okay good evening ladies and gentlemen the time is 6 30 on july 15 2021 i call this regular board meeting of the rangers county independent school district order let the record show that a quorum of board members is present that this meeting has been duly called and the notice of this meeting has been posted in accordance with texas open meetings act texas government code chapters 551. we're going to start the meeting with prayer this is robbins followed by the pledge in texas please please stand up please pray with me dear lord thank you for the privilege and the freedom to gather here tonight we ask for discernment and guidance as we make decisions for our district lord we please protect those men and women that protect us at home and abroad in jesus name i
pray amen amen say the pledge i pledge allegiance to the flag of the united states of america to the republic for which it stands one national liberty i detective allegiance all right agenda item number three recognitions i believe we have one dr garcia all right i'm going to ask miss uh glidden to come forward and she's from the county extension agent aransas county family and community health to present i'll give you a little summary before i start the video because it could go a little fast um i work for texas a m agrilife extension as the family and community health agent and i've had the absolute wonderful pleasure of working with live oak learning center since i really started working in aransas county so about two and a half years and the last two years
now it's the second year designate they've been designated a healthy south texas school and they're being recognized tonight with a proclamation they're going to get us brand spanking new banner outside that one's a little sun faded so we're going to get a new one out there before the start of the school year and they do this in several ways we have to have certain types of programming for the adults at the school and the kids and so we do walk across texas where the kids make a goal to walk across texas they actually walk much farther than that in eight weeks or play we can't play hours and coach brewington's been a great partner in that we do we did learn grow eat and go which is our garden program and we did that with
ace and absolutely wonderful people in ace and the second graders had a blast doing it and they ate vegetables every week when we were here which is you know always a win they at least try a no thank you bite um which is you know always wonderful and then we had um online learning um for the adults that were offered we actually had you know only about six people participate but six is better than none when the world of online was so much this year that people didn't want to do it and they participated in step up scale down or cooking well with diabetes and with all of that they get their designation and denise poland gets this fancy new proclamation in her hallway and i'll show you the video if diana wants to start
it and it kind of goes through some of the pictures and activities we had this year [Music] oh that's all right [Music] senior here and i have two other healthy south texas ambassadors um caitlin carruth and mattie terhune and they couldn't be here tonight they're out traveling with families so all right here we go [Applause] um thank you thank you i was going to refrain from saying i don't like this all right i'd like to see that a m logo everywhere but i can't i just like it what do you think all right on to agenda item number four public comment leave today so let me read this before you start speaking uh the board welcomes comments about the district from members of the public anyone who has signed up to speak in advance of
the meeting in accordance with the board procedures may do so at this time the board asks that each participant's comments pertain to district business and be no longer than three minutes in addition the board has adopted policies to provide prompt and equitable resolution of complaints and concerns for employee students or their parents as well as the general public copies of this district policy and procedures of on public comment and filing complaints are available at the superintendent's office or at the asi acid school board webpage at acisd.org please remember the board may not discuss or act upon any issues that are not posted on our agenda mr hutt yes ma'am in la in the paper a couple weeks ago there was an article somebody wrote in about the governor trying to limit what was taught in
school and i think this has starts with this uh critical race theory and because fox news is into it and ben shapiro's into it i feel like it's sweeping the nation as a thing for conservative folks to come up and say something about um i i i'm i would like to not take this as a point where we try to shut out discussion but i think we should open discussion i think critical race theory is based upon white supremacy and i say this for two things first of all our our students go to school they learn that anglos moved into texas they conned a bunch of brown people into revolting against mexico and then they stole their land which is far from the truth the true story is that there there was mexican states and
revolution revolt all the time going on over this the leading folks in the texas revolution were tejanos you know davy crockett has this big picture on the uh in the capitol building but he has less to do with america with texas independence than a lot of our good tejano brothers so what happens afterwards a lot of anglos move in the brown people are the tejanos are kind of pushed out from the historical frame all of a sudden they become mexicans people who aren't from here the alamo was defenders brown white and black who stood up because they were fighting a central government who wanted a control over them from mexico city you guys are the perfect example of this i mean look at you guys reg mr garza is what i believe is the first
like hispan brown school board president in our in our history nobody said anything about it it was quiet eli ramos who's also brown didn't jump up to be one of the first ones to support him we are people who value each other on our content of our character my second one is our students are raised to believe that in 1861 we went to war to the because we wanted to keep slaves and if you talk to our students this is what this is critical race theory our students need to understand that when we went to fight this war we are not fighting for slaves we're fighting the right for self-determination the federal government was trying to use federal dollars for expansion am i done was trying to use so we went through up 20 years
