courts in conjunction with their softball and baseball field and so those don't need to be there anymore so we have a great opportunity to build on that just east of building e and south of building g in conjunction with this project we would need to improve the roadway just south of those buildings because currently from 410 there's a parking lot that has a roadway that's wide enough but this road that's in front of these buildings is just narrow and and needs some grading adjustments so what we would

215do is widen that road so that buses and fire trucks can get through that so on the next slide please this is our schematic site plan showing the layout of the first floor we've got a bigger plan for you but this shows the layout of the first floor on the site next to these buildings here building e and g and on the next slide one of the things that we did identify as incredibly important for the students that will be using this building is maintaining access to the rest of the campus via cover and protection and so a couple of photos that you see here number one and two indicate the views that are that are currently there from building e and number two is important because there's a canopy that connects building e and

216c building e is cte building c is a cafeterian gymnasium and that canopy would then be connected to from our building as well to provide full protection of students that are traversing the rest of the campus because from building c all of the connected buildings are also protected and so we want to keep that in mind that that is an important facet of how this building operates with the campus so on the next slide we have the first floor so wanna uh we i'm sorry on the first floor we have the administration for the special education program and then we have all of the ale programs so they're actually five ale classrooms four of which will have direct access to the standard aoe kitchen and restroom with the fifth classroom having flexible access through either

217room on either side of it we have the bmc which is the behavior unit that was actually on the second floor of building committee and we received a comment that it needed to be on the first floor so i just wanted to point out that we did address it absolutely thank you for moving that absolutely the rest of the spaces for teaching on the first floor are five out of the 15 general learning classrooms and then in the center of the building we're actually proposing a collaborative space not unlike what we did at marshall and a couple of the middle school magnets that you've recently seen as well flanking the collab space then would be the support area such as the student restrooms department storage custodial office etc and then a teacher work room and

218teacher restrooms and so on the second floor which is on the next slide we have the balance of the general learning classrooms and four of the other special education programs so we have two work centers which are actually larger than typical classrooms because they have important equipment for activities that students are partaking such as you know flower arrangements or making copies and so on and so forth there was identified a need for those spaces be a little bit larger than a standard classroom excuse me if the two applied learning classrooms are actually special areas of focus for special needs students but they teach course subjects such as math english social studies and so on and so forth and so the rest of the classrooms again are located on the second floor here with stacking of

219the support facilities uh including the restrooms and the work room area and one of the unique features we have here on the second floor is an opportunity to create a balcony that is not unlike the balconies that are outside of the existing buildings now in a picture that i'll actually show you a little bit down here but we wanted to bring some of that flavor from holmes high school back into the building and create a secure uh monitored balcony area with a couple of little collab spaces next to our elevator here i would like to mention also that on the next slide there will be clara story windows on the roof that will bring natural light all the way down to the first floor taking advantage of that open balcony on the second floor and

220so moving moving on to the next slide then this is a photo of the existing uh balconies as they stand now and so this is kind of our inspiration for that balcony component on the second floor of the building and on the next slide the these buildings here are some of the newest buildings at homes and so we want to go ahead and point out the importance of looking at the materiality and making decisions in the design for when we come back to talk to you about finishes and colors and so on and so forth so on the next slide then we start to get into our proposed renderings these are actually grayscale images paired up with what's there now and we did that with purpose because we definitely don't want to to harp on

221the exterior design so much as the intent of the actual building and so you can see here the intent would be to have brick that is similar to what's there now with plaster up at the top of the building and then also borrowing those overhangs from some of the existing buildings as well this canopy here is actually the proposed connector canopy that would connect directly to the exit from the building and then in between buildings e and c on the next slide then you see the back of the building which would actually be the bus drop off and so we do create a little inlet for the buses so that normal traffic which should be minimal can go past if needed and there's actually a bus drop off canopy that does the same thing as

222this other canopy back here and gets you directly into the building fully protected when you exit the bus the last image we have for you then is looking at the building from the fields and you can start to see a beginnings of what we would intend for potential signage or graphics that we would like to present to you at a later time with that said i believe that is what we have for you tonight and i'd like to answer any questions yes it just occurred to me did we put a bathroom a faculty bathroom on the second floor yes so in the work room there are two two uh single user faculty restrooms so there's four all of a sudden it hit me of course yeah they're seeing it okay it's very important but yes

