to talk a little bit about congressional military academy nominee megan fellows she's a well-rounded student who not only excels academically but also athletically as she's a member of the lady hawks soccer team and a star student in the top 25. next i'll talk briefly about our harvard university scholarship recipient sari el saadi who excels academically and athletically as a member of the tennis team stuco and a star student in the top 25. if you would please give me a hand with these here guys [Applause] i'm gonna get it bro [Applause] i'll do this yes please student swap uh [Applause] that's a great example of what is coming through red oak isd you guys are going to opposite ends of the united states you represent us well yes next we'll move into superintendent's report okay we're
going to start with the curriculum update ms melissa should hmm okay we're gonna pause momentarily while we get our screen down is it on okay so we are going to spend just a moment talking about our 2022 spelling bee and our results from that so all five of our elementary campuses did participate in the spelling bee they had a little bit different processes at each campus for how they got to their campus winner the information you have on your slides okay oh all right there we go we have different numbers of students that participated at the different elementary campuses some started with all fourth and fifth graders and some had a narrowing process before that but this shows you exactly what each campus did process-wise they did have the flexibility to organize that as they
chose to and the next slide has our campus winners first second and third place for each of our elementary campuses and at shutman we did have a tie for our third place these were our campus b winners moving on we had five representatives of the 22 participants in the ellis county spelling bee that was held in waxahachie last friday you can see the six districts represented and five of the 22 were red oak students so we were thrilled about that our five students did not place at the county b but they represented us well we were very proud of them and look forward to competing again next year finally congratulations to all of our red oak participants both in the county bee and in all the classroom and campus bees no doubt they all grew
from that experience and i want to take a moment to thank our staff members that supported them in this effort the only other thing i have to kind of update you on is our library media specialists have pulled the books from their individual campus libraries that are on representative krause's list they are reading through them and reviewing each book to familiarize themselves with those books they may not have been in the position when that book was purchased so they have pulled those from distribution at the moment reviewing them and they're working with megan corns to work out a process to work with our parents to ensure that their individual wishes for their individual students are being implemented effectively and i will keep you updated as we get deeper into that process but right now those
books are pulled from the shelves and are being reviewed any questions about either topic okay thank you very much i got a question about spelling bee so the the kids do they um is there like a club or something or they just sign up to do the spelling bee i think each campus might be just a little different some of them did all their fourth and fifth graders to start with so i'm going to turn to the principals and let them each tell you what they started with at their campus yeah i'm talking do they it's the beginning of the year do the kids kind of build up to that or is it is they just decide hey i want to be a part of the spelling bee when the competition comes around is there
like a club or something they can join so i'm going to turn around get their response and then i'll repeat it so that our virtual sure can hear okay so what i'm hearing from our principals is that we do not have a club but any student that wants to participate has access to the words and can participate when that time comes okay good thank you okay i'll move on into the district update now i have quite a few things to go over i'm going to start with the i stays because we would like to release a communication tomorrow so um i wanted to let you know we do have to make up a couple of the days as far as student days are concerned due to the ice days that we've taken so far this
year so we have built into the calendar some staff development days march 28th and april the 18th we're going to be converting those to student days so they'll be turned from staff development days into student days we'll be bringing an updated amended calendar at the next board meeting after we have received any and all waivers that come from the state so just to give everyone the heads up so we can get that out there to the parents so that they can prepare for that now on to happier things we we did do the school bus driver appreciation day on february the 22nd all the drivers were given a special treat and thanks for their dedication to the staff and the students always wanting to recognize them for getting our students here safely and delivering them
back home safely the red oak high school baseball team won their season opener against mansfield summit which was played at globe life field for any of you that went it was a neat experience for our athletes to be able to participate out there on that field the red oak middle school high steppers are the texas state champions for officer and team at their recent competition they earned the high score for their military and novelty routines out of all of those that were in the competition which included high school teams so they were competing against high school as well so that's a huge honor as well congratulations to our red oak high school varsity and jv hawkettes who performed at the crowd pleaser dance contest they received four first place categories as well as several second
and third place categories as well so again amazing competition there i want to also say it was a wonderful our red oak isd education foundation star students were announced and their teachers they announced that this month and they were able to surprise those teachers this past friday which was pretty amazing getting to to watch all those teachers the emotions and and just the students that that truly let those teachers know they impacted their lives and to watch the emotions of those teachers i mean that's what it's all about so it was really neat getting to watch that as well also speaking of the red education foundation it was their 20th anniversary so they had a little bit of a different thing that they did they celebrated by selecting one elementary winner and one secondary winner
