performance objectives. Those are the ones that uh coincide with the report which is a 2425 uh report. And of course you have in this section for every campus uh those perfor uh performance objectives uh include the data analysis. they have their the based on needs assessment as to how they created their performance objectives and of course those are updated um every year and then there is a report on violent and uh criminal incidents that we're required to to submit and uh this is a requirement from section 39306 and the report must include the number the rate and the type of violent or criminal incidents that occurred on each campus and a description of the violence prevention and um policies, procedures. And um in the report um there was only one incident that was reported under

the violent criminal and it was at one of the campuses and it was um um a knife that was a little um that it meant the size. Everything else was zero. We didn't have any criminal incidents at any of the campuses. Under section six, it's a student performance in post-secondary institutions. And in this section, um it is a report on student performance in post-secary institutions during the first year enrolled after graduation from high school. So it's like how many students enrolled once they left us. So the report has that information and it comes from the higher board of education and it has specifically as to how many students uh they were able to track in public schools. Um, and of course that's who creates the report. It's the Texas Higher Education Coordinating Board. And it

anticipates releasing an updated report um January 26, but this is the latest that we had thus far. So, what you have in your report will be the latest one because it was released at the end of January. Uh section seven, it's the progress of the district and each campus towards meeting um uh board adopted um three goals and in this section um this is the annual report that comes to the board. It works with the goals and and how we're meeting the goals towards uh early childhood literacy and mathematics and of course the CCMR uh plans and that were adopted. uh the progress uh is made by the district and each campus is summarized in the house bill 3 progress reports provided to the board. Uh so that particular section will have uh how we

are moving along uh and reaching our goals for house bill 3 not only for uh early literacy but also for CCMR. And the last section of the taper report of course is your glossery. And like I shared with you, um it is in English and in Spanish. And it really helps um for all of us, not only our community members, but everyone because there's a lot of vocabulary words in there. It's like what does all this mean? But it's nice to have the glossery in both English and Spanish in the back of the document and it provides that um that um flexibility for us to be able to define that. So that is what the taper report uh contains which is those eight sections. And of course, if there's questions specifically to the report, um,

of course, they can contact me. We have, um, always, um, um, a printed a printed copy of the of the taper report. In case we do have a community member that cannot access it online, we do have copies here at central office that they're um, welcome to come in, take a look at it. Uh, but and we have that available. Um, at this time, um, I would like to invite Mr. Garcia to to the podium. I would like for him to share briefly with you how our strategic plan that we have in the district and how it's tied in to our taper report and how it's aligned with um, uh, the information in the report. So, hand it to Mr. Garcia. >> Thank you, sir. So of course every every aspect of the taper um

pertains to obviously the progress and the the success of the district and that is really what our uh strategic plan is and for the four PE uh pillars of of teaching and learning right so we have um just to kind of give an update also with how we're doing in academics and and the update for TNL teaching and learning um so really to combat and to really look at how we're progressing we're really focused on those four pillars of course tier one instruction learning walks PLC's and of course our last pillar of coaching and just to give an update of how we are doing and where we're at I want to share um some good news with the with the board on tier one instruction um how we're doing there is we are actually getting

ready to get additional support and we we did that by applying I know we brought to the board a couple months ago um that we were going to be applying for that lasso grant the learning acceleration support opportunity unities grant. We were awarded two of those grants. Um so we're very very excited to enhance and bolster our tier one instruction for the district. Um we are going to be um additionally getting support in our PLC's for that with lasso. Um so we're really excited that that is going to enhance the learning and success of the school district. Obviously with the learning walks in our strategic plan that's part of the the four pillars we are encouraging and and also um doubling down on learning walks and more so I want to highlight that now the

learning walks have evolved into where we're actually doing learning walks during our intervention time too not just the cheerwood instruction but also through intervention time. So I'm really excited that now we are actually looking at how we're um supporting these students that need the added support and how we're going to evolve that framework for them too. um PC's we're continuing the work with PC's with um NIT with our um guru Robert Stell we're enhancing our IoT on on campus IOTS are our instructional leadership teams with our campuses where they're going to go in and look at instructional what we're doing in the camp in the campuses and also being those stewards of instruction with our principles at the same time we are also gearing up for some some walks with the service center the service

center is going to be coming in and then we have a visit from TEA coming as Well too. Um and then of course of of course our coaching um how it ties into the taper is also that we we always want to evolve right we always we want to evolve as educators and teachers and then also our campus principles. We're always learning with NIT with Robert Stale how we can become better coaches coaching and how we could actually evolve our teaching um efficiency. Right. So we're continuing that work with NIT. NIT will be um in district um coming up in March. They're going to be observing our IoT and giving us feedback on how our IoT are performing and then um enhancing that framework too. Any questions? >> Thank you so much. >> Yeah, we're

very excited. I um we will share the the amounts of what we got and what we're going to be doing. We're partnering with some of our um providers to get the enhanced mode. I do want to share that we're getting additional support in K5 reading. So, I'm really excited that we're going to enhance the literacy um for K5 with our new um last opportunities. >> Awesome. Good work. >> Thank you. >> No questions, trustees? >> Um Madam President, this is a public hearing. Is there any anybody from the public who has any questions for our staff? Anybody interesting interested? Again, if you are are interested, you can contact Miss Nilas. She did provide her information there with any questions on the taper report. Um >> I would I would like to have a copy of

the taper. Dr. >> Yes. Yes. For myself, please. >> There being no questions from the public or the board. Madam President, I like to make a motion that we reconvene to regular session. We close our public hearing at 6:25 p.m. >> I second first by Mr. Martinez, second by M Miss Gobos, Dr. Mr. Martinez. Uh roll call to go back into uh regular session close public hearing. Mr. L. >> I. >> Mr. Ku. >> I. >> Mr. Goss. >> Hi. >> Miss Garza. >> I. >> Myself. I. Mr. Marin. >> Hi. >> Motion carries. And for the record, Miss Uh, Pia, Mr. Marin is here as of 6:14 p.m. >> Thank you, Mr. Martinez. Next item on the agenda, awards and recognitions. Dr. Quig. >> Thank you, Madam President. Trustees. It is a wonderful evening

when we can bring our students and parents together to recognize the brilliance that's happening in the district and that has happened. So, at this time, Miss Alejandro is not here this evening. So, I'm going to invite Josh Garcia back up and facilitate this portion of the meeting. Floor is yours, sir. >> Yes. We're always a family here. So, anytime one of us is not in the room, we got to punt, we got to pivot, right? So, we're going to go ahead and go over celebrations. We're going to talk about um some student recognitions and then also our proud year picker award. Um I want to start off with saying, of course, good evening, Madam President, members of the board, Dr. Quick. Um this evening, we have some exciting recognitions. First, we would like to recognize

six outstanding RECS students for the accomplishments that they've they've you've brought to the district. So, I want to actually turn it over to our staff from the high school. They have they can do this way better than I can. Okay. So, I have two amazing educators that are going to announce the accomplishments for their students at their campus. >> Good evening, Madame President, board of trustees, Dr. Pig. best best part of our day today is recognizing uh actually seven students from Robsontown Early College High School that have really taken the opportunities that we have given them as a district and they have exceeded expectations. Uh just keep in mind that when I acknowledge these young students, these young adults, uh that they are not only academically inclined to achieve certain goals, they are also part

of FFA, powerlifting, NHS, NTHS, and other organizations. So being able to accomplish what they have done um and be able to maintain uh their involvement in other activities is just amazing. also along with their community service and giving back to their community. So, first I would like to recognize two outstanding females who have really set the bar at Robstown Early College High School. In May of 2025, we had Miss Katrina Herrera and Andrea Martinez, who I'd like to have them step up. So, Katarina Herrera and Andrea Martinez both received their associates degree in liberal arts as juniors. They are not even seniors. >> WHAT? >> WOW. UH, in May 2025, uh, Miss Heretta and Miss Martinez, both juniors at the time, walked the stage at Delmare and received their associates degree in liberal arts. So

big accomplishment. Kudos to their parents. If their parents are present, can you please stand? >> Thank you so much for all the support. >> Ladies, we're very proud of you. So >> incredible accomplishment. You'reing brilliance. We're going to take some photos here. >> Okay. Got to walk. >> I get to be the photographer. >> It's all family multiple hats. >> I know parents are gonna want pictures. Yeah. A minute. Next, I have um four students that I would like to recognize uh who also has have um received their Delmare College Associates degree in liberal arts. I'm going to introduce three students and then the fourth one I'm going to have Mr. Brownley come up and give a few words because our fourth student that I'm going to announce um has really uh made Robtown history

and what he has done with his his academic career and pathway. So at this time I would like to introduce Alexis Garcia, Evan and Aosa and Lee Robbled all who received their associates degree in liberal arts in December of 2025. And mind you, they will not receive their high school diploma till May of this year. So big, big, >> Mr. Brownie. >> More brilliance. Uniting brilliance. Wow. >> We're going to introduce the fourth one. >> Okay. >> Yeah. >> Fourth one. >> Okay. So the next the next student that I want to introduce is uh Mr. Levi Hereda. And what makes Mr. Hereda so unique is that Mr. Hereda is the first student in Robson ISD to achieve an associates degree that carries both the technical coursework from the level one level two instrumentation and

