My name is Nicole Cletus Martinez. I'm a proud parent of the 21 Rocktown graduate and a current uh parent of a soul junior high eighth grader student and a proud alumni of Rosston ISD. I'm here tonight just to address an issue that concerns my son and other student athletes in our track and field program, especially those who compete in the field events of shot and discus. I would
004like to ask the board to consider adding improvements of our shot and discus area to your agendas for discussions and possibly funding. I believe this area has a lack of attention partly because is not seen as a main sport such as baseball, softball, and football. And this lack of attention has shown how undervalued and overlooked our um shot put and discus athletes are. For example, one of our throwers, Haley Martinez, was a four-time regional qualifier, twotime district champ, 2025 area champion, and a two-time first team all South Texas athlete. She graduated in the top 10% of her class and signed a letter of intent to compete in the Texas in Discus at Texas&M Kingsville. Sadly, Haley's achievements were never publicly acknowledged by the school board despite how well she'd represent our district. This year, my
005son competed in Shop and Discus for the first time as a seventh grader. And he earned several first and second place finishes in both events and became the seventh grade district champ in both Shoput and Discus. And just this past weekend at the TAC regional meet, my son and another student, Josiah Johnson, qualified for state to represent Rocktown in shot foot and disc at the end of the month in College Station. I share these accomplishments not only to celebrate these athletes, but to demonstrate the dedication and hard work they have put in to represent themselves and Robtown ISTD. Unfortunately, our throwing sector is currently overgrown with grass and fire ants, which I understand is challenging during the summer. One of our throwing area is located out near Picker Lane, making it a long and unsafe
006walk for our athletes and spectators, especially those who have mobility challenges. I have seen spectators with walkers carefully making the long trip to support their athletes and need to consider their safety and access as well. Our throwers are working hard representing our school and city with pride. By investing in a safe and clean, well marked practice and competition space, we make our program accessible and more competitive and a greater source of pride, especially when we host meets for other districts. At this time, I would also like to thank schoolboard member Marty Messa for coming out and supporting our shop and discus throwers this past season. I want to thank Coach Vargas for his dedication to our athletes. He's given up so much of his free time showing up to weed and clear out the practice
007area just to keep it safe for our athletes. He stays late for evening practices and running weekend and summer sessions. He does this all to help our athletes to improve and reach their potential. I appreciated his dedication to our athletes so much. And thank you for your time and consideration. We're waiting on TEA's date for those release for 23 24. Uh number two, the fieldhouse is moving along quickly in terms of our drawings. Pretty exciting. The committee members have been very vigilant. Some of them out here in the audience, three of them here at the the dis. We have our next meeting this Thursday at 1 p.m. and we're going to look at the MEP and the related uh updates from the last uh feedback session from the committee for again the fieldhouse drawings. Number three is a legislative update. Juan Cruz is going to host in addition to the option you have
010for ESC this Wednesday. Juan Cruz is going to host one on 728 8:30. Several of our staff are participating. That one is virtual. Madame President and I are discussing dates for our budget workshop number three. We got a lot of budget workshops, too. And we have a third one coming up Monday 7:28. And this one we're going to take a deep dive into the compensation plans and some options. We introduced House Bill during the last um budget workshop. Uh, they will give you a good uh overview of the project since we are coming to an end. Um, so without further ado, Mr. Seth and Marcus is with him as well. >> Good evening everyone. Seth Castillo. I'm the project manager for project here in Rostown. Um like to give just kind of a brief update on everything that we've been accomplishing over the past about five months that we've been working on campuses. Um at this time we are
014currently working at the high school, early college high school. We're working on the little locker room area. Uh the crew has been working diligently. We're about to pass. We encountered some very dense concrete there. Uh that was that's been slowing us down dramatically. It's been burning up drill bits and burning out crews and just been challenged all the way. But as right now, I'm happy to report that they've been been successful in the installation over the past about week and a half. We've seen them progress from where we were only seeing about gosh I say only about 12 to500 square feet being completed to where now we're seeing an average of about 2,000 square ft moving pretty quickly through through the roof system. So so that's actually helping us quite dramatically from where we were
015at the end of last month to where we are now. Um at the current pace we're looking to be really close to finishing by the end of this week. I think reality in talking with our site superintendent is that we're probably going to be more closer to completion by the end of the next week. That'll be completion with everything, not only the high school, but that's all the campuses all the way across. So hopefully at that point we're we're done with all construction work. We'll be demobilizing, cleaning everything up, and hopefully starting to return the campuses back to to you guys as they were before we got them. So hopefully that'll be nice and wonderful as we start the school year. Um during this little last bit of wrap up, we do have our warranty
016process that goes through and that ensures that we're not only did we install the roof properly, but y'all give them the product promise. So, uh during that process, as we start wrapping up and demobilizing, we're going to be scheduling that with the local repur. And as those start those dates come through, we'll be scheduling with Ron and everybody to make sure that we've got those dates set out. everybody can kind of know when we're going to be here finishing up those last little bits and then be handing warranty over to you guys all the way across. But uh that's basically the the nice short and sweet of kind of where we're at right now. I mean it's been a very long and like I said wonderful process working with y'all. Bron's been spectacular to work