who were both awarded ten thousand dollars for a grand total of twenty thousand dollars and one of those went to shields elementary for inspire and evolve and impact and another went to the high school dr kelly for an advanced science exploration camp so thank you to ms anderson and paige and all the others who put in a lot of hard work in order to earn that money in order to give it out to our teachers to impact our students also congratulations to our special olympics members they competed in bowling and one of our students earned the gold which we're very proud of and we had 15 students all together bring home medals we also honored our red oak isd counselors for national school counseling week with gifts of appreciation we appreciate them always looking out
for the best interest of our students we also had seven student athletes participate in national signing day that brings the total to 17 students to date that have signed the ones that signed on this event were mazani mckellar for prairie view a m volleyball torey fowler for hill hill college softball brennan dalton howard payne university soccer megan fellows air force academy soccer donovan johnson texas westland university football christian pierce eastern new mexico university football and jace white east central university football so a variety of sports and a variety of different colleges we're really proud of that as you know when we've been following congratulations to the boys and girls basketball teams on a great season the girls were region semi-finalists and the boys were area finalists so very very proud of them as well also
have some announcements for our if i can find it here for our communications department they recently uh went to teaspora where they were actually awarded a wide variety of different things that medals i believe they were around i'm looking for my things i might have to get this tremble to come on up to the front and let's announce some of the things that they did actually receive i'm looking for her announcement here and it's amongst all of my many papers that i can't find in here they did bring home several um best category and i think you'll be proud to know that the logo that you chose was one of those that was awarded best category would you like to go over some of the other awards that y'all received here we go there we

okay our first action item is consent agenda is there anything anyone would like pulled to discuss individually do we have a motion i moved to approve the consent agenda as presented second we have a motion by mr peterson a second about mr sebring all in favor say aye hi any opposed samsung passes sixo make sure next we have the consideration approval uh certification of unopposed candidates for the may 7 2022 school board of general election for place one and place two mississippi yes if a candidate is unopposed in a school board election the candidate may be certified as unopposed in this election year the positions unopposed are place one and the unopposed candidate is donna knott and place two and the unopposed candidate is brian sebring so the administration recommends approval of the certification of
unopposed candidate for the may 7 2022 school board election do you have a motion i moved to approve the certification of unopposed candidates as presented and declare unopposed candidates don and i and brian sebring as elected second i'm sorry you had a second yourself all right we have a motion by miss peterson a second by mr sebring all in favor say aye aye any opposed same sign passes 6-0 consideration approval of purchase of school buses from the 2021 2022 budget kevin friels good evening i'm going to stand up here twice for school buses the first one is for two school buses to add to our fleet for this school year we have funds currently within our general operating funds and some funds left over in our maintenance tax note that we can use this year
to purchase and they have promised us delivery prior to the june 30th date that we can add to our fleet so at this time the administration will recommend that we go ahead and purchase two additional buses for this school year these are just adding to our fleet they're just adding to our fleet and we can use about five more if we just find them under a rock somewhere and then guarantee delivery anybody have any other questions you have a motion i'll make a motion that the board approved the purchase of the two uh 77 passenger buses with the appropriate three-point seat belt from a combination of the remaining balance of the maintenance tax note for july of 2019 in the general operation fund from the 2021-2022 budget year second we have a motion by mr
knight a second by miss peterson all in favor say ah all right any opposed samsung passes six of them consideration approval approaches the school buses from the 2022-2023 budget mr freelance and these are just our normal three-year our normal three bus purchase that we've been doing for multiple years to add to the fleet for the coming years uh we have i think mr stanford we got three three currently possibly going to be going into an auction that we're going to try to get rid of but these will we're not we've gotten to the point now where uh we're going to need and you'll see next month when i come with the calendar and some some travel opportunities the district has next year that we've been awarded that we're going to use need and use all
the buses the newer buses that we have opportunities yeah next year so these are just the three that we normally bring at this time of the year for next year that we will not take delivery of these until after july 1. it's no coincidence superintendent has relatives down [Music] does anybody have any questions about those three so i don't have questions about these three buses but several people have asked what the quantity of buses that we have purchased in in the last three or four years well we've we purchased 10 with the maintenance tax note from 2019 and we've been doing the three every year since 14 15 or 15 16 which one 13 14 back that time we've been before then the district didn't do that we've come up with a plan to replenish