academic dual credit courses. All right. Good evening everyone. Uh my name is Tyler Brownley and I'm the instrumentation instructor from Delmare College teaching dual credit over at the Broadtown High School. Uh 2018 I started teaching and during that time I've seen the high school students coming into the program struggling with transition from junior high to high school and then getting ready to leave high school. on their journey into life. In 2022, a new group of students came in to the program. I noticed one student, Levy Herrera, who was quiet and reserved, trying to grasp program and high school atmosphere. It took a couple of semesters to get him to open up. But when he started to ask questions and began to understand the program, he made the decision to quit sports and focus on his

academic career path, which led him to complete his associates degree before his high school was complete. During my time with him, I saw him and helped him build his foundation on solid ground, not only in ep academics, but in life. And I know that with this foundation he was he has built he will succeed in whatever he chooses. Levy, thank you for being a student of mine and I wish you the best of luck in pursuing your bachelor's degree at&m Kingsville and then in your future career in the industry. Thank you. Oh my god. Mom said looking down. Sorry. Got to make sure you get a good picture. >> Thank you guys. >> Thank you. Congratulations, guys. Congratulations. Congratulations. >> Congratulations, Lovey. Um, also I would like to uh recognize the parents of these amazing

students. So, if you could please stand. Parents, thank you for the amazing job and partnership you have with us. Thank you so much. >> Thank you. It definitely starts at home. >> It does. >> Thank you parents for all your support. >> At this time, I'm going to turn over the mic to Mr. Portillo so that he can introduce our seventh student of the night. Thank you. >> All right, Madam President, members of the board, Dr. quick. So, uh, one thing that I love about my job is to, uh, get to interact with our students every day, day in day out. And, uh, something that I can tell you is that our students, you know, they tell their story every day. And that's my favorite part, you know, getting to listening to that story. And

I can tell you this next seventh student that I'm going to introduce, I am so proud. I've seen him grow, you know, coming in as a freshman to the young gentleman that he is today. Um, I can tell you that he's made history at Rosstown Early College High School. Um, he is the first ever to be certified and this is a long name so bear with me. It's the National Occupational Competency Testing Institute or NTI Broadcasting and Journalism CTE certification. So, he is the student uh first ever again uh that got certified Monday, January 20th, and he's shown his dedication, strong technical skills, and passion for storytelling and media excellence. So, can I have Andrew Martinez up to the stage? >> All right. So, one thing about Andrew, I will tell you, you know, he

is an amazing storyteller himself. You've seen him, I know you've seen seen him around, whether it's an athletic event, a fine arts event. His face is glued with his camera on his hand and he is recording and taking pictures of everything. Uh, Robstown Early College High School. Definitely, I do want to congratulate Andrew. He's been accepted for this upcoming fall at the Texas State University where he received a uh scholarship to study digital media. This scholarship will cover his entire schooling. So definitely proud of Andrew. We do invite you to come out to Robstown Early College High School at three on uh February the 19th at 3:30 p.m. at the Gillespie Gym where he will be uh signing his commitment to Texas State University. Congratulations. And I do want to take a moment to recognize

his parents that are here in the room. Uh definitely a great partnership between Robstown Early College High School and them uh to to have Andrew accomplish this. So mom, dad, kudos. And it's just January. More to come. Thank you so much parents and audience. Thank you for helping us celebrate these amazing students. Thank you so much. best part of our day, right? >> Thank you so much, y'all. So, we have one final rec recognition tonight and it's the proud your picker award. Today, we recognize um my colleague on my team on part of our team. We have Miss Sandra Blandon, special education director. Miss Blandon was nominated by a teacher who shared that she learned something new from Mrs. Bllandon at every interaction. She is described as an excellent trainer who ensures teachers and staff

are properly equipped to serve students and as someone who truly supports educators in meeting the needs of our special education population. Miss Vanton, thank you for being part of RSD and we're proud you're a picker. pretty awesome. >> Thank you so much. >> We do want to thank our picker partners, Vitality, uh, Hermanos, Solis, and Dairy Queen with some gift cards for yourself. And Madam President, those are all recognitions for tonight. >> Thank you, Mr. Garcia. >> Madam President, let me just address uh the parents again and how much we appreciate your commitment to raising children that going to take care of us when we're old someday because we're not there yet, are we? But your home investment, we know the home is the first school, as they say, right? And we know the parents

are the first teachers. And Mr. Grove, we know that reading is the first subject, right? And the parents have done that here with such brilliance. It's an inspiration to all of us. I know I speak for everyone here. It is inspiration. It is the best part of our day. And so, we just want to take this moment to thank the parents and the grandparents that are here that are really raising the next generation together alongside Robson ISD. God bless you all. Thank you again. >> Thank you everyone. Next item on the agenda, uh, president remarks. First one, TASBY Governance Camp powered by student voice. Our students are presenting on Friday. Is that correct, sir? >> That's correct. >> Um, I know that I'm registered to go, Mr. Martinez and Miss Gallopos. I'm not sure if

anyone else is registered. Um, if is it is it too late to register? >> No, ma'am. >> Okay. So, if you if you would like to attend, let Miss Eid Man know. >> Yeah. Oh, so we need to let you know who's not going. Okay. So, I'm going for sure. Mr. Martinez and Miss Vobos. >> So, if any everyone if you're not going to go, please let Miss Irma know so she can cancel our registration. >> Um also, um I believe that Dr. Pig and some of his staff is presenting on Thursday. Correct, sir? >> Uh the teachers are presenting alongside the principles, myself and um Mr. Garcia, I think. But I think the teachers, principles are going to lead that. It's going to be pretty awesome. >> I will miss that, but I will

be there on Friday. >> Thank you, ma'am. >> Um, also just another reminder, I will get with everybody on the date that is convenient for you to have our superintendent evaluation. Um, I'll make phone calls on that. Uh, last uh rescheduled board meeting for March 9th to the March 23rd. That is spring break week. And then when they come back from spring break, it may be too soon to have a meeting. So, Dr. Dr. Pig has requested March 23rd. That is a Monday for our next board meeting. If you can look at your calendars and let me know, I'll send a text message. >> March 9th is March 9th. March 9th is spring break week. >> Okay. >> And that does it for president remarks. Uh, next item on the agenda, superintendent reports. Dr. Pig.

>> Thank you, Madam President, trustees. Let me fire up the PowerPoint if Mr. Brandon Kio is here. get that going. And while that's coming up, I really want to talk about four things. I know I typically talk about enrollment and attendance. We'll touch on that. Yes, sir. Yes, sir. We'll touch on the state of the budget. We will also look at some transformative learning that's happening and and then talk about some donation. Uh why don't we Tesla has committed $10,000 to be the uh sponsor for the foundation. And so thank you Tesla if you're at home listening. We appreciate your investment in our students and staff. Uh also Miss Bubbles, we know we advertise this, but the Y ranchers came in with $50,000 for the foundation. >> So that's huge. That's 500 0. That's pretty

good. All right. So we're excited about that. And the caterpillar hunting camp also came in. La Or uh I can't say caterpillar today. I don't know why. vet supplies, shampoo, flea and tick dematting brushes, clippers to our CTE vet class. Mr. Bortillo, I know you're very grateful for that. >> So, ah, >> just appreciate their extravagant generosity, our kids in our program. Want to make sure we handle that. So, let's go to uh out of order here. Let's hope transformative learning experiences. This is what I hope everyone who's listening at home and the folks in the audience understand. This is just a collage of some things that are happening from the teaching and learning side. This is the core business that doesn't say transformative testing. It says transformative learning. The very very center of the

page is a second grade class and this is their journal and this is in their curriculum amplify. This is a student's artifact of their insect journal log. What you see there is some comparison and contrasting going on between what? Complete metamorphosis and incomplete metamorphosis. Second grade, Miss Morales, that's your class, your teacher. Good stuff is happening. I couldn't be more humbly proud of the effort that our principles and teachers and aids and staff and nurses are making to raise the level of the transformative learning experience that's happening. If you look on the left there, there's a reading passage there that a child is discussing and making inferences. Right below that, we know that we'd be remiss if we didn't mention our music and our creat creativity that happens in our campuses. There's Aiden playing piano.

Upper right hand corner, of course, we have our focal. At the bottom there is a really cool anchor chart. Third grade and that is the anchor chart for persuasive writing. We know that writing is the litmus test for thought and kids are practicing writing religiously across the district and it's exciting. So the transformation is happening and if we're looking for slow steady measurable results data it takes time but what we have to be really really encouraged by is the effort collective effort we're making as a staff. It is nothing short of inspiring. Let me go to the next slide. Mr. Please. Now, we know we have some school improvement support happening. It's the service center and the Texas Education Agency is here. I want to give just a little deep dive uh for the board

and the community about what that support looks like in terms of learning. We call them learning walks. They call them classroom observation, but they're learning walks because every time you go on a walk, you learn about uh what's happening that informs your practice in your PD. I'm going to take one and pass it down. Oh, two. Can you give me one there, sir? Thanks, sir. Take one here. This has a very interesting name at the very top of this. This is an observation tool that the Texas Education Agency is using alongside our principles and teachers and central office to calibrate on instruction because at the end of the day, the most important thing that our kiddos have to experience is high quality instruction, right? So if you will turn your attention to the middle of

the page and I won't go into the whole weeds of what domain 2 and all that is. I'll just say this these highlighted areas trustees and community these are the look fors. So we walk with tea when we walk with a service center when we walk with our teachers and our principles and our admin these are the look fors that we calibrate on. So if you look in the middle there what do you see? There's two highlighted there in the academic expectation of rigor lesson. I'm going to ask Mr. Martinez to read those two in the middle there. Sir, >> under academic expectation and rigor of lessons, is that correct, sir? >> Yes, sir. >> Okay. The lesson taught is within plus 5 days of the scope and sequence, the district approved curriculum is used