Um, I know right now Beam is compiling a list of some leak locations throughout the campuses and u they're going to send that over. Our game plan is to come out the first week in
019August and we're going to be addressing all of those. So, as production is wrapping up, um QA and service will be coming out. Um I will they're here for the projects. I will take care of y'all for the length of your warranty. So, all your roofs and everything, it'll be me or my team that will be coming out. 021We uh you know, we're finishing up strength and conditioning, football practice, volleyball practice starts the first week of August. Uh we are actually getting our gym. They arrived today to put another nice quote coat on there uh free of charge uh because we are a demonstration. And what that means basically is we invited other schools to come watch the demonstration. They did about they're doing about 90% of it tomorrow at 12:00. They'll do the last 10 in front of the people that we invited some schools. Um so that that's being done. Uh uniforms are coming in. I know some of you guys probably saw the helmet new helmet decals. Uh new uniforms are coming in. Uh everybody's very excited up to date on coaches. I think we're lacking one uh coach that we're trying to
022wrap a few things on, but uh other than that, all coaching positions have been filled. Strength and conditions coming on great and coaches are prepping for the first sports that are coming up, which is cross country, volleyball, and football. Let's talk real quick, Mr. Lober, about some of the fiscal moves we've made and how we've utilized some of our sponsorships and relationships with our vendors, leveraging that money, too. Yeah. So, we uh one one of the the the big players this year has been New Balance, right? And New Balance when when they came into the game, they're offering a lot of what we call free money, which is what, you know, outfits our coaches, helps buy some uniforms, helps do some branding. Uh and they came in right around $25,000. Uh that is a lot
023of money that goes back into our programs that we can use our other money on. Um, so basically, you know, the the you're going to see some some new stuff at the football field. Uh, you're going to see some stadium banners there. You're going to see some flags as you walk in on Fridays. Those big flags are going to look it's going to look awesome. Our our players, our kids, and our coaches outfitted uh on money that we got just from them. uh the deal with Under Armour, with Nike, it was going to start to cost like we weren't going to get any more what they call free money, you know, promotion money. So, this was a good move for us. Um it's 25,000 this year and uh remaining years is 10,000. So, every year
024is $10,000 that they give back to our programs. So, and that's not counting what we spend, right? When you spend a certain amount, you get a certain amount back. So, uh it was a good deal. The uniforms are I mean the kids love them. The volleyball girls, they love their uniforms. Uh the football uniforms are awesome. We're going to have some kids out here and showcase them for you, but uh the football uniforms, we're not quite ready for that yet. So other than that, we're ready to start the season. >> So we're not using Under Armour anymore. >> We're going to phase out, right? So we didn't get all new balance. So as time goes, it'll phase out. Things like basketball still going to be on Under Armour because they're a year old. So, it's

029members of the board Dr. quick. Uh we are going to be giving you an update on how we're doing teaching and learning and all the academics here at RSD. Um of course everything in the teaching and learning department we always rooted back to our RSD vision and mission. Um today we're going to hit some some topics of and here's our agenda for our um our presentation is what are some things that we're doing new and different? what what does that look like for uh the school year for 2526? Um in response to some of the data, some of the results that we got in, of course, last uh last time we met, we talked about, you know, high school EOC um star scores. Today, we'll talk about star 3 through8 scores and looking at in
030response to the data, what are we doing new and different this year. Um we'll also give an update on what professional development we have set um secured for our teachers and our uh instructional leaders and then of course we'll end with the TIA update. So just like I said what is going to be new and different for 2526 in relation to the data. Okay so when we looked at the data we wanted to look at what are some bright spots? What are some things that really shine through when we look at the data? bright spot. Starting off with third grade RLA and math. And we're going to go through the numbers in a bit. Um third grade RLA and math. We want to give them kudos because we saw some great great gains in third
031grade. Uh junior high we had the RLA department. Um just rocking it, you know, just rocking it over there. Um eighth grade science as well. We want to highlight them to give them kudos because there are some great great games. Um, and then overall as a district, RLA consistent gains, which is great, great to say, a great conversation to have because maybe, you know, five, 10 years ago, that was probably not the same conversation, but we're happy to report that RLA is having great gains across the board district. Of course, that's rooted into the initiative of tier one instruction, the early literacy, and really making sure that our students are really, really getting the support and our teachers getting the support. So, in response to what is the data saying, we're already thinking about how
032we're going to add additional support. Of course, you're going to see that math is an area that we want to to put our attention to and that's why we're also in in with support with the ESC. We're adding some additional math support ongoing where we're really going to target, you know, more intimate one-to-one coaching for teachers in the in the content of math. Um, also in relation to science course, we're really going to hone in on the lab, the, you know, going going to the lab, getting the those experiments done, and really providing opportunities for our students to have that lab experience. And then, of course, we're talking about how can we shift the master schedule to best support uh teachers and um students overall. You know, the PLC, how is that going to work