three every year now they're a combination of full size versus the ada buses each year some years there's two and one one years one and two these are all the uh 77 passenger buses and the question that's been brought up is if we're going to look at replacing or the activity buses are really not something that we feel is physically responsible at this time because we cannot use those on a route right they can't be used except for an extracurricular trip so they just sit there and and the one we've got is 11 years old and it may be on the auction block before long so that there we are we believe adamantly we should buy the school buses that we could use in routes at all times we agree i moved that the board
approved the purchase of 377 passenger buses with the appropriate three-point seat belts for the 22-23 budget year as presented second to motion we have a motion by mr sebring and second by mr knight all in favor say aye aye any opposed samsung passes six of them thank you consideration approval of shaq school health advisory council health education curriculum ms brown hi i'm sue brown director of health services for red oak isd and i come before you to review a change or recommended change for our curriculum the board of trustees establishes a process for adoption of curriculum material dealing with human sexuality and shac which is the school health advisory council is assigned it's a group of people it's mainly parents it's made up of business and community members and staff members and we make recommendations
to the board for programs that we consider to be suitable in subject and grade level and reflect the community values so we have um recommended um changes the last time we brought anything to the board it was adopted the current program that we're using in may of 2012 so it's been a while since there have been any changes and we want to make some recommended changes number one i want to also stress that all programs now are opt-in a parent has to sign a paper saying their child has permission to attend so that is in all of our programs and that's with house bill and now we have to give over two weeks a two-week minimum notice to the parents about a program dealing with human sexuality so that is um i want you to
be aware of that so one thing we would like to do we'd like to eliminate the program we've been using i had a graph put out we've been using choosing the best in our middle school in ninth grade so we would like to do away with that program the videos were very outdated the material it was a video it was also a workbook and then there were eight modules so it took a full week for them to do it and it took critical time from the teaching of the core subjects that need to be done aim for success programs that we're talking about are our one hour program it's an assembly or it can be live stream they went into that last year due to covet but usually it is a live program that's done
we um for fourth grade and we do a puberty talk with our young girls it's done by the school nurse on that campus so that's what we do it's always changing video that's put out by proctor and gamble and then afterwards there's like a question and answer aim for success programs we've been using fifth grade we've been using next step which is an adolescent growth and development information on human growth is discussed making healthy choices healthy relationships the boys and girls are separated on that program sixth grade is on sexual health awareness and personal goals and how you're going to achieve them by having healthy relationships but it also does go into stds teen pregnancy sexting and sexual abuse it gives them general information and laws related to that 11th grade we go into the
legal aspects related to teen pregnancy child support sexual crimes legal consequences dating violence sexting pornography age differences and we've been doing it in the 11th grade since 2012. there are surveys that are done anonymous surveys that are done at the end of the aim for success programs and the information that we've gotten back is our 11th graders wish they knew this information much earlier it was too late for many of them they felt that this information should be shared at a younger age so in our talks with aim for success and with conversations with our shack um they felt this information should be dropped down to the ninth grade so that's what shaq is recommending for the legal aspects um for the same cost that we're currently paying we can get both the ninth and
eleventh grade uh done in training for this information on the legal aspects this year so we're asking for ninth and eleventh to get it this year and then that would have to happen again next year for us to get all theirs our high schoolers um informed of this information and shaq recommends um to replace the choosing the best program that we want to eliminate to go with aim for success programs in the middle school and for this year we're recommending a change in going to a program for both seventh and eighth which is its focus on success which is risks and rewards of technology and it goes into the fact that our tv movies are very sexually saturated now we want to teach them how to make good choices and sexting juvenile sexting laws um
it's making healthy choices healthy relationships also putting down their devices and talking and having real relationships with people through conversation so again it would be bringing in aim for success for seventh and eighth grade this year to do the risks and rewards of technology and also lowering the program of the legal aspects to the ninth grade and doing the 11th grade too since it's not an additional cost for the next two years to get everybody caught up a lot of these programs are available for different levels but they teach it to the age appropriate for the grade that they're teaching so even though it might say it's for seven through twelfth the information given to a seventh grader is different than the information given to a 12th grade they make it appropriate for the child
aim for success programs are very professionally presented the information is accurate and we feel our children need to have accurate information to be able to make choices and be successful in avoiding some of these situations um they have games and interact so the children are involved in the program it kind of gets rid of some of the giggles and the nervousness and then they focus on the material that's being presented and again i just want to say that the programs are well done it is an opt-in so that the parent has the choice aim for success also has parent information meetings so the parents can come to them either if they're presented live or on live stream and they can ask their questions and usually once the parents they might have concerns about the program