223we do we do have two faculty restrooms per floor so four total thank you melissa and i saw this at the building committee and we like it and we think it should be approved the one thing that we did talk about and so we've asked for leroy to bring the long-term master plan because with part of this there they were going to construct the building where that next building to the left of it would be able to be attached so it would kind of run and have a much broader longer building and so part of what corinne and i were talking about is there has been comment in input from the homes community about with the master plan of homes that we not lose all of the circular building design aesthetics i guess and so

224we've asked that the master plan come back and for us just to to look at it again and kind of see that because i do remember part of the discussion during the master plan is that we were maintaining some of the round buildings to help to to kind of offset that feeling in the community of us coming in and whole scale changing and just when when we showed the front right there remember we kept this we kept the circular a circular aesthetic to that that admin building when that was built so that even though it's not a circular building we still have that aesthetic to it so i think that the only thing i would say is i i do want to see the master plan with that in mind and i know that leroy

225said that's coming back and we'll let all the board know in case they're interested in being at building for that but keeping that in mind so this is what we are proving tonight is exactly this is what that building is going to look like sands colors and you know in in all of that okay okay so i have a question though about maintaining the round so we could still have rounded areas but not have the round buildings right because around buildings are not efficient no sure just like just like they did um we we did that uh i'm trying was that jerry yeah that was joe yeah that was jerry just like jerry designed the i know this is awkward architects i apologize but when when jerry when jerry designed the admin building he added

226the round tower piece to it and that maintained the integrity of that piece of the homes what homes looks like which helped the community feel very comfortable because had that just been a rectangle building and jerry had not done that we would have gotten i think um some negative input from the community but where this building is and you've talked about that you've got the outside balconies that you're trying to preserve some things with that and this building is in the back so it's not going to have that pronounced look to it but no karen we weren't talking about you know we there is one round building though that we had said we could possibly save in the master plan because it was the one that was in the least um outdated right and again

227the uh the the character of homes obviously is something that we're going to be very sensitive with as a matter of fact jerry also did the auditorium and if you know it a partial of it it's also circular in nature and the master plan doesn't show the design of it it just shows a block a piece that just can fit in there the ultimate architecture will not come until much later and that will have the the opportunity to be able to to pay homage to the circular buildings that are there now on this one you're acting as because it doesn't pay homage correct it's this one's a very utilitarian building kind of in the rear end of uh and then in the future when we move forward to the next round of our capital improvements

228program there will be opportunities to be able to to bring back the character if in fact we're going to start knocking down buildings at homes in the in the near future okay anyway that was i just wanted to add that because that was part of the discussion that corinne and i had had at building as well in relation to this but i think it's a a nice building and i think that um i really appreciate you moving the bmc in it too so i would i would move approval of the schematic design as shown is our second second we have a motion and a second to approve the schematic design the renovation or the addition of a building at homes all those in favor please signify by saying aye aye aye all those opposed same

229sign okay rolling right along thank you guys and and i do want to add i think that i'm sure that y'all when you come back with what that exterior is going to look like i'm sure it's going to be a beautiful building i have no doubt of that it's just when you're looking at it kind of gray i don't have the creativity that you all have with your eyes i can't see it as much but i have great you know um belief that y'all will come back and it'll be great thank you thank you thank you thank you thank you appreciate it all right um thank you okay schematic design at cable yes the 2018 bomb program provided for an ale upgrade a window and an ada we did that separately but we put them

230all together in one project so that we can go hit the campus only one time instead of three times so with us uh is mr jesse garcia of gas cars architects that's going to give us a presentation thank you thanks for having us i applaud your endurance i'm impressed y'all your endurance too to stay with us through it we've got the old-school version we can keep talking we we've got this let's keep talking yeah we do except it's freezing thank you i'm feeling yes it's getting oops sorry okay we're gonna need to go to old school uh there's apparently the pdf's only showing up on the computer they're not not here so we can turn to the first page so this project has a a limited uh scope of work that includes three elements one

231is a accessibility site items there is a window component as leroy mentioned and also an ale program that requires some renovation so on the first page there's three entry points along the front of the buildings uh there's one at building a which is the administration uh there we go there it is yay a little success next slide please okay so uh that's the interest of the admin so that'll require uh some accessibility upgrades the entrance to the cafeteria and then there's a dock area to the kitchen uh as well next slide so just quickly here photograph one is the crosswalk into the cafeteria we'll be doing a new curb ramp there the second photograph is the entrance into the cafeteria same situation their curb ramp and then the third is the dock area and parking