033within the actual master schedule? We're already thinking of ways that we could revamp master schedules across the district to help support that effort. Um, in your packets, uh, board members, you're going to see, um, a an excerpt that is the star rel, uh, release for preliminary results. In your in your results, in your packets, um, you're going to see actual student numbers to correlate with this data. on our presentation you'll see the percentages but in your package you will see true number of tests for you for your reference. Okay. >> Hi trustes this just a reminder from our last meeting some of you asked about the base sizes and sure that we had those numbers that correlated with the percentages. So we're going to include those. Um and so I'm going to go ahead and
034and take it over to Miss Alan who's going to start off with our third grade star results. Good evening, Dr. Quig and board members. Um, we're going to start off and remember these are our we our last board meeting we went over our high school EOC preliminary scores. So, this right here is our three through eight preliminary scores and where we're looking at. Um, the I guess the final ones for high school should came out Friday. Um, so we're still desegregating that. And then for the 3 through 8, we're looking at um next week for the final accountability. But starting with our third grade reading, um just to kind of explain it, if you look at the first column, it's um those that did not meet, which is did not pass. And then our purple
035one is approaches, and then our blue is meets, and our green is masters. So, we're looking at third grade reading and math. And across the district, um we see all green, which is good. So that means we're getting gains um which is where we want to be. We're moving forward and um this is our third graders. So it's a we want to give a shout out too to our second graders because they're making sure that our kids are leaving second grade ready for third grade uh reading level. I mean yes we still have some ground to cover but at least we're moving in the right direction in a positive uh way. Uh we broke it down by campus. So our first campus we're looking at RLA which is our reading language arts is lot speech.
036Uh look at lot speech we're green across the board. Um positive 11 11% in approaches positive 5% and meets in our masters. We gave them a star because last year we had zero kids get a master's level and this year we had 10% of our third graders get our master's level. So that means that we're getting them ready um to move on to fourth grade. Robert Driscoll, same thing. We had our positive numbers um all the way across positive 14% 6% and 5%. So all greens so you know we're moving forward um on that as well. Uh San Pedro, same thing. So we had all greens across the district. Um so we're you know seeing the progress in our reading um and our math same thing. are positive double digits in our meats for lots
037Beach. Um, and you know, we had a little bit of loss of ground in Robert Triscoll for our third grade math, 1% in our meats and um 3% in our approaches, but it's within grab. So, you know, it's not a big step back. Um, you know, we're, like I said, we're already working on what we're going to do to work with these teachers with a one-toone um professional development. Um, same thing with our math and San Pedro. Look at that. that we have double digit gain and approaches in meets and in masters. And so same thing as last year we had 0% of our kids get at the mast's level and this year we had 14%. So that is a big gain for our elementaryaries and third grade. So you know shout out to our
038teachers working hard and also that's reflecting our first and second grade teachers that we are moving in the right direction. to our last study for about >> well four kids on the campus yet. >> No, but we're working, sir. We're working. We're going to continue to work. >> We're working in the right direction. As long as we're seeing green, we're good. Now, I'm going to turn it over to Josh. >> Okay, I'm going to go ahead and go over the data for fourth grade. Uh fourth grade and reading. uh we had a little loss of ground of course in our approaches meets uh in our approaches but I really want to look at how we really want to focus on meets and masters and in reading we had that 3% increase in in in the
039meats masters we stayed we stayed steady which is great we didn't lose any me uh master students which is a positive thing um in math we're pretty much stagnant there pretty much stagnant in fourth grade little dip in in meats but we're we're still on the same marks So, we're okay there. Um, but we but we since we saw a dip in in fourth uh four fourth grade in the meets, that's still going to give us enough um opportunities for us to say we need to still support. We want to add that additional support in in that. Um here's the by campus and RLA. There were some some double digits um losses here. We are already looking at how we're going to support fourth grade in RLA of course with you know targeting that that
040tier one instruction and amplifying making sure that the our teachers are getting you know good with their pacing getting good with the internal lesson internalization and really focusing on that. Um in fourth grade RA at Robert Driscoll we did have some red here but we also had an increase in the in the meats category. Of course that's where we want our our our students to be. We want them to see that they are now grade level ready. So that's great to see. Um at S Pedo, we did see some shining stars here. Um our two we had a 2% raise in our approaches. More students were passing and then of course the meats had a doubledigit gain. So we gave them a gold star because our meats category at San Rockingham. We want to work
041more and look up to see how we can get those those some of those meat students into masters of course because that's going to be great for accountability as well. When we look at math here at lot speech, we did have some significant, you know, uh, losses of brown here, but we did have a win here with the mast's category of a 4% increase, which is great. Um, Robert Driscoll math, we saw green across the board. Um, really great things happening. 10 uh, 10 digit increase in students that pass med standard and approaches and then 4% increase in masters, which is great to see. Um at Sedro we did see um some some losses here in needs and masters but we still getting more kids to pass the test overall right so we're going to
042still double down on that additional math support at San Pedro as well. >> Good evening. I'm going to touch base on the fifth grade as we or if you can remember fifth six fifth grade is the first time that they take the science star test across the state and so if we look at science uh we did have a dip or loss of ground of 32% of approaches 17 and nine across but we'll go in to each of those campuses reading we also saw a small dip when it comes to approaches we did see a gain in meets and a small dip or loss of ground in masters and then math we did see a double- digit loss of ground with approaches, a small dip with meets, but we did see a master uh growth.