where the races were put against each other so this is my thing don't run away from critical race theory let's talk about it let's discuss it and let's really come to understanding everybody we have a society that wants to ban shut down stop discussion i think it's a flawed concept that if we really examine it it can be proved wrong and the outcome of what we prove can make us better people thank you thank you all right moving on to number five 2021 2022 proposed tax rate ms henderson pissed uh we're asking the board just to approve a proposed tax rate this is not the adopted tax rate that we that the board will adopt in august with our budget this is just a proposed tax rate for the 22 fiscal year we are recommending
a proposed m o tax rate of .9134 and a proposed ins tax rate of .07 for a total proposed tax rate of 0.9834 for the 21-22 fiscal year so i do need this is an action item uh can you repeat the ins again the ins is proposed at 0.07 okay i just wanted to comment on this real quick as i was looking at our reports over the last few years and i just wanted to make it a note to everybody that uh it was in 2018-19 a dollar 16. this is the total tax rate dollar 16 and some change uh per 100 dollar evaluation 2019 20 went to 107 went down then to 104 and now total proposed tax rate 0.9834 so in the tax rate there's there's uh two things that go into that
the m o the ins mno the state sets we're pretty much tied our hands are tied behind our backs to a point we can raise it but because we're a chapter 41 school district we get penalized so we this board has always felt like it's not fair to our taxpayers to raise the rate only for it to be uh not spent here at acid the ins uh of course is your bonds payments and uh 0.07 and it's been that way for a couple of years it was higher i think it was 0.10 10 cents a couple years ago a couple years ago before we paid off one bond correct um and i wanted to make another note on this one that this district does a very good job with bonds in the ins rate we're
below point 10 cents for every 100 evaluation and anyone can go out to internet and search we're one of the lowest in the state of texas with that said the average i was looking at the report across the state of texas on districts is around 35 cents only ins only wow there's some school districts up to 50 cents on ins and again we're at 0.07 so i just want to make a note of that to everybody thank you any further discussion no i'll entertain a motion okay i'll make the motion move to approve the proposed mno tax rate of 0.9134 and a proposed ins tax rate of 0.07 for a total tax rate of 0.9834 for the 2021 2022 fiscal year all right we have a motion second a second all right motion made by
mrs robin seconded by mrs randall any further discussion all in favor aye all opposed motion passes 6-0 number six uh public hearing date for 2021-22 budget mrs henderson the board is we're asking the board to approve the public hearing date for the 22 fiscal year budget on august 26 2021 which will be the same date that we will be adopting the budget but the board has to again approve the public hearing date so that we're asking you to to approve august 26 2021 for the public hearing date for our fiscal year budget board any discussion august 26 2021 is the date for the public hearing on the 2021-2022 budget a second oh we got the most made by mrs randle second of all all in favor aye aye motion passes number seven superintendents report dr
garcia all right um mr cruz and members of the board uh thank you so much um our first report relates to eie local and e i a local policies so we're doing a first read so if you recall a couple months back we did a budget amendment but we let you guys read and discuss and then we'll approve it next month so miss robbins is bringing that piece so good evening what you would have had in your board report is those redlined revisions you'll see that the blue is the new proposed language and the red is the strikethrough essentially to summarize this what we're really doing is just moving from any kind of numeric zero to a hundred scale grade or matrix scale of one to four we're shifting that to a standards based system
where we're giving parents of our youngest learners particularly at kindergarten and first grade information about their child's performance that tells them exactly where they are on skills on standards antiques and gives them more information about what to do with that a 77 on a kindergartner tells you very little even in some of you remember times when we were on a one-to-four scale same thing that just doesn't tell you very much and so what we have are with a shift to m-class which will be giving you a little bit more information on in the future we will be able to at beginning middle and end of year provide parents with a report that has more detail and it will specifically give them information about what they can do at home so we hope that this will
be more understandable more relatable and something that can help with that home to that school to home communication around student progress any questions about that i have two questions one is the reasoning so when you're looking at when you're looking at your youngest learners and what we're really looking at trying to communicate there's so much about just those standard basic skills that we want parents to understand things around letter knowledge very specific limited skills that we want parents to understand because they can reinforce that at home and so by shifting this way there's there's so much more performance based that happens in a kindergarten classroom than in a fifth grade science classroom where you're taking numeric grades on scales of zero to 100 which makes sense to start shifting to that numeric grade so this
really just is more applicable to the actual work that we would see happen in a kindergarten classroom or a first grade classroom and we hope it provides a more sustainable a bit of information that parents can use at home are we using it too for our pre-k is it a similar yes yes pre-k students will also receive we just don't have the same requirements by policy to provide a particular kind of grading so they will receive a very similar report i'm guessing this goes more hand in hand with also the kinds of data that you're gathering absolutely in first grade absolutely the kind of data that you're gathering over time and collecting makes much more sense i did go ahead and run a sample in case anyone's interested i do have a sample of that
um it's just a little snip of that home connect but i know i think michaela are you interested in that boys and this was something miss robbins and i have been playing telephone tag on this week was that i know that the boys when they were in kinder and first and second i believe even had a rubric system and that one it was hard to figure it out so my concern was as parents we know an a through f and so that's what we grew up with that's what we knew so when it went to the rubric system and the boys were in the deal it was hard for me to figure out where they were because i had no support yeah to say okay what do i need to be working on with them