232for the kitchen staff that's basically a handrail replacement which is that photograph in that location next uh slide window replacement uh i guess about 2012 we replace most of the windows in a c h and d and e that left building b which is built about 1985 and then 2001 for f so these two buildings were remaining we're replacing all the windows at those buildings photograph one shows what the buildings look at like at building b uh we'll bring increasing the width of these since they're fairly narrow and then building f is actually a little wider than we typically use but we're going to match the existing so that's the total scope on window replacement there next slide the other component as we mentioned was ale currently it is nestled in this building here we

233have chosen this area here which includes about three classrooms that we'll be renovating next slide to the existing condition we've got a student toilet room here with faculty and these are the three classrooms that are being converted into ale in a special instruction classroom and then we'll convert that last one so the next slide will show you what that would look like after the project is complete so we'll redo the toilet rooms faculty toilets uh we'll combine a ale and a special ed specialized instruction that'll share the kitchen and the toilet room there off the ale and the resulting classroom will be renovated as well that's pretty much the scope of the project in its entirety okay leroy do we have any money in here for him to do something on the front there's no

234funding uh appropriated for that for that piece this is the front of cable i know that that's what i'm asking is do we have any any wiggle room for jesse to do something to dress up the front we are at budget with this particular one for this particular project so it would be challenging to do we would have to really do the entire front now remember cable is going to go through a renovation through a capital improvement programs in the future how far in the future well we'll get to see that in our next iteration of our bond program because there's something in there for that so we don't obviously that that will be doing the the front that that that that iteration on it i think we'll go look at the master plan do

235you remember yes from memory if we can go to the next line yeah yes so the master plan essentially is keeping building b and f so ac uh these buildings are actually targeted for replacement those are vintage 58 and 65. so jesse because i just i think i got mixed up on the schools this is the one that we had all the discussion on the master plan on right because the very end piece of it is our no that was mary hall that was mary hall okay i'm getting them mixed up that was mary hall yeah uh yeah there's another architect that did the master plan but i've seen the master plan so again building b and f which is the 1985 2001 buildings are targeted to stay in the rest of our replacement in

236the master plan let us get back to you because i need to rethink the uh marita i'm not thinking clearly on what the master plan is for this one and so i don't know if it's going to touch the front or not at this point in time i would hate to mislead you but we would have to get back to see because i know in the next uh in the next bond there's a good possibility that they may appear there but i couldn't tell you exactly the buildings because i just don't remember the master plan well if we just take a look at it and then if you have any extra bond funds this would be a nice place to spend a little bit of it to do something depending upon how long in the

237master plan the front section is before it's touched yes we could circle back okay if you yeah if you just bring that back to the next building and we can we can take a look at that corinne i i had to step out i apologize just hit building i had to step out we have a motion a second to approve the um ale window and ada upgrades at cable all those in favor please signify by saying aye aye all those opposed same sign motion carries thank you thank you thank you next leroy the next is another schematic design for the bus student covered walkway for rhodes elementary school this is also a part of the 2018 bomb program that provided for that expansion we have some options for you so you can look at something

238that miss chumbly alluded to that from time to time when we touch a front we'd like to really dress up the front make people more impactful and certainly announce the front as we've done in a handful of projects previously so today we have with chesley morales architects mr richard morales and jason walters are going to give us a presentation you're really going to like it good evening madam president ladies and gentlemen the board dr woods um here my name is jason walters and richard we're here to present to you francis road elementary school bus and student cover walkway if we can go to next slide first slide here we have his previous projects that we did at cody elementary school you can see the before pictures on the left hand side the canopy there the

239existing canopy and then the existing front there and then the after pictures where we extended the the canopy and then also added a a tower pitcher in there to make it more prominent uh next slide please this is rhodes elementary school this the aerial site plan there and then we have some existing photos the bus canopy drop off is is around area photo number two and then we have the parent drop-off area and photo number six the the parking area right there by photo number six is the parent visitor parking and then the the staff parking is is by area number one and two photos uh next slide this is the existing conditions so you can see the existing canopy at the bottom is the parent drop-off and then at the top we have the

240existing bus drop off and then next slide please um here again it's just a blow up of the existing conditions you have the parent drop off canopy and that canopy leads you into the secure lobby main entrance right now and then we have the bus drop off from the staff parking which has a secondary entrance as well oh thank you a point over here sorry uh next slide this is our proposed condition so we're proposing to demo the existing canopy that was here for the parent drop-off and then we're proposing to extend that canopy over make that parent drop off be a lot larger and then also create a main entrance tower similar to what we what we showed for cody and that would be in between the visitor parking and staff parking and make