043So, by campus lot speech, again, we're going to highlight the fact that they had a double digit gain at meets the 13%. Meets is where we want our students because that means they're on grade level. So, meats is on grade level, masters is above grade level. So, the fact that we did have a gain at approaches means they passed. Meets plus 13%. We did have a small loss of ground at Masters, but this data just shows we will be working with uh this campus with fifth grade RLA to kind of change those numbers. At Driscoll, we saw a small uh loss of ground at approaches, but meets went up by 10% and Masters went up by 5%. That's where we want to see our numbers. We want to see those double digit gains at those
044at meets. And of course, any gain in masters is great. At San Pedro, we did see a slight loss of ground uh across the approaches, meets and masters. It just again the data is showing that we're going to help support that campus uh a little bit more this coming of school year with the amplified curriculum and with coaching provided to their staff. Math lot speech shiny star lot speech had a 15 uh% they deserve some gold stars. We forgot to add them. uh we had a 15% gain in approaches but a 28% gain in meets and if Mr. Gagos knows he's seen this curriculum fifth grade curriculum is not the easiest so to have a 38 28% growth in one year from one year to the other needs is great and masters also went up
045by 6%. At Driscoll, we did see a small loss of ground at approaches and meets, but master did go up by 4%. So again, our goal is to get those meets and master's percentages up from year to year. San Pedro, we did see uh some loss of ground, but as we've mentioned a couple of times, one thing that is going to be new this year when it comes to math also is our curriculum. We are switching to Blue Bonnet. We did adopt Blue Bonnet for this year K through 8 in algebra 1. Uh and then with blue bonnet and with the student no the SFI uh grant that we received through lasso 3 that provides 25 sessions throughout the year. So total it will be 38 but with our additional be 24 additional >> so
04624 additional sessions where we get to work with these uh math teachers across again K through 8 and algebra 1 science um the data does show across the district that we really are going to need to put a focus on getting those hands-on experiences with our students especially in the fifth grade level utilizing our labs that we do have at our elementary campuses and at the junior highs. We did see a bit of a loss of ground when it comes to meets and masters and a double digit with approaches with Driscoll. Similar picture in the sense of double digit loss at approaches and meets and then a loss at masters and then at San Pedro double digit at approaches and meets and then loss at masters. 047who's going to uh go over our seal data. looking at our SEA data and I don't know if y'all remember but last year when we did our accountability workshop and we had mentioned that we had 87 kids coming from fifth grade into sixth grade that had not passed a STAR test. So when we start looking at our reading and we see 5% increase in approaches 10% increase in meats and masters had a double digit gain also by 10%. So, we are moving the needle forward and of course, you know, we still have a lot of work to do, but at least we're moving the needle forward. Um, and just to mention, if y'all looking at in my mind, accountability. So, the purple approaches means those kids give us one point for accountability. When they're at
048the meats level, um, they're giving us double points, two points, and so when we get to the M's level, they give us three points when we're looking at accountability. And I know it's a hard formula. So, the thing is we want our kids to be gaining on our blue and our greens. And that's really what we want our kids to be is blue our green. Um, and our looking at our math again, we did lose some um ground on that. And I know y'all keep hearing us over and over, but you know, we see our numbers and we've already put a plan um in place so we can get those our math numbers where our reading numbers are. Uh same thing with our reading. um you know we had positive numbers um in our reading
049that are green 1% in approaches 5% in reading and our masters is stayed the same but it's good at least we're not losing ground our kids are either staying the same or going forward in in our reading um math the same thing you know a little bit of loss of ground 7% loss in approaches 8% and meets and 1% and masters you know but you know we're hoping to get those kids back and moving them forward uh for next year. Same thing in our eighth grade. We had a 1% loss that approaches, but look at our our master, our meats, 18% double digit, and our master is a 7% gain. So, those are good gains for our kids. And the same thing, I know we look at the minus 25, minus 7, and minus 3%
050in math, but you know, if we start if we continue to work on our reading, our literacy initiative, then our math will follow through as well. So, but I do want this does give us hope and we're looking at our eighth grade numbers going into high school. So, this way our high school kids, you know, going into ninth grade, you know, that should start reflecting as well, you know, having our numbers go forward. Now, our social studies, a big bonus, we have green across for social studies and science. And I know it's a little bit of gain, 1%, 3%, 2%, but at least we're moving the needle forward. You know, that means we're having gains and not losses. So it it's a positive for us and our science I mean our science we had a
051big rate gain 19% in approaches 7% gain and m meets and masters I mean sorry meats and 2% in masters so we're are moving that needle forward in our science so this just helps us with our kids going into high school next year from biology so that should help our biology numbers um as well across the board any questions on any of these I know was Fast and Furious and like I said when we do our budget work I mean our accountability workshop then we can really look into you know more numbers and it should be a final accountability when we have that workshop. >> I just have a question regarding the science trying to work on lab experiences. >> Yes sir. >> What exactly are we doing though in the lower grade like to
052support fifth grade third and fourth and support eighth grade sixth. >> So actually today me and Josh there are afternoon on the phone with HMH which is our science curriculum. So we are making sure that every teacher has all the kits that they need. So that way our kids are actually going in there and it's not just a demonstration by the teacher that our kids are in there working with their hands doing the you know the the labs themselves. It was a lot of us were hands-on learners. We're visual learners. So, you know, it's one thing of just sitting there and listening to a teacher compared to going into a lab and I'm actually getting to pour and see the numbers myself, you know. So, it's kind of like triple enforcement. You're hearing it, you're