it was just a quick ride out right where it is so this i mean i haven't looked at it yet but based off of our quick conversation sounds like that gives the parents the support they need to figure out the skills that they're working on right and you know so it i see both sides of it as a parent it's always nice to know the black and white like where's my child on this a through f rating just because i grew up with that and that's what is familiar i get that kinder is more of a um like an abstract kind of thing versus you know the hands-on and here are your teaks black and white of what it is we're just trying to get them to understand a lot of things in kindergarten and
absolutely and the shift to the one to four we realized created so much more confusion and so the move back to the numerical a to f grade that parents are used to what we found is in that we really weren't communicating enough specific information parents at kindergarten and first grade want to know is my child reading on grade level what can i do to fix that is my child learning numbers what can i do to fix that and so this really is something that we hope and and this like i said is a very quick little snip there is more information more detailed information for the parent on a report but this gives you on the front in the back just an idea of you know where is this child with letters and names um
how where is this child with phonemic awareness and then it breaks that language into something that makes a little more sense to the parent and then on the back it says you know what are some home connect activities so it gives the parents some things that they can do with that information i did have a parent specifically mentioned wanting to know where her child was in all in knowledge and skills because of well a lot because of the shifts that happened last year um changes in teachers and things like that so i think this really supports those questions that those parents have any other questions about this we'll bring this back to board next month and for approval so if you think of anything over the course of the month feel free to reach out
thank you and uh denise you're gonna have to work real quick uh closely with uh miss perez on how we're communicating this information out as well as with jessica to our incoming parents with kindergarten and first grade pre-k parents should be used to it because they'll be used to seeing the report so just what we do in pre-k will be the same in kindergarten so it's the same it's the same assessment in first grade is where you see the m-class so m-class is a different assessment but we use text kia for pre-k and kindergarten correct no we're using mkhitaryan for next year we well this one no that's right because this was our last year with tex key at kindergarten okay so yeah there you go i knew a reason to go over yeah all
right yeah good deal but then second grade's going to start getting the numeric correct correct and that's typically in most districts across the state of texas it's standards based in pre-k one you don't hit letter grades till second grade that's always been the common practice okay i'll move on to the presentation then if we're if we're good there so when dr garcia presented the long-range plans and looking at goals there were several key um plans that he mentioned that we would come back to and be reporting over the course of august and september this one was ready to roll and we had a shorter agenda so we decided to go ahead and talk about this particular piece in july so this plan is specifically in reference to how we're building capacity for our adult learners
and adult learners could be anything from classroom teachers paraprofessionals bus drivers administrators anyone in our system who has influence with instructing our students which is all of our adults so these were the two board goals that drove this plan we were looking specifically at targeting teaching and learning through student success and well-being and then of course how we steward our resources and ensure that we're building capacity in our employees and so that human resource resources graphic was one that i was bringing back from that original presentation because investing in our adults is one of the best investments we can possibly make in serving our children especially our classroom teachers and our admin team so this plan is taking that into consideration so there were several key components of the plan that we wanted to make
sure we brought in first it started with being you know this is a board goal driven piece so this is a follow-up to the work that started in the spring it did encompass staff input through a variety of methods some of this through actual formal surveys some of this through hallway conversations with teachers some of this through discussions with administrators and what they know to be challenges on their campuses so we really tried to bring staff input into this plan development it's time bound we created very specific time frames so that we know what to expect and when to expect it this particular span is five years it acknowledges the needs of all adults and i mentioned that when i talked about the different groups if we just look at teachers we're missing a whole
lot of folks who can have impact with our students so this does acknowledge the needs of all adults and we prioritize the needs so we spent a lot of time moving things around because we all know that we can inundate a system with too much training too much change and that can be problematic so we wanted to look at what are those foundational elements that need to happen first and how do we scaffold pieces in as we're ready to move to the next piece and lastly it builds in fidelity checks so i think it's very easy for systems to bring in training and assume that it's happening and walk away and not come back to it and then you're months down the road and realize that the binders on the shelf and the books haven't
been pulled so we did build in fidelity checks that will be wrapped into other ways that we use and look at data throughout the year okay so we talked about there are a few focused topics we wanted to make sure that we were empowering our leadership we believe that our campus principals our campus admin teams are critical change agents and we wanted to make sure that we were bringing things in that would empower them to do their best work we focused heavily on that k5 literacy and math component which we've talked quite a bit about over the last several months we're looking of course at teaching practices how the curriculum is aligned across grade levels and across contents lots will go into that work down the road to make sure that we don't have gaps