241it more pronounced as you're driving up knoll street and then we would also extend that canopy back into the main security lobby and then attach to the bus drop off canopy as well next slide this is just a large uh plan but here's your main entry uh tower right here and then your canopy would extend all the way through the parent drop-off canopy and then your new canopy back here to security lobbies this is one of those schools where you really didn't couldn't figure out where to come in yes that's true and the next slide and so here's your new tower so as you're driving up no that that's why i'm proposing to put the tower right here and uh so that way you can see that and it makes it more pronounced as far

242as what school you're going to and as well as when you're when you're coming off of the parking really you come up to the main main security lobby next slide there's just another photo of the the tower as you come up next slide and this is the bus drop off canopy here and it attaches to the tower and here you can see in the background that that that's where the bus drop-off entrance is here and next slide and that's just another image of the bus drop off uh one thing we are doing we're proposing to demo the existing split face cmu that's there and put new new brick wayne's code on the columns that that that had the split face slowly getting rid of split face block [Laughter] next slide sorry and so this would

243be the extension of the the new parent drop off one thing on the tower we are proposing to match the same um not split face but we are proposing about the cmu to this color here that's right next to it but it would be a burner cmu and then we're bringing in brick that would that would match the the back dark accent color of the entrance and then will the color around the pillars match that entrance the tower bottom can you go back uh a couple slides i'm sorry so the tower bottom yeah that's sorry so the brick the brick is going to match the brick on that would match man and then one thing we would also bring color into both the bus and the parent drop off the tower bottom is brick so

244you'll you'll have that same brick there too okay yeah and the same brick would be in the accent pieces at the top and the curvature so the building committee and after the board will get to see this one more time when we bring the colors the actual colors so that we can kind of match things up so these are just conceptual of the idea of what it would look like the other thing that's noteworthy is that this project started off as just an expansion of a canopy just so we could get more protection to our kids right so as we've done on a couple others we proposed a complete redo of the front to give it so it could be more impactful uh like you mentioned miss jimbly this is one of the schools and

245we have several of them it's kind of awkward because you don't know where to go in doesn't there's no cues there other than hopefully here and there and hope you're in the right place this will give them a more definitive cue right up where they go committee reviewed it and i love um we love it and i know that it's an impact from a financial standpoint because it has greatly increased what the original product pros project was but the building committee's recommendation is that that we approve the the complete front change i have a question on the tower itself the the very top it's um there's a square piece that's just recessed am i is that an optical illusion it would have a it would have a brick cap with the roof on top of

246that and then a metal soffit underneath it is what we're okay because it looks like if i'm looking at the picture it looks like it goes it did it won't have a parapet we don't we don't build those at the north side it's going to be a little relatively flat roof up it will be a flat roof yeah we'll be able to flat roof okay but it extends a little bit that top part extends a little bit a little bit right i mean it's not just like this it's relatively flat it goes up and it's just a flat roof on top no i thought so you're not going to be able to see it because it's the great level of sodium and i just you can't really see the top of it i guess karen

247that's why i can never i would never be an architect i thought that's coming up just a little bit can we go back touch it a little bit i think so that's miss freeman that's what you were looking at but we don't build those kind of insets because they're right potential leaks in the future it's going to be flat it will be flat right all right so we have a motion and a second for approval of schematic design at rhodes any other questions discussion all those in favor please signify by saying aye bye all those opposed same sign okay motion carries thank y'all it's a really beautiful design thank you last item for you mr san miguel yes so uh the uh 2018 bomb program also provided for a fine arts replacement at john jay

248a pretty sizable project and uh it's uh it's a design that we um that we mimic uh from uh like homes for example that's the best uh comparison i can give you um this one has gone through a several review sessions to make sure that we get it right so to speak and so with us is jerry lammers who actually happened to do holmes uh fine arts and also in the audience i it's still there gold this is a cm at risk project that we hire the contractor while we're designing to give us the best uh ideas on how to build it how to move forward with it and also gives us some cost uh associated with it so we're uh galt is here and uh with us from george uh general contractor sometime you're

249gonna tell carl that he needs to come [Laughter] thank you leroy i'm so late good evening uh madam president and members of the bar and dr woods as leroy mentioned we're here to talk about jay and if you recall we brought jay as a concept design i believe it was in june next slide please i'm freezing and tonight we're here to talk about schematic design next slide you haven't seen them so if you recall jays on marbuch road what you see here is that yeah and what you see in yellow is the um concept design the location of the building where uh the concept design was approved last time we were here the other two things i'd like to point out is that we're going to expand the parking lot on the east side and