053seeing it, and you're actually tactile learning. So, you know, we're working on those numbers to making sure that all of our kids are able to have a lab. We're really working with our principles to make sure that we have a lab at our campus so our kids can go into and use the kits. >> Okay. And just to kind of have the same question as far as social studies, I know if I'm correct, accountability for all performance, that's category one, believe. >> Yes, sir. >> So, social studies is going to hit us. So look at that number. What are we doing to prepare ourselves for next year uh moving forward to help support because that's the first time we take those studies day, right? >> Yes, sir. >> So what are we doing in lower

So we did we did um we do use our studies weekly program I mean curriculum and so we just need to make sure that we're enforcing and you know we need to hold you know everybody accountable that they're you know using the social studies curriculum and it's not just like oh it's there and skip over because you're you're you've been a teacher and you know where our priorities lie. So it's like everybody needs to be held accountable you know for these scores. So it's not just eighth grade that it's hitting. I mean, we need to make sure that all our teachers, you know, know what our social studies curriculum is and are using it with fidelity because that's the only way that we're going to grow that base for
055our students to be prepared in fifth grade and eighth grade. >> Right. Another reason I mentioned that is that because I know it's uh sixth grade, seventh grade, eighth grade, they all have different curriculums, >> Texas history versus US history, world history. So there's not something that you can just teach what are we doing to like maybe looking at math looking at the stimulus and how to describe the stimulus and what are we looking at and how to describe that is kind of something that is what I was kind of hoping that we're doing that rates. >> Yeah. So we I mean obviously we're going to continue to to get you know the curriculum for them. um we we've really adopted the the curriculum for them. But also something new this year we're talking about
056new and different. We're going to also add history to so is an intervention platform that we're using for blended learning. So we looked at how we can strategically use some grant funds for that. you know, we're looking at how we can also um take, you know, take from there so we could actually implement the the also science in the EXL because we're also going to be putting science in EXL too because obviously you see the numbers um we do want to support science and interventions as well. So in the students will be going through science and and social studies on so they can get that added support and teachers will be turned on into our our history and our science teachers for that too. So not only the lab experience for science but also the
057digital experience for them too >> and that will be built in into their master schedule. So they will have time to work on these programs during the day. >> And talking about that new and different the strategic schedule for master schedules that's something that the junior high is also implementing is that advisory point to where they're going to be all going through. I don't know Miss you want to talk a little bit about advisory. Hi, I'm president. I'm from Quean and members of the board. We had advisory last year um and we felt like overall it did provide gains um if you look at the overall accountability right but strategically we need to have structure. So we would say you know two days of math, two days of reading. Um this year we brought the
058team in together and we are strategically saying on Monday you're doing this and then we are also using the scope and sequence because skill-based work and so if they're doing um equivalent fractions in math then in in advisory they're going to be practicing the skill. So it's aligning to what they were doing. So last year we used it like closing gaps. We gave a diagnostic at the beginning of the year and then each student had their own plan to get them to grade level because that's the other thing. You know, no, we're getting kids that are on grade level. This year, we're going to try um tying it to the content that they're doing in class for math and reading for science and social studies as well. Any other questions on the D? So, um
059talked about now our professional development. what we've added a little update on that. Of course, last time we talked about ELA. Um, but also new and different. Of course, we're still um going with ISL implementation for blended learning. But I wanted to point all the way to the bottom here. We're adding that additional support. We were awarded for for the four campuses and school improvement additional package for for supported math. So, we're going to utilize that. When we met, I met with the principles. have met with ESC2 um to really look at how we can do more one-on-one coaching with teachers um with the actual consultants and providers and also offering our our instructional leaders more support in how to you know have the conversations of coaching and have the conversations and actually you know
060getting in the weeds of the lesson internalization as well. So equipping and empowering our leaders as well in the HQIM. So that's going to be um some support for them in math. In the hopper of course we have our blended learning initiative that is coming through lasso 3. The funding through that we also have you teach coming in on I believe the 4th August 4th we'll be doing our kickoff for blended learning. We have six teachers that will be um rolling out that initiative and we have UT uh UT people from UT coming and being our consultants for professional development for that. Um we're going to continue our partnership with NIAT for our leadership team, our coaching, having those coaching uh talks with and then also in collaboration with TIA um looking at that t
061test and looking at um how we can coach our our teachers to become better teachers. And of course at the very bottom you'll see that we're going to add additional support for science to really really double down on that experience in the lab and how we could utilize those lab kids that are coming in from HMH and also some K12 at the high school. So they'll be undergoing those trainings for how to utilize those kits effectively. Um also in professional development, we also think that the best PD is down the hall from you. And so here at uh the district, we're going to be uh presenting our elementary conference and our secondary conference. Um elementary is going to be having their conference on August 5th and then the the secondary conference will be on August
0626th. at the elementary. Just some key points we're going to be talking about writing across the curriculum, how to really utilize vocabulary in the teaching, aggressive monitoring and depth of knowledge, really raising the the rigor of questioning in the classroom. And then how can students take ownership of their learning by tracking their own data? And then at uh the secondary conference, of course, we're looking at formative assessments, quick checks, quick little uh pulse checks in the classroom, that tier one instruction. What is tier one instruction look like and how can we um use that in the classroom to most and get most most of our gains and how we can utilize the learning walk to provide professional development and really help in the classroom. And then of course PLC's, what are those professional learning communities?