but once they hear the presentation in the information that's given in the parent meeting exactly what the child is going to be seeing so it's important for them to see exactly what their child is going to see and hear and it's rare for us to have children that opt out so and we have other activities for them to do if their parent chooses for them not to participate in the assembly so shaq recommends first of all that we have programs for our children so they can get accurate information and secondly that we go with aim for success as the program that we choose are there any questions we've used this program before is that correct yes we have been using it consistently since 2012 and i know before then um we were using it when
i first came to the district which was i think 18 years ago many many years ago they were doing it there had been a grant and they were using that program and it stopped for a number of years and we saw the need for our children to get accurate information so in 2012 shaq came back to the board and requested for a program and at that time it was a combined program of choosing the best and aim for success so how can we tell about the success of it we do have surveys it is impactful the students come with questions we have teachers that are in the meetings we have crisis counselors that are in the meetings so it does reach people there have been stories on you know that a counselor a crisis counselor
told me how it does stimulate sometimes people don't realize they're in a abusive relationship until they hear what is normal and what's not it's interesting to hear but that's true and it's what our children are dealing with and they'll come and this will stir you know i've been in a situation i have had this happen to me and they'll go to the counselors we they go over please if any of this has happened to you it's not your fault do not feel that you are to be blamed that is something that you need to communicate with an adult that you trust and they recommend counselors teachers anyone a nurse anyone in the school that they're comfortable in going to or outside of school to talk about this and get it out and seek help that
they need in dealing with the situation so in that way i feel like we're reaching people and we're dealing with it i had kind of look i don't have the data on pregnancies relay you know back in 2012 i know they were high at that time and that was one of the reasons i was searching for it um numbers right now are consistent but we had a couple of years where they didn't have this because of covid and then last year it was a live stream and that's less impactful for our students in a a face-to-face can you know meeting um seeing people coming in that are not school members giving them the information not a teacher not a nurse it seems to be more impactful to the students they listen they seem more involved
and just from the surveys which we have that information from previous years and are welcome to share well we are going these were the adopted books these texas health skills in middle school and this book uh covers all of this you know chapter 17 and 18 take care of human development sexually transmitted infections disease chapter 19 takes covers making responsible sexual decisions and chapter 15 is social health wellness family peers dating chapter 18 takes care of transmitted diseases lesson 17 takes care of teen pregnancy human sexuality um choosing and so um how much of this do we teach our children because this is this is a school and so all of that is covered in these health books so how many courses do we need on this well i think that this is more i
keep saying the word impactful but i think it's a more dynamic presentation they give life stories um they seem to be more involved than just reading a lesson and maybe answering questions it seems to um hit them um emotionally more than what i would think a book or something like that well these have scenarios in them where the children are you know there is an example of a child and then um you know the children that are participating in the class are asked to comment on it work through it and so forth so we're covering an awful lot of this in every angle in our schools and i think it's important because there are a lot of things happening with our children right now a lot of outside sources coming at them a lot of
negativity or a lot they're being encouraged for sexting they're being solicited in so many ways by the internet and by you know others by peer pressure i think as much information that we can get to our students the better we are but that's my personal opinion from what i've seen and what i have heard from people any other questions okay we have a motion so the cost of that is um it is on your paper it is um and 6460 five dollars where the programs we were using before were nine thousand five hundred so we're saving three thousand dollars yeah these books are 122 dollars and change each and we buy them for classrooms so what grade level is that middle school this time i'm sorry middle school is this one that's kind of what
we're talking about we're going we're asking for aim for success in fifth grade um seventh eighth ninth and eleventh that covers both middle and high school and and elementary there are additional books here i just brought that one okay well you answered the question but i was going to say it you know unless we just don't hear about it our teen pregnancies have gone down because at one point we talked about having a school for our young mothers right so something they're doing is working we're getting the information out to the kids so yes all right we have a motion i move to approve the school health advisory council's health education curriculum as presented second to motion thank you motion ms peterson let's talk about mr knight all in favor say aye aye any opposed
samsung well i oppose because we're just concentrating on this at all levels okay thank you motion passes 5-1 consideration approval of tasmania local policy updates miss stanford yes i'll invite carolyn austin up to talk to you carolyn actually provided information previously at one of our board meetings related to all of these local policy changes and this is the tasby policy review with summary that details those recommendations for changes as discussed during our recent review so i'll turn it over to you miss austin thank you i was here in was it october thank you and so just a quick reminder i worked with your administrative team to go through most of your uh policy manual looking at your local policies to make sure that your practices and your policies were aligned with each other and where