250some on the west side to account for some of the parking that we're going to lose when we expand the building next slide this is existing homes now in terms of just the floor plans there's the main building the library the cafeteria existing auditorium which we're going to tear down the gym and dressing area the ale cte jrotc and the existing dance building is in the back here next slide so this was the approved layout from concept design with auditorium attached to the building on the west side the music located here the art facing the courtyard and then converting the existing band hall and music facility into a new ale room our special ed suite so next slide please so now we're going to show you the schematic design the update next slide so this

251is the site plan and i'll go into the floor plan in a minute but generally the new parking lot has expanded here we've expanded the parking lot in the back here where the portals are those portables will be relocated over to the rotc section the the drives that face the street currently are in their same location the visitors parking is extended slightly that's the site plan next slide and this is the auditorium the auditorium faces the existing building with the visitors can come in the front and students can come through the building into the auditorium this layout is similar to the new high school sotomayor and harlan in terms of the way that the auditorium addresses the existing building the main lobby is here as i said the auditorium style as leroy mentioned will be

252similar to the style at homes in that it is a stadium seating auditorium where the sound booth and the the lighting booth is in the middle just like at home you'll have a full fly loft a full orchestra pit the capacity is around 900 students then adjacent to the is the black box theater the support place uh spaces for the black spots theater the t uh the theater classroom the scene storage and construction and this is now going to be the main entrance for the people that park in this lot which currently is the students and then along that main entrance is the mariachi the orchestra and the choir and their shared spaces this is the departmental support space which is a teacher's work room teachers restrooms some mechanical rooms and then adjacent to that

253is student restrooms across this corridor is two dressing rooms and then support spaces for the band hall there is an ice ice machine room that opens directly to the exterior for the van to load the ice into the buses are there any questions about the auditorium okay next slide please so this is this you continue down this corridor you can see that we have the large band hall and the small band hall the the band director's office is here with a window that looks out onto the practice rooms these are the small practice rooms the ensemble room this is the smaller band hall the shared instruments stored yes and the main corridor here across the hall are the three art classrooms that face the courtyard they're separated by the courtyard by these concrete benches that

254i'll show you in 3d but then the art labs themselves have their shared spaces there's an office two storage rooms uh a kiln and a third storage room and then across the hall we're renovating the existing band of music into essentially six ale suites and two classrooms and support facilities so similar to what we're trying to do at homes we're just consolidating the exactly that right now the ale is located all over the campus with some new most of it's over in the old cte section so that is the floor plan are there any questions on the floor plans all right oh now we're going to show you some exterior design and i'm going to show you two options so um the first option if you'll next slide so this gives you an idea of

255the exterior materials at home so we have i mean today excuse me we have this cream kind of grayish cream brick there's this dark blue indigo color glaze brick the light blue glaze brick the main entry is here it has the brick uh columns and then the blue metal trim and then obviously the silver signage and then the existing building is made up of these groups of windows that are stucco and divided up by these brick pilasters and then the covered walk is this combination of light blue on the soffit and then the frame itself is blue next slide first option next slide is going to be really picking up on what the library does the library is going to be anchoring the other side of the building and has this covered entryway that juts

256out like this with these long uh columns and then this uh the main entry here the other source of imper inspiration is some kind of lobby to the auditorium that you can see into so from the this type of lobby here for this auditorium is you can kind of see in beyond so next slide so this is the overall entry of i mean a front facade and option one the main entry to the school is here this is the library covered entry right here and then our new proposed entry for the auditorium is at that same height and a similar design as it comes across and anchors this side of the campus next slide please so in this design as i said this is the main entry it has a similar color glass as what's

257at the existing campus which is this kind of aqua or blue color and then the idea is that we panelize the front of this facade similar to the way the existing building is with the use of the these downspouts and then a recess in the brick itself uh to create that same or similar panelization that occurs on the existing building instead of the dark blue we're proposing a dark brown color that would complement the um existing cream color brick and this scheme has a cupboard walk similar to the one that it goes into the front entry next slide and then at night the idea is that you would be able to see into that lobby from the street so as it's lit up at night with some kind of decorative fixtures you would be able

258to see into the lobby and some kind of decorative wall behind it that's above and that we can have uh be signed have signage next slide as you look at it from the parking lot this is the entry into the auditorium as you're walking to it this is that modern birds or an updated version of that canopy from across at the library you can kind of see the panelization that i was talking about with the existing building the upper fly we're showing it as a blue color it could be metal or stucco depending upon what is the most cost effective next slide and then this is what you would see when you come into the front entry if you look to the left this would be the entry into the auditorium next slide around in