for tier one instruction. >> Thank you, Mr. Martinez. So, as all of those parties that I mentioned walk together, we're asking ourselves, yes, is this lesson taught in the scope and sequence plus or minus 5 days, right? And is this the district high quality instructional materials that support tier one instruction? Make sense? That's what we do. If you go to lesson delivery, there are two more that are very very important. I appreciate appreciated one's participation here. Um there's two there. Um the first highlighted one there. Mr. Gigos, you're dying to read that one there. I can tell. >> Students spend the majority of the lesson engaging with meaningful grade level practice tasks and questions. >> Thank you, sir. So we are looking and we're walking the classrooms and going is this happening? Are students engaging

in these grade level practices and we come out and we use our format? What did we see for evidence to support that? What do we hear? Evidence to support that. And what are we wondering that might inform how we help uh the team improve in those practices. Does that make sense? The the next one that's highlighted there, I just have a couple more after this. It's just important that the community knows and the board knows what we're doing to improve our practice. Does anyone want to read that next one there? Anybody? Buler, >> I'll read it. Students are engaged. Are you talking about that? Yes, ma'am. Students are engaged in tasks and questions throughout the lessons through multiple engagement strategies, independent partner group practice, think pair, share, turn and talk, everybody writes, write, whiteboard response,

etc. >> Thank you, Madam President. So again, looking for those things that demonstrate that the student is making the cognitive lift, not the adult, right? The adult is guiding the discussion, but we want the student to make that cognitive lift in the lesson. And this last one here, just again, look for is when we walk together. This is monitoring student work and adjusting instruction. I'm going to call on my fellow teacher here with me, Mr. Gigos, to read that last one there. The teacher deliberately checks for understanding through questioning, student work tasks, and formative assessments throughout the lesson. >> Thank you, sir. So, we'll look for is formative assessment happening. And by that, we just mean it's not assessment of learning. It's assessment for learning that happens in the moment. So, these are the things

we want to make sure that everyone in the community is aware of, how we're really supporting school improvement collectively, locally, in the region, and the state. Okay, Mr. Kio, these are important things that are happening. Mark your calendars. Literacy is everything at the lot speech leadership academy. Mrs. Padia in the house. We're having a big library reveal on Thursday at 5:30. We can't wait and want to thank the service center and helping with that grant and it's really really exciting. Madam President mentioned the two things coming up. We've got the RS RSD team that's presenting at the governance camp and of course our high school and junior high kiddos are presenting on Friday. They're going to do that together. It's going to be awesome. >> Do we know the topics yet or no? >> We

do. We do. >> Reveal those yet? >> Yeah, we'll we'll reveal them later. Yes, sir. Stay tuned. >> And then the women in education awards uh will be that Friday before spring break. And we have nominated three brilliant women that have impacted and left a legacy here, not just in Robstown, but um beyond really. and that is Miss Cecilia Luetta, uh, Miss Corno, and Mrs. um, De La Pñena. So, we're going to honor those three ladies. Welld deserved. Um, yeah, if you're listening at home, give them a round of applause. There's some brilliant educators here. Um, and then spring break is is uh upon us. There's the dates 9th through 13th. We'll go to the next slide. >> Where's this celebration going to be, sir? >> It's going to be at the Omni. >> Okay.

>> Yes, sir. I'll send details out to everyone. Perfect. >> Yes, sir. >> Uh, I want to talk about enrollment. You know, this has been the topic. If you go to the last row there, how many students have we lost? Our CFO will tell you 117, right? This is a struggle. We had gained se 160 1560 kids the last couple years. So now we're having a challenge. This is across the state. I was talking to two superintendent colleagues today and one she was telling me, she goes, "How's it going in your district?" Yep. It's challenged. Know the education savings accounts are real. Vouchers are real. It's out there. This is going to be something we have to we can't say the sky is falling but we we have to be real strategic in the way

we do do business for our parents and students right so what does that challenge mean spec because of this and the first way to improve is to address the reality we don't skirt around stuff this is it this is where we're at we've done really really well now we've got this challenge and how would how do we respond to that challenge is is what's most important so how are we responding we go to the next slide Mr. video. So really look at four things. We had the district-wide virtual meeting with staff and board members were invited to that as well. That was to let everyone know, you know, where are we right now in the fiscal state? Where are we going and you know, how are we going to improve and get there? That was

a a good virtual meeting. I think some of you participated in that meeting here. Uh we also had a budget workshop with the board, right? We had a budget workshop and everyone participated. We went through some of the potential strategies. Uh number three is for me and Missy Snadows. We have been training away on deficit budget series. We're training again for two hours today. It's our third session. So, we're investing in ourselves to make sure we know how to navigate this for the students and the staff and our broader community. One of the ways where we are suggesting navigating this is obviously the voter referendum which is just moving money from one side of the bucket to the other side of the bucket and using the fund balance reserves we have in interest in seeking

to pay that debt down and free up operation money for us without raising taxes. Right? So that's the strategy. We'll talk about more tonight, but that's the update. Madam President, >> thank you Dr. Quig. Any questions from the trustees? Thank you, Dr. Quig. Next item, presentation, formational items. First on the agenda, academic update, TIA update. >> Thank you, Madam President. We're going to invite uh Miss Silvas up for a TIA update. We we covered a lot of the academics during the taper, but we do want to cover TIA. There's some good stuff going on in TIA. Oh gosh. Good stuff, Mrs. Silvas. Oh my god. >> All right. Lots of stuff. You have the the road map. It's straight. You see that, Mr. Martinez, it's straight. Lots have happened um during the month of January, but

I would like to highlight and you can you can you can uh review that, but I'd like to highlight that we had our uh committee meeting with the TIA committee, the the representatives from every campus. Um we had that train uh that meeting January the 28th. We shared with the with the committee phase two and then we discussed the application and the timelines to submit our new application. It was a great meeting. Um we had attendance. It was great. It was really nice to to hear them and to listen to their questions that they had and to share. We we needed some input from them and it was a great meeting. But I would like to highlight we started uh meeting with the teachers uh at the different campuses and today we were at Robert

Driscoll Elementary reviewing middle of the year data. We have MClass data. So we wanted to share with our teachers where where are they at this point? You know how how much have their students grown from the beginning of the year assessment to the middle of the year. It was so exciting. It was so exciting to sit there and we were ready to present the data. There's Miss Morales. We were ready to present the data. The teachers knew their data. They knew their data. It was like, wow. Wow. What a great feeling to go to the campus, share their data, and they know it, you know. So that means what's been happening at the campuses you know during their PLC meetings that's what's happening they are reviewing their data and making adjustments as needed. Uh so

when we reviewed their data it's like oh I you know I could have done a little bit better because and not only did they know their data but they knew their students by name and need. Teachers were able to share with us list of students what the students needed how they did on particular skills. It was a great great morning at Robert Driscoll this morning. Of course, we were at San Pedro also the day before. We will go back to Robert Driscoll tomorrow morning and then we'll finish up at Lots Beach. But it's exciting to be able to meet with our teachers and let them know where they're at with the middle of the year data as we move through the process. It's exciting. Uh lots of work ahead of us, but the road will

eventually get bumpy. Okay. But right now, it's been it's been a smooth ride. exciting news, CNIA. Okay. But of course, you'll see the spec specificity in the in the road map there. >> Awesome. >> Any questions? >> Miss, why don't you share one little anecdote? No names, no classrooms, just just maintain as much privacy as we can. But there was something pretty emotional today. >> It was it was really emotional. We were sharing the data with the teacher and she actually started crying. She could not and she knew the data, you know, she knew her data, but to to have someone else look at her data and to know that what she is doing is being successful, you know, and it brought tears to her eyes and it was pretty emotional. Where where where's my

other partner there with Rachel? It was very emotional to see her and she says, you know, I guess y'all are going to make me cry. Well, because what you're doing is is working, you know, and you're showing your student growth is there. She has the highest student growth at that particular grade level in the district for that particular grade level. So, it's whatever you're doing is working, you know, because sometimes they feel they work so hard and they don't know that, you know, really are we making a difference, you know, are we moving the needles? are our students really growing and um they were very appreciative because we're going also we're sharing with them the actual reports the MClass reports which they were familiar with which is really nice because that that reassures us that

they're looking at their data right but there were some things there that we were able to point out to them uh for activities that they can they can work with the students in case they're having difficulty in certain skills so that they could address that. But it was um it was pretty emotional. She got very emotional. It was just she just could not believe the amount of growth. She knew that the students had grown, but she didn't know how much they had grown. And it's only the middle of the year. So we share it with staff. You know, you still have the rest of all of February. February. We just started February, but we're going to ret we will test again at the end of April. So I can only imagine how much additional growth.