in our curriculum that holes that are not addressing the needs of our students of course we will be we'll be looking at social emotional learning and college career and life readiness so we did bring those pieces in as well the chart that you had in board book looks incredibly tiny if you're looking at on the screen but hopefully you can see it on on your own device you know i'm not going to go through all of these pieces we wanted to make sure you could get a one look at the five year plan and you'll see it has the training groups mentioned a little bit of a description of what that particular training requirement is and then the timeline you'll notice that those those columns that are yellow and the two three four five years
are things that we're not um we're not there yet but we'll be coming down the road we're moving pretty far down the road with house bill 3 literacy academies that this is pr uh proven to be a critical growth piece across the state for all k three teachers um and this is really hitting everyone we're we're now aware that reading is not just about the reading teacher it encompasses your math teachers your science teachers everyone has to play in that part our interventionists our elective teachers so many folks can have a hand in making sure that our students are reading by the end of third grade on grade level so those academies year one was was a rough roll out it was during a coveted year but we're building lots of things in this year
from the tea level down to the service center to try to make that a more smooth process this year the material is solid we just need to be able to implement that well and so we're quite a ways down the road on that you'll notice that we've built some of those ccmr pieces in further into into the list we're excited about the july summit that's coming up with our admin teams where we'll hit quite a few things and get to bring our new admin teams together to work on on the needs for them and so lots of things in the works here so do you have any questions all right then i think we're good all right next we have miss me and she shared with me some neat data that she conducts with her
outgoing senior class every year that um when i saw it i'm like oh that's really neat i'd love for the board to see that can you do that in july and she said uh sure so she put this together really fast for you guys to kind of see again hearing from our the voices from our high school graduating seniors we started doing this a few years ago and i think it's pretty important to find out what the students think about their high school experience not only you know we we want them to have fun but we want them obviously to learn and to be prepared for life after high school and we think we're doing that but do we do they think we're doing that so we wanted to get some information from them so
we did ask all of our seniors to participate in this we had 176 seniors unfortunately only 88 of them completed this survey so we don't have 100 percent participation but we've got a pretty decent number so as you can tell on this chart the students did tell us what their plans are for life after high school and you'll notice that the numbers do not equal 100 percent and that's because students could choose multiple areas they may have chosen to go to a two-year college and to also work part time so it does not come up to 100 but i think this is a pr this is a pretty fair representation of what our kids are doing after high school i don't want to go too fast so if i if i click too soon let
me know we asked them how do they feel like their teachers cared about them at the high school and as you can see overwhelmingly they did feel that teachers showed concern and care about their education we're not at a hundred percent and i'd love to see 100 percent there so we have some room to grow but by far they do feel like our teachers that our teachers care about them in their education did they feel like they received challenging subject matter 75 percent of them said they did again i'd like to see that higher and we're working on it we also asked them specifically about the cte electives and did they feel that they had learned about different career opportunities 78 of them said they did that's that's pretty good i'm pretty happy with that
did you follow your identified career pathway and this number drops drastically and i think that makes sense because unfortunately we are not able to offer a pathway for every single occupation out there i wish we could but we're limited in what we offer and sometimes students are just they are asked choose a pathway even if they don't plan to do that they have to choose a pathway so we did get some valuable information from this we found out that number one we definitely need to investigate more course offerings and we're in the process of doing that you know as you know we are bringing we're looking into bringing a maritime program in we've got that in the works next year or this year is the first year we will have our own health science teacher
last year we partnered with del mar this year we fully are are employing her on our own so we can grow that program the students did tell us that they wanted more advanced technology support i don't know what that means so ms alston and mr kruzan and your student advisory council meetings and through our student council we will try to get more information from the students about what is it that they're wanting um you know we're doing what we can through our course offerings through our cte course offerings but obviously there's there's more and so we just need to know what that is we would like to have more one-on-one conversations with our seniors so when they are graduating and we ask them what are you doing after high school we don't get i don't
know we want them to know what is it that they're going to do so we're hopeful to have one-on-one conversations with them and with their family members so we can help transition them to life after high school and we consistently need to connect lessons to the real world that is one thing our students did say in the survey that they they really needed that and i know it happens i've heard it in the classrooms i think it just needs to be a more concentrated effort this is how you will use this in regular life and then we also want to enlist the support from ace to help us investigate other areas of student interest i know that there is an aviation interest and so i think ace is planning to bring an after-school program in
for that the swim club i think there's looking to bring a swim club so ace has some flexibility that can possibly give us some ideas about interest for our students so there's always good information from the students we don't ask for uh comments it's just pretty much a what did you think about this yes or no or whatever but it's always nice to hear from them so do you have any questions for me about this and mr rogers was principal so this was three four years ago or i guess my first year on the board i think that we talked about how there was a survey that goes out to the seventh or eighth graders that gives them an or they ask what kind of courses would you i think it's seventh grade that they