259the corner from the parking lot obviously this is the fly with the signage opportunity similar to what we did at homes the brick wraps the corner the darker brick wraps the corner and then a highlighted entry uh um at the where the students now and the fine would be the main fine arts entry to the um to the high school basically there was some discussion about this color and we'll come back to you with the colors again um in the next presentation so it's around the corner this is that would be the entry to the little theater if they were having its own its own performance and then this is intended to be a highlighted color these are up high windows and the music space that brick banding rounds the corner so that's option one

260okay now i'll show you what everybody refers to as the good option i'm happy with that this is a completely different step for north side so the inspiration really came from a stage curtain and the folding that a curtain occurs that you see and the idea is that we look into some metal panels that are that are fluted or articulated and they're just they would be off the chef a metal siding but they have deep deep flutes so it creates a shadow across the front and then the idea still is that you would be able to look into it but maybe there's a portion of that facade that can be perforated that you can light from the inside in the next slide so this is the overall front and now instead of a brick up

261here we're proposing this the metal siding fluted metal siding that would be along the whole front and the the side of the facade next slide so the idea is that it's the color that's simpler sympathetic to the campus in this dark blue or blue color it it's it's got the flutes are deep enough so they can catch shadow as the sun sets and articulate those vertical lines that you see here the the auditorium entry is similar to the previous scheme it's exactly the same it's just this piece here is different and instead of metal up here that would be our color that would be white and then next slide is the knight so the idea is at night it really does pop the entry is the same but we take advantage of that metal overlapping

262the brick to light the sidewalk that way so we can run a light a light along there that would like the sidewalk there and then maybe that metal protrudes a little beyond the facade and it's perforated and you like that from the inside so it creates this little light box and that can be i mean we could put the school's name there we could do a lot of different things but it's a little uh pop or bright line at the edge of the school there on the west side of the campus so next slide turning and facing the school you can see the fluted uh metal siding and then at next slide this is what it would look like coming from the main intro you have the darker brick below and the blue metal above

263brick are the benches out in front similar to the way we did at homes uh rounding the corner that's the light box that again the stucco above high um this line comes across and a slightly different entrance this one this this was also preferred um it's a little simpler it's just a little recess and then we pop some color on that recess around the corner it's kind of hard to see because it's in shadow but it's a slightly different brick pattern that aligns with the windows in the classroom so you get these brick panels darker brick panels and then the next slide so these are the two options the option one and option two for you all to consider and then i've got two more things i don't know if you want to stop and

264discuss that now or if you want me to finish uh and show the courtyard okay i'll go ahead next slide please so then the last piece at least of the architecture is the art classrooms that face the courtyard and and our recommendation is that we make those more like art studios in that they have a high ceiling they have a large glass area clear stories up high and then maybe we get an opportunity for some graphics or um a student we we have a placeholder in the outside of the building where students can do artwork and maybe it can change throughout the year or from year to year this is what the courtyard looks like now so the next slide this is what we're proposing it would look like so the we use a much

265thinner covered wok sun protection and then we have clear story windows up above that that can bring glass sorry light deep into the classroom they have shades on it like the existing building does but then the classrooms themselves they're these uh large glass openings and then perhaps between them is that kind of mural or graphic opportunity that students can do that would face the courtyard and then the next line and this is what it would look like under underneath the canopy is that you have these concrete benches that separate the art patio if you will from the kind of walkway and these are intended to be you know sit on or they can do artwork on but it gives a nice separation it helps protect these windows mainly from a pedestrian zone it's like this

266is where you walk versus this is where you do your work kind of idea and they would obviously be used at lunch and other um at other events and you can see the glass windows here for the classrooms jerry gerald had a question are those sliding doors no right right now it's just a door that they can be sliding but currently we we have them as there's a swinging doors that will just stay but big big ones that stay open you could open them yeah i mean we haven't talked at all about some facade that slides open with our with air conditioning the way it is oh you know that's always uh i mean we haven't done that at restaurants and stuff but but it's it's it's uh it just looked nice when you had

267it open but i didn't i hadn't thought that through yeah with air conditioning you can't yeah but there is going to be the either double doors or we we usually put an extra wide door so they can bring artwork in and out you know so they're not limited by a regular door with you know and and george said because one of the questions that came up is if those are brick which is more absorbent and kids are putting paints on it and things like that that eventually there would be paint splotches and stains on it but george said that it could be a concrete instead that then had a um a sealer thank you that had a sealer on it that would be easy to clean okay and then one last slide just to talk