And there was the majority of the teachers that we met with today had significant amount of growth in the middle of the year. So that was very encouraging, emotional. It's just really great to see our teachers uh take that to heart that what they're doing is actually meaningful to them and that they're having such an impact. So congrats to our teachers. >> Congratulations to whoever that teacher is. >> Thank you, Miss Evas. Go ahead, sir. Next item on the agenda, M update. >> Thank you, Madam President. Trustees, Mr. Lover is ready to give a riveting update. >> Good evening, Madam President. Dr. Pu, board members, uh, just continuing on with some progress on the operation side. As everyone knows, uh, where we met as a committee, but the fieldhouse has officially started. Uh, the demo,

uh, has begun. Uh, they've done a lot of it. I think they should be finished by the end of this week. uh permits have been pulled on the building and the uh plumbers permit. Next part will be uh what they call earth and underground work. That's prepping for the plumbers and that will be about a month. So a lot of things you may not see out here but they're really working. Um so we're excited for that. Um we're just going to continue forward with that. Uh we're going to have meetings as a committee. Uh but every month I will go ahead and brief uh the board and the community on that. We want to be as transparent as we can. It is a good story. we do have a good plan and we're excited to

start seeing you know some progress over there which we are. So, uh you know just moving forward with that. I will continue to keep you updated on that. Uh I am excited about this on our athletic facilities. There was a lot of things that we really needed to to address, but I was really wanting to wait till this semester because first semester, you know, I want to make sure no emergencies pop up and, you know, I get a budget at the beginning of the year for operations, plant maintenance, and uh I I I want to get through the first part of the semester knowing that no emergencies came up. So, I have a list of things that we'd like to do, you know, that we have funding for that we're not having to go ask

Mrs. Nettles for more money or Dr. Pig. Um, so we we have done a lot of things uh at the athletic facility. When you go to the baseball games now, you'll see the bathrooms. We we painted the inside of the bathrooms, did some nice flooring in there. You'll see it's red and white. It's pretty sharp. Uh some of the boards, remember last year, a lot of the boards when you sit down at the bleachers, we replaced a lot of those. Uh the big red wall, I I just didn't like the way it looked. It was needed a good little paint job. We got that done at the Gillespie gym inside the boys and girls bathrooms. New paint, uh, new sinks, new urinals, uh, things that we just need to keep up with, right? And, uh,

a big shout out to Albert, his crew, Mr. Hector, uh, our electrician. So, a lot of it was work we did and some we contracted out, some was donated. I know. I thank Hector and Mr. uh, Kantu, thank you for bringing that up with the sand. They donated a truckload of sand for our sand pit at the track which was very well uh appreciated and needed. So I called him and thanked him but thank you too sir. Um the doors at the Kario gym were getting all new doors. Some of it is with uh federal a lot of it is with federal funding. Uh so thank you Mrs. Neto Dr. Madano for helping me. I know that was a pain but she really helped me. Uh Mr. Vin your team what is it called? CBDM

committee >> SB. I'm still learning that piece, but thank you for that. Y'all moved on that quickly. >> So, there's so many acronyms in the education. >> I know, sir. That one I had never heard of and I was in the in the safety world, but but thank you to that committee for moving so quickly on that. The doors have been ordered, so we'll get all brand new doors out there, which was also needed. Um Oh, piping. We did this. Uh oh, softball field. Let me go on to that. New lighting at softball field. Last year, we had seven or eight lights that were out. Uh we've replaced them. They're all working now. The slats we're putting them in this week, Mr. Ku. Uh 700 wing. This was something that came up. This was something

that wasn't planned. This is part of having that budget, right? Is a lot of that is uh in the 700 wing. The is cast iron, right? It's old old. And we had to replace about seven uh 70 feet of that. Um so we're finishing that up tomorrow by lunch. And that affected the choir and the vettees. Um, but we we fixed that. Uh, replace it with, you know, PVC piping. So, that's been done. So, a lot of stuff got done this this month. Very proud of the work that all the guys have put in. Uh, they go, uh, unnoticed a lot. So, I want to make sure that, you know, I put them up there and let them be praised for the work they did. Mr. Gyos, uh, Mr. uh, Hector Albert, Felipe, that whole

crew. So, you know, it was a good week, good month for us, and I'm just proud of the work that we continue to do here for Robson ISD. >> Questions? >> Great update. >> Hey, sir. Uh, I was asked a question. Is the stadium open to the public on certain days for like for them to use the track for running or anything like that? >> No, because the gates are locked. I mean, >> but they're more than welcome when you know our youth is doing football or track. >> They're open. Yes. But the gates will close. um when our last employee leaves. But yeah, it's open to the public as long as But see, now it's track season, so it's kind of tricky, right? So, our our athletes need to track. >> A group of

runners in town that was asking about it, but uh they they like to train there, but >> I don't know. I'll find out. But >> yeah, I mean, it's open to the public when we're not using it obviously, but yeah. >> And we'll always coordinate. >> I didn't know that. >> We >> I didn't know because we've been told right in the past that it's been closed to the public. So, we are open to the public now. We >> we are as long as we're not using it. But then when we do close at night, we lock up and that's when we >> Yeah, they get and that's what I told him. I said we don't have any any personnel there. I mean, obviously it's going to be closed. But >> yeah, but there's there's

nothing wrong if you know our youth football is using the football field and somebody wants to come run on the track. I mean, it's should be open to them, but >> that's great. >> Yep. >> So, with baseball season coming up, have we already checked the scoreboards at the fields? >> Yes, sir. Scoreboards are up and going. Okay. We actually had uh Spectrum come out and um do a little check on them. So, good to go. I don't mean first pitch they don't go out, sir. But we're hoping not. >> Yes, I know, sir. >> Along with that, you know, we're on a new realignment. Uh I don't know if you saw that, but our our fall sports realignment came out. So, we're excited about that. It's a huge district now for football. We we

got lucky though. We got three valley, you know. We got Port Isabel, Lagulia, and uh >> Leveria. >> LaFeria. >> No, Laia. >> Laia. We got lucky. Two of them are at home. So, this year we'll get them at home. We don't have to travel. >> So, but we're excited about that. >> Good deal. >> Thank you, sir. >> Thank you, guys. Appreciate it. >> Thank you, Mr. Lover. Next item on the agenda, Robstone ISD safety update. >> Thank you, Madam President. Trustees, let's invite our chief of police, Mr. Tlay. Good evening, Madame President, Dr. Pig, board members. Um, I only have a few things to go over today. Uh, on our last red day, all our district officers were trained and stop the bleed, but they are now trainers. So, now it's a uh

opportunity that our officers can train the district whenever we have any opportunities for training to go over that, which is has to be offered once a year through the district side. So, we have our own people that can do that training. Now, uh, we are currently working on several grants. The grant we're working on currently is the active attack response equipment which is for specialized equipment for the district uh with house bill 3 that 33 that passed there are certain things that each campus has to have. We are we have been working but when this grant came up I got with Mrs. Naros to start looking at the funding for it and again this grant came up so we uh we started the process to uh moving forward on it. Um again we are looking

also there is a cops hiring for staffing. There's a cops SSV uh which is a grant for it's up to 500,000 for safety equipment and there is a stop grant which is also for safety equipment and infrastructure support but those haven't came out yet but we are waiting to start the process. Uh we also have um kind of save the date for our district our next our summer district safety committee meeting. I do have a meeting with the superintendent so we can set that date and uh invite everybody who's a part of the district safety committee team. >> Great. >> Sir, I saw on uh on our Facebook that we were hiring. Have we um had any applicants? >> We do have applicants. I just haven't uh been able they got the paperwork for me

today. I just need to go pick it up so we can start the uh interview process. >> Okay, >> great. >> Thank you, Chief. >> I just I don't have a question for him, sir. for you uh grant writers for elementaryaries. Who does that? >> We do. We do collective work on grant writing. >> But who's we the administration? >> Myself, central administration, uh campus administration. Yes. >> But we don't have anybody at the at the >> That's all that they do. >> Elementary level. >> No. >> Or somebody that can write grants at the elementary level. >> Yes. We we have the internal capacity to do that. But at the school, you know, at the on the campus, >> on campus, >> uh, I mean, a principal, any principal can write a grant. Um,

but we would always support them in that, but we don't have a dedicated individual on the elementary to write a grant. >> So, if somebody wanted to step up to do that on, you know, on extra time or whatever, uh, would we consider a stipen or something for them? >> Uh, potentially. Sure. Yeah, potentially. >> Yeah. cuz I I think that you have people that want to do that and they would do it on their own time, but you know, we're just afraid to compensate. >> Please do uh that way they can concentrate on their school, their kids. >> Yes, sir. >> That's what they'll talk about. >> Yes, sir. Thank you. >> Thank you, Chief. >> Thank you, sir. >> Next item on the agenda is list of bills and the financial statement report.

They are both in your agenda for your review. Um, any questions, please get with Dr. Quick and he will direct them to Miss Nettles and get answers for us. >> Am I right, sir? >> I see the light bill came down a little bit. >> Um, any So, anybody just for your reference, you have a question, Mr. >> No, not a question, but statement. Uh, I see the light bill went down. >> Light bill went up. Yeah. The ratio went up. >> Down. Oh. Oh, compared to what we Yeah, >> compared to >> And now that now that you mentioned that, sir, um where do I need to submit that? I know I had asked for it last year, but um I know we charge it every quarter about the savings from Ortiz. >> Yes.

>> Um who I need to submit that. Do you have that form I need to >> I do. Let me share with everyone again. >> Yeah. Okay. Just so I can fill it out to see the savings. >> You got it. >> Thank you everyone. Thank you, Dr. Quick. Next item on the agenda, consent agenda items. I'd like to make a motion, madam president, that we approve consent agenda items. >> Thank you, Mr. Martinez. I have a first. I have a sec. Second by Mr. Mini. >> Roll call to approve consent agenda items. Miss Yellows. Sorry. >> I >> Mr. Ku. >> I. >> Mr. Gos. >> Hi. >> Miss Garza. >> I. >> Miss. I. Miss. Marin. >> I. >> Motion carries. >> Thank you. Next item on the agenda, action items. First one,

consideration and possible approval. Sorry guys. consideration and possible approval of an order calling a May 2nd, 2026 election and approving related election documents to authorize the district to restructure repayment of eligible existing maintenance tax not tax notes and lease debt currently paid from M by providing for repayment from INS debt service including approval of related financing documents and projected financial impact and interest cost reduction associated with early payoff at closing. Dr. Thank you, Madam President. Trustees, before we dive into this one, did we get Mr. Lraps on? He He should be on. He's with Tahadina. I just want to make sure he's there. Mr. Lraps, how you doing? Make sure you can hear us. Okay. >> I think he's on mute. >> Oh, he's on mute. >> There you go. It looks like he's on.