get the survey what kind of courses would you be interested in when you get to high school do you does that sound well i don't think that's been in place for a couple of years okay um that is one of the things that we are hoping to get rolling uh we're going i'm planning to work with the counselors so we can have something in place because by the time the student is in eighth grade they need to know what their path is in high school because they're already choosing high school courses so we want to have a program we've been using a program called career cruising that is really going to be our go-to program for our students in middle school to investigate the different opportunities to learn what uh gosh what is it called
a career interest inventory they can find out what their interests are and what jobs fit their interest and then do investigations with that well and then it also gives us time in the meantime you've got two to three years span to try to see if we can create a course program that would fit if the majority of them if they're 70 in advanced technology or whatever you know have time to create that to where we can meet those needs and get going on that career path absolutely you know the the it's so lovely to be able to create courses that the students want it's making sure we have the fte to do it right yeah we have ace i'll follow that up just as important in middle school i think and we've talked about this
before is exposing the the students to extracurricular activities i've said it on friday nights they go out to the football games they see the football players they want to be a football player on that field same with the band but it's time we get you know more to the arts to rotc and programs like that so that there's an interest a reason for those that aren't preparing to go to college to stay in school and come to school every day so absolutely and uh very i love this it's another example of a student voice thank you you miss anderson's coming up okay the first thing is um the review of the annual review of the investment policy the board is required uh per board policy to review the investment policy annually or as it changes
this year there were no changes from what the board reviewed last year on investment policy but i do again have to bring it to you for y'all's review within board book if anybody has any questions on that i'll be happy to answer that okay chris you're gonna go and put that next one up please excuse me okay i am also required to present to the board the impact on the state and local level revenue due to changes in the local property values so this is a again an annual requirement that we have to do that goes along with our with the budget process if you go to the next complete oh i'm sorry i can do that my first time doing this okay on the slide you can see in the green is the local
property values used for our local tax collection the blue is the state property values that's used in figuring recapture the state property values include your current property values for everyone including those whose tax amount is frozen for those over 65 so the the state value is higher than what we can collect on because they use like say they use the the current values where we're taxed on where we can only tax on for those under 65 the values there um so this means the district cannot cannot tax on that so again we are taxing at a a lower level but we are paying recapture on the higher property state value um also to note which mr kuzan brought this up i'm going to get you stole my thunder mr cruzan also to note on there
and that's the under the dark brown line so from 1819 to our projected 2122 our mno tax rate has decreases each year in 1819 the mno tax rate was a dollar six and we're going we're projecting to be 0.9134 for 21.22 with the fiscal year 1920 the state started the tax rate compression so if a property value goes more than increases more than 2.5 percent the school district must decrease its tax rate to a rate that is figured by the state so the base again the state basically tells us this is what your tax rate will be i have to send in once we get the certified values and it's a very quick turnaround we get those on the 25th it's due i have to have it to the state by the 20 members sorry
by august the first and then again they have to and they do do job they get a get it right back to us because again it all goes into our budget process uh but again they are telling us what our tax rate can be based on what our property values are um also to note though is if the local appraisal district values are less than five percent of what the state property values are then the district will lose tax revenue and will be charged recapture a higher rate so it is not beneficial at all to the district for the appraisal district to come in and make low values that hurts us again we lose tax revenue and again we're charged on the higher tax rate i mean on the the state's values and they do
penalize us for that the state is providing transitional funding for the school districts to help offset the loss in tax revenue but that transitional funding is decreasing each year and with this legislation that was approved in may they're also now capping it across the state it is only going to be at and i don't remember the dollar but x amount of dollars so even if when i'm working on my template right now figuring out what our revenue is going to be and it says okay you're going to get transitional funding it will not be until september october the following year after our budget year is over that they will come back and say they'll look at everybody across the state and say okay you know it's you know and i'm phone numbers i honestly do
not know say it's 5 million but they had 5.5 million of the of transitional values and they will go and prorate it and get it down to everybody only you know the total is only 5 million but again we will not get that until september october the following fiscal year so that's and they are decreasing that um something i heard i read one place i've not seen it again so i don't i don't guarantee this is correct but one of the agenda items on the current uh special session is that um there were still some funds that were projected by the state comptroller of revenue for the state to budget and so they basically have more money to budget so one thing they talked about doing was okay we'll let's reduce property value again let's