it was appropriate for us to suggest revisions to policy we did so and then i actually met with the board one evening while i was here as well to go through the policies in section b that deal specifically with board operations uh you may remember i think we spent some time talking about if there's a vacancy in the office of the presidency who would actually step into that position or would you guys have a new election um and so the uh policies that you have up here uh on the uh projector are uh policies that have been revised after those conversations with you all and with your administrative team uh to bring your policy and your practices into alignment with each other uh and i think the best thing for me to do would be
just to see if you guys have any questions at this point okay and um as she said she worked with all the administration and y'all as well and the administration would recommend that the board adopt the proposed revisions to the localized policy as presented anybody have a question about anything and these will go into effect when uh they'll go into effect uh when you adopt them unless you specify that they should go into effect at a later date i moved to adopt the proposed revision to the localized policy as presented second the motion of this peterson a second by mr sebring all in favor say aye aye all right samsung passes 60. thank you consideration approval tasby local policy update 118 was two lag so this may seem a little redundant but about the same
time we started our local policy review uh update 118 came out and we kind of put it on hold in the time frame of doing the full policy review so we are bringing local policy update 118 to you it actually is detailed in the documents you had in looking through it the changes that are taking place here are things that have to do with laws that have passed since it was updated last or wording changes such as designee maybe change to to different wording i did not see any substantive local changes in 118. so we're asking recommending and asking that you approve update 118 to coincide with the full policy review do we have a motion moved to add revise or delete local policies as recommended by the texas association of school board policy service
and according to the instruction sheet for tasby localized policy manual update 118. so i get to motion the motionbus peterson in the second by mission tonight all in favor say aye aye thank you thank you thank you last is consideration approval tea staff development minutes mr phillips greetings again every year for the last several years since the 15-16 school year when ta allowed the minutes to be waived for staff development to count towards student instruction days red oak has applied and been granted those waivers this year with the changes with covid and all the unknowns ta did not release and did not rule on this until january 18th that they released this for the 2022-23 school year because this is important because we can't do a calendar unless they're gonna allow us what they're gonna
allow us to do for next year so with that we've been waiting and they allowed us and so we're bringing tonight to ask you for the waiver to for the 20 100 minutes i will submit the waiver see if it's accepted and then we can begin fine-tuning our prospective calendar for the 22-23 school year which we've already talked about some things with the uh rokak and dak both both groups we've already talked a little bit about uh calendar options for next year it's not i'll just tell you now it's not real pretty the way the calendar is aligned and with our travel opportunities anybody have any questions if not we have a motion i'll make a motion to the board approve the staff development men's waiver for up to 2100 minutes for the 2020 and
the 2023 school year second we have a motion on mr knight a second by mr sebring all in favor say aye aye aye any opposed same sign passes 601 that completes our action items for tonight you have the information items listed in the back of your your books you have athletic report campus reports enrollment report finance and fine arts reports can i say one thing sure i just want to thank our principals for every month you put out your report and i thank you for those i think we all thank you for those um just another read but hey it's some good read and we appreciate the information that y'all send i concur i'd like to ask a question in in looking at our package today in our um school grades in our middle school
[Music] um for the first for several six weeks the sixth seventh and eighth grading our grades are falling in all grades i mean they're they're moving downward so that's in this report so what do we do about that i'll address uh part of that and mr waller if you have anything you'd like to say you're welcome to i know that um many many gaps are existing still in in all grade levels and i know that they are doing all types of things during the school day we did have the um week of of instruction intensive instruction that we did and i think we did see some gains in that i believe 11 percent machine like is that correct across the district so we did receive gains there we are very aware we still need additional
gains so we are already looking at opportunities in order to give more instruction during the day and as well as summer but i'll let you mr waller address things that you're doing in particular at the middle school well one of the things that we're coming back from covet that we're working on is motivation uh just and i'm being very honest with you just kids seeing the importance and so um with all the things that miss stanford saying we're also doing giving kids opportunities after school we're also with kids that have to come for attendance and some things on saturdays we're actually working in instruction there to do some credit recovery there so there's a lot of behind the scenes credit recovery things we're doing to close the gaps the other thing that you'll see it's
actually starting this week is we're doing a lot more positive rewards uh kids you know as they earn things are getting some things and get into drawings and you know tardy passes free popcorn you know that kind of stuff so we're aware of it we're trying to attack it from different areas and so that's kind of where we're starting so we'll see it in our next reports is the results are good i'm hoping that we we grow one percent better at least yeah because these are pretty like our eighth grades at 52 passing yes ma'am and that was as high as 66 percent so yeah so that's good and see we'll see growth in our next duty your work yes ma'am thank you mr waller anybody else all right the time is 7 51 pm
the board will adjourn in a closed session pursuant to multiple texas government codes as listed on the agenda