>> Perfect. Yes, sir. Okay. >> Yes, sir. Okay. So, just a slight amendment um to this language we'd like to make. Uh talking to bond council uh working closely with Tahadina's firm. There's a couple of things I want to make clear on the consideration and possible approval of a resolution that explains what we talked about in the workshop. So, there's a resolution associated with this that really clarifies exactly the intent of this uh order. So would be consideration possible approval of a resolution and order calling a May 2nd, 2026 election and approving related election documents to authorize the district to restructure repayment of eligible existing maintenance tax notes. And you want to strike lease debt, lease debt. So those lease uh items we talked about, they only have two years left on them. The AG

said, "Well, I don't know about those. If you want to do them, you have to put them in a separate proposition. We can create a lot of unnecessary confusion, right? >> So, it's simple just to go with the tax notes. So, we would recommend striking uh the least components on that. The least uh uh uh least debt >> maintenance tech notes >> currently paid. Yeah. Exactly. So repayment of eligible existing maintenance tax notes currently paid from M by providing for the repayment from INS which debt service including approval of related financing documents and projected financial impact and interest cost reduction associated with early payoff at closing. So that more clearly uh states the intent. Now with that, there's a resolution that our secretary wants to read and I hope everyone at home and around the

world is listening carefully because this is the intent of this order. So Mr. >> Well, before he starts, sir, just for just for transparency purposes with our community, since those two debts are not we're not going to consolidate, what is our savings if this passes today and if it's voter approved? >> Okay, so the savings overall, Mr. L Strath, we've gone through the present value savings and the projected savings. You want to weigh in on that one, sir? >> Sure. Um, thank you all for having me. Thank you again for I would just preface that that right now we're looking at just preliminary savings figures. just like you know any transaction interest time of saleing bonds but um as of this week we have looked at funding of 7.8 million in maintenance tax notes three

series as described in the order um by moving the the uh the loans or I guess the repayment INS the district is able to access the INS reserve fund money that can be contributed as part of the refunding and so depending on the size of the issuer contribution that's going to increase the the overall interest cost savings because you'll be paying off a large portion of the refunded notes with um existing INS funds but we're looking at right now um savings NPV savings net present value savings of about $586,000 or 7.5%. The overall gross savings based on our preliminary analysis into gross being what is the difference between the existing debt service on the 7.8 million in tax notes between the time of our funding in 201 final maturity in 20 240 and what we

be paying on the newer funding bonds. We're looking to take off about six years of repayment. So moving your final payment on the existing notes from 2040 to the new funding bonds the final payment of 2034. So we're lopping off six years of interest if you will. An actual gross savings is about 3.4 million. So that's the difference between the two um principal and interest payments on your existing MNO. in the new proposed INS or funding bond. Um again, that's all preliminary at this time. Um that'll be dependent again on the interest rates whenever we sell the bonds. Um assuming the election is approved by the board and then passed by the voters and then um will also be dependent on the size of the contribution the district makes from the INS fund. But um

certainly the plan will be to maximize savings and then reduce the repayment time on those notes from 2040 to uh something, you know, anywhere from one to six years less than that. Six years is being about the maximum amount we can lop off um while staying at the current tax rate. So, um, just to be clear, if we approve this tonight, just for our viewers watching at home, we are asking for if this is approved by the board, then we are going to ask the community come out in May. Am I correct? And vote for the opportunity to save the entire taxpayer roll call about 3.5 million depending on what at at the time that we do it. Correct. which means we're not going to raise taxes. All we're doing is we're going to use

a different bank account to pay off debt early. And again, it is not going to increase our taxes. That's what we're doing. Am I correct? >> Exactly. Right. >> Okay. >> Yes. Just to to recap. Yeah. There are two two sides of the tax rate and one total tax rate. All we're doing is moving the loans from your the portion of the tax rate that that operates and maintains the the district and moving it to the side specifically dedicated for the repayment of debt which the district controls that tax rate is not set for and you also gain access to your reserve to pay off. >> Perfect. And we're leaving it up to the voters to decide that. Yes, the decision is for the board, but the ultimate decision will be for the on whether

they'd like to authorize the movement to the INS side and then of course the the savings and all that are associated with movement from the INS. We actually execute the funding this summer >> which means that gives us not really wiggle room but a little bit of more foundation for payroll taxes. Correct. For the other important things. >> Yes, ma'am. We'll free up about a million dollars in M&M. >> Perfect. >> Anybody have any questions just to ask Dr. Quick? No. Okay. Mr. Martinez. >> Um staff here and here and all those at home if you can bear with me cuz I need to read this about three-page resolution if you oblige me. is a resolution by the board of trustees of the Rosstown Independence School District explaining its decision for ordering an election on

May 2nd, 2026 seeking voter authoration to restructure payment of eligible ex uh existing maintenance tax notes and committing to use anticipated general fund savings for the benefit of the district's community. Whereas the board of trustees of the Robson Sun Independent School District ordered an election to be held in the district on May 2nd, 2026 when registered voters of the district will determine whether the district is authorized to restructure the debt associated with certain eligible maintenance tax notes tax notes the referendum election. And whereas the board desires to adopt this resolution to explain the benefits of the referendum election to its voters. And whereas state law allows the board to seek authorization from voters to restructure pay repayment of maintenance tax not tax notes currently paid from the district's maintenance and operations fund better known as

M fund by providing for the repayment from the interest and syncing INS fund. And whereas the board hereby finds and determines that restructuring repayment of the eligible existing maintenance tax notes if voter authorized in the referendum election will have the primary effect of freeing up M funds to be used for maintenance and operation of the district. And whereas the board hereby finds and determines that restructuring repayment of the eligible existing maintenance tax notes if voter authorized in the referendum election is expected to have a positive financial impact on the district by saving general fund dollars in the approximate amount of $7,800,000 that would be able to be used for maintenance and operation expenses. And whereas the board of the board acknowledges that the attorney general of of Texas will review and approve the results in

the referendum election and the wording of the ballot ballot language. And whereas the board recognizes that the attorney general does not permit the district to alter or amend the ballot language of the referendum election to explain the benefits of the referendum election or to modify potentially confusing language in the ballot. And whereas according to state law, the ballot will refer to the election as involving refunding bonds. Although the board is seeking to restructure debt, it is not seeking to to construct new facilities and new debt as in the case in a traditional bond election. Whereas by state law, the the ballot language for the election must state the following. This is a property tax increase. Although the board does not anticipate raising the district's tax rate, voter should voters ratify the referendum election. Instead, the

board is seeking to restructure which portion of the tax the district's tax rate pays off the debt. And whereas in black black versus strength 246S SW7980 uh Texas 1922, the Texas Supreme Court recognized that the expenditure of funds by political subdivision is left to the discretion of the governing bodies of those political subdivisions and that the governing bodies may by official action remove uncertainty as to the specific use to be made to be made of funds that are authorized by the elect electorate. And whereas the board desires to exercise its authority under black versus strength and remove any uncertainty regarding the use of funds if the majority of the registered voters in the district vote in the referendum election to restructure the debt, the restructured debt. And whereas the board intends to use the anticipated

general fund savings generated by the restructured debt for maintenance and operation of the district, including employee salaries, wages, and other employment and student benefits. And whereas the board hereby finds and determines that these actions are in the best interest of the residents, students, and employees of the district. And now therefore, be it resolved by the board of trustees of the Robson Independent School District that section one, the board reaffirms its determination that calling the referendum election is in the best interest of the residents, students, and employees of the district. Section two, the funds generated from the restructured debt will be used for maintenance and operations of the district, including salaries, wages, and other employment and student benefits. Section three, any amount of the general fund savings realized as a result of the restructured debt will

be used for salaries, wages, and other employment benefits for employees for such tax year, as well as the district's operation student programs. Section four, the recital contained in the pre in the preamble hereof are hereby found to be true and such recital and here uh are hereby made part of this resolution for all purposes and are adopted as a part of the of the judgment and findings of the board. Section five. All orders and resolutions or parts thereof which are in conflict in conflict or inconsistent with any provisions of this resolution are hereby repealed to the extent of such conflict and the provisions of this resolution shall be and remain controlling as the matters resolved herein. Section six, the resolution shall be construed shall be construed in enforce in accordance with the laws of the

state of Texas and the United States of America. Section seven provisions of this resolution or application. Therefore, any person or circumstance shall be held to be invalid. The remainder of the resolution of the application such provisions to other persons and circumstances shall nevertheless be valid. and the board hereby declares that this resolution would have been enacted without such invalid provision. Section 8, it is officially found, determined, and declared that the meeting at which this resolution is adopted was open to the public and public notice on uh public notice of the time, place, and subject matter of the public business to be considered at such meeting, including this resolution was given as as required by chapter 551 as amended Texas Government Code. Section 9. This resolution shall be enforced in effect from from and after this

final page and it so and it is so resolved on this uh February 9th, 2026. Adopted. >> Thank you, Mr. Martinez. >> I swear I saw the words going like this at one point. >> Tre uh Dr. Mr. Pig, your recommendation >> uh recommendation is to uh approve the resolution as presented in red and the order calling a May 2nd, 2026 election and approving related election documents to authorize the district to restructure repayment of eligible existing maintenance tax notes currently paid from M by providing the repayment from INS, including approval of the related financing documents and projected financial impact and interest cost reduction associated with early payoff at closing. Thank you, Dr. Pra. Trustees, do I have a motion? >> I'll make a motion. Agenda item is read. >> I have a first by Mr.