063How can we utilize that? And then just looking at the data, you know, that's what we want to look at. how can we have braid data conversations and that's what those uh those sessions will be based around. >> Any questions on professional development? >> Thank you. >> Yes sir. >> Um just that was tier one instruction secondary. Tier one is not easy. Um you know, but we've made some gains. Um I think we've seen that across the board. So, we're going to continue to our pillars. You know, it's our number one pillar and it's one that we all believe in. So, yes, if you ask, you know, our teachers, what is tier one? They're going to be able to connect it to everything they do in the classroom. So we're excited. >> I
065would like to um remember a conversation we had when I was learning under you. You talked about the hot water balloon. If you teach, you know, at the balloon area, then the basket kind of lives with them as well. >> So, and it's really just turning that pyramid because we want to focus on the tier three, but you know, they want to turn it upside down. We got to keep it right side. And so, it's really pulling in on what that looks like. And I think we've we've we've done a great job uh really focusing on the pillars that support that tier one. The pillars support tier one teaching and holding everything to that level of of instruction through engagement, you know, but rigor too. What does that look like? What does rigor look like
066in the classroom? So really building capacity and empowering our teachers. Uh letting them know you are educated. You're just as degreed as I am. And and we're going to have some conversations around what that looks like. And be vulnerable. It's not a gotcha thing. It's we grow together and I feel that's the culture we're building through the uh learning walks and everything that we do to you know identify what tier one is. 070cohort Zoom meeting and we reviewed on how to set up our data capture year. Then we followed and we met with teaching and learning and we finalized our observation calibration calendar already. Then on July the 8th when we came back from our break, we re reviewed our district TIA handbook and we did send it to um to region 15 for feedback and we have received that already uh with some feedback and we will be addressing um some minor changes recommendations from from the cohort. July 10th, we uh met to prepare uh for our July 17th training which we will be having with our campus and district administrators. Tomorrow on the 15th, we will have a a Zoom uh meeting with the rural cohort on um again how to set up the successful data capture year
071and that will be from 9 to 12 and then in the afternoon we will be meeting to finalize the handbook based on the feedback that was provided to us from region 15. Okay. So, the our goal is to have our handbook ready to go and post it on our website uh when teachers return on August 4th because we will be providing some training districtwide to all to all teachers. Um then we will follow up on July 27th. This week also on the 17th that's when we will be training our district and campus administrators uh on tests. We're going to do a data dive. We're going to take our data from test that we just finished for a 2425 school year. We're going to take a look to see where we was it correlated, was it
072not? Um, and is it aligned to our student data? Of course, we have preliminary data. We have um data for our elementary grade. So, we're going to we have all that already and we're going to take a look. So, if we went into a classroom and the final observation for this teacher was a five and totally just all fives, well, how was her student growth? And then we're going to divide into groups and each campus will take a look and dive deep into their data and we'll we'll learn and we'll move forward from from the results of of that training. Okay, that is this week on the 17th. Uh on the 24th then um all administrators, all appraisers will be attending TA test refresher on uh at the service center and that will be after
073lunch uh in the afternoon uh on the 28th. Then we will go back to the service center also for a half day training and we were going we're going to attend a test calibration training. So, first we'll go and get a refresher on test. Then we'll go back half a day and get some training on calibration. All in preparation as we start and open up our new school year. Okay. On the second page, I would like to share with you just a few updates with House Bill 2. Of course, with House Bill 2, there came in some some great things with uh TIA. They are going to be adding the acknowledge level. So we will go back and add acknowledged for um in our plan. This will really address the top 50% of the teachers
074in the state of Texas. So the goal of TIA is to get more teachers on board in on TIA. So that will be the new level that will be the new designation that will be added. Of course, this will start for the fall of and it actually allows for significant increases. per designation payouts and there's an increase on the multiplier especially if you're a rural district. So some good good dollar signs and those amounts will be shared uh statewide usual uh more than likely in August and if not in August by September. So, it's exciting that more of our teachers, not only in our school district, but in the state of Texas, will be able to make the designation with the new designation of acknowledged. It's exciting. Uh I can't I guess attending it being an attendee there to presenting there in front of the whole state you know and recoging basically showing all the great things we're doing at Rockstone ISD. And then the the particip our presentation had a lot of audience participation. So it was, you know, very insightful on on both that experience of of being sitting there watching the presenters and doing the presentation and then a lot of the issues at other campuses because after the presentations we had people come up and talk to us and ask us a lot of questions because like I said myself, Miss Melon and the social worker like that you would think that'd be a