compress the property values so my hope is if they do that then they use that money to go back to the districts to you know help us fund this because again they'll be reducing our tax rates more than than they already are does anybody have any questions on this i'm going to do one page at times anybody have any questions on this information see the clarification robert rules robert's rules is is the state property value tax year calculated by the appraisal district or the controller in you'll see like in 1819 you've got the local property tax value at 2018 the state was at 2017 but then with not this legislation it just ended in may but the two years prior to that they went to current values on the local sorry only on the the
state went to using current year values rather than prior year values so um they now they're both the same same tax year does that answer your question no ma'am my question was who who calculates the state property attack value tax the comptroller that's the contract state comptroller yes so let me try to clarify a little more so the the local property value um here in aransas county is that three billion i'm looking at the 2021 column and uh and so we definitely collect taxes based on the local appraisals but recaptures based on the state property value so so it's a good thing for the school district when we close that gap between the state property value and the local property value does that make sense yeah i was asking you mr hutt just no sir
because you can't do that because there they're they're also taxing our value on over 60 they're taxing our total value they don't take into account they do not how much that so we'll never be able to we'll never be able to approach that and as our as our as we have more people come out of military who get disabilities and as we get more people over 65 that number is only going to get greater and greater for us correct yes big challenges is yes true school district financing is in budgeting is very difficult because all the calculations the numbers the unknowns for that and mrs henderson does a very good job you're in year out so thank you any other questions on that okay then i'll go this next one i just wanted to kind
of show the the board um provide you information on when we start budgeting what what figures we use so you can see on the april it says april preliminary values that's what i get april 30th by april 30th the local chief appraiser is to get get us value so he gets us preliminary preliminary values by april 30th so that's what we start using to start doing our projections for our budget for the the next year and then by july 25th which is the july certified values but by july 25th he gets us the certified values now there still may be some protests depending on how big it is but and there's a certain percentage and i honestly can't remember i'm going to say 95 i can't remember what it is but he has to have
at least x amount percentage of the certified values but there are and you can see it's kind of on the very bottom and 19 and 20 they still had some values that were being arbitrated so he did not include those in the certified values because he didn't know what it was truly going to be so then that's the july 25th values are what i use to do our true budget you know using those figures to figure out what what our well the state uses that to figure out what our tax rate is going to be we we use that value to figure out what our tax collections are going to be plug that in and that's what we use as we budget revenue for the year then the bottom value value used for levy that
is the actual value that is given to the tax assessor collector to based on the tax rate that's adopted by each entity to again figure what the true taxes are going to be so you've got three values and you can see most year decreases not a lot but it you know there are some decreases and they do still make adjustments throughout the year but what they actually tax on is not always the same as what i received for the july 25th because there's still adjustments being made um right up until they they send out the tax bill so i just kind of wanted to um you know let y'all see those figures and know how that affects our budget so when we're we're doing budget projections on revenue it is very um very much that
it is very projections um you know we use of course history and trying to do all that but you also got your you're estimating how many students are going to come you know what the student attendance is going to be what the student enrollment is going to be you're projecting all that which determines all your funding as well so there's a lot of projections on the revenue that are not true and even with the the going to the local the state value going to the local year that's not even certified they give us projections well no actually they don't but they said they say okay you figure what you think it's going to be this year they did give soil projections but we don't even have the preliminary state values we're projecting off what we
think it's going to be for the state value and the state value again reflects your recapture so there's a lot of fluid there that we're making projections based on revenue which of course in bases what our expenses will be any questions on that one okay all right um the other thing i did want to say that the board my board reports there you all got that this morning one thing that was not included and i got from the tax assessor this afternoon was she just got me her the june tax collection so i just wanted to report to you all so as of june 30th 2021 we are at 97 percent of current roll tax collected were last year at the same time we're at 96.63 percent so we're still doing great on our tax
collection and like i said a little bit higher than last year so i just want to give that information because it was not included to you any questions on the border porch all right thank you very much all right you're ready for me here we go uh casey you didn't know it rained last week uh so we dealt with flooding and that was not fun uh anyway i told dr garcia like several times last week i said i'll i'm gonna get you a report a flood report you know this week well i have a flood report but it's not finished there's a lot of things that are still ongoing and so we have some issues at it was mainly the high school and it was the courtyard that flooded we have two pumps in there
that can keep that water out one pump was not working properly it was working but it was pumping but it wasn't pumping enough so uh but that plus all the rain it was just too much another thing i noticed is after we got a new roof there's two downspout gutters that come into that courtyard that we didn't have before so we're looking at putting a third pump in there if nothing else for redundancy one goes out we have two at least that kind of stuff because when that thing floods it fills the hallway on on the uh the west side with water and then it fills the library with water and so i have some videos that are pretty alarming but it all got cleaned up within 24 hours we had crews on on site