Mukin. Do I have a second? >> Second by Mr. Gos. Any questions or discussion? >> I have a question. Just to be clear with the money that we're going to be saving as far as transferring it over, it may state on the ballot that we are doing a tax increase, but to be clear with everybody, we are not doing the tax increase. It's just the state is requiring us to make it clear on written you know on your ballot that we are but we are reassuring you we are not okay so by approving this it keeps it to where we are not okay that's it sir thank you thank you miss and that makes a good point miss so the ballot will state tax increase it will state that we all need to be aware

of that But we are going to be having some town hall meetings. Correct, Dr. Pigg. >> Yes, ma'am. >> Um, we're all going to be able to answer questions and we're open to answer any questions. As a current taxpayer, I fully support this, but what is important to me is that our community understand what we're doing and that's why we're all here. All seven of us plus Dr. Pig. I believe that we all agree with this. I'm not sure. We'll go into the vote in just a minute, but this is something positive that I feel I'm very proud that Dr. Dr. Brig brought this up to our attention and because that's what he's doing. He's just saving us money, our taxpayers money. And I think that that's great. We just need to make everybody informed

of why we're doing this and why it's the best choice to do this. Although it does say that I do it is you're right. We are not increasing. It's just another way to put doubt in our minds as voters. So, it's a pretty scary thing. But, I mean, as if we all stick together as a community that's here for our kids and our community, our taxpayers, I think that we should be just fine. And going back to that point, Miss Garza, um, as per the resolution that I just read, for anybody who's watching, um, you know, the resolution can be available to the public where it does state in there that it is by law that those words are going to be on the ballot. That is the ballot language that is required um, you

know, that we put in the ballot when it comes to the election. But again, um, we want to reiterate that we are not anticipating raising any taxes to our taxpayers. >> Thank you, trustees. Any more questions or discussion? >> Mr. Martinez. >> All right, we have an we have a first and a second to approve action item A as as uh presented and read by Dr. Puig. Miss Galos >> I. >> Mr. Ku. >> Hi. >> Mr. Goss. >> Hi. >> Miss Garza. >> I. >> Myself. I Mr. Mukin. >> Hi. >> Motion carries. >> Thank you everyone. >> As a taxpayer as well, I wouldn't have a motion for this if we had the tax increase. >> Absolutely. Thank you, Mr. Is that Mr. Messa? Do you have him on the record? >> Is

Mr. Messa on? >> I'm not sure. >> Uh, that might be him on that iPhone. >> Oh, >> excuse me. >> Okay, Mr. Would you like to state your vote for the record? >> Would you like to state your vote for the record on um on the tax >> on the election? >> Yes. >> M Mr. Can you reveal yourself too? I think we got to make sure we see your face. Just not me, but >> it's the law. That's just the law. >> Okay. >> There you go. >> Yes, sir. >> Handsome. >> Mr. Mr. Mesa, what time did you log on, sir? >> Can't hear you. >> What time did you log on? Just for the record. >> I'm sorry, I can't hear you. What time did you log on for the record?

>> Uh 7 7:45. >> Okay. And do uh we just voted on approving the resolution for the um uh referendum election. Would you like to um uh state your vote for that for the record? >> Yes. >> Okay. >> Thank you, Mr. Messa. Miss, did you get the time that he arrived? >> Yes. >> Thank you. We will not >> Thank you, sir. >> Thank you, everyone. Sir, >> we will now continue to the next agenda item. Discuss and consider approval of the application for delay of teacher certification requirements as required by HB2. Dr. Quick. >> Thank you, Madam President and trustees. I'm going to invite Miss Silvas up in case you want to go deep on this one. We have a plan presented uh to you for your consideration tonight that we are recommending.

The plan is required if we would like flexibility and certification. If the board approves this plan under HB2, which gives us the flexibility to stagger up till August 29, August 2029 the certifications, then we would have to submit it to the commissioner for his final approval. But we'd like to recommend the plan as presented in your board packet. >> Okay. So the reason being we need some flexibility guys. We have about 29 uh DOI teachers are not certified in foundational areas and I think about 40 plus overall the data are here. I'm sure you've read it already cover to cover but I just want to state we need this flexibility uh in allowing the teachers to finish up their certification requirements. This if if approved by the board and then approved by the commissioner. We've

got a very detailed outline here of all the milestones. If you turn to page 49, all the milestones that we've outlined and all of the planning and the evidence of those of the progress detailed. >> Okay. For the record right now, Miss Miss Padya 7:32, it doesn't look like Mr. Mukin is >> Mr. Mesa. I'm sorry, Mr. Mesa. Oh, and you know, Mr. Lstraps, Mr. Lstraps, we're good, sir. Thank you for everything. Thomas, you're welcome to stay on if you would like, but >> uh Dr. Pig, so can you just tell me what the current uh deadline is that all these teachers need to be certified and what you >> So, let's walk through the let's walk through the process. Okay, if you turn to page 47 of the board packet uh and number three,

that is the phase out timeline. So 2526, which was this school year, the districts were able to maintain the currently approved DOI plans that we have in place for the coming school year for 2627 according to the exemption phase out timeline. districts would no longer exempt K to5 reading and mathematics teachers >> because those reading and math were the foundation areas. And then for 2728 then we would no longer exempt any foundational uh subject area teachers in uh ELA, reading, math, science, social studies at any grade level. So in order for us to be exempt from this and try to delay the certification uh timeline, we had to create a plan. So this is a plan and the plan specifies specifically the requirements that the plan should have. So we've met we had to provide

baseline data and on the baseline data we had to show how many teachers per campus are not certified in the foundation areas. So you get to see on page 48 we have the chart there for you and I we've outlined how many per per campus and then we've also included uncertified for nonfoundation areas and then we have a couple that are certified but out of the field. So you have your chart there and then aside from there we had to uh create our goals and how how do how does the district plan to transition to meet the goals. So then we've got our priority compliance measures there by August of 26. Then this is what we would like to do. This is our milestone for the 2627 school year. Then we would reduce the number

of uncertified teachers in the foundation less than um 21 and move forward with 100%. So it's very specific as to what targets we would like to reach for every school year. So you'll get to see um on page 48 you have by August of 2026 this is our goal by August of 27 this is our goal August of 28 and then August of 29 that's when all foundational subject teachers must be must hold an appropriate certificate. um this is a transition plan to allow our teachers um an opportunity to get certified after this then that is it okay now we do we have been and I um monitor along with the principles they've been speaking with their staff as to their status as to where they're at we have a spreadsheet already that we've used

that we monitor if they make progress or no progress for every year. And um we will continue to do that. As part of this plan, we've included on here that we will um continue to uh have individual plans, individual certification plans per teacher, that's a DOI teacher. That way, they sign it and they know exactly what they still need in order to get certified. Aside from the priority compliance measures, then you get to see on page 49, you actually get to see the target of uncertified teachers. And then you get to see what our uh key focus areas are there and how uh and what type of evidence we will uh will we collect in order to have them show progress towards meeting certification. and you have it broken down by years because by 2930

then that's full compliance. Okay. But every year it it's broken up. For example, 20 uh next coming year 26 27 we are proposing uh to eliminate uncertified assignments in K through five. We will reduce the other foundation areas through certification completion and certified hiring. So by the end of 2627 if the board approves this plan and then we submit it to the commissioner it will need the commissioner's approval. So just because the board approves it does not mean that this is a go. Okay. Um, so if this would happen and we would get approval from the board this evening and we and if we were to get approval from the commissioner then next school year 26 27 then all K to5 reading and math teachers would have to be certified because that we have to

transition into full certification by the end of 2930. And then you can see um on our target max you get to see the percentage or the number excuse me not the percentage the number of teachers that we have. Aside from that then we have gone uh towards the bottom of page 49 and we've included our assignment controls and hiring practices. And that really specifies, you know, we're going to prior prioritize hiring fully certified candidates for the foundational vacancies that we might have. Uh we're going to verify certification status just the way that we do in the ECOS in the in the um green screen that we call that's the secure side in TEA. And of course, we're going to limit the use of uncertified teachers hires to document the shortage situations. Um it's a very

specific plan. If you turn the page on page 50, we've outlined the support structures. What type of support structures um are we going to provide for our uncertified teachers? Uh what are we going to do to recruit, retain, and um get um certified teachers through our pipeline. It's exciting because uh though it was non-competitive in the lasso grant, we included there that we would um do the prep aotment. We're going to go with a grow your own program. We're also going to embark in the residency program with a Texas A&M University which we have already uh been in a in communication with. They've agreed to take us in uh in the resident residency program that they that they offer. Um we're also going to be um included with a mentoring program that's part of the