077norm that the social workers police department work so closely together. That's the way it seems to work here but in other districts we were told that it doesn't work like that. So you know I think we have an awesome teamwork here and it shows. So um we do have we have been meeting Mr. Lver Dr. Clay on the fence team at Robert Driscoll and uh we have had several meetings with it and also into the funding aspect of it also. So that project's getting started as we speak. So uh I did have a meeting on our EOP update. So I have to update it again um with our Texas state specialist this afternoon to get everything ready. So I'll have it completed by before the school school starts this year. Uh I did meet with
078the director of the street part of the city uh and chief lamez on the signs and crosswalks. They said they're still looking into that. They're still on their on their radar to make sure they take care of all of our signs and uh crosswalks. >> What's the funding for the fence? We uh in collaborating with Madam President wanted to select a few legislative laws new on the books to discuss that's going to require some board action. The first one is the cell phone policy, House Bill 1481. I want to invite Mrs. Deino up a little bit. Let's talk about the current cell phone practice and we'll talk about the board's responsibility and policy as Davino approaches the bench on this policy. It requires the board to adopt the new law, the new policy September one that says that you cannot use cell phones during instructional. That's fine. Doesn't say you can't possess the phone. That was the original language. You just can't use it during instructional time. But I wanted to I had a good visit with
083Mrs. W earlier today. Wanted her to have the opportunity to I think on the high school because we know there's a lot of folks at high school. >> Elaborate how we're currently practicing. Yes, ma'am. >> So, Dr. I asked Dr. Quint to put this one on here because I've received some phone calls from parents and guardians stating that they think we're not going to follow this rule and that we're going to allow our kids to still have phones because we haven't we haven't sent a message regarding it. So, I asked Dr. Quig, I don't think we have a choice. Correct. This is the law now starting September one. We cannot our kids cannot have phones. >> Is this correct? >> That's correct. And the board will have to adopt a policy to that end. A
084lot of districts have already done that. A lot of them are having community conversations about how they do that. Our conversation is with our high school principal. Elaborate, Miss a little bit. How are we currently practicing the cell phone usage? Well, the cell phone usage at at secondary, well, I know at the at our high school, you know, when you wrap your brain around having 748 students and they all pretty much have a cell phone. So, it's just what is the system? You know, what is the system? What is required in the classroom? Because it is policy local that they're not allowed during the instructional setting. Okay. So, we've been practicing. There's two methods in which teachers use at the high school. They will use the put it in the backpack backpack to the front
085of front of the room out of sight or when they walk in they have the little shoe holder behind the teacher desk. They put it in there. Uh for example, Karolina Heda, my biology teacher, you go in there, kids put their cell phone in there, they grab their QR code and they go sit down and they get ready for instruction. So our method is it goes into the backpack backpack to the front of the room or it's in one of those folders. Okay. Uh the thing with that is we have to monitor it. You know, we have to monitor that and if a student comes out into the hallway and they're on their cell phone and talking on their cell phone going to the bathroom, we will confiscate that phone because we already know that
086they violated the rule because they didn't put it in the backpack or to the front and they didn't put it in their holder. Now, just like with every systems, I talked to uh Dr. Quig, we're still, you know, working towards that, you know, because if systems are not working, it's because of the adults, not because of the students. So, of course, you know, there are some classrooms that, you know, we may walk into and we do see an AirPod, you know, in the ear or a smartwatch, and we address it, you know, uh, with with the teacher at that point, you know, because that is something that they need to be making sure that they're monitoring. Um, and then also trying to be examples, too, you know, examples in the in the campus. You know,
087if you're pulling duty, I don't expect my clerks to be on their cell phones when they're pulling duty. you know, we're working, so there's time for that and and there's times that there's not. So, it's really has to be a cohesive system where everybody's on board and everybody's holding each other accountable. But, you know, um I like to say that most of the time we're we're about there. You know, our kids are great. You know, we tell them put up their cell phone. Yes, ma'am. You know, you're not supposed to have it out. We will confiscate it. We will we will hold on to it. You can come and get it at the end of the day. Second time, we call a parent. you know, Miss Chaveeta, you need to come and pick up Asher's
088phone. Second time we picked it up. Third time, it may be a referral and that's where we can have a conversation with parent and say they're no longer able to bring their cell phone, you know. So, it's it's a responsibility, you know. Um, now there are some extremis, you know, some issues uh where we do have that advocacy and we tell our kids, talk to us, hey miss, my mom's in the hospital, you know, may I please sit on Miss Curry's desk in case somebody calls me, I need to take this call, you know. We work with our kids, but for the most part, they're not allowed and they've never been allowed since I've been there. So, it's a, you know, continue to focus in on that because instruction is tied to tier one and