pretty quick from insurance from don jackson construction and they did a great job of cleaning up and they're actually cleaning the carpets in the lower band hall and in the high school library tomorrow they came out today to look at and they're coming tomorrow with their stuff but everything we caught up really quick so there's not going to be the microbial buildup and whatnot that we had like during her cranny harvey and all that kind of stuff rotc culinary flooded but all that stuff the crews came in cleaned up the school store rocker elementary print shop area that flooded uh so there was a lot and i just wore my boots every day for a week and walked through the water and sometimes it was fun but that wasn't fun we uh the guys have
been working pretty hard on uh getting the website the new website uh out uh there's a timeline they're working with dr garcia and gil perez is working with danny bain and chris garris and and we even have bet nick working for registration pre-registration for students and stuff so they've been working pretty hard on that we're looking at maybe doing something next week having something come out but we don't know maybe next friday but we got to see when it comes out it's not going to work there's you're going to be able to find links that are not going to work so we have to know that so that we can solve those problems but we feel like i think we need to get it out there mostly correct so that we can that's the only
way to really find some of those problems is people have to really investigate some things but i think it looks pretty nice uh other than that it was a short period for me to do a board report uh dino was like i need to get this by july one before we go on vacation summer on vacation so anyway uh so i did so it's kind of short michaela told me last time just hey just put look at last month but you know we're cleaning schools we're waxing floors and all that good stuff they're doing what we do every summer and uh that's what i have unless you have some other questions and i'll pull rob douglas up here and do the transportation report on registration when are we doing pre-registration for students do you know
i think the 20th is when i think it comes out that's for july july 20th that's what i heard the guys talking about they had to get something out there maybe by the 20th even though they were talking about uh doing it on friday coming we may we're going to do some magic where see the thing is that beth dubnik has to do a lot of work on the website to get it ready so we've asked her to work it on the new website but then she's like well we need to put this out there on the 20th we're like oh we already really put a new website out there so we're going to do some magic where you click and it takes you to the new website just for the registration and then and
then watch it not yeah so anyway so yeah we'll fix it then can they click something to go to the old registration so they actually get registered no we're it's we don't want her to have to do all that work on two sites okay so we're gonna we're thinking we're working on just a new site and when you go to our regular website the old one you'll click on it and it's gonna like take you to the new one just for that one page so you can fill it all out i just want to make sure they're getting registered we got a budget to do on monday and i just want to make a quick statement with norm and his team and the hard work they did you know he talked about vacation and he
had some days scheduled to be off and of course he had to cancel those days and come back to work so we appreciate him and a lot of guys were in that same boat and so i think next month we're going to try to do something have that group come out and just kind of recognize this team for being here i don't know what we'll do but but we want to definitely do a little shout out for them and make sure we recognize that hard work that they did when they were coming in on their off time to help solve problems uh rob you're up thank you good evening i'd like to start off by thanking our transportation team those are some some great ladies and gentlemen that that show up for our students early
and uh late and in all different kind of weather conditions and i'm very proud of the job they do and it's been a challenging year uh as it has been for everybody but i do want to recognize those folks because uh they do they do make it happen and uh they they do a great job of making me look good so i really appreciate them so i want to start off with uh our report here for this year um some of you have seen this before but i think it's worth showing that in our some of our newer buses that's the view the driver view it helps tremendously when we're doing some investigations and the driver says well we're here at this spot and this is what happened and in the in the old days
you couldn't see what the driver was seeing uh so this view is very helpful um it it it's the difference between black and white uh you know he said she said kind of thing it's very helpful um and here's uh some more another view from the cameras inside the bus um the camera quality is uh is you can't really catch it in this picture it looks a little hazy but it's not it's really nice and clear and again our old camera systems uh would would face forward and backward and you couldn't really see what was going on in between the seats and thankfully uh with this new technology and these wide uh lenses uh it's it's much better uh to see what's going on between the seats and uh there's you know there's there's some
things that go on between the seats and now we've got a we've got some better better view of that and these all these cameras are audio and video so um so here's our statistics uh from this past year that's our number of average students that we transported on a daily basis and those are our total miles that we did for regular transportation there we had 63 special needs students on average the the mileage there and then our extracurricular mileage uh you can see the 64 000. uh our ace program we did 145 average uh daily and those are the total miles we did for ace and then this uh we just finished up uh two big summer trips for ace and that's the mileage uh for for that right there here's uh showing our fuel
usage uh cng usage there over the past five years a number of gallons that we used from cng and from diesel any questions there and here's our fleet statistics our average miles for the fleet has been steadily decreasing we've done a good job of replacing some of those older buses as you can see the buses over 200 000 miles has has decreased dramatically and that is what you see on the top half the chart there you can see the the result of that and we're down to now with just two buses over 200 000 miles here's our bus replacement schedule it's based on a 15-year replacement as you can see we've got three highlighted that are due to come up here in 2022 and what we'll be doing is looking for grants and ways that