268about phasing uh and that's really why galt is here too as as um jorson and the team has put together this phasing plan really just to make you aware that we're gonna have a pre-construction phase probably start spring break and that's really relocating utilities and getting this the existing auditorium to be torn down and then the main piece will be built over the 21 next 21 months and then the last piece would be the ale suite that last summer so it's it's really a 29 month three summer project basically um because of the phasing so if we want to go back and jerry could could you talk to the um it's we're limited on space and how y'all are what you're planning on doing for the construction parking and trailer and and all of that

269to make sure that our kids have the least um disruption as possible so we're we're going to finalize our thoughts on exactly where the staging and things that nature are going to occur because this is a living thing once we get this approved then we have a direction and then we can get to uh joras to help us kind of sort these out we wanted to give you this slide because it is literally a two-year project and the the the noteworthy point about this slide is that it won't be a home reincarnated because we're going to keep the band holes the coral in place and that's the last piece where we're going to move the ale or renovated for ale so the only thing that gets displaced in the in the duration of this project

270is going to be the auditorium and possibly a black box those are the two elements now remember we moved 14 portables onto the banfield that homes that had coral ban and things that nature that's not going to happen not on this project at this point in time that's the advantage of keeping the band holes intact for a while that's going to be so much could you just give us a little can you share though because you shared a building committee kind of what the plan is or what you're kind of looking at right now on this on the staging construction materials and stuff overall it's like towards the beginning of the presentation i have a pointer if you want to use it oh sure the next one uh no the other direction yeah that the

271green one i mean the the next one after this the real picture there you go okay so as you well know uh you know as joris we've been on quite a few of your occupied campuses over the years and student safety and faculty safety is a number one with us so we are gonna definitely develop a plan further to keep ourselves away from you guys as much as possible but we've kind of looked at up here in the front as possibly a trailer and a little bit of a staging area so far i know there's some other stuff that we may do early to help with some of this parking lot that goes away there's a there's a new parking lot edition that goes over there we're look we're currently looking at some of the

272off-site areas that are just adjacent to the building as far as having uh our our people parked there so that they're not taking up as much space on the campus you know this would probably be our last choice but i know that you guys have offered maybe using the stadium parking lot over here that was used before as a staging area that would be our last choice but we're going to do our best to figure out how to bring things in in a timely manner and try to utilize as the least amount of space on the project as possible good job it's absolutely beautiful but we have but we do have a decision to make exactly we have a decision to make so if you go back bring back monica the uh side by side

273so is there a motion yeah option one or option two i move we approve option two second okay we have a motion and one second 15 seconds to approve option two um any other yeah the bottom one all those with the metal all those in favor signify by saying i i all those opposed same sign okay eyes have it option two and i guess you need the approval of the entire i guess we just did approve it right the entire the entire entire piece started schematic with options jerry as usual you've done a tremendous job really really like that you brought option two absolutely beautiful the first one i went all right rolling right along yeah because he had one and then i lost my i lost next agenda under business and finance um dr

274barajas maybe there's some heat over here oh uh thank you uh with your permission i'll just cover a and b they're both under business and finance because both of those agenda items are relatively identical the only difference being one of the orders is for fixed rate bonds for us to go out and sell new money current refunding and advanced refunding the other is the same thing except it's for variable rate debt and the board has seen these before usually in october when we bring these parameter authorizations to you to allow us to engage in the proposed transactions that we have for the 2122 school year and of course at finance committee we did cover uh this as well okay these are um two orders for approval do you need um separate yes yes yes ma'am

275yeah just take each one simply put madam president out i want to go ahead yeah this was discussed in the finance committee and so i moved that we approved the order pertaining to the issuance of north side independent school district's fixed rate unlimited tax school building and or refund bonds in one or more series and it okay we have a motion and a second for the approval of um item a under business and finance all those in favor please stick them on by saying aye aye all those opposed same sign motion carries and then um gerald you're on a roll yeah and this one was approved as well i mean we went through the finance and so um i moved that we approved the order pertaining to the issuance of north side independent school district's

276variable rate unlimited tax building and or refund bonds in one or more series okay okay we have a motion in a second all those in favor signify by saying [Music] those opposing sign motion carries and um thank you thank you okay item under human resources property and boiler machinery insurance miss glass thank you for saying we love you it was way past my bedtime mine too so good evening president freeman dr woodson members of the board tonight we seek approval on the property insurance renewal i think all of you have this in front of you the current policy for property and boiler machinery insurance expires november 16 2021 i know you have this colorful spreadsheet in your in your handouts basically what this colorful spreadsheet does is it takes us through column one which is