089tier one is we need kids engaged and not on their cell phones. So, >> so Dr. Quick, how how are we going to relate this to the parents and when? >> So, we really wanted to have this meeting, had an opportunity to publicly discuss the policy. So this week we will definitely roll out clear communication and widely along with Mr. said, but we also want to bundle it with a couple of other items. So we're not stripping out a bunch of policies. This one's a meeting and a couple of others here also on the radar, but I think it's important to underscore what Mrs. said. It's going to take some unity of the adults to make sure this law is followed and there will be some, you know, grinding and nashing of teeth. People are
090connected to this thing, especially kids, and it's become a distraction to tier one instruction. And so the intent of law is wonderful. The application, execution of it needs to be equally wonderful. >> And I think that Mr. Linho has done that to date. No one ever told the parent that she couldn't walk and they just put a little ice pack on it and not our district by the way. And so the kiddo had to text the parent like, "Hey, I can't walk. I need some help here. Dad, mommy, come." So there
092is still a need for parents to want to have that access and that's fair, right? >> What I'm getting a lot of is what if there's an emergency in the school like you know like for instance like a school shooting and stuff because as we all know we're going to do a lot of them in communication with the phone. So they're like, "What are we going to do?" You know, how how are we going to race to our phones to get help? You know, so that's it. You know, we'll address that. You know, I I tell them, you know, it's being taken care of, you know, to where you're not going to have to organize that aspect. You know, notifications will go out, people will be, you know, informed. >> So in our communication home

Um the requirement now is for the board to vote to opt out to allow homeschoolers to participate in whether it's academics or athletics or the arts. So prior it was the opposite. You had to vote to allow them. Now this new passage of the law Senate Bill 401, they're in unless the board votes otherwise. So curious thoughts governance team that >> how many homeschoolers do we have? >> We have no official count on homeschoolers.
094Very difficult to track but I would venture to say there's probably in this area there is a homeschool association. I know this because I am on the board at the Noasis County Library and they utilize it. There's probably a couple hundred just in the surrounding area. water in New Oasis County. It's significant, >> but they do have to participate. They have to live in Robson. I can't just go pick out a cow island to come right here. They have to Mr. Lombard, why don't you come to elaborate a little bit on this for the athletic side? >> The other thing on that is if if you opt in, right? Um then and they don't they can't go to Cal basically or they can't go to bank. They have to come to Boston. >> What do

096Okay. All right. Next item. contracting with school districts. >> So, there are a couple of uh conflict of interest laws that were passed this new legislative session. This is one that pertains to governance here, House Bill 210. So, essentially any vendor that is a board member can no longer do business with the board. Prior, we filled out a CIQ. Some of you probably have filled out a CIQ conflict of interest and that was it. um check post on the on the website and I'm good. We can do business. This has been brewing for a while in some communities in some areas not too far from here and it has now become law. So it is going to be very difficult and impossible for anyone who is a board member who is doing this for the
097district and doing it in a financial way. It would have to be a volunteer donation somehow. I understand it is being challenged but as of 91 it will become law and the reason it's being challenged because uh you work in small communities I have and lots of board members have businesses and we do a lot of business with those folks in the community and especially small communities. So this is this has caused some consternation for a lot of people. So on this one specifically, sir, because we do have some business owners that are board members and I personally don't see a problem with it. Does the board have the right to overwrite this and make a choice or is it just small? >> Okay. So we have no choice. >> So there should be clarity

There there's already clarity that it is, but there could be some deeper discussions that we need to have about what what that law means and who it impacts. Got it. >> The homeschool kiddos are getting funding will be 26 27 from the state. So they're going to get their own set of funding. Isn't it interesting? >> It is, Madam President. Thank you. So, Senate Bill 13 is now putting the onus and responsibility on adopting all library materials on the school board. Currently, it's for the librarians and the librarians were under
099fire. You might recall with some of the book banning and that sort of thing. And we had to put in a system of vetting all of the materials. Cumbersome system. Nothing wrong with all that. But now the final authority on all things books there will be a framework in place policies on the way will be the school board question. Uh but it it's geared towards you know higherend administrators you know this idea of consulting and taking away from your primary duties has become a problem in some areas and so this is in response to that. We follow chapter 37 of the law that codifies what DAP entails. And so we do a really good job of that. We do annual training on chapter 37. But the primary
107reason for move from Ortiz and you and I talked about this to Hattie is really the inefficiencies and you've got 80,000 square feet of of a building there that's good property but when you're only occupy 5% there you know from a taxpayer standpoint okay uh we're taking on some additional debt how do we shift resources in a way that can be really run clean and efficient and Hattie is a good building just putting a roof on it and putting everyone consolidated there. Um, not only good tax, it's good for kids, too. Be a lot of adults there to support that. >> And where could I find that that you're >> our DAP person online? >> I'll send you the link.