we can we can pay for those coming up we'll be working with kathy and seeing what we can bring to you guys and what we need to do to keep the fleet current a couple of things to point out we had our first full year with our versatrans routing software uh very pleased with that software it's a night and day from what we what we what we did in the past uh in the old days we'd hand the drivers a map and a list of stops and uh you know it it it just wasn't the best situation now with the with the versatrans we we can we can print out the the route in different ways we can also show each stop the names of students that get on and off the bus at those
stops i find it extremely helpful in the afternoons when i have to fill in if i pull up to a stop and three kids get off and there's five kids on the list then i i start calling out their names instead of the old days you'd have to you know yeah as anybody get off here and then some of the kids are sleeping sometimes and it's very helpful when you have their names and you can call out their name that they respond a lot better when when when you can say their name like that and it helps the drivers learn the students names a lot quicker too um but it's uh it's some very good very good software that we have and hopefully uh we'll we'll be um utilize more benefits from those going forward
when we become more and more familiar with it um we utilized our cng buses there's good refueling up in san antonio austin we've refueled up in houston in the past we still have a little bit of a limitation uh in the valley still no cng stations down in the valley so that's a that's an issue for us but um that's it you guys have any uh questions uh what diesel engines are in those buses uh we've got cummins uh cummins in the uh well i would say the majority of our fleet is cummins and the cng engines or cummins as well so what is the average now for a bus on cost an estimate i would say it's anywhere between 120 and 155 kind in that range and that's for a standard uh conventional bus
not a flat nose flat nose buses cost a little bit more what was it two years ago that we approved for the new bus and that one i want to say was in the twos wasn't it no that that bus was about 150. okay maybe that's where the two was and we and and of course all the buses that we've purchased um in the last five six years we've had grants against every one of those buses also reducing the cost uh to the district so on the new ones that you're wanting are they going to be cng you know that's something that we're discussing and uh we will we will make the best decision uh uh or make the best recommendation to you guys and that that's to be determined and i i'm only going
off of students talking about the cngs but how much slower they go then so a tr and that i'm going off of what kids are saying so it could totally be wrong so i don't know i'm asking you is that really no that's not accurate okay they don't they don't know ratio yet no the buses have a each bus has a governor set on it and the bus governor is set at 65 miles an hour uh and the buses uh the the state law is 60 miles per hour so um that's why they're considered slow gotcha who determines the 200 000 mile piece of delica stamp it's not uh i i it's just kind of an arbitrary figure that i picked out uh to show uh the the mileage on our buses um there's really
not a mileage requirement as far as the top end or the low end or when to replace the issue that we have down here on the coast is corrosion you know you'll find some districts inland they'll they'll run buses four five six hundred thousand miles but uh our air conditioning systems on the buses the some of the rough roads we go down and the corrosive environment that we operate in it you know they get between two and three hundred thousand it's uh it gets pretty it gets pretty rough yes we do have two two mechanics currently on staff and uh that's a a big advantage those guys save us a considerable amount of money because when we have to send a bus to corpus it's uh you just lose the manpower i mean it's a
it's an hour over an hour back and that's two people and it's it's costly as well their uh their labor rate over there is uh is uh pretty expensive so we do uh quite a bit of work in-house um even uh about a year and a half ago we we changed out engine in in our shop here so we've got a great uh great group of guys there that uh i'm very proud of those guys as well how is your staffing looking for next year for bus drivers you know i was looking at that today and um right now um i need two drivers and two bus monitors but uh the the the challenge is you get into the end you know middle of august first of august and that's when you start you get
a few surprises a few people will leave they'll find employment elsewhere or they'll move uh so i'm thinking you know right now we need two but it could get to three or four and are we still training coaches yes that's a a contract requirement of the coaches that they get their license i'm not sure how many months we give them but we give them three or four months to get their uh cdl license and we do the training in-house so that's no additional cost there either and also remember i think it was last year the year before too we also required two coaches on each bus for travel one for being the driver and one for being the monitor so that's something that we need to also make sure that this is how that is
still going on so i spoke to coach uh cyber and we had that conversation make sure there's always two and that we're using a coach to drive to the athletic or uil events or i guess uil would be us but all athletic events there's a coach driving the bus we don't use internal uh very rarely i mean it's a very rare occurrence uh uh we've had very good uh administration back up on that um because we just we generally don't have the staff uh to to transport those those groups cdl to anybody the training we we're just the coaches we do uh we talked to the band the band folk that we had this past year we had one of the uh middle school band uh directors uh had his license um we we have
a white activity bus i think that's we probably need to work on utilizing that bus a little bit more the challenge there is it's limited to 14 passengers and you have to go and get the tea certification to be able to drive that bus and there's no other uh regular driver's license is okay on that bus but you do have to get that certification and it's a 20-hour class and it's uh it's uh it's not very entertaining for for some folks there so but that would be uh something that uh would i think would help us out on some of our smaller groups like the golf team takes that regularly um sometimes we can transport the cheerleaders the uh the basketball team will take that um and then we just used it for ace this