lasso grant itself through the prep aotment. So we're excited that those three areas will be targeted in the in the prep aotment through the through the lasso grant which will help with this uncertified um trying to get our teachers certified. Of course, we also had to include um one uh educator prep program that we would partner with and that's a requirement of the plan. And we have included uh teachers for tomorrow. We've been in communication with them and also teach us will serve as the primary alternative certification partners and of course we've included Texas A&M University who will serve as our secondary partner for the residency program. So, we're excited about the partnerships. Um, this is happening statewide um to be able to come up with a plan to to allow our teachers um a

little bit more flexibility to get them to to certification. Um, of course, we've also addressed uh communication and parental notification. And then how are we going to monitor and evaluate um and hold everyone accountable? Um, in that particular area on page 51, we did include that we're going to maintain a certification dashboard. Um, campus principles will review and update certification status monthly. We will review the TA resources and then of course we will provide the board um at least twice annually in the fall and in the spring uh with a progress uh report as to where we're at with our annual targets, corrective actions so that we can keep the board informed as to where we're at um in moving forward with the plan. And then we've addressed our implementation timeline that you can review

there. It's a whole timeline between January, March of 26 and next school year. And then of course if the board approves this then there are some requirements that we must adhere to and on the very first we of course the window opened and it will close March 2nd. So if the board approves this um delay of certification plan this evening then we will have to post on our website the URL about um this meeting taking place uh the date that the board approved it. Then we have to uh submit to the commissioner and um we will um make sure that we uh are able to receive um uh updates on the application through the smart sheet um site and then we can only submit one application for for the district. But that is our plan

um to delay certification. >> Dr. Go ahead. I have a comment or a question uh both. Um what is the reason why they can't get certified or is there a cited reason? Is it like a majority just because of a certain reason that is there something we can do as a district to help them beyond just monitoring and tracking their progress? Also, uh correct me if I'm wrong. Um you said that by the end of next year all K through five should be certified. But that kind of says that you have until next year, but secondary has until further. >> They haven't well K through five according to this because we've got to move because every year if you look on page 47 >> um it was K through five was reading and math for

next school year and then it went on to the foundation for the rest of the grade levels. >> Okay. >> So it's it's by grade levels. So based on the state, the state is saying that K through five only next year, but the rest of them have until if approved 2029 >> if approved by the commissioner. >> Correct. >> Okay. I'm just concerned is because we have 15 DOI next year for elementary foundation. >> We do. as a teacher, as a teacher myself, that's kind of >> our teachers that are DOI have been do DOI for several years, >> right? >> This is not we might have a couple that are DOI for their first year, >> but teachers that have been with us, we have been, >> they know as to why they're DOI.

Okay. Um we have teachers that uh are going through an um AC uh EP uh program. Uh we have teachers that have maybe at the elementary level they have to pass not only their content, they have to pass their PPR and they have to pass their STR. They have three tests to challenge. Okay. So I share with them and I've had individual meetings with them. You know you how do you eat an elephant? One bite at a time. you know, prioritize with one assessment first. And I know life happens and um work happens, but if we don't get certified, then we won't have a job. >> You know, there's some folks that are wanting to pursue a master's degree. And that's great, but get your certification first before you pursue a master's because you need

your certification in order to be able to use your masters in in education, right? Um one area and I would like to uh the support structures okay it's what else can we do to help our teachers aside from you know telling them to to study okay uh through the EP partners uh we have been in communication of them providing some training to our teachers in some of the content areas okay um whether it's the content area the PPR where maybe we could bring in the teachers on a Saturday Um there are several resources available to our teachers that are free. There's a several practice exams that they don't have to pay on the TA website. It's making sure that that they have that information available to them. Providing support and sometimes because we know that

life happens and they have children and they have work and um lesson planning etc. that it's like when do they do this? Uh I will tell you that we've had several teachers that were elementary teachers just this semester received their intern certificate. We have five of them that they're not here because they are already certified. An intern certificate you're certified for a year. So they have made progress. It's teachers have really getting you know to understand the seriousness of of getting certified. But I think through the partnership of Texas A&M uh teach um Texas teachers or teachers of tomorrow and teach us conjunction with them. They'll be able to help us provide support that our teachers need as to being able to provide that for them in the areas that they need it. >> Okay.

I just want to make sure we have like make sure they're successful as much as possible. And I know uh I know several who are DOI that they're amazing teachers. to see this, you know, loss. >> They are amazing teachers. >> They're afraid or they're too tired of the test or whatever it is. How can we help them? >> Yes. >> And and several of them have test anxiety. They don't want to take it because they're afraid that they will fail it. Well, you can take your exam up to five times. The the state has set a limit. But the only way you're going to find out is you need to take it because once you take the exam, the report that it provides to you is very specific. It actually tells you what areas

you need to focus on. However, if you are enrolled in a in a in an EP program, they will not let let you take the exam unless you score an 80 on their practice test. And that is to assure them that they have prepared you. Okay? because if you score an 80, then your chances and your possibility of passing your certification test is higher than if you just pass it with a 70. But we do have some teachers that are making progress that are taking their modules that are completing their modules. Um, like I said, we had five that received their intern certificate, which is great. That that is wonderful. They just buckled down and and did what they needed to do. >> Okay. But >> I just want to make sure that we're doing

our part. Yes, sir. That's right. >> How long do we anticipate getting an answer from the commissioner? Is that is there something like we're going quickly? Yes, they will let us know by I'm trying to think of what the letter said >> and I'm only asking because I I I guess at that point once it's approved are we going to inform the teachers like hey it's been approved and you have this long because obviously they know they need to be right but >> give them an ample amount of time that it's already been approved and this is the >> we gave them a deadline okay because we have been monitoring their progress we did um as part of their addendum uh we gave them March the 31st as their deadline. >> Oh, okay. >> So,

we are monitoring. I I send them their report um in January as to that was due. The January report was due and then they have another check-in uh that they have an opportunity to upload their documentation to see whether they've done anymore. Um and that is due in March. And our addendum stated that they had to be certified by the end of March. So some teachers are really pushing you know to to get their certification as soon as we are told. Of course, we will we will let everyone know and then if the I'm not say if when that happens then we will develop the individual uh plan which I have one for every teacher but it's not where they when I meet with them I share with them as to what they're missing and

then I keep my spreadsheet but I've created an individual plan for elementary and secondary that way then they can receive a copy their principal will receive a copy of the plan and then we have have it and they know specifically exactly what they need. >> But as soon as we're told, I I want to say it's probably April if I'm not mistaken. >> You'll let us know, Dr. F. >> But as soon as as soon as we get notified, of course, if you if you take a look at the cover page of the plan itself, you'll see there where we put um the board approval date and then the board meeting agenda, which we need to, you know, uh put the URL there. And then we have to um um post the actual plan itself

now. So it has to be posted and then we'll wait for approval. >> Hopefully at the next board meeting. >> Yeah. So >> Dr. Pu, your recommendation? >> I recommend approve the application for delay of the teacher certification requirements as required by House Bill 2. >> I make a motion. I have a first by Mr. Martinez. One second. >> Second by Mr. Ku. Any further questions or discussion? >> Mr. Martinez. >> We have a first and second to approve action item B. Miss Fabos. >> I. >> Mr. GU. >> I. >> Mr. Gos. >> I. >> Miss Garzer. >> I. >> Myself. I Mr. Moto. >> I. >> Motion carries. >> Thank you everyone. Thank you Miss. >> Thank you ma'am. Next item on the agenda, discuss and consider a renewal contract with Key and

Associates for property insurance effective March 17, 2026. Dr. Pig. >> Thank you, Madam President. I'd like to invite Mrs. Natos up uh to walk us through the process. We went out again for the RFP on this one and our friends are here as well. So, we're going to hear from them. >> Yes. Good evening, Madame President, members of the board. Um, we had hit the six-year mark for our insurance plan. So, we went out for bids in December. The bids were opened in January and based on the pricing and the continued customer service that we received from KE. We are presented to the board tonight to renew our contract with KEH. Um if in your packet you will see on page 53 or actually 55 we are going to uh our premium is lower by

over 200,000 compared to last year. So that'll be a savings for the upcoming year and I don't know Mr. Ke you want to add >> gentlemen would you like to approach? Thank you sir. Good evening, trustees. Dr. Quig, I'm Brian Grove. I'm a partner with Kee and Associates. We've been fortunate enough to been your agent for 20 years along with Floyd Insurance Agency of Rob. Um, three years ago, I had to come to y'all with a very large increase, and that was a rough rough meeting and a rough day. So, this year, we're it's been very fortunate. The market has changed. We had really a quiet hurricane season last year, which reflects in lower premiums for for savings for most property clients in in the uh Texas area, Gulf Coast, as well as Florida and

places like that. So, it's it's nice to come in with with that type of of renewal. Um I know we work very well with Mrs. Neros and their staff um whenever there's a claim issue or a question on coverages or that type of thing. And I think we're fairly responsive. She'll have to answer that. >> The response time is great. I mean, you get back to us within a couple of hours. >> Good. So, you know, we we've done our best to try to maintain a good working relationship with you guys and we do appreciate the business. Thank you. >> Sorry about the name. >> Thank you, sir. >> Dr. Pig, your recommendation. I'd like to recommend the renewal contract with Keyston Associates for the property insurance effective May 17, 2026 as presented. >> Trustees,

do I have a motion? >> I'll make a motion to approve. >> First by Mr. Martinez, second by Mr. Gyos. Any questions or discussion? Mr. Martinez. >> We have a first and a second to approve action item C. Miss Gabos. >> I. >> Mr. Ku. >> Hi, >> Mr. Gayos. >> Hi, >> Miss Garza. I >> myself I Mr. Muin. >> Motion carries Madam President. >> Thank you trustees. Thank you sir. >> Thank you gentlemen. Thank you >> take care. >> Next item on the agenda discuss and consider approval of resolution to adopt a period of prayer and reading of the Bible or other religious texts on each school day at and every campus for students and employees pursuant to SB11. Dr. Pig. >> Thank you madam president trustees. You all are acquainted with this