2772015-16 policy year prior to the 2016 hail storm and it shows you that you know things were really good back then your insurances were cheap your deductibles were cheap but since that 2016 hail storm and those continued catastrophic losses across the district as well as other companies across the united states other countries we've seen a steady incline of deductibles being in increased as along with premiums so the district's gone from the 250 000 deductible which was very nice in the 2016 hail storm per occurrence to what we now have which is five million dollar deductible for occurrence so basically we're self insuring our property for up to the first five million in damages premiums have increased over the same years by three million dollars this continues to be a hard market with every hurricane tornado

278hail storm etc property insurance continue premiums continue to increase the last three columns of the spreadsheet provide us with three options option one is to stay with the same coverages and deductibles that we currently have or on options two or three we could increase our deductible to 7.5 million or 10 million but in doing that the savings on premium is very small in comparison to to what you take on as far as the deductible so our recommendation is to renew with the option one providing us with 400 million loss limit and a 5 million deductible per occurrence premium is 3.9 3 million 944 442 dollars are there any questions yikes any questions now what you're what we're seeing i mean we're seeing across the board and insurance right now going up and our losses just

279keep um catastrophic types of losses just keep happening yes ma'am okay is there a motion um i recommend that we uh i move that we approve the recommendation as staff presented do i hear a second second we have a motion and a second to approve the property and boiler machinery insurance renault i've just got one question so our total so we're we're the top first five million but you know it's interesting in 25 in 2015 2016 our loss limit was 750 million and now we're at 400 million but our properties have just continued to increase in value and cost to rebuild yeah we've lowered it we're self-insuring for a whole lot more than five million dollars on that because our i'm not sure our limit is that adequate well the 400 million isn't if we

280had it it wouldn't cut 750 million wouldn't cover every campus so what we did is we looked at an area similar to what we were hit in 2016 um to try to cover you know somewhat of a similar yeah so if we're looking at a tornado coming in you would hope that it wouldn't just keep bouncing through our district so you're looking at areas that that wouldn't hit every single school in the district yeah so we looked at more of the regions within the district and what is the total amount that we would looking at if we were looking at sections it was less than 400 million yeah on it the 2016 hail storm was an 80 million dollar claim and that was 80 schools yeah that was yeah tremendous i understand it curious thank

281you thanks ma'am all right we have a motion and a second any other questions all those in favor please signify by saying aye aye all those opposed same sign motion carries thank you debbie thank you for sharing thank you dude um dr woods you're up yes ma'am uh we continue to have in fairly unusual circumstances the ability to apply for waivers to the aid to the agency dealing with coveted related circumstances on student attendance what we come asking you tonight is two very specific situations where you would authorize me to approve those waivers one of those situations is a student who is in remote conferencing for greater than 20 days the agency allows a student who's been exposed to or ill with kova to stay home and in remote what they call remote conferencing for

282up to 20 days if if that were to go past the 20 days we would need to come to the board for a waiver each time student by student the challenge with with that is that for each day that we did not have the board's approval we would lose funding for that day so we we ask that you authorize me to approve those that way they'll be approved immediately and obviously that funding loss won't be an issue the other relatively unusual circumstance is a student who's being offered homebound remotely we have a relatively small number of medically fragile children that we're serving via the homebound program but we're doing it remotely we can seek a waiver for those students and continue to draw down funding for them to be served in that way as long

283as the agency continues to allow it that's again a relatively rare circumstance at the time that i had a conversation with erica firster we had six that we had approved and we had 11 pending so relatively unusual circumstance but want to ask the boards consideration of that item okay any questions is there a motion you have a motion in a second all those in any other further discussion all those in favor please signify by saying aye aye all those opposed same sign motion carries future dental items dr woods yes ma'am and your uh blue folder ms mcgee gave you some red ribbon weak information on top of your folder you can see a future agenda items that we're tracking for future meetings just a reminder that november and december meetings fall a little earlier in

284the month than the other 10 months you've got an invitation to the dedication of strauss middle school next week and then ms mcgees put on a sheet a reminder about a couple of upcoming events in case you're interested in that okay it afterwards that's it all right board of trustees on october 26 2021 beginning let's just take five minutes um beginning at 10 48 we'll convene in closed meeting in accordance with texas government code section 551.071 551.072 and 551.074 i guess usual place yes ma'am all right hold so what do you think about the new laptop i don't got it yeah i got to go back here oh yeah is it lighter oh yeah i like the case can't put anything else in it though right you can't put a notebook here you can't put