one. It is closely related to Senate Bill 10 which was for the Ten Commandments. We are required to go on the record to vote for or against a resolution. I recommend not doing the resolution and the reason being I don't think we have a problem with faith here. Right. Do we know where this legislation was born out of? It was born out of religious freedom. in some areas uh of the state felt the need to require districts to codify in policy prayer time in school. Uh so I'm going to recommend not doing the resolution because there isn't uh a specific issue related to persons of faith or religious freedom here in Propstone ISD >> trustees. Yeah. So we you just don't want to tie us down to something. Correct, sir. >> Well, it would require

us to uh bring policy to the board related to require administrative regulations that we carve out prayer time on every campus specifically. And then um our own attorney has recommended to be very cautious with this one as well. Uh this is some of the religious wars that have happened unfortunately in the chamber. Uh and I would behoove us not to get involved in that sort of thing. And we're all people of faith here, I think, for the most part. >> Right. So, >> when they say carve out a a time, is there a specific time limit or is it like is there anything >> just you know? >> Yeah. >> 5 minutes, 10 minutes. >> Pretty vague. Yeah. >> Cuz I'm reading and I don't see anything here. >> It's it's more of a statement

I think that passed. >> But we have to go on the record. We have to go on the record. >> Now, for now, I'm assuming that like we do here, right? We have a moment of silence. um you know after the president evenings should we still we do that at schools in the mornings still morning announcements >> I don't know that any issue of faith freedom is happening here at all has any principal relate to anyone complaining about religious freedom on your campuses yeah so this >> it can just be like whatever your higher power >> whatever your higher power >> that would that would be my >> Mrs. Paloma has joined us from the peanut gallery here. Come on up, ma'am. Come. So again, it's to me uh something that we take our faith

very serious. Uh I'm not sure that this legislation's intent is applicable to our context in Rostown. >> I was just going to say conversation with the principal, but I'm sure the principal >> is that >> I think if we uh if we approve a resolution, I think we're tied to something where it has to be done every day. Yeah, >> that's what that's what it says that it has it's mandatory every campus. Um and I I kind of agree with Dr. Cle on that just for the specific reason that just as we do now, you know, um if we choose to, >> you know, due to the pledge of allegiance, have a moment of silence, you pray to or you worship whatever you choose to worship. I mean, I believe in, you know, >> religious

and freedom of religion. So, >> freedom of religion. I think that it's up to each person if they when they wanted to cuz they could do it in class even at that just by themselves, you know. I mean, we shouldn't have to dictate. Yeah. We shouldn't have to dictate, you know, when they do it or where they do it or who does it, you know. I mean, >> but it's not denying anybody. >> That's right. Exactly. >> So, Dr. Quake, your recommendation? Uh, I recommend that we go on the record not approving a resolution to adopt a period of prayer and reading of the Bible or other religious texts on each school day and at every campus for students and employees pursuant to Senate Bill 11. >> I'll make a motion. >> I have a

first by Mr. Martinez. >> I second. >> Second by Miss Vobos. Any additional questions or discussion? >> Uh, Mr. Martinez. Um, we have a first and a second to approve action item D. Uh, Mr. >> I. >> Mr. Uh, Mr. Gunu is not present at the moment. Mr. Vagos, >> I. >> Mr. Carson, >> I. >> Miss Self, I, Mr. Martin, >> I. >> Motion carries. >> Next item on the agenda. Thank you, Dr. Quick. Next item on the agenda, discuss and consider approval of nomination of vacancy on the TASBY board of directors. Um, so I'm not sure if we all got an email, but I got an email. So Moses Cortez, who is at Matthysse ISD, has resigned his position on the Tazby board and the Matthysse ISD board, I believe. Is that correct,

sir? And uh, so that leaves a vacancy. Vacancy will expire in October of 2026. Um, and then he has two additional years if elected by the assem the delegate assembly during the >> the governance. during the governance and um I'm going to be honest with you guys this is something that I've always wanted to do honestly when Miss um Teresa Flores from Engleside was there and she was promoted to president it's something that I've always aspired to do u but if there's anybody else here would who would be interested I I mean let's hear it um >> um so so real quick I'm sorry Miss Garza so the nomination would be like us nominee and then it goes to who after that? >> To the whole region to vote. >> All the regions will have

to vote. Every every school district, every school board in region two will >> so there will be a ballot and then everybody votes for someone. >> No, I'm sorry. That's not it. There's interviews. There's interviews that are there's a nomination uh committee for TASBY board of directors. There's a committee and you go get an interview and then they select I'm sorry, I was wrong. >> Okay. because it's a refill. Because it's a it's a to fill a position that's been vacant. >> And what position is that? It's just a on that board. >> It's region two. TASBY director. >> Okay. >> Mhm. So, this person would >> represent the region. >> The entire region. Yes. Um so, um if there's any nominations, um >> well, I'd like to go on record to nominate our president,

Miss Lorie Garza. Thank you, Miss Vobos. Okay, I have a first by Miss Valobos, second by Mr. Gagos. Any further discussion or questions? >> Mr. Martinez, >> we have a first and a second action item E uh to nominate Miss Garza for the vacancy on the Tazzy board of directors for region two. Um, Miss Yellows >> I, >> Mr. Ku is not present for this uh vote. Mr. Gos, >> I. >> Miss Garza, >> I. >> Myself, I Mr. M king. >> Motion carries. >> He didn't say his vote, >> did he? No. >> Say, he did. >> Okay. Dr. P, would you like to vote? Would you like to say anything? >> I would just I was going to nominate you. You know, I have the right to make a recommendation. >> Too late.

>> Recommend the board nominate Lorie Garza because of your experience and the profile you already bring to TASBY on the Lonear board. It's elevates the profile of Robstown. So, great great job. >> Thank you, sir. Thank you, everybody. Thank you. Go Red. That's right, Lori. I just want to say something. So, when I went to my first TASBY board meeting or board conference way back 12 years ago, the kids come. So, whoever's the TASBY president, I'm not sure if y'all know that their kids perform at the assembly. It's like a big deal. And I always told myself that's where I want our kids to be. So, um, God willing, I will be elected and I will be put in the executive committee because of my experience on the Lone Star board. Yeah, maybe that could

be our kids in three to four years. Yay. But that's just me thinking big. So, we'll see. God, it's it's in God's time, guys. It's in God's time. But I I appreciate your vote of confidence, trustees, and I will do my best to sell Robstone ISD at the interview. >> Um, next item on the agenda, approval of the 2026, 2027, and 2027, 2028 Robstone ISD calendars. Dr. Pri. >> Thank you, Madam President. Trustees, I want to invite Josh Garcia up. Is Josh in the room? >> He had to step away. You have to leave for the evening. >> Oh, okay. Then Dr. Madan, you can come up. >> Sure. >> So, thank you Dr. Mad from Tino. >> So, calendars are pretty routine for the most part, but you know, this year we want we

we worked closely to consider two for a few reasons. And I'm going to turn it over Dr. John to talk about the process, the collaboration, all that, how that happens. Go ahead. >> Um, as you guys uh excuse me, madame president, board members, Dr. Quake. As you guys know, we're going after the Century 21, sorry, 21st Century Grant. I'm just messing up, right? >> Real estate. Okay. >> Yeah, I guess real estate. We're going after the grant. And one of the requirements for the grant is you have to have 175 instructional days. So, no longer the 76,500 minutes, it's 175 instructional days. So, if you look at your calendars or the proposed calendars, a lot of red days were essentially turned into instructional days to now where I believe we only have one red day

each semester. And we purposely put them at the end of a six-w weekek period based on feedback from our staff because they liked being able to have a six week um learn from the PD, reflect on the PD, and then take it back for the next six weeks. We also did two years because we're innovative and Dr. Pig uh gave us that charge so that we can put things in place for the next two years. our community can make plans for the next two years and there's not a delay in any kind of vote. As you guys know, if we need to make modifications, we can. The one thing we were not sure of that is not on a calendar is the 2028. Cannot believe I'm saying that year. Spring break for Delmare. They have

not released that date. So, that spring break might have to be modified. But the 2027 spring break is the same as Delmare because we like to be the same as our dual enrollment school. And we did take this to DIC. We did ask for the members votes or their feedback. One of the feedback was to change one of the red days to be a little bit later in February because we originally had it in January and they thought it would be the feedback was it'd be more beneficial for our staff to have in February. That way they go through the fourth six weeks and have that red day to again go through training that we can provide them over internalization strategic plan and they can apply it for the rest of the school year. >>

Was there any opposition at all from the DAC committee? >> No, the only comment was the moving the red day and they understood why we are increasing the number of instructional days based on some initiatives that we had. But that's just 175 within that school year. Correct. >> Correct. For both the next two school years. >> The next two school years. >> Yes, sir. >> Because we're wanting to attach this to our application because part of the application is actually for this year's supposed to be 175, but we're essentially showing them that well, we've set ourselves up for the next two years. >> Trust us. That's what we're going to tell. >> Yes. We're saying please trust us. >> Trust us. >> Our calendars will reflect what you need for this grant to be. >>

Correct. Correct. Dr. to put your recommendation. >> I recommend we uh approve as presented and in collaboration with DEIC.
